  • MIL-OSI USA: Eclipses, Auroras, and the Spark of Becoming: NASA Inspires Future Scientists

    In the heart of Alaska’s winter, where the night sky stretches endlessly and the aurora dances across the sky in a display of ethereal beauty, nine undergraduate students from across the United States were about to embark on a transformative journey. These students had been active ‘NASA Partner Eclipse Ambassadors’ in their home communities, nine of more than 700 volunteers who shared the science and awe of the 2024 eclipse with hundreds of thousands of people across the country as part of the NASA Science Activation program’s Eclipse Ambassadors project. Now, these nine were chosen to participate in a once-in a lifetime experience as a part of the “Eclipses to Aurora” Winter Field School at the University of Alaska Fairbanks. Organized by the Astronomical Society of the Pacific and NASA’s Aurorasaurus Citizen Science project, supported by NASA, this program offered more than just lectures—it was an immersive experience into the wonders of heliophysics and the profound connections between the Sun and Earth.
    From January 4 to 11, 2025, the students explored the science behind the aurora through seminars on solar and space physics, hands-on experiments, and tours of cutting-edge research facilities like the Poker Flat Research Range. They also gained invaluable insight from Athabaskan elders, who shared local stories and star knowledge passed down through generations. As Feras recalled, “We attended multiple panels on solar and space physics, spoke to local elders on their connection to the auroras, and visited the Poker Flat Research Range to observe the stunning northern lights.”
    For many students, witnessing the aurora was not only a scientific milestone, but a deeply personal and emotional experience. One participant, Andrea, described it vividly: “I looked to the darkest horizon I could find to see my only constant dream fulfilled before my eyes, so slowly dancing and bending to cradle the stars. All I could do, with my hands frozen and tears falling, I began to dream again with my eyes wide open.” Another student, Kalid, reflected on the shared human moment: “Standing there under the vast Alaskan sky… we were all just people, looking up, waiting for something magical. The auroras didn’t care about our majors or our knowledge—they brought us together under the same sky.”
    These moments of wonder were mirrored by a deeper sense of purpose and transformation. “Over the course of the week, I had the incredible opportunity to explore auroras through lectures on solar physics, planetary auroras, and Indigenous star knowledge… and to reflect on these experiences through essays and presentations,” said Sophia. The Winter Field School was more than an academic endeavor—it was a celebration of science, culture, and shared human experience. It fostered not only understanding but unity and awe, reminding everyone involved of the profound interconnectedness of our universe.
    The impact of the program continues to resonate. For many students, that one aurora-lit week in Alaska became a turning point in the focus of their careers. Sophia has since been accepted into graduate school to pursue heliophysics. Vishvi, inspired by the intersection of science and society, will begin a program in medical physics at the University of Pennsylvania this fall. And Christy, moved by her time at the epicenter of aurora research, has applied to the Ph.D. program in Space Physics at the University of Alaska Fairbanks—the very institution that helped spark her journey. Their stories are powerful proof that the Winter Field School didn’t just teach—it awakened purpose, lit new paths, and left footprints on futures still unfolding.

  • MIL-OSI USA: Fires Erupt in North American Forests

    Wildland fires broke out in forests along the Manitoba-Ontario border in Canada and in northern Minnesota in the United States in May 2025. Several blazes grew rapidly in size amid hot, dry, and windy conditions in the region.
    Smoke from multiple fires drifted hundreds of kilometers across northern forests on the afternoon of May 13, when the MODIS (Moderate Resolution Imaging Spectroradiometer) on NASA’s Aqua satellite captured this image. Some of the largest fires seen here started the previous day and had expanded rapidly by the time this image was acquired. For comparison, the right image shows the same area in false color (MODIS bands 7-2-1) to help distinguish smoke (cyan blue) from clouds (white). Bright red-orange indicates visible fire fronts.
    Large smoke plumes billowed from blazes near Lac du Bonnet in eastern Manitoba. One fire close to the rural municipality burned thousands of hectares and threatened infrastructure. Another one, to the northeast near Nopiming Provincial Park, exhibited “extremely volatile fire behavior” on May 13, officials said, and grew to 100,000 hectares (250,000 acres). Authorities closed multiple provincial parks due to the fires and issued evacuation orders for several communities in both Manitoba and Ontario.
    In the U.S., multiple fires broke out in northern Minnesota on May 11 and 12. The two largest, Camp House and Jenkins Creek, had burned a combined 7,600 hectares (18,800 acres) about 65 kilometers (40 miles) north of Duluth as of May 13. In and around the town of Brimson, they destroyed more than 100 structures and damaged bridges and roadways, according to news reports.
    Unseasonably hot and dry conditions elevated fire risk in the region. Winnipeg, Manitoba, reached 35.2 degrees Celsius (95.4 degrees Fahrenheit) on May 12, topping the previous daily high temperature record set in 1958. Duluth, Minnesota, saw a high temperature of 30°C (86°F) that day, also a new record. Eighty of Minnesota’s 87 counties were under a Red Flag Warning due to the extreme fire danger on May 12.
    April and May are typically busy months for wildland fires in the state, said Patty Thielen, forestry director for the Minnesota Department of Natural Resources, in a briefing. However, she noted, the area already burned statewide in 2025 is roughly triple the amount burned in an average year.

  • MIL-OSI USA: NASA Awards Launch Service Task Order for Aspera’s Galaxy Mission

    NASA has selected Rocket Lab USA Inc. of Long Beach, California, to launch the agency’s Aspera mission, a SmallSat to study galaxy formation and evolution, providing new insights into how the universe works.
    The selection is part of NASA’s Venture-Class Acquisition of Dedicated and Rideshare (VADR) launch services contract. This contract allows the agency to make fixed-price indefinite-delivery/indefinite-quantity launch service task order awards during VADR’s five-year ordering period, with a maximum total contract value of $300 million.
    Through the observation of ultraviolet light, Aspera will examine hot gas in the space between galaxies, called the intergalactic medium. The mission will study the inflow and outflow of gas from galaxies, a process thought to contribute to star formation.
    Aspera is part of NASA’s Pioneers Program in the Astrophysics Division at NASA Headquarters in Washington, which funds compelling astrophysics science at a lower cost using small hardware and modest payloads. The principal investigator for Aspera is Carlos Vargas at the University of Arizona in Tucson. NASA’s Launch Services Program, based at the agency’s Kennedy Space Center in Florida, manages the VADR contract.

