  • MIL-OSI USA: NASA Wallops Breaks Ground on New Causeway Bridge

    NASA’s Wallops Flight Facility commemorated the start of construction of its new Wallops Island causeway bridge during a groundbreaking ceremony at 10 a.m., Monday, April 14, 2025, on the island.  

    The ceremony was held at the base of the old Wallops Island causeway bridge. Virgina state Sen. Bill DeSteph attended the groundbreaking, along with staffers from the offices of Sen. Mark Warner, Sen. Tim Kaine, Congresswomen Jen Kiggans, Sen. Chris Van Hollen, and Sen. Angela Alsobrooks. NASA Wallops Facility Director David Pierce and NASA’s Goddard Space Flight Center Associate Center Director Ray Rubilotta attended on behalf of the agency. 
    “Much has changed over the decades, but one thing that has remained the same is our reliance on the causeway bridge as the only means for vehicular access to and from the island,” said Pierce. “Our bridge supports a growing portfolio of commercial launch and government partners. The work we do advances science, technology, and national security missions. This vital work for our nation is enabled by our bridge.” 
    In 2023, NASA Wallops was awarded $103 million in federal funds to fully construct and replace the current 65-year-old causeway bridge that serves as the only vehicular access from NASA Wallops Mainland facilities to its Wallops Island facilities and launch range. After years of exposure to coastal weather and repeated repairs to extend its viability, the existing causeway bridge is reaching the end of its service life.  
    The new causeway bridge, slated for completion in early 2028, will feature a flatter structure, capable of accommodating the increase in heavier loads transported to and from the island in support of an increased cadence of launch operations by NASA, its tenants, and commercial partners. This vital investment in NASA’s infrastructure supports the launch range’s continued growth, strengthening its role as a key asset in Virginia and the nation.   

    NASA is partnering with the Federal Highway Administration to lead the delivery of the design-build project. The project has been awarded to Kokosing Construction Company.

  • MIL-OSI USA: NASA Sets Coverage for SpaceX 32nd Station Resupply Launch, Arrival

    NASA and SpaceX are targeting 4:15 a.m. EDT, Monday, April 21, for the next launch to deliver science investigations, supplies, and equipment to the International Space Station. This is the 32nd SpaceX commercial resupply services mission to the orbiting laboratory for the agency.
    Filled with more than 6,400 pounds of supplies, a SpaceX Dragon spacecraft on a Falcon 9 rocket will lift off from Launch Complex 39A at NASA’s Kennedy Space Center in Florida.
    Live launch coverage will begin at 3:55 a.m. on NASA+. Learn how to watch NASA content through a variety of platforms.
    NASA’s coverage of Dragon’s arrival to the orbital outpost will begin at 6:45 a.m. Tuesday, April 22, on NASA+. The spacecraft will dock autonomously to the zenith port of the space station’s Harmony module.
    Along with food and essential equipment for the crew, Dragon is delivering a variety of science experiments, including a demonstration of refined maneuvers for free-floating robots. Dragon also carries an enhanced air quality monitoring system that could protect crew members on exploration missions to the Moon and Mars, and two atomic clocks to examine fundamental physics concepts such as relativity and test worldwide synchronization of precision timepieces.
    The Dragon spacecraft is scheduled to remain at the space station until May, when it will depart and return to Earth with research and cargo, splashing down off the coast of California.

This is the first decrease in Canadian tourism to California since the COVID-19 pandemic. Last year, 1.8 million Canadians traveled to California, spending $3.72 billion in the Golden State.

    KĪPAHULU FOREST RESERVE, Maui – Five months after release into the Kīpahulu Forest Reserve in East Maui, a cohort of five ʻalalā (Hawaiian crows) is healthy and continues to discover and practice the instinctual behaviors unique to the species.

     The process wasn’t always straightforward and despite some challenges, the ʻalalā have shown resolve. In anticipation of the November 2024 release and the birds’ transition into the wild, several factors initially raised concerns for the Maui Forest Bird Recovery Project (MFBRP) staff and project partners, the San Diego Zoo Wildlife Alliance, U.S. Fish and Wildlife Service, the University of Hawai‘i, and the DLNR Division of Forestry and Wildlife (DOFAW).

    Unwalled expanses of forest and the freedoms that come with that are new concepts for this group of birds bred in captivity. In addition, the habitat at the Kīpahulu field site on Maui is different from that of previous releases on Hawaiʻi Island and presented distinct pressures.

    An initial challenge to this effort included a cohort release that was several weeks later than planned, during the middle of the rainier and colder season. The inclusion of two innovative technologies – GPS (Global Positioning System) transmitters and automated supplemental feeders – never used before in ʻalalā releases, introduced additional obstacles for the birds to overcome. For these reasons, expectations were conservative from the start.

    “Reintroductions are never simple. They require constant adaptation, attention to detail, and a willingness to pivot when needed,” said Dr. Hanna Mounce, MFBRP program manager. “But despite these challenges we can’t lose sight of what’s been accomplished here. We now have birds exploring and establishing themselves in the wild. That alone is monumental.”

