  • MIL-OSI USA: Hudson, Issa, Risch Lead Bill to Stop Unfair State Taxes on Firearms

    WASHINGTON, D.C. – Congressmen Richard Hudson (R-NC) and Darrell Issa (R-CA), alongside Senator Jim Risch (R-ID), introduced the Freedom from Unfair Gun Taxes Act to prohibit states from implementing excise taxes on firearms and ammunition to fund gun control programs.

    “Gun grabbing liberals will stop at nothing to undermine the Second Amendment,” said Congressman Hudson. “Their latest scheme is an unconstitutional tax that seeks to price you out of your right to keep and bear arms, and this legislation will put a stop to it.”

    “For too many years, extreme state policies — including from my home state — have targeted our fundamental Second Amendment rights and the American citizens who exercise them,” said Congressman Issa. “The latest attack is California’s imposition of a ‘sin tax’ on firearms and ammunition. This outrageous and unfair burden on law-abiding citizens is why Sen. Risch, Rep. Hudson, and I are working to stop this and other attempts to penalize our people and put the price of self-defense out of reach of any American.”

    “Blue states that implement an excessive excise tax to fund gun control initiatives are exploiting the Second Amendment,” said Senator Risch. “The Freedom from Unfair Gun Taxes Act ensures states do not place a significant financial burden on law-abiding gun owners to advance their anti-Second Amendment agenda.”

    As of July 1, 2024, California implemented a new 10-11% excise tax on firearms and ammunition to discourage the purchase of firearms and fund gun control programs. These added fees now double the tax on gun and ammunition purchases. Colorado, Vermont, New York, Massachusetts, Washington, and New York have proposed similar taxes. 

    Hudson, Issa, and Risch are joined by U.S. Senators Mike Crapo (R-ID), Marsha Blackburn (R-TN), Bill Cassidy (R-LA), Kevin Cramer (R-ND), Steve Daines (R-MT), Deb Fischer (R-NE), Lindsey Graham (R-SC), John Hoeven (R-ND), Cindy Hyde-Smith (R-MS), Jim Justice (R-WV), James Lankford (R-OK), Pete Ricketts (R-NE), and Representative Doug LaMalfa (R-CA) in introducing the legislation.

    The Freedom from Unfair Gun Taxes Act has received support from the Congressional Sportsmen’s Foundation, National Shooting Sports Foundation (NSSF), and the National Rifle Association (NRA).

    WASHINGTON, D.C. –  U.S. Representative Richard Hudson (NC-09) joined Representative Greg Murphy, M.D. (NC-03), along with Representatives Virginia Foxx (NC-05), Chuck Edwards (NC-11), David Rouzer (NC-07), Pat Harrigan (NC-10), Addison McDowell (NC-06), and Tim Moore (NC-14) in introducing legislation to allow North Carolina volunteer firefighters and emergency medical service (EMS) personnel to join a state or local retirement plan. 

    “North Carolina’s firefighters and EMS personnel, like those involved in the Hurricane Helene relief efforts, risk their lives every day to keep our communities safe,” said Rep. Hudson. “These brave heroes deserve access to the same retirement benefits as their state-employed counterparts. I’m proud to support this legislation to ensure they are taken care of.”

    “North Carolinians depend on the selfless service of first responders every single day,” said Rep. Murphy. “It is only fitting that these dedicated individuals should be able to depend on the government to provide them with a reliable retirement plan. The First Responders Retirement Parity Act ensures just compensation for their contributions to community safety and support for when their service comes to an end.”

    Background

    The current tax code prevents full-time nonprofit firefighters and EMS personnel from joining the state retirement system. In North Carolina, 74% of fire departments are non-profit and employ 5,527 paid personnel who could be affected. 

    This legislation would amend the code to include these volunteer firefighters and EMS personnel in governmental retirement plans.

    WASHINGTON, D.C. – U.S. Representative Richard Hudson (R-NC), who serves as the Chairman of the Communications and Technology Subcommittee on the House Energy and Commerce Committee, and U.S. Representative Troy Carter, Sr. (D-LA) introduced the Open RAN Outreach Act. This bipartisan bill will strengthen U.S. wireless networks and ultimately protect our small and rural communications network providers from being reliant on Chinese Communist Party (CCP)-backed technology companies, such as Huawei.

    “By ensuring our small and rural telecom providers have the support needed to deploy technologies, like Open RAN, we can promote innovation and create jobs,” said Chairman Hudson. “This legislation paves the way for greater U.S. competition with China and a more secure, resilient wireless network landscape.”

    Background

    The COVID-19 pandemic and recent natural disasters underscored the importance of securing domestic supply chains and telecommunications networks. Huawei and other untrusted companies with the support of government money from China have been able to offer lower costs to entice small and rural providers to use their technology. Promoting a more competitive market of trusted alternative vendors to provide 5G equipment remains an important strategic component to protect U.S. networks.

    A closed or proprietary network has one vendor or manufacturer for end-to-end network equipment. Open RAN technology can help diversify communications technology by being an open network infrastructure that can have multiple components from multiple manufacturers. The Open RAN Outreach Act requires technical assistance and outreach to be made available on Open RAN technologies by the Assistant Secretary of Commerce for Communications and Information at the National Telecommunications and Information Administration (NTIA). This will give small and rural providers information and support to deploy Open RAN technologies if providers would like to implement this technology.

  • MIL-OSI USA: As Nationwide Labor Movement Grows, Adams, Casar, Fetterman Introduce Bill to Provide SNAP Benefits for Striking Workers

    WASHINGTON, DC—Today, Congresswoman Alma S. Adams, Ph.D. (NC-12), along with Congressman Greg Casar (TX-35) and Senator John Fetterman (PA), introduced the Bicameral Food Secure Strikers Act of 2025 which allows striking workers to qualify for Supplemental Nutrition Assistance Program (SNAP) benefits.

    The introduction comes as multiple high-profile strikes take place across the country with 2024 seeing 271,500 workers striking.

    Currently, striking workers and their households are excluded from SNAP eligibility and cannot receive SNAP benefits unless they were previously eligible before the strike. While unions can sometimes reduce the financial stress of a strike, workers still face serious financial insecurity when striking due to loss of income. Many striking workers are also not union members, meaning they have an even smaller safety net, if any at all. The Food Secure Strikers Act of 2025 would repeal the restriction on striking workers from receiving SNAP.

    “Labor unions were essential in building strong safety nets and worker protections in this country. It’s time we return the favor to our striking workers,” said Congresswoman Alma Adams. “By allowing strikers to access SNAP, we help ensure they don’t need to choose between feeding their families or fighting for fair working conditions. Striking takes courage and supporting the Food Secure Strikers Act of 2025 is an important way we can show our solidarity to everyone on the picket line.” 

    “If a worker goes on strike, the government shouldn’t punish them by taking away things like food stamps,” said Congressman Greg Casar. “People shouldn’t have to choose between their right to strike and going hungry. Let’s get rid of this anti-union law.”

    The Food Secure Strikers Act is also endorsed by numerous unions and anti-hunger organizations, including the United Food and Commercial Workers Union, the American Federation of Teachers, and the National Education Association.

