  • MIL-OSI Europe: Ministers Burke and Dillon announce new measures to support the transport sector

    The Minister for Enterprise, Tourism and Employment, Peter Burke, has signed regulations making changes to the employment permits system to address skills shortages in Ireland’s transport sector. The quota for car mechanics will increase by 200, the quota for HGV and Bus mechanics by 200, and the quota for vehicle body builders and repairers has increased by 50. The changes came into effect on Monday, 7 April.

    Minister for Enterprise, Tourism and Employment, Peter Burke said:

    “I am pleased to announce that I have increased quotas for Car mechanics and HGV/Bus mechanics by 200 employment permits each and Vehicle body builders and repairers by 50 permits. Car mechanics play a vital role in ensuring that Ireland’s private car fleet is safe for all road users. HGV/Bus mechanics and Vehicle body builders and repairers are both necessary to support the extension of our public transport services including the BusConnects program, which aims to provide a significant expansion of routes and increased 24-hour operations for public transport. The planned transition to alternative power vehicles will also require access to skilled mechanics. Ensuring that there is a sufficient workforce to maintain these new vehicles will play a vital role in the delivery of this program.”

    Minister of State for Small Businesses and Retail, Alan Dillon said:

    “The increase to these quotas will help us to secure additional skilled workers to help deliver our ambitious public transport goals, as well as improving the roadworthiness of the private car fleet. This measure will help to ensure the safety and reliability of both public transport and the private car fleet and help to ensure that we meet our public transport goals.”

    The Employment Permits System

    Ireland’s policy is to promote the sourcing of labour and skills needs from within the workforce of Ireland, the European Union and other European Economic Area (EEA) states. Policy in relation to applications for employment permits remains focused on facilitating the recruitment from outside the EEA of skilled and highly skilled personnel, where the requisite skills cannot be met by normal recruitment or by training. Employment permit policy is part of the response to addressing skills deficits which exist and are likely to continue into the medium term, but it is not intended over the longer term to act as a substitute for meeting the challenge of up-skilling the State’s resident workforce, with an emphasis on the process of lifelong learning, and on maximising the potential of EEA nationals to fill our skills deficits.

    The Occupations Lists

    For the purposes of the employment permits system, occupations fall into three categories:

    1. Occupations listed on the Critical Skills Occupations List are highly skilled professional roles that are in high demand and are not always available in the resident labour force. Occupations on this list are eligible for a Critical Skills Employment Permit (CSEP) and include roles such as medicine, ICT, sciences, finance, and business.
    2. Occupations listed on the Ineligible Occupations List (IOL) are those with evidence suggesting there are sufficient Irish/EEA workers to fill such vacancies. Employment permits are not granted for these occupations. Some roles are removed from the IOL subject to quota, in order to sustainably integrate a new source of workers into the labour market and to test the labour market needs.
    3. Every other job in the labour market, where an employer cannot find a worker, is eligible for an employment permit. For these occupations, the employer is required to undertake a Labour Market Needs Test and if no-one suitable applies for the job, the employer is free to apply for an employment permit. Occupations such as these may be skills of a more general nature and are eligible for a General Employment Permit (GEP).

  • MIL-OSI Global: South Africa’s coalition government is crumbling: why collapse would carry a heavy cost

    South Africa’s multi-party government of national unity (GNU), which emerged in the wake of the May 2024 elections, marked a turning point in the country’s political history. It took South Africans back to the 1990s, when the country showed that political opponents could find common cause.

    The formation of the government of national unity expressed the hope that the country could do it again.

    But just nine months into its term, the good will and pragmatism which marked its formation have worn thin. A major budget impasse between the two major actors, the African National Congress (ANC) and the Democratic Alliance (DA), threatens the coalition.

    South Africans have long been accustomed to viewing the world of politics, governance and bureaucracy through the lens of a top-down “strong” state – a vicious apartheid state, an East Asia style developmental state, or a collusive “predatory state”.

    But as recent analyses we co-authored with others have detailed,
    the vision of a top-down politically cohesive state no longer fits South Africa’s realities.

    The government of national unity promised the hope that the country was embracing an approach that is key to success for almost all inclusive constitutional democracies. That is – abandon “all or nothing” confrontation, and instead pursue pragmatic bargains to achieve mutually agreeable policy outcomes.

    At the most basic level, the government of national unity achieved this, at least for a while. The sharing of cabinet ministries between multiple parties created a diverse platform for executive power-sharing that was not dictated by a single dominant party, and which prevented the risks of parties building institutional fiefdoms.

    In our view, failure to overcome deeply ingrained political differences could set off a downward spiral in the country.

    Achievements on the governance front

    On governance, the government of national unity created the space to pursue two sets of gains.

    The first comprises the potential benefit of bringing together unlikely bedfellows.

    The former opposition parties brought into a power-sharing arrangement were bound to be performance-driven, given the country’s long deteriorating government performance and ethical integrity. They had made “good governance” and criticism of the ANC central to their political brands.

    New “outsider” eyes brought into formerly cloistered and factionalised ANC-run departments created the possibility of a new urgency to perform.

    It’s too soon to tell whether this is happening, but anecdotal evidence suggests there are some green shoots.

    The second governance gain comprises the crucial task of building a capable and professional state bureaucracy. The challenges include being able to pay the public sector wage bill, fostering a culture of delivery, and consolidating the bloated network of government departments.

    Based on their party manifestos and public utterances, members of the government all aim to professionalise the public service.

    Detailed technical work is already happening on issues such as training and competency assessment, transferring powers of appointment from politicians to senior public servants, and instituting checks in the recruitment and selection process. The National Assembly’s recent adoption of the Public Service Commission Bill forms part of this agenda.

    But a prolonged legal dispute between the DA and ANC over the latter’s policy of “deploying” party members into state employment risks scuppering progress. It also leaves a key question unanswered: what role, if any, should political parties have in the recruitment and selection of public servants?

    Policy

    The government of national unity has struggled to create effective mechanisms to translate agreement on a broad agenda of policy priorities into specific outcomes. This came at a higher cost than expected.