    Benchmarks established for the ʻalalā include the capacity to forage for native fruits and plants while utilizing the supplemental feeder stations. Their ability to use tree cover as shelter against wind and rain and their capacity to maintain social bonds that support cooperative behavior are additional measures of the cohort’s success.

    Another target emphasized by field staff was less tangible but just as important. The team understands that providing the ʻalalā time in the forest and developing familiarity and comfort with their new reality won’t come overnight. The birds needed time and room for self-discovery and to engage with their surroundings to fully adapt and find their footing.

    “Some of the behaviors that are instinctual in these birds are coming out over time,” said Martin Frye, MFBRP ʻAlalā research field supervisor. “It’s not just an automatic switch to start engaging in wild behaviors. For some birds this progression can happen quicker, for others at a slower pace. For them to fully express themselves, we need to give them as much time as possible.”

    As days turned to weeks and then months, the ʻalalā have shown resilience, adjusting to the elements of their new environment. Over the five-month span since release, the group has grown in several areas which has eased initial concerns.

    The ʻalalā have strengthened their flight muscles to take longer journeys and improved their takeoff and landing competency in the dense forest. The birds have also been observed foraging on native plants like pūkiawe, maile, kāwaʻu and ʻōlapa, sheltering in the trees during storm events, and performing bark flaking, where they probe crevices and pick at loose tree bark with their bills. Individuals have expanded their vocal range to produce different vocalizations than heard before in captivity. The ʻalalā are visiting the feeder stations nearby and supplementing their diet to stay healthy. The cohort continues to work together as a cohesive social group and learn from each other, which has been crucial to their development.

    The field team and project partners are excited at the prospect of introducing two additional ʻalalā – a male and a female, to the release site later this year. Those birds are currently being evaluated at the Maui Bird Conservation Center to measure their health and readiness to join the group in the wild. “These individuals are undergoing the same pre-release conditioning as the five birds released last fall, including anti-predator training, habituation to the automated feeding systems, and the use of mock transmitters to simulate the units they’ll be fitted with post-release,” said Tess Hebebrand, MFBRP aviculture specialist. Staff are also gauging the birds’ fitness and preparedness as they relate to cooperative social dynamics and how the birds interact.

    “We expect the ʻalalā already in the forest to show interest in the new individuals upon their arrival,” Hebebrand added. “To support the growing group, our team has been establishing additional feeder stations throughout the forest to promote spatial dispersion and provide increased foraging opportunities as the birds approach maturity.” 

    Open communication among partners has been key to this release process and will best inform future release efforts as well. “The success that we’ve had in this pilot project is largely built from previous efforts on Hawaiʻi Island and sharing lessons learned. In that way, our own development mirrors that of the ʻalalā, learning from each other over time,” shared Frye.

    Mounce added: “This cohort has been remarkable. They’re staying together, relying on the support systems we’ve put in place, and showing us that, with care and patience, recovery is possible.”

    PARADISE — While the federal government cuts staffing for national parks, Governor Gavin Newsom today celebrated the addition of 32 new state park rangers and lifeguards. These dedicated individuals recently graduated from a rigorous eight month training program and now join the nation’s largest state park system.

    “California congratulates the 32 new state park rangers and lifeguards who will now serve in 13 parks across the state. I thank these dedicated individuals for their valuable public service – ensuring our parks remain enjoyable and safe destinations for all Californians.”

    The graduation ceremony marked the culmination of a 32-week Basic Visitor Service Training (BVST) Academy. The graduates officially received their badges in front of their family, friends, and department staff. With this milestone, they now embark on careers dedicated to serving, protecting, and educating visitors across California’s 280 state parks. 

    This year’s graduating BVST 50 class includes 27 rangers and five lifeguards, selected from a competitive pool of approximately 830 applicants. Their assignments span the state, from the North Coast Redwoods to the Central Valley, Santa Cruz, Orange Coast, and Inland Empire districts.

    From the program’s start in September 2024, the cadets have shown unwavering commitment to protecting California’s natural and cultural treasures. Their journey exemplifies this year’s motto: “Water and Land, Together We Stand,” reflecting their dedication to safeguarding the state’s diverse landscapes and waterways for future generations. 

    “We welcome 32 new guardians of California’s most cherished places,” said State Parks Director Armando Quintero. “These men and women have not only trained hard, but they have chosen a life of service, of standing in the gap between preservation and destruction, between safety and danger. They will be the steady hands guiding lost hikers home, the first responders in times of crisis, and the storytellers who connect us to our past. Their duty is not just a job, but a promise to protect the lands and waters that define who we are as Californians.”

    The cadets’ training was extensive, ensuring they are prepared for the challenges ahead. Key areas of instruction included: 

    • Strategic communication and de-escalation techniques
    • Physical arrests and defensive tactics
    • Search and rescue operations
    • Investigation techniques
    • Visitor services, public education and interpretation
    • Park resource protection and management
    • Firearms training and first aid 

    The program’s rigorous curriculum also prepared the cadets for the next stage of their journey: a 13-week Field Training Officer Program, where they will gain hands-on, on-the-job training.