    “When workers take the brave step to stand together for better wages, benefits, and working conditions, they understand the financial sacrifice they are making,” United Food and Commercial Workers International President Marc Perrone said. “While union strike funds and community support help ease that burden, they are not always enough. This bill would allow striking workers and their families to access SNAP, a critical service that helps put food on the table for millions of Americans in need.

    The Food Secure Strikers Act would:

    • Repeal the restriction on striking workers from receiving SNAP and affirmatively protect the eligibility of striking workers to receive SNAP;
    • Protect public sector workers who are fired for striking from being “considered to have voluntarily quit” for eligibility purposes; and;
    • Clarify that any income-eligible household can receive SNAP benefits regardless of if a member of that household is involved in a strike.

  • MIL-OSI USA: Rep. Adams Stands Against President Trump’s Attempt to Close Down the Education Department

    WASHINGTON, DC—Congresswoman Alma S. Adams, Ph.D., Ranking Member of the House Subcommittee on Higher Education and Workplace Safety and a former teacher of 40 years, released a statement on President Trump’s executive order attempting to dismantle the Department of Education (ED).

    Nationally, this executive order threatens 26 million students across the country, taking billions away from their educational futures.

    “Executive orders are not laws and only Congress has the ability to abolish a federal department,” said Congresswoman Adams. “President Trump’s attempt to dismantle the Department of Education is blatantly unconstitutional and is yet another effort to sidestep the authority of Congress. This will be challenged in court and, make no mistake, we will win. The Department of Education was established through an act of Congress and only an act of Congress can abolish it.

    “It is cruel just for the sake of it and targets our most vulnerable children. Students with disabilities rely on the ED for special programming and funding. Hungry kids use ED funds for free school lunches, oftentimes their only reliable meal throughout the day. Low-income students use their schooling to build a better life for themselves.

    “I have always been a champion for education and I invite my Republican colleagues to be the same. Let’s put partisanship aside, work together, and stand against this unconstitutional action so we can stand for our children’s futures.” 

    President Trump’s attempts to dismantle the Department of Education is a war on the country’s students and children. In North Carolina:

    • The Department of Education funds 10.9% of funding for North Carolina’s public schools at $1.1 billion.
    • The salaries of 14,000 NC public school educators and staff are paid through federal education funding.
    • The economic impact would be overwhelming. Public schools are the largest employer in 44 NC counties and a top five employer in every county in the state.
    • Charlotte-Mecklenburg Schools have 17,000 students with disabilities, 40,000 students on the free student lunch program, and 105 Title I schools. All will be harmed by this decision.

    Washington, DC—Congresswoman Alma S. Adams, PhD (NC-12), Ranking Member of the House Subcommittee on Higher Education and Workforce Development and senior member of the House Agriculture Committee, released a statement following the passage of the continuing resolution.

    “The continuing resolution fight was about more than just keeping the government open,” said Congresswoman Adams. “It was about refusing to turn over even more power to President Trump, Elon Musk, and standing against these devastating cuts.”

    The continuing resolution includes deep cuts to critical programs and funding for Charlotteans:

    • $700 million in cuts to rent subsidies for low-income households and working Americans. Meanwhile, lack of affordable housing and eviction rates continue to rise in Mecklenburg County. 
    • $116 million in cuts to the Small Business Administration which will eliminate programs for Charlotte’s more than 40,000 small businesses.
    • $2 billion in cuts to airport, roadway, and port safety projects. This comes after the tragic DC plane crash in January that departed from Charlotte.
    • Underfunds homeless services by $168 million. Mecklenburg County’s homeless rate grew by 3% over the last year.
    • Fails to fully fund The Emergency Food Assistance Program by $20 million. Nearly 12% of Mecklenburg County households are food insecure.
    • Fails to renew $293 million in bipartisan emergency preparedness and disaster mitigation projects as Western North Carolina still works to recover from Hurricane Helene.
    • Fails to provide valuable community project funding to local organizations and municipalities that offer services like healthcare, housing assistance, food security, and other critical community needs.

    “I have never celebrated a government shutdown, but I cannot understate the harm that will come from this bill,” Adams continued. “As this administration continues to wage their wars on education, healthcare, social security and federal employees, Congress has given them a blank check. It’s a disservice to all our constituencies.”

    Rather than giving line-item budget allocations, the continuing resolution allocates agency funds in large pots of money without directing where they specifically go. This gives President Trump a “blank check” as he is able to reallocate or cut these funds as he sees fit, with few limitations.

    Today, Representative Gwen Moore (WI-04), along with Representatives Alma Adams, PhD (NC-12) and Lauren Underwood (IL-14), both co-chairs of the Black Maternal Health Caucus, introduced a resolution designating March 14, 2025, as “Black Midwives Day.” This House resolution, and its Senate companion led by Senator Cory Booker (NJ), celebrates Black midwives’ legacy of culturally congruent care and strives to rectify racial disparities in maternal health outcomes.

    “Black midwives practice time-honored techniques that have flourished for years,” said Representative Gwen Moore. “This resolution not only honors and uplifts Black midwives’ work toward reproductive justice, but it also invites federal, state, and local governments to embrace Black midwifery as a model of patient-centered, culturally sensitive care that beats systemic barriers and improves health outcomes for mothers and their babies,” Moore added.

    2.2 million women of childbearing age live in maternity care deserts lacking access to hospitals and birth centers.[1] This maternal health gap is especially acute for Black birthing people, who suffer maternal morbidity two times as often as white child bearers.[2] Responding to this crisis and recognizing the need for community-driven interventions, the resolution directs stakeholders to develop and enact policy solutions that promote a diverse perinatal workforce, strengthen training pathways for Black midwives, and fully incorporate midwifery into the maternity care system.

  • MIL-OSI USA: Beatty & Brown Lead Ohio Dems in Demanding HUD Reverse Ohio Field Office Cuts

    WASHINGTON, D.C. – Today, U.S. Representatives Joyce Beatty (OH-03) and Shontel Brown (OH-11) led Ohio’s Democratic delegation – Representatives Marcy Kaptur (OH-09), Greg Landsman (OH-01), and Emilia Sykes (OH-13) – in a letter urging U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner to reverse the Trump Administration’s disastrous efforts to cut staff and close HUD’s Regional and Field Offices in Columbus and Cleveland, Ohio.

    HUD Field Offices help enforce fair housing policies, respond to local housing crises, and promote access to affordable and safe housing for hard working Americans. In addition to underwriting mortgage loans, addressing fair housing claims, and providing guidance to landlords, tenants, and municipalities, the Cleveland and Columbus Field Offices manage and distribute the millions of dollars in federal funds that HUD sends to Ohio annually. More than 422,000 Ohioans – 71% of whom are seniors, children, or people with disabilities – rely on federal rental assistance to afford housing. The planned local staff reductions and office closures would significantly weaken the effective administration of these housing assistance programs on the ground, leaving only a handful of civil servants to carry out a slate of essential services that keep Ohio workers and families housed.

    “At a time when the cost of housing continues to rise, homelessness has reached historic levels, and communities face increasing economic uncertainty, HUD must remain a fully staffed and functioning agency,” Brown and Beatty wrote in the letter. “According to the latest gap report, Ohio is facing a shortage of 264,083 rental homes that are affordable and available to extremely low income households. The closure of field offices and mass staff reductions will create service gaps that disproportionately harm vulnerable populations, including low-income families, seniors, and people with disabilities.”

