  • MIL-OSI New Zealand: Storm-affected land use policy approved

    Auckland councillors have approved the approach for the future use of around 1,200 properties bought out following the 2023 storms.  

    The policy guiding future land use decisions was approved by the council’s Policy and Planning Committee. The 1,200 properties with high-risk homes are expected to be purchased by the end of 2025 – making this one of the largest land acquisition programmes undertaken in Auckland. 

    Mayor Wayne Brown says the policy is an important step. 

    “We have to think about the future and this policy allows the council to consider the different ways the land can be used, including, importantly, what we can do to recoup ratepayer money allocated to purchase the high-risk properties,” says Mayor Brown.  

    “I’m committed to getting value for money for what is a significant investment for council, so it makes sense we carefully consider how we utilise land safely, sensibly, and economically to reduce the cost of the storm damage and return some of that investment, to Auckland ratepayers.” 

    Committee chair, councillor Richard Hills says it’s important to remember that severely storm-affected land (Category 3) has inherent risks that must be considered for any future use.  

    “To move people out of harm’s way – that’s why these properties were assessed and purchased in the buy-out scheme. While we want to use the land effectively to provide homes and maintain strong communities, safety will always be our top priority,” says Cr Hills. 

    Under the policy, the council will retain a large number of properties for flood resilience projects, other council services or where hazards such as unstable land must be safely managed. The council will also consider opportunities to sell some properties that can be used safely for other purposes.   

    Cr Hills stressed that with hundreds of pieces of land to assess, it will take several years before final decisions are made, a factor which he knows will be frustrating for affected communities. 

    “We understand communities have a keen interest in the future of storm-affected land, but we have to carefully make the best decisions for the land and the community.” 

    Director Policy, Planning and Governance Megan Tyler says the policy is all about finding safe and sensible options for the land, within the constraints of any hazard risks.  

    “This policy will guide how we assess the potential for each property, so that safety, future resilience and value for Aucklanders are top of mind.” 

    Aucklanders told the council through consultation in September 2023 they wanted to see the impact on rates from the buy-out programme minimised, which along with other recovery costs tallies to more than $1 billion.

    Emergency services are at the scene, near the intersection with Te Ara Kopiko, after a car collided with a pole.

    Carrington Road is currently closed between Seagar Avenue and Sutherland Road.

  • MIL-OSI Australia: Fire restrictions to end in West Wimmera and Horsham

    As restrictions lift, CFA is urging residents to remain fire-aware, as dry Autumnal conditions combined with strong winds can still lead to fast-moving grassfires.   

    CFA District 17 Assistant Chief Fire Officer Chris Eagle said low fire activity over the past few weeks and the cooler conditions has allowed fire restrictions to ease in the area. 

    “Conditions are still dry, however fuel loads have been significantly reduced thanks to livestock and the breakdown of the crop and grass,” Chris said. 

    “Despite the lifting of these restrictions we are urging residents to be extremely careful if they are planning to undertake private burn-offs and have appropriate resources on hand to contain it.  

    “We haven’t had a lot of rain in the region, so it is important the proper precautions are taken before igniting any burns and the weather conditions are suitable.” 

    To prevent unnecessary emergency callouts, landowners must register their private burn-offs. If smoke or fire is reported, it will be cross-checked with the register to avoid an emergency response and allow 000 call-takers to prioritise emergency calls.  

    Burn-offs can be registered online at Fire Permits Victoria at www.firepermits.vic.gov.au. 

    Where possible, landowners should also notify neighbours and those nearby who may be sensitive to smoke.  

    Residents travelling to other parts of Victoria are reminded to remain vigilant, as fire danger periods in other regions may still be active.

  • MIL-OSI New Zealand: Fatal crash, Waihi

    Police can confirm one person has died following a crash in Waihi last night.

    Emergency services were called to the single-vehicle crash, involving a motorcycle, at the intersection of Rosemont Road and Consols Street at around 8:20pm.

    The rider sadly died at the scene.

    The road has since reopened.

    Enquiries into the circumstances of the crash are ongoing.

  • MIL-OSI New Zealand: Kawakawa homicide: Man charged and witnesses sought

    Police have launched a homicide investigation after the discovery of a man’s body in a vehicle in the Far North town of Kawakawa on Sunday morning.

    Emergency services were called to the scene on Station Road in a car park near the Caltex petrol station about 7.45am.

    “The man’s death was initially treated as unexplained, however it is now believed that he was the victim of a violent assault,” Detective Inspector Rhys Johnston says.

    A 49-year-old man located nearby has now been charged with murder, appearing in the Kaikohe District Court today.

    Detective Inspector Johnston says Police are also searching a property in the seaside settlement of Te Tii in relation to the investigation.

    Post-mortem and formal identification procedures are still to be carried out.

    Police are releasing a photo of the vehicle which has since been removed from the scene where the man was found.

    “We would like to talk to anyone who noticed this vehicle or spoke with the occupants during the morning of Sunday 13 April,” Detective Inspector Johnston says.

    That vehicle is a black Ford Falcon, with registration number BYM765.

    It visited the Caltex Station in Kawakawa at 7.15am on 13 April.

  • MIL-OSI New Zealand: Arrests after North Shore burglaries

    Police have rounded up three offenders after two burglaries at Browns Bay businesses this morning.

    A burglary was reported at a currency exchange business on Clyde Road at around 3.18am.

    Acting Waitematā East Area Commander Tim Williams says three offenders had been seen smashing their way into the store.

    “A Police dog handler deployed and other Police units flooded the area after the report,” acting Inspector Williams says.

    “The dog handler tracked to a toy store nearby, which had also sustained damage.

    “Around the same time a vehicle was seen leaving the area, and a unit attempted to stop it.”

    The vehicle failed to stop.

    “The Police Eagle helicopter deployed and tracked the vehicle as it entered the Waterview Tunnel, heading south, at high speeds.”

    The vehicle continued south towards Manukau, with spikes successfully deployed on multiple occasions.

    Acting Inspector Williams says the vehicle eventually came to a stop on Othello Drive.

    “All three occupants ran on foot from the vehicle and were quickly arrested.”

    Three men, aged 27, 28 and 31, will face charges over their early morning offending and will appear at the North Shore District Court.

    “Police are continuing to respond to burglaries occurring and are holding those responsible to account.”

    It’s the second round of arrests for burglaries at North Shore businesses in just over 24 hours.

    Acting Inspector Williams says two 15-year-old males were apprehended early on Sunday, after burglary at an Albany vape store on Dairy Flat Highway.

    “I’d like to acknowledge our frontline staff that quickly deployed after both these incidents were reported to us, enabling these arrests.”

    Police can advise one person has died in a crash in Pt Chevalier this morning.

    The single vehicle crash occurred just after 9am on Carrington Road, after the vehicle collided with a pole.

    Sadly, the sole occupant of the vehicle died at the scene despite medical assistance being provided.

    Carrington Road is currently closed between the intersections with Great North Road and Seagar Avenue.

    The Serious Crash Unit are examining the scene as part of an investigation that is now underway.

    The Government is proposing the first major changes to New Zealand’s driver licence system since 2011
    The changes include removing the requirement for a practical driving test when getting a full driver licence
    Public consultation on the changes will begin tomorrow.

