  • MIL-OSI USA: Tuberville Calls for Clearer Crypto Regulations Following Discussion with the Honorable Brian Quintenz

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) spoke with President Trump’s nominee to be Chairman of the Commodity Futures Trading Commission (CFTC), Brian Quintenz. They discussed how both the U.S. Securities and Exchange Commission (SEC) and the CFTC share enforcement responsibilities but lack clear jurisdictional boundaries, which has created confusion for innovators and entrepreneurs. While the SEC determines which products fall under its purview, the CFTC has mainly focused on fraud cases involving crypto. Senator Tuberville and Mr. Quintenz agreed that Congress must provide clearer regulatory guidance to foster compliant innovation and protect investors in the digital asset space.

    TUBERVILLE: “Mr. Quintez, thank you for being here today.”

    QUINTENZ: “Thank you, Senator.”

    TUBERVILLE: “It’s good to see you and your family. Thank you for your willingness to serve. You know, for the last four years, the Biden administration led an attack on cryptocurrencies and digital assets. It was obvious to all of us—I think you know that better than anybody. One of the ways they did this was by attacking leaders in the digital asset industry, like yourself. I’m glad to see that today we live in a new world with the most pro-crypto President and administration that we have seen. I’m eager to see you lead the CFTC as we enter the Golden Age of American innovation and prosperity, and I look forward to supporting your nomination.

    When you came by my office prior to this hearing, we discussed how you were debanked because of your leadership and stance on digital assets. For years, my Democrat colleagues said that this was not happening. Obviously, it was. You were even sent a letter informing you that you were being debanked. 

    Mr. Chairman, I would like to ask for unanimous consent that the letter dated July 7, 2023, from UBS to Mr. Quintenz be entered into the record. Thank you. Mr. Quintenz, would you like to discuss this letter and the broader Biden administration attack on crypto?”

    QUINTENZ: “Thank you very much, Senator. I was very disappointed to receive that. First of all, I’d like to say that the relationship manager and financial advisor mentioned in that letter is a trusted family friend, and I don’t hold this against him at all. I think the only reason why this would happen is because of pressure from the regulators to debank a disfavored industry. You know, these were accounts that were set up for my children to receive $100 worth of stock from their grandparents for Christmas, so I don’t want to also overemphasize the pain that this caused me. But I think it is endemic of what happened during the last administration that I do not think represented American values. And I know from personal experience that there were investments that our firm was trying to make into small teams. And our firm couldn’t even send them a check because they couldn’t open a bank account because they were in the crypto industry. I believe legal businesses deserve access to legal services, and I’m glad that is starting to change.”

    TUBERVILLE: “Thank you. That was a pretty tough time, and I understand what you were going through. We’re all curious about the growth of prediction markets. Can you talk about the benefits of the markets and how various businesses and industries can use them for risk management when they otherwise may not have access to appropriate hedging tools?”

    QUINTENZ: “Thank you, Senator. When I was at the Commission, I read the law, and the law was clear: the Commodity Exchange Act recognizes that an event posing financial, commercial, or economic consequences is a commodity. I think the reason The Commodity Futures Modernization Act of 2000—which was passed into law by President Clinton—did that was because it recognized that events posed risks to individuals, small businesses, and large firms in the same way that exposure to physical commodity prices does. These risks have been hedged in various capacities for a long time, but traditionally it’s been through large Wall Street firms using very complicated products where there isn’t much transparency about how they operate or a clear market trading mechanism to create clarity around that. With the way this innovation is evolving, there are going to be many new methods for individuals to hedge risks they otherwise couldn’t. The innovation can be targeted to a specific event, so they don’t have to rely on some other generic form of hedging that may not correlate to that risk.”

    TUBERVILLE: “Thank you. Can you discuss the regulatory and enforcement clarity between the SEC and the CFTC as it relates to crypto, and what further congressional actions need to be taken?”

    QUINTENZ: “Thank you, Senator. From my experience at the CFTC and afterward, the agencies either share jurisdiction over the crypto spot markets or enforce markets through enforcement actions. However, it has really been the SEC’s decision to determine which products or securities they carve out and take into their own jurisdiction. Unfortunately, I believe there has been a lack of clarity offered to the marketplace, innovators, and entrepreneurs about how they could build something that complies with the law or how to build something within the SEC’s jurisdiction that follows the rules. Both agencies have experience in crypto enforcement, but for the CFTC, it has mostly confined itself to fraud cases—standard Ponzi schemes, which aren’t necessarily about people using cryptocurrency but rather about using cryptocurrency as a tool for investments and then stealing people’s money. So, to the extent that new clarity can be added to enable innovators and entrepreneurs to build compliantly, I think that is a critical issue for Congress to consider.”

  • MIL-OSI USA: Senator Markey to File Amendment to Strip Republican Proposal to Ban AI Regulation by States from Reconciliation Package

    Washington (June 10, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee, today announced plans to file an amendment to the Senate reconciliation bill to block Republicans’ attempt to prevent states from regulating artificial intelligence (AI) for the next 10 years.

    “Despite the overwhelming opposition to their plan to block states from regulating artificial intelligence for the next decade, Republicans are refusing to back down on this irresponsible and short-sighted provision,” said Senator Markey. “I plan to file an amendment to strip this dangerous provision from Republicans’ ‘Big Beautiful Bill.’ Republicans should be prepared to vote on this outrageous policy and explain to their constituents why they are preventing their state leaders from responding to the harms caused by this new and evolving technology.”

    Last week, Senator Markey convened a virtual roundtable with advocates to discuss the impacts this ban would have on communities across the country. On June 3, Senator Markey delivered remarks on the Senate floor opposing the provision in the House-passed reconciliation bill that would prevent states from regulating AI for the next ten years. Senator Markey is the author of the Artificial Intelligence (AI) Civil Rights Act, the most comprehensive AI civil rights legislation introduced in Congress. The legislation would put strict guardrails on companies’ use of algorithms for consequential decisions, ensure algorithms are tested before and after deployment, help eliminate and prevent bias, and renew Americans’ faith in the accuracy and fairness of complex algorithms.

