  • PM Modi praises security forces for neutralising 27 Maoists in Chhattisgarh operation

    Prime Minister Narendra Modi has commended the security forces for their decisive action in eliminating 27 Maoists, including top CPI (Maoist) leader Nambala Keshav Rao, alias Basavaraju, during a major anti-Naxal operation in Chhattisgarh on Wednesday.
     
    In response to a post by Union Home Minister Amit Shah on X, PM Modi said, “Proud of our forces for this remarkable success. Our Government is committed to eliminating the menace of Maoism and ensuring a life of peace and progress for our people.”
     
    Earlier, Home Minister Shah had hailed the operation as a “landmark achievement” in India’s long-standing fight against Naxalism. “Today, in an operation in Narayanpur, Chhattisgarh, our security forces neutralised 27 dreaded Maoists, including Nambala Keshav Rao, alias Basavaraju — the General Secretary of CPI-Maoist, topmost leader, and the backbone of the Naxal movement,” he wrote.
     
    “This is the first time in three decades of India’s battle against Naxalism that a General Secretary-ranked Maoist leader has been neutralised. I applaud our brave security forces and agencies for this major breakthrough,” Shah added. He also stated that with the completion of Operation Black Forest, 54 Maoists have been arrested and 84 have surrendered across Chhattisgarh, Telangana, and Maharashtra. The Modi government, he affirmed, is determined to eliminate Naxalism by March 31, 2026.
     
    The encounter, which took place in the dense forests of Abujhmad in Narayanpur district, is being seen as a major milestone in the country’s efforts to curb left-wing extremism. Acting on specific intelligence inputs, joint teams of the District Reserve Guard (DRG) from Narayanpur, Dantewada, Bijapur, and Kondagaon launched a coordinated offensive targeting senior Maoist leaders.
     
    As the forces moved through the rugged terrain, Maoists opened indiscriminate fire, leading to a fierce exchange. Security personnel responded swiftly, resulting in the death of 27 Maoists, including Basavaraju.
     
    A large cache of weapons was recovered from the site, including AK-47s, SLRs, INSAS rifles, carbines, and other arms and ammunition.
     
    Police officials confirmed that Basavaraju, around 70 years old and a native of Andhra Pradesh’s Srikakulam district, held several influential positions within the CPI (Maoist), including General Secretary, Chief of the Central Military Commission, Polit Bureau Member, and Central Committee Member. He was a key strategist and played a pivotal role in directing Maoist operations across multiple regions.
     
    One DRG jawan was martyred in the line of duty, and his body has been sent to the District Headquarters in Narayanpur. Several other personnel were injured during the encounter but are reported to be in stable condition after receiving prompt medical care.
     
    Despite the difficult terrain and operational challenges, security forces continue to comb the surrounding forest areas to locate any injured or absconding insurgents. Authorities have reiterated their unwavering commitment to eradicating Naxalism and restoring peace in the affected regions.

  • Trump confronts South Africa’s Ramaphosa with false claims of white genocide

    U.S. President Donald Trump confronted South African President Cyril Ramaphosa on Wednesday with explosive false claims of white genocide and land seizures during a tense White House meeting that was reminiscent of his February ambush of Ukrainian leader Volodymyr Zelenskiy.

    South Africa has one of the highest murder rates in the world, but the overwhelming majority of victims are Black.

    Ramaphosa had hoped to use Wednesday’s meeting to reset his country’s relationship with the U.S., after Trump canceled much-needed aid to South Africa, offered refuge to white minority Afrikaners, expelled the country’s ambassador and criticized its genocide court case against Israel.

    The South African president arrived prepared for an aggressive reception, bringing popular white South African golfers as part of his delegation and saying he wanted to discuss trade. The U.S. is South Africa’s second-biggest trading partner, and the country is facing a 30% tariff under Trump’s currently suspended raft of import taxes.

    But in a carefully choreographed Oval Office onslaught, Trump pounced, moving quickly to a list of concerns about the treatment of white South Africans, which he punctuated by playing a video and leafing through a stack of printed news articles that he said proved his allegations.

    With the lights turned down at Trump’s request, the video – played on a television that is not normally set up in the Oval Office – showed white crosses, which Trump asserted were the graves of white people, and opposition leaders making incendiary speeches. Trump suggested one of them, Julius Malema, should be arrested.

    The video was made in September 2020 during a protest after two people were killed on their farm a week earlier. The crosses did not mark actual graves. An organizer of the protest told South Africa’s public broadcaster at the time that they represented farmers who had been killed over the years.

    “We have many people that feel they’re being persecuted, and they’re coming to the United States,” Trump said. “So we take from many … locations, if we feel there’s persecution or genocide going on,” he added, referring specifically to white farmers.

    “People are fleeing South Africa for their own safety. Their land is being confiscated, and in many cases, they’re being killed,” the president added, echoing a once-fringe conspiracy theory that has circulated in global far-right chat rooms for at least a decade with the vocal support of Trump’s ally, South African-born Elon Musk, who was in the Oval Office during the meeting.

    South Africa, which endured centuries of draconian discrimination against Black people during colonialism and apartheid before becoming a multi-party democracy in 1994 under Nelson Mandela, rejects Trump’s allegations.

    A new land reform law, aimed at redressing the injustices of apartheid, allows for expropriations without compensation when in the public interest, for example if land is lying fallow. No such expropriation has taken place, and any order can be challenged in court.

    South African police recorded 26,232 murders nationwide in 2024, with 44 linked to farming communities. Eight of those victims were farmers.

    Ramaphosa, sitting in a chair next to Trump and remaining poised, pushed back against his claims.

    “If there was Afrikaner farmer genocide, I can bet you, these three gentlemen would not be here,” Ramaphosa said, referring to golfers Ernie Els and Retief Goosen and billionaire Johann Rupert, all white, who were present in the room.

    That did not satisfy Trump.

    “We have thousands of stories talking about it, and we have documentaries, we have news stories,” Trump said. “It has to be responded to.”

    ‘THERE IS JUST NO GENOCIDE’

    Ramaphosa mostly sat expressionless during the video presentation, occasionally craning his neck to look at the screen. He said he had not seen the material before and that he would like to find out the location.

    Trump then displayed printed copies of articles that he said showed white South Africans who had been killed, saying “death, death” as he flipped through them, eventually handing them to his counterpart.

    Ramaphosa said there was crime in South Africa, and the majority of victims were Black. Trump cut him off and said: “The farmers are not Black.”

    Ramaphosa responded: “These are concerns we are willing to talk to you about.”

    The South African president cited Mandela’s example as a peacemaker, but that did not move the U.S. president, whose political base includes white nationalists. The myth of white genocide in South Africa has become a rallying point for the far right in the United States and elsewhere.

    “I will say: apartheid, terrible,” Trump noted. “This is sort of the opposite of apartheid.”

    The extraordinary exchange, three months after Trump and Vice President JD Vance upbraided Ukraine’s Zelenskiy inside the same Oval Office, could prompt foreign leaders to think twice about accepting Trump’s invitations and risk public embarrassment.

    Unlike Zelenskiy, who sparred with Trump and ended up leaving early, the South African leader kept his calm, praising Trump’s decor – the president has outfitted the Oval Office with gold accessories – and saying he looked forward to handing over the presidency of the Group of 20 next year.

    Trump declined to say whether he would attend the G20 meeting in South Africa in November.

    Later in the meeting, Rupert, the business tycoon, stepped in to back up Ramaphosa, saying that crime was a problem across the board and many Black people were dying too.

    Following the meeting, Ramaphosa sought to focus on trade, telling reporters the two countries had agreed to discuss critical minerals in South Africa. His trade minister said the government had submitted a trade and investment proposal that included buying liquefied natural gas from the U.S.

    But the president also flatly denied Trump’s allegations about a wave of racial violence against white farmers.

    “There is just no genocide in South Africa,” he said.

  • Spurs beat Man Utd 1-0 in scrappy Europa League final

    Tottenham Hotspur won a scrappy Europa League final 1-0 against Manchester United in Bilbao on Wednesday to salvage their season and earn a berth in next year’s Champions League thanks to Brennan Johnson’s bundled first-half goal.

