     ‘IndiaAI’ and Meta today announced the establishment of the Center for Generative AI, Shrijan (सृजन) at IIT Jodhpur and the launch of the “YuvAI initiative for Skilling and Capacity Building”, in partnership with All India Council for Technical Education (AICTE). This is aimed at propelling the advancement of open source artificial intelligence (AI) in India.

    Establishment of the Center for Generative AI, Shrijan (सृजन)

    The CoE will Identify & empower the next generation of AI innovators and entrepreneurs using open-source AI & exploring possibilities in Large Language Model LLMs. The research under its aegis will be shared with students via AICTE and via direct connect with colleges. Srijan will engage young developers to deploy open-source LLMs across India & unearth indigenous use cases through Hackathons.

    It will conduct Master Training activation workshops for select colleges, data labs, and ITIs, introducing them to foundations of LLMs to ignite interest. It will help support in creation of Student-led Startups experimenting with Open Source LLMs by identifying the young developers.

    Highlighting the power of collaborative innovation, Shri S. Krishnan, Secretary, Ministry of Electronics and Information Technology (MeitY), emphasized the significance of the partnership between IndiaAI, IIT Jodhpur, AICTE and Meta. He stated “These initiatives are pivotal in creating a robust ecosystem for groundbreaking research, skill development, and open-source innovation, advancing AI technology while ensuring its responsible and ethical deployment.”

    The initiative will support India’s ambitious goal of becoming a $5 trillion economy by equipping the nation’s youth to lead in the global AI arena, securing India’s position as a leader in technological advancement and economic growth.

    Also commenting on the partnership, Sh. Abhishek Singh, Additional Secretary, MeitY said, “The Indian government is supporting the vision of AI innovation, skilling, and technological advancement to drive inclusive growth under the IndiaAI initiative. Our collaboration with industry leaders like Meta is vital to realizing this vision. By fostering a culture of open source innovation in AI, advancing research and skill development in emerging technologies, we are bridging the talent gap and ensuring that our youth are equipped to lead in the AI revolution, ultimately securing India’s position as a global leader in responsible development and contributing to a robust AI ecosystem.”

    The Centre of excellence was announced under the aegis of Meity on July 27th, 2023. Srijan will ensure long-term sustainability of the GenAI research beyond the initial phase supported by seed funding of Meta & support from IndiaAI. IIT Jodhpur will devise a comprehensive plan that encompasses diverse revenue streams, strategic partnerships & continuous innovation. Its progress will be yearly monitored annually by the joint committee of MeitY and Meta for the duration of the funding support.

    Srijan will nurture the startup ecosystem of AI & other Emerging Technologies. In doing so, IIT Jodhpur will enhance accessibility to AI compute resources for researchers, startups, and all the other organizations with limited resources. It will also enable knowledge sharing and collaboration through workshops, seminars, conferences, and similar platforms. Programs developed and initiatives taken by Srijan will enhance AI & Emerging Technologies skills and expertise among researchers, professionals and students in India, contributing to the growth of AI talent in the country with a focus on developing responsible AI through a collaborative development of comprehensive tools and guidelines.

    Meta has committed to invest up to INR 750 Lakhs (as donation) over the period of three years. The IndiaAI will support the researcher working in the CoE being setup at IIT Jodhpur’s Centre Srijan. The GenAI Centre of Excellence, Srijan, (सृजन) aims to foster a collaborative ecosystem in the field of Generative AI through groundbreaking research and application development to address current national challenges in education, mobility and healthcare domains. This research will contribute to global advancements in Generative AI. Through education, capacity building, and policy advisory, the center will be empowering the next generation of researchers, students, and practitioners with the knowledge and tools necessary for the responsible development and deployment of GenAI technologies. Funding will be used by IIT Jodhpur towards activities of the GenAI CoE.

    Shivnath Thukral, Vice President and Head of Public Policy, Meta India said, “By emphasizing the importance of open-source AI, Meta is committed to nurturing an ecosystem where indigenous solutions can flourish. Today’s partnership is testament to our deep commitment to furthering the advancement of emerging technologies in India, while aligning seamlessly with IndiaAI mission. These initiatives will empower the next generation of innovators and equip them with the tools to address pressing real-world challenges, ultimately propelling India to be at the forefront of global AI advancements.”

    The key objective of IIT Jodhpur’s Centre of Excellence, Srijan is to foster indigenous research ecosystem is the country. It aims to nurture 1 lakh youth developers & entrepreneurs in AI skills over next 3 years. The idea is to remain future ready in our Development of innovative indigenous AI solutions in key areas like healthcare, education, agriculture, smart cities, smart mobility, sustainability, financial and social inclusion. IIT Jodhpur COE Srijan will collaborate with academic, government & industry stakeholders both national & global to advance GenAI research and technology. This includes Open science innovation, Develop and transfer technology solutions, Education & capacity building besides Policy advisory and governance.

    The CoE will have an academic research team comprising of faculty members, post-doctoral fellows, doctorate, graduate students, and administrative staff from IIT Jodhpur to be coordinated by the center director, who will also be the Principal Investigator of the project. The team will interface with the Gati Shakti Vishwavidyalaya for railways, PGI Chandigarh, AIIMS Jodhpur, and IHBAS Delhi for the healthcare vertical.

    Launch of the “AI for Skilling and Capacity Building” Initiative as part of India’s YuvaAI (Youth for Unnati and Vikas with AI) initiative

    Meta, in collaboration with MeitY and the All India Council for Technical Education (AICTE), also launched the “YuvaAI initiative for Skilling and Capacity Building” . This program aims to bridge the AI talent gap in the country by empowering 100,000 students and young developers aged 18-30 to leverage open-source large language models (LLMs) to address real-world challenges. It aims to build capacity in generative AI skills, utilizing open-source LLMs while fostering AI innovation across key sectors. Over the next three years, the initiative will train one lakh  youth, developers, and entrepreneurs, contributing significantly to India’s AI ecosystem across critical sectors such as healthcare, education, agriculture, smart cities, and financial inclusion.

    This will include the establishment of a Gen AI Resource Hub with courses, case studies, and open datasets; an LLM for Young Developers Course designed by Meta; and Master Training Activation Workshops to introduce participants to foundational AI concepts. The program also features Unleash LLM Hackathons, where students will submit AI solutions to address real-world problems, with top ideas receiving mentoring, seed grants, and market support. Additionally, the AI Innovation Accelerator will identify and support 10 student-led startups experimenting with open-source AI models, offering incubation and visibility​.

    Commenting on the partnership, Mayank Vatsa, Professor, IIT Jodhpur said,  “Srijan, meaning ‘Creation,’ will be a leading center for Foundation Models and Generative AI research in India whose goal is to drive innovation in AI technology while ensuring ethical and responsible use. With the support from Meta and the Ministry of Electronics and Information Technology (MeitY), Srijan is aligned with the IndiaAI mission to strengthen the country’s AI ecosystem. We aim to contribute to building a robust, indigenous research ecosystem, promoting open science, nurturing the next generation of AI talent, and working with agencies to shape AI policies and standards in India.”

    Commenting on the partnership, Prof. T. G. Sitharam, Chairman, AICTE, said, “The AI for Skilling and Capacity Building initiative represents a pivotal step in realizing India’s AI potential. This initiative is mobilizing institutions nationwide and fostering collaboration between academia, industry, and government, to create a robust ecosystem for AI innovation.”

    Last year, Meta partnered with ‘India AI’ to advance AI & Emerging Technologies in India.  Further, Meta also partnered with the Ministry of Education to empower students and educators via programs with CBSE and AICTE.

    The National Centre for Good Governance (NCGG) successfully completed the 34th Capacity Building Programme (CBP) for Civil Servants of Maldives today in New Delhi. The two-week program, was organized from 14th to 25th October, 2024, in collaboration with the Ministry of External Affairs (MEA). Notably, this is the second program under the second phase for civil servants of Maldives following the renewal of the Memorandum of Understanding (MoU) to train 1,000 Maldivian civil servants. The MoU was signed by India’s External Affairs Minister, Dr. S. Jaishankar, and the Maldives’ Foreign Minister, Mr. Moosa Zameer, for the period 2024-2029. The current program was attended by 35 civil servants from the Maldives, including Directors, Assistant Director, Senior Administrators, Dy. Principal, Senior Human resource Officer, Council Executive Officers, representing key ministries and departments from Maldives.

    The valedictory session was chaired by Shri V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), Government of India. In his address, he reflected on the achievements of the first phase capacity building programmes (2019-2024), during which over 1,000 Maldivian civil servants visited the NCGG. In his address he highlighted how technology has been used in the country to transform institutions and bring citizens closer to the government. He discussed about use of technology in Direct Benefit Transfers, Health, Education and Secretariat and use of Aadhar to bring about governance. He asked the participants to take the learnings from the programme as most of the challenges are common and apply them to bring about greater transparency and efficiency in government processes.

    During the Valedictory the participants also presented three insightful presentations on Leveraging Technology for Better Delivery of Services, Effective Governance Process in School Education System and India Maldives Relation: Status and Future Areas for Collaboration during the programme.

    Mrs. Fathimath Hilmy from Department of Education, Maldives and head of delegation expressed her gratitude to the Indian government and the NCGG for the opportunity. She stated that all of them learnt and gained extensively from the program.

    Dr. B S Bisht, Associate Professor, NCGG and Course Coordinator of the programme while giving the welcome address and summary of the programme highlighted how the focus of the capacity building programme was to share India’s good governance models and best practices from various development schemes among others. He also shared that the second week of the programme had visits planned to Forest Research Institute (FRI) Dehradun, All India Institute of Medical Sciences (AIIMS), National Science Institute (NSI), Exposure visit to Indira Prayavaran Bahwan: India’s first Zero Energy Building, PM Sangrahalaya and visit to Taj Mahal to give a firsthand view of India’s rich culture and heritage.

    The NCGG has till now trained civil servants from 33 countries including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, Somalia, South Africa, Indonesia, Madagascar, Fiji, Mozambique, Cambodia, Madagascar, Fiji, Indonesia, South Africa among others.

    The programme was supervised and coordinated by Dr. B. S. Bisht, Course Coordinator, Dr. Sanjeev Sharma, Co-Course Coordinator, Shri. Brijesh Bisht, Training Assistant along with the capacity building team of NCGG.

