  • MIL-OSI USA: 6 Things to Know About SPHEREx, NASA’s Newest Space Telescope

    Shaped like a megaphone, the upcoming mission will map the entire sky in infrared light to answer big questions about the universe.
    Expected to launch no earlier than Thursday, Feb. 27, from Vandenberg Space Force Base in California, NASA’s SPHEREx space observatory will provide astronomers with a big-picture view of the cosmos like none before. Short for Spectro-Photometer for the History of the Universe, Epoch of Reionization and Ices Explorer, SPHEREx will map the entire celestial sky in 102 infrared colors, illuminating the origins of our universe, galaxies within it, and life’s key ingredients in our own galaxy. Here are six things to know about the mission.
    1. The SPHEREx space telescope will shed light on a cosmic phenomenon called inflation.
    In the first billionth of a trillionth of a trillionth of a second after the big bang, the universe increased in size by a trillion-trillionfold. Called inflation, this nearly instantaneous event took place almost 14 billion years ago, and its effects can be found today in the large-scale distribution of matter in the universe. By mapping the distribution of more than 450 million galaxies, SPHEREx will help scientists improve our understanding of the physics behind this extreme cosmic event.

    2. The observatory will measure the collective glow from galaxies near and far.
    Scientists have tried to estimate the total light output from all galaxies throughout cosmic history by observing individual galaxies and extrapolating to the trillions of galaxies in the universe. The SPHEREx space telescope will take a different approach and measure the total glow from all galaxies, including galaxies too small, too diffuse, or too distant for other telescopes to easily detect. Combining the measurement of this overall glow with other telescopes’ studies of individual galaxies will give scientists a more complete picture of all the major sources of light in the universe.
    3. The mission will search the Milky Way galaxy for essential building blocks of life.
    Life as we know it wouldn’t exist without basic ingredients such as water and carbon dioxide. The SPHEREx observatory is designed to find these molecules frozen in interstellar clouds of gas and dust, where stars and planets form. The mission will pinpoint the location and abundance of these icy compounds in our galaxy, giving researchers a better sense of their availability in the raw materials for newly forming planets.

    4. It adds unique strengths to NASA’s fleet of space telescopes.
    Space telescopes like NASA’s Hubble and Webb have zoomed in on many corners of the universe to show us planets, stars, and galaxies in high resolution. But some questions — like how much light do all the galaxies in the universe collectively emit? — can be answered only by looking at the big picture. To that end, the SPHEREx observatory will provide maps that encompass the entire sky. Objects of scientific interest identified by SPHEREx can then be studied in more detail by targeted telescopes like Hubble and Webb.
    5. The SPHEREx observatory will make the most colorful all-sky map ever.
    The SPHEREx observatory “sees” infrared light. Undetectable to the human eye, this range of wavelengths is ideal for studying stars and galaxies. Using a technique called spectroscopy, the telescope can split the light into its component colors (individual wavelengths), like a prism creates a rainbow from sunlight, in order to measure the distance to cosmic objects and learn about their composition. With SPHEREx’s spectroscopic map in hand, scientists will be able to detect evidence of chemical compounds, like water ice, in our galaxy. They’ll not only measure the total amount of light emitted by galaxies in our universe, but also discern how bright that total glow was at different points in cosmic history. And they’ll chart the 3D locations of hundreds of millions of galaxies to study how inflation influenced the large-scale structure of the universe today.
    6. The spacecraft’s cone-shaped design helps it stay cold and see faint objects.
    The mission’s infrared telescope and detectors need to operate at around minus 350 degrees Fahrenheit (about minus 210 degrees Celsius). This is partly to prevent them from generating their own infrared glow, which might overwhelm the faint light from cosmic sources. To keep things cold while also simplifying the spacecraft’s design and operational needs, SPHEREx relies on an entirely passive cooling system — no electricity or coolants are used during normal operations. Key to making this feat possible are three cone-shaped photon shields that protect the telescope from the heat of Earth and the Sun, as well as a mirrored structure beneath the shields to direct heat from the instrument out into space. Those photon shields give the spacecraft its distinctive outline.

    SPHEREx is managed by NASA’s Jet Propulsion Laboratory for the agency’s Astrophysics Division within the Science Mission Directorate at NASA Headquarters in Washington. BAE Systems (formerly Ball Aerospace) built the telescope and the spacecraft bus. The science analysis of the SPHEREx data will be conducted by a team of scientists located at 10 institutions in the U.S., two in South Korea, and one in Taiwan. Data will be processed and archived at IPAC at Caltech, which manages JPL for NASA. The mission principal investigator is based at Caltech with a joint JPL appointment. The SPHEREx dataset will be publicly available at the NASA/IPAC Infrared Science Archive.

  • MIL-OSI USA: Meet the Space Ops Team: Lindsai Bland

    With more than 17 years of experience at NASA, Lindsai Bland has been an integral part of the agency, contributing to multiple Earth observing system missions at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. Now, Bland ensures the agency’s communications and navigation resources meet overall needs and requirements as the Mission Operations Interface Lead for NASA’s SCaN (Space Communications and Navigation) program. 

    The program, managed through the agency’s Space Operations Mission Directorate, is responsible for all of NASA’s space communications operations, including the Near Space Network and Deep Space Network, which have enabled the success of more than 100 NASA and non-NASA missions. Astronauts aboard the International Space Station, missions monitoring Earth’s weather and effects of climate change, and spacecraft exploring the Moon and beyond all depend on NASA’s Near Space and Deep Space Networks to provide robust communications services. As interface lead, Bland works with teams to guarantee that critical data is transmitted between spacecraft and desired control center.  
    “Working with the SCaN program gives me the opportunity to be a part of a variety of mission types with endless science objectives,” said Bland. “Joining this team has been a highlight of my career, and tackling new challenges has been incredibly rewarding.” 
    Looking ahead, Bland envisions that NASA will persevere in expanding the boundaries of space exploration, especially as the agency partners with international and U.S. industry in support of commercially owned and operated low Earth orbit destinations. 

    “I think NASA will continue to push the boundaries of the aerospace industry and physical science studies,” she says. “NASA will take risks in exploration, bringing along industries and businesses to help further our goals.”

