  • MIL-OSI Asia-Pac: Property owner fined over $80,000 for persistently not complying with removal order

         A property owner who persistently failed to comply with a removal order issued under the Buildings Ordinance (BO) (Cap. 123) was convicted and fined over $80,000 at the Tuen Mun Magistrates’ Courts earlier this month.
     
         The case involved two unauthorised building works (UBWs) with a total area of about 33 square metres on the roof and ground floor of a house in Yuen Long. As the UBWs were carried out without prior approval and consent from the Buildings Department (BD), a removal order was served on the owner under section 24(1) of the BO.
     
         Failing to comply with the removal order, the owner was prosecuted by the BD and was fined over $6,000 upon conviction by the court. The owner removed one of the UBWs, i.e. UBWs on the roof after the prosecution, but UBWs were later found re-erected on the roof again. As the owner persisted in not complying with the removal order, the BD instigated prosecution again. The owner was fined $83,600 in total, of which $53,600 was the fine for the number of days that the offence continued, upon conviction again at the Tuen Mun Magistrates’ Courts on October 4.
     
         A spokesman for the BD today (October 23) said, “UBWs may lead to serious consequences. The owners concerned must comply with the removal orders without delay. The BD will continue to take enforcement actions and consider instigating prosecution against the owners again if they persist in not complying with the orders, so as to ensure building safety.”
     
         Failure to comply with a removal order without reasonable excuse is a serious offence under the BO. The maximum penalty upon conviction is a fine of $200,000 and one year’s imprisonment, and a further fine of $20,000 for each day that the offence continues.

  • MIL-OSI Australia: EOI – Expert Advisory Group Mental Health and Wellbeing Community Redesign

    Expressions of interest are open for an Expert Advisory Group to inform the redesign of community-based mental health and wellbeing services in Victoria.

    The department is undertaking a significant reform program to redesign community based mental health and wellbeing services delivered by Area Mental Health and Wellbeing Services, including in partnership with non-government organisations.

    The Mental Health and Wellbeing Community Redesign (Community Redesign) project aims to deliver a comprehensive system design and strategy to improve community-based service responses for people of all ages with moderate to severe mental illness who have more intensive treatment, care, and support needs.

    Recommendations 3.2 b and c, 5–8, 19 and 20 of the Royal Commission into Victoria’s Mental Health System detail some of the service delivery expectations for community-based mental health services. In 2024–25, a new phase of implementation will focus on reform priorities that translate policy and planning into systemic, operational change.

    Role and Scope

    The Expert Advisory Group is a time-limited group comprising leaders and representatives, including those with lived and living experience of the mental health and wellbeing sector.

    It will help address key questions and considerations that may arise during the planning and design phases. It will provide advice on the implications and risks for specific communities, services and stakeholders and guidance on the approach to engagement with stakeholders.

    Who can apply?

    This expression of interest is open to:

    • Consumers with a lived experience of accessing community-based mental health and wellbeing services including psychosocial supports.
    • Carers, families and supporters of people accessing community-based mental health and wellbeing services including psychosocial supports.
    • People who have experience working in or managing Area Mental Health Services for the Adult and Older Adult and Infant, Child and Youth cohorts.
    • People who have experience supporting diverse communities who are accessing community-based mental health and wellbeing services.
    • People who represent First Nations mental health and wellbeing services.
    • Representatives of non-government organisations delivering community-based mental health and wellbeing services.
    • Representatives of the mental health and wellbeing workforce or industrial relations.

    Do you have:

    • A special interest or passion for infant, child and youth and/or adult and older adult mental health and a strong desire to see service system improvements?
    • Expertise and/or experience in policy development and/or service or system level design and implementation?
    • A commitment to centring the voices of people who have, and continue to, access Victoria’s mental health system and harnessing their knowledge and experience?
    • Knowledge or experience of the needs of diverse communities, for example Aboriginal communities, LGBTQIA+, disability and multicultural communities including people from refugee and asylum seeker backgrounds?

    Period of appointment and expected time commitment

    The initial period of appointment is 12 months but may be subject to review pending the outcomes of the project phasing. Expert Advisory Group members will be required to meet online for one or one and half hours, up to 6 times in 2025, commencing in January.

    Meeting dates and times are to be determined when the appointments have been finalised. Some meetings may be held in person; adequate notice will be provided for in-person meetings. Meeting frequency may be subjected to review.

    The department will confirm upon appointment whether members have adjustment requests to support disabilities or health conditions, and this will be factored in to all planning activities.

    Conditions and remuneration

    Lived and living experience members whose participation is not part of their employment will be paid through the participation registers managed by the Victorian Mental Illness Awareness Council and Tandem.

    Reasonable expenses will be covered for in-person meetings and will be subject to the department’s remuneration policies, outlined in the terms of reference.

    Selection process

    Applications will be reviewed in confidence. Shortlisting and Expert Advisory Group member selection will be led by the Victorian Department of Health. The department handles all personal information in accordance with the requirements of the Data Protection Act 2014 (Vic).

  • MIL-OSI Economics: ADB Approves $200 Million Loan to Enhance Livability in Uttarakhand, India

    MANILA, PHILIPPINES (23 October 2024) — The Asian Development Bank (ADB) has approved a $200 million loan to help upgrade water supply, sanitation, urban mobility, and other urban services to enhance the quality of life and climate resilience of the people in Uttarakhand state in India.

    The Uttarakhand Livability Improvement Project will improve transportation and urban mobility, drainage, flood management, and overall public services in the city of Haldwani, which serves as the state’s economic hub. To enhance water supply service delivery in Champawat, Kichha, Kotdwar, and Vikasnagar, the project will finance the implementation of efficient and climate-resilient water supply systems.

    “Uttarakhand’s high vulnerability to climate and environmental risks such as floods and droughts adds to the pressing challenges in delivering good public services that are faced by the project towns,” said ADB Senior Urban Development Specialist Pedro Almeida. “With a projected increase in rainfall, temperatures, and flooding and landslides, upgrading infrastructure in these areas is critical not only to improve livability but also to ensure the population’s safety and health.” 

    In Haldwani, the project will develop 16 kilometers (km) of climate-resilient roads, establish an intelligent traffic management system, deploy compressed natural gas buses, and pilot electric buses. To prepare the city against disasters, the project will construct 36 km of stormwater and roadside drains to improve flood management and implement an early warning system. A green-certified administrative complex and bus terminal will be built to improve the delivery of public services. 

    In the towns of Champawat, Kichha, Kotdwar, and Vikasnagar, the project aims to increase water service coverage to 100% by constructing 1,024 km of climate-resilient pipelines with smart water meters, 26 tubewells with a daily capacity of 72,131 cubic meters, new reservoirs with 17,350 cubic meters of storage capacity, and a 3.5 million liter per day water treatment plant. Sanitation coverage in Vikasnagar will be improved by sewage treatment facilities that will benefit around 2,000 households.

    Measures to strengthen the institutional capacity of the Uttarakhand Urban Sector Development Agency and urban local bodies in project management, climate and disaster-resilient planning, and urban infrastructure management will be implemented under the project.

    The project will introduce initiatives for women, such as livelihood skills training on driving buses, bus ticketing, and the operation of electric charging stations. Given women’s role in monitoring water supply systems, the project will build the capacity of women, including those from vulnerable households, in operating and managing water supply and sanitation services. The project will pilot women-led community engagement in water bill distribution and collection in the four towns.

    The European Investment Bank is cofinancing the project with $191 million on a parallel basis, while the state government is contributing $74.9 million—bringing the total project cost to $465.9 million.

    For its recent Spring/Summer 2025 show, fashion brand Diesel filled a runway with mounds of denim offcuts, making a spectacle of its efforts to reduce waste.

    Haunting yet poetic, the “forgotten” byproducts of fashion production were reclaimed and repurposed into something artful. But the irony isn’t lost, given fashion shows like this one demand significant resources.

    Diesel’s event is an example of a growing trend towards the “spectacle of sustainability”, wherein performative displays are prioritised over the deeper, structural changes needed to address environmental issues.

