  • MIL-OSI USA: Strickland, Moore Introduce Bipartisan Legislation to Address Military Housing Affordability

    Washington, DC –Today, Congresswoman Marilyn Strickland (D-WA-10) and Congressman Blake Moore (R-UT-01) introduced the Low Income Housing for Defense Communities Act of 2024, a bipartisan piece of legislation to address military housing affordability by diversifying housing options for servicemembers serving in high-cost areas.

    “Servicemembers and their families should be able to afford to live where they are stationed. This is important for their quality of life, and affects readiness,” said Congresswoman Marilyn Strickland. “This credit encourages the building of more affordable housing near large military installations.”

    “When I got onto the Ways and Means Committee, Clearfield Mayor Mark Shepherd approached me with an idea to address the housing affordability challenges burdening our lower-enlisted servicemembers. Since then, my team and I ran with his idea and drafted legislation that we are introducing today. The Low Income Housing for Defense Communities Act will bring much needed relief and productivity to military families serving near major bases. I am so grateful Mayor Shepherd approached me with this idea, and I’m proud of the work we’ve done advancing it to this point,” said Congressman Blake Moore. “Housing has become a national security issue, as it impacts the readiness of Hill Air Force Base (HAFB) in Utah’s First District. As hundreds of lower-enlisted servicemembers are struggling to afford housing near the base and officers are being forced to turn down assignments in Utah because of the difficult real estate market, this bill will spur development interest for Low-Income Housing Tax Credit construction near large installations like HAFB. I thank Congresswoman Marilyn Strickland (WA-10) for her partnership in introducing this bill, and I look forward to seeing this bill make a meaningful impact in the lives of our servicemembers in Utah and across the nation.”

    This legislation will diversify the housing options available to lower-enlisted servicemembers serving in high-cost areas while also creating an increased Low-Income Housing Tax Credit (LIHTC) for buildings located within 15 miles of large military installations. Reps. Moore and Strickland have partnered with local stakeholders to create an additional arm of the LIHTC program to stimulate developer interest in building affordable housing near military installations.

    The introduction of the Low Income Housing for Defense Communities Act that Congresswoman Strickland co-sponsors addresses an acute affordable housing shortage impacting lower enlisted service members at Joint Base Lewis McChord,” stated Bill Adamson, Program Director for the South Sound Military & Community Partnership (SSMCP).

    “Across the nation, our military members continue to struggle with housing. Their Basic Allowance for Housing (BAH) continues to fall short of the rents in the surrounding communities, and as such, two, three and even four Airmen are forced to share an apartment so they can afford the rent. While there may be low-income housing in the areas surrounding the installations, the list of applicants for these units is long and the military members either won’t qualify because their BAH is included in their income calculations or they are so far down the list that they have been relocated to their next assignment before they make it to the top of the list,” said Clearfield Mayor Mark Shepard. “This bill will allow developers using Low Income Housing Tax Credits to build high quality rental units where the military members can have priority for the units. It also allows those military members to qualify for existing housing, in areas where it is available, by changing the income calculation to exclude their housing allowance. Having our military members who have volunteered to put their lives on the line to defend our nation live in sub-par housing, or struggle to afford food because all of their available income goes to housing, sends the wrong message to the military members and to the communities in which they live. I applaud Congressman Moore on his commitment to ensure our military members are treated with dignity and respect when it comes to their housing needs.”

    Background:

    Constrained by geographic limitations and military installation footprint, housing development around many growing defense communities is unaffordable for lower-enlisted service members. At the same time, the MILCON backlog and military dormitory crisis has resulted in servicemembers being forced off base to seek housing they cannot afford. Fueled by pandemic population shifts and Department of Defense programs at Hill Air Force Base, Utah experienced a 27% increase in housing costs and 18% increase in population in 2021 alone. Accordingly, approximately 70% of Joint Base Lewis-McChord’s population in Washington, which consists of nearly 55,000 personnel, live off base.

    The bill excludes BAH from the income calculation for LIHTC purposes. While BAH provides uniformed service members compensation based on housing costs in local markets, this provision would help military members secure housing in existing and future LIHTC properties for which they may not otherwise qualify. With anecdotal evidence suggesting that military members are hesitant to self-identify as “low-income,” the bill’s intent is to help classify lower-enlisted military members as low-income households.  

    The bill also provides any development within 15 miles of a qualifying military installation with a 30% “basis boost” under Section 42D of the Internal Revenue Code. This would encourage additional new LIHTC development near “Large Site” military bases such as Hill Air Force Base and Joint Base Lewis-McChord. “Large Sites” are defined in the DOD’s Annual Base Structure Report as having a total Plant Replacement Value of greater than $2.833 billion.