    It was Spurs‘ first silverware since the 2008 League Cup and their first European trophy since 1984, but the fourth time they had beaten United this season.

    Johnson scored in the 42nd minute when United’s defence crumbled as Pape Sarr swung in a cross while goalkeeper Andre Onana remained rooted to his line. Johnson and United defender Luke Shaw rushed in and the ball appeared to glance off both of them and in, past Onana’s desperate swipe.

    The goal was as scrappy as the game in a matchup of teams who have had wildly disappointing Premier League seasons, with United languishing in 16th and Spurs 17th.

    United’s Rasmus Hojlund had a terrific chance to equalise with a header midway through the second half, but Spurs‘ Micky van de Ven leapt for a stunning clearance off the line.

    Two Labour bills drawn from the Member’s Ballot today would require greater transparency of international money transfers, and bring more public accountability and transparency to port companies.

    “Too many families are losing money to hidden fees when they send remittances overseas. That’s not fair, especially with the cost of living rising,” Arena Williams said.

    “My Financial Markets (International Money Transfers) Amendment Bill will require banks and other money transfer services to be upfront about their fees, exchange rates, and commissions. Consumers should know exactly what they’re paying, before they send a cent.

    “New Zealanders pay more for international money transfers than people in Australia and other countries. My Bill is especially important for Pacific, Filipino, Indian and other migrant communities who regularly use remittance services to support loved ones abroad.

    “Banks and finance companies charge for these services in a way most consumers won’t understand. It’s not clear, it’s not fair, and it hits working families hardest.

    “This Bill is about making banking fairer for everyone, whether you’re sending money home to support family or making a purchase online in a foreign currency. Labour is on the side of consumers, not the banks.”

    The Bill would:

    • Require full disclosure of all fees, commissions, and exchange rates before a transfer is made
    • Ensure the total cost of a transfer is clearly displayed, including markups
    • Stop banks and providers from hiding charges in fine print

    “This is an important step in bringing down everyday costs for families – starting with banking. Everyone deserves to know what they’re paying,” Arena Williams said.

    Lemauga Lydia Sosene’s Local Government (Port Companies Accountability) Amendment Bill would bring more public accountability and transparency to publicly-owned port companies.

    “Currently, publicly-owned port companies are immune to Local Government Official Information and Meetings Act requests which limits their public accountability. This Bill would change that and give local communities greater transparency around decisions that could affect their lives,” Lemauga Lydia Sosene said.

  • Indian Parliamentary Delegation Arrives in UAE for Counter Terrorism Outreach

    Multi party parliamentary delegation led by Shiv Sena MP Shrikant Shinde arrived in Abu Dhabi on Thursday morning as part of India’s global diplomatic initiative to highlight its counter-terrorism efforts and to brief the international community on operation Sindoor

    The delegation was officially received by Ahmed Mir Khoori, Member of the Federal National Council of the UAE, and Indian Ambassador to the UAE Sunjay Sudhir. The multi-party group represents a cross-section of India’s political landscape and aims to brief international counterparts on India’s counter-terrorism responses while strengthening cooperation with global partners.

    The delegation comprises BJP MPs Bansuri Swaraj, Atul Garg, and Rajya Sabha member Manan Kumar Mishra, who is also a senior advocate. Also included are Indian Union Muslim League MP ET Mohammed Basheer, Biju Janata Dal MP Sasmit Patra, BJP leader SS Ahluwalia, and former diplomat Sujan Chinoy. The group’s broader itinerary extends beyond the UAE to include visits to Liberia, the Democratic Republic of Congo, and Sierra Leone.

    During their two-day stay in the UAE, the delegation will participate in high-level meetings in Abu Dhabi, beginning with an interaction with Sheikh Nahayan Mabarak Al Nahyan, UAE Minister of Tolerance and Coexistence. They are also scheduled to hold discussions at the Federal National Council with Dr. Ali Rashid Al Nuami and other senior council members.

    Additional meetings have been arranged with officials from the UAE Ministry of Foreign Affairs and the National Media Office. The delegation will engage with local media through an interaction with The National newspaper and participate in a session with strategic political affairs analyst Amjad Taha.

    A significant component of the visit includes outreach to the Indian diaspora community, with an event planned at the Indian Embassy’s auditorium in Abu Dhabi. This engagement reflects India’s emphasis on maintaining strong connections with its overseas communities while advancing diplomatic objectives.

  • MIL-OSI China: WADA welcomes additional funding from Qatar for scientific research

    The World Anti-Doping Agency (WADA) has welcomed Qatar’s decision to provide additional funding to support the organization’s scientific research efforts.

    The Ministry of Sports and Youth in Qatar will contribute an extra 1.5 million U.S. dollars, in addition to the country’s annual payment of more than 200,000 dollars to WADA, the agency announced on Wednesday.

    “WADA is appreciative of the continued support of our partners within Qatar’s Ministry of Sports and Youth. The additional funding will make a significant impact on anti-doping research globally and within Qatar itself,” said WADA President Witold Banka.

    “This is another indication of the strong support WADA receives from governments around the world, which believe in and trust us to deliver on our clean sport mission and understand the importance of cutting-edge scientific research to being ahead of those who seek to cheat the system.”

    Earlier this month, Japan pledged an additional 196,000 dollars to support anti-doping capacity and capability development in Asia and Oceania. According to WADA, Japan has contributed roughly 2.5 million dollars in additional funding over the past two decades.

    In the past 10 years, WADA has also received additional contributions from countries including Australia, Azerbaijan, Brazil, Canada, China, Denmark, Egypt, France, India, Kuwait, Poland, Saudi Arabia, Switzerland and the United States.

    Banka stated earlier this year that WADA invests heavily in anti-doping research, allocating about 10 percent of its annual budget to scientific and social science initiatives. The agency has also called on its partners to support ongoing research efforts, including recent work focused on unintentional doping.

    WADA has set a budget of more than 50 million dollars for 2025.

    The United States, which failed to pay its 2024 annual fee of 3.62 million dollars–amounting to 14 percent of WADA’s budget–automatically loses its seat on the organization’s executive committee for the year.

    “It is so important for athletes that WADA is properly resourced and that it has certainty around the funds it receives,” said Yuhan Tan, Belgium’s former badminton player and WADA Athlete Council representative on the Foundation Board.

    “I call on all governments to fulfill their commitments and make their annual contributions to WADA in a predictable and timely fashion so the work upholding the World Anti-Doping Code and supporting athletes around the world can continue. Clearly, anti-doping is becoming more and more politicized, which must be avoided as it puts all athletes and the entire system at risk,” he commented when WADA released its budget plan earlier this year.

    NEW REPORT: President Trump’s Attacks on National Park Service are Hurting Communities Across Washington State

