  • MIL-OSI NGOs: Libya: Migrants face extreme violence and exclusion from healthcare

    In 2024, some 787,000 people who are migrants and refugees were present in Libya, according to the International Organization for Migration. While some of them come in search of work, others try from to reach Europe by crossing the Mediterranean Sea.

    In Libya, they live in precarious conditions and are subjected to a range of violence and abuse, both inside and outside the country’s detention centres. Abducted, subjected to extortion and trafficking practices, assaulted or sexually abused, their access to healthcare is severely hampered at a time when they desperately need it.

    “I fainted under the blows, and when I woke up, they were still beating me,” says Ahmed*, a young Sudanese boy arrested and thrown into prison while trying to travel to Tunisia. “I was disfigured, I had no teeth, and my friend Saud told me they had hit my head with a brick.”

    Taken care of by Médecins Sans Frontières (MSF) teams in Zuwara, a coastal town around 100 kilometers from the capital, Tripoli, Ahmed spent a month in hospital.

    “People living undocumented in Libya have no protection, either in law or from the country’s fragile institutions, which prevents them from accessing healthcare,” says Steve Purbrick, MSF’s head of programmes in Libya. “They are exposed to violence on a daily basis. We see people who have been trafficked, others who have been tortured, raped.”

    No protection and no access to healthcare

    Libya is the first country of departure for people attempting to cross the Mediterranean Sea to Italy. Like Ahmed, undocumented migrants and refugees arriving there are exposed to violence throughout their journey. On the spot, they live in places often overcrowded, dangerous and unhealthy – shared rooms, but also sometimes abandoned sheds or building sites where they are also at risk of contracting diseases.

    “Their state of health reflects both their living conditions and the extreme violence they face,” says Issam Abdullah, a doctor and the deputy medical manager for MSF in Libya. “Without protection and access to care, their injuries and traumas are rapidly worsening.”

    MSF teams provide medical support in the cities of Misrata, Tripoli and Zuwara for basic healthcare, sexual and reproductive health, mental health, diagnosis and treatment of tuberculosis, and sexual violence. The most serious medical cases requiring hospitalisation are referred to the capital. Ahmed’s jaw operation was financed by MSF and carried out in a Tripoli hospital as there was no alternative solution.

    In 2024, MSF teams carried out over 15,000 consultations. The majority of those receiving mental healthcare were suffering from post-traumatic stress disorders linked to the violence they had endured.

    “Your destiny can change at any moment in Libya, all it takes is one little thing and your life is turned upside down, you can die, you can end up in prison,” says Nelson, a man from Cameroon who has been under the care of an MSF psychologist since the sinking of the boat he had boarded with his wife and two children to reach Europe. His wife and children did not survive the shipwreck.

    “To go and see a doctor, for example, or to buy bread, you can take the wrong road and run into police. If it’s your lucky day, they don’t see you; if it’s not your lucky day, they arrest you,” says Nelson.

    Delayed care

    Faced with the risk of abduction and arrest by the police or militia, people are forced underground in isolated places where they are even more vulnerable. They seek medical care only as a last resort when their state of health has already seriously deteriorated.

    In 2024, MSF teams diagnosed and treated more than 250 people with tuberculosis. Sixteen died because they were not treated in time.

    “We receive people suffering from tuberculosis who seek treatment very late, which leads to high mortality and further spread of the disease,” say Dr Abdullah. “Our teams are also seeing the negative impact of interrupted treatment.”

    “When I had to leave, my health deteriorated rapidly as the days went by – I became incapable of doing anything, not cooking, not even getting dressed… I became completely dependent on my daughters,” she says.

    More evacuations from Libya

    “People on the move are an integral part of an economic model set up by militias, with the complicity of the European Union and its member states, with the aim of extorting money from them. They have to pay in exchange for their crossing, in exchange for their release and the continuation of their journey, but always with the risk of falling victim to criminal networks once again,” says Purbrick, MSF’s head of programmes.

    “This is why, in addition to providing access to healthcare in the country, we are also focusing our efforts on opening up safe and legal pathways to evacuate people from Libya, in particular via the humanitarian corridor that exists between Libya and Italy,” he says. “MSF participates in this corridor by identifying vulnerable people to be evacuated and taking charge of some of them in Italy. But these options need to be drastically increased.”

    Since 2021, this corridor has already enabled the evacuation of more than 700 people, around 60 of whom were patients of MSF in Libya. Fourteen people were subsequently cared for by MSF in Palermo, Sicily.

    In April 2023, the United Nations published a report concluding there were grounds to believe a wide array of crimes against humanity have been committed against migrants in Libya.

    Wolverhampton Music Service provided free tickets to secondary and special schools across the Black Country for 2 concerts at The University of Wolverhampton at The Halls.

    Students were able to learn about the development of orchestral music through the years, with performances of pieces by Charpentier, Beethoven, Mozart, Grieg, Tchaikovsky, Holst, Christopher Tin and John Williams, and there was also an excerpt from Wolverhampton composer Grace-Evangeline Mason’s The Imagined Forest. All participating schools also received a full concert programme and curriculum materials in advance to support the learning experience.

    Councillor Jacqui Coogan, the City of Wolverhampton Council’s Cabinet Member for Children, Young People and Education, said: “This was the second time that our Music Service has joined forces with Wolverhampton Symphony Orchestra and Wolverhampton Youth Orchestra to offer this fabulous opportunity to local pupils.”