    Can the fashion industry reconcile its tendency towards spectacle with its environmental responsibilities? The recent spacesuit collaboration between Prada and Axiom Space is one refreshing example of how it can, by leaning into innovation that seeks to advance fashion technology and rewrite fashion norms.

    Performance art instead of substantive change

    The fashion industry has always relied on some form of spectacle to continue the fashion cycle. Fashion shows mix art, performance and design to create powerful experiences that will grab people’s attention and set the tone for what’s “in”. Promotional material from these shows is shared widely, helping cement new trends.

    However, the spectacle of fashion isn’t helpful for communicating the complexity of sustainability. Fashion events tend to focus on surface-level ideas, while ignoring deeper systemic problems such as the popularity of fast fashion, people’s buying habits, and working conditions in garment factories. These problems are connected, so addressing one requires addressing the others.

    It’s much easier to host a flashy event that inevitably feeds the problem it purports to fix. International fashion events have a large carbon footprint. This is partly due to how many people they move around the world, as well as their promotion of consumption (whereas sustainability requires buying less).

    The pandemic helped deliver some solutions to this problem by forcing fashion shows to go digital. Brands such as Balenciaga, the Congolese brand Hanifa and many more took part in virtual fashion shows with animated avatars – and many pointed to this as a possible solution to the industry’s sustainability issue.

    But the industry has now largely returned to live fashion shows. Virtual presentations have been relegated to their own sectors within fashion communication, while live events take centre stage.

    Many brands, including Prada, held fashion shows without guests during lockdowns in 2021.

    Towards a sustainable fashion future

    Technology and innovation clearly have a role to play in helping make fashion more sustainable. The recent Prada-Axiom spacesuit collaboration brings this into focus in a new way.

    The AxEMU (Axiom Extravehicular Mobility Unit) suits will be worn by Artemis III crew members during NASA’s planned 2026 mission to the Moon. The suits have been made using long-lasting and high-performance materials that are designed to withstand the extreme conditions of space.

    By joining this collaboration, Prada, known for its high fashion, is shifting into a highly symbolic arena of technological advancement. This will likely help position it at the forefront of sustainability and technology discussions – at least in the minds of consumers.

    Prada itself has varying levels of compliance when it comes to meeting sustainability goals. The Standard Ethics Ratings has listed it as “sustainable”, while sustainability scoring site Good on You rated it as “not good enough” – citing a need for improved transparency and better hazardous chemical use.

    Recently, the brand has been working on making recycled textiles such as nylon fabrics (nylon is a part of the brand DNA) from fishing nets and plastic bottles. It also launched a high-fashion jewellery line made of recycled gold.

    Innovating for a changing world

    Prada’s partnership with Axiom signifies a milestone in fashion’s ability to impact on high-tech industries. Beyond boosting Prada’s image, such innovations can also lead to more sustainable fashions.

    For instance, advanced materials created for spacesuits could eventually be adapted into everyday heat-resistant clothing. This will become increasingly important in the context of climate change, especially in regions already struggling with drought and heatwaves. The IPCC warns that if global temperatures rise by 1.5°C above pre-industrial levels, twice as many mega-cities are likely to become heat-stressed.

    New innovations are trying to help consumers stay cool despite rising temperatures. Nike’s Aerogami is a performance apparel technology that supposedly increases breathability. Researchers from MIT have also designed garment vents that open and close when they sense sweat to create airflow.

    Similarly, researchers from Zhengzhou University and the University of South Australia have created a fabric that reflects sunlight and releases heat to help reduce body temperatures. These kinds of cooling textiles (which could also be used in architecture) could help reduce the need for air conditioning.

    One future challenge lies in driving demand for these innovations by making them seem fashionable and “cool”. Collaborations like the one between Prada and Axiom are helpful on this front. A space suit – an item typically seen as a functional, long-lasting piece of engineering – becomes something more with Prada’s name on it.

    The collaboration also points to a broader potential for brands to use large attention-grabbing projects to convey their sustainability credentials. In this way they can combine spectacle with sustainability. The key will be in making sure one doesn’t come at the expense of the other.

    WASHINGTON–U.S. Senator Chris Murphy (D-Conn.) on Tuesday joined U.S. Senators Amy Klobuchar (D-Minn.), Chuck Schumer (D-N.Y.), Bernie Sanders (I-Vt.), Martin Heinrich (D-N.M.), and Tammy Duckworth (D-Il.) in releasing a report summarizing what to expect on Election Day and encouraging voters to cast their ballot.

    With the general election well underway in every state across the country, Senate Democrats have a clear message for the American people, which is to vote and cast their ballot as early as possible. As significant numbers of Americans choose to vote by mail, the report explains why it’s still possible that, in some states, the outcome might not be known on November 5th, in part because states differ in whether they allow mail-in ballots to be processed ahead of Election Day and whether ballots must be received by Election Day or postmarked by Election Day. The report also makes clear that voter intimidation is illegal and federal law prohibits coercing or threatening anyone in order to interfere with their right to vote.

  • MIL-OSI New Zealand: Opposing Austerity – More than 10,000 workers fight back against government cuts

    More than 10,000 workers, including PSA members, gathered across the motu to fight back together against government cuts to public, health and community services and attacks on Te Tiriti.
    PSA members stood shoulder to shoulder with workers from other unions at hui in Whangārei, Auckland, Manukau, Hamilton, Mt Maunganui, New Plymouth, Palmerston North, Wellington, Nelson, Greymouth, Christchurch, Dunedin and Invercargill.
    The New Zealand Council of Trade unions led organisation of the Fight Back Together hui with the support of many its affiliated unions.
    Speaking before a 4,500 strong crowd at Parliament Public Service Association Te Pūkenga Here Tikanga Mahi assistant secretary Fleur Fitzsimons said that workers demand, “better investment in public and social infrastructure, public services, health and education” so New Zealanders’ standard of living improves.
    “That’s what this is all about. It’s about a decent quality of life for all of us. It’s about an education system where every child reaches their potential,” she said.
    “It’s about a health system where we … and our families get the health care we need.
    “It’s about an Aotearoa New Zealand that upholds the provision of Te Tiriti o Waitangi.
    “It’s about an Aotearoa New Zealand that values public servants and the public services they deliver for all of us.”
    More than 6000 public servants, many PSA members, have lost their jobs under the government’s cuts. Fitzsimons said public servants including those in public health, public science and those protecting our borders have been impacted by the cuts.
    Fitzsimons described the cuts as “shameful”.
    “[Public servants] know their work is important and it now won’t get done.”
    PSA National Secretary Duane Leo said the 3500-strong crowd at Auckland’s Aotea Square was vibrant and colourful.
    ‘People were happy to be there speaking up. It’s about time we started to do this,” he said.
    “We need to change course and value and invest in our public services; for our future, for all Kiwis, and abandon this backward road to nowhere.”

    Fire and Emergency crews are continuing to make solid progress fighting the large vegetation fire near Meremere, which includes the Whangamarino wetlands.
    The fire has not grown significantly in size during the day – it sits at 1024 hectares with a 15-kilometre perimeter as at 3pm – thanks largely to the air operation of helicopters and fixed wing aircraft. This is despite losing 10 minutes of flight time due to a drone sighting.
    Of equal importance have been the ground operations of around 50 firefighters who have been establishing and strengthening the containment lines around the fire.
    Incident Controller Mark Tinworth says it has been a real team effort to get on top of the fire.
    “The aircraft have been doing great work to slow the spread of the fire while the ground crews have been getting that containment line in so we can get this fire stopped in its tracks.
    “It’s hard work for our crews, and I want to thank them for all their efforts throughout the day.”
    Mark Tinworth also extended his thanks to the community for their patience and understanding while crews have been working.
    “We know there is some anxiety out there about this fire, particularly with the large amount of smoke in the area, and I just want to reassure people that we have your safety as our top priority.
    “While we don’t expect anyone to be in any danger during this incident, we will let you know if there is any danger to you or your property well ahead of time.
    There have been a number of questions asked regarding the risk to the community and businesses in the local area. Fire and Emergency have been working to establish and maintain communication and guidance with all involved.
    A reminder if you are within the vicinity of smoke, keep windows and doors closed, and to avoid the area altogether if possible.
    The final update for the day will be around 7pm this evening.