    The letter urges Secretary Turner to reconsider harmful reductions to HUD Field Offices, particularly in Ohio, and demands full transparency regarding the decision-making process for these closures.

     

    “HUD staff carry out the bipartisan laws that Congress enacted to fight homelessness, housing discrimination, and make the American Dream a reality for more Americans,” said Amy Riegel, Executive Director of the Coalition on Homelessness and Housing in Ohio (COHHIO). “Without enough personnel to implement these laws, they become broken promises, and more people will lose their housing and wind up homeless. HUD has opportunities for improvement, but recklessly gutting the agency harms a lot of people who are just trying to keep a roof over their heads.”

    “Habitat for Humanity of Ohio applauds the steadfast leadership of Representatives Beatty and Brown amidst the growing housing crisis here in Ohio and across the nation,” said Ryan Miller, Executive Director of Habitat for Humanity Ohio. “They continue to emphasize the need for housing solutions, not barriers.     Ari Melber, MSNBC:  We turn now to someone leading one of the largest states in the country, the New York Governor Kathy Hochul, a prominent Democrat who recently explained that she views the tariffs as a reckless tax on hardworking New Yorkers and that this could risk tanking the economy. Thanks for being here, Governor.

    Governor Hochul: Good to see you again.

    Ari Melber, MSNBC: Absolutely. You do real work with real people. This is a real thing that you’ve warned will affect them. What’s your response to these new tariffs tonight?

    Governor Hochul: This is the largest tax increase in American history, nothing short of that. And a place like New York, I have the privilege of governing the 10th largest economy in the world.

    I have Wall Street, I have rural farmers. I have the Walmart moms who are pushing that big shopping cart with the oversized toilet paper and paper towels and baby food – because I was that mom – who are now wondering, even at Walmart, are my prices going to go up? So this is cataclysmic. It is an earthquake, and we’re going to feel the tremors for a long time.

    I have to ask why. Who are we liberating? We’re not liberating Wall Street. We’re not liberating the senior couple who’s watching their portfolio, their nest egg become scrambled. They’ve been saving their whole lives. Who are we helping here? We’re hurting real people in our state and across this country.

    Ari Melber, MSNBC: Yeah. And you know, in politics sometimes they say there are the show horses or the workhorses. You seem to have led New York as more of a workhorse saying, “Let’s get down to business, let’s get real economic opportunity.” Some people around the country, they hear New York, they think Times Square. But there’s a lot more to it than that.

    As you’ve argued and your Democratic colleague, Chuck Schumer was making the same point. That President Trump’s tariffs will cost upstate New Yorkers $7 billion per year. He says it could hit this region harder than just about any place in the country. Do you agree and, and what can Democrats do about it?

    Because unlike some other issues we’ve covered, there aren’t legal arguments for the courts to come in and stop the tariffs. The president has this authority and he’s just using it in a way that a lot of people say is dangerous.

    Governor Hochul: Right. This is a pounding on upstate – and I’m from upstate. I’m the first governor from Buffalo since Grover Cleveland and we sit on the border with Canada. We have 450 miles of shared border with Canada. They’re our largest trading partner.

    The majority of our imported food comes from Canada. Buffalo – half of the Sabers game. I’m a hockey fan as well. They’re Canadians. They buy Buffalo Bills season tickets. They buy theater tickets, they shop in our stores. It’s going to affect the number of people already.

    There’s a decline of 20 percent of Canadians coming across the border to visit because they’re angry. They’re really pissed off about this, and they were our friends, but also the cost of doing business. I talked to one farmer yesterday who’s devastated. He said, “You know what? This is gonna cost me more every single month for the extra shavings.”

    They get the wood shavings for the stalls from Canada. They get their fertilizer from Canada. They get their steel and aluminum to repair fences and barns from Canada. He said, it’s going to cost me, just for feed alone, $10,000 more a month.

    Ari Melber, MSNBC: So can anything be done?

    Governor Hochul: Well, I’ll tell you what I’m working on in my budget as we speak. I have a plan to put $5,000 back in New Yorker’s pockets. People have little kids, a tax credit for families, a middle class tax cut, the largest rate decrease in 70 years. I even have an inflation rebate.

    We’re putting $500 back in people’s pockets because they paid so much more in sales tax. So I’m looking at this holistic – but here’s what’s gonna happen. I’m going to put $5,000 back in their pockets. The tariffs are gonna suck $6,000 out. So how are people supposed to get ahead? Yeah, we are fighting. We’re doing our best, but I’m pleading with Washington. Keep your promise. You said on inauguration day, prices will go down. The opposite is happening. And why are we doing this?

    Ari Melber, MSNBC: We heard – and in many ways the country heard – from Senator Cory Booker here over the past day and tonight, does he have the right idea looking for new or unusual measures to confront this Trump second term?

    Governor Hochul: Yes. Yes. These challenging times call for creative solutions, and that’s what I’m doing with my budget and speaking out, using my voice as someone who represents a population of 20 million. We are not just a blue state, we have many red parts. It is fascinating to me that the parts of our state that are being hit the hardest were the ones that voted for Donald Trump, those rural areas, Elise Stefanik’s district in the North Country. That’s who I’m talking to.

    So he’s got to realize that, whether it’s on Long Island, these people who supported him and voted for him, who are now gonna be hit, they’re gonna be losing their jobs. I don’t know who is supposed to benefit from this. These are real people who count on the president to keep his promises.

    And I talked to them in diners and I went to grocery stores to talk about how expensive it is. I raised kids. I’m the first mom governor the state has ever seen. I know exactly what they’re going through. I think about my parents’ home, their first home was a trailer park. The people who never got out of that trailer park, they shop at Walmart, and if their prices go up 10 to 25 percent, they can’t make it work.

    So Democrats have to stand out and point to those people that we represent and say, “I’m speaking for them. You’re hurting them. Those are my people. And you have to get through me to do that.”

    Ari Melber, MSNBC: We’ve been talking about some things that I know you’re passionate about. The budget you’re working on upstate, we just talked about and of course confronting the president’s tariffs.

    Now I want to ask you about something you might not wanna talk about, but here we are on the news – and that is this New York City Mayor’s race. All around the country, people tend to know the mayor of New York. Whether it’s Rudy Giuliani or Eric Adams, who’s had his recent controversies, and now someone that you are politically linked to – Andrew Cuomo is running, and this is someone who, at times, has been very prominent. People know his name.

    But if you look at the record, there are a ton of questions, including of course, how he left office. Let’s just remind folks a little bit about some of his record:

    I know you want to focus on other things, but this is reality and he is running. Should he be Mayor of New York?

    Governor Hochul: Here’s my position. Despite what you may think coming out of Washington, we still live in a democracy. The voters will decide who the next mayor is just in a matter of months, and they have all the facts right before them. They’ll evaluate the candidates, and I’m putting my faith in the very smart, engaged voters of this city to decide who my next partner will be, or if the existing partner will continue.

    Ari Melber, MSNBC: Do you think he’d make a good partner?

    Governor Hochul: Whoever it is, they better work with the governor. Because I have a lot of control over the city, and I can help in countless ways. I’m responsible in large part for a reduction in crime, working with NYPD and the mayor because I’ve brought so much more money to the table.

