    Response to Supreme Court judgment

    A statement by the Serious Fraud Office on R v Hayes and R v Palombo.

    The Serious Fraud Office investigates and prosecutes the most complex fraud, bribery and corruption cases affecting the UK and the safety of our economy. 

    Today’s Supreme Court decision comes thirteen years after we first investigated the practice used by some traders and submitters at selected banks to influence key benchmark rates of interest in financial markets.

    These rates were called the London Inter-bank Offered Rate (“LIBOR”) and the Euro Inter-bank Offered Rate (“EURIBOR”) and they affected the value of hundreds of trillions of dollars’ worth of financial products around the world, including ordinary people’s pensions, mortgages and savings.

    Our investigation led to nine convictions of senior bankers for fraud offences, with two of these individuals pleading guilty and seven found guilty by juries. 

    This judgment has determined that the legal directions given to the jury at the conclusion of trial were incorrect in Hayes’ and Palombo’s trials and for that reason their convictions have today been found unsafe.

    We have considered this judgment and the full circumstances carefully and determined it would not be in the public interest for us to seek a retrial.

    Samaraneftegaz (part of Rosneft’s oil production unit) repaired 107 km of field pipelines in the first half of 2025. Scheduled repairs ensure high industrial and environmental safety of pipeline park facilities.

    The longest section of the replaced section is on the pressure oil pipeline UPSV “Severo-Kamenskaya” – UPN “Krasnoyarskaya” – 22 km, and 8.5 km of the low-pressure gas pipeline GKS “Alakaevskaya” – Otradnensky GPP were also replaced. The equipment replacement work is being carried out within the framework of the target program for improving the reliability of pipelines, which includes the construction of new and replacement of existing pipelines, their inhibition, diagnostics and cleaning.

    Accident-free operation of industrial facilities is one of the priorities of the Rosneft-2030 strategy. Samaraneftegaz carries out comprehensive and systematic work to ensure the reliability of pipeline transport. Industrial safety expertise and in-pipe diagnostics are carried out to determine the technical condition of field pipelines.     UK and Türkiye agree big step towards multi-billion-pound export of Typhoon fighter jets

    A multi-billion-pound export deal of Typhoon fighter jets to Türkiye – which could secure thousands of skilled UK jobs – is a significant step closer today, following the signing of an agreement that will also strengthen the UK-Türkiye partnership.

    • Defence Ministers of UK and Türkiye sign agreement in Istanbul, a major step towards the export of Typhoon fighter jets to Türkiye.

    • Agreement strengthens NATO’s collective deterrence and builds on years of defence cooperation and growing industrial ties between UK and Türkiye.

    Defence Secretary John Healey and Defence Minister Yaşar Güler signed the Memorandum of Understanding at the International Defence Industry Fair in Istanbul. Building on years of defence cooperation, they agreed that a future Typhoon exports deal would strengthen Türkiye’s advanced combat capabilities and help sustain the 20,000 UK jobs involved in the Typhoon programme here at home.

    Negotiations on the potential deal with Türkiye will now continue over the coming weeks. It would be the first export order the UK has secured for Typhoon since 2017.

    By securing thousands of jobs on UK production lines, the Government will be delivering on our Plan for Change by driving defence as an engine for economic growth.

    It comes as the Defence Secretary John Healey makes the drive for new defence export deals a high priority.

    The Ministry of Defence is preparing to take on responsibility for defence exports from 31st July, in a significant step of delivery for the Strategic Defence Review. The defence exports team will back British businesses on the global stage, drive potential exports and seek to enhance economic growth.

    The latest statistics show UK defence exports were valued at £14.5 billion in just a 12-month period. Following the SDR’s direction, it moves responsibility for defence exports from the Department for Business and Trade, making the MOD the lead for securing deals for military equipment with our allies.

    The Typhoon workshare agreement would see more than a third (37%) of each aircraft manufactured in the UK; the rest of each aircraft would be produced by the Eurofighter Partner Nations. Final production at BAE Systems’ Warton site would include radars from Edinburgh and engines from Bristol, helping secure thousands of UK jobs.