    Samsung welcomed the Minister for Energy Consumers Miatta Fahnbulleh MP to the Manchester Training Centre to discuss the growing heat pump industry and the opportunity for upskilling the workforce of the future, particularly around apprenticeships.
     
    Minister Fahnbulleh spoke to Samsung Technical Degree Apprentice Joshua Long, who is currently in his third year of a Building Services Design Engineering Degree at London Southbank University while working on the design and specification of heating and cooling systems at Samsung.  The Minister also met with the Samsung Climate Solutions team and toured the training facility in Sale, learning about the range of products, training offered and future plans.
     
    Collaboration between government and industry is central to hitting government targets for heat pump installs and reaching Net Zero by 2050. This is reflected in the current growth in installs, as February 2025 saw a 68% increase in Boiler Upgrade Scheme vouchers issued compared to February 2024.[1] Training the workforce is essential to meet the rising demand and Samsung is committed to delivering continued growth in 2025 following an increase in its training numbers in the UK by almost 70% in 2024 compared to 2023[2].
     
    Minister Fahnbulleh said: “The figures for our Boiler Upgrade Scheme speak for themselves. Heat pump demand is rising rapidly, meaning we need a growing, highly-skilled workforce to deliver thousands more installations.     GUANGZHOU, April 15 — The 137th edition of the China Import and Export Fair, also known as the Canton Fair, kicked off on Tuesday, with the number of export exhibitors exceeding 30,000 for the first time in the history of this famous event.

    Scheduled to take place from April 15 to May 5 in the southern Chinese metropolis of Guangzhou, this edition of the fair has attracted about 31,000 participating firms, up by nearly 900 compared with the previous fair.

    More than 200,000 overseas buyers from 215 countries and regions have preregistered, with the lineup featuring the likes of retail giants Walmart and Target from the United States, Carrefour from France, Tesco and Kingfisher from Britain, and Germany’s Metro.

    This edition of the fair is divided into three phases. The first will focus on advanced manufacturing, the second on quality home furnishings, and the third on products that promote a better quality of life.

    The event will involve 172 product zones, including, for the first time, a special zone for service robots focused on showcasing the latest achievements of China’s AI development efforts.

    Xinhua reporters at the fair witnessed an exhibition hall becoming packed with participants just after 9 a.m. Notably, the exhibition area focusing on service robots was especially busy. Many overseas buyers used their mobile phones to capture images of robotic dogs, industrial exoskeleton equipment, automatic cruise robots, coffee-making robots and other products, while asking exhibitors for more details about their functions.

    “This Canton Fair is held in the year when China’s ’14th Five-Year Plan’ nears completion — which is of great significance in promoting the innovative development of trade, thus ensuring stable foreign trade volume and improving foreign trade quality,” said Zhang Sihong, deputy director of the China Foreign Trade Center.

    He noted that the large gathering of global buyers at the fair underlined the trust of the international business community in made-in-China products.

    According to the General Administration of Customs, China’s total goods imports and exports in yuan-denominated terms expanded 1.3 percent year on year in the first quarter of 2025.   • MIL-OSI United Kingdom: Councils’ joint green skills and training project benefits businesses

    A Green Skills upskilling project offering free and subsidised courses designed to support the move to NetZero in the region has been hailed as a great success. 180 qualifications were achieved by local people who took advantage of the free training.

    Launched in the summer of 2024, the Green Skills upskilling project has been a collaborative effort to provide green skills training to help people gain skills for the future. This initiative is a partnership between Portsmouth City Council and Havant Borough Council, City of Portsmouth College, and SERT Training.

    Feedback has been overwhelmingly positive, with participants highlighting the immediate application of their training to their work practices and the expansion of services they can offer to customers. Training took place at City of Portsmouth College and SERT Training, both of which offer modern, industry-specific resources.

    “The Green Skills funding helped our business through the EV charger course. This was extremely beneficial to have more engineers qualified to install EV chargers, giving us more flexibility with our scheduling.”

    Forty five businesses benefitted through its grants programme – leading to the creation of 83 new jobs and the safeguarding of a further 179 jobs in Wolverhampton.

    The business growth team exceeded its targets using the £1.3 million UK Shared Prosperity Fund (UKSPF) government funding it was allocated through Business Growth West Midlands to help companies with capital investment and energy efficiency measures.

    The total projected growth in turnover of the businesses it supported with grants is expected to equate to around £14.5 million in the year ahead.

    Also providing free local diagnostic and business support service, the team dealt with 700 business enquiries over the past 12 months and 200 diagnostic checks were carried out.

    Councillor Chris Burden, City of Wolverhampton Council Cabinet Member for City Development, Jobs and Skills, said: “In Wolverhampton, we are utilising the UKSPF funding to support SMEs in maximising their offer and capitalising on opportunities being generated by investment in our city.