  • MIL-OSI USA: Hubble Spots a Supernova

    The subject of this NASA/ESA Hubble Space Telescope image is a supernova-hosting galaxy located about 600 million light-years away in the constellation Gemini. Hubble captured this image roughly two months after a supernova named SN 2022aajn was discovered. The supernova is visible as a blue dot at the center of the image, brightening the hazy body of the galaxy.
    Other than the announcement of its discovery in November 2022, SN 2022aajn has never been the subject of published research. Why then would Hubble observe this supernova? SN 2022aajn is what’s known as a Type Ia supernova, which results from the explosion of the core of a dead star. Supernovae of this type help astronomers measure the distance to faraway galaxies. This is possible because Type Ia supernovae have the same intrinsic luminosity — no matter how bright they seem from Earth, they put out the same amount of light as other Type Ia supernovae. By comparing the observed brightness to the known intrinsic brightness, researchers can calculate the distance to the supernova and its host galaxy.
    This seemingly simple way of measuring distances is complicated by cosmic dust. The farther away a supernova is, the fainter and redder it will appear — but intergalactic dust can make a supernova appear fainter and redder as well. To understand this complication, researchers will use Hubble to survey a total of 100 Type Ia supernovae in seven wavelength bands from ultraviolet to near-infrared. This image combines data taken at four infrared wavelengths. Infrared light passes through dust more easily than visible or ultraviolet light. By comparing the brightness of the sampled supernovae across different wavelengths, researchers can disentangle the effects of dust and distance, helping to improve measurements of galaxies billions of light-years away.

    HONOLULU – Attorney General Anne Lopez, along with the attorneys general of California, Illinois, Connecticut, Delaware, Maryland, Massachusetts, Minnesota, New Jersey, New York, Rhode Island, Vermont and Washington, today issued a joint statement addressing President Trump’s recent executive orders purporting to dismantle diversity, equity and inclusion (DEI) and diversity, equity, inclusion and accessibility (DEIA) policies and programs—collectively referred to below as “DEIA”:

     

    “President Trump’s executive orders are unnecessary and disingenuous. These orders have nothing to do with combatting discrimination. The Trump administration has longstanding civil rights laws at its disposal to combat real discrimination, and we would be willing partners if it chose to pursue this path. Instead, the administration is targeting lawful policies and programs that are beneficial to all Americans. These policies and programs are not only consistent with state and federal anti-discrimination laws, they foster environments where everyone has an opportunity to succeed. That is the opposite of discrimination.    

     

    President Trump’s attack on diversity, equity, inclusion and accessibility initiatives undermines a simple and unassailable goal: to create fairer workplaces and opportunities for all to succeed. His baseless and offensive claims that these initiatives somehow contributed to the tragic plane crash this week are an insult to those who are grieving and the individuals serving in the military and air traffic control.

     

    As state attorneys general representing tens of millions of American workers, we strongly oppose the president’s attempts to weaponize decades-old policies, which have been supported by Democratic and Republican administrations alike, to combat historical inequities faced by underrepresented communities and the ongoing, insidious discrimination that still exists in our country. 

     

    DEIA initiatives do more than prevent discrimination – they promote respect, understanding and the celebration of diverse perspectives. This means ensuring that people of diverse races, backgrounds and beliefs are present and valued in workplace and educational settings, that everyone receives fair treatment and equal access to opportunities, and that individuals or groups feel welcomed and supported in those settings. Inclusive employment practices such as expanded parental leave and flexible work arrangements acknowledge employees’ diverse needs, family constructs and abilities.

     

    Contrary to President Trump’s assertions, the policies he seeks to end do not diminish the importance of individual merit, nor do they mean that employers are lowering their standards, hiring unqualified candidates, or engaging in race-and-sex-based preferences. DEIA initiatives simply ensure that there are fair opportunities for everyone, helping to maximize contributions from all employees and enabling businesses and organizations to succeed in their missions.

     

    As the chief law enforcement officers for our respective states, we are committed to enforcing federal and state civil rights laws to protect the rights of all our people against discriminatory practices. We condemn discrimination in any form, and we stand in strong opposition to the president’s recent orders and the misleading narrative he has pushed to justify them.”

    $6.3 MILLION RELEASED FOR TOURISM RECOVERY CAMPAIGN

    HONOLULU — Governor Josh Green, M.D., has released $6.3 million to the Department of Business, Economic Development and Tourism (DBEDT) to support a tourism recovery campaign to address the continued economic impacts from the August 2023 Maui wildfires and the expected downturn due to the January 2025 Southern California wildfires. Governor Green, at the request of DBEDT Director James Kunane Tokioka, has released a restriction from within the DBEDT budget.

    The campaign will be a continuation of the state’s Maui economic recovery efforts and with the current California wildfires, also manage the anticipated impacts to the state’s largest source market for visitors. Governor Green and DBEDT Director Tokioka met with members of the Hawai‘i Hotel Owners and Operators Roundtable and Hawai‘i Hotel Alliance for industry input.

    “I want to acknowledge the leadership of the Hawai‘i Hotel Owners and Operators Roundtable and Hawai‘i Hotel Alliance who discussed this idea with DBEDT Director Tokioka and I to provide resources to support the state’s tourism recovery,” said Governor Green.

    “We are all aware of the sustained effects of the Maui wildfires on our state’s tourism industry and the continued slump in West Maui hotel occupancies,” said DBEDT Director Tokioka. “As we also foresee that visitor arrivals will be impacted by the Los Angeles wildfires, the tourism recovery campaign is intended to drive the visitor traffic needed to sustain local businesses and support jobs. We look forward to working on the next steps with our industry partners.”

  • MIL-OSI Security: MS-13 Member Sentenced to Life in Prison for Murders in Virginia and Massachusetts

    ALEXANDRIA, Va. – A Salvadoran national and member of the Uniones Locos Salvatrucha (ULS) clique of the violent Mara Salvatrucha 13 (MS-13) gang was sentenced today to six concurrent life prison sentences and additional terms of years following his conviction on charges relating to his participation in the gang’s criminal enterprise, including six murders and additional murder conspiracies.

    According to court documents, on Aug. 25, 2018, Elmer De Jesus Alas Candray, aka German Alexander Ramirez Lopez, Buky, and Desquiciado, 27, met other MS-13 members in New Bedford, Massachusetts, to murder an associate of MS-13’s Directos Locos Salvatrucha clique, identified in court records as K.A.C. MS-13 leadership in El Salvador had approved the murder because they believed K.A.C. had betrayed MS-13. That evening, they met K.A.C. at the residence of an MS-13 member in New Bedford. After the group ate dinner together, they beat and strangled K.A.C. to death. The conspirators then dismembered K.A.C.’s body, placed his remains in trash bags, and buried the remains in a wooded area near New Bedford. Alas Candray and other conspirators were promoted in the MS-13 ranks for their participation in the murder.

    In June 2019, Alas Candray and others conspired to murder individuals who frequently gathered to drink in a wooded area in the clique’s perceived territory in Reston. On June 23, 2019, Alas Candray and other members and associates armed themselves with a 9mm firearm, a .45 caliber firearm, and two machetes and traveled to the Hunters Woods area of Reston. The group murdered an individual, identified as J.L.G.M., shooting him and slashing him with a machete.

