    Manitoba Government Supports Workers by Restoring 1:1 Apprenticeship Ratio

    Changes Promote Safety and Support Quality Hands-On Education: Moses


    Regulatory changes that restore the 1:1 apprentice-to-journeyperson ratio and modernize training programs will come into effect Oct. 30, Economic Development, Investment, Trade and Natural Resources Minister Jamie Moses announced today.

    “Restoring the 1:1 ratio supports safe and higher quality training for workers,” said Moses. “All Manitobans deserve to come home safely at the end of their workday.”

    Changes to the Apprenticeship and Certification General Regulation will also ensure apprentices receive high-quality supervision and appropriate supports throughout their training program, noted the minister.

    “Apprenticeship is the training program, Red Seal is the career,” said Tanya Palson, executive director, Manitoba Building Trades. “This change will help young Manitobans feel sure that when they enter the training program, they are supported to completion so that they can build their careers and support their families here at home.”

    The previous government removed the 1:1 ratio requirement, compromising the safety of Manitoba workers, the minister said, adding that the 1:1 ratio was established in response to the 1999 death of Michael Skanderberg, who was killed on the job while working unsupervised.

    “I applaud the Manitoba government for restoring the 1:1 apprentice-to-journeyperson ratio,” said Cindy Skanderberg, mother of Michael Skanderberg. “Every day I will fight to keep Manitoba workers safe. This will save lives.”

    Other regulatory changes will modernize the apprenticeship system to reduce administrative burdens and improve Manitoba’s competitiveness with other Canadian jurisdictions, noted the minister.

    “IBEW 2085 strongly opposed the 2:1 ratio because for someone training to be an electrician, proper supervision can be a matter of life and death,” said Dave McPhail, business manager, International Brotherhood of Electrical Workers (IBEW) 2085. “Restoring the ratio to 1:1 means that this government is serious about building Manitoba with highly skilled, properly trained Red Seals.”

    The minister noted existing apprenticeship agreements can continue if:

    • employers have been permitted to have journeypersons supervise more than one apprentice;
    • apprentices actively demonstrate continued progress in their apprenticeship program under pre-existing employment agreements; and
    • journeypersons do not take on additional apprentices.

    This is the first step in the Manitoba government’s improvement of the apprenticeship program, creating good jobs for Manitobans and reaching its commitment of creating 10,000 skilled labour jobs, noted the minister. The government is also fulfilling its commitment to do a review of the operations of Apprenticeship Manitoba to look for efficiencies and modernization. That work is ongoing and stakeholder consultation will begin next month, the minister added.

    “A modernized and responsive apprenticeship training and certification system is good for workers, grows industry and moves our province forward,” said Moses. “These changes will ensure Manitoba continues to provide an attractive market to meet the growing demands for skilled labour of the future.”

  • MIL-OSI Canada: Piloting New Ways to Make Homes More Energy-Efficient and Affordable

    Canada’s buildings sector is the third-largest contributor to greenhouse gas emissions across the country.  We must increase the scale and pace of retrofitting buildings across the country to make them more energy-efficient, increasing savings and reducing emissions.

    Today, Parliamentary Secretary Julie Dabrusin, on behalf of the honourable Jonathan Wilkinson, Minister of Energy and Natural Resources, announced a federal investment totalling $4.3 million for five projects , funded under the Greener Neighbourhoods Pilot Program (GNPP) and the Energy Innovation Program (EIP), to support and inform deep energy retrofits.  

    The announcement was hosted with EnviroCentre at Gloucester’s Carver Place neighbourhood. EnviroCentre received over $2 million from NRCan’s programs for its project, which will develop the local building sector’s capacity to perform deep retrofits faster, saving time and money for retrofits in social housing across eastern Ontario. By customizing renovations for homes in eastern Ontario, this project will help save money for the families who need it most while also increasing the energy efficiency of their homes.

    Gloucester’s Carver Place neighbourhood showcases how deep energy retrofits can deliver economic and environmental benefits for affordable housing, leading the way for future work that will create better and more affordable homes. Retrofits through the federally funded project will include:

    • replacement of traditional furnaces with electric heat pumps
    • upgrades to attic insulation and air sealing
    • installation of new heat recovery ventilation systems to improve indoor air quality

    Other projects announced today include:

    • $1 million for the ReCover Initiative to develop a practical approach to deep energy retrofits for the most common types of residential buildings in Atlantic Canada.
    • $1 million for the First Nations Power Authority of Saskatchewan to support the adoption of community-scale deep energy retrofits in Indigenous communities.
    • $602,836 for Sustainable Buildings Canada to accelerate deep energy retrofits for Ontario’s social housing.  
    • $775,897 for Retrofit Canada Society for development of a National Retrofit Repository of case studies and solutions to inform on deep energy retrofits across Canada.