    “Throughout 2024/25 our business growth team has collaborated with small but highly ambitious businesses to help them make and secure investment, create and sustain jobs, develop new products and services, and access new UK and overseas markets.

    “Our city economy is underpinned by creative thinking, innovation, ambition, skills, and sheer hard work and we want to do everything we can to support this through our grants programme.

    Metal processing company Gabitie specialises in steel structures and fabrications. Grant support towards the acquisition of a laser cutter and a standing seam cladding machine will enable the business to launch new ranges such as garden offices, and to focus on entering the lucrative domestic extensions market.

    Ceandess supplies and manufactures a range of fuel and oil fillers, base and filler assemblies, and fuel engine and hydraulic filter caps. The acquisition of a tube bending and forming machine will provide them with a strong platform to access the lucrative Australian and Canadian mining markets by offering formed tubes alongside their existing range.

    The window for expressions of interest in Wolverhampton Council’s latest round of business grants to support city businesses with capital investment and low carbon projects is now open and will close on 30 April, 2025.

    It is likely the average grant available will be up to £20,000 for projects costing £40,000 or more.
    Higher grants could be available depending on the impact of the investment – but grants will be capped at no more than 50% of the project cost.

    Under President Ferdinand Marcos Jr’s rule, the human rights situation in the Philippines has not significantly improved; drug-related killings have continued, and impunity persists. Political persecution of human rights defenders has increased, with an alarmingly high number of enforced disappearances and targeted fabricated charges related to alleged terrorism financing. In 2023, the EU Special Representative for Human Rights questioned the Philippines’ continued trade perks with the EU.

    EU-Philippines FTA negotiations have resumed without a new human rights impact assessment (HRIA), despite the previous decision from the European Ombudsman that the Commission’s failure to carry out an HRIA, in relation to its negotiation of an FTA with Vietnam, constituted maladministration (1409/2014/MHZ).

    With US tariffs on Chinese goods now averaging 145%, Beijing is under growing pressure to respond. But with traditional trade retaliation options constrained, a new strategy is forming—one based on a controlled, step-by-step weakening of the yuan.

    The signs are already clear. The offshore yuan dropped to a record low of 7.4287 against the dollar. Onshore, the currency sank to its weakest since 2007. The People’s Bank of China, while insisting on stability, has been setting the yuan’s midpoint fix at levels not seen in years.

    Nigel Green, CEO of deVere Group, says: “China is unlikely to openly weaponize the yuan.

    “But under mounting tariff strain, they’re likely to let it slip—slowly and carefully. It won’t look like a headline war, but it will have headline consequences.”

    There’s little appetite in Beijing for a sharp devaluation.

    The memory of 2015’s capital exodus—when $700 billion fled Chinese markets after a sudden currency move—still haunts policymakers.

    A similar episode today could trigger “damaging capital flight” and erode already fragile domestic confidence.

    He continues: “Instead, China is walking a narrow path: using small, incremental devaluations to support exporters without inviting panic. It’s an approach aimed at shielding growth while maintaining the image of financial control. But even a modest yuan decline matters.”

    A weaker Chinese currency lowers the real cost of exports, softening the blow from US tariffs. It also pressures other Asian economies to consider devaluing in response, setting off ripple effects through emerging markets. For the US, it complicates inflation dynamics—import prices may fall, but global volatility may rise.

    “Currency shifts don’t happen in a vacuum,” explains Nigel Green.

    “They reshape capital flows, unsettle risk assets, and provoke reactions from other central banks. For global investors, ignoring this would be a serious error.

    “Unlike the free-floating dollar or yen, the yuan is tightly managed. 

    “Every day, the Chinese central bank sets a central reference rate, allowing only limited movement around it. That system gives Chinese authorities control and it also gives them the tools to engineer a slow, sustained decline without outright triggering alarm bells.

    “This approach fits a broader pattern in modern financial conflict: avoid sudden moves, but gradually change the terms of trade. The goal isn’t shock. It’s attrition.”

    The bigger concern is what comes next. If a slow yuan weakening begins to reverse capital inflows, Beijing could be forced to tighten controls further, or accelerate its depreciation. Either route could stoke fresh volatility across currencies, bonds, and equities.

    The deVere CEO says: “Investors should be watching the yuan as closely as they watch the Fed or earnings season. The slow-motion currency shift between the US and China is central to how this phase of global economic rivalry will play out.”

    He concludes: “I believe we’re entering a new stage of financial confrontation—less visible, but no less strategic. The yuan is becoming a pressure valve, and investors need to understand what’s coming.

    “The trade war may have opened with tariffs, but it won’t end there.”

    Preparing for a flood

    To help reduce the impact of flooding on your home, you should:

    • have some sandbags, floodboards, or plastic covers prepared to block doorways and airbricks
    • know where to turn off your electricity and/ or gas
    • move your valuable belongings to safety
    • make sure your insurance provides cover against flood damage to property
    • keep a list of useful contact numbers such as your local council, emergency services, and your insurance company

    Driving and walking in flooded areas

    You should always plan your journey and check the latest weather and travel advice.