    On Sept. 17, 2020, Alas Candray and others devised a plan to lure a young woman, identified as I.J.P.G., to Colts Neck Road in Reston under false pretenses and kill her because they believed she was associated with a rival gang and had disparaged MS-13 on social media. A co-conspirator exchanged messages with I.J.P.G. via Snapchat, pretending to be a member of MS-13’s rival gang. He and another co-conspirator later picked up I.J.P.G. and drove her to Colts Neck Road, where Alas Candray and another MS-13 member were waiting for them. The four co-conspirators killed I.J.P.G. by taking turns shooting her, primarily in the face.

    In March 2021, MS-13 members and associates conspired to murder an individual, identified as S.A.T.L., because they believed he was a member of a rival gang. On March 11, 2021, Alas Candray and other MS-13 members and associates, surveilled S.A.T.L. in Fairfax County and waited for an opportunity to murder him. Alas Candray and his co-conspirators went to an apartment complex on Winterthur Court in Reston where Alas Candray fatally shot S.A.T.L.

    On May 30, 2022, Alas Candray and co-conspirators travelled to the Lerner Springs at Reston Apartment Homes and joined others on a footpath behind the complex to patrol the clique’s perceived territory. Shortly thereafter, the conspirators encountered an individual, identified as R.A.P.S., on the footpath. Alas Candray and others murdered R.A.P.S. by kicking him and dropping a large rock on his head as he lay on the footpath.

    On June 18, 2022, Alas Candray and a co-conspirator picked up an individual, identified as F.R.A.R., from Reston and drove him to Seneca Regional Park in Fairfax County. Alas Candray, and his co-conspirators believed that F.R.A.R. had disrespected MS-13 and violated its rules. After arriving at a pre-selected location in the park, Alas Candray and several co-conspirators murdered F.R.A.R. by beating him with a baseball bat and stabbing him. They then dismembered F.R.A.R.’s body and buried F.R.A.R.’s remains in a clandestine grave.

    On Aug. 17, 2022, Alas Candray instructed a relative to relay a message to other ULS members and associates. Using coded language, Alas Candray instructed a co-conspirator to get rid of ammunition, warned ULS members and associates that law enforcement had pictures of them, and advised them to move. The relative relayed the message the following day.

    The jury convicted Alas Candray of conspiracy to participate in a racketeering enterprise, five counts of conspiracy to commit murder in aid of racketeering, five counts of murder in aid of racketeering, and three counts of use of a firearm during a crime of violence causing death.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia; Sean Ryan, Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division; and Kevin Davis, Fairfax County Chief of Police, made the announcement after sentencing by U.S. District Judge Michael S. Nachmanoff.

    Assistant U.S. AttorneysJohn Blanchard, Megan Braun, and Natasha Smalky prosecuted the case.

    This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     NEW YORK – Today, Verizon is pushing the boundaries of satellite and terrestrial telecommunications convergence. Satellites are no longer reserved for the extraordinary—they are woven into the everyday, and are being used to help connect and power customers’ lives.

    A lot has changed since 2014 when Verizon’s famous test man roamed the country asking “Can you hear me now?” Now he’s back, and reaching the limits of space with the help of American icon and astronaut Buzz Aldrin. They’re partnering to show how America’s largest network just got better.

    “Fifty-six years ago I was one of the select few that made it into Space and the first team to help America conquer the moon,” said Buzz Aldrin, General USAF, Doctor of Astronautics. “Back then, Space was the great unknown, and now we’ve never been closer to it. I can’t look up in the sky without seeing a satellite fly by. It’s remarkable to see how far the human race – and technology – has come.”

    Freedom to message anywhere with satellite-power. 

    Verizon engineers are relentlessly focused on providing the most reliable network experience for customers. Verizon’s network covers more than 99% of where people live, work and play, leaving very few places throughout the country where customers can’t connect. With the addition of satellite back-up to Verizon’s already robust network, Verizon is making the largest network even better.

    Satellites play a crucial role in making connectivity with Verizon even more reliable, enabling text messaging in the few areas where traditional terrestrial-based cellular networks might not reach. Here’s how:

    • Customers with select devices have access to satellite messaging features to enhance connectivity in areas without cellular coverage, allowing customers to send an emergency SOS message and provide their location.
    • Verizon is collaborating with Skylo to make satellite messaging features and location detection available for customers with select Android devices.
    • And recently, AST SpaceMobile and Verizon announced a strategic partnership with a commitment of $100 million from Verizon, to provide direct-to-cellular AST SpaceMobile service when needed for Verizon customers. The combination of Verizon’s highly reliable terrestrial mobile network, use of the multi-operator 850 Mhz band and AST’s commercial satellite array in low Earth orbit, is planned to enable cellular consumers to stay connected wherever they are, anywhere in the continental United States.

    This week, the Federal Communications Commission (FCC) has granted AST Special Temporary Authority (STA) authorizing beta service in the United States. This approval enables AST SpaceMobile’s first five commercial BlueBird satellites, operating in low Earth orbit today, to test satellite connections with Verizon smartphones supporting voice, full data and video applications, and other native cellular capabilities, without the need of any specialized software or device support or update.

    Satellites provide reliable service in emergency situations.

    Verizon utilizes nearly 300 satellite-based portable network assets to ensure connectivity where fiber cables are unavailable or compromised. These assets provide temporary network access for first responders and in areas with limited permanent infrastructure, or for linking cell sites to the broader network when fiber cables are compromised due to power outages or physical damage.

    Satellite connections speed up delivery of service to customers in remote areas.

    Verizon uses satellite connections as backhaul for cell sites in remote areas (like forests and mountain tops) where traditional wired connections like fiber are not yet available. Satellite connections can be set up quickly compared to laying fiber, particularly in areas with significant geographical or logistical barriers. This rapid deployment is a useful solution while fiber optics is being planned and deployed. This allows cell sites to be operational and provide service while waiting for the installation of a more robust and high-capacity connection.

    CHARLOTTE, NC – Verizon is teaming with ForgiveCo to eliminate $10 million in consumer debt for 6,500 Western North Carolinians. The debt relief campaign is part of Verizon’s ongoing commitment to recovery following Hurricane Helene’s sweeping devastation.

    Hundreds of North Carolina families are currently learning that Verizon has cleared their medical, financial, and other debts of necessity. The debt relief was implemented by ForgiveCo, whose “random acts of kindness” model purchases consumer debt in the affected areas, with no applications required, and notifies recipients through life-changing surprise letters, emails, and text messages.

    As if a phone call learning that your debt has been cleared isn’t exciting enough, Basketball Hall of Fame coach and Asheville (N.C.) native, Roy Williams, has signed on to be the one to share the news with the impacted families.

    In a press conference today, at Verizon’s South Asheville store, the organizations announced all applicable debt has been forgiven. No further action is required by the beneficiaries. This random act of kindness is in addition to Verizon’s $400,000 donation to United Way of North Carolina immediately following the storm.