    The Government proposes to remove the requirement for a second practical test when gaining a driver licence and reduce the number of eyesight tests required, among other sensible changes to the Graduated Driver Licensing System (GDLS), Transport Minister Chris Bishop says. 
    “Getting a driver licence is very important for many Kiwis. Having a licence means people can access jobs, education, healthcare, and participate in society. 

    “Around one million adults in New Zealand don’t have a full driver licence, and nearly half of these people have no licence at all.
    “Right now the process for getting a driver licence is time consuming and inefficient. It involves a theory test to get a learner licence, and then two practical tests – one when going for a restricted licence, and another when going for a full licence. 
    “It’s also expensive, with the full process from learner to full licence costing a minimum of $362.50 in fees.
    “The Government is proposing changes to the driver licensing system to make the process for getting a full driver licence more accessible, efficient and affordable.
    “The main change is to remove the requirement for a person on their restricted licence to do a practical driving test when going for their full licence. The full licence test currently costs $98.90 to book.
    “Internationally, we are an outlier in requiring a practical driving test when going from a restricted licence to full. Other countries such as Australia require those on restricted licences to have longer learner periods, reduced demerit thresholds, or mandatory practice hours.
    “We’re proposing new safety measures, including:

    requiring drivers on their restricted licence to keep a clean driving record to progress to their full licence, for 18 months for under-25s – or 12 months if they complete an advanced driving course – with a zero tolerance for any driving offence
    halving the demerit threshold for learner and restricted drivers, meaning they can have their licence suspended if they reach 50 demerit points, as opposed to the current threshold of 100 demerit points
    introducing a zero-alcohol limit for learner and restricted drivers of any age, as well the current zero limit for everyone under 20 years

     
    “NZTA will also look at introducing a hazard perception test at the end of the learner stage.
    “These measures are designed to encourage safe driving from these drivers while they gain experience behind the wheel. 
    “We’re also proposing to reduce the frequency of eyesight tests for drivers. 
    “At present, drivers are required to undergo an eyesight test before their learner, restricted and full driving tests. This means some people end up having their vision tested three times between age 16 and 18, while a person aged over 25 going through the process to get their driver licence can have their vision tested three times in just nine months. 
    “Evidence suggests there is little safety benefit from this repeated eyesight testing. Instead, we propose that people would still need to have their vision tested when they apply for their first licence, and when they first renew their licence after they turn 45. At other times people would need to declare that their vision has not deteriorated.
    “We are not proposing changes to eyesight testing for heavy vehicle licences or endorsements, or for people over 75 years.
    “Any changes to the driver licensing system would be implemented in July 2026. Until the new system is in place, people will need to follow the current requirements for their licence.
    “We believe our proposals strike the right balance between making it easier to progress through the system and maintaining road safety.”
    Consultation on the proposed changes to the Graduated Driver Licensing System opens on 14 April and will close on 9 June 2025.

    The last major update to New Zealand’s driver licensing system was in 2011, when the minimum age for obtaining a learner licence was raised from 15 to 16 years.
    The graduated driver licensing system consultation document and survey will be available on the Ministry of Transport website from 14 April.
    The removal of the full licence test would apply to car licences only.
    Other proposed changes to the Graduated Driver Licensing System include improving New Zealand Transport Agency’s (NZTA) oversight of approved advanced driver courses for all licence classes.
    There would be no change to licence requirements for overseas licence conversions, senior drivers, or licence reinstatements

    Associate Health Minister with responsibility for Rural Health and Minister for Mental Health Matt Doocey announced today he will be coming to 12 rural locations across the country on a Rural Health Roadshow, starting this week in Levin.“All New Zealanders deserve timely access to quality health care and this Government is committed to improving health and mental health outcomes, particularly for the one in five living in our rural communities,” Mr Doocey says.“The Rural Health Strategy was published in 2023 and sets the direction for improving the health of people who live in rural communities. The rural health road show is an opportunity for me to hear from the public and those working in rural health about how well the strategy is being implemented.“We know access to health care within rural communities, or being supported to access care when required, are key issues for rural communities. That’s why I want to hear from our rural communities who are accessing health care services directly about what’s working well and what’s not, I also want to hear from those who are working in rural health.”Some initiatives are already in train. Late last year, the Government provided accreditation to Te Tai o Poutini West Coast to deliver Australian College of Rural and Remote Medicine Training and awarded scholarships to 27 health care students to boost the future rural health workforce.The Government is also improving access to primary care including access to 24/7 digital care, training more new doctors and investing to increase the number of nurses in primary care. Primary care providers will receive up to $20,000 per nurse employed in rural areas.“We are prioritising rural communities as part of Health New Zealand’s roll out of Integrated Primary Mental Health and Addiction Services.          Delivering his opening remarks at the symposium of the showcase, Mr Sun said that Hong Kong is uniquely positioned in the GBA area to serve dual roles as Mainland China’s gateway to Southeast Asia and as Malaysia’s springboard to the vast opportunities in Mainland China’s domestic markets. He stressed that the multilingual nature of the two places, being fluent in Cantonese, English and Putonghua, ensures the smooth integration of Malaysian talent in Hong Kong. Mr Sun added that the Hong Kong Special Administrative Region (SAR) Government had earlier established the Committee on Education, Technology and Talents chaired by the Chief Secretary for Administration, which builds on Hong Kong’s strategic positioning of “eight centres”, with a view to flexibly attracting and gathering specialised talent in various sectors to build an international hub for high-calibre talent to contribute to the high-quality development of Hong Kong and the country.
     
         Following the symposium, Mr Sun and the delegation toured the career fair concurrently held at the showcase and visited multiple booths to learn more about the jobs offered by exhibitors as well as different companies’ demand for international talent. Numerous students studying at Malaysian universities as well as professionals attended the fair to explore career prospects in Hong Kong and Mainland cities of the GBA.
     
         The showcase, organised by the Labour and Welfare Bureau and HKTE to be held today and tomorrow (April 13) in JW Marriott Hotel Kuala Lumpur, is expected to attract a combined attendance of over 4 000. It consists of two main components: a symposium and a career fair. The symposium featured experts from various fields discussing the GBA’s latest developments and opportunities, while the career fair attracted nearly 40 leading GBA enterprises from industries including technology, I&T, engineering, finance, accounting, legal services, insurance and real estate, providing international talent from Southeast Asia with a wide range of career options and opportunities for professional growth.
     
         Mr Sun said, “Hosting the showcase in Malaysia, a dynamic emerging economy with strategic development potential, the LWB and HKTE aimed at implementing the strategy of joining hands to attract international high-calibre talent under the Memorandum of Understanding on promoting talent services co-operation in the GBA signed last year by nine municipalities in Guangdong Province as well as the Hong Kong SAR and Macao SAR. HKTE will continue to intensify global promotion efforts with a view to attracting more outstanding talent worldwide to pursue their careers in Hong Kong.”

