  • MIL-OSI USA: NASA Offers Free High School Engineering Program This Summer

    NASA’s Glenn Research Center in Cleveland is launching the NASA Glenn High School Engineering Institute this summer. The free, work-based learning experience is designed to help high school students prepare for a future in the aerospace workforce.
    Rising high school juniors and seniors in Northeast Ohio can submit applications for this new, in-person summer program from Friday, April 11, through Friday, May 9.
    The NASA Glenn High School Engineering Institute will immerse students in NASA’s work while providing essential career readiness tools to help them in future science, technology, engineering, and mathematics-focused academic and professional pursuits.
    Throughout the five-day institute, students will use authentic NASA mission content and work alongside Glenn’s technical experts to gain a deeper understanding of the engineering design process, develop practical engineering solutions to real-world challenges, and test prototypes to answer questions in key mission areas:

    Acoustic dampening – How can we reduce noise pollution from jet engines?
    Power management and distribution – How can we develop a smart power system for future space stations?
    Simulated lunar operations – Can we invent tires that don’t use air?

    Program DatesSelected students will participate in one of the following week-long sessions.

    Session 1: July 7 – 11, 2025
    Session 2: July 14 – 18, 2025
    Session 3: July 21 – 25, 2025

    Eligibility and Application RequirementsTo be eligible for this program, students must:

    Be entering 11th or 12th grade for the 2025-2026 academic year
    Have a minimum 3.2 GPA, verified by their school counselor
    Submit a letter of recommendation from a teacher

    Pennsylvania State Police Completes Rollout of Body-Worn Cameras Ahead of Schedule, Demonstrating Strong Commitment to Transparency and Accountability in Policing

    The Pennsylvania State Police (PSP) announced that patrol troopers at every station across the Commonwealth are now equipped with body-worn cameras to record their public interactions. PSP successfully completed its initiative to outfit troopers with these cameras and to update the mobile video recorders in their patrol vehicles – weeks ahead of schedule.

    “Our ability to maintain efficient operations relies heavily on the trust placed in us by the communities we serve,” said PSP Commissioner Colonel Christopher Paris. “With the completion of our body-worn camera rollout, we aim to strengthen that trust by documenting our public interactions and demonstrating our commitment to transparency, accountability, and respectful police services.”

    PSP’s initiative involved outfitting more than 3,000 troopers whose assignments are spread across 89 stations within 16 troops with body-worn cameras. The initiative additionally upgraded the mobile video recorders in more than 1,400 patrol vehicles.

    Governor Josh Shapiro visited the Port of Philadelphia (PhilaPort) to hear directly from port leaders, businesses, and workers about how new federal tariffs are injecting chaos and uncertainty into their work and raising costs for consumers across the Commonwealth. The Governor’s visit comes as new federal tariffs – the highest in 100 years – disrupt supply chains and raise prices on everything from fruit and produce to cars, electronics, and cocoa.

    PhilaPort is the largest port in the U.S. for imported fruit and a major gateway for goods entering the country, supporting 12,000 jobs locally and 66,000 maritime jobs statewide. Last year, the Port accounted for $3.2 billion in fruit imports – more than any other American port and 20 percent of all U.S. food imports – and is a global leader in the import of food products, cars, meat, cocoa, and steel. Pennsylvania is also home to two other ports – Pittsburgh and Erie – that support international trade.

  • MIL-OSI USA: California cuts ‘green tape’: 500+ fast-tracked projects have restored nearly 200,000 acres and improved 700 miles of streams

    What you need to know: More than 500 critical restoration projects have been fast-tracked in recent years thanks to California’s ‘Cutting Green Tape’ program.

    SACRAMENTO – California is making it faster, easier, and more affordable to launch environmental restoration projects across the state, thanks to a program the state’s Department of Fish and Wildlife established in 2021 called Cutting Green Tape.

    It’s a simple idea: streamline the complex red tape – ‘green tape’ in the case of restoration work – that often delays or blocks habitat restoration projects. Instead of forcing good environmental work to get stuck in paperwork, Cutting Green Tape removes unnecessary barriers and helps important conservation projects get approved more quickly.

    And it’s working.

    Since 2022, the program has helped more than 500 restoration projects move forward by reducing costly delays and making the approval process easier to navigate. These efforts have already contributed to the restoration of nearly 200,000 acres of habitat, the reconnection of 5.5 million acres of land, and the improvement of over 700 miles of California streams. All of these projects are critical for fish, wildlife, and clean water.

    The results speak for themselves: California is proving that cutting red tape and protecting our environment go hand-in-hand. In just the last few years, we’ve cut red tape on more than 500 projects that have restored nearly 200,000 acres of habitat and improved hundreds of miles of streams.

    We’re unleashing projects from being stuck in endless paperwork and bureaucracy – all to support California’s thriving biodiversity.

    Why it matters

    By removing red tape, the state is saving time, money, and precious ecosystems. Faster restoration means healthier rivers, cleaner water, stronger fish populations, and better protection against climate impacts like wildfire and drought. It also means public funds and community efforts go further and have a bigger impact.

    CDFW estimates the program has already saved nearly $10 million in permitting costs — savings that go right back into protecting the environment.

    New streamlined permit makes restoration even easier

    Restoration projects require permits from the state to ensure they are environmentally responsible, protect wildlife, and foster abundant ecosystems. In a significant development, CDFW recently issued its first newly expanded Restoration Management Permit (RMP), a streamlined permit that consolidates five of the most common CDFW approvals typically needed for restoration projects into one single permit. This follows legislation – Assembly Bill 1581 (Kalra) – signed by Governor Newsom last September, creating the pathway to establish the fully realized RMP. That means fewer hoops to jump through and faster starts for high-priority projects.

    This first expanded RMP was granted to the San Mateo Resource Conservation District for a project improving fish passage and habitat along Little Butano Creek. This work will create cleaner, more connected streams, which in turn will boost biodiversity and support long-term ecosystem health.

    “Making it faster and easier to approve restoration projects has huge benefits for people and wildlife alike, which is why I’m excited we’ve issued our first restoration permit for the Little Butano Creek Project in the Pescadero watershed,” said CDFW Director Charlton H. Bonham. “Now, rather than navigating multiple approvals from the department, we can streamline restoration projects with a single approval process, exponentially cutting down on time and cost. This is a huge benefit for California’s restoration projects, and I anticipate many more streamlined approvals to come.”

    Located along a tributary to Butano Creek in the Pescadero Creek watershed, the goal of the project is to restore fish passage at an existing 15-foot-tall chute. This will increase access to the Little Butano Creek watershed, enabling certain fish to complete their lifecycle and keep these species thriving. The project is expected to enhance approximately 1,000 linear feet of aquatic habitat and 3.52 acres of riparian and wetland habitat for the benefit of coho salmon, steelhead trout, Pacific lamprey, California red-legged frog, southwestern pond turtle, San Francisco garter snake, California giant salamander, Santa Cruz black salamander and San Francisco dusky-footed woodrat.

    “The Restoration Management Permit is a game changer, enabling us to complete high-priority habitat restoration, like the project on Little Butano Creek, much more quickly and cost-effectively in partnership with CDFW,” said Kellyx Nelson, San Mateo RCD Executive Director.

    What you need to know: California officials continue to protect consumers and support the legal cannabis market through operations to seize 212,681 illegal cannabis plants worth $316 million.

    SACRAMENTO – Governor Gavin Newsom today announced that officials have seized more than $316 million worth of illegal cannabis and $474,000 in cash since January 2025. Through coordinated enforcement actions with state agency partners and local governments, these efforts build upon the previous work to seize $534 million worth of illegal cannabis in 2024.

    In addition to confiscating 212,681 illicit cannabis plants, officials issued 99 warrants, which resulted in the removal of 35 firearms and 29 arrests.

    “As California’s legal cannabis market expands, we have a responsibility to crack down on the nefarious actors that put public health at risk and undermine the progress we’ve made. Unlicensed, unregulated products threaten consumer safety and jeopardize the integrity of this industry. We’re doubling down on our commitment to protect Californians and lift up the legal cannabis marketplace that so many have worked hard to build.”

    These figures represent combined enforcement efforts from the Governor’s Unified Cannabis Enforcement Task Force (UCETF), the Department of Fish & Wildlife (DFW), the Department of Cannabis Control (DCC) the California Department of Tax and Fee Administration, the California Department of Pesticide Regulations, Torrance Police Department, Alameda District Attorney’s Office, Oakland Police Department, among others, since January.

    California’s regulated cannabis market is the largest in the world, fostering environmental stewardship, compliance-tested products, and fair labor practices, while driving economic growth and funding vital programs in education, public health, and environmental protection. The Department of Cannabis Control recently released a market outlook report that shows prices are stable, industry value is up, and the licensed market is growing.

    A unified strategy across California 

    Since 2019, officials have seized and destroyed over 800 tons, or over 1.7 million pounds, of illegal cannabis worth an estimated retail value of $3.1 billion through over 1,500 operations.

    The cannabis task force was established in 2022 by Governor Newsom to enhance collaboration and enforcement coordination between state, local, and federal partners. Partners on the task force include the Department of Cannabis Control, the Department of Pesticide Regulation, the Department of Toxic Substances Control, and the Department of Fish and Wildlife, among others. 