    Ari Melber, MSNBC: But when you say look at the facts, sometimes people say that and it means go get informed. And other times it’s what lawyers say in a closing argument. Look at the facts, which tell you that potentially the best thing for New York is not trying to have you two work together, given all that history and what I don’t imagine is a close relationship right now, if I may.

    Governor Hochul: It’s not up to me. The voters will decide who the Mayor of New York is. I’m the governor. I have a lot of authority and involvement, but I also represent the 8.3 million people who call New York City home. I have their interests at heart and I’ll always fight for the city as I have for the last three years.

    WASHINGTON – U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, and Richard Blumenthal (D-Conn.) on Wednesday joined the entire Senate Democratic Caucus in a letter urging President Donald Trump to rescind his March 27 executive order to end collective bargaining agreements between public employee unions and dozens of federal agencies and bureaus. The senators blasted the move as a “gross overreach” of presidential authority, asserting that the executive order is a clear attempt to gut the federal merit-based civil service and implement a system of political cronyism. They stressed that the order poses a grave threat to the ability of over one million federal workers to carry out their missions and deliver important services for the American people – and thus should be rescinded immediately.
    “We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs, a gross overreach of the authority granted in the Civil Service Reform Act of 1978 (CSRA).     Dear President Trump:

    This order is an insult to the hardworking public servants who go to work on behalf of the American people. They care for our veterans, deliver disaster assistance, prevent wildfires, help farmers improve crop yields, manage health benefits for 9/11 first responders, research treatments and cures for diseases, keep air travel safe, process tax returns, staff our national parks and much, much more. Nearly one third of these dedicated civil servants are veterans seeking to continue their service to our country out of uniform.  
    The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs. The national security exemption has existed for nearly 50 years and has been used only sparingly by Republican and Democratic Administrations—including during your first term—to exclude federal offices with an unquestionable core function in intelligence, counterintelligence, or national security. There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference. 
    Federal employees’ collective bargaining agreements are critical to ensuring they continue to serve the American people with the peace of mind that comes with being protected from unfair labor practices. Unlike in the private sector, federal employee unions in most cases cannot negotiate pay or benefits, which are set by Congress, and they are legally prohibited from striking. The federal collective bargaining agreements do, however, protect federal employees from illegal firings, retaliation, and discrimination. They also promote resources for whistleblowers and veterans. These federal union contracts give employees in the civil service protections from retaliation so they can serve the American people fairly and effectively without partisan political interference.  
    This executive order, which ruthlessly strips collective bargaining agreements for over one million federal workers, is the most recent attack your Administration has levied against our merit-based civil service in the effort to cut the workforce and replace them with political cronies. While the CSRA does give the president the authority to limit collective bargaining agreements due to national security concerns, the executive order’s direction to terminate mass swaths of federal employee collective bargaining agreements is clearly intended to broadly dismantle the CSRA, which is specifically designed to grant federal employees the right to collective bargaining as a means to resolve workplace issues while maintaining the smooth functioning of government operations.  
    When the Secretary of Labor testified in February in front of the Senate Health, Education, Labor and Pensions Committee, Members of Congress asked her both in-person and through questions for the record whether she and the Administration would commit to honoring all legally binding collective bargaining agreements signed by federal agencies and labor unions, and whether federal employees have the right to organize and collectively bargain without fear of retaliation. The Secretary answered, “if confirmed, I will follow the law and work with the experts at the Department to understand the collective bargaining process at the Department and the terms and conditions of the collective bargaining agreements in place.” This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants.  
    We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution.

    WASHINGTON—On the Senate Floor, U.S. Senator Amy Klobuchar (D-MN) called for support of her bipartisan legislation with Senators Tim Kaine (D-VA) and Mark Warner (D-VA) to undo President Trump’s across-the-board tariffs on Canadian imports. The administration is imposing a 10 percent tariff on energy from Canada and a 25 percent tariff on other goods — a move that amounts to a tax hike on American consumers and businesses. Canada is Minnesota’s top trading partner.

    “This resolution is about drawing a line in the sand and saying you cannot abuse your emergency powers to start an unjustified trade war,” said Klobuchar. “You cannot abuse your emergency powers to hurt one of the finest relationships in the world, the relationship between America and Canada, and you cannot drive up prices, eliminate jobs, and put in place a national sales tax.”

    Along with Klobuchar, Kaine, and Warner, the legislation is cosponsored by Senators Chris Van Hollen (D-MD), Angus King (I-ME), Sheldon Whitehouse (D-RI), Chris Coons (D-DE), and Rand Paul (R-KY).

    Specifically, the senators’ legislation would work by terminating the President’s February 1 declaration that President Trump used to launch his trade war with Canada, and thus eliminate the tariffs on Canadian imports as a result. The declaration invoked the International Economic Emergency Powers Act (IEEPA), an unprecedented use of that law in its nearly 50-year history to justify across-the-board tariffs on a longstanding U.S. ally.

    Senator Klobuchar: Madam President, I rise today in strong support of the bipartisan resolution led by my colleague who is here today, Senator Tim Kaine, which I co-lead with him and Senator Warner to restore stability to our trade with one of our greatest allies, greatest friends, and that is the country of Canada. 

    This resolution does one thing, and it does it clearly. It terminates the President’s declaration related to the Canadian border that he is using as an excuse to impose across-the-board tariffs, which are, in fact, taxes on Canadian imports under the International Emergency Economic Powers Act. 

    Passing this resolution just became even more urgent because of the President’s announcement of even more across-the-board tariffs this afternoon, including a minimum 10% tax on all imports and even higher tariffs on certain countries, including our friends and allies. 

    This is a country that has thrived on the fact, and our economy has grown because we do business with the world. And already with the President’s announcement, which he calls Liberation Day, I call it a National Sales Tax Day, because the estimates are that these tariffs will result in about $5,000 in taxes, that’s right, on the average family in America every single year. 

    What has happened? Well, the stock market is closed, but the futures are tanking. They are tanking, and that is because people get that this is not going to work for our American economy. They don’t want a national sales tax. People involved in the economy of this country, everyone from small business owners on and they’re going to be the first hit by this, because they do not actually have the wherewithal and the big conglomeration to try to deal with it. 

    Small farmers in my state that are already dealing with retaliatory tariffs, that are already dealing with the fact that Canadians who used to buy their stuff don’t want to buy it anymore, or other countries aren’t buying their stuff. And what happens then, the Canadians look for other markets, and there’s other countries, other manufacturers, other farmers, and other nations that say “we are more than happy to fill your contract, sir. We are more than happy to help you out with that aluminum, Mam.” Because of these tariffs. 

    …

    This resolution is about drawing a line in the sand and saying you cannot abuse your emergency powers to start an unjustified trade war. You cannot abuse your emergency powers to hurt one of the finest relationships in the world, the relationship between America and Canada, and you cannot drive up prices, eliminate jobs, and put in place a national sales tax. 

    Canada is not just our neighbor with my state, it’s our number one trading partner. In fact, we do so much business with Canada that it is more than the total of our number two, number three, and number four, largest markets combined. We are the fourth biggest ag exporter, the state of Minnesota, in the country. So, we know a little bit about how this works. 

    In 2023 alone, our state exported 7 billion in goods to Canada, including ag products, machinery, and medical devices. That’s a major hit for the retaliatory tariffs that we’re going to see. 