  • MIL-OSI USA: Pretty in Pink

    The spiral galaxy known as Messier 81 (M81) has a rosy tint in this June 1, 2007, composite image that incorporates data from NASA’s Spitzer and Hubble Space Telescopes, and NASA’s Galaxy Evolution Explorer. Discovered by the German astronomer Johann Elert Bode in 1774, M81 is one of the brightest galaxies in the night sky. It is located 11.6 million light-years from Earth in the constellation Ursa Major.
    The galaxy’s spiral arms, which wind all the way down into its nucleus, are made up of young, bluish, hot stars formed in the past few million years. They also host a population of stars formed in an episode of star formation that started about 600 million years ago.

  • MIL-OSI Europe: Highlights – Impacts of cuts in development aid on health programmes – Committee on Development

    The exchange of views will be on the ‘Impacts of cuts in development aid on sexual and reproductive health programmes, as well as on other health programmes for vulnerable groups, including children and persons with disabilities’, from 14:30 to 15:30. This discussion will take place against the backdrop of a global trend of declining official development assistance (ODA), further aggravated by the recent US decision to terminate 83% of USAID programmes, creating a funding gap of USD 60 billion.

    The health sector has been severely affected, putting the lives and rights of millions of people at serious risk. These cuts disproportionately impact those already on the margins in developing countries, particularly women and girls, children, and persons with disabilities.

    Birgit Van Hout, Director of the UNFPA Office to the EU; Bertrand Bainvel, UNICEF Representative to EU Institutions; and Alessandra Aresu, Director of the Health and Protection Division at Humanity & Inclusion – Handicap International Federation, representing the International Disability and Development Consortium (IDDC), will participate in this exchange of views. It will provide an opportunity to take stock of the current situation, assess the impacts of the aid cuts on beneficiaries and major actors in their respective fields of competence, and discuss how the EU can help to address this situation.

    SACRAMENTO – Governor Gavin Newsom is announcing a new legislative proposal as part of the May Budget Revision to remove regulatory barriers that have stood in the way of the state’s progress. The proposal reinforces the state’s commitment to building more homes faster, while creating greater economic stability, affordability, and opportunity for California families. It speeds up permitting timelines, removes key regulatory barriers, and introduces innovative financing tools that support infill and transit-oriented development.

    The Governor is also proposing to partner with the Legislature to incorporate related measures into the budget to accelerate infill and economic development, including Assembly Bill 609 (Wicks) and Senate Bill 607 (Wiener). These measures aim to streamline CEQA to provide greater regulatory certainty and faster project delivery. 

    “To meet California’s housing goals, we need certainty, accountability, and smarter land use  — not the endless regulatory delays that have held us back for decades. This proposal delivers lasting reforms to align our systems for long-term impact: more housing, stronger communities, and sustainable growth that reflects the bold, forward-thinking spirit of California.     Removing barriers to progress

    This proposal builds on Governor Newsom’s ongoing efforts to expand housing access and end the decades-long homelessness crisis — an issue that continues to impact communities across the country. Governor Newsom took on this challenge by committing to plan for more than 2.5 million homes over the current housing planning cycle, including at least one million affordable homes for lower-income households, helping to provide every Californian a place to call home. This target is more than double the number of homes planned for in the previous cycle.  

    Since taking office, the Governor has championed and signed an unprecedented amount of housing legislation, including 42 housing-related CEQA reforms, stronger accountability measures, and historic levels of state support to help local governments meet their housing goals. While these foundational changes have laid the groundwork for long-term progress, decades of complex, overlapping regulations continue to slow needed housing development. 

    Today, the Governor is taking the next step toward meeting California’s housing goals by targeting entrenched regulatory barriers that continue to cause costly delays. These proposals are designed to cut through bureaucracy, accelerate progress, and deliver lasting reforms that will shape a more affordable, inclusive, and resilient California for generations to come. 

    More housing, faster 

    The Governor’s May Revision prioritizes climate-smart housing reforms that deliver more homes, faster, in places that reduce pollution and improve quality of life. A key part of this effort is ensuring a level playing field by aligning Coastal Commission permitting timelines to those that apply to other agencies, so that communities in the Coastal Zone are not left behind when it comes to urgently needed housing. 

    The May Revision also introduces an innovative financing strategy for developers that links vehicle miles traveled (VMT) reductions with infill and transit-oriented housing production, further aligning the state’s climate goals with housing needs. This proposal helps move forward the state’s commitment to faster, smarter infill development as outlined in the Governor’s July 2024 executive order. These reforms protect the environment, support working families, create good-paying jobs, and expand economic opportunity across California.

    The Governor’s May Revision helps cut red tape and remove barriers, helping propel the Golden State forward by:

    • Streamlining Coastal Commission permits — Creating fairer, faster housing approvals where homes are urgently needed by aligning Coastal Commission permitting timelines with those of other permitting agencies.  The proposal will increase accountability and regulatory certainty for urgently needed housing in coastal communities.
    • Doubling down on smart housing policies  — Promoting infill and transit-oriented development that reduces emissions and vehicle miles traveled.

  • MIL-OSI China: Beijing to host Women’s Volleyball Nations League in June

    Beijing is gearing up to host one leg of the 2025 FIVB Volleyball Nations League preliminary round from June 4 to 8 at the National Indoor Stadium, featuring six women’s teams: China, Belgium, Poland, Thailand, Türkiye and France.

    “This marks the first international event for China’s women’s volleyball team in the new Olympic cycle after Paris 2024,” said Yuan Lei, deputy director of the volleyball management center of the General Administration of Sport of China, at a Thursday press conference.

    “As a dual Olympic venue in Beijing, the National Indoor Stadium has world-class facilities and operating teams, which will ensure excellent volleyball competitions for both the participants and the audience,” Yuan added.

    12 matches will be played across the five-day event, with China set to face Belgium, Poland, Türkiye and France on June 4, 5, 7 and 8, respectively.

    The Beijing stop is part of the international Volleyball Nations League tour, which spans several cities and continents as teams compete for points to reach the final round.

    Also unveiled at the press conference were the event mascot – featuring a volleyball-themed design – and more than 20 licensed products.

    “The organizers will strive to create a cheerful atmosphere of volleyball and accelerate the integrated development of sports and tourism,” said Wang Ling, director of the Beijing Sports Competitions Administration and International Exchange Center.

  • MIL-OSI United Kingdom: New action to expand Scottish exports

    US Export Plan among steps to boost business.

     

    A bespoke plan to help Scottish companies export to the United States will be drawn up as part of new measures aimed at boosting trade.

    It is one of six actions announced in the First Minister’s Programme for Government to assist exporters and address global trade challenges.

    Other steps include increased funding for product development, market research and attendance at international trade shows.