    Still, it has made gains in challenging policy areas. These gains have repeatedly been undermined by the perverse determination of sections within both the ANC and the DA to engage in brinkmanship.

    On health, both parties agree on the principle of universalising access. They differ on how to achieve this. But at least one seemingly intractable sticking point has been resolved. Both sides agree that private medical aid schemes need to be retained as part of a broader strategy of pursuing health system reform.

    On basic education, the public spat over the Basic Education Laws Amendment Bill overshadows the potential to agree on balancing the autonomy of school governing bodies with the oversight role of provincial departments.

    On land expropriation, the emotive rhetoric which followed the signing of the Expropriation Bill and the unwelcome and toxic intervention of international actors has overshadowed technical concerns which can be resolved.

    On pro-growth policies: Operation Vulindlela, a joint Presidency and National Treasury initiative to unblock constraints in targeted economic sectors, has made significant strides. It has laid the groundwork for new rounds of growth-supporting infrastructural reforms and has the potential to build cohesion in the government of national unity. However, the DA’s attempt to lobby for a greater role in the strategic oversight of Operation Vulindlela in exchange for supporting the budget risks souring relations with the ANC.

    What now?

    A thriving inclusive society depends on powerful actors visibly committed to co-operation.

    For all of the challenges confronting the government of national unity, it was built on a foundation of pragmatism. For the sake of South Africa’s future, it remains vital to build on this foundation. Obsolete top-down governing approaches must go. Pathways to performance must be lifted above political grandstanding. Constructive solutions should supersede ideological rigidity. South Africa has done it before. It can do it again.

  • MIL-OSI Russia: International Day of Liberation of Prisoners of Nazi Concentration Camps

    On April 11, 1945, an international uprising took place in the Nazi concentration camp Buchenwald, as a result of which the prisoners managed to take control of the camp. In memory of this event, the world celebrates International Day of Liberation of Prisoners of Fascist Concentration Camps.

    The uprising was not spontaneous, several underground committees had been operating in Buchenwald since 1942, which by the time of the uprising had managed to obtain and hide over 90 rifles, 100 pistols, over 120 grenades and even one machine gun, as well as a small radio station, with which they contacted the approaching American army. The prisoners created 188 small combat groups: 56 Soviet, 23 German, 22 French and others. During the uprising, the guards were killed and some were taken prisoner, after which the prisoners took up all-round defense in the camp. On the night of April 11, troops of General George Patton’s Third Army entered Buchenwald and completely cleared the camp of the remaining guards.

    Buchenwald did not formally have the status of a “death camp”, but from 1937 until the uprising, about 56 thousand people out of 250 thousand prisoners were killed and tortured there. And this was not even the largest camp. In the largest complex of concentration camps near the city of Auschwitz, liberated by the Red Army on January 27, 1945, according to modern historians, from 1.1 to 1.6 million people were exterminated. Its design capacity allowed for the extermination of up to 30 thousand people per day.

    In total, about 18 million prisoners were imprisoned in 14 thousand fascist concentration camps from 1933 to 1945, and 11 million of them were exterminated in gas chambers, during medical experiments, died from torture, exhaustion and hunger. It was because of the inhumane activities of concentration camps that about 20% of all victims of World War II were children. The exact figures are still unknown, the Nazis were well aware of their crimes and at the end of the war tried to destroy as much evidence of their activities as possible.

    The task of modern humanity is not to forget this terrible chapter in the terrible book of history of the Second World War. We must not allow the spread of the resurgent Nazi ideology, which does not consider many nationalities and races as people, and if necessary, does not consider anyone as people, because the very first concentration camp in Germany was intended for Germans themselves – political prisoners.

    To this day, the International Buchenwald Committee, which was born in the underground of the concentration camp, exists. The International Union of Former Juvenile Prisoners of Fascism is active. But with each passing year, the number of members of these and similar societies is decreasing. This heavy memory will have to be carried by those who have never been dehumanized for imaginary reasons. And we hope that it never will be. In the name of this, the Investigative Committee of the Russian Federation continues to investigate criminal cases of genocide of the civilian population during the Great Patriotic War. Neither previous nor new crimes against humanity will go unpunished.

    The City of Wolverhampton Council’s Public Health team have joined forces with libraries, Family Hubs and the Health Visiting Team to provide a network of self weigh baby scales at locations across the city.

    Regular monitoring of a baby’s weight can help ensure they are thriving and meeting their growth milestones, giving parents peace of mind and fostering confidence in their child’s development.

    The self weigh baby scales empower parents to track their child’s weight, without the need for an appointment. Additional support is also available for anyone with questions or concerns about their baby’s weight, with trained staff and health professionals on hand to offer help and guidance.

    The service is available at Graiseley Family Hub on Mondays from 9am to 11.30am, Central Library on Tuesdays from 10am to noon, Bilston Library on Wednesdays from 10am to noon, Children’s Village Family Hub on Thursdays from 1pm to 3pm and Low Hill Family Hub on Fridays from 9.30am to 11am.

    Councillor Jasbir Jaspal, Cabinet Member for Adults and Wellbeing, said: “These self weigh baby scales are a valuable addition to our Family Hubs and libraries, strengthening our ongoing commitment to supporting families across Wolverhampton.

    The City of Wolverhampton Council, WV Active and Wolves Foundation have teamed up to deliver Yo! Active to children and young people aged up to 18, or 25 for care leavers or those with a disability.

    Residents with a WV postcode can take their pick from over 40 hours of free physical activity sessions across Wolverhampton and WV Active leisure sites, including free swimming, gym and court hire, multi sport sessions, basketball and activities for under 5s. There are also tailored sessions for school holidays, including Easter. 

    Councillor Jasbir Jaspal, Cabinet Member for Adults and Wellbeing, said: “Yo! Active continues to inspire more and more of our children and young people to take part in regular physical activities. Becoming more physically active can help improve heart health, build strong bones and muscles, control weight and reduce symptoms of anxiety and depression, and it’s also a great way to make new friends.  