    A key initiative to enhance diversity and strengthen WTO membership representation at the professional level within the Secretariat, the YPP has supported the development of trade expertise among young professionals from developing economies and least developed countries (LDCs) since 2017. This year’s participants were selected from a highly competitive pool of approximately 5,500 applicants.

    In her welcoming remarks, DG Okonjo-Iweala commended the Young Professionals for gaining entry into this highly competitive programme. Reflecting on the current global trade landscape, she noted that 2025 will be a pivotal year for the WTO, with geopolitical tensions having a potential impact on negotiations on key issues such as fisheries subsidies, dispute settlement reform, development and agriculture.

    Despite these challenges, the goal must be to deliver results wherever possible and “to lay a strong foundation for a successful Fourteenth WTO Ministerial Conference (MC14) in Cameroon in March 2026,” DG Okonjo-Iweala told the Young Professionals.

    She further underscored the broader impact of the WTO’s work and stressed that the role of the organization is “to deliver results that are good for people and the planet,” demonstrating how trade cooperation at the WTO can enhance certainty and foster growth for all members, big and small.

    DG Okonjo-Iweala also expressed gratitude to members who have contributed to the WTO Global Trust Fund, helping to make the YPP and other technical assistance programmes possible.

    During their initial weeks at the WTO, the Young Professionals underwent an intensive induction programme featuring over 60 Secretariat staff members, designed to provide them with a comprehensive understanding of the WTO’s work.

    Speaking on behalf of the 2025 cohort, Nada Alsalmi from Saudi Arabia emphasized the significance of the programme in equipping young professionals with the tools needed to contribute to global trade.

    “Our presence at the WTO is not just a privilege, but also a responsibility. We must seize every opportunity to deepen our understanding of the multilateral trading system so we can use this knowledge to strengthen and enhance global trade, making the world more predictable, sustainable and prosperous,” she said.

    She also expressed gratitude to the WTO for “this exceptional initiative” and thanked the Director-General for “upholding this programme and strengthening its vision.”

    The ceremony also featured remarks from ambassadors of WTO members represented in this year’s YPP, who praised the programme’s role in nurturing trade talent and strengthening the multilateral trading system.

    This year’s Young Professionals hail from Angola, Armenia, Burkina Faso, Botswana, Cambodia, Cameroon, Côte d’Ivoire, The Gambia, Georgia, Ghana, Kenya, Malawi, Malaysia, Moldova, Nigeria, Singapore, Saudi Arabia, Togo and Viet Nam.

    WASHINGTON – Sen. Mike Lee (R-UT) has introduced the Achieving Choice in Education (ACE) Act to bolster educational choices for American families. This bill addresses growing concerns among parents about the ideological influences in public education and the economic barriers to alternative schooling options. Senator Ted Budd (R-NC) is a co-sponsor. Rep. Eric Burlison (R-MO) has introduced the legislation in the House of Representatives.

    “It is the fundamental right of parents to choose the educational path that is most suitable for their children,” said Sen. Lee. “The ACE Act ensures that our tax system reflects this principle and provides real support to those seeking alternatives to public schooling.”

    “As a father of three children who were homeschooled, I know that kids benefit from an education that is uniquely suited to their needs,” said Sen. Budd. “I’m proud to cosponsor the ACE Act, which will give more parents the option to choose the education that is best for their children.”

    “Across the country, and especially in Southwest Missouri, school choice is already benefitting many of our nation’s young children.” said Rep. Burlison. “Through 529 education saving accounts, families are freed from the arbitrary link between where they live and which school their child can attend.”

    Sen. Lee’s legislation builds upon a provision of the 2017 Tax Cuts and Jobs Act and enhances federal tax incentives for the enactment of state-level school choice legislation.

    Key provisions of the ACE Act include:

    • Doubling the allowable level of tax-exempt 529 account distributions for qualified educational expenses to $20,000 per taxable year.
    • Gift tax exclusions up to $20,000 per year for contributions to 529 accounts.
    • Adjusted federal tax exemption on municipal bonds based on state school choice laws, incentivizing states to adopt such measures. 

    Under the ACE Act, states with no qualifying school choice laws will see the tax-exempt status of municipal bonds for local projects, such as new school construction, revoked. States that adopt school choice laws will benefit from a 50% tax exemption on bond interest income, while states fully embracing school choice will enjoy a complete tax exemption.

    Senator Mike Lee (R-UT) has reintroduced the Knife Owners Protection Act (KOPA), legislation that would protect traveling knife owners from the vagaries of restrictive state and local laws. If possession of the knife is legal in the state where the journey starts and ends, and provided the knife is secured in accordance with the requirements set in KOPA, knife owners would no longer be threatened with arrest simply for traveling from one state to another. The legislation is co-sponsored by Sens. Cynthia Lummis (R-WY) and Bill Cassidy (R-LA).

    Originally introduced in 2013, KOPA serves as the first proactive pro-knife federal legislation in the nation’s history. In 1986, Congress enacted the Firearm Owner Protection Act (FOPA) to protect law-abiding gun owners from an inconsistent patchwork of local laws, but no such protections currently exist for knife owners.

    “Patchwork and unclear knife laws across America endanger the rights of law-abiding knife owners, especially when traveling,” said Senator Lee. “This legislation will provide consistency and clarity for Americans who safely transport knives between jurisdictions and prevent capricious prosecutions against them.”

    “Those who travel across the country with knives for work, recreation and self-defense are presently subject to arrest and prosecution under a confusing patchwork of inconsistent state and local laws,” said Knife Rights Chairman Doug Ritter. “What is perfectly legal in one place may be a serious crime in another, resulting in forfeiture of the knife and carrying significant penalties including jail time.     WASHINGTON – Senator Mike Lee (R-UT) and Congressman Michael Cloud (TX-27) have introduced the Silencers Helping Us Save Hearing (SHUSH) Act in the Senate and House, a bill to eliminate the excessive regulation of firearm suppressors. The bill seeks to simplify the purchase process for law-abiding citizens and reduce unnecessary bureaucratic obstacles. Senate cosponsors of the SHUSH Act include Sens. Rick Scott (R-FL), Pete Ricketts (R-NE), Roger Marshall (R-KS), and John Curtis (R-UT). The SHUSH Act has garnered the support of the National Association for Gun Rights, Gun Owners of America, the National Rifle Association and the National Shooting Sports Foundation.

    “Despite what Hollywood may lead you to believe, silencers aren’t silent, and they aren’t just for secret agents,” said Senator Lee. “They are a vital tool for hearing protection for countless marksmen and gun enthusiasts across America, and making them prohibitively difficult to obtain is an assault on the 2nd Amendment. The SHUSH Act eliminates federal regulation of silencers and treats them as the non-lethal accessory that they are.”

    Background

    Suppressors, commonly known as silencers, are non-lethal firearm accessories widely used by hunters, sportsmen, and marksmen. These devices enhance safety by reducing noise, recoil, and muzzle blast. Contrary to popular belief, they do not completely silence firearms.