  • MIL-OSI USA: House Unanimously Passes Strickland Military Life Insurance Bill

    Washington, DC – Today, the U.S. House of Representatives voted to pass the Fairness for Servicemembers and their Families Act of 2024, introduced by Congresswoman Marilyn Strickland (WA-10) and Congressman Don Bacon (NE-02). The legislation is bipartisan and bicameral and ensures life insurance packages for servicemembers and veterans account for changes in the economy.

    “Our servicemembers put their lives on the line for their country, and we must secure the well-being of the families and loved ones in the event of a tragedy,” said Strickland. “The passage of this bill makes it clear that Congress continues to stand by our military families.”

    Companion legislation was introduced in the Senate by Senators John Cornyn (R-TX), Maggie Hassan (D-NH), Mike Braun (R-IN), Ted Cruz (R-TX), Angus King (I-ME), Mazie Hirono (D-HI), and Mark Kelly (D-AZ).

    The bill improves the financial safety net for veterans, servicemembers, and their families by helping to ensure coverage amounts for the Servicemembers’ Group Life Insurance (SGLI) and the Veterans Group Life Insurance (VGLI) account for changes in economic trends.

  • MIL-OSI USA: Congresswomen Strickland, Escobar, and Jacobs Introduce the Access to Contraception for Servicemembers and Dependents Act of 2024

    Washington, DC – Congresswoman Marilyn Strickland (WA-10), Congresswoman Veronica Escobar (TX-16), and Congresswoman Sara Jacobs (CA-51) introduced the Access to Contraception for Servicemembers and Dependents Act of 2024. The Senate companion has been introduced by Senator Jeanne Shaheen.

    Studies have shown that servicemembers face unique challenges accessing contraception and family planning counseling, especially when deployed. With that in mind, the Access to Contraception for Servicemembers and Dependents Act of 2024:

    1. Requires that all people enrolled in TRICARE have coverage of contraceptives without cost-sharing, the same as civilians;
    2. Requires the Department of Defense to develop a comprehensive family planning education program for all servicemembers, ensuring that military families have the information necessary to make informed decisions; and
    3. Guarantees access to emergency contraception for survivors of sexual assault upon their request.

    Permanently alleviating these challenges is particularly important at a time when our military continues to confront recruitment and retention challenges.

    “Answering the call to serve often means making a great number of sacrifices for your country, and being able to start a family should not be one of them,” said Congresswoman Marilyn Strickland (WA-10). “All Americans deserve access to contraceptives.”

    “The Department of Defense provides health care to nearly 1.62 million women of reproductive age, but many military dependents face co-pays on birth control when their civilian counterparts don’t,” Congresswoman Escobar said. “No military family should have fewer rights than those they serve to protect. Research tells us that even small copays of contraception can prevent people from getting the care they need, pushing some to forgo contraception completely, choose less effective methods, or use it inconsistently. That’s an unacceptable risk for our service members and endangers our military readiness. I’m proud to co-lead the Access to Contraception for Servicemembers and Dependents Act to fix this glaring oversight and ensure that our military can get the contraception they need.”

    “Birth control and contraception are essential health care,” said Jocelyn C. Frye, President of the National Partnership for Women & Families. “Thanks to the Affordable Care Act, health plans for non-military families must cover contraceptives with no cost sharing. This bill would provide our service members and their dependents with the same benefits, allowing them to make decisions about their health and reproductive care without worrying about the costs they will incur. We appreciate Rep. Escobar’s leadership on this issue to ensure service members faithfully serving our country get the high-quality health care they deserve.”

    Although the Affordable Care Act (ACA) guarantees that employer-sponsored and marketplace health plans cover preventive services without cost sharing, including all Food and Drug Administration (FDA)-approved, granted, or cleared contraceptive methods, counseling, and related services, these protections do not apply to coverage through TRICARE, a health care program for uniformed servicemembers and their families.

    In July 2022, the Department of Defense took a critical action in eliminating copayments for medical contraceptive services (i.e., intrauterine devices, birth control shot, birth control implant, and diaphragm measurement and fitting), and effective January 2023, certain TRICARE beneficiaries will no longer face cost-sharing or copayments for tubal ligation (surgical sterilization) services when obtaining care through a civilian provider. However, congressional action is needed to completely eliminate copayments for prescription contraceptives and ensure that servicemembers and their loved ones have equitable access to all methods of contraception.

Michelle Steel published an op-ed in Newsweek highlighting challenges and opportunities for the incoming Trump Administration in the Asia-Pacific region, including pushing back on threats from the Chinese Communist Party and strengthening alliances with Japan and South Korea.

