  • MIL-OSI Security: Mechanicville Man Sentenced to 97 Months in Prison Following Trial Convictions for Drug and Firearm Offenses

    ALBANY, NEW YORK – Charles Brennan, age 45, of Mechanicville, New York was sentenced yesterday to 97 months in prison for conspiring to distribute and possess with intent to distribute methamphetamine, distributing methamphetamine, possessing methamphetamine with the intent to distribute, and possessing a firearm with an obliterated serial number. Brennan was convicted in September 2024 following a four-day jury trial. 

    The announcement was made by United States Attorney John A. Sarcone III; Bryan Miller, Special Agent in Charge of the New York Field Division of the U.S. Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and Saratoga County Sheriff Michael H. Zurlo.

    The evidence at trial established that between July and September 2022, Brennan was a member of a drug conspiracy that involved the distribution and possession with intent to distribute methamphetamine. The jury concluded that during that time, Brennan distributed methamphetamine on two occasions from his residence in Mechanicville. During the execution of a search warrant at Brennan’s residence, Brennan was found in possession of 9 grams of pure methamphetamine, drug paraphernalia, ammunition, and eight firearms, including a pistol with an altered serial number. The jury also concluded that Brennan possessed the methamphetamine with the intent to distribute it. Jurors voted to acquit Brennan on two counts of possessing a firearm in furtherance of a drug trafficking crime.

    United States District Judge Anne M. Nardacci also imposed a four-year term of supervised release to begin after Brennan is released from prison.

    This case was investigated by members of the ATF and Saratoga County Sheriff’s Office. Assistant United States Attorneys Ashlyn Miranda, Joseph S. Hartunian and Allen J. Vickey prosecuted this case.

  • MIL-OSI Security: Mother Sentenced to Prison Term for Throwing Her Three-Month-Old Baby on Pavement

                WASHINGTON – Shanta Watson, 34, of Washington, D.C., was sentenced today, to 60 months in prison for throwing her three-month-old baby onto the pavement, in Washington DC, announced U.S. Attorney Edward R. Martin, Jr. and Chief Pamela Smith, of the Metropolitan Police Department (MPD).

                Watson pleaded guilty to one count of first-degree cruelty to children, in November 2024, in the Superior Court of the District of Columbia.

                According to the government’s evidence, Watson is the biological mother of a son, who was a three-month-old infant in September of 2024. On September 5, 2024, Watson had an argument with her former romantic partner, the father of her infant son. When he left her apartment, Watson walked after him holding her baby in her arms and stood outside of her apartment complex.  Watson proceeded to walk after her former romantic partner on the sidewalk, and when she got to the end of the sidewalk, to the parking lot, Watson yelled at him and intentionally threw her infant son onto the pavement. Watson then casually picked up the baby, like nothing happened, and attempted to walk back to her apartment building. Surveillance footage from the apartment complex captured Watson deliberately throwing her infant son.

               As a result of the defendant’s conduct, her infant son was transported to the hospital, in the NICU unit. The baby suffered multiple skull fractures, multiple points of bleeding in the brain, swelling to the back of his head, and elevated liver enzymes. The baby’s injuries were consistent with Non-Accidental Trauma.

                In announcing the sentence, U.S. Attorney Martin and Chief Smith commended the work of those who investigated the case from the Metropolitan Police Department. They also commended the work of Assistant U.S. Attorneys Molly K. Smith and Patricia-Joy Walker, who investigated and prosecuted the case.

  • MIL-OSI United Kingdom: We’re working hard to clean up the city

    Clean-up crews are out across the city removing piles of fly-tipping and waste that has accumulated during industrial action.

    They are clearing approx 1,500 tonnes of waste a day since our vehicles have been able to deploy on time, with around 100 refuse collection vehicles out every day.

    Each day we have dozens of additional street cleaning crew and at least a dozen ‘grab trucks’ to clear large rubbish piles.

    We are also supported by extra vehicles through mutual aid.

    Leader of the Council Cllr John Cotton said: “Our work to clear the backlog is gathering pace and we will continue collecting waste over the weekend.

    “I fully appreciate that there is still more to do, and I share the frustration of people across the city, but now that we are getting our crews out on time every day, we are starting to see a difference and I want to thank our amazing crews for their hard work over the last week.

    “I also want to thank every citizen, community group and organisation that is helping with the clear-up. People are helping in neighbourhoods right across the city and their support is helping to clear our streets.”

    Talks to resolve the dispute will continue next week and Cllr Cotton added: “I will stress again that we have made a fair and reasonable offer that means that no-one has to lose any pay at all, with alternative roles offered within the service, or indeed a promotion to work as a driver. We’re determined to reach an agreement but in the meantime, the clear-up continues.”

    The Hospital Authority (HA) had an exchange with patient groups today (April 11), elaborating on the enhanced patient protection measures under the public healthcare fees and charges reform. Approximately 70 representatives from different patient groups attended the meeting in person and online. The atmosphere of the meeting was positive and both parties anticipated continuous communication, enabling better and more comprehensive patient protection.

    The exchange highlighted the enhanced medical fee waiving mechanism, the new cap on spending for public healthcare services and the expansion of the safety net. These initiatives aim to allowing the patient groups to understand more deeply that their protection will be bolstered after the full implementation of the fees and charges reform. The Director (Strategy and Planning) of the HA, Dr Ching Wai-kuen, said in the meeting, “With the public healthcare fees and charges reform plan announced earlier, the HA anticipates enhanced medical protection to poor, acute, serious, critical patients, rationalised public hospital service subsidisation and reduced wastage and misuse. Thus, the sustainability of public healthcare system will be enhanced.”

         The Chief Manager (Allied Health) of the HA, Ms Priscilla Poon, who spoke in the meeting said, “We understand that chronic patients are concerned on the fees and charges reform. Representatives from patient groups could learn more about the details of the enhanced medical fee waiving mechanism through the exchange, including relaxing the income and asset limits, extending the scope of coverage for period waivers and refining the definition of households. No patients will be denied adequate medical care due to lack of means. In addition, the new cap on annual spending of $10,000 for public healthcare services (excluding self-financed drugs and medical devices) can provide extra protection for critically ill patients.”

         The Chairman of the Hong Kong Alliance of Patients’ Organizations Limited, Mr Yuen Siu-lam, attended the meeting and said, “The meeting allowed us to clearly understand how the Government strengthened protection to patients in need under the new fees and charges arrangement. Measures including relaxing financial assessment criteria of the medical fee waiving mechanism and safety net, accelerating the introduction of more effective new medications and devices to the safety net and the introduction of the cap on annual spending of $10,000 for public healthcare services. These measures will ascertain that patients, especially those who are critically ill, will not be impoverished because of an increase in medical fees. This conveys an important message to chronic patients. We look forward to continuous communication with the HA.”

    The HA is formulating the details of the public healthcare fees and charges reform. The HA will continue to communicate with patient groups on various platform, while also to elaborate the content of the reform, including the implementation arrangements for the enhanced patient protection measures, through networks between hospitals and patients. Moreover, the HA will further deliberate the fees and charges reform implementation arrangement with patients through different publicity channels, including media, social media and other promotion materials. While the new arrangements and other enhancement measures related to the public healthcare fees and charges reform will take effect in January 2026, the current fee schedule and financial criteria for application of medical fee waiver would continue to adhere to existing standards. Details of implementation will be announced gradually by the end of this year. Patients can then proceed with relevant applications based on their individual needs. Public hospital staff will be available to assist patients to ensure smooth processing.

    The HA will also maintain active communication with other stakeholders, including Legislative Council members and patient rights groups, to understand their concerns.

    Union Minister of Labour & Employment, Dr. Mansukh Mandaviya presided over the 2nd graduation ceremony of ESIC Medical College & Hospital, Faridabad, held at Bharat Ratna C. Subramaniam Auditorium in New Delhi today. A total of 447 students including 100 students each of 2016, 2017, 2018 and 2019 batch and first batch of 47 postgraduate students graduated today.

    Addressing the graduating medical students, Dr. Mandaviya highlighted the significance of the ceremony and emphasized on the importance of healthcare professionals in the nation’s development. His inspiring address to the graduates stressed on the need for dedication, ethical practice, and service to the community, urging them to continue their journey with passion and integrity.

    Dr. Mandaviya underscored that a healthy citizen is the foundation of a healthy society, and hence, a healthy nation. In this context, he said doctors are the torchbearers of the Fit India Movement, playing a critical role in promoting wellness, preventive care, and healthy habits among the population.