         Mr Suen joined the Government in 1966. He had served as Secretary for Home Affairs, Secretary for Constitutional Affairs and Secretary for Housing, Planning and Lands in the Government of the Hong Kong Special Administrative Region (HKSAR). He was appointed as the Secretary for Education in 2007, a post he held until June, 2012.
          
         “Mr Suen had devoted decades of service to the Government, holding various important positions. He had formulated strategies and provided counsel to the HKSAR in various policy areas, addressing different challenges while promoting Hong Kong’s development. He commanded great respect from government colleagues and members of the community with his dedicated service to the public over the years. Mr Suen had made significant contributions to the HKSAR and was awarded the Gold Bauhinia Star in 1999.

  • MIL-OSI Australia: Expanded program to help essential workers move to Northern Rivers

    Essential workers will receive significantly more support to move and settle into the Northern Rivers thanks to a successful Minns Labor Government initiative, The Welcome Experience, being extended into the region making it easier for local organisations to attract workers to making the move.

    Originally piloted during 2023 in Broken Hill, Muswellbrook, Bega, Walgett, Coffs Harbour, Corowa, Griffith and Goulburn, The Welcome Experience has been such a success it is now being rolled out to additional locations since September this year and is now operating in 55 Local Government Areas.

    The Welcome Experience will now provide workforce support to the additional town locations of Tweed, Lismore, Ballina, Byron and Richmond Valley thanks to a successful tender application from new host agency, Regional Development Australia (RDA) Northern Rivers.

    As part of The Welcome Experience, host agencies help essential workers make the regions their home, forge social connections, access childcare and schooling options, join sporting clubs and even assist with finding job opportunities for partners.

    Launched in June last year, The Welcome Experience has helped 665 essential workers and their families to move to regional New South Wales, including 346 health workers, 110 educators and 42 police staff. 

    The Northern Rivers can look forward to similar type success stories that have emerged after the program was rolled out to other regions over the last few months.

    Host Agencies in new delivery locations such as Dubbo, Port Macquarie, Kiama and Inverell are now onboarding Local Connectors, plus engaging their local communities and gathering feedback to assist them to tailor the delivery of The Welcome Experience to meet specific needs of communities.

    Among the new host agencies is RDA Murray, which has reported a positive stream of enquiries since September from essential workers considering the move to the Albury area.

    RDA Program Manager for Albury Karin Willcox is already assisting two registered nurses and their children move to the region from New Zealand.

    Karin has organised arrangements for the family ahead of their arrival, including airport pickup, car rental, childcare, schooling options, and even securing furniture for their new home.

  • MIL-OSI Security: Buffalo man sentenced for buying stolen data from Genesis Market

    BUFFALO, N.Y. — U.S. Attorney Trini E. Ross announced today that Wul Isaac Chol, 27, of Buffalo, NY, who was convicted of possession of 15 or more unauthorized access devices with intent to defraud, was sentenced to serve 20 months in prison by U.S. District Judge John L. Sinatra, Jr.

    Assistant U.S. Attorney Charles M. Kruly, who handled the case, stated that Genesis Market is an online marketplace whose operators compile stolen data, such as computer and mobile device identifiers, email addresses, usernames, and passwords, from malware-infected computers around the globe and package it for sale on the market. Purchases made through Genesis Market are conducted using virtual currency, such as bitcoin. Between June 2019, and January 2021, Chol deposited approximately $105.08 worth of bitcoin in a Genesis account that he had created. Chol used the funds he deposited in his Genesis account to purchase 21 packages of unauthorized access devices. Those packages contained, in total, approximately 778 unauthorized access devices. In addition, Chol admits that he obtained, without authorization, $25,164.00 from the New York State Department of Labor.

    The sentencing is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia.

  • MIL-OSI Security: Buffalo man pleads guilty to bilking two banks out of nearly half a million dollars

    BUFFALO, N.Y.-U.S. Attorney Trini E. Ross announced today that Joshua Parra, 32, formerly of Buffalo, NY, now living in Melbourne, Florida, pleaded guilty before U.S. Magistrate Judge Michael J. Roemer to bank fraud, which carries a maximum penalty of 30 years in prison and a $1,000,000 fine. 

    Assistant U.S. Attorney Charles M. Kruly, who is handling the case, stated that between December 28, 2021, and January 6, 2022, Parra defrauded Bancorp and Stride Bank by creating 94 fictitious disputed transactions on behalf of 11 customers of Fintech Company 1, a financial technology company that offers customers mobile banking services. However, none of the 11 customers’ accounts with Fintech Company 1 had transactions that would justify such disputes. Nearly all of the fictitious disputed transactions were in the amount of $5,000. As a result, funds were transferred from settlement accounts, held at Bancorp and Stride Bank, to accounts maintained by the Fintech Company 1 customers for whom Parra created the fictitious disputed transactions. Losses to Bancorp and Stride Bank totaled approximately $459,000.

    The plea is the result of an investigation by the Internal Revenue Service, Criminal Investigation Division, under the direction of Special Agent in Charge Thomas Fattorusso, and the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Miraglia.  

    Sentencing will be scheduled at a later date.

  • MIL-OSI Security: Ringleader and Insider Each Sentenced to Prison in Bank Fraud Conspiracy

    ALBANY, NEW YORK – Allahson Allah, age 54, of Albany, and Caeshara Cannon, age 35, of Albany, were sentenced this week to federal prison for their roles in a bank fraud conspiracy targeting SEFCU.  United States Attorney Carla B. Freedman and Erin Keegan, Special Agent in Charge of the Buffalo Field Office of Homeland Security Investigations (HSI), made the announcement. 

    According to an indictment returned last year, court records, and statements made by prosecutors in court, between February 2022 and October 2022, Allah, together with codefendant Evan Cutler, age 25, of Queensbury, New York, managed a conspiracy targeting SEFCU in which the conspirators obtained customer personal identifying information and impersonated people to fraudulently obtain cash and credit from SEFCU.  Cannon was a Member Service Representative at SEFCU and provided Allah and Cutler with customer account information to use in creating counterfeit checks that were presented for negotiation at SEFCU branches all over the Capital Region.  The conspirators also applied for loans at SEFCU in the names of individuals whose identities they had stolen and withdrew the proceeds in cash. In total, the conspiracy netted the conspirators $88,800, with intended losses of over $100,000.

    Yesterday, Allah was sentenced by United States District Judge Anne M. Nardacci to a total term of imprisonment of 57 months, followed by 3 years’ post-release supervision, and was ordered to pay restitution to SEFCU in the amount of $88,800.   Today, Cannon was sentenced by Judge Nardacci to a term of imprisonment of 16 months, followed by 2 years’ post-release supervision.  Cannon was also ordered to pay restitution to SEFCU in the amount of $77,200.

    Coconspirator Davon Parson, age 20, of Albany, was sentenced earlier this year to 15 months’ incarceration followed by 2 years’ post-release supervision, with restitution in the amount of $9,000, following his plea to bank fraud conspiracy and aggravated identity theft.  Coconspirators Cutler and Dnauticah Taylor-Sterman, age 21, of Albany, have also pled guilty to bank fraud conspiracy and aggravated identity theft and are scheduled to be sentenced later this year. 

    HSI investigated the case, with assistance from the Bethlehem Police Department.  Assistant United States Attorney Benjamin S. Clark is prosecuting this case.

  • MIL-OSI Security: Half-Brothers Sentenced for Murdering their Sister and her Family, Including Three Children, in their Tijuana Home

    SAN DIEGO – Half-brothers Christopher Baltezar Hernandez and Victor Armondo Aguilar were sentenced in federal court today to six consecutive life terms and 45 years, respectively, for the premeditated execution of their sister, her three children – ages 9, 8 and 4 – and her significant other in their Tijuana home. The siblings had been involved in a bitter dispute over property prior to the murder.