  • MIL-OSI USA: Rep. Boebert’s Arkansas Valley Conduit Bill Receives Hearing

    WASHINGTON D.C.—The House Natural Resources Subcommittee on Water, Wildlife and Fisheries held a hearing on Congresswoman Lauren Boebert’s H.R. 9514, the Finish the Arkansas Valley Conduit Act. The important step included supportive testimony from Congresswoman Boebert, the Southeastern Colorado Water Conservancy District, and the U.S. Bureau of Reclamation.

    “Access to clean water is not a luxury, it is a necessity, and Southeast Colorado families and businesses deserve a reliable and sustainable water supply,” said Congresswoman Boebert. “It’s time we finally fulfill the promise the federal government made to the communities I represent in Colorado and Finish the Arkansas Valley Conduit Act.”

    H.R. 9514, the Finish the Arkansas Valley Conduit Act, eliminates interest payments for the non-federal costs of the Arkansas Valley Conduit and extends the repayment period for this project from 50 to 100 years. The Arkansas Valley Conduit was originally approved for construction as part of the Fryingpan-Arkansas Project that was signed into law by President John F. Kennedy in 1962. Once completed, the Arkansas Valley Conduit will provide water to as many as 50,000 Coloradans across 40 communities in Pueblo, Otero, Bent, Kiowa, Prowers and Baca Counties.

    The Finish the AVC Act eases the burden of inflation costs that have caused the original $640 million estimate cost of construction in 2019 to rise to more than $1.3 billion. There have been a number of modifications to the proposed Arkansas Valley Conduit over the years that have reduced costs by as much as $200 million. 

    “The Arkansas Valley Conduit will provide a new surface water source of high quality so that safe drinking water standards can be achieved within the financial ability of the local communities,” testified Bill Long, President of the Southeastern Colorado Water Conservancy District. “We thank Representative Boebert for her leadership in introducing this legislation and our District urges the passage of H.R. 9514.”

    Radium, uranium, and other naturally occurring elements are found in the surface and groundwater in Southeastern Colorado, and the water quality is problematic year-round because of its salinity, selenium, sulfate, hardness, and manganese levels. The Bureau of Reclamation has found that these contamination levels are so severe that local communities could see the costs of their drinking water triple without this legislation.

    “The Department supports efforts to improve access to reliable, clean drinking water as an essential human need that is critical to the public health, well-being, educational attainment, and economic development of all communities in the United States,” said Roque Sanchez, Deputy Commissioner of the U.S. Bureau of Reclamation. “The modifications proposed under H.R. 9514 are within that commitment and necessary to ensure that the costs of the AVC remain reasonable and affordable for the rural communities that will depend on it.”

  • MIL-OSI USA: “Luke Letlow Post Office” Designation in Honor of Late Husband and Congressman-Elect Officially Signed into Law

    Congresswoman Julia Letlow and House Majority Leader Scalise released the following statements as the “Luke Letlow Post Office” is officially signed into law. The Post Office located at 103 Benedette Street in Rayville, Louisiana designates the “Luke Letlow Post Office” in honor of her late husband and Congressman-elect Luke Letlow. 

    “Our family is deeply touched and humbled that the bill renaming the Rayville Post Office has officially been signed into law as the ‘Luke Letlow Post Office Building.’ I’m grateful to my Louisiana colleagues for their support in honoring Luke’s legacy, in particular Leader Scalise for introducing this legislation. I know Luke would consider it the recognition of a lifetime to have the Post Office named in his honor, and our family is immensely proud to officially see this fitting memorial to his legacy in the place we call home,”said Rep. Letlow.

    “On behalf of the entire Louisiana delegation, I am honored to see our bill signed into law to memorialize the legacy of public service Luke Letlow left behind by naming a post office in his beloved Richland Parish after him. What I remember most about Luke is that he had a faithful heart, a passion for serving his community, and such positive energy every single day. This post office will ensure his legacy continues to shine on and inspire others to take up public service in their communities,” said Leader Scalise.

    Congresswoman Letlow lost her husband Luke due to COVID-19 in December of 2020. 

    He had recently been elected to represent the Fifth District of Louisiana in the U.S. House of Representatives and was due to be sworn-in January of 2021. Congresswoman Letlow ran in a special election to fill his seat and overwhelmingly won in March of 2021.

    Luke devoted his life to public service and to the Fifth District of Louisiana. He loved his native Richland Parish and made it his mission to make the lives of its residents better.

    In May, Congresswoman Letlow voiced her support for the Post Office on the House floor in honor of her late husband.

  • MIL-OSI USA: Strong Introduces Bipartisan Legislation to Expand and Improve CyberCorps Scholarship for Service Program for STEM Students

    WASHINGTON— Today, Congressman Dale Strong (R-AL) introduced the “CyberCorps Enhancement Act of 2024.” This bipartisan legislation will extend the existing CyberCorps Scholarship for Service (SFS) Program’s participation period from three to five years, supporting students pursuing advanced STEM degrees and expanding the pool of highly specialized cybersecurity professionals.  