    Within the current financial year, the Six Point Export Plan will:

    • produce a US Export Plan to identify states offering the best markets for Scottish products, as part of wider support for trade with North America
    • use the International Growth Support Programme to unlock opportunities through trade shows, distributor visits, market research and product development
    • bring more global buyers to Scotland to showcase what companies have to offer
    • expand funding for overseas trade missions through the International Trade Partnership with Scottish Chambers of Commerce
    • increase funding for exporters in the technology, life sciences, renewables and hydrogen sectors
    • widen support for businesses through Scottish Enterprise’s international team, Scottish Development International, including more overseas trade missions and exporter showcase events

    During a visit to Summerhall Distillery in Edinburgh, which exports to more than a dozen countries including the US, Deputy First Minister Kate Forbes said:

    “In the face of global uncertainty, I am determined to protect and grow Scotland’s business interests around the world.

    “As the USA remains the single largest destination for Scottish exports outside the European Union, action to maintain and grow the market share while recognising the changing dynamics of US export opportunities is an important focus of our Programme for Government.

    “These steps will build on the significant support we already provide through Scottish Development International and its network of 34 offices across the world, including four in the US.

    “We must grasp all opportunities to strengthen Scotland’s reputation in world markets. Demand for Scottish products and services around the world is high and global customers recognise the innovation, quality and ambition of our businesses.”

    Commercial Director of Summerhall Distillery Dave Quinnell said:

    “We export around the world, including the US where we recently signed a new contract to sell more than 100,000 bottles a year.

    “Without Scottish Development International, we would not have been able to access the majority of our international markets.

    “We received help to draw up our initial export plan, to access specialist advice and to fund trade visits overseas. All of this has been vital to our business as we grow and continue to explore markets across the world.”

    Summerhall Distillery was opened as the first exclusive gin distillery established in Edinburgh for over 150 years, producing Pickering’s Gin. It has since become home to The Broody Hen Scotch Whisky and Coldsnap Vodka. The business has diversified into private and own label products, culminating in the formation of Edinburgh Bottlers & Co-Pack, specialising in premium private label spirits services.

    In the last financial year Scottish Enterprise, whose overseas brand is Scottish Development International, reported £2.15 billion in planned international sales from the Scottish companies it has helped – among the highest results ever achieved.

    The International Trade Partnership Programme is run with the Scottish Chambers of Commerce and will expand access to business membership organisations to provide support for trade missions to established and emerging markets.

  • MIL-OSI Asia-Pac: Volume and price statistics of external merchandise trade in March 2025

         Further to the external merchandise trade statistics in value terms for March 2025 released earlier on, the Census and Statistics Department (C&SD) released today (May 15) the volume and price statistics of external merchandise trade for that month.
     
         In March 2025, the volume of Hong Kong’s total exports of goods and imports of goods increased by 15.8% and 13.5% respectively over March 2024.
     
         For the first quarter of 2025 as a whole, the volume of Hong Kong’s total exports of goods and imports of goods increased by 8.7% and 7.3% respectively over the same period in 2024.
     
         Comparing the first quarter of 2025 with the fourth quarter of 2024 on a seasonally adjusted basis, the volume of total exports of goods and imports of goods increased by 9.5% and 7.5% respectively.
     
         Changes in volume of external merchandise trade are derived from changes in external merchandise trade value with the effect of price changes discounted.
     
         Comparing March 2025 with March 2024, the prices of total exports of goods and imports of goods both increased by 2.1%.
     
         As regards price changes in the first quarter of 2025 over the same period in 2024, the prices of total exports of goods and imports of goods increased by 1.9% and 2.0% respectively.
     
         Price changes in external merchandise trade are reflected by changes in unit value indices of external merchandise trade, which are compiled based on average unit values or, for certain commodities, specific price data.
     
         The terms of trade index is derived from the ratio of price index of total exports of goods to that of imports of goods. Compared with the same periods in 2024, the index remained virtually unchanged in March 2025, whereas it decreased by 0.1% in the first quarter of 2025.
     
         Changes in the unit value and volume of total exports of goods by main destination are shown in Table 1.
     
         Comparing March 2025 with March 2024, increases were recorded for the total export volume to Taiwan (52.4%), Vietnam (40.0%), the mainland of China (the Mainland) (22.3%) and the USA (9.6%). On the other hand, the total export volume to India decreased by 7.0%.
     
         Over the same period of comparison, the total export prices to Taiwan (5.7%), the Mainland (2.1%), Vietnam (1.4%) and the USA (1.2%) increased. On the other hand, the total export prices to India decreased by 0.7%.
     
         Changes in the unit value and volume of imports of goods by main supplier are shown in Table 2.
     
         Comparing March 2025 with March 2024, increases were recorded for the import volume from Vietnam (80.6%), Taiwan (66.4%) and the Mainland (7.2%). On the other hand, the import volume from Singapore (-4.6%) and Korea (-26.9%) decreased.
     
         Over the same period of comparison, the import prices from all main suppliers increased: Korea (6.7%), Taiwan (3.4%), Singapore (2.7%), Vietnam (2.6%) and the Mainland (0.5%).

    Small Business Energy Loan Enhancement Act would nearly double the maximum SBA loan amount available for energy efficiency investments

    WASHINGTON — Congressman Jason Crow (D-CO-06) has introduced bipartisan legislation to help small business owners save money by increasing the federal loan amount available for energy efficiency investments. 

    Energy costs are one of the largest expenses for commercial buildings, accounting for nearly 40% of total energy consumption in the U.S.. However, small businesses often do not have the cash-on-hand to finance large renovations or retrofit projects, and these projects often exceed the U.S. Small Business Administration’s (SBA) current 504 loan cap.

    Congressman Crow’s Small Business Energy Loan Enhancement Act would help business owners looking to make energy efficient upgrades by expanding the maximum allowable cap on SBA 504 loans from $5.5 million to $10 million. Congressman Don Bacon (R-NE-02) joined Congressman Crow in introducing this legislation. 

    “Small businesses help create millions of jobs and contribute greatly to our economy. It’s critical that we support small businesses in Colorado and across the country,” said Congressman Crow. “I’m introducing bipartisan legislation to help small businesses save money and be better able to make critical improvements that will help to conserve energy and protect our environment.”

    AURORA — Today, Congressman Jason Crow (D-CO-06) held a roundtable with providers at Aurora Mental Health to discuss how congressional Republicans’ proposed cuts to Medicaid would hurt those seeking mental health services in our community. 

    “We should not be balancing the federal budget on the backs of working Americans. That’s why today I met with local health care providers to discuss how Republicans’ proposed cuts to Medicaid would hurt our community,” said Congressman Crow. “They shared just how drastically this would impact folks seeking mental health services. I will continue to fight against these harmful and reckless cuts.”