    Do not travel in heavy rainstorms unless absolutely necessary.

    In flooded areas, drivers should:

    • not enter flood water that is moving or is more than four inches deep
    • not drive through fast-flowing water under any circumstances as the car could be swept away

    In more shallow but passable water:

    • slow down
    • avoid creating bow waves which can damage your car engine

    and

    • remember to test the brakes after leaving the water

    Be aware of hidden dangers under the water, such as missing manhole covers, and guard against the possibility of falling into fast-flowing water.

    Do not try to walk through flooded areas. Even shallow water moving fast can sweep you off your feet and there may be hidden dangers, such as:

    • submerged debris

    Preventing health problems

    The risk of becoming ill after contact with flood water is generally low.

    However, as it is not always clear whether flood water is contaminated, you should assume that it is and take appropriate precautions.

    There are things you can do to prevent health problems if your home floods:

    • wherever possible try to avoid coming into direct contact with flood water
    • do not let children play in flood water
    • use rubber gloves when cleaning up
    • wash hands after being in contact with flood water, sewage or anything contaminated by these
    • wash children’s hands regularly
    • clean toys that have been in flood water with disinfectant
    • cover cuts or open sores
    • don’t eat any food that has been in contact with flood water
    • clean all surfaces with disinfectant before any food is placed on them

    A pioneering programme to help support families in Stoke-on-Trent has helped more than 1,100 children in its first year.

    A new report has made clear the positive effect of Family Matters, which launched in March last year.

    The number of children in care has fallen by nearly 10 per cent during the programme’s lifetime, while the number of children needing child protection plans has also decreased.

    The findings are contained in a council report assessing the impact of Family Matters and setting out how the scheme will transform more lives in the year ahead.

    Family Matters is a partnership between the council, the NHS and the voluntary and community sector. It focuses on stepping in early – before problems reach crisis point – to make sure children have the best start in life.

    The programme provides a full package of support through Family Hubs and targeted early intervention to help families stay safely together.

    As a result, the report says that the number of children in care has fallen since last April thanks to the emphasis on building strong, supportive relationships within families.

    Family Matters will now be expanded, with Family Hubs across the city, new stay-and-play activities, and access to out-of-school activities for every child.

    Parents will have access to the help they need to get training and employment, and there will be readily available access to emotional support for secondary school children.

    Councillor Sarah Hill, cabinet member for children’s services at Stoke-on-Trent City Council, said: “Family Matters is a brilliant example of this city looking after its own and providing a vital safety net when people stumble in life.

    Independent inspectors, Ofsted, have rated York’s services for children and young people as Outstanding in all areas.

    The inspectors reviewed four key areas of the council’s work including how it supports children who need help and protection: children in care, care leavers and leadership.

    Each was rated as Outstanding following the inspection in February, leading to an overall rating of Outstanding. This puts York in the top seven per cent of local authorities’ children’s services in the country.

    York Children’s Services were last inspected in 2022, when each of the areas inspected were rated as Requires Improvement.

    York is the first local authority nationally to have moved from a rating below Good to Outstanding in all areas in a single inspection cycle.

    The inspectors attributed the ‘relentless drive by senior leaders’ for the significant improvement in the standard and quality of children’s services, highlighting the council leadership’s aligned core values and strong commitment to children, young people and families.

    They also recognised the council’s ambition and determination to provide outstanding services, creating an environment for improvement, based around putting children first.

    The council’s commitment to recruiting and maintaining a stable workforce was also highlighted, noting that doing so created good experiences and progress for children.

    Work to ensure that children’s views and feelings are central to decisions that are made for them was also praised, with inspectors recognising that children are supported to remain within their wider family networks where possible.

    Cllr Claire Douglas, Leader of City of York Council, said: One of my key priorities since becoming Leader has been to work as a single leadership team of politicians and officers to help the council improve the services it delivers for residents.

    “I’m delighted by this recognition and pay tribute to the leadership of Cllr Webb, Martin Kelly as Corporate Director and to the ongoing hard work of all Children’s Services staff. This judgment shows that everyone being aligned, with a shared commitment to do the best for children and young people in York, is resulting in improved services and I couldn’t be happier”.

    The judgement places York with only ten other authorities in the country, all of which have achieved a rating of Outstanding in all areas for their Children’s Services.

    Life below stairs at a historic Leeds mansion has been rediscovered thanks to a dazzling new display.

    The Butler’s Pantry at Temple Newsam House has been carefully restored by experts, giving a fascinating insight into the stories of servants and staff whose tireless work behind the scenes kept the house going for hundreds of years.

    Used as a workshop for the past half a century, renovation work in the room has uncovered a number of original features harking back to its heyday, including a traditional Yorkshire stone floor and a 19th century fireplace hidden behind an old radiator.

