  • MIL-OSI United Kingdom: Sunderland schoolchildren give rugby a try

    Schoolchildren have been tackling some new skills as the city gets ready to host the opening match of the Women’s Rugby World Cup in August 2025.

    A total of 240 participants from 20 primary schools and 10 secondary schools across the city took part in a special rugby skills event at Silksworth Community Pool, Tennis and Wellness Centre on Tuesday 15 October.

    The children all took part in skill-based games and activities focusing on skills like agility and throwing and catching, as Active Sunderland is working to encourage more schools, clubs and communities to take up the sport ahead of the Women’s Rugby World Cup coming to the city next year.

    Sunderland City Council’s Cabinet Member for Communities, Culture and Tourism, Councillor Beth Jones, said: “I’m delighted to see so many children getting active and learning physical skills as well as valuable communication and teamwork. As the city is getting ready to host England’s Red Roses for the opening match of the Women’s Rugby World Cup at the Stadium of Light, it’s wonderful to see so many young people taking an interest in the sport.

    “I hope that more people will be inspired to give it a go as we look forward to the tournament, and there are plenty of opportunities to get involved. The city council is working alongside community rugby clubs to offer something for everyone, from girls’ rugby to walking rugby and a variety of fitness sessions, so there’s never been a better time to give rugby a try.”

    The Active Sunderland Rugby Skills Event was supported by The Newcastle Falcons, who brought touch rugby activities for the schoolchildren to try. The focus of the day was learning new skills and taking part in physical activity, but children who demonstrated skills like teamwork and leadership received awards for their efforts.

    A legacy programme taking place around the World Cup is designed to get more people playing rugby and encourage more women and girls to take up the sport. Active Sunderland is creating new opportunities for communities to take part in recreational rugby activities and recently five sets of junior rugby posts have popped up located at Commercial Road, Barnes Park, Success Road, Princess Anne Park and Shipwrights Playing Fields with exciting programmes to be announced.

    The draw for the Women’s Rugby World Cup 2025 will take place on Thursday, 17 October, with the match schedule set to be released on Tuesday 22 October.

    The draw will be broadcast live on BBC’s The One Show, one of the UK’s most-watched primetime programmes, airing from 19:00 (GMT +1). This marks a key milestone for the tournament, set to be the largest sporting event in England in 2025.

    U.S. Senate Majority Leader Chuck Schumer today announced Wolfspeed has reached a $750 million preliminary memorandum of terms (PMT) funding agreement under the CHIPS & Science Law he led in writing and passing into law, helping them unlock an additional $750 million in private investment. Wolfspeed also said it plans to tap nearly $1 billion from the CHIPS Investment Tax Credit that Schumer helped create to fund much of the state-of-the-art equipment being installed to complete the expansion their Silicon Carbide Fabrication Facility at Marcy Nanocenter in Oneida County.

    Wolfspeed said this massive collective investment will help accelerate their ongoing expansion in the Mohawk Valley and boosting good-paying jobs expected to be created at the Marcy facility. This CHIPS investment will also support Wolfspeed’s new North Carolina Siler City facility which is integral to the Mohawk Valley’s future as it will send wafers to be finished in NY, creating long term work and future growth opportunities for the Marcy operation.

    “Wolfspeed is leading the pack in bringing semiconductor manufacturing back to America. This major multibillion investment powered by my CHIPS & Science Law will accelerate the ongoing expansion in the Mohawk Valley, helping boost hundreds of good paying jobs and providing long term work for the Marcy fab to succeed well into the future,” said Senator Schumer. “From electric vehicles to artificial intelligence, so much critical technology relies on the silicon carbide chips that Wolfspeed will manufacture and perfect in the Mohawk Valley. Today’s massive investment will make America’s economy and our national security stronger as Wolfspeed helps us write the next chapter of America’s resurgence as the leader in the semiconductor industry, with the Mohawk Valley as the beating heart.”

    Schumer explained that Wolfspeed’s Mohawk Valley Fab is the largest and one of the only 200mm Silicon Carbide fabrication facilities in the world. Wolfspeed officially opened their new fab in 2022 and is actively expanding with approximately $790 million in additional capital planned investment in the Mohawk Valley which will help support new good paying manufacturing and construction jobs to the region. The proposed CHIPS investment would also support the construction of Wolfspeed’s silicon carbide wafer manufacturing facility in North Carolina. Nearly all of the wafers from Wolfspeed’s new facility in Siler City, NC are needed and sent to the Mohawk Valley Fab to be finished and this investment is essential to ramp up chip production in New York. The proposed CHIPS funding will support the Mohawk Valley fab to increase its production capacity by approximately 30%.

    To achieve this increase in capacity in the Mohawk Valley, Wolfspeed will purchase and install additional tools & equipment in the Mohawk Valley, such as photolithography tools, ion implanters, metal deposition tools, etch systems, automation equipment and more that will be support by the Investment Tax Credit from the CHIPS & Science Law.