  • MIL-OSI USA: King: Modern, Cost-Effective Weapons Systems Should be Deployed in Red Sea, Future Conflicts

    WASHINGTON, D.C. — Today, U.S. Senator Angus King (I-ME), in a hearing of the Senate Armed Services Committee (SASC), spoke with Secretary of the Navy John Phelan and raised the importance of properly funding cutting-edge directed energy programs — the class of weapons systems that use electromagnetic energy, such as high-energy lasers. Calling it the “weapon of the future,” he received commitment from Secretary Phalen to advocate for an increase in the directed energy budget.  

    “It’s unclear in the budget where the directed energy money is if it’s in there. Those missiles that we’re using in the Red Sea to knock down $20,000 Yemen drones cost $4 million apiece. Directed energy is an incredibly important priority. The prior administration grossly underfunded it. I hope this administration will pay attention. This is cost-effective and it’s the weapon of the future. Mr. Secretary, are you going advocate for directed energy and see an increase in that budget,” asked Senator King.

    “Yes, senator. I think it’s very important. Our capability, and as you mentioned, it’s a cost-effective one. We continue to be working very hard with the one system we have been testing live right now that appears to be working well, so we continue to work on that. So, yes,” replied Secretary Phelan.

    Senator King also touted Bath Iron Works’ (BIW) role in helping construct the U.S. Navy’s Guided-Missile Destroyer (DDG) ships. Earlier in their exchange, Senator King thanked Secretary Phelan for his visit earlier this year to Portsmouth Naval Shipyard (PNSY) to discuss the strategic value of developing a strong workforce and expanding shipbuilding in the U.S. to stay ahead of foreign adversaries.

    “I want to thank you for your visits to the Portsmouth naval shipyard and Bath Iron Works, particularly for the time you took to talk with the men and women on the deck plates, the people who are out there doing the work. It meant a lot to those people, it meant a lot to the workforce, and the fact that you took the time to do that, I think is exemplary. The other thing I want to note at the beginning, we always get in these hearings and there’s a lot of criticism and harsh questions. I want to compliment the Navy for the performance in the Red Sea. It’s the longest protracted naval battle since World War II, and the Navy has performed extraordinary well. I’ve had briefings both in this committee and the Intelligence Committee about the work that has been done under very difficult circumstances, so I think that should be acknowledged in a hearing like this. I should also note some of the workhorses in the Red Sea are DDGs, which are — I visited a government facility some years ago that had a spot on the map of the whole world of all the U.S. Assets, and DDGs were all over that map. Truly the workhorse of the Navy,” said Senator King.

    As a member of the Senate Armed Services Committee and the Senate Select Committee on Intelligence, Senator King is recognized as an authoritative voice on national security and foreign policy issues. Senator King has previously spoken up about the emerging threats of Russia and China’s development of “nightmare weapon” hypersonic missiles, which he has described as “strategic game-changers.” He previously urged the Department of Defense (DoD) to take advantage of private sector technologies or risk losing access to innovative defense technologies and encouraged the (DoD) to reevaluate its acquisition process of defense technologies. Additionally, Senator King has been a steady voice on the need to address the growing nuclear capacity of our adversaries.

    The Portsmouth Naval Shipyard (PNSY) is a key economic driver in Maine, supporting thousands of jobs integral to America’s national security. After calls from Senators King and Jeanne Shaheen (D-NH), the U.S. Department of Defense exempted the shipyard workforce from the civilian hiring freeze. The Senators, alongside Sena too Susan Collins (R-ME), once again called on the Administration to process PNSY civilian hires to support the work of the Shipyard. Earlier this year, Senator King visited the Shipyard with Navy Secretary Phelan to highlight the Shipyard’s role in supporting U.S. national security and the need to bolster the Shipyard’s workforce to meet workload demand.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today hosted members of the Greater Springfield Chamber of Commerce in his Washington office to discuss economic development and infrastructure investment in Central Illinois.  During the meeting, Durbin and the local leaders spoke about the Springfield Rail Improvements Project, which Durbin has helped secure more than $247 million in federal funding to complete.  Durbin also responded to the organization’s concerns that the Trump Administration will continue to delay or slash federal grants that have helped support the state’s education programs, airport renovations, and infrastructure upgrades for waterlines, emergency services, and the electric grid.

    “Rightfully, local leaders with the Greater Springfield Chamber of Commerce are concerned about the future of federal funding for local projects and priorities in Central Illinois,” said Durbin.  “While the Trump Administration is a force of chaos and uncertainty, I will continue to be a voice for Illinoisans and securing the resources our state needs to thrive.”

    Scotland will become home to the UK’s most powerful supercomputer, with up to £750 million for the project confirmed in the Spending Review.

    • Commitment follows the Prime Minister committing an extra £1 billion of funding to ramp up the UK’s AI compute power twenty fold as he opened London Tech Week.
    • AI Research Resource coming into operation soon, as Isambard supercomputer named one of the most powerful in the world.

    Scotland will be home to the UK’s most powerful supercomputer to drive forward innovations that grow our economy and ensure people are better off, putting Edinburgh at heart of the UK’s plans to unlock a decade of national renewal through artificial intelligence.

    The news comes after the Prime Minister kicked off London Tech Week by unveiling £1 billion of extra funding to scale up the country’s AI compute power twenty-fold. Following that announcement, the Chancellor has now confirmed up to a further £750 million to build the UK’s new national supercomputer at the University of Edinburgh, strengthening Britain’s position as an AI-maker and research power, with researchers and start-ups backed to deliver new waves of innovations and discoveries.

    Edinburgh’s new supercomputer will give scientists from across the UK the compute power they need for cutting edge research and making the next big breakthrough – whether that’s personalised medical treatments, making air travel more sustainable, or modelling climate change. This will form part of the Chancellor’s commitment to investing in Britain’s renewal at the Spending Review today (Wednesday), ensuring the British people are better off – from better health to economic growth.

    The supercomputer will work alongside the AI research resource, a network of the UK’s most powerful supercomputers that were built to bolster scientific research. The AI Research Resource, which is due to come into operation soon, is already being used to research Alzheimer’s vaccines and treatments for cancer by simulating how drugs work inside the body and ‘testing’ millions of potential drugs virtually to speed up the creation of new medicines. 