    The Republican House budget resolution passed by the U.S. House of Representatives instructs the House Energy and Commerce Committee to cut at least $880 billion in costs over the next decade. To make those types of steep cuts, Republicans are weighing billions of dollars in cuts to Medicaid, which would threaten health care coverage for 80 million Americans. Republicans are considering these cuts to Medicaid to offer “lucrative tax cuts to corporations and wealthier Americans,” according to the Associated Press.

    One in four Coloradans—1.69 million people—get their health care through Medicaid, including children, pregnant women, elderly, and the disabled. In Colorado’s Sixth Congressional District, 115,000 residents get their health care through Medicaid, according to the Colorado Department of Health Care Policy and Financing.

    Congressman Crow has been strongly opposed to cuts that would impact Colorado’s working families, including cuts to Medicaid.

    AURORA — Today, Congressman Jason Crow (D-CO-06) toured the University of Colorado Anschutz Medical Campus and held a roundtable with administrators and faculty to discuss issues impacting the University, including the Trump Administration’s proposed cuts to life-saving medical research and federal funding for the National Institutes of Health. 

    “The Trump Administration’s proposed cuts to medical research are threatening our ability to find cures for diseases like cancer and Alzheimer’s,” said Congressman Crow. “That’s why today I met with CU Anschutz faculty and administrators to learn more about their research and how I can best fight to protect this life-saving work in Washington.”

    Prior to the roundtable, Congressman Crow toured the University’s BIOElectrics Lab, which explores the intersection between technology and the brain as well as the CellSight Program, which is working to develop therapeutics to save and restore sight in patients with blinding diseases.​ 

    Congressman Crow has opposed cuts to medical research grants and the NIH, and recently led a letter highlighting how these cuts would hurt Colorado’s economy and stall efforts to find cures for diseases like cancer and Alzheimer’s. He also strongly opposes the Republican budget proposal that would limit Coloradans’ access to health care.

  • MIL-OSI USA: Crow: Members of Congress Have Legal Right to Enter Detention Facilities and Conduct Oversight

    WASHINGTON — Congressman Jason Crow (D-CO-06) is demanding that the U.S. Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) issued a directive to all agents reminding them that under current law, Members of Congress have a legal right to show up to conduct oversight of federal detention facilities, and that any threats against Members of Congress who do so are unlawful.

    In a letter sent today to DHS Secretary Kristi Noem and Acting ICE Director Patrick J. Lyons, Congressman Crow, along with Representatives Maxwell Frost (D-FL-10) and Veronica Escobar (D-TX-16), condemned the May 9 incident at Delaney Hall Detention Facility in Newark, New Jersey, where the Trump administration has claimed that Reps. Bonnie Watson Coleman (D-NJ-12), Rob Menendez (D-NJ-08), and LaMonica McIver (D-NJ-10), who were conducting a site visit of the detention center, could also be arrested citing an alleged “body slam” of an officer—a charge that has not been substantiated by any witness or video evidence.

    This letter builds on Congressman Crow’s work to promote accountability and transparency in government. Congressman Crow previously introduced the Public Oversight of Detention Centers (POD) Act, bipartisan legislation regarding oversight and access to federal detention facilities. This legislation was inspired by Congressman Crow’s own experience of being denied entry to the Aurora Contract Detention Facility, following reports of multiple disease outbreaks in the facility. Ultimately, Crow was denied entry for 24 days, and since then, he has led the fight for greater transparency of immigration detention facilities.

    We are alarmed and forcefully condemn the events that took place on May 9, 2025, at the Delaney Hall Immigration and Customs Enforcement (ICE) detention facility in Newark, New Jersey, and urge you to issue clarifying direction to Department of Homeland Security personnel about the explicit legal right that a Member of Congress has to access a detention center. 

    During a site visit by three Members of Congress – Representatives Bonnie Watson Coleman, Rob Menendez, and LaMonica McIver – Newark Mayor Ras Baraka waited outside in a fenced-in parking lot as protestors gathered on the other side of the fence. He was told to leave the fenced-in part of the parking lot and, despite complying with the request, was arrested by ICE agents. Subsequently, a Department of Homeland Security (DHS) spokesperson indicated that arrests of the attending Members of Congress are, “on the table,” alleging that one of them “body-slammed” an ICE officer – a claim uncorroborated by witnesses or available video evidence.

    Members of Congress possess explicit statutory authority to conduct unannounced oversight visits to facilities operated by or for the Department of Homeland Security. This was outlined in the Consolidated Appropriations Act, 2020 (Public Law 116-93), Division D – Department of Homeland Security Appropriations Act, 2020, Sec. 532 and re-affirmed in each year since, including Section 527(a) of the Department of Homeland Security Appropriations Act, 2024 (Public Law 118–47), which stipulates:

    None of the funds appropriated or otherwise made available to the Department of Homeland Security by this Act may be used to prevent…a Member of Congress…from entering, for the purpose of conducting oversight, any facility operated by or for the Department of Homeland 

    Security used to detain or otherwise house aliens… [nor] to make any temporary modification at any such facility that in any way alters what is observed by a visiting Member of Congress… compared to what would be observed in the absence of such modification.

    Furthermore, subsection (b) clarifies that nothing in this section requires a Member of Congress to provide prior notice of intent to enter such a facility for oversight purposes. The Department itself has affirmed the oversight duties of Members of Congress in guidance posted by ICE dated to February 2025. Arresting Members of Congress for performing their lawful oversight duties cannot be “on the table” because that action would be explicitly unlawful.

    BRASILIA, May 15 (Xinhua) — BRICS countries signed a joint declaration on Wednesday pledging to deepen cooperation in transport infrastructure, sustainable mobility and logistics.

    The agreement was reached at a meeting of the BRICS transport working group in Brasilia.

    The declaration includes commitments on decarbonisation, sustainable fuels and integration of different transport modes, while rejecting unilateral restrictions that could impede access to essential technologies.

    A key proposal is the establishment of a BRICS Institute for Sustainable Transport, Mobility and Logistics to promote best practices and design climate-resilient infrastructure.

    Washington, D.C. – Congresswoman Uifa’atali Amata is welcoming bipartisan passage by the U.S. House of Representatives of a bill she sponsored, with Congressman Ed Case (D-HI) as the original cosponsor, the South Pacific Tuna Treaty Act, H.R. 531.

    The bipartisan legislation provides congressional direction to fully implement the South Pacific Tuna Treaty, which has been diplomatically negotiated among the U.S. and 16 Pacific Islands nations. Amata’s bill was passed by the House in 2024 but had not yet passed the Senate as the 118th Congress closed out later that same year. In contrast, in the current 119th Congress, the House is passing the bill much earlier in the two-year Congressional session.