    Currently, the process to legally acquire a suppressor involves an extensive and burdensome procedure through the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), including:

    • Completing two copies of ATF Form 4
    • Filling out ATF Form 5330.20 Certification of Compliance
    • Obtaining certification from a local chief law enforcement officer and two copies of fingerprints
    • Submitting two passport photos and a $200 check to the ATF
    • This approval process can take 9-12 months, making the purchase of a suppressor prohibitively complex and costly for many consumers.

    The SHUSH Act aims to:

    • Eliminate federal regulation of suppressors as firearms under the National Firearms Act (NFA) and the Gun Control Act (GCA).
    • Remove existing taxes, fees, and registration requirements associated with suppressors.
    • Allow current or retired law enforcement officers to carry concealed firearms with suppressors.
    • Preempt state regulations on the manufacture, transfer, transport, or possession of suppressors.
    • Strike provisions requiring mandatory minimum sentences for suppressor possession in certain cases.
    • Exempt suppressors from regulation by the Consumer Product Safety Commission.
    • Provide a provision for a refund of the $200 transfer tax for anyone who purchased a suppressor within two years prior to the enactment of the bill.
    • If passed, the SHUSH Act will work alongside the Hearing Protection Act to further deregulate suppressors and remove them from the Gun Control Act of 1968.

  • MIL-OSI Australia: Independent National Student Ombudsman Opens

    The National Student Ombudsman commences from today to hear from students, investigate complaints and resolve disputes with universities.

    Sarah Bendall will lead the new National Student Ombudsman function of the Commonwealth Ombudsman’s office.

    The National Student Ombudsman forms part of the Action Plan to address gender-based violence in higher education, agreed to by Education Ministers earlier last year.

    Not enough has been done to address sexual violence in our universities, and for too long, students haven’t been heard.

    The 2021 National Student Safety Survey shows one in 20 students have been sexually assaulted since they started university and one in six have been sexually harassed. One in two have felt like they weren’t heard when they made a complaint.

    The Ombudsman will also be able to take complaints from students about a provider’s handling of other matters, for example where a student is subjected to antisemitism, Islamophobia or other forms of racism on campus. 

    It will not handle complaints about issues such as academic judgement or employment matters.

    The Ombudsman will allow higher education students to escalate complaints about the actions of their higher education provider.

    The Ombudsman will:

    • consider whether decisions and actions taken by higher education providers are unreasonable, unjust, oppressive, discriminatory, or otherwise wrong
    • recommend a provider takes specific steps to resolve the complaint
    • share information with relevant regulators for further compliance action if needed
    • offer a restorative engagement process between the student and the provider where appropriate, and
    • bring parties together to resolve complaints through an alternative resolution process.

    The Ombudsman will also have strong investigative powers, similar to those of a Royal Commission, including:

    • to require a university to provide information, documents or other records relevant to an investigation
    • to enter premise of a university as part of an investigation, and
    • to require an officer or employee of a university to attend and answer questions before the Ombudsman.

    The Albanese Government will also next week introduce legislation to establish a National Higher Education Code to Prevent and Respond to Gender-based Violence.

    The National Code will set standards and requirements that all higher education providers must meet to make students and staff safer. 

    Addressing sexual assault and sexual harassment in universities was one of five priority actions from the Australian Universities Accord Interim Report.

    The Action Plan was informed by consultation with victim-survivor advocates, students, staff, the higher education sector, student accommodation providers and subject matter experts, including the CEO of Our Watch, Patty Kinnersly, and across governments.

    The Action Plan will contribute to the work to end gender-based violence in one generation as outlined in the National Plan to End Violence against Women and Children 2022–2032, which is being led by Minister for Social Services, the Hon Amanda Rishworth MP.

    The European Investment Bank (EIB Global) has appointed Miha Švent as its new representative for Bosnia and Herzegovina (BiH). Under the new stewardship, the EU bank will remain committed to supporting the country’s green transition, connectivity and progress on its EU accession path to build on the achievements made during the tenure of the outgoing EIB representative, Sandrine Friscia, whose mandate ended in 2024.

    Miha Švent brings nearly 30 years of experience in international development, public infrastructure financing and private business development. Prior to this appointment, he was a senior member of the EIB Advisory Department, where he led the advancement of advisory partnerships with international financial institutions, governments and development banks. Before joining the EIB, he worked for the European Bank for Reconstruction and Development, leading business advisory programmes in the Western Balkans and other regions. With €3.5 billion invested so far, we have increased the country’s climate and economic resilience, while creating conditions for more successful regional and EU market integration. Now, with the EU’s Growth Plan and our new representative, we hope to propel these initiatives even further.”

    Among the milestones achieved in EIB-supported projects in 2024, the Herzegovina Bridge was inaugurated last September – the largest bridge on Corridor Vc in BiH, spanning nearly 1 km across the Neretva river. Additionally, Sarajevo has new state-of-the-art trams, 40 years after they were replaced, as part of the urban transport rehabilitation project.

    The European Parliament established a Special Committee on the Housing Crisis in the European Union on 18 December 2024. The committee’s primary objective is to propose solutions for decent, sustainable, and affordable housing for all European citizens.
    The Special Committee comprises 33 Members and will operate with a 12-month mandate.

    The constitutive meeting was held on 30 January 2025 in Brussels, where HOUS Members elected Ms Irene TIGNALI (S&D, Italy) as Chair. The following Members were elected as Vice-Chairs, forming the Bureau:

    In its answer to the question from myself and other MEPs on the rising cost of electricity[1], the Commission announced an action plan for affordable energy prices. Since then, the price of energy has remained high, while price volatility is having a significant impact on households and the competitiveness of European businesses, which face very high energy costs compared to their competitors in non-EU countries. Immediate action is needed to bring down energy prices and address significant disparities between Member States.

    In view of the above, can the Commission say:

    • 1.In what stage of preparation is the above-mentioned action plan? Are there any updates regarding its timeline and content?
    • 2.Also in view of the upcoming publication of the Clean Industrial Deal, does it plan to include provisions on improving energy interconnections, increasing cross-border flows where there are significant price differences and creating a mechanism to compensate countries that are making investments that greatly benefit the European network?

    The Ministry of Railways has introduced the SuperApp ‘SwaRail’ today, a one-stop solution offering comprehensive railway services to the public. Currently in beta testing, the app is available for download on the Google Play Store (https://play.google.com/apps/testing/org.cris.aikyam) and Apple App Store (https://testflight.apple.com/join/aWFYt6et). A key focus of the App is enhancing user experience with a seamless and clean user interface (UI). It integrates various railway services, eliminating the need for multiple applications and reducing space consumption on user devices.