    These projects will save money for building owners while reducing emissions that contribute to climate change.

    • A deep energy retrofit is an extensive overhaul of a building’s systems that can generate large savings in energy costs, improve comfort and help decarbonize buildings. Measures may include:

      o   replacing the roof

      o   adding insulation in exterior walls

      o   replacing the heating, ventilation and air-conditioning system with a more efficient system like an electric heat pump

    • Deep energy retrofits typically save at least 50 percent in energy consumption, reduce emissions by 80 percent, reduce utility costs and may in some circumstances improve resiliency and adaptation to climate change.

    • Results from Carver Place neighbourhood test cases are promising, demonstrating an average annual energy reduction of 42 percent — approximately 35.5 gigajoules — and 2.4 tonnes of greenhouse gas (GHG) emissions, an 82-percent improvement

    • EnviroCentre received $1 million in funding through GNPP, through today’s announcement, and an additional $1 million dollars in funding through the Toward Net-Zero Homes and Communities (TNZ) funding program to retrofit over 80 townhomes for low-income residents. This TNZ funding was previously announced in July during the release of the Canada Green Building Strategy

    • Since 2016, the federal government has dedicated more than $10 billion toward decarbonizing homes and buildings through energy-efficient retrofits. 

    • With $35.5 million in total funding over five years, GNPP is piloting the Energiesprong deep energy retrofit model in the Canadian market, which accelerates the pace and scale of retrofits by aggregating similar homes and buildings in a neighbourhood to create mass demand for deep energy retrofits. 

    • NRCan’s Energy Innovation Program advances clean energy technologies that will help Canada meet its climate change targets while supporting the transition to a low-carbon economy. It funds research, development and demonstration projects and other related scientific activities.

    The Government of Canada is investing $8.5 million over five years to support French-language research in Canada

    GATINEAU, October 22, 2024

    Canadians value French and scientific research. We also value our post-secondary education system and research in French in Canada. For many years, French-speaking researchers have had to contend with several major obstacles: the fragility of Francophone research infrastructure, the lack of appropriate resources and the predominance of English in the dissemination of scientific knowledge. That is why the Government of Canada is committed to improving conditions for the production and dissemination of scientific research in French in Canada.

    Today, the Honourable Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced an investment of $8.5 million over five years to support and strengthen Canada’s French-language research ecosystem. This investment aims to respond to the pressing challenges facing French-speaking researchers by offering them better support for the production, discoverability and dissemination of their work in French.

    To support this effort, an external advisory group on the creation and dissemination of scientific information in French will be established. This group will provide advice and recommendations to Minister Boissonnault and develop a federal strategy to ensure the long-term viability of Canada’s French-language research ecosystem.

    The advisory panel’s mandate will be to analyze the current dynamics of the creation and dissemination of scientific knowledge in French in Canada. It will also propose actions that account for the dynamics of official language minority communities and Quebec.

    The panel is made up of experts and specialists from across Canada who will share their knowledge and experience in a variety of fields. They are:

  • MIL-OSI United Kingdom: Edinburgh’s ‘Smart City’ strategy to boost digital inclusion and sustainability

    A new digital strategy will push forward Edinburgh’s ambitions for becoming a sustainable and inclusive Smart City.

    The Digital and Smart City strategy 2024 – 2027 – aimed at accelerating the city’s technological transformation – was approved by members of the Policy and Sustainability Committee today (Tuesday 22 October). 

    Since the launch of Edinburgh’s previous Smart City strategy in 2020, the council has made significant progress in using digital tools to improve the city’s infrastructure and services. Achievements include:

    • Better website accessibility standards and translation tools to improve online access to Council services for all
    • Greater citywide connectivity through better digital infrastructure, including citywide fibre networks and public Wi-Fi, making internet access inclusive
    • Introduction of integrated real-time public transport information and 24/7 monitoring of busy areas, helping to keep the city moving and safe
    • A focus on improving digital literacy, equipping people with skills to participate in online activities and gain employment
    • Providing 1 to 1 electronic devices for all P6-S6 and staff, plus 1 to 5 shared devices for all other learners in P1-P5, to combat a digital learning divide
    • Installing 11,000 bin sensors around the city to help waste crews identify hot-spot areas for bin collections and plan routes efficiently, keeping the city clean and green
    • The installation of damp sensors into 500 homes to help detect early repairs and to promote health and wellbeing 
    • Mandatory cyber training for all council workers to build resilience and digital safety at a time of increased attacks on largescale organisations

    The UK Government and European Commission gave a statement after the Specialised Committee on the Implementation of the Windsor Framework meeting.

    The Specialised Committee on the Implementation of the Windsor Framework met today, co-chaired by officials from the UK Government and the European Commission.

