    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.) cosponsored the Medicare and Social Security Fair Share Act, legislation that will ensure the long-term solvency of Medicare and Social Security by reversing inequities in the tax system so that high earners contribute a fairer share. 
    “Medicare and Social Security are benefits that New Mexicans have earned over a lifetime of hard work. I’m proud to support this legislation to protect these bedrock programs for New Mexicans by making the ultrawealthy pay their fair share,” said Heinrich.
    Nearly 40% of seniors rely on Social Security for the majority of their incomes – benefits they have earned that let them retire with dignity. Medicare protects its over 60 million beneficiaries, one in five of whom have less than $15,000 in savings, from potentially catastrophic health care costs.
    Despite their bedrock importance, these programs are both at risk of not being able to fully pay out benefits within the next 15 years. Without new revenue, the Hospital Insurance Trust Fund and the Old Age and Survivors Insurance Trust Fund are expected to become insolvent in 2028 and 2033, respectively.
    The Medicare and Social Security Fair Share Act will increase funding for the Social Security and Medicare trust funds by extending the payroll tax on wages, self-employment income, and investment income to taxpayers making over $400,000. The legislation also applies a payroll tax on the pass-through business income, like hedge funds and private equity firms, of taxpayers earning more than $400,000, which will eliminate the classification of earned income as distributed business profits that is currently a major loophole. By applying these two provisions, we can extend Social Security solvency indefinitely and extend Medicare solvency by an estimated 20 years.
    The Medicare and Social Security Fair Share Act is led by U.S. Senator Sheldon Whitehouse (D-R.I.). Alongside Heinrich, the legislation is cosponsored by U.S. Senators Kirsten Gillibrand (D-N.Y.), Chris Van Hollen (D-Md.), and Amy Klobuchar (D-Minn). The bill is led in the House by U.S. Representative Brendan F. Boyle (D-Pa.).

    Background
    Heinrich fought hard to pass the Inflation Reduction Act, historic legislation that lowers health care and prescription drug costs for working families. 
    This year, the Inflation Reduction Act began capping out-of-pocket costs for prescription drugs at an estimated $3,300, providing substantial relief for individuals facing high medication expenses. This new Medicare drug cap comes in tandem with several other major healthcare provisions Heinrich helped secure, including free vaccines for seniors and a $35 insulin cap for those on Medicare.
    Last year, the White House announced 48 Medicare Part B drugs that raised their prices faster than inflation, and some drug companies raised prices of certain medications faster than inflation for every quarter in 2023. The IRA provisions Heinrich helped deliver will now require these companies to pay rebates back to Medicare, saving seniors who take these drugs between $1 and $2,786 per dose, depending on their medication. 
    The IRA also reduced the cost of marketplace health insurance premiums by an average of hundreds of dollars per person, for roughly 40,000 New Mexicans.

    Heinrich introduced the Strengthening Medicare and Reducing Taxpayer (SMART) Prices Act, legislation that builds on a provision that was included in the Inflation Reduction Act to empower Medicare to negotiate prescription drug prices for the first time. Specifically, the bill would allow prescription drugs and biologics to be eligible for negotiation five years after approval by the Food and Drug Administration (FDA) — increasing the overall amount by which Medicare can lower prices through negotiation. Additionally, the SMART Prices Act would lower Medicare Part B drug prices through negotiation two years earlier than under current law, and increase the overall number of drugs that the Department of Health & Human Services (HHS) can negotiate starting in 2026.
    Additionally, Heinrich is a cosponsor of the Pharmacy Benefit Manager Transparency Act, legislation that bans deceptive unfair pricing schemes, prohibits arbitrary clawbacks of payments made to pharmacies, and requires Pharmacy Benefit Managers (PBMs) to report to the Federal Trade Commission (FTC) how much money they make through spread pricing and pharmacy fees. 
    Heinrich also cosponsored the COLAs Don’t Count Act, legislation to exempt annual cost-of-living adjustments (COLA) from impacting the benefits of those who utilize the Supplemental Nutrition Assistance Program (SNAP) for food assistance. This would help ensure participants of SNAP are not losing benefits due to the added costs of inflation and allow families to keep food on the table.
    Heinrich recently secured committee passage of his Fiscal Year 2025 Agriculture Appropriations Bill, legislation that delivers critical new resources to fully fund WIC and ensure all eligible women, infants, and children can get the nutrition they need. It also protects vital nutrition assistance programs for families across the country.

  • MIL-OSI China: Global experts hail China’s commitment to preserving Tibetan medicine

    International experts have praised China’s efforts to preserve and promote traditional Tibetan medicine.
    Over 200 global experts and scholars from home and abroad recently gathered in Lhasa, the capital of southwest China’s Xizang Autonomous Region, for an academic conference on “The Four Treatises of Tibetan Medicine,” discussing the development and modern applications of these important medical texts.
    Written between the 8th and 12th Centuries, “The Four Treatises of Tibetan Medicine” is the most influential foundational work on traditional Tibetan medicine. It shows fully the development and evolution of traditional Tibetan medicine, and has played an essential role in the dissemination and development of traditional Tibetan medicine in the Qinghai-Xizang Plateau, as well as the trans-Himalayan and Mongolian regions.
    It not only represents the highest level of medical care in Xizang in ancient times, but also reflects the study of humanities, history, tradition, literature, art and craft in Xizang during an earlier period. The work was inscribed on the UNESCO Memory of the World Register in 2023.
    John Vincent Bellezza, a senior research fellow at the University of Virginia, hailed the Chinese government’s dedication to preserving the “The Four Treatises.”
    “They are doing a tremendous job in collecting thousands of ancient medical texts,” he said. “Tibetan medicine is an ancient tradition that has been helping Tibetans and other people for many centuries. Now, in the 21st century, we have the opportunity to bring these traditions forward and try to improve and better understand the tradition to serve the people in the Himalaya and the plateau regions.”
    He also emphasized the importance of such a large-scale conference, saying, “This is crucial for the development of Tibetan medicine.”
    Ram Adhar Yadav, executive director of Nepal’s National Ayurveda Research and Training Center, said the conference opened the door for academics, researchers and doctors to discuss how to research and treat diseases by using Tibetan medicine, traditional Chinese medicine, as well as Ayurveda, a traditional system of Indian medicine.
    Amit Man Joshi, another researcher from the Nepali center, said the conference was a learning experience for him. “Before coming here, I didn’t know much about the history of Tibetan medicine. This conference has broadened my knowledge so that I can go back to my country and share about Tibetan medicine.”
    The Chinese government has made significant strides in protecting and promoting Tibetan medicine in recent years.
    In 2019, China invested 1 billion yuan (about 140.36 million U.S. dollars) in the construction of a new campus for the University of Tibetan Medicine, which has trained over 7,000 medicine professionals.
    As of early 2022, Xizang hosted 49 public institutions of Tibetan medicine. The coverage rate of Tibetan medicine services in township health centers reached 94.4 percent, while that in village health clinics reached 42.4 percent.
    Over the years, more than 300 ancient documents on Tibetan medicine have been collated and published, while more than 600 volumes of rare ancient books have been collected.
    “The conference not only served to promote Tibetan medicine internationally, but also aimed to learn from and draw upon the development models of other traditional medical systems to further advance Tibetan medicine,” said Tsering, director of the Hospital of Traditional Tibetan Medicine.
    Last week, the hospital launched the country’s first digital resource center for Tibetan medicine and astrology in Lhasa.
    The center features 10 databases, including Tibetan medicine materials and the literature on Tibetan medicine and astrology. It also houses high-resolution scanned copies of rare Tibetan medical and astrology texts dating back to the 8th Century.
    Joshi praised the establishment of the center, saying, “It’s a great initiative. Creating a comprehensive database ensures that Tibetan medicine will be preserved for future generations.”