    “North Alabama is a national leader in cybersecurity education, with one of the highest numbers of participants and graduates in the CyberCorps Scholarship for Service program. This legislation will allow local colleges and universities to continue to produce highly skilled, U.S.-trained cybersecurity experts to protect our national security interests and contribute to cutting-edge research,” said Congressman Dale W. Strong. “Strengthening this pipeline is not just about defending our nation against cyber threats—it’s about creating high-paying, high-impact jobs here at home and ensuring America continues to lead the way in cybersecurity, innovation, and defense.”

    BACKGROUND:  

    The CyberCorps SFS Program currently offers scholarships for three years to students pursuing undergraduate or graduate education in cybersecurity. In return, recipients commit to working in a cybersecurity role within the U.S. government for the same length of time as their scholarship.  

    The CyberCorps Enhancement Act of 2024 proposes two key improvements to the existing SFS Program: 

    • Extending Scholarship Support: Increasing the scholarship cap from three to five years to accommodate students pursuing advanced degrees like PhDs. 
    • Clarifying Loan Repayment Terms: Ensuring the full amount of student loans is eligible for forgiveness. This change is to address participant concerns about loan repayment challenges. 

    These changes will support a wide range of cybersecurity degrees—including PhD, master’s, bachelor’s, and associate degrees—focused on cybersecurity fields such as AI, aerospace, quantum technologies, and more.

    WASHINGTON, D.C. — Today, U.S. Representative Emilia Sykes (OH-13) celebrated the news that the U.S. Department of Commerce is set to award $7,865,000,000 in funding from the CHIPS and Science Act to Intel to strengthen the U.S. supply chain and reestablish American leadership in semiconductor manufacturing. This includes billions coming back to Ohio where Intel is investing more than $28 billion to build two new chip factories in Ohio, creating 3,000 manufacturing jobs and 7,000 construction jobs.  

    “Once again, the CHIPS and Science Act is providing our communities with the resources needed to ensure Ohio remains the heart of America’s manufacturing industry. This major, multi-billion dollar investment will boost our entire state’s economy and create thousands of good-paying, union jobs right here at home,” said Rep. Sykes. “As a member of the House Science, Space, and Technology Committee, which oversees the implementation of the CHIPS and Science Act, I will continue fighting to bring federal dollars back to our state, so that every community has economic opportunities and we are working to lower costs by onshoring jobs back to the United States.”

    Leading-edge chips power the most sophisticated technology on the planet, including developing AI and building critical military capabilities. Intel’s process technologies such as Intel 18A and advanced packaging technologies, combined with its foundry services, would strengthen U.S. domestic supply of these advanced chips. This federal investment in Intel will support both the creation and advanced packaging of leading-edge chips through projects in Arizona, New Mexico, Ohio, and Oregon. Intel’s overall expansion plan is estimated to support approximately 10,000 manufacturing jobs and 20,000 construction jobs across all four states, and more than 50,000 indirect jobs from suppliers and supporting industries.

    The award will directly support Intel’s expected U.S. investment of nearly $90 billion by the end of the decade, which is part of the company’s overall $100+ billion expansion plan. The Department of Commerce will disburse the funds based on Intel’s completion of project milestones.

Boyle (D-PA-02) and Jake Auchincloss (D-MA-04) to introduce a bipartisan resolution in the U.S. House of Representatives designating November 2024 as Lung Cancer Awareness Month. The initiative aims to draw attention to the importance of prevention, early detection, and research to combat lung cancer, which remains the leading cause of cancer-related deaths in the United States. The resolution is led in the Senate by Senator Tina Smith (D-MN).

    Washington, DC – Congressman Dan Goldman (NY-10) today announced the release of a Government Accountability Office (GAO) report that found 73% of Caribbean firearms recovered and traced by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) between 2018-2022 can be traced back to the United States. 

    This report follows Congressman Goldman, Senator Durbin (D-IL), Congressman Meeks (NY-05), and Congressman Castro’s (TX-20) request for GAO to study the role that American-made firearms play in Caribbean nations’ gun violence crises. 

    “American firearms traffickers aren’t just fueling a gun violence epidemic here at home, they’re also arming cartels abroad and contributing to the drug and human trafficking operations at the border, including the fentanyl crisis,” Congressman Dan Goldman said. “The GAO’s startling report drives home the urgent need to crack down on the trafficking of American firearms abroad. Congress must pass legislation like Congressman Castro’s ARMAS Act and my Disarming Cartels Act – to keep these American manufacturers from fueling the crisis at the border.” 