    Ahead of that moment, the Isambard system has this week been ranked in the top ten globally and top 5 in Europe for publicly available supercomputers. According to the latest Top500 rankings, it also ranks as a leader in terms of efficiency, setting a clear benchmark of how the UK government is delivering on its AI ambitions while driving forward its mission to become a clean energy superpower.

    UK Secretary of State for Science, Innovation, and Technology, Peter Kyle said:

    The new supercomputer will vastly exceed the capacity of the UK’s current national supercomputer, ARCHER2. 

    The government will set out more details about the system in our upcoming Compute Roadmap, which we will publish this summer. It will outline the government’s strategic approach to building world-class compute infrastructure in the UK – which will include the new national supercomputer in Edinburgh and our investment to expand the AI Research Resource by at least 20 times by 2030.

  • MIL-OSI Security: Ecuadoran smugglers plead guilty to trafficking nearly 400 kilograms of cocaine

    NORFOLK, Va. – Two Ecuadoran nationals pled guilty to possession with intent to distribute cocaine on board a vessel.

    According to court documents, on Jan. 16, a helicopter from the U.S. Coast Guard (USCG) Cutter Waesche located a go-fast vessel (GFV) that appeared to be dead in the water with two people on board in international waters approximately 544 nautical miles south of Mexico. The GFV displayed no indicia of nationality.

    A small boat from the USCG Cutter Waesche approached the GFV and the crew observed Adan Bolivar Arcentales Anchundia, 57, and Frowen Antonio Alcivar Muentes, 56, cutting lines connecting the GFV to bundles of bails in the water. USCG personnel boarded the vessel and conducted tests of the contents of one package taken from the water. The contents tested positive for cocaine. USCG personnel gathered additional contraband from the water around the GFV. In total, ten bales containing approximately 397.9 kilograms of cocaine were recovered.

    Arcentales Anchundia pled guilty on May 28 and is scheduled to be sentenced on Oct. 30. Alcivar Muentes plead guilty today and is scheduled to be sentenced on Oct. 9. Both defendants face a mandatory minimum of 10 years and up to life in prison. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia; Ibrar A. Mian, Special Agent in Charge for the Drug Enforcement Administration’s (DEA) Washington Division; and Christopher Heck, Acting Special Agent in Charge of Immigration and Customs Enforcement Homeland Security Investigations (ICE HSI) Washington, D.C., made the announcement after U.S. Magistrate Judge Douglas E. Miller accepted the plea.

    Assistant U.S. Attorneys Kevin M. Comstock and Eric M. Hurt are prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI USA: House Passes Legislation to Protect SBA Workers in Sanctuary Cities, Remove Offices Out of Sanctuary City Jurisdictions

    WASHINGTON—The U.S. House of Representatives passed Rep. Brad Finstad’s (R-Minn.) legislation to relocate U.S. Small Business Administration (SBA) offices out of sanctuary city jurisdictions.

    His legislation, H.R. 2931 – Save SBA from Sanctuary Cities Act, ensures that SBA employees are not put at risk by violent illegal aliens. It would relocate SBA offices into jurisdictions which do not limit their cooperation with federal agencies charged with immigration enforcement.

    House Republican Conference Chairwoman Lisa McClain (R-Mich.) and Rep. Finstad issued the following statements:

    “Sanctuary cities should not be rewarded for violence and unlawful behavior,” Chairwoman McClain said. “It’s telling that 195 Democrats opposed a bill to protect SBA employees. Democrats have stooped so low that they now even prioritize illegal aliens over the federal bureaucrats they have vowed to defend.”

    “By circumventing federal law and encouraging illegal immigrants to come into our communities, failed sanctuary city policies have created a growing public safety crisis,” Rep.     H. Res. 481, sponsored by Rep. Jefferson Van Drew (R-N.J.), expresses that Congress fully condemns the rise in antisemitic attacks across the United States, including the June 1, 2025, terrorist attack in Boulder, Colorado, the May 21, 2025, attack against two Israeli embassy staffers, and the April 13, 2025, attempted assassination of Pennsylvania’s Governor Josh Shapiro, who is Jewish, and his family.

    H. Res. 488, sponsored by Rep. Gabe Evans (R-Colo.), also denounces the antisemitic terrorist attack that occurred in Boulder, Colorado. The attacker shouted “Free Palestine,” an antisemitic slogan that calls for the destruction of the state of Israel and the Jewish people. The resolution also expresses appreciation for the law enforcement officers, including ICE agents, for keeping Americans safe.

    “American Jews have a target on their back. They should not have to be scared to go to school, a synagogue, or simply be Jewish. It doesn’t have to be this way. But so long as Democrats collectively refuse to denounce, condemn, or even agree that this is problematic, the Jewish community will continue to have to live in fear.   • MIL-OSI Security: Havre man sentenced to 14 years in prison on drug charges

    GREAT FALLS – A Havre man who possessed fentanyl was sentenced today to 168 months in prison to be followed by 5 years of supervised release, U.S. Attorney Kurt Alme said.

    Isaiah Starr Standingrock, 33, pleaded guilty in December 2024 to one count of possession with intent to distribute controlled substances.

    Chief U.S. District Judge Brian M. Morris presided.

    The government alleged in court documents that on August 26, 2023, Standingrock attempted to evade law enforcement, leading to a high-speed pursuit on and off the Rocky Boy’s Indian Reservation. During the pursuit, Standingrock called 911 several times, threatening to shoot officers and/or himself. Officers watched Standingrock throw various items out of his car window throughout the pursuit, including what appeared to be a gun (which was never recovered) and a blue Nike backpack (which was recovered and later searched). Standingrock later threw a pistol holster at officers during a brief standoff. Ultimately, Standingrock was taken into custody without incident.

    In a search incident to arrest, officers seized $430 in various denominations of cash, as well as various empty syringes and a plastic bag. Officers observed what appeared to be fentanyl pills in plain view in the vehicle.

