    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), Ranking Member of the Senate Foreign Relations Subcommittee on the Western Hemisphere, led his colleagues in sending a letter to Secretary of State Marco Rubio pressing him for answers on the Trump Administration’s cuts to U.S. foreign assistance programs and its harmful impact on U.S. national security, including the abrupt curtailment of efforts to mitigate narcotics trafficking, migration, and cartel violence in the Western Hemisphere. The letter comes after Secretary Rubio made his first trip as Secretary of State to Panama, El Salvador, Costa Rica, Guatemala, and the Dominican Republic.
    “We welcomed your decision to visit key Latin American countries from February 1-6, 2025 – Panama, El Salvador, Costa Rica, Guatemala and the Dominican Republic – for your first trip as Secretary of State,” wrote the senators. “All five countries are also home to important U.S. foreign assistance programs and USAID missions that manage much of this funding.”
    “These programs are fundamental to advancing the exact national security priorities you highlighted as the trip’s themes: bolstering regional cooperation, preventing large-scale irregular migration, curtailing cartel activity, countering China and deepening economic partnerships. However, all five countries continue to be subject to a blanket freeze, including on critical national security assistance programming and the suspension of USAID activities on January 24,” they continued.
    The senators then provided several examples of how U.S. foreign assistance in Panama, El Salvador, Costa Rica, Guatemala, and the DR has helped counter migration and drug trafficking, strengthen democratic institutions and the rule of law, and boost economic growth in the region. They also emphasized the critical role of U.S. foreign assistance in countering China, which has made significant investments in the region over the past decade in an effort to exert influence and control.  
    The senators continued, “During your confirmation hearing, you affirmed that our foreign policy should make America safer, stronger and more prosperous. This freeze in foreign assistance runs contrary to your stated goals and only helps the U.S’s  adversaries. We urge you to closely consider the disruption caused to U.S. security interests by the blanket freezing of these programs, and by the efforts of Elon Musk and the Trump Administration to destroy USAID.”
    “Now that you have returned from your historic trip, we urge you to reflect on the role of U.S. foreign assistance in solidifying our partnerships and advancing our national security interests in Panama, El Salvador, Costa Rica, Guatemala, and the Dominican Republic, as well as throughout the world, and quickly reverse this short-sighted and damaging freeze,” the senators concluded.
    In addition to Kaine, the letter is cosigned by U.S. Senators Chuck Schumer (D-NY), Cory Booker (D-NJ), Chris Van Hollen (D-MD), Peter Welch (D-VT), Mazie K. Hirono (D-HI), John Hickenlooper (D-CO), Richard Blumenthal (D-CT), and Alex Padilla (D-CA).

    Dear Secretary Rubio:
    We welcomed your decision to visit key Latin American countries from February 1-6, 2025 – Panama, El Salvador, Costa Rica, Guatemala and the Dominican Republic – for your first trip as Secretary of State. This decision reflects our mutual understanding of the critical role of our Western Hemisphere partnerships in U.S. national security.
    All five countries are also home to important U.S. foreign assistance programs and USAID missions that manage much of this funding. These programs are fundamental to advancing the exact national security priorities you highlighted as the trip’s themes: bolstering regional cooperation, preventing large-scale irregular migration, curtailing cartel activity, countering China and deepening economic partnerships. However, all five countries continue to be subject to a blanket freeze, including on critical national security assistance programming and the suspension of USAID activities on January 24.
    During your stop in El Salvador, you visited the Aeroman aeronautics plant and used this location as a venue for disparaging the work of USAID and its employees. Although you touted Aeroman as an example of private sector innovation, you may be interested to learn that Aeroman itself is a longstanding beneficiary of USAID’s Bridges to Employment program.
    Other examples include:
    Migrant return programs supported by USAID have helped El Salvador, Guatemala and Honduras receive and process nearly 150,000 returned migrants. Prior to January 24, USAID fostered the sustainable reintegration of these migrants into their communities, significantly reducing repeat migration. At a time in which the Trump administration is pushing these countries to accept more and more deportees, these programs are no longer active. 
    In Panama, U.S. foreign assistance has supported projects to enhance border security and boost Panama’s ability to counter narcotrafficking routes and networks. The Darien Gap, on Panama’s southern border with Colombia, is the only land route for migrants traveling north from South America. These programs are no longer active.
    In El Salvador, Congress has appropriated funds for programs to address the security, economic, and social drivers of irregular migration and to strengthen democratic institutions. With poverty around 30 percent over the last five years and with an economy highly dependent on remittances, mass deportations to El Salvador as well as political instability risk an explosion of gang violence. These programs are no longer active.
    In Costa Rica, U.S. foreign assistance has supported Costa Rican law enforcement efforts to dramatically reduce the influence of drug cartels and mitigate other destabilizing security threats – to include helping the country house migrants who would otherwise travel north to the U.S. border. U.S. economic assistance programming has also fostered a ripe investment climate for U.S. firms, including a major Intel computer chip factory that is essential to efforts to counter China’s chipmaking capacity. These programs are no longer active.
    In Guatemala, U.S. foreign assistance has promoted democratic resilience and political stability, including the provision of cost-effective development assistance to support job creation and fostering opportunities for foreign direct investment. This has played a major role in stemming migration and creating economic incentives for migrants and Guatemalans to stay in Guatemala rather than traveling north to the U.S. border. As a result of active U.S. partnership, Guatemala remains one of 12 countries to recognize Taiwan, despite significant pressure from China. These programs are no longer active.
    In the Dominican Republic, U.S. assistance has supported health programs that have limited the spread of infectious diseases – in a country geographically very close to the United States – and has served to mitigate migrant outflows. These programs are no longer active.
    As must have been clear during your trip, U.S. national security interests in every location you visited have been directly advanced by the thoughtful execution of U.S. foreign assistance programming.
    Throughout your Congressional career you were a forceful advocate for curtailing Chinese influence globally and advancing the interests of the American people. You spoke eloquently about the essential role of foreign assistance in advancing U.S. interests. You have also rightly asserted that although foreign assistance represents less than 1 percent of the U.S. budget, it is a major force multiplier that keeps our adversaries at bay. During your confirmation hearing, you affirmed that our foreign policy should make America safer, stronger and more prosperous. This freeze in foreign assistance runs contrary to your stated goals and only helps the U.S’s  adversaries. We urge you to closely consider the disruption caused to U.S. security interests by the blanket freezing of these programs, and by the efforts of Elon Musk and the Trump Administration to destroy USAID.
    What is further clear is that Elon Musk – who maintains deep financial connections to China and engages in secret meetings with Russian officials – does not share your priorities or those of the United States. China and Russia are already moving rapidly to exploit the weaknesses created by the Trump Administration’s global retreat.
    The United States is best able to project power around the world when we are comfortable in our own hemisphere. We are safer and more prosperous when our neighbors are safer and more prosperous. Now that you have returned from your historic trip, we urge you to reflect on the role of U.S. foreign assistance in solidifying our partnerships and advancing our national security interests in Panama, El Salvador, Costa Rica, Guatemala, and the Dominican Republic, as well as throughout the world, and quickly reverse this short-sighted and damaging freeze.