    Developed by the Centre for Railway Information Systems (CRIS) the SuperApp integrates all public-facing applications of Indian Railways into a single platform. The App caters to a wide range of user needs, including:

    • Reserved Ticket Bookings
    • Unreserved Ticket and Platform Ticket Bookings
    • Parcel and Freight Enquiries
    • Train and PNR Status Enquiries
    • Food Orders on Trains
    • Rail Madad for Complaint Management

    The SuperApp of Indian Railways is slated to be released to the public shortly. This app integrates various services offered by Indian Railways, which are currently available on separate mobile apps, into a single user interface, ensuring seamless navigation.

     

    Unique Features of the SuperApp

     

    1. Single Sign-On – Users will be able to access all services using a single set of credentials. Moreover, the same credentials will be used across existing Indian Railways apps like IRCTC RailConnect, UTS Mobile App, etc.
    2. All-in-One App – Currently, different apps are available for reserved and unreserved booking. Additionally, a separate app is required to check train movement and schedules. All these services will now be accessible through a unified app.
    3. Integrated Services – Services are being integrated to deliver comprehensive information from multiple sources in a cohesive and unified manner. For example, PNR enquiry will also display associated train information.
    4. Easy Onboarding/Sign-Up – Users can onboard the SuperApp using their existing RailConnect or UTS App credentials. The sign-up process has been simplified to enhance the user experience and make the app easily accessible.
    5. Ease of Login – Multiple login options have been provided to improve user experience. Once logged in, the app can be subsequently accessed using either an m-PIN or biometric authentication.

    Focus on User Feedback

    The Ministry of Railway invites users to experience the SuperApp during this Beta phase and provide valuable feedback for its improvement. This initiative is a significant step toward leveraging technology to enhance convenience for railway users. The SuperApp provides smarter, simpler, and more efficient access to Indian Railways services. The SuperApp Beta testing phase is being closely monitored by the CRIS team to ensure timely resolution of user feedback and suggestions. After a thorough evaluation, the Ministry will plan the App’s mass launch.

    How to Get Started

    • Download the App from the Play Store or App Store as shared by CRIS.
    • Existing users of RailConnect or UTS Mobile App can log in directly with their credentials.
    • New users can register with minimal data entry requirements.

    About the SuperApp

    The SuperApp is a one-stop solution offering multiple public-facing services of Indian Railways, including Reserved and Unreserved Ticket Booking, Platform and Parcel Booking, Train and PNR Enquiries, and Help through Rail Madad.

    The App allows users to onboard using their existing RailConnect or UTS on Mobile credentials. Once registered, the same credentials apply across these platforms. The single-sign-on feature reduces the need to remember multiple passwords.

    On first login, an R-Wallet is created for every user to facilitate ticket bookings. Existing R-Wallets from the UTS on Mobile App are automatically linked. The App also provides a secure and convenient login option using a numeric m-PIN. For enquiries, users can log in as Guests via mobile number/OTP.

    Mahakumbh 2025: Medical Facilities further strengthened in Prayagraj, in view of the upcoming third Amrit Snan on Basant Panchami

    23 hospitals with a total capacity of 360 beds set up; Emergency medical services expanded and a Medical force deployed to tackle any emergency situation

    To further strengthen health services for devotees during the third Amrit Snan on Basant Panchami (February 3rd, 2025), the health infrastructure in Mahakumbh Nagar is being enhanced. Starting Thursday, the medical force has been activated. A total of 23 hospitals with a capacity of 360 beds have been fully prepared to provide essential medical services. A special medical team toured the mela area to assess the effectiveness of these arrangements and carefully examined the health service preparations to ensure quick and smooth medical assistance for devotees in case of any emergency.

     

    To ensure safety of devotees, comprehensive health arrangements and sufficient medical force have been fully prepared. During the Amrit Snan, medical facilities have been expanded to handle any emergency, including the establishment of a state-of-the-art central hospital with a capacity of 100 beds. In addition, two sub-central hospitals with a capacity of 25 beds, eight sector hospitals with 20 beds each, and two infectious disease hospitals with 20 beds each have been set up to quickly address all health issues.

    To ensure immediate availability of first aid, 10 first aid posts with a single bed are operational, where a team of trained medical staff will be on duty at all times. To make emergency services more effective, ambulances and medical teams have been deployed to quickly transport patients to hospitals when needed. Furthermore, regular health checks and adherence to sanitation guidelines are being ensured under the supervision of specialist doctors in the mela area.

    To maintain smooth health services, a team of senior medical officers is continuously inspecting the mela area, taking corrective actions as necessary. The administration has ensured the availability of sufficient medicines, life-saving equipment, and medical resources at health centers to provide timely medical care to devotees in any situation. Help desks and information centers have been set up to assist the millions of devotees visiting the Mahakumbh, where medical staff will be available for health-related information and assistance. The aim of this entire setup is to provide better healthcare services to the devotees.

    I must share our joy, joy of myself and Dr Sudesh Dhankhar right from the time we came here. Our energy level has gone up. Our happiness has risen. We feel blessed to be at this place. I congratulate the Institute and others that have converged to hold this third national seminar on very important subject, Deaf-Blind on advocacy for education and employment. Education and employment, both are fundamental. Boys and Girls, loss of physical vision, I have seen can be compensated. But you have that vision which matters to us. When that vision is perverted, dangers emanate.

    What I have seen here when there was an address, I was overwhelmed, not only by what I saw but the response thereof. My deep sense of gratitude to all those who have come together and thought leaders professionals, change makers to contribute to this great cause of humanity. This collective will generate inclusivity and compassion. Rights appreciation about those who are challenged or differently-abled is fundamental. They have enormous talent and potential. They have infinite capacity to contribute. They require some handholding. Let me remind you by quoting a couplet from our great epic Ramcharitmanas. The couplet is in Uttar kand “पर हित सरिस धर्म नहिं भाई। पर पीड़ा सम नहिं अधमाई॥“In translation it means it is ultimate religiosity. It is highest the Dharma, if you alleviate suffering of someone, if you minimise pain of someone, if you hand hold someone. And it is extreme painful irreligiousityअधर्म if you inflict some kind of pain in anybody. We must draw our lessons. Let all our actions be marked by empathy, compassion. I have no doubt that the enormous potential of the differently challenged or physically challenged whom the Prime Minister has rightly given a name Divyang. Divyang is expression of divinity. A greatest respect to human being. The nation will flourish with your participation. History is a proof that disability has not tamed human spirit. Human spirit that which is in you cannot be tamed, you can overcome daunting situations. Mountains have been climbed. Rivers have been crossed. Records have been set in Paralympics. I have had the good fortune to see in India International Paralympic Games.