    Protecting California’s consumers

    In September, Governor Newsom announced emergency hemp regulations in response to increasing health incidents related to intoxicating hemp food and beverage products, which state regulators found sold across the state. The new regulations ban any detectable quantity of THC from consumable hemp products to protect youth and mitigate the risk of adverse health effects. The emergency regulations better align the sale of hemp products with certain restrictions currently seen in the California legal cannabis market by limiting serving and package size and establishing a minimum age of 21 to legally purchase industrial hemp food, beverage and dietary products.

    In October, Governor Newsom issued a statement following the Los Angeles County Superior Court’s recent decision to reject the hemp industry’s attempt to block enforcement of the regulations.

    Since the emergency hemp regulations were put in place, agents from California’s Alcoholic Beverage Control have visited 9,251 locations and seized 7,007 hemp products from 141 violators.

    Union Home Minister and Minister of Cooperation Shri Amit Shah has said that the Modi government is mowing down drug cartels with full might.

    In a post on X platform, Shri Amit Shah said that “in our vision to build a drug-free Bharat, our agencies launched massive operations strangling drug cartels and seized 30.4 kg of methamphetamine tablets worth Rs 24.32 crore while arresting three people in Assam. Our offensives against drugs will continue with ruthless force. Congratulations to the NCB, Assam Police, and the CRPF on this major breakthrough.”

    Details of Operation:

    NCB seizes 30.4 kg Methamphetamine Tablets (YABA) worth Rs 24.32 Crores and arrests three drug traffickers in two cases on April 6, 2025

    Pursuant to the vision of Prime Minister Shri Narendra Modi, of a DRUG FREE INDIA and acting upon the directives of Union Home Minister and Minister of Cooperation Shri Amit Shah, Narcotics Control Bureau (NCB) has achieved significant success in dismantling inter-state synthetic drug network in Assam.

    ​In a major breakthrough, the NCB seized a total of 30.4 kg worth Rs 24.32 Crores of methamphetamine tablets popularly known as YABA, along with two vehicles, and arrested three accused during two separate operations in Silchar recently. On 06.04.2025, in an intelligence led operation developed over 3 months, NCB Guwahati, in a joint operation with the Assam police, intercepted a car and recovered 10 packets containing 9.9 kg of methamphetamine tablets. The contraband was concealed in a cavity within the vehicle’s boot. The sole occupant of the car who is a resident of Churachandpur, Manipur, was arrested on the spot. Investigations are on to identify the backward and forward linkages. 

    Later that night, in another intelligence led operation NCB Guwahati, Assam Police and the CRPF, a Mahindra Thar was intercepted. Authorities recovered 20.5 kg of methamphetamine tablets packed in 21 packets hidden inside the vehicle’s spare tire. Both occupants of the vehicles who also belong to Churachandpur were taken into custody. Investigations are underway to unravel the backward and forward linkages.

    ​NCB had earlier seized around 110 kg of methamphetamine tablets in two operations on March 13, 2025. In the seizure of 7.5 kg at Silchar, Assam one person has been arrested so far who is resident of Moreh, Manipur. In the seizure of 102.5 kg at Lilong, near Imphal, Manipur, 03 accused have been arrested and 03 vehicles have been seized so far. Further investigations in these matters are also underway to dismantle the trans-national drug trafficking syndicate.

    ​NCB, through its newly created 4 Zonal Units at Siliguri, Itanagar, Agartala and Imphal and a Regional Headquarters in Guwahati, has been persistently working against the drug traffickers operating in the region in collaboration with other agencies. A Field Office of NCB in Aizawl, Mizoram has been operationalised with the help of Mizoram police in March 2025 and there was immediate success in seizure of 10.814 Kg Meth on 24.3.2025 in for which 06 accused have been arrested so far, out of which 02 accused are Myanmarese. 04 vehicles have also been seized in this case. Further investigations in this case are also underway to dismantle the trans-national drug trafficking syndicate.

    These 5 seizures of Meth in the North East in the last one month exemplify the NCB’s commitment to successfully disrupt trans-national and interstate drug networks to achieve the vision of DRUG FREE INDIA.

    The National Capital Territory (NCT) of Delhi achieved another significant milestone in healthcare by launching the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM- ABHIM), after the Union Ministry of Health and Family Welfare, Government of India entered into a Memorandum of Understanding with the Department of Health and Family Welfare, Government of NCT, Delhi, here today.

    The signing ceremony was presided by Shri Jagat Prakash Nadda, Union Minister of Health and Family Welfare & Chemicals and Fertilizers in presence of Smt. Rekha Gupta, Chief Minister, Government of NCT Delhi; Shri Harsh Malhotra, Union Minister of State for Corporate Affairs and Ministry of Road Transport and Highways; Dr. Pankaj Kumar Singh, Minister, Health and Family Welfare & Transport and Information Technology, Delhi; Shri Pravesh Sahib Singh, Minister, PWD, Legislative Affairs, Irrigation and Flood Control and Water, Delhi; Sardar Manjinder Singh Sirsa, Minister, Industries, Food & Supplies, Environment, Forest & Wildlife, Delhi; Shri Ashish Sood, Minister, Home, Power, Urban Development, Education, Training and Technical Education, Delhi and Shri Ravinder Singh, Minister, Social Welfare, Welfare of SC & ST, Cooperative, Delhi.     Addressing the gathering, Shri JP Nadda said that AB PM-JAY is the world’s largest health coverage program under which 62 crore people are currently being benefitted. He said, “it is a moment of pride that 36 lakh people in Delhi will be benefitted by the AB PM-JAY scheme.”

    Shri Nadda also informed that with the implementation of AB PM-JAY in Delhi, all senior citizens aged 70 years and above, irrespective of their socio-economic status, will be covered under Ayushman Vay Vandana Yojana.

    The Union Health Minister highlighted that “8.19 Crore people have already availed treatment under the scheme and the government has cumulatively spent a total of Rs. 1.26 lakh crore for the same.” He stated that out of these people, 19 lakh are downtrodden people who could not have afforded these treatment without the Ayushman Bharat health coverage. “As a result of the Ayushman Bharat scheme, out-of-pocket expenditure has declined from 62% to 38% today”, he further stated.

    Speaking on the occasion, Smt. Rekha Gupta stated, “Health has always been a priority for the Union Government. Besides improving health infrastructure and making quality and affordable medicines accessible to the masses, Prime Minister Shri Narendra Modi has always emphasized on nutrition, yoga, meditation etc. which shows the emphasis being given to the health sector.”

    She informed that “for the NCT of Delhi, an amount of Rs. 1749 Crore has been approved for the establishment of 1139 Urban Ayushman Arogya Mandirs (AAM), the strengthening of 11 Integrated Public Health Laboratories (IPHLs), and 9 Critical Care Blocks (CCBs) under PM-ABHIM during the scheme period.”

    Union Health Minister and other dignitaries distributed Ayushman cards of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) to 30 beneficiaries of AB PM-JAY in Delhi. These beneficiaries represented different socio-economic profile of the population of the UT. Beneficiaries of the scheme in Delhi may now create their Ayushman cards.

    Smt. Punya Salila Srivastava stated that this is an important day for Delhi as joining PM-ABHIM will provide Delhi with resilient, inclusive and future ready health infrastructure, while under AB PM-JAY, beneficiary families in Delhi will be benefited with Rs. 10 lakh health cover every year in any of the empaneled hospitals under the scheme.

    Background:

    PM-ABHIM, a Centrally Sponsored Scheme (CSS), was launched for strengthening of public health infrastructure on 25th October, 2021.  The objective of the scheme is to fill critical gaps in health infrastructure, surveillance and health research – spanning both the urban and rural areas so that the communities are atmanirbhar in managing any health crisis.

    Earlier, on April 5, 2025, Government of NCT of Delhi signed an MoU for implementation of AB PM-JAY in Delhi. Beneficiary families of AB PM-JAY in Delhi would be benefitted with Rs. 5 lakh health cover per year in any of the empaneled hospitals of the scheme. The Government of NCT of Delhi has also supplemented the health cover by another additional Rs.5 lakh for each beneficiary family of Delhi. As the scheme of AB PM-JAY is nationally portable, the benefits of the scheme can be taken by the residents of Delhi in any of the 30,000+ empaneled hospitals of the scheme across the country.

    Both AB PM-JAY and PM-ABHIM fall under the umbrella of Ayushman Bharat and were launched in mission mode to improve healthcare accessibility, affordability and availability. While Ayushman Bharat PM-JAY, launched on 23rd September 2018, has been a game-changer in healthcare, mainly for the millions of poor and vulnerable families across the country, the PM-ABHIM has made robust outcomes in strengthening healthcare infrastructure leapfrogging India to one of the most advanced countries in terms of management of public health during peak healthcare demand.

  • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected 3,4-methylenedioxymethamphetamine worth about $4 million at airport (with photo)

    ​Hong Kong Customs today (April 10) detected a drug trafficking case involving baggage concealment at Hong Kong International Airport and seized about 20 kilograms of suspected 3,4-methylenedioxymethamphetamine with an estimated market value of about $4 million.