    Officers then located a .40 caliber S&W round and a .38 caliber SPL +P round, as well as a syringe and tin foil in the blue Nike backpack. They recovered suspected fentanyl pills and fentanyl powder, a tube containing powder residence, a digital scale containing white powder, a flip phone and a gold iPhone from the vehicle search.

    The U.S. Attorney’s Office prosecuted the case. The investigation was conducted by the FBI, U.S. Border Patrol, Chippewa Cree Law Enforcement Services, and the Hill County Sheriff’s Office.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.     H.R. 2096 reverses provisions of D.C.’s Comprehensive Policing and Justice Reform Amendment Act of 2022. Specifically, it restores the Metro Police Department officer union’s ability to bargain on disciplinary matters and re-establish clear timelines for carrying out discipline for alleged officer misconduct.

    WASHINGTON—Today, the U.S. House of Representatives passed Rep. August Pfluger’s (R-Texas) H.R. 884, which prohibits non-U.S. citizens from voting in elections in the District of Columbia and repeals the Local Resident Voting Rights Amendment Act of 2022, a D.C. law.

    House Republican Conference Chairwoman Lisa McClain (R-Mich.) and Rep. Pfluger released the following statements:

    “House Republicans passed legislation to restore trust in our election system, particularly in our nation’s capital. Unlike Democrats, we will not allow illegal immigrants to dilute the votes of actual Americans. Only Americans should be able to vote in U.S. elections. It’s as simple as that,” Chairwoman McClain said.

    “Free and fair elections are a prerequisite for a healthy republic. The radical DC Council’s decision to allow noncitizens—including illegal aliens and foreign agents—to vote in local elections dilutes the voting power of the citizen voter. That power must be defended, and I am thrilled House Republicans took action today to do so. Anyone who voted against this legislation, voted for the transfer of political power away from legal voters.     DETROIT – U.S. Immigration and Customs Enforcement officers in Detroit arrested two criminal aliens in Detroit June 10. Ahmad Fareez Thabateh, 49, a Palestinian, and Kassim Saleh Wasil, 70, a Yemeni , who will remain in ICE custody pending removal from the United States.

    Thabateh has a final order of removal and has a previous conviction of arson in Pontiac, Michigan.

    Wasil also has a final order of removal and has a criminal history to include 2nd degree murder, assault, resisting or obstructing an officer, and cruelty to a dependent adult.

    “A convicted murderer and an arsonist are just some of the many public safety threats and immigration violators that our officers work to take off the streets every day,” said acting Detroit Field Office Director Kevin Raycraft. “I’m proud of their efforts to safeguard communities across Michigan and Ohio.”

  • MIL-OSI Security: Pennsylvania Woman Sentenced to Federal Prison for Role in Fraud and Money Laundering Scheme

    Laundered Over $800,000 of the Proceeds of a Business Email Compromise Scheme that Defrauded a Cedar Rapids Church

    An accountant and adjunct business instructor who laundered over $800,000 of the proceeds of a multi-state business email compromise scheme was sentenced today in federal court in Cedar Rapids, Iowa.

    Margo Ann Williams, age 63, from Scranton, Pennsylvania, received the prison term after a September 12, 2024, jury verdict finding her guilty of one count of bank fraud, three counts of money laundering, three counts of engaging in monetary transactions in property derived from specified unlawful activity, and one count of money laundering conspiracy.

    The evidence at trial showed that, between December 2022 and July 2023, five victims—a Cedar Rapids church, two businesses, a non-profit, and an individual—had their electronic payments misdirected due to hacked email accounts.  The email accounts were hacked while the victims were in the process of making large wire and automatic clearinghouse (“ACH”) transactions to others.  The victims received “spoofed” emails that falsely appeared to come from legitimate and trusted sources.  The fraudulent emails contained instructions to change the routing information for the wire and ACH transactions.  Unbeknownst to the victims, those accounts listed in the new instructions belonged to Williams.  After receiving “spoofed” emails, the victims instructed their banks to wire the funds according to the new payment instructions.  Williams received the funds into bank accounts she controlled, and then she rapidly transferred the stolen money to other bank accounts that she controlled.  Williams eventually transferred stolen funds to two national cryptocurrency exchanges and an individual in Florida.

    For example, in June 2023, a Cedar Rapids church was engaged in a $7 million renovation of its campus.  The hackers compromised the email account of the project’s architect and caused the church to receive “spoofed” emails in which the email domain of the project’s general contractor was slightly changed.  As a result, the church representatives thought they were engaged in email correspondence with the project’s general contractor when, in truth, unknown individuals were impersonating the general contractor’s employees.  As a result, the church unwittingly wired over $466,000 to Williams’s shell corporation, “MBCI & Evercorp, LLC.”  Other victims in the business email compromise scheme included a hotel manager in Colorado, a large non-profit in Washington state, a self-employed homebuilder in Montana, and a general commercial contractor in Pennsylvania.

    During the scheme, Williams repeatedly opened bank accounts at major national banks, including one in the name of her shell corporation.  As the banks discovered the fraud and closed the accounts, Williams continued to open new accounts at other banks in an effort to continue to perpetrate the fraud.  Williams claimed at trial that she was doing so at the direction of a famous British actor with whom she had formed a romantic relationship.  Williams earned approximately $25,000 from the scheme.  Williams made many personal purchases with the stolen money, including an Apple Watch and a Louis Vuitton handbag.

    Williams was sentenced in Cedar Rapids by United States District Court Judge Leonard T. Strand.  Williams was sentenced to 48 months’ imprisonment.  She was ordered to make $594,037.41 in restitution to her victims.  She must also serve a three-year term of supervised release after the prison term.  There is no parole in the federal system.

    The case was prosecuted by Assistant United States Attorneys Timothy L. Vavricek and Kyndra A. Lundquist and was investigated by the Federal Bureau of Investigation.  Williams was released on the bond previously set and is to surrender to the Bureau of Prisons on a date yet to be set.

  • MIL-OSI Security: Waco Man Federally Indicted After Allegedly Shooting Police K9 with Machine Gun

    WACO, Texas – A federal grand jury in Waco returned an indictment today charging a Waco man with one count of possession of an unregistered firearm.