    “As the representative of the beautiful islands of American Samoa in the South Pacific, a marine economy which depends on fishing, I welcome broad support in Congress for implementing our treaty with our regional friends and neighbors in the South Pacific,” said Congresswoman Amata. “This bill implements U.S. international diplomacy to help ensure that our tuna agreements improve operations and flexibility for our fleet – America’s last true distant water fishing fleet. I especially appreciate working with Chairman Bruce Westerman and Congressman Case on this priority.”

    Natural Resources Committee Chairman Bruce Westerman (R-Ark.) said, “Not only does this bill provide regulatory certainty for fisheries, but it also formalizes what is currently a Memorandum of Understanding, further cementing the strength of the South Pacific Tuna Treaty. I thank Rep. Radewagen for her work on this important piece of legislation.”

    The bill amends the South Pacific Tuna Treaty Act of 1988 to reflect the amendments to the Treaty adopted in 2016. In 2022, the Senate provided overwhelming bipartisan support for advice and consent to ratification, and Amata’s bill completes this longstanding effort, moving into statute what has been operating under a Memorandum of Understanding, and resolving restrictions. The Treaty officially stabilizes high seas fishing days and codifies access to various island nations’ EEZ waters. 

    Last year, the bill was examined in a legislative hearing by the Subcommittee on Water, Wildlife and Fisheries, on which Amata serves, which heard expert testimony including from William Gibbons-Fly, Executive Director, American Tunaboat Association, who emphasized the last true “distant water fishing fleet” under the U.S. flag operating from Pago Pago Harbor, as “multi-generational, family-owned businesses with a long and storied history as an important part of the U.S. fishing industry.”

    Expert testimony in 2024 noted that the U.S. tuna purse seine fleet has been reduced in a few years’ time from 34 vessels to 13 vessels, due to numerous severe economic challenges from increased regulation, reduced access, and more competition especially from Illegal, Unreported and Unregulated (IUU) fishing. 

    This year, the House moved the bill forward promptly as it had already been through a detailed bipartisan examination. It requires passage by the Senate to be signed into law.

  • MIL-Evening Report: Fresh start for the Greens, with new leader Larissa Waters

    Queensland Senator Larissa Waters is the new leader of the Australian Greens, following a two-hour partyroom meeting held in the wake of the party’s lacklustre performance in the May 3 election.

    Waters was elected unopposed.

    New South Wales Senator Mehreen Faruqi will continue as Greens deputy, while South Australian Senator Sarah Hanson-Young will be the Greens Manager of Business.

    Besides having an apt surname for an ecological party leader, what do we know about Waters?

    And as Australia’s 48th parliament prepares to sit, what might we expect from her leadership of the country’s largest minor party?

    Who is Larissa Waters?

    Waters first entered parliament in 2011, following a career as an environmental lawyer.

    She was the first Greens senator to be elected in Queensland and is now the second-longest serving Green in parliament after Hanson-Young.

    Born in Canada, Waters’ tenure was briefly interrupted in 2017–2018 when she discovered she had breached section 44 of the Constitution by failing to renounce her dual citizenship.

    Waters is the second woman after Christine Milne to lead the party. She has leadership experience, serving as Senate leader since 2020 and co-deputy leader prior to that.

    Waters’ re-election on May 3 for another six-year term will ensure leadership stability following the unexpected departure of her predecessor, Adam Bandt.

    Beyond her clear passion for environmental protection, Waters has dedicated her time in parliament to advancing gender equity, ending gender-based violence, and addressing corporate donations and influence in politics.

    She made international news in 2017 when she became the first politician to breastfeed in federal parliament.

    New direction?

    So what does new leadership mean for the direction of the Greens and the role the party will play in the new parliament?

    Will it opt for pragmatism or hold firm on principle?

    Will it continue to campaign hard on a diverse set of policy issues, or choose to focus more on its core environmental offering?

    Waters is viewed by many in the party as a compromise candidate between Faruqi and Hanson-Young, who according to speculation, were also considering a tilt at the leadership. Faruqi represents the more radical wing of the Greens, while Hanson-Young is a prominent moderate figure who would likely have pushed the party closer to the political centre and faced resistance from elements of the membership.

    Given this, Waters is expected to play a unifying role, much like Bandt did during his tenure.

    While the Greens held all their seats up for re-election in the Senate, they were close to a wipe-out in the lower house, where they lost three of their four members from the previous parliament.

    The party will likely concentrate in future elections on expanding and then retaining their presence in the Senate.

    In the lower house, Queensland will be a major focus for the Greens as they try to win back seats they lost at the election – Griffith and Brisbane. Waters’ leadership should help with this aim.

    Senate power

    Waters will conceivably command more power than Bandt, given the Greens will hold the sole balance of power in the new Senate.

    She’s pledged to keep Labor accountable, while urging the government to “be brave” and “actually do what the country needs them to do”.

    There’s now no excuse for the Labor Party not to take the climate crisis seriously, to take real action on the housing crisis, to genuinely tackle the cost of living. People deserve more than just tinkering. They deserve real reform that will help them in their daily lives, and nature cannot be put last like it has been for so long.

    This, together with the presentation of Waters as a leader who represents continuity, suggests any changes to the party’s approach will likely focus on presentation rather than policy.

    Waters is now tasked with reframing the 2025 election result as a moment of short-term pain and setting the party on a path of long-term gain.

    Whether or not this will be achieved, and how important Waters’ leadership will be to achieving this, remains to be seen.

    How was Waters selected?

    The Greens’ leadership selection relies entirely on the federal party room. Unlike the Labor Party, where members have a say on who becomes leader, grassroots Greens are excluded from the process.

    Like Waters, all previous leaders – Adam Bandt, Richard Di Natale, Christine Milne and party founder Bob Brown – were elected unopposed, reflecting the party’s consensus style of decision making.

    In 2020, there was an unsuccessful push to include the membership base in the leadership process. A “one member, one vote” option received majority support in a party-wide plebiscite. But it failed to meet the two-thirds majority required to force a change.

    This legislation would, if enacted, keep millions of eligible Americans from the polls. It would cost states, counties, and cities untold millions of dollars to implement. And it would impose the risk of criminal prosecution for local election workers left trying to sort out how these new federal requirements impact their responsibilities.
    It would fundamentally change elections administration in this country overnight – since it would take effect immediately upon enactment.
    The stated purpose of the legislation is election security. Election security is vital- and we all agree that only those who are eligible to vote should cast ballots. But the SAVE Act is based on the totally false assumption that huge numbers of non-citizens are voting. There is no evidence of that. In fact, the research shows the opposite is true.
    It’s a challenging time to be in the democracy business. Our democracy is being tested. It has been tested before – and it has held. But continuity and success are not inevitable. They come from hard work and commitment. That is why I am here today.