    WASHINGTON, D.C. – Today, during a Senate Budget Committee hearing, U.S. Senator Tim Kaine (D-VA) slammed Republicans’ budget resolution that would tee up tax cuts for billionaires at the expense of middle-class Americans. Today, the Senate Budget Committee is beginning a legislative process known as “reconciliation,” which allows certain legislation to be expedited and passed in the Senate by a simple majority. Senate Republicans are using this process to pass their budget proposal in order to avoid having to meet the 60-vote threshold needed for most other legislation.

    “I view this exercise and this resolution as a Trojan horse,” said Kaine. “You do not need reconciliation to do defense, you do not need reconciliation border security. There’s a demonstrated track record in this body that both of those can be done in a bipartisan way. So what’s this bill about?”

    “This is an effort to dramatically cut spending on programs that affect everyday Virginians and everyday Americans,” Kaine continued. “Those dollars – combined with the tariffs that Donald Trump is laying on American families that will make everything more expensive – then go into a big pot that gets used to fund tax cuts for the wealthy.”

    President Donald Trump and Republicans in Congress are currently negotiating an extension to Trump’s 2017 tax law, which cut taxes for large corporations and the highest-income earners and substantially increased the federal deficit. They are now proposing broad-based tariffs and massive, across-the-board cuts to federal programs like Medicaid to fund these tax cuts for billionaires. Tax estimates have shown that if enacted, Trump’s tariffs could raise costs by $2,500 to nearly $4,000 per household, and American consumers could lose between $46 billion to $78 billion in spending power each year.

    An American citizen held hostage in Belarus has been released thanks to the leadership of President Donald J. Trump and his administration — the second American released from captivity abroad in the past 24 hours and the eleventh since President Trump took office.

    The remarkable success in freeing American citizens comes as the United States displays a renewed strength under President Trump. In the words of Special Envoy for Hostage Affairs Adam Boehler, President Trump “has made bringing Americans home a top priority and people respond to that.”

  • MIL-OSI China: Chinese military conducts routine patrols in South China Sea

    The Chinese People’s Liberation Army (PLA) Southern Theater Command conducted routine patrols in the South China Sea on Wednesday, according to a military spokesperson.
    Tian Junli, spokesperson for the Southern Theater Command, noted that recently, the Philippines has repeatedly invited countries outside the region to organize so-called “joint patrols.”
    He pointed out that the attempt of the Philippines is to cover up, through military provocations and media hype, its illegal infringement on China’s maritime rights and its deliberate undermining of peace and stability in the South China Sea.
    Tian emphasized that China’s territorial sovereignty and maritime interests in the South China Sea, which have ample historical and legal backing, are indisputable and cannot be violated.
    The PLA Southern Theater Command remains on high alert and fully committed to defending China’s territorial sovereignty and maritime rights, ensuring that any disruptive military actions in the South China Sea are under control, said the spokesperson.

    CAMP HUMPHREYS, South Korea  –  

    A joint force of 89 Republic of Korea and U.S. senior Noncommissioned Officers came together from across the Korean Peninsula to attend the 2025 iteration of Backbone University, February 3-7, on Camp Humphreys.

    Backbone University is a one-week developmental course focused on providing NCOs of the E-7 pay-grade with an understanding of the joint operations environment while instilling valuable lessons on leadership that they can take with them to improve their organizations and the military as whole.

    “This week was impressive. The strength of the Alliance and the future of our services and countries were in safe and capable hands with these outstanding senior NCOs and chief petty officers leading in our formations,” said Sgt. Maj. Joseph Gaskin, Operations Sergeant Major of United States Forces Korea and Backbone University Director. “For the first time, participants worked together on capstone projects which focused on learning from examples of Republic of Korea and U.S. Medal of Honor recipients from the Korean War. To see all these senior noncommissioned officers and chief petty officers from the joint and combined multinational force come together this week, overcome language barriers, work together in a mission command centric environment, intent based leadership, solve problems, face a very restrictive timeline, it was very inspiring to me.”

    The curriculum allowed participants to engage with senior leaders such as Gen. Xavier T. Brunson, Maj. Gen. William H. Taylor, and Command Sgt. Maj. Jack H. Love, who were more than keen to share their insights and experiences with leadership, an NCOs purpose and function in a senior commander’s staff, and core lessons they learned along their journey.

    “Some of the things that really stuck with me were the 15 Secrets of Leadership from Command Sgt. Maj. Love. I’m going to take those lessons back and give it to my junior leaders and senior leaders so we can get moving on the right direction,” said Sgt. 1st. Class Daltyn Phelps, battery operations NCO, 210th Field Artillery Brigade.

    “One of the 15 secrets to leadership was inspect what you expect, and that really struck a chord with me coming from the airborne community. A lot of things get overlooked, like hands in pockets, things not being buttoned down or not having the right tools on you. That really struck me because I feel like that’s one thing that we can improve on as senior NCOs.”

    Participants started and ended each training day with teambuilding focused events such as: PT sessions led by Marine Forces Korea, Special Operations Command Korea, and Combined Forces Command; dodgeball tournaments and traditional Korean field day events such as three legged races; and the ‘Culminator’, which saw platoons fight through a six-mile-long slog of ice and snow all the while tackling obstacles, and carrying supplies such as water cans and simulated casualties.

    “Being in this training is beneficial for me personally, because I have never really worked with different branches before,” said Chief Petty Officer Voss, logistics specialist, Command Navy Forces Korea. “I’m grateful for this opportunity to work with Army, Marines, Air Force, and also ROK forces, because we have exercises where we have to brainstorm and learn about how the other branches approach problems, and we come up with different solutions that we wouldn’t normally think of, and as a group we produce better products.”