    According to court documents, Darrin King allegedly fled from Waco Police officers, who were dispatched to a civil disturbance involving a firearm on May 28. A police K9 was deployed in pursuit of King, who allegedly produced a firearm and fired multiple shots at the dog, striking the K9 twice in the neck and once in the chest. King was subsequently taken into custody and the firearm was recovered. The firearm was allegedly equipped with a machinegun conversion device (MCD), also known as a “Glock switch,” allowing the firearm to fire as a fully automatic weapon. MCDs are defined as machineguns under the National Firearms Act, even when not installed.

    The injured K9 survived his life-threatening injuries but, due to the extent of the injuries, will be medically retired.

    King faces up to 10 years in prison, if convicted. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    U.S. Attorney Justin Simmons for the Western District of Texas made the announcement.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Waco Police Department are investigating the case.

    Assistant U.S. Attorney Chris Blanton is prosecuting the case.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI United Kingdom: Highland Youth Parliament ‘Future Youth Voice’ Conference

    The annual Highland Youth Parliament (HYP) conference will take place at Inverness Leisure and Canal Park, Inverness on Friday (13th June).

    Highland young people are focusing on future youth voices and what they would like a future Highland to look like. HYP is 25 years old this year so young people have been asked to bring a time capsule item to represent their area (to be opened again in 2050) and will be asked questions in a review of Highland Youth Parliament and related structures to improve how young people are supported to have a say, how this is promoted to young people and to help widen reach and representation.

    The conference is expected to have approximately 100 young people from across the 29 secondary school areas in Highland participating at the event.

    There will be stalls in the morning from a range of organisations and services working with young people across Highland and Highland Council youth development officers and young people will display the work they do out in areas around having a voice and making changes for improvement of services for young people in their local areas.

    This will be followed by input from Jake MacCulloch, Chair of Highland Youth Parliament and Lauren McKittrick, the Highland Youth Convener.

    The Scottish Youth Parliament will also speak with Highland young people re their work and consult on their new manifesto.

    Kate Lackie, Assistant Chief Executive – People, The Highland Council will also speak with young people about The Highland Council’s Our Future Our Highland Programme then young people will break out in to groups to discuss wider topics of Education, Employment, Leisure and Recreation, Transport, Roads and Infrastructure, Environment and Health and Social Care, and highlight issues and actions they would like HYP to focus on in these areas.

    Young people will then have the opportunity to participate in a Walk and Talk a Mile to discuss a couple of questions which will contribute towards the development of the 2026-2029 Children’s Services Plan, incorporating the Highland Children and Young People’s Participation Strategy.

    The group will also be offered some fun and interesting activities – a free swim and gym session from High Life Highland. Inverness Leisure will also provide line dancing, Highland Archive Centre are offering a family history session and Inverness Botanics will be providing some interesting tours of the gardens and the work they do.

    Highland Youth Convener, Lauren McKittrick said: “The HYP conference provides a platform for each area in the Highlands to be represented by the young people who call it home. I am looking forward to hearing the unique perspectives these young people will bring while discussing some of the important themes affecting the future landscape of the Highlands. There is no better way to celebrate the 25th anniversary of the Highland Youth Parliament than a day full of engaging discussions, fun activities, and a time capsule!”

    The Prime Minister reiterated his commitment to a two-state solution, which ensures a safe and secure future for Israelis and Palestinians.

    Discussing the publication of last week’s Strategic Defence Review, the leaders agreed that the UK and Norway are key partners, showcased through Norway’s vital contribution to the Carrier Strike Group. 

    They agreed on the vital importance of all NATO allies stepping up on our collective defence at an increasingly dangerous time for the world.

    Let me just start by saying thank you so much for coming in, and you’re very welcome.

    I know you’ve got some plans that you want to show us, so we’re very much looking forward to seeing those plans, to honour Bebe, Alice and Elsie.

    I know that the plan is very much developing on the idea of the gardens in a very special way, and so we’re looking forward to seeing that.

    There’s already the prospect of some funding to go towards the gardens to make them exactly as you want them.

    And as a proper honour to the three girls, I’m really pleased to tell you today that the government will make up the rest of the money, so that as from today, you know that this project is secure and will go ahead.

    Thank you for coming to show us the plans. Thank you for your continued courage and resilience.

    As I’ve said to you all a number of times, I think most people in the country would say they wouldn’t know how to deal with the situation, but you’ve shown courage and resilience and come forward with these plans, which will then be a great honour and an incredible thing for so many people and for children as they make use of the gardens, which is a wonderful thing to do. So thank you very much for that.

    And also we sit here as Prime Minister and Deputy Prime Minister, but we sit here as human beings with families of our own. And we sit here on behalf of millions of people who would love to see the plans and to say well done for bringing them forward and getting to this point.

    So through us, the thanks of millions of people in this country. I know there’ll be a sense that all of us alongside you will want to see these plans.

    I think when they understand the concept of what you’re doing here, I think they’ll be really moved and touched by it. So thank you.

    As part of its public consultation, Highland Council is to hold a drop-in event on the Tain Royal Academy Community Complex (TRACC), giving members of the public an opportunity to view more detailed information on the range of potential options for the future of leisure services currently provided at TRACC.  Council officers will be on hand on the day to meet with those attending and discuss the potential options.

    The drop-in will take place on Thursday, 12 June between 2pm-8pm and will be held in the Games Hall of TRACC.

    Additionally, in May, a survey was launched to enable the views of the local community to be captured.  This survey remains open and members of the Tain community are encouraged to participate in the process to ensure the views of the local community are fully understood, which will ultimately assist in assessing the potential impact of each proposed option and support the decision making process for the future of TRACC.

    The Highland Council is proud to be taking part in this year’s Clean Air Day – the UK’s largest air pollution awareness campaign – on 19 June 2025. Supported by Global Action Plan and Health Equals, the initiative is a vital step in helping our communities understand the health risks of air pollution and the simple actions we can all take to make a difference.

    One of the contributors to poor air quality is engine idling — when car engines are left running while stationary – which can significantly increase harmful emissions.  Changing idling behaviour will be the focus of this year’s events.