    The co-chairs took stock of the implementation of the Windsor Framework since the last meeting on 18 July 2024. The co-chairs welcomed the operationalisation of tariff rate quotas for certain agricultural products. They discussed the intensive work underway in the areas of agrifood, customs, medicines and trade. They underlined the importance of progressing concrete actions to ensure the full operation of the safeguards and flexibilities of the Windsor Framework for the benefit of people and businesses in Northern Ireland. The co-chairs agreed that further progress would require ongoing commitment and determination, including to deliver tangible practical steps to address outstanding implementation issues. 

    They noted the importance of continued constructive joint working to support those efforts and monitor progress in looking ahead to forthcoming milestones, to ensure the full, timely and faithful implementation of all the elements of the Framework.

  • MIL-OSI Security: San Diego Man Admits to Sexual Exploitation of 14-Year-Old Girl

    SAN DIEGO – Eric Jin of San Diego pleaded guilty in federal court today, admitting that he persuaded a 14-year-old girl to send him sexually explicit photographs of herself, including an image of her leg where she had carved the defendant’s name into her skin with a knife at his direction.

    Jin was indicted on May 15, 2024. He pleaded guilty to Sexual Exploitation of a Minor in connection with his online communications with the girl. For example, according to his plea agreement, Jin demanded that she take sexually graphic pictures of herself without clothing in December 2022 and again in February 2023. The girl did as Jin directed and sent him the photos. It was on the February date that he ordered her to carve his first name into her skin and send him a photo.

    Jin also admitted to sending the victim images of other minors engaged in sexually explicit conduct.

    “This defendant repeatedly victimized, exploited, and literally scarred a child,” said U.S. Attorney Tara McGrath. “This horrific crime serves as a reminder to keep a very close eye on who kids are talking to online.”

    “While all crimes we investigate are deplorable, the sexual exploitation of children is an especially flagitious violation,” said FBI San Diego Acting Special Agent in Charge Houtan Moshrefi. “Let Eric Jin’s guilty plea be a clear message that the FBI and its partners will aggressively pursue people who intend to exploit children in such a despicable manner.”

    This case is being prosecuted by Assistant U.S. Attorneys Andrew Sherwood and Katie Grammenidis.

    The defendant is scheduled to be sentenced on January 24, 2025.

  • MIL-OSI Security: Happy Valley-Goose Bay — Man arrested for aggravated assault following stabbing in Happy Valley-Goose Bay

    Following a stabbing that occurred inside a home in Happy Valley-Goose Bay on the afternoon of October 21, 2024, 18-year-old Monty Edwards was arrested by Happy Valley-Goose Bay RCMP for aggravated assault.

    At approximately 2:15 p.m. on Monday, Happy Valley-Goose Bay RCMP received a report of a stabbing that occurred at a home on Mesher Drive. Two individuals inside the home, a man and a woman who are both young adults, were stabbed multiple times by an individual who is known to them. The suspect, who was identified as Monty Edwards, fled the scene prior to police arrival. Both victims were transported to the Labrador Health Centre for treatment of non-life-threatening injuries. RCMP officers from Happy Valley-Goose Bay and Sheshatshiu detachments conducted extensive patrols in search of Edwards.

    A short time later, Monty Edwards presented himself at Happy Valley-Goose Bay RCMP Detachment and was arrested without incident. He was held in custody overnight and attends court today, charged with two counts of aggravated assault.

    The investigation, which is being assisted by RCMP Labrador District General Investigation Section, is continuing.

  • MIL-OSI USA: Maryland Delegation Announces $48.7 Million for Maryland-Based Non-Profits to Expand Workforce Development Opportunities

    WASHINGTON – U.S. Senators Ben Cardin and Chris Van Hollen and Congressmen Dutch Ruppersberger, John Sarbanes, Jamie Raskin and David Trone (all D-Md.) today announced $48,722,721 in Department of Labor (DOL) funding to bolster workforce development opportunities for underrepresented groups in Maryland and across the country including older adults, young adults with disabilities and women.

    The funding is administered through three DOL grant programs.

    • Senior Community Service Employment Program (SCSEP) grants provide training and career services to low-income older individuals who are seeking to enter or re-enter the workforce.
    • Workforce Pathways for Youth(WPY) grants help out-of-school time organizations partner with state and local organizations that serve historically marginalized and underserved youth to provide workforce readiness programming.
    • Womenin Apprenticeship and Nontraditional Occupations(WANTO) grants provide technical assistance to support women’s participation in fields where they are traditionally underrepresented, such as construction, advanced manufacturing, energy, technology and transportation.

    “Supporting pathways to competitive, good-paying jobs through opportunities like apprenticeships and other training initiatives helps ensure everyone can contribute to a thriving economy,” said the lawmakers. “These workforce development programs provide inclusive training options that can serve as a bridge between skilled workers and career opportunities. We’re investing in these efforts led by Maryland-based organizations so that workers here and across the country can reach their full potential and employers can tap into a diverse pipeline of talent.”

