WASHINGTON — FEMA announced today that federal disaster assistance is available to the state of New Mexico to supplement recovery efforts in the areas affected by a severe storm and flooding on Oct. 19-20, 2024.The President’s action makes federal funding available to affected individuals in Chaves County. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.Federal funding also is available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm and flooding in Chaves County. Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.José M. Gil Montañez has been named the Federal Coordinating Officer for federal recovery operations in the affected areas. Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments. A woman has appeared in court charged with the murder of Efthyia Constantinou in Enfield.
Zaneta Peto, 55 (27.03.69) of Charles Street, Enfield, also known as Maria Peto, appeared at Highbury Magistrates’ Court on Saturday, 2 November, charged with murder.
An investigation was launched following a dropped call to police made from an address in Westerham Avenue just after 17:00hrs on Thursday, 30 October.
Officers attended the location and found 62-year-old Efthyia suffering stab injuries. Despite their efforts, Efthyia was pronounced dead at the scene.
Zaneta Peto was arrested in the early hours of Friday, 31 October, and charged as above.
Detective Chief Inspector Sarah Lee, from the Specialist Crime Command, said: “Our sincerest condolences are offered to Efthyia’s family, friends and the wider community who are so deeply saddened by her death.
“The investigation is at an early stage, but I can confirm that Zaneta was known to the victim and that we are not seeking anyone else in relation to this incident.
“Efthyia’s family continue to be supported by specially trained officers.”

Secretary for Environment & Ecology Tse Chin-wan today attended a dialogue session at the 19th Eco Expo Asia to exchange views on Hong Kong’s environment and various ecological matters with some 400 youngsters from schools and uniformed groups.
Discussing “Picturesque Bays of Hong Kong”, the first episode in a documentary series produced by the Environment & Ecology Bureau, Beautiful Hong Kong, Mr Tse said that besides being a highly developed city, Hong Kong is also committed to conserving its natural environment.
He highlighted that Hong Kong’s 25 country parks, including the newly established Robin’s Nest Country Park, and 22 special areas, cover over 40% of the city’s land area.
He added that the city’s beauty spots include an internationally important wetland designated as such under the Ramsar Convention, and the Hong Kong UNESCO Global Geopark. He mentioned that Hong Kong also has about 1,200 km of coastline and a sea area of more than 1,600 sq km, and that its waters contain about a quarter of China’s marine species.
Hong Kong is home to over 80 species of marine stony corals, more than the entire Caribbean Sea, while the number of bird species here exceeds 580, accounting for about a third of China’s total, he added.
“I hope that through the ‘Picturesque Bays of Hong Kong’ documentary, we can learn about the beauty of the place where we live, explore and, more importantly, cherish the beauty of Hong Kong’s ecosystems and work together to help conserve nature.”
The young participants in the dialogue session voiced concerns on various environmental topics, including the increasing frequency of extreme weather.
Mr Tse said that carbon emissions in Hong Kong peaked in 2014, and that the city’s current emissions have been reduced by about a quarter since then. Hong Kong’s per capita greenhouse gas emissions are a quarter of those of the US and three-fifths of the EU’s, he added.
Acknowledging that achieving carbon neutrality by 2050 is a great challenge, the environment chief emphasised that the Government is adopting a range of measures to steer Hong Kong towards carbon neutrality.
These include accelerating green and low-carbon transformation, promoting green transport and cultivating the practice of waste reduction and recycling, as well as developing new energy sources and green scientific research industries.
In addition to the dialogue session, speakers from the Hong Kong Observatory and relevant departments shared their knowledge at seminars on environmental protection.