    The proposed $750 million in CHIPS funding will also help catalyze private capital investment of at least $750 million to support the company’s expansion plans. This injection of private capital would not have occurred were it not for the CHIPS and Science Act. Wolfspeed is the world’s leading manufacturer of wafers and devices made from silicon carbide, a compound which has favorable chemical and material properties compared to traditional silicon, enabling Wolfspeed’s semiconductors to be highly energy-efficient and durable. The silicon carbide devices manufactured by Wolfspeed power electric vehicles (EVs) and plug-in hybrids, enabling extended driving range-per-charge, faster charging times, and lower overall systems costs, they also are vital for artificial intelligence and in military applications critical for national security.

    Oneida County Executive Anthony J. Picente Jr. said, “We thank Senator Schumer for securing $750 million in funding for Wolfspeed from his historic CHIPS & Science Law. This transformative investment will accelerate hundreds of good-paying jobs in Oneida County and further elevate our region as a leader in semiconductor production. As Wolfspeed enhances its capabilities, we look forward to the opportunities this brings for our workforce and our future in the Mohawk Valley.”

    Acting President of Mohawk Valley EDGE Shawna Papale said, “On behalf of Mohawk Valley EDGE, we commend the Department of Commerce for reaching a preliminary agreement with Wolfspeed to leverage more than $2.5 billion of investment including over $750 million in CHIPS Act grant funding. The growth of the Mohawk Valley Fab is hinged on the ability of Siler City to produce 200mm silicon carbide wafers to supply Wolfspeed’s Mohawk Valley Fab. Thanks to Senate Majority Leader Schumer, this CHIPs announcement accelerates hiring towards Wolfspeed’s job target of over 600 employees and increases production capacity at the Marcy Nanocenter. This was a true collaboration across local, county, State, and Federal officials along with the leadership of Wolfspeed to make the dream of recreating American made manufacturing a reality right here in Oneida County.”

    Last week, Schumer announced Edwards Vacuum reached a $18 million CHIPS PMT to build its new $300+ million dry pump manufacturing facility for the semiconductor industry, the first of its kind for America, in Western NY. Earlier this year, Schumer also announced that Micron, which plans to invest $100 billion over the next two decades – the largest private investment in New York’ s history – reached a $6.1 billion CHIPS PMT funding agreement. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY. 

    Schumer added, “The CHIPS & Science Law keeps helping grow the booming semiconductor industry in Upstate NY. We are seeing more targeted federal investment than ever before to bring back manufacturing, and awards like this show how the I-90 corridor from Buffalo to Syracuse to Utica to Albany truly is becoming America’s semiconductor superhighway.”

    Schumer has long worked to position the Mohawk Valley for semiconductor investment. In addition to his efforts on further recruiting chip suppliers to Marcy Nanocenter, Schumer secured $2 million in U.S. DOL funding for the Workforce Development Board of Herkimer, Madison and Oneida Counties and Mohawk Valley Community College (MVCC) to boost technical training to support the expansion and attraction of the semiconductor industry. Schumer also secured $2 million for MVCC to create a new state-of-the-art semiconductor and advanced manufacturing training center.

    Schumer is also actively working with Mohawk Valley EDGE to help lure additional semiconductor and supply chain companies to Marcy Nanocenter which will get a further boost from Wolfspeed and Micron’s expansions in the region.

    Schumer said, “Marcy Nanocenter is one of the most shovel-ready sites in the whole country and with this investment helping to strengthen Wolfspeed and with Micron rapidly establishing itself in the broader region, I am going all out to land more companies to make the Mohawk Valley a central component of bringing semiconductor manufacturing back to America.”

    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants. Edwards Vacuum is also moving forward with a $300+ million investment to build a dry pump manufacturing facility in Western New York, creating 600 good-paying jobs to support the growing chip industry in Upstate New York and across the nation.

    The PMT outlines key terms for Wolfspeed’s CHIPS agreement. To finalize the federal CHIPS agreement, the Commerce Department will now begin a comprehensive due diligence process on the proposed project and other information contained in the application. After satisfactory completion of the due diligence phase, the Commerce Department will finalize the PMT.

    Recommendations for the future of the current Public Health Strategic Partnership between the Isle of Wight Council and Hampshire County Council will be considered by both local authorities’ Cabinets in November.

    The strategic partnership was signed in July 2019 to provide Public Health leadership to the Island for a period of up to six years.

    The partnership is due to come to an end in August 2025 and both authorities will be presenting reports summarising its successes and requesting formal approval to allow the partnership to conclude in line with the current contract end date.

    As a result of the partnership, the Isle of Wight Council is now effectively delivering its public health duties and has safe and high quality public health services in place for residents.

    For example, there is a 25 per cent increase in the number of people accessing drug and alcohol treatment, as well as improvements in managing and responding to health protection matters.