    A 31-year-old female passenger arrived in Hong Kong from Vancouver, Canada, today. During customs clearance, Customs officers found the batch of suspected 3,4-methylenedioxymethamphetamine inside her check-in suitcase. The woman was subsequently arrested.

    The investigation is ongoing. 
     
    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

    Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

    Sharing Session on Good People · Good Deeds of Care Teams successfully held today (with photos/video) 
    In the 2022 Policy Address, the Chief Executive announced the establishment of Care Teams in the 18 districts to consolidate community resources to support district work and strengthen community network. They form an integral part of the Government’s efforts to improve district governance. Since its full launch in the third quarter of 2023, Care Teams have been actively providing diverse services, including visiting elderly households and other households in need on a regular basis, as well as organising various district caring activities. In cases of incidents and emergencies, Care Teams also mobilise their members and volunteers quickly to attend to the needs of those affected and provide assistance as appropriate. In addition, Care Teams help the Government publicise policies, serving as an important bridge between the Government and the community.
     
    The Sharing Session was attended by Care Teams members, volunteers and representatives of partnering organisations from different districts, who shared on the caring services provided in the community in various ways. The Chief Secretary for Administration, Mr Chan Kwok-ki; the Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing; the Secretary for Home and Youth Affairs, Miss Alice Mak; the Permanent Secretary for Home and Youth Affairs, Ms Shirley Lam; the Under Secretary for Home and Youth Affairs, Mr Clarence Leung; and the Director of Home Affairs, Ms Priscilla To, officiated at the Sharing Session today.
     
    Speaking at the Sharing Session, Mr Chan said that since its full launch, Care Teams had not only actively provided and organised caring services and activities and helped disseminate government information, but also assisted in providing relief during incidents and emergencies on many occasions, displaying their benevolence and righteousness. He emphasised that the selfless dedication of Care Teams had been witnessed by society and won wide acclaim from the public.
     
    Mr Chan pointed out that, as announced in the 2024 Policy Address, the Government will regularise the establishment of Care Teams and increase their funding by 50 per cent in the next term of service to strengthen support for Care Teams. The Government hopes that Care Teams will continue to consolidate community resources to provide more in-depth and extensive caring services and enhance the people’s sense of achievement and satisfaction.
     
    There are countless good deeds done by Caring Teams. During the Sharing Session, Care Teams members shared some of these stories. They include the fire incident at New Lucky House, where Care Teams quickly assisted in evacuating residents and continued to visit each household for several days to provide emotional support and emergency supplies. When the water supply in Tung Chung and the electricity supply in Wong Tai Sin were affected in extensive areas, Care Teams provided support to residents overnight. At the Sharing Session, we also had the youngest and oldest volunteers share their experiences. A Form Five student has begun the journey to serve the community because of his participation in Care Teams’ activities, displaying the new generation’s caring hearts for others. An 86-year-old volunteer at Wah Fu Estate has been visiting the elderly and participating in cultural activities for a long time, inspiring neighbours to join the ranks of volunteers. These examples fully reflect the people-oriented service spirit of Care Teams.
     
    Speaking at the ceremony, Miss Mak said that the stories of Care Teams serving the public show that true care is often hidden in the details, and these details are the cornerstone of building a harmonious community. With the next funding agreement, Care Teams will be able to further promote their services and continue to work closely with partnering organisations to pool more community resources, upholding the spirit of “We Care We Serve” to benefit more people in need.
     
    As of end-January 2025, Care Teams have visited a total of about 390 000 elderly households and other households in need and provided about 43 000 times of basic home or other support services, as well as organising about 23 000 district activities.

    Introduction

    Left Wing Extremism (LWE), often referred to as Naxalism, is one of India’s most serious internal security challenges. Rooted in socio-economic inequalities and fueled by Maoist ideology, LWE has historically affected some of the most remote, underdeveloped, and tribal-dominated regions of the country. The movement has aimed to undermine the Indian state through armed rebellion and parallel governance structures, particularly targeting security forces, public infrastructure, and democratic institutions. Originating from the Naxalbari movement of 1967 in West Bengal, it spread primarily across the “Red Corridor,” affecting states like Chhattisgarh, Jharkhand, Odisha, Maharashtra, Kerala, West Bengal, Madhya Pradesh, and parts of Andhra Pradesh and Telangana. The Maoist insurgents claim to fight for the rights of the marginalized, particularly tribal communities, but their methods include armed violence, extortion, destruction of infrastructure, and recruitment of children and civilians.

    However, in recent years, India’s multidimensional counter-LWE strategy – combining security enforcement, inclusive development, and community engagement – has delivered significant success. The movement has been systematically weakened, violence has drastically declined, and many LWE-affected districts are being reintegrated into the national mainstream. The government of India is committed to completely eliminate Naxalism by 31st March 2026, since Naxalism is seen as the biggest obstacle in the development of remote areas and tribal villages, as it prevents education, healthcare, connectivity, banking, and postal services from reaching these villages.

    The number of LWE affected districts reduced from 126 to 90 in April 2018, 70 in July 2021 and further to 38 in April-2024. Out of total Naxalism-affected districts, number of most affected districts has been reduced from 12 to 6, which include four districts from Chhattisgarh (Bijapur, Kanker, Narayanpur, and Sukma), one from Jharkhand (West Singhbhum), and one from Maharashtra (Gadchiroli). Similarly, out of the total 38 affected districts, the number of Districts of Concern, where additional resources need to be intensively provided beyond the severely affected districts, has reduced from 9 to 6. These 6 districts are: Andhra Pradesh (Alluri Sitarama Raju), Madhya Pradesh (Balaghat), Odisha (Kalahandi, Kandhamal, and Malkangiri), and Telangana (Bhadradri-Kothagudem). Due to persistent action against Naxalism, number of Other LWE-affected Districts has also decreased from 17 to 6. These include districts from Chhattisgarh (Dantewada, Gariaband, and Mohla-Manpur-Ambagarh Chowki), Jharkhand (Latehar), Odisha (Nuapada), and Telangana (Mulugu). In the last 10 years, over 8,000 Naxalites have abandoned the path of violence, and consequently, the number of Naxal-affected districts has reduced to fewer than 20.

    The most affected Districts and Districts of Concern are given financial assistance of Rs. 30 crore and Rs. 10 crore, respectively, by the Government of India under a special scheme, Special Central Assistance (SCA), to fill the gaps in public infrastructure. Apart from this, special projects are also provided for these districts as per the need.

    Incidents of violence by LWE which reached its highest level of 1936 in 2010 have reduced to 374 in 2024 i.e. a reduction of 81%. The total number of deaths (civilians + security forces) has also reduced by 85% during this period from 1005 deaths in 2010 to 150 in 2024.

    Government Strategy: National Policy and Action Plan (2015) and other Key Initiatives

    The government of India has adopted a zero-tolerance approach towards left-wing extremism and with 100% implementation of government schemes, it seeks to fully develop the LWE-affected areas. The government had laid down two rules of law to fight left wing extremism. First, to establish the rule of law in Naxalism-affected areas and completely stop illegal violent activities. Second, to quickly compensate for the loss in those areas which were deprived of development due to the long Naxalite movement.

    To address the LWE menace holistically, a National Policy and Action Plan to address LWE was approved in 2015. It envisages a multi-pronged strategy involving security related measures, development interventions, ensuring rights and entitlements of local communities etc.

    The Central Government closely monitors the situation and supplements and coordinates their efforts in several ways. These include providing the Central Armed Police Forces (CAPFs); sanction of India Reserve (IR) battalions, setting up of Counter Insurgency and Anti-Terrorism (CIAT) schools; modernisation and upgradation of the State Police and their Intelligence apparatus; reimbursement of security related expenditure under the Security-related Expenditure (SRE) Scheme; providing helicopters for anti-LWE operations, assistance in training of State Police through the Ministry of Defence, the Central Police Organisations and the Bureau of Police Research and Development; sharing of Intelligence; facilitating inter-State coordination; assistance in community policing and civic action programmes etc. On development side, apart from flagship schemes, Government of India has taken several specific initiatives in LWE affected States, with special thrust on expansion of road network, improving telecommunication connectivity, skilling and financial inclusion.