    In a significant step to advance Indo-German cooperation in science and technology, Union Minister Dr. Jitendra Singh and German Federal Minister Ms. Bettina Stark-Watzinger exchanged a Joint Declaration of Intent for cooperation in research and development on advanced materials with commitment to seek mutual dividends.

    The exchange, held in the presence of Prime Minister Narendra Modi, underscores both nations’ commitment to fostering cutting-edge research that will drive innovation and address global challenges.

     

     

    The bilateral talks between Dr. Jitendra Singh and Ms. Stark-Watzinger, which took place prior to the Plenary between two Heads of State, were a pivotal part of the Golden Jubilee celebration of Indo-German science and technology collaboration.

    During the meeting, Dr. Jitendra Singh expressed gratitude to Ms. Stark-Watzinger for her consistent support in strengthening the Indo-German partnership. He highlighted recent collaborative successes, such as the launch of 2+2 joint projects in areas like “Waste to Wealth” and sustainable packaging, as well as a new call for proposals in AI for Sustainability.

    These initiatives, along with the Joint Declaration of Intent, will be presented as key outcomes at the upcoming Indo-German Inter-Governmental Consultations led by the Prime Minister of India and the German Chancellor, said the Minister.

    Dr. Jitendra Singh also lauded the Indo-German Science and Technology Centre (IGSTC) for its instrumental role in promoting joint research, having supported over 50 projects and connected young researchers from both nations. Discussions included the recent establishment of the International Research Training Group (IRTG) between IISER Trivandrum and Würzburg University, focusing on photoluminescence in supramolecular matrices, a testament to the advanced, collaborative research being fostered between the two countries.

    Additionally, Dr. Jitendra Singh reaffirmed India’s commitment to long-term international projects such as the Facility for Antiproton and Ion Research (FAIR) in Darmstadt, where Indian scientists play a key role in advanced materials and particle physics research.

    The bilateral discussions also highlighted national initiatives such as India’s Anusandhan National Research Foundation (ANRF) and the National Quantum Mission, both aimed at scaling up R&D across priority areas including electric mobility, sustainable agriculture, and advanced materials.

     

     

    The two Ministers also discussed potential collaboration in hydrogen energy, with Dr. Jitendra Singh noting that India’s National Hydrogen Mission could offer promising joint opportunities in R&D, production, and sustainable energy storage.

    As the meeting concluded, Dr. Jitendra Singh and Ms. Stark-Watzinger affirmed their commitment to aligning innovation and research efforts across areas such as biotechnology, environmental technology, and healthcare. Both leaders emphasized the importance of fostering academic exchange and talent development, ensuring that the Indo-German partnership continues to drive innovative solutions for a sustainable and resilient global future.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said that structured use of charity to influence faith of the beneficiary has serious consequences in a democracy. He remarked that assistance to the needy, marginalized, and vulnerable should be without any strings attached.

    Reflecting on India’s civilizational ethos, he stated, Charity, assistance, or such handholding needs to be with no strings attached. Our civilizational ethos tells us, never speak of charity. Charity is never to be claimed. You do it, and you forget about it.

    Addressing students at Adichunchanagiri University in B.G. Nagara, Mandya, Karnataka, today he emphasized that Charity putting freedom of faith in captivity is a cause of concern, he remarked. When you influence the faith of the needy, the marginalized, the vulnerable, things become really very critical, he added, warning that such actions could have serious consequences on the spirit of nationalism and constitutional values.

    The Vice-President emphasized that Bharat as a nation can give guidance to everyone and anyone on the planet on what is inclusivity. Surely, we don’t need lessons in something we have lived through for more than 5,000 years, he remarked. This philosophy alone is sustainable and makes for global peace and harmony, but some people have a different concept of inclusivity that is destructive of a sense of inclusivity. We have to be extremely cautious and careful.

    Shri Dhankhar said that with 26 Shakha Maths across the world and over 500 educational institutions under the Sri Adichunchanagiri Shikshana Trust—including schools for the Blind, Deaf, and Dumb—this institution’s service to the marginalized is exemplary. Indeed, a befitting response to critics of Sanatan Dharma.

    The Vice-President highlighted the role of religious institutions during crisis saying, in the societal sector, the footprint of religious institutions in times of natural calamities and other similar challenges complements governmental efforts. I need not make any other reference. It was demonstrated in full exemplification during COVID. And both the government and such organizations acted hand in hand for the betterment of the people.

    Shri Dhankhar said, One thing I need to tell you is your opportunity basket is increasing day by day. I expect you to get out of the silos. Some of you think the only way out is a government service. No. Look around, and you’ll find opportunities as India rises on sea, land, in the sky, and in space.

    The Vice-president cautioned the youth saying there are elements in the country who engage extensively in the dissemination of misinformation, disinformation. This dissemination is very injurious to national health. You as young people have to neutralize these tendencies that do not augur well for our nationalism.

    Praising the leadership of the Adichunchanagiri Math, the Vice-President said, it was indeed a far-sighted visionary step to have an institution nestled in the verdant landscapes of foothills, an ideal Aranyak for modern-day learners, philosophers, and seekers, a perfect setting for optimal exploitation of human resource, talent, energy, and for chosen pursuits.

    Shri H.D. Devegowda, Former Prime Minister of India; His Holiness Jagadguru Sri Sri Sri Dr. Nirmalanandanatha Mahaswamiji; HH Jagadguru Swami Parmatmananda Saraswati Ji, Dr. M.A. Shekhar, Vice Chancellor of Adichunchanagiri University, and other dignitaries were also present on the occasion.

    The second edition of the Indian Army’s flagship international seminar, the Chanakya Defence Dialogue, culminated on 25th October at the Manekshaw Centre in Delhi. This two-day event brought together policymakers, strategic thinkers, academia, defence personnel, veterans, scientists, and subject matter experts from India and abroad to examine India’s strategic directions and developmental priorities.

    The Chanakya Defence Dialogue 2024, themed “Drivers in Nation Building: Fueling Growth Through Comprehensive Security,” sparked essential discussions on the integration of security dynamics within the broader context of national and international policymaking. Prominent speakers from India, the United States, Russia, Israel, and Sri Lanka, offered a global perspective on how security influences our nation’s developmental trajectory toward Viksit Bharat @2047. The dialogue aimed not only to analyse the current landscape but also to formulate visionary strategies for sustainable and inclusive growth.

    On the second day, the dialogue featured two special addresses. Dr S Somanath, Chairman of ISRO, emphasised on the pivotal role India’s space sector plays in strengthening national security. The ISRO Chief discussed the significance of space in modern times, especially given the growing congestion and competition within the realm of satellite communication, navigation, space science, and earth observation. He noted that space has become a crowded and contested field, with natural, accidental, and intentional hazards like jamming, anti-satellite (ASAT) threats, manoeuvering vehicles, and directed energy weapons creating complex operational risks. Addressing these issues, ISRO is focusing on Space Situational Awareness (SSA), a comprehensive approach involving observation, analysis, and mitigation, to ensure the safety of its assets and national interests in space.

    He highlighted advancements in satellite technology, space-based surveillance, and communication systems critical for enhancing the country’s defence capabilities and growth in the sector.

    Furthermore, the ISRO Chief discussed the importance of enhancing observation capabilities, underscoring the need for satellites with low revisit times and high refresh rates for military use. Privatisation and the launch of additional satellites were also identified as crucial to strengthening India’s strategic posture in space. He also emphasised the growing use of indigenous components in India’s space sector, with rockets now comprising 95% and satellites 60% domestically sourced materials. This shift is supported by stringent mechanisms for thoroughly inspecting any foreign-imported components, ensuring quality and security in all equipment. These advancements mark a substantial step toward achieving ‘Atmanirbharta’ (self-reliance) in the space domain. As ISRO advances its SSA initiatives and satellite deployment, it is committed to bolstering both national and global space security through innovation and collaboration, ensuring preparedness against emerging space challenges.

    The second special address by Ms Ruchira Kamboj, Former Permanent Representative of India to the UN, was on India’s evolving and influential role in shaping today’s multilateral world. The lecture covered six important themes: India’s historical role as a UN founding member; its tenure on the UN Security Council under the 5S framework articulated by the Hon’ble Prime Minister Narendra Modi; a strong anti-terrorism stance; significant contributions to UN peacekeeping; the call for essential reforms in the UNSC; and India’s soft power stance , which supports the Global South through initiatives like yoga, climate-resilient crops, and a commitment to peace and multilateralism. She highlighted nation’s consistent advocacy for reforming global governance structures to make them more representative and equitable. She also underlined India’s leadership in addressing pressing global challenges such as climate change, sustainable development, and global health crises, while also championing the rights of developing nations. She stressed upon the importance of safeguarding India’s strategic interests by leveraging its diplomatic clout, actively participating in peacekeeping operations, and fostering global partnerships. Additionally, she pointed to India’s push for a permanent seat in the UN Security Council, showcasing its growing stature as a responsible and constructive global actor, committed to promoting a rules-based international order and ensuring the voices of the Global South are heard in shaping future multilateral frameworks.

     The second day of Chanakya Defence Dialogue 2024 was structured into three sessions, covering key aspects of comprehensive security, with prominent speakers sharing their insights: –

    Session 1: Social Cohesion and Inclusive Growth: Pillars of a Secure Nation. 

    The session was chaired by Shri RR Swain (IPS), Former DGP, Jammu & Kashmir Police, in his Address, he emphasised the vital link between a secure environment and economic growth, investment and social progress. He shed light on separatist politics, noting that false narratives spread by terrorist factions are part of a “well-oiled machine” aimed at destabilising India through a “battle of narratives.”

    Swain highlighted the significant improvements in governance over the past decade, emphasising efforts toward equality and fairness across communities without discrimination. Yet, he acknowledged ongoing challenges, particularly in promoting social growth, countering substance abuse, and dispelling terrorist propaganda that suggests nothing positive can come from the region. These remain critical areas of focus to ensure sustained peace and progress in Jammu and Kashmir.