    Councillor Debbie Andre, Cabinet member for Public Health, said: “With the Island in a stronger position in relation to Public Health services, now is a sensible time to consider the future of the current arrangements.

    “It is important to highlight how proud both organisations are of the positive work undertaken together over the past few years, especially during the COVID pandemic.

    “We will continue to work closely with our colleagues in Hampshire to effectively manage any transition, maintain our progress, and strengthen our provision moving forward for the benefit of all Island residents.”

    Veolia Orchard is open for applications once again.

    This scheme invites schools to increase biodiversity and become part of Veolia’s family tree by growing their onw strawberries or nurturing their own orchard of fruit trees.

    Since 2022, Veolia Orchard has delivered 25 fruit trees and 10 strawberry plants to 6 schools across the borough. This local network is just a small part of a whole family of 1,085 trees and 780 strawberry plants steadily growing at 291 schools across the UK.

    This initiative launched in 2022, with fruit trees donated to schools in order to give young people a chance to experience the benefits of engaging with nature as well as improving local biodiversity. Building on its initial success, in 2023 the scheme expanded to include strawberry plants, ensuring that urban schools with limited outdoor green space could participate.

    Each orchard comprises either five trees or ten strawberry plants per school, an individual component of a much wider network. Schools can apply online until 8 November 2024  using the following link: https://www.veolia.co.uk/veolia-orchard

    Successful candidates will then hear back from 25 November with deliveries taking place in spring 2025. Schools can opt for an interactive planting event where Veolia’s experts guide students through their planting whilst educating them on the orchard’s long-term benefits to the community and environment.

    Parks Canada launches Indigenous Stewardship Policy, strengthening Indigenous connections to protected lands, waters and ice.

    Today, The Honourable Steven Guilbeault, Minister of Environment and Climate Change and Minister responsible for Parks Canada, announced his support of the Indigenous Stewardship Policy—prior to participating in a Ceremony at Thousand Islands National Park to honour and enact the policy with members of the Mohawks of Akwesasne and members of the Parks Canada Indigenous Stewardship Circle.

    This policy, which recognizes and supports Indigenous stewardship in all places Parks Canada plays a role in administering, will strengthen the connections between Indigenous Peoples and the protected lands, waters and ice located within their traditional territories, treaty lands and ancestral homelands—and advance measures identified in the Government of Canada United Nations Declaration on the Rights of Indigenous Peoples Act Action Plan.

    Co-developed in close collaboration with the Indigenous Stewardship Circle, a diverse group of Indigenous leaders, the Indigenous Stewardship Policy will guide the implementation of the Indigenous Stewardship Framework and create conditions that support cultural continuity, cultural safety, and healing for Indigenous Peoples.

    The new policy is grounded in four key principles:

    1.      Respect for Indigenous Rights, duties, and responsibilities: Acknowledging and respecting Indigenous rights and titles as recognized by Section 35 of the Canadian Constitution, both historic and modern treaties, and by the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). This includes supporting Indigenous-led conservation and ensuring Indigenous voices are at the forefront of decision-making.

    2.      Fostering ethical spaces: Establishing and maintaining respectful relationships, grounded in truth-telling and culturally safe spaces. This also means that Parks Canada will work with Indigenous Peoples to support stewardship that is informed by Indigenous knowledge and worldviews.

    3.      Nurturing healthy, respectful relationships:  Supporting co-management arrangements where Indigenous governments and communities and Parks Canada work together as equals and in ways that respect Indigenous laws and protocols.

    4.      Ensure continuity of Indigenous culture and language: Indigenous stewardship of lands, waters and ice is place-based and distinct. This means that approaches will be shaped by the local context and will foster the safeguarding of cultural practices, languages, and ways of life.

    This policy will apply to all places Parks Canada plays a role in administering, including national historic sites, national parks, national marine conservation areas, and other protected heritage areas. It furthers Parks Canada efforts to pursue a respectful approach to the management and governance of protected areas that aligns with Indigenous ways of stewarding lands, water, and ice. This renewed approach is based what Parks Canada has heard for years from Indigenous partners, the evolution of Parks Canada’s relationships with Indigenous Peoples and the legal landscape of Indigenous rights.

    Europa Clipper is the first mission designed to conduct a detailed study of Jupiter’s moon Europa to determine if it currently has habitable conditions. The spacecraft will travel 1.8 billion miles (2.9 billion km) to reach Jupiter in April 2030. It will orbit Jupiter and conduct 49 close flybys of Europa.

  • MIL-OSI Security: Cole Harbour — RCMP seeking assistance from the public to identify a person of interest

    RCMP Halifax Regional Detachment is seeking assistance from the public to identify a man involved in an attempted robbery in Cole Harbour.

    On October 11, at approximately 6:46 p.m., RCMP Halifax Regional Detachment responded to a report of an attempted robbery at a recreational centre on Forest Hills Parkway. RCMP officers learned that a man approached four youths who were near the pedway, displayed a knife, and demanded jewelry from one of them.