    Washington, D.C. — Today, at a Senate Appropriations Interior, Environment, and Related Agencies Subcommittee hearing on the fiscal year 2026 budget request for the Department of Interior (DOI), U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, slammed Secretary Doug Burgum’s efforts to fire staff across the Department, sell off our public lands and abandon the National Park Service’s conservation mission, and betray the United States’ obligation to Tribes with devastating proposed funding cuts. Also today, Senator Murray released a new report on how President Trump’s attacks on the National Park Service are hurting communities in Washington state.
    In opening comments, Vice Chair Murray said:
    “Washington state is home to a number of pristine public lands—people travel from all over the world to experience my state, and Oregon.
    “Secretary Burgum, our public lands are not for sale. Protecting our wilderness, living up to our tribal obligations, keeping our communities safe—it’s just not negotiable. It’s actually a core reason your Department does exist—and these have been places with strong, bipartisan support.
    “So, I’m really concerned that one of the first things you did was make deep, painful cuts at our national parks, and start talking about our public lands kind of like they are a piggy bank.
    “I do not want to tell future generations: ‘See that that river of sludge—it used to be clear, it used to have salmon. See that charred mountainside—it used to be a forest with campgrounds and trails. See that smokestack? That used to be a National Park.’
    “I worry because it feels to me like your vision could lead to that with your budget cuts, and mass firings, and reorganization.
    “And I’m deeply concerned about the proposed cuts to programs and funding that our Tribes rely on, the mass firing of park rangers—they’re the people who help visitors, they clear trails, they clean the bathrooms, and they respond to emergencies.
    “As I watch this and hear from folks, and see what’s happening, on top of gutting bedrock environmental protections, I just don’t see how your Department can execute the law without staff in place.”
    [HURRICANE RIDGE REBUILD]
    Senator Murray began by her questioning by discussing the rebuild of Hurricane Ridge Day Lodge in Washington State: “I wanted to start by touching briefly on Hurricane Ridge, a place that as you know is very special to people in my home state of Washington and visitors who come from all over the world. I know that you visited Olympic National Park last week—and you saw how scenic it is, and a hint of how brutal the weather can be. It’s called Hurricane Ridge for a reason. The Hurricane Ridge Day Lodge burned down in a tragic fire two years ago. Congress delivered the emergency funding necessary to rebuild it last year. In the execution report that you delivered to the Committee in February—the disaster funding spend plan—you included the money for Olympic National Park, which I understand is for Hurricane Ridge. Do you have any updates on the next steps for that project?”
    Secretary Burgum said, “No, but I did have an opportunity with a park superintendent and some of the lead people who actually work at hurricane ridge and thankfully there was not 70 mile-per-hour wind, it was beautiful, sunny, calm, gorgeous. But I got to see the site where the fire had happened and was able to meet with them regarding the plans they have. It looks like a great project.”
    “Good, and can you just keep my staff and me updated on that project as it moves forward, it’s really important to all of us,” Senator Murray replied.
    [SWEEPING STAFF CUTS AT NATIONAL PARKS]
    Senator Murray turned her questioning to the sweeping staffing reductions taking place under Secretary Burgum’s leadership at DOI, “In your short tenure, you have overseen significant staffing reductions—over 10 percent—and reorganization efforts across the Department of the Interior, with I understand more firings to come. The National Park Service has lost 18 percent of its staff. You managed to fire the only plumber at Mount Rainier National Park. There is just nothing efficient about that kind of management. You’ve also decided that what few staff remain at our National Parks will focus solely on visitor services—that really abandons the conservation mission, which no doubt will lead to the degradation of our natural resources and our parks. On May 8th, five former NPS directors—from Republican and Democratic administrations alike—raised really grave concerns about these decisions. They wrote that the National Park Service’s founding statute requires conservation at our parks so they will be ‘unimpaired for the enjoyment of future generations.’ We need trail guides and biologists. We need EMTs and geologists. We need snow plow drivers and historians. Mr. Secretary, do you acknowledge that you have a statutory obligation to conserve our national parks? A simple yes or no here please.”
    Secretary Burgum responded, “Yes.”
    “Well, it just feels to me watching this that you are abandoning that obligation with your staffing cuts. Your job is to carry out the laws that Congress has passed, not as you wish they were written. Let me ask you, how many people do you plan to fire from the National Park Service?” Senator Murray pressed.
    “Let me respond by saying I’m going to repeat myself, that there is an opportunity to have more people working in our parks in all the positions that you described, Senator, and to have less people working for the National Park Service. We just have to accept that this math, that if you have a situation where slightly less than 50% of the people actually work in the park, that everything you said, I can increase the number of people in the park but still decrease the number of people on payroll at the National Park Service because we are eliminating overhead back office, IT, and HR roles,” answered Secretary Burgum in part.
    Senator Murray pushed back, “It’s huge cuts. The people you’re talking about are actually the support staff, and when you cut support staff, that’s not efficient. How does someone drive a snowplow if you don’t have a staffer that makes sure that the government gets the best deal to buy that snowplow? There is many, many detailed people that you are talking about that actually make sure that the spending is efficient, that the people are efficient. We all know how important staff is, you can’t survive without them. Those are the people that you are letting go. We can’t be efficient if they are not there.”
    Secretary Burgum tried to change the subject, “Are you suggesting that the National Park Service today is operating at peak efficiency?”
    “I would suggest that I welcome any suggestions to us about how to be efficient, but just mass across-the-board cuts and firing is really going to not increase efficiency at our parks. And that, I think, we all should be very concerned about,” Senator Murray responded, emphasizing that mass firings are not the answer.
    “But if the goal is for us to have more people working in the parks, you’re comfortable if I could get to a spot where I have more people working—” Secretary Burgum again avoided the question.
    Senator Murray said, “You show me what employees you are leaving behind that don’t support someone that makes sure that they have the equipment that they need that is up to date, it is running. Those kinds of things, you can’t just cut those people and expect people to be out in the national park without somebody who is making sure that their equipment is safe, that their hours are maintained, all the things that it takes to run a place. Our national parks are huge. They take a lot of people to run.”
    Secretary Burgum again dodged, failing to state the number of employees he expects to lose at NPS.
    Senator Murray then followed up to state: “One thing that I’m really concerned about, and everyone should be, is our national wildland firefighting efforts and countless staff who provide the necessary support there. For example, firefighters put their lives at risk. Without the support they need in many different roles, it just gets more dangerous. Those are the kinds of people I’m extremely concerned about, that without thought or really smart moves, that we are going to be putting our parks at risk.”
    [DEVASTATING PROPOSED FUNDING CUTS FOR TRIBES]
    Senator Murray then asked about proposed budget cuts at DOI, such as cuts of $617 million from core programs at the Bureau of Indian Affairs, $107 million from the BIA’s law enforcement office, and $187 million—nearly eliminating—funds to build Tribal schools, “You have a role in fulfilling the Federal Government’s trust and treaty responsibilities to our Tribes. I see numerous cuts across the budget that defunds Tribal police, the Bureau of Indian Affairs. How many Tribes have you personally consulted with on your budget request?”
    “I’ve been meeting with tribes every week since I’ve been here. I’ve got a deep understanding of our challenges and shortage in law enforcement,” replied Secretary Burgum.
    “There’s 574 Tribe—which ones have you consulted or met with?” Senator Murray asked again.  
    Secretary Burgum said, in part: “I’m happy to provide you a list, but I just recently had the Interior Secretary Tribal Advisory Committee, we had 24 representatives from tribes from across the country actually meeting in my office just a couple weeks ago.”
    Senator Murray and Secretary Burgum discussed the funding, and Murray concluded: “I just want to say that my tribes in Washington state are deeply concerned, they’re telling us that these layoffs will eliminate natural resource management, basic social services and they are horrified. So, I hope that in your list you will provide me, that I see some of their names.”