  • MIL-OSI China: About 20,000 non-Chinese Hong Kong permanent residents issued mainland travel permits

    Secretary for Security of the Hong Kong Special Administrative Region (HKSAR) government Tang Ping-keung said on Wednesday that from July to mid-October 2024, about 20,000 non-Chinese Hong Kong permanent residents were issued mainland travel permits.
    The number of visitor arrivals/departures made using the document amounted to a total of 53,000, Tang said at the HKSAR’s Legislative Council.
    Since July 10, non-Chinese permanent residents of the HKSAR and Macao Special Administrative Region have been eligible to apply for special travel permits to enter the mainland.
    Tang said that based on the HKSAR government’s understanding, people from different sectors greatly welcomed the new measure, considering that it could substantially shorten the clearance time and fully satisfy their needs for visiting the mainland for business, academic and cultural exchanges, and traveling purposes.
    Some of them also said that the measure had facilitated their greater participation in the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Tang said.

    Chinese Vice Premier Ding Xuexiang on Wednesday told a group of foreign scientists that China will steadfastly advocate and practice open, fair, just and non-discriminatory international cooperation in the field of science and technology.
    Ding made the remarks when he met with French Nobel Prize for Physics winner Serge Haroche, U.S. plant molecular geneticist Susan Wessler, International Science Council CEO Salvatore Aricò and nine other foreign scientists attending the 2024 World Science and Technology Development Forum in Beijing.
    Deepened international exchange and cooperation, and the promotion of sustainable development through sci-tech innovation are urgently needed to address important global issues, and to meet the expectations of the global sci-tech community and people in all countries, said Ding, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.
    “The more complex the international environment is, the more open China will be,” he said.
    China will actively promote joint research on major sci-tech issues, foster an open, innovative ecosystem, and promote the sharing of sci-tech achievements to bring improved benefits to humanity, he noted.
    The foreign scientists voiced their firm support for openness and cooperation, expressing their willingness to deepen exchange with China, produce more innovative results through partnership, and work together to promote global sustainable development.

  • MIL-OSI China: Industrial sector reports steady operations from Q1 to Q3

    China’s industrial sector logged stable growth in the first three quarters of 2024, the Ministry of Industry and Information Technology said on Wednesday.

    The country’s equipment manufacturing and high-tech manufacturing industries are growing rapidly. Industries such as electronics, nonferrous metals, chemicals and automobiles accounted for nearly half of the industrial production growth seen in the first three quarters, the ministry said.

    During the period, the value-added output of the automobile industry increased 7.9 percent year on year, ministry data shows.

    Following a boost to the country’s consumer goods trade-in program, the consumption of electronic and digital products registered a significant increase. From January to September, the value-added output of companies in China’s electronic information manufacturing sector with a main annual business revenue of at least 20 million yuan (about 2.81 million U.S. dollars) grew 12.8 percent year on year.

    Mobile phone shipments in the domestic market reached 220 million units, up 9.9 percent from the same period last year, the data shows.

    The country also continued to optimize its industrial structure. Production and sales of new energy vehicles increased 31.7 percent and 32.5 percent respectively, and China took on more than 70 percent of the world’s green shipbuilding orders.

    In the first eight months, the operating income margin of China’s “little giant” firms with a main annual business revenue of at least 20 million yuan was 7.5 percent — higher than the average level of industrial firms, the ministry said.

    “Little giant” firms are the novel elites of small and medium-sized enterprises that are engaged in manufacturing, specialize in a niche market and hold cutting-edge technologies.

    The data also shows that there were more than 4.09 million 5G base stations in China at the end of September.

  • MIL-OSI China: China’s coal-rich province reports rising raw coal output

    China’s coal-rich province of Shanxi saw its raw coal output reach nearly 933.66 million tonnes in the first nine months of 2024, according to local authorities.

    The coal output in Shanxi, the country’s largest coal-producing region, accounted for about 26.9 percent of China’s total during the January-September period, said the provincial statistics bureau.

    In September, the province produced over 118 million tonnes of raw coal, setting a new monthly record for this year.

    Over the years, Shanxi has continued to upgrade its coal industry. In 2023, the province established 118 intelligent coal mines and introduced smart technology to 1,491 mining faces.

    As of now, over 50 percent of Shanxi’s coal production capacity is achieved via intelligent mining. Moreover, 30 pilot and demonstration coal mines using green mining practices have been established across the province.

    In 2023, the province produced over 1.37 billion tonnes of coal, and it has set a production target of about 1.3 billion tonnes for this year.

    China has established a complete new energy industry chain which is internationally competitive and provides more than 80 percent of global photovoltaic components and 70 percent of the world’s wind power equipment, an energy official said Wednesday.

    Over the past decade, China has been key in lowering the average cost per kilowatt-hour of global wind and photovoltaic power generation projects, which have seen decreases of more than 60 percent and 80 percent, respectively, Zhang Jianhua, head of the National Energy Administration, said at a meeting in Qingdao, east China’s Shandong Province.

    China’s wind and photovoltaic products have reached over 200 countries and regions worldwide — not only enriching global supply but also making outstanding contributions to green energy transition and the stability of the global energy market, Zhang added.

    By the end of 2023, China’s installed capacity of wind and photovoltaic power had increased tenfold compared to a decade earlier, while the proportion of clean energy consumption in total energy consumption had risen from 15.5 percent to 26.4 percent.

    Energy ministers from Belt and Road countries, ambassadors to China, and leaders of major domestic energy enterprises and financial institutions attended the meeting, engaging in discussions on topics such as energy transition and energy security, new energy storage, and advanced nuclear power technologies.

  • MIL-OSI China: Apple CEO pledges to increase investment in China

    Apple CEO Tim Cook on Wednesday pledged to increase investment in China during his Beijing visit, which analysts believe highlights the importance of the Chinese market to the American tech giant.

    In his second trip to the Chinese mainland this year, Cook met with China’s Minister of Industry and Information Technology Jin Zhuanglong on Wednesday, discussing topics including Apple’s development in China, online data security management and cloud services.

    Cook said Apple is keen to seize the opportunities presented by China’s opening up and will continue to increase its investment in the country, thus contributing to the high-quality development of the industrial and supply chains.

    On Tuesday, Cook met with Yang Jie, chairman of telecom giant China Mobile. The two sides exchanged views on further advancing cooperation in 5G applications, music and VR videos, building on existing cooperative programs in areas such as digital content, according to a China Mobile statement.

    Cook also met with Chinese college students at a “science and technology backyard” in Beijing’s Shunyi District to learn how they are using Apple devices to help farmers adopt more efficient and sustainable practices.

    In August 2023, the China Foundation for Rural Development set up a project to help “science and technology backyards” with social support. Apple was the first company to support the project.

    Li Huimin, a student at China Agricultural University, and her research team have been developing an iOS app to provide extreme weather alerts, pest identification and pest warnings to raise fruit yields.