    The man fled on foot when the youths said they were advising security. No physical injuries were reported.

    The man was wearing a black jacket, black pants, yellow shoes and had a mask over his face. The weapon is described as serrated bread knife approximately eight to ten inches in length.

    The investigation is ongoing.

  • MIL-OSI Security: Deer Lake — Deer Lake RCMP investigates shed fire, human remains located inside

    Deer Lake RCMP is investigating human remains that were found inside a burned shed on a residential property in Deer Lake on October 13, 2024.

    At approximately 12:30 p.m. on Sunday, police received a report of a shed fire on a residential property on Middle Road in Deer Lake. An occupant of the home was unaccounted for and was believed to be inside the shed. Firefighters extinguished the blaze. Male human remains were located inside the shed.

    A Fire Scene Investigator with the Fire Services Division of Justice and Public Safety attended the scene and the Office of the Chief Medical Examiner is engaged. The investigation is continuing.

    Deer Lake RCMP asks residents in the area to check for possible surveillance footage around the time of the fire and to report any information to the detachment at 709-635-2173.     INDIANAPOLIS—A federal grand jury has returned an indictment charging Indianapolis Metropolitan Police Department Sergeant, Javed Richards, 42, with five counts of distribution of child sexual abuse material and one count of possession of child sexual abuse material. Richards had his initial appearance in federal court on October 10th.

    According to the indictment, on July 14, 2024, Richards allegedly distributed at least five videos of minors under the age of 12 engaged in sexually explicit conduct to other individuals via the Kik messenger application. Richards is further charged with possessing numerous images and videos of child sex abuse material on his iCloud account.

    IMPD announced it has suspended Sergeant Richards pending a recommendation of termination to the IMPD Civilian Police Merit Board.

    The FBI and Indiana Internet Crimes Against Children Task Force is investigating this case, with cooperation from the Indianapolis Metropolitan Police Department. If convicted, Richards faces up to 20 years in federal prison.

    U.S. Attorney Myers thanked Assistant U.S. Attorney Tiffany J. Preston, who is prosecuting this case.

    This investigation was conducted by the FBI which is part of the Indiana Internet Crimes Against Children (ICAC) Task Force, a multiagency task force led by the Indiana State Police that investigates and prosecutes persons who use the internet to sexually exploit or entice children. Each year, Indiana ICAC investigators evaluate thousands of tips, investigate hundreds of cases, and rescue dozens of children from ongoing sexual abuse. Visit https://www.internetcrimesagainstkids.com to learn more about their efforts.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Background:

    In March, Congressman Stauber secured $19 million in funding for projects across Minnesota’s Eight Congressional District in the first portion of the FY2024 appropriations package. This package included $1,000,000 for the Tower Stabilization Pond Expansion Project, which will construct a fourth stabilization pond to increase wastewater capacity from 172,00 gallons to 258,000 gallons per day. Stabilization ponds use natural processes to treat wastewater.

    Community Project Funding effective

    The U.S. Constitution grants Congress the power of the purse. This power is exercised through the annual appropriations process, and the House Appropriations Committee leads the House’s power of the purse efforts.

    One of the more well-known elements of the annual appropriations process is Community Project Funding, also known as earmarks. Community projects are individual appropriations for specific projects that are requested by members of Congress through an open and public process. The requests are vetted by the House Appropriations Committee and projects are funded through the annual appropriations bills.

    Community Project Funding does not increase federal spending. Instead, the process allocates money that would be spent by federal agencies and uses it to address local needs.

    Usually, federal spending for projects such as fire station upgrades, water infrastructure construction, and road improvements are allocated by the Executive Branch through centrally managed grant processes. However, Community Project Funding helps restore the Legislative Branch’s power of the purse by empowering members–who are far more aware of local needs than Washington-based bureaucrats–to allocate funding to projects that will make significant impacts on their communities.

    Areas of our country that are rapidly growing can experience delays in substantial federal investment for large projects as federal funding is often targeted toward historically populated areas. Community Project Funding can help shift that paradigm. For example, a project included in this year’s Transportation, Housing and Urban Development (THUD) bill will complete the Springdale Northern Bypass, unleashing economic opportunity for the region and beyond while prioritizing travelers’ safety. In Oro Valley, Ariz., this funding package secured an investment to repair and maintain bridges to increase safety and enhance mobility in this bustling community.

    Smaller towns, which are often overlooked by the federal government, also see massive impacts from community projects. A $3 million investment for Huntsville’s water system will provide water to residents and ensure the fire department has an adequate supply to protect people from fires. A $1.9 million investment for Duncan, Ariz., a rural community with fewer than 1,000 residents, will maintain and revitalize roads which have not been repaired in over 45 years. Without Community Project Funding, projects of this magnitude for small communities may be a pipe dream.