    “I cannot understand how one can point a gun in front of a child’s face and pull the trigger,” U.S. District Judge Linda Lopez told the defendants during the sentencing hearing. She described the murders as “horrific,” “completely incomprehensible,” and “cold, intentional, planned, calculated, and callous.”

    Aguilar, of Tijuana, pleaded guilty in October 2023 and Hernandez, of Fresno, California, pleaded guilty in December 2023, each to a single count of conspiring to murder a U.S. citizen in a foreign country and five counts of stalking resulting in death. The half-brothers are U.S. citizens. The sister and her children were also U.S. citizens; the significant other was a Mexican national.

    According to their plea agreements, on December 3, 2021, the day of the murders, Hernandez traveled from Fresno to Tijuana through San Diego, armed with an assault rifle, .223 caliber ammunition, and two revolver speed loaders. Hernandez met up with Aguilar in Tijuana, where they acquired a revolver.

    The half-brothers, armed with the firearms and wearing dark clothes and gloves, went to the victims’ residence in Tijuana. According to the plea agreements, which identified the victims by their initials, the defendants first shot and killed the sister, J.H., and her eight-year-old daughter, A.M.M., in the kitchen. The significant other, G.M.V., was shot and killed in a bedroom while he attempted to shield the other two children. The bedroom door was forced open and nine-year-old A.M. and four-year-old S.M. were each shot in the head.

    “Borders do not shield criminals from justice when Americans are victimized abroad,” said U.S. Attorney Tara McGrath. “These executioners were charged, convicted, and held to account in a U.S. court. The Department of Justice will continue to use every available tool to protect Americans from harm at home and abroad.”

    “Jealousy and greed led to one family’s devastating loss of five loved ones,” said FBI San Diego Special Agent in Charge Stacey Moy. “Hernandez’s and Aguilar’s well-deserved prison sentences reflect their total disregard for human life. While their imprisonment will never bring back these lives, we hope it offers some peace to the victims’ family. The FBI, alongside our local and international law enforcement partners, remains dedicated to seeking justice and will not hesitate to hold accountable those involved in violent crimes, whether in the United States or abroad.”

    While there were likely multiple motivations for the murders, the primary reason was a dispute over the ownership of numerous properties in Mexico. According to court documents, in the months leading up to the murders, the sister retained an attorney to help in the property dispute, which prompted Hernandez to text her: “We already know about the lawyer.” Hernandez asked, “You think you can just fuck us over and nothing will happen?” Hernandez then mentioned J.H.’s attorney’s name and that he had the attorney “in are[sic] hands.” Hernandez continued to say, “Fuck you and all your family” and, “The truth is I’m not fucking around. You thought you were going to make a dumbass out of me but no. You’re not going to have anything.” Hernandez then challenged J.H. to “…try me and see how much you can handle because with me you’re not going to be able to finish it.”

    Hernandez had a long history of threats against his sister and her children. In May 2019, J.H. called 911 stating Hernandez was threatening to shoot her and her kids in the head. Hernandez and J.H. had the same parents; Aguilar and J.H. were half-siblings. It’s unclear if J.H. and her significant other were married.

    According to the plea agreements, the murders occurred after months of meticulous and obsessive planning and premeditation. Hernandez and Aguilar had researched the victims’ address and the surrounding area online more than 200 times. Hernandez also bought the parts and built a fully functional .223 caliber assault rifle. The week before, Hernandez researched “ar15 jam clearing” and “ar15 room clearing” and watched ten different videos related to tactical firearms training. Hernandez also researched how to build a hidden compartment in his Toyota Corolla and discussed contingency plans with others, among other preparatory steps. The day before the murders, Hernandez bought a pair of revolver speed loaders, and on the day of the murders, Hernandez and Aguilar acquired a revolver in Tijuana, Mexico.

    Aguilar searched for and listened to a podcast related to homicide investigations just hours before the murders. Minutes before the murders, Hernandez removed the SIM card from his phone, and returned it about a half-hour after the murders.

    Following the murders, Hernandez researched numerous news articles about the killings and searched, “does the fbi investigate murders.” Hernandez and Aguilar also deleted their location and messaging history.

    This case is being prosecuted by Assistant U.S. Attorneys Mario Peia, Matthew Brehm and Fred Sheppard.

  • MIL-OSI New Zealand: State Highway 60 Tākaka Hill summer maintenance work to be wrapped up before Christmas

    Night and day-time closures are planned for State Highway 60 Tākaka Hill next month, as the state highway summer maintenance season continues in the top of the South Island.

    Rob Service, System Manager, Top of the South, says the work is deliberately timed for November to ensure the route is clear for all drivers over the summer holidays.

    “Golden Bay is a popular holiday spot and summer sees busy roads. So, we want to get this work done before the summer holiday season.”

    Between Sunday, 3 November, and Sunday, 24 November, the road will be closed every Sunday to Thursday between 8 pm and 5:30 am with a short opening around 1 am for queued traffic.

    Then from Monday, 25 November, until Friday, 29 November the highway will be closed between 9 am and 3 pm. During this time, the road will be reopened every 90 minutes to let traffic through.

    Mr Service says it’ s a good idea to have water and snacks in your vehicle if you’re travelling over the hill during this time.

    Because of the road’s narrowness and to keep contractors safe, the road must be closed while the work is done. It will also allow the maintenance to be completed much faster.

    Mr Service says there is a lot of work to be done.

    “Contractors will spend the first two weeks of night-time closures asphalting parts of the road surface on both sides of the hill, carrying out other maintenance work, such as clearing water channels, fixing slips and guard rails, and attending to general maintenance.”

    “Some of this work, such as asphalting, must be done during the day when conditions are warm and dry to ensure it’s effective. This is why some daytime road closures are needed,” Mr Service says.

    He acknowledges travel over the Tākaka Hill is vital for residents and local businesses, and their needs are important.

    “This is why there will be day-time access on the route. We are timing the day closures to avoid the school bus run and peak commuting times. We realise the work is disruptive, but we are working our hardest to meet community needs and ensure the highway is kept resilient and reliable.”

    “Regular road maintenance like this is essential in preventing more disruptive ones later on.”

    Contractors will make the most of the closure to speed up repair work at the underslip site on the Riwaka side of the hill.

    “We know this route is critical to the residents and businesses in Golden Bay and we aim is to have this section of road repaired and reopened to two lanes before Christmas,” Mr Service says.

    Once contractors have completed asphalting work on Tākaka Hill they will move onto SH60 Commercial Street in Takāka. More information on this work will be shared soon.

    • It will take some time to clear queued traffic so plan ahead for delays.
    • Traffic management will be set up between 6 am and 9 am and will be removed between 3 pm and 6 pm.
    • Access will be available for residents, businesses, and emergency services.

    Summer Maintenance Season – Tips and Advice:

    • Drivers need to be aware other summer maintenance and resilience works are happening around the region.
    • Due to the number of worksites on each corridor we recommend allowing an extra 30 minutes travel time on State Highway 6 between Nelson and West Coast and State Highway 6 between Nelson and Blenheim.
    • We recommend allowing an extra 60 minutes travel time on State Highway 1 between Picton and Christchurch.
    • Drivers should check road conditions before they travel as knowing when and where roadworks are happening means you can time your travel to avoid them or allow extra time for your trip.

  • MIL-OSI Asia-Pac: EDB announces arrangements for second round of Basic Law and National Security Law Test in 2024/25 school year

         The Education Bureau (EDB) today (October 23) announced that the second round of the Basic Law and National Security Law Test (BLNST) in the 2024/25 school year will be open for application from 9am on October 25 to 5pm on November 7. The test will be held on December 15 (Sunday).
          