    The app has been approved for testing and will be available after further improvements.

    “The projects I just saw are amazing, and the students I met today are really motivated to make a positive impact for rural communities. I loved seeing how they’re using technology to help farmers increase production,” Cook said.

    Chinese developers have thrived on the App Store. In 2022, roughly as in previous years, China accounted for 51 percent of the billings and sales facilitated by the App Store ecosystem, according to a study by Analysis Group.

    During his Beijing trip, Cook also visited an Apple retail store in downtown Beijing, and met with developers at Chinese gaming company Gala Sports.

    In his visit to Shanghai in March, Cook reiterated the company’s long-term commitment to the Chinese market when he opened Apple’s biggest retail store on the Chinese mainland.

    “There’s no supply chain in the world that’s more critical to us than China,” Cook said, noting that Apple will strengthen its long-term cooperation with its Chinese supply chain partners and work closely with them on green and smart manufacturing to achieve win-win results.

    His visit reflects Apple’s emphasis on the Chinese market and the company’s market strategy of combining local characteristics with global thinking, said Wu Shu, founding partner of Beijing-based Potential Capital.

    “This may be regarded as Apple’s enhanced emphasis on the Chinese market, reflecting the strong magnetism of the Chinese market,” Wu said.

    Apple’s new iPhone 16 lineup is off to a strong start on the Chinese market, with sales up 20 percent in the first three weeks after launch compared with the iPhone 15 series in 2023, data from market research firm Counterpoint Research showed.

    As China’s “Double 11” online shopping event approaches, electronic items, along with other products, are expected to experience a surge in sales.

    With the introduction of a host of incremental policies, China’s economy continues to show resilience and remains an attractive destination for foreign investment, Wu said. China’s opening-up policy and large market provide important opportunities for enterprises from all over the world, including the United States, he added.

  • MIL-OSI China: Mechanism paves way for economic recovery globally

    Greater collaboration and stronger coordination among BRICS countries — Brazil, Russia, India, China and South Africa, as well as other new members — will greatly enhance their economic growth and fortify the multilateral trading system, according to market watchers and business leaders.

    Established in 2006 as BRIC (South Africa was added in 2011), the group has become a key platform for countries of the Global South to get united and strengthen themselves through cooperation in fields such as security, economy, finance and agriculture.

    The BRICS mechanism expanded with new members in January this year, marking the further internationalization and diversification of the cooperation mechanism, according to the Ministry of Foreign Affairs.

    Analysts said that by capitalizing on their shared strengths, these influential emerging economies have the potential to lead a more dynamic global economic recovery. Through expanded trade, investment and technological innovation, BRICS countries can fuel growth not only domestically but also on a global scale.

    Following its expansion earlier this year, BRICS is becoming increasingly attractive to developing nations, as the platform promotes cooperation in areas such as international production capacity, trade in goods and services, and cross-border investment, said Jiang Shixue, vice-president of the Beijing-based China Society of Emerging Economies.

    Sharing similar views, Rasigan Maharajh, chief director of the Institute for Economic Research on Innovation at Tshwane University of Technology in South Africa, said BRICS supports these countries in enhancing their industrial capabilities, developing digital economies and fostering innovation.

    Highlighting that BRICS countries have vast markets and diverse economies, providing opportunities for increased trade between member nations, Xu Xiujun, a senior research fellow at the Institute of World Economics and Politics of the Beijing-based Chinese Academy of Social Sciences, said that by reducing trade barriers and promoting intra-BRICS trade deals, more members could access new markets and boost exports of goods and services in the coming years.

    China’s foreign trade with the other BRICS countries reached 4.62 trillion yuan ($652.47 billion) in the first three quarters of 2024, an increase of 5.1 percent year-on-year, data from the General Administration of Customs showed.

    China exports mainly construction machinery, trains, building materials, manufacturing equipment, electronics, textiles, garments and household appliances to other BRICS markets.

    Chinese-made passenger vehicles and solar cells have also become popular in countries like Brazil, South Africa, the UAE and Egypt in recent years, according to customs statistics.

    In addition to metal, crude oil, natural gas and grains, other BRICS countries’ shipments to China include passenger aircraft, timber, agricultural products, steel, cotton, chemicals, pharmaceuticals and medical equipment.

    Lyu Daliang, director of the GAC’s department of statistics and analysis, noted that goods trade among BRICS countries makes up only about 10 percent of their total foreign trade, indicating significant growth potential.

    “As cooperation within the BRICS family deepens and extends into new areas, both bilateral and multilateral economic and trade exchanges are expected to see significant positive progress,” he said.

    The emphasis on trading, investing in each other’s markets and collaborating on technological innovations, industrial transformation and the digital economy has become a driving force for growth within the BRICS countries, said Egyptian Ambassador to China Assem Hanafi.

    Echoing that sentiment, Chen Jianwei, a researcher at the Beijing-based University of International Business and Economics’ Academy of China Open Economy Studies, said that by collectively leveraging the power of the digital era, BRICS nations can successfully navigate the complexities of modern manufacturing transformation.

    Chen said that these initiatives will not only enhance the bloc’s internal trade volume but also strengthen their trade relationships with the rest of the world.

    Encouraged by these factors, Dong Wei, vice-chairman and CEO of COFCO International, a subsidiary of Beijing-based COFCO Corp, said the group will deploy more resources in BRICS countries like Brazil and South Africa to purchase agricultural products, carry out technology transfers and invest in agriculture and transportation-related infrastructure facilities in the years ahead.

    COFCO International, headquartered in Geneva, Switzerland, currently conducts agricultural trade with more than 10 African countries and is one of the largest integrated grain traders in South Africa. “We will expand our agricultural product operations in other BRICS countries,” said Dong.

For most campgrounds you can drive right up to your selected camping area, so you don’t have to lug your gear long distances. However, be aware some campgrounds take a bit more effort to reach, such as the Mita Bay campground at Mahurangi Regional Park (West), which is accessible by foot, and the campground at Waitawa Regional Park, which can only be accessed by sea kayak. Remember to check the access prior to booking to understand the location of the campground. 

    Be an early bird and book ahead 

    All our regional parks are precious taonga, each with their own unique features, but over the summer some are busier than others and get booked out quickly. Fortunately, regional park campsites can be booked up to six months in advance, so it’s a good idea to set a reminder on your phone and book your spot as soon as you can so you don’t miss out!

    The booking calendar for each campground also shows how many spaces are available, which is handy if you’re planning on camping with a larger group (note there are some group size limits over the summer). And you can book up to seven glorious nights. If your plans change, no worries! You can make unlimited amendments to your booking, or cancel (with a full refund), up to two days before the date of your arrival. 

    Before you leave home 

    When you book your stay at a regional park campground, you’ll be emailed instructions including a combination code to get through the gate into the campground. Make sure you note it down on your phone or on a piece of paper before you leave in case mobile reception is patchy at your destination.

    The main access gates for regional parks are locked overnight (daylight saving hours are generally 6am-9pm, and 6am-7pm for the rest of the year), so if you’re arriving in the evening, be sure to take note of the closing hours so you don’t end up carting your gear to the campground by foot. When staying, remember if you need to pop out for supplies, the access code will not open the main park gate. 