    Why this campaign matters

    • Air pollution affects us from before our first breath to our last.
    • Children are especially vulnerable to the health impacts of polluted air.
    • Idling engines contribute to unnecessary emissions and fuel waste.
    • By switching off engines, we can all help reduce pollution and protect our environment.

    To celebrate Clean Air Day, Highland Council’s Environmental Health Team will have an information stall at the entrance to the Victorian Market Food Hall, Inverness on Thursday 19 June from 11:00 to 15:00 and will be speaking to drivers around the town centre, providing a great opportunity to engage with the public and raise awareness on air pollution issues.

    In the run-up to Clean Air Day, the team will also be revisiting schools who previously took part in an Air Quality Project to monitor air quality around school premises.  This project had identified distinct peaks in pollution levels during school drop-off and pick-up times and pupils will be supported to run an Anti-Idling Campaign to raise awareness of the negative impacts of engine idling which will help encourage positive change. 

    Each participating school will be provided with an ‘Anti-Idling’ sign for their drop-off zone, an information pack and toolkit to help them run their campaign and a banner for installation at their school gate on the campaign launch day.

    Participating schools will help raise awareness by:

    • Teaching pupils about why clean air matters.
    • Supporting pupils as they lead this important initiative.
    • Encouraging staff and parents to turn off their car engine when waiting outside the school.

    Would you trust a driverless car? A 2024 global survey involving nearly 8000 participants suggests most people are wary of handing over the steering wheel to sensors, cameras and computer algorithms.

    However, a new study by Australian and French researchers shows that augmented reality (AR) could increase overall confidence in autonomous vehicles by simulating the experience and allowing drivers to personalise the AR interface.

    The University of South Australia (UniSA) and IMT Atlantique created a sophisticated virtual reality driving simulator using headsets, testing seven AR visualisations with 28 participants, where information about driving conditions was added, modified and even removed from the simulation.

    The participants were aged 22-50 and included 18 males and 10 females.

    AR can deliver real-time, critical information directly onto the windshield or dash, alerting drivers to potential hazards and obstacles, speed limits and navigation directions. The technology uses sensors to deliver the data, ensuring that drivers stay focused on the road while accessing critical information.

    Driving-related AR visuals included navigation paths, incoming vehicle alerts and pedestrians; and non-driving visuals ranged from aesthetic modifications to points of interest, such as cafes and dinosaur parks.

    The researchers found that participants’ trust in autonomous vehicles was “significantly increased” when AR was used to add or change driving-related information, tailoring visual cues based on a driver’s preference, attention patterns and stress levels.

    “Trust is a major barrier to the widespread adoption of autonomous vehicles,” says UniSA and IMT Atlantique PhD candidate Hoa Tran, who led the study.

    “Despite autonomous vehicles being generally safer than human drivers in routine conditions, there is a global reluctance to fully embrace them, but augmented reality might be able to change that.

    “The AR visuals helped participants understand the autonomous vehicle’s decision-making process, which is especially important in complex traffic scenarios,” Hoa says.

    Even non-driving related additions, like landmarks or interior design enhancements in the car, improved trust among users. However, they also carried a greater risk of driver distraction.

    Conversely, removing certain types of information – such as unnecessary pedestrian visuals or visual obstructions in the car – was helpful for reducing mental clutter, but it negatively affected user confidence.

    “The message is that less isn’t always more,” says co-author UniSA researcher Dr James Walsh.

    “The design of AR in autonomous vehicles needs to balance clarity with user comfort and personal preference.”

    Researchers suggest future work should involve real-world testing in higher-quality simulators, as well as trials involving a more diverse demographic.

    “Our findings support the idea that trust in driverless cars can be built not just through more information, but the right information,” Dr Walsh says.