    The talent which is there in this group, the group before me is a source of inspiration and motivation for all who think they are abled because they have vision, they can hear, they can speak. As I said you are the gifted once with the real vision that vision is a precious jewel. Let me tell you the greatest scientist of our generation who changed understanding of physics, professor, Stephen Hawkins he was challenged and who does not know Helen Keller. She had difficulty in speaking and listening, but she turned out to be one of the greatest authors. I see all around Stephen Hawkins and Helen Kellers in our country. I have seen them myself. Our mission, therefore has to be very clear and that is in our Constitution. We have to provide a life of dignity, purpose and fulfilment. Fortunately, Prime Minister Narendra Modi is committed in mission mode to serve the cause of Divyang.

    He has got them in vote, in elections, in governance, in every walk of life. He has created policies that allow our Divyang to fully exploit their potential, their talent and realise their dreams. Let me tell you some of the schemes that make us proud, inclusive governance and Viksit Bharat is not possible without your participation. Democracy will be incomplete and suffer a great void without your satisfaction to use your talent. In 2016, as was indicated by our friend and the nation passed Rights of Person with disabilities. This was in 2016, the third year of Prime Minister‘s regime. The purpose was to facilitate their voting, special queues, voting from home, braille features on EVMs and numerous other initiatives. This has increased quality of participation in our democratic process. Election commission of India has gone a great length to enhance it. Reservation in education increased in premier institutions also from 3 to 5%. I am personally aware and delighted when a Divyang gets into Indian foreign service, Indian Administrative Service. Indian Sign Language Research and Training Centre set up in 2015 and National Institute of Mental Health Rehabilitation in 2019 are steps in the right direction.

    Centre for disability sports is being set up at Gwalior for specially abled citizens. Boys, and girls, Paralympics that are in four categories dealing with different disabilities are now global event in which Indian participation is getting glorified. Accessible India campaign, Sugamya Bharat Abhiyan launched in 2015, the result is all institutions. The infrastructure has to be friendly for Divyangjans.This as a matter of fact is a social responsibility which I am happy to note is being discharged by everyone.

    We all need to converge to bring out the best in our divyangjan. This requires special educators, special curriculum and methodologies. It is time, we employ technology, artificial intelligence, advanced technologies, so that this very valuable category of human resource can optimally perform.

    One of the most delightful moment which me and my wife, Dr. Sudesh had when we went to an autism school in Delhi, the school initiated by Rashmi Das. She took up the challenge in a passion mode, in a mission mode. She executed the project which is world class. It is there that I came to know that autism is a different kind of a challenge where you require a different kind of ecosystem. I have no doubt Rashmi Das Institute in Autism will soon be world class because we need to not only hand hold, emotionally hand hold. We need to give company to them. It is only a matter of time when we will find their touch of hand with us will convey energy to us. They will give us more than they will take from us.We need to be highly sensitive to their health requirements. We need to evolve a mechanism that engages in a system which is efficient, seamless, helpful, affirmative and productive for them. We must always ensure they must not have isolation. They must have company. That will be soothing either side. Sometimes they may require counseling, but who does not require counseling?And therefore, community engagement not with a sense of sympathy, but with a sense of empathy. Community engagement on a level playing field. Community engagement which allows them to express themselves in music, in art, in games, in sports and other aspects. I am sure all steps will be taken because government has provided futuristic affirmative policies to hand hold this category.

    Our journey to build inclusive Bharat, developed Bharat, A Bharat of our dreams cannot fructify unless your dreams are satisfied.On your own, you are capable to catalyze your dreams but others should not come in the way. In this great effort, NGOs have a greater role to play. The role should not be cosmetic or surface scratching. The role must be achievement oriented. CSR funds must be committed for development of this category. Let each one of us contribute because each one of us has a role to play. As policymakers, we have two distinguished Parliamentarians and Deputy Chairmen of the Rajya Sabha here. Great role as policymakers, as educators, advocates, caregivers, or simply as compassionate human beings. Let us discharge this divine obligation and ensure that the world is a good place to live for our dear Divyangjans.

    Let me conclude by a quote from Mahatma Gandhi: I quote, “The best way to find yourself is to lose yourself in the service of others.” Unquote. Let us dedicate ourselves to the service of those who look for us, who look us for support and solidarity, not sympathy.

    On my own behalf and that of my wife, Dr. Sudesh Dhankhar I can assure you in our own way we will look for opportunities to contribute and will be in touch with this Institute.

    I wish all of you a great future because no nation in the world has risen in last 10 years as Bharat has risen. The jump that Bharat has taken by economic upsurge, infrastructure growth, deep technological penetration, and improvement in the lives of ordinary people by toilet, by gas connection, by piped water, by connectivity of rail, road, air. And this makes our Bharat at the moment most aspirational country in the world that challenge requires every human resource in the country gets opportunity of expression, your expression and dialogue with you will define a sense of our civilization. Helping this category Divyang will turn out to be nectar for the persons who are doing it.

    Amended Rules to promote the ease of living and livelihood

    Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025 under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 have been notified by the Ministry of Electronics and Information Technology (MeitY) today. This amendment has been done to help in improving transparency and inclusivity in the decision-making process.

    Expanding Aadhaar Authentication for Ease of Living

    The amendment seeks to enhance the scope and utility of Aadhaar authentication to further promote good governance, social welfare, innovation, and knowledge dissemination allowing the usage of Aadhaar for improving service delivery and thereby enhancing ease of living for residents and enabling better access to various services for them. The amendment would help people seamlessly avail the services of e-commerce, travel, tourism, hospitality and health sector etc. being provided by entities other than government entities also.

    The amendment enables both government and non-government entities to avail Aadhaar authentication service for providing various services in the public interest for related specific purposes like enablement of innovation, spread of knowledge, promoting ease of living of residents and enabling better access to services for them. This will help both the service providers as well as the service seekers to have trusted transactions.

    Streamlined approval process for Aadhaar Authentication requests

    Any entity seeking Aadhaar authentication will be required to apply with the details of intended requirements to the concerned ministry or department of the Central or the State government in a format being made available on a portal for this purpose. The applications will be examined by UIDAI and MeitY will issue the approval based on the recommendation of UIDAI. The concerned ministry or department of the Central or State Government will notify the entity for Aadhaar usage after receiving confirmation from MeitY.

    This amendment is expected to enhance access to efficient and streamlined Aadhaar-enabled services for individuals. It will encourage the development of innovative digital solutions leveraging Aadhaar authentication and strengthen partnerships between the government and other entities for improved governance solutions.

    The National Conference on Good Governance in Gandhinagar, Gujarat, reinforced the government’s vision of technology-driven governance, process re-engineering, and proactive public service delivery. The conference, attended by senior officials, policymakers, and governance experts from across the country, showcased key innovations and successful governance models.

    Secretary, Department of Administrative Reforms and Public Grievances (DARPG), Shri V. Srinivas, commended the Government of Gujarat for its exemplary efforts in enhancing public service delivery through technology. He highlighted the Gujarat model of governance as a benchmark in bridging the gap between government and citizens through integrated service portals and digital innovations.