     This session delved into internal security, legal frameworks, and the importance of societal unity. Panelists Dr. Sudhanshu Trivedi (MP), Ms. Meenakshi Lekhi (Former MP and lawyer), and Gen. V K Singh (Retd) discussed how India can strengthen its security structures through enhanced social unity, equitable economic development, and fostering institutional trust. Dr. Trivedi highlighted the role of a cohesive society, emphasising that India’s nationalistic spirit bolsters resilience in its armed forces and strengthens individual resolve. He cited the Kargil War as an example of India’s unified approach, in contrast to other nations, and underscored the Agnipath scheme’s role in fostering cohesion. Ms. Lekhi spoke to the role of law enforcement and justice as pillars of stability, noting challenges like political interference, resource limitations, and the need for technology enhancements. Advocating for accountability, equality, and community engagement, she reinforced India’s zero-tolerance approach to terrorism, describing state-sponsored activities like the Khalistan movement as serious threats. Gen. V K Singh emphasised the need for synergy across security agencies to prevent fragmented efforts, proposing a framework for convergence that includes timely intelligence integration, resource coordination, and capability building. He highlighted the need for control over false narratives on social media and deliberated upon the internal security as every citizen’s responsibility.

    The panel collectively underscored that India’s security requires a robust integration across social, legal, and defense domains, each reinforcing the other to strengthen India against internal and external threats. The panel also proposed evidence-based policies for equitable resource distribution and inclusive economic growth, addressing disparities and reinforcing national unity. Best practices for reforming law enforcement and judicial systems were discussed, including community-engaged policing, judicial impartiality, and anti-corruption measures to boost public trust. Strategies for cultivating a shared national identity, enhancing social cohesion through inclusive education, and balancing security with social development were also explored. Finally, the session addressed ways to tackle insurgency and terrorism through socio-economic and political reforms, improve intelligence sharing, and enhance coordination between security agencies.

    Session 2: Blurring Frontiers: The Convergence of Technology & Security. 

    Chaired by Lt Gen Raj Shukla (Retd), this session explored the intersection of technology and security. Panelists Dr. Chintan Vaishnav (NITI Aayog), Brig Gen Eran Ortal (SIGNAL Group, Israel), and Mr. Dmitry Stefanovich (IMEMO, Russia) discussed emerging technologies—such as artificial intelligence, quantum computing, IoT, and blockchain—and their role in enhancing security through better threat detection, operational efficiency, and data integrity, while also addressing the new vulnerabilities and ethical challenges they bring. The panel provided evidence-based policy recommendations to strengthen cyber resilience, protect critical infrastructure, and tackle emerging technological threats. They also examined how to balance technological innovation with strong security measures, and proposed ethical guidelines for AI in security applications, ensuring alignment with societal values and privacy concerns.

    Session 3: Groundbreakers: Shaping Land Warfare, Reflections for the Indian Army.

    The final session, Chaired by Vice Admiral A B Singh (Retd), examined the Indian Army’s integration of advanced technologies to enhance battlefield readiness. Panelists Dr. Konstantin Bogdanov (IMEMO, Russia), Prof. Amit Gupta (University of Illinois, US), and Dr. Patrick Bratton (US Army War College) discussed how emerging technologies – such as artificial intelligence, unmanned systems, cyber warfare tools, and autonomous weapons – can strengthen the Indian Army’s capabilities by improving surveillance, precision strikes, and multi-domain operations, while also addressing new vulnerabilities and ethical concerns. The discussion highlighted the dual challenges of rapid technological advancements and evolving security threats, emphasizing the need to balance innovation with strong defense strategies.

    The panel explored ways to integrate these technologies into the Army’s infrastructure, enhance the resilience of critical military assets, and ensure protection against sophisticated threats. The session also stressed the importance of fostering indigenous defense technologies in line with the Atmanirbhar Bharat initiative, reducing reliance on foreign technologies, and encouraging strategic partnerships between the military, technology experts, and industry leaders to drive innovation and develop responsible solutions for current and future challenges.

    In his closing address, Lt Gen N S Raja Subramani, Vice Chief of the Army Staff (VCOAS), highlighted the Indian Army’s dedication to a secure and prosperous Bharat, emphasising on critical themes spanning geopolitics, economics, environmental concerns, space, multilateral issues, technology and the shifting dynamics of land warfare. He emphasised the intrinsic link between economic growth and national security, underscoring the military’s central role in a “Whole of Nation” approach to defence. Strategic partnerships with other nations were noted as essential for deterring larger adversaries, with a balanced blend of hard and soft power deemed crucial – acknowledging that soft power alone cannot secure victory in conflicts. He highlighted the India’s leadership as a voice for the Global South, calling for reliable and resilient supply chains as vital for stability. He also stressed the importance of including local communities in border area development, which not only benefits the armed forces but also promotes regional economic and community growth. With the nature of warfare evolving, he concluded by underscoring the importance of training and technological proficiency as essential tools for addressing modern security challenges.

    The CDD 2024 served as a landmark platform for strategic thinkers, policymakers, and security specialists to forge resilient frameworks for India’s future. Through its diverse discussions, the dialogue fostered collaborative problem-solving and explored solutions that can influence India’s strategic direction on National Security and endeavours towards Viksit Bharat @2047.

    The Union Ministry of Social Justice and Empowerment (MoSJE) successfully hosted the Grand Finale ‘SAMAGAM’ today in New Delhi. The event marked the culmination of a comprehensive series of month-long activities and initiatives aimed at enhancing the dignity, respect, and security of senior citizens across the country. On this occasion, a short movie was also played encompassing all the month-long activities taken during the celebration of International Day of Older Persons, 2024.

    The event was graced by distinguished dignitaries, including Union Ministers of State (SJE), Shri Ramdas Athawale and Shri B. L. Verma. Other dignitaries gracing the occasion included Dr. Vinod Kumar Paul, Member NITI Aayog, whose presence underscored the Government’s continued commitment to senior citizens’ welfare.

     

     

    Shri Ramdas Athawale addressed the gathering with a focus on the economic and social empowerment of senior citizens. He applauded the Ministry’s efforts to bridge the gap between government policies and on-ground implementation, particularly through direct engagement with elderly communities in rural and urban areas. He reiterated the importance of schemes that provide financial security and healthcare, emphasizing that a Nation can only progress when the elderly are cared for and valued.

    In his keynote address, Shri B.L. Verma emphasized the critical role senior citizens play in shaping the Nation’s values and heritage. He reaffirmed the Government’s mission under the leadership of Prime Minister Shri Narendra Modi is to create an inclusive society, where senior citizens are not only supported but celebrated. The Minister also highlighted key achievements over the past month, including increased outreach through health camps, pension schemes, skill development programmes for elderly workers, and awareness campaigns aimed at fostering intergenerational solidarity. The Minister praised the collaboration between various Ministries, Departments, and stakeholders, which made the month-long celebration a resounding success.

     

    Dr. Vinod Kumar Paul highlighted the need for continuous innovation in policy design and service delivery to meet the growing needs of India’s ageing population. He spoke about the Government’s future plans, including expanding digital literacy programmes tailored for senior citizens, enhancing access to geriatric healthcare services, and creating more age-friendly public spaces. His address also touched on the importance of mental health services and the need to combat loneliness and isolation among the elderly.

    A wide range of activities were organized during the month of October, as a part of celebration of International Day of Older Persons.

     

    • On the 1st of October, Union Minster for Social Justice and Empowerment, Dr. Virendra Kumar presided over a Pledge taking ceremony at the Air Force Bal Bharati School, Lodi Road, New Delhi. This was followed by a walkathon where the students participated with their grandparents. Rashtriya Vayoshree Camps at 51 different locations were organized across India, focussing on providing assistive devices to senior citizens, enhancing their mobility for their overall well-being.     • A Talk Series was flagged from National Institute of Social Defence (NISD) on 17th October on the theme of ‘Ageing with Dignity’. Dr. Dnyaneshwar Manohar Mulay, IFS, Ex-Member National Human Rights Commission (NHRC) and Shri Rajeev Bansal, Member Secretary, Delhi State Legal Services Authority (DSLSA) were the esteemed speakers.
    • A Mega Cultural Event ‘Aradhana’ was organized on 24th October at Dr. Ambedkar International Centre celebrating ‘Graceful Ageing: Life begins at 60’. It showcased performance by artists aged 60 years and above, highlighting the message of active ageing, Guru Shishya paramapara, intergenerational solidarity, Indian traditional systems of care and respect. The audience, which included senior citizens, government officials, and other delegates, applauded these initiatives as a significant step toward creating a more inclusive society for the elderly.     • In addition to this, various activities were carried out at the Regional Resource Training Centres (RRTCs), Old Age Homes and other associated NGOs to ensure widespread observance. A nationwide quiz on senior citizens’ rights and welfare schemes was launched on the MyGov platform. The quiz encourages awareness among all age groups, especially the youth, on the importance of respecting and caring for older persons. A dedicated pledge on MyGov invites citizens to commit to the cause of ensuring dignity, respect, and welfare for senior citizens in their communities. Letters were sent to various Ministries/Departments, States/UTs urging them to initiate specific activities aimed at enhancing the well-being of senior citizens. These include programmes focusing on intergenerational bonding and family values.

     

    The Grand Finale ‘SAMAGAM’ is not just a conclusion of a series of events, but a reaffirmation of Government’s commitment to senior citizens’ well-being and focused on ensuring that the elderly in the country lead lives filled with dignity, security, and happiness. The Ministry expressed gratitude to everyone who contributed to the success of the month-long celebrations and the Grand Finale. The Vote of Thanks was delivered by the Joint Secretary (MoSJE), Ms. Monali Dhakate, who acknowledged the collaborative efforts that brought these impactful initiatives to life.

    The Ministry reaffirmed its future objectives, focusing on areas such as enhancing access to healthcare, providing financial support, increasing digital literacy among seniors, and fostering greater societal awareness and sensitivity toward the elderly. The Ministry also encouraged citizens, especially the younger generation, to actively engage in efforts to support and care for senior citizens. The successful conclusion of ‘SAMAGAM’ signals the beginning of a long-term vision where the government, along with the public, continues to work toward building a society that ensures the well-being of every senior citizen in India.

    Union Minister for Education, Shri Dharmendra Pradhan, visited the Macquarie Park Innovation District at Macquarie University, Sydney, Australia. He was received by the Vice-Chancellor and President of the University Prof. S. Bruce Dowton and other officials.

    Shri Pradhan explored how the University supports researchers and entrepreneurs in developing and scaling their ideas. He appreciated the University’s unique approach to collaborating with industry experts and communities to create a holistic learning experience. The Minister also noted that the University has been partnering with Indian educational institutions and industries. He emphasized that strong industry-academia links like these are crucial for driving innovation and preparing students for success.