    “Over 10,000 children and young people have already signed up to take part in the wide range of activities offered by Yo! Active, and I’d encourage other youngsters, parents and guardians to check out what is on offer and sign up so that their children can enjoy free access to high quality physical activities over Easter, and all year round.”

  • MIL-OSI United Kingdom: New traffic signal junction to be activated in Pitlochry

    The new traffic signal junction at Atholl Road and West Moulin Road in Pitlochry is set to be activated today, Friday 11 April at approximately 11:30 am.

    This follows six weeks of construction work, which included the installation of traffic lights and the widening of sections of the footway.

    The new infrastructure aims to improve pedestrian movements and manage vehicle traffic around the junction. The project is part of ongoing efforts to enhance road safety and streamline traffic flow in the area.

    Our traffic and network team will be monitoring the site over the coming weeks and may make small adjustments if required to ensure a smooth transition.

    Additional road safety improvements planned for the Atholl Road and Station Road junction in Pitlochry have been postponed until later in the year to minimise disruption to the town centre.

    Between 31 March and 11 April 2025, the Federal Office for Defence Procurement armasuisse tested the TRML-4D sensor (radar) for the new medium-range ground-based air defence system in cooperation with the Swiss Armed Forces. A further step in the procurement process was achieved with the testing. The properties of the radar were tested in the specific Swiss topography and various investigations on frequency compatibility with civilian systems such as the weather radar were carried out. Testing took place alternately at the federally-owned “Homberg” and at the site of the Emmen aerodrome.

    Earnings-related pension insurance contributions are paid voluntarily for the paid remuneration.

    12. Resolution on the number of members of the Board of Directors

    The Shareholders’ Nomination Board of KH Group proposes to the General Meeting that the number of members of the Board of Directors shall be six (6).

    13. Election of members of the Board of Directors

    The Shareholders’ Nomination Board of KH Group proposes to the General Meeting that the current members of the Board of Directors Juha Karttunen, Taru Narvanmaa and Jon Unnérus shall be re-elected as members of the Board of Directors and that Christoffer Landtman, Jari Rautjärvi and Carl Haglund shall be elected as a new members of the Board of Directors, for a term ending at the closing of the 2026 Annual General Meeting. Of the current Board members, Kati Kivimäki and Timo Mänty have indicated that they are not available for re-election.

    All persons nominated as members of the Board of Directors have given their consent to the election. The Nomination Board considers all the nominees to be independent of the Company and of the significant shareholders of the Company.

    According to the Articles of Association of KH Group, the Board of Directors elects a Chair from among its members.

    15. Election of the auditor and the sustainability reporting assurance provider

    The Board of Directors proposes to the General Meeting that Ernst & Young Oy, Authorised Public Accountants, be re-elected as the Company’s auditor. Ernst & Young Oy has notified that Timo Eerola, APA, will act as the principally responsible auditor for the Company.

    The Board of Directors further proposes to the General Meeting that Ernst & Young Oy, Authorised Sustainability Audit Firm, be elected as the Company’s sustainability reporting assurance provider. Ernst & Young Oy has notified that Timo Eerola, ASA (Authorised Sustainability Auditor), will act as the principally responsible sustainability auditor for the Company.

    The term of the auditor and the sustainability reporting assurance provider ends at the closing of the Annual General Meeting following the election.

    16. Authorising the Board of Directors to decide on the issuance of shares and special rights entitling to shares

    The Board of Directors proposes to the General Meeting that the General Meeting authorise the Board of Directors to decide on the issuance of shares and/or the granting of special rights entitling to shares as referred to in Chapter 10, Section 1 of the Finnish Limited Liability Companies Act, in one or several instalments as follows: The total number of shares to be issued under the authorisation may be at the most 11,400,000 shares. The authorisation concerns both the issuance of new shares as well as the conveyance of shares held by the Company. The authorisation is proposed to be used to finance or carry out possible acquisitions or other arrangements or investments related to the Company’s business, to implement the Company’s incentive program, or for other purposes decided by the Board of Directors.

    The Board of Directors decides on all terms and conditions of a share issue and the issuance of special rights referred to in Chapter 10, Section 1 of the Finnish Limited Liability Companies Act, and the authorisation therefore includes the right of the Board of Directors to deviate from the shareholders’ pre-emptive subscription right (directed issue), the right to issue shares against consideration or without payment, and the right to decide on a free issuance of shares to the Company itself, however, taking into account the provisions of the Finnish Limited Liability Companies Act concerning the maximum number of own shares held by the Company.

    The authorisation is proposed to be effective until 30 June 2026, and it will cancel the corresponding authorisation given to the Board of Directors by the Annual General Meeting on 7 May 2024.

    17. Authorising the Board of Directors to decide on the repurchase of the Company’s own shares

    The Board of Directors proposes to the General Meeting that the General Meeting authorise the Board of Directors to decide to repurchase a maximum of 5,700,000 shares in the Company in one or several instalments by using funds in the Company’s unrestricted equity, however, taking into account the provisions of the Finnish Limited Liability Companies Act concerning the maximum number of own shares held by the Company. The Company’s own shares may be repurchased to be used as consideration in possible acquisitions or in other arrangements related to the Company’s business, to finance investments, as a part of the Company’s incentive program, to develop the Company’s capital structure as well as to be conveyed for other purposes, to be held by the Company or to be cancelled. The authorisation also includes the right to pledge the Company’s own shares.

    The Company’s own shares may be repurchased in public trading organized by Nasdaq Helsinki Ltd otherwise than in proportion to the shareholdings of the shareholders, at the market price at the time of repurchase. The shares will be repurchased and paid in accordance with the rules of Nasdaq Helsinki Ltd and Euroclear Finland Oy. The Board of Directors is in all other respects authorised to decide on the terms and conditions of the repurchase of own shares.

    The authorisation is proposed to be effective until 30 June 2026, and it will cancel the corresponding authorisation given to the Board of Directors by the Annual General Meeting on 7 May 2024.

    The minutes of the General Meeting will be available on the aforementioned website on 20 May 2025, at the latest.