    “We had many branches from Korea, the U.S., and even New Zealand working together,” said Master Sgt. Joo-Won Hong, Republic of Korea Air Force, 19th Fighter Wing. “There were a lot of opportunities for me to integrate with our Alliance partners and learn different ways to tackle the challenges.”

    Ultimately, Backbone University is about building strong, joint teams, reaffirming the strength of the ROK-U.S. Alliance, and preparing a stronger NCO Corps capable of dominating the battlefield.

    “You know, as you watch these NCOs come together, overcome all the barriers of communication, and draw upon lessons from the past to drive us into the future, the way they engage with the senior mentors who came to visit each day, the tough questions that they proposed, all of them really inspired me,” said Gaskin. “This easily fits the purpose of our core of NCOs and chief petty officers; we’re fighting and war winning. The grit these NCOs displayed this week tells me that our Alliance is strong, and our future is solid. We’re in capable hands with each one of these people who are leading our formations.”

  • MIL-OSI Security: 7th EAS kicks off Bamboo Eagle 25-1

    JOINT BASE LEWIS-MCCHORD, Wash.  –  

    Airmen from the 7th Expeditionary Airlift Squadron launched operations in support of Bamboo Eagle 25-1, Feb. 5, 2025. The exercise demonstrates the critical role of rapid global mobility in the deployment and sustainment of Joint Force and international partner operations.

    Bamboo Eagle 25-1 is a large-scale exercise testing participants’ capabilities to deploy quickly, establish operations, and maneuver the Joint Force and international partners in contested environments. Units across Air Mobility Command are participating alongside Air Combat Command to enhance interoperability, readiness, and global response capabilities.

    The 7th EAS contributes to the exercise by employing C-17 Globemaster III aircraft to deliver personnel, equipment, and supplies to forward-deployed locations. The squadron’s mission highlights the strategic role of airlift in enabling theater mobility at the speed of relevance.

    “The 7th EAS is building a team that can walk into the hardest places in the world, together, and solve problems that no one else can solve,” said Lt. Col. Matthew Weinberg, 7th EAS commander. “Bamboo Eagle 25-1 is the third of three exercises that we programmed to develop our Mission Generation Force Element across Air Force specialty codes, total force integrations, and joint lines. It also serves as the certification for the 7th EAS.”

    The exercise underscores the importance of mobility air forces in ensuring regional stability and security. AMC units participating in Bamboo Eagle 25-1 include the 7th Airlift Squadron from Joint Base Lewis-McChord, Washington; the 41st AS from Dyess Air Force Base, Texas; and the 515th Air Mobility Operations Wing from Joint Base Pearl Harbor-Hickam, Hawaii, among others.

    “Bamboo Eagle 25-1 reinforces the ability of our Airmen to generate combat power when and where it’s needed most,” said Col. Sergio Anaya, 62d Airlift Wing commander. “The 7th EAS plays a pivotal role in showcasing how we ensure mobility dominance in the Indo-Pacific theater.”

    Bamboo Eagle 25-1 is part of a series of exercises designed to refine operational concepts and maintain a combat-ready force. Through realistic training scenarios, mobility Airmen remain prepared to project power, deter aggression, and support global operations alongside allied and partner nations.

  • MIL-OSI China: Chinese space firm showcases mobile-to-satellite communication tech

    Chinese space firm GalaxySpace successfully demonstrated mobile-to-satellite communication technology based on the country’s first low-Earth orbit broadband communication test constellation at a commercial space conference held in Beijing on Wednesday.
    At 10:28 a.m., a satellite from the constellation passed over the conference venue in the Beijing Economic-Technological Development Area. On-site staff used their mobile phones to connect to the satellite via a terminal device installed on the rooftop. Through a gateway station in Beijing, they established a connection with personnel in Beijing and Thailand.
    During the video call with the Thai team, Liu Chang, co-founder and vice president of GalaxySpace, noted that the company signed a Memorandum of Understanding (MoU) with True Corporation, a major Thai telecommunications operator on Monday.
    Under the MoU, the two parties will collaborate in areas such as low-orbit satellite communication technology, integrated space-ground network solutions and direct satellite-to-mobile communication technology.
    “Low-orbit satellite internet represents a significant leap forward in global communications, poised to drive transformative changes in socio-economic development both in Thailand and worldwide,” said Manat Manavutiveth, CEO of True Corporation. “We are thrilled that this collaboration will bring cutting-edge innovative technologies to Thai consumers.”
    Established in 2018, GalaxySpace is a leading satellite internet solution provider and satellite manufacturer in China. It was also crowned as the first unicorn company in commercial aerospace in the country.

  • MIL-OSI China: Taiwan authorities lack sincerity in restoring cross-Strait tourism: Mainland spokesperson

    A Chinese mainland spokesperson on Wednesday criticized Taiwan’s Democratic Progressive Party (DPP) authorities for using procedural excuses to delay the restoration of cross-Strait tourism.
    The DPP authorities have stood as the main obstacle to resuming cross-Strait tourism, not the lack of communication between tourism organizations, said Zhu Fenglian, spokesperson for the State Council Taiwan Affairs Office, at a press conference.
    Tourism operators in Fujian Province and Shanghai Municipality had submitted applications to visit the island, hoping to do market research for the resumption of Taiwan tours for Fujian and Shanghai residents.
    The DPP authorities claimed that affairs related to Taiwan-bound mainland tourism, including the tours in question, should be discussed first between the Taiwan Strait Tourism Association and the mainland-based Association for Tourism Exchange Across the Taiwan Straits.
    Zhu said the mainland does not oppose the two aforementioned organizations discussing arrangements for cross-Strait tourism after its resumption.
    “If Taiwan claims it is ready to welcome mainland tourists, it should allow tourism inspection groups to visit immediately rather than making excuses to stall,” Zhu said.
    The DPP lacks sincerity in restoring cross-Strait tourism and focuses more on political maneuvering than facilitating travel for mainland visitors, Zhu said.
    Additionally, Zhu condemned the DPP authorities’ refusal to grant entry permits to Shanghai delegations invited to participate in the 2025 Taipei Lantern Festival, calling it an act of political obstruction that damages cross-Strait cultural exchanges.
    She urged the DPP authorities to remove restrictions on cross-Strait exchanges and take practical steps to allow mainland tourists to visit.