    Later in the day, Shri Pradhan interacted with Indian students studying across Australia in an event held by the Group of Eight. He noted that they are working on cutting-edge research in robotics, chemicals, astrophysics, superconductivity, AI in manufacturing, healthcare, med-tech, climate change, water management and urban planning. He highlighted that research collaboration is the bedrock of collaboration between Australia and India and said that the insightful interaction has given him several points to ponder and has also convinced him that broader and deeper research collaboration is required between both countries. He appreciated and encouraged all the Indian students in Australia to contribute passionately to the future of Australia and India.

     

    Shri Pradhan visited the campus of University of New South Wales (UNSW). He congratulated UNSW on completing 75 years and noted that Indian students have been in UNSW since its third year of inception. Shri Pradhan also interacted with start-ups incubated by various schools of the UNSW. He explored their products and services and appreciated their spirit and passion for innovation and change. He encouraged the start-ups to tailor their solutions to Indian society and the market. He also interacted with Indian students in UNSW.

    The Minister visited UTS Moore Park, a sporting precinct housed at the University of Technology, Sydney. He noted that this is first-of-its-kind in Australia where university programs in sports are integrated within elite sporting facilities, providing a fertile base for a holistic learning experience in sports management, sports research, and allied health. He also discussed potential partnerships between UTS and Indian higher education institutions to deliver cutting-edge sports management and research programs.

    In a significant move to enhance bilateral cooperation in the education sector, Shri Pradhan is visiting Australia from 22nd to 26th October 2024. The visit is expected to foster collaboration, participation, and synergy in critical areas of mutual interest in education. Earlier this week from 20-21 October, Shri Pradhan visited Singapore and met the Prime Minister, Deputy Prime Minister, Education Minister and other dignitaries to expand bilateral cooperation in skill-based education and research.

    First of all, I would like to extend a warm welcome to Chancellor Scholz and his delegation to India. I am happy that we have had the opportunity to welcome you to India for the third time in the last two years.

    You can gauge the extent of the strategic partnership between India and Germany from the activities over the last two-three days. This morning, we had the opportunity to address the Asia Pacific Conference for German Business.

    The first IGC of my third term concluded a short while ago. Right now, we have just come from the CEO Forum meeting. At the same time, German naval ships are making port calls in Goa. And the sports world is not far behind—friendly matches are also being played between our hockey teams.

    Our partnership under the leadership of Chancellor Scholz has gained new momentum and direction. I congratulate Chancellor Scholz for Germany’s “Focus on India” strategy, which provides a blueprint to modernize and elevate the partnership between two large democracies in the world in a comprehensive manner.

    Today, our innovation and technology roadmap has been launched. A whole-of-government approach to Critical and Emerging Technologies, Skill Development, and Innovation has also been agreed upon. This will strengthen cooperation in areas such as Artificial Intelligence, Semiconductors, and Clean Energy. It will also help in building secure, trusted, and resilient global supply value chains.

    Growing cooperation in the defense and security sectors reflects our deep mutual trust. The agreement on the exchange of classified information is a new step in this direction. The Mutual Legal Assistance Treaty signed today will further bolster our joint efforts to combat terrorism and separatist elements.

    Both countries are constantly working on their shared commitment to green and sustainable growth. Today, taking our Green and Sustainable Development Partnership forward, we have agreed on the second phase of the Green Urban Mobility Partnership. Additionally, the Green Hydrogen Roadmap has also been launched.

    The ongoing conflicts in Ukraine and West Asia are a matter of concern for both countries. India has always maintained that war cannot solve any problem at all, and stands ready to make every possible contribution towards the restoration of peace.

    We both agree on ensuring freedom of navigation and adherence to the rule of law in accordance with international laws in the Indo-Pacific region.

    We also agree that the Global Forums created in the twentieth century are not capable of addressing challenges of the twenty-first century. There is a need for reforms in various multilateral institutions, including the UN Security Council.

    India and Germany will continue to actively cooperate in this direction.

    People-to-people connections are an important pillar of our relationship. Today, we have decided to work together in skills development and vocational education. An agreement has also been signed between IIT Chennai and Dresden University, which will allow our students to take advantage of a Dual Degree program.

    India’s young talent is contributing to the progress and prosperity of Germany. We welcome the “Skilled Labour Strategy” released by Germany for India. I am confident that our young talent pool will get better opportunities to contribute to Germany’s development. I congratulate Chancellor Scholz for his faith in the capacity and capability of Indian talent.

  • MIL-OSI USA: Student Scholars Recognized by UConn Leadership

    Student success and the limitless potential of UConn College of Engineering (CoE) pupils were at the heart of a celebratory Undergraduate Scholarship Awards Reception held Thursday night at the UConn Alumni Center. 

    Donors, industry partners, faculty, and staff gathered to meet the 170+ students that received a scholarship for the 2024-2025 academic year. 

    Scholarships were made possible by community donors, emeritus faculty, industry representatives, and more. 

    “Scholarships like these reduce the need for our students to work off-campus, or pursue work study positions,” says Dean of Undergraduate Education Daniel Burkey. “They can fully focus on their studies, taking advantage of all UConn Engineering has to offer.” 

    Donors had the opportunity to meet the new UConn Engineering dean. 

    “Your critical scholarships enable us to attract and retain bright minds, and enrich our community with diverse perspectives and innovative ideas,” says JC Zhao. “It not only strengthens our college, but also impowers us to create a world filled with possibilities.”  

    Zhao shared his personal experiences with the transformative possibilities of education. He spent the first 10 years of his life living in a small village in China with no electricity.  

    “My education gave me opportunities I never dreamed of,” Zhao said. 

    He now holds three materials science and engineering degrees. 

    Students Lexi Fazzino and Charley Ma, both mechanical engineering majors, also spoke about the impact of these scholarships. 

    Fazzino explained her long-term interest in automotives, starting as a 3-year-old watching Jeep Wranglers driving past her house. 

    “For someone who spent most of their life believing they could never be in the automotive industry, I really do believe we are all so much more than we think we are,” Fazzino said. “I think I speak for everyone here, but I am beyond grateful for everything UConn has given me.” 

    Fazzino earned the Robert Jeffers Memorial Fund scholarship and the Pratt & Whitney Scholarship in Engineering. 

    This year’s event was a more casual affair, complete with a UConn Dairy Bar sundae bar and a networking bingo card for the students to connect with each other, donors, faculty, and staff.

  • MIL-OSI USA: Olana State Historic Site Opens New Center for Art & Landscape

    Governor Kathy Hochul today announced the opening of the Frederic Church Center for Art and Landscape, a new entry and orientation facility at the historic site in Hudson, Columbia County. The Frederic Church Center will be a welcoming gateway for all visitors to Olana State Historic Site, making all 250 acres of the historic landscape an integral part of the visitor experience. This sustainably designed, all-electric building is the first structure built at Olana since Church’s lifetime.

    “Olana State Historic Site is one of the Hudson Valley’s most striking destinations, drawing visitors from around the world,” Governor Hochul said. “With the opening of the Frederic Church Center, even more residents and visitors can fully experience the work of one of our nation’s most visionary artists right here in New York State.

    Olana is the 19th century home, studio and designed landscape of Hudson River School artist, Frederic Edwin Church. The Frederic Church Center is the keystone of the award-winning Strategic Landscape Design Plan completed in 2015 by New York State Parks, The Olana Partnership (TOP), the LA Group and Nelson, Byrd Woltz Landscape Architects (NBW). The plan received the 2017 National Honor Award for Analysis and Planning from the American Society of Landscape Architects.

    Designed by Architecture Research Office (ARO) and Nelson Byrd Woltz Landscape Architects (NBW), the Frederic Church Center includes a spacious entry lobby for ticketing and orientation, a café, gender neutral restrooms and a multipurpose room adjoining outdoor terraces and paths that connect to Olana’s historic carriage road network. As the principal entry point for a National Historic Landmark and New York State Historic Site that attracts over 200,000 visitors annually, the Frederic Church Center will provide a highly visible, publicly accessible demonstration of sustainable design and carbon neutral construction.

    The more than $18 million construction project is funded through about $11.8M in initial investments of OPRHP capital funds, nearly $5 million from TOP and $1 million from Assemblymember Didi Barrett and Speaker Carl Heastie. Commitments of $1.4 million Empire State Development Market NY Regional Tourism Grant and $1.8 million from the New York State Energy Research and Development Authority’s (NYSERDA) Carbon Neutral Community Economic Development Grant Program will be leveraged to offset initial investments. TOP has also contributed an additional $5 million in private donations to fund exhibits and furnishings.

    New York State Parks Commissioner Pro Tem Randy Simons said, “Today we celebrate not just the opening of the new Frederic Church Center, but the power of public-private partnerships within our State Park system. We are thrilled to officially open this beautiful facility, a testament to our shared commitment to preserving and enhancing our natural spaces. This is a true milestone for our park and all those who treasure the Olana State Historic Site.”

    The Olana Partnership President Dr. Sean Sawyer said, “This is a landmark day for Olana and the public-private partnership that has stewarded the site for the past 53 years. The Olana Partnership has engaged private supporters from across the country to raise $13 million in private donations to build and endow the Frederic Church Center. TOP has also brought other New York State public funders into the project to create a carbon neutral structure that will fuel the local economy and job development.”

    The Frederic Church Center is estimated to boost Olana’s annual economic impact in the Capital Region by 17 percent to $15.7 million and to increase the number of jobs supported to 240, a 28 percent increase.

    State Senator Michelle Hinchey said, “As one of the central figures of the Hudson River School of American landscape painters, Frederic Edwin Church played a vital role in sparking the early environmental movement by capturing the beauty of our region and sharing it with the world. The legacy of this iconic period lives on at the Olana State Historic Site in Hudson — an important economic driver that will be further enhanced by the new Frederic Church Center for Art and Landscape. I’m proud to support this exciting investment and know it will elevate Olana’s impact and the profile of the Hudson Valley as a destination for cultural tourism.”

    Assemblymember Didi Barrett said, “The stunning, zero-emission and mass-timber Frederic Church Center for Art and Landscape at Olana State Historic Site is a fitting 21st century tribute to the visionary 19th century Hudson River School painter, environmentalist, architect, landscape designer and farmer as it welcomes residents and visitors from across the globe to New York State’s beautiful Hudson Valley. I am proud to have partnered with Assembly Speaker Carl Heastie to secure an historic $1 million grant for this project, and it is an honor to join Governor Hochul and Commissioner Simons for today’s ribbon cutting celebration.”