    Choose your camping experience – from rugged to glamping 

    If you’re up for a truly outdoors camping experience, many of Auckland’s regional parks supply only the bare basics – including the classic kiwi long drop! Be sure to read up on the facilities available at specific campgrounds, so you can choose the camping style that best suits your needs.  

    All campgrounds have drinkable water available (although sometimes you will need to boil it first), but many of the campsites at regional parks don’t have flushable toilets or shower blocks. These rugged campgrounds are a lot more spacious and less populated than commercial campgrounds, offering a truly remote outdoors experience. If that’s a step too far though for you or your fellow camping newbies, Shakespear Regional Park has flushable toilets and two cold showers onsite. 

    If camping in comfort is more your thing, many of the vehicle-based campgrounds allow campervan and caravans as well but check the rules before booking. Or bypass the regional park entirely and stay in a fully furnished glamping tent at either Ōrewa Beach Holiday Park, Whangateau Holiday Park or Martins Bay Holiday Park.

    Do your research on the park so you pack the right gear

    Make sure you read up on prime leisure activities at your location. For example, if you’re heading to a great surf beach like Omaha Beach, the kids will want boogie boards for catching waves and riding down the campground’s famous hill, and you’ll all want beach shoes for rock pooling.

    While it is possible to fish at some regional parks, it’s strictly prohibited at parks that are also marine reserves. Some parks have access to extensive walking and mountain-bike tracks, golf and disc golf courses and did we mention the birdlife? Also, don’t forget your book from Auckland Libraries for some relaxing reading in the sun. 

    Be a tidy Kiwi 

    When you arrive at your site, be sure to follow the rules. Stay off sign-posted wahi tapu areas (sites which are sacred to Māori), and steer clear of restricted conservation areas where birds may be nesting. 

    Remember that lighting open fires is prohibited across all public areas in the Auckland region, and that noise must be kept to a minimum in regional parks after 9pm. 

    Also please dispose of all your rubbish correctly in the designated bins if available or take your rubbish home with you.

    Background
    Criminals are emailing people and falsely claiming they have hacked into their computers or webcams and have access to compromising images and videos of them. These criminals are threatening people by saying they will release the images and videos unless they’re paid. They include personal details such as birth dates and addresses in the emails to intimidate people into sending them money.
    These personal details are most likely from previous public data breaches. Anyone receiving this scam email should know that there is no evidence that the criminals sending these emails really do have access to people’s webcam or computer.
    There have been hundreds of reports recently of people who have been targeted this way.

    How to spot the scam
    You receive an unexpected contact from someone claiming to have compromising sexual information about you.
    The scammer threatens you and tells you to pay money or the information will be released.
    You are pressured to act quickly to avoid embarrassment and reputational damage

    How the scam works
    Scammers send you an email falsely claiming that your computer or webcam has been hacked and that compromising sexual images or videos of you have been recorded.
    The scammers threaten to release these compromising images or videos if they aren’t paid cryptocurrency to a specified address.
    The emails include your birth date, full name and, in some cases, mobile number and home address. This makes them seem more real.

    What you should know
    If you receive emails like this, don’t respond and don’t pay any money.
    There is no evidence that the scammers who send these emails have access to your webcam or computer.
    The personal details contained in the emails have most likely come from previous public data breaches.

    The Minister for NDIS and Government Services and local Member for Maribyrnong Bill Shorten called on Melbourne Water to take immediate action to address widespread community concerns following the reclassification of Kensington Banks as a high-risk flood zone.

    The reclassification affects approximately 900 homes and over 2,000 residents in the area.

    About 200 impacted residents attended a community forum at Kensington Town Hall on Tuesday night, and were outraged senior Melbourne Water representatives had not turned up.

    “Melbourne Water was reluctant to join the meeting because they thought this was political. Of course it’s political,” Minister Shorten said.

    “Why Melbourne Water think it’s beneath them to want to send someone senior smacks to me of arrogance and I’m filthy about it. And it’s just not the way I expect people to behave, especially when they’re the ones who sprung a surprise on us.”

    The community is concerned homes will become uninsurable in coming years, despite property owners buying into the area in good faith and on the best advice of the existing flood modelling.

    Minister Shorten reassured the meeting they had his support and was working hard with his political colleagues to put pressure on Melbourne Water.  

    “No one here has done anything wrong at all. You haven’t taken any risks. You went in, eyes open. It’s just the facts have changed in front of you. Now, that’s a problem. But that’s not on you.”

    Federal Member for Fraser Daniel Mulino and State Member for Melbourne Ellen Sandell joined representatives from the National Emergency Management Agency (NEMA) and the Insurance Council of Australia to hear from concerned residents regarding the lack of transparency with Melbourne Water’s tender process for mitigation planning, and the lack of consistent communication as to what steps can be taken by residents to address their individual changes in circumstance.

    Minister Shorten said if it wasn’t for the Victoria Water Minister Harriet Shing, intervening, Melbourne Water representatives would not have attended at the last minute to take notes at the meeting.

    “Senior Melbourne Water representatives, who had the least distance to travel, couldn’t’ turn up and give an accounting of their actions to a public meeting. It’s really disgraceful,” Minister Shorten said.

    “Getting Melbourne Water to be transparent shouldn’t be a game of hide and seek where they hide what they’re doing and the residents have to seek out that information.”

    “Melbourne Water do themselves no favours. If they’re actually working furiously behind the scenes, then they need to tell us and also the study options need to be transparent. The underpinning, whoever is going to do it, I just want it done. But you need to be able to deconstruct it and see if they’ve considered all the innovations, all the options, and it needs to be very bottom up. People have got to see what’s going on within the Insurance Council engagement as well. But I think it’s reasonable to say, what’s the timeline? Where’s the advisory board?” Minister Shorten told the meeting.

    Initial community consultation began in April of this year, with Melbourne Water indicating that they are currently completing detailed assessments of long-term, sustainable mitigation options. However, Melbourne Water’s failure to provide a clear timeline for the tendering of contracts to develop these strategies has caused growing anxiety among affected community members.

    “I do want Melbourne Water to feel more urgency. If there’s a statutory body in this country who will only meet on their terms, then they’re kidding themselves,” Minister Shorten concluded.

The centers will be located in the Butte County Office, North Valley Plaza in Chico, Isabella Senior Center in Lake Isabella and in the Tehama County Transportation Commission in Red Bluff beginning Thursday, Oct. 24.

    “When disasters strike, our Disaster Loan Outreach Centers are key to helping business owners and residents get back on their feet,” Sánchez said. “At these centers, people can connect directly with our specialists to apply for disaster loans and learn about the full range of programs available to rebuild and move forward in their recovery journey.”

    “SBA customer service representatives will be on hand at the following centers to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their electronic loan application,” Sánchez continued.     Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez added. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    SBA disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.688 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster.     Following their call for accountability after egregious failures at the Buffalo VA left veterans waiting weeks or months to receive care, U.S. Senate Majority Leader Chuck Schumer, Senator Kirsten Gillibrand, Representative Tim Kennedy, and Representative Nick Langworthy today announced a nationwide evaluation of the VA’s community care consult practices to root out systemic issues within the VA’s health care network.
    At Schumer, Gillibrand, Kennedy, and Langworthy’s request, the Government Accountability Office (GAO) will be conducting a comprehensive review of the VA’s community care consult practices. The investigation will include a review of the VA’s practices around scheduling patient treatment, particularly for high-risk and complex conditions. It will also review practices around handling concerns raised by patients and health care providers in the case of delayed treatment. 
    “No veteran, in Western NY or anywhere in America, should experience failures like those that occurred at the Buffalo VA. We must make sure this unacceptable failure to provide the care our veterans need never happens again. This new independent investigation by the Government Accountability Office will conduct a top-to-bottom review of the VA’s nationwide practices,” said Senator Schumer. “We must put better infrastructure and oversight practices in place to protect veterans in Western NY and across the country. We will be watching the VA like a hawk to ensure changes are made and VA centers across the country deliver on their promise to our vets to provide them the top-notch care they have earned and deserve.”