  • MIL-OSI New Zealand: Saying yes to more housing

    City-shaping changes are coming to New Zealand’s largest city, ensuring that Auckland can fully harness the economic growth benefits of the new City Rail Link, RMA Reform Minister Chris Bishop and Auckland Minister Simeon Brown say.
    The Resource Management (Consenting and Other System Changes) Amendment Bill (the Bill) has been reported back to Parliament today by the Environment Committee, containing significant changes to enable housing growth in our largest cities.
    “After many months, Auckland Council and the Government have reached agreement to free up more land for housing, particularly around City Rail Link (CRL) stations. These are some of the most significant changes to the shape of Auckland since the Auckland Unitary Plan,” Mr Bishop says.
    “It doesn’t make sense that we have single story houses on quarter acre sections a stone’s throw away from stations that, in a year or so, will see trains every few minutes. 
    “The Government and the Council are investing billions in CRL and have a shared vision for stations that become hubs for public transport, mixed use development and new housing.
    “Successive Governments and Councils have failed to grasp this opportunity for economic growth in New Zealand’s largest city. This is how modern, growing cities all around the world operate, and now it’s Auckland’s turn.”
    “Today’s announcements are a result of Auckland Council and the Government working together to deliver a plan for more housing that works for Auckland.  The Bill now has the effect of abolishing the Medium Density Residential Standards (MDRS) in Auckland while requiring more housing density around key public transport corridors – a common sense solution for Auckland,” Auckland Minister Simeon Brown says.
    “Auckland must grow to fully meet its potential as a world-leading city. The one sized-fits-all approach of the MDRS was not appropriate for Auckland. Today’s announcement will ensure our city grows where it makes the most sense and maximise on the significant investment made in the City Rail Link.”
    “I want to thank Auckland Council, particularly Mayor Brown and Councillor Richard Hills, for their pragmatic approach to solving these complex challenges over many months,” Mr Bishop says.
    “Mayor Brown has previously described this situation as “RMA gymnastics” and he is right, but I am confident that these arrangements align with our shared vison of density and development in places that work for Aucklanders.”   
    Removing ability to opt-out of the MDRS
    “The Bill as introduced provided councils with the flexibility to opt out of the MDRS, if they could show they had provided for 30 years of housing growth in their district and unitary plans,” Mr Bishop says.
    “Councils have been going through plan changes for years in order to incorporate the MDRS. Most councils have already substantially completed their plan changes through this process, with just three (Auckland, Christchurch and Waimakariri) yet to finish.
    “Th practical reality is that if councils did vote to “opt out” of the MDRS, they would have to pass a new plan change to do so, and due to the length of time this typically takes under the RMA, by the time this was complete, the Government’s new planning system is expected to be in place.
    “Fundamentally, it would have achieved nothing, but cost ratepayers a lot. “The Government has therefore taken the pragmatic view that it would be sensible to remove the ability for councils to opt out of the MDRS and to work on bespoke legislative solutions for Auckland and Christchurch instead.”
    New plan change for Auckland 
    “Auckland’s intensification plan change, PC78, has been underway since 2022. Progress has been slow for many reasons, including the Auckland floods. The intensification plan change process does not allow Auckland to “downzone” certain areas due to natural hazard risk – only to “upzone” them – and the Council wrote to the government asking them to fix this problem,” Mr Bishop says.
    “The Government has therefore agreed to change the Bill to allow Auckland to withdraw PC78. However, the government is determined to unlock housing capacity in Auckland and fix our housing crisis and has taken steps to ensure this is achieved.
    “Earlier in the year I directed Auckland Council to bring forward decisions on the parts of PC78 that relate to the city centre, requiring final decisions to be made by the end of May. Auckland Council met this requirement, finalising this part of PC78 on 22 May 2025. 
    “These decisions made by the council are a step forward in increasing development capacity in Auckland’s CBD, but there is more work to be done.
    “The Bill as reported back from the committee now allows Auckland Council to remove the remaining parts of PC78, but requires them to process a new plan change urgently. This plan change must be notified by 10 October this year, and must enable housing capacity equal to or greater than that enabled by PC78.
    “As I’ve indicated, the Government is keen to see greater density around public transport, particularly City Rail Link stations. The Bill therefore now also requires Auckland to allow for greater density around the key CRL stations of Maungawhau (Mount Eden), Kingsland, and Morningside.
    “Auckland Council must enable within a walkable distance from these stations heights and densities reflective of the higher demand for housing and business in these areas. This requirement goes further than the existing requirements under the NPS-UD, and I expect heights and densities that ensure we make the most of the opportunities offered by this transformational transport project.
    “The government is also considering whether further amendments to the Bill to fully maximise development opportunities around other CRL stations as necessary, and I will have more to say in due course.”
    30 years of growth for Christchurch 
    “Christchurch City Council also requires a bespoke solution, as they have made a number of decisions on their plan change to implement the MDRS and NPS-UD, known as PC14, but have yet to complete it,” Mr Bishop says. 
    “Last week I released my decisions on the recommendations from the Council on parts of PC14. These decisions will enable a greater level of development in and around Christchurch City’s urban centres.
    “Christchurch City Council is currently required to finalise the MDRS components of PC14 by December 2025. The Bill will allow Christchurch to withdraw the MDRS parts of PC14 provided they allow for 30 years of housing growth at the same time. Assessment of that target will be made by me based on advice from officials.”
    Additional changes 
    “In addition to these changes, the Environment Select Committee has recommended a suite of changes to improve the workability of the Bill and help unlock growth in infrastructure and energy, farming and the primary sector,” Mr Bishop says.
    The Resource Management (Consenting and Other System Changes) Amendment Bill will have its second reading in the coming weeks and is expected to pass into law in mid-2025.”
    Note to Editors: 
    Waimakariri District Council were much further progressed in their plan change than Auckland and Christchurch, and are expected to make decisions on their plan change on 30 June, before the Bill’s expected third reading.

    Provisional estimates for the April 2025 year compared with the April 2024 year were:

    • migrant arrivals: 145,000 (± 1,100), down 27 percent
    • migrant departures: 123,700 (± 900), up 15 percent
    • annual net migration: gain of 21,300 (± 1,400), compared with a net gain of 90,900 (± 200).

    Annual migrant arrivals peaked at 234,800 in the year ended October 2023.

    Annual migrant departures provisionally peaked at 124,000 in the year ended March 2025.

    Annual net migration peaked in the year ended October 2023, with a gain of 135,500.

    International travel covers the number and characteristics of overseas visitors and New Zealand resident travellers (short-term movements) entering or leaving New Zealand.

    Key facts

    Monthly arrivals – overseas visitors

    Overseas visitor arrivals were 267,300 in April 2025, an increase of 42,200 from April 2024. The biggest changes were in arrivals from:

    • Australia (up 33,800)
    • United Kingdom (up 4,000)
    • United States (up 3,300)
    • Hong Kong (up 1,600)
    • Indonesia (down 1,100).

    The increase in the number of overseas visitors from Australia in April 2025 compared with April 2024 was partly related to the timing of school holidays. Easter and school holidays’ impact has more information.

    The total number of overseas visitor arrivals in April 2025 was 87 percent of the 307,400 in April 2019 (before the COVID-19 pandemic).

  • MIL-OSI USA: Alabama Chiropractor Pleads Guilty to Tax Evasion and Obstruction

    Shortly after trial began, an Alabama chiropractor pleaded guilty yesterday to tax evasion and obstructing the IRS.

    The following is according to court documents and evidence admitted at trial: Gary Forrest Edwards, of Shelby County, Alabama, owned and operated the chiropractic practice Hoover Health & Wellness Center. After not filing income tax returns for many years, in 2015, Edwards filed tax returns for 2009 through 2013. He later filed a tax return for 2017. On these returns, Edwards admitted that he owed more than $2.5 million in taxes. Nevertheless, he did not pay the taxes he reported due and did not pay the interest and penalties assessed against him.

    Edwards took steps to thwart the IRS’s efforts to assess and collect taxes against him, including concealing financial accounts he owned from the IRS, transferring funds from accounts he owned to accounts in only his spouse’s name, filing false court documents to terminate federal tax liens against his property, and lying to IRS criminal investigators.