    The Defence Ministers of the United Kingdom and the Republic of Türkiye welcomed the opportunity to meet at the 17th International Defence Industry Fair in Istanbul today and reaffirmed the strength of the UK-Türkiye partnership.     Athlete sentenced for Bounce Back Loan fraud

    • British Masters athlete Rick Beardsell obtained two maximum-value Bounce Back Loans for his sportswear manufacturing business and used most of the funds to help buy a £1.3 million home in a Cheshire village
    • Money spent on purchasing the five-bedroom house should have been used to benefit his Sports Creative Limited business
    • Beardsell also broke the rules of the scheme by substantially inflating his company’s turnover and securing two loans when businesses should only have received one
    • The 46-year-old has now repaid the £100,000 he fraudulently applied for in full

    A world sprint champion has been sentenced after he spent Covid loan funds to help buy a £1.3 million house.

    Rick Beardsell secured two £50,000 Bounce Back Loans for his Sports Creative Limited company in 2020 and 2021 when businesses were only allowed a single loan.

    The 46-year-old then moved the Bounce Back Loan funds into his personal bank account, using part of the money to help buy a five-bedroom property on Macclesfield Road in Prestbury, while also transferring cash to family members and making mortgage payments.

    Beardsell, who has won multiple sprint titles and holds world records representing Great Britain as a masters athlete, was sentenced to 18 months in prison, suspended for two years, when he appeared at Chester Crown Court on Tuesday 22 July.

    He was also ordered to complete 250 hours of unpaid work and pay costs of £11,152.

    Beardsell repaid the £100,000 in full earlier this year after his guilty plea but before sentencing.

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    Rick Beardsell exploited a Covid support scheme designed for struggling businesses, fraudulently obtaining loans he was not entitled to.

    While legitimate business owners fought to stay afloat during the pandemic, Beardsell bought a £1.3 million home with the help of money that should have been supporting his company through difficult times.

    This case sends a clear message that we will not tolerate those who viewed government support schemes as an opportunity for personal enrichment during a national emergency.

    Sports Creative Limited was set up in January 2009 with Beardsell as its sole director. The company described itself on social media as “a bespoke sportswear manufacturer”.

    Beardsell applied to the bank for his first £50,000 Bounce Back Loan just before Christmas 2020.

    In the application, he claimed that Sports Creative Limited had a turnover of £485,000.

    Just two weeks later, in early January 2021, Beardsell applied to a second bank for another £50,000 Bounce Back Loan, this time stating that his company had an estimated turnover of £320,000.

    Insolvency Service analysis of Sports Creative Limited’s bank account revealed that its turnover was just over £90,000, meaning he exaggerated his company’s revenue on both occasions.

    Beardsell claimed that he had received a purchase order of $600,000 (approximately £440,000) for personal protective equipment during the pandemic which ultimately failed to materialise.

    Even if this were the case, businesses were required to provide their turnover for 2019, prior to the start of Covid.

    Investigations also found Beardsell transferred £83,900 of the £100,000 loan money to his personal bank account in three separate transactions at the start of March 2021.

    A total of £431,160 from that account was paid to solicitors for the purchase of a house on Macclesfield Road in September 2021.

    Beardsell also made fraudulent transfers of £5,000 to his wife, £10,000 to another family member, and two mortgage payments for his previous house in Manchester which put the funds beyond the reach of creditors.

    In a prepared statement, Beardsell claimed that he had sought “professional advice” that Bounce Back Loan funds could be used for “any purpose” that resulted in a direct benefit to the company. He added that he was advised that this could include investments in company assets or property.

    Beardsell also said that HMRC told him that he was eligible to receive the funds from the second loan, advice which would not have been given had he been honest about his successful application for an earlier Bounce Back Loan.

    Sports Creative Limited entered liquidation in December 2021.

    About 22 thousand people have already received individual recommendations from the neural network on choosing hotels, museums, attractions and cultural venues.