If elected, Donald Trump has vowed to demolish what he calls the “deep state” – a conspiratorial term for the American federal bureaucracy. A second Trump administration, running mate JD Vance has said, should fire thousands of civil servants and replace them with MAGA loyalists.
Trump has said he would tap the billionare Elon Musk as the hatchet man to lead his proposed government commission on “efficiency” in government.
Compared with the other fireworks of the campaign – like Trump’s promise to criminally prosecute his political rivals and suppress news organizations – threats to gut the United States’ vast federal bureaucracy don’t get much attention. But doing so is a big a threat to democracy.
For years, conservatives have claimed that taking power from government agencies gives it back to the people. Yet while it might seem counterintuitive, Americans actually exercise their sovereignty through the administrative state.
The American administrative state was established almost 100 years ago by President Franklin Delano Roosevelt. As a historian of American democracy, I think it’s valuable to remember what the old deal looked like while Trump rails against the New Deal.
Around 1900, America was not really democratic. The federal government did not rule by the consent of the governed. As historian Heather Cox Richardson recently argued, the American government was an oligarchy.
Millions of working-class Slavs, Jews, Italians, Asians and Scotch-Irish Appalachians toiled mercilessly in death-trap sweatshops, suffocating mines and fiery steel mills. Cotton farmers in the Black Belt lived like peons.
These people were America’s “other half,” as the social reformer Jacob Riis called them in 1890. And they were effectively excluded from the social contract.
Meanwhile, for rich white men like Andrew Carnegie and John D. Rockefeller it was, as Mark Twain quipped, a “Gilded Age.” Robber barons ran their industrial empires with impunity.
When their employees tried to organize or protest, industrialists got sheriffs and police to suppress them. Or they hired private armies of “detectives,” like the Pinkertons, as Carnegie did when steelworkers struck in Homestead, Pennsylvania.
Governors called in the National Guard, as Ephraim Morgan did in 1921 to suppress a labor dispute in West Virginia. Sometimes, it was the regular Army, as in 1919, when soldiers from Camp Pike propped up the peonage system of tenant farming by indiscriminately machine-gunning Black farmers hiding in the woods outside Elaine, Arkansas.
Forced by popular clamor, Congress decided to act.
It created the Interstate Commerce Commission in 1887 and told its commissioners to compel railroads, which were gouging some customers and favoring others, to charge fair rates to everyone.
This was the start of federal regulation.
In 1895, the New York Legislature passed the Bakeshop Act, making it illegal to force an employee to work more than 10 hours a day or 60 hours a week.
The Supreme Court, however, was still friendly to business. In its 1905 decision in Lochner v. New York, the court ruled against the Bakeshop Act. No one could regulate the workday or work week. The decision stripped Congress and state legislatures of their nascent regulatory powers. That enraged President Teddy Roosevelt.
“(T)he right of the people to rule,” Roosevelt later thundered, had been usurped by the corporations. With apocalyptic fury he predicted, “We stand at Armageddon!”
That was in 1912. The Lochner era, as historians call this period when workers and the public had few protections from exploitative businesses, lasted another 20 years.
Then, in 1929, the U.S. economy collapsed.
One-quarter of Americans had no work. Starving and desperate migrants wandered across the country. An army of veterans marched on Washington.
The apocalyptic misery of the Great Depression finally made American oligarchy untenable.
In 1932, the people rewrote the social contract: They elected Franklin Delano Roosevelt and his New Deal in a landslide.
It was, in essence, a revolution. After nearly 60 years of corporate domination, the 1932 election would “return America to its own people,” to use Roosevelt’s words.
Of course, it was not really a “return.” In the precorporation world, most Americans – notably women and Black people – couldn’t participate in their own government. But 1932 was a giant step toward democracy. And the great innovation that would usher in this modern, liberal democracy was the administrative state: a meritocracy of career civil servants dedicated to carrying out the law.
Have you ever wondered why a green light means “go” in every state? In 1935, the Bureau of Public Roads – now the Federal Highway Administration – wrote and enforced its first Manual on Uniform Traffic Control Devices for Streets and Highways.
That’s the administrative state in action. It’s how 122 million people cooperated to make complex, modern society work – without surrendering their sovereignty to some dictator like Benito Mussolini or Josef Stalin.
But the Supreme Court kept striking down New Deal laws and regulations.
After a massive electoral victory in 1936, FDR threatened to “pack” the court by raising the number of justices from nine to 15. Finally, the court relented. In a 5-4 decision, it allowed the state of Washington’s Industrial Welfare Committee to establish a minimum wage – $14.50 for a 48-hour work week.
Most history textbooks don’t mention this milestone, but that’s when liberal democracy was secured.
To be sure, it would take almost 30 more years before the Civil Rights Acts of the 1960s brought democracy to the Jim Crow South. But even that victory depended on the Justice Department’s power to regulate elections in historically white supremacist states.
The administrative state has been protecting the rights of ordinary Americans and executing the sovereignty of the people for the past 87 years.
Who grounded Boeing airplanes when a door blew off a 737 in midflight? It was civil servants in the Federal Aviation Administration, a government agency founded by Congress in 1958 “to regulate civil aviation.”
Why does the U.S. have cleaner air and water today than it did in the 1960s? Because in 1970, Congress passed the Clean Air Act, and a new Environmental Protection Agency was empowered to write and perpetually rewrite regulations that execute Congress’ antipollution laws.
This system produces the occasional injustice or overreach.
A farmer’s puddling acre, for example, might be overregulated as a “wetland.” A fishing company might be ordered to maintain a government-appointed herring counter at a cost of $710 a day.
But gutting regulatory agencies and replacing a meritocratic bureaucracy with MAGA loyalists won’t help small farmers or family-owned fishing boats. It will empower big corporations to pollute, exploit their workers, price-gouge customers, cut corners on safety – and to corrupt the political system.
It’s also illegal. Congress has deliberately protected those bureaucrats from the volatility of presidential politics.
Unlike presidential appointees, who serve at the pleasure of the president, civil servants work for the people. They are empowered by Congress, and the president cannot fire them. At least for now.