  • MIL-OSI China: New fish species discovered in South China Sea

    A Chinese research team has discovered a new fish species, named Mononoke tilefish (Branchiostegus sanae), in South China Sea.
    The findings were published Wednesday in the international taxonomic journal Zookeys.
    Researchers from the Chinese Academy of Sciences’ South China Sea Institute of Oceanology, Zhejiang University, and Ocean University of China identified the new species in the continental slope area between Hainan Island and Xisha Qundao at a depth of about 200 meters.
    Huang Haochen, first author of the study, said that the new species, like other deepwater tilefish, is an economically significant species. Despite their culinary value, limited scientific research has been conducted on these deep-dwelling fish.
    Known locally as “ghost horsehead fish” due to its distinctive head shape, this new species has long been recognized by fishermen along the South China Sea coast. Researchers collected specimens in 2023, enabling detailed study.
    Mononoke tilefish exhibits significant morphological and genetic differences from other tilefish species. While all known specimens were collected between Hainan’s Lingshui Li Autonomous County and Xisha Qundao, the new species is believed to inhabit the northwestern slope regions of the South China Sea, according to Chen Jingxuan, second author of the study.
    With this discovery, the number of known tilefish species in Chinese waters has risen to six. The Mononoke tilefish, which can exceed 40 centimeters in length, represents a rare find of a medium-to-large fish species in recent years. Further research into its biology and evolutionary history is expected to contribute to the conservation of local biodiversity and sustainable fisheries.

  • MIL-OSI China: US military aircraft crashes into San Diego Bay

    A U.S. military aircraft crashed into the San Diego Bay on Wednesday, according to the San Diego Fire-Rescue.

    The U.S. military confirmed that only two pilots were on the plane that crashed into the water near Shelter Island. Both pilots have been rescued.

    The aircraft was an E/A-18 G Growler, a U.S. Navy spokesperson confirmed.

    The aircrew safely ejected, and they were taken out of the water, according to the spokesperson.

    The pilots were transferred to a U.S. Customs and Border Protection boat on the scene and later taken to the Hillcrest Medical Center at UC San Diego Health.

    Fire officials sent 60 personnel to the scene, including two fire trucks, a foam truck, five engines, a helicopter, two boats and a lifeguard river team.

    A Navy official said it is unclear if a distress signal was sent out prior to the crash. The pilots have not been identified.

    Ukrainian President Volodymyr Zelensky said on Wednesday that he discussed ways to bring peace to Ukraine in a phone conversation with U.S. President Donald Trump.

    “We long talked about opportunities to achieve peace, discussed our readiness to work together at the team level,” Zelensky said on social media platform X, formerly known as Twitter.

    The Ukrainian leader noted that Trump shared details of his conversation with Russian President Vladimir Putin.

    Zelensky also said he discussed Ukraine’s technological capabilities with Trump, including drones and other advanced industries, as well as the preparation of a new document on bilateral security, economic cooperation, and resource partnership.

    Zelensky added that he and Trump agreed to stay in contact and plan future meetings.

  • MIL-OSI China: Hamas says in talks with mediators to implement Gaza ceasefire

    Hamas said Wednesday that contacts are underway with mediators to finalize the implementation of the ceasefire agreement in Gaza.

    “Contacts are underway with mediating countries to complete the implementation of the ceasefire agreement,” Hamas spokesperson Hazem Qassem said in a press release.

    Earlier in the day, a delegation led by Hamas leader Khalil al-Hayya arrived in Cairo to discuss the ceasefire deal with Egyptian officials.

    “There are efforts by mediators to compel the Israeli occupation to implement the terms of the ceasefire agreement in Gaza,” Qassem said.

    The spokesman emphasized the need for Israel to adhere to the ceasefire agreement to ensure the release of prisoners and compliance with the agreed-upon humanitarian protocol.

    Qassem accused Israel of “evading the implementation of many provisions of the ceasefire agreement,” stressing that his movement would not accept “the language of American and Israeli threats.”

    An unnamed Egyptian source told Xinhua that “Hamas expressed to the Egyptian side its willingness to release a batch of Israeli detainees on Saturday as agreed but rejected demands from Trump and Netanyahu for a full release of all Israeli captives at once.”

    The ceasefire agreement, which took effect on Jan. 19, is at risk of collapsing as Hamas and Israel trade blame for violating the deal.

    On Monday, Hamas announced the postponement of the release of Israeli prisoners who were scheduled to be freed on Saturday, accusing Israel of failing to uphold the terms of the truce.

    In response, Israel has threatened to resume strikes on Gaza if the Israeli hostages are not released by Saturday.

    The Kremlin announced on Wednesday that Russian President Vladimir Putin held a phone conversation with U.S. President Donald Trump.

    “The Russian president has invited the U.S. president to visit Moscow,” Kremlin spokesman Dmitry Peskov said, adding that Putin expressed readiness to receive U.S. officials in Moscow.

    The two presidents discussed the situation in Ukraine and the peaceful settlement of the conflict, Peskov said, stressing that Trump embraced a quick ceasefire and peaceful settlement of the problem while Putin underlined the needs to eliminate the root causes of the Ukraine conflict.

    “During the talks, they also touched upon the issues of the Middle East, Iran’s nuclear program as well as Russia-U.S. relations in the economic domain,” Peskov said.

    He noted that Putin and Trump, during the talks, agreed to keep personal contacts, including arranging a meeting in the future.

    The Kremlin spokesman described the phone conversation as an “extensive and substantive dialogue,” which lasted nearly 90 minutes.

  • MIL-OSI China: China urges Philippines to withdraw US missile system

    China on Wednesday urged the Philippines to deliver on its promise to withdraw the U.S. Typhon missile system from its territory, warning that failing to do so would put its own security and national defense at the mercy of others, and would bring risks of geopolitical confrontation and an arms race to the region.

    Guo Jiakun, spokesperson for China’s foreign ministry, made the comments at a regular news briefing in response to a related question.

    The U.S. installed the Typhon missile system in the northern Philippines in April 2024 as part of joint U.S.-Philippines military drills. The Philippines promised that the deployment would be “temporary,” and that the system would be withdrawn following the conclusion of the military exercises.

    However, the Philippines has repeatedly reneged on its commitment and even plans to “procure” the system to increase its deterrence capabilities. It has also linked the South China Sea with the missile system in a move that is both “ridiculous and dangerous,” Guo said.