    The damage could extend to every sector of our economy. I just mentioned tourism. So I chair the Canadian American Interparliamentary Group. I go to Canada a lot. I know our partners over there. I know the people in the Conservative Party, the Liberal Party, all of them. And the one thing that has united us to a T is this friendship, that has far transcended this President. 

    I remember it was the Canadian Embassy in one of the worst of times for our country, that had banners draped in the front of their embassy that said, “friends, neighbors, partners, allies.” Those banners aren’t hanging there right now, and they’re not going to put them up any time soon. 

    It was the Canadians that were the first to arrive after 9/11 to volunteer, to help out our country in its greatest moment of need. They fought alongside us in two World Wars. This is a long-standing friendship and an incredible trade relationship based on mutual respect and trust, and yes, two strong economies. 

    Because these new tariffs are already causing harm, as I noted, they amount to a national sales tax. 

    Since the administration began to propose and implement or pause but hang over people’s heads, wide-ranging tariff, wholesale prices have gone up on everything from meat and coffee to natural gas and lumber. 

    Homeowners Association, Home Builders Association, Retail Association, how many business groups? Are the Republicans not listening to them anymore? And add to that, the Steelworkers. Do they not care about that? They’re opposed to that, and they support this resolution that Senator Kaine, and Warner, and I have come together to introduce.

    With these tariffs across the world, we’re going to see a $20,000 increase to the price of a home and a $3,000 increase to an American-made car. This might not mean much to Elon Musk and the billionaires in Trump’s cabinet, but it means a lot to the people in my state. 

    Tariffs can be an important tool. Sure, you can have targeted tariffs. That’s not what this is. These tariffs on Canada are an abuse of the emergency powers, and if they want to negotiate this, put it in the upcoming negotiations of the USMCA, the United States, Mexico, Canada, Trade Agreement that I supported, that President Trump negotiated in his last administration. Why wouldn’t he do it there? Why, instead, is he doing his usual shock and awe, jarring the economy? This is going to be a blanket permission slip for tariff wars. 

    And I will note again, thank Senator Kaine, our bipartisan group of supporters, and the United Steelworkers, International Association of Machinists, North American Building Trades Union, AFL-CIO, Chamber of Commerce, National Taxpayers Union, and the National Retail Federation have all endorsed this resolution. Maybe we don’t care about all those businesses and all those workers, but maybe we should listen to them. 

    This resolution is about restoring common sense and responsible governance. It is about Congress reasserting its constitutional role on trade, and it’s about standing up for American workers, businesses, and consumers who are being asked to pay the price of this trade war. 

    Let’s change course, before the damage becomes even more permanent. I urge my colleagues to support this resolution.

    WASHINGTON — U.S. Senator Amy Klobuchar (D-MN) released the following statement on Senate passage of her bipartisan bill with Senators Tim Kaine (D-VA) and Mark Warner (D-VA) to undo President Trump’s across-the-board tariffs on Canadian goods.  The administration is imposing a 10 percent tariff on energy from Canada and a 25 percent tariff on other goods — a move that amounts to a tax hike on American consumers and businesses.

    “Today, the Senate sent a clear message to the President: You cannot abuse your powers to start an unjustified trade war with one of our strongest allies. Canada is Minnesota’s top trading partner, but the President’s tariffs are jeopardizing that relationship—and the consequences may be irreversible.

    “Our bipartisan bill was supported by a broad coalition—from the United Steelworkers to the Chamber of Commerce—because we need to restore stability, credibility, and sanity to our trade policy with Canada. While tariffs are an important tool for countering unfair trade practices, like China’s steel dumping, we should not raise costs, hurt businesses, and eliminate jobs by attacking our neighbor and ally.”

    Along with Klobuchar, Kaine, and Warner, the legislation is cosponsored by Senators Chris Van Hollen (D-MD), Angus King (I-ME), Sheldon Whitehouse (D-RI), Chris Coons (D-DE), and Rand Paul (R-KY).

    Specifically, the senators’ legislation would work by terminating the President’s February 1 declaration that President Trump used to launch his trade war with Canada, and thus eliminate the tariffs on Canadian imports as a result. The declaration invoked the International Economic Emergency Powers Act (IEEPA), an unprecedented use of that law in its nearly 50-year history to justify across-the-board tariffs on a longstanding U.S. ally.

    “Wes was a remarkable man and had a brilliant career in Congress, serving on two of the House’s most powerful committees, the Appropriations Committee and the Ways and Means Committee. Amazingly, he did so first as a Democrat (1977-1991) and then as a Republican (1997-2003). Wes also served as a State Senator in the 1970s and twice ran for Governor of Oklahoma (1990 and 1994), first as a Democrat and then as an Independent.

    “Even though they ran against one another in a three-way race, former Governor Frank Keating nominated Wes for a cabinet level position in his first Administration.     Washington, D.C. – Today, Congressman Tom Cole (OK-04) announced that he has secured a total of $10 billion for economic assistance for farmers through his legislation, the American Relief Act. An estimated total of over $230 million of that dollar amount will go to farmers and producers in Oklahoma specifically. After securing the funding, Congressman Cole released the following statement: 

    “As a lifelong Oklahoman, I know firsthand just how important our farmers, ranchers, and producers are. While the agriculture industry does drive our state’s economy, farmers are essential to not only Oklahoma, but to the entire country. Therefore, today, I am proud to announce that I have secured over $230 million in economic assistance for farmers in the state of Oklahoma, which will bridge the gap until a new Farm Bill is passed through Congress,” said Congressman Cole. “As the representative for over 13,000 farms and ranches in Oklahoma’s Fourth District alone, I will always ensure that these farmers and ranchers are properly represented in Congress. I would also like to thank both House Agriculture Committee Chairman G.T. Thompson of Pennsylvania and former Chairman of the House Agriculture Committee Frank Lucas of Oklahoma for helping target the money in ways that would most benefit the hardworking producers that are the backbone of the rural economy.”

    How to apply for assistance:

    Producers must submit Emergency Commodity Assistance Program (ECAP) applications to their local Farm Service Agency (FSA) county office by August 15, 2025. Only one application is required for all ECAP eligible commodities nationwide. ECAP applications can be submitted to FSA in-person, electronically using Box and One-Span, by fax, or by applying online at fsa.usda.gov/ecap utilizing a secure login.gov account.

    If not already on file for the 2024 crop year, producers must have the following forms on file with FSA:

    • Form AD-2047, Customer Data Worksheet.
    • Form CCC-901, Member Information for Legal Entities (if applicable).
    • Form CCC-902, Farm Operating Plan for an individual or legal entity.
    • Form CCC 943, 75 percent of Average Gross Income from Farming, Ranching, or Forestry Certification (if applicable).  
    • AD-1026, Highly Erodible Land Conservation (HELC) and Wetland Conservation (WC) Certification.
    • SF-3881, Direct Deposit.

    If a producer does not receive a pre-filled ECAP application, and they planted or were prevented from planting ECAP eligible commodities in 2024, they should contact their local FSA office.

    Washington, DC – Today, Democratic Leader Hakeem Jeffries appeared on MSNBC’s Morning Joe where he emphasized that Democrats will continue to demand a serious investigation into the Trump administration’s reckless and dangerous security breach.