    Congratulating the graduates, he reminded them that medals are only milestones, but the true reward lies in the lives they will touch. “Even in moments where you don’t ‘win,’ learning itself becomes a form of victory,” he remarked. He also urged the new doctors to serve in rural and underserved areas, understand ground realities, and ensure healthcare remains accessible, affordable, and ethical.

    Union Minister reminded the gathering of the national vision laid out by Prime Minister Narendra Modi — a Viksit Bharat by 2047. “This vision is not just the Prime Minister’s dream, it is the shared duty of 140 crore Indians,” he said, highlighting the central role doctors will play in this transformation. Every consultation and every life saved, he noted, contributes to national productivity and progress.

    In closing, Dr. Mandaviya offered a powerful motto to the graduating batch, “Desh kaise swasth rahe — How can my country stay healthy?” — a question that, he said, should guide their practice, ethics, and future.

    From Batch 2016 to 2019, students at the institute demonstrated exceptional academic achievement, excelling across multiple professional levels in the MBBS program. These accomplishments include 3 students ranking in the top positions in the 1st Professional, 7 in the 2nd, 6 in the 3rd, and 7 in the Final Professional exams. Notably, 7 of these top-ranking students are wards of IPs, highlighting the institute’s commitment to offering equal opportunities and fostering talent from diverse backgrounds.

    Additionally, Postgraduate students have secured top positions in various specialties, including 1st Rank in 7 specialties such as Dermatology, IHBT, Otorhinolaryngology, Pathology, and Radio-Diagnosis, 2nd Rank in 3 specialties like Community Medicine and Obstetrics & Gynecology, and 3rd Rank in 3 specialties including Microbiology and Orthopedics.

    Union Health Minister Shri Jagat Prakash Nadda and Shri Mohan Charan Majhi, Chief Minister, Odisha, distributed cobranded cards of Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana and Gopabandhu Jan Arogya Yojana, in Cuttack today. The Ayushman Vaya Vandana Yojana was also launched during the event. Shri Jual Oram, Union Minister of Tribal Affairs; Shri Mukesh Mahaling, Minister, Health and Family Welfare, Odisha and Members of Parliament and Legislative Assembly of Odisha were also present on the occasion.

    Addressing the gathering, Shri JP Nadda said that “today is a historic day for Odisha as the AB PM-JAY, the world’s largest health coverage program under which 62 crore people are currently being benefitted, will connect approximately 1.3 crore families, almost 3.52 crore people of Odisha.”

    Shri Nadda informed that more than 8.19 crore people have availed services under the scheme and Rs 1.26 lakh crore have been spent under the same to provide healthcare services to the people of the country.

    The Union Health Minister highlighted that around 61 crore people are covered under the scheme now. He said, “earlier, more than 55 crore people were covered under the scheme. Then ASHAs, Anganwadi workers and their families i.e. approximately 36 lakh people were added in the scheme. “In October last year, people over 70 yrs of age were covered under the scheme and now, with the implementation of Ayushman Vaya Vandana in Odisha, all senior citizens aged 70 years and above, irrespective of their socio-economic status, will be covered”, he stated.

    Shri Nadda pointed out that the out-of-pocket expenditure has declined from 62% to 38% today as a result of the Ayushman Bharat scheme”. He also highlighted that under the 100-day TB Intensified Elimination Programme, Odisha proactively participated identified 16,500 new cases. “Under PM ABHIM, Rs. 1,411 crores have been provided for strengthening the healthcare infrastructure of Odisha”, he stated.

    Speaking on the occasion, Shri Mohan Charan Majhi highlighted that launch event as “another feather added to Odisha’s development story”. He stated that “from today onwards, beneficiaries of Odisha will get free healthcare facility. Odia people residing outside the state will also get the benefit. They can avail the facility in the hospitals outside the state.”

    He stated that under the leadership of Prime Minister Modi, Ayushman Bharat scheme is benefiting people across the nation, especially the poor and underprivileged section.

    Shri Majhi informed that more than 4,000 doctors have been appointed under the current administration and 5,000 more appointments are under process. He underlined the commitment of the state government to strengthen health infrastructure in the state and stated its aim to establish medical college in all the districts of the state.

    Shri Jual Oram noted that tribals of Odisha will be greatly benefited under the scheme. He stated that “people of the state are elated with the implementation of the scheme.”

    Shri Mukesh Mahaling highlighted that “3.50 Cr people of the state will get health insurance cards under Ayushman Bharat & Gopabandhu Jan Arogya Yojana and 23 lakhs elderly people in Odisha will also be benefited under the Vaya Vandana Yojana.”.

    NITI Aayog has released an insightful report titled “Automotive Industry: Powering India’s Participation in Global Value Chains”. The report was launched by Shri Suman Bery, Vice Chairman, NITI Aayog in presence of Dr. V.K. Saraswat, Member, NITI Aayog, Dr. Arvind Virmani, Member, NITI Aayog and Shri BVR Subrahmanyam, CEO, NITI Aayog. This report offers an extensive analysis of India’s automotive sector, highlighting both opportunities and challenges, and outlining a pathway for positioning India as a key player in global automotive markets.

    Global and Indian Automotive Landscape

    In 2023, global automobile production reached approximately 94 million units. The global automotive components market was valued at USD 2 trillion, with the export share reaching approximately USD 700 billion. India has emerged as the fourth-largest global producer after China, USA and Japan, with an annual production of nearly 6 million vehicles. The Indian automotive sector has gained a strong domestic and export market presence, particularly in the small car and utility vehicle segments. Supported by initiatives like ‘Make in India’ and its cost-competitive workforce, India is positioning itself as a hub for automotive manufacturing and exports.

    Emerging Trends in the Automotive Sector

    The automotive industry is undergoing a transformative shift towards electric vehicles (EVs), driven by rising consumer demand for sustainable mobility, regulatory pressures to reduce carbon emissions, and advancements in battery technology. EV sales have surged globally, reshaping the automotive manufacturing landscape.

    Battery manufacturing hubs are emerging in regions like Europe and the U.S., spurring investments in industries related to lithium and cobalt mining, essential for EV production. These developments are altering traditional supply chains and creating new opportunities for collaboration and competition.

    In parallel, the rise of Industry 4.0 is transforming automotive manufacturing. Technologies such as Artificial Intelligence (AI), Machine Learning (ML), Internet of Things (IoT), and robotics are enhancing production processes, improving productivity, reducing costs, and enabling greater flexibility. These digital advancements are not only optimizing manufacturing but also fostering new business models centered around smart factories and connected vehicles.

    Challenges Facing India’s Automotive Sector

    Despite being the fourth-largest automobile producer globally, India has a modest share (around 3%) in the global automotive component trade, which amounts to approximately $20 billion. The bulk of global trade in automotive components is driven by engine components, drive transmission, and steering systems, but India’s share in these high-precision segments remains low at just 2-4%. India’s automotive sector faces challenges on account of operational cost, infrastructural gaps, moderate GVC integration, inadequate R&D expenditure etc. that hinder its competitiveness in the global value chain (GVC).

    Proposed Interventions for Growth

    NITI Aayog’s report outlines several strategic fiscal and non-fiscal interventions aimed at enhancing India’s global competitiveness in the automotive sector. The interventions are structured across four categories of automotive components based on their complexity and manufacturing maturity i.e. Emerging & Complex, Conventional & Complex, Conventional & Simple and Emerging & Simple.

    Fiscal Interventions

    1. Operational Expenditure (Opex) Support: To scale up manufacturing capabilities, with a focus on capital expenditure (Capex) for tooling, dies, and infrastructure.
    2. Skill Development: Initiatives to build a talent pipeline critical for sustaining growth.
    3. R&D, Government facilitated IP transfer and Branding: Providing incentives for research, development, international branding to improve product differentiation and empowering MSMEs through IP transfers.
    4. Cluster Development: Fostering collaboration between firms through common facilities such as R&D and testing centers to strengthen the supply chain.

    Non-Fiscal Interventions

    1. Industry 4.0 Adoption: Encouraging the integration of digital technologies and enhanced manufacturing standards to improve efficiency.
    2. International Collaboration: Promoting joint ventures (JVs), foreign collaborations, and free trade agreements (FTAs) to expand global market access.
    3. Ease of Doing Business: Simplifying regulatory processes, worker hour flexibility, supplier discovery & development and improving business conditions for automotive firms.

    Vision for 2030

    NITI Aayog’s vision for India’s automotive sector by 2030 is ambitious yet achievable. The report envisions the country’s automotive component production growing to $145 billion, with exports tripling from $20 billion to $60 billion. This growth would lead to a trade surplus of approximately $25 billion and a significant increase in India’s share of the global automotive value chain, from 3% to 8%.

