  • MIL-OSI Canada: Government of Canada celebrates National Shipbuilding Strategy milestones at Irving Shipbuilding

    Through the National Shipbuilding Strategy (NSS), the Government of Canada is committed to strengthening its sovereign shipbuilding capabilities and supply chains so that the Royal Canadian Navy (RCN) and the Canadian Coast Guard (CCG) are equipped to conduct operations at home and alongside allies in an increasingly complex environment.  

    Today, the Honourable Kody Blois, Parliamentary Secretary to the Prime Minister, on behalf of the Honourable Joël Lightbound, Minister of Government Transformation, Public Works and Procurement, joined Vice-Admiral Angus Topshee, Commander of the RCN, and other dignitaries to celebrate significant progress on the Arctic and offshore patrol ships (AOPS) and River-class destroyers (RCD) being constructed at Irving Shipbuilding Inc. (ISI). The AOPS and RCD are critical NSS initiatives that will bolster Canada’s naval strength and economic resilience for decades to come.

    Parliamentary Secretary Blois commended ISI on its AOPS project achievements. The AOPS project for the RCN will be completed this year, with delivery of the sixth and final ship, the future His Majesty’s Canadian Ship (HMCS) Robert Hampton Gray, anticipated this summer.

    The AOPS project for the CCG is also progressing, with the launch of the first ship, the future Canadian Coast Guard Ship (CCGS) Donjek, anticipated in 2026. Construction of the second ship, the future CCGS Sermilik, continues to advance.

    In addition, ISI is pivoting to the future and ramping up production for the RCD project. Parliamentary Secretary Blois highlighted that full-rate production on the first RCD, the future HMCS Fraser, is now underway, with delivery of this ship anticipated in the early 2030s. The shipyard will continue to integrate lessons learned from the earlier production of an RCD test module, as well as the AOPS project, into the construction process.

    Beyond new ship construction, ISI is supporting the ongoing operational readiness of the RCN’s Halifax-class frigates until the arrival of the RCD. The shipyard is conducting repair and maintenance activities on HMCS Halifax, with anticipated completion next year.

    This year marks the 15th anniversary of the NSS. Since its inception, the strategy has revitalized Canada’s marine industry, fostered innovation and created a skilled workforce. NSS contracts awarded between 2012 and the end of 2024 are estimated to have contributed close to $38.7 billion to Canada’s gross domestic product (GDP) and created or maintained approximately 21,400 jobs annually between 2012 and 2025.

    The Government of Canada remains committed to advancing shipbuilding projects that equip the RCN, the CCG and Transport Canada with modern, capable vessels. The NSS will continue to evolve through the integration of lessons learned and close collaboration with industry partners to continue to deliver important benefits for Canadians.

    “The so-called ‘Big, Beautiful Bill’ is a backdoor abortion ban, even in safe-haven states like Massachusetts,” said Dominique Lee, president of the Planned Parenthood Advocacy Fund of Massachusetts. “This bill would ‘defund’ Planned Parenthood by blocking Medicaid reimbursement, which could impact half of Planned Parenthood League of Massachusetts’ budget. PPLM serves more than 30,000 patients annually, and nearly 40% of them are on Medicaid. If this bill passes, it won’t matter that abortion is legal here. People could lose access to abortion, birth control, STI testing, cancer screenings and other care from the provider they trust most. Planned Parenthood will not abandon our patients, our staff, or our communities, but we need everyone with us to help stop this attack on people’s health and freedom.”
    Donald Trump and Congressional Republicans’ budget bill would defund Planned Parenthood health centers, bar private health insurers on the ACA marketplace from offering abortion coverage, and slash Medicaid health care coverage — leaving over 300,000 Massachusetts residents unable to access basic health care services.

  • MIL-OSI USA: CWA District 1 Slams New Jersey Budget Deal for Punishing New Jersey Working Families with Higher Healthcare Costs in Backroom Agreement

    TRENTON, N.J. ‒ The Communications Workers of America (CWA) District 1 today sharply condemned Governor Murphy, Speaker Coughlin, and Senate President Scutari for approving a budget deal that forces state employees and retirees to shoulder an arbitrary $100 million healthcare cut on top of unprecedented healthcare premium increases.

    “Working men and women across New Jersey—from nurses and clerks to office workers and caseworkers—were blindsided,” said Billy Gallagher, Assistant to the Vice President, CWA  District 1. “This backroom budget gamble shifts costs onto the backs of the very people who keep our state running, while violating collective bargaining rights and threatening every single union in this state.”

    The budget agreement made public earlier this week through the media, leaving legislators themselves completely out of the loop, requires the Plan Design Committee (PDC) to gut health benefits for middle-class public workers, increasing co-pays, increasing deductibles, and increasing out-of-pocket costs for 100,000 working families. If the PDC cannot come up with adequate savings, the legislature would be forced to do it. If that fails, it moves on to a newly invented “neutral” arbitration panel.

    By requiring the PDC, the legislature, or an arbitration panel to be involved, the negotiated process outlined in CWA’s collective bargaining agreement is sidelined. By agreeing to this deal, the Governor and Legislative leadership are putting every legislator in the position to vote against collective bargaining rights—and put themselves in the middle of making future benefits decisions while ignoring much-needed relief for State and Local Governments.

    overnor Kathy Hochul today joined millions of New York students, teachers, and parents to celebrate the last day of public school statewide, marking the end of digital distractions in our schools. When the 2025-2026 school year begins this fall, New York will become the largest state in the nation to restrict smartphones and other internet-enabled personal devices throughout the entire school day – from bell to bell. Education leaders and advocates also marked this “end of an era” to applaud New York’s shift to distraction-free learning and highlight its benefits for students’ academic performance and mental health.

    “I’ll never stop working to deliver the best results for our kids – and that’s why the era of smartphone distractions in New York schools ends today,” Governor Hochul said. “My team is working with key stakeholders across the state to ensure school districts finalize and publish their distraction-free policy by the August 1 deadline. When students return this fall, New York’s distraction-free schools will deliver the best possible learning environments – and they’ll help give our kids their childhood back.”

    Secretary Hillary Rodham Clinton said, “I am proud to work with Governor Hochul and partners in New York to usher in distraction-free schools. This bold new law will foster learning and healthy development for students in the state and help set the standard for states across the country.”