    Summer and dacha are inseparable concepts. In warm weather, Muscovites try to go out of town more often: some immerse themselves in caring for their garden and vegetable garden, others prefer relaxing on the beach, picnics and barbecues. On Dacha Resident Day, which is celebrated on July 23, inMoscow city economy complex reminded the basic rules of fire safety in private homes and shared recommendations for caring for plants in the heat.

    Caring for garden beds in hot weather

    All living creatures suffer from the scorching sun, including plants. Yulia Strazhnikova, an agronomist at the Izmailovsky Production Department of the State Budgetary Institution “Greening”, told us how to protect beds from the heat. According to her, in order to cool down, plants evaporate more moisture, so watering requires special attention. The main rule is not to water the beds during the day, when the sun is active and can burn the leaves. It is better to do this in the morning, before 08:00, or in the evening, after 20:00.

    “The water should not be cold. The most optimal temperature is 18-20 degrees. Otherwise, the roots in the warm soil will experience severe stress, which will negatively affect the development of plants,” the agronomist explains.

    It is useful to create artificial shade for the beds using light fabric or cardboard, securing them to a rope or wire stretched over pegs.

    In hot weather, the soil can heat up to 80 degrees, which accelerates the evaporation of moisture. To retain it, the beds can be covered with a protective layer, that is, mulched. Sawdust or straw are best suited for this – they are light, so they will not only reduce evaporation, but also reflect the sun’s rays, which means the soil will not heat up as much. You can also use agrospan or slightly dried freshly mown grass. The mulch is laid in a layer of up to five centimeters, but it should not fit tightly to the plants so as not to provoke their rotting.

    Flower beds require special attention. In sunny areas it is better to plant light-loving asters, daisies, yarrows, phloxes, petunias, marigolds, and in the shade – hostas, astilbes and heucheras.

    “In extreme heat, flowers need to be watered generously in the morning and evening. It is advisable to water the roots of the plant so that the moisture is evenly distributed throughout the root system. On sunny days, water should not fall on the leaves, shoots and inflorescences. You need to be especially careful with plants with a dense crown and pubescent leaves,” the specialist advises.

    Countryside eco-habits for the benefit of nature

    Moscow’s regional waste management operator, JSC Ecotechprom, recommends using your dacha vacation to develop eco-habits. For example, you should forget about the rule “All unnecessary things – to the dacha.” You need to sort out your closets: turn unnecessary clothes into cleaning rags or recycle them.

    Another piece of advice is to develop conscious consumption skills. Cook in moderation, and treat your neighbors with the surplus. It is suggested to turn food waste into compost by organizing a compost pit for it. This is the most environmentally friendly way to utilize organic matter.

    A useful habit is separate waste collection. It is enough to allocate a separate trash can or bag for plastic, metal, glass and paper, and then throw this waste into special containers for recyclable materials.

    Fire safety

    During the summer cottage season, the risk of fires increases due to improper use of stoves, careless handling of fire, uncontrolled grass burning and improper use of electrical equipment.

    For safety, you can use a fire extinguisher, an autonomous smoke detector and a powder fire extinguishing module that reacts to an increase in temperature and automatically sprays an extinguishing mixture.

    Following the United Nations Convention on the Rights of Persons with Disabilities (CRPD), to which the European Union and all its Member States are party to and considering that the aforementioned Convention is an international human rights treaty that promotes and protect the rights of persons with disabilities with a view to ensure equality and inclusion of persons with disabilities;

    Noting that since the signatory countries of this Declaration are Member States of the European Union that have ratified the aforementioned Convention, we wish to contribute to its promotion by raising awareness about persons with disabilities in accordance with Article 8 of the CRPD, according to which States Parties undertake to take immediate, effective and appropriate measures to raise public awareness of issues affecting persons with disabilities, as well as measures to strengthen respect for the rights and dignity of persons with disabilities;

    Following the European Strategy for the Rights of Persons with Disabilities 2021-2030 as the main tool to implement the UNCRPD at European level. Strive to ensure that disability in the mainstream media is portrayed as part of everyday life regarding persons with disabilities and to foster respect for the rights and dignity of persons with disabilities. Efforts should be made to ensure that persons with disabilities regularly appear on television, radio and social media as well as in the written press in everyday circumstances, not necessarily related to disability, on an equal basis with others in order to raise awareness among the society.