BUTLER COUNTY, IOWA – U.S. Sens. Chuck Grassley (R-Iowa) and Joni Ernst (R-Iowa) released the below joint statement regarding the U.S. Citizenship and Immigration Services’ (USCIS) failure to release citizenship information on 2,176 potential non-citizen Iowa voters. USCIS confirmed receipt of the senators’ October 31 letter supporting Iowa Secretary of State Paul Pate’s request for the data, writing, “A fulsome response to Secretary Pate’s request is forthcoming.” The agency neither provided the information Grassley and Ernst asked for by November 1, nor specified when or if it would do so.
“Anything short of the information Secretary Pate requested is unacceptable. Iowa has worked in good faith to secure its electoral process and safeguard Americans’ cherished right to vote. Unfortunately, USCIS’ stonewalling has led to more questions than answers. The Iowa Secretary of State has assured us protections are in place to ensure all legally registered voters’ ballots are counted. It is paramount the federal government provide Iowa election officials the requested information so they can accurately discern which individuals ought to be casting provisional ballots.
“We reiterate our demand for USCIS to immediately release the requested information, to ensure all eligible citizens can participate in our elections. With Election Day right around the corner, there’s no time for federal officials to waste.”

A teenager has been jailed for the manslaughter of a young woman on Christmas Eve.
The then 16-year-old male was found guilty at the Old Bailey on Friday, 26 July of the manslaughter of Kacey Clarke at her home in Bermondsey.
On Friday, 1 November, the now 17-year-old was sentenced at the same court to six-and-a-half-years’ imprisonment.
Detective Inspector Adam Clifton was one of the senior investigators who investigated the death. He said: “Through a thorough investigation we were able to disprove many assertions made about Kacey, leading to the jury rejecting the defendant’s claim to have been acting in self-defence. I am pleased that we have been able to secure justice for her.
“Reducing violence against women and girls remains a key priority for the Met and I would urge anyone who is suffering abuse to reach out for help.”
Police had been called at 22:03hrs on 24 December 2023 to reports of a stabbing at a flat on Jamaica Road, SE16.
Officers attended along with paramedics from the London Ambulance Service and London’s Air Ambulance. They provided emergency first aid to 22-year-old Kacey Clarke, however she sadly died at the scene.
The subsequent post-mortem examination gave cause of death as a single sharp force trauma to the chest.
The youth was arrested near to the scene by police officers responding to the incident. He was known to Kacey but he cannot be named due to his age.
When questioned by police, the youth claimed that Kacey was the aggressor and had confronted him with a knife.
Some three weeks later, workmen found a blood-stained knife in nearby Rail Sidings Road. This was recovered and forensic examination found it to be stained with Kacey’s blood.