    NYSERDA President and CEO Doreen M. Harris said, “The new all-electric building at Olana State Historic Site is an example of how New York State is complementing renowned destinations with zero-emission building solutions. This project is another step towards building a better, more sustainable future as the new welcome facility not only enhances an already desirable experience in the Hudson Valley, but serves as a model for public-private partnerships at work.”

    Empire State Development President, CEO and Commissioner Hope Knight said, “The new Frederic Church Center for Art and Landscape is a sustainable modern portal that will welcome, introduce and enrich visitors to Olana and its timeless Hudson River vista.     The design of the new Frederic Church Center features a whole building systems approach to achieve a low environmental impact and reduced energy consumption with minimal maintenance. The building is expected to expand Olana’s visitor capacity by serving as a base for sitewide interpretive programming and recreational use. Work also included new wayfinding signage throughout the site and critical improvements to existing infrastructure.

    NBW Senior Principal Thomas Woltz said, “Our work with Olana has focused on restoring the landscape to Church’s original intent, while updating it to best serve today’s growing audiences. Strategically sited to protect historic viewsheds and minimize impact on the site, the Center will serve as an expression of Church’s vision for new generations of visitors.”

    WASHINGTON, DC – U.S. Senator Gary Peters (D-MI) led a group of 21 colleagues in urging Stellantis to keep promises it made to its autoworkers. In a letter to Stellantis CEO Carlos Taveras, the senators expressed the need for the automotive manufacturing company to honor the collective bargaining agreement signed last year with the United Auto Workers (UAW) and deliver on its commitments to strengthen and expand good-paying union jobs in America.
    “We are writing to express our growing concerns about the failure of Stellantis, under your leadership, to honor the commitments it made to the United Auto Workers (UAW) in last year’s collective bargaining agreement,” wrote the senators. “We urge Stellantis not to renege on the promises it made to American autoworkers and to provide details on the timelines for these investments.”
    In the contract ratified last year, Stellantis committed to: 
    Make nearly $19 billion in new investments and product commitments in the U.S.
    Continue to manufacture the Dodge Durango in Detroit through 2025.
    Manufacture the next generation Dodge Durango in Detroit starting in 2026.
    Re-open the plant in Belvidere, Illinois that was “indefinitely idled” last year.
    Establish a parts and customer care Mega Hub in Belvidere.
    Instead, Stellantis has taken actions that undermine the obligations made to the UAW and leave “behind thousands of American workers who built the company into the auto giant it is today,” wrote the senators. These actions may include plans to move production of the next generation Dodge Durango out of the U.S. and into “low-cost” countries like Mexico, as well as delaying planned investments to reopen and expand the Belvidere assembly plant. 
    This year, Stellantis has spent over $8 billion on stock buybacks and dividends to benefit its wealthy executives and stockholders. During the first six months of this year, Stellantis has generated over $6 billion in profits, making it one of the most profitable auto companies in the world. The company has also benefited from billions of dollars in financial assistance from American taxpayers and the federal government. In July, the Department of Energy announced Stellantis would receive nearly $335 million in federal dollars to support Belvidere Assembly Plant’s conversion to electric vehicle production.
    “We believe that if Stellantis can afford to spend over $8 billion this year on stock buybacks and dividends, it can live up to the contractual commitments it made to the UAW,” wrote the senators. “This is especially true given the billions of dollars in financial assistance American taxpayers have spent to support your company and the enormous sacrifices autoworkers have been forced to make over many decades.”
    Joining Peters on the letter are Senators Bernie Sanders (I-VT), Tammy Baldwin (D-WI), Richard Blumenthal (D-CT), Sherrod Brown (D-OH), Laphonza Butler (D- CA), Bob Casey (D-PA), Tammy Duckworth (D-IL), Richard Durbin (D-IL), Kirsten Gillibrand (D-NY), Mazie Hirono (D-HI), Amy Klobuchar (D-MN), Ed Markey (D-MA), Chris Murphy (D-CT), Jack Reed (D-RI), Debbie Stabenow (D-MI), Chris Van Hollen (D-MD), and Tina Smith (D-MN).
    Peters grew up in a union household, where his mother was a Service Employees International Union (SEIU) steward and his father was a member of the National Education Association (NEA). Peters is a proud cosponsor of and has urged Congress to pass the Protecting the Right to Organize (PRO) Act, which would strengthen the federal laws that protect workers’ right to form a union freely and fairly. During UAW negotiations last year, Peters met with United Auto Workers (UAW) members in Lansing to show his support and discuss priorities that are important to autoworkers. Peters also joined UAW members on the picket line across Michigan as they negotiated for better wages, benefits, and job security. Following the UAW’s historic contracts last fall, Peters led his colleagues in sending a letter to 13 non-unionized automakers urging them not to illegally block UAW unionization efforts at their manufacturing plants. Peters was joined by UAW Region 1 Director LaShawn English as his guest for President Biden’s State of the Union Address earlier this year.

    Specifically, Stellantis is now delaying planned investments to reopen and expand the Belvidere assembly plant, leaving behind thousands of American workers who built the company into the auto giant it is today. We are also concerned with reporting that Stellantis is planning to move production of the next generation Dodge Durango out of the United States, after previously announcing layoffs that threaten the economic security and well-being of thousands of autoworkers. Moreover, Stellantis has stated publicly that it plans to source 80% of supply from “low-cost countries” like Mexico. By your own admission, Stellantis’s growth plan hinges on shifting “industrial production into cost competitive countries” like Mexico, where workers are making substandard wages. These actions violate the obligations Stellantis made to the UAW. We urge Stellantis not to renege on the promises it made to American autoworkers and to provide details on the timelines for these investments.
    This year, Stellantis has spent over $8 billion on stock buybacks and dividends to benefit its wealthy executives and stockholders. Last year, while blue collar auto workers in Belvidere were being laid off indefinitely, you were able to receive a 56 percent pay raise boosting your total compensation to $39.5 million, which made you the highest paid executive among traditional auto companies. During the first six months of this year, Stellantis has generated over $6 billion in profits, making it one of the most profitable auto companies in the world.
    We believe that if Stellantis can afford to spend over $8 billion this year on stock buybacks and dividends, it can and it must live up to the contractual commitments it made to the UAW. This is especially true given the billions of dollars in financial assistance American taxpayers have spent to support your company and the enormous sacrifices autoworkers have been forced to make over many decades.
    For example, the Department of Energy announced in July that nearly $335 million in federal dollars would be going to supporting Belvidere Assembly Plant’s conversion to electric vehicle production. With hundreds of millions of dollars of federal support going towards ensuring strong union jobs stay in the U.S., Stellantis must honor the promises it made to UAW workers and the Belvidere community.
    We urge you to deliver on the commitments you made to the UAW in your 2023 national agreement without further delay.

    Close to 1,000 VA spiritual care providers, called chaplains, serve our nation’s Veterans, their families, caregivers, and VA employees. In this video, Secretary of the Department of Veterans Affairs, Denis McDonough, pays tribute to VA chaplains—selfless servants who serve all Veterans—those who hold religious or spiritual beliefs and those who do not.

    Secretary McDonough recounts, during one of his first site visits of his tenure, running into one of those VA chaplains at the St. Cloud, Minnesota VA. He didn’t recognize the chaplain at first, but this VA chaplain knew Secretary McDonough from his time as an undergraduate at St. John’s University. The chaplain recounted to the Secretary, “VA’s respect for all Veterans fit his Benedictine heritage and values perfectly. Every Veteran is seen as a person, he said, worthy of the highest level of respect and care because of having said yes to serving our country.

    BOSTON – Today, Congresswoman Ayanna Pressley (MA-07) applauded the release of the Biden-Harris Administration’s proposed rules to authorize student debt relief to nearly 8 million borrowers experiencing financial hardship. The new rules, which are expected to be published in the coming weeks, follows repeated calls by Rep. Pressley and her colleagues to ensure borrowers experiencing hardship receive the student debt cancellation they need.

    “Government works best when it solves problems and alleviates hardships for the people it serves, and this proposed rule to cancel the student debt for millions of additional borrowers is a powerful example of how the Biden-Harris Administration continues to do just that,” said Congresswoman Pressley. “This will have a lasting and life-changing impact for millions of borrowers who are struggling to balance student loan payments and medical bills, childcare costs, caregiving expenses, and more. The automatic cancellation provision is particularly notable and responsive to calls from borrowers and advocates alike.     These proposed regulations would reach borrowers with persistent financial burdens that prevent them from repaying their student loans and who do not sufficiently benefit from other currently available forgiveness options. Such financial burdens could include unexpected medical bills, high child care costs, significant expenses related to caring for loved ones with chronic illnesses, or devastating economic circumstances from the impacts of a natural disaster.

    (Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH) and U.S. Congressman Brendan Boyle (PA-02) are leading a group of 65 lawmakers in a bicameral letter urging the U.S. Department of Education to take further steps to support borrowers affected by ongoing litigation over President Joe Biden’s Saving on a Valuable Education (SAVE) Plan for student loan repayment and to be prepared with a plan for all possible judicial outcomes. In their letter to Secretary of Education Miguel Cardona, the lawmakers note that borrowers in the process of pursuing Public Service Loan Forgiveness (PSLF) have been particularly impacted by disruptions to their ability to complete the necessary payments to qualify for loan forgiveness.
    The lawmakers wrote, in part: “Eight million SAVE Plan participants are facing uncertainty after the 8th Circuit Court of Appeals halted implementation of the SAVE Plan. While we recognize the Department of Education’s efforts to avoid penalizing borrowers by putting their accounts into forbearance, we remain concerned about the numerous challenges borrowers continue to face.”
    The lawmakers continued: “In particular, for those borrowers in the process of pursuing Public Service Loan Forgiveness (PSLF), the current period of forbearance and accompanying disruptions in loan servicing create uncertainty for the status of their loan forgiveness eligibility and financial future. […] Unfortunately, our constituents report hearing conflicting information from servicers about whether any income-driven repayment plan applications are being accepted and processed. As a result, these borrowers are locked out of making progress toward the qualifying 120 monthly payments for PSLF eligibility even as they continue to serve our communities.”
    They concluded: “For these and other borrowers currently enrolled in the SAVE plan, we remain concerned about the importance of ensuring that all borrowers have adequate support and information to successfully navigate student loan repayment as litigation continues. The Department must also ensure that it has sufficient plans in place to facilitate a successful and immediate transition for affected borrowers should the final judicial ruling ultimately prevent implementation of the SAVE plan. The Department’s plans should include preparing the necessary guidance for borrowers, adjusting contracts and issuing new regulations as needed. Given the instability created by the court’s ruling and the resulting widespread impact on borrowers, it is clearly in the public’s interest for the Department to move quickly as possible to be prepared for any potential judicial outcome.”
    The letter is co-signed by 20 U.S. Senators and 45 U.S. Representatives.