    Report: President Trump’s Attacks on National Park Service are Hurting Communities Across Washington State
    This report is part of a series detailing the harm President Trump and Elon Musk’s reckless and devastating attacks on the federal workforce are causing on the ground in Washington state. The Trump administration’s mass firings and harmful actions have real consequences for Washington state residents and their communities.
    This report focuses on how the Trump administration’s cuts and planned cuts of National Park staff will reduce access to our public lands, harm Washington’s gateway communities, jeopardize natural resources, and make National Parks less safe for visitors.
    National Park Service is Critical to Ensuring All Americans Can Safely Visit Our Most Iconic Public Lands This Summer and Beyond
    Across the country, National Park Service rangers work hard to keep visitors safe, protect natural resources, and create an inspiring and educational experience for visitors. For over a decade, the National Park Service has had to operate at low staffing levels, despite significant increases in visitation.[1] Yet, under the Trump Administration, the National Park Service has frozen hiring, rescinded seasonal employment offers, pushed employees to resign, and laid off 1,000 permanent employees.[2] The National Park Service has also been ordered to submit a restructuring plan, and the Department of the Interior plans “additional massive layoffs” in the coming months. Without sufficient staff, visitor centers and campgrounds may close, bathrooms will not be properly maintained, emergency response times will drop, and important ranger services from interpretation to providing safety advice will be unavailable.
    Layoffs at the National Park Service Will Reduce Access to Washington’s National Parks.
    The National Park Service has a significant footprint in Washington, home of the iconic Mount Rainier, Olympic, and North Cascades National Parks, along with historically significant sites across the state—like Fort Vancouver, the Manhattan Project National Historical Park, the Bainbridge Island Japanese American Exclusion Memorial, and more. At the Lake Roosevelt National Recreation Area, Sam Peterson was one of the National Park Service staff fired on February 14, after accepting a promotion to become a park ranger just three months prior.
    “Americans aren’t getting what they’ve paid for—they’re not operating under a new budget. The Park Service is supposed to have a park ranger in my position at Lake Roosevelt, so there’s going to be fewer visitors who get important safety messaging, fewer visitors who can have their questions answered, and fewer kids that can go on a field trip led by a ranger. There may be safety impacts during the busy season, if we aren’t able to get out safety messaging as effectively. There’s supposed to be a team of nine interpreters at Lake Roosevelt—now there are only three,” said Peterson.
    In response to court orders, the National Park Service offered many fired employees, including Peterson, their positions back.[3]
    “I want to return to the Park Service someday, but right now, it doesn’t feel stable for either myself or my family, because we just don’t know what the next couple of months—and certainly the next couple of years—will bring. I turned down my job when it was offered back to me, because I was living in government housing at the time of my termination—I was given 60 days to leave. I signed a new lease and started a new job six hours away just before I was offered my job back. Even though it was tempting to accept my job back, I couldn’t do it,” said Peterson.
    Washington state’s outdoor recreation community has a front row seat to the local impacts of cutting staff at the National Park Service. Last year, the Mountaineers—an outdoor recreation group—led 727 trips, activities, and courses in Washington’s National Parks, serving 3,456 students.
    “We got word that the only plumber at Mount Rainier National Park was fired. That’s the kind of thing that you don’t see when you’re visiting the parks. But if a wastewater system goes down then they’re going to have to close bathrooms, that’s a public safety issue. You can’t have people visiting our parks if there are no sanitary facilities,” said Betsy Robblee, Conservation and Advocacy Director for the Mountaineers.
    “We’re also concerned about campgrounds opening up. There’s a lot of staff that are needed to open campgrounds, whether that’s removing hazardous trees from areas near campsites or opening up and testing the water system. If you don’t have staff to do that, that’s going to either delay or maybe prevent many campsites from opening. Hurricane Ridge, in Olympic National Park, lost one of their road crew members as part of the firing of probationary employees. If you don’t have enough road crew members to clear the road up to Hurricane Ridge, that area just can’t open,” said Robblee.
    In addition to the critical work conducted by National Park Service staff, Washington state has a uniquely strong volunteer community. The Washington Trails Association contributes thousands of volunteer hours to critical trail maintenance projects in places like Mount Rainier National Park.
    “We have had a decades-long relationship with Mount Rainier, but it’s built on working with National Park Service staff to plan projects so that we can leverage volunteers and bring them to the Park to help steward those places. The fear is that the public side of that public-private partnership is being eroded. We won’t be able to complete our mission to take care of these places without the Park Service being there as our partner,” said Michael DeCramer, Policy and Planning Manager for the Washington Trails Association.
    DeCramer is keenly aware of how reduced staffing will impact visitor experience.
    “There are just enough people at Mount Rainier National Park in the winter to keep the roads open and if somebody calls out sick, the gate doesn’t open,” said DeCramer, highlighting how vital staff are for providing access to our public lands.
    Following public outcry, the National Park Service proposed expanding their hiring of seasonal workers to meet the needs of increased visitation during the high season.
    “While that’s great in theory, a lot of parks haven’t been allowed to repost seasonal job postings, so they’re having to use the candidate pool from when the job was posted in October or November of last year. That’s now almost six months ago—a lot of the people who applied have already moved on,” said Peterson.
    “Seasonal employees do great work, and they’re absolutely necessary, but you also need stability year-over-year through permanent employees to train those seasonal employees and maintain institutional integrity, especially in the off season. Even though we think of parks as places we go to in the summer, staff are still needed for visitors during the off season and shoulder season. The off season is also when a lot of maintenance and repair work takes place, so that parks are ready for their high season. It’s not efficient to just say, ‘oh, we will fire all of these people and then hire a bunch of part time workers instead,’” said Peterson.
    Reduced Park Access Will Hurt Local Economies in Washington’s Gateway Communities
    In 2023, outdoor recreation contributed $22.5 billion to Washington’s economy and made up 3.2% of the state’s total jobs.[4] This economic impact is particularly important for gateway communities—those located closest to Washington’s National Parks. 
    The American Alpine Institute is a mountain climbing school and guide service with 60 employees and a significant presence in Washington state. Executive Director Jason Martin is also a mountain rescue volunteer, a former president of the Bellingham Mountain Rescue Council, and has worked extensively with the American Mountain Guides Association. After the initial round of layoffs, he reached out to people working in the National Park Service to try to understand how the layoffs may impact outdoor recreation.
    “Throughout the outdoor industry—which I represent in a couple of different ways: as a commercial operator, as a volunteer rescuer, and as an outdoor recreationalist—in many cases, we just don’t know what’s going on right now. We don’t know who to talk to. We don’t know who to ask about things,” said Martin.
    The Mount Rainier Business Alliance is a coalition of local business owners in Ashford, Elbe, Alder, and Mineral, Washington, whose members deeply understand the economic impacts of staffing cuts to the National Park Service.
    “In Ashford, which is the main town right outside of Mount Rainier National Park, everything is closely tied to the National Park—from our economy to our safety. So these cuts, while perhaps just seen as being cuts to the National Park, in some ways are really cuts to our community,” said Nickolas Neville, President of the Mount Rainier Business Alliance.
    For small business owners near Mount Rainier National Park, reductions in staffing at the National Park Service could make it impossible for them to keep their doors open.
    “This whole part of our county relies entirely on the people that decide to make the trip out to Mount Rainier. Making that more difficult, especially with how challenging access to the mountain has been because of lack of staffing—I could see causing businesses to shut down, businesses that are already struggling. I could see it impacting how often we get tourists here renting out properties and short-term rentals. This part of Pierce County is already on life support,” said Cat Larrow, head of the Community Advocacy Committee of the Mount Rainier Business Alliance.
    Layoffs at the National Park Service Will Reduce Emergency Services at Washington’s National Parks
    In addition to maintaining the parks and educating visitors, park rangers ensure that visitors are safe and serve as first responders when emergencies arise. 
    “The Golden West Visitor Center at North Cascades National Park on Lake Chelan has struggled to stay open because they just haven’t had the staff they need to operate. That’s a key entry point for the Steven Mather Wilderness and the southern end of North Cascades National Park. My fear is that there’s just no slack at the Park Service. These folks are already doing everything they can. And you’re still going to have people wanting to visit the parks, but services are going to suffer,” said Michael DeCramer, Policy and Planning Manager for the Washington Trails Association. 
    “If there is a search and rescue operation needed, they might not be able to provide the staff for the level of service that we expect. Things might have to close if there’s a wildfire in the Park. We may not have the staff with the skills needed to respond in the way that we’re used to. And I see a lot of potential risk to the public. Not to be dire, but these cuts will be felt both in terms of loss of services but also decreased safety for the public, because park rangers are first responders,” said DeCramer.
    In addition to search and rescue and wildfire response, park rangers provide valuable safety information to visitors to prevent emergencies from happening in the first place.
    “Even just the rangers who sit at Artist Point handing out information to people about mountain rescues are important. I’ve done dozens and dozens of rescues in that area, mostly people who have broken bones. But if there’s nobody sitting there to warn someone that they’re actually walking into the wilderness. There’s a lot of concern,” said Jason Martin, the Executive Director of the American Alpine Institute, and a mountain rescue volunteer.
    Across Washington’s Parks, decreased staff creates safety concerns for visitors.
    “We are a very outdoor engaged state and people just go up to visit the woods constantly. I love that people are engaged, but the Park Service is putting people at risk on any given day by not having enough staff to maintain these parks,” said David Beard, Director of Policy & Government Affairs for the Children & Nature Network.
    Layoffs at the National Park Service Will Harm Washington’s Natural Resources for Future Generations
    Washington’s National Parks contain some of America’s most precious natural resources and iconic landscapes. When people visit these special places, it often has a lasting impact.
    “We all have memories of a visit to our National Parks. My three kids have more than 50 Junior Ranger badges they have earned over the years. Are there going to be people there to raise their hand and swear in the six-year-old to be a Junior Ranger? All those things are likely going to be in question,” said Tom Uniack, Executive Director for Washington Wild.
    “If people aren’t able to visit our Parks, or they have negative experiences, then we’re losing out on those amazing connections that people have to the natural world that can change their lives. They develop a stewardship ethic. They want to care for these places, and they want to advocate to protect these places. And looking towards future generations, if this continues, future generations may not get to have the same experiences in these places as we are fortunate to have today,” said Betsy Robblee, Conservation and Advocacy Director for the Mountaineers.
    “Washington is a beautiful state. I was born and raised here. My dad was a climber. I really worry that whether it’s the National Park Service or the Forest Service or the Bureau of Land Management, not having the funding and staff to clean bathrooms, keep the gates open, and haul out trash. Garbage piling up can have lasting impacts on wildlife like bears and ravens and mountain lions,” said Jonathan Spitzer, Director of Operations for Alpine Ascents.
    As the summer season approaches, cuts to the National Park Service will be acutely felt across Washington state—from small businesses in gateway communities to the safety and quality of visitor experiences in Olympic, North Cascades, and Mount Rainier National Parks. Washingtonians understand that these iconic public lands belong to the public, and that it takes a strong National Park Service to steward them for visitors today and tomorrow.