    In the process of compiling the report, ATF traced 7,399 firearms recovered in crimes in the Caribbean from 2018 to 2022. A GAO analysis of those traces showed that 73 percent of recovered firearms, most of which were handguns, originated in the United States. Available data showed that 71,569 firearms were legally exported from the U.S. to 22 of the 26 Caribbean countries between January 2018 and December 2023. 

    Congressman Dan Goldman has championed tougher oversight and accountability for arms traffickers throughout his first term in office. 

    Last fall, Goldman introduced the ‘Disarming Cartels Act’ to curtail the trafficking of U.S.-made firearms and ammunition over the U.S.-Mexico border. Guns originating in the United States power human- and drug-trafficking efforts and other illicit activities by cartels and other transnational criminal organizations in Mexico and beyond. 

    Last year, Congressman Goldman introduced the ‘Americas Regional Monitoring of Arms Sales (ARMAS) Act,’ legislation that would disrupt firearm trafficking from the United States to Latin America and the Caribbean by implementing stronger transparency, accountability, and oversight mechanisms for U.S. arms exports. 

    Last month, Goldman cosponsored the ‘Protecting Americans from Reckless Gun Dealers Act,’ which would require the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to publish detailed annual reports on the number of gun dealers that have violated Federal Firearm License law and the outcomes of resulting disciplinary actions.

    New York, NY – Congressman Dan Goldman (NY-10) joined Congressman Lou Correa (CA-46) in his resolution declaring the House of Representatives’ support and gratitude for the work done by food banks, food pantries, and other community-based organizations across the United States to end food insecurity.  

    “When our neighbors in New York and across the country struggle to make ends meet, many turn to food banks as their only source of food,” Congressman Dan Goldman said. “As we approach the holiday season, I want to join my colleagues in extending thanks to these organizations and their tireless employees for supporting so many people in need as we continue the fight against food insecurity.” 

    Approximately 49 million Americans relied on food banks or meal programs to meet their nutritional needs in 2022. Food bank networks and their partners play a crucial role in combating hunger in America, partnering with federal, city, and state governments to deliver food to vulnerable groups such as seniors, children, veterans, and unhoused individuals. In 2022, these food banks collected, prepared, and distributed over five billion meals across the United States. 

    Congressman Dan Goldman is committed to ensuring no person goes hungry in America. 

    Earlier this year, Goldman secured a $581,000 Community Project Funding Grant award for the UA3 Food Bank Network to expand their food storage capacity and improve distribution among low-income residents in New York City. Over the summer, Goldman secured a $175,000 Community Project Funding Grant Award for Rethink Food, a sustainable community kitchen that has delivered over 1.9 million meals to 40+ community-based organizations across New York City.  
    This summer, Congressman Goldman convened a Summer Nutrition Town Hall to discuss food insecurity, share information about New York State’s Summer EBT program and its rollout, and provide resources to residents who would like to apply. 
    Goldman is also a cosponsor of the ‘WIC For Kids Act,’ which would increase access to the Special Supplemental Nutrition Program under the Women, Infants, and Children (WIC) Program.

    State of the Heart’s integrated approach addresses all aspects of a person’s emotional, physical, and spiritual well-being. Their programs cover traditional evidence-based treatments, as well as cutting-edge technology and self-care therapies. 

    In Congress, Rep. Stansbury has worked to address the behavioral health and addiction crisis: 

    • The Congresswoman introduced the STOPP Act – the Stop the Opioid Pill Presserand Fentanyl Act, which would: 
    • Require those who manufacture or distribute pill tableting or encapsulating machines and their critical parts to “serialize” their machinery. 
    • Keep records of all relevant transactions and report those transactions to the Attorney General. 
    • Create a national registry to track the movement of these pill tableting or 
    • She is a proud member of the Bipartisan Fentanyl Prevention Caucus. 
    • She has repeatedly advocated for the reauthorization of the Office of National Drug Control Policy. 
    • She has secured more than $7.3 million in Community Project Funding for drug detection technology and public safety vehicles, as well as addiction treatment and prevention. 
    • She has also requested more than $4.5 million in FY25 Community Project Funding to further invest in our communities and help with this epidemic.

    Since 2019, more than 65 federal, state, and regional projects have either been completed, broken ground, or hit major milestones – including the C-44 reservoir, the Stormwater Treatment Cell 1 in the Everglades Agricultural Area Reservoir, and restoration of the Herbert Hoover Dike surrounding Lake Okeechobee. We appreciate your leadership and support for restoration of America’s Everglades through the Comprehensive Everglades Restoration Plan (CERP) and as members of the Everglades Caucus, we are excited by the current progress and momentum.