    C. Instructions for the participants in the Annual General Meeting

    1. Shareholder registered in the shareholders’ register

    Each shareholder who is registered on the record date of the General Meeting, on 23 April 2025, in the shareholders’ register of the Company maintained by Euroclear Finland Oy, has the right to participate in the General Meeting. A shareholder whose shares in the Company are registered on their personal Finnish book-entry account, is registered in the shareholders’ register of the Company.

    The registration to the General Meeting begins on 14 April 2025 at 10:00 a.m. EEST. A shareholder who is registered in the shareholders’ register of the Company and who wants to participate in the General Meeting, shall register no later than on 28 April 2025 at 4:00 p.m. EEST, by which time the registration must be received.

    In connection with the registration, a shareholder shall provide the requested information, such as their name, date of birth or business ID, phone number and/or email address as well as the name of assistant or a proxy representative, if any, date of birth of the proxy representative and their phone number and/or email address. The personal data given by the shareholders or the representatives to KH Group or Innovatics Ltd is used only in connection with the Annual General Meeting and with the processing of necessary related registrations.

    The shareholder, legal representative or their proxy representative shall, if necessary, be able to prove their identity and/or right of representation at the meeting venue.

    2. Proxy representative and powers of attorney

    A shareholder may participate in the General Meeting and exercise their rights at the meeting by way of a proxy representative. The shareholder’s proxy presentative may also vote in advance as described in this notice. The proxy representative must identify him/herself to the electronic registration service and advance voting with strong identification, after which he/she will be able to register and vote in advance on behalf of the shareholder he/she represents. The shareholder’s proxy representative shall produce a dated proxy document or otherwise in a reliable manner demonstrate their right to represent the shareholder at the General Meeting. The representation right can be demonstrated by using the suomi.fi authorisation service available in the electronic registration service.

    A power of attorney template and voting instructions will be available on the Company’s website at https://khgroup.com/en/investors/corporate-governance/general-meetings/annual-general-meeting-2025 on 14 April 2025 at 10:00 a.m. EEST at the latest. If a shareholder participates in the General Meeting by means of several proxy representatives representing the shareholder with shares at different securities accounts, the shares by which each proxy representative represents the shareholder shall be identified in connection with the registration.

    Possible proxy documents are requested to be delivered primarily as an attachment in connection with the electronic registration, or alternatively by email to agm@innovatics.fi or by mail to the address Innovatics Oy, AGM / KH Group Plc, Ratamestarinkatu 13 A, FI-00520 Helsinki, Finland before the expiry of the registration period. In addition to providing proxy documents, the shareholder or the proxy representative must register for the General Meeting as detailed above in this Notice.

    3. Holder of nominee registered share

    A holder of nominee registered shares has the right to participate in the General Meeting by virtue of such shares based on which he/she on the record date of the General Meeting, i.e., on 23 April 2025, would be entitled to be registered in the shareholders’ register of the Company maintained by Euroclear Finland Oy. The right to participate in the General Meeting requires, in addition, that the shareholder on the basis of such shares has been temporarily registered into the shareholders’ register of the Company maintained by Euroclear Finland Oy at the latest by 1 May 2025 at 10:00 a.m. EEST. As regards nominee registered shares, this constitutes due registration for the General Meeting. Changes in shareholding after the record date of the General Meeting do not affect the right to participate in the General Meeting or the number of votes of the shareholder.

    A holder of a nominee registered share is advised to request without delay the necessary instructions regarding the registration in the temporary shareholders’ register of the Company, the issuing of proxy documents, the registration and participating for the General Meeting and voting in advance from their custodian bank. The account management organisation of the custodian bank has to register a holder of a nominee registered share, who wants to participate in the General Meeting, temporarily into the shareholders’ register of the Company and if needed to see to the voting in advance on behalf of a holder of a nominee registered share before the expiry of the registration period for the holders of nominee registered shares.

    4. Advance voting

    A shareholder whose shares are registered on their personal Finnish book-entry account may vote in advance during the period from 14 April 2025 at 10:00 a.m. EEST until 28 April 2025 at 4:00 p.m. EEST on certain matters on the agenda of the General Meeting.

    Advance voting can be done in the following ways:

    a)   Through the Company’s website at https://khgroup.com/en/investors/corporate-governance/general-meetings/annual-general-meeting-2025/
           Logging in to the service is done in the same way as for registration above in the Section C.1.

    b)   By email or mail by delivering the advance voting form available on the Company’s website on 14 April 2025 at 10:00 a.m. EEST at the latest or corresponding information by email to agm@innovatics.fi or to the address Innovatics Ltd, AGM / KH Group Plc, Ratamestarinkatu 13 A, FI-00520 Helsinki, Finland. The advance votes shall be received before the expiry of the advance voting period.     A shareholder who has voted in advance can use their right to request information under the Finnish Companies Act or their right to request a vote at the General Meeting or vote on a possible counterproposal only if the shareholder participates in the General Meeting in person or by way of proxy representation at the meeting venue.

    An agenda item subject to advance voting is considered to have been presented unchanged to the General Meeting.

A video link and password to follow the meeting remotely will be sent via email and text message to the email address and mobile phone number provided in connection with the registration. Following the meeting through the remote access is only possible for shareholders who are shareholders on the record date of the General Meeting.

    China’s railway construction progressed steadily in the first quarter of 2025, with fixed-asset investment expanding 5.2 percent year on year, according to the country’s railway operator.

    During the January-March period, fixed-asset investment in the country’s railway sector reached 131.2 billion yuan (about 18.2 billion U.S. dollars), according to data from China State Railway Group Co., Ltd.

    Railway investment has served as a strong driver of overall economic growth, boosting domestic demand and supporting coordinated regional development, the group said.

  • MIL-Evening Report: Coalition plan to dump fuel efficiency penalties would make Australia a global outlier

    The Coalition has announced it would, if elected to government, weaken a scheme aimed at cutting car emissions.

    The scheme, known as the New Vehicle Efficiency Standard (NVES), was introduced by the Albanese government and was due to take effect in July. It involved issuing penalties to automakers that breach an emissions ceiling on their total new car sales.