    Additionally, this growth is expected to generate 2-2.5 million new employment opportunities, bringing the total direct employment in the sector to 3-4 million

    Conclusion

    India has significant potential to become a global leader in the automotive industry. Achieving this goal requires focused efforts from the central and state governments, as well as industry stakeholders. By addressing the existing challenges and leveraging the proposed interventions, India can enhance its competitiveness, attract investments, and build a robust automotive sector capable of leading the global value chain.

  • MIL-OSI Australia: Eco-friendly skateboard idea gets wheels with ICON grant

    Matt Tomkins and Tim Miller teamed up to turn plastic bottle lids into skateboards with the help of an ICON grant.

    Have you ever wondered what skateboard decks are made from?

    Well, now you need look no further than the humble milk bottle lid, thanks to a clever idea from a couple of passionate Canberrans.

    The Endless Project was set up by Matt Tomkins and Tim Miller. Its purpose is to recycle plastic bottle lids into skateboard decks and create sustainable products for the adrenaline sports industry.

    Imagining The Endless Project

    When Matt’s work as a photographer dried up during COVID, he got chatting to Tim, founder of local charity Lids4Kids.

    They discovered a mutual love of the outdoors, extreme sports and protecting the environment.

    That’s when the idea to team up and build skateboards from plastic lids was born.

    Their start-up has pioneered the creation of 100 per cent recyclable skateboards.

    Beyond the boards

    The Endless Project is also a social enterprise with a mission to provide opportunities for disadvantaged people, including those living with a disability.

    “Previously, Tim had mentioned to me that he wanted to use the plastic bottle lids collected by Lids4Kids to make skateboards so that young people could get excited about recycling. Because of my love for skateboarding, community and the environment, I was very keen to get on board,” said Matt.

    “Whilst having so much in common, our differences and skills complement each other perfectly.

    “We realised that together, our impact could reach far beyond just local and that our partnership could create a global movement behind a high-impact brand that represents quality, sustainability and innovation,” Matt said.

    “We each care deeply about protecting the environment and tackling issues faced by young people,” Tim said.

    “Through The Endless Project, we want to support our community and donate to local charities that focus on mental health, education and the environment to help make our corner of the world a better place.”

    Speeding things up with an ICON grant

    In 2023, Matt and Tim received $30,000 in matched funding from the ACT Government’s ICON grant program facilitated by the Canberra Innovation Network (CBRIN) to help take the business further.

    “The ICON grant has enabled us to engage a Canberra-based industrial designer to assist us with the development of 3D digital CAD models, moulds and construct the machines needed to be able to create our prototype skateboard decks. It will also allow our social enterprise to conduct essential research and development to validate our innovative solution for the skateboard industry,” Matt said.

    “If successful, we can confidently seek seed funding for the final moulds and start full-scale production of a sustainable alternative skateboarders have been waiting for.”

    The Business Electric Vehicle Charger Rebate Program is available to help businesses buy and install EV charging infrastructure on their premises.

    Eligible businesses can apply for rebates of up to 50 per cent of the cost (capped at $3,000 excluding GST).

    These rebates can help businesses looking to make the switch to an EV. They will always have a place to recharge their vehicle.

    Charging an electric fleet vehicles on the businesses own premises is cheaper and more convenient than charging at public charging stations.

    Businesses looking to buy an EV either new or second hand can also benefit from:

    For every petrol or diesel vehicle you switch to electric, your business could save tens of thousands of dollars in running costs over 10 years.

    Through the Sustainable Business Program, businesses can:

    • receive free advice about electrifying their fleet and the rest of their business
    • access up to $10,000 in rebates to make energy efficient upgrades.

    The charger rebate is available for eligible businesses based in the ACT that operate or subcontract fleet vehicles.

    • There is a new sculpture of Susan Ryan AO in the Old Parliament House Senate Rose Gardens.
    • Susan Ryan AO was the first female Senator for the ACT and a women’s rights trailblazer.
    • The sculpture is by artist Lis Johnson.

    The late Honourable Susan Ryan AO has been honoured with a new sculpture. The sculpture is by artist Lis Johnson and is at the Old Parliament House Senate Rose Gardens.

    Susan Ryan AO (1942-2020) was a Senator from 1975 until 1988. She was also:

    • the first female Senator for the ACT
    • the first woman in a federal Labor Cabinet in 1983
    • the first woman in a federal Labor Cabinet in 1983.

    One of her many achievements was the introduction and passage of world leading legislation. This legislation was to:

    • prevent discrimination based on sex, marital status, or pregnancy
    • guard against harassment
    • dismantle barriers in the workplace.

    The sculpture was funded by the ACT Government as part of the Recognising Significant Women Through Public Art program. The ACT Government introduced this program to begin to address the imbalance in gender representation in the ACT Public Art Collection. The program also promotes female or gender-diverse artists through the commissioning process.

    The artist selected to create the sculpture, Lis Johnson, is a fine art figurative sculptor. Lis is based in rural Victoria and is highly regarded for her portraits and figurative memorials.

    “It was an honour to be chosen to portray Senator Susan Ryan – a truly worthy subject and a great role model,” Lis said.

    “An effective parliamentarian, she campaigned for and introduced important legislation, and from my research I got the impression she stayed true to her values, rising above partisan and factional squabbles.”

    The sculpture is titled ‘Senator Ryan Addresses the Rally’. It is inspired by a photo of Susan addressing a women’s work rally in 1977. The sculpture has been positioned in the gardens to allow for people to gather in front of the work. People can interact with it and sit on the garden bed beside it.

    “We visited different parts of Canberra looking at locations for the statue, and I realised the Rose Gardens was perfect,” Susan Ryan’s daughter, Justine Butler said.

    Susan Ryan’s office was on the senate side of Old Parliament House. Justine recalls spending a lot of time there with her brother as children.

    “I know children on excursions to Canberra regularly flock to the Rose Gardens. I hope that when they walk past the statue of our mother, it will evoke many questions about Susan Ryan – they will ask Who was she? What did she achieve? What was her life like as a young woman in parliament? I also hope this statue will see people more broadly reflect on the place of women in Australian politics.”

    This week, the ACT Heritage Library is marking the 40th anniversary of the commencement of the Sex Discrimination Act and the occasion of the unveiling. The library is displaying some of its Susan Ryan AO archival material, including:

    • her autobiography
    • photographs
    • how-to-vote cards for the 1975 and 1980 Federal Elections.

    There are few better ways to start or end the day than by watching the sun rise or set.

    One of the benefits of living in the bush capital is that there are plenty of spots to see breathtaking sunsets and sunrises.

    Dairy Farmers Hill lookout

    This lookout is home to the iconic eagle sculpture, Nest III, at the National Arboretum Canberra. It’s the perfect place to watch the sun rise or set, with 360-degree views of Canberra and the surrounds.

    Red Hill Lookout

    Whether you choose to hike or drive to the summit of Red Hill, you’ll be rewarded with stunning views. To the northeast you’ll see Parliament House and Lake Burley Griffin. Further up the hill toward the west, you can see the Woden Valley, Weston Creek and Mount Taylor.

    Davidson Hill

    A little further towards Woden, you’ll find Davidson Hill. This quiet spot is ideal for enjoying golden hour.

    Gossan  Hill

    This scenic spot is in Belconnen. This Bruce reserve is named for it’s ochre-coloured rocks, enhancing the golden tones of a sunrise. Bring your furry friend (on-leash and on a track or trail only) to enjoy the view too. .

    West Belconnen Pond

    You’ll find this peaceful lake on the edge of Dunlop. The sun reflects off the water, casting the bushland in golden lavender hues.

    Mulligans Flat

    Mulligans Flat Woodland Sanctuary is well known for its beautiful woodland and native wildlife. It’s also a tranquil spot to watch the sun rise or set.

    Mount Ainslie

    Mount Ainslie is one of Canberra’s most iconic lookouts. The views seem to stretch on forever, and twilight casts the entire city in a soft glow.

    Weston Park

    Canberrans of all ages flock to Weston Park for many different activities. While it’s an excellent area to get active, it’s also a peaceful spot to start or end the day with the sun.

    Lake Burley Griffin

    A stunning sunrise from Lake Burley Griffin is enough to lure many Canberrans out of bed in the morning. A walk around the lake of an evening is an especially lovely way to finish the day.

    Shepherds Lookout

    This is the northern-most viewing point of the Murrumbidgee River in the ACT. There are a number of walking tracks, all of which offer bush vistas. You might even be lucky enough to see a platypus or a Gang Gang cockatoo.

  • MIL-OSI Australia: AMC makes a difference through native plants

    Leigh, Production Nursery and Horticulture Program supervisor at the Alexander Maconochie Centre

    Alexander Maconochie Centre (AMC) detainees are helping climate-proof the region through an innovative program.