    A major highlight of the conference was the presentation of 16 award-winning projects from the Government of India and 9 award-winning projects from Gujarat, underscoring pioneering initiatives in smart governance infrastructure. Discussions focused on the implementation of integrated command and control centers, real-time urban service monitoring using IoT (Internet of Things), and AI-based predictive analytics for decision-making. These advancements are shaping the future of governance, ensuring efficient, transparent, and data-driven solutions for citizens.

    Dr. Jayanti Ravi, Additional Chief Secretary (Revenue), Government of Gujarat, highlighted Gujarat’s efforts in digitizing healthcare service delivery, particularly for frontline health workers. She emphasized the challenges faced by ASHAs (Accredited Social Health Activists), FLWs (Female Health Workers), and ANMs (Auxiliary Nurse Midwives) due to manual data collection and introduced TeCHO, a mobile and web-based application aimed at real-time data capture, automated alerts for high-risk cases, and beneficiary tracking. Launched by Hon’ble Prime Minister Narendra Modi, the platform has significantly improved healthcare data accuracy and coverage.

    Another key theme discussed was digital identity frameworks, including Aadhaar-based authentication, e-KYC services, and blockchain-enabled transactions, which have simplified welfare disbursements, licensing, and documentation while enhancing transparency and reducing corruption.

    In continuation of its commitment to governance reforms, the DARPG launched the biannual e-journal, ‘Minimum Government, Maximum Governance (Vol 1 & 2),’ showcasing National e-Governance Award-winning initiatives. Additionally, Union Minister Dr. Jitendra Singh and Gujarat’s Hon’ble Minister of Finance, Energy & Petrochemicals, Shri Kanubhai Desai, launched the State Collaboration Initiative (SCI) Portal, furthering cooperative governance across states.

    The conference reaffirmed the Centre-State collaboration in scaling digital governance innovations for more inclusive, efficient, and technology-driven public administration. Participants emphasized the importance of replicating successful governance models nationwide to strengthen service delivery and enhance citizen engagement. With continued policy reforms, digital initiatives, and AI-driven citizen services, India is poised to emerge as a global leader in next-generation governance transformation.

  • MIL-OSI Asia-Pac: Webinar by TRAI on digital connectivity inside buildings with Real Estate Regulatory Authorities (RERA) representatives

    The Telecom Regulatory Authority of India (TRAI) has conducted a webinar on the need of good digital connectivity inside buildings and TRAI’s “Regulation on Rating of Properties for Digital Connectivity, 2024 “ with representatives from Real Estate Regulatory Authorities (RERA) from States and UTs on 30th January 2025.

    The webinar was chaired by Shri Anil Kumar Lahoti, Chairman TRAI. The webinar was attended by total 116 participants, including representatives from Real Estate Regulatory authorities across 24 States and UTs, senior officers from TRAI HQ and  regional offices of TRAI.  

    Chairman, TRAI in his opening remarks, emphasised the need for collaboration with Real Estate Regulatory Authorities who can play a pivotal role in addressing the digital connectivity issues inside buildings.

    A presentation covering various provisions of the regulations including process of registration of digital connectivity rating agencies and property managers, digital connectivity rating steps and rating criteria was given by Shri Tejpal Singh Advisor TRAI. The queries of RERA representatives were replied by TRAI Officers.

    The webinar also deliberated upon possible areas of collaboration between TRAI and Real Estate Regulatory Authorities. The webinar was appreciated by the representatives of RERA who desired the need of further similar interactions with all stakeholders.

  • MIL-OSI Asia-Pac: FIU-IND imposes monetary penalty of Rs. 9 crore 27 lakhs on Virtual Digital Asset Service Provider Bybit Fintech Limited (Bybit)

    The Financial Intelligence Unit-India (FIU-IND) in furtherance of the powers conferred upon the Director FIU-IND under Section 13(2)(d) of the Prevention of Money Laundering Act, 2002 (as amended) (“PMLA”) has imposed a monetary penalty of Total ₹9,27,00,000 (Nine crore twenty-seven lakh rupees) on Bybit Fintech Limited (Bybit) a Virtual Digital Asset Service Provider (VDA SP) with reference to the violations of its obligations under the PMLA read with the Prevention of Money Laundering (Maintenance of Records) Rules, 2005 (“PML Rules”) issued thereunder and applicable guidelines and advisories issued by the Director FIU-IND.

    As a Virtual Digital Asset Service Provider (VDA SP), Bybit is classified as a ‘reporting entity’ under Section 2(1)(wa) of the Prevention of Money Laundering Act (PMLA).Bybit kept expanding its services in the Indian market without securing mandatory registration with the FIU-IND. The persistent and continuous non-compliance caused FIU-IND to block their websites to stop operations under the Information Technology Act, 2000 through the Ministry of Electronics and Communication Technology (MEITY).

    It is noteworthy that FIU-IND had previously issued comprehensive Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) Guidelines for Reporting Entities offering Services related to Virtual Digital Assets on March 10, 2023. Furthermore, a detailed circular regarding the registration of Virtual Digital Asset Service Providers as reporting entities was issued on October 17, 2023.

    After conducting a thorough examination of both written and oral submissions from Bybit, Shri Vivek Aggarwal, the Director of FIU-IND, found Bybit liable of the charges for various violations. In an order dated January 31st, 2025, and exercising authority under Section 13 of the PMLA, it was unequivocally established that Bybit was in violation of Section 12(1) of the PMLA read with Rule 2(1)(h), Rule 7(2), Rule 8(2) Rule 8 (4), Rule 3(1)(D) and Rule 7(3) of PMLR, 2005. Consequently, a total penalty of Rs. 9,27,00,000 was imposed on Bybit.

  • MIL-OSI Asia-Pac: Monthly Review of Accounts of Government of India upto December, 2024 (FY2024-25)

    The Monthly Account of the Government of India upto the month of December, 2024 has been consolidated and reports published. The highlights are given below: –

    The Government of India has received ₹23,18,005 crore (72.3% of corresponding BE 2024-25 of Total Receipts upto December, 2024 comprising ₹18,43,053 crore Tax Revenue (Net to Centre), ₹4,47,657 crore of Non-Tax Revenue and ₹27,295 crore of Non-Debt Capital Receipts. ₹9,01,150 crore has been transferred to State Governments as Devolution of Share of Taxes by Government of India upto this period which is ₹1,53,862 crore higher than the previous year.  

    Total Expenditure incurred by Government of India is ₹32,32,094 crore (67.0% of corresponding BE 2024-25), out of which ₹25,46,757 crore is on Revenue Account and ₹6,85,337 crore is on Capital Account. Out of the Total Revenue Expenditure, ₹8,08,313 crore is on account of Interest Payments and ₹3,06,994 crore is on account of Major Subsidies.