It is expected that in 2025, thanks to the “life situation” for moving to another region, the time for processing the necessary documents will be halved – from 20 to 10 days. The number of necessary documents is planned to be reduced threefold – from 15 to 5. The number of face-to-face visits to departments will also decrease – from 8 to 4.
Provision of services based on the principle of “life situations” is part of the federal project “State for People”. Services for the provision of state services based on the principle of “life situations” represent models of the most common events that people encounter.
At the moment, 16 federal “life situations” have been launched on the portals of public services and “MSP.RF”. Among them are such services as “Large family”, “Participation in sports competitions”, “Hunting and fishing trips”, “Getting into an emergency situation”, “Organization of cargo logistics”, “Opening a private school”, “Opening a pharmacy”, “Opening a tourist facility”.
To date, about 1.5 million people have used the “life situations” services. By the end of 2024, it is planned to launch 34 “life situations” at the federal level.
Work on the implementation of “life situations” is also underway at the regional level. It is planned that 85 regional “life situations” will be launched by the end of 2024.
In user testing laboratories, specialists check government services for compliance with customer-centricity standards and evaluate their convenience and ease of use.
Since the launch of the federal project “State for People” in 2021, more than 100 federal services have been improved based on the recommendations that ministries and departments received as a result of laboratory studies.
These include state cadastral registration and state registration of rights to real estate and transactions with it, registration of fire safety declarations, licensing of activities for the technical maintenance of medical devices, and licensing of pharmaceutical activities.
User testing laboratories operate in Lipetsk, Nizhny Novgorod, Tula, St. Petersburg, Kazan, Krasnoyarsk, Kaliningrad, Stavropol and Vladivostok. Two more such laboratories operate in Moscow.
The tests are conducted using domestically produced neurophysiological equipment and additional methods such as in-depth interviews and usability testing.
These methods and devices allow us to analyze the needs and habits of the target audience and identify user barriers. Based on the research results, recommendations are sent to government agencies to improve the operation of services and their implementation is further monitored.
The federal project “State for People” is included in the list of initiatives for the socio-economic development of Russia; its implementation has been carried out at the federal and regional levels of government since 2021.

Since then, FEMA and the commonwealth of Virginia, along with other partner agencies, have been working to provide resources to survivors on the road to recovery.16 counties and two independent cities have been designated for Individual Assistance and 36 counties for Public Assistance as of November 1, 2024. FEMA staff have been working to reach the whole community. One part of the community outreach includes Disaster Survivor Assistance Teams, who walk door to door to register survivors and answer questions. Disaster Survivor Assistance Teams have visited over 26,000 homes in Virginia over the last month. FEMA staff have attended community events across the declared counties and independent cities, spreading the word about disaster assistance. Additionally, FEMA has opened eight Disaster Recovery Centers (DRC) throughout southwest Virginia, providing in-person assistance to over 2,600 Virginians to date. Today, Parks Canada commemorated the national historic significance of Teyoninhokarawen (John Norton) at a special plaque unveiling ceremony at Queenston Heights Park in Niagara-on-the-Lake, Ontario. The commemoration ceremony was held by Parks Canada in collaboration with Niagara Parks Commission during the annual Valour and Victory: Honouring Indigenous Veterans event at Queenston Heights Park.
Born on December 16, 1770, to a Scottish mother and an Ani-Yunwiya (Cherokee) father, Teyoninhokarawen (John Norton) was a great political and military leader, interpreter, and author before, during, and after the War of 1812. As an interpreter for the Indian Department at Niagara, Upper Canada, in the 1790s, Norton met and impressed the renowned Kanien’kehá:ka (Mohawk) chief Thayendanegea (Joseph Brant). Thayendanegea’s mentorship led Norton to join the Grand River Kanien’kehá:ka, where he was adopted as his nephew and successor. As an emissary, Norton journeyed to London, England, to convince the Privy Council to support Haudenosaunee land rights, in opposition to the Indian Department.
During the War of 1812, Norton’s leadership and military acumen was crucial, convincing many First Nations communities and their warriors to ally with the British in key battles, contributing to victories at the Battles of Queenston Heights, Stoney Creek, Chippawa and Lundy’s Lane. His success as a leader of Indigenous forces helped to counter American advances and solidify British positions.
Norton also left a rich literary legacy, including a translation of the Gospels of St. John and St. Matthew into Kanien’kéha (the Mohawk language) and journals which provide a rare record of the times and a Haudenosaunee perspective on the war. His work served as a bridge between cultures. As a leader, he played a crucial role in the military and diplomatic arenas in the late 18th and early 19th centuries.
The Government of Canada, through Parks Canada and the Historic Sites and Monuments Board of Canada, recognizes significant people, places, and events that shaped this country as one way of helping Canadians connect with their past. HH Fresh Trading Corp of California is recalling its 200g of Taiwan Enoki because they have the potential to be contaminated with Listeria monocytogenes, an organism which can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Although healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain and diarrhea, Listeria infection can cause miscarriages and stillbirths among pregnant women.
The recalled “Enoki mushrooms 200 gram” were distributed in West Virginia in multiple retail store locations and were sold on 8/20/2024 and 8/23/2024 with 240 cases for each date. HH Fresh Trading received notice on 10/11/2024 and that the Enoki 200 gram test revealed the presence of Listeria monocytogenes on 9/9/2024. As a result we would like to recall this products immediately.
The product comes in a 200 gram, clear plastic package marked with barcode # 4711498860019 on the back side. No illnesses have been reported to date in connection with this problem. The potential for contamination was noted after routine testing by the FDA revealed the presence of Listeria monocytogenes in 200 gram of Enoki. The production of the product has been suspended while FDA and the HH Fresh Trading Corp continue to investigate the source of the problem.
Consumers who have purchased 200 gram of HH Fresh Trading Taiwan Enoki are urged to return them to the place of purchase for a full refund. Consumers with questions may contact the company at 1-262-365-9116 at 8AM to 4PM from Monday to Friday Pacific Time.