    There are seven people employed in the AMC’s Production Nursery and Horticulture Program.

    Together, they are working to restore endangered grassy woodlands in the Yass region.

    Over the past year, they have propagated around 3,000 native plants to help the Murrumbateman Landcare Group (MLG).

    Plants include eucalypts, wattles, shrubs and groundcovers. The MLG chose these varieties for their ability to withstand future climate conditions.

    These were grown as seeds from both local and non-local sources to ensure genetic diversity.

    They will also improve soil health on both private and public lands in the region.

    The program has been running for three years at the AMC, which has commercial grow houses and stock gardens on site.

    It is one of several opportunities offered to help detainees build new skills and confidence and give back to the community.

    Those involved have learned various propagation techniques and have even raised species that have struggled to grow in Murrumbateman.

    “The experience has also given detainees a real sense of achievement while nurturing their own personal growth. For some, these programs are more than a way to pass the time of their sentences – it can open up pathways for life after prison,” AMC Production Nursery and Horticulture Program supervisor Leigh said.

    The AMC’s partnership with MLG demonstrates that rehabilitation and community engagement can go hand-in-hand, with positive results.

    “This partnership is a wonderful example of how we can work together to achieve positive outcomes for both the environment and individuals involved,” MLG Committee Member Gill Hall said.

    With beautiful running tracks and plenty of running groups, Canberra is ideal for running.

    Running is good for the mind, body and soul, but getting started can be a little daunting. Maybe you want to know about the best running locations, find a running group to get you motivated, or maybe you just want to get started.

    Here are a few ideas on how to get involved in running right here in Canberra.

    Find a location

    Canberra is the bush capital of Australia, so there are plenty of tracks and trails to explore. With over 90 parks you won’t be getting bored anytime soon.

    The Find a Park map shows all the parks in Canberra, plus what you can and can’t do in them, and the background of each one.

    Join or start a run club

    Run clubs are all the rage right now! Whether you are a beginner, looking for friends, or want to challenge yourself with likeminded runners, there will be a run club for you.

    Canberra Runners offers a few different groups you can join depending on your availability and schedule.

    Running for Resilience caters for everyone. Whether you are a runner, walker or pushing a stroller, they have you covered. They have two possible routes you can take on Lake Burley Griffin.

    SundaySeshCBR is here to scratch that end of the week running itch! You can even bring along your furry friend to join in. They take off from On Lake Café in Barton.

    Underground Run Club is all about running and being social. Run with some likeminded runners and grab a coffee afterwards to finish off your Sunday run. They meet at Mocan and Green Grout.

    Chafe Chasers are all about inclusion and fun! Meeting at the Anchor near Merchant Navy Memorial on Lake Burley Griffin, you can do a 5km run or walk.

    Canberra Frontrunners is for all your running, walking, riding and strutting desires. This group was formed to be an inclusive and supportive place for LGBTQIA+ people and allies. They change locations often so make sure to stay up to date on where they are headed.

    Sign up for a running event

    There are a range of marathons, triathlons and fun runs in Canberra catering to all skill and experience levels. These include:

    Sri Chinmoy provides different running events all over Australia including Canberra. Some of the events include the Sri Chinmoy Canberra Trail 100, fun runs, Sri Chinmoy Triple – Triathlon and more.

    Canberra Colour Frenzy is the most colourful event you can find! This non-competitive run allows you to run, walk, skip, hop or whatever you want through the colour-tastic course.

    The Canberra Times Fun Run is one of Canberra’s most iconic events. This course is great for all levels of experience, but specifically great for beginners or those that need an easier run as it is a pretty flat course. Plus all runners get a finisher medal!

    Ready to get serious? Join The Canberra Times Canberra Marathon instead. With five different courses to compete in all levels of runners are invited to celebrate running.

    The Stromlo Running Festival provides many different running events. From a 5km run to a marathon, you can experience the stretches of wide trail up a vertical gain. Offering scenic views, this is not an event you want to miss.

    Capital to Coast is a multi-stage 100km foot race between Canberra and the South Coast of NSW. Each stage ranges from 8km to 15km in length and will take you up and past various elevation and terrains. Run solo or join a relay team of up to four members.

    The Aussie Peace walk isn’t necessarily about running, but with tracks ranging from 7km to 42km it’s sure to get your body pumping. This two-day intercultural festival encourages people from all around the world to experience the bush capital.

    Do a parkrun

    These events are fun and carefree if you make it that way, as there is no time limit, and no one finishes last. However, if you want to challenge yourself you can always try and beat your own personal record.

    Peak Performance Running will provide you some directions, answers and guidance for your running journey. They will give you weekly advice and help you achieve their club goals.

    Eager2Elite provides individual specific running programs to help you reach your goals. You’ll receive one on one coaching, regular feedback and face to face discussions.

    There are also hundreds of online training programs you can sign up to and follow along. Join in a community and get your running journey started.

    Gungahlin in a multicultural region that’s home to many families.

    Many of the artworks scattered through Gungahlin feature playful elements that both adults and children will love.

    Set out for a day of art and adventure with this handy guide:

    Hall toilet block mural

    Location: Gladstone Street, Hall

    Artist: Geoff Filmer and Raphael

    Wildlife street artist Geoff Filmer collaborated with the Hall community to make this vibrant mural. The mural painted on the Hall toilet block channels a wildlife theme. Hall community members told Geoff how an echidna often runs across the road and into the park. This inspired Geoff to include two echidnas in the mural.

    The mural is a collaboration with an emerging artist who goes by the name of Raphael. To see more of Geoff’s work visit his Instagram page or Facebook page.

    Harrison School mural

    Artist: Eddie Longford

    Eddie Longford is a local Aboriginal artist who painted a mural at Harrison School. He collaborated with members of Harrison School to capture the essence of the school community.

    The mural depicts the mountain range behind the school along with native flora and fauna.

    This mural celebrates our essential workers during COVID-19. The piece depicts an empowering portrait of a nurse. The vibrant and captivating piece displays artist Eddie Mowat’s gratitude to essential workers. The mural is an ongoing reminder to our community of the hard work essential workers in Canberra do.

    Ginninginderry Light

    Artist: Geoff Farquhar-Still

    Ginninginderry is an Aboriginal word that means “sparkling” or “throwing out rays of light”. This sculpture is made of stainless steel and is embedded with millions of tiny glass beads. These beads reflect the light of the sun, the moon and local traffic to light up the Crace Pedestrian Plaza.

    Lady With Flowers

    Artist: Dean Bowen

    Melbourne artist Dean Bowen makes bronze sculptures with child-like whimsy. Lady with Flowers is close to a bus stop. It’s easy to imagine her catching a bus to the city to visit Bowen’s other Canberra sculpture, The Big Little Man.

    Stopping to Smell the Flowers

    This sculpture is close to the Joey Park Playground in Throsby. It was commissioned to celebrate the 30th anniversary of Floriade in 2017. It depicts the exchange of flowers as a representation of expressing love.

    The Monster that Ate Canberra is a children’s book written by author and illustrator, Michael Salmon. This sculpture features the books main character, Alexander Bunyip. You can find it near the Gungahlin Library.

    The local Indigenous people called Gungahlin’s rocky hills ‘Goongarline’. This sculpture is inspired by that landscape. It’s located near the Gungahlin Place Playground.

  • MIL-OSI USA: Cortez Masto Demands Answers about Abrupt Termination of Nevada Mental Health Funding

    Washington, D.C. – U.S. Senator Catherine Cortez Masto (D-Nev.) sent a letter to Secretary of Health and Human Services (HHS) Robert F. Kennedy Jr. demanding answers about his recent decision to cut critical state funding for mental health services. Across Nevada, the now-terminated federal funding had been supporting essential mental health services, including crisis support hotlines, community-based initiatives, peer support services, and workforce training to support individuals in crisis and ensure continuity of care.

    “Nearly 474,000 Nevadans experience mental health conditions, yet the state continues to rank among the worst in the nation for access to care,” wrote Senator Cortez Masto. “Federal mental health dollars serve as a lifeline, helping state and local agencies deliver essential services, particularly in rural and underserved areas.”

    “Without federal support, these programs face severe disruption. State agencies and nonprofit partners will be left without the resources needed to maintain critical mental health programs,  jeopardizing essential access to those who rely on them most, she continued. “Communities across Nevada and the nation deserve reliable, accessible mental health care at every level of need. HHS’ abrupt decision to end this federal mental health funding undermines that goal.”