         The target participants for the second round of the test are persons with a bachelor’s degree or those who will attain a bachelor’s degree in the 2024/25 or 2025/26 academic year and are planning to join or change to another secondary school, primary school or kindergarten to take up a teaching post. Applications can be made through the EDB’s online application system (www.edb.gov.hk/en/blnst). Limited places for the test will be available on a first-come, first-served basis. Those who have already obtained a pass result in the BLNST organised by the EDB, the Civil Service Bureau or recruiting departments/grades for degree holders will not be accepted to sit the test again.

         Starting from the 2023/24 school year, all newly appointed teachers in public sector schools, Direct Subsidy Scheme schools and kindergartens joining the Kindergarten Education Scheme (including newly joined teachers and teachers changing schools) are required to pass the BLNST in order to be considered for appointment. The requirement applies to all ranks of the teacher grade including principals.

         The EDB is conducting five rounds of the BLNST for degree holders and non-degree holders respectively this school year. Details are available on the EDB webpage (www.edb.gov.hk/en/blnst). The third to fifth rounds of the test will be held in April, June and July 2025 respectively. Relevant arrangements will be announced in due course.

         Following is a question by the Hon Gary Zhang and a written reply by the Secretary for Education, Dr Choi Yuk-lin, in the Legislative Council today (October 23):
     
    Question:
     
         There are views pointing out that the support provided under the existing policy for students with special educational needs (SEN) at public sector ordinary schools is insufficient. In addition, many primary and secondary schools have relayed that due to curricula constraints, they do not have the time to take care of and support the needs of SEN students, and Special Educational Needs Coordinators (SENCOs) also find it difficult to cater for the needs of SEN students because of their heavy administrative workload. In this connection, will the Government inform this Council:
     
    (1) of the current number of (i) SENCOs and (ii) Special Educational Needs Support Teachers (SENSTs) in Hong Kong, and the respective average numbers of SEN students supported by each SENCO and SENST;
     
    (2) of the service programmes currently provided by the Government for various types of SEN students, and the average amount of subsidies received by each student;
     
    (3) whether the Government has considered allocating additional resources to provide accessible applied behaviour analysis trainings for students with autism spectrum disorder and attention deficit/hyperactivity disorder; if so, of the details; if not, the reasons for that; and
     
    (4) given that under the existing policy, the Social Welfare Department (SWD) provides pre-school support for SEN children (from birth to six years old), while the support services for school-aged SEN children over six years old are provided by schools funded by the Education Bureau, but there are views that the support services provided by the SWD and schools, as well as their effectiveness, are completely different, whether the Government will consider having the support services for SEN students provided by the SWD instead?

         The Government attaches great importance to supporting students with special educational needs (SEN) and has continuously introduced enhancement measures to strengthen the support for students with different SEN. The annual expenditure on integrated education has increased substantially from $1.5 billion in the 2017-18 financial year to about $4.1 billion in the 2024-25 financial year, representing an increase of up to 170 per cent. This reflects the great importance and long-term commitment of the Government attached to integrated education. 
     
         The consolidated reply to the question raised by the Hon Gary Zhang is as follows:
     
    (1) to (2) To assist public sector ordinary schools in supporting students with SEN, the Education Bureau (EDB) provides schools with additional manpower and professional support on top of regular subvention. The EDB provides schools with the Learning Support Grant (LSG) on an annual basis based on the number of students with SEN in a school and their respective tier of support required. In the 2023/24 school year, the unit grant rates for Tier-2 and Tier-3 support are $15,779 and $63,116 respectively. If the total amount of the LSG reaches a specific threshold, the schools will be provided with additional regular teaching post(s), titled Special Educational Needs Support Teacher (SENST) by the EDB. Also, the post of Special Educational Needs Coordinator (SENCO) has been established in each public sector ordinary school. In the 2023/24 school year, there are 844 and 1 355 posts of SENCOs and SENSTs respectively within the staff establishment. Under the Whole School Approach (WSA), all teachers in a school should have the ability and the responsibility to support students with SEN, while the SENCO plays a leading role in collaborating with other teachers and professional support staff. Schools can flexibly pool together and effectively deploy the LSG as well as other resources based on the overall needs of students and according to the principle of “individual calculation and holistic deployment”, including employing additional teachers and teaching assistants and hiring professional services. 
     
         Apart from additional teachers, the EDB provides schools with additional professional support staff. At present, the School-based Educational Psychology Service has covered all public sector ordinary schools in the territory, and the Enhanced School-based Speech Therapy Service has also been fully implemented. Besides, the EDB has launched support programmes and services to address different types of SEN so that students in need can be provided with targeted support, such as the Chinese Language Tiered Intervention Programme for students with dyslexia, the respective support programmes for students with visual impairment and hearing impairment; and the School Partnership Scheme to support ordinary schools to cater for students with intellectual disability who display severe adjustment difficulties.
     
    (3) Autism spectrum disorder (ASD) and attention deficit/hyperactivity disorder (AD/HD) are the major types of students with SEN. Schools can provide appropriate support for them according to their severity of SEN through the 3-tier Intervention Model, such as in-class adaptation and support, group training targeted for learning, emotional and behavioural adjustment, and individual education plan for students with severe learning or adaptation difficulties, so as to make the best use of resources and maximise the effectiveness. The EDB has also implemented the Project on “Whole School Approach to Providing Tiered Support for Students with Autism Spectrum Disorder”. Through the “School-based Multi-Disciplinary Professional Support” and the “Non-Governmental Organisation and School Collaboration”, schools are assisted in adopting evidence-based and diversified strategies to help students develop their abilities in learning, social and emotional adaptation, facilitate their integration in classroom learning and the community, unleash their potential and strengthen their life planning. 
     
         For students with AD/HD, the EDB has been developing a series of teaching resources for enhancing students’ execution skills and relevant software for secondary schools to facilitate individual coaching for the students concerned. Besides, the EDB organises talks and experience-sharing sessions for school personnel on a regular basis, and provides support for primary and secondary school students, parents and teachers under the Jockey Club Keen and Active Kids Project through cross-sector collaboration with university. 
          
         Currently, there are various evidence-based support strategies to assist students with ASD and AD/HD, and applied behaviour analysis (ABA), which mainly reinforces positive behaviour using rewards, is one of them. The EDB has all along been promoting effective and evidence-based support strategies through teacher training and support programmes to enhance schools’ capacity to support students. In addition, a series of learning and teaching resources that make use of information technology and interactive multimedia, such as “Video Modelling”, digital interactive learning and teaching platforms, and digital learning games will be launched by phases. The elements of ABA approach have already been included in these initiatives. Schools are encouraged to deploy their resources flexibly and adopt diversified and appropriate strategies to cater for the needs of different students.
     
    (4) The Government has been providing support services for children with special needs through cross-sector collaboration. In brief, the Health Bureau and the Hospital Authority (HA) provide assessment and medical services; the Social Welfare Department (SWD) provides pre-school rehabilitation services; while the EDB provides learning support.
     
         Children at different stages have different needs for support. At the pre-primary level, kindergartens adopt an integrated approach of theme-based learning, enabling children to learn through a variety of games and activities based on their progress of development and learning needs. Most of the children showing slower development in individual aspects are able to gradually develop their capabilities at their own pace of personal growth. Therefore, at the pre-school level, the SWD provides subvention for non-governmental organisations to operate pre-school rehabilitation services for children with special needs under six years of age. At the primary level, students will transition to a more structured learning approach with different subjects. Schools will also gradually grasp the types of SEN of their students. By adopting the WSA, SENCOs collaborate with various professionals and subject panels in the school to cater for the learning and adaptation needs of students in a holistic manner.
          
         To enhance the effectiveness of the transition from pre-school to primary schooling, a collaborative mechanism has been put in place among the EDB, the SWD, the Department of Health and the HA to ensure that the recipient primary schools can be aware of the special needs of students progressing to Primary One early, and facilitate their integration in the learning life of primary schools. Primary schools will make appropriate support arrangements according to the actual needs of students and provide parents with the “Summary of Transition Support for Primary One Student” to help them understand the support arrangements provided by schools and make suitable complements to enhance the effectiveness and promote home-school communication.