    Yesterday morning (April 11), Mr Sun first visited Universiti Malaya and met with Deputy Vice-Chancellor Professor Hasniza Zaman Huri and other senior management of the university. Mr Sun said that as the top-notch institution of Malaysia, Universiti Malaya is an eligible university under the Top Talent Pass Scheme (TTPS). He said he was pleased to note that since the implementation of the TTPS, over 60 applications from graduates of Universiti Malaya have been approved, adding that he looked forward to more outstanding graduates of the university to pursue their careers in Hong Kong. Mr Sun then led the delegation to pay a courtesy call on the Chargé d’Affaires of the Chinese Embassy in Malaysia, Mr Zheng Xuefang, in the afternoon and briefed him on the efforts made by Hong Kong in building the GBA into an international hub for high-calibre talent.
     
         Afterwards, Mr Sun called on the Minister of Human Resources of Malaysia, YB Steven Sim during which they exchanged views on strengthening regional collaboration. Mr Sun stressed that the two-way flow of talent fosters enhanced co-operation between the two places, thereby achieving beneficial all-win situations. At the meeting, Mr Sun also elaborated on Hong Kong’s work done on improving occupational safety and health, as well as boosting manpower skills through engaging the Employees Retraining Board.
     
         While in Kuala Lumpur, Mr Sun also met with representatives of the Hong Kong-Malaysia Business Association and the Associated Chinese Chambers of Commerce and Industry of Malaysia to understand more on the local business environment and manpower situation.     There’s a high threat of terrorism. Terrorist groups, including al-Qaeda and Daesh-aligned groups, continue to call for attacks in Russia. Always be alert to possible threats. Military activity is underway in the regions of Kursk and Belgorod. Russian authorities introduced a federal state of emergency in these regions.     In a significant late-night operation on April 11, 2025, the Directorate of Revenue Intelligence (DRI) intercepted a 12-wheeler truck and seized 52.67 kg methamphetamine tablets, valued at Rs. 52.67 crore in the international drug market, on the outskirts of Aizawl, Mizoram.

    The operation uncovered a novel method of concealing and transporting smuggled drugs — 53 meticulously packed, brick-sized packets were found hidden within the folds of the truck’s tarpaulin cover.

     

     

    The packets bore inscriptions such as “3030 Export Only” and “999”, alongside diamond symbols, and contained orange-pink tablets. Tests conducted using the NDPS Field Test Kit confirmed the tablets contained methamphetamine.

     

     

    The truck, registered in Nagaland, had originated from Zokhawthar—a sensitive border town near the Indo-Myanmar frontier—and was enroute to Tripura. DRI intercepted the vehicle before it left Mizoram. Notably, the truck carried no declared goods at the time. Earlier, it had transported cement from Meghalaya to Champhai before continuing to Zokhawthar, where the contraband was loaded.

    The truck’s driver and his assistant were arrested under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. Preliminary investigations indicate that the drugs had been smuggled into Mizoram from Myanmar via the Zokhawthar sector.

    Hong Kong Customs detects two dangerous drugs cases at airport with seizure worth about $11.9 million  
    In the first case, a local female, aged 19, arrived in Hong Kong from Paris, France, yesterday. During customs clearance, Customs officers found about 12kg of suspected ketamine inside her check-in suitcase. She was subsequently arrested.
     
    The arrestee has been charged with one count of trafficking in a dangerous drug and will appear at the West Kowloon Magistrates’ Courts tomorrow (April 14).
     
    In the second case, through risk assessment, customs officers intercepted a 57-year-old female passenger who planned to depart from Hong Kong to Brussels yesterday. Upon a search, Customs officers found about 7kg of suspected cocaine from her check-in luggage. The woman was subsequently arrested.
     
    An investigation is ongoing.
     
    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.
     
    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.
     
    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

    The Innovation, Technology and Industry Bureau (ITIB) and the Hong Kong Trade Development Council (HKTDC) co-organised the third edition of the InnoEX at the Hong Kong Convention and Exhibition Centre (HKCEC) for four consecutive days starting today (April 13). The Digital Policy Office (DPO) set up a large-scale Smart Hong Kong Pavilion to showcase over 100 technology solutions, including those developed by different government departments in relation to citizens’ daily lives. Through interactive experiences and on-site demonstrations, the Pavilion demonstrates the solid achievements in advancing the development of innovation and technology (I&T) and smart city in Hong Kong brought about by the concerted efforts of the Hong Kong Special Administrative Region Government and various sectors.

    On the opening day of the Pavilion, a number of officials, including the Financial Secretary, Mr Paul Chan, and the Secretary for Innovation, Technology and Industry, Professor Sun Dong, visited the Pavilion. They were briefed by the Commissioner for Digital Policy, Mr Tony Wong, on how the DPO leads various government departments in leveraging I&T to enhance city management and operational efficiency, delivering enhanced public services to citizens. The DPO has all along worked in close collaboration with the local I&T industry to develop a variety of innovative solutions, with a view to continuously enhancing public services for the benefit of the public and businesses, jointly strengthening Hong Kong’s leading position as an international I&T hub.

    This year’s Smart Hong Kong Pavilion focuses on AI and data-driven applications, and showcases I&T solutions contributed by 20 government departments and the winning entries of international and domestic I&T competitions, including the Hong Kong ICT Awards, Asia Pacific Information and Communications Technology Alliance Awards, Maker in China SME Innovation and Entrepreneurship Global Contest – Hong Kong Chapter and Open Data Hackathon, from local innovators and students. Through the exhibition, the DPO hopes to recognise outstanding local innovations, encourage and inspire industry players to develop more innovative solutions as well as promote Hong Kong’s I&T development to local industries, exhibitors and experts from home and abroad.

    Following are highlights of the six areas of the Smart Hong Kong Pavilion:

    Smart Living: “iAM Smart”, the one-stop personalised digital services platform that provides citizens with access to over 1 100 government, public and private online services and government e-Forms; the Hong Kong Observatory’s AI-powered weather prediction models that provide reference in preparing weather forecasts and tropical cyclone forecast tracks; and the industry’s award-winning solution, a smart packaging system from the Hong Kong Productivity Council that significantly increases packaging output of Chinese medicine and reduces manpower requirements.

    Smart Mobility: Award of the Year in the Hong Kong ICT Awards 2024, a solution from the MTR Corporation Limited and the Hong Kong University of Science and Technology that adopts a digital twin calibrated with big data for railway planning and simulating service disruptions and congestion, thereby assisting the MTR to plan corresponding arrangements early to meet the travel needs of citizens.

    Smart Environment: The Agriculture, Fisheries and Conservation Department’s Shark Species Rapid DNA Identification technology that uses AI to rapidly identify the species of shark fins and more efficiently determine whether the imported shark fins are regulated; and the Electrical and Mechanical Services Department’s AI-powered Aqua-bot that is used in early detection and rapid response to invasive alien species to protect ecosystems in wetlands.

    Smart People: The Architectural Services Department’s Wall-Climbing Robot that can move flexibly on building facades and conduct building facade assessments efficiently and accurately; the Drainage Services Department’s Tumbler Inspection Ball Robot with Embodied Intelligence, honoured with a Gold Medal in the International Exhibition of Inventions Geneva 2024, that can monitor condition of pipelines through clear 360-degree panoramic videos and AI technology; as well as the Highways Department’s adoption of geospatial and AI technologies to automatically detect various road objects and create survey maps, enhancing efficiency of road construction projects.