  • MIL-OSI Russia: The Future Managers Tournament will be held at the State University of Management

    This weekend, February 15 and 16, the State University of Management will host the in-person stage of the Social Science Olympiad for schoolchildren, “Future Managers Tournament.”

    The Olympiad is held annually at several venues and includes two stages. The first is the qualifying (correspondence) stage, which was held from November 2024 to February 2025 using distance learning technologies.

    The venues for the second (face-to-face) stage will be: Moscow (SMU), Nalchik, Rostov-on-Don. The face-to-face round involves schoolchildren completing tasks that reveal their in-depth social science knowledge. Results of the correspondence round.

    The current academic year has seen a more than threefold increase in the number of participants in the correspondence round of the Olympiad. More than 700 children completed the tasks! Among the participants: 11th graders represented 32 regions of the Russian Federation, 10th graders – 23 regions, 9th graders – 15. In the face-to-face round, 177 participants are expected from Moscow and the region, other regions of Central Russia, the Urals and the Caucasus: from 11th graders – 62 participants, 10th graders – 76 schoolchildren, 9th graders – 39.

    The number of participants in the “Future Managers Tournament” has increased significantly compared to previous seasons, thanks to the active involvement of students from partner schools of the State University of Management.

    The winners and prize winners of the second round of the Olympiad “Tournament of Future Managers” will receive preferences when entering the State University of Management: 4 additional points to the Unified State Exam score. The awarding of the winners and prize winners will take place in April in the Scientific Library of the State University of Management.

    A mainland spokesperson on Wednesday condemned the recent U.S.-Japan joint declaration for its irresponsible remarks on Taiwan, calling it a blatant interference in China’s internal affairs.

    Zhu Fenglian, spokesperson for the State Council Taiwan Affairs Office, made the comments in response to a media query concerning the joint declaration reached between leaders of the United States and Japan after their recent meeting.

    Zhu urged the United States to abide by the one-China principle and three China-U.S. joint communiques and stop sending any wrong signal to “Taiwan independence” separatist elements.

    Noting that Japan is a country with historical responsibility regarding the Taiwan question, Zhu said Japan should learn from history, exercise caution in its words and actions, adhere to the four China-Japan political documents, and handle Taiwan-related issues prudently.

    She also warned the Democratic Progressive Party authorities in Taiwan that any attempt to rely on external forces to divide the country is doomed to fail.

    China firmly opposes any act of provocation by any country under the pretext of freedom of navigation, Foreign Ministry spokesperson Guo Jiakun said here on Wednesday.

    Guo made the remarks at a daily news briefing in response to the U.S. warships’ transit through the Taiwan Strait this week, saying that the Chinese People’s Liberation Army (PLA) Eastern Theater Command has issued a response.

    Guo stressed that Taiwan is an inalienable part of Chinese territory, and the Taiwan question is not about freedom of navigation but about China’s sovereignty and territorial integrity.

    “The Chinese side firmly opposes any attempt by any country to make provocations and threaten China’s sovereignty and security under the pretext of freedom of navigation,” Guo said.

  • MIL-OSI USA: Sols 4450-4451: Making the Most of a Monday

    Earth planning date: Monday, Feb. 10, 2025
    Last Saturday around 20:00 Pacific Standard Time I saw a 22-degree halo encircling our mostly-full Moon and Mars; an entire planet hanging in the sky between our Moon and the atmospheric phenomenon. As I took in the view I wondered what our rover was doing at that moment… turns out the Sun had just risen over Gale crater and Curiosity was still asleep, waiting for her alarm to go off in about 2.5 hours for another full day of science. 
    She wouldn’t start the weekend’s drive until Monday morning about 1:30, while I was still asleep waiting for my alarm to sound at 5:15. The drive’s data arrived on Earth about 5:30, and told us we drove until our time-of-day limit for driving — stopping about 36 meters (about 118 feet) away from Friday’s location. Unfortunately, our right-front wheel was shown to be perched on some tall rocks and we couldn’t quantify the drop risk if we unstowed the arm. We decided to play it safe and keep the arm stowed instead.
    Today’s two-sol plan would normally be in “nominal” sols — meaning we’d get a full day of science and a drive on the second sol — but due to some DSN downtime on Earth we moved our drive to the first sol, therefore switching to “restricted” sols a bit earlier than usual after our last soliday. Even though we couldn’t plan contact science, we’re making the most of our plan with almost 90 minutes of remote sensing. Mastcam will take an approximately 24-frame stereo mosaic of Wilkerson butte to the north, and ChemCam will shoot their laser at a rock in our workspace named “Carbon Canyon,” as well as three separate RMI mosaics! We’ll then attempt to drive until our time-of-day limit of about 15:00 local Gale time, hopefully getting us to a more stable spot on Wednesday for contact science. The second sol contains our usual dust-devil surveys with Navcam, atmospheric opacity measurements with Mastcam, and a blind LIBS on a piece of bedrock the rover chooses autonomously.

  • MIL-OSI USA: Fires Rage in Patagonia

    In February 2025, multiple fires raged along the eastern slopes of the Andes Mountains in Patagonia. The fires had burned about 30,000 hectares (115 square miles) of forest in south-central Argentina by February 11, forcing hundreds of people to evacuate their homes, according to news reports.