    Paint samples were taken from the walls and meticulously analysed, and a wallpaper expert has even recreated wood grained paper from tiny scraps found in the room, returning it to its 1890s aesthetic.

    The house’s remarkable collection of antique British silverware is also given centre stage in new showcases and in a refurbished plate safe, where it would have traditionally been stored before being polished and presented at lavish banquets and occasions. This replaces a former gallery display which lacked lift access.

    The collection includes the breathtaking, ornate chinoiserie epergne crafted by Thomas Pitts in 1759 and once owned by Paris socialite and early 20th century fashion icon the Hon Mrs Daisy Fellowes.

    Also part of the display is the astonishing Kirkleatham centrepiece, made in 1731 by noted silversmith Anne Tanqueray and her brother, David Willaume II.

    The historic silver has been displayed alongside spectacular contemporary pieces by world-renowned makers Junko Mori and Hiroshi Suzuki.

    Adam Toole, curator at Temple Newsam House, said: “The process of restoring the Butler’s Pantry to its former condition has been a real labour of love that’s given us such a fascinating insight into aspects of life at the house which are much less well known.

    “It’s usually the illustrious aristocrats of Temple Newsam who are central to the house’s history, but the staff who lived and worked here were integral to keeping the house running for generations, taking care of its stunning silverware and in many ways making it the place it is today.

    “Celebrating their story and finding out what life was like for staff here through the ages is a fitting celebration of the house’s heritage and great opportunity for visitors to step back in time.

    “The restoration has also provided the opportunity to re-display our internationally important silver collection in new cases, allowing it to be much better appreciated by our visitors.”

    One of the country’s finest examples of its kind, Temple Newsam House was a family home for much of its 500-year history.

    At one time the house would have employed an army of cleaners, butlers, cooks and attendants as well as groundskeeping staff to take care of the sprawling estate.

    Under public ownership, Temple Newsam has built one of the most significant decorative art collections in the UK.

    The creators of the film “The Amateur” spoke with China.org.cn on April 9 about their adaptation of a 1981 novel for the big screen, presenting an unconventional espionage thriller centered on a heartbroken man’s quest for revenge.

    “The Amateur” was Robert Littell’s debut novel, establishing him as a prominent espionage thriller author before he gained wider fame with “The Company” (2002). 

    Recognizing the significant evolution of the espionage landscape since the novel’s publication, director James Hawes and his team were deliberate in their approach.

    Hawes explained that their approach was to ensure they stayed true to the novel’s core concept and maintain the emotional engine at the heart of the story. “Then we updated it,” he said. “We changed some of the cities where the drama takes place. We updated the technology to be contemporary and near-future, so that it feels like it takes place now, in 2025.”

    Starring Rami Malek, Rachel Brosnahan and Laurence Fishburne, the film follows Charlie Heller (Malek), a brilliant but introverted CIA cryptographer whose life is shattered by the death of his wife in a terrorist attack in London. When the agency refuses to act, Heller embarks on a personal mission to track down those responsible.

    In a world accustomed to sleek, highly trained spies on screen, “The Amateur” breaks the mold with its refreshingly unconventional protagonist. This gritty, globe-trotting revenge thriller delivers a clever and deeply human story at the heart of the spy genre — a vision the director describes as celebrating the power of the underdog. “It’s about keeping the vulnerability of Heller as a character — keeping him sometimes clumsy, sometimes failing, but always fighting back,” he said. 

    In the film, Heller faces off against the CIA, the world’s most powerful intelligence agency. The director believes audiences will wonder: How will he survive and achieve his goal?     The spy operations portrayed in the film draw inspiration from real CIA practices. “I’m almost scared to say this, but yes, we had technical advisers. We had security advisers throughout the production,” the director revealed to China.org.cn. “Obviously, it’s true that some of the things we invented pushed the edge, because I started from the basis of ‘let’s make this feel real’ — and then gave it a little Hollywood boost. But quite often, we were dreaming up ideas during the scriptwriting process, asking some of the professionals if they were possible. And they would say, ‘Sure, we’ve been doing that for years. Nothing new there.’”

    The director noted that Oscar-winning actor Rami Malek has an innate intelligence and was perfect for the lead role. Meanwhile, Malek had been looking to get involved in an action film where the main character possessed both a high IQ and high emotional intelligence.

    “That’s what drew me to the story and the role,” the actor said. “You don’t often see those two things balanced — in film or in life, necessarily. Maybe they exist, I’m sure they do, but I haven’t seen that on the big screen.”

    Rami Malek said that he thinks his character, Charlie Heller, is incredibly human. “This is a very character-driven story where you can actually relate to the protagonist, and that’s something I haven’t seen before. And it still delivers the same heightened impact of scope, scale and explosive intensity that you get and deserve from an action film,” he noted. 

    For Malek, the film also explores a universal theme of grief and loss. “At its heart, it’s about grief,” he said. “You lose the love of your life, and what length will you go to ensure that your soulmate, that remarkable person who changed your life, is not forgotten?”