    New York State Council of School Superintendents Executive Director Charles Dedrick said, “Like Governor Hochul, superintendents across New York have recognized the harm that excessive and inappropriate internet use can cause in student learning and well-being. Many had already led local work to put sound smartphone policies in place for their schools. Now all superintendents are working with local partners to revise those existing policies or develop new ones as needed to satisfy the new law. Superintendents take an oath to uphold state laws and they will ensure that their schools have the required policies in place in time for the start of classes in September.”

    New York State School Boards Association Executive Director Robert S. Schneider said, “School boards take seriously the importance of reducing classroom distractions and identifying ways to support students’ responses to mental health challenges stemming from social media use and other pressures. Prior to enactment of this new law, school boards across the state have developed and strengthened policies related to student use of cell phones and internet-connected devices. This summer, school boards are reengaging in that previous work with local stakeholders in order to ensure that policies comply with this new statewide requirement in time for the new school year in September.”

    New York State Parent Teacher Association President Patty Frazier said, “We are excited to see distraction-free classrooms in September. Putting the focus back on learning and collaboration is critical, as we Measure our Mission for Every Child!”

    New York State Parent Teacher Association Executive Director and Parent of a High School Student Kyle Belokpitsky said, “This is an important moment in education. We know these first months may be a struggle – for students and families (and this mom gets that) – but in the end, our children will reap the benefits of a distraction-free learning environment.     NYU Stern Social Psychologist and Author of The Anxious Generation Jonathan Haidt said, “We now have very strong evidence that smartphones are harming kids’ ability to learn, focus, sleep, and connect. New York’s bell-to-bell policy ensures students get a full, uninterrupted school day to engage, play, and grow without constant digital distractions. I am so grateful to Governor Hochul for enacting model legislation, which will improve education for all of New York’s children, including my own.”

    After being signed by Governor Hochul last month, New York State’s distraction-free school law will be in effect for the 2025-26 School Year. It applies to all schools statewide in public school districts, as well as charter schools and Boards of Cooperative Educational Services (BOCES).

    Under this law, all school districts must publish their distraction-free policy by August 1, so it is visible to the district’s community of students, parents and other key stakeholders.

    New York State’s Distraction-Free Schools Law:

    • Prohibits unsanctioned use of smartphones and other internet-enabled personal devices on school grounds in K-12 schools for the entire school day (from “bell to bell”), including classroom time and other settings like lunch and study hall periods
    • Allows schools to develop their own plans for storing smartphones during the day — giving administrators and teachers the flexibility to do what works best for their buildings and students
    • Secures $13.5 million in funding to be made available for schools that need assistance in purchasing storage solutions to help them go distraction-free
    • Requires schools to give parents a way to contact their kids during the day when necessary
    • Requires teachers, parents and students to be consulted in developing the local policy
    • Prevents inequitable discipline

    Governor Hochul’s policy clarifies that students will have authorized access to simple cellphones without internet capability, as well as internet-enabled devices officially provided by their school for classroom instruction, such as laptops or tablets used as part of lesson plans.

    Additionally, the Governor’s policy includes several exemptions to smartphone restrictions, including for students who require access to an internet-enabled device to manage a medical condition, where required by a student’s Individualized Education Program (IEP), for academic purposes, or for other legitimate purposes, such as translation, family caregiving and emergencies.

    Governor Hochul pursued this initiative after engaging in a statewide listening tour with teachers, parents, and students. Her report “More Learning, Less Scrolling: Creating Distraction-Free Schools” underscores the following:

    • Smartphones distract students and inhibit learning and creativity
    • Phone-free environments do not compromise student safety
    • Phone-free environments support the mental health of students and teachers
    • Open communication and direct guidance for all stakeholders is key for successful implementation
    • Schools must address any parent concerns about staying in contact with their children during the day
    • An effective distraction-free policy must focus on the entire school day, rather than solely on time in the classroom
    • Schools can strengthen their distraction-free environment by connecting more students with in-person engagement like clubs, sports, arts and other programming

    With this new law, Governor Hochul is leading a national movement to restore focus, connection and well-being in the classroom. By prioritizing distraction-free learning, New York is providing students with the environment they need to thrive academically, socially and emotionally.

  • MIL-OSI USA: Transformation of Saratoga County Airport

    overnor Kathy Hochul today announced the completion of a project that transformed the Saratoga County Airport into a world-class travel destination, substantially upgrading the airport’s facilities and services to further position the region for greater economic growth and expanded tourism. The reimagined airport features a new terminal building that boasts a spacious lobby, a new passenger waiting area, car rental space, a pilot’s lounge, and restaurant, along with a brand new adjacent 20,000 square-foot hangar, among other upgrades. Funded with $27 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Completion, the project has revitalized the more than 80-year-old facility into a state-of-the-art gateway that will welcome visitors and become an exciting destination for local residents.

    The new facility, with its enhanced passenger and public amenities, is anticipated to further stimulate the local economy, according to the latest data from a State Department of Transportation survey that estimated the airport’s economic impact exceeds $9.7 million.

    “Regional airports like Saratoga County are catalysts for business, tourism and economic vibrance — injecting millions into local economies and building the foundations of a brighter future,” Governor Hochul said. “Saratoga is a crown jewel of our state, and whether you’re off to the races, traveling for business or coming home to New York, this world class facility will welcome you with open arms.”

    Built in 1943, the former facility was little more than a hangar that also served as an office space, passenger waiting area, flight planning area and conference room. The completely transformed facility now includes a conference space and a public restaurant operated by the owners of the well-known Alexis Diner in Rensselaer County — offering breakfast, lunch and dinner for diners seeking a unique aviation setting. The main lobby, outdoor patio, second-floor conference room and restaurant are all available for public use.

    Visitors will enter the spacious lobby, which features a carpet in the shape of Saratoga Lake, reflecting the area’s natural beauty. A grand staircase leads to the second-floor conference room and dining area, with an adjacent balcony overlooking the runway. In addition to the impressive amenities inside, the facility has a slate and timber exterior, and circular drive adorned with roses and featuring a bronze statue of a jockey riding a racehorse at its center — paying tribute to Saratoga’s horse racing heritage.