    Senator Cortez Masto requested that HHS provide the following information about the March 24th termination of Nevada’s Block Grants for Community Mental Health Services American Rescue Plan Act Supplement:

    • The rationale for terminating Nevada’s mental health funding early;
    • Whether HHS conducted any analyses of the immediate and long-term effects of terminating the funding early;
    • What steps HHS will take to help sustain programs in Nevada that were previously supported by the terminated funding;
    • How HHS will ensure that individuals receiving services through programs previously supported by the now-terminated funding do not face gaps or delays in care;
    • And what alternative federal funding sources to support mental health services are available to states affected by this termination.

    Senator Cortez Masto has been a leader in the Senate on mental health issues. She helped fund and implement the 988 Suicide & Crisis lifeline, and passed bipartisan legislation to expand behavioral health crisis support services. She successfully fought to include $1 billion to support mental health services in schools in the Bipartisan Safer Communities Act.

  • MIL-OSI USA: Shaheen, Colleagues Introduce Legislation to Expand Child Care Relief to Families

    (Washington, DC) — U.S. Senator Jeanne Shaheen (D-NH) introduced the Child and Dependent Care Tax Credit Enhancement Act, legislation to help more working families cover a greater share of the high cost of child care. Shaheen was joined by Senators Tina Smith (D-MN), Raphael Warnock (D-GA), Patty Murray (D-WA) and Ron Wyden (D-OR).

    “No matter where I go in New Hampshire, families tell me about how much they struggle to access affordable child care,” said Senator Shaheen. “The Child and Dependent Care Tax Credit is a proven and effective tool for bringing quality, affordable child care within reach for more families. Expanding this credit to keep up with the rising cost of child care is the right thing to do for workers, families and our nation’s economy.”

    The Child and Dependent Care Tax Credit Enhancement Act would permanently expand the Child and Dependent Care Tax Credit (CDCTC). This bill would help ease the burden of high child care costs on working families by increasing the maximum tax credit to $4,000 per child, allowing families to receive up to $8,000 in tax credits to offset up to $16,000 in expenses. It would also make the credit refundable to ensure low-income working families can benefit. The credit would also be indexed to inflation to retain its value over time.

    Senator Shaheen has been a leader in advocating for more affordable and accessible child care, including by delivering more than $77 million to New Hampshire through the American Rescue Plan and other COVID relief laws to the Granite State. In March, Shaheen introduced the Child Care Availability and Affordability Act and the Child Care Workforce Act—bipartisan, bicameral legislation that together form a bold proposal to make child care more affordable and accessible by strengthening existing tax credits to lower child care costs and increase the supply of child care providers. The bill includes language from Shaheen’s Right Start Child Care and Education Act legislation. In August, Shaheen visited Colebrook Community Child Care Center to discuss challenges and solutions to the child care crisis in rural communities, and in October Shaheen hosted Acting Secretary of Labor Julie Su for a discussion on child care and workforce challenges in Brentwood. 

    In addition to Senators Shaheen, Smith, Warnock, Murray and Wyden, the Child and Dependent Care Tax Credit Enhancement Act is cosponsored by Senators John Fetterman (D-PA), Brian Schatz (D-HI), Tammy Duckworth (D-IL), Mazie Hirono (D-HI), Chris Van Hollen (D-MD), Dick Durbin (D-IL), Amy Klobuchar (D-MN), Martin Heinrich (D-NM), Maria Cantwell (D-WA), Angus King (I-ME), Jeff Merkley (D-OR), Richard Blumenthal (D-CT), Cory Booker (D-NJ), Elissa Slotkin (D-MI), Jack Reed (D-RI), Michael Bennet (D-CO), Chris Murphy (D-CT), Peter Welch (D-VT), Ruben Gallego (D-AZ), Chuck Schumer (D-NY), Adam Schiff (D-CA), Tammy Baldwin (D-WI), Kirsten Gillibrand (D-NY) and Sheldon Whitehouse (D-RI).

This bill ensures public-sector workers across the country have that same right to a voice on the job and a seat at the table.” 

    The Public Service Freedom to Negotiate Act would establish baseline federal protections to ensure all public service workers can join a union and negotiate workplace conditions—regardless of state law. Unlike private sector workers, there is currently no federal law protecting the freedom of public sector workers to join a union and collectively bargain for fair wages, benefits, and improved working conditions.

    Specifically, this bill would set a minimum nationwide standard of collective bargaining rights that states must provide, including allowing public service workers to join together and have a voice on the job to improve both working conditions and the communities in which they live and work. The legislation gives public service workers the freedom to:

    • Join together in a union selected by a majority of employees; 
    • Collectively bargain over wages, hours and terms and conditions of employment; 
    • Access dispute resolution mechanisms; 
    • Use voluntary payroll deduction for union dues; 
    • Engage in concerted activities related to collective bargaining and mutual aid; 
    • Have their union be free from requirements to hold rigged recertification elections; and 
    • File suit in court to enforce their labor rights. 

    “Passing this legislation has never been more urgent — especially now, as federal workers face unprecedented attacks on their collective bargaining rights,” said AFSCME President Lee Saunders. “We believe, as most Americans do, that every worker deserves a union — no matter who they work for.  This bill is about something fundamental: respect. Respect for the public service workers who’ve devoted their careers to serving their communities. And respect means the freedom to negotiate.”

  • MIL-OSI Australia: Keeping Canberra’s hospital wards safe

    Laura, a registered nurse at North Canberra Hospital says the Safewards model has allowed her team to develop stronger therapeutic relationships with their patients.

    Safewards is a program that supports staff and consumers to make hospital wards a more positive place to be.

    The Nurses and Midwives Towards a Safer Culture ‘The Next Steps’ Strategy has supported four wards to implement Safewards across Canberra Hospital and North Canberra Hospital, where a range of tools are used to reduce the occurrence of occupational violence and restrictive practice.  Another four wards at University of Canberra Hospital will be commence implementation of Safewards in September 2024.

    Safewards includes evidenced based activities like:

    • staff and consumers agreeing on their expectations of each other
    • finding more positive ways to support consumers when they are in distress
    • supporting consumers when they receive bad or surprising news to limit the distress the person or their families may experience.

    Laura is a registered nurse with Canberra Health Services, who works in a ward that has implemented Safewards at North Canberra Hospital. Her team have introduced a new ‘know each other’ initiative. People in the ward also call it the ‘sunflower tool’.

    Using the tool, staff, visitors and consumers in the ward can share details about themselves. This includes their hobbies, favourite TV shows or pets. Sharing information like this helps to build stronger relationships between people in the ward. This creates a better sense of understanding, safety and connection.

    “After introducing the tool, we had a patient’s family fill out some of their information,” Laura said.

    “Later, we were able to use the information provided as a prompt to help them during episodes of agitation and distress due to their advanced dementia and post traumatic stress disorder.”

    “Being able to use some familiar nicknames used by family, friends and colleagues in the military, we were able to help them calm down.”

    Laura says the tool has allowed her team to develop stronger therapeutic relationships with their consumers.

    “By displaying our own staff sunflower, it’s allowed us to learn more about each other and to connect both staff and patients in a really special way.”

    The initiative promotes care that is:

    • person-centred
    • trauma-informed
    • recovery orientated.

    Research shows that Safewards interventions ensure staff, consumers, and carers are supported. This helps to reduce potential conflict, rates of occupational violence and restrictive practices.

    By the end of June 2026, the program will be in place at 12 wards across Canberra Health Services.

    WASHINGTON, DC –  Today, U.S. Representatives Jerrold Nadler (NY-12), Tim Kennedy (NY-26), and Grace Meng (NY-06) led a letter to Homeland Security Secretary Kristi Noem and Senior Official Performing the Duties of FEMA Administrator Cameron Hamilton urging the Trump Administration to reverse its decision to eliminate over $325 million in funding for New York State through the Building Resilient Infrastructure and Communities (BRIC) program.

    They were joined on the letter by Representatives Yvette Clarke (NY-09), Dan Goldman (NY-10), Ritchie Torres (NY-15), Paul Tonko (NY-20), Hakeem Jeffries (NY-08), Alexandria Ocasio-Cortez (NY-14), John Mannion (NY-22), Nydia Velázquez (NY-07), Gregory Meeks (NY-05), Adriano Espaillat (NY-13), George Latimer (NY-16), Tom Suozzi (NY-3), Pat Ryan (NY-18), and Laura Gillen (NY-04).

    The Trump Administration’s decision to eliminate BRIC threatens over $325 million in hazard and flood mitigation projects across New York State. The Members also called on the Trump Administration to immediately release $1.6 billion in Disaster Relief Funds designated for New York, which remains unjustly frozen.