    Senator Shaheen has led efforts in Congress to help students manage their debt and to make college more affordable, championing legislation to increase access to higher education for Granite Staters. Earlier this year, Shaheen reintroduced the bipartisan Student Protection and Success Act to address the mounting student debt crisis by increasing higher education institutions’ accountability for their students’ ability to repay their loans and requiring institutions to have a vested interest in the success of their students. She has previously introduced the Simplifying Access to Student Loan Information Act, which calls for the development of a central online portal to allow students to review all their public and private student loans, as well as repayment options, in one place. Shaheen has also previously introduced other legislation to aid undergraduate borrowers and successfully ushered her legislation with Senators Baldwin (D-WI), Braun (R-IN) and Fischer (R-NE) to combat student debt relief scams through Congress. During the COVID-19 pandemic, Shaheen led and supported numerous efforts to provide necessary relief to students and their families to afford college and other higher education opportunities. Shaheen is also helping to reintroduce legislation that would double the Pell Grant award and make college more affordable.

    MINNEAPOLIS – U.S. Senator Amy Klobuchar (D-MN) was awarded the Montgomery Medal from the National Guard Association of the United States (NAGUS). The Montgomery Medal recognizes individuals or organizations who provide outstanding support to the NGAUS.     In 2017, Klobuchar introduced legislation to help reduce the cost of service for National Guard members and make a big difference for thousands of soldiers in the Minnesota National Guard by reducing the mileage that can be claimed on taxes from 100 to 50. In Minnesota, 30 percent of all National Guard members travel more than 50 miles for training and can be burdened with costly travel expenses simply for completing their required duty training each month.

    U.S. Senate Majority Leader Charles E. Schumer today announced $400,000 in federal funding for the Binghamton-based KLAW Industries to produce a robotic sorting system to improve recycling facilities in disadvantaged communities. The federal funding comes from the Environmental Protection Agency’s Small Business Innovation Research Program (SBIR).
    “KLAW Industries is exactly the kind of innovative company I had in mind when I joined with Binghamton University, New York State and Broome County to establish a high-tech incubator in the City of Binghamton. Today’s announcement of $400,000 in federal funding builds on the success of this innovative, homegrown business,” said Senator Schumer. “From incubator to their growing operation today, KLAW is paving the way to grow the region’s economy and make significant contributions in the material used in the concrete industry.”
    Schumer added, “With these funds, KLAW will be able to advance its glass sorting capabilities by creating a state-of-the-art robotic sorting system to improve both the processes at glass recycling facilities, and the number of facilities they can service.     KLAW Industries is a Binghamton-based company that re-purposes contaminated glass, not suitable for recycling, that would otherwise be sent to a landfill, into a replacement for cement called Pantheon. The inclusion of this patent-pending material into concrete, reduces carbon emissions and the amount of waste sent to landfills. KLAW received an initial Phase I award of $100,000 earlier this year for “proof of concept” for their technology and was invited to apply for Phase II funding of $400,000 to further develop and commercialize the technology. The second phase of federal funding that Schumer announced today will help KLAW expand their operations on Griswold Street to develop technology that will create an autonomous robotic sorting system for recycling facilities. This will help KLAW find contaminated glass to make Pantheon and create more efficient recycling sorting methods in disadvantaged communities in Binghamton and beyond.
    After bringing federal officials to Binghamton to discuss plans with project leaders in 2013, Schumer helped secured $2 million in federal funding for the Koffman Southern Tier incubator in downtown Binghamton, which KLAW Industries is part of. With Schumer’s help, the incubator has grown to support hundreds of jobs and become a magnet for entrepreneurs from around the region, state, and country.

    What you need to know: Governor Newsom urged CARB to more quickly study the implementation of increased ethanol blending in gasoline, which could help to lower prices by up to $0.20 per gallon and save Californians as much as $2.7 billion every year — with little to no impact on the environment. 

    SACRAMENTO – Governor Gavin Newsom today issued a directive to the California Air Resources Board (CARB) to expedite measures that could lead to lower gas prices without compromising environmental protections.

    Building on legislation passed in 2023 and 2024 to prevent price spikes and increase transparency in the oil industry, the Governor’s order directs CARB to accelerate studying how California could increase ethanol blending in gasoline (E15), which studies have shown could reduce prices while maintaining environmental protections.

    “There’s massive potential for this to be a win-win for Californians: lowering gas prices by up to twenty cents per gallon while keeping our air clean. It builds on our efforts to keep gas prices low by holding Big Oil accountable and helping prevent price spikes at the pump.”

    How it works

    According to a study conducted by the University of California, Berkeley and the United States Naval Academy, this could lower gas prices by up to $0.20 per gallon and save Californians as much as $2.7 billion annually, but also would require strategic considerations regarding market structure and infrastructure modifications.

    E15 fuel, which contains 15% ethanol, has been widely adopted in other states and could significantly reduce prices without adding environmental harm. As of 2023, E15 was sold at more than 3,000 stations in 31 states.

    Another study from the University of California, Riverside found that increasing ethanol blending in gasoline would not affect NOx emissions and would reduce particulate emissions.

    Keeping gas prices low & holding Big Oil accountable

    Last week, Governor Newsom signed legislation that allows the state to require oil refiners to maintain a minimum inventory of fuel to avoid supply shortages that create higher gasoline prices for consumers and higher profits for the industry. It also authorizes the California Energy Commission to require refiners to plan for resupply during refiner maintenance outages. It will help prevent price spikes that cost Californians upwards of $2 billion last year.

    Following gasoline price spikes in 2022, Governor Newsom called for a special session and worked in partnership with the Legislature to sign into law a package of reforms holding Big Oil accountable. 

    California’s new watchdog found that higher gasoline prices were caused by a suspicious market transaction, refinery maintenance without properly preparing for it, and more. 

    In January of this year, the watchdog sent Governor Newsom and the legislature a letter outlining specific proposals to reform California’s gasoline spot market, which included a minimum inventory requirement to prevent price spikes due to lack of stable supply.

    The state’s gasoline price watchdog also found that, in 2023, gasoline prices spiked largely due to refineries going offline without adequately planning to backfill supplies, which caused refining margins to spike as spot and retail prices jumped — indicating that refinery margins made up the largest proportion of the price spikes between July and September 2023.

    Anne, Lady Dodd, the wife of beloved comic Sir Ken Dodd, is set to receive one of Liverpool’s greatest accolades.

    Lady Dodd will be admitted to the city’s Roll of Citizen of Honour, after a decision made by Councillors tonight (Wednesday 22 January).

    Lady Dodd is one of the Trustees of the Ken Dodd Charitable Foundation, which works to support performing arts charities and organisations. In the past six years, the Foundation has made over 50 donations to more than 30 charities, many of which are based in Liverpool and Merseyside.

    Some of the recipients of these donations include Liverpool Women’s Hospital Charity, Liverpool Theatre School, and Alder Hey Children’s Hospital.

    Outside of the Foundation, Lady Dodd has personally supported a number of projects in the City. Her contributions to her local community were highlighted through letters of recognition from St John the Evangelist Church and Happiness Hall in Knotty Ash, as well as Knotty Ash Primary School.

    Tonight’s meeting also saw Councillors agree to award the Liverpool Law Society with the Freedom of Association for their work to provide free legal advice to those in need who may otherwise be unable to access it.

    Lord Mayor of Liverpool, Councillor Richard Kemp CBE said: “Anne, Lady Dodd works tirelessly to improve the lives of others, and she is well deserving of the Citizen of Honour title.

    “Lady Dodd has supported countless organisations and community projects both in Liverpool and further afield. Her compassion and generosity have made a significant difference to thousands of lives.

    “Her work, both individually and through the Kenn Dodd foundation, is often done without great fanfare. It is clear that Lady Dodd does not help others for recognition, but for a genuine love for her community and her desire to support those who need it the most.”

    Leader of Liverpool City Council, Cllr Liam Robinson said: “The Citizen of Honour accolade recognises people who make an exceptional contribution to the City and Anne, Lady Dodd is the perfect embodiment of this.

    With the support of PJSC Udmurtneft (operates under the management of NK Rosneft and the Chinese petrochemical corporation Sinopec), a programming project laboratory was created at the V.I. Kudinov Secondary School in the city of Votkinsk in the Udmurt Republic, and two sports halls were renovated.

    The project is aimed at supporting the education sector in the region, which corresponds to the tasks and national development goals defined by the President of Russia in his Address to the Federal Assembly. Rosneft implements social projects aimed at creating favorable living conditions in the regions of its presence. In particular, it supports the development of educational institutions and initiatives in the field of education of the younger generation.

    The unique educational space – the IT laboratory – is equipped with an interactive panel, a 3D printer, a laser 3D scanner, and other modern equipment and software for working in the field of information technology. The created IT laboratory will become a platform for conducting programming and computer modeling lessons, as well as scientific conferences with the defense of research and project work.

    In addition, interior finishing was carried out in two of the school’s gyms: utility lines were updated, locker rooms, coaching rooms and showers were renovated, and basketball backboards were installed.