    The terminal building and connected hangar were built sustainably, featuring solar panels on the hangar roof, and geothermal wells for heating and cooling. EV chargers were also installed in the facility’s parking lot.

    The estimated $35.9 million project created approximately 390 jobs, and a project labor agreement guaranteed a skilled and trained workforce receiving fair wages, benefiting local economies and families across the region.

    The Saratoga County Airport was one of nine airports that received a share of a total of $230 million in Governor Hochul’s round of Upstate Airport Economic Development and Revitalization Competition funding announced in September 2022. This funding is not only upgrading New York’s Upstate airports, but it is also enhancing their ability to compete on the national and global aviation stage.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “Governor Hochul’s strategic investment in our upstate airports is yielding huge dividends throughout New York, facilitating the growth of business and tourism in communities across our state. The new Saratoga County Airport represents our Governor’s vision for spaces that harmonize the role of our local economies with transportation needs and places that our community members will enjoy. Today, we are celebrating a major milestone for the Saratoga Region and everyone who visits, works here, or calls this region their home.”

    The Saratoga County Airport handles private aircraft with two runways and is operated by fixed based operator, North American Flight Services. Major construction began in January 2024 with work completed in time for the 2025 Belmont Stakes at the Saratoga Race Course. Improvements include:

    • Construction of a new fixed base operator terminal building to include new waiting areas; concessionaire tenant spaces; rental car lease space; advertisement display lease opportunities; conference room space; weather information access station; pilot lounge area; and connected 20,000 square-foot hangar space
    • Installation of solar panel array on hangar portion of new terminal building
    • Installation of geothermal wells for heating and cooling
    • Rehabilitation of the apron connecting to new terminal building

    Senator Charles Schumer said, “Saratoga County, prepare for takeoff! I’ve long fought to secure federal funding for airport upgrades because I know how crucial our airports are for attracting business and tourism to the Capital Region, and I’m proud that it is delivering for Saratoga County Airport today. This project will boost our local economy by improving the general aviation facilities. Whether a semiconductor business is flying in to meet GlobalFoundries or folks are visiting to experience Saratoga Race Course, or the Revolutionary battlefield, or using it as a gateway to Lake George and the Adirondack Park, these improvements will make that experience easier and more welcoming. I’m grateful for Governor Hochul’s partnership helping New York’s regional airports like Saratoga County’s reach new heights.”

    The Upstate Airport Economic Development and Revitalization Competition is administered by the New York State Department of Transportation and was open to upstate commercial passenger service airports and airports providing specialized service for commercial aircraft and/or corporate jets. Applicants were encouraged to apply for funding a single project or a program of projects to help meet the demands of the 21st century. Projects submitted for review by eligible airports were evaluated based on established criteria, including, but not limited to innovation in design, passenger amenities and experience, operational efficiencies and economic effectiveness for the airport’s region.

  • MIL-OSI Security: Headed to Prison: Disbarred South Florida Lawyer Who Stole Client Funds

    MIAMI – A federal district judge in Ft. Lauderdale sentenced disbarred lawyer John Spencer Jenkins yesterday to 33 months’ imprisonment for misusing more than three quarters of a million dollars of his clients’ money.  

    According to plea documents and information provided during the sentencing hearing, Jenkins’ clients wired funds into his law firm’s Interest on Trust Account (“IOTA”) business account and general business account for the purpose of receiving legal services from Jenkins. In relation to his representation of one client’s estate, Jenkins admitted that the executor of the estate wired funds into his business accounts so that Jenkins would manage the distribution of the assets among his client’s designees.  However, Jenkins wired those funds into separate accounts for his own personal use.

    Linda Sun Falsified Information to Cause Approval of NYS Contracts Awarded to Businesses Operated by her Family Member and her Husband

    BROOKLYN, NY – A federal grand jury in Brooklyn yesterday returned a second superseding indictment that added charges against Linda Sun and her husband and co-defendant Chris Hu related to a fraudulent scheme involving procurement of personal protective equipment (PPE) by the New York State (NYS) government at the start of the COVID-19 pandemic.  As part of the scheme, Sun steered contracts to vendors with whom she had undisclosed personal connections, and she and Hu received millions of dollars from the vendors, including some in the form of kickbacks, which Sun did not disclose to the NYS government.  The new charges against Sun and Hu include honest services wire fraud, honest services wire fraud conspiracy, bribery, and conspiracy to defraud the United States.  Additionally, Hu is charged with tax evasion.  The defendants will be arraigned on Monday, June 30, 2025.

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York; Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI); and Harry T. Chavis, Jr., Special Agent in Charge, Internal Revenue Service-Criminal Investigation (IRS-CI New York), announced the new charges.

    “As alleged, Linda Sun not only acted as unregistered agent of the government of the People’s Republic of China, but also enriched herself to the tune of millions of dollars when New York State was at its most vulnerable at the start of the COVID-19 pandemic,” stated United States Attorney Nocella.  “When masks, gloves, and other protective supplies were hard to find, Sun abused her position of trust to steer contracts to her associates so that she and her husband could share in the profits.  We demand better from our public servants, and this Office will continue to hold accountable public officials who enrich themselves at the expense of the New York taxpayers.”

    Mr. Nocella expressed his appreciation to the Department of Justice’s National Security Division, the New York State Office of the Inspector General, the New York State Police, and the U.S. Department of State’s Diplomatic Security Service (DSS) for their work on the case.  He also thanked the New York State Executive Chamber for its cooperation with the investigation.

    “During a global pandemic, Linda Sun allegedly leveraged her authority within the New York State government to secretly steer contracts to selective PPE vendors in exchange for millions of dollars in kickbacks to her and her husband,” stated FBI Assistant Director in Charge Raia.  “This alleged scheme not only created an unearned and undisclosed benefit for the defendants and their relatives, but it also exploited the state’s critical need for resources in a health crisis. The FBI will never tolerate any public official who abuses their position to profit at the expense of others, especially when their objectives align with foreign agendas.”