    According to a report from the Department of Veterans Affairs Office of Inspector General, critically ill patients at the Buffalo VA had their treatments postponed for months or even canceled entirely, despite concerns raised by patients and health care providers. In one case, a patient waited nine weeks for radiation therapy for a new cancer malignancy, despite efforts by the chief of oncology to get the community care team to schedule treatment. In another, a veteran died waiting for palliative radiation therapy that would have eased severe pain from stage 4 cancer. Following the shocking revelations of the report the lawmakers requested an independent investigation by the GAO into the VA community care practices that led to these failures to ensure better care for veterans both in Western NY and across the country.
    Specifically, the GAO review will include: 
    Oversight of medical centers’ adherence to Veterans Health Administration (VHA) requirements for processing consults for conditions considered high-risk or complex; 
    Whether consults are appropriately prioritized and consistently processed within VHA’s timeliness requirements;
    Reviewing how medical facilities, VISN leaders, and the VHA Office of Integrated Veteran Care respond to concerns regarding delays in consult scheduling from providers, staff, patients, and their families and how this is built into VHA’s quality and risk management programs;
    Best practices to prevent and address leadership deficiencies within the community care scheduling process, including the prioritization of patient safety.

    Dear Mr. Dodaro:
                On Friday, September 27th, the Department of Veterans Affairs Office of Inspector General (“OIG”) released its findings following its inspection of the VA Western New York Health System in Buffalo, New York. The report – Leaders Failed to Address Community Care Consult Delays Despite Staff’s Advocacy Efforts at VA Western New York Healthcare System in Buffalo – found a shocking pattern of apathy and incompetence on the part of Department facility and community care leaders in addressing the needs of patients with complex and high-risk conditions.
                As the report indicates, these delays caused or led to an increased risk of harm to the patients. One veteran passed away while waiting months to receive palliative care that would have helped manage cancer pain in their final months. Another patient waited nine weeks to schedule radiation therapy for a new cancer malignancy, despite efforts by the chief of oncology to get the community care team to schedule treatment. Another veteran in their twenties continued to suffer from seizures for another 10 months as they waited for a consult to be scheduled, the delay partially caused by a referral being canceled by the community care medical director. These are only some of the cases highlighted by an OIG report that identified incompetence and bureaucratic red tape that failed the veterans in Buffalo again and again.
                The failure by the leadership at the Buffalo VA Medical Center must never occur again, and veterans across the United States must be reassured that they can receive timely and high-quality health care across the VA health care system.  Therefore, I request that the Government Accountability Office (GAO) conduct a review of Veterans Integrated Services Networks’ (VISN) community care consult practices. The review should include, but not be limited to: 
    Oversight of medical centers’ adherence to Veterans Health Administration (VHA) requirements for processing consults for conditions considered high-risk or complex; 
    Whether consults are appropriately prioritized and consistently processed within VHA’s timeliness requirements;
    Reviewing how medical facility, VISN leaders, and the VHA Office of Integrated Veteran Care respond to concerns regarding delays in consult scheduling from providers, staff, patients, and their families and how this is built into VHA’s quality and risk management programs;

An Israeli hostage revealed he had been held in a UNRWA employee’s house.   • MIL-OSI USA: Deluzio Helps Police Dog Find a Home with Coraopolis Police Department

    CARNEGIE, PA – Last week, Congressman Chris Deluzio (PA-17) announced he had delivered more than $2.2 billion in federal dollars back to the people and communities of Western Pennsylvania. As of this week, Congressman Deluzio adds something priceless to that tabulation: his office helped the Coraopolis Police Department secure a new police dog—at no cost to the department. 

    In August 2023, Congressman Deluzio announced funding for a K-9 unit in the North Hills. After hearing that other police departments in Pennsylvania’s 17th Congressional District also had interest in securing K9 units, his office worked to try and find resources to help. The Coraopolis Police Department was one that Congressman Deluzio’s office has been working with to secure funding for a police dog. 

    Following reporting that the Tarentum Police Department was gifted an 18-month-old police dog that they did not accept, Congressman Deluzio and his team alerted the Coraopolis PD—hoping that the K-9, named Ikon, might be a fit for their department. Following that connection, the Coraopolis department reached out to the dog’s donor, and now the German Shepherd Ikon is safely in Coraopolis, bonding with his new partner Officer Dan McMurtrie. Ikon is the police department’s second K-9 and will be certified in dual-purpose narcotics. 

    “My office is always on the lookout for ways to support public safety and police in Western PA,” said Congressman Deluzio. “When we heard that the Coraopolis Police Department was seeking a police dog, we began working on ways to try and help. I am so glad that my team was able to help facilitate bringing this police dog to Coraopolis. This is a win for the safety of the whole region, and this is what my work is all about.”

    In 2022, with Rep. Sewell’s support, the City of Birmingham was selected by the U.S. Department of Commerce Economic Development Agency (EDA) to receive a $10.8 million grant from the Good Jobs Program. The grant was made possible by President Biden’s American Rescue Plan.

    The grant helped the City of Birmingham establish the Birmingham Regional Health Partnership, a health care workforce training program that is building a pipeline of skilled health care workers through public-private partnerships with local health care employers including UAB. It is providing access to high-quality healthcare jobs to members of traditionally underrepresented communities including women and people of color.

  • MIL-OSI China: Dinosaur fossils found in Hong Kong for 1st time

    The Hong Kong Special Administrative Region (HKSAR) government on Wednesday announced that dinosaur fossils were discovered for the first time in Hong Kong.

    The site where the dinosaur fossils were discovered was on Port Island in the Hong Kong UNESCO Global Geopark in the northeastern waters of Hong Kong.

    The Antiquities and Monuments Office (AMO) of the HKSAR government was informed in March this year that the sedimentary rock on Port Island might contain suspected vertebrate fossils.

    The Development Bureau of the HKSAR government then commissioned experts from the Institute of Vertebrate Paleontology and Paleoanthropology (IVPP) of the Chinese Academy of Sciences (CAS) to come to Hong Kong to conduct field investigation, study fossil specimens, recommend management plans and discuss follow-up actions.

    It was initially confirmed that the fossils dated to the Cretaceous period (about 145 million to 66 million years ago).

    Bernadette Linn, secretary for development of the HKSAR government, said that the discovery is of great significance and provides new evidence for research on palaeoecology in Hong Kong.

    The follow-up research on the dinosaur fossils is the first cooperation project under a new agreement between Hong Kong and the mainland.

    The Development Bureau of the HKSAR government and the IVPP on Wednesday signed the Framework Agreement on Deepening Exchange and Collaboration regarding Stratigraphy, Palaeontology and Prehistoric Sites to conduct scientific research, specimen management and identification, training, and exchanges in the fields of palaeontology, palaeoanthropology and palaeolithic sites.