On November 1, 2024, at approximately 11:00 pm, Swan River RCMP responded to a report of an unresponsive male in Legion Park in the Town of Swan River.
Officers arrived on scene and located a 21-year-old male, from Brandon, with obvious injuries who was pronounced deceased on scene.
His death is being investigated as a homicide.
RCMP are seeking out any witnesses and asking anyone who may have information in relation to this homicide to contact the Swan River RCMP at (204) 734-4686, call Crime Stoppers anonymously at 1-800-222-8477, or submit a secure tip online at www.manitobacrimestoppers.com.
Swan River RCMP, along with Major Crime Services and RCMP Forensic Identification Services, continue to investigate.

After further investigation into this collision by an RCMP Forensic Collision Reconstructionist, RCMP have confirmed that the eastbound car, being driven by the 25-year-old male, had crossed over the center line and side-swiped the eastbound SUV, being driven by the 59-year-old male.
The mechanical condition of the car was not a factor in the collision.
St-Pierre-Jolys RCMP continue to investigate.
On October 23, 2024, at approximately 12:30 am, St-Pierre-Jolys received a report of a collision on Highway 1 and Provincial Road 206. When officers arrived on scene, one vehicle was in the south ditch and two vehicles were on the highway.
Investigation determined a car and a SUV were travelling eastbound on Highway 1 and were side-by-side when the passenger tire of the car, with the control arm and other mechanical parts, came off and struck the SUV, which was travelling in the south lane. This caused the car to come to rest on the roadway and immediately catch fire. The 25-year-old male driver from Calgary was able to exit the vehicle. He was transported to local hospital with non-life threatening injuries.
After the SUV was struck by the tire and parts from the car, the SUV entered the ditch and rolled. The 59-year-old male driver, from Steinbach, was pronounced deceased on scene. The 45-year-old male passenger, from the RM of Hanover, was transported to local hospital with non-life threatening injuries.
A third vehicle was travelling close behind the collision and struck the tire component of the car, which was left on the highway after the collision, making the vehicle inoperable. The 28-year-old female driver, from Kenora, Ontario, was transported to hospital with minor physical injuries.
St-Pierre-Jolys RCMP, along with an RCMP Forensic Collision Reconstructionist, continue to investigate.

NEW YORK – New York Attorney General Letitia James today joined a bipartisan multistate coalition of 50 attorneys general in announcing settlements with Heritage Pharmaceuticals (Heritage) and Apotex Inc. (Apotex) totaling $49.1 million for their roles in a massive, long-running scheme to artificially inflate and manipulate prices, reduce competition, and restrict trade for dozens of generic prescription drugs. The companies in the scheme, some of which increased prices by 1,000 percent, manufactured essential medications to treat diseases ranging from diabetes to cancer to ADHD. As part of the settlements, both companies have agreed to cooperate in ongoing multistate investigations against 30 corporate defendants and 25 individual executives. Both companies have also agreed to implement internal reforms to ensure fair competition and compliance with antitrust laws.
“Affordable generic drugs are a lifeline for millions of New Yorkers who rely on them every day to treat everything from diabetes to heart conditions,” said Attorney General James. “The companies involved in this scheme engaged in a massive conspiracy to illegally coordinate prices, driving up costs for consumers as much as 1,000 percent. These two settlements will help enable the victims of this scheme to get compensation, and will hopefully ensure this type of illegal price fixing will not happen again. I thank my fellow attorneys general for their hard work and collaboration to protect consumers from this unfair anticompetitive conduct.”
The settlements are the result of two lawsuits filed by the Office of the Attorney General and a coalition of attorneys general against some of the nation’s largest pharmaceutical companies. The first complaint, filed in 2016, included Heritage and 17 other corporate defendants, two individual defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffrey Glazer and Jason Malek, have since entered into settlement agreements and are cooperating with the states’ investigations. The second complaint was filed in 2019 against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The complaint names 16 individual senior executives as defendants. The third complaint was filed in 2020 against Sandoz and 18 other of the nation’s largest generic drug manufacturers, in addition to 10 individual defendants.
The lawsuits allege these companies engaged in a broad, coordinated, and systematic conspiracy to fix prices, avoid competition, and rig bids for more than 100 different generic drugs. The companies maintained an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls’ nights out,” lunches, cocktail parties, and golf outings, and communicated via frequent telephone calls, emails, and text messages that sowed the seeds for their illegal agreements. Defendants used terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion.
The drugs included in the scheme span all types, including tablets, capsules, creams, and ointments; and classes, including antibiotics, anti-depressants, contraceptives, and non-steroidal anti-inflammatory drugs. They treat a range of diseases and conditions from basic infections to diabetes, cancer, epilepsy, multiple sclerosis, HIV, ADHD, and more. In some instances, the coordinated price increases were over 1,000 percent. Digoxin, an essential heart medication manufactured by Heritage, tripled in price, causing patients to pay hundreds of dollars more for the drug.
The cases stem from an investigation built on evidence from several cooperating witnesses at the core of the conspiracy, a massive database of over 20 million documents, and a phone records database containing millions of call detail records and contact information for over 600 sales and pricing individuals in the generics industry.
A motion for preliminary approval of the $10 million settlement with Heritage was filed yesterday in the United States District Court for the District of Connecticut in Hartford. A settlement with Apotex for $39.1 million is contingent upon obtaining signatures from all necessary states and territories and will be finalized and filed in the U.S. District Court.