    “Not only did Sun allegedly use Chinese money and her influence in New York State to benefit the Chinese government, it is further alleged that she used her position to steer multi-million-dollar contracts to companies controlled by family members and friends.  With this investigation, this husband-and-wife team with supposed ties to corruption has been rooted out, and they will soon understand that in legitimate government spending, there is no friends and family discount,” stated IRS-CI New York Special Agent in Charge Chavis.

    As alleged in the superseding indictment, at the outset of the COVID-19 pandemic and while working with the team of NYS government employees responsible for obtaining PPE, Sun used her position of influence with the government of the People’s Republic of China (PRC) to coordinate the NYS government’s purchase of PPE from vendors located in the PRC.  In addition to certain vendors referred by the PRC government, Sun referred two vendors (the Cousin Company and the Associate Company) that were not recommended by the PRC government but rather had ties to Sun and Hu, while claiming falsely that these, too, were referrals from components of the PRC government.  In reality, the Cousin Company was operated by one of Sun’s second cousins, and the Associate Company was operated by Hu and one of Hu’s business associates.  With Sun’s assistance, the Cousin Company and the Associate Company each entered into multiple contracts with the NYS government worth millions of dollars apiece.

    Sun, the Associate Company, and the Cousin Company did not disclose to the NYS government (1) the fact that Sun and Hu had relationships with the Associate Company and the Cousin Company, or (2) that Sun and Hu received a portion of the profits that the Associate Company and the Cousin Company made as a result of their contracts with the NYS government for PPE, including through kickback payments from the Cousin Company.

    To conceal her relationship with the Cousin Company from procurement authorities at the NYS government, Sun falsified a document to suggest that the Jiangsu Department of Commerce had recommended the Cousin Company.  On or about March 20, 2020, Sun and other NYS government officials received an email from the U.S. representative to the Jiangsu Trade & Business Representative Office in Albany, New York suggesting four PRC-based vendors who were able to provide PPE for the NYS government.  On or about March 21, 2020, Sun forwarded herself an altered version of the email in which she replaced the first suggested vendor—a vendor that produced ventilators—with the Cousin Company and wrote that the Cousin Company was recommended by the Jiangsu Department of Commerce.

    On or about March 24, 2020, in an email with the subject line “Already VERIFIED by Linda Sun,” Sun wrote to NYS procurement officials that the Cousin Company “came recommended by Jiangsu Chamber of Commerce,” that the representative had helped “screen potential vendors,” and that the Cousin Company’s surgical mask was the “gold standard.”  Below Sun’s message was what purported to be quoted text from the Jiangsu Chamber of Commerce’s email recommending vendors. However, the email in the quoted text was the altered email.

    In connection with the Cousin Company contracts with the NYS government, a spreadsheet maintained on Sun and Hu’s personal computer indicated that the Cousin provided payments to Hu (and Sun) totaling approximately $2.3 million during 2020 and 2021.  These kickbacks from the Cousin Company represented taxable income.  Hu did not report these payments as income to the U.S. government, as required, or pay taxes on this income in Forms 1040 for 2020 and 2021 that he filed on behalf of himself and Sun.

    In part, Hu laundered the income from the Cousin Company by having the Cousin make $1.5 million in payments in three $500,000 increments from another entity that the Cousin owned (the Cousin Entity) to U.S. accounts at a financial institution.  Hu created these accounts in a close relative’s name instead of his own on April 29, 2020, two days before the final $6 million payment from NYS government to the Cousin Company.

    Sun also arranged for the Associate Company to be a vendor for NYS government contracts.  On March 14, 2020, Sun wrote an email with the subject “Mask suppliers” to other members of the NYS government PPE task force with procurement authority and listed the Associate Company as a potential supplier.  Sun subsequently communicated with the Associate Company by email to obtain a price quote for the contract and provided a status update to the NYS government about the contracts with the Associate Company.

    A computer owned by the defendants contained a NYS internal document tracking various state PPE contracts, broken out by vendor.  One of the fields in the document contained, for each company, an answer to the question “why did we do business with this vendor?”  For the Associate Company, the answer to the question was listed as: “referred by Chinese chamber of commerce.”  However, there was no such referral for the Associate Company.

    According to a spreadsheet found in one of Hu’s electronic accounts, the total profits Hu expected to reap from the contracts that the Associate Company and the Cousin Company had with the NYS Department of Health totaled $8,029,741.  Hu marked the column for these expected profits with the word “me.”

    The new charges are in addition to the existing charges against Sun, which include violating and conspiring to violate the Foreign Agents Registration Act, visa fraud, alien smuggling, and money laundering, and the existing charges against Hu, which include money laundering conspiracy, money laundering, as well as conspiracy to commit bank fraud and misuse of means of identification.  The charges in the superseding indictment are allegations and the defendants are presumed innocent unless and until proven guilty.

    The government’s case is being handled by the Office’s National Security and Cybercrime Section.  Assistant United States Attorneys Alexander A. Solomon, Robert M. Pollack, and Amanda Shami are in charge of the prosecution, with the assistance of Trial Attorney Eli Ross from the National Security Division’s Counterintelligence and Export Control Section and Litigation Analyst Emma Tavangari. Assistant U.S. Attorney Laura Mantell of the Office’s Asset Recovery Section is handling forfeiture matters.

  • MIL-OSI Security: Burley Man Sentenced to 30 Years in Federal Prison for Producing Child Sexual Abuse Material

    POCATELLO – Michael Allen Montoya, 40, of Burley, was sentenced to 360 months in federal prison for sexual exploitation of a child, Acting U.S. Attorney Justin Whatcott announced today.

    According to court records, the investigation began when the FBI became aware that a person, later identified as Montoya, was distributing child sexual abuse material through an online social media platform. The FBI also learned that during online chat conversations, Montoya had discussed his sexual interest in children and had exchanged child sexual abuse material with other offenders. The FBI referred the investigation to the Idaho Internet Crimes Against Children Task Force (“ICAC”). The ICAC obtained a federal search warrant for Montoya’s Burley residence. During a forensic examination of Montoya’s electronic devices, ICAC located numerous files of child sexual abuse material. ICAC also discovered that Montoya had produced explicit images and videos of himself sexually abusing an infant and an 8-year-old child in his care.