    He noted that Typhon is a strategic, offensive weapon with a range that covers most Southeast Asian nations, and said that the U.S. deployment in the Philippines seriously undermines regional peace and stability and harms the legitimate security interests of other countries.

    China will never sit idly by as its own security interests are jeopardized or threatened, and other countries in the region will not accept such a perverse move, Guo said.

    He urged the Philippines to make a strategic choice that genuinely serves the fundamental interests of the Philippines and its people.

    U.S. President Donald Trump said Wednesday that he and Russian President Vladimir Putin agreed during a phone conversation earlier in the day that Washington and Moscow will immediately engage in direct negotiations aimed at ending the Ukraine-Russia conflict.

    “I just had a lengthy and highly productive phone call with President Vladimir Putin of Russia,” Trump said, offering his version of the content of the call in a post on Truth Social.

    Trump said he and Putin agreed that “we want to stop the millions of deaths taking place in the War with Russia/Ukraine.”

    “We agreed to work together, very closely, including visiting each other’s Nations. We have also agreed to have our respective teams start negotiations immediately, and we will begin by calling President Zelenskyy, of Ukraine, to inform him of the conversation, something which I will be doing right now,” Trump said.

    He said he has asked U.S. Secretary of State Marco Rubio, Director of the Central Intelligence Agency John Ratcliffe, National Security Advisor Michael Waltz and Special Envoy to the Middle East Steve Witkoff to lead the U.S. team in the negotiations.

    Trump said he felt “strongly” that the negotiations between the United States and Russia “will be successful.”

    And they’re calling on responsible boaties to report other recreational sailors who land on Coromandel’s off-limits islands.

    DOC’s Coromandel Operations Manager Nick Kelly says the most recent incident occurred on Kawhitu/Stanley Island on Saturday 8 February, and was witnessed by two members of the public who alerted DOC.

    “Our informants saw two people – believed to be from a 660 Haines Hunter boat named Nirvana 2 – ashore on Kawhitu,” says Nick.

    “These people were spotted walking along a beach on the island at about 1.30 pm with two dogs.”

    Nick says Kawhitu is classified as Nature Reserve, under the Reserves Act 1977 – meaning no-one can enter without express permission.

    “To see people flagrantly disregard the rules – and in this case walk right past a sign telling them they shouldn’t be there – is very distressing”.

    “As well as being somewhere they shouldn’t have been, the two people who’ve landed on Kawhitu have risked undoing decades of conservation work protecting vulnerable species.

    “They’ve also risked the biosecurity of the island, which is protected through strict protocols we place on our own staff and any visitor authorised to carry out work on Kawhitu.”

    Nick encouraged the owner or skipper of the Nirvana 2 – or anyone who saw the people from the vessel go ashore – to contact DOC on 0800 DOC HOT (0800 362 468), and quote CLE-8615.

    Roughly 86 ha in size, Kawhitu is a haven for a number of protected and threatened species, including tieke/saddlebacks, flesh-footed shearwaters/toanui, and kakariki/red-crowned parakeet.

    Covering period of Thursday 13th – Sunday 16th February – MetService is forecasting a settled start to the weekend before showers move onto northeastern parts of the North Island.

    Generally dry and warm weather with sunny skies expected today (Thursday). One or two showers are possible about and north of Taupō in the North Island, and in the inland ranges for the South Island from this afternoon.

    Valentine’s Day weather could not be better if we ordered it; a high-pressure system over the country slowly moves east tomorrow, providing a warm and sunny Valentine’s Day for many across the country, however, for those in the east it will be a cloudier day as northeasterlies persist, providing for a more cozy and intimate day. An even more romantic evening for those in the west of the North Island as a few spots of rain are expected.

    Southern parts of the North Island continue to have beach and barbeque weather on Saturday but up north cloudy skies, risk of a shower and large easterly swells bring an end to the settled run of weather. South Islanders should still expect a great day for their outdoor activities with clear skies persisting.

    MetService meteorologist Oscar Shiviti says, “Although we are looking forward to settled weather starting the weekend, we do expect showers to push onto the North Island from the northeast through Sunday”. These showery conditions are not expected to reach the southern half of the North Island, and therefore no need to panic for those looking forward to the long distance running this weekend as “dry conditions are expected during Wellington’s “Round The Bays” this Sunday” Shiviti continued.

    Sunday brings passing showers for those in the west of the South Island, whereas warm days and clear skies persist elsewhere as that high finally makes its way out to the east.

    Places like Otago see temperatures reaching maximums in the high twenties and low thirties at times through the weekend, while the lower North Island has maximums reaching high twenties as well, however a warm weekend in store for all New Zealanders.

    However, for those looking for rain to wet the parched ground, early next week may hold something in store as a rain-bearing weather system looks to sweep across the country.

  • MIL-OSI Security: Venezuelan Men Charged with Bank Larceny Offenses

    Paducah, KY –A federal criminal complaint and arrest warrant were issued this week charging two Venezuelan men with conspiracy to commit bank larceny and attempted bank larceny.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Michael E. Stansbury of the FBI Louisville Field Office, Special Agent in Charge Rana Saoud of Homeland Security Investigations Nashville, and Police Chief Mike Canon of the Calvert City Police Department made the announcement.

    According to court records, on January 31, 2025, Jhoandiris Jimenez-Barrio, 26, and Yirvel Yonaiker Rios-Castro, 20, both citizens of Venezuela, attempted to steal money from an ATM located in Calvert City, Kentucky. That day the Calvert City Police Department responded to an ATM alarm and the men fled the scene in a vehicle traveling between 70 and 80 mph. The men struck another vehicle and fled the wreck on foot. The Calvert City Police Department apprehended the men near a service station in Calvert City. A search of their vehicle yielded a cordless drill, drill bits, latex gloves, a mask, and duct tape.

    Homeland Security Investigations verified that Jimenez-Barrio and Rios-Castro are Venezuelan and entered the United States illegally.

    Jimenez-Barrio and Rios-Castro are in state custody and will make initial appearances before a U.S. Magistrate Judge in the U.S. District Court for the Western District of Kentucky at a later date. If convicted on the charges in the complaint, the men face maximum potential penalties of 50 years in prison, a $500,000 fine, and three years of supervised release. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    The FBI, HSI, and Calvert City Police Department are investigating.