    It should be noted that stories presented in the media have a huge impact on public opinion, including those of persons with disabilities. There are still few persons with disabilities who regularly appear in the media, and when they do, they are often portrayed in inappropriate and stereotypical ways. Persons with disabilities are most often shown in the context of charity or medical treatment and are thus treated as people in need of help or support and not portrayed as integral participants of society. Television, written press, radio and social media are tools that can be crucial in raising awareness about persons with disabilities. The media can play a huge role in counteracting the stigmatization of persons with disabilities and are able to influence the change of societal misconceptions which will significantly contribute to the inclusion of persons with disabilities into society on an equal basis with others.

    3. Declare their intention to conduct regular public campaigns, in particular in the public press, radio and television as well as on social media in their Member States to raise awareness of the rights of persons with disabilities and their social and professional potential.

    In accordance with Article 8 of the Convention on the Rights of Persons with Disabilities and as underlined in Objective 9 “Awareness, governance and measuring progress” of the Strategy for the Rights of Persons with Disabilities 2021-2030, Parties undertake to adopt immediate, effective and appropriate measures to raise awareness, combat stereotypes, prejudices and harmful practices and promote awareness of the capabilities and contributions of persons with disabilities. The measures to this end include, inter alia, initiating and maintaining effective public awareness campaigns designed to:

    • nurture receptiveness to the rights of persons with disabilities.
    • promote positive perceptions and greater social awareness towards persons with disabilities.
    • promote recognition of the skills, merits and abilities of persons with disabilities, and of their contributions to the workplace and labour market.

    4. Promote the Disability Employment Package, which is a set of guidelines and good practices, covering all stages of employment, from recruitment to retention, and targeting both policymakers and practitioners such as public employment services, employers and trade unions.

    All the Disability Employment Package deliverables have now been published by the Commission . The package aims to support Member States in improving the overall employment conditions for persons with disabilities in the EU. Increasing opportunities for persons with disabilities in the open labour market can be achieved by building awareness among employers of the career potential of persons with disabilities and among public employment services.

    It is important to raise awareness of the potential of persons with disabilities and highlight their contributions in the workplace and labour market.

    5. Promote the “Guidance on independent living and inclusion in the community of persons with disabilities in the context of EU funding” , which provide a set of guidelines on how to promote the right of persons with disabilities to live independently and be included in the community.

    The Commission adopted a notice “Guidance on independent living and inclusion in the community of persons with disabilities in the context of EU funding”, which recommends measures to promote independent living by improving and promoting support services for independent living. The guidance provides practical recommendations to Member States and stakeholders to accelerate the transition from institutional care to community-based services and independent living for persons with disabilities.

    6. Support the implementation of the European Accessibility Act , in particular, enforcing media providers must ensure that the services used to deliver the content, and their functions provide equal access for persons with disabilities.

    The European Accessibility Act (EAA) is a Directive that aims to improve the functioning of the internal market for accessible products and services, by removing barriers created by divergent rules in Member States. The EAA covers the provision of access to audiovisual media services, which may include websites, web-based applications, set-top box-based applications, downloadable applications, mobile device-based services, including mobile applications and related media players, and connected television.

    In our leadership capacity, we pledge a strong involvement in promoting national policies that are consistent with the EU Strategy on the Rights of Persons with Disabilities, in line with the UN Convention on the Rights of Persons with Disabilities.

  • PM Modi embarks on two-nation visit to UK and Maldives

    Prime Minister Narendra Modi on Wednesday embarked on a two-nation visit to the United Kingdom and the Maldives, with a focus on deepening strategic partnerships and regional cooperation.