    The following projects received awards: 

    • $30,071,551 for the Center for Workforce Inclusion, Inc., Silver Spring, MD: Toprovide training for low-income, unemployed people aged 55 and older in a variety of community service activities at non-profit and public agencies, including schools, hospitals, day-care centers, senior centers in Maryland and service areas across 11 other states: Alabama, Illinois, Indiana, Massachusetts, Minnesota, Mississippi, New York, North Carolina, Tennessee, Texas and Wisconsin.
    • $14,640,900 for Goodwill Industries International, Inc., Rockville, MD: To provide training and employment services for older workers in service areas across 10 states: Illinois, Indiana, Kentucky, Missouri, Montana, New Mexico, Ohio, South Carolina, Virginia and Washington.
    • $3,294,240 for Bridges from School to Work, Inc., Bethesda, MD: Toexpand workforce development services for youth with disabilities aged 16 to 21 across 10 Bridge cities: Los Angeles, CA; Oakland, CA; San Francisco, CA; Atlanta, GA; Chicago, IL; Boston, MA; New York City, NY; Philadelphia, PA; Dallas, TX; and Fort Worth, TX.
    • $716,030 for the Maryland Center for Construction Education and Innovation, Parkton, MD: To use the state’s existing infrastructure to expand women’s participation in quality registered apprenticeship programs through equity-focused, pre-apprenticeship programs with a focus on the two regions with the highest rates of child poverty: Baltimore City and Somerset County. 

    “The funding we’re announcing today advances the Biden-Harris administration’s goal of promoting worker-focused training programs that incorporate industry and worker voices,” said Acting Labor Secretary Julie Su. “The grants will help enhance access to quality jobs for care workers and people in critical sectors, broaden job training and career opportunities for youth and strengthen public-private partnerships that prepare workers for high-quality infrastructure jobs.”

    Longueuil, Quebec, — From to , the Canadian Space Agency (CSA) is hosting the 38th Committee on Earth Observation Satellites (CEOS) plenary meeting. The CEOS plenary brings together the expertise and knowledge of some 80 international representatives from space agencies and government entities to maximize the benefits of satellite Earth observation (EO) initiatives, particularly related to protecting and preserving our planet’s biodiversity.

    Canada has a long history as a global leader in satellite EO technology. The CSA was appointed as CEOS Chair in for a one-year period, during which the committee has been focused on supporting climate change mitigation, adaptation, and biodiversity monitoring and protection. This includes advancing the collection and sharing of critical EO data to help prevent global biodiversity loss.

    As Canada faces many challenges due to its changing climate, EO satellites have proven to be valuable tools to better understand climate processes and their impacts. Advancements in satellite data technologies help to examine ecosystems, manage resources and ensure the safety of Canadians.

    The President of the Council of Ministers, Giorgia Meloni, had a telephone conversation today with the President of the Republic of Tunisia, Kais Saied.

    The call took place after President Saied’s swearing-in ceremony yesterday for his new mandate to lead Tunisia, and provided an opportunity to reaffirm the common desire to strengthen the partnership between Rome and Tunis as well as the one with the European Union.

    In this context, the two leaders discussed the concrete projects defined within the framework of the Mattei Plan for Africa and cooperation on migration, confirming the shared intention to organise the second Rome Process conference in Tunisia next year.

    The Isle of Man Treasury has published ‘The Manx National Insurance Fund – Addressing the long-term sustainability of the Island’s Social Security Benefits and National Insurance Scheme’.

    This report includes analysis carried out by the Government Actuary’s Department (GAD).

    Background

    GAD carries out a review of the Manx National Insurance Fund every 5 years for the Isle of Man Treasury. These reviews assess the financial position of the Fund and project how it is expected to change over the next 60 years.

    The most recent review was carried out in 2022 and showed that, without any additional financing, the Fund is projected to be exhausted by 2048. Following this, the Isle of Man Treasury worked with GAD exploring how potential changes to the benefits paid out of the Fund would impact its financial position.

    Sustainability report

    The Isle of Man Treasury has used GAD’s analysis to feed into its considerations around the long-term sustainability of the Fund and has now published a report summarising its position.

    The report sets out the background of the Isle of Man’s Social Security scheme. It also includes the options the Isle of Man Treasury is considering, to ensure the long-term funding is sustainable and Fund exhaustion is prevented.

    GAD actuary, Laura Young, has been leading the actuarial work and said: “It has been very interesting to work on the Manx National Insurance Fund and see our calculations being used by the Isle of Man Treasury to consider key policy decisions.

    “Knowing our analysis will be read and discussed by senior figures within the Isle of Man government is really exciting and I am proud that GAD’s work is feeding directly into such an important debate.”