    As you know, the Everglades is a national treasure, one of the true ecological wonders of the world, and further efforts to preserve this unique ecosystem is vitally important to its long-term viability. Comprised of the diverse habitats and sweeping watershed that includes over 2.5 million acres of federally protected lands and waters at Everglades National Park, Biscayne National Park, Big Cypress National Preserve, and fourteen National Wildlife Refuges; 2,800 nautical miles of marine habitat at the Florida Keys National Marine Sanctuary; and environmentally and culturally significant Tribal Lands, its restoration is no small undertaking but is undoubtedly a worthy one.

    The real progress being made by the U.S. Army Corps of Engineers (USACE) and the State of Florida goes hand in hand with the increased investment at both the Federal and State levels. This partnership continues to flourish as we all work together to restore the historic flow of the Everglades which proves vital to Florida’s environment, economy, drinking water supply, and quality of life. As the Biden-Harris Administration begins to formulate their budget for USACE Civil Works as part of the FY26 President’s Budget, we write today to share our esteemed support for the continuation of funding for the South Florida Ecosystem Restoration line that meet or exceed $725 million – the amount that has been requested by the Florida Delegation for the past four years. The Everglades is central to Florida’s economy; its biodiversity is truly an environmental marvel, home to one of the world’s largest wetlands frequented by over a million visitors each year.

    We are blessed to have natural treasures like the Everglades National Park right in our backyards, that over eight million Floridians rely on for their drinking water. We hope the FY26 President’s budget, with your input, will continue the bold vision for Everglades restoration – a banner example of America’s ability to restore the environment, and in doing so support the economy, livelihood, and way of life for millions in Florida.

    WASHINGTON – The U.S. House of Representatives has passed Donalds bill H.R. 9596 – “The Bipartisan Value Over Cost Act,” by voice vote.

    “The Bipartisan Value Over Cost Act” works to make government efficient again by increasing contractual flexibility and contracting competition, providing clarity for acquisition stakeholders, maximizing the Federal Government’s ability to procure modern technology, and helping the small business community by reducing regulatory burdens.

    H.R. 9596 is sponsored by Congressman Byron Donalds (R-FL) and is the congressman’s twenty-fifth piece of legislation that has passed the U.S. House of Representatives during the 118th Congress. The legislation is cosponsored by Representatives Troy Nehls R-TX), Clay Higgins (R-LA), Lauren Boebert (R-CO), and Jared Moskowitz (D-FL).

    Background:

    • The General Services Administration’s (GSA) Multiple Award Schedule (MAS) program is the Federal Government’s most-used contracting procedure for commercial products & services
    • Currently, the MAS program requires GSA and federal agencies to contract using the “lowest overall cost alternative” standard—established in 1984
    • This legacy procurement standard calls for the selection of contracts that are in the best interest of the Federal Government—with price often being the determining factor
    • “An agency must use an evaluation method . . . for a reasonable assessment of the price of performance under competing quotations, so as to establish whether one vendor’s quote would be more or less costly than another’s.”
    • Various MAS contractors claim the standards increase administrative costs, which leads them to charge the Federal Government higher prices
    • This legacy procedure is administratively burdensome—and GSA has agreed that change is necessary


    Bill Actions:

    • In addition to considering the “lowest overall cost alternative,” this bill would provide GSA with additional flexibility to award contracts based on “best value” if GSA determines it to be in the best interest of the Federal Government
      • Best Value—defined in Federal Acquisition Regulation (FAR) 2.101 as “the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement”
    • Ultimately, this bill puts the GSA MAS program on a level playing field with other acquisition procedures

    Ms. Gutierrez assumed the leadership of Sectors Department 3, which will manage operations for finance, human and social development, and public sector management and governance.

    “The bank aims to deliver on the ambitious development goals of its corporate strategy and help meet the rapidly evolving needs of its member countries,” said Ms. Gutierrez. “ADB will continue to collaborate and innovate as client demands grow.”

    Ms. Gutierrez has over 35 years of professional experience, including 24 years at ADB. Prior to her appointment, Ms. Gutierrez was the Director General of the Pacific Department where she led the planning, implementation, and supervision of the department’s work to support the Pacific region. She has also held senior positions in ADB’s Strategy, Policy, and Partnerships Department, Southeast Asia Department, and Office of the Secretary.

    “Being appointed to this role is an honor for me personally, and more importantly an opportunity to create lasting positive impacts for our member countries across our operational sectors,” said Mr. Iwasaki. “My team will work hard to ensure the most efficient and effective support for key challenges facing Asia and the Pacific, as envisaged by the Midterm Review of ADB’s Strategy 2030 focus areas.”

    Mr. Iwasaki has more than 34 years of professional work experience, including more than 22 years in ADB. He was formerly Country Director to Thailand and had senior roles in the Southeast Asia and Central and West Asia departments.