    Dean Logan, Registrar-Recorder/County Clerk, Los Angeles County:
    Regarding the proposed SAVE Act, the California Association of Clerks and Election Officials recently submitted a letter of concern that focuses on three key impacts – the risk of disenfranchisement, significant unfunded cost increases that would fall to local government, and concerns associated with imposing criminal penalties on officials and community election workers who are simply fulfilling their legal and civic obligations.
    In addition to directives that mirror the provisions of the SAVE act previously discussed, the Order calls for changes or reductions to the delivery of election services, limits options for voter participation, and potentially requires modification or replacement of voting equipment – all without appropriating funding and, in large measure, reducing or eliminating what little federal funding has been available to support local election administration, voting accessibility, and election security.
    Change of this magnitude requires multiple years of planning and careful execution. It would be nearly impossible to complete in the timeframe outlined in the Order without significant risk of administrative error, false positive data matching, and under resourcing other critical elements of election administration and security. Moreover, there is a high likelihood of a resulting drop in voter participation, higher registration data error rates, and non-compliance with conflicting federal and state laws – all at additional public expense.

    Celina Stewart, CEO, League of Women Voters:
    As one of the longest-running and largest, nonpartisan, volunteer driven voter registration organizations in the nation, the League of Women Voters strongly opposes attempts to add documentary proof of citizenship to the voter registration process, which is what the recent Executive Order on the “integrity of American Elections” and the Safeguard American Voter Eligibility (SAVE) Act does. The SAVE Act would drastically alter the National Voter Registration Act of 1993 (NVRA) – a landmark piece of legislation the League played a large role in drafting, passing and implementing – by adding provisions that will require that every eligible voter provide documentary proof of citizenship, like a passport or birth certificate, to register to vote, even though voters in every state are already required to affirm or verify their citizenship status when registering and voting.
    Nearly 80% of married women – more than 69 million potentially-eligible women voters – adopt their partner’s surname. It is because of that reality that I would go so far as to say that, in the League’s 105-year history, the SAVE Act may be the most brazen attack on American women’s voting rights that we have ever seen. This bill’s excessive documentation requirements – specifically, the idea that the name on their ID must match the name on a birth certificate or passport – threatens every single one of them and their ability to register to vote. I think anyone, no matter how they lean politically, would agree: This is not how our democracy should work.
    We know that this legislation is based on misinformation and fearmongering rather than facts, as there is no evidence of widespread non-citizen voter registration or voting in state and federal elections. Time and time again, the League has fought similar policies at the federal and state levels through public education, advocacy and litigation.

    I appear today to voice our unequivocal opposition to the so-called Safeguarding American Voter Eligibility Act, or SAVE Act. This anti-voter bill would make it significantly harder for millions of Americans – especially Latinos, immigrants, Black Americans, and women – to exercise their right to vote. It is a dangerous step backwards for voting rights, that would force every voter to show proof of citizenship, like a passport or birth certificate, every time they register to vote. Most Americans simply do not carry those documents in daily life. In fact, more than 21 million eligible U.S. voters don’t have documents that prove their citizenship readily available.
    From working fathers in Texas to “abuelitas” in California, many Latinos and Americans of all backgrounds would struggle to find and present paperwork that the federal government has never before required. The result? Millions of citizens could be disenfranchised – kept from making their voices heard – by an unnecessary bureaucratic barrier.
    Let me be clear: the SAVE Act is solving a problem that simply does not exist. Noncitizen voting is already illegal in this country – and it is virtually nonexistent. You’re more likely to be struck by lightning. That’s why we call it “La Gran Mentira”–the big lie. As a Latino leader, I see clearly that this bill trades on a fear of a fully inclusive, multi-racial, multi-ethnic democracy, echoing the country’s ugly past of voter suppression. To conclude: this bill will undermine the right to vote–which is the crown jewel of our democracy. As a proud Latino and the son of immigrants, I take this personally.

    Nicole Meek, Impacted Voter
    I don’t have the same option that my family and friends have to walk into their local polling station and cast a ballot on election day. … As a military voter, I have to plan months in advance. This isn’t just inconvenient. It puts military voters at a real disadvantage.
    So, it may come as no surprise that in 2020 (the last presidential election for which the Federal Voting Assistance Program – FVAP – has reported data to congress), military voters were 27% less likely to have voted than their civilian counterparts. According to FVAP, when a military voter tries to vote but is ultimately unsuccessful, the most common reason is because their ballot arrives past the deadline.
    The SAVE Act and the March 25th Executive Order would threaten to make things significantly worse. If implemented, these policies would disenfranchise countless service members and military-connected voters—including families like mine.
    We ask our service members to sacrifice everything in defense of our democracy. We should also ensure they – and their families – can participate in it. Voting is not a privilege. It is a right. And no one should lose the right to vote because of where their country sends them. We should be working to make voting more accessible, not less. We should be honoring the sacrifice of our military families by making sure their ballots count.

    15 May 2025 – The US-Israel proposition to control the distribution of supplies under the guise of humanitarian aid raises grave humanitarian, ethical, security and legal concerns, says international medical organization Médecins Sans Frontières/Doctors Without Borders (MSF). 

    Making aid conditional on forced displacement and vetting of the population is another tool in the ongoing campaign of ethnic cleansing of the Palestinian population. MSF firmly rejects and condemns any plan that further reduces availability of aid and subjugates it to Israeli military occupation objectives.

    We are witnessing, in real time, the creation of conditions for the eradication of Palestinian lives in Gaza, says MSF.

    The obstruction of humanitarian aid is a direct violation of UN Security Council Resolution 2720, which calls for the unimpeded delivery of humanitarian aid to civilians. Claims that aid is being diverted by Hamas remain unverified and in no way justify such measures. As the occupying power, Israel must facilitate impartial humanitarian assistance for the population in need.

    UN, EU member states, and all those with influence over Israel,including Australia, must urgently use their political and economic leverage to stop the instrumentalisation of aid. Humanitarian supplies, food, fuel and medicines must be allowed to reach the population of Gaza now.

    Since Israel’s resumption of attacks and its total blockade of aid on 2 March, Gaza has become a hell on earth for Palestinians. The survival of Palestinians lies at the mercy of Israeli authorities, who are denying the entire population access to food, water, medical care and shelter. Israel continues to pursue its campaign of ethnic cleansing by deliberately destroying the conditions necessary for life.

    Organisations including World Central Kitchen and the World Food Programme (WFP) have announced that they have no more food stocks available in Gaza: most community kitchens and bakeries have closed. MSF medical teams in Gaza City have seen a 32 per cent increase in the number of patients presenting with malnutrition over the past two weeks.