    GAD showed the impact of various changes in benefit increases which have been included in the sustainability report. The Isle of Man Treasury plans to engage with Tynwald Members and provide a further report ahead of their next budget in February 2025.

    A satellite developed by the UK business Horizon Technologies has successfully completed its Critical Design Review (CDR), and is on schedule for launch in mid-2025, the UK Space Agency announced today.  

    The Amber-2 Maritime Domain Awareness (MDA) Satellite will play a key role in detecting ‘dark vessels’ at sea, such as those involved in illegal immigration, illegal fishing activities, drug smuggling, ship-to-ship transfers of goods and evading sanctions. 

    The development of the satellite is supported by a £1.2 million investment from the UK Space Agency. The wider Amber Programme has been designed to meet the MDA requirements of the Royal Navy via the Joint Maritime Security Centre (JMSC) in Portsmouth.  

    The follow-on satellite Amber-3 is also progressing, with Horizon Technologies currently accepting industry-wide proposals from potential spacecraft/bus suppliers for the build, and a targeted launch date of late 2025.  

    The Amber satellites work by detecting radio frequency (RF) signals enabling the identification of satphones and navigation radars, so when vessels engaged in illegal activities turn off their Automatic Identification System (AIS) they can still be tracked. Over the past year, several governments have been testing the Horizon Technologies Amber’s Signal Acquisition System with impressive results.   

    A single tower-mounted variant called AmberPersistent can collect RF signals (L/S/X band emitters) up to 3 million sq/km with real-time 4/7 coverage, essential for tracking vessels carrying out illicit activities. In the past quarter, Horizon technologies has received substantial AmberPersistent orders from NATO and non-NATO governments.

    The successful progress of the Amber-2 satellite by Horizon Technologies demonstrates the UK’s leadership in advancing space-based solutions for global maritime security. By detecting hard-to-track vessels, Amber-2 will play a pivotal role in safeguarding international waters from illegal activities.

Supporting projects like the Amber Programme not only enhances security but also creates high-skilled jobs and fosters innovation across the UK.

    Space-based RF collection will be particularly effective for open-ocean detection, while shore-based systems can cover some signals/bands up to 1,000 km, and provide real time persistent coverage within a nation’s Exclusive Economic Zones (EEZs).

    Gotion Incorporated, a company with deep ties to the Chinese Communist Party, has plans to develop a large industrial site in Mecosta County, Michigan near a U.S. military installation in the state. The failure of the Committee on Foreign Investment in the United States (CFIUS) to investigate and block this development poses a serious threat to U.S. national security.

    Congressman John Moolenaar (R-MI), U.S. Senator Marco Rubio (R-FL) and their colleagues, sent a letter to Treasury Secretary Janet Yellen urging her to use CFIUS’s authority to retroactively review the transaction after CFIUS failed to review it two years ago. The transaction should have been reviewed then because “Federal regulations define the extended range of a military installation as land within a 100-mile radius of the military installation” and CFIUS’s own geographic reference tool shows the Gotion site is less than 60 miles from Camp Grayling.

    Joining Rubio and Moolenaar were Senators Tom Cotton (R-AR), Mike Braun (R-IN) and Joni Ernst (R-IA), as well as Representatives Lisa McClain (R-MI), Bill Huizenga (R-MI), Jack Bergman (R-MI), John James (R-MI), and Tim Walberg (R-MI).

    Flashback… In September 2023, Rubio and Moolenaar sent a letter to Secretary Yellen urging CFIUS to review Gotion’s ownership.

    The full text of the new letter is below. 

    Dear Secretary Yellen:

    We write to express our deep concern regarding the U.S. Department of the Treasury’s apparent failure to block Gotion Incorporated (Gotion)—an entity with deep ties to the Chinese Communist Party (CCP)—from developing a large industrial site near a major U.S. military installation. The scope of United States warfighting capabilities is extremely sensitive knowledge. We must only share this information selectively, exclusively, and knowingly with close allies and partners. Federal agencies have a duty to prevent America’s adversaries from obtaining information concerning our national defense personnel and assets. As we are sure you will agree, the Committee on Foreign Investment in the United States (CFIUS) plays a vital role in blocking foreign efforts to collect intelligence on our military via domestic investment.

    Unfortunately, CFIUS seems to have neglected a substantial foreign project constituting a major national security threat stemming from a major facility being constructed by Gotion. Gotion is the U.S. subsidiary of Gotion High-Tech, an electric vehicle (EV) battery company which is based in the People’s Republic of China (PRC) and has documented ties to the CCP. The House Select Committee on the CCP has routinely documented Gotion High-Tech’s notorious, widespread human rights abuses and use of forced labor in mainland China, in addition to its connection with Chinese paramilitary groups. Nonetheless, Gotion is currently constructing a $2.4 billion EV battery plant in Mecosta County, Michigan.