    The V.I. Kudinov Secondary School is one of the largest comprehensive schools in the city of Votkinsk, with over a thousand children studying there. Rosneft pays special attention to the creation and development of a system of pre-university training and professional orientation for schoolchildren. For this purpose, in 2007, the first Rosneft class in Udmurtia was opened at the school, with in-depth study of physics, chemistry and mathematics. Today, there are seven Rosneft classes in the republic, in Igra, Sarapul, Votkinsk and Izhevsk.   • MIL-OSI China: Chinese researchers advance understanding of mechanisms behind allergic diseases

    Chinese researchers have found that morphological changes of an immune receptor play a key role in allergic reactions, a discovery that could provide new insights useful for the development of allergy medications.
    Allergic diseases, including allergic rhinitis, asthma and allergies to food and medications, affect hundreds of millions of people worldwide and have emerged as major public health issues.
    Previous studies have shown that when allergens trigger a specific antibody to bind with a particular immune receptor, mast cells and basophils become activated.
    This activation leads to the release of allergic mediators, including histamine, resulting in allergic reactions. In severe cases, this can lead to systemic anaphylactic shock.
    However, the mechanism through which the binding of the antibody to the immune receptor activates allergic signaling pathways and induces allergic responses had long been unclear.
    This resulted in limited approaches to developing clinical treatments for allergies — which mainly focus on strategies to block the interaction between the antibody and the immune receptor.
    Researchers from the Shenzhen Medical Academy of Research and Translation (SMART) and Westlake University have revealed the mechanisms behind allergic reactions by analyzing protein structures.
    They found that when the antibody binds to the immune receptor, the shape of the receptor changes. This transformation exposes specific protein sites in the associated signaling pathways, which in turn activates these pathways and triggers allergic responses.
    The study was published online on Wednesday in the journal Nature.
    “This discovery suggests that if we can stabilize the shape of the immune receptor and prevent it from changing, the relevant protein sites in the signaling pathways will remain hidden. Even if allergens trigger the binding of the antibody to the receptor, the allergic signaling pathways cannot be activated, and allergic reactions will not occur,” said Su Qiang, a researcher at the SMART and corresponding author of the study.
    Su explained that this new finding could provide a fundamentally new approach to drug development for allergies.
    “In the future, we might develop a type of ‘molecular glue’ to stabilize the inactive state of the immune receptor, effectively preventing allergic reactions,” Su added.

  • MIL-OSI Asia-Pac: Government appoints members to Hospital Authority

         The Government announced today (October 25) the appointment of two new members to the Hospital Authority (HA) and the reappointment of six serving members.

         The two new members, Ms Tennessy Hui Mei-sheung and Professor Janet Wong Yuen-ha, will be appointed for a period of two years from December 1, 2024, to November 30, 2026.  

         Ms Hui is a practising solicitor in Hong Kong. She is the Chairperson of the Liquor Licensing Board, a member of the Council of Hong Kong University of Science and Technology and a member of the Hong Kong Examinations and Assessment Authority Council.

         Professor Wong is the Dean and Professor of the School of Nursing and Health Sciences of the Hong Kong Metropolitan University. She is also a member of the Hospital Governing Committee of North Lantau Hospital and a member of the Education Committee of the Nursing Council of Hong Kong.

         Among the serving members reappointed, Professor David Shum Ho-keung continues to serve as an HA member in his capacity of the Dean of the Faculty of Health and Social Sciences of the Hong Kong Polytechnic University for a period of two years from November 1, 2024, to October 31, 2026. The other five serving members, namely Ms Anita Fung Yuen-mei, Mrs Sylvia Lam Yu ka-wai, Mr Henry Tong Sau-chai, Mr Anthony Tsang Hin-fun and Dr Thomas Tsang Ho-fai, will be reappointed for a period of two years from December 1, 2024, to November 30, 2026.

         The Secretary for Health, Professor Lo Chung-mau, welcomed the two new members to the HA. He also expressed gratitude to the six serving members reappointed and extended heartfelt thanks to the outgoing members, Mr Ambrose Ho and Professor Agnes Tiwari Fung-yee, for their invaluable contribution to the HA.  

         The HA comprises a Chairman, 23 non-official members, three public officers and one principal officer from the HA. The membership list to be effective from December 1, 2024, is as follows:

  • MIL-Evening Report: Sydney’s beloved Footbridge Theatre launched some of our biggest stars. After nearly 20 years, it’s making a grand return

    After nearly 20 years as a lecture theatre, the University of Sydney’s Footbridge Theatre is reopening as a live performance venue in the university’s arts precinct.

    The Footbridge is home to a long history of student theatre on campus. When it opened in 1961 as the 655-seat Union Theatre (replacing the old Union Hall) it was the first theatre to have been built in Sydney in more than 20 years.

    Hopes were high for the new venture to be shared by student theatre groups and Sydney’s first professional repertory company, the Union Repertory Theatre Company (not to be confused with the Melbourne Theatre Company’s original name, the Union Theatre Repertory Company).

    For decades, the Footbridge Theatre was host to both industry heavyweights and budding talent from across the arts sectors, before being converted to a lecture hall in 2006. Now, it’s back.

    Hitting the ground running

    The theatre opened with productions from the Sydney University Musical Society, including Claudio Monteverdi’s ballet Il Ballo Delle Ingrate and Henry Purcell’s opera Dido and Aeneas.

    Also on show was the Sydney University Theatre Council’s Serjeant Musgrave’s Dance, starring John Bell in the title role. Ken Horler, with whom Bell founded the famous Nimrod Theatre a decade later, co-directed the play with May Hollinworth, who ran the university’s Dramatic Society in the 1920s and ’30s. The production also featured John Gaden, Bob Ellis, Bruce Beresford, Richard Brennan and Mungo MacCallum.

    The following year, Horler directed Coriolanus, with Bell in the title role and Gaden and Arthur Dignam in the cast.

    Horler would go on to direct the first Australian production of Bertolt Brecht’s Mother Courage in 1963. The cast included Germaine Greer as Mother Courage, Peter Carroll and Ron Blair.

    Bell also acted in and directed a number of shows in the following years. He returned again in the early 1990s to stage a series of productions with his fledgling Bell Shakespeare company.

    A smidge of controversy

    The university students of the 1960s had been delighted to have their “own” venue after years of makeshift spaces. They produced some adventurous – as well as some scandalous – works.

    When the Dramatic Society staged its Revue of the Absurd in 1963, it included a controversial film by the then-nascent filmmakers Bruce Beresford and Albie Thoms. It Droppeth as the Gentle Rain depicted a cocktail party coming to a sticky end as shit rained down from the sky.

    The film was promptly banned. This ban was reinstated the following year when Beresford and Thoms sought to show it at a gala commemorating the Dramatic Society’s 75th birthday.

    Student revues were a popular feature of the theatre in its early years. One of these was the 1964 revue called Jump, which starred Colin Anderson, Germaine Greer, John Gaden and Paul Thom.

    The Union Repertory Theatre Company was short-lived, collapsing within 12 months of its launch in 1961.

    Also, ironically, the Footbridge was too expensive for students to hire often. Nonetheless, it was still a launching pad for those involved in student theatre, including Henry Szeps (who later acted in the 1984–94 series Mother and Son), Jack Thompson, who played Claudius in a production of Hamlet (1969), and Neil Armfield in Much Ado About Nothing (1974).

    Fellow student actor and director David Marr would later acknowledge Armfield’s genius as a director, while diplomatically adding “acting was not his strength”.

    What’s in a name?

    The Union Theatre was a venue for hire throughout the 1970s, with student theatre, concerts, music theatre, French language theatre and other genres sporadically staged. In 1981, it was renamed the Footbridge Theatre (after a footbridge that was constructed over Parramatta Road in 1972).

    For two decades from the mid-1980s, the Gordon Frost Organisation leased the theatre to present a number of popular commercial productions.

    It also rented the theatre to other companies, including Bell Shakespeare, the Sydney Theatre Company, Ensemble Theatre and Sydney Festival, which programmed outstanding international works such as the Irish Druid Theatre’s 1998 production of The Leenane Trilogy.

    The 1990s also saw students back onstage in annual faculty revues.

    The next act begins

    A squeeze on space at the university led to Footbridge’s conversion to a lecture theatre in 2006. Following extensive renovations, the now 300-seat theatre is opening once again, with Stephen Sondheim’s Into the Woods.

    The university’s Dramatic Society first produced Into the Woods in the early 2000s (starring Virginia Gay). The Sydney University Musical Theatre Ensemble (MUSE) staged it again in 2011.

    This time around the production is showcasing the talents of the inaugural cohort of music theatre students from the university’s Conservatorium of Music.

    Just as it was for the “Johns” (Bell and Gaden) who, in the early 1960s, took their first steps as student actors into their future careers – and are still going strong six decades later – campus theatres remain vitally important for students finding their feet as the artists of the future.

    Now, in a new decade and with a new generation of students, it’s time to go into the woods again.

  • MIL-OSI China: Business giants moving to Xiong’an New Area

    More and more business giants are settling in Xiong’an New Area, North China’s Hebei province, as part of a plan to relieve the national capital Beijing from non-capital functions.

    China Satellite Network Group Co, an enterprise engaged in the design, construction and operation of satellite internet services, has opened its new headquarters in the area’s internet industrial park.

    Making up of a group of low-rise buildings and shaping like a flower when viewed from above, the office complex was completed last month and involved the moving of its headquarters and four subordinate companies on Oct 14.

    The company was the first centrally administered State-owned enterprise to settle down in the area. The SOE will facilitate the gathering of resources in fields such as industry-related companies, technology and talent in Xiong’an and thus promote the development of satellite internet applications and the aerospace information industry.

    As Xiong’an has charted ambitious development plans for the satellite internet sector, many upstream and downstream enterprises and innovation platforms have rushed to the area.

    A national laboratory of aerospace flight technology has been established in the area, according to local media Hebei Daily. Other companies in the sector, including a spatiotemporal information group, have also registered and settled there.

    Sinochem Holdings, a chemical conglomerate, and China Huaneng Group Co, a major power company, have completed their main headquarters buildings in Xiong’an.

    Projects of other companies and institutes, including Sinomine Resource Group Co and Beijing Jiaotong University, also report progress on the construction of their buildings.

    SOEs have set up nearly 300 various types of institutions in Xiong’an, according to the local government.

    Located about 100 kilometers southwest of downtown Beijing, Xiong’an was set up in 2017 as part of a strategy to promote the coordinated development of the Beijing-Tianjin-Hebei region.

    One of its main roles is to serve as the receiver of non-capital functions previously shouldered by Beijing but not essential to Beijing’s role as the capital city, such as universities, company headquarters and research institutions.