    With our ballooning national debt, it’s understandable that government spending is under scrutiny. As appropriators, protecting taxpayer dollars and reining in wasteful spending remains our top priority. To reiterate, Community Project Funding does not increase federal spending. Instead, the process allocates money that would be spent by federal agencies and instead uses it to address local needs. Discretionary spending accounts for 26 percent of total federal spending that is appropriated by Congress each year, and of that 26 percent, the House of Representatives only uses 0.5 percent for community projects.

    Bottom line–Community Project Funding is a bang for the buck. The small yet effective amount of funding in the THUD bill for community projects delivers substantial impacts across the country. The projects allow legislators–who know the needs of their communities best–to target funds for critical projects to solve problems, create jobs, and boost the economy. We are sent to Washington, D.C., to deliver results that will have real impact on the daily lives of Americans. There is no better avenue to do so than through Community Project Funding.

    As cooler weather arrives in western North Carolina, the NC Department of Health and Human Services urges individuals, families and communities impacted by Hurricane Helene to take safety precautions when heating homes, buildings or other enclosed spaces.

    Using gas or wood-burning heat sources without proper safety measures can lead to carbon monoxide poisoning and other hazards, especially if fuel sources or appliances have been damaged by the storm.

    Safe Practices for Wood-Burning Stoves
    Properly installed, correctly used wood-burning appliances should generate very little smoke. If you regularly see or smell smoke, you may have a problem. Take the following steps to reduce smoke inside and outside your home: 

    • What NOT to burn: Do not burn household trash (including cardboard, plastics, foam, magazines, boxes and wrappers), coated wood, painted wood, pressure-treated wood, driftwood, plywood, particle board, wood with any glue on it, wet or green wood, rotted wood, moldy wood, asbestos, rubber, manure or animal remains. These materials can release toxic or harmful chemicals when burned and may also damage your stove.
    • What to burn: Try to burn mainly dry, split, well-seasoned wood. Properly seasoned wood is darker, weighs less and sounds hollow when hit against another piece of wood. You can also use branches, sticks or limbs from fallen trees that are off the ground. Do not use wet or green wood.
    • Use a starter: Start fires with newspaper, dry kindling or all-natural fire starters. Never start a fire in a wood-burning stove with gasoline, kerosene or charcoal starter.
    • Keep flammable items away: Maintain a safe distance between stoves and items like curtains, furniture, newspapers, books or paper. Regularly remove ashes into a covered, metal container, and store the container outdoors on a nonflammable surface.
    • Keep the fire hot and door closed: For most appliances, a smoldering fire is not safe or efficient. Build a hot fire and keep the doors of your wood-burning appliance closed unless loading or stoking the live fire. Harmful chemicals, like carbon monoxide, can be released into your home through an open stove door.
    • Keep a fire extinguisher handy: In case of a fire, have a fire extinguisher, fire blanket or ample sand or water on-hand to put it out before it can spread. 

    Safe Practices for Generators and Fuel-Burning Heat Sources
    In previous hurricanes in North Carolina, people have died from carbon monoxide poisoning caused by generators running indoors. Carbon monoxide is an odorless, colorless gas produced whenever fuel is burned. In an enclosed space, such as a home, garage, car or camper, carbon monoxide can build up to deadly levels quickly. 

    High levels of carbon monoxide can be deadly within minutes. Carbon monoxide poisoning can be fatal to anyone, especially children, pregnant women, older adults and those with chronic illness. People who are sleeping can die from carbon monoxide poisoning without ever becoming aware of their symptoms. 

    Anyone testing or using a generator or other fuel burning device during should take proper safety precautions, including the following: 

    • Do not use gasoline-powered tools or engines in enclosed or partially enclosed spaces. Use them outdoors at least 20 feet from all doors, windows and air vents.
    • Do not use charcoal grills or propane stoves indoors, even in a fireplace.
    • Never use the kitchen stove or other gas appliances to heat your home.
    • Do not idle your car, truck or other vehicle in the garage, even if the garage door to the outside is open. Fumes can build up quickly in the garage and living area of your home.
    • Keep rooms well ventilated.
    • Read and follow all instructions that accompany fuel-burning devices. Use the proper fuel and make sure there is enough air for ventilation and fuel burning. 

    Even low levels of carbon monoxide can cause dizziness, fatigue, nausea, headaches, confusion or fainting. If you are experiencing these symptoms, get to fresh air immediately and seek medical attention as soon as possible.

    U.S. Senate Majority Leader Chuck Schumer today announced Wolfspeed has reached a $750 million preliminary memorandum of terms (PMT) funding agreement under the CHIPS & Science Law he led in writing and passing into law, helping them unlock an additional $750 million in private investment. Wolfspeed also said it plans to tap nearly $1 billion from the CHIPS Investment Tax Credit that Schumer helped create to fund much of the state-of-the-art equipment being installed to complete the expansion their Silicon Carbide Fabrication Facility at Marcy Nanocenter in Oneida County.