These settlements are the latest example of Attorney General James taking action to stop companies from engaging in anticompetitive conduct and harming New Yorkers. In May, Attorney General James joined 40 other states and the Department of Justice in suing Live Nation and Ticketmaster for monopolizing the live music industry. In October 2023, Attorney General James secured $4.5 million from one of the nation’s largest title insurance companies for using illegal no-poach agreements with competitors to keep employees from switching jobs. Attorney General James has now ended the use of no-poach agreements by the five largest commercial underwriters in the United States, including First American, Fidelity, Old Republic, Stewart, and Amtrust. In 2022, Attorney General James sued a ski resort company in Syracuse for buying its main competitor and shutting it down in order to monopolize the local market.

Oh, Who Seok, the vice governor of Gyeonggi-do, six vice mayors from different Gyeonggi province cities, and key staff members toured Camp Casey and Camp Hovey during the 4th Northern Gyeonggi Vice Governor and Vice Mayor’s Conference Oct. 31.
Gyeonggi-do hosts the conference in a different city every other month, selecting Dongducheon city for the month of October. The event is meant to introduce vice mayors to various things of importance they may encounter during their tenure. Dongducheon city reached out to U.S. Army Garrison Yongsan-Casey and requested a tour of the installation to promote Korean-American friendship and more effectively explain the military’s presence in the area.
The group consisted of Oh, Who Seok, Gyeonggi-do vice governor; Kim, Ken Ki, Paju vice mayor; Park, Seong Nam, Uijeongbu vice mayor; Kim, Jeong Min, Yangju vice mayor; Kim Jong Hun, Pocheon vice mayor; Lim, Kyoung Suk, Dongducheon city vice mayor, key staff, and community relations representatives.
Dr. Irving Taylor, Yongsan-Casey deputy to the garrison commander, welcomed the officials to the installation and took them on a walking tour of some of the facilities.
“We have a great relationship with our community partners,” said Taylor. “Our Soldiers and civilians are frequently invited to wonderful off-base activities that really help improve cross-cultural understanding and create long-lasting memories. I hope all of today’s guests enjoyed the trip and gained a better understanding of life on a military installation. This place is more than just a piece of land, it’s home to an entire community of diverse and hard-working professionals.”
During the driving portion of the tour, Kim, Song Ae, Yongsan-Casey community relations officer, described the history of the installation, which goes all the way back to the Korean War. Along the route, the vice mayors asked a variety of engaging questions aimed at gaining a better understanding of the Soldiers’ lives and how the military presence here fits into the larger kaleidoscope.
The capstone of the tour featured a M270A1 Multiple Launch Rocket System, M1068 FDC track vehicle, and Humvee display. U.S. Army Soldiers assigned to 6-37 Field Artillery Regiment, 210th Field Artillery Brigade, 2nd Infantry Division, introduced the vehicles to the vice mayors while having several engaging conversations about their personal experiences and impressions of life in Korea.
Many of the officials also served in the military in years past, attesting to the strength and endurance of the ROK-U.S. alliance and creating a shared sense of camaraderie among the group. The South Korean and American patriots, stood side-by-side and rendered a salute during the playing of Retreat, which signaled the end of the duty day, temporarily pausing the friendly conversations.
The vice governor of Gyeonggi province expressed his gratitude to U.S. Army Garrison Yongsan-Casey and the Soldiers of 210th Field Artillery Brigade for their support of the initiative.
“It was a meaningful experience to observe firsthand the training and daily lives of U.S. Soldiers dedicated to the peace of the Korean Peninsula,” said Oh. “Gyeonggi Province will continue to work to strengthen the U.S.-Korea alliance and to promote stability in border regions.”
Oh volunteered to don the Improved Outer Tactical Vest just before the conclusion of the tour. The entire group beamed with joy as they watched Oh put on the uniform and talk about the experience.
U.S. Army Yongsan-Casey organizes over 100 events a year to help promote cross-cultural understanding and awareness. U.S. Army Soldiers, civilians and citizens in the area frequently articulate their appreciation for such events and the positive impacts they have on quality of life while abroad.