    In June 2023, Gotion announced that its plans for plant construction were outside of CFIUS’ jurisdiction and could therefore continue the project. But as you know, as of February 13, 2020, CFIUS’ jurisdiction applies to greenfield investments when a foreign entity purchases real estate near certain sensitive military bases. Federal regulations define the extended range of a military installation as land within a 100-mile radius of the military installation (31 C.F.R. § 802.211). Covered installations include certain Army combat training centers within the continental United States (31 C.F.R. § 802.227(h)).

    According to CFIUS’ own Part 802 geographic reference tool, Gotion’s site in Michigan is located just under 60 miles south of the Camp Grayling Joint Maneuver Training Center—well within the regulation’s definition of extended range. Camp Grayling is the largest National Guard training facility in the United States and is host to both the Northern Strike joint exercises and the National Guard Exportable Combat Training Center Exercises. Yet, despite Camp Grayling’s significance, and the overwhelming evidence that this facility meets CFIUS’ conditions for a sensitive military installation, CFIUS did not include the camp under its definition of covered real estate until its July 2024 proposed rule, “Definition of Military Installation and the List of Military Installations in Regulations Pertaining to Certain Transactions by Foreign Persons Involving Real Estate in the United States.”

    Given CFIUS’ failure to launch a review of Gotion’s site development when the project was first publicly announced two years ago, it is now imperative that CFIUS update its proposed rulemaking to clarify the Committee’s ability to conduct retroactive reviews of covered greenfield investments that it previously failed to address. This step is well within CFIUS’ authority under 50 U.S.C. 4565 §(b)(1)(D)(i). This common-sense measure would not only allow CFIUS to put a stop to Gotion’s continued nefarious activity, but also the activities of many other adversarial entities that have slipped under CFIUS’ radar and acquired land near sensitive military sites. CFIUS’ failure to retroactively review these transactions would constitute a major security blunder and permit the CCP to engage in intelligence gathering that compromises our military capabilities and readiness.

    Given the severity of what seems to be a grave lapse in CFIUS’ judgement, we request answers to the following questions:

    1. Why did CFIUS fail to designate Camp Grayling as an army combat training center under covered real estate until its July 2024 proposed rule?
    2. If Camp Grayling’s exclusion from covered real estate was a failure in oversight, what steps is CFIUS taking to rectify the situation?
    3. What action is CFIUS taking to stop Gotion from continuing its plant construction given its proximity to a major military installation?
    4. Will CFIUS commit to clarify its authority to conduct retroactive reviews of covered greenfield investments that have slipped under CFIUS’ radar?

    MAPC will work with the Healey-Driscoll Administration, Boston, Cambridge, Somerville, & other Greater Boston communities on regional effort to reduce traffic thanks to new federal award announced this week 

    BOSTON, MA — A major new federal grant designed to help relieve congestion across Greater Boston will fund scores of new Bluebikes stations and add several new shuttle routes to supplement MBTA service throughout the city, the Metropolitan Area Planning Council (MAPC) announced this week.

    The $21.6 million Congestion Relief Grant from the Federal Highway Administration, one of seven awards issued throughout the country, will fund research into ways of reducing driving and encouraging transit use and will help launch a new mobile app that will allow transit riders to book trips across the system in one place. 

    The new shuttle network will expand public transit in key Boston neighborhoods, including the Seaport, Charlestown, and Allston-Brighton. The Bluebikes expansion will add nearly 400 new bikes to the system, a quarter of them electric bikes (e-bikes), as well as new stations throughout the system. Approximately half of the new stations will be electrified, allowing e-bikes to recharge while docked, extending their range and reducing their dependency on manual battery swapping. Some existing stations will also be relocated from on-street to off-street sites to enable them to operate year-round.

    The first phase of the work will be to plan specific station locations in existing Bluebikes communities, which includes Arlington, Boston, Brookline, Cambridge, Chelsea, Everett, Malden, Medford, Newton, Revere, Somerville, Watertown and Salem. 

    “Democrats are on a mission to deliver easier rides for commuters and a more sustainable future for our kids. This grant is designed to create a menu of new projects to address that by easing the transition away from single-occupancy vehicles, and increasing the appeal of public transit and micro-mobility options.

  • MIL-OSI Security: Murder investigation launched after man dies following south west London stabbing

    A murder investigation has been launched following a stabbing in Kensington and Chelsea in which the victim later died in hospital.

    Police were called at about 20:55hrs on Monday, 30 September to reports of a stabbing in the World’s End Estate, SW10.

    Officers, alongside the London Ambulance Service and London’s Air Ambulance, attended and found the man suffering a stab wound injury.