    The Magdalena Valley fire ignited in late January and had charred more than 15,000 hectares (58 square miles) of Lanín National Park as of February 10. The forested park, located in Argentina, shares a border with Villarrica National Park in Chile. Both parks share the two snowcapped dormant volcanoes pictured here: Lanín and Quetrupillán.

    The austral summer (December through February) is the dry season in Chile and Argentina when wildfires are more common. This year, strong winds and unusually high temperatures fueled the region’s blazes, which began in December 2024.
    Warm, dry wind from the west crossed the Andes and swept through Lanín National Park at speeds up to 45 kilometers (28 miles) per hour in early February. As the wind flowed down the lee side of the Andes, it compressed, increasing the air temperature and driving down humidity. A similar phenomenon occurs during the Chinook Winds, which flow down the east side of the Rocky Mountains.
    René Garreaud, an atmospheric scientist at the University of Chile, noted that westerly winds crossing the Andes were stronger than average from early January to early February.
    Central and northern Argentina were especially hot in January and early February 2025. Maximum temperatures hovered around 35-45 degrees Celsius (95-113 degrees Fahrenheit), which is 3-5°C above normal, according to Argentina’s national weather service. The weather service noted that these “extreme temperatures” were expected to persist in parts of the country until February 12.
    Two other fires burned south of the Magdalena Valley fire in Argentina on February 11. By that day, the Los Manzanos fire had scorched 10,000 hectares of the Nahuel Huapi National Park, according to officials, and the Confluencia fire had burned over 3,600 hectares near the town of El Bolsón.

    Media are invited to visit NASA’s Kennedy Space Center in Florida, to capture imagery of the agency’s Artemis II Orion spacecraft and twin SLS (Space Launch System) solid rocket boosters for the first crewed Artemis mission around the Moon. The event is targeted for Friday, March 7.
    Subject matter experts from NASA and industry partners will be available for interviews.

  • MIL-OSI USA: Space Shuttle Endeavour Takes Flight

    Blue mach diamonds from the main engine nozzles and bright exhaust from the solid rocket boosters mark the successful launch of space shuttle Endeavour 25 years ago on Feb. 11, 2000. The STS-99 mission crew – including astronauts from NASA, the National Space Development Agency of Japan (NASDA), and the European Space Agency (ESA) – were aboard the shuttle.
    This mission saw the deployment of the Shuttle Radar Topography Mission mast and the antenna turned to its operation position. After a successful checkout of the radar systems, mapping began less than 12 hours after launch. Crewmembers split into two shifts so they could work around the clock.
    Also aboard Endeavour was a student experiment called EarthKAM, which took 2,715 digital photos during the mission through an overhead flight-deck window. The NASA-sponsored program lets middle school students select photo targets and receive the images via the Internet.

  • MIL-OSI USA: NASA, SpaceX Invite Media to Watch Crew-10 Launch to Space Station

    Media accreditation is open for the launch of NASA’s 10th rotational mission of a SpaceX Falcon 9 rocket and Dragon spacecraft, carrying astronauts to the International Space Station for a science expedition. The agency’s SpaceX Crew-10 mission is targeting launch on Wednesday, March 12, from Launch Complex 39A at NASA’s Kennedy Space Center in Florida.
    The launch will carry NASA astronauts Anne McClain as commander and Nichole Ayers as pilot, along with JAXA (Japan Aerospace Exploration Agency) astronaut Takuya Onishi and Roscosmos cosmonaut Kirill Peskov as mission specialists. This is the first spaceflight for Ayers and Peskov, and the second mission to the orbiting laboratory for McClain and Onishi.
    Media accreditation deadlines for the Crew-10 launch as part of NASA’s Commercial Crew Program are as follows:

    Completed legislation will widen compensation service to all eligible victims of the Infected Blood Scandal.

    • New draft laws will be debated and approved by Parliament before becoming law in March

    Today the government will deliver on its commitment to complete its legislation underpinning the Infected Blood Compensation Scheme, which will widen the compensation service to all eligible victims of the Infected Blood Scandal.  

    This will ensure that parents, partners, children, siblings and some carers of those who contracted illnesses will also be able to apply for compensation, and take another important step towards justice. 

    Existing legislation underpinning the compensation scheme applied to people who contracted illnesses, as a result of the scandal, rather than those who were indirectly affected. 

    This first phase of legislation was established in August 2024, just weeks after the General Election. It gave the Infected Blood Compensation Authority the powers to pay compensation to both living and deceased victims who contracted illnesses. 

    The Government allocated £11.8 billion in the Autumn Budget to compensate victims of the Infected Blood Scandal, with these new laws setting out more detail on how funds will be administered.

    The draft laws will be debated and must be approved by both Houses of Parliament to then formally be established as laws, which the Government hopes will happen by the 31st March 2025.

    Once this happens, the Infected Blood Compensation Authority will have the required powers to pay compensation to all victims who are eligible under the Infected Blood Compensation Scheme.

    The Infected Blood Compensation Authority is an independent organisation set up by the Cabinet Office on recommendation from the Infected Blood Inquiry. It has already started to provide compensation to victims who contracted illnesses, with over £13.4 million paid by mid-January.

    This Government is determined to deliver justice for the victims of the Infected Blood Scandal and is going further than any other before.

Mr Miliband commended India’s ambitious initiatives in the renewable energy sector and shown a strong interest in gaining insights from India’s experience in implementing the Solar Rooftop Programme (PM – Surya Ghar Muft Bijli Yojna).