    “Law enforcement in Idaho has zero tolerance for those that target children for abuse and exploitation.” Acting U.S. Attorney Whatcott said. “As this case illustrates, images of child sexual abuse material are not just images – they are evidence of sexual abuse committed by predators like this defendant. I am thankful that we have outstanding professionals in the ICAC, the FBI, and our office that are dedicated to protecting Idaho’s children and ensuring this type of abhorrent conduct results in significant prison sentences.”

    “Our commitment to protecting children from abuse is unwavering,” said Idaho Attorney General Labrador. “I am grateful for our ICAC Task Force and the partnership we have with Acting U.S. Attorney Whatcott’s office. By working together, we can continue making Idaho safer by investigating, arresting, and prosecuting one bad guy at a time.”

    Senior U.S. District Judge B. Lynn Winmill also sentenced Montoya to lifetime supervised release and ordered him to pay restitution to his victims. Montoya will be required to register as a sex offender as a result of the conviction.

    Acting U.S. Attorney Whatcott commended the cooperative efforts of the Idaho ICAC Task Force, the Federal Bureau of Investigation, the Rupert Police Department, the Idaho State Police, the Minidoka County Sheriff’s Office, and the Cassia County Sheriff’s Office, which led to the charge. This case was prosecuted by Assistant United States Attorneys Kassandra McGrady and Erin Blackadar.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  As part of Project Safe Childhood, the U.S. Attorney’s Office for the District of Idaho and the Idaho Attorney General’s Office partner to marshal federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), a senior member and former chair of the Senate Health, Education, Labor and Pensions (HELP) Committee, released the following statement on the Senate Parliamentarian’s ruling advising that certain provisions in Republicans’ One Big Beautiful Bill Act would be subject to a 60-vote threshold if they remain in the bill, including a provision prohibiting federal cost-sharing reduction payments to qualified health plans that cover abortion services (Section 87001), which Senator Murray has repeatedly spoken out against and highlighted as part of Republicans’ efforts to block people everywhere from receiving abortion care:
    “As part of their Big Ugly Betrayal Bill, Republicans tried to effectively ban health care plans on the ACA marketplaces from covering abortion altogether, which would have put abortion care out of reach for millions of women in states where abortion is legal. In Washington state, where marketplace plans are required to cover abortion care, this provision would have sent a major shock wave through our health care system and ripped away access to abortion care for countless women, despite our state’s laws protecting abortion rights.
    “This effort was part of Republicans’ plan to institute a backdoor nationwide abortion ban by making abortion care inaccessible for everyone, everywhere. Democrats challenged this attack on women’s health care under Senate rules and won—and we will keep fighting every Republican attempt to rip away abortion access every way we can.”
    The Parliamentarian continues to review whether Republicans’ can defund Planned Parenthood as part of their One Big Beautiful Bill Act—or whether that provision would be subject to a 60-vote threshold, meaning Republicans wouldn’t have the votes to pass it. Defunding Planned Parenthood would put at least 200 health centers across the country at risk of closure, 90 percent of them in states where abortion is legal—Senator Murray has been the leading voice in the Senate speaking out and raising the alarm against this provision.

    The World Bank Group and the International Atomic Energy Agency (IAEA) sealed an agreement today to work together to support the safe, secure and responsible use of nuclear energy in developing countries. The partnership agreement, signed by World Bank Group President Ajay Banga and IAEA Director General Rafael Mariano Grossi, formalizes multiple engagements between the two institutions over the last year, and marks the World Bank Group’s first concrete step to reengage with nuclear power in decades.

    The agreement also reflects a new, broader approach by the World Bank Group to electrification—one that prioritizes accessibility, affordability, and reliability, while managing emissions responsibly. With electricity demand in developing countries expected to more than double by 2035, this approach aims to help countries deliver the energy people need by enabling pathways that best fit their national context, including development objectives and Nationally Determined Contributions.

    Nuclear energy provides continuous baseload power, enhancing grid stability and resilience. Reliable baseload electricity is essential for job-generating sectors such as infrastructure, agribusiness, healthcare, tourism, and manufacturing. Nuclear power is also a source of high-skilled employment and stimulates investment across the broader economy. In addition, it can adjust to changes in electricity demand and support frequency regulation, enabling greater integration of variable renewable energy sources.

    “Jobs need electricity. So do factories, hospitals, schools, and water systems. And as demand surges—with AI and development alike—we must help countries deliver reliable, affordable power. That’s why we’re embracing nuclear energy as part of the solution—and reembracing it as part of the mix the World Bank Group can offer developing countries to achieve their ambitions. Importantly, nuclear delivers baseload power, which is essential to building modern economies,” said World Bank Group President Ajay Banga. “Our partnership with the IAEA marks an important step, and I’m grateful to Rafael for his personal commitment and leadership in making this possible. Together, we’ll deepen our expertise, support countries that choose nuclear, and ensure that safety, security, and sustainability guide every step forward.”

    “Today’s agreement is a milestone and the result of a year of joint work since President Ajay Banga kindly invited me to the World Bank Group Executive Board in Washington in June of last year,” IAEA Director General Grossi said. “This landmark partnership, yet another sign of the world’s return to realism on nuclear power, opens the door for other multilateral development banks and private investors to consider nuclear as a viable tool for energy security and sustainable prosperity. Together, we can help more people build a better future.”

    Under the memorandum of understanding signed today, the IAEA will work with the World Bank Group in three key areas:

    • Build knowledge related to the nuclear field: Expand the World Bank Group’s understanding of nuclear safety, security, safeguards, energy planning, new technologies, fuel cycles, reactor lifecycles, and waste management.
    • Extend the lifespan of existing nuclear power plants: Support developing countries in safely extending the life of existing nuclear reactors-one of the most cost-effective sources of low-carbon power-as many global reactors near the end of their original 40-year design life.
    • Advance SMRs: Accelerate the development of small modular reactors (SMRs), which offer flexible deployment, lower upfront costs, and potential for wide adoption in developing economies.

    Thirty-one countries currently operate nuclear power plants, which combined produce about 9% of the world’s electricity, amounting to almost a quarter of all low-carbon power globally. More than 30 other countries, most of them in the developing world, are considering or already embarking on the introduction of nuclear power and are working with the IAEA to develop the necessary infrastructure to do so safely, securely and sustainably.