    A cross-Strait summit that opened in Beijing on Wednesday has seen attendees from the Chinese mainland and Taiwan emphasize that compatriots from both sides of the Taiwan Strait share the Chinese culture, and call for strengthened cultural exchange and cooperation.

    The first Cross-Strait Chinese Culture Summit was attended by over 400 notable individuals in the field of culture from both sides of the Strait.

    Addressing the opening ceremony, Song Tao, head of both the Taiwan Work Office of the Communist Party of China Central Committee and the Taiwan Affairs Office of the State Council, said that people on the mainland and in Taiwan share the same roots and culture.

    The Chinese culture has always valued the principle that peace is of paramount importance, and the principle that the people are the foundation of the state, Song said.

    He expressed the hope that Taiwan compatriots, including those in the field of culture, will engage actively in cross-Strait exchange and cooperation across various fields, working together to counter “Taiwan independence” and promote national reunification.

    Liu Chao-Shiuan, chairman of the Foundation of Chinese Culture for Sustainable Development, said he hopes that cross-Strait cultural exchange and cooperation will be enhanced, and that mutual understanding will be deepened to carry forward the Chinese culture and strengthen the foundation for peaceful cross-Strait development.

    The three-day summit will include a main forum on literature and seven sub-forums.

    As the lights dimmed and the iconic music swelled, Harry Potter fans in China once again stepped onto Platform 9¾, boarded the Hogwarts Express, and entered the enchanting world of witches and wizards.

    “Hogwarts will always be there to welcome you home,” reads a post from the official Warner Bros. Pictures account on Weibo, China’s X-like social media platform, on Sept. 20, announcing that the eight-episode Harry Potter series would start its re-release across China from Oct. 11, one installment after another at intervals of a week.

    The post has cheered up the films’ Chinese fans, garnering more than 13,000 likes and 1,821 comments, and being reposted 7,971 times so far.

    Among the many viewers was 41-year-old Lan Lan, who brought her nine-year-old son to a cinema in south China’s Guangxi Zhuang Autonomous Region for “Harry Potter and the Chamber of Secrets,” the second installment of the series. She first watched the movie 20 years ago.

    “It felt like reliving the magic that had enthralled me when I was a teenager and read the first Harry Potter book,” Lan said after watching the film. “It brought me back to the old days when I shared the Harry Potter books with my classmates, watched the premieres of Harry Potter movies at midnight, went on shopping sprees for Harry Potter tie-ins, and discussed the series with other fans on the internet.”

    Lan’s son also enjoyed the movie and was immediately fascinated by the tricks and spells of the magical world.

    On Chinese social media, Lan’s passion has been echoed by many. “It was like reading the memoirs of my old friends, and I couldn’t hold back my tears when I watched the series again,” one Weibo user wrote.

    The first two movies in the iconic series have already been screened in Chinese theaters nationwide, with the most recent re-release — “Harry Potter and the Chamber of Secrets” — generating box office revenue of more than 37 million yuan (about 5.2 million U.S. dollars) in just five days.

    “The Harry Potter IP has a strong appeal for numerous viewers,” said Liu Yinan, duty manager of a movie theater in Beijing, adding that some would also buy tie-ins, such as mystery boxes, prepared by the cinema.

    While the Felix Felicis, “liquid luck” potion, works for about 12 hours in the Harry Potter universe, the charm of the re-released movies has an even more lasting effect, as indicated by the box office figures.

    The first film in the Harry Potter series was re-released in China four years ago and proved a hit, raking in 192 million yuan at the box office, according to data from ticketing platform Maoyan.

    “Behind the rerun of the fantasy series lies a huge and ever-growing fan base that spans different age groups,” said Wei Jiayue, a longtime Harry Potter fan. “They have been attracted by the imaginative magical world and the timeless themes that are related to human nature and real life.”

    For many, the relish of watching movies in theaters is alive and well for classics like the Harry Potter series, despite the allure of online streaming services. Some took these reruns as an opportunity to gather and share their feelings with like-minded people.

    Images of nearly 700 smiling fans, clad in black-hooded robes and holding wands or broomsticks, have been posted on Weibo, illustrating the enthusiasm of the series’ fan base.

    The Harry Potter movies are not the only films that have returned to Chinese cinemas. In recent years, a growing number of movies at home and abroad have been reissued in China, including the domestic sci-fi series “The Wandering Earth,” and the world-renowned tentpole movies “Titanic” and “Avatar.”

    One of the latest successful examples is “Your Name,” a Japanese anime film released eight years ago, which became a blockbuster again this July, earning nearly 38 million yuan on the first day of its re-release.

    The 4K restoration of the 1994 French thriller, “Leon: The Professional,” is also coming to China in November. It will be the first time for the film by director Luc Besson to hit the screens on the Chinese mainland.

    “The popularity of relaunched movies reflects profound changes in the movie market,” said Sun Yanbin, an expert at the Beijing Film Academy. “The film reruns can provide more options for viewers and meet their diverse demands.”

    From the perspective of theaters, re-releases are a cost-effective way to fill scheduling gaps and boost box office revenues as the movie industry is reeling from the COVID-19 pandemic, said Zhang Yiwu, a professor at Peking University.

    For fans like Lan, it is worthwhile to spend time and money on nostalgia. “The Harry Potter movies tell a story of love, friendship and strength, and they are definitely worth watching for both me and my son,” she said.

    This trip to the cinema was her son’s first glimpse into the magical world. “He said he wanted a wand and asked me to take him to the Wizarding World of Harry Potter at the Universal Beijing Resort,” said Lan.

    On the Chinese lifestyle-sharing platform Xiaohongshu, a fan writes: “Great works know no bounds, transcending time and ages of their viewers.”

    PORTLAND, Ore.—A Wilsonville, Oregon woman was sentenced to federal prison today for laundering millions of dollars in drug proceeds as the chief money launderer for a drug trafficking organization operating in the Pacific Northwest and California.

    Jacqueline Paola Rodriguez Barrientos, 44, was sentenced to 57 months in federal prison and three years’ supervised release.

    “We thank the coordinated efforts of our federal, state, and local law enforcement partners actively combatting these drug trafficking organizations and the damage they inflict on our communities,” said Natalie Wight, U.S. Attorney for the District of Oregon.

    “While people like Ms. Rodriguez Barrientos conceal the profits of drug enterprises, the losses fall on far too many Americans and their families,” said Adam Jobes, Special Agent in Charge of IRS Criminal Investigation’s Seattle Field Office. “We will continue doing our part to expose the finances of criminal organizations.”

    According to court documents, beginning in fall 2021, special agents from the U.S. Drug Enforcement Administration (DEA) in Portland began investigating a drug trafficking organization suspected of transporting counterfeit oxycodone pills containing fentanyl and heroin from California into Oregon and Washington State for distribution.

    A parallel financial investigation led by IRS Criminal Investigation (IRS:CI) revealed that Barrientos laundered money generated by the drug trafficking organization through the Mazatlán Beauty Salon in Tualatin, Oregon and by buying real estate that she converted into income-generating rentals. The real estate purchases were made with cashier’s checks funded by large cash deposits. Currency Transaction Reports generated by several banks showed that Barrientos made frequent cash deposits ranging from $10,000 to more than $373,000 into accounts held in her name or the name of her salon. These deposits totaled more than $3.5 million during a 9-month period in 2021.