    Dwindling fuel stocks are limiting the ability to desalinate and distribute water. Those health facilities that still function – already critically inadequate in number and capacity for the population – are still being attacked and are suffering from rapidly diminishing stocks of medications and other essential supplies. MSF teams in Gaza have received no supplies for 11 weeks and face critical shortages of essential medical items such as sterile compresses and sterile gloves.

    Israel’s evacuation orders and established no-go military zones now cover 70 per cent of Gaza. The population has been forcibly transferred from one place to another, while not a single area of Gaza has been spared from attacks. The desperateness of the situation is such that MSF teams have treated and discharged patients only to see them return with new injuries.

    Israeli’s plan to instrumentalise aid is a cynical response to the very humanitarian crisis they created. If they wished, Israel and its allies could lift the blockade today and let humanitarian aid reach all those in Gaza whose survival depends on it.

    Directional revenue increased by 27% to US$1,103 million in the first quarter of 2025, compared with US$871 million in the same period last year, driven by the Turnkey segment.

    Year-to-date Directional Turnkey revenue stood at US$627 million, a 98% improvement compared with US$316 million in the same period last year. This increase mainly reflects the progress on FPSO GranMorgu and FPSO Jaguar, booked under the sale and operate model.

    Directional Lease and Operate revenue amounted to US$476 million in the first quarter of 2025, below the US$554 million booked in the same period last year reflecting (i) the sale in 4Q 2024 of FPSOs Prosperity and Liza Destiny, partially offset by (ii) higher reimbursable scope and (iii) FPSO Almirante Tamandaré joining the fleet in February 2025.

    Directional net debt is stable and stood at US$5,663 million for the period ending 1Q 2025.

    Project Review and Fleet Operational Update

    Driven by execution excellence, the Company is on track to bring three FPSOs into operation in 2025 with FPSO Almirante Tamandaré formally on hire as of February 16, 2025, FPSO Alexandre de Gusmão preparing for first oil and FPSO ONE GUYANA targeting first oil in the third quarter of 2025.

    FPSO Alexandre de Gusmão – In March 2025, the FPSO arrived safely at its location in Brazil. The FPSO hook-up and installation has been completed. First oil is expected around mid-2025.

    FPSO ONE GUYANA – The vessel arrived safely in Guyana and the installation and hook-up campaign is progressing. First oil is targeted for the third quarter of 2025.

    FPSO Jaguar – The Fast4Ward® MPF hull has been delivered. The topside modules’ fabrication progress is as per plan. First oil is expected in 2027.

    FSO Trion – The engineering and procurement progress is as per plan. The fabrication of the Disconnectable Turret Mooring system has started.

    FPSO GranMorgu – The Fast4Ward® MPF hull has been delivered. The commencement of the topside modules fabrication is planned for the second half of the year.

    Fast4Ward®MPF hulls – Under the Company’s successful Fast4Ward® program, ten MPF hulls have been ordered. Four Fast4Ward® MPF hulls are in operation, another four delivered and allocated to projects under construction and two are under construction to support active discussions with clients driven by the strong FPSO market outlook.

    Fleet Uptime – Year-to-date, the fleet’s uptime was 99.5%, in line with historical performance.

    Safety 

    Safety – There were zero Fatalities or Permanent Impairment Injuries in the first quarter of 2025, within the full year target of zero.

    Blue Economy

    Strategic Collaboration Agreement with Microsoft – SBM Offshore signed a strategic collaboration agreement with Microsoft in March 2025. This partnership’s objective is to develop standardized, scalable, AI-powered Ocean Infrastructure in the growing market of floating power solutions providing carbon-free electricity. The first phase of this collaboration will focus on deploying floating gas-to-power solutions with integrated carbon capture and storage in the UK and Norway, leveraging SBM Offshore’s collaboration with Norwegian company Ocean-Power AS.

    Near Zero Emission FPSO – In line with the Company’s strategy to decarbonize traditional energy production, an important milestone has been reached in the emissionZERO® road map, which aims at proposing a near zero FPSO to the market by the end of 2025. Reflecting the Company’s solid progress, SBM Offshore has received an “Approval in Principle” from the American Bureau of Shipping for its near zero FPSO design.

    Shareholder Returns

    On April 9, 2025 shareholders of the Company voted in favor of the proposed EUR150 million cash dividend. This resulted in a dividend distribution of EUR0.8606 per ordinary share. The dividend has been paid on May 6, 2025 to all shareholders of record as at April 14, 2025.

    The Company started a new program of EUR141 million as announced on February 20, 2025 and effective from April 24, 2025. The program is progressing and was c. 6.75% completed on May 14, 2025.

    On this basis a minimum US$1.7 billion cash return to shareholders is expected up to 20304.

    Guidance

    The Company’s 2025 Directional revenue guidance is maintained at above US$4.9 billion of which above US$2.2 billion is expected from the Lease and Operate segment and around US$2.7 billion from the Turnkey segment.

    2025 Directional EBITDA guidance is maintained at around US$1.55 billion for the Company.

    Washington –U.S. Senators Roger Marshall, M.D. (R-Kansas) and Joni Ernst (R-Iowa), both members of the Senate Agriculture Committee, introduced the Streamlining Conservation Practice Standards Act – legislation that modernizes the process for updating conservation standards at the United States Department of Agriculture (USDA). This legislation would remove bureaucratic barriers and better support farmers in implementing conservation practices that improve soil health and water quality.
    “Streamlining updates to conservation practice standards helps cut the bureaucratic red tape that our farmers have been wrongly forced to navigate. Our producers work hard to find new, innovative ways to work the land while conserving its resources, and the federal government should be a partner in doing so – not a roadblock,” said Senator Marshall. “I’m proud to work on this bipartisan solution with Senator Ernst to ensure farmers have the tools necessary to support conservation efforts and help producers leave their land better than they found it.”
    “Traveling across Iowa, I regularly hear from farmers who are eager to implement conservation practices that improve soil health, water quality, and long-term productivity – but they face real barriers when rigid USDA standards slow things down,” said Senator Ernst. “I’m leading the Streamlining Conservation Practice Standards Act to modernize how USDA’s Natural Resource Conservation Service updates its technical standards.     “By leveraging innovations in regenerative agriculture and soil health practices, we can help farmers and producers make their working lands more resilient,” said Senator Heinrich. “Our bipartisan legislation accomplishes this by updating and streamlining the process for developing new conservation practice standards at the U.S. Department of Agriculture’s Natural Resource Conservation Service. This will allow producers to build more resilience into their operations.” 
    “Illinois ranks fourth in the nation in planted cropland, but for years, has ranked as low as 37th in farm conservation funds that USDA distributes to help farmers adopt cover crops, conservation tillage, and other critical environmental practices. USDA’s statewide one-size-fits-all conservation practice rules do not always match the unique needs of each farm,” said Senator Durbin. “This bill creates a process to add more flexibility to these standards, provide routine updates to keep up with the latest innovations, and ensure more academic and farmer input into developing the conservation practices.”  
    The Streamlining Conservation Practice Standards Act would update the USDA’s process to:
    Require a regular review of existing conservation practice standards.
    Create a public process for submitting and adopting new practices.
    Prioritize the integration of innovative tools like nutrient efficiency technologies – biological fertilizer being one example that’s proven to improve plant growth.