  • MIL-OSI New Zealand: Save the Children welcomes announcement of remodelled Ka Ora, Ka Ako Healthy School Lunches Programme

    Child rights organisation Save the Children has welcomed the announcement of the remodelled Ka Ora, Ka Ako Healthy School Lunches Programme, along with the extended investment to deliver to eligible Early Childhood Centres.
    The new model will continue to provide free healthy school lunches to 242,000 primary and secondary students and an additional 10,000 preschoolers.
    Save the Children Advocacy Director Jacqui Southey, who was part of the Expert Advisory Group for the remodelled programme in her independent capacity, says the extension into ECEs is a welcome addition to the vital programme that improves outcomes for children, as is including children’s views.
    “It is heartening to see in the new programme that hot meals continue to feature and include a favourite, Butter Chicken. It is incredibly positive that though the budget for the programme is much tighter, the new suppliers under the School Lunch Collective have committed to quality, nutritious meals that children will enjoy.”
    In a Save the Children survey conducted earlier this year with more than 3000 children across the country, Kiwi kids unanimously supported providing children with healthy and delicious lunches at school. In the survey, children said the programme was important to them and their friends, with some children stating that they didn’t have a lot of food at home and their lunches at school were really important to them.
    Says Ms Southey: “Children are most impacted by changes to the programme so ensuring their voices were heard as part of the redesign was crucial. Continuing to consult with children on a regular basis is essential to ensure the programme works best for them.”
    Save the Children has long been a supporter of food in school provision, and has seen the success of similar programmes in overseas projects.
    Says Ms Southey: “These insights directly align with the findings of evaluations of the Ka Ora Ka Ako programme here in Aotearoa New Zealand that show that the programme directly improves the wellbeing of children receiving the lunches, and teachers report improved concentration and positive behaviours of their students. A number of principals have credited the programme with improved attendance levels in their schools.
    “Ensuring the best for children has remained at the heart of the redesign of the new model. The Government has committed to funding this programme for the next two years, providing crucial investment toward the wellbeing of children and that supports them and their whānau in this very tough economic climate.
    “We call on New Zealand governments now, and in the future, to get behind this important programme and ensure that it has long term sustainable investment that will see it become permanently embedded as part of a progressive education offering delivered by New Zealand schools.”

  • MIL-OSI Russia: NSU scientists have received the first pilot batch of synthetic fuel from non-recyclable plastic

    A catalytic unit for processing liquid products of polymer waste pyrolysis into synthetic fuel has been installed in the laboratory of the Department of Physical Chemistry of the Faculty of Natural Sciences of Novosibirsk State University. During the first three weeks of its operation, scientists obtained the first three liters of kerosene. At present, optimal operating modes of the capillary reactor are being determined, important catalyst regeneration cycles are being worked out, optimal parameters of the catalytic process are being selected, a catalyst is being selected, the most important performance indicators of the unit are being monitored, and the resulting product is being analyzed.

    The equipment was provided to NSU scientists by specialists from Onium Plus LLC (Yaroslavl). They were also involved in the installation of the equipment. Publication about the joint work of scientists from the Department of Physical Chemistry Faculty of Natural Sciences of NSU, the Boreskov Institute of Catalysis of the Siberian Branch of the Russian Academy of Sciences and representatives of this company to create a technology for converting non-recyclable plastic into synthetic fuel was published on the NSU website in December 2023.     The jointly developed technology consists of several stages. First, non-recyclable plastic undergoes pyrolysis – thermal destruction without oxygen at temperatures from 400 to 600 ° C. The output is pyrolysis oil – a heterogeneous liquid mixture of hydrocarbons containing a large number of undesirable impurities, dark yellow in color with a strong unpleasant odor. Then the multicomponent mixture is divided into fractions based on boiling point. Pyrolysis oil and its fractions are not yet suitable for use as fuel – due to the high content of unsaturated hydrocarbons, this substance can damage internal combustion engines. It can be converted into usable fuel through the use of catalytic technology. Representatives of Onium Plus LLC asked NSU researchers to develop it, who conducted preliminary experiments with nickel-molybdenum catalysts on an aluminum oxide support. The first positive results were obtained using them in tubular reactors – a transparent, colorless liquid with a faint odor of kerosene was synthesized. However, before using it for internal combustion engines, it is necessary not only to develop a new composition and method of catalyst synthesis, but also to modify the hydrogenation plant, select the optimal parameters of the catalytic process, and work out all cycles of automatic catalyst regeneration. For this purpose, the company’s specialists created two more catalytic installations – a pilot and a laboratory. The pilot one is working at the enterprise, and the laboratory one was made available to NSU researchers at the end of May. Parallel trials of the catalytic process are currently underway. NSU scientists select catalyst compositions, process conditions, temperature conditions, pressure, flow rates, and company specialists conduct life tests on an enlarged scale. An important condition of the experiment is that both installations must operate around the clock in a continuous mode.

    — The liquid product of plastic waste pyrolysis, which mainly consists of medium and heavy fractions with a large amount of unsaturated hydrocarbons, is fed from the feedstock tank using a high-pressure liquid pump to the mixer, where it is mixed with hydrogen under a pressure of 40 atmospheres. Then the mixture is fed in portions to the reactor, inside which a catalytic reaction occurs under conditions of high pressure and high temperature. Depending on the composition of the catalyst, hydrogenation, hydrocracking or hydroisomerization occurs. At the moment, this is hydrocracking at a pressure of 40 atmospheres and a temperature of 360 – 400 degrees Celsius, which is considered the norm for this process. These parameters are selected depending on what product needs to be obtained. In this case, the task is to obtain kerosene, — said Anton Lysikov, a researcher at the Department of Physical Chemistry of the Faculty of Natural Sciences of Novosibirsk State University, about the device of the installation.

    From the reactor, the product mixture enters the separator via a coil, where it cools down and separates into gas and liquid. The gas goes up, and the liquid gradually condenses in the accumulator. When the liquid weight reaches a specified value, it is discharged using the lock method: the first valve of the discharge line is turned on, and the liquid product is poured into the buffer tank. After the weight decrease is recorded, this valve closes and the second one opens, the liquid enters the receiver, and the product yield is assessed in accordance with the scale readings. Then the second valve is also closed until the next sampling. This design with automatic overflow allows to avoid a significant pressure drop when removing products from the process and to accumulate them stably during long-term experiments.

    — Our first attempts to process the liquid product of polymer waste pyrolysis resulted in obtaining a substance similar to what we are synthesizing now, only its freezing temperature was about zero degrees Celsius. This figure is much higher than what we intended to achieve. Therefore, we had to select a catalyst composition that would initiate a cracking and isomerization reaction, leading to a strong decrease in the freezing temperature. And now it is already -20 degrees. In three weeks of continuous round-the-clock work, we extracted about 3 liters of high-quality non-freezing kerosene from the pyrolysis product, which can be used as a fuel additive. The production rate is 6 ml per hour, — said Ekaterina Parkhomchuk, Associate Professor of the Department of Physical Chemistry of the NSU Natural Sciences Department.

    The finished product undergoes a thorough analysis: researchers study its fractional, group, component and elemental composition. They measure the sulfur and chlorine indicators at the outlet, flash point and turbidity. These parameters are very important for the further use of the final product, they determine its practical purpose.

    The first experiments were suggested by NSU scientists to start with widespread and well-known systems: nickel-molybdenum catalysts on an aluminum oxide carrier. They managed to obtain the first positive results.

    — We have gained the first experience — we have determined the activity of this catalyst, observed the process, acquired the skill of working with unusual raw materials, and identified the main problem. It is that pyrolysis oil is very different from traditional oil. Most often, such raw materials contain long-chain hydrocarbons and are characterized by a high content of C17 hydrocarbons, which have high freezing and boiling points. They accumulate in the cold zones of the reactor, forming “wax” plugs, due to which pressure drops can occur. Having encountered this problem, we began to select hydrocracking and hydroisomerization catalysts to break long-chain hydrocarbons into smaller molecules, making them branched. This allowed us to solve the problem of reactor waxing, as well as reduce the freezing and turbidity temperatures of the product, and at the output we received higher quality and flammable hydrocarbons, — explained Ekaterina Vorobyova, a postgraduate student of the Department of Physical Chemistry of the Faculty of Natural Sciences of NSU.

    First, a hydrogenation catalyst was obtained, then a hydroisomerization and hydrocracking catalyst, on which the first positive results were obtained: the cloud point began to decrease significantly, hydrocarbons began to burn differently. Now scientists are working on a catalyst with increased activity in hydrocracking and hydroisomerization, while obtaining a product with a cloud point below -20. It is important to note that this is its stable operation for several hundred hours. But the most important thing is that products were obtained that flash and burn as needed, hydrogenation and hydrocracking processes are underway, the products contain a large number of isomers, which is required to obtain synthetic motor fuels and oils.

    The installation with the new catalyst has been operating continuously for almost four weeks, and the catalyst activity has not been lost, no pressure drops have been observed, and no coking has occurred.

    — The main thing is that while developing this technology, we continue to improve our skills in working with this special raw material, which is so different from oil. For us, this is a very interesting task, since plastic waste is really growing. And not all of it is recyclable. Burying it in landfills is not a solution to the problem. For me, from a scientific point of view, it is interesting to identify the features of processing this raw material, as well as the requirements for the properties of the catalyst, which will allow us to stably and for a long time obtain high-quality motor fuels and oils from non-recyclable waste into valuable fuel, — said Ekaterina Vorobyova.

    Scientists assess the results of their work as encouraging, and the production of fuel from pyrolysis products as profitable, because only 5% of the original substance turns into gas, the rest of the mass turns into high-quality synthetic fuel. At the moment, this technology can be considered almost ready for implementation, which will be determined only by the speed of construction of catalytic units. The main difference between production samples and a laboratory unit is the number of reactors. In a laboratory unit, there is one reactor, and in industrial ones, it is theoretically possible to install hundreds and even thousands. Then the productivity will increase many times over.

    — Each type of catalyst or new parameters, before being implemented, requires thousands of running hours. The more parallel tests, the faster the process optimization and confirmation of the success of certain solutions. By the end of the year, we will put into operation two additional laboratory units for hydrogenation, increasing the number of simultaneously running processes. But the most interesting task, in our area of responsibility, which we are currently implementing, is the creation of a pilot unit with dozens of micro reactors simultaneously. This module will allow the process to be carried out with a capacity of liters per hour. All systems will be integrated in it, as in a “large” plant. It is equipped with its own hydrogen source, its own hydrogen purification and recompression unit and an automatic regeneration system. In addition to confirming the readiness of the catalytic system for industrial use, this device will also confirm the economic aspects of fuel production.