    The new Coalition plan, announced this week, would see such penalties abolished.

    But the penalties are crucial. Without penalties, automakers have limited incentive to supply fuel efficient, low or zero-CO₂ emitting vehicles to the Australian market.

    If this plan became government policy, it would make Australia an international outlier – and put at risk Australia’s ability to meet its obligations under the Paris climate agreement.

    An international outlier

    More than 85% of the international car market is covered by fuel efficiency standards.

    Without a robust New Vehicle Efficiency Standard scheme, complete with penalties for automakers that break the rules, Australia would join Russia in the tiny minority of developed countries without strong fuel efficiency standards for new vehicles.

    Abolishing the penalties embedded in the scheme also risks making Australia the world’s dumping ground for inefficient vehicles.

    That’s because the penalties embedded in the scheme are there to incentivise automakers to sell more efficient vehicles in Australia.

    The current scheme, as it is, is not particularly punitive. Automakers that breach their cap of emissions are given up to two years to fix their mistakes before being issued with a financial penalty.

    Weakening the scheme won’t help make it easier for Australians to buy fuel-efficient cars.

    Decarbonising Australian roads

    The 2015 Paris Agreement, to which Australia is a signatory, requires developed nations to decarbonise their transport by as much as 80% by 2050.

    Carbon emissions from Australian transport accounts for 21.1% of the nation’s emissions (to June 2023).

    It represents the third largest source of greenhouse gas emissions in Australia.

    Without measures aimed at making cars more fuel efficient, Australia’s CO₂ emissions will continue to rise. It will be harder to meet our commitments under the Paris Agreement.

    It’s regulation, not a tax

    The Coalition, which is hoping to pick up votes in outer-ring suburbs, has called the penalties embedded in the New Vehicle Efficiency Standard scheme a “car tax”.

    Liberal leader Peter Dutton said this week:

    This is a tax on families who need a reliable car and small businesses trying to grow. Instead of making life easier, Labor is making it harder and more expensive […] We want cleaner, cheaper cars on Australian roads as we head towards net zero by 2050, but forcing unfair penalties on carmakers and consumers is not the answer.

    But these penalties are not a tax; they are a form of regulation. Automakers that meet the rules wouldn’t have to pay penalties, under the current scheme.

    If the goal is to reduce people’s hip-pocket pain at the bowser, the focus should be on ensuring Australians can buy fuel-efficient vehicles.

    That means incentivising automakers to bring fuel-efficient vehicles to the Australian market. It also means avoiding any policy that encourages carmakers to see Australia as a dumping ground for gas-guzzling vehicles.

  • MIL-Evening Report: Kids cheering ‘chicken jockey!’ at A Minecraft Movie isn’t antisocial – it creates a chance for us to connect

    Social media is ablaze with reports of kids going wild at screenings of A Minecraft Movie.

    Some cinemas are cracking down. There are reports of cinemas calling in police to deal with rowdy theatregoers and making special announcements before the film, warning of consequences for “anti-social behaviour” including “clapping and shouting”.

    But these kids are engaging in a kind of communal experience. Rather than being antisocial behaviour – couldn’t we label it as prosocial?

    The global fandom of Minecraft

    Minecraft was first released in 2011 and has sold over 350 million copies, making it the best-selling video game of all time.

    Minecraft is an unstructured game that provides mineable resources and leaves players to create whatever they want with them. Creations can be as basic as stacking blocks of wood to make a wall, or as complex as a working computer.

    It has become the nexus of a vast online community of people with an interest in the game.

    Players connect to one-another digitally and share certain social norms and knowledge, including a memeified vernacular. Minecraft-playing Youtubers have also become popular, and are the source of many memes.

    The community is dominated by children and young adults and the incomprehensibility of their vernacular for other generations is possibly part of its appeal.

    Within child and youth fan communities the usual hierarchies of communication are reversed. Instead of kids having to learn to speak according to adults’ rules, in this community the kids maintain a knowledge system that excludes a lot of adults.

    Enter A Minecraft Movie

    A Minecraft Movie opened last weekend to enormous box office success, bringing in US$313.2 million globally. The film follows four humans who stumble through a portal into the Overworld (Minecraft). Their only way home involves teaming up with fellow human Steve (Jack Black) to save the Overworld from the creativity-hating Piglins.

    Almost immediately, social media conversations sprang up about the behaviour of audiences. One bemused parent described the atmosphere of the cinema as “like [when] The Beatles came to America”.

    Many of the videos shared of audiences during screenings show joyful scenes of communal pleasure, similar to other responses to highly anticipated films such as Avengers: Endgame.

    But while the response to Avengers: Endgame was celebrated, the behaviour of children and teens at A Minecraft Movie has been framed by news outlets in negative terms.

    Journalist Keith Stuart suggests the different responses are a result of parents feeling excluded by A Minecraft Movie’s frequent references to memes.

    Negative news reports link audience behaviour to existing moral panics about social media challenges and are particularly focused on popcorn being thrown.

    The use of the same two or three videos of popcorn throwing to illustrate multiple news articles highlights how relatively few reports of popcorn throwing there currently are.

    Instead, most of the debate on social media has been about the etiquette of noisiness during screenings, including cheering and clapping.

    Finding community

    A Minecraft Movie speaks the memeified vernacular of its online community.

    The film incorporates references to longstanding memes, popular Minecraft YouTubers (and some cameos) and, of course, to the game itself.

    The film is speaking directly to Minecraft fans, and audiences are responding by displaying their mastery of this vernacular and strengthening their sense of belonging.

    By clapping and cheering when they recognise a meme, or saying lines of dialogue in sync with the actors, kids are identifying themselves as members of a community.

    When a whole cinema full of young people does this simultaneously, they are identifying themselves to and with one another.

    This is prosocial, strategic communication – not the antisocial pandemonium and chaos some reports would have us believe. Instead, fans are reporting the cheering and clapping happens at specific moments: they are enjoying both the film, and reacting to it.