    Smart Government: The Hong Kong Fire Services Department’s Virtual Fire Scene Incident Command Training System that allows firefighters to practice command and decision-making skills in an immersive experience; the Hong Kong Police Force’s The New Generation Scenario-based Interactive Multiplayer Simulation System that adopts multimedia broadcasting and simulated communication systems to train officers to respond to various simulated incidents; and the Hong Kong Immigration Department’s Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service that fosters ease in cross-boundary mobility.

    Smart Economy: The Lands Department’s leverage of spatial data and Geographic Information System to enhance the safety, efficiency and planning of drone operations, supporting low-altitude economy development; and the award-winning solution, Hong Kong Housing Authority Project Information Management and Analytics Platform, that implements digital project management from planning to handover stages, thereby expediting decision-making process.

    The annual I&T mega event of Hong Kong, InnoEX, brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, AI, robotics, cybersecurity and smart mobility.     A Useful tool for all Discoms and load Despatchers

    An indigenously developed Integrated Generation, Transmission and Storage Expansion Planning Model with Demand Response – a vital Resource Adequacy Tool, has been launched on 11.04.2025 by Shri Ghanshyam Prasad, Chairperson, Central Electricity Authority (CEA) in the presence of Sh. Alok Kumar, Ex-Secretary (Power) and partner TLG and various representatives from the State Power Utilities. It is planned to distribute this software model to all the States/ Discoms free of cost.

    The indigenously developed tool is specifically designed to assist the states in carrying out a comprehensive Resource Adequacy plan in line with the resource adequacy guidelines issued by the Ministry of Power in June 2023.

    After the issuance of Resource Adequacy Guidelines, CEA has been carrying out the Resource Adequacy (RA) plans for all the Discoms. To begin with, CEA completed the exercise for all Discoms up to 2032, and now all of them have been updated to 2034-35. CEA has also finished the national level exercise up to 2034-35. Since the plan is dynamic and is mandated to be revised every year, it was thought to develop a common tool for all and share it with them free of cost to play with it. It will also help integrate the studies easily and bring out the optimum solutions for the country.

    The model explicitly considers:

    1. Chronological operation of the power system
    2. All unit commitment constraints, including technical minimum, minimum up and down times, and ramp-up/ramp-down rates.
    3. Endogenous demand response
    4. Ancillary services, and many more.

    The benefits of the tool include:

    1. Ensuring adequate resource adequacy (neither less nor more) in the electricity grid. Zero load shedding, No stressed capacity and least cost solutions.
    2. Optimisation of the cost of power system generation expansion and system operation while considering the benefit of demand response.
    3. Optimisation of energy and ancillary services.
    4. Optimisation of size and location of storage.

    The software has been developed entirely in India with the active guidance of CEA, ensuring complete transparency. CEA will update and upgrade this tool based on further suggestions from the users (Discoms/ load despatchers) of this software.

    The launch event highlighted the collaboration between CEA, The Lantau Group (TLG) and the Asian Development Bank (ADB) under the Technical Assistance program.

    The harbour phase of Indian Navy’s maiden initiative of Africa-India Key Maritime Engagement exercise (AIKEYME) was inaugurated by Minister of Defence and National Service of Tanzania Dr Stergomena Lawrence Tax and Raksha Rajya Mantri Shri Sanjay Seth onboard INS Chennai at Dar es Salaam on April 13, 2025. AIKEYME, co-hosted by India and Tanzania, involves participation from Comoros, Djibouti, Kenya, Madagascar, Mauritius, Mozambique, Seychelles and South Africa.

    Raksha Rajya Mantri also joined the digital inauguration of Weapons Training Simulator facility established at Arusha and inauguration of Defence Expo. In the Defence Expo, 22 companies from India are participating with their key products on display.

    In his address, Raksha Rajya Mantri emphasised on oneness, and unity of purpose to overcome the vast maritime challenges and to ensure a peaceful & prosperous future. He recalled the age-old relations between India & Africa and reiterated the principle of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across the Region) for further strengthening the bond with our friends in Africa.

    Shri Sanjay Seth stressed on the African proverb: “If you want to go fast, go alone; if you want to go far, go together,” highlighting the need for enduring partnerships in maritime security. He expressed gratitude to Tanzania for hosting AIKEYME 25, marking a significant step towards long-term collaboration.

    Minister of Defence and National Service of Tanzania thanked India for co-hosting the Exercise and she termed the Exercise a strategic initiative to build strong maritime partnership. She underscored the necessity of a collective approach to address challenges such as piracy and trafficking.

    Dr Stergomena Lawrence Tax reaffirmed Tanzania’s commitment to hosting future editions of AIKEYME and detailed the collaborative framework for regional maritime security, emphasizing innovation and information sharing. Her remarks firmly established that the relationship extends beyond military affairs, advocating for a broader regional cooperation.

    Dignitaries present included the Chief of Defence Force, Tanzania People’s Defence Force, the Chief of Naval Staff of the Indian Navy, and the High Commissioner of India to Tanzania, reinforcing the importance of bilateral defence relationships. The event was punctuated by a parade of a 50-man guard and the stirring performance of the Indian Navy Band, embodying the spirit of maritime cooperation.

    Raksha Rajya Mantri also briefly interacted with the crew of participating countries of the Exercise and IOS SAGAR ship. He did a walkaround of INS Chennai. He gifted 15 sets of Parachutes, books for NDC and a Tri-Services War Gaming Simulator to Tanzania as a token of strong bonds and friendship between the two countries.

    The exercise represents commitment of the participating countries to a free, open and secure Indian Ocean. A new chapter has been added today to the growing relations between India and Africa. AIKEYME 25 and IOS SAGAR symbolize a transformative journey towards enhanced multinational collaboration in securing the seas, forging connections that transcend borders.

         In response to and in support of the 10th National Security Education Day, the Fire Services Department (FSD) held an open day today (April 13) at the Fire and Ambulance Services Academy (FASA) in Tseung Kwan O to deepen the public’s understanding of the department’s work in safeguarding national security, public safety and public order, as well as enhancing their awareness of the responsibility in safeguarding national security. The event attracted more than 9 000 visitors.

         The Chief Secretary for Administration, Mr Chan Kwok-ki, attended the flag-raising ceremony in the morning. Speaking at the ceremony, he highlighted the FSD’s pivotal role in safeguarding national security. He mentioned that the Hong Kong Special Administrative Region search and rescue team, which recently returned from completing a search-and-rescue mission in earthquake-stricken areas of Myanmar, comprised of 41 members from the FSD. Mr Chan commended the search and rescue team’s swift response and professionalism, stating that their efforts demonstrated the country’s commitment to global humanitarian efforts, and exemplified the spirit of taking the promotion of international security as a support, which is one of the five essential elements of the holistic approach to national security.

         Accompanied by the Director of Fire Services, Mr Andy Yeung, Mr Chan visited the exhibition on national security, and toured the National Security Education cum Resource Centre in the FASA. The Secretary for Security, Mr Tang Ping-keung, also visited national security education game booths in the company of the Commandant of the FASA, Mr Cheu Yu-kok.