    • Security Related Expenditure (SRE) Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the SRE Scheme, the Central Government reimburses security related expenditure for LWE affected districts and districts earmarked for monitoring. The reimbursement includes the expenditure relating to training and operational needs of security forces, ex-gratia payment to the family of civilians/security forces killed/injured in LWE violence, rehabilitation of surrendered LWE cadres, community policing, village defence committees and publicity materials. The SRE Scheme aims at strengthening of the capacity of the LWE affected States to fight the LWE menace effectively. During 2014-15 to 2024-25, Rs. 3260.37 crore has been released under this Scheme.
    • Special Central Assistance (SCA) for most LWE affected districts: This Scheme was approved in 2017 and is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. The main objective of the Scheme is to fill the critical gaps in Public Infrastructure and Services in most LWE affected districts, which are of emergent nature. Till now, Rs 3,563 crore have been released since the inception of Scheme in 2017.
    • Special Infrastructure Scheme (SIS): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under Special Infrastructure Scheme, funds are provided for strengthening of State Intelligence Branches (SIBs), Special Forces, District Polices and Fortified Police Stations (FPSs). Under the SIS, Rs. 1741 crore have been sanctioned. 221 Fortified Police Stations have been constructed under the Scheme.
    • Scheme of Fortified Police stations: Under the scheme 400 Fortified Police Stations have been constructed in 10 LWE affected States. Put together 612 Fortified Police Stations have been constructed in LWE affected areas in the last 10 years. This is in contrast to 2014, when there were only 66 fortified police stations.
    • Assistance to Central Agencies for LWE management Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the Scheme, assistance is provided to Central Agencies (CAPFs/IAF etc.) for strengthening of infrastructure and hiring charges for Helicopters. Rs. 1120.32 crore have been given to Central Agencies during the period 2014-15 to 2024-25.
    • Civic Action Programme (CAP): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’ to bridge the gaps between Security Forces and local people through personal interaction and bring the human face of SFs before the local population. The Scheme has been very successful in achieving its goal. Under the Scheme, funds are released to the CAPFs, deployed in LWE affected areas, for conducting various civic activities for the welfare of the local people. Rs. 196.23 crore has been released to CAPFs since 2014-15.
    • Media Plan: The Maoists have been misguiding and luring the innocent tribals/ local population in LWE affected areas by their so-called poor-friendly revolution through petty incentives or by following their coercive strategy. Their false propaganda is targeted against the security forces and the democratic setup. Therefore, the Government is implementing this Scheme in LWE affected areas. Under the scheme activities like Tribal Youth Exchange programmes, radio jingles, documentaries, pamphlets etc. are being conducted. Rs. 52.52 crore have been released under the scheme since 2017-18.
    • Road Requirement Plan-I (RRP-I) for LWE affected areas and Road Connectivity Project for LWE affected areas (RCPLWE): The RRP-I Scheme is being implemented by Ministry of Road Transport & Highways for improving road connectivity in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh. The RCPLWE scheme was launched in the year 2016 to improve the road connectivity in 44 worst affected LWE districts and some adjoining districts in 9 States, viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh. The scheme has twin objectives of enabling smooth and seamless anti-LWE operations by the security forces and also ensuring socio-economic development of the area. 17,589 km of roads have been sanctioned under these two schemes. Of these, 14,618 km have been constructed.
    • Telecom Connectivity: 3 telecom projects, namely, Mobile Connectivity Project Phase-I & Phase-II, Provision of 4G mobile services in uncovered villages of Aspirational Districts and Saturation of 4G mobile services, are being implemented in LWE affected areas to improve telecom connectivity. A total of 10,505 mobile towers have been planned, of which 7,768 towers have been commissioned. The entire Naxal-affected region will be equipped with mobile connectivity by December 1, 2025.
    • Aspirational District: The Ministry of Home Affairs has been tasked with the monitoring of Aspirational districts programme in 35 LWE affected districts.
    • Financial Inclusion: For financial inclusion of the local populace in these areas, 1,007 bank branches and 937 ATMs in 30 Most LWE affected districts and 5,731 new post offices have been opened in LWE affected districts since April 2015. 37,850 Banking Correspondents (BCs) have been made operational in Most LWE affected districts.
    • Skill Development and Education: For Skill development 48 Industrial Training Institutes (ITIs) and 61 Skill Development Centres (SDCs) have been made functional in LWE affected districts.  For quality education in tribal blocks of LWE affected districts 178 Eklavya Model Residential Schools (EMRSs) have been made functional in LWE affected districts. The Skill Development Scheme reached all 48 districts, and a strong vertical of the National Investigation Agency (NIA) was created. 1,143 tribal youths were recruited into the security forces.

    Since 2019, to fill the security vacuum, 280 new camps have been established, 15 new Joint Task Forces have been created, and 6 CRPF battalions have been deployed to assist state police in various states. Along with this, an offensive strategy has been adopted by activating the National Investigation Agency to choke the financing of Naxalites, which has resulted in a shortage of financial resources for them. Multiple long-duration operations were conducted, ensuring that the Naxalites are surrounded, leaving them with no opportunity to escape.

    October 2, 2024, PM Narendra Modi launched the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ from Jharkhand. This campaign will be a milestone in providing personal amenities for achieving full saturation in rural areas in over 15,000 villages, benefiting nearly 1.5 crore people in LWE affected areas. The government is strengthening 3-C i.e., Road connectivity, Mobile connectivity and Financial connectivity in the LWE affected areas.

    Success Stories

    As part of zero-tolerance policy against Naxalism, 90 Naxals have been killed, 104 arrested, and 164 have surrendered in the year, by March 2025. In 2024, 290 Naxalites were neutralized, 1,090 were arrested, and 881 surrendered.

    Recently on 30th March 2025, 50 Naxalites in Bijapur (Chhattisgarh) surrendered. On 29th March 2025, our security agencies neutralised 16 Naxalites and recovered a massive cache of automatic weapons in an operation in Sukma (Chhattisgarh). On 20th March 2025, in two different operations by our security forces in Bijapur and Kanker, Chhattisgarh, 22 Naxals were killed, achieving another major success in the ‘Naxalmukt Bharat Abhiyan’.

    As per the information shared by the honourable Home Minister, for the first time in 30 years, the number of casualties due to LWE was below 100 in 2022, which is a significant achievement. From 2014 to 2024, there has been a substantial decline in Naxal-related incidents. 15 top Naxal leaders have been neutralized, and the government welfare schemes have been better implemented to reach to the last man in the queue. Areas like Buddha Pahad and Chakarbandha have been completely free from the grip of Naxalism. 85% of the LWE cadre strength in Chhattisgarh has been eliminated. Since January 2024, a total of 237 Naxalites have been killed, 812 arrested, and 723 have surrendered in Chhattisgarh. More than 13,000 people from the Northeast, Kashmir, and LWE affected areas have renounced violence and joined the mainstream.

    In 2014, there were 330 police stations where Naxal incidents occurred, but now this number has reduced to 104. Earlier Naxal-affected area was spread in more than 18,000 square kilometers, now only span 4,200 square kilometers. Between 2004 and 2014, there were a total of 16,463 incidents of Naxal violence. However, during 2014 to 2024, the number of violent incidents decreased by 53%, dropping to 7,744. Similarly, the number of causalities of security forces decreased by 73%, from 1,851 to 509. By 2014, there were a total of 66 fortified police stations, but over the past 10 years, their number has increased to 612. In the past 5 years, a total of 302 new security camps and 68 night landing helipads have been established.

    To financially choke the Naxalites and break their financial backbone, National Investigation Agency (NIA) and Enforcement Directorate were used, seizing several crores of rupees from Naxalites. Under the Prevention of Money Laundering Act (PMLA), cases were filed, and those who funded the Naxalites were sent behind bars. To bring development to Naxal-affected areas, the budget allocation for these regions was increased by 300%.

    In December 2023, within a single year, 380 Naxalites were killed, 1,194 were arrested, and 1,045 surrendered.

    Conclusion

    India’s multi-pronged strategy against Left Wing Extremism has significantly weakened the insurgency, both territorially and operationally. The government’s focus on a blend of security, development, and rights-based empowerment has transformed the landscape in previously affected areas. With sustained political will, administrative commitment, and people’s participation, the vision of a LWE-free India is closer than ever.

         The Acting Director of Environmental Protection, Mr Kenneth Cheng, today (April 10) visited the relocated GREEN@TUEN MUN to observe its operation and brief the Chairman and representatives of the Tuen Mun District Council about the new feature of GREEN$ ePIS, which allows conversion of GREEN$ Points to MoneyBack e-points.
     
         Mr Cheng said, “The gift redemption of GREEN$ ePIS is keeping pace with the times and is gradually transitioning into a digital form. In addition to rewards such as MTR tickets and local eco-tours, members of the public can now convert GREEN$ Points to MoneyBack e-points with the GREEN$ mobile app anytime and anywhere, allowing them to redeem gifts freely at more than 500 supermarkets and retail stores in the territory. This new electronic redemption option has been well received by members of the public since its trial launch last December, and is expected to encourage greater public participation in recycling, further strengthening the green culture of waste reduction and recycling in Hong Kong.”
     
         To support the full rollout of the new point redemption function of the GREEN$ ePIS, the operator of MoneyBack, AS Watson Group, has announced the launch of an extra 1 million MoneyBack time-limited e-points rewards and exclusive GREEN$ ePIS green offers at the end of April for redemption of food, personal care products and electrical appliances vouchers, encouraging the public to participate in recycling and use the GREEN$ Points conversion feature more frequently.
     
         As well, GREEN@TUEN MUN has been relocated to its new site at 5 Lung Chak Road. Mr Cheng visited the facilities at the new location today to observe its operation together with representatives of the Tuen Mun District Council. He also shared with the district councillors the latest developments of the GREEN@COMMUNITY recycling network.
     
         The EPD first launched the Recycling Stations project in 2015, and currently there are 12 Recycling Stations across Hong Kong. Besides providing community recycling services, the Recycling Stations also serve to instil a green lifestyle within the community through public education and environmental activities. To support the MTR Tuen Mun South Extension project, GREEN@TUEN MUN was relocated from the original site on Tuen Yee Street to the new location on Lung Chak Road, where it commenced operation on March 19.
     