    Liz Barnes (64) served as Vice-Chancellor of Staffordshire University for six years, overseeing a leap in its learning and teaching standards and championing social mobility. 

    Born and bred in the county, she is a Trustee of the Peter Coates Foundation, which aims to regenerate Stoke-on-Trent, and of the Aspire Trust, which provides social housing across Staffordshire. 

    Previously a teacher in Stoke-on-Trent, she has also co-chaired the Stoke-on-Trent Opportunity Area; been a Director of the Donna Louise Trust, providing end-of-life care across the county; and served on the board of the Local Enterprise Partnership and on the Stoke-on-Trent Children’s Services Improvement Board.

    HANOI, April 15 — In a world grappling with growing uncertainty and instability fueled by rising protectionism and unilateralism, China has reaffirmed the continuity and stability of its neighborhood diplomacy and its vision for lasting peace and shared development in Asia.

    That was the message delivered by Xi Jinping, general secretary of the Communist Party of China Central Committee and Chinese president, as he arrived in Vietnam on Monday for a state visit, the first leg of his five-day, three-nation tour of Southeast Asia. It is also his first overseas trip this year.

    “We will stay committed to the principle of amity, sincerity, mutual benefit and inclusiveness. We will continue to pursue the policy of forging friendship and partnership with our neighbours. And we will steadily deepen friendly cooperation with them to advance Asia’s modernization,” Xi said in a signed article published Monday in the Nhan Dan Newspaper of Vietnam.

    Pham Phu Phuc, former deputy head of the World News Desk at the Vietnam News Agency, welcomed China’s diplomatic approach.

    In light of unexpected and uncertain changes in the region and across the world in recent years, this vision emphasizes peace, sincerity, mutual benefit and shared development through cooperation, he said.

    Xi’s visit came as China and Vietnam mark the 75th anniversary of their diplomatic relations this year. During his talks with General Secretary of the Communist Party of Vietnam Central Committee To Lam on Monday, Xi said that facing the changing and turbulent world, China and Vietnam have stayed committed to peaceful development and deepened their friendly cooperation, bringing much-needed stability and certainty to the world.

    During Xi’s visit to Vietnam in December 2023, the bilateral relationship reached a new height when both sides agreed to build a China-Vietnam community with a shared future that carries strategic significance on the basis of deepening the comprehensive strategic cooperative partnership.

    On Monday, Xi proposed six measures to deepen the building of the China-Vietnam community with a shared future, including lifting strategic mutual trust to a higher level, building stronger security safeguards, expanding higher quality mutually beneficial cooperation, tightening the bond of people-to-people ties, conducting closer multilateral coordination, and engaging in more constructive maritime interactions.

    Building the China-Vietnam community with a shared future carries great global significance, Xi said in his meeting with To Lam, noting that as the two countries jointly pursue peaceful development, their combined population of over 1.5 billion is jointly advancing toward modernization, which will contribute to regional and global peace and stability while promoting common development.

    For Vietnamese scholars, Xi’s emphasis on the building of the China-Vietnam community with a shared future underscores a core pillar of China’s neighborhood diplomacy — forging strong partnerships with neighboring countries based on mutual respect, win-win cooperation and long-term commitment.

    Nguyen Thi Phuong Hoa, a researcher at the Institute for Asia-Pacific Studies under the Vietnam Academy of Social Sciences, said the effort to build a China-Vietnam community with a shared future that carries strategic significance reflects both the continuation and the deepening of the enduring friendship between the two countries.

    “It is built on the foundation of political trust, the promotion of commonalities and especially the sharing of benefits and mutual concerns,” she said. “The ultimate goal is to bring benefits to the people of both nations, support each country’s development and contribute to regional peace and stability.”

    GREATER COMMON DEVELOPMENT

    Over the past year, the agreement on building the Vietnam-China community with a shared future that carries strategic significance has already injected fresh momentum into the bilateral relationship, said Nguyen Vinh Quang, vice president of the Vietnam-China Friendship Association, noting that businesses from both sides have demonstrated increased confidence in each other.

    Chinese direct investment in Vietnam exceeded 2.5 billion U.S. dollars in 2024, maintaining strong growth, Chinese Ministry of Commerce spokesperson He Yongqian said on Thursday.

    Meanwhile, bilateral trade has surpassed 200 billion dollars for four consecutive years, reaching 260.65 billion dollars in 2024, a 13.5-percent increase year-on-year.

    Noting that both countries are committed to opening up, Xi said during his meeting with To Lam on Monday that both countries have played a constructive role in maintaining the stability and smooth operation of regional industrial and supply chains, as well as contributing to the advancement of economic globalization.

    Our rail system plays a vital role in supporting the UK’s energy needs and our clean-up mission, so as we transition to a more efficient fleet of electric locomotives we need to dispose of the older ones sustainably.

    In the last 2 years we’ve donated redundant diesel locomotives to Chasewater Railway in Staffordshire and Eden Valley Railways in Warcop.