  • MIL-OSI Global: FDA limits access to COVID-19 vaccine to older adults and other high-risk groups – a public health expert explains the new rules

    On May 20, 2025, the Food and Drug Administration announced a new stance on who should receive the COVID-19 vaccine.

    The agency said it would approve new versions of the vaccine only for adults 65 years of age and older as well as for people with one or more risk factors for severe COVID-19 outcomes. These risk factors include medical conditions such as asthma, cancer, chronic kidney disease, heart disease and diabetes.

    However, healthy younger adults and children who fall outside of these groups may not be eligible to receive the COVID-19 shot this fall. Vaccine manufacturers will have to conduct clinical trials to demonstrate that the vaccine benefits low-risk groups.

    FDA Commissioner Martin Makary and the agency’s head of vaccines, Vinay Prasad, described the new framework in an article published in the New England Journal of Medicine and in a public webcast.

    The Conversation U.S. asked Libby Richards, a nursing professor involved in public health promotion, to explain why the changes were made and what they mean for the general public.

    Why did the FDA diverge from past practice?

    Until the May 20 announcement, getting a yearly COVID-19 vaccine was recommended for everyone ages 6 months and older, regardless of their health risk.

    According to Makary and Prasad, the Food and Drug Administration is moving away from these universal recommendations and instead taking a risk-based approach based on its interpretation of public health trends – specifically, the declining COVID-19 booster uptake, a lack of strong evidence that repeated boosters improve health outcomes for healthy people and the fact that natural immunity from past COVID-19 infections is widespread.

    The FDA states it wants to ensure the vaccine is backed by solid clinical trial data, especially for low-risk groups.

    Was this a controversial decision or a clear consensus?

    The FDA’s decision to adopt a risk-based framework for the COVID-19 vaccine aligns with the expected recommendations from the Advisory Committee on Immunization Practices, an advisory group of vaccine experts offering expert guidance to the Centers for Disease Control and Prevention on vaccine policy, which is scheduled to meet in June 2025. But while this advisory committee was also expected to recommend allowing low-risk people to get annual COVID-19 vaccines if they want to, the FDA’s policy will likely make that difficult.

    Although the FDA states that its new policy aims to promote greater transparency and evidenced-based decision-making, the change is controversial – in part because it circumvents the usual process for evaluating vaccine recommendations. The FDA is enacting this policy change by limiting its approval of the vaccine to high-risk groups, and it is doing so without any new data supporting its decision. Usually, however, the FDA broadly approves a vaccine based on whether it is safe and effective, and decisions on who should be eligible to receive it are left to the CDC, which receives research-based guidance from the Advisory Committee on Immunization Practices.

    Additionally, FDA officials point to Canada, Australia and some European countries that limit vaccine recommendations to older adults and other high-risk people as a model for its revised framework. But vaccine strategies vary widely, and this more conservative approach has not necessarily proven superior. Also, those countries have universal health care systems and have a track record of more equitable access to COVID-19 care and better COVID-19 outcomes.

    Another question is how health officials’ positions on COVID-19 vaccines affect public perception. Makary and Prasad noted that COVID-19 vaccination campaigns may have actually eroded public trust in vaccination. But some vaccine experts have expressed concerns that limiting COVID-19 vaccine access might further fuel vaccine hesitancy because any barrier to vaccine access can reduce uptake and hinder efforts to achieve widespread immunity.

    What conditions count as risk factors?

    The New England Journal of Medicine article includes a lengthy list of conditions that increase the risk of severe COVID-19 and notes that about 100 million to 200 million people will fall into this category and will thus be eligible to get the vaccine.

    Pregnancy is included. Some items on the list, however, are unclear. For example, the list includes asthma, but the data that asthma is a risk factor for severe COVID-19 is scant.

    Also on the list is physical inactivity, which likely applies to a vast swath of Americans and is difficult to define. Studies have found links between regular physical activity and reduced risk of severe COVID-19 infection, but it’s unclear how health care providers will define and measure physical inactivity when assessing a patient’s eligibility for COVID-19 vaccines.

    Most importantly, the list leaves out an important group – caregivers and household members of people at high risk of severe illness from COVID-19 infection. This omission leaves high-risk people more vulnerable to exposure to COVID-19 from healthy people they regularly interact with. Multiple countries the new framework refers to do include this group.

    Why is the FDA requiring new clinical trials?

    According to the FDA, the benefits of multiple doses of COVID-19 vaccines for healthy adults are currently unproven. It’s true that studies beyond the fourth vaccine dose are scarce. However, multiple studies have demonstrated that the vaccine is effective at preventing the risk of severe COVID-19 infection, hospitalization and death in low-risk adults and children. Receiving multiple doses of COVID-19 vaccines has also been shown to reduce the risk of long COVID.

    The FDA is moving to risk-based access for COVID-19 vaccines.

    The FDA is requiring vaccine manufactures to conduct additional large randomized clinical trials to further evaluate the safety and effectiveness of COVID-19 boosters for healthy adults and children. These trials will primarily test whether the vaccines prevent symptomatic infections, and secondarily whether they prevent hospitalization and death. Such trials are more complex, costly and time-consuming than the more common approach of testing for immunological response.

    This requirement will likely delay both the timeliness and the availability of COVID-19 vaccine boosters and slow public health decision-making.

    Will low-risk people be able to get a COVID-19 shot?

    Not automatically. Under the new FDA framework, healthy adults who wish to receive the fall COVID-19 vaccine will face obstacles. Health care providers can administer vaccines “off-label”, but insurance coverage is widely based on FDA recommendations. The new, narrower FDA approval will likely reduce both access to COVID-19 vaccines for the general public and insurance coverage for COVID-19 vaccines.

    The FDA’s focus on individual risks and benefits may overlook broader public health benefits. Communities with higher vaccination rates have fewer opportunities to spread the virus.

    What about vaccines for children?

    High-risk children age 6 months and older who have conditions that increase the risk of severe COVID-19 are still eligible for the vaccine under the new framework. As of now, healthy children age 6 months and older without underlying medical conditions will not have routine access to COVID-19 vaccines until further clinical trial data is available.

    Existing vaccines already on the market will remain available, but it is unclear how long they will stay authorized and how the change will affect childhood vaccination overall.

    WASHINGTON, DC — In anticipation of Secretary of State Marco Rubio’s first appearance before the House Foreign Affairs Committee, Congresswoman Sydney Kamlager-Dove (D-CA) led 55 lawmakers in a bipartisan letter to Secretary Rubio inquiring about the State Department’s plans to ensure quick and secure visa processing for the expected influx of visitors coming to the U.S. for the 2026 FIFA World Cup, 2028 Olympic Games, and other major international sporting competitions. Reps. Young Kim (R-CA),  Darin LaHood (R-IL), and Nikema Williams (D-GA) joined as co-leads. 

    Currently, six countries–Canada, Colombia, Honduras, India, Turkey, and UAE—have at least one U.S. diplomatic post with visa appointment wait times that extend beyond the start of the first FIFA26 game in the United States. 