         Mr Cheng said that, the EPD has expedited the expansion of the community recycling network since 2020. Alongside the Recycling Stations, Recycling Stores and Recycling Spots have been progressively set up in all 18 districts to support residents living in clusters of residential buildings (including single-block residential buildings and “three-nil” buildings) that are lacking space for on-site recycling setups, as well as those in public rental housing estates, to practice separation at source and clean recycling. Together with over 100 sets of smart recycling bins installed in various locations across Hong Kong, the number of public collection points has now reached more than 800, providing greater convenience for the public to participate in recycling.

    OAKLAND  California Attorney General Rob Bonta, as part of a coalition of 23 attorneys general, announced the filing of an amicus brief in Harris v. Bessent in support of Cathy Harris, who is challenging President Donald Trump over her unlawful removal from the Merit Systems Protection Board (MSPB). The United States District Court for the District of Columbia issued an order in the case declaring that Chairperson Harris should remain a full member of the MSPB. The federal government appealed the Court’s decision, and the coalition of attorneys general today filed an amicus brief in full support of Chairperson Harris, who is opposing the federal government’s appeal of the district court’s order to reinstate the Chairperson to her position following her unlawful removal.

    “With the President’s continuous attacks on workers’ rights, the Merit Systems Protection Board’s work to safeguard the rights of federal employees is now more critical than ever. Any attempt to undermine the Board’s statutory protections threatens the integrity of the federal workforce and the ability of career public servants to do their jobs, free from political interference,” said Attorney General Bonta. “That’s why I, alongside attorneys general across the nation, fully support Chairperson Harris’ challenge of her unlawful removal and urge the Court to reinstate her position.”

    The MSPB is an independent quasi-judicial body that protects federal merit principles and ensures that they are applied uniformly and fairly. Its primary role is to adjudicate appeals from federal employees who believe they have been subjected to unjust personnel actions, such as wrongful termination, demotion, or whistleblower retaliation. The Board also ensures that employment decisions are based on merit, free from political influence or discrimination.

    In the amicus brief, the attorneys general strongly support the Chairperson’s opposition to the federal government’s appeal and highlight that the President’s removal is unlawful under the terms of the Civil Service Reform Act. Members of the board are only subject to removal for “inefficiency, neglect of duty, or malfeasance in office.” The attorneys general also underscore the importance of the MSPB, specifically in hearing the appeals of federal employees who may have been denied their employment rights in the federal civil service. Given the current challenges, the Board is particularly critical as thousands of federal employees are being fired under circumstances that may violate civil service protections. Yet without Chairperson Harris, the MSPB lacks a quorum and would effectively cease to operate.

    Attorney General Bonta joins the attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaiʻi, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia in filing this amicus brief.

    Repeated migrant deaths at sea are a tragic reminder of the need for a comprehensive approach to migration management and renewed efforts to combat migrant smuggling.

    The EU supports Member States in migration management (e.g. through financial and operational support), with the objective of creating fair, efficient, and sustainable migration and asylum systems.

    At the same time, it will continue its work on preventing dangerous journeys from taking place. This is done by addressing the root causes of irregular migration and by reinforcing the existing framework to combat organised criminal networks along migratory routes to the EU.

    The granting of international protection must be carried out in line with the requirements set out in the Qualification Directive[1] which will be succeeded by the Qualification Regulation[2] and reflects the Geneva Convention[3].

    Both the Geneva Convention and the EU asylum acquis, however, do not provide beneficiaries of international protection with the right to reside in their country of choice.

    The European Council Conclusions of 19 December 2024[4] reaffirmed the need to achieve conditions for safe, voluntary and dignified returns to Syria, as defined by the United Nations High Commissioner for Refugees (UNHCR). The Commission is constantly monitoring the situation in Syria and remains in contact with UNHCR.

    In the course of work on the amendment of the Coal Mining Operations Act in Poland, consideration is being given to enabling coal companies to conduct business activities on the property of decommissioned mines ( so-called ‘afterlife’). The aim is to transform coal companies, not to close them down: moving them away from coal mining and converting them into businesses active in other areas (e.g. utilisation of methane and mine water, technical facilities, former mining land, employment of qualified workers).

    In light of the above:

    • 1.Does the Commission authorise coal companies to continue economic activities on the assets of the mines undergoing decommissioning, including through the creation of special purpose vehicles?
    • 2.Would the introduction of such a mechanism require a new notification application for state aid or the modification of the existing application?
    • 3.Taking into account the experiences of restructuring in Germany, Spain and the Czech Republic, does the Commission consider this type of coal company transformation model to be acceptable under EU state aid rules and climate policy?

    In 2023, a herd of 300 dairy cows in Saint-Omer, Normandy, were slaughtered after a case of tuberculosis was detected among them. In 2024, in a municipality neighbouring Calvados, a farmer saw his 150 cows slaughtered for the same reason. Farmers in the department are against the practice of ‘blanket slaughter’, which involves systematically killing the whole herd in the event of a positive test on one animal, with serious financial and psychological consequences for farmers.

    The reliability of the tests is also being questioned, with professionals calling for more precise tools, in order to avoid slaughtering by mistake or because it takes too long for results to be confirmed. When a first test on an animal is positive, breeders actually have to wait several weeks to have the positive test definitively validated. In the meantime, even if the test ultimately turns out to be negative, all production (in this case of milk) must be discarded for health reasons.

    Therefore, will the Commission:

    • 1.adapt the health rules to avoid blanket slaughter and preserve farmers’ economic viability?
    • 2.encourage research on the subject in order to develop more reliable and more accurate health tests?

  • MIL-OSI Europe: Answer to a written question – Importance of a pro-birth policy in Europe and lack of statistics on the number of children born to non-EU parents – E-000310/2025(ASW)

    The Commission notes that the Treaties do not confer competencies in ‘pro-birth policies’ to the EU level.

    The Commission confirms that having children is a matter of individual choice and that it supports Member States in creating favourable social and economic conditions.

    The Commission also confirms that its response to demographic change includes policies integrating family support, labour market reforms, education and skills development, and healthy ageing, alongside measures on talent attraction.

    At all times, our efforts should also promote gender equality, non-discrimination, respect of fundamental rights and intergenerational fairness.

    As stated in the Demography Toolbox[1], better reconciling family aspirations with paid work is one of the four pillars for adjusting policies. A comprehensive approach is needed to adapt social and economic policies in order to manage demographic change.

    The quality of life, availability of care and housing, as well as work opportunities and adequate income may shape choices. This can also help to mitigate the impacts of demographic change by inter alia enabling a higher labour force participation of women and supporting child development.

    Based on Regulation (EU) No 1260/2013[2] on European demographic statistics and the Implementing Regulation (EU) No 205/2014[3], Eurostat collects annually from EU countries the number of live births by country of citizenship of the mother (broken down by national citizenship, citizenship of other EU countries, and citizenship of non-EU countries).

    Data is available on Eurostat’s online database[4]. No information is available on the second parent, only referring to the mother.

    The European Investment Bank (EIB Global) today announced a financing package of US$ 100 million to AXIAN Telecom to support the expansion of its mobile broadband network infrastructure across Madagascar and Tanzania. The project will expand 4G mobile broadband network infrastructure across the two countries as well as continuing the introduction of 5G coverage.

    This new Global Gateway investment, backed by a budgetary guarantee of the European Commission, will enhance access to high-speed communications, accelerate inclusive digitalisation, and drive sustainable development across the two countries. This investment will help reduce geographic inequality of telecom access in Africa and emerging markets.

    AXIAN Telecom is a leading pan-African telecommunications company with a strong market position in its core areas of operation. AXIAN Telecom currently serves over 44 million subscribers and is present in nine Sub-Saharan African countries with its key mobile and fixed operations being in Tanzania, Madagascar, Senegal, Togo and Comoros.

    US$ 60 million of the financing will benefit Tanzania and US$ 40 million will go to Madagascar. AXIAN Telecom operates under the Yas brand in both countries.

  • MIL-OSI Europe: Answer to a written question – The need for an urgent action plan to combat criminal networks and prevent children and young people from being recruited into organised crime – P-000506/2025(ASW)

    1. The Commission stepped up actions on crime prevention through the ‘EU Roadmap to fight drug trafficking and organised crime’[1] and is engaging with stakeholders to strengthen cooperation among competent authorities and with Internet companies through the EU Internet Forum[2]. The Commission presented the ProtectEU Internal Security Strategy on 1 April 2025[3] and announced that it will develop an Action Plan on the Protection of Children against Crime, encompassing the online and offline dimensions. In addition, the Commission adopted the ‘BIK+ Strategy’[4] to protect and empower children and young people online, designed ‘A comprehensive approach to mental health’[5] and will carry out an EU-wide inquiry on the impacts of social media on mental health and wellbeing, focusing on young people.

    2. Under the Digital Services Act ( DSA ), online service providers must take appropriate measures to ensure a high level of privacy, safety and security for minors[6], and the Commission is preparing Guidelines. Providers of very large online platforms (VLOPs) and search engines (VLOSEs) must assess the risks that the design and functioning of their services may have on minors, adopt proportionate and effective risk mitigation measures, and submit a risk assessment report yearly.