    The open day featured exhibition boards and game booths on national security to enhance public awareness of the importance of national security through interactive engagement. Moreover, simulation training facilities, the simulated Pak Shing Kok railway station, the Fire and Ambulance Services Education Centre cum Museum, and the National Security Education cum Resource Centre were open to the public. Members of the public could learn more about the department’s firefighting and rescue services, as well as its mission of “saving those in distress and protecting the community”.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed the State Level Cooperative Conference organized in Bhopal, the capital of Madhya Pradesh, as the Chief Guest. Many dignitaries including Madhya Pradesh Chief Minister Dr. Mohan Yadav, State Cooperation Minister Shri Vishwas Sarang and Secretary of the Union Ministry of Cooperation Dr. Ashish Kumar Bhutani were present on the occasion.

    Union Home Minister and Minister of Cooperation Shri Amit Shah said that there are a lot of possibilities in the three sectors of agriculture, animal husbandry and cooperatives in Madhya Pradesh and a lot of work is required to exploit them to the fullest. He said that for years the cooperative movement in the country was becoming moribund and was divided at different levels in the country. The reason for this was that the cooperative laws did not change as per the times.

    Shri Amit Shah said that in our Constitution, except for multi-state cooperatives, all cooperatives are a state subject. He said that no initiative was ever taken to make laws according to the rapidly changing conditions in the country. Keeping in mind the geographical conditions, rainfall conditions, rural development, agricultural development and animal husbandry dimensions of each state, no thought was ever given at the national level. Shri Shah said that no thought was ever given, because there was no Cooperation ministry at the national level.
    Shri Shah said 75 years after independence, the Prime Minister of the country, Shri Narendra Modi, established the Cooperation Ministry and he got the privilege of becoming the first Cooperation minister.

    Union Minister of Cooperation said that Since the formation of the Ministry of Cooperation, there has been a significant change in the cooperative sector under the leadership of Prime Minister Shri Narendra Modi and now this sector is moving forward rapidly. He said that the limits that were in our Constitution are still there. Even today, cooperation is a state subject. Shri Shah said that the Government of India cannot make any legal changes in the field of cooperation. However, efforts have been made to revive the Primary Agricultural Credit Societies (PACS), promote the dairy sector, cooperation in the field of production, smooth management of urban cooperative banks, district cooperative banks and rural banks. He said that the Ministry of Cooperation first worked on creating model by-laws for PACS and sent it to the state governments for approval. Today the whole of India has accepted these model by-laws. Expressing gratitude to the states for accepting the model by-laws, Shri Shah said that this step has brought new life to the cooperative sector. He said that unless PACS is strengthened, the three-tier cooperative structure cannot be strengthened. He said that earlier PACS used to provide only short-term agricultural loans, in which they used to earn about half a percent income. But today PACS are providing more than 20 types of services and the new reforms will also increase the income of PACS.

    Shri Amit Shah said that today PACS have been allowed to provide services like Jan Aushadhi Kendra, water distribution, common service centers. He said that today more than 300 schemes are available to the people on PACS computers. One does not need to go out of the village to get railway tickets, electricity bills, water bills, birth and death certificates, all these facilities are now available in PACS. Shri Shah said that many PACS have earned income from these services. PACS can now also become fertilizer dealers, start petrol pumps, distribute cooking gas and also manage the ‘Har Ghar Nal’ scheme.

    Union Minister of Cooperation said that under the new bylaws, work was done to create Multi Purpose PACS (MPACS) by merging PACS, dairy cooperative societies and fishery cooperative societies. He said that the Government of India has computerized all the PACS in the country at a cost of Rs 2500 crore. Madhya Pradesh ranks first in the country in computerization of PACS. Now the District Cooperative Bank and State Cooperative Bank are connected to NABARD due to computer network. Along with this, transparency has also come in the field of cooperation due to the arrangement of online audit.

    Shri Amit Shah said that the computerized PACS are working in 13 languages ​​of India. The Government of India has developed such software for PACS that will work for farmer in his language to open a bank account, i.e. it will work

    To echo the National Security Education Day on April 15, the Hong Kong Police Force (HKPF) held the “National Security Education Day cum Police Museum Open Day” today (April 13) to enhance public awareness of national security, foster their sense of national identity and offer an opportunity for the community to learn more about the history and work of the HKPF.

    Addressing at the opening ceremony, the Deputy Financial Secretary, Mr Michael Wong, said that safeguarding national security is everyone’s responsibility. The HKSAR Government has always been committed to promoting national security education to enhance public awareness and foster a sense of responsibility in protecting national security. He praised the HKPF for their crucial role in safeguarding national security. He said that Hong Kong has long been regarded as one of the safest cities in the world. This reassures investors and tourists to visit and should never be taken for granted; rather, it is the result of concerted efforts, with significant contributions from the HKPF.

    The Commissioner of Police, Mr Chow Yat-ming, in his opening remarks, said that national security is the cornerstone of prosperity and stability for a society. He added that the HKPF will continue its unwavering efforts to prevent, suppress, and impose punishment for acts endangering national security. Stressing that community support and participation are essential elements for safeguarding national security, he hoped the public would remain vigilant at all times and work together to safeguard national security.

    At the opening ceremony, the officiating guests were accompanied by children in mini police uniforms to display the 20 key areas of national security, symbolising the Police and the public’s concerted efforts to convey the message of “national security, a mission we share”.

    To commemorate the 5th anniversary of the implementation of the National Security Law, the 5th anniversary of the establishment of the National Security Department of the HKPF, the 1st anniversary of the implementation of the Safeguarding National Security Ordinance, and the 10th anniversary of the National Security Education Day, the open day featured the “National Security Express – Police Museum Station”, which showcased the Force’s efforts in safeguarding national security. The advanced equipment of various units, including the Police Dog Unit, the Explosive Ordnance Disposal Bureau and the Counter Terrorism Response Unit, were also on display, providing the public with an opportunity to learn about the work of the Force.

    In addition, officers dressed in police uniforms from different generations were present to take photos with the public, showcasing the evolution of police uniforms. In addition to the interactive technology elements in the Police Museum’s exhibitions, retired police officers and civilian staff also provided guided tours to the visitors, enabling them to have a better understanding of the history of the Force. The open day also featured a “drone football” experience game, an anti-drug publicity vehicle and a number of check-in spots where the public could take photos and have fun.

    Kashi isn’t just a city—it’s a living soul. It breathes through the ripples of the Ganga and the quiet strength of its people. Here, ancient stones whisper stories of the past while glass-fronted buildings reflect the promise of tomorrow. The city where life and death meet at Manikarnika Ghat, now welcomes wide roads, smart lighting and modern corridors. This is Kashi’s journey—where the sacred and the smart co-exist, not in conflict, but in harmony. A place where every street holds a story and every step leads to a blend of soul and structure.

    On April 11, the ancient city of Kashi witnessed a moment of progress. Prime Minister Narendra Modi laid the foundation stone and inaugurated development projects worth over ₹3,880 crore in Varanasi.It was a celebration of growth—what PM Modi called a true “festival of development.”

    Ten years ago, a trip through Varanasi meant endless traffic and dusty detours. Today, the city is rewriting that story. Projects like the Phulwariya flyoverand theRing Road are easing traffic woes, saving precious time for daily commuters and lakhs of pilgrims. Travel between districts like Jaunpur, Ghazipur, Balliaand Mau has become faster and more connected than ever before.

