As in the previous two years, in the 2025 admissions campaign, SVO participants and their close relatives will be able to enroll at HSE for places with tuition paid by the university if they failed to get into the budget. The main condition is to score a minimum number of points for each entrance exam and a sum of points equal to or exceeding the criterion for concluding contracts.

The year 2025 has been declared the Year of the Defender of the Fatherland by the Russian President, and the Higher School of Economics will once again accept into the ranks of its students participants in the special military operation, as well as their close relatives – children, parents, siblings, adoptive parents and adopted children.

conclude an education agreement within the timeframes established by the Admission Rules.

This admissions trajectory is similar to the previously implemented Social Lift project. The project was launched on the Moscow campus in 2019, and since its inception, 989 participants have been admitted to HSE on state-funded places and at the university’s expense. The project has been implemented on all campuses of the university since 2021, and during this time, 648 people have been admitted at HSE’s expense; 614 people are currently studying, of which 93 students will graduate from the university this year. Due to the reformatting of the project, there will be no new admission to the program in 2025. The program conditions for those who have already been admitted to HSE will not change.