    “The Olympics have the potential to bring up to 15 million visitors to the U.S. and produce an estimated $18 billion in economic impact. Over 5 billion viewers are projected to watch the FIFA World Cup, which could bring millions of visitors to the United States across 11 cities and generate an estimated $3.75 billion in economic revenue,” the lawmakers wrote.

    They continued, “However, the success of these games hinges on the State Department’s ability to efficiently process the visa applications of spectators, athletes, and media, including providing adequate visa appointment availability and strategically offering visa interview waiver services where appropriate.

    “To meet the moment, the State Department must not take a business-as-usual approach. Accommodating the anticipated surge in international visitation will require innovative solutions in the visa adjudication process that will allow us to maintain security safeguards while reducing unnecessary bureaucratic hurdles. It is critical to begin preparations now to demonstrate our nation’s ability to welcome the world,” the lawmakers concluded.

    The letter also encouraged the Administration to update its current visa process to address visa processing challenges, including strategies to:

    • Develop a visa issuance process that maintains necessary security protocols while expediting processing for accredited individuals and entities participating in the games;
    • Ensure Consular Affairs is sufficiently resourced to support visa processing offices at overseas posts, disseminate information to Consular Affairs officers regarding games-related visa appointments, and handle the increased demand for visas well ahead of the games;
    • Establish protocols for visa issuance and entry from countries that are sanctioned or do not have U.S. consular offices, ensuring that all eligible athletes and support staff can participate in the games; and
    • Consider regulatory adjustments or other measures to reduce visa appointment wait times.

    BOISE — Attorney General Raúl Labrador led a 26-state coalition, along with Indiana, in filing an amicus brief in the U.S. Court of Appeals for the D.C. Circuit supporting the federal government’s appeal in Doe v. Bondi. The appeal challenges a lower court’s preliminary injunction against a Trump Administration policy that protects the dignity, safety, and privacy of female inmates by requiring federal prison housing assignments based on biological sex. The policy also prohibits the use of taxpayer funds for sex-change procedures in federal prisons.
    “Truth matters—and it’s under attack in our culture today,” said Attorney General Labrador. “We’re standing up for biological reality, lawful executive authority, and the dignity and safety of women. If government policy or court rulings deny basic truth, it threatens both public trust and the rights of individuals.”
    In January 2025, President Trump signed Executive Order 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. Among its provisions, the Order directed the Bureau of Prisons to house inmates according to their biological sex. It also prohibited federal funding for sex reassignment surgeries and related procedures in prisons and immigration detention centers.
    Shortly after the policy was issued, a lawsuit was filed in federal court seeking to block the housing provisions and the restriction on taxpayer-funded procedures. The plaintiffs aim to compel federal prison officials to place biologically male inmates in female correctional facilities and to provide sex-change operations at public expense.
    In response, Idaho is leading a multistate amicus brief urging the D.C. Circuit to defer to the Executive Order that directs federal prisons to house inmates according to their biological sex and bars federal funding for sex-change drugs and surgeries. The States argue that prison officials must be free to manage housing and medical decisions because they alone have the expertise to balance competing safety, privacy, and medical risks in a dangerous prison environment, and because placing biological males in women’s units jeopardizes female inmates’ privacy, safety, and dignity. 
    The case, Doe v. Bondi, is currently pending before the U.S. Court of Appeals for the D.C. Circuit. Idaho’s brief supports the federal government’s appeal and the Administration’s authority to enforce policies that prioritize safety and biological reality in federal custody.

    AMSC reported net income for fiscal 2024 of $6.0 million, or $0.16 per share, compared to a net loss of $11.1 million, or $0.37 per share in fiscal 2023. The Company’s non-GAAP net income for fiscal 2024 was $24.0 million, or $0.65 per share, compared with non-GAAP net income of $0.6 million, or $0.02 per share, for fiscal 2023. Please refer to the financial table below for a reconciliation of GAAP to non-GAAP results.

  • MIL-OSI Global: Worker-led programs are tackling gender-based violence in supply chains, but they’re at risk

    Gender-based violence and harassment is a widespread issue in supply chains. Women workers in garment manufacturing, food production and hospitality are routinely subjected to unwanted touching and sexual advances and inappropriate comments, while promotion and advancement are often conditional on sex. In the most severe cases, this abuse escalates to sexual assault and rape.

    Despite decades of awareness and an International Labour Organization convention passed in 2019 and ratified by 49 countries, research indicates little progress has been made.

    A 2024 report from Statistics Canada, for instance, has found that 47 per cent of women have experienced some form of harassment or sexual assault in the workplace.

    Rates of gender-based violence and harassment are thought to be even higher in some countries and industries. In Bangladesh, a 2018 study found at least 60 per cent of garment workers had experienced it in the previous year. Another found 85 per cent of garment workers in Indonesia were concerned about sexual harassment at work.

    In the face of such a persistent global issue, women working in garment supply chains have pioneered a highly effective solution for tackling gender-based violence and harassment.

    Worker-led binding agreements

    Supported by labour unions and organizations like the Asia Floor Wage Alliance, Worker Rights Consortium and Global Labor justice, women workers have led the development of legally binding agreements with brands and suppliers to eliminate gender-based violence and harassment.

    The latest of these is called the Central Java Agreement for Gender Justice. Signed in July 2024, it covers 6,250 workers producing clothing for brands like Nike and Fanatics, Inc. under licenses with universities affiliated with the Worker Rights Consortium.

    Worker Rights Consortium persuaded Fanatics, which is also licensed to produce apparel bearing the Nike logo, to enter into the agreement in response to complaints of gender-based violence and harassment at two garment factories in central Java, Indonesia, owned by the Korean-based firm Ontide.

    This agreement creates a union-led program to address the problem at two Indonesian factories; if factory management does not comply, it risks losing business with Nike and Fanatics.

    Building on success from India to Indonesia

    The 2024 Central Java Agreement builds on and incorporates key features of previous worker-led agreements to address the issue.

    In particular, it builds on the 2022 Dindigul Agreement to Eliminate Gender-Based Violence and Harassment in India and the 2019 Agreements to Eliminate Gender-Based Violence and Harassment in Lesotho.

    The Dindigul agreement was led by an independent, majority-Dalit trade union run by women. It established a set of legally binding agreements with major garment companies including H&M Group, Gap Inc., PVH and Eastman Exports Global Clothing Ltd.

    The Lesotho agreements involved brands such as Levi Strauss & Co., Nien Hsing Textile Co., unions, women’s rights advocates and labour organizations.

    While each agreement is unique, they all adhere to the principles of worker-driven social responsibility.

    Under this governance model, “worker organizations and unions, suppliers, and brand companies enter into enforceable and legally binding agreements” and “transnational corporations use their leverage and supply chain relationships to effect change amongst supplier worksites.”

    A new model of accountability

    These agreements include worker-led detection and remediation systems to address gender-based violence and harassment. For example, under the Lesotho agreement, workers can access a 24-hour hotline operated by a local women’s organization to lodge complaints or bring them directly to the unions involved in the agreement.

    The Dindigul agreement also provides multiple channels for workers to raise complaints of gender-based violence and harassment, including shop floor monitors selected by the local union (one for every 25 workers). It also offers multiple avenues for raising complaints, including to the union or to sexual harassment committees required under Indian law.

    Under the Central Java Agreement, workers can bring complaints to committees aimed at eliminating the problem, to shop floor monitors or their unions. Not only do each of the agreements permit workers to request independent investigations, they all provide a wide array of remedies in the case of any incidents and violations of freedom of association.

    What sets these agreements apart from most other initiatives to combat gender-based violence and harassment in supply chains is that they actually work. One study of the two-year impact of the Dindigul Agreement by Cornell University’s Global Labor Institute found that 76 per cent of grievances were resolved in two weeks.

    The report said the program “constituted a powerful monitoring mechanism, ensuring effective remediation and deterring violations” of both gender-based violence and harassment and freedom of association — briefly put, the right to voluntarily join or leave groups (like unions), and for those groups to pursue collective action.

    Now, a key question is whether and to what extent these successful programs will continue to thrive and grow under the current “America First” agenda of the U.S. government.