    The Ministers agreed on the importance of power market regulations in driving the energy transition and ensuring greater energy security and access. To support this, they announced the continuation of the Power Sector Reforms programme under the UK Partnering for Accelerating Climate Change (UKPACT). Additionally, a new taskforce has been proposed between the UK’s Office of Gas and Electricity Markets and India’s Central Electricity Regulatory Commission to support renewable energy integration and grid transformation in India.

  • MIL-OSI United Kingdom: Probation Service to cut crime by focusing on dangerous offenders

    Speaking at a probation office in London (12 February), Justice Secretary Shabana Mahmood set out her vision for the future of a Probation Service that protects the public, reduces reoffending and makes our streets safer as part of the Government’s plan for change.

    To support this work, the Justice Secretary announced that 1,300 new probation officers will be recruited by March 2026. These new hires are in addition to the 1,000 officers to be recruited by this March, previously announced by Shabana Mahmood when she took office in July last year.

    In her speech, the Justice Secretary argued that probation officers have been asked to do too much for too long. They have been burdened with high workloads and a one size fits all approach to managing offenders, regardless of the risk that they present to the public. This has meant officers have been unable to pay enough attention to those offenders who pose the greatest risk to society. This has led, in some cases, to missed warning signs where offenders have gone on to commit serious further offences, including murder.

    With all probation units inspected in 2024 marked as “inadequate” or “requires improvement”, changes will now be made to help staff refocus their efforts where they have the greatest impact – with the offenders who need the most attention.

    The Lord Chancellor and Justice Secretary, Shabana Mahmood said:

    The Probation Service must focus more time with offenders who are a danger to the public, and the prolific offenders whose repeat offending make life a misery for so many.

    That means for low-risk offenders, we need to change our approach too. We need to tackle the root causes of their reoffending, and end a one-size-fits-all approach that isn’t working.

    The first job of the state is to keep its people safe.  Today, as part of our Plan for Change, I have set out changes to the probation service to protect the public and make our streets safer.

    Greater time with higher risk offenders will be made possible by changing probation’s approach to the management of low risk offenders.  Probation staff will now intervene earlier with these offenders, to understand the support they require and refer them to the services that will tackle the root causes of their reoffending.

    These interventions are crucial as the latest data shows that the reoffending rate for those without stable accommodation is double those who are homeless, offenders employed six weeks after leaving prison had a reoffending rate around half of those out of work, and reoffending amongst those who complete drug treatment are 19 percentage points lower. This will help tackle a pressing issue the Criminal Justice System faces, with around 80 percent% of offenders now reoffenders.

    The Chief Inspector of Probation, Martin Jones said:

    The Probation Service does a vital job; however, our independent inspections highlight the serious challenges it faces- too few staff, with too little experience, managing too many cases to succeed.

    These plans, which rightly focus on increasing probation resources and prioritising the most serious cases, are a positive step towards increasing impact on reoffending and better protecting the public.

    To reduce the administrative burden resting on probation officers’ shoulders, the Justice Secretary will also introduce new technology including:

    • A digital tool that will put all the information a probation officer might need to know about an offender into one place.
    • Trialling a new system for risk assessing offenders, to make it more straightforward for probation officers to make robust decisions.
    • Exploring the potential of AI to be used to automatically record and transcribe supervision conversations by taking notes in real time, which will allow probation staff to focus on building relationships while removing the need to write up notes into a computer afterwards.

    In her speech, the Justice Secretary also exposed one of the inherited workload challenges faced by the probation service, which the Government will now address. Accredited Programmes are rehabilitative courses handed down by the courts to offenders to address the causes of their criminality.

    Over the three years to April 2024, the probation service did not deliver these courses to nearly 14,000 offenders before their sentence expired. To address this issue, the Probation Service must now put in place a process of prioritisation so they will be delivered to offenders at the greatest risk of reoffending or causing serious harm. For those who will now not complete an accredited programme, they remain under the supervision of a probation officer. All the other requirements they face will remain in place.

    The Charity Commission has opened a statutory inquiry into Total Healing World Outreach over concerns about financial decisions.

    Total Healing World Outreach was established to advance the Christian faith in the UK and overseas, and to prevent and relieve poverty.

    The Charity regulator for England and Wales began engaging with the charity in June 2023 as trustees had failed to supply the charity’s accounts and financial information on time every year since its registration, except for the year ending July 2023.

    The Charity Commission has now escalated its engagement to a statutory inquiry after a financial analysis uncovered so far unexplained payments made to several individuals and companies. The inquiry will examine the charity’s finances in more detail, including whether the loans taken out by the trustees were in the charity’s best interests.

    The investigation will also consider if trustees are complying with their legal duties in respect of the administration, governance and management of the charity, specifically looking at:

    • the charity’s financial management, including the extent of any related party transactions, unauthorised trustee personal benefit and the trustees’ compliance with their legal obligations to file the charity’s accounts and annual returns on time and to an appropriate standard
    • if the trustees are adequately managing the charity in accordance with its governing document and in accordance with their legal duties
    • the extent to which any failings or weaknesses identified in the administration of the charity are a result of misconduct and/or mismanagement by the trustees

    The Commission may extend the scope of either inquiry if additional regulatory issues emerge.

    It is the Commission’s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were.