More Than One-Third of Election Workers Have Experienced Threats, Harassment, Abuse
Washington, DC – Congressman Dan Goldman (NY-10) joined Congresswoman Nikema Williams (GA-05) and 59 of his Democratic colleagues in sending a letter to U.S. Attorney General Merrick Garland and Deputy Attorney General Lisa Monaco urging the Department of Justice (DOJ) to take additional steps to protect election officials, workers, and volunteers in their workers as they carry out their duties during the 2024 election.
“According to recent surveys, more than one in three election officials have experienced threats, harassment, or abuse, and more than half who received threats were threatened in person. Additional research has tied this pervasive hostility to concerning levels of turnover among election workers, leading to increased strain on the expertise of those responsible for facilitating our elections,” the Members wrote.
In 2021, the Department of Justice acknowledged that its response to threats on election officials following the 2020 election was ‘inadequate’. While the Department’s Elections Threats Task Force demonstrates a strong commitment to election workers well-being, its plans to combat harassment of election workers on and after election day, remain unclear.
“With our concerns about threats increasing on and around Election Day itself, we request more information about the Department and the Election Threats Task Force’s rapid response plans to ensure election workers are able to safely, effectively, and securely carry out the 2024 election,” the Members concluded.

This turnover is more acute in the most competitive states, where election officials have been particularly targeted for harassment, and where the perception of effective and efficient election administration is particularly important given the scrutiny their results will likely receive.
We are concerned that the attacks on election workers will continue and increase as we approach the 2024 elections, and we are especially concerned about threats, harassment, and violence in the immediate run-up to Election Day, on Election Day, and throughout the counting, reporting, and certification process. In 2021, the Department acknowledged that their response to threats on election officials post-2020 election was “inadequate,” and we are grateful for the focus the Department has placed on ensuring a stronger response this election cycle.
With our concerns about threats increasing on and around Election Day itself, we request more information about the Department and the Election Threats Task Force’s rapid response plans to ensure election workers are able to safely, effectively, and securely carry out the 2024 election. We kindly request answers to the following questions:

Following Legislation Passed in Texas and Florida, Bank of America Backtracked Implementation of Landmark Financing Ban
Washington, DC – Congressman Dan Goldman (NY-10) joined Congressman Sean Casten (IL-06) and 50 of his Democratic colleagues in sending a letter to Bank of America CEO and Chair of the Board Brian Moynihan requesting information regarding Bank of America’s decision to reverse their ban on financing assault-style gun manufacturers, who design weapons frequently used by perpetrators of mass shootings.
“We write with disappointment regarding the recent news that Bank of America has reversed its ban on financing assault-style gun manufacturers in response to pressure from Republican-led states, such as Florida and Texas. When the second-largest bank in the country backtracks on gun violence prevention, it sends a message to the entire industry: it’s permissible for other financial institutions to put short-term politics over the protection of American lives,” the Members wrote.
In 2018, following the Marjorie Stoneman Douglas High School mass shooting, Bank of America announced it would no longer finance military-style firearms for civilian use. Bank of America described the financing of these gunmakers as “contrary to our values, operating principles and Code of Conduct.”
However, in 2021, Texas passed a law restricting companies that discriminate against firearms entities from doing business with the state. In January 2024, Florida passed an anti-ESG law which required banks that accept state or local funds to verify they don’t “politically discriminate.”
In response, Bank of America weakened its policy, stating that financing military-style firearms would be subject to an “enhanced due-diligence process,” directly contradicting their 2018 proposal. The members contend that this policy change unnecessarily puts lives at risk.
“The strong positions by Bank of America in 2018 likely saved lives. Your retreat in recent years strikes us as situational ethics. Perhaps you fear the political risk of alienating certain politicians. We would suggest that pales in comparison to the fear felt by a classroom full of kids looking down the barrel of an assault rifle. The least you could do is show a fraction of the courage that too many children are asked to show in a country awash in these weapons of war,” the Members continued.
The members concluded asking the following questions regarding Bank of America’s policy change:

We write with disappointment regarding the recent news that Bank of America has reversed its ban on financing assault-style gun manufacturers in response to pressure from Republican-led states, such as Florida and Texas. When the second-largest bank in the country backtracks on gun violence prevention, it sends a message to the entire industry: it’s permissible for other financial institutions to put short-term politics over the protection of American lives.
In 2018, following the Marjorie Stoneman Douglas High School mass shooting, Bank of America announced that it would no longer finance military-style firearms for civilian use. In an interview that April, Vice Chair Anne Finucane stated that Bank of America wants to contribute in “any way we can” to reduce mass shootings. Specifically, Ms. Finucane said: “It’s our intention not to finance these military-style firearms forcivilian use” on a “go forward basis.” At Bank of America’s annual shareholder meeting that same month, one conservative activist said the bank was “willfully giving up money.” You responded to shareholders that the policy change was prompted in part because more than 150 Bank of America employees “directly lost a relative in the shootings in the last couple [of] years.”
Remington, Vista Outdoor, and Sturm, Ruger & Co. were three of your clients affected by this policy change in 2018. Remington made the Bushmaster assault weapon that was used in the 2012 mass shooting that killed 26 children and educators at Sandy Hook Elementary School in Newtown, Connecticut. Remington had been a client of Bank of America since at least 2012 until the bank cut ties—but only after contributing $43 million to a lending package that helped Remington exit bankruptcy in 2018. Vista Outdoor sold rifles and shotguns, including AR-15-style weapons, until 2019, when Bank of America helped finance Vista’s acquisition of another sporting goods company in 2016. Lastly, Sturm Ruger makes the AR-556 pistol, which resembles an AR-15-style rifle but has been designed to circumvent existing gun laws. This weapon was used in the 2021 mass shooting that killed ten people at a King Soopers supermarket store in Boulder, Colorado. In 2013, Bank of America extended a $25 million line of credit to Sturm Ruger. Between 2012 and 2018, Bank of America issued $273.6 million in bonds and loans to these firearm companies. To be clear, none of these guns are designed for hunting or for self-defense. They are designed to kill large numbers of people as quickly as possible.
In 2019, Bank of America described the financing of these gunmakers as “contrary to our values, operating principles and Code of Conduct” in its Environmental and Social Risk Policy Framework. In 2022, Bank of America reiterated that it “will not currently finance the manufacture of military-style firearms for non-law enforcement, non-military use.” Then in November 2023, Bank of America assured members of Congress that its “lines of business continue to follow this policy.”
However, in December 2023, Bank of America weakened its firearms lending policy in its updated policy framework, stating that financing military-style firearms would be subject to an “enhanced due diligence process” and review by the Senior-level Risk Committee. This directly contradicts Vice Chair Finucane’s 2018 statement that “going forward we will not finance the manufacture of these firearms.”
Recent reports suggest that this policy change was prompted by anti-ESG laws in states like Florida and Texas. In 2021, Texas passed a law restricting companies that “discriminate” against firearms entities from doing business with the state. Specifically, it requires that government contracts include a written verification that the company does not and will not “have a practice, policy, guidance, or directive that discriminates against a firearm entity or firearm trade association.”18 In October 2023, shortly before Bank of America changed its policy, the Texas Attorney General issued an advisory urging government entities to closely review these written verifications and consider other “red flags,” citing Bank of America’s approach towards certain firearm entities. More recently, in January 2024, Florida announced that it will begin enforcing violations of an anti- ESG law passed last year, which requires banks that accept state or local funds to verify that they don’t “politically discriminate.” In particular, these requirements prohibit banks from denying services on the basis of enumerated factors, including a company’s “engagement in the lawful manufacture, distribution, sale, purchase, or use of firearms or ammunition.” In May 2024, Florida enacted a law, effective July 1, 2024, that provides for a customer complaint process for alleged violations of these requirements and expands the scope to include non-Florida chartered banks.