    MANILA, PHILIPPINES (3 February 2025) — The Asian Development Bank (ADB) has appointed Emma Veve as Director General of its Pacific Department (PARD), where she will be responsible for the department’s vision and strategy in the subregion.

    Beginning her new role today, Ms. Veve will lead the delivery of the forthcoming Pacific Approach 2026–2030, which will serve as ADB’s overall country partnership strategy for 12 of its 14 Pacific developing members: Cook Islands, Kiribati, the Marshall Islands, the Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. She will also lead the implementation of ADB’s individual country partnership strategies for Fiji and Papua New Guinea.

    “I am delighted to be back working in the Pacific, and I’m deeply committed to helping shape the new Pacific Approach, which will serve as ADB’s guide to assisting the Pacific developing members achieve their development goals,” said Ms. Veve. “In keeping with ADB’s role as Asia and the Pacific’s climate bank, we will remain focused on combatting climate change and its impacts using innovation, knowledge, and collaboration.”

    Prior to her appointment as Director General for the Pacific, Emma was Deputy Director General with ADB’s Southeast Asia Department. She also served as the Deputy Director General of the Pacific Department where she supported the Director General in the delivery of ADB operations across the 14 Pacific developing member countries. Ms. Veve has also held other senior roles within ADB’s economic, social, and urban sectors in the Pacific Department. 

    Before joining ADB in 2005, Emma was the Economic Advisor with the Pacific Islands Forum Secretariat in Suva, Fiji and held various positions in the Australian commonwealth public service. She is a national of Australia, holds a double degree in agricultural science and economics from the University of Queensland, Brisbane, Australia; and holds a master’s degree in economics from the University of New England, Armidale, Australia.

    Yokohama, Japan, February 3rd, 2025 – Panasonic Automotive Systems Co., Ltd. (Headquarters: Yokohama, Kanagawa, Japan; President: Masashi Nagayasu; hereinafter referred to as “PAS”) has entered into a patent cross-licensing agreement with Magna Electronics Inc. (Headquarters: USA) and Magna International Inc. (Headquarters: Canada) regarding in-vehicle products.     In March 2021, Panasonic filed lawsuits in the U.S. Federal Court in Texas and the Munich District Court in Germany, claiming that products of Magna International Inc. infringed on our patents related to advanced driver assistance systems (ADAS) for automobiles. Magna filed counterclaims asserting certain patents against Panasonic. After continued discussions, we have agreed to settle by entering into a patent cross-licensing agreement for in-vehicle products and to withdraw all pending lawsuits. The terms of the agreement remain confidential between the parties.

    GDP decreases 1.0 percent in the September 2024 quarter – 19 December 2024 – New Zealand’s gross domestic product (GDP) fell 1.0 percent in the September 2024 quarter, following a revised 1.1 percent decrease in the June 2024 quarter, according to figures released by Stats NZ today.

    The update to the June 2024 quarter growth rate reflects the incorporation of annual data, a process completed by Stats NZ each October. In this instance, while the June quarter growth rate has been revised downward, the overall level of economic activity has been revised upward over a longer period.

    “The structure of the New Zealand economy can change quickly, which is why we update with new data each year,” macroeconomic growth spokesperson Jason Attewell said.

    “The data incorporated this year shows stronger growth over the last year, followed by two significant falls in the latest quarters.

    “We balance the use of timely data for quarterly GDP estimates with more detailed information to annually update the relevant importance of industries. This approach is in line with international best practice.”

    The government has set regional tariff quotas for the export of corn from Russia outside the Eurasian Economic Union. They will be in effect from February 15 to June 30, 2025 inclusive and will affect producers from Primorsky Krai and Amur Oblast. A resolution on this has been signed.

    According to the document, agricultural producers from Primorsky Krai received the right to export 337 thousand tons of corn, and farmers from Amur Oblast – 200 thousand tons of corn.

    The decision was made taking into account the forecast balance of production and consumption of corn in the Far Eastern Federal District. It will help local producers sell their surplus products abroad in the absence of demand from neighboring regions.

    The grain export quota mechanism was approved by the Government in 2021. It allows maintaining an optimal balance between the domestic grain market and the supply of these products for export. Within the quota, grain exports are subject to a floating duty, depending on the price situation.

    Celebrating the Chinese New Year by traveling and experiencing Chinese culture has become a new tradition during the Spring Festival, which nurtures new business opportunities for the hospitality sector.

    Increasing affluence and a growing preference for convenience has prompted many Chinese families to dine out on Chinese New Year’s Eve. Some online platforms reported a more than 100-percent increase in orders for family reunion dinners compared to the previous year, according to the Ministry of Commerce.