    Wolfspeed said this massive collective investment will help accelerate their ongoing expansion in the Mohawk Valley and boosting good-paying jobs expected to be created at the Marcy facility. This CHIPS investment will also support Wolfspeed’s new North Carolina Siler City facility which is integral to the Mohawk Valley’s future as it will send wafers to be finished in NY, creating long term work and future growth opportunities for the Marcy operation.

    “Wolfspeed is leading the pack in bringing semiconductor manufacturing back to America. This major multibillion investment powered by my CHIPS & Science Law will accelerate the ongoing expansion in the Mohawk Valley, helping boost hundreds of good paying jobs and providing long term work for the Marcy fab to succeed well into the future,” said Senator Schumer. “From electric vehicles to artificial intelligence, so much critical technology relies on the silicon carbide chips that Wolfspeed will manufacture and perfect in the Mohawk Valley. Today’s massive investment will make America’s economy and our national security stronger as Wolfspeed helps us write the next chapter of America’s resurgence as the leader in the semiconductor industry, with the Mohawk Valley as the beating heart.”

    Schumer explained that Wolfspeed’s Mohawk Valley Fab is the largest and one of the only 200mm Silicon Carbide fabrication facilities in the world. Wolfspeed officially opened their new fab in 2022 and is actively expanding with approximately $790 million in additional capital planned investment in the Mohawk Valley which will help support new good paying manufacturing and construction jobs to the region. The proposed CHIPS investment would also support the construction of Wolfspeed’s silicon carbide wafer manufacturing facility in North Carolina. Nearly all of the wafers from Wolfspeed’s new facility in Siler City, NC are needed and sent to the Mohawk Valley Fab to be finished and this investment is essential to ramp up chip production in New York. The proposed CHIPS funding will support the Mohawk Valley fab to increase its production capacity by approximately 30%.

    To achieve this increase in capacity in the Mohawk Valley, Wolfspeed will purchase and install additional tools & equipment in the Mohawk Valley, such as photolithography tools, ion implanters, metal deposition tools, etch systems, automation equipment and more that will be support by the Investment Tax Credit from the CHIPS & Science Law.

    The proposed $750 million in CHIPS funding will also help catalyze private capital investment of at least $750 million to support the company’s expansion plans. This injection of private capital would not have occurred were it not for the CHIPS and Science Act. Wolfspeed is the world’s leading manufacturer of wafers and devices made from silicon carbide, a compound which has favorable chemical and material properties compared to traditional silicon, enabling Wolfspeed’s semiconductors to be highly energy-efficient and durable. The silicon carbide devices manufactured by Wolfspeed power electric vehicles (EVs) and plug-in hybrids, enabling extended driving range-per-charge, faster charging times, and lower overall systems costs, they also are vital for artificial intelligence and in military applications critical for national security.

    Oneida County Executive Anthony J. Picente Jr. said, “We thank Senator Schumer for securing $750 million in funding for Wolfspeed from his historic CHIPS & Science Law. This transformative investment will accelerate hundreds of good-paying jobs in Oneida County and further elevate our region as a leader in semiconductor production.     Acting President of Mohawk Valley EDGE Shawna Papale said, “On behalf of Mohawk Valley EDGE, we commend the Department of Commerce for reaching a preliminary agreement with Wolfspeed to leverage more than $2.5 billion of investment including over $750 million in CHIPS Act grant funding. The growth of the Mohawk Valley Fab is hinged on the ability of Siler City to produce 200mm silicon carbide wafers to supply Wolfspeed’s Mohawk Valley Fab. Thanks to Senate Majority Leader Schumer, this CHIPs announcement accelerates hiring towards Wolfspeed’s job target of over 600 employees and increases production capacity at the Marcy Nanocenter. This was a true collaboration across local, county, State, and Federal officials along with the leadership of Wolfspeed to make the dream of recreating American made manufacturing a reality right here in Oneida County.”

    Last week, Schumer announced Edwards Vacuum reached a $18 million CHIPS PMT to build its new $300+ million dry pump manufacturing facility for the semiconductor industry, the first of its kind for America, in Western NY. Earlier this year, Schumer also announced that Micron, which plans to invest $100 billion over the next two decades – the largest private investment in New York’ s history – reached a $6.1 billion CHIPS PMT funding agreement. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY. 

    Schumer added, “The CHIPS & Science Law keeps helping grow the booming semiconductor industry in Upstate NY. We are seeing more targeted federal investment than ever before to bring back manufacturing, and awards like this show how the I-90 corridor from Buffalo to Syracuse to Utica to Albany truly is becoming America’s semiconductor superhighway.”

    Schumer has long worked to position the Mohawk Valley for semiconductor investment. In addition to his efforts on further recruiting chip suppliers to Marcy Nanocenter, Schumer secured $2 million in U.S. DOL funding for the Workforce Development Board of Herkimer, Madison and Oneida Counties and Mohawk Valley Community College (MVCC) to boost technical training to support the expansion and attraction of the semiconductor industry. Schumer also secured $2 million for MVCC to create a new state-of-the-art semiconductor and advanced manufacturing training center.