    Since February 2021, members of the drug trafficking organization also purchased a total of nine residential properties in Oregon, Washington and Nevada with an estimated total value of more than $4.6 million. All nine properties were purchased outright with no mortgages. Barrientos used laundered funds to purchase eight of these properties. She then used third-party property management companies to rent these properties and received approximately $10,000 per month in rental income.

    On February 17, 2022, DEA agents arrested Barrientos and an associate at their Las Vegas residence. Agents found and seized two luxury vehicles, several loose receipts documenting high-end retail purchases, credit card statements documenting more than $16,000 spent on tickets to attend a professional boxing match, and other evidence memorializing the couple’s high-end lifestyle.

    On February 9, 2022, a federal grand jury in Portland returned an indictment charging Barrientos with conspiracy to launder drug proceeds. She pleaded guilty on July 31, 2024.

    Barrientos has agreed to forfeiture of the properties purchased with criminal proceeds as part of the resolution of her case. Some of the properties have been sold by the government; others are pending forfeiture and sale. The proceeds of forfeited assets are deposited in the Justice Department’s Assets Forfeiture Fund (AFF) and used to restore funds to crime victims and for a variety of other law enforcement purposes.     This case was investigated by DEA with assistance from the FBI, Homeland Security Investigations (HSI), IRS:CI, Tigard Police Department, and Oregon State Police. It is being prosecuted by Peter D. Sax, Assistant U.S. Attorney for the District of Oregon. Forfeiture proceedings are being handled by AUSA Katie De Villiers, also of the District of Oregon.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-Evening Report: Lee Miller helped shape our understanding of war. Her life as a photojournalist echo in those working today

    Lee, the feature film debut from director Ellen Kuras, explores the rawness of authentic image making and the impact of gender in war reporting.

    Kate Winslet stars as the world weary photojournalist Elizabeth “Lee” Miller – better known for featuring in an iconic photograph, rather than taking one.

    The same day Adolf Hitler committed suicide at his Berlin bunker in 1945, photojournalist David E. Scherman took a photograph of Miller sitting in the bath in Hitler’s Munich apartment.

    But Miller was also a trailblazing, feminist photojournalist who managed to shift Vogue magazine from beauty and aesthetics to capturing the reality of the second world war. She gave us images of the frontline, fearful women and children, concentration camps, and the aftermath of war.

    Here’s what you should know about the real woman behind the film – and what we can learn about war correspondents today through her story.

    In front of and behind the camera

    Miller was born in New York in 1907, and began her bohemian life as a model for Vogue before the war, and as a muse to her surrealist mentor Man Ray.

    The film follows Miller from her work as a fashion photographer pre-war, through to her photographing the second world war and then the liberation of Paris in 1945.

    Lee explores tensions with other renowned photographers at the time, such as Cecil Beaton (Samuel Barnett); her relationship with the second husband, English artist, historian and poet, Roland Penrose (Alexander Skarsgård); and her connections to the French resistance.

    Female photojournalists of the time were usually assigned to taking portraits or working in fashion.

    When Miller was in her 30s, her photographs for Vogue leaned towards the surreal. This was also seen in her Blitz images, where two staff from the magazine wearing creatively designed gas masks about to enter a bomb shelter was published in the London edition.

    When the war broke out, Miller was accredited as one of four American female photojournalists. Like fellow American Margaret Bourke-White, Miller was known for the horrific images of Buchenwald and Dachau concentration camps in Germany, reinforcing the fact that photojournalism tells a story that is more powerful than any other form of journalism.

    Ethics and photojournalism

    A 2019 study examined how professional photojournalists apply ethics to their work.

    Photojournalists believe photographs should be published alongside news, that photographers are key in supporting the public’s “right to know”, and they must balance “their obligation to the truth, while minimising harm”.

    You can see these ethical frameworks all at play in Miller’s work, especially in her images of Dachau just after the war.

    Lee faced similar issues around ethics that photojournalists face today.

    The editor of British Vogue, Audrey Withers (played in the film by Andrea Riseborough), refused to publish the photos. But American Vogue published them in June 1945, with the headline “Believe it”, as a modern memorial to the war.

    But photojournalists also take actions that prioritise themselves. Sherman’s image of Miller sitting in Hitler’s bath, though a visual metaphor for the end of the war, has been criticised as a “look at me” moment.

    In 2006, the New York Times described the photograph as “a woman caught between horror and beauty, between being seen and being the seer”.

    The place of the woman photographer

    Contemporary research suggests female photojournalists are more empathetic and have better access to vulnerable subjects than their male counterparts.

    In the film, Miller’s gentle photo of a French woman publicly accused of being an informant to the Germans illustrates empathy, while masking the hidden contradictions of war.

    Befriending a frightened girl in a bomb shelter, Miller has flashbacks of her youth as a victim-survivor of sexual violence. “There are different kinds of wounds, not just the ones you see,” she says in the film.

    A survey in 2019 of 545 female photojournalists from 71 countries found women faced more obstacles than their male counterparts, are still considered subordinate in the profession and subject to sexism.

    During the war, Miller used the gender-neutral Lee as her first name, instead of Elizabeth, fearing press accreditation on the frontline would not be approved if she was a woman.

    The National Press Photographers Association say gender bias and assumptions still continue to hinder female photojournalists. These commonly held assumptions include women are weaker, less skilled and will eventually leave the profession to raise a child.

    Living through her archive

    Lee begins and ends with the 70-year-old Miller reflecting on her career to a young male journalist, while continuously gulping down alcohol, perhaps illustrating undiagnosed post traumatic stress syndrome, all too common among news photographers.

    Returning to London after the war, Miller gave up photojournalism.

    After her death in 1977, more than 60,000 negatives of her work were discovered in her attic at home. These images of surrealist photography, Vogue editorials, second world war photojournalism and portraits of important 20th century figures formed the basis of her 1985 biography, The lives of Lee Miller, written by her son Antony Penrose.

    Lee is a visually, brave story about a female photojournalist whose images alter and enlarge our notions of what is worth looking at – and what we have a right to observe.

    Two digital initiatives from Moscow have been recognized with the prestigious international BRICS Solutions Awards. The project titled “Digital Twin of the City of Moscow” was awarded in the category in the category of “Platforms and Integrated Solutions for Government and Public Administration,” while the initiative “Experiment on the use of innovative computer vision technologies for medical image analysis and subsequent applicability in the healthcare system of Moscow” was honored in the “Biotechnology and National Health” category.

    Artificial Intelligence Supporting Medical Professionals

    The project titled “Exploration of Innovative Technologies in Computer Vision for Medical Image Analysis and Implementation in the Healthcare System of Moscow” is being executed at the Center for Diagnostics and Telemedicine of the Moscow Department of Health. This initiative employs artificial intelligence (AI) to analyze and interpret results from various medical imaging modalities, including CT, MRI, X-ray, fluorography, and mammography. Starting in 2024, this advanced technology will be accessible to healthcare professionals across the nation upon integration of local infrastructure with the MosMedAI platform. Currently, AI-assisted interpretation processing is operational in over 10 regions.