    Most recently we sold a redundant locomotive to Brodie Engineering in Kilmarnock to use as a shunting engine.

    This is a particularly satisfying solution, as Brodie Engineering was responsible for the original work to overhaul the locomotive for use at Sellafield almost 30 years ago.

  • MIL-OSI United Kingdom: Service enhancements improve bus connection between hospital and city centre

    Derby City Council and Notts and Derby are working to deliver an improved Link 2 bus service between the City Centre and Royal Derby Hospital, via Mickleover and Mackworth.

    With the help of funding from the Council’s Bus Service Improvement Plan, improvements to the existing Link 2 service will see the service head into the city centre and back to the hospital via the A52 Ashbourne Road.

    The service will also run every hour and complement hospital shift times, making it easier for staff to get to and from work.

    The Council is carrying out an ongoing review of the city’s bus network as it works to make Derby a better connected, sustainable city, and enhance links to key destinations such as the Royal Derby Hospital.

    Earlier this year the Council and Notts and Derby worked together to improve services connecting Spondon Train Station and Spondon Village.

    These enhancements have been funded by the National Bus Strategy: Bus Service Improvement Plan (BSIP), which calls for Local Transport Authorities to deliver better bus services and implement measures to improve public transport. Derby’s BSIP can be viewed on the Derby City Council website.

    A Sussex cafe owner who took £150,000 in Covid support funds for two companies which were not trading at the start of the pandemic has been sentenced. 

    Mehmet Akyuz, 36, fraudulently obtained three maximum-value Bounce Back Loans worth £50,000 each in 2020 for his Green and Hove Limited and Leathers Wear Limited companies. 

    Both Green and Hove, trading as Organic Earth Cafe, and Leathers Wear, were dormant at the time of Akyuz’s applications. 

    Akyuz, of Conway Street, Brighton and Hove, was sentenced to 20 months in prison, suspended for two years, when he appeared at Hove Crown Court on Monday 14 April. 

    He was also disqualified as a company director for five years and ordered to complete 300 hours of unpaid work.

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    Mehmet Akyuz’s actions in fraudulently applying for three Bounce Back Loans he was not entitled to were completely unacceptable. 

    This was taxpayers’ money designed to support small businesses through the pandemic and should not have been exploited in such a cynical manner. 

    The Insolvency Service remains committed to investigating these cases and bringing fraudsters such as Akyuz to justice.

    Green and Hove and Leathers Wear were incorporated in February and March 2019 with Akyuz as the sole director. The former was a retail food and grocery store with a cafe attached while the latter was described by Akyuz as an importer of leather goods such as bags and belts. 

    However, neither was trading at the time Akyuz made the fraudulent applications to the banks in the summer and autumn of 2020. 

    Akyuz fraudulently applied for the £50,000 loan on behalf of Green and Hove in August 2020, claiming the company’s turnover was £270,000. 

    This declaration was untrue, as Insolvency Service investigations found that the company filed dormant accounts in 2020, 2021 and 2022. 

    Between September 2020 and January 2021, more than £36,000 of the loan was transferred directly to Akyuz. The remainder of the money was paid out in miscellaneous, one-off payments. 

    Akyuz committed further fraudulent offences in October 2020, when he applied to two separate banks for £50,000 Bounce Back Loans on behalf of Leathers Wear. 

    In the applications, Akyuz falsely declared that the company had a turnover of £215,000 and £225,000. 

    However, Leathers Wear also filed dormant accounts in 2020, 2021 and 2022 and was not trading when the application was made. 

    The funds were again transferred into Akyuz’s personal account and not used for business purposes. 

    Akyuz unsuccessfully applied to have Leathers Wear struck-off the Companies House register in June 2022 in an attempt to avoid repaying the loan. 

    The Insolvency Service is seeking to recover the fraudulently obtained funds under the Proceeds of Crime Act 2002.

    Startup Studio of Novosibirsk State University with the support of the Coion syndicate, presented an innovative development – an analyzer of dental and oral health. It is implemented in several formats – a mobile application, a Telegram bot, a VKontakte application, and generates a set of recommendations for dental care for the user based on a photo. The service is based on the original methodology of Elena Leontyeva, Associate Professor of the Department of Dentistry and Advanced Training at the Rostov Medical University, Candidate of Medical Sciences, supplemented by machine vision technologies.

    — This method was developed several years ago, and the goal was to motivate patients to maintain oral hygiene. It was initially created for general use: a doctor can use it for screening, and patients or sales consultants in specialized stores can use it to select the most suitable toothpastes and hygiene products in each specific case, — said Elena Leontyeva.

    To use the algorithms developed by the Rostov scientist, no special medical education is required. When Elena learned about the NSU startup “Smart Mirror”, she approached its developers with a proposal to create a similar service, but aimed at oral hygiene – detection of signs of inflammatory formations, early stages of caries, etc. At the same time, the service does not replace a doctor, but helps to notice problems at an early stage, making primary diagnostics as accessible as possible.