         â€‹Following is a question by the Hon Elizabeth Quat and a reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (February 12):

    Question:

         Low-altitude economy (LAE), with its long industrial chain, extensive application scenarios and huge development potential, is a model for fostering new quality productive forces. In the 2024 Policy Address, the Chief Executive has announced the work direction for promoting the development of LAE, with a view to pressing ahead with the promotion of LAE as one of the growth engines of new quality productive forces. In this connection, will the Government inform this Council:

    (1) given that the Government accepted applications for the first batch of LAE Regulatory Sandbox pilot projects at the end of last year, of the progress of processing the applications and when successful applications will commence their projects; of the details of the second batch applications;

    (2) given that the aforesaid Policy Address proposes to explore with the Mainland the joint establishment of low-altitude cross-boundary air routes, immigration and customs clearance arrangements and supporting infrastructure, etc, of the details and progress of the relevant work plan; and

    (3) given that the Government has previously remarked in its reply to my question that various government departments have applied small unmanned aircraft in different scenarios, and have integrated such applications with artificial intelligence (AI) technologies to perform certain tasks, so as to enhance the efficiency of urban management and public services, yet there is no mention on whether it would explore the establishment of an “AI-integrated unmanned aircraft urban management system” for use by and sharing of data and information among different government departments, whether the Government will, by drawing on the experience of the relevant Mainland departments in sharing and collaboration, promote institutional innovation to reform urban management?

    Reply: 

    President,

         In the 2024 Policy Address, the Chief Executive announced the work direction for promoting the development of low-altitude economy (LAE), which includes designating specific application sites to implement pilot projects. We will adopt a “top-level planning” approach as the core, starting from the perspective of overall infrastructure planning. Leveraging Hong Kong’s unique advantages of “one country, two systems”, connection with both the Mainland and the world, as well as a diverse talent pool, we will harness Hong Kong’s strengths in the area of LAE to contribute to the nation’s development of new quality productive forces.

         In consultation with the Innovation, Technology and Industry Bureau and the Civil Aviation Department (CAD), the reply to the Hon Elizabeth Quat’s question is as follows:
         
    (1) The first batch of Regulatory Sandbox (Sandbox) pilot projects was open for application in November 2024, with the application period closing at the end of last year. The Working Group on Developing LAE (the Working Group) is reviewing the projects submitted by a total of 72 applicants. It is expected that the results will be announced in the first quarter of this year and the project work will commence thereafter. Subject to the implementation of the first batch of pilot projects, we will announce the application details of the second batch of Sandbox pilot projects in due course.

         At the same time, the Government is reviewing the existing civil aviation legislation and regulatory regimes, with the target to submit the first phase of legislative amendment proposals to the Legislative Council (LegCo) within the second quarter of this year. The proposal is to expand the regulatory scope of the existing Small Unmanned Aircraft Order (Cap. 448G) to cover unmanned aircraft weighing between 25 and 150 kilogrammes. We also plan to take this opportunity to simultaneously introduce provisions in the Air Navigation (Hong Kong) Order 1995 (Cap. 448C) to empower the Director-General of Civil Aviation to permit trial flights of Advanced Air Mobility (AAM) under specified conditions, provided that aviation safety requirements are met. I hope the legislative amendment proposals will be able to expedite the implementation of the Sandbox pilot projects in the future and, in particular, meet the expectation of the market, the industry and from Members of the LegCo during our previous discussions that Hong Kong should conduct trials of projects involving heavier loading and carriage of passengers. In the long term, we are studying the introduction of a new, dedicated legislation for various AAM weighing over 150 kg. These legislative amendment work will not only align with future technological and application developments, but will also lay a foundation for low-altitude passenger-carrying flying activities in the future and position Hong Kong to play a significant role in advancing LAE regulatory certification.
         
    (2) In addition to promoting local applications, the Government is actively exploring the feasibility of cross-boundary delivery of goods and carriage of passengers. At the same time, cross-boundary helicopter services can enhance the convenience and efficiency of travel between different cities in the Greater Bay Area (GBA), further integrating Hong Kong’s diverse economy with other cities in the region and giving full play to Hong Kong’s unique advantage as a hub for connecting with both the Mainland and the world. To this end, the Government is actively promoting interface with relevant Mainland authorities to discuss the joint development of low-altitude cross-boundary air routes, immigration and customs arrangements, and supporting infrastructure, etc.

         In November last year, led by the Deputy Financial Secretary, representatives from the Transport and Logistics Bureau, the Security Bureau, the CAD, the Immigration Department and the Hong Kong Customs visited Shenzhen to exchange views with the relevant authorities on cross-boundary flying activities. During the visit, the responsible lead units were identified, and both sides agreed to continue communication on the development of LAE. Looking ahead, the Working Group will maintain contact with the relevant authorities, with the aim to facilitate co-operation as soon as possible to create favourable conditions for establishing the GBA low-altitude cross-boundary corridor.
         
    (3) For LAE to take off, infrastructure is indispensable. Currently, a number of government departments are already utilising drone and artificial intelligence (AI) technologies in various application scenarios to enhance services. Relevant departments are also leveraging various types of data from the Common Spatial Data Infrastructure and Open Data Portal (such as maps, aerial photographs, three-dimensional geospatial data, traffic data, and weather data) to facilitate innovative applications of unmanned aircraft and the open up and sharing of related city data. Additionally, the Digital Policy Office has launched several central platform services to further support various policy bureaux and departments (B/Ds) in making good use of digital technology to optimise public services and city management. The Hon Elizabeth Quat, with the rapid technological advancement, the Government will consider the needs of different departments for innovation of public services and city management, as well as draw on domestic and international experiences to build a low-altitude smart network and explore various digital solutions that promote data interoperability, sharing and analytical applications.