    3. The Commission has opened formal proceedings to assess whether TikTok, Facebook and Instagram may have breached the DSA in areas related to the protection of minors. The Commission is continuously monitoring compliance of VLOPs and VLOSEs with their obligations under the DSA and remains ready to open additional formal investigations when needed.

  • MIL-OSI Europe: Answer to a written question – European scheme to prevent odometer manipulation – E-000378/2025(ASW)

    In line with the commitment in the Sustainable and Smart Mobility Strategy[1], the Commission is working on the revision of the Roadworthiness Package, comprising three Directives on the periodic technical inspection (PTI) of motor vehicles (2014/45/EU)[2], technical roadside inspection of heavy commercial vehicles (2014/47/EU)[3], and vehicle registration documents (1999/37/EC amended by 2014/46/EU)[4].

    These existing rules require adaptation to take account of technological developments (e.g. as regards electric vehicles, modern emission control systems, advanced driver assistance systems).

    The proposals will also contain measures to further address the issue of odometer fraud, an issue of particular and longstanding concern to the European Parliament.

    In relation to the national schemes to combat odometer manipulation in Belgium and the Netherlands, there is nothing to prevent other Member States from implementing similar schemes at national level.

    Revision of the Roadworthiness Package is a clear priority for the Commission. Work is at a very advanced stage, and it is expected to have proposals adopted in the coming weeks.

    In addition, the Commission supported the introduction of anti-tampering and accuracy requirements for odometers in UN Regulation No 39[5], in the context of the anti-tampering requirements of the Euro 7 Regulation[6].

    Compliance to the provisions of this type-approval regulation will be a prerequisite for registration of vehicles on the EU market.

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) is demanding answers from U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. about the closure of five regional Head Start offices across the country, including the Region 5 office in Chicago which serves Head Start grantees in Wisconsin, Illinois, Indiana, Michigan, Minnesota, and Ohio. In the letter, Senator Baldwin and her colleagues made clear that Secretary Kennedy’s decision will harm children’s access to early education and cut jobs for hardworking Midwesterners dedicated to early childhood development.

    “This announcement—which contained no guidance for grantees in impacted regions—has created confusion and chaos for Head Start centers, employees, and families across various states, including those in Region 5,” Baldwin and the lawmakers wrote.

    The Head Start program is critical for children as it offers services for low-income children under the age of five in receiving wrap-around support in early learning and development.  In Region 5, more than 2,600 Head Start centers provide child care for nearly 125,000 children and employ more than 40,000 child care professionals. 

    Despite the number of working-class families that rely on Head Start services for child care, educational support for their children, or as a place of employment, the U.S. Department of Health and Human Services (HHS) provided no warning about cuts to Region 5’s operations.

    “Region 5 federal employees and grantees received no warning about the Chicago office closure, and since the announcement, grantees have received no guidance about how they will access training and technical assistance.  Head Start centers run on tight budgets, and without a regional office, grantees will not be able to receive approval to draw down funds, forcing many to consider laying off staff—or even shuttering their doors,” Baldwin and the lawmakers continued. “This will have devastating effects for children, families, child care workers, and the economy if children fail to receive care, childcare staff lose their jobs, and parents cannot go to work.”

    The lawmakers reiterated that the recent Region 5 closure builds on the Trump Administration’s continued attacks on federal agencies and federally funded programs, particularly through the January 27 memo from the Office of Budget and Management that paused all federal funding.  This resulted in chaos and confusion for Head Start grantees, including in Wisconsin where half of Wisconsin Head Start programs were locked out of systems they use to pay staff and keep operations running.

    The lawmakers concluded their letter by demanding answers about how the closure of the Region 5 office in Chicago will impact Head Start grantees in the Midwest and the families that rely on this program. In Wisconsin, 39 grant-funded programs serve about 16,000 children and their families.

    This letter was led by Senator Dick Durbin (D-IL) and also co-signed by Senators Tammy Duckworth (D-IL), Gary Peters (D-MI), Elissa Slotkin (D-MI), Amy Klobuchar (D-MN), and Tina Smith (D-MN).

    We are writing to express concern with your April 1, 2025, announcement that the Department of Health and Human Services’ (HHS) Office of Head Start (OHS) plans to close five regional offices across the United States, including the Region 5 office in Chicago.  This announcement—which contained no guidance for grantees in impacted regions—has created confusion and chaos for Head Start centers, employees, and families across various states, including those in Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin).  It also has impacted the jobs of 21 federal workers and 12 contractors.

    The Head Start program serves children and families who are most in need in both rural and urban communities across our states.  In Region 5, more than 2,600 Head Start centers provide high-quality child care for nearly 125,000 children, including children from nearly 2,400 active duty or military veteran families.  These centers also employ more than 40,000 child care professionals.  The staff in the Region 5 office helped these centers serve children and families efficiently and effectively, including monitoring budgets, enrollment, and audits.

    Region 5 federal employees and grantees received no warning about the Chicago office closure, and since the announcement, grantees have received no guidance about how they will access training and technical assistance.  Head Start centers run on tight budgets, and without a regional office, grantees will not be able to receive approval to draw down funds, forcing many to consider laying off staff—or even shuttering their doors.  This will have devastating effects for children, families, child care workers, and the economy if children fail to receive care, child care staff lose their jobs, and parents cannot go to work.

    HHS’ closure of the Chicago regional office for Head Start compounds the challenges Head Start grantees already faced after the Trump Administration’s reckless January 27, 2025, Office of Budget and Management memo that paused federal funding.  After this memo was released, Head Start grantees were locked out of the system used to access grant funding, causing some centers to furlough staff and temporarily close their doors.  Days later, after the Trump Administration clarified that the funding freeze was not meant to impact Head Start, child care centers still struggled to access their funding.

    To better understand how the closure of the Region 5 office may impact our constituents, we ask that you provide answers to the following questions by April 22, 2025:

    1. There was no guidance or additional information offered in the April 1, 2025, announcement to close five regional Head Start offices.  Who can grantees in impacted regions contact for more information? 
    1. When does HHS plan to notify Region 5 grantees about relocation?
    1. Which region will Region 5 grantees be relocated to? 
    1. When does HHS plan to begin the relocation of Region 5 grantees to a new regional office?
    1. What is HHS’ plan to ensure that grantees have timely access to drawn down funds before the relocation and during the relocation process?
    1. Five of the 12 Head Start regional offices were shuttered.  This means that the remaining seven regional offices will have to pick up grantees from other regions. How will HHS ensure that fewer staff are able to adequately serve more grantees?
    1. Prior to the announcement on April 1, 2025, did HHS undertake any examination to ensure that services to help Head Start child care centers throughout Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin will not be impacted by a relocation?

    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA), alongside Senator Michael Bennet (D-CO), led the introduction of ambitious legislation to provide the most generous expansion of the Child Tax Credit (CTC) to date. Relative to the current CTC, the American Family Act would double the CTC for children under 6 years old and nearly double it for kids 6 and up. The bill would also provide a “Baby Bonus”, a $2,400 one-time payment for newborns. 

    Under current law, the CTC is $2,000 per child ages 0-16. If no action is taken and current provisions expire at the end of the year, that would be cut in half to $1,000 per child. Senator Warnock’s proposal would increase this tax cut for families in Georgia and across the country by providing a $4,320 credit for children under 6 years old, and a $3,600 credit for children 6-17, as well as providing the Baby Bonus.

    “With the most ambitious expansion of the Child Tax Credit to date, this legislation would put more money back into the pockets of working families while helping lift millions of children out of poverty,” said Senator Reverend Warnock. “Expanding the Child Tax Credit is not only the right thing to do morally, but also the smart thing to do economically; I will keep fighting to get this done and ensure Congress invests in our children and families with more urgency than we invest in our country’s millionaires and billionaires.”

    America’s families and their pocketbooks are being squeezed like never before. From the rising cost of groceries and child care to the ever-growing challenge of affording rent and health care, the basic expenses of raising children continues to outpace wages. As families try to stay afloat, Senator Warnock believes the federal Child Tax Credit (CTC) is one of the most effective tools we have to combat child poverty and support working parents.

    The legislation also makes the Child Tax Credit fully refundable for low-income parents. Right now, many low-income parents only receive $1,700 of the $2,000 CTC. The regular credits only lower a family’s tax bill, so if they do not owe much, they miss out. This bill changes that so they get the full amount. This provision is important for ensuring working-class families and children in poverty get ample support too, not just wealthier households. 

    In 2021, Congress passed legislation temporarily expanding the Child Tax Credit, which lifted 165,000 Georgia children out of poverty, 2.9 million children across the country, and cut the national child poverty rate in half. Currently, there are more than 11 million children living below the poverty line in the United States. If no action is taken and current provisions expire at the end of the year, then the Child Tax Credit will be slashed in half and working families will be further strapped for cash at a time when this administration is taking reckless actions that will raise costs for Americans. 