    Progress under threat

    Despite their success, these worker-led initiatives face mounting challenges.

    Labour organizations that support these agreements are under strain, with some potentially at high risk of collapsing. The U.S. Bureau of International Labor Affairs is cutting US$500 million in funding that supports labour enforcement efforts across 40 countries.

    At the same time, company rollbacks of diversity, equity and inclusion programs are constraining, if not eliminating, the political space in which labour groups negotiate such agreements.

    Tariffs and upheaval in global trade — especially efforts to redraw supply chains to evade costly tariffs — gives brands cover to withdraw commitments to worker-led initiatives and change sourcing patterns to circumvent them.

    Within the United States, cuts and funding freezes — including to sexual assault prevention groups — are a worrying sign that support for preventing gender-based violence and harassment and helping its survivors are being undercut and failing.

    If labour stakeholders lose the resources to support such initiatives, the impacts on women and workplaces within supply chains across the world will be devastating. These programs show that when workers lead, real change is possible, but they need continued investment and political support to survive.

    SAN ANGELO, TX — Congressman August Pfluger (TX-11) announced Korbin Jastrow as the winner of the 2025 Congressional Art Competition in Texas’s 11th Congressional District. Jastrow is a Senior at San Angelo Central High School. This year’s theme was ‘Texas to Me’, and the winning artwork will be displayed in the U.S. Capitol building for the next year.

    “For yet another year, I was completely blown away by the talent and creativity of so many art submissions from students across TX-11. While it was hard to select a winner from all the incredible entries, in a blind selection process, the committee picked Ms. Jastrow’s piece ‘The Exception’ because of its unique take on Texas agriculture, as well as its incorporation of our beloved Texas wildflowers. It’s a great combination of multiple parts of the district – embodying the rugged, agriculture-centric spirit of West Texas and the lush, colorful brightness of the Texas Hill Country, both of which I am honored to represent,” said Rep. Pfluger.

    In her submission, Ms. Jastrow explained how she created the piece, stating, “The cow was drawn with pencil, then stamped with handmade stamps representing the Indian paintbrush and bluebonnets. The background was done with acrylic paint, and the shadows behind the cow were done with tissue paper.”

  • MIL-OSI Global: Why the UK government is opposing universities on immigration

    The UK government has announced its plans for controlling immigration, and these include new rules for international students.

    The recent white paper on immigration proposes that most graduates will be allowed to stay in the UK for 18 months after their course finishes. This is six months less than currently permitted.

    There will be a higher bar for universities to sponsor visas, excluding those universities at which higher numbers of students fail to complete their courses. The white paper also proposes a 6% levy on universities’ income from international students.

    Universities think these changes will worsen their financial problems. However, this appears less important to the government than controlling immigration.

    Universities are one of the UK’s strongest global assets, generating influence alongside export income. After the general election last year, science minister Peter Kyle vowed Labour would end what he termed the “war on universities” conducted by the previous Conservative government. That included a more welcoming approach to international students.

    One reason for the change in tone and policy signalled by the white paper is common to other popular destinations for international students: the rise of nationalist parties opposed to immigration. But there is another reason specific to the UK, which is the government’s aim to reform higher education.

    Politics and immigration

    Two weeks before the release of the immigration white paper, the Reform party secured control of ten local authorities across England, winning 677 seats. The party’s rising popularity will be of increasing concern to the Labour government.

    Reform is concerned about the effects of immigration on communities and wages. This affects international students because they figure within immigration statistics and increasingly stay for work.

    Like nationalist and anti-immigration parties in other countries, Reform also gains more support from voters without a university degree.

    In the US and Netherlands, similar movements have taken steps to reduce university funding and international students once in power. But these policies are not confined to nationalist parties.

    Canada and Australia’s Liberal and Labour governments also signalled caps on international student recruitment before their re-election earlier this year.

    This appears to be the strategy adopted by the UK’s Labour party – that it wants to assure voters who are more concerned about immigration than university finances.

    Higher education policy

    Alongside this, the government thinks employers are too reliant on migrant labour, and universities on international students. It wants them to focus more on developing the UK workforce. That requires employers to invest in skills development, and universities to provide courses that build crucial capabilities for the future.

    The white paper states that “at a time when skills matter more than ever to the economy and people’s employment prospects, there has been a long-term lack of coordination or investment to deliver the skills and capabilities our economy needs”.

    In England, coordinated higher education investment is difficult because most government funding is routed through loans to students. This encourages universities to meet demand from young people, which does not necessarily align with economic and public service priorities.

    After years of anaemic economic and productivity growth but repeated increases to the minimum wage, one-tenth of graduates now earn little more than that threshold.

    In response, the last government encouraged young people to take apprenticeships rather than university degrees. It also allowed student maintenance loans and fees to decline in value in real terms.

    Universities filled the gap in their income with international students – particularly one-year taught postgraduates from Nigeria and India who often bring family members then stay for work. This made universities reliant on short-term income, while increasing immigration statistics.

    Changes to family visa rules, combined with a global economic downturn and geopolitical tensions, have led universities to forecast a 21% reduction in new international student entrants this year. And 44% of universities are expecting to be in financial deficit.

    Unlike its predecessor, the government accepts that UK student fees should increase with inflation, so has allowed this for the first time since 2017. But it wants a change from universities in return. Rather than relying on international students, they should make efficiencies and focus on courses that align with government priorities.

    In a system mostly financed by student fees, there are few levers for influencing this. The Office for Students, which regulates higher education, has been asked to focus on managing quality and financial risks rather than policy.

    Its funding for strategic priorities has been reduced. There are, though, three measures highlighted within the white paper that could become influential.

    First, the government is reforming the apprenticeships levy, so it can be used more flexibly for workforce development priorities. Second, the tightening of sponsorship rules aims to drive international recruitment towards courses supplying the highest levels of skills and knowledge. Third, the proposed levy on international student income equips the government to invest in priority courses, rather than relying on student choice.

    The first measure is already being implemented. A new organisation, Skills England, has been established to determine priorities for investment.

    This may include funds from the proposed levy on international student income, though the precedent of Australia suggests that may be difficult. Regardless, there is a mood in government for higher education reform.

  • MIL-OSI Global: Continuing to seek Chinese investment in the UK comes at a heavy political price

    One major consequence of the UK government’s resistance to rejoining the European single market is that it is forced to go around the world seeking trade deals and investment.

    Recently, the government has boasted of successful arrangements with India, the US, and some new agreements with the EU. But it has also found itself courting one highly dubious suitor.

    Since the chancellor of the exchequer, Rachel Reeves, went to Beijing in January 2025, the government has been focusing much of its attention on China. And while investment from the world’s second-largest economy is fairly unproblematic in a few sectors (some services and domestic real estate, for example), other areas are a cause for concern.

    Relying on Chinese money to support key sectors such as steel, telecommunications, advanced electronics, power and transport – all vital for Britain’s economic and geopolitical security – is potentially dangerous.

    Yet it has been going on for years. Efforts to secure funding by a previous Conservative government even allowed state-owned Chinese companies to invest in the UK’s nuclear future, despite considerable criticism from the likes of MI5 and the British military.

    Then there was the 2017 acquisition by a Chinese state-backed private equity firm of cutting-edge semi-conductor company, Imagination Technologies. Subsequent concerns over the leaking of its intellectual property prompted a parliamentary enquiry into foreign corporate asset-stripping.

    British Steel was also a target. Sold in 2019, it is now owned by a private company, Jingye, which in April 2025 moved to shut down operations at its Scunthorpe site by not supplying the raw materials required for its blast furnaces.

    In response, the UK government took emergency control of production in a scramble to stop the furnaces from going cold.

    That incident should have served as an urgent reminder to the government that it needs to be wary of the effect Chinese companies can have on the UK.

    Early signs, however, are not reassuring. Business secretary Jonathan Reynolds commented that Jingye was not acting in the “rational way” he would expect of a company in a market economy.

    But the government should know that when it comes to strategic decision-making, Chinese companies do not operate in ways that others consider rational. Put simply, they are not comparable to their equivalents in Britain or other liberal-market economies – because they are effectively controlled by the Chinese Communist Party (CCP).