    PM Modi also laid foundation stone for—a road bridge connecting Varanasi Ring Road and Sarnath, long-awaited flyovers at Bhikharipur and Manduadih, and a highway underpass road tunnel on NH-31 at the Varanasi International Airport worth over Rs 980 crore. These projects aren’t just concrete and steel; they’re the backbone of a growing city opening up to the world.

    To brighten up lives and lighten up the city, Prime Minister Modi gave a major push to Kashi’s power network. He inaugurated two400 KV and one 220 KV substations—projects worth over ₹1,045 crore. Add to that a ₹775 crore boost with new substations in Chaukaghat and Ghazipur.

    But real power lies not just in wires, but in wisdom. Staying true to his vision of “education for all,” the Prime Minister opened new doors of learning. Rural education got a lift with 356 libraries and 100 Anganwadi centres. He also laid the foundation for revamping 77 primary schools under the Smart City Mission.

    One of the most heartwarming transformations in Purvanchal has come through Banas Dairy. It has helped turn thousands of small dairy farmers into confident entrepreneurs. Over ₹105 crore in bonuses were distributed to livestock-rearing families—most of them women.These women, now proudly known as “Lakhpati Didis”, are a shining symbol of real empowerment.

    PM Modi also highlighted how schemes like the Kisan Credit Card, free vaccinations for livestock, and the Rashtriya Gokul Mission are helping farmers. They’re raising healthier animals and finding better markets for their produce.

    Once, people from Purvanchal had to travel far for good medical care. Through the Ayushman Bharat Yojana, lakhs of families in Uttar Pradesh have received free treatment and saving lives.PM Modi personally handed out Ayushman Vay Vandana cards to elderly citizens—ensuring free medical care for all above 70, regardless of income.

    Development in Kashi is not just about roads and hospitals—it’s about dreams too. With new stadiums and a world-class sports complex, young athletes from Varanasi are now getting the platform they need to shine. PM Modi reminded everyone that if India wants to host the 2036 Olympics, our youth need to begin their journey now—and Kashi is making sure they’re ready.

    From the rhythmic beats of the tabla to the intricate designs of zardozi, Varanasi’s rich culture is gaining international fame. Over 30 local products from Varanasi and surrounding districts now carry the prestigious GI (Geographical Indication) tag, including the famous thandai, red stuffed chilli, tiranga barfi and even Jaunpur’s imarti and Pilibhit’s flute.

    PM Modi also announced the creation of an Ekta Mall, a space where the diverse crafts and products from across India will be showcased under one roof—right here in Kashi.

    As Varanasi stands at the crossroads of tradition and transformation, the city proves one simple truth: development is most meaningful when it touches lives and preserves the soul of a place.With folded hands and firm resolve, Kashi moves forward—proud of its past, and prepared for its future.

    How Make in India is transforming India’s Global Pharmaceutical Footprint

    Introduction

    The Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, is responsible for matters related to the pricing and availability of affordable medicines, research and developmentand international obligations. With a vision to make India the world’s largest provider of quality medicines at reasonable prices, the department’s efforts align with the Make in India initiative. The Indian pharmaceutical industry continues to play a crucial role in manufacturing high-quality, cost-effective medicines for both domestic and global markets, marked by its dominance in branded generic medicines, competitive pricing, and a robust network of indigenous brands.[1]

     

    India has been UNICEF’s largest vaccine supplier for the past six to seven years, contributing 55% to 60% of total volume procured contributing 99%, 52% and 45% of the WHO demand for DPT, BCG and the measles vaccines, respectively.[2]

    Medical Devices

    The medical devices sector in India is an essential and integral constituent of the Indian healthcare sector, particularly for prevention, diagnosis, treatment and management of all medical conditions and disabilities. The medical devices sector is a multi-disciplinary sector. Its constituent device categories are-

     

    1. electro-medical equipment
    2. implants
    3. consumables and disposables
    4. surgical instruments
    5. in vitro diagnostic reagents

    Several segments of the medical device industry are highly capital-intensive, with a long gestation period, and require continuous induction of new technologies and the ongoing training of healthcare professionals to adapt to new technologies in the sector.

    Export & Import of Medical Devices

    Foreign Direct Investment

    The Department of Pharmaceuticals considers FDI proposals falling under the Government approval route in pharmaceutical and meditech activities for approval or rejection as per FDI Policy.

    In the financial year of 2024-25, from April 2024 to December 2024, FDI inflows (in both pharmaceuticals and medical devices) has been ₹11,888 Crore.

    Further, the Department of Pharmaceuticals has approved 13 FDI proposals worth ₹7,246.40 Crore for brownfield projects during FY 2024-25.

    Production Linked Incentive Scheme

    The Production Linked Incentive (PLI) Scheme, launched in 2020 by the Government of India, is a transformative initiative aimed at boosting domestic manufacturing, attracting investments, reducing reliance on imports and increasing exports. Aligned with the vision of Atmanirbhar Bharat and the larger Make in India initiative, the scheme offers financial incentives based on production performance, encouraging companies to scale up operations, adopt advanced technologies, and improve global competitiveness.

    For pharmaceuticals, the initiative aims to reduce import dependence on Key Starting Materials (KSMs), Drug Intermediates (DIs), and Active Pharmaceutical Ingredients (APIs), strengthening India’s manufacturing base. By promoting production and innovation, it boosts domestic capabilities and global competitiveness.

    Overview of the PLI Schemes

    The Department of Pharmaceuticals administers three PLI schemes as part of the Government of India’s larger initiative to enhance manufacturing capabilities. These include:

    1. PLI Scheme for Pharmaceuticals
    2. PLI Scheme for promotion of domestic manufacturing of critical KSMs/DIs/APIs
    3. PLI Scheme for promoting domestic manufacturing of Medical Devices[7]

     

    PLI Scheme for Pharmaceuticals[8]

    The PLI Scheme for Pharmaceuticals was approved by the Union Cabinet on 24 February 2021[9], with a financial outlay of ₹15,000 croreand the production tenure from FY 2022- 2023 to FY 2027-28, provides financial incentive to 55 selected applicants for manufacturing of identified products under three categories for a period of six years. Under this scheme, high value pharmaceutical products such as patented/off-patented drugs, biopharmaceuticals, complex generics, anti-cancer drugs, autoimmune drugs, among others, are manufactured.[10]

    Key Features of the Scheme:

    The scheme supports the manufacturing of pharmaceutical goods under three categories:

    1. Category 1: Biopharmaceuticals, complex generic drugs, patented drugs or those nearing patent expiry, gene therapy drugs, orphan drugs, and complex excipients.
    2. Category 2: Active Pharmaceutical Ingredients (APIs), Key Starting Materials (KSMs), and Drug Intermediates (DIs).
    3. Category 3: Repurposed drugs, autoimmune drugs, anti-cancer drugs, anti-diabetic drugs, cardiovascular drugs, and in-vitro diagnostic (IVD) devices [11]

     

    PLI Scheme for KSMs, DIs, and APIs[12]

    The PLI Scheme for KSMs, DIs, and APIs was launched on 20 March 2020, with a financial outlay of ₹6,940 crore for the period FY 2020-21 to FY 2029-30. The main objective of Production Linked Incentive (PLI) scheme for promotion of domestic manufacturing of critical Key Starting Materials (KSMs)/ Drug Intermediates and Active Pharmaceutical Ingredients (APIs) in India is to promote domestic manufacturing of 41 identified bulk drugs to address their high import dependence.