    In their letter, the Members wrote: “We urge you to reverse your decision to eliminate BRIC funding, take immediate steps to reinstate previously approved grants without delay, and unfreeze the $1.6 billion in additional Disaster Relief Funds for New York that remain unjustly withheld.

    During Hurricane Ida, 14 New Yorkers lost their lives—11 drowned in basement apartments. Nearly a decade earlier, Superstorm Sandy devastated our state, claiming 48 lives in New York and causing billions in damage,” the Members continued. “Entire neighborhoods were left underwater, infrastructure was destroyed, and vulnerable communities were pushed to the brink. In December 2022, after a historic winter storm claimed 47 lives in Western New York, a report found that investments in building upgrades were critical to building resilience and preventing this kind of devastation during future storms.”

    “The projects now being cut by the Trump Administration were designed to prevent these levels of suffering from happening again. Canceling them now, especially as construction was poised to begin, sends a message that our communities’ lives, safety, and futures are disposable. They are not,” the Members concluded.

    Among the projects now at risk are:

    • $50 million for flood mitigation infrastructure in Central Harlem, home to schools, hospitals, elder care facilities, and thousands of low-income families.
    • $50 million for East Elmhurst to prevent stormwater overflow in a largely residential area hit hard during Hurricane Ida.
    • $42.4 million for coastal protection around the South Street Seaport, a vital economic and cultural hub of Lower Manhattan.
    • $47 million for the Corona Corridor Cloudburst Hub, a green infrastructure project in Queens aimed at reducing storm-related runoff and flooding.
    • $46.6 million for the Kissena Corridor Cloudburst Hub, an integrated green infrastructure project in Queens aimed at mitigating flooding.
    • $13 million to protect Hunts Point—critical to New York City’s food supply and emergency response capacity.
    • $11.5 million for storm surge barriers around the NYCHA Polo Grounds public housing and the adjacent P.S. 046 in Harlem.
    • And many others, including nearly $20 million in protection for public housing developments in Brooklyn, such as Sheepshead Bay, Nostrand, and Breukelen Houses.

    Beyond New York City, FEMA’s reversal also threatens urgently needed projects across the state. This includes $24 million for flood and ice jam mitigation along the Erie Canal in the Capital Region and $731,000 for dam decommissioning and floodplain restoration in Westchester. Communities in Buffalo, slated to benefit from much-needed infrastructure modernization, will lose out on $284,000 in critical funding for sustainable building construction support.

    GOMA – Médecins Sans Frontières (MSF) condemns the shooting that left one person dead in the Kyeshero hospital

    Faced with a resurgence of violent incidents affecting healthcare services in the ongoing conflict in the provinces of North and South Kivu in the Democratic Republic of Congo (DRC), Médecins Sans Frontières (MSF) once again condemns in the strongest possible terms the use of weapons in and around healthcare facilities. The latest example led to the death of a person in a hospital in Goma where MSF teams work.

    On the night of Friday 4 to Saturday 5 April 2025, around 20 armed men belonging to the M23/AFC entered the grounds of the Kyeshero hospital in Goma in search of people who had taken refuge inside the hospital and stayed for several weeks. During this operation, the MSF teams supporting the Intensive Nutritional Treatment Unit (UNTI) of this private structure linked to the Ministry of Health witnessed these armed men shooting outside the hospital wards. One person was killed and three others were wounded. Two members of hospital staff were severely beaten. Although the gunmen did not enter the wards, bullets landed inside some of them.

    “The use of force and weapons inside the Kyeshero hospital has transformed a medical facility, which was supposed to remain a safe place at all times, into a dangerous zone where one person was killed. The shooting spread fear and disrupted medical services. A bullet passed through a window and landed in a patient’s mattress. Such events are unacceptable and must never be repeated, either in Goma or elsewhere,” explains Margot Grelet, MSF emergency coordinator in Goma and North Kivu.

    This violent incident is not an isolated event but reflects an alarming increase in violence perpetrated by all parties to the ongoing conflict, affecting health facilities and workers and endangering the lives of patients and medical staff in the east of the Democratic Republic of Congo since the beginning of 2025.

    Since the beginning of the year, MSF teams have had to deal with around 15 violent incidents directly affecting the structures and hospitals they support in the two provinces. One of the latest tragic examples took place on 20 February, in Masisi Centre in North Kivu, when in clashes between VDP/Wazalendos and M23/AFC fighters shot and wounded two people in the MSF base, including MSF employee Jerry Muhindo Kavali, who died of his injuries two days later. In Walikale, 150 kilometres from Masisi, a crossfire hit our base on 19 March, impacting our structures and some of our vehicles during clashes between FARDC and M23/AFC, and their respective allies.

    In South Kivu, the General Referral Hospital in Uvira came under fire in mid-February during clashes in the town, seriously endangering patients and staff. Medical activities had to be interrupted, and patients had to take cover to avoid being hit. Armed men had also entered the hospital premises, moving around and shooting inside.

    MSF reiterates its commitment to providing medical care alongside local health services in the conflict-affected provinces of eastern DRC. However, the increased frequency and severity of these incidents is straining our capacity to respond and may lead to the suspension of some services. “Without minimum security guarantees, health workers and humanitarian organisations cannot work. They must not risk their lives to continue providing vital care to the population. We call on all parties concerned to preserve the civilian character of health facilities,” adds Margot Grelet.

    In Goma, as in several localities in North and South Kivu, MSF supports several health structures, particularly in the provision of primary and secondary healthcare, maternal, paediatric, cholera and malnutrition care and care for victims of sexual violence. MSF has been working in the Kyeshero hospital in Goma for several years, particularly in the management of cases of malnutrition. MSF teams have also supported the Kyeshero and Virunga hospitals in Goma, as well as the Minova General Referral Hospital and the Numbi hospital centre in South Kivu, in treating people wounded in armed clashes at the start of the year.

  • MIL-OSI Canada: SIRT Investigating Collision Involving RCMP Vehicle

    On Tuesday, April 8 at approximately 11:02 p.m., the Saskatchewan Serious Incident Response Team (SIRT) received a notification from the Saskatchewan RCMP regarding a serious incident involving police. 

    SIRT’s Civilian Executive Director accepted the notification as within SIRT’s mandate and directed an investigation by SIRT. 

    On that day at approximately 10:02 p.m., Punnichy RCMP received the first of a series of calls for service reporting a disturbance involving firearms at a residence on the Kawacatoose First Nation. Two members of the RCMP responded to this call, each operating a fully marked RCMP vehicle. Several additional calls regarding the same incident were received as members responded to the initial call. At approximately 10:12 p.m., while travelling through the Kawacatoose First Nation with the emergency equipment activated on both vehicles, the lead RCMP vehicle was signaled to stop by a 16-year-old male standing at roadside. The male was struck by the second RCMP vehicle in the southbound lane of travel.

    Immediately after the collision, RCMP members requested EMS assistance and provided first aid until the arrival of EMS. EMS provided care to the male until the arrival of STARS Air Ambulance, who airlifted the male to hospital in Regina where he was determined to have sustained serious injuries within the meaning of The Police Act, 1990. 

    Immediately following the notification, a SIRT team consisting of the Civilian Executive Director and six SIRT Investigators was deployed to Punnichy and the Kawacatoose First Nation to begin their investigation. SIRT’s investigation will examine the conduct of police during this incident. A community liaison will also be appointed pursuant to S.91.12 (1) (a) of The Police Act, 1990. The RCMP will maintain responsibility for any investigation into the original call for service. No further information will be released at this time. A final report will be issued to the public within 90 days of the investigation ending.

    SIRT’s mandate is to independently investigate incidents where an individual has died or suffered serious injury arising from the actions of on and off-duty police officers, or while in the custody of police, as well as allegations of sexual assault or interpersonal violence involving police.

    Shawn Monper, 32, a resident of Butler, Pennsylvania, has been charged by federal criminal complaint with making threats to assault and murder President Donald J. Trump, other U.S. officials, and U.S. Immigration and Customs Enforcement (ICE) agents.

    “I want to applaud the outstanding and courageous investigative work of the FBI and the Butler Township Police Department, who thankfully identified and apprehended this individual before he could carry out his threats against President Trump’s life and the lives of other innocent Americans,” said Attorney General Pamela Bondi. “Rest assured that whenever and wherever threats of assassination or mass violence occur, this Department of Justice will find, arrest, and prosecute the suspect to the fullest extent of the law and seek the maximum appropriate punishment.”

    Acting U.S. Attorney Troy Rivetti for the Western District of Pennsylvania joined Attorney General Bondi in making today’s announcement.