    Since entering the Senate in 2021, Senator Reverend Warnock has been a leading advocate for expanding the CTC to support working families and lift children out of poverty. Senator Warnock successfully pushed to include an expansion of the CTC in the American Rescue Plan, which helped cut child poverty across the country in half until Congress let the tax cut expire. In 2022, Senator Warnock called on Congress to extend the tax cuts for working families and urged the Biden Administration to secure an extension of the expanded CTC as a centerpiece of any subsequent negotiations on economic legislative priorities. In February 2024, Senator Warnock questioned former Treasury Secretary Janet Yellen on the economic benefits, for both states and families, of the CTC. Continuing his efforts in August 2024, Senator Warnock spoke on the floor of the U.S. Senate advocating for legislation to expand the CTC.

  • MIL-OSI United Nations: Declining Fertility, Rising Child Mortality, Surge in International Migration, Urbanization Significantly Shaping Global Population Trends, Commission Hears

    Declining fertility rates, persistently high child mortality rates, international migration, and a surge in urbanization over the past several decades have significantly shaped global population trends — and will continue to do so, the Commission on Population and Development heard today.

    The Commission, currently holding its week-long session at UN Headquarters in New York through 11 April under the theme “Ensuring healthy lives and promoting the well-being for all at all ages”, convened a panel of national experts this morning to discuss the “Programme implementation and future programme of work of the Secretariat in the field of population”.

    Some speakers voiced concerns about the growing ageing population in their region, driven by below-replacement fertility rates and the outmigration of young people.  In contrast, the speaker from Kenya noted the continent’s rapidly expanding youth population.  Panellists noted that both demographic trends pose significant challenges — and opportunities — for labour markets, education systems, caregiving and healthcare sectors.  The speaker from Albania highlighted her Government’s policy dubbed as a “baby bonus” aimed at boosting fertility rates.  

    John Wilmoth, Director of the Population Division at the Department of Economic and Social Affairs, moderated the panel discussion and highlighted findings from a recent Division report.  According to the report, the global fertility rate in 2024 stands at 2.1 births per woman over a lifetime — a significant decline from approximately 5 in the 1960s and 3.3 in 1990. 

    “Although the historic reduction in fertility is being experienced worldwide, its timing differs substantially across countries and regions,” he noted.  Wilmoth also referenced another report produced by the Division on international migration and sustainable development, which explores the linkages between migration and the social, economic and environmental dimensions of sustainable development.  Among other key initiatives, he highlighted the Division’s work developing a set of indicators to monitor progress on implementing the Global Compact for Safe, Orderly and Regular Migration. 

    Africa’s Mainly Young Population ‘Eager for Change and Prosperity’

    Mohamed Abdikadir Sheikh, Director General of the National Council for Population and Development of Kenya, shared his national perspective, emphasizing Africa’s predominantly youthful population, which he described as “eager for change and prosperity”.  While life expectancy has increased somewhat, it still lags behind the global average of 73 years — “in Africa it is around 64 years,” he noted. 

    He highlighted the continent’s rapid urbanization with significant migration from rural to urban communities.  Africa’s population currently stands at an estimated 1.4 billion — about 18.8 per cent of the global total — and is growing rapidly. Projections suggest it could reach 2.4 billion by 2050 and as many as 4.2 billion within the next century. 

    Focusing on Kenya, Mr. Sheikh reported that the country’s population has risen from 47.6 million in 2019 to an estimated 53 million today and is expected to reach 70 million by 2045.  Kenya, like many other African countries, has seen a significant decline in fertility rates — from a high of 5.4 in 1993 to 3.4 in 2022.  However, major regional disparities remain, with some counties reporting fertility rates as high as 8.3, he noted. 

    Young people under the age of 35 make up more than 75 per cent of Kenya’s population, a demographic trend that presents both opportunities and challenges, particularly in the areas of employment, education and healthcare.  While average life expectancy across Africa is around 64.4 years, he emphasized that “the quality of life is really not that excellent”.  “You may live up to 70 or 80 years, but you [will] have communicable disease like hypertension and diabetes,” he added. 

    He also pointed to persistent issues of high maternal and child mortality across Kenya and the broader continent, as Governments work to meet the targets of the Sustainable Development Goals.  Rapid urbanization remains a pressing challenge, he said, noting that Kenya’s urban population grew from 3.9 million in 1989 to 14.8 million in 2019. 

    Caribbean Region Undergoing Demographic Slowdown as Fertility Rates Drop

    Mareeca Brown Bailey, Director of the Population and Health, Social Policy, Planning and Research Division, Planning Institute of Jamaica, reported that the Caribbean region is undergoing a demographic slowdown.  While Africa is witnessing growth in its child and youth population, “our child population is declining” and the dependent elderly group is increasing, she said.  This demographic shift — seen in Jamaica and across the wider Caribbean — is influenced by net migration loss, an ageing population and persistently low fertility rates. 

    Fertility rates are lowest in the English-speaking Caribbean, and in Jamaica they have fallen below replacement level.  By 2050, the elderly population is expected to surpass the child population — this means there will be a demand for elderly healthcare services, but “we cannot leave our younger persons without the…  requisite services they need,” she said.  

    This is why “a life-cycle approach” is needed, she said.  Jamaica has also seen high rates of migration, particularly among younger women and productive persons, to countries such as the United States, Canada and the United Kingdom, as well as within the region.  “The immigration of a significant percentage of highly trained and skilled professionals can lead to brain drain,” she added, noting that the migration of trained nurses particularly impacts healthcare. 

    The Caribbean in general, and Jamaica in particular, rely on data from the United Nations’ Population Division to create projections and policies.  It is useful to check Jamaica’s internal data against the UN’s interactive, holistic and comprehensive data, she said, adding:  “It helps us to make comparisons to understand where we would have gone wrong.”  In particular, the UN data on migration has helped her country to create a comprehensive migration policy, she said, adding that it is crucial for Jamaica to understand “how to maximize the skills that our diaspora has”. 

    ‘Baby Bonus’ to Encourage More Births

    Anisa Omuri Muça, Director of the Social Statistics Directorate, National Institute of Statistics of Albania, said her country, like many Eastern European countries, is experiencing a sharp decline in birth rates.  This has long-term implications for population ageing and workforce sustainability.  The number of births per year decreased significantly from about 53,000 in 2001 to 34,000 in 2011 to about 24,000 births currently, while the number of deaths remains stable.  This prompted Albania’s policymakers to launch a 2020 measure to provide a “baby bonus” which gives immediate financial assistance to parents of newborns. 

    Noting also that the proportion of elderly people is increasing, she said this is placing pressure on Albania’s social security, healthcare systems, and pension funds.  The shrinking working-age population may also impact economic growth, she said, highlighting another set of policies her Government established to ensure social protection, inclusion and skills development for ageing adults.

    Further, young and skilled Albanians continue to leave the country in search of better economic and education opportunities, primarily in Western Europe and North America.  This also exacerbates labour shortages and slows development, she said.  Urbanization is another demographic phenomenon in her country — this is resulting in “depopulation in remote areas” while straining infrastructure and services in major cities like Tirana. 

    The Population Division’s data, reports, and analytical tools have enhanced Albania’s demographic research, policy planning, and decision-making.  Notably, the country has leveraged the UN’s migration datasets, which provide crucial benchmarks for analysing emigration patterns and their socioeconomic effects, particularly regarding the loss of youth and skilled labour.  Additionally, by utilizing UN data, Albania can compare its demographic trends with those of other Eastern European countries, identifying best practices and policy interventions to tackle shared challenges, such as low fertility and ageing.

    Prior to the panel, participants watched a short video on world population trends, produced by the Department of Economic and Social Affairs’ Population Division, showcasing the results of the 2024 edition of World Population Prospects.  It examined how the wide variety of national patterns of fertility, mortality and international migration shape and impact global population trends.

    During the ensuing dialogue with Member States, panellists addressed questions related to the morning’s discussions.  Asked about incentives Albania is offering citizens in light of a declining fertility rate, Ms. Omuri pointed to the “baby bonus” to encourage new couples, but added that the country is grappling with a “brain drain”, as many young people seek better opportunities in Western Europe and North America.  Additionally, an ageing population is creating increased demands on social protections, healthcare and other services.   

    Mr. Sheikh, asked about maternal mortality, acknowledged progress but said much more work is needed.  He noted that Kenya is focused on enhancing quality of care and expanding universal healthcare coverage.  “A concern at the moment is quality of care because women come into facilities and are still dying in the hands of the most qualified personnel, and that is doctors and nurses,” he said. 

    On the topic of maximizing the demographic dividend, Ms. Bailey stressed the importance of political will in creating opportunities for the working-age population, and the need to establish a work-life balance, enabling young people to pursue education while supporting their families.  Broadening the conversation, Mr. Sheikh emphasized the importance of integrating population planning and educating both politicians and citizens on the significance of population issues.  Africa faces unique challenges, with a growing youth population, contrasting with other regions experiencing population decline.  “We don’t want to be in a position where other countries are trying to boost their population,” he said, stressing the value of learning from others and exchanging ideas.

    In response to a recommendation on integrating population development into national planning, Ms. Bailey agreed, noting that this approach has allowed Jamaica to develop a long-term vision.  “Population and development are fundamental to our national development agenda. It would be remiss of any country not to incorporate them into every aspect of their planning,” she emphasized.  