    Schumer is also actively working with Mohawk Valley EDGE to help lure additional semiconductor and supply chain companies to Marcy Nanocenter which will get a further boost from Wolfspeed and Micron’s expansions in the region.

    Schumer said, “Marcy Nanocenter is one of the most shovel-ready sites in the whole country and with this investment helping to strengthen Wolfspeed and with Micron rapidly establishing itself in the broader region, I am going all out to land more companies to make the Mohawk Valley a central component of bringing semiconductor manufacturing back to America.”

    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants. Edwards Vacuum is also moving forward with a $300+ million investment to build a dry pump manufacturing facility in Western New York, creating 600 good-paying jobs to support the growing chip industry in Upstate New York and across the nation.

    The PMT outlines key terms for Wolfspeed’s CHIPS agreement. To finalize the federal CHIPS agreement, the Commerce Department will now begin a comprehensive due diligence process on the proposed project and other information contained in the application. After satisfactory completion of the due diligence phase, the Commerce Department will finalize the PMT.

  • MIL-OSI Global: Trying to lose weight? Here’s why your genetics could be just as important as your exercise regime

    Weight loss is a complicated process. There are so many factors involved including your diet, how much sleep you get each night and the kind of exercise you do. Our recent study shows that your specific genetic profile may also have a dominant effect on how well you lose weight through exercise. This might explain why two people who do an identical workout will see very different results.

    We identified 14 genes that appeared to significantly contribute to how much weight a person lost through running. This suggests that some of us have a natural talent when it comes to burning fat and losing weight through exercise.

    To conduct our study, we recruited 38 men and women born in the UK aged between 20 and 40. None of the participants regularly exercised at the start of the study. The group was randomly divided, with one half following a strict eight-week endurance programme that consisted of three weekly runs of 20-30 minutes.

    The other group acted as a control. They were instructed to refrain from exercise and continue their daily routines as normal over this study period, including diet and lifestyle habits.

    All participants conducted a running test to see how far they could run in 12 minutes, and were weighed before and after the study period. This was to gauge their initial fitness level and see how much they changed over the duration of the study. Body mass index (BMI) was also calculated.

    Additionally, a saliva sample was collected from each person with a DNA test kit at the end of the study to assess their unique genetic profile.

    It’s important to note that everyone who participated in the study had a similar body weight, BMI and aerobic fitness level at the start of the study. This is beneficial for multiple reasons. It meant everyone was at the same starting point, and some confounding variables were already controlled for such as fitness level. This ultimately improves accuracy in interpreting the results.

    Exercise genes

    Everyone in the exercise group managed to lose weight – around 2kg on average. The control group, on the other hand, put on a little bit of weight.

    While a 2kg weight loss may not sound like a lot, it’s significant considering the exercise regime only lasted eight weeks and participants made no changes to their diet.

    More significant, however, was the large variation in results among those that exercised – with an up to 10kg difference in weight loss between some of the participants. In fact, everyone within the exercise group improved at different rates.

    Since we controlled for factors such as the intensity, duration and frequency of the exercises and used participants who’d had a similar body weight and fitness level at the start of the study, this suggests that some people naturally benefited more than others from endurance training.

    When we looked at the genetic profiles of our participants, we found that differences in each person’s response to the exercise was strongly associated with their specific genetics.

    We showed there was a strong linear correlation between the amount of weight participants lost and 14 genes that have previously been shown to be associated with body weight, metabolism or psychological conditions that affect BMI. The greater number of these genes a participant had, the more weight they lost. Our results also revealed that around 63% of the variance in weight lost among participants were explained by the genes identified.

    For example, research has shown the PPARGC1A gene plays a role in metabolism and the use of fats for energy while exercising. Our study found that all participants who lost more than 1.5kg from exercise had this gene. Those who lost less than this did not have this gene.

    Our findings align with what previous studies have shown. But while previous papers have only looked at the link between individual genes and weight loss, ours is the first to show that 14 different genes appear to work in combination to affect whether a person loses weight from endurance exercise.

    Piece of the puzzle

    Our study also suggests that while some people possess genes that make it easier for them to get fit and lose weight, people with these favourable genetics can only flourish if they actually exercise. In fact, our control group also had a number of these listed genes, but without exercise these genes could not activate, and so the participants did not lose any weight.

    While our study provides compelling findings, it’s not without limitations. Since we only looked at endurance-based exercise, it will be important for future studies to investigate whether there are similar links between weight loss, genetics and combinations of different types of training (such as a mixture of endurance and strength sessions into a training plan).

    It’s also worth mentioning that exercise is only one piece of the puzzle when it comes to weight loss. So even if you have all 14 of these genes, you won’t lose any weight or get fit if you don’t exercise and maintain a healthy diet and sleep pattern.