    Assistant U.S. Attorneys Seth Hancock and Raymond McGee, of the U.S. Attorney’s Paducah Branch Office, are prosecuting the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Corning sex offender pleads guilty to new child pornography charges

    ROCHESTER, N.Y.-U.S. Attorney Trini E. Ross announced today that Ryan M. Newman, 33, of Corning, NY, pleaded guilty to production of child pornography before U.S. District Judge Meredith A. Vacca. As a convicted sex offender at the time of his crimes, Newman faces an enhanced minimum penalty of 25 years in prison, of maximum penalty of 50 years, and a $250,000 fine.

    Assistant U.S. Attorney Kyle P. Rossi, who is handling the case, stated that Newman was convicted of child pornography crimes by New York State in 2012, sentenced to serve a local jail term and 10 years’ probation, and required to register as a Level 3 Sex Offender, which is someone considered to be at high risk of re-offending and a threat to public safety.

    In January 2021, the National Center for Missing and Exploited Children (NCMEC) received a report from Snapchat that a user had uploaded a video of child pornography. NCMEC sent the tip to the New York State Police, who executed a search warrant on Newman’s person and residence in 2022. The search determined that Newman uploaded the child pornography video to Snapchat and possessed other child pornography on his electronic devices. Newman remained out of custody following the 2022 search warrant by the State Police. In April 2024, the FBI Corning received a tip that pornography involving a child in the Corning area, was distributed to an undercover agent in Illinois. Subsequent investigation determined that Newman sexually abused the child and produced the child pornography. Newman was taken into custody by the FBI and Corning Police.

    Newman is also charged in Steuben County Court.

    The plea is the result of an investigation by the Federal Bureau of Investigation, Corning Office, under the direction of Special Agent-in-Charge Matthew Miraglia, and the Corning Police Department, under the direction of Chief Kenzie Spaulding.

    Sentencing is scheduled for  June 11, 2025, at 10:00 a.m. before Judge Vacca.

  • MIL-OSI Security: Former Navy Detective Sentenced to 15 Months for Using Unreasonable Force and Making a False Statement

    SAN DIEGO – Jonathan Christopher LaRoche, a former detective with Naval Base San Diego Criminal Investigations Division, was sentenced in federal court today to 15 months in prison in connection with his use of a carotid restraint on a handcuffed Navy sailor to the point of unconsciousness and later grabbing the man by the throat and pushing his head against a wall.

    LaRoche pleaded guilty in July 2024 to Deprivation of Rights Under Color of Law in connection with the November 2023 incident of excessive force. He also admitted that he intentionally concealed his prior record of excessive force at the El Cajon Police Department in order to be hired as a detective by the Navy.

    During the hearing, the Navy sailor – identified in court records only as G.D. – told the court that LaRoche had subjected him to “unimaginable pain, trauma, and brutality” and left him “feeling violated, discarded, and dehumanized.”

    Before imposing sentence, U.S. District Judge John A. Houston told LaRoche that he “got a pass after three [excessive force] incidents with a local law enforcement agency” and then “lied your way into this job and set yourself up to harm someone else.”  Judge Houston observed that the excessive force used by LaRoche against G.D. was “extraordinary conduct for someone with your law enforcement experience” and called it “disgusting, violent, and extremely disturbing.”

    The defendant was ordered to surrender to the Bureau of Prisons by April 21, 2025.

    “The victim in this case was handcuffed, defenseless, and posed no threat—yet a sworn officer chose to violate his rights through violence,” said U.S. Attorney Tara McGrath. “This office will hold accountable anyone who chooses to abuse their power at the expense of another’s rights.”

    “Mr. LaRoche betrayed his oath as a law enforcement officer when he used excessive force on a sailor who was handcuffed and defenseless,” said Special Agent in Charge Nicholas Carter of the NCIS Southwest Field Office. “NCIS remains committed to fully investigating criminal behavior that threatens the safety of our warfighters and their families.”

    As required by his plea agreement with the United States, LaRoche resigned from his position with the Criminal Investigations Division prior to the sentencing hearing. He is prohibited from seeking or applying for any position of employment with any law enforcement agency in the future.

    This case was prosecuted by Assistant U.S. Attorney Seth Askins in coordination with the Naval Criminal Investigative Service.

  • MIL-OSI Security: Prior sex offender pleads guilty to raping a 14-year-old and gun charge

    ROCHESTER, N.Y. – U.S. Attorney Trini E. Ross announced today that Kelvin Hunt, 48, of Rochester, NY, pleaded guilty before U.S. District Judge Charles J. Siragusa to production of child pornography, following a prior conviction, and possession of a firearm in furtherance of drug trafficking, which carry a mandatory minimum penalty of 25 years in prison and a maximum of life in prison.

    Assistant U.S. Attorney Nicholas M. Testani, who is handling the case, stated that in March 1995, Hunt was convicted in Monroe County Court of Sexual Abuse in the First Degree and sentenced to 2 to 6 years in prison. On February 2, 2024, he entered the home of a 14-year-old minor victim in Rochester, and forcibly raped her. Hunt then took the minor victim’s cell phone and took sexually explicit photos of her. After producing the pornographic images, Hunt forced the minor victim to another location, where he forcibly raped her again. On February 4, 2024, law enforcement located Hunt, took him into custody, and executed a search warrant on the hotel room he was staying in. Investigators seized a loaded semi-automatic handgun, and approximately 71 grams of heroin.

    The plea is the culmination of an investigation by the Rochester Police Department, under the direction of Chief David Smith, the Monroe County Sheriff’s Office, under the direction of Sheriff Todd Baxter, the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia, and the United States Marshals Service, under the direction of Marshal Charles Salina.

    Sentencing is scheduled for June 12, 2025, at 9:30 a.m. before Judge Siragusa.

  • MIL-OSI USA: Kennedy champions bill to repeal woke CFPB rule forcing banks to collect data on sex, ethnicity from small businesses

    WASHINGTON – Sen. John Kennedy (R-La.) today introduced a bill to repeal the Biden administration’s Consumer Financial Protection Bureau (CFPB) rule that would implement Section 1071 of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Section 1071 amends the Equal Credit Opportunity Act (ECOA) to require financial institutions to collect certain personal information on small businesses when they seek a loan.