         The Leisure and Cultural Services Department announced today (October 23) that Tai Wo Sports Centre in Tai Po District will be temporarily closed from November 1 for repair works, which are expected to be completed in late July 2025. During the closure period, members of the public may use similar facilities at Fu Heng Sports Centre, Fu Shin Sports Centre, Tai Po Hui Sports Centre, Tai Po Sports Centre and Tung Cheong Street Sports Centre in the same district.

  • MIL-OSI Asia-Pac: LCQ14: Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese Citizens)

         Following is a question by Dr the Hon Kennedy Wong and a written reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (October 23):Question:     The Exit and Entry Administration of the country announced on July 1 this year the issuance of Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese Citizens) (non-Chinese Permits) to non-Chinese Hong Kong permanent residents who make an application starting from the 10th of that month. In this connection, will the Government inform this Council:(1) given that since September 1, 2018, relevant Mainland authorities have further facilitated the use of the Mainland Travel Permit for Hong Kong and Macao Residents (commonly known as Home Return Permit) by Hong Kong and Macao residents for easy application of the Home Return Permit in areas such as transport, finance, communications, education, healthcare, social security, industry and commerce, taxation and accommodation, and the Secretary for Labour and Welfare said in July this year that the measures relating to the non-Chinese Permit would be conducive to the talent exchange between the Mainland and Hong Kong and further facilitate Hong Kong’s better integration into the overall development of the country and its contribution to the country’s high-‍quality development, but it is learnt that currently holders of non-‍Chinese Permits are still unable to enjoy any convenience on the Mainland, including their inability to directly open bank accounts, apply for telephone cards and purchase railway tickets, whether the authorities will seek to secure the wider and more convenient use of the non-Chinese Permit on the Mainland, so that holders of the permit can enjoy the same convenience afforded to holders of the Home Return Permit; if so, of the specific details; if not, the reasons for that;(2) of the total number of persons who have applied for non-Chinese Permits so far, their main nationalities and the situation of their use of the permit; and(3) of the channels used by the Government to promote the non-Chinese Permit, so as to ensure that non-Chinese residents in Hong Kong who are eligible can receive the relevant information in a timely manner, and whether assistance is provided for holders of non-Chinese Permits at the relevant control points?Reply:President,     The Government of the Hong Kong Special Administrative Region (HKSAR) warmly welcomes and expresses gratitude to the country for issuing non-Chinese Hong Kong permanent residents a card???type document with five-year validity (Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese Citizens)) with effect from July 2024. The new measure represents a major policy breakthrough under “one country, two systems” implemented by the Mainland authorities with innovative thinking and fully highlights the unique status of the HKSAR.     Before the introduction of the new measure, foreigners (including non-Chinese Hong Kong permanent residents) could only go through the manual channels at control points of the Mainland with their foreign passports and fill in an arrival card each time. Even though persons of certain nationalities can enjoy visa-free access to the Mainland, they still have to use the manual channels for clearance using their passports at Mainland control points. After the introduction of the new measure, individuals holding the card-type document are able to enjoy self-service clearance at control points of the Mainland, and they are no longer required to fill in any arrival card. It has significantly enhanced clearance efficiency and facilitated access to the Mainland for business, travelling and visiting relatives by non-Chinese Hong Kong permanent residents.     In consultation with the Constitutional and Mainland Affairs Bureau, the Commerce and Economic Development Bureau (CEDB), Invest Hong Kong (InvestHK), the Information Services Department (ISD) and the Home Affairs Department (HAD), my reply to the various parts of the question is as follows:(1) The issuance of new card-type document to non-Chinese Hong Kong permanent residents has significantly enhanced clearance convenience. We understand that various sectors of the community expect wider use of the new document on the Mainland. The HKSAR Government has been in close communication with relevant Mainland authorities and will continue to do so in enhancing the level of convenience of Hong Kong residents living on the Mainland, with a view to promoting better integration of the HKSAR into the overall development of the country.(2) The application, approval, and issuance of the new card-type document fall within the remit of the Mainland authorities. According to the figures provided by the Exit and Entry Administration of the country (EEA), from July to mid-October 2024, a total of about 55 000 non-Chinese Hong Kong permanent residents had made appointments for application, and about 20 000 new card-type documents were issued by the EEA. The number of visitor arrivals/departures made using the card-type document amounted to a total of 53 000. Applicants mainly included nationals from European, North American, Southeast and South Asian countries.     Based on the HKSAR Government’s understanding, the first batch of people who obtained and used the card-type document for travelling to the Mainland (including those from the business and school sectors) greatly welcomed the new measure. They also considered that the measure could substantially shorten the clearance time and fully satisfy their needs for visiting the Mainland for business, academic and cultural exchanges, and travelling purposes. Some of them also said that the measure had given them a stronger sense of identity and facilitated their greater participation in the development of the Greater Bay Area (GBA).(3) The Security Bureau has been actively promoting the new measure together with relevant bureaux and departments, including the CEDB, InvestHK, the ISD, the HAD, as well as Hong Kong Economic and Trade Offices overseas and on the Mainland, etc. Apart from promoting through various channels, including mass media and social media, we have been particularly promoting this measure to foreign chambers of commerce in Hong Kong, encouraging international talents of Hong Kong companies who are permanent residents to make use of the card-type document to better seize the opportunities of the country’s rapid development, especially in the building of the GBA. In addition, we have especially introduced the measure to ethnic minorities through the eight support service centres for ethnic minorities funded by the HAD and promoted the measure to ethnic minority groups, community groups and schools, etc. through relevant District Offices in districts where more ethnic minorities live.     We have also been maintaining close communication with the Mainland authorities to ensure the smooth implementation of first-time registration for the use of this permit and clearance arrangement at Mainland control points, including the provision of more directional signs in English and additional manpower to assist card holders when necessary.

  • MIL-Evening Report: LNP lead reduced as Queensland election approaches; US election remains very close

    The Queensland state election is this Saturday, with polls closing at 7pm AEDT. There are 93 single-member seats, with Queensland having no upper house. At the 2020 election, Labor won 52 of the 93 seats, the Liberal National Party (LNP) 34 and all others seven. Labor won the two-party statewide vote by an estimated 53.2–46.8.

    There have been two recently released Queensland polls, with both showing a reduction in the LNP lead from landslide margins the last time the same polls were released. However, the LNP is still very likely to win on Saturday.

    A YouGov poll for The Courier Mail, conducted October 10–16 from a sample of 1,503, gave the LNP a 54.5–45.5 lead, a 2.5-point gain for Labor since the previous YouGov poll in July. Primary votes were 41% LNP (down two), 31% Labor (up five), 11% Greens (down three), 11% One Nation (down two) and 6% for all Others (up two).

    Labor premier Steven Miles had a net approval of -10, up three points, with 44% dissatisfied and 34% satisfied. LNP leader David Crisafulli’s net approval slumped 11 points to +6. Crisafulli led Miles by 37–36 as better premier, down from a 40–29 lead in July.

    A Resolve poll for The Brisbane Times, conducted October 14–19 from a sample of 1,003, gave the LNP a 53–47 lead by respondent preferences and a 52–48 lead by 2020 election preference flows. This is the first time Resolve has given a two-party result for its Queensland polls.

    Primary votes were 40% LNP (down four since the previous Resolve poll that was conducted over four months from June to September), 32% Labor (up nine), 11% Greens (down one), 9% One Nation (up one), 2% independents (down seven) and 5% others (up one).

    In its previous polls, Resolve asked all respondents if they would vote for independents. In this poll that was taken after nominations closed, they only asked for independents where independents were standing, so the independent vote crashed.

    Crisafulli led Miles by 39–37 as preferred premier (40–27 in September). Miles had a +8 net approval (47% good, 38% poor), while Crisafulli was at net +7 approval. On issues, the LNP led Labor by 22 points on crime, with the two parties were within two points on cost of living, housing and health.