    “Our 10-person table dining set on that evening was fully booked,” said a staff member at Hilton Beijing Wangfujing.

    The Spring Festival holiday has become a crucial period for the tourism industry. Hilton’s data showed that while bookings in traditional tourism hubs like east China during this period had remained robust this year compared to 2024, some niche destinations such as Jiuzhaigou, Urumqi and Maotai Town had also posted positive booking trends in 2025 compared with last year.

    As a significant holiday characterized by family reunions, over 80 percent of the travelers during the Chinese New Year period are families, according to a report issued by the China Association of Travel Services and travel platform Tuniu.com.

    Notably, the trend of multi-generational travel, including grandparents, parents and children, as well as parent-child trips, is particularly prominent, accounting for 36 percent and 27 percent of total travel numbers, respectively, the report said.

    To meet family travel needs, Hilton offers connecting rooms to ensure close interaction while providing independent space for family members. Pet-friendly services are also available for people traveling with cats or dogs, according to Huang.

    In recent years, the U.S.-based group has seen more than 100 hotels open each year in China — its largest overseas market. Hilton had opened hotels in over 250 destinations across China by the end of 2024.

    “Chinese travelers’ needs are constantly evolving, and this will continue to fuel our service innovation,” Huang said.

  • MIL-OSI China: China to file lawsuit against latest tariffs

    China will file a lawsuit with the World Trade Organization and take necessary countermeasures to safeguard its own rights and interests, the Ministry of Commerce said on Sunday after the United States announced it would impose a 10 percent additional tariff on goods from China.

    The Ministry of Commerce said this move fails to solve the problems faced by the US, and undermines normal economic and trade cooperation between the two countries. An expert from a think tank in Beijing said the decision is expected to have a significant impact on US and Chinese industries.

    “The unilateral imposition of tariffs by the US seriously violates the rules of the WTO. We urge the US to objectively and rationally view and handle its own fentanyl and other issues, rather than resorting to tariff threats against other countries,” the ministry said in a statement.

    Zhou Mi, a researcher at the Chinese Academy of International Trade and Economic Cooperation, said a higher tariff on Chinese goods will likely result in higher costs of importing products from China, and this cost may be further amplified along the supply chain.

    “For US manufacturers, when they import intermediate materials or products from China, the costs of those products will increase, and the price increase will be transmitted along the layers of the supply chain. US consumers could face price inflation on certain products of over 10 percent,” Zhou said.

    He added that Chinese exporters could also face a significant challenge, as US importers may need to renegotiate with Chinese companies about specific prices and plans on additional costs.

    The Foreign Ministry said in a statement on Sunday that China has expressed strong dissatisfaction and resolute opposition to the latest move, and will take necessary countermeasures to firmly safeguard its legitimate rights and interests.

    There are no winners in trade disputes, and China’s stance is consistent and firm.

    The US has levied a 10 percent tariff on Chinese imports under the pretext of the fentanyl issue.

    The Foreign Ministry said fentanyl is a problem of the US, and China has been among the countries with the strictest and most thoroughly enforced narcotics control policies in the world. In a humanitarian spirit, China has provided support to the US in dealing with its fentanyl problem.

    “China urges the US to correct its wrong practices, maintain the hard-won progress of China-US drug control cooperation, and promote stable, healthy and sustainable development of China-US relations,” the Foreign Ministry said in the statement.

    The latest move comes after a year of robust foreign trade between US and China.

    In December alone, US seaports handled an equivalent of 451,000 40-foot containers of goods from China, up 14.5 percent year-on-year, with some companies stockpiling goods early to get ahead of tariff threats, according to trade data supplier Descartes Systems Group.

    Last year, US imports of machinery, bedding, plastic toys and other products from China rose 15 percent over the levels seen in 2023, data from Descartes showed.

    Some US companies decided to import goods “earlier” than usual to avoid the tariff threats and potential strikes at ports, Jonathan Gold, president of supply chain and customs policy at the National Retail Federation, told China Daily.

    Since 2018, the original round of tariffs imposed on China by the first Trump administration and those kept and extended by then President Joe Biden’s administration, have caused a significant impact.

    The Peterson Institute for Inter-national Economics in Washington, DC, found that in 2018, the two-way trade between China and the US was $659 billion. In 2024, the figure declined to $578 billion.

    Thomas Fullerton, an economics professor at the University of Texas at El Paso, said a better way for the US to address the competition with countries in the Asia-Pacific region would have been “to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership”, a free trade agreement between 12 countries.

    “As trade barriers, tariffs can also cause domestic industries to become less competitive,” Fullerton said.

    According to the executive order, the US also imposed a 25 percent tariff on goods from Mexico and Canada. For energy products from Canada, the US imposed a 10 percent tariff.