    In 2023, Congress passed Kennedy’s joint resolution of disapproval under the Congressional Review Act to reverse the Biden administration’s rule, which requires banks to report to the CFPB on small business owners’ race, ethnicity and sex; and whether a business is minority-owned, women-owned or LGBT-owned. However, President Joe Biden vetoed the resolution, and the rule remains in effect.

    “President Biden’s woke CFPB put small business owners’ information at risk by requiring their personal details to be exposed online. My bill would repeal the last administration’s misguided regulation so that job creators’ private information isn’t public, and government doesn’t stand in the way of Main Street’s access to loans,” Kennedy said.

    Rep. Roger Williams (R-Texas) introduced the bill in the House of Representatives.

    Background:

    • On March 30, 2023, the CFPB promulgated the final rule implementing Section 1071 of the Dodd-Frank Act, which amends the ECOA. The rule was published in the Federal Register on May 31, 2023.
    • Section 1071 requires covered financial institutions to collect and report certain personal information on small business loan applicants and report that to the CFPB. The CFPB may then make certain parts of that information public, including data that could publicly identify the small business credit applicant.
    • In order to comply with the Biden CFPB rule, financial institutions would have to collect information about applicants, including the applicant’s census tract, North American Industry Classification System and years in business, among other personal information.
    • The rule applies to financial institutions that originated at least 100 small business loans in each of the two preceding calendar years.
    • Based on the number of credit transactions for small businesses, covered financial institutions must comply with the final rule beginning Oct. 1, 2024; April 1, 2025; or Jan. 1, 2026.
    • A small business is defined as a company with $5 million or less in revenue from the previous fiscal year. 
    • Among the many concerns about the CFPB’s collecting and storing such personal information is that the agency recently experienced a data breach including the personally identifiable information of 256,000 consumers and failed to properly inform them for two months.
    • The implementation of this rule may reduce the availability and accessibility of small business credit by increasing compliance costs of lenders.

  • MIL-Evening Report: ‘A house battery you can drive around’: how a handful of Australians are selling power from their cars back to the grid

    Our cars sit unused most of the time. If you have an electric vehicle, you might leave it charging at home or work after driving it. But there’s another step you could take. If you have a bidirectional charger, you can set it to sell power back to the grid when demand is high.

    Fewer than ten people across Australia actually do this, because the technology – known as Vehicle-to-Grid (V2G) – is very new. To date, it only works with a single car model (Nissan LEAF) and a single charger (Wallbox Quasar 1). We’ve estimated the number of users based on sales of this charger. The chargers are expensive and there’s a thicket of regulations to navigate.

    But that could soon change. Last year, Climate Change Minister Chris Bowen announced new Australian standards and communications protocols for bidirectional chargers in a bid to make it mainstream. Cheaper EVs and bidirectional chargers will make this more appealing.

    If it takes off, V2G could become extremely useful to the power grid as a way to release power as required and stabilise the grid against fluctuations.

    This week, Australia’s renewable energy agency released a V2G roadmap, which notes widespread uptake could “materially reduce electricity costs for consumers and accelerate national emissions reduction”.

    To understand why people are using the technology and the challenges to do so, we interviewed five early adopters from New South Wales and South Australia. Our findings are released today.

    Setting up V2G isn’t easy

    Our interviewees reported a long, complex journey to set up V2G. These early adopters had no playbook to follow, so the process was one of trial and error.

    Some relied on professional networks or social media groups to gather information. They spent significant time and energy finding electricians, installers and charger manufacturers to set up their systems. Strata approvals were required. They also had to negotiate with power retailers and distributors.

    Delays were common, especially when seeking approval from the energy distributor. Some interviewees reported delays of months to years.

    Most interviewees had experience in a technical field such as engineering or technology. Some reported a significant learning curve, while others using new software from their retailer reported a smoother “set and forget” process.

    So why do it? Our interviewees had several reasons, ranging from getting the most out of expensive assets (solar and the EV) to offsetting power bills entirely.

    Four out of five interviewees reported making a small profit of about A$1,000 annually instead of a bill. Many wanted to be able to reduce dependence on the grid and reduce their environmental impact.

    As one told us:

    you originally think of it as a car you can also use to power your house. [But actually] it’s a house battery you can drive around.

    Maximising savings

    Typically, our interviewees plugged their car in at home during the day to charge from their rooftop solar. In the evenings when power prices peaked, they used an app to sell power back to the grid. This maximised their cost savings for charging the car battery and their earnings from the grid.

    For instance, a V2G user was alerted by their energy retailer that power prices had spiked to over $20 per kilowatt hour – far above normal rates of 25–45 cents. They immediately set their car and home battery to sell power back to the grid. In two hours, they sold 28 kilowatt hours of power to the grid and made more than $560. As they told us: “I look forward to more such events.”

    Our interviewees often monitored energy prices, solar output and car battery levels to optimise their output. To avoid their EV battery getting too low, they set a lower limit – say 30% of charge – after which their car would stop exporting power.

    Is there a downside?

    One of the main reasons people are sceptical of V2G is due to concern about accelerated degradation of the battery.

    This is a common concern. But to date, there’s no consensus showing V2G shortens the battery life of EVs significantly. One recent study shows it increases degradation by 0.3% a year. But another showed V2G might actually extend battery life in some scenarios.

    Last year, we surveyed more than 1,300 members of a motoring organisation about their view of V2G technology. We found battery warranty was a bigger concern than battery life. This is because most EV manufacturers other than Nissan don’t mention V2G in their battery warranties, leading drivers to believe they might void their warranty by using V2G.

    Awareness of V2G technology is growing. The survey also found almost 40% of respondents were very or somewhat familiar with V2G, a jump from the 17% who reported familiarity in 2022. Among EV owners, almost 90% reported knowledge of the concept.

    Moving beyond early adopters

    For V2G to go mainstream, the process must be much simpler, cheaper and easier to set up.

    To accelerate uptake, reliable, accessible information is essential.

    Expanding government incentive programs to include bidirectional chargers would cut the upfront cost and make it more accessible.

    Even within the EV supply chain, knowledge of V2G is limited. Car dealerships will need to know which models work with V2G.

    Electricians may need specific training to install and maintain these chargers.

    EVs are falling in price as manufacturers vie for market share and cheaper options become available. V2G capabilities might help boost sales for competing car companies.

    As more motorists switch to EVs, interest in V2G will increase. While V2G can boost the appeal of EVs, there are others, such as Vehicle-to-Home (using your car to power your home during blackouts or to save money) and Vehicle-to-Load (using your EV to run power tools or appliances).