    The key reasons why Labor is likely to be defeated are an “it’s time” factor as Labor has governed since winning the January 2015 election, the federal Labor government tending to hurt state Labor parties and Queensland easily being the most pro-Coalition state at the 2022 federal election.

    At that election, Queensland was the only state where the Coalition won the two-party vote (by 54.1–45.9). The second best state for the Coalition was New South Wales, where Labor won the two-party vote by 51.4–48.6.

    US election still very close, but Harris’ national lead drops

    The United States presidential election will be held on November 5. In analyst Nate Silver’s aggregate of national polls, Democrat Kamala Harris leads Republican Donald Trump by 48.8–47.2, a gain for Trump since Sunday, when Harris led by 49.1–46.8. Harris’ national lead peaked on October 2, when she led by 49.4–45.9.

    The US president isn’t elected by the national popular vote, but by the Electoral College, in which each state receives electoral votes equal to its federal House seats (population based) and senators (always two). Almost all states award their electoral votes as winner-takes-all, and it takes 270 electoral votes to win (out of 538 total).

    Relative to the national popular vote, the Electoral College is biased to Trump, with Harris needing at least a two-point popular vote win to be the narrow Electoral College favourite in Silver’s model.

    In Pennsylvania (19 electoral votes), there’s now a 48.0–48.0 tie in Silver’s poll averages. Harris remains barely ahead in Michigan (15 electoral votes) by 0.5 points, Wisconsin (ten) by 0.7 and Nevada (six) by 0.4. But without Pennsylvania, Harris leads in states
    worth 257 electoral votes and Trump in states worth 262, down from a 276–262 Harris lead on Sunday.

    On the current numbers, whoever wins Pennsylvania would win the presidency. Trump leads in North Carolina (16 electoral votes) by one point, Georgia (16) by 1.5 and Arizona (11) by two.

    Silver’s model now gives Trump a 53% chance to win the Electoral College, up from 51% on Sunday, but the race remains very close to a 50–50 chance for either candidate. There’s a 27% chance Harris wins the popular vote but loses the Electoral College. The FiveThirtyEight forecast gives Trump a 51% win probability.

    While the polls have trended to Trump recently, that doesn’t mean he will continue to gain. There are still two weeks before the election, and either candidate could win decisively if there’s late movement or poll error in their favour.

    With the seven swing states currently all within two points, the two most likely outcomes are for either Trump or Harris to sweep all seven swing states. A Trump sweep occurs 24% of the time and a Harris sweep 15% of the time.

    Silver has a list of 24 reasons why Trump could win. I think the most important reasons are the economy and the Electoral College bias. These reasons may explain Trump’s recent poll gains.

Earlier today, the Assistant Secretary for Planning and Evaluation (ASPE) released a report announcing that nearly 1.5 million Medicare enrollees, and more that 5,000 Granite Staters, benefited from the new out-of-pocket cap, saving nearly $1 billion on prescription drugs in just the first half of 2024—with even bigger savings expected for the remainder of this year. For the first time, the Inflation Reduction Act also provides Medicare the ability to directly negotiate the prices of certain high-cost drugs with pharmaceutical manufacturers. According to recent estimates, taxpayers will save an estimated $6 billion in prescription drug costs on newly negotiated drugs, and Medicare beneficiaries alone will save an estimated $1.5 billion in annual out-of-pocket costs. More than 30,000 Granite Staters take prescription drugs set for negotiation in 2026.

    Shaheen also pushed for the inclusion of a provision in the Inflation Reduction Act that capped out-of-pocket costs for Medicare patients with diabetes by ensuring that Medicare Part D and Medicare Advantage health plans limit copays or coinsurance to no more than $35 per month, 25% of list price, or 25% of the negotiated price. Across New Hampshire, Medicare beneficiaries needing insulin would have saved $3.5 million, an average of $536 per enrollee, had the $35 cap been in effect in 2020. As co-chair of the bipartisan U.S. Senate Diabetes Caucus, Shaheen has consistently pressed to hold insulin manufacturers, insurers and pharmacy benefit managers accountable for the skyrocketing cost of life-saving insulin. Last year, Shaheen and Senator Susan Collins (R-ME) introduced the INSULIN Act, which would comprehensively address the skyrocketing costs of insulin and remove barriers to care making it more accessible to millions of Americans.

    Associate Health Minister David Seymour is pleased to accept the Valuing Life Medicines Access Summit White Paper delivered by Patient Voice Aotearoa (PVA).   

    PVA gives patients a unified voice to help inform better health policy and improve access to healthcare, while fiercely advocating for their rights.   

    “We welcome the White Paper as a call to action to continue improving access to medicines for Kiwis,” says Mr Seymour.  

    “The White Paper follows the Medicines Summit hosted by Mr Seymour in April 2024 and co-facilitated by PVA and Medicines New Zealand. The paper contains 10 suggestions for the development of a patient-centric medicines strategy, which Kiwis deserve.   

    “The acceptance of the White Paper signifies this Government’s commitment to continue to hear from patients up and down New Zealand.  

    “For many New Zealanders, funding for pharmaceuticals is life or death, or the difference between a life of pain and suffering or living freely.   

    “To reflect this, this Government listened, allocating Pharmac’s largest ever budget of $6.294 billion over four years, so that it can get on and do its job – negotiating the best deals for medicine for New Zealanders.  

    “It was a priority for us to find the additional $1.8 billion to fix the fiscal cliff left by the previous government, and we provided a $604 million uplift to Pharmac to ensure more Kiwis can access life-changing medicines.  

    “Pharmac has a big job ahead. In a trying fiscal environment, we need to prioritise funding and resources and ensure Pharmac remains focused on the basic function of procuring medicine for people who need it, to the best of its abilities.  

    “In my letter of expectations, I made it clear that I want Pharmac to work in partnership with consumers, clinicians, suppliers and the health sector to improve health outcomes for New Zealanders. My letter also makes clear the need for Pharmac to focus on delivering improved health outcomes underpinned by robust data and evidence.   

    “While considerable progress has been made, more work is needed to address the questions raised by the summit on current policy settings and how to adapt to the evolving landscape of medicines. I look forward to continued engagement to give a voice to patients.”

  • MIL-OSI Asia-Pac: EMSD responds to ICAC’s arrest operation regarding suspected forgery of working experience proof to apply for registration as Grade A electrical workers

         Regarding the Independent Commission Against Corruption (ICAC)’s arrest operation concerning the suspected forgery of working experience proof to apply for registration as Grade A electrical workers, the Electrical and Mechanical Services Department (EMSD) today (October 23) responded as follows:
     
         The EMSD has attached great importance to the case of suspected forgery of working experience proof to apply for registration as Grade A electrical workers and has been fully co-operating with the ICAC during the investigation. Upon learning of the case, the EMSD immediately launched an investigation in accordance with the Electricity Ordinance. It was found that some registrants obtained their registration through improper means. The EMSD therefore cancelled the registration of the Grade A electrical workers concerned in accordance with the Electricity Ordinance.
     
         The EMSD has been conducting a robust vetting and approval process to every application for registration as electrical workers. In addition to verifying the applicant’s qualification certificate and working experience proof to ensure compliance with relevant legal requirements, the EMSD also examines the related certification documents. If there is any suspicion, the EMSD will request the applicant or the issuing organisation or individual to submit additional proof for further examination. Moreover, upon learning of the case, the EMSD immediately strengthened the vetting and approval procedures including dispatching officers to the issuing organisation’s office for a certification-of-documents examination in order to ascertain the applicant’s working experience.
     
         To register as a Grade A electrical worker, an applicant must possess relevant qualifications and working experience. Regarding qualifications, an applicant generally needs to hold a Certificate of the Electrician or Electrical Fitter Upgrading Course issued by the Vocational Training Council (VTC) or has passed the trade test organised by the VTC, to demonstrate that he/she has achieved the appropriate technical level. With respect to working experience, applicants generally need to have been employed as an electrical worker for at least five years, including a minimum of one year of practical experience in electrical work.