    According to the federal criminal complaint, on April 8, the FBI National Threat Operations Section (NTOS) received an emergency disclosure regarding threats posted to YouTube by user “Mr Satan.” Federal agents determined that the threatening statements occurred between Jan 15 April 5. The subsequent federal investigation affirmed that the internet activity associated with “Mr Satan” corresponded with Monper’s residence.

    The investigation further established that Monper sought and obtained a firearms permit shortly following President Trump’s inauguration. In February 2025, Monper commented using his “Mr Satan” account: “I have bought several guns and been stocking up on ammo since Trump got in office.” Further, in March 2025, Monper commented using his account: “Eventually im going to do a mass shooting.” One week later, Monper commented: “I have been buying 1 gun a month since the election, body armor, and ammo.”

    The criminal complaint identified the following threatening statements regarding President Trump, other United States officials, and ICE agents:

    February 17, 2025: “Nah, we just need to start killing people, Trump, Elon, all the heads of agencies Trump appointed, and anyone who stands in the way. Remember, we are the majority, MAGA is a minority of the country, and by the time its time to make the move, they will be weakened, many will be crushed by these policies, and they will want revenge too. American Revolution 2.0”

    March 4, 2025: “im going to assassinate him myself.” This threat was made in a YouTube video titled “Live: Trump’s address to Congress.”

    March 18, 2025: “ICE are terrorist people, we need to start killing them.”

    April 1, 2025: “If I see an armed ice agent, I will consider it a domestic terrorist, and an active shooter and open fire on them.”

    On April 9, the FBI, with the assistance of the Butler Township Police Department, arrested Monper on the federal criminal complaint. On April 10, Monper was ordered detained pending preliminary and detention hearings scheduled for April 14, at 1:00 pm.

    The FBI and Butler Township Police Department are investigating the case.

    Assistant U.S. Attorney Brendan J. McKenna is prosecuting the case.

    A criminal complaint is merely an accusation. All defendants are presumed innocent unless and until proven guilty.

  • MIL-OSI Global: Why it matters for European security if an American no longer commands Nato troops – by a former Trident submarine commander

    Gen Christopher Cavoli is due to come to the end of his term as Supreme Allied Commander Europe (Saceur) this summer. Since 1951, this post has been filled by American four-star officers, admirals or generals.

    But Cavoli might be the last American in the role, at least for a while. The Trump administration is considering relinquishing this important post as part of a cost-saving US Armed Forces command restructuring exercise and, potentially, as a step back from its leading role in European security since the 1950s. In parallel, the UK and German defence ministers have taken over chairing this week’s Ukraine Defence Contact Group, a gathering of defence ministers from 30 countries, which has previously been chaired by the US defense secretary.

    Cavoli said, during a hearing in the Senate this month, that it would be problematic if the US steps back from its leadership role in Nato. Previous heads of the Nato command have agreed. They’re not wrong. Removing the American Saceur position is not an internal matter like replacing senior officers serving in US posts who do not fit a particular political profile. It would have profound effects on Nato’s military capability and immediately significant and tangible repercussions for alliance deterrence strategy.

    An enemy’s perception of the military capability of Nato forces is a fundamental element of its deterrence strategy. Replacing a US Supreme Commander with a European would inject significant uncertainty into perceptions of US commitment to Nato and could critically undermine that perception of coherent military strength. It would be made to work, but Nato’s deterrence posture would be less convincing, and this is especially important given European concerns about Russian aggression in the region.

    It is not clear yet how the Trump administration’s view of Nato will evolve. Public statements advocating support for Nato contradict private views expressed by his cabinet in the notorious Signal-gate chat. Previous US president, Joe Biden, viewed allies as an unrivalled strength. Trump seems to care little about the impact of his decisions on his allies. Deleting the US Saceur post would emphasise that interpretation and weaken Nato deterrence at a critical moment in its relations with Russia.

    What’s the history?

    Trump is not the first US president to make a foreign policy shift away from Europe. President Barack Obama announced a pivot to Asia in November 2011. This focus on China as a “pacing threat” offering major challenges to the US has persisted.

    It manifests itself under Trump as a transactional demand on European allies to contribute more to Nato so the US can release resources to focus on the Pacific, potentially redeploying personnel and capabilities there. Trump has never concealed his disdain for Nato, often wondering what its benefit for the US was. Much of this rhetoric may be for his domestic audience, but it negatively affects international perceptions of Nato’s power.

    The idea of a European Saceur has also been proposed before, including by former US secretary of state Henry Kissinger in 1984. That proposal was made at a low point of the cold war and Kissinger’s rationale was political. European military leadership would force European political leaders to acknowledge their responsibilities for Nato nuclear policy.

    Political control of military force is, of course, important for any democratic state. Saceur reports to the North Atlantic Council (the NAC, Nato’s highest body) which comprises ambassadors from every member country. Its chair, the secretary-general, is always a European (or Canadian), and the deputy secretary-general is always an American.

    The highest level of military command authority, the ability to organise and employ commands and forces to accomplish assigned missions, is known in the US as Combatant Command (COCOM). Most Nato states retain the COCOM equivalent but delegate the next lower level of command; Operational Command (OPCOM) to Nato commanders.

    Issues at stake

    US domestic law requires COCOM to be exercised over US forces – but only by US officers. This authority cannot be delegated. An American Supreme Commander Europe exercises operational command over all forces assigned to Nato, but a European leader in the same role could exercise only a much more restrictive level of authority over assigned US forces. There is dispensation for an exception to this to meet an attack on Nato, but not for training exercises. Unity of command is challenging enough in multi-national operations, even after 75 years of training, so this is a major obstacle.

    Another issue is that the authority to release all US nuclear weapons is retained by the US president. Accordingly, every key post in the Nato nuclear operations chain is held by a US official. A Nato request for a nuclear strike is made to the US president through Saceur. It is not clear how this would work if Saceur were no longer American. This is one of the major potential obstacles ahead of any decision to move the command to a European.

    And here’s another. In a crisis, Nato would plan to deploy 30 army divisions (of 15,000 personnel each), 30 squadrons of fighter aircraft and 30 combat warships from across the alliance within 30 days. Any Supreme Commander Europe would have to command international forces numbering hundreds of thousands of personnel. There are very few (if any) European officers who could credibly claim to be suitably experienced to replace Cavoli. No British officer has commanded even one deployed division since the 2003 invasion of Iraq.

    But by the summer if Cavoli is replaced by a European, Nato needs to have most of these thorny issues resolved, or at least come up with plans on how to do so, or create significant risks for European security. For now, this is not looking simple at all.

    Washington, D.C. – At a hearing of the Senate Finance Committee, U.S. Senator Elizabeth Warren (D-Mass.) pressed Mr. Kenneth Kies, nominee for Assistant Secretary for Tax Policy at the Department of the Treasury, on his background as a tax lobbyist for large corporations and pushed him to commit to recusing himself from any matters that would impact the financial interests of his former clients while he is in office. 
    As Treasury’s top tax official, Kies would be responsible for developing and implementing tax policy and programs, negotiating tax treaties, and providing analysis for domestic and international tax policy decisions. However, as Senator Warren highlighted during the hearing, Kies’ former clients stand to gain billions under the upcoming Republican tax bill. If confirmed, Kies’ office at the Treasury Department would oversee the implementation of these tax laws and could potentially include tax loopholes that benefit these large corporations he once lobbied for. 
    So far, Kies has only committed to not working on matters that involve his former clients for one year. When asked if he would commit to recusing himself from matters that would affect the financial interests of his former clients for the duration of his employment, Kies refused to provide a straight answer. 
    This week, Senator Warren sent a letter to Kies urging him to mitigate the glaring conflicts of interest created by his background as a tax lobbyist for large corporations and his extensive investments in corporations that lobby the Treasury on tax policy.
    “Donald Trump cares about one group of people and one group of people only: himself and his billionaire friends, so it’s no surprise that he has nominated a highly paid corporate tax lobbyist to run tax policy for the American people,” said the senator. “We need a government that works for working people, not just massive corporations, their CEOs, and their lobbyists, and that’s what’s going to happen under Mr. Kies’ watch.”