    During the brief (but meaningful for knowledgeable audience members) tribute to beloved YouTuber Technoblade, who died of cancer in 2022, there have been reports of whole theatres falling silent as a mark of respect.

    An online community of kids and teens has suddenly become hyper visible to adults because it has intersected with the traditional media space of the cinema.

    Online games such as Minecraft are a crucial part of kids’ social lives and play.

    Perhaps adults can seize this moment as an opportunity to learn more about something that clearly matters deeply to a lot of kids.

    Endometriosis affects around 10% of women of reproductive age. It’s a chronic inflammatory condition that occurs when tissue similar to the lining of the uterus (the endometrium) grows outside the uterus.

    Endometriosis can cause chronic pain, bloating, bowel and bladder dysfunction, pain during sex and infertility. These symptoms can lead to reduced quality of life and mental health challenges.

    Although endometriosis pain can be treated with medication or surgery, these options are not suitable for everyone, and a significant number of women experience recurrent symptoms even after surgery.

    Many women with endometriosis look to complementary therapies to manage their symptoms, which can include dietary changes and taking supplements.

    A recent study sought to understand different dietary strategies women with endometriosis use and how these affect their pain levels. The researchers found cutting down on things like dairy, gluten, caffeine and alcohol could improve endometriosis pain.

    Let’s take a closer look.

    What the researchers did and found

    The study, which was led by researchers from the University of Edinburgh, involved an online survey. It asked women with endometriosis questions about any dietary changes they made and any supplements they used, and whether they found these useful for managing pain.

    A total of 2,388 women with a confirmed diagnosis of endometriosis completed the survey. Some 84% of respondents had made at least one dietary change, 67% of whom reported these changes improved their pain. Meanwhile, 59% had used supplements, 43% of whom considered these changes improved their pain.

    The following are some of the most popular dietary changes women had tried, and how they thought these changes affected their pain:

    • drinking less alcohol (improved pain in 53% of women)

    • eating less gluten (45%)

    • consuming less dairy (45%)

    • consuming less caffeine (43%)

    • eating less processed sugar, which can be found in foods and drinks such as lollies, cakes, biscuits and soft drinks (41%)

    • eating less processed foods, which include deli meats, savoury snacks such as chips and sausage rolls, and chocolate (38%)

    • following a low FODMAP diet, which involves avoiding short-chain carbohydrates (certain types of sugars) to reduce gas, bloating, pain and discomfort (32%)

    • adopting a Mediterranean diet, which is a diet high in plant foods (including fruit and green leafy vegetables), extra virgin olive oil, breads, fish, fermented dairy, and cereals and low in red meat, and processed meats and foods (29%).

    For supplements:

    • turmeric or curcumin, the active ingredient in turmeric (improved pain in 48% of women)

    • magnesium (32%)

    • peppermint (26%)

    • ginger (22%).

    Some limitations

    There are some weaknesses in this study to consider when interpreting the results. First, it’s an observational study, which means we cannot say these dietary changes and supplements cause decreased pain, just that there appears to be an link.

    To be more confident about the effects of dietary changes or supplements, we would need to do randomised studies with control groups.

    Also, the participants self-reported dietary changes they had made in the past and past pain levels. This relies on memory, which can be unreliable.

    All that said, this sort of research does provide us with clues about what may work, especially when we combine it with our knowledge of the actions these foods and supplements have in the body.

    So how would they work?

    Given the inflammatory component in endometriosis, the findings of this study are not entirely surprising. Many of the dietary changes and supplements this study looked at have anti-inflammtory properties.

    For example, reducing alcohol consumption, reducing processed foods, adopting a Mediterranean diet and using turmeric or curcumin may reduce inflammation.

    It’s possible certain dietary changes could improve endometriosis symptoms by reducing inflammation.

    Some of the findings of this study seem to align with other evidence, while others don’t.

    For example, a recent review showed the Mediterranean diet can lead to reductions in pain, however the relevant studies did not have control groups. This same review showed a low FODMAP diet reduced pain and improved quality of life in people with endometriosis.

    Meanwhile, a 2024 paper concluded there’s a lack of evidence to support a gluten-free diet for endometriosis symptoms. The authors argued avoiding gluten to manage the condition should be discouraged.

    Peppermint has been reported to reduce period pain and nausea. But I couldn’t find any specific evidence for endometriosis.

    So what should you do?

    If you have endometriosis, this study and existing evidence suggests following a Mediterranean diet or a low FODMAP diet may reduce pain. This current study also indicates reducing your intake of alcohol, sugar and processed foods may help.

    Importantly, these changes won’t do any harm to your overall health. In fact, the Australian dietary guidelines recommend drinking alcohol and consuming processed foods in moderation, given links to a range of chronic diseases. So these changes may have other benefits too.

    However, some of the dietary changes reported in this study may be problematic.

    For example, eliminating dairy will significantly reduce your calcium intake which is important for building healthy bones and reducing the risk of osteoporosis in later life. However, there are other ways of ensuring an adequate intake of the nutrients found in dairy products.

    Reducing caffeine won’t lead to any health or nutritional concerns, but may affect quality of life for people who enjoy drinking coffee or tea.

    Women with endometriosis can try supplements such as turmeric or curcumin and ginger, but it’s best to try them one at a time, so you can identify which one works for you.

    If you’re looking to change your diet to try to manage endometriosis symptoms, it may be best to see a registered or accredited practising dietitian to ensure you’re following a nutritionally balanced diet.

    CHINHAE NAVAL BASE, Republic of Korea – U.S. Navy divers from Mobile Diving and Salvage Unit (MDSU) 1 and divers from the Republic of Korea Navy (ROKN) kicked off Salvage Exercise (SALVEX) Korea, April 07, 2025, in Chinhae, South Korea.

    This year’s SALVEX Korea marks the 41st year of this bilateral training exchange, focusing on enhancing interoperability in combined diving and salvage operations through a series of practical and classroom-based events. Sailors and divers from both navies will participate in gear familiarization, tactical procedure exchange and full-mission profile salvage operations.