    JOE SCARBOROUGH: Let’s bring in right now the House Minority Leader, Democratic Congressman Hakeem Jeffries of New York. He sent a letter out yesterday to President Trump calling for the Defense Secretary, Pete Hegseth, to be fired. This morning, Leader, the details are even more shocking as Jeffrey released and, this morning, a chain, a text chain that was sent to him while he was sitting at a Safeway parking lot. The Secretary of Defense, using a commercial app, telling people on this chain, all of whom he did not know that this mission was a go. That F-18s were about to launch at this time, that the target terrorist was in sight. He then described when the second F-18s were launching, again all over a commercial app. He said this is definitely when the first bombs will begin dropping. And on and on and on. Your response? Just this stunning turn of events this morning.

    LEADER JEFFRIES: It’s a stunning breach of America’s national security. The lives of our servicemen and women were put into danger. And this is all being done by the person, the Secretary of Defense, who is charged with protecting the safety and national security of the American people. The problem is we could all see this coming, those who are paying close attention, as opposed to my Republican colleagues who are burying their heads in the sand. Pete Hegseth is the most unqualified person ever to lead the Department of Defense. Mitch McConnell knew it. Lisa Murkowski knew it. Susan Collins knew it. Democrats knew it, and we warned the Trump administration. And now the consequences are being felt. And this is a situation where the Trump administration is both arrogant and incompetent. That’s a toxic combination and American lives are at risk.

    MIKA BRZEZINSKI: Chris Matthews, you have the next question.

    CHRIS MATTHEWS: Congressman, we all know that the Republicans echo whatever President Trump says. They wait for him to speak and then they echo it. Now, back in 1960—I actually remember this—President Eisenhower had to deny that our U-2 flights over Russia, which began in Pakistan and flew to Norway. We were clearly violating their airspace at a very high level. He initially lied about it and said that wasn’t a case of a spy mission. And later he changed his mind and said it was. Do you think Trump, President Trump, is capable of recognizing that his people—Hegseth and Waltz—screwed up, that they went on the Signal line, that they opened it up to Jeffrey Goldberg, who is not one of their friends? They did it all themselves. He had nothing to do with this. Why won’t he come out like Nixon did and said, wait a minute, Haldeman and Ehrlichman screwed up. I’m firing them. Do you think there’s any chance Trump will come clean?

    LEADER JEFFRIES: The only chance is if the public pressure continues, is relentless and intensifies. During the Intel Committee hearing that’s going to take place today, you’re going to see House Democrats aggressively press the Trump administration and demand that there are consequences that occur. Ultimately, the buck stops with the President of the United States of America, which is why I made clear to President Trump yesterday in my correspondence that the Secretary of Defense should be fired immediately if he’s not man enough to own up to his mistakes and resign in disgrace.

    JOE SCARBOROUGH: Tina Brown is with us and has a question.

    TINA BROWN: Mr. Leader, my question also—somewhat similar to Chris’, but at what point do the, you know, do the Republicans themselves break ranks? I mean, is this going to be the one thing that means that they do, as Senator Warner said, find their voice. Is there anybody? Is there anybody there now who is going to lead some kind of, you know, pushback to Congress having been turned into a party of ones? I mean, what is going to happen now in the Caucus?

    LEADER JEFFRIES: Yeah. You know, privately, several do express concerns and shake their head on the Floor of the House of Representatives. But publicly, there’s been a lack of courage and that’s unfortunate, because the Congress should be a check and balance on an out-of-control executive branch. And the Trump administration is completely and totally out of control. But here’s the problem with the modern-day Republican Party. Facts don’t matter. They’ll lie with ease. Facts don’t matter. Hypocrisy is not a constraint to their behavior. They’ll say one thing and do another. All of them had their hair on fire when we’ve had other national security incidents in the past, particularly when there was concerns related to Democratic administrations, and now they’re burying their heads in the sand, because hypocrisy is never a constraint to the behavior of the modern-day Republican Party. And they’ve actually concluded that shamelessness is a superpower, which is why you’ve seen such a shameless reaction, an attack on Jeffrey Goldberg, as opposed to owning up to the horrific facts of this case.

    MIKA BRZEZINSKI: So, Leader Jeffries, if I could just lay out the four layers that I see in terms of a breach of security here and then follow it up with a question. Number one, this was done on Signal. Totally wrong to be doing on Signal. Number two, this included top levels of this administration in many locations around the world, including Russia, instead of inside a SCIF. Number three, they included Jeffrey Goldberg, the editor-in-chief of The Atlantic, and never noticed throughout the course of this entire chat. And then, four, there was an admission during a hearing yesterday that there are other similar chats like this out there. So with the administration saying that they are not concerned about this, nothing’s going to happen. Just a mistake, no big deal. Are our troops safe? Are we safe?

    LEADER JEFFRIES: There’s every reason to be concerned that the safety and security of our American troops across the world, many of whom are in conflict zones in dangerous places like the Middle East, are at risk. And that’s the reason why we need a full investigation. It should be swift. It should be serious. And it should be substantive. We’re demanding that. We have this Intel Committee hearing that’s getting ready to take place. And that is just the beginning of what we will continue to push for. We need a full and complete investigation and inquiry. These phones should be turned in to the national security professionals to try to figure out what else has been compromised, and what other types of reckless chats are taking place. You know, I’m a member of the Gang of Eight. It’s a high honor to be part of that. We have these classified conversations. We’re not even permitted to bring our phones into any secure location, let alone have conversations on our phones.

    LEADER JEFFRIES: Are you ready to put families over billionaires? Are you ready to stop the GOP Tax Scam dead in its tracks? Is SEIU in the house right now? What an honor and a privilege to be here with all of you as we stand in the midst of this righteous fight, just a few steps away from the Capitol where I work, a Capitol, of course, that has turned into a hostile work environment. Because half the people want to bury their heads in the sand. Act like they don’t know what their responsibilities are. They believe, some of these sycophants, they believe that they work for Donald Trump. Congress doesn’t work for Donald Trump, we work for the American people, and all of you.

    And so we got a very different vision about what we need to do at this moment. We want to move the country forward, they want to turn back the clock. We’re fighting hard to bring people together, they want to tear us apart. We believe in an economy that works for everyday Americans. They want an economy of the billionaires, by the billionaires and for the billionaires. That’s what the GOP Tax Scam is all about. That’s why we’re going to stop the GOP Tax Scam dead in its tracks and put families over billionaires. We’ve got a vision of America, we believe that in this country, when you work hard and play by the rules, you should be able to live a comfortable life, provide for your families, educate your children, purchase a home, have access to high-quality health care, go on vacation every now and then and one day retire with grace and dignity, that’s the American dream, and we’re gonna fight hard to make sure we bring that dream to life for every single person in this country, and put families over billionaires.

    Nobody told us that the road would be easy. And so we know we have trouble all around us. Trouble in the White House. Trouble with the Congress. Trouble the cabinet. And by the way, Pete Hegseth needs to resign or be fired immediately. Trouble in the cabinet and trouble with Elon Musk. Can I park right there for a moment? Elon Musk is unelected, unaccountable, unhinged, unpopular and un-American with his out-of-control behavior. And so he wants to, and the extreme MAGA Republicans, they want to take a chainsaw to Social Security, a chainsaw to Medicare, a chainsaw to Medicaid, a chainsaw to public schools, a chainsaw to veterans’ benefits, a chainsaw to the American way of life. But here’s the thing, we’ve got to show up, we got to stand up, we’ve got to speak up and when we do, we’re going to take a chainsaw to Project 2025. Families over billionaires.