    Each of these can help consumers get more value from the vehicles parked in driveways and garages.

    REMARKS AS PREPARED

    Since President Trump Took Office, Migrant Encounters Are Down 87% at Southern Border

    In just his first weeks back in the Oval Office, President Trump has taken strong action to secure our border. Through executive actions alone, the President has restored the successful Remain-in-Mexico policy, restarted border wall construction, ended catch-and-release, sent troops to the southern border, conducted deportations, and done so much more to Make America Safe Again. Already, we’re seeing incredible results. 

    In operations across the country, Immigration and Customs Enforcement has arrested 11,000 criminal illegal aliens, including many violent offenders and gang members. Since Inauguration Day, meanwhile, migrant encounters at the southern border have reportedly dropped 87 percent. To be certain, forceful efforts to secure our border are urgently needed.

    For four years, former President Biden allowed more than 10 million illegal aliens to enter our country, including tens of thousands of convicted criminals and more than 1.7 million known “gotaways.” And for four years, Tennesseans and Americans across the country have suffered the tragic consequences, including rampant migrant crime.

    New Report Documents Widespread Migrant Crime in Tennessee Under Biden

    Recently, the Tennessee District Attorneys General Conference released a report documenting the widespread migrant crime in our state during the final months of the Biden administration. In many ways, the report confirms what we already know: During the Biden years, every town was a border town, and every state was a border state.

    In just the final three months of 2024, there were a staggering 2,719 reports of illegal aliens being charged or convicted of 3,854 offenses in the State of Tennessee. Among them, the most common offense was driving under the influence, at 654 arrests. Shockingly, these offenses accounted for more than 13 percent of all DUI arrests statewide.

    This problem is a big reason why, last year, my Republican colleagues and I introduced the Protect Our Communities From DUIs Act. This bill would automatically deport any illegal who is charged with driving under the influence.

    Over the same period—from October to December last year—illegal aliens committed hundreds of violent, heinous crimes: 154 instances of domestic assault, 80 of aggravated assault, 21 of child abuse, 9 of statutory rape, 8 of sexual exploitation of a minor, 7 of vehicular homicide, 4 of murder, 3 of rape of a child, and on and on. Disturbingly, these numbers are likely an undercount: Only 73 of Tennessee’s 95 counties reported data to the District Attorneys General Conference.

    Biden’s Open Border Enabled Thousands of Crimes by Illegal Aliens in Tennessee

    Under Biden, national data showed that illegal aliens were pouring in from countries all over the world—and the Tennessee migrant crime report also reflects this. Across all the offenders, there were 92 unique countries of origin, from Mexico and Guatemala to Jamaica and Romania.

    Here’s the bottom line: Because of Biden’s open border, thousands of crimes were committed by thousands of criminal illegal aliens in the State of Tennessee over just a three-month span. And this is just one state. We know this is happening in communities across the country.

    More than anything, the report underscores the importance of President Trump’s mass deportations, which are already underway. Thankfully, there are many ways for Congress to support these efforts. My CLEAR Act, for example, would ensure state and local law enforcement officials have the tools to help the federal government deport criminal illegal aliens.

    This is crucial—especially when far-left leaders like Chicago Mayor Brandon Johnson are refusing to turn over criminal illegal aliens to federal custody. Thankfully, Attorney General Bondi is suing these sanctuary cities for allowing criminal illegals—who have no right to be in our great nation—to harm Americans.

    Blackburn Bills Would Allow Deportation of Illegal Aliens Convicted of Sex Crimes and Ensure Border States Have More Authority to Secure Their Borders

    I’ve also introduced the Preventing Violence Against Women by Illegal Aliens Act, which would allow the deportation of illegal aliens convicted of sexual offenses or domestic violence. Any illegal alien who commits these heinous crimes should be removed from our country immediately.

    And my CONTAINER Act would ensure that border states such as Texas have the legal authority to place temporary barriers on federal land to help stop the flow of traffickers, drugs, and criminals at the southern border. With help from states securing the border, ICE can direct more resources to deporting criminal illegals who are already in our country.

    With thousands of criminal illegals residing in Tennessee and across the country, we should be using every resource at our disposal to remove them from our country. In many ways, these bills would help President Trump get the job done.

    SHANGHAI, Feb. 12 — Despite geopolitical tensions and rising trade protectionism, international businesses are deepening their commitments in China as 2025 unfolds, demonstrating the country’s appeal to those seeking to stay competitive globally.

    U.S. automaker Tesla’s Megafactory in Shanghai began producing energy storage batteries on Tuesday. Earlier this month, Toyota announced plans to establish a wholly owned electric vehicle plant in the eastern Chinese economic hub. In January, construction started on Siemens Healthineers’ new manufacturing and research facility in south China’s Shenzhen.

    The rationale behind these investments by global industry leaders is clear: China remains a vital market with significant growth potential.

    With its expanding middle class, China’s position as a global economic powerhouse makes its vast market hard to ignore. In 2024, the country’s gross domestic product (GDP) reached a record 134.91 trillion yuan (about 18.81 trillion U.S. dollars), marking a 5-percent year-on-year increase. As the world’s second-largest economy, China offers opportunities that are difficult to find elsewhere.

    China’s supply chain has become increasingly sophisticated and complete. Its highly competitive and advanced manufacturing ecosystem continues to attract high-value, technology-intensive investments.

    Additionally, China’s talent pool, particularly its abundance of engineers, bolsters multinational corporations’ confidence in establishing global research and development centers here. The country’s transformation into an innovation hub is particularly evident in industries such as electric vehicles and lithium-ion batteries. As China builds a modern industrial system, it accelerates efforts to develop new quality productive forces, creating fresh opportunities for global companies.

    China remains committed to opening up and fostering win-win cooperation. The nation’s market has become increasingly accessible, and a series of measures have been taken to encourage foreign investment. In recent years, China has made significant strides in promoting high-standard openness, including reducing the negative list for foreign investment, eliminating all restrictions on foreign investors in manufacturing, and expanding unilateral opening to the least-developed countries. The results of these efforts are reflected in the 9.9-percent increase in the number of newly established foreign-funded enterprises in China last year.

    According to the 2024 Kearney Foreign Direct Investment Confidence Index, which measures investor expectations for FDI over the next three years, China jumped from seventh to third place in global rankings, leading all emerging markets.