    He was taken to a central London hospital, where he remained until he sadly died on 17 October.

    Police are able to name him as Omarkafi Sahal, who was aged 28. Omarkafi’s family are aware and are being supported by specially trained officers.

    The incident was initially investigated by officers in Kensington and Chelsea. Following Omarkafi’s death they have passed the investigation to homicide detectives, led by Detective Chief Inspector Alison Foxwell

    DCI Foxwell said: “This is a tragic development in this investigation and my thoughts are with Omarkafi’s family at this time.

    “Three men have been charged as part of this investigation prior to Omarkafi’s death and work is ongoing to review those charges as appropriate.

    “I would stress however that charges do not indicate the end of our investigation and I would ask anyone with any information who has not already spoken to police to get in touch at the earliest opportunity. Your information could still be vital to our investigation.”

    Superintendent Owen Renowden, responsible for policing in Kensington and Chelsea, said: “This is a shocking incident in which a young man has been fatally injured. Officers have worked swiftly to identify those involved and bring charges, and that work continues.

    “There has been an increased police presence in the area, which has included the Neighbourhood Policing Teams supported by both specialist officers and partners in the local authority. Any local residents with concerns should speak to an officer or call 101.”

    Three men were previously charged with offences relating to the incident where Omarkafi received his injuries and have appeared in court. Following his death, we will liaise with the Crown Prosecution Service as to whether any of these charges will be amended.

  • MIL-OSI Security: Bartibog — 24-year-old woman dies following two-vehicle collision

    A 24-year-old woman from Bathurst, N.B., has died following a two-vehicle collision in Bartibog, N.B.

    On October 17, 2024, at approximately 1:50 p.m., members of the Neguac RCMP responded to a report of a two-vehicle collision between a car and a truck on Route 8 in Bartibog. The driver and sole occupant of the car died at the scene as a result of her injuries. The driver and passengers of the truck sustained non-life-threatening injuries.

    The collision is believed to have occurred when the car, travelling northbound, crossed the centre line and collided head-on with the truck, travelling southbound.

    Members of the Miramichi Police Force, Miramichi Fire Department, Ambulance New Brunswick, New Brunswick Department of Public Safety and an RCMP Collision Reconstructionist attended the scene. A member of the New Brunswick Coroner’s Office also attended the scene and is assisting with the ongoing investigation. An autopsy will be conducted to determine the woman’s exact cause of death.

    The investigation is ongoing.

  • MIL-OSI Security: Milwaukee Woman Indicted for Multimillion Dollar Health Care Fraud and Kickback Scheme

    Gregory J. Haanstad, United States Attorney for the Eastern District of Wisconsin, announced that on October 16, 2024, a federal grand jury indicted Lakia Jackson (age: 34) for perpetrating a $3.7 million health care fraud and kickback scheme that involved Jackson lying about having provided prenatal care coordination services and childcare coordination services to at-risk and low-income pregnant women and new mothers in Milwaukee.

    According to the indictment, from June 2020 through December 2021, Jackson owned We Care Services, which was a Prenatal Care Coordination (PNCC) agency operating in Milwaukee. PNCC agencies are reimbursed by Medicaid when they provide services intended to address Wisconsin’s historically high rate of infant mortality among at-risk populations. Specifically, PNCC services are supposed to ensure that women at high risk are identified as early as possible in their pregnancies, receive psychosocial support, prenatal care services, and health and nutrition education, and are referred to available community services that they need to help them achieve positive birth and parenting outcomes.

    The indictment alleges that Jackson offered and provided kickbacks to induce women to sign up for prenatal care coordination services with We Care Services, and then allegedly submitted millions of dollars of fraudulent claims for services never actually provided to those women. Jackson also allegedly submitted claims for services she contended were provided to her clients before she or anyone from her agency had ever met the client.

    The indictment charges Jackson with multiple counts of Health Care Fraud and False Statements Relating to Health Care Matters, in violation of 18 U.S.C. § 1347 and 18 U.S.C. § 1035, violations of the Anti-Kickback Statute, 42 U.S.C. § 1320a-7b, Money Laundering, in violation of 18 U.S.C. § 1957, and Aggravated Identity Theft, in violation of 18 U.S.C. § 1028A. If convicted, Jackson faces a mandatory sentence of two years in prison for each count of Aggravated Identity Theft, up to twenty years in prison for each count of Health Care Fraud, up to ten years in prison for each count of Anti-Kickback Statute violations and Money Laundering, and up to five years in prison for each count of False Statements. 

    The Federal Bureau of Investigation and the Medicaid Fraud Control and Elder Abuse Unit of the Wisconsin Department of Justice investigated the case, which Assistant United States Attorneys Julie F. Stewart and Kate M. Biebel will prosecute.

    An indictment is only a charge and not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government must prove guilt beyond a reasonable doubt.