    Let me end with this observation. Earlier this month, several of us, many in this crowd, many Members of Congress had an opportunity to visit Selma for the 60th anniversary of Bloody Sunday. I also had the chance to stop by Montgomery, which was the start of the Civil Rights Movement. And when I was there, we thought about the courage and the conviction and the character of those civil rights heroes and foot soldiers. They had trouble all around them. The odds were stacked against them. But they knew that their cause was a righteous one and they were able to prevail. And that’s exactly what we’ve got to do right now because our cause, the cause of putting families over billionaires is a righteous one in the United States of America. And so when the Civil Rights Movement started early in 1956, shortly after the Montgomery Bus Boycott had started in December of the previous year, Dr. King was gathered at a church with thousands of people shortly after he had been arrested. They tried to intimidate them and bully them and stop the movement in its tracks. And Dr. King said to a gathering of folks that they’ve got to press on and keep pressing. And Dr. King said that if you can’t fly, run. If you can run, walk. If you walk, crawl. But at all times, press on, and keep pressing.

    And here’s the thing, they want to intimidate us. They want to bully us. They want to threaten us. They’re trying to stop us. But our cause is a righteous one, and we’ve got to press on and keep pressing. Press on for our children, press on for our seniors, press on for our veterans, press on for our unions, press on for our Dreamers, press on for working families, press on for the middle class, press on for poor, press on for sick, press on for the afflicted, press on for least, press on for lost, press on for left behind, press on for voting rights, press on for civil rights, press on for economic justice, press on for social justice, press on racial justice, press on for families, press on for freedom, press on for our future, press on for democracy. We’re going to protect Social Security, protect Medicare, protect Medicaid, protect our public schools, protect veterans and protect nutritional assistance to children, everyday Americans and families. House Republicans and the Trump administration are trying to take a chainsaw to everything that matters to the American people, like ending Social Security and Medicaid as we know it. Seniors on Social Security receive an average of $65 per day. They rely on Social Security—an earned benefit—to put food on the table, clothing on their back and to make sure that they can pay their rent or pay their mortgage. It’s extraordinary to us that Donald Trump, the administration and Republicans are trying to detonate Social Security in real time, including by dismantling the Social Security Administration, which will impact the ability of older Americans to receive benefits. The Republicans believe that Social Security is a Ponzi scheme. Project 2025 is the Ponzi scheme.
    Republicans are defrauding the American people. Last year, Republicans promised that they would drive down the high cost of living and ignored Project 2025, lied to the American people as if it didn’t exist. This year, Donald Trump, the administration and Republicans in the Congress have done nothing to drive down the high cost of living. Costs aren’t going down. They are going up. Inflation is going up. America is becoming more expensive and less affordable under complete Republican control of government. At the same period of time, Republicans are flooding the zone with a parade of horribles that all relate to Project 2025. That’s the Ponzi scheme that’s been run on the American people and front and center right now is the target that Republicans have put on the back of Social Security recipients all across America. Democrats are going to fight hard to protect Social Security and Medicare and Medicaid and the things that actually matter to making life better for the American people.

  • MIL-OSI USA: Nadler Leads New York Delegation Letter Opposing Trump’s Executive Order Eliminating the Institute of Museum and Library Sciences

    WASHINGTON, DC – Yesterday, Representative Jerrold Nadler (D-NY), Dean of the New York Congressional Delegation, led a letter signed by fifteen members of New York’s delegation to President Donald Trump, expressing strong opposition to his Executive Order calling for the elimination of the Institute of Museum and Library Services (IMLS). 

    IMLS is the primary source of federal funding for museums and libraries, supporting education, digital literacy, and cultural preservation through grants and resources. Its support is crucial for sustaining community access to information and fostering innovation, especially in smaller and rural institutions. 

    In their letter, the Members wrote: “Your Executive Order would have a devastating impact on New York, which is home to an extensive network of museums and libraries, many of which serve as vital educational and cultural hubs for their communities. Many of New York’s museums and libraries have received vital funding from the IMLS, including the 9/11 Memorial & Museum in New York City. The programming supported by this funding enriches the lives of New Yorkers and visitors alike.

    “The IMLS represents just 0.0046% of the federal budget, yet it supports a sector that generates over $50 billion in economic benefits and sustains more than 726,000 jobs nationwide.  

    “The Museum and Library Services Act of 2018 clearly established that the IMLS is legally obligated under Section 9133 to allocate federal funding to state libraries through the Grants to States program. Congress enacted this law with a clear intent to ensure that federal support would reach libraries nationwide, recognizing the indispensable role they play in education, innovation, and community building,” the Members continued.

    As members of New York’s Congressional Delegation, we are writing to express our strong opposition to your recent Executive Order, which calls for the elimination of the Institute of Museum and Library Services (IMLS) “to the maximum extent consistent with applicable law.”1 The proposed cuts to the core functions of the IMLS pose a significant threat to the survival of our nation’s cultural and educational institutions.  

    The IMLS plays a crucial role in supporting these institutions and is a cornerstone of our cultural and educational landscape. Your Executive Order would have a devastating impact on New York, which is home to an extensive network of museums and libraries, many of which serve as vital educational and cultural hubs for their communities. Many of New York’s museums and libraries have received vital funding from the IMLS, including the 9/11 Memorial & Museum in New York City. The programming supported by this funding enriches the lives of New Yorkers and visitors alike.  

    From the world-class institutions of the Hudson Valley and the Capital Region to the diverse cultural centers of Western and Upstate New York, these institutions attract visitors from around the globe, enrich local economies, and provide indispensable learning opportunities for residents of all ages. Additionally, New York City has the highest concentration of museums in the United States, with over 188 museums and cultural institutions. Furthermore, the New York Public Library, the largest public library system in the country, risks losing vital funding that supports essential services benefiting millions of residents and visitors each year. 

    The decision to eliminate or cut the IMLS’s core functions is not only shortsighted but also economically unsound. The IMLS represents just 0.0046% of the federal budget, yet it supports a sector that generates over $50 billion in economic benefits and sustains more than 726,000 jobs nationwide.  

    The arts and humanities play a vital role in enriching American life, showcasing the diversity and creativity that define our nation. They are not merely cultural assets but essential lifelines for communities, providing education, job training, internet access, and spaces for civic engagement.  

    The United States is renowned for housing some of the world’s most distinguished and groundbreaking cultural institutions. Museums and cultural venues represent a wide range of American experiences, from iconic Broadway theaters in New York City to unique sites such as the National Video Game Museum in Frisco, Texas, the Birmingham Civil Rights Institute in Birmingham, Alabama, and the Cowboy and Western Heritage Museum in Oklahoma City. Collectively, more than 35,000 museums across the nation support over 372,100 jobs and generate $15 billion in annual revenue. 

    As hubs of literacy and innovation, our nation’s 125,000 public, school, academic, and special libraries deserve increased support, not reduced funding. These institutions are crucial for preserving American art, history, and culture while promoting community engagement and lifelong learning. The Museum and Library Services Act of 2018 clearly established that the IMLS is legally obligated under Section 9133 to allocate federal funding to state libraries through the Grants to States program.2 Congress enacted this law with a clear intent to ensure that federal support would reach libraries nationwide, recognizing the indispensable role they play in education, innovation, and community building.  