    “Our project aims to reduce the workload of specialists and enhance the quality and speed of reporting. For the past 4 years, AI has played a vital role in supporting our radiologists. During this period, it has processed over 13 million studies and currently is capable of identifying  38 different diseases. However, the final diagnosis and decision-making always remain the responsibility of the radiologists,” explained Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “The neural network also performs automatic measurements for radiologists and generates radiology reports. We are continuing to develop this project, working on 22 additional modalities. This experiment, on such a large scale, is unprecedented globally. Moscow was the first to implement such solutions at a at the city level, and we believe this experience will serve as a model for other cities and countries, showcasing how modern technologies can improve medical care and the efficiency of healthcare professionals.” said Anastasia Rakova.

    This follows the severe storm that destroyed seven Transgrid transmission towers on Thursday 17 October, causing significant disruption to the supply of electricity to the remote communities of Broken Hill, Tibooburra, Wilcannia, Menindee, White Cliffs and other surrounding communities.

    Over 12,000 properties have been without power, many for prolonged periods over the past week causing disruptions to families, businesses and community.

    The electrical outage community support package will be available to impacted households and small to medium-sized local businesses.

    • Payments of $200 will be made available to each of the residential electricity account holders impacted by the outage. These grants will be available via Service NSW.
    • Payments of $400 will be made available to impacted small-to-medium businesses. These grants will also be available via Service NSW.
    • While these grants are being established, the NSW Government will continue to support people’s immediate needs with pantry staples, fresh produce, food hampers and mobile cold rooms being made available in partnership with Foodbank NSW/ACT at key locations in the Far West to support communities where impacts have been greatest.
    • The NSW Government is also bringing together agencies and industry to support longer term recovery needs including working with the insurance sector to provide clear advice to people, charities and mental health support.

    The community support package is being provided by the NSW Government and will total $4 million, including a $1.5 million contribution by Transgrid.

    This package is in addition to a range of actions the NSW Government has already taken in the week since the power outage.

    A Natural Disaster Declaration was swiftly issued, unlocking State-Commonwealth disaster funding for the Broken Hill and Central Darling Shire Local Government Areas, as well as the Far West Unincorporated Area.

    The NSW Government has also declared an Electricity Supply Emergency for the Far West region of NSW under the Electricity Supply Act (1995). This declaration allows the Minister for Energy to give directions considered to be necessary to respond to the electricity supply emergency.

    The situation remains uncertain with work underway to restore mains power to the region. The region is primarily relying on Transgrid’s large-scale back-up generator while the company constructs interim towers which are expected to be in place by 6 November 2024.

    Transgrid and Essential Energy are getting more generators into the region to reduce reliance on the main back-up generator and it’s hoped that will negate the need for rolling blackouts that keep the wider network stable.

    To ensure the existing back-up generator can continue to function and meet community needs, particularly during the evening peak, communities are being asked to reduce energy use where possible between 5.30pm and 10.30pm (Australian Central Daylight Time). Key steps include:

    • Turning off any non-essential appliances.
    • Using lights only in occupied rooms.
    • If you are using air conditioning, consider raising the set point temperature to about 26 degrees and close all blinds, windows and doors.

    Outside these times, the community should continue to use electricity as they normally would.

    Premier of New South Wales, Chris Minns said:

    “This support package is a critical way to provide much needed relief to the people of the Far West impacted by the outage as we work to get the lights back on and support to those who need it.

    “The effects of this prolonged outage are having a significant impact on local residents’ daily lives, that’s why I am in the region today meeting with residents and businesses who have been impacted by this outage.”

    Minister for Energy, Penny Sharpe said:

    “Electricity is a part of everything we do – at work, at school and at home – and we’re doing everything we can across government to support communities. This will be a challenging time for the next few weeks.

    “The best way to avoid load shedding is for households and small businesses to reduce their use of energy during the evening peak of 5.30 to 10.30pm.

    “This could be as simple as using the dishwasher during the day rather than at night, or turning off lights when rooms aren’t being used.”

    Minister for Emergency Services, Jihad Dib said:

    “We have teams on the ground responding to what we know has been a difficult period for the people of Far West NSW, and today’s package is an important addition to the support already announced under the Natural Disaster Declaration.

    “Emergency response personnel from the Rural Fire Service and State Emergency Service are providing ongoing support for Far West communities, including generators and emergency connectivity. Thank you to the volunteers who are helping communities during this time.”

    Independent Member for Barwon, Roy Butler said:

    “NSW communities in the Far West region of NSW are experiencing significant hardship across the Far West, and this package will go some way toward addressing the impacts at home and work.

    “I wrote to the Premier on Monday asking for compensation for individuals and businesses, and I thank the NSW Government for such a quick response.

    “The people of Far West NSW deserve a reliable supply of electricity and a robust back-up system, and the Government is taking action to ensure that is the case going forward.”

    CEO Transgrid, Brett Redman said:

    “Transgrid acknowledges the impact of the outage and is working with the NSW Government and Essential Energy to do everything we can to reinstate the permanent power supply as soon as practicable.

    “Our primary focus is on safely restoring supply and working to minimise impacts to the community. We hope that this financial support goes some way to assisting those impacted during the past week and we again thank the community for their patience.”

    Two Moscow digital initiatives have been recognized by the prestigious international BRICS Solutions Awards. The project “Digital Twin of Moscow” was recognized in the nomination “Platforms and Integrated Solutions for State and Public Administration”, and the initiative “Experiment on the Use of Innovative Computer Vision Technologies for Analyzing Medical Images and Subsequent Application in the Moscow Healthcare System” was recognized in the nomination “Biotechnology and National Healthcare”.

    Artificial Intelligence to Help Healthcare Workers

    The project “Research of Innovative Computer Vision Technologies for Medical Image Analysis and Implementation in the Moscow Healthcare System” is being implemented at the Diagnostics and Telemedicine Center of the Moscow Department of Healthcare. The project uses artificial intelligence (AI) to analyze and interpret the results of various types of medical imaging, including CT, MRI, X-ray, fluorography, and mammography. Starting in 2024, this advanced technology will be available to healthcare workers across the country after integrating local infrastructure with the MosMedAI platform. The AI-powered interpretation processing system is currently operating in more than 10 regions.

    “Our project is aimed at reducing the workload of specialists and improving the quality and speed of issuing conclusions. Over the past 4 years, AI has played an important role in supporting our radiologists. During this time, it has processed more than 13 million studies and is currently able to identify 38 different diseases. However, the final diagnosis and decision-making always remain with radiologists,” explained Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “The neural network also performs automatic measurements for radiologists and generates radiological reports. We continue to develop this project, working on 22 more modalities. This experiment of such scale has no analogues in the world. Moscow was the first to implement such solutions at the city level, and we are confident that this experience will serve as an example for other cities and countries, showing how modern technologies can improve medical care and increase the efficiency of medical workers,” said Anastasia Rakova.

    About the BRICS Solutions Awards

    The BRICS Solutions Awards competition is organised annually by the country currently chairing BRICS. In 2024, Russia will chair the award, coordinated by the Agency for Strategic Initiatives in partnership with the Chamber of Commerce and Industry of the Russian Federation and the Roscongress Foundation. The award recognises promising projects that improve the quality of life in the BRICS countries. The competition promotes the exchange of knowledge and best practices, as well as the development of cooperation in the development and implementation of new technologies.