  • MIL-OSI Asia-Pac: Labour Department’s response to ICAC’s arrest of staff members and trainees from Mandatory Safety Training course providers

         Regarding the Independent Commission Against Corruption (ICAC)’s arrest of some staff members and trainees from Mandatory Safety Training (MST) course providers for excavator operators, a spokesman for the Labour Department (LD) responded today (October 23) as follows:

         The LD is highly concerned about suspected illegal acts involving the offer and acceptance of benefits to assist unqualified persons in enrolling in training courses for Experienced Operators of Excavator. The department has initiated an investigation to examine whether the training course providers (TCPs) and their staff members have strictly complied with the Approval Conditions (ACs) for operating MST courses. If any violations are found, the LD will follow up seriously.

         The LD has been actively co-operating with the ICAC’s investigation, including providing information and assisting in evidence collection and enforcement action. As the investigations are under way, the LD will not comment further on the specifics of the case.

         In response to the ICAC’s actions, the LD hereby announced the revocation of 100 certificates for excavator operators involved in the case. The certificate numbers are listed in the Annex.

         According to the Factories and Industrial Undertakings (Loadshifting Machinery) Regulation (Cap. 59AG), any person operating an excavator must have successfully completed the relevant safety training courses and obtained the corresponding certificates. As per established procedures, individuals wishing to become excavator operators can enrol in either training courses for New Operators or Experienced Operators of Excavator. Currently, there are approximately 10 000 qualified excavator operators in Hong Kong.

         The LD attaches great importance to the quality of TCPs offering MST courses and the professional conduct of their staff members. The department will not tolerate any illegal or non-compliant behaviours. The department is reviewing the admission mechanism for TCPs and, with reference to advice from the ICAC’s Corruption Prevention Department, will further enhance the mechanism, including improving current admission procedures and ensuring that TCPs strictly adhere to the ACs for operating MST courses. Additionally, the LD, in collaboration with the ICAC, is continuously disseminating anti-corruption information to all TCPs and their trainees to enhance awareness of corruption prevention.

         Following is a question by the Hon Yiu Pak-leung and a written reply by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, in the Legislative Council today (October 23): Question:      The Central Government announced in February and May of this year to optimise the Individual Visa Scheme, expanding the scheme to 10 more cities (the 10 cities), creating a boost to the Hong Kong’s tourism trade. Some members of the tourism trade are of the view that the Hong Kong Special Administrative Region (HKSAR) Government should optimise the use of resources to enhance the promotional works in the aforesaid new source market and set corresponding performance indicators. In this connection, will the Government inform this Council: 1. the total number of inbound visitors from the 10 cities in the third quarter of this year, and its comparison with the third quarters of last year; 2. the items and expenditures involved in the promotional work rolled out by the Government in the 10 cities, as well as the performance indicators for such works; and 3. what are the plans that the Government have in the future to collaborate with the tourism trade to conduct business negotiations and trade visit to the 10 cities, so as to attract more overnight visitors from the Mainland to Hong Kong. Reply: President,      Individual Visa Scheme (IVS) was expanded to Qingdao and Xi’an on March 6, 2024, and further expanded to Taiyuan, Hohhot, Harbin, Lhasa, Lanzhou, Xining, Yinchuan and Urumqi on May 27, 2024. The scheme is currently implemented in 59 cities in the Mainland, covering all provincial capitals in our country, which allows more Mainland residents to explore Hong Kong’s unique appeals as a tourism destination more flexibly and conveniently.           In consultation with the Security Bureau, the consolidated reply to the question raised by the Hon Yiu Pak-leung is as follows:(1) The following table tabulates the total number of inbound visitors from the aforementioned 10 cities in the third quarter of 2023 and 2024, along with a comparison between the third quarters of the two years:

    (2) To attract more residents from the 10 cities to visit Hong Kong, the Culture, Sports and Tourism Bureau (CSTB) and the Hong Kong Tourism Board (HKTB) have rolled out a series of promotional activities including: (i) Promptly after the expansion of IVS to Xi’an and Qingdao, I led a delegation with the HKTB to visit these two cities in mid-March of this year to conduct promotions. This included holding briefing sessions to introduce the latest tourism products of Hong Kong to local travel agencies and other trade representatives. The briefing sessions were attended by more than 100 local media and trade representatives. Additionally, the HKTB launched outdoor advertisements in popular commercial districts of both cities to introduce new travel experiences in Hong Kong, resulting in a total exposure of 23.8 million views; (ii) After the expansion of IVS to all provincial capitals, the HKTB arranged for 20 trade representatives from eight cities, which includes Taiyuan, Hohhot, Harbin, Lhasa, Lanzhou, Xining, Yinchuan and Urumqi to visit various classic and trendy art and cultural attractions in Hong Kong in June of this year. The itinerary covered the Peak, theme parks, M+ and the Hong Kong Palace Museum in the West Kowloon Cultural District, as well as a city walk in Central, allowing an in-depth exploration of Hong Kong’s local culture. On June 16 this year, I also introduced Hong Kong’s latest tourism resources to Mainland media representatives who visited Hong Kong via the inaugural sleeper train of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL), and welcomed visitors from various Mainland cities to explore Hong Kong in depth. Subsequently, the HKTB continued to maintain close cooperation with local travel agents, launching unique products for IVS tours to Hong Kong. The HKTB also exclusively designed in-depth cultural and artistic tours as well as family-friendly travel products to meet the diverse needs of different types of visitors; (iii) Since April this year, the HKTB, has distributed nearly 30 000 sets of discount vouchers, each valued at HK$200, to visitors from the 10 cities through travel agents and airlines, stimulating visitors’ spending in Hong Kong; (iv) From late June to mid-August this year, the HKTB, in collaboration with relevant HKSAR Government Offices in the Mainland, visited Harbin, Lanzhou, and Urumqi to conduct offline activities like exhibitions and online promotions on social media platforms. These activities showcased Hong Kong’s year-round events with characteristic, special programmes and offers during the summer to local residents of those cities, achieving an audience reach of over seven million, generating a total exposure of more than 18 million views; and (v) The HKTB utilised promotions on social media by collaborating with Mainland short video platforms and inviting influential key opinion leaders to create micro-videos about Hong Kong tourism, generating word-of-mouth publicity. Depending on the circumstances of different markets, the HKTB also made use of channels popular among visitors in those cities to promote immersive, in-depth tours themed around “City walks” and activities appealing to the young generation, aiming to “soft sell” Hong Kong with fresh content and attract more visitors. The audience reach of the promotions on social media platforms exceeded 15 million while the number of views of short videos surpassed 42 million.      Based on the nature of the promotional works, the HKTB will continue to set various indicators, such as the number of visitors to the website, the audience reach, and the views of videos on social media, to assess their effectiveness. Since the aforesaid promotional activities have been subsumed under the HKTB’s promotional efforts across various areas, it is difficult to quantify the relevant expenditures separately. (3) The CSTB has been committed to promoting close collaboration within the travel trade, working together to promote Hong Kong tourism in the Mainland and overseas to attract more overnight visitors to Hong Kong, including ongoing participation in Mainland and overseas tourism promotional activities with representatives of the Hong Kong travel trade through the HKTB. For example, in November this year, the HKTB, together with representatives from the Hong Kong’s travel trade, will attend the China International Travel Mart in Shanghai, which is organised by the Ministry of Culture and Tourism. In addition, through provision of funding, the CSTB also supports the Travel Industry Council of Hong Kong (TIC) in organising trade visits. Since the resumption of cross-boundary travel, the TIC has made use of the CSTB’s funding to lead trade delegations to visit the nine Greater Bay Area cities, the Belt and Road cities as well as other Mainland cities respectively with a view to promoting business co-operation between Hong Kong and different cities. We will continue to encourage and support the TIC in organising more trade visits to destinations including the newly added cities applicable under IVS, so as to assist the travel trade in “bringing in, going out” and engaging in business collaborations and exchanges with trade representatives of different cities, thereby exploring business opportunities and promoting two-way tourism exchanges.