    “SMRs have great potential to cleanly and reliably power progress and fight poverty, but financing remains a roadblock,” Director General Grossi said. “Today’s agreement is a crucial first step to clearing that path.”

    Authorities from both countries commemorated 200 years of diplomatic relations yesterday with a musical evening at the Colon Theatre.

    The British Embassy in Argentina yesterday celebrated 200 years of diplomatic relations between both countries with a musical evening at the Colon Theatre. The event was attended by high-level authorities from the national government, businesspeople, members of the diplomatic corps, artists, scientists and civil society representatives.

    The gathering also represented Ambassador Kirsty Hayes’s formal farewell after four years as Head of Mission in Buenos Aires, and served as a prelude to the performance of the British opera Billy Budd which the theatre will be staging from next Tuesday, with a cast that includes artists from Argentina, the UK and other countries.

    Among the most prominent guests were the ministers of Justice, Mariano Cúneo Libarona; and Deregulation, Federico Sturzenegger; the former Chief of Staff Nicolás Posse and the former chancellor Diana Mondino; Secretaries for Foreign Affairs, Eduardo Bustamante; Mining, Luis Lucero; Finance, Pablo Quirno and the Fight against Drug Trafficking, Martín Verrier; the Head of the President’s Advisory Council, Demian Reidel; deputies Lucila Crexell, Fernando Iglesias, María Fernanda Araujo, Marcela Campagnoli and Pilar Ramírez; businessmen Gustavo Weiss, Jaime Campos, and Juan Martín Bulgheroni; the president of Conicet, Daniel Salamone; CABA’s Ministers for Economic Development, Hernán Lombardi, and for Infrastructure Pablo Bereciartúa; the Chief of the Armed Forces Joint Staff, Air Chief Marshal Xavier Isaac; the Navy Chief of Staff, Admiral Carlos María Allievi; and the Army Chief of Staff, General Carlos Alberto Presti, among others.

    On 2 February 1825, the UK and the United Provinces of the River Plate signed a Treaty of Friendship, Commerce and Navigation which established diplomatic relations between both countries. It was also the first act of recognition by a leading European power of the independence of the country that would later become known as the Argentine Republic. For this reason, the British Embassy will be celebrating the Bicentenary of diplomatic relations throughout the year with a number of commemorative events like yesterday’s gala at the Colon Theatre’s Golden Room.

    During her speech, Ambassador Hayes said:

    Over these 200 years we have experienced times of closeness and times of distance, but our common history has always been marked by respect, mutual admiration and, above all, by the will to build bridges”.

    She then spoke about her departure from Argentina:

    Tonight also has a very personal significance for me, as it is my last public event as British Ambassador to Argentina. I must confess that saying goodbye to this country is not easy. I am taking with me unforgettable memories, strong friendships and immense gratitude for the warm welcome I received in every one of the 24 provinces.

    With Argentine scientist Diego Golombek as host, the event gave guests the opportunity to enjoy the Prologue of Billy Budd, sung by British tenor Toby Spence and interpreted on the piano by the musical director of the production, Erik Nielsen. As well as an extract from the opera “Darwin in Patagonia”, and an adaptation of the symphony “¡Viva la libertad!” (Long Live Freedom!) composed by Lalo Schifrin and Rod Schejtman. Before the end, Schejtman himself gave an impromptu live performance in honour of Ambassador Hayes, combining the musical notes randomly selected by the Ambassador herself, by Minister Cúneo Libarona representing the Argentine government, and by Julio Aro, president of the No Me Olvides Foundation, whose mission is related to preserving the memory of those who fell in the 1982 conflict.

    The main sponsor of the event was the GREAT campaign – the UK’s country brand – whose motto is an invitation to “See Things Differently”, and the private sponsors was Standard Chartered.

Giovanna Mingarelli, Member of Parliament for Prescott—Russell—Cumberland and Mayor Geneviève Lajoie, were onsite today to make the announcement.