    In his departure statement, the Prime Minister said: “India and the UK share a Comprehensive Strategic Partnership that has witnessed significant progress in recent years. Our collaboration spans a wide range of sectors, including trade, investment, technology, innovation, defence, education, research, sustainability, health, and people-to-people ties.”

    The PM added that he will hold bilateral meetings with PM Keir Starmer to discuss further enhancement of the economic partnership, with the aim of fostering prosperity, growth, and job creation in both countries.

    “I also look forward to calling on His Majesty King Charles III during the visit,” PM Modi said.

    The Prime Minister’s visit to the UK from July 23–24 comes at the invitation of Starmer, marking his fourth trip to the country.

    In the second leg of his tour, PM Modi will undertake a state visit to the Maldives from July 25–26 at the invitation of Maldivian President Mohamed Muizzu. This will be his third visit to the island nation and the first by any head of state or government during President Muizzu’s tenure.

    Notably, PM Modi will be the Guest of Honour at the Maldives’ 60th Independence Day celebrations on July 26. This year also marks the 60th anniversary of the establishment of diplomatic relations between the two countries.

    The Prime Minister said he looked forward to meeting President Muizzu and other political leaders of the Indian Ocean archipelago to advance the joint vision of a Comprehensive Economic and Maritime Security Partnership and to deepen cooperation for peace, prosperity, and stability in the Indian Ocean Region (IOR).

    “I am confident that the visit will yield tangible outcomes, benefiting our people and advancing our Neighbourhood First Policy,” the PM said.

    Heavy rain lashed several parts of Telangana, inundating low-lying areas, cutting off villages and disrupting normal life.

    North Telangana districts have been receiving copious rain since Tuesday night.

    Rivulets, lakes and ponds were overflowing in agency areas of Mulugu district, which recorded the highest rainfall of 25.5 cm during the last 24 hours.

    Villages in Venkatapuram mandal of Mulugu district were marooned. With their houses completely inundated, villagers spent a sleepless night. Venkatapuram-Bhadrachalam main road was submerged, bringing the vehicular traffic to a complete halt.

    Eturanagam mandal in Mulugu district recorded 18.4 cm rainfall while Mangapet received 15.8 cm.

    United Karimnagar district has been receiving heavy rain since early Wednesday morning. Some colonies in Karimnagar town were inundated. Flood water entered houses and shops in parts of the town.

    Heavy rain affected coal production in the mines of state-owned Singareni Collieries Company Limited (SCCL).

    Coal production was disrupted in four open-cast mines in Peddapalli district. About 40,000 tonnes of coal are produced in these mines every day.

    Flood water entered the open-cast mine at Yellandu in Bhadradri Kothagudem district. The employees deployed motors to pump out water.

    Production of 3,500 tonnes of coal came to a halt due to flooding.

    Heavy rain was also lashing Warangal, Jangaon, Mahabubabad and Khammam districts.

    The India Meteorological Department (IMD) has forecast heavy to very heavy rain in north and Central Telangana districts on Wednesday.

    Heavy to very heavy rain is likely in Adilabad, Komaram Bheem Asifabad, Mancherial, Jayashankar Bhupalapally, Mulugu and Bhadradri Kothagudem districts. The IMD has issued an orange alert for these districts.

    Heavy rain has been forecast for Nirmal, Nizamabad, Jagtial, Rajanna Sircilla, Karimnagar, Peddapalli, Hanamkonda, Warangal, Jangaon, Mahabubabad, Khammam, Vikarabad and Mahabubnagar districts. These districts have been issued a yellow alert.

    The IMD has forecast light to moderate rain in Hyderabad and remaining districts.

    Cyberabad Police have advised IT companies to consider following Work from Home mode on Wednesday in view of rain alert.

    “An alert has been issued for heavy rain in the Cyberabad area, considering the safety, productivity, traffic congestion and to ensure uninterrupted emergency services. Companies may consider following Work from Home (WFH) mode on 23- 07- 2025 – Wednesday,” read an advisory issued by the Cyberabad Police.