    Support from IMLS is crucial for libraries to maintain statewide digital resources and collections, create support systems for individual public, school, and academic libraries, and facilitate interlibrary loan programs. At a time when the nation should be investing in cultural preservation and community support, eliminating IMLS funding threatens to dismantle the foundational support that libraries and cultural institutions rely on to strengthen our democracy and promote social cohesion.  

    We strongly urge you to immediately rescind this Executive Order and instead prioritize the continued funding of the Institute of Museum and Library Services. These institutions are fundamental to our communities, our economy, and our shared cultural heritage. Eliminating their support would undermine the very foundation of educational and cultural access that Americans rely on every day. We are committed to collaborating with your administration to protect these vital resources and ensure they continue to serve the American people.

    Today, Congressman Nadler issued the following statement:

     

    “I strongly condemn former President Trump’s latest attacks on higher education cloaked under the guise of fighting antisemitism. Once again, the President is weaponizing the real pain American Jews face to advance his desire to wield control over the truth-seeking academic institutions that stand as a bulwark against authoritarianism.

    Withholding funding from Columbia and, potentially, Harvard will not make Jewish students safer. Cutting funding to programs that work to cure cancer and make other groundbreaking discoveries will not make Jewish students safer. Impounding congressionally appropriated funding will not make Jewish students safer. Trump’s “review” is part of a larger effort to silence universities and intimidate those who challenge the MAGA agenda. It is a dangerous and politically motivated move that risks stifling free thought and academic inquiry.

    Make no mistake. Trump’s actions are not rooted in genuine concern for combatting hate. If Trump were truly committed to fighting antisemitism, he would not have crippled the Department of Education’s Office for Civil Rights, the only agency specifically tasked with enforcing anti-discrimination laws at our nation’s educational institutions. If Trump were truly committed to fighting antisemitism, he would start by rooting out the numerous antisemites that he has brought into some the highest echelons of power in the government of the United States.

    Let’s also not forget that Trump’s record is stained by praise for neo-Nazis, Holocaust deniers, and white nationalists—groups that openly express their disdain for the Jewish people.

    We cannot allow Trump’s authoritarian tactics to prevail—this is not the America we want to live in, nor is it the America we need.

    I call on our nation’s universities to reject President Trump’s demands and to fight back against these hostile acts. If necessary, these issues must be litigated in federal court to put an end to the illegal and unconstitutional actions taken by the Trump Administration.”

  • MIL-OSI USA: Tonko Demands Answers on Trump EPA’s Clean Air Act Exemptions

    WASHINGTON, DC — Today, Congressman Paul D. Tonko (NY-20) sent a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin condemning the Trump administration’s outrageous decision to encourage polluters to apply for exemption from critical Clean Air Act standards by simply sending a template email response to EPA officials. These standards, required pursuant to Section 112 of the Clean Air Act, seek to protect human health and the environment from hazardous air pollutants including asbestos, benzene, hydrogen chloride, and mercury, which are known to cause cancer and other serious health impacts.

    Tonko is demanding information about each regulated entity seeking exemption from these lifesaving standards, and promising close public and Congressional scrutiny of the exemptions granted through this unprecedented, slapdash process.

    “I was appalled to learn that EPA has invited regulated entities to apply for exemptions in lieu of complying with existing standards for hazardous air pollutants,” Tonko writes. “The invitation for mass-exemptions to these standards flies in the face of Congressional intent and could have serious public health consequences, which appear not to have been given any consideration in your exemption process.”

    Standards developed under Section 112 are developed under a robust public process that includes rigorous scientific analysis of the environmental and public health risks associated with air pollution, as well as consideration of new and existing cost-effective technologies that industrial sources can utilize to mitigate those risks. Under this new process, these standards could be completely undone by a simple email from a polluter to the agency responsible for protecting the public from dangerous air pollution.

    “While Section 112 standards have been developed through these robust processes, EPA’s public comments indicate that exemptions will be granted based on the arbitrary whims of President Trump, which may include actions to benefit his political supporters, regardless of the potential public health and environmental harms to those that live and work near these exempted facilities,” Tonko continues. “EPA and the regulated community should expect that Congress and the American people will closely scrutinize any exemptions granted through this process.”

    Tonko serves as Ranking Member on the House Energy and Commerce Committee’s Subcommittee on the Environment as well as Co-Chair of the Sustainable Energy and Environment Coalition (SEEC) and has been a leader for many years on efforts to limit air pollution and foster healthier, more sustainable communities across the nation.

    I was appalled to learn that EPA has invited regulated entities to apply for exemptions in lieu of complying with existing standards for hazardous air pollutants required pursuant to Section 112 of the Clean Air Act. The invitation for mass-exemptions to these standards flies in the face of Congressional intent and could have serious public health consequences, which appear not to have been given any consideration in your exemption process.

    As you know, Section 112 of the Clean Air Act seeks to protect human health and the environment from hazardous air pollutants. This class of emissions includes many dangerous pollutants, including asbestos, benzene, hydrogen chloride, and mercury, which are known to cause cancer and other serious health impacts.

    Standards developed pursuant to Section 112 are informed by public processes, which include robust scientific and public health analysis of the risks of air pollution. These processes also consider technologies and techniques that industrial sources can adopt to mitigate those risks, often relying upon existing, cost-effective solutions already in use by regulated entities. It is astonishing that these standards, which often take years to develop, could be undone simply by a polluter sending a template email response to the agency responsible for protecting the public from dangerous air pollution.

    While Section 112 standards have been developed through these robust processes, EPA’s public comments indicate that exemptions will be granted based on the arbitrary whims of President Trump, which may include actions to benefit his political supporters, regardless of the potential public health and environmental harms to those that live and work near these exempted facilities. EPA and the regulated community should expect that Congress and the American people will closely scrutinize any exemptions granted through this process.

    While Section 112(i)(4) of the Clean Air Act is clear that the President must report to Congress on the issuance of any exemption, the American people have an immediate right to know which entities are pursuing exemptions and how those exemptions may affect the air they breathe.

    With that in mind, I request the following for each regulated entity seeking an exemption through this process not later than Monday, April 7, 2025:

    1. the name of each regulated entity requesting an exemption;
    2. the specific emissions standard or limitation subject to the request;
    3. the location of any facility or affected source subject to the request;
    4. the length of time sought to delay compliance for each request; and
    5. an explanation for why—

    A.   the technology necessary to implement the standard is not available; and

    B.   the exemption would be in the national security interests of the United States.

    I look forward to your response to ensure appropriate transparency of EPA’s Section 112 exemption process.

Over my years in Congress, I’ve worked to deliver HEAP funding to our Capital Region time and again to ensure our neighbors don’t have to choose between keeping the lights on or paying for food, medicine, and other daily essentials. This latest action from the Trump administration to eliminate the employees who deliver this aid is beyond callous. These cuts will rip away a lifeline for families across our Capital Region, New York State, and the nation. It is clear that Trump, Musk, RFK, and the GOP do not care about whether or not families can keep the power on — their focus remains bankrolling tax breaks for their billionaire friends.