    Summer arts festival International Arts Carnival tickets on sale from May 16  
         This year, participating overseas artists will come from the Netherlands, Korea, Norway and the United States. Together with their Mainland and local counterparts, they are set to present a wide variety of performing arts programmes covering martial arts, acrobatics, dance, music, theatre, multimedia and more.
     
         The opening programme will be the martial arts theatre performance “Soul of Shaolin” featuring elite performers of the Henan Provincial Shaolin Wushu Center from July 11 to 13. The performance will showcase breathtaking martial arts scenes such as boxing, weaponry and qigong to demonstrate the harmony between the spiritual wisdom and physical strength of Chinese kung fu. “Soul of Shaolin” is finally coming to Hong Kong after its Broadway debut in 2009, which earned both Tony and Drama Desk Award nominations. After more than two decades of world touring, it is not to be missed.
     
         Celebrated violinist Ray Chen will join Italian conductor Gianandrea Noseda and members of the National Youth Orchestra of the United States of America to perform on July 28. During the concert, Chen will perform Mendelssohn’s ever-popular “Violin Concerto in E minor, Op. 64” with the orchestra. The repertoire will also include Rachmaninov’s masterful “Symphony No. 2 in E minor, Op. 27” and a new work by contemporary music composer Carlos Simon. This performance will also be part of the orchestra’s Asian tour.
     
      To celebrate the upcoming 15th National Games, the IAC will present “Sounds of Sports” August 2 and 3. Led by pianist Phoebus Chan, the performance will blend music and sports as local musicians and athletes will combine karate, rugby, wushu and table tennis with jazz drums, shakuhachi, erhu, cello and piano, turning the concert hall into an exciting sports ground full of energy.
     
     The award-winning Xi’an Acrobatic Troupe will perform a new adaptation of the acrobatic ballet “Swan Lake” August 8 to 10, fusing incredible acrobatics with ballet, turning this famous dance performance into a powerful yet graceful show. The show features over 20 dazzling acrobatic acts including contortionists bending and twisting, doing flips and balancing, aerial hoops and dancing on shoulders. “Swan Lake” and “Soul of Shaolin” are also programmes that are part of this year’s Chinese Culture Festival.

  • Putin, Trump to skip Ukraine’s peace talks that Russian leader proposed

    U.S. President Donald Trump and Russian President Vladimir Putin indicated they would not attend what could be the first direct peace talks between Moscow and Kyiv in three years on Thursday, with the Kremlin sending instead a group of experienced technocrats.

    Putin on Sunday proposed direct negotiations with Ukraine in Istanbul on Thursday “without any preconditions”. Late on Wednesday, the Kremlin said the delegation would include presidential adviser Vladimir Medinsky and Deputy Defence Minister Alexander Fomin – but Putin‘s name was not on the list.

    After the Kremlin’s delegation announcement, a U.S. official said Trump, who is on a three-nation tour of the Middle East, would not attend. The U.S. leader had said earlier that he was considering the option to participate.

    While Putin had never confirmed he would attend in person, the absence of the Russian and U.S. presidents lowers the expectations for a major breakthrough in the war that Russia started in February 2022.

    Ukrainian President Volodymyr Zelenskiy had challenged Putin to attend the talks “if he’s not afraid,” in an apparent contest to show Trump who wants peace more, Ukraine or Russia.

    While the Kyiv leader was on his way to Turkey late on Wednesday, a Ukrainian official said, he had said he would take part in the talks only if Putin attended.

    In his nightly video address on Wednesday Zelenskiy said that Ukraine would decide on its steps for peace talks in Turkey once there was clarity on Putin‘s participation.

    “The answers to all questions about this war – why it started, why it continues – all these answers are in Moscow,” Zelenskiy said. “How the war will end depends on the world.”

    Trump wants the two sides to sign up to a 30-day ceasefire to pause Europe’s biggest land war since World War Two, and a Russian lawmaker said on Wednesday there could also be discussions about a huge prisoner of war exchange.

    Zelenskiy backs an immediate 30-day ceasefire, but Putin has said he first wants to start talks at which the details of such a ceasefire could be discussed.

    MORE SANCTIONS ON RUSSIA?

    Trump, who is growing increasingly frustrated with both Russia and Ukraine as he tries to push them towards a peace settlement, said he was “always considering” secondary sanctions against Moscow if he thought it was blocking the process.

    U.S. officials have spoken about possible financial sanctions as well as potential secondary sanctions on buyers of Russian oil.

    The U.S. delegation to Turkey included Secretary of State Marco Rubio and senior envoys Steve Witkoff and Keith Kellogg.

    Ukrainian Foreign Minister Andrii Sybiha said early on Thursday he had met with Rubio to share Zelenskiy’s peace vision and “coordinate positions during this critical week.”

    Medinsky and Fomin, part of the Russian delegation, took part in the last set of negotiations between the two sides in the first weeks of the war. Other senior military and intelligence officials were also part of the Thursday delegation.

    Direct talks between negotiators from Ukraine and Russia last took place in Istanbul in March 2022, a month after Putin sent tens of thousands of troops into Ukraine in what he calls a “special military operation” to root out neo-Nazis.

    Ukraine and its allies say the invasion was an unprovoked, imperial-style land grab.

    With Russian forces grinding forward in Ukraine and now controlling about a fifth of the country, the Kremlin chief has offered few, if any, concessions so far. In his proposal at the weekend, he said that the talks in Turkey would be aimed at a durable peace.

    He specifically mentioned the 2022 talks and the failed draft deal.

    Under that deal, among others, Ukraine would have agreed to permanent neutrality in return for security guarantees from the five permanent members of the U.N. Security Council: Britain, China, France, Russia and the United States, and other nations including Belarus, Canada, Germany, Israel, Poland and Turkey, according to a draft seen by Reuters.

    But officials in Kyiv say agreeing to Ukrainian neutrality is a red line they will not cross.