         At the same time, among the Sandbox pilot projects applications we have received, there are various urban management application projects, some of which include proposals combining technologies such as AI analysis, automatic identification systems, algorithms, and high-precision positioning. We will actively take forward the first batch of Sandbox pilot projects with an aim to drive the local technology industry towards greater professionalism and standardisation, enabling LAE to “fly steadily and far,” while positioning Hong Kong as an incubation hub for LAE innovative industries.
         
         Additionally, the Government is conducting technical research on low-altitude infrastructure, including the feasibility of low-altitude surveillance and management systems, low-altitude data sharing, and the application of Geographic Information System technology and three-dimensional geospatial data. We will continue to actively take forward these issues under the leadership of the Working Group.
         
         To conclude, President, the Government will continue to promote the development of LAE in Hong Kong through various measures, including the implementation of Sandbox pilot projects, strengthening cross-boundary co-operation, and enhancing infrastructure and technical support. These efforts aim to establish an innovative, efficient, and secure LAE ecosystem for Hong Kong.

         Police are investigating a murder and suicide case in Yuen Long happened yesterday (February 11) in which three men died.      At 8.12pm yesterday, Police received a report that two men were found lying unconsciously at a village house in Chun Hing New Village.      Police officers sped to the scene and located a 93-year-old man and his 69-year-old son sustaining multiple injuries. The two men were certified dead at scene.      At 8.17pm on the same night, Police received another report that a man was found lying unconsciously outside Yuet Ping House, Long Ping Estate. The 19-year-old man was suspected to have fallen from height and was certified dead at scene.      A 21 centimeters long fruit knife and a pair of 22 centimeters long scissors in suspected connection with the case were seized inside the village house.      Post-mortem examinations will be conducted later to ascertain the cause of death of the deceased.      Active investigation by the District Crime Squad 2 of Yuen Long District is under way. Police appeal to anyone who has information related to the case to contact the investigating officers on 3661 4643.

         Hong Kong Customs yesterday (February 11) seized about 2 kilograms of suspected cocaine and about 400 grams of suspected crack cocaine, with a total estimated market value of about $2.1 million, in Sham Tseng. A 31-year-old man suspected to be connected with the case was arrested.      During an anti-narcotics operation conducted in Sham Tseng yesterday night, Customs officers intercepted a suspicious man and seized about 400g of suspected crack cocaine inside a plastic bag carried by him. The man was subsequently arrested. Customs officers later escorted him to a residential premises nearby for a search and further seized about 2kg of suspected cocaine and a batch of suspected drug packaging paraphernalia.      The arrestee has been charged with two counts of trafficking in a dangerous drug and will appear at the West Kowloon Magistrates’ Courts tomorrow (February 13).     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.     Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