    Achievements under the PLI Scheme for KSMs, DIs, and APIs

    One of the significant achievements under the PLI scheme has been the surpassing of targeted investments. While the initial commitment was ₹3,938.57 crore, the actual realized investment has already reached ₹4,253.92 crore (as of December 2024).

    Under the PLI scheme for Bulk Drugs, a total of 48 projects have been selected under the scheme, of which 34 projects have been commissioned for 25 bulk drugs as of December 2024.

    Notable Projects Under the PLI Scheme for Bulk Drugs

    • Penicillin G Project (Kakinada, Andhra Pradesh): ₹1,910 crore investment; expected import substitution of ₹2,700 crore per annum.
    • Clavulanic Acid Project (Nalagarh, Himachal Pradesh): ₹450 crore investment; expected import substitution of ₹600 crore per annum.[13]

    PLI Scheme for Medical Devices[14]

    The PLI Scheme for Medical Devices was launched to support domestic manufacturing of high-end medical equipment and reduce reliance on imports. The scheme provides financial incentives to manufacturers in key segments such as radiology, imaging, cancer care, and implants.The period of the scheme is from financial year 2020-21 to financial year 2027-28 with total financial outlay of Rs. 3,420 crore. Under the scheme, financial incentive is given to selected companies, at the rate of 5% of incremental sales of medical devices manufactured in India and covered under the target segments of the scheme, for a period of five years.

    Promotion of Bulk Drug Parks

    Approved in March 2020, the Promotion of Bulk Drug Parks scheme (FY 2020–21 to FY 2025–26) aims to establish parks with world-class common infrastructure to reduce manufacturing costs and enhance self-reliance in bulk drugs. Proposals from Gujarat, Himachal Pradesh, and Andhra Pradesh were approved under the scheme. Financial assistance is capped at ₹1,000 crore per park or 70% of the project cost (90% for Northeastern and Hilly States), with a total outlay of ₹3,000 crore.[16]

     

    Pradhan Mantri Bhartiya JanaushadhiPariyojana

    With an objective of making quality generic medicines available at affordable prices to all, Pradhan Mantri Bhartiya JanaushadhiPariyojana (PMBJP) aims to ensure access to affordable, quality generic medicines across India.

    Some of the activities under this initiative include:

    • Raising Awareness: Educating the public on the benefits of generic medicines, highlighting that affordability doesn’t compromise quality and countering the belief that higher prices mean better efficacy.
    • Encouraging Prescriptions of Generic Drugs: Promoting the use of generics by motivating healthcare professionals, especially in government hospitals, to prescribe cost-effective alternatives.
    • Enhancing Accessibility: Ensuring the availability of essential generic medicines across therapeutic categories, with a focus on reaching underserved communities.[17]

    As of April 8, 2025, there are a total of 15,479 Jan AushadiKendras across the country.

     

    Strengthening of Pharmaceuticals Industry Scheme (SPI Scheme)

    The SPI scheme is a Central Sector Scheme (CSS) with an outlay of Rs.500 Cr with thescheme period from FY 2021-22 to FY 2025-26. [18]

     

    Conclusion:

    India’s pharmaceutical and medical devices sectors stand as a testament to the country’s growing capabilities in science, innovation, and manufacturing. Through visionary initiatives like the Production Linked Incentive (PLI) schemes and Pradhan Mantri Bhartiya JanaushadhiPariyojana (PMBJP), the Department of Pharmaceuticals has not only bolstered domestic production but also ensured equitable access to affordable healthcare solutions. With its continued commitment to self-reliance under the Make in India vision, India is poised to solidify its position as a global hub for high-quality, cost-effective medicines and medical technologies, empowering both its citizens and contributing significantly to global health outcomes.

  • MIL-OSI Asia-Pac: Hospital Authority announces general out-patient and Chinese medicine clinics service arrangements during Easter holidays

    The following is issued on behalf of the Hospital Authority:

    The Hospital Authority (HA) spokesperson today (April 13) announced that the HA will activate service demand surge special measures tomorrow (April 14) to cope with the service need and to alleviate pressure on Accident & Emergency Departments (A&Es) during the Easter holidays (April 18 to April 21). Eighteen general out-patient clinics (GOPCs) will provide public holiday services (see Table 1) in the period. Members of the public can make appointments through the telephone appointment system or the “Book GOPC” function in the “HA Go” mobile application.
     
    The HA spokesperson reminds the public to stay vigilant to personal and environmental hygiene during the holidays to avoid spreading disease. Members of the public who develop respiratory symptoms should wear masks and seek medical advice promptly. Non-emergency patients should avoid using A&E services and instead seek treatment at GOPCs, private doctors or 24-hour outpatient services at private hospitals to reduce pressure on public hospital A&Es. Members of the public can visit the Health Bureau’s (HHB) Primary Care Directory (www.pcdirectory.gov.hk). The HHB has also collated information of private hospitals, healthcare facilities, family doctors and Chinese medicine clinics that will be in operation during the Easter holidays across all 18 districts. In collaboration with the Development Bureau’s Spatial Data Office and the Lands Department, the information (including addresses, phone numbers and operation hours) of the relevant hospitals and clinics have been uploaded to the online portal (www.map.gov.hk/gm/s/hhbclinic/all?lg=en) for public reference.
     
    The HA will implement special refund arrangements in the A&Es again, starting from April 14, to provide stable patients with flexibility in choosing alternative medical institutions. Patients waiting for a doctor consultation at A&Es who choose to seek medical advice at other medical facilities can request a refund of their A&E fees directly from duty staff at the registration counter. “HA Go” members can also submit applications through the mobile application. This arrangement only applies to patients who have not yet been seen by a doctor and must be requested within 24 hours of registration. Eligible applicants will receive refunds via mailed cheque, credit card, or electronic wallet within approximately one month.
     
    Additionally, the Chinese Medicine Clinics cum Training and Research Centres (CMCTRs) located in the 18 districts will enhance their services before and after the Easter holidays, with four CMCTRs providing services during the Easter holidays (see Table 2). Patients can make appointments either by phone during service hours or through the “18 CM Clinics” mobile app (applicable to patients who have registered for 18 CMCTRs service). The public can also visit the HA Chinese Medicine website (cmk.ha.org.hk/services/notice/easter-holidays-2025) for the latest information on Chinese Medicine services.

    The 5th Candidate Open House was hosted by the Ministry of Corporate Affairs on 11th April 2025. The interns from PM Internship Scheme  reflected on their transformative journeys during the session.

    As part of the Fifth online ‘Candidate Open House’, the Ministry of Corporate Affairs brought together interns of the Prime Minister Internship Scheme to share their early experiences. The session served as a vital touchpoint for aspirants, current interns, and industry stakeholders navigating the scheme.with a overwhelming presence of 557 participants

    In the previous edition of the Open House on April 4, 2025, interns from ONGC shared compelling insights into their learning journeys, while Mr. Anil Bahuguna, Chief of Skill Development at ONGC, highlighted how the organisation is nurturing youth through core skills, soft skills, and overall personality development.