    The park will showcase a bird observatory, a bird sanctuary, a park, and a walking trail on the banks of the Nation River. An armed group attacked the church and fired indiscriminately at the faithful who were celebrating Sunday Mass.According to Msgr. Arogundade, “there is no doubt that the demolition is a violation of our common respect for the dignity of life and the memory we share of our 41 brothers and sisters who were unjustly killed.””The Memorial Park was established by the State Government as a neutral and communal space for remembrance, reflection, and communal healing after the June 5, 2022 terrorist attack,” the Bishop recalled.The Memorial Park was built by the administration of former Governor of Ondo, Arakunrin Oluwarotimi Akeredolu. Construction of the park began in March 2023 and was completed in June 2023. During this period, there were no objections or protests from anyone. “The site was legitimately acquired and developed by the State Government and publicly designated as a Memorial Park for honoring the victims. It was commissioned and blessed by the state government and the Church respectively,” emphasized the Bishop of Ondo. Msgr.     Ho Chi Minh City (Agenzia Fides) – Vietnam has abolished the death penalty for eight crimes, including bribery, embezzlement, and activities to overthrow the government. As reported by the official Vietnam News Agency, the National Assembly has unanimously approved an amendment to the Penal Code that no longer provides for the death penalty for certain crimes. These include the destruction of state property, the production of counterfeit medicines, incitement to war, espionage, and drug smuggling. As of July, the maximum penalty for these crimes will be life imprisonment. Those sentenced to death for these crimes before July 1 will have their sentences commuted to life imprisonment. Catholics in Vietnam are praying and hoping, in accordance with Church teaching, that the death penalty will be definitively abolished in the country. A Catholic priest in Ho Chi Minh City tells Fides the “inhumanity of the death penalty.” In an interview with Fides, Father Dominic Ngo Quang Tuyen, priest in Ho Chi Minh City and secretary of the Commission for Evangelization of the Vietnamese Bishops’ Conference, says: “It is a step that gives hope: a society of solidarity offers prisoners the opportunity to return and live a dignified life. The Church teaches us that human life must be protected and respected because it is a gift from God, from birth to the end.” He continues: “Every human being is created in the image of God. And people who have done wrong or committed a crime also deserve time to be rehabilitated and redeemed.”Andrew, a Vietnamese Catholic layman, told Fides: “The abolition of the death penalty can help create a more just society, where people are given the opportunity to make amends and reintegrate into society. Especially regarding the abolition of the crime of acting against the state, this is a great step forward by the socialist state government in Vietnam, which generally seeks to limit forms of protest against the Party and government policies. This is a good sign, demonstrating the growing progress of Vietnamese civil society.”The Vietnamese Church has an active prison ministry, focusing primarily on the spiritual accompaniment of prisoners, with the involvement of priests who, in addition to providing material and psychological assistance and spiritual support, also listen and encourage dialogue based on the Word of God. Some church organizations also address the needs of prisoners’ families. Ten types of crimes (such as murder, treason, terrorism, and child sexual abuse) continue to be punishable by capital punishment in Vietnam. The number of prisoners on Vietnamese death row is unknown, as data on executions is considered a state secret.     Nairobi (Agenzia Fides) – At least 16 people were killed in clashes between protesters and police in Kenya yesterday, June 25.This figure was released this morning by Amnesty Kenya, which stated that most of the victims were killed by security forces. According to police, there were 12 victims. In addition to the dead, at least 400 people were injured during the protests on the first anniversary of the demonstrations against the 2024 Finance Bill, which led to unrest and violence, claiming 60 lives. According to Kenyan authorities, violent elements infiltrated yesterday’s demonstrations and caused chaos, looting public and private property. Meanwhile, the Kenyan government has ordered the closure of major television stations for violating a directive issued by the Communications Authority of Kenya (CA) prohibiting live broadcasts of protests.The measure sparked outrage among media observers and legal experts. Former Chief Justice Willy Mutunga called the directive unconstitutional and a violation of press freedom.     Vatican City – (Agenzia Fides) – Today, violent conflict seems to be raging in the Christian East “with a diabolical intensity previously unknown”. And precisely in those lands, now covered “by a cloud of hatred that renders the air unbreathable and toxic,” the faith, hope, and charity of so many Eastern Christians can shine more brightly – “the People of God who persevere by looking up to heaven,” who preserve a “sense of the sacred, and their spirituality, redolent of the divine mysteries,” and who can even help and enlighten the path of Christian communities in the West, where “the faith is in danger of becoming lifeless.”These were the words of Pope Leo XIV, addressed to participants in the plenary assembly of ROACO, the Reunion of Aid Agencies for the Oriental Churches, whom he received today in audience in the Clementine Hall of the Apostolic Palace. His message was an act of fatherly gratitude for the testimony of faith shown by Eastern Christians, who see “the seeds of the Gospel taking root in the desert” even amid atrocious violence, such as “the recent terrible attack on the Church of Saint Elias in Damascus” (see Fides, 23/6/2025).The Pope’s ‘thank you’ to ROACOROACO periodically brings together in Rome Agencies and Organizations active in various countries and engaged in financial support for Eastern rite Catholic communities (building places of worship, granting scholarships, funding educational and healthcare institutions). Pope Leo described those involved in ROACO as sowers of hope “in the lands of the Christian East, which today, as never before, are devastated by wars,” and provide “a breath of oxygen to the Eastern Churches, so worn down by the conflicts in course.” He asked them, “with all my heart, to continue to do everything possible to help these Churches, so precious and so greatly afflicted.”‘Fake news’ and the extermination of peoplesThese tribulations, the Bishop of Rome recalled, are not limited to the present. The history of the Eastern Catholic Churches “has often been marked by suffering and violence.” And “unfortunately, there have also been instances of oppression and misunderstanding within the Catholic community itself, which at times failed to acknowledge and appreciate the value of traditions other than those of the West.” Today, they, together with their brothers of other Eastern Churches, find themselves at the heart of a vortex of delirium and cruelty that is raging their ancestral lands “with a diabolical intensity previously unknown.”The Pope described with suggestive and eloquent language a historical era marked by “the principle of “might makes right” prevailing in so many situations today, all for the sake of legitimizing the pursuit of self-interest.” A time in which “the force of international law and humanitarian law seems no longer to be binding, replaced by the alleged right to coerce others.” A time in which “the desire of the world’s peoples for peace” is betrayed “with propaganda about weapons buildup, as if military supremacy will resolve problems instead of fueling even greater hatred and desire for revenge.” And all of this happens while “people are beginning to realize the amount of money that ends up in the pockets of merchants of death; money that could be used to build new hospitals and schools is instead being used to destroy those that already exist.”The Successor of Peter called on us to “examine the causes of these conflicts, to identify those that are real and to attempt to resolve them. But also to reject those that are false, the result of emotional manipulation and rhetoric, and to make every effort to bring them to light. People must not die because of fake news.”Imitating Jesus amid today’s Herods and PilatesIn the face of such scenarios, the Pope continued, Christians are not only called to express indignation and raise their voices. They can act as “peacemakers and promoters of dialogue,” and above all, they are called to ‘pray’, to “make every tragic news story, every newsreel that we see, a cry of intercession before God.” They are also called to bear witness by following Jesus, to “imitate Christ, who conquered evil by the love he showed on the cross, and to show a way of reigning quite different from that of Herod and Pilate.”“One, for fear of being deposed,” the Pope noted recalled, his words subtly alluding to present-day events—“murdered children, who even today continue to be torn apart by bombs; the other washed his hands, as we risk doing every day until we arrive at the point of no return.”Ex Oriente LuxPope Leo took the opportunity to once again express gratitude to the Eastern Churches, “especially when you remain in your lands as disciples and witnesses of Christ.” He embraced them as guardians “of liturgies that allow God to dwell in time and space, of centuries-old chants imbued with praise, glory, and mystery, which raise an incessant plea for forgiveness for humanity.” He recalled how many of them, “often nameless, join the great ranks of martyrs and saints of the Christian East. In the dark night of conflict, you are witnesses to the light of the East.”The Pope then expressed a wish full of practical developments: “I would like this light of wisdom and salvation,” he said in the concluding part of his address, “to be better known in the Catholic Church, where it is still largely unknown and where, in some places, the faith is in danger of becoming lifeless, also because the hope expressed repeatedly by Saint John Paul II has not yet been realized: ‘The Church must learn once again to breathe with both lungs, the Eastern and the Western’.”Now is the time, the Pope added, to “implement the clear bidding of the Magisterium” to become familiar with the treasures of Eastern Christianity, for example by “organizing basic courses on the Eastern Churches in Seminaries, Theological Faculties, and Catholic Universities .”After all, “Eastern Catholics today are no longer our distant cousins who celebrate unfamiliar rites, but our brothers and sisters who, due to forced migration, are our next-door neighbors.” And “their sense of the sacred, their deep faith, confirmed by suffering, and their spirituality, redolent of the divine mysteries, can benefit the thirst for God, latent yet at the same present, in the West.” (GV) (Agenzia Fides, 26/6/2025)

  • MIL-OSI Security: Four People Sentenced for Kidnapping and Stealing $7000 From 83-Year-Old Veteran

    ALEXANDRIA, Va. – Four people have been sentenced to prison for kidnapping an 83-year-old Arlington man and taking $7,000 from him.