  • Ganga swells across Bihar: Flood threat rises as embankments strain under pressure

    The Ganga river has once again turned ferocious across Bihar, putting millions of people at risk as water levels continue to rise from Buxar to Kahalgaon in Bhagalpur district.

    All 108 gates of the Farakka Barrage have been opened after the river crossed the danger mark.

    By Tuesday evening, water levels of the river in Patna was recorded at 43 cm above the Farakka level and 20 cm above the danger mark, placing extreme pressure on embankments.

    The Water Resources Department has deployed 600 personnel for round-the-clock monitoring of vulnerable embankments. Over 45 engineers are conducting night patrolling to prevent breaches.

    Ten districts – Buxar, Bhojpur, Patna, Vaishali, Samastipur, Munger, Begusarai, Katihar, Bhagalpur, and Khagaria – are under imminent flood threat.

    Heavy rainfall in Nepal has swelled the Kosi and Budhi Gandak rivers in North Bihar. Budhi Gandak is 41 cm above the danger mark in Khagaria. Kosi has crossed the red mark in Supaul and Saharsa.

    Heavy rainfall in Nepal has raised water levels, with 1,10,845 cusecs of water released from the Kosi Barrage.

    The Mahananda River is rising steadily, impacting eastern Bihar and the Seemanchal area.

    In Bhagalpur’s Sabour, Kahalgaon, and Pirpainti, Ganga’s erosion is devouring agricultural land, while floodwaters have entered villages in Bariyarpur, Munger.

    At Kahalgaon, Ganga is 26 cm above the danger mark.

    Apart from the Ganga, Kosi, Burhi Gandak, and Mahananda, Gandak, Punpun, Son, Falgu, and Dardha rivers have also crossed danger marks at several places.

  • MIL-OSI Europe: ​The EBA publishes Report on direct provision of banking services from third countries

    ​The European Banking Authority (EBA) today published a Report on the direct provision of banking services from third countries.  The quantitative and qualitative analysis performed didn’t provide evidence to recommend the amendment of the new Article 21c of the Capital Requirement Directive (CRD) which identifies how core banking services should be provided in a Member State. However, the EBA suggests a clarification of the interaction between Article 21c of the CRD and other sectorial legislations could be beneficial to authorities and market participants. 

    ​The EBA considers that several factors make it difficult to measure the impact of the prohibition of direct provision of services from third countries set out in Article 21c CRD. At the same time, Article 21c of the CRD provides flexibility to EU financial sector entities that remain free to solicit core banking services from third country undertakings or may rely on services provided by third country branches or subsidiaries in the EU. 

    ​However, the EBA notes that Article 21c CRD does not expressly address the interaction with the Undertakings for the Collective Investment in Transferable Securities (UCITS) and the Alternative Investment Fund Managers Directive (AIFMD), in particular those provisions entitling EU financial sector entities to receive core banking services for their ongoing operationality in third countries in accordance with their business model. The EBA suggests that additional clarification could also be provided via the EBA Q&A tool. ​ 

    Legal basis and background  

    Article 21c CRD aims to regulate when a third country branch needs to be established for the provision of core banking services in a relevant Member State. Article 21c CRD also provides exemptions and carve outs, embedding some flexibility in the articulation of such requirement. Notably, the establishment of a third-country branch is not required in case of interbank or intragroup transactions, or where the core banking services are provided via reverse solicitation. Additionally, Article 21c provides for a Markets in Financial Instruments Directive (MiFID) carve out, which excludes its application where investment services under MiFID and related ancillary services are provided. Lastly, to facilitate the transition to the new regime, a contract grandfathering is envisaged.  

    The EBA has been mandated by article 21c(6) CRD to develop a Report to assess whether it is appropriate to extend the possibility for third country undertakings to provide core banking services directly from third countries – i.e. without a branch in the Union – not only to EU credit institutions, but to any EU financial sector entity, having regard to financial stability and EU competitiveness considerations. For this purpose, the EBA has to consult the European Securities and Markets Authority (ESMA) and the European Insurance and Occupational Pensions Authority (EIOPA).