    The following is issued on behalf of the Hong Kong Monetary Authority:     The Hong Kong Monetary Authority (HKMA) announces that a tender of 2-year Exchange Fund Notes will be held on February 21, 2025 (Friday), for settlement on February 24, 2025 (Monday), as set out in the published tentative issuance schedule. This is to roll over an issue of 2-year Exchange Fund Notes maturing on the same day.            A total of HK$1,200 million 2-year Notes will be on offer, of which HK$5 million will be made available for offer to members of the public who wish to submit non-competitive tender bids through Hong Kong Securities Clearing Company Limited (HKSCC). If the Notes reserved for non-competitive tender are under-subscribed, the non-subscribed amount will be added to the portion of notes for competitive tender (initially set at HK$1,195 million). The Notes will mature on February 24, 2027, and will carry interest at the rate of 3.34 per cent per annum payable semi-annually in arrears.           Members of the public who wish to submit non-competitive tender applications for Notes that are open to HKSCC may do so through Stock Exchange Participants/Brokers, or for those who hold Investor Accounts of the Central Clearing and Settlement System (CCASS) at the HKSCC, directly through HKSCC, for submission to the HKMA for processing. Competitive tender applications for the Notes must be submitted through any of the Eligible Market Makers appointed by the HKMA, with the current published list available on the HKMA’s website at www.hkma.gov.hk.          Following is a question by the Hon Chan Hak-kan and a reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (February 12):Question:     Regarding the Action Plan on Green Maritime Fuel Bunkering (the Action Plan) promulgated by the Government last year, will the Government inform this Council:(1) given that the Action Plan proposes to “adopt a multi-fuel strategy”, but it is learnt that at present, there are many types of green maritime fuels in the market, and most of them are at an early stage of development, while investments in the diversified development of fuels will not only increase the operational burden on investors, but also reduce the cost-effectiveness of such investments, whether the authorities will expeditiously specify the “designated fuels” and set relevant standards, carbon reduction targets, timetables, etc, so that investors can concentrate their resources and carry out long-term development planning;(2) as it is learnt that at present, the Mainland is already one of the major producers of maritime fuels such as bio-diesel and green methanol, and the related technologies have become relatively mature, how the authorities will, through administrative measures, support Hong Kong enterprises in fully grasping the advantage of enjoying the strong support of the motherland to build Hong Kong into a maritime fuel bunkering centre; and(3) given that the Action Plan proposes to set up a Green Maritime Fuel Bunkering Incentive Scheme within this year to encourage pioneer companies to develop green maritime fuel bunkering business in Hong Kong, when the authorities will announce the details of the Scheme?Reply: President,     The maritime industry accounts for about three per cent of the world’s carbon emissions. In order to reduce maritime operations’ negative impact on the environment, the International Maritime Organization (IMO) has set out a target of achieving net-zero carbon emissions from international shipping by or around 2050. There are many ways to reduce emissions, including adoption of energy saving technologies, switching to more energy-efficient vessels, usage of smart maritime technologies, among which the use of green maritime fuels is by far the most effective. Therefore, the industry has started to switch to using low or even zero-carbon green maritime fuels. Hong Kong must enhance its green maritime fuel bunkering capabilities to respond to market needs, so as to give full play to our advantage of our excellent geographical location and our position as a major bunkering port in South China, consolidate Hong Kong’s position as an international maritime centre, and maintain the competitiveness of our port.     The Government promulgated the Action Plan on Green Maritime Fuel Bunkering (Action Plan) in November last year, setting out clear targets with five strategies and 10 action measures with an aim to develop Hong Kong into a green maritime fuel bunkering centre. The Government has received strong support from the industry and maintained positive communication with Legislative Council members since the promulgation of the Action Plan. Various domestic and international players from different parts of the green maritime fuel bunkering supply chain have also expressed their interest in developing relevant businesses in Hong Kong.     Regarding the Hon Chan Hak-kan’s questions, the reply is as follows: (1) Currently, a number of green maritime fuels, including biodiesel, liquefied natural gas (LNG), green methanol, green ammonia and hydrogen are being used or tested by the industry, but not a single type of green maritime fuel is being particularly favoured. According to publicly available information on new vessels on order, by 2030 we expect that there will be over 1 000 vessels capable of being powered by LNG and nearly 400 methanol ones by 2030, as well as a number of hydrogen and green ammonia vessels in the world. Meanwhile, as most of the vessels that can use green maritime fuels will likely have dual-fuel engines, these vessels as well as the other traditional ones not yet due for replacement will likely adopt biodiesel, which is cheaper than other green maritime fuels currently, to reduce emission in the short term.     Taking into consideration the current trend in the maritime industry to retrofit or build new vessels powered by different green maritime fuels, the aforementioned figures, the high investment involved in ordering or retrofitting vessels, and that new vessels can generally operate for around more than 20 years after delivery, we expect diversified development in the green maritime fuel bunkering market in the coming decades. On one hand, Hong Kong will adopt a “multi-fuel” strategy like major ports such as Singapore, Rotterdam and Shanghai. But on the other hand, as mentioned in Hon Chan Hak-kan’s questions, we aim to provide a clear orientation on fuel options to the industry and the society, including making biodiesel bunkering immediately available, developing LNG and green methanol bunkering in the short- and medium-term respectively, and considering the development of the bunkering of hydrogen and green ammonia in the long run.     Following the aforementioned orientation and development directions, there are several actions we are about to implement, including:  

    in terms of LNG, we issued the Code of Practice (CoP) on LNG bunkering in January and the trade will soon conduct the first ship-to-ship LNG bunkering in Hong Kong waters this week;
    on green methanol, we will within this year invite the industry to submit expressions of interest in relation to developing green methanol storage facilities on a site in Tsing Yi South, and complete the CoP on green methanol bunkering; and
    as for hydrogen and green ammonia, we will simultaneously commence a feasibility study on the future bunkering of these fuels within this year, with a view to setting out a clear development direction.

         As regards standards on green maritime fuels, the IMO expects to finalise a number of mid-term measures within this year, which are expected to enter into force around 2027 and among which the “Green House Gas (GHG) fuel standard” will require the phased reduction of the GHG intensity of maritime fuels. As an Associate Member of IMO, Hong Kong will respond and follow the requirements in this regard.(2) Establishing a stable green maritime fuel supply chain is one of the action measures set out in the Action Plan. Given Hong Kong’s proximity to the Mainland, which is a major producer of a number of green fuels, we expect that most of Hong Kong’s green maritime fuels will be imported from the Mainland. In fact, currently some Hong Kong companies have already set up production facilities in different provinces and cities in the Mainland, including Inner Mongolia and Foshan, to produce green maritime fuels, while some Hong Kong and Mainland producers have expressed interest in providing such fuels to Hong Kong. Such stable green maritime fuel supply chain can also allow Hong Kong to take advantage of its robust and resilient financial system, good business environment, and regulatory regime in line with international standards, to develop into an international green maritime fuel trading centre.     At present, the Government will actively foster the conclusion of green maritime fuel offtake agreements by shipping companies interested in bunkering such fuels in Hong Kong. The Marine Department has set up a dedicated team to provide one-stop services for relevant companies, so as to help build a systematic and organic supply chain in Hong Kong. (3) As for the Green Maritime Fuel Bunkering Incentive Scheme, it aims to encourage pioneer enterprises to start green maritime fuel bunkering businesses in Hong Kong. At present, we are formulating the details of the scheme, and expect to establish the scheme in 2025 and will announce it in due course.     Thank you, President.

    The 5th Meeting of the National Traders’ Welfare Board (NTWB) was held on 11th February 2025, at Vanijya Bhawan, New Delhi, under the chairmanship of Shri Sunil J. Singhi, Chairman NTWB.