    According to the CCP’s data, by 2017 it had established a formal presence inside 92% of larger private companies and 73% of all private companies in China. Those figures will certainly be higher now. And, as with the digital-technology firm Huawei, senior CCP members are often on a company’s boards of directors.

    So, while Jingye almost eliminated British Steel as a viable company, it can be reasonably assumed that a decision of such strategic and geopolitical importance would not have been taken by Jingye’s executives alone. They would have been “guided” by the CCP.

    Influence and infrastructure

    And of course, it’s not just steel production the UK should be concerned about. Chinese ownership now extends across many vital sectors.

    There’s the Chinese state-owned company, Beijing Construction Engineering helping to build a new science and innovation park next to Manchester airport. And the private Hong Kong company, CK Infrastructure which owns water companies serving north-east England, Essex and Suffolk.

    China Investment Corporation (state-owned) owns part of Heathrow, while China Huaneng (state-owned) operates Europe’s largest battery storage facility in Wiltshire. Meanwhile, wind turbine producer Mingyang (privately owned and reputedly linked to the Chinese military) is the preferred bidder for a new Scottish wind farm, despite being barred from a similar Norwegian development.

    All of these companies, irrespective of formal ownership, are likely to be subject to varying degrees of CCP influence and control (comment on the issue from Chinese companies is rare). And successive UK governments have either failed to appreciate the implications of this, or have accepted it as the price of gaining greater access to the Chinese market – especially for London’s financial sector.

    This was almost certainly a factor behind China’s involvement in the building of Hinkley Point’s new nuclear power station, and was at the forefront in Rachel Reeves’s discussions with the Chinese government earlier this year.

    Separately, Chinese investment in non-strategic sectors is much less controversial. One private conglomerate (Fosun) owns the Premier League side Wolverhampton Wanderers and formerly owned Thomas Cook.

    But the lesson from the British Steel fiasco is clear. We are now in a world where the political interests of major states trump the economic interests of their business corporations. Geopolitics takes precedence over geoeconomics.

    Consequently, Chinese firms – regardless of ownership status – should be barred from industries vital to the UK’s economic and political security. Anything less risks subordinating British interests to those of the Chinese Communist Party.

    Locals are elated at the Prime Minister’s planned visit. “It is a matter of honour that PM Modi is coming here. This visit will be a big gift for Bikaner,” said Jagdish Singh, a resident of the city, speaking with visible pride.

    The sentiment was echoed by Gajender Singh, a temple priest, who said: “The Prime Minister’s special attention to Rajasthan is evident, and we are hopeful of more development in the region.” He added that the people of Bikaner see this visit as a blessing and a recognition of the region’s spiritual significance.

    Today, the Reserve Bank released the May 2025 issue of its monthly Bulletin. The Bulletin includes two speeches, four articles and current statistics.

    The four articles are: I. State of the Economy; II. Economic Activity and Banknotes: New Approaches; III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches; and IV. Impact of Weather Anomalies on Vegetable Prices in India.

    I. State of the Economy

    Persistent trade frictions, heightened policy uncertainty, and weak consumer sentiment continue to create headwinds for global growth. Amidst these challenges, the Indian economy exhibited resilience. Various high frequency indicators of industrial and services sectors sustained their momentum in April. A bumper rabi harvest and higher acreage for summer crops, coupled with favourable southwest monsoon forecasts for 2025, augur well for the agriculture sector. Headline CPI inflation fell for the sixth consecutive month to its lowest since July 2019, primarily driven by the sustained easing in food prices. Domestic financial market sentiments, which remained on edge in April, witnessed a turnaround since the third week of May.

    II. Economic Activity and Banknotes: New Approaches

    This article investigates the impact of economic activity on banknotes in circulation, with a particular focus on the role of the formal sector. Leveraging high-frequency monthly nightlights data as a proxy for total economic activity and tax collection data as a measure of formal economic activity, the analysis isolates the effect of formalisation on Notes in Circulation (NiC), controlling for aggregate economic output.

    Highlights:

    • The growth rate in NiC (in value terms) during 2014 – 2024 was significantly lower as compared to that in the previous two decades.

    • The growth in NiC was noticeably higher than that in GDP during 1994 – 2004; the gap, however, has significantly reduced in the next two decades.

    • There exists positive relationship between nightlights and taxes and also between nightlights and GDP.

    • The article finds strong evidence that formal economic activity reduces the use of banknotes.

    III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches

    This article explores Destination Insights with Google (DIG), a non-traditional high-frequency data source, to track inbound tourism in India. DIG monitors global tourism trends through travel-related searches. The study examines the linkage between foreign tourist arrivals (FTA) and Google searches made for travel to India from the rest of the world.

    • There is a strong association between FTA and travel-related search volume index.

    • The index captures directional changes in FTA reasonably well.

    • The index Granger causes FTA implying its ability to serve as a leading indicator to predict FTA.

    IV. Impact of Weather Anomalies on Vegetable Prices in India

    Vegetable prices exhibit high volatility and play a major role in driving India’s food and headline inflation. The volatility in vegetable prices is often exacerbated by supply-side disturbances, predominantly driven by weather shocks warranting regular monitoring of evolving weather conditions. This study investigates how weather anomalies, particularly in rainfall and temperature, affect vegetable prices in India.

    Highlights:

    • After controlling for seasonality in vegetables prices as well as movements in market arrivals and reservoir levels, empirical estimates suggest that weather anomalies add to price pressures in vegetables with temperature anomalies having a more immediate impact.

    • Moreover, the impact of temperature anomalies has increased in recent periods, highlighting the need for faster adoption of temperature-resistant crop varieties to support the objective of price stability.

    City Councillors met today for the Annual General Meeting, which sees the Council make appointments to its various committees and regulatory boards, and to outside organisations and charities.

    Reflecting on the past twelve months, Councillor Nadine Peatfield, Leader of Derby City Council, celebrated a year of strong progress and delivery for Derby. A year in which the administration has worked to make improvements for the people of Derby and create a modern, ambitious and welcoming city.

    Cllr Peatfield also thanked the various Council departments that have supported the administration over the past twelve months, and marked this and previous administrations’ efforts on the Derby Market Hall, which will open on Saturday 24 May.

    The annual Mayor Making Ceremony also took place during the day, with Councillor Ajit Atwal elected Mayor of Derby for 2025/26.

    Cllr Atwal, a Liberal Democrat Councillor, has served the Littleover ward since 2010 and held the position of Deputy Mayor to Cllr Ged Potter in 2024/25.

    Councillor Philip Ingall was elected as the city’s Deputy Mayor for the next year. Cllr Ingall is one of the Independent Councillors for Chellaston and Shelton Lock.

    Emily Feenan, Director of Corporate Governance, as well as Derby City Council’s Monitoring Officer, said:

    I’d like to express my congratulations to Councillors Atwal and Ingall on these new appointments.   • MIL-OSI Security: Mission Woman Sentenced to Federal Prison for Larceny and Failure to Appear

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Mission, South Dakota woman convicted of Larceny and Failure to Appear. The sentencing took place on May 19, 2025.

    Kylie Leader Charge, age 19, was sentenced to eight months in federal prison, followed by three years of supervised release. Leader Charge was further ordered to pay a $200 special assessment to the Federal Crime Victims Fund and $1,000 in restitution.

    Leader Charge was indicted by a federal grand jury in February 2024. She pleaded guilty on February 20, 2025.

    The conviction for Larceny stemmed from an incident that occurred in November of 2023, within the Rosebud Sioux Indian Reservation, when Leader Charge and a co-defendant stole a vehicle near Mission, drove it in a reckless manner, and caused damage to the vehicle.

    Following her Indictment, Leader Charge was released on bond. On March 21, 2024, Leader Charge failed to appear for a bail review hearing as required by her bond conditions. She was subsequently indicted for Failure to Appear.

    These matters were prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal court as opposed to State court.

    These cases were investigated by the Rosebud Sioux Tribe Law Enforcement Services and the United States Marshals Service. Assistant U.S. Attorney Meghan N. Dilges prosecuted the cases.

    Leader Charge was immediately remanded to the custody of the U.S. Marshals Service.