    On the issue of coordination across the UN system to avoid duplication, Mr. Wilmoth acknowledged the Division’s efforts but called for greater specificity when identifying gaps in coordination.  “It’s certainly an aspiration and a goal but when we don’t achieve that…  I think it may be necessary to be a little more specific about exactly what you’re seeing and where you’re seeing a lack of coordination,” he added.  It is always important to encourage agencies to speak to each other and avoid duplication.

    The N.C. Aquarium on Roanoke Island is honored and thrilled to announce that it is a winner in the 2025 Newsweek Readers’ Choice Awards contest for Best Aquarium. Nominees from across the United States were selected by an editorial panel of travel experts and Newsweek contributors. Polls closed after a public voting period of 28 days during the month of March. The top ten winners were announced on April 3.

    Newsweek’s description of the N.C. Aquarium on Roanoke Island praised the Aquarium’s flagship Sea Turtle Assistance and Rehabilitation Center, also known as the S.T.A.R. Center. “Known for its stellar sea turtle rehab center, the North Carolina Aquarium on Roanoke Island has something for everyone, from the alligators and turtles of the Outer Banks to the Atlantic’s sharks, jellies and of course, sea turtles,” the panelists stated. The national publication, which reaches 100 million people each month, also highlights the Aquarium’s impressive Graveyard of the Atlantic exhibit, a 285,000-gallon ocean habitat featuring a model of the Civil War–era USS Monitor that serves as a home to sand tiger sharks, tarpon, sheepshead, Atlantic spadefish and more.

The 3,000-square-foot S.T.A.R. Center provides medical care and rehabilitation assistance to sea turtles, mostly loggerhead, Kemps ridley and greens. During the winter of 2024-25, the Aquarium provided care to nearly 800 cold-stunned sea turtles and has since successfully rehabilitated and released over 600 of those sea turtles into the warmer waters of the Gulf Stream. Founded in 1976, the Aquarium is celebrating its 50th Anniversary in 2026.

    A prominent education leader who worked with African American students soon will be recognized with a North Carolina Highway Historical Marker.

    The marker commemorating Nathan C. Newbold will be dedicated during a ceremony Friday, April 25, at 1 p.m., at the corner of Hillsborough Street and West Park Drive in Raleigh.

    Newbold, an educator, public servant, reformer, and longtime director of the Division of Negro Education in North Carolina was born in Pasquotank County, near Elizabeth City, on Dec. 27, 1871. He enrolled at Trinity College (later renamed Duke University) in 1894. He began his public service as a teacher and principal in eastern North Carolina and served as superintendent of schools in Asheboro, Roxboro, and Washington County.

    In 1913, Newbold moved to Raleigh and became the state’s first state agent for Negro Education where he sought to expand educational opportunities for Black students. He convinced the state legislature and local governments to allocate matching funds to build rural schools.

    Newbold’s enthusiasm for education led him to contact Julius Rosenwald and arrange for funding for a school to be built in Chowan County. This was one of the first Rosenwald Schools to be built outside of the Tuskegee area in Alabama. Over the years, Newbold and his team secured funding for over 843 Rosenwald Schools in North Carolina, more than any other state.

    In 1920, following a state educational survey, he outlined to the State Board of Education a plan to create an entire Division of Negro Education. The plan was approved, $15,000 in funding was appropriated by the General Assembly, and Newbold was named division director in 1921. He retired from that position in 1950, 29 years later.

    Newbold was a founding member of the North Carolina Commission for Interracial Cooperation and served as the director of the Division of Cooperation in Education and Race Relations, a project sponsored by the State Department of Public Education, Duke University, and the University of North Carolina.

    He died at his home in Raleigh on Dec. 23, 1957, at the age of 85, after having given a full life to work across race and religious lines.

  • MIL-OSI Security: Montgomery Man Sentenced to Prison for Illegally Possessing a Firearm Recovered at Scene of Shooting Where 4-Year-Old Was Injured

    ?           MONTGOMERY, Ala. – Today, Acting United States Attorney Kevin Davidson announced the sentencing of a Montgomery, Alabama man for illegally possessing a firearm recovered at the scene of a shooting. On April 9, 2025, a judge ordered that 27-year-old Grenden James Jordan serve 174 months in federal prison for possession of a firearm by a convicted felon. Following his 14-and-a-half-year prison sentence, Jordan will be on supervised release for three years. There is no parole in the federal system.

                According to court records and evidence presented at his January 2025 trial, on March 16, 2024, an officer with the Montgomery Police Department responded to the scene of a shooting on Atlanta Highway near the Eastern Boulevard overpass after hearing gun shots. Upon arrival, the officer saw three men walking away from a blue Dodge Challenger that was stopped in one of the lanes of traffic. One of the men, later identified as Grenden James Jordan, was observed by the officer throwing a firearm towards the side of the road. This was also captured on the officer’s dash cam video. The three men fled the scene.

                Witnesses stated that the three men were occupants of the Dodge Challenger and had exchanged gunfire with a red sedan, which left the scene when law enforcement arrived. Numerous bullet holes were found on the Dodge Challenger. There was a third vehicle on the scene that had been caught in the crossfire and had gunshot damage as well. This vehicle was occupied by innocent bystanders including a mother, father, and four-year-old child. The child sustained injuries from broken glass caused by the gunshots and was treated.

                Officers recovered an AR-style pistol from the area where the firearm had been thrown by Jordan, along with a high-capacity drum magazine with ammunition. During the trial, the jury saw a photo taken prior to March 16, 2024, showing Jordan posing with an AR-style pistol matching the one found on the scene of the shooting. Law enforcement found two additional firearms when searching Jordan’s residence in April of 2024. Jordan has previous felony convictions and is prohibited from possessing a firearm or ammunition. The jury found Jordan guilty earlier this year for illegally possessing the firearm recovered on March 16, 2024.

                “This significant sentence not only reflects the need to ensure justice is served, but it also reflects the gravity of the danger posed by Grenden Jordan’s reckless behavior,” said Acting United States Attorney Davidson. “Violent crime has an enormous impact on communities and those that work and live within them, including our children. This case is a stark reminder of the harm that can be inflicted when individuals use guns to settle disputes without regard for the wellbeing of others. Montgomery is a safer place with Grenden Jordan off the streets.” 

                “This type of disregard for human life will not be tolerated and most especially by a previously convicted felon,” said FBI Special Agent in Charge Rachel Byrd. “FBI Mobile will continue to work alongside our state, local, and federal partners to bring justice to the victims of this senseless gun violence.”

                This case was brought as a part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. The Department of Justice reinvigorated PSN in 2017 as part of the Department’s renewed focus on targeting violent criminals, directing all U.S. Attorney’s Offices to work in partnership with federal, state, local, and tribal law enforcement, and the local community to develop effective, locally based strategies to reduce violent crime.

  • MIL-OSI Security: Man Admits Fraudulently Obtaining Student Visa, Other Documents

    T. LOUIS – A man from St. Louis County, Missouri on Wednesday admitted fraudulently obtaining a student visa and admission to the University of Missouri and admitted using the visa to obtain a Social Security card, a driver license, a bank account and an apartment.

    Mercy Ojedeji, 24, pleaded guilty in U.S. District Court in St. Louis to one count of unlawful use of fraudulent immigration documents and one count of wire fraud.

    Ojedeji admitted using counterfeit academic transcripts, recommendations, a resume and a report about his English language proficiency to obtain a student visa from the University of Missouri and admission to the chemistry PhD program in the fall of 2023. Ojedeji also obtained a stipend and a tuition waiver worth more than $49,000. Ojedeji presented his student visa and other documents to the Social Security Administration to obtain a Social Security card and used the fraudulently-issued Social Security number and other documents to open a bank account. He also used the Social Security number and documents produced by his paramour to rent an apartment. After Ojedeji failed to attend classes, his assistantship or join a research group, the university terminated him from the graduate program in January 2024. This also resulted in the termination of his student visa. On Feb. 26, 2024, Ojedeji used his fraudulently-obtained and now invalid visa and other documents to obtain a Missouri driver license.

    The investigation into Ojedeji began when the U.S. Postal Inspection Service received complaints that romance fraud victims were mailing packages containing cash and gift cards to the home of Ojedeji’s paramour. Between Dec. 19, 2023, and Jan. 4, 2024, 35 Express Mail packages that had been tracked by Nigerian internet protocol addresses were delivered to the paramour’s address. A court-approved search of the home resulted in the discovery of packages sent pursuant to a Nigerian romance fraud scheme. A total of 193 packages were sent to the home through the Postal Services Express Mail, Federal Express, and United Parcel Service during Ojedeji’s relationship with the woman. At sentencing, the U.S. Attorney’s Office will argue that the total intended loss is more than $1 million, based on the $94,150 contained in the 17 packages seized by law enforcement. Ojedeji continues to deny any involvement in romance fraud.

    A judge will ultimately determine the loss amount at Ojedeji’s sentencing hearing, scheduled for July 10. Wire fraud carries a penalty of up to 20 years in prison, a $250,000 fine or both prison and a fine. The immigration charge is punishable by up to 10 years in prison and the same fine.

    The U.S. Postal Inspection Service investigated the case, with the assistance of the FBI and the Town and Country Police Department. Assistant U.S. Attorney Tracy Berry is prosecuting the case.