    Carrying the momentum forward on 11th April 2025, Mr. Priyo Roop Guha-HR Lead (Center of Excellence) from HDFC Bank shared how HDFC is actively partnering with the MCA’s PM Internship Scheme to shape aspiring students into job-ready professionals — grooming them with real-world exposure, guidance, and skill refinement. He also  shared that over 130 interns have joined across India under PMIS since December offering them frontline sales roles near home locations. Post-internship, many may be absorbed into full-time roles, making it a strong launchpad for banking careers.

    During the Open House, three interns—Niraj from Uttar Pradesh, Pralay from West Bengal, and Astha from Bihar—shared their inspiring journeys under the Prime Minister Internship Scheme, each reflecting a unique path of growth and transformation.

    Niraj, a history graduate, spoke about his transition into the world of finance and banking. With full support from HDFC Bank, he was relocated from Delhi to a branch closer to his hometown, allowing him to learn and contribute meaningfully. From mastering core banking services to understanding financial products, his journey has been one of remarkable professional evolution.

    Astha, a 22-year-old small-town girl from Naugachia, Bihar, dreamed of a job after graduating in commerce—but had no skills and wasn’t allowed to leave her town. Then a friend told her about the PM Internship Scheme—and it changed her life. Placed at a nearby HDFC branch, she is now confident, disciplined, handling banking products with ease, and proudly supporting her family. “I never imagined such an opportunity would come my way,” she says, now encouraging others to apply too.

    Pralay, who left a fixed-salary job to join the internship, described how his background in economics found its true purpose in the banking sector. He emphasized that this learning experience has been far more valuable than a routine job. Encouraged by the constant support of his team, he is confident that the internship will pave the way for a full-time career in the industry.

    Together, their stories exemplify how the PM Internship Scheme is not just about work experience—but about unlocking potential, building confidence, and shaping futures.

    MCA officials urge candidates to remain proactive on the portal, via email, and by phone to receive the latest updates. With applications for Round 2 of the Prime Minister’s Internship Scheme’s pilot phase currently open, eligible youth are encouraged to apply before the deadline on April 22, 2025.     According to the Environmental Protection Department (EPD)’s forecast, the health risk category of Air Quality Health Index (AQHI) at some air quality monitoring stations will reach the “Serious” level later today (April 13).

    Under the influence of a dusty air stream associated with the northeast monsoon, the level of suspended particulates in background pollutants has been recorded higher than normal since 10pm last night (April 12). With the monsoon moderating gradually, winds in Hong Kong are expected to weaken and unfavorable to pollutant dispersion in the region, leading to increase in pollution levels. It is anticipated that the pollutant level will remain relatively high in the following one or two day(s). The EPD will keep in view the change in air quality, and release update on the latest situation in due course.

    With a health risk category in the “Very High” range or above, children, the elderly and persons with existing heart or respiratory illnesses are advised to reduce physical exertion and outdoor activities to a minimum or avoid such activities. The general public is advised to reduce, or reduce to a minimum, outdoor physical exertion, and to reduce time outdoors, especially in areas with heavy traffic. As health effects of air pollutants may vary for individuals, persons who are in doubt or experience discomfort should seek advice from healthcare professionals.     When the AQHI is at the “Very High” level, employers of outdoor workers performing heavy manual work are advised to assess the risk of outdoor work and take appropriate preventive measures to protect the health of their employees, such as reducing outdoor physical exertion and the time of their stay outdoors, especially in areas with heavy traffic. At the “Serious” level, employers of all outdoor workers are advised to assess the risk of outdoor work and take appropriate preventive measures to protect the health of their employees.

  • MIL-OSI Asia-Pac: Special traffic and transport arrangements for departure of concert spectators at Kai Tak Sports Park (roundup)

         The Transport Department (TD) today (April 13) said that, following the dispersal of the concert spectators from Kai Tak Stadium of the Kai Tak Sports Park last night (April 12), the overall local and cross-boundary traffic conditions have mostly been smooth.

    The MTR Tuen Ma Line service has been further enhanced during dispersal, which basically met the passenger demand. In response to the passenger queue for taxi service at the Sung Wong Toi Road Taxi Pick-up/Drop-off Area during the peak period, the TD has made all-out efforts to mobilise the taxi trade for picking up passengers and the passenger queue has dissipated. Further, the 11 special bus routes provided services for the outflux of spectators departing for major districts across the territory in an orderly manner.

    In addition, the railway, special bus route, Lok Ma Chau-Huanggang cross-boundary shuttle bus (Yellow Bus), Hong Kong-Zhuhai-Macao Bridge shuttle bus (Gold Bus) and cross-boundary coach services have mostly been normal, providing convenience for cross-boundary travellers.

  • MIL-OSI Asia-Pac: National Security Education Day – Immigration Service Institute of Training and Development Open Day (with photos)

    To echo the 10th National Security Education Day, the Immigration Service Institute of Training and Development (ISITD) held an open day today (April 12), drawing the participation of over 4 000 citizens. The open day featured a range of activities, including introduction and demonstrations of the daily work of the Immigration Department (ImmD), exhibitions, guided tours and booth games, with the aim to raise public awareness of national security and strengthen their sense of national identity through interactive experiences, while highlighting the ImmD’s values and mission in defending against national security risks and firmly guarding the country’s southern gateway. 

         Various thematic exhibitions and booth games were set up to introduce the public to the ImmD’s technologies used in detecting suspicious documents, counter-terrorism work, management work of detention centre and tactical equipment, etc. Members of the public could also try out training facilities, such as the mock immigration clearance hall and mock court room, to better understand how the ImmD has been leveraging the work of effective immigration control, thereby safeguarding national security and ensuring the stability and prosperity of Hong Kong.

         In addition, the Immigration Department Youth Leaders Corps (IDYL) also set up an interactive booth, where IDYL members crafted panda and golden snub-nosed monkeys dough figurine for the members of the public on site, aiming to drawn public attention to endangered animal species while promoting the concept of ecological security and its importance to members of the public in a lively and interesting way.

         The Secretary for Justice, Mr Paul Lam, SC, and the Secretary for Security, Mr Tang Ping-keung attended the open day. Accompanied by directorate officers of the ImmD, they toured the exhibition booths, interacted with the public, and encouraged members of the Immigration Service to remain dedicated and steadfast in upholding national security.

         The open day offered an array of splendid programmes, including a musical performance by the Immigration Band and a Chinese-style foot drill demonstration by the Departmental Contingent. Holding flags printed with the five essential elements of the holistic approach to national security, the Departmental Contingent formed the shape of a shield, symbolising the logo of the National Security Education Day, as well as demonstrating the ImmD’s concerted efforts to safeguard the sovereignty, security and development interests of our nation. Afterwards, the Emergency Response Team of the Castle Peak Bay Immigration Centre demonstrated how to handle emergencies and quell disturbances professionally and promptly with the use of various firearms and anti-riot equipment, showcasing the ImmD’s capabilities to deal with incidents endangering public security and its commitment to maintaining the long-term prosperity and stability of Hong Kong. Also, there was a demonstration session of the ImmD’s vehicles at the open day, introducing the multi-purpose vehicle of ImmD’s Enforcement Division and the mobile identification tactical unit to members of the public, so as to help them to learn more about the ImmD’s work in preventing and defending against national security risks.