    Senator Elizabeth Warren: Thank you, Mr. Chairman. In 2017, Donald Trump gave $2 trillion in tax cuts, mostly to billionaires and billionaire corporations, and now he’s back for round two, this time a whopping $7 trillion in tax breaks for his rich donors. 
    Now, Mr. Kies, you’ve been a corporate lobbyist for nearly 30 years, successfully arranging tax breaks for Wall Street, Big Tech, Big Oil, and Big Pharma—you’ve helped them all. And if confirmed as the top tax official at the Treasury Department, you will play a big role in handing out more tax cuts, including tax cuts to your former clients. So, I just want to run through how this would work. Mr. Kies, you’ve lobbied for Microsoft for years. Microsoft and other big tech companies are now demanding tax breaks to incentivize research that they would do anyway, but the real kicker is they want those tax breaks, called R&D expensing, to be retroactive, incentivizing them to make research decisions they made years ago. And Republicans have said, ‘Sure, why not.’ 
    Mr. Kies, do you know how much your client, Microsoft, stands to gain from just this one tax break? 
    Mr. Kenneth Kies: No, Senator Warren. 
    Senator Warren: Well, if the Trump administration delivers what tech lobbyists are clamoring for, Microsoft would get $11 billion to incentivize investments it made years ago. That’s from Microsoft’s own annual reports. By the way, that is nearly as much as the federal government spends an entire year on child care for all of our babies. One company, your client, $11 billion. So, let’s try another one, Mr. Kies. 
    You’ve also lobbied on behalf of Pfizer, one of the biggest drug companies out there. President Trump has proposed slashing the tax rate for corporations even further, from 21% to 15% Mr. Kies, do you know how much your client Pfizer stands to gain from cutting the corporate tax rate to 15%?
    Mr. Kies: Okay, Senator Warren, Pfizer is not my client. I closed my business on March 14. None of those companies are my clients. My client—
    Senator Warren: I’m sorry, your former client. 
    Mr. Kies: Okay, former client. 
    Senator Warren: Pfizer, the one you lobbied for. 
    Mr. Kies: And Pfizer was a client over 10 years ago. 
    Senator Warren: Do you know how much they stand to make? 
    Mr. Kies: No. 
    Senator Warren: $4 billion from the Trump corporate tax cut. But there is more. The Republicans in Congress will set out the general rules for this tax giveaway, but your office at the Treasury Department will write the rules to implement those laws. When that happens, lobbyists will line up around the block to ask you for even more tax loopholes, which you know about firsthand, because you did exactly that after the first Trump tax giveaway. Now, you’ve committed not to work on matters involving your clients, or your former clients, for only one year. That means on day 366, while you are still in your job, you can go right back to handing out loopholes that could boost the bottom lines of Microsoft or Pfizer or any other of your former and future clients. 
    Mr. Kies, the American people would like to know that when you draw a government paycheck, you will be working just for them, not for your past and future clients. So, will you commit to recusing yourself from matters that would affect the financial interests of your former clients for the entire time that you are in office?
    Mr. Kies: So, Senator Warren, you and I had a very polite discussion about this when we met, and I advised you at that time, which is what I will tell you in public. I will comply with the terms of the ethics letter, which was written by career experts on ethics. And I would also reference you to the Bloomberg article, today, in which Scott Amey, the general counsel of the Project on Government Oversight, said the following: This is someone, me, who is taking government ethics very seriously— 
    Senator Warren: Very seriously—
    Mr. Kies: And was making attempts—
    Senator Warren: I appreciate that, but I’m running out of time here. 
    Mr. Kies: Well, I would encourage you to read the article.
    Senator Warren: I will take this as a no, and the fact that you say it’s okay with the Trump administration that on day 366, you will be handing out tax loopholes to clients that you took in millions of dollars from. And that you’ve made no pledge not to go back and make them your clients again in the future. That may be okay with the Trump administration. I don’t think it’s okay with the American people.

    The American Family Act and the Tax Cut for Workers Act would expand the Child Tax Credit and the Earned Income Tax Credit to give Americans much-needed financial relief
    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Tammy Duckworth (D-IL) joined their Senate colleagues to introduce two bills, the American Family Act and the Tax Cut for Workers Act, aimed at expanding tax credits for American families. 
    “As costs have risen, wages haven’t kept up. And now Republicans want to give tax cuts to billionaires. What we need to do instead is give workers and families more tools to help make ends meet,” said Durbin. “The American Family Act and the Tax Cut for Workers Act would put money back into the pockets of hardworking Americans so they can afford to put food on the table, keep their lights on, and access high-quality child care.”
    “When Democrats expanded the Child Tax Credit in the American Rescue Plan, we lifted millions of children out of poverty with the stroke of a pen, bringing child poverty rates to the lowest recorded levels in our history,” Duckworth said. “As costs continue to rise, middle-class families are the ones that need relief, not billionaires like Elon Musk and the corporations shipping jobs overseas. I’m proud to join my colleagues in this push to put money back in the pockets of Americans.”
    The American Family Act, led by U.S. Senator Michael Bennet (D-CO) and cosponsored by Durbin and Duckworth, would permanently expand the Child Tax Credit (CTC) for middle-class and low-income families, one of the most effective tools to reduce poverty and put money back in the pockets of working families.  The 2021 expansion of the CTC in the American Rescue Plan Act, based on the American Family Act, led to a historic reduction in poverty in the United States, particularly for children. Research showed that child poverty fell immediately and substantially to 5.2 percent, its lowest level on record.
    Specifically, the American Family Act would:
    Increase the value of the CTC from the current level of $2,000 per child to $6,360 for newborns, $4,320 for children ages one through six, and $3,600 for children age six through 17;
    End the longstanding, discriminatory policy that reduces the value of the CTC for low-income families, ensuring that the families of 17 million low-income children left out of the CTC under current law will receive the same credit as families in the middle class;
    Provide for monthly delivery of the credit so families have access to the credit as bills arrive; and
    Index the CTC for inflation to preserve the value of the credit moving forward.
    The Tax Cut for Workers Act, led by U.S. Senator Catherine Cortez Masto (D-NV) and cosponsored by Durbin and Duckworth, would cut taxes for working class American without children, who currently receive a much smaller Earned Income Tax Credit (EITC) than workers with children.  The bill would also extend eligibility for the tax cut to workers under the age of 25 and over the age of 64.

  • MIL-OSI USA: IAM Union Urges Congressional Support for F-35 Program

    WASHINGTON, April 11, 2025 — The IAM Union (International Association of Machinists and Aerospace Workers) wrote a letter urging members of Congress to sign a bipartisan letter in support of the F-35 Lightning II and F-135 engine programs — a move critical to both U.S. national security and the livelihoods of American workers.

    The letter, led by Reps. Marc Veasey (D-Texas), Michael Turner (R-Ohio), John Larson (D-Conn.), and John Rutherford (R-Fla.) urge the Chairs and Ranking Members of the House Armed Services Committee and the House Defense Appropriations Subcommittee to continue robust funding for the F-35 program in the upcoming defense budget.

    “The F-35 is the most advanced fighter aircraft in the world, and continued investment in this program is essential to maintaining U.S. air superiority and national defense,” wrote IAM Union International President Brian Bryant. “Equally important, the program sustains tens of thousands of good-paying, high-skilled jobs for IAM members and supports nearly 300,000 jobs across the country. As America faces growing global threats, now is not the time to waver in our commitment to readiness and innovation.”

    The bipartisan letter also calls for full support of the President’s budget request and service unfunded priorities to incrementally ramp up production toward full-rate output. It also urges increased funding for modernization efforts, spare parts and engines, and future propulsion upgrades.

    “Beyond its national security value, the F-35 program is a key driver of the U.S. manufacturing base, supporting over 225,000 high-tech, high-paying jobs across more than 1,800 suppliers, half of which are small or disadvantaged businesses,” reads the bipartisan letter. “Thousands of these workers are skilled union members, reinforcing the program’s role in sustaining American manufacturing leadership. Moreover, the F-35 program has a significant impact on local economies, with suppliers and subcontractors located in nearly every state, contributing to the growth and development of communities across the country.”

  • MIL-OSI Security: Guatemalan National Pleads Guilty To The Unlawful Transportation Of Aliens And Illegal Reentry Into The United States

    Jacksonville, Florida – United States Attorney Gregory W. Kehoe announces that Timoteo Son-Gonzalez (40), a Guatemalan national, has pleaded guilty to unlawful transportation of an illegal alien for the purpose of financial gain and illegal reentry by a previously deported alien. Son-Gonzalez faces a maximum penalty of 12 years in federal prison. A sentencing date has not yet been set.

    According to court documents, in February 2025, agents from the U.S. Border Patrol stopped a car driven by Son-Gonzalez. The car contained six passengers, all of whom were illegal aliens. After interviewing the passengers, agents determined that Son-Gonzalez was transporting illegal aliens for financial gain. Son-Gonzalez was also found to be unlawfully present in the United States, after having been removed in June 2024. 

    This case was investigated by the U.S. Customs and Border Protection, U.S. Border Patrol. It is being prosecuted by Assistant United States Attorney Kelli Swaney.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
