BEIJING, May 30 (Xinhua) — China recently released guidelines to improve the market-based distribution system for production factors related to natural resources and the environment, as part of the country’s efforts to accelerate the overall transition to green socio-economic development.

This document was jointly issued by the General Office of the CPC Central Committee and the General Office of the State Council of the People’s Republic of China.

The document outlines measures to deepen reforms in the area of trade in factors of production related to natural resources and the environment, including improving quota allocation systems, expanding the range of traded factors of production, optimizing trading systems and strengthening fundamental capacity in this area.

According to the document, China aims to establish a basically sound carbon and water trading system and establish and improve a pollutant emission trading system by 2027.

By then, the market mechanism for energy conservation will be further improved, and trade in production factors related to natural resources and the environment will become more active, which will contribute to the formation of more advanced pricing mechanisms, the document says. -0-