    During the meeting, Shri Sunil J. Singhi, Chairman of the NTWB, highlighted about the major initiatives taken by the Central Government in the Union Budget 2025-26 to fulfil the objectives of the board and for the welfare of small traders/MSMEs. He also informed that the representations received from the members and trade associations have been brought to the attention of the concerned Ministries/Departments for necessary action. Suggestions and inputs were solicited from the members to improve awareness and the reach of welfare schemes related to retail trade. Major suggestions and representations received from the board members were discussed, focusing on key action points.

    The meeting was attended by the non-official members nominated by the Central Government, representing Trade Associations and States/UTs, as well as the ex-officio members representing nine Ministries/Departments of the Government of India.

         President Xi Jinping delivered an important speech at the National Conference on Education last September, following which the 2024-2035 master plan on building China into a leading country in education (master plan) was issued, setting out a roadmap for the national education development in the next 10 years. The Hong Kong Special Administrative Region (HKSAR) Government today (February 12) held a seminar on the master plan at the Central Government Offices. Vice Minister of Education Mr Wu Yan was invited to deliver a keynote speech to enable different sectors to obtain a deeper understanding of the significance of the master plan. The Chief Secretary for Administration, Mr Chan Kwok-ki, and the Secretary for Education, Dr Choi Yuk-lin, delivered the opening and closing addresses respectively.
          
         The master plan is the first national action plan themed on building a leading country in education with the key mission to support the country’s modernisation in all aspects. It clearly proposed to establish a mechanism for co-ordinating and promoting the integration of education, technology and talent by leveraging the support of education to technology and talent. The master plan also set out the close collaboration with the development of the innovation and technology hub in the Guangdong-Hong Kong-Macao Greater Bay Area and the building of a high-calibre talent hub and platforms for talent attraction and retention, thereby enhancing the overall effectiveness of the innovation system.
          
         Speaking at the seminar, Mr Chan said that the Resolution of the Communist Party of China (CPC) Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization adopted in the Third Plenary Session of the 20th Central Committee of the CPC suggested that Hong Kong be built into an international hub for high-calibre talent. The HKSAR Government has been proactively creating favourable room for development for talent from different backgrounds, and fostering synergistic development of nurturing talent, gathering talent and science and technology, to enable talent to make Hong Kong their home and give full play to their strengths for contribution to the high-quality development of Hong Kong and the country.
          
         He pointed out that the HKSAR Government established the Committee on Education, Technology and Talents with him as the Chairman at the end of last year to enhance the systemic, holistic and synergistic nature of policies, which target the manpower demand of Hong Kong’s strategic positioning of “eight centres”. It aims to promote integrated development of education, technology and talent from the top and fully implement the work of invigorating the country through science and education.
          
         Speaking at the seminar, Dr Choi said that with the rapid development of education in the country in the coming 10 years, Hong Kong’s education will also thrive. The Education Bureau (EDB) will keep its principles and be innovative to tie in with the national strategy of invigorating the country through science and education, and grasp the development opportunities offered by the country’s initiatives such as the Belt and Road and the Greater Bay Area to push forward with Hong Kong’s education development.
          
         She stressed that the EDB will deepen Hong Kong’s role as an international post-secondary education hub, pooling together talent with a view to consolidating and developing Hong Kong’s education strengths. Apart from boosting the comprehensive strengths of tertiary education and forging new development competitive edges with digital education, the EDB will also create multiple pathways for young generations, further enhance students’ whole-person development, and raise teachers’ professional qualities and capabilities to achieve the goal of cultivating values and nurturing people.
          
         A number of participants also shared their views at the seminar.
          
         The seminar today was attended by around 400 participants, including representatives from the Ministry of Education, the Hong Kong and Macao Work Office of the CPC Central Committee, and the Hong Kong and Macao Affairs Office of the State Council; Hong Kong deputies to the National People’s Congress; Hong Kong Standing Committee members of the Chinese People’s Political Consultative Conference; members of the Legislative Council Panel on Education; the EDB directorate; representatives from the councils of universities and post-secondary institutions; representatives from school councils and principals’ associations in relation to kindergartens, primary schools and secondary schools, and representatives from relevant education organisations and advisory and statutory bodies.

    Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area to promote Hong Kong and GBA development opportunities in Bangkok, Thailand

         The Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, Ms Maisie Chan, will begin her duty visit to Bangkok, Thailand, tomorrow (February 13) to promote Hong Kong and the development opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).      Tomorrow (February 13), Ms Chan will attend a business luncheon, “Unlocking New Horizons: Hong Kong and the Greater Bay Area as a Hub for Global Business and Finance”, organised by the Hong Kong Economic and Trade Office in Bangkok. Ms Chan will deliver a keynote address to promote the strong impetus for growth and the development potential of the GBA. Under the “one country, two systems” principle, Hong Kong serves as the GBA’s international entry point that can help global enterprises tap into the vast business opportunities in the GBA. The Under Secretary for Financial Services and the Treasury, Mr Joseph Chan, will also be invited to speak at the luncheon.      During her stay in Bangkok, Ms Chan will call on the Chinese Embassy in the Kingdom of Thailand and meet with local business leaders, and representatives of financial institutions. She will also attend a dinner reception with the Thai Chamber of Commerce to promote the development opportunities of the GBA.      Ms Chan will conclude her visit and return to Hong Kong on February 14.