    Israeli attacks in Gaza are taking a horrifying toll on civilians already suffering dwindling food supplies and looting due to the aid blockade, UN humanitarians said on Thursday.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that there have been daily reports of Israeli strikes killing and injuring many Palestinian civilians.

    “Just yesterday (Wednesday) in Gaza City, there were reports of dozens of people killed, including at least eight children, after an Israeli strike hit a residential building,” OCHA said. “Many are still missing under the rubble.”

    The Ministry of Health in Gaza reported that more than 1,500 people reportedly were killed, many of them women and children, since the intensification of hostilities less than a month ago.

    The office said the hostilities and continued blocking of cargo entry into Gaza for almost six weeks are hampering people’s access to life-saving aid.

    “As supplies inside the Strip near exhaustion and the situation becomes increasingly dire, there has been an increase in looting over the past few days,” OCHA said. Earlier this week, several such incidents were reported in Rafah, Deir al Balah and Al Zawaida.

    OCHA reiterated the urgency of reopening the crossings to allow critical supplies to enter.

    More than 60,000 children are reportedly suffering from malnutrition at a time when community kitchens are rapidly running out of fuel and supplies.

    The World Health Organization (WHO) said it has been able to support some medical evacuations from Gaza. On Wednesday, 18 patients and nearly 30 companions were allowed to leave for specialized treatment abroad.

    However, with some 12,500 patients in Gaza still in need of medical evacuation outside the strip, WHO called for evacuations through all available border crossings and corridors.

    Across Gaza, OCHA said its partners are warning of acute water shortages in shelters hosting displaced people. The loss of water, the lack of cleaning supplies and cohabitation with livestock are having a dire public health impact. In March, more than one-third of households in Gaza experienced lice infestations.

    Other foreign guests in attendance also praised the event as well as the contributions made by Soong Ching Ling and the foundation.

    “The planning, setting and presentation are all fantastic,” said Pakistani Ambassador to China Khalil Ur Rahman Hashmi, when speaking about the event. He further elaborated on the importance of the poetry aspect, explaining that it showcased the diversity of language, expressions and emotions, and highlighted its role in bringing people together and enhancing understanding.

    Beate Trankmann, resident representative of UNDP China, commended Soong Ching Ling’s advocacy for women’s participation in social and political life.

    “I think her mission in life remains very important, especially in this time and age, in a tech-dominated world,” Trankmann noted.

    This year’s Crabapple Gala also featured interactive activities showcasing China’s traditional culture and intangible cultural heritage, including calligraphy, painting, tea art and dough figure-making. With flowers as a symbol, foreign guests gathered to celebrate the legacy of traditional Chinese culture, strengthen cultural exchange and build lasting friendships across borders.

  • MIL-OSI: EfTEN Real Estate Fund AS’s financial results for Q1 2025 and net asset value as of 31 March 2025

    EfTEN Real Estate Fund AS earned EUR 7.678 million in consolidated rental income during the first quarter, representing a 0.5% increase compared to the same period last year. The Fund’s consolidated EBITDA amounted to EUR 6.181 million, which is 4.3% less than in the same period a year ago. In the first quarter, the Fund generated EUR 2.758 million in adjusted cash flow (EBITDA minus interest expenses, loan principal repayments, and income tax expense), which is EUR 139 thousand more than in the same period last year, mainly due to lower interest expenses.

    The weighted average interest rate on the loans of the Fund’s subsidiaries fell to 4.37% by the end of March, decreasing by 0.527 percentage points compared to the end of the previous year. On a comparable basis, the total interest expense for the first quarter of this year was EUR 1.675 million, which is EUR 486 thousand (22%) lower than a year earlier.

    In March the Fund earned EUR 2,556 thousand in consolidated rental income, which is EUR 10 thousand less than in February.  Rental income-related expenses increased exceptionally in March by EUR 111 thousand. This increase was mainly due to the one-off recognition of a provision for receivables in the amount of EUR 89 thousand related to the bankrupt company Aktsiaselts Hortes. The provision reflects the Fund’s conservative accounting principles and is not connected to the legal treatment of the claim. As of 1 April, Rikets Aianduskeskus OÜ has replaced AS Hortes as the tenant of the Laagri gardening center.

    The Fund’s consolidated EBITDA for March amounted to EUR 1,990 thousand, which is EUR 159 thousand less than in February. At the end of March, the overall vacancy rate in the Fund’s real estate portfolio was 4.4%.

    The Fund’s consolidated cash balance decreased due to additional property investments by EUR 3,350 thousand in March, reaching EUR 19,038 thousand by the end of the month. In March, a subsidiary of the Fund made a new property investment by acquiring the Hiiu care home property in Tallinn. The acquisition cost of the property, including related expenses, totaled EUR 4,016 thousand. Additionally, EUR 619 thousand was invested in the ongoing development project at Paemurru logistics center, and EUR 118 thousand was paid for construction work related to the next phase of the Valkla elderly home. Paemurru logistics center is planned to be finished and will start to generate rental income for the Fund from mid-April.

    As of 31 March 2025, the Fund’s net asset value (NAV) per share was EUR 20.7371 and EPRA NRV was EUR 21.5985. The NAV per share increased by a typical 0.6% in March.

    The Senators called for unanimous consent on the following resolutions, which were blocked by Senate Republicans:
    Duckworth’s resolution to condemn the Trump and Musk assault on the federal workforce, and demand the immediate reinstatement of all Veteran federal employees illegally and indiscriminately fired since Trump took office.
    Blumenthal’s resolution to condemn actions taken by Trump and Elon Musk negatively impacting Veterans’ mental health care and suicide prevention efforts, including the mass firing of VA employees serving Veterans. It also calls for all VA mental health care and suicide prevention efforts to be fully staffed and resourced—not the subject of additional cuts.
    Sanders’ resolution to condemn and rescind Trump and Musk’s disastrous proposal to reduce the VA workforce to Fiscal Year 2019 levels by cutting 83,000 jobs.
    Duckworth has consistently led efforts to stick up for our Veterans and push back on harmful policies and layoffs from the Trump Administration that are hurting our nation’s heroes.
    Last month, Duckworth and U.S. Senator Andy Kim (D-NJ) introduced their Protect Veteran Jobs Act, legislation that would reinstate the thousands of Veterans who were fired from their jobs as part of Trump and Musk’s indiscriminate purge of federal employees. When Duckworth and Kim subsequently introduced their legislation as an amendment to Republicans’ slush fund continuing resolution, Republicans shamefully blocked it from passing. Today marks the second time Republicans are on the record as being against restoring our heroes’ jobs.
    In February, Duckworth joined Blumenthal and a group of 34 Democratic Senators calling on Department of VA Secretary Collins to immediately reinstate the more than 1,000 VA employees terminated earlier that month who serve Veterans and their families nationwide, including critical employees addressing Veteran suicide working at the Veterans Crisis Line.