    According to court documents, on Dec. 30, 2023, Phillip Anderson, 37, Anthony Brockington, 22, Damien Griffin, 23, and K’la Hargrove, 27, traveled to the victim’s home intending to rob him. Hargrove’s boyfriend, who was incarcerated, owed $4,000 to Anderson for drugs, and had performed yardwork and handiwork for the victim. Hargrove, who had previously met the victim through her boyfriend, contacted the victim and arrived at the residence first. After the victim allowed Hargrove into his home, some of her co-conspirators, all of whom were armed, forced their way inside the home, assaulted the victim, and held him at gunpoint while demanding he give them money.

    When the victim explained he didn’t have enough cash in his home, the co-conspirators kidnapped the victim and took him to a “trap house” in Washington, where they physically restrained the victim and continued to assault him. The victim was forced to transfer $7,000 to the bank account of an associate of Griffin. While the victim was being held, Griffin used the victim’s credit card to make purchases from McDonalds, DoorDash, and a gas station, and attempted to purchase gift cards at a CVS Pharmacy. During the night of Dec. 31, 2023, Griffin and Brockington, at Anderson’s direction, returned to the victim’s home, broke into a locker, and stole firearms. They transferred the firearms to Anderson, who later sold them.

    On Jan. 1, 2024, the victim escaped from the trap house and returned to his home. A neighbor called 911 to report the kidnapping, and the victim was taken to a hospital for treatment. The kidnappers caused the victim to sustain fractures to his sternum and hands, broken ribs, and bruises and lacerations to his head and face.

    On Oct. 30, 2024, Griffin pled guilty to conspiracy to kidnap. On Jan. 30, he was sentenced to 17 years and six months in prison.

    Anderson pled guilty on Jan. 16, to conspiracy to kidnap and kidnapping. On May 1, he was sentenced to 20 years in prison.

    On Jan. 30, Brockington pled guilty to kidnapping and aiding and abetting kidnapping. On May 1, he was sentenced to 17 years and six months in prison.

    Hargrove pled guilty on March 13 to aiding and abetting kidnapping. She was sentenced today to six years in prison.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Emily Odom, Acting Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division, made the announcement after sentencing by U.S. District Judge Michael S. Nachmanoff.

    The Arlington County Police Department provided valuable assistance in the investigation.

    Assistant U.S. Attorney Sehar F. Sabir and former Assistant U.S. Attorney Cristina Stam prosecuted the case.

  • MIL-OSI Security: Rapid City Man Sentenced to Eight Years in Federal Prison for Voluntary Manslaughter

    RAPID CITY – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Camela C. Theeler has sentenced a Rapid City, South Dakota, man convicted of Voluntary Manslaughter. The sentencing took place on June 18, 2025.

    Luke Standing Bear, age 19, was sentenced to eight years in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

    A federal grand jury indicted Standing Bear in July 2024. He pleaded guilty on March 21, 2025.

    On July 6, 2024, Standing Bear was in his neighborhood, in the Eastridge community in Pine Ridge, where he tried to fight several other men. The victim, who was one of the men whom Standing Bear tried to fight, told Standing Bear to go home. Standing Bear went back to his house and armed himself with a knife. Standing Bear returned to the scene of the first argument and got into another argument with the victim. Standing Bear was disarmed by bystanders, but then retrieved a second knife from his home and returned again to the street where the victim was standing. Standing Bear approached the victim after being insulted and stabbed the victim one time in the ribs. The victim took one step and collapsed to the ground. The knife had pierced several internal organs and the victim’s aorta. The victim survived the flight to the hospital in Rapid City but died during surgery.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian country be prosecuted in Federal court as opposed to State court.

    This case was investigated by the FBI and the Oglala Sioux Tribe Department of Public Safety. Assistant U.S. Attorney Heather Knox prosecuted the case.

    Standing Bear was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Two Tajik Men Charged with Smuggling Illegal Aliens Into the U.S. for Financial Gain

    PHILADELPHIA – United States Attorney David Metcalf announced that Bekhzod Rakhmatov, 30, of Maineville, Ohio, and Munis Khojiev, 31, of Philadelphia, Pennsylvania, were arrested and charged by indictment with attempting to bring an alien to the United States for private financial gain and conspiring to bring aliens to the United States for private financial gain, arising from a human smuggling scheme. Both defendants are Tajik nationals who entered the United States on the same day without legal authorization.

    The indictment alleges that, as part of their conspiracy, the defendants assisted in smuggling Co-Conspirator #1 into the United States, and then received referrals through Co-Conspirator #1 to smuggle additional illegal aliens into the U.S.

    As further alleged, from about December 2022 to about May 2025, in the Eastern District of Pennsylvania and elsewhere, Rakhmatov and Khojiev engaged with other individuals to obtain visas and passports to enable illegal aliens to travel throughout various countries with the goal of arriving at the United States-Mexico border. The defendants solicited and received funds from, and on behalf of, illegal aliens, as payment for smuggling the illegal aliens into the United States.

    If convicted, the defendants each face a maximum possible sentence of 10 years’ imprisonment on each count.

    The case was investigated by the FBI and is being prosecuted by Assistant United States Attorneys Danielle Bateman and Everett Witherell.

    The charges and allegations contained in the indictment are merely accusations. Every defendant is presumed to be innocent unless and until proven guilty in court.