    Edwards will be sentenced later this year. He faces a maximum sentence of five years in prison for the evasion charge and a maximum sentence of three years in prison on the obstruction charge. He also faces a period of supervised release, restitution, and monetary penalties. U.S. District Court Judge Anna Manasco for the Northern District of Alabama will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney Prim F. Escalona for the Northern District of Alabama made the announcement.

    IRS Criminal Investigation is investigating the case.

    Trial Attorney Isaiah Boyd of the Tax Division and Assistant U.S. Attorney Allison Garnett for the Northern District of Alabama are prosecuting the case.

  • MIL-OSI USA: Pakistani National Extradited to Face Charges in Connection with Plot to Carry Out ISIS-Inspired Mass Shooting at Jewish Center in New York City

    A Pakistani citizen residing in Canada, Muhammad Shahzeb Khan, 20, also known as Shahzeb Jadoon, was extradited to the United States on June 10, in connection with an indictment filed in the Southern District of New York. Khan was charged with attempting to provide material support and resources to a designated foreign terrorist organization (FTO), the Islamic State of Iraq and al-Sham (ISIS) and attempting to commit acts of terrorism transcending national boundaries. Khan is scheduled to make an initial appearance in court on June 11.

    “The foreign terrorist organization ISIS remains a clear and present danger to the American people, and our Jewish citizens are especially targeted by evil groups like these,” said Attorney General Pamela Bondi. “The Department of Justice is proud to help secure this extradition, and we will prosecute this man to the fullest extent of the law.”

    “Khan allegedly tried to enter the United States to commit an attack on the Jewish community in New York City, planning an ISIS-inspired mass shooting around the one-year anniversary of the attack on Gaza by Hamas,” said FBI Director Kash Patel. “Thankfully, the great work of the FBI and our partners shut that down, and Khan has now been extradited to New York to face American justice. I want to thank our teams and partners for their diligent work in this case and executing the mission.”

    “As alleged, Muhammad Shahzeb Khan attempted to enter the United States to carry out a deadly terrorist attack on a Jewish center in New York City,” said U.S. Attorney Jay Clayton for the Southern District of New York. “He planned to use automatic weapons to kill as many members of our Jewish community as possible, all in support of ISIS. Khan’s deadly, antisemitic plan was thwarted by the diligent work of our law enforcement partners and the career prosecutors in this Office who are committed to rooting out antisemitism and stopping terror. Thanks to their efforts, Khan will now face justice in New York.”

    Khan was provisionally arrested in Canada on Sept. 4, 2024 based on a complaint filed in the Southern District of New York. As alleged in the complaint, Khan, who resided in Canada, attempted to travel from Canada to New York City, where he intended to use automatic and semi-automatic weapons to carry out a mass shooting in support of ISIS at a Jewish center in Brooklyn, New York. Khan began posting on social media and communicating with others on an encrypted messaging application about his support for ISIS in or about November 2023, when, among other things, Khan distributed ISIS propaganda videos and literature. Subsequently, Khan began communicating with two undercover law enforcement officers (collectively, the UCs).

    During those conversations, Khan confirmed that he and a U.S.-based ISIS supporter (Associate-1) had been planning to carry out an attack in a particular U.S. city (City-1). Among other things, Khan said that he had been actively attempting to create “a real offline cell” of ISIS supporters to carry out a “coordinated assault” in City-1 using AR-style rifles to “target[] Israeli Jewish chabads . . . scattered all around [City-1].” During subsequent conversations, Khan repeatedly instructed the UCs to obtain AR-style assault rifles, ammunition, and other materials to carry out the attacks, and identified the specific locations in City-1 where the attacks would take place. Khan also provided details about how he would cross the border from Canada into the United States to conduct the attacks. During these conversations with the UCs, Khan emphasized that “Oct 7th and oct 11th are the best days for targeting the jews” because “oct 7 they will surely have some protests and oct 11 is yom.kippur.”

    On or about Aug. 20, Khan changed his target location from City-1 to New York City. After initially suggesting certain neighborhoods in New York City to the UCs, Khan decided to target Location-1, a Jewish center located in Brooklyn, New York. Khan told the UCs that he planned to carry out this attack on or around Oct. 7, 2024 — which Khan recognized as the one-year anniversary of the brutal terrorist attacks in Israel by Hamas, a designated FTO, which, on Oct. 7, 2023, launched a wave of violent, large-scale terrorist attacks in Israel. In support of his choice of New York City as his target location, Khan boasted that “New york is perfect to target jews” because it has the “largest Jewish population In america” and therefore, “even if we dont attack a[n] Event[,] we could rack up easily a lot of jews.” Khan proclaimed that “we are going to nyc to slaughter them,” and sent a photograph of the specific area inside of Location-1 where he planned to carry out the attack.

    Thereafter, Khan continued to urge the UCs to acquire AR-style rifles, ammunition, and other equipment for his attack, including “some good hunting [knives] so we can slit their throats.” Khan repeatedly reiterated his desire to carry out the attack in support of ISIS, and discussed planning for the attack, including by identifying rental properties close to Location-1 and paying for a human smuggler to help him reach and cross the border from Canada into the United States. During one communication, Khan noted that “if we succeed with our plan this would be the largest Attack on US soil since 9/11.”

    On or about Sept. 4, as Khan said he planned to do in connection with his attack, Khan attempted to reach the U.S-Canada border. To do so, Khan used three separate cars to travel across Canada towards the United States, before he was stopped by Canadian authorities in or around Ormstown, Canada, approximately 12 miles from the U.S.-Canada border.

    Khan is charged with one count of attempting to provide material support and resources to a designated foreign terrorist organization and one count of attempting to commit acts of terrorism transcending national boundaries. If convicted, he faces a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI’s New York, Chicago, and Los Angeles Field Offices are investigating the case. The Justice Department is grateful to Canadian law enforcement for their actions in this matter. The Office of International Affairs of the Department of Justice’s Criminal Division accomplished the extradition of Khan from Canada.

    Assistant U.S. Attorneys Kaylan E. Lasky and David J. Robles for the Southern District of New York and Trial Attorney Kevin C. Nunnally of the Justice Department’s National Security Division’s Counterterrorism Section are prosecuting the case.

    A complaint or an indictment merely contain allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