Paparo Jr. and Commander of the United States Forces Korea (USFK) General Brunson to build on their efforts to expand cooperation with Indo-Pacific partners by further implementing her Indo-Pacific Medical Readiness Program and strengthening our sealift fleet, which is aging and insufficient in numbers to support our military in the event of a crisis or conflict. Senator Duckworth’s Indo-Pacific Medical Readiness program—a program she championed in last year’s FY2025 NDAA—will help ensure our nation’s servicemembers as well as their families have access to quality patient care throughout the Indo-Pacific region—where they often must travel long distances to receive care. In her remarks, Duckworth asked whether there were any primary barriers that hinder medical cooperation and how the committee can continue to help implement her program.     “We owe it to the troops we send overseas—and their families—to ensure they have access to the high-quality medical care their sacrifices deserve, whether that means getting injured servicemembers to medical facilities within the ‘golden hour’ wherein lives can still be saved or simply ensuring military families are able to deliver their babies safely,” said Duckworth. “I applaud Admiral Paparo and General Brunson’s efforts to improve the logistical readiness of our Armed Forces and with our allies and partners, but there’s more work to do. Everyone knows I’m TRANSCOM’s biggest advocate, and I look forward to continuing to work with INDOPACOM and USFK to address my concerns with medical readiness, strategic sealift and more across the region.”
    In November 2023, the DoD Office of Inspector General released a report identifying repeated challenges that servicemembers and their families face when trying to access quality health care in the Indo-Pacific region, including staffing shortages and limited Tricare network providers. At certain military treatment facilities, many servicemembers are also confronted with limited specialty care, such as obstetrics and physical therapy, impacting their quality of life.
    In addition to her medical readiness provision, Duckworth successfully championed several other important provisions in last year’s NDAA that are supporting our servicemembers and their families, enhancing strategic partnerships in the Indo-Pacific region, improving logistics to bolster readiness and energy resiliency as well as continuing to restore American competitiveness.
    Duckworth is a proven leader when it comes to strengthening our relations with Indo-Pacific nations and improving security in the region—which she has done while successfully securing significant international investments in Illinois. Last year, Duckworth led a bipartisan Congressional Delegation to Taiwan and this year’s Shangri-La Dialogue in Singapore to underscore strong U.S. bipartisan support for our partners and allies in the Indo-Pacific and strengthen our ties in the region. In 2023, Duckworth also led an official visit to Japan and Indonesia as part of her continuing efforts to strengthen ties and reinforce support between allies and partners in the Indo-Pacific region and the United States. In the summer of that same year, Duckworth also led another official visit to the region, visiting Thailand, Indonesia and the Philippines to meet with government and business leaders and discuss opportunities that would increase cooperation in areas of mutual interest, such as economic investments, regional stability and national security.
    Duckworth also successfully included a modified version of her Strengthen Taiwan’s Security Act in the Fiscal Year (FY) 2023 National Defense Authorization Act (NDAA) to help Taiwan strengthen its military defenses.

  • MIL-OSI USA: Golden votes against reckless, deficit-funded GOP budget resolution

    House-Senate ‘compromise’ contains health care cuts, lopsided tax breaks for the wealthy and trillions in new debt

    WASHINGTON — Congressman Jared Golden (ME-02) voted today against the Senate Amendment to H. Con. Res. 14 — a compromise budget resolution for Fiscal Year 2025. 

    “You can’t build a good house with rotten wood. This compromise combines the House GOP’s plan to cut health care to pay for millionaires’ tax cuts with a Senate GOP plan to explode the deficit and enshrine accounting gimmicks that set a new low for fiscal instability. I see no way that combining these two bad plans will somehow yield a good one through the reconciliation process,” Golden said. 

    “There’s a better way forward: Congress could target tax cuts to working families, paid for by allowing the expiration of tax cuts for the very wealthy. We don’t need to take away anyone’s health care or pass trillions in new deficit spending to pass a budget that puts the middle class first,” Golden said.

    The proposal on the floor today was a Senate amendment to the GOP budget resolution adopted by the House in February. As amended, the plan:

    • allows for roughly $5.3 trillion in deficit-financed tax cuts, including $3.8 trillion to extend the 2017 Tax Cuts and Jobs Act (TCJA), which disproportionately benefitted the wealthy;
    • uses an accounting gimmick known as the “current policy baseline” to artificially reduce the legislation’s price tag;
    • instructions for the House Energy and Commerce Committee to cut $880 billion in spending — a target that will be impossible to reach without hundreds of billions in Medicaid cuts, according to the nonpartisan Congressional Budget Office.
    • a $5 trillion debt limit increase; and
    • more than $7 trillion in new debt, in total, over the next decade. 

    The elements of the House-Senate compromise budget resolution are stacked against working families: Roughly half the benefit of extending the full 2017 tax package would go to households with annual income over $450,000. The Treasury Department found that the plan would give an average annual tax break of more than $32,000 for those in the top 1 percent, while working families will only get a few hundred dollars in tax cuts per year.

    Cuts to Medicaid would hurt families in the 2nd Congressional District. Medicaid provides health coverage to 236,000 people in CD2 — more than one-third of the population — according to KFF.

    The national debt is currently roughly $29 trillion. Interest on the debt costs the federal government more every year than on national defense or Medicare. It is second only to Social Security as an annual line item in the federal budget.