    EDISON — Governor Phil Murphy today visited Edison to sign S3006/A4299 into law, establishing the crimes of home invasion burglary and residential burglary. The two new burglary classifications will raise penalties for crimes of burglary, reinforcing legal protections for New Jersey communities and ensuring that individuals who commit these crimes are held accountable.

    “The safety and well-being of New Jerseyans is our Administration’s highest priority,” said Governor Murphy. “Today’s bipartisan legislation ensures that the penalties for burglary and home invasion reflect the severity of these crimes and deter individuals from entering a home illegally. We are grateful to the Legislature, our law enforcement community, local mayors, and community members for supporting our shared goal of keeping New Jersey residents safe.”

    Home invasion burglary refers to a person who enters a home to commit an offense and ultimately inflicts bodily injury or is armed with a deadly weapon, whether or not that weapon is used. Under the new law, home invasion burglary is a crime in the first degree. A crime of the first degree is punishable by a term of imprisonment of 10 to 20 years, a fine of up to $200,000, or both.

    Residential burglary refers to a person who enters a home to commit an offense. Under the new law, residential burglary is a crime in the second degree. A crime of the second degree is punishable by a term of imprisonment of five to 10 years, a fine of up to $150,000, or both.

    Both classifications of burglary are subject to the “No Early Release Act,” which requires the convicted person to serve at least 85% of their incarceration term before becoming eligible for parole. Any person convicted of home invasion burglary or residential burglary may be denied a professional license from the Division of Consumer Affairs within the Department of Law and Public Safety.

    Today’s legislation, which takes effect immediately, builds upon the Administration’s commitment to reducing crime and bolstering public safety. Over the past seven years, the Murphy Administration has taken a holistic approach to crime reduction, including tightening gun laws, investing in mental health resources, deploying new data collection technology, and increasing penalties for violators.

    The primary sponsors of S3006/A4299 are Senators Anthony Bucco, Brian Stack, and Vin Gopal, and Assembly members Sterley Stanley, Robert Karabinchak, and Alexander “Avi” Schnall. The bill received overwhelming bipartisan support in the Legislature, with a vote of 36-1 to pass the Senate and a unanimous 74-0 vote in the Assembly.

    “New Jersey has consistently ranked as one of the safest states in the country, but many residents are rightfully concerned by the recent uptick in home break-ins and robberies,” said Congressman Frank Pallone. “I applaud the State Legislature for taking decisive action to address these concerns and thank Governor Murphy for pushing to get this important bill across the finish line.     The U.S. Geological Survey (USGS) and NASA have officially opened a Request for Proposal (RFP) for the 2025-2029 Landsat Science Team. This team will play a pivotal role in shaping the future of the Landsat program, supporting the ongoing operations of Landsat 8 and 9 while contributing to the development of Landsat Next, which is set to launch in 2030/2031.

    Selected members will serve for a term up to five years and will focus on providing relevant science and technical evaluations and recommendations on a number of issues pertinent to the Landsat program, maximizing the value of the Landsat archive, and addressing the unique challenges of next-generation Earth observation systems.

    Issues of interest include support for current and future Landsat missions, maximizing value of the Landsat data archive for users, future science needs and applications, research innovations to advance Landsat applications, and scientific issues associated with the Landsat Next mission. A core functionality is to ensure that the Landsat archive—spanning over 50 years—remains compatible with future missions like Landsat Next, while maintaining the high-quality standards that Landsat is known for. The team will also explore synergy with other Earth observations systems such as the European Copernicus Sentinel-2 missions.

    The RFP encourages a broad representation from academia, government, and industry. Proposals should reflect various expertise in areas such as optical imaging, multi-spectral data, and remote sensing applications.

    Oct. 24 town hall at Phoenix High School will be No. 1,101 in fulfilling the Senator’s pledge to hold at least one annual town hall in each of Oregon’s 36 counties
    Portland – U.S. Senator Ron Wyden today announced he will hold an open-to-all town hall on Thursday, Oct. 24 in Jackson County.
    This 10 am town hall at Phoenix High School Rose Theater (745 N Rose St., Phoenix) will be Wyden’s second this year in Jackson County and 1,101st overall — honoring his promise to hold at least one town hall each year in each of our state’s 36 counties. 
    “Every year, in every county of Oregon, I invite Oregonians to have face-to-face conversations with me at my open-to-all town halls,” Wyden said. “I’m honored every time Oregonians show the entire country how to hold open-to-all meetings with direct conversations that make our communities and state even better places to live and work. I’m eager to hear from Jackson County again, and just as eager to continue this tradition of holding town halls all across Oregon. Coming together to work on common-ground and common-sense solutions is what I call the Oregon Way.”
    Doors will open 30 minutes before the town halls for attendees.