    On the flip side, someone that only has a few of these favourable genes can still benefit if they exercise and are mindful of other aspects of their lifestyle.

    Cereal crops are a staple of Canada’s agricultural sector. Last year, we exported 29.8 million tonnes of wheat, barley and oats, valued at $13.8 billion, and demand continues to grow.

    To support the competitiveness and sustainability of Canadian cereals, today, Terry Duguid, Parliamentary Secretary to the Prime Minister and Special Advisor for Water and Member of Parliament for Winnipeg South, on behalf of the Honourable Lawrence MacAulay, Minister of Agriculture and Agri-Food, announced up to $7.3 million in funding to Cereals Canada through the AgriMarketing Program and the AgriScience Program – Projects Component, two initiatives under the Sustainable Canadian Agricultural Partnership.

    Cereals Canada is receiving up to $6,660,817 through the AgriMarketing Program to increase market access, improve customer support, and expand exports through initiatives like technical exchanges, market research, and knowledge sharing among stakeholders.

    Through the AgriScience Program – Projects Component, Cereals Canada is also receiving up to $674,249. This funding will support research on how environmental conditions impact cereal crop quality during the growing season. It will also expand milling expertise, establish oat quality standards, and compare Canadian wheat with international competitors to strengthen Canada’s place in the global market.

    By sharing key insights on the performance, functionality, and marketability of Canadian cereals with customers, producers, and partners, these projects will drive market growth. At the same time, by investing in research to help farmers adapt to environmental challenges, they will further build on Canada’s reputation as a reliable supplier of high-quality, sustainable cereal grains.

    Today, families across Canada will receive their Canada Carbon Rebate for individuals, a payment that is making life more affordable for Canadians. The Canada Carbon Rebate – alongside measures like dental care, childcare, and others – contribute to the Government of Canada’s plan to help Canadian families to get ahead while ensuring big polluters pay their fair share.

    Today, the Honourable Filomena Tassi, Minister responsible for the Federal Economic Development Agency for Southern Ontario (FedDev Ontario), was in Hamilton, Ontario, to announce the latest quarterly Canada Carbon Rebate payments are being delivered to their bank accounts and mailboxes. The Canada Carbon Rebate is helping households, small businesses, farmers and Indigenous communities across Canada to get ahead.

    A family of four residing in Hamilton will receive the Canada Carbon Rebate for individual payments every three months, meaning they will receive a quarterly cheque or deposit of $280. To discover more about how much your family could receive, please refer to the Canada Carbon Rebate amounts for 2024-25 for payment amounts applicable to your province.

    In addition to putting money in the pockets of families, the federal government announced the payment amounts for the new Canada Carbon Rebate for Small Businesses, which will deliver over $2.5 billion to about 600,000 Canadian businesses before the end of this year. This refundable tax credit will return a portion of the fuel charge proceeds from 2019-20 through 2023-24 to eligible small businesses, in jurisdictions where the federal fuel charge applies.

    The Canada Carbon Rebate is part of a suite of federal actions to help Canadians to get ahead, while simultaneously supporting holding the biggest polluters accountable in the fight against the climate crisis.

    Canada’s price on pollution is working.  When it comes to meeting Canada’s goals, emissions are down, and pollution pricing alone is delivering at least a third of the reductions needed, while delivering clean air and incentivizing job-creating greener investments in communities. As of today, emissions are down, while the economy grows and wages for Canadians are going up.

    “Growing Alberta’s physician numbers remains a top priority for our government, and I’m very pleased that the latest quarterly statistics from the College of Physicians & Surgeons of Alberta show promising progress.   

    “At the end of September, there were 12,126 physicians registered in Alberta, an increase of 518 physicians, or 4.5 per cent, compared with the same time last year, with the greatest increase occurring in the Calgary area. We’ve also seen a net increase of 370 physicians since the end of the second quarter.

    “The data also reveals an almost five per cent increase in the number of family physicians over the same period last year, which is wonderful news for Albertans.

    “These record numbers reflect that there are more doctors registered in Alberta today than at any other time in the province’s history. The province has also seen its most significant third-quarter growth rate since before 2015. This demonstrates that our efforts to attract and retain physicians are paying off, but we recognize there is more to be done. We are committed to building on this momentum by strengthening primary health care, enhancing physician education and training, and advancing our Health Workforce Strategy to address physician supply challenges.

    The 2023 IAEA Annual Report is now available to read online, in all the official UN languages. The 2023 report was submitted to the United Nations General Assembly  today by the IAEA’s Director General, Rafael Mariano Grossi.

    The 2023 IAEA Annual Report contains highlights of a significant year for the Agency. A new Atoms4Food initiative was launched by Mr Grossi, together with the Director General Qu Dongyu of the Food and Agriculture Organization of the United Nations. The initiative builds on the IAEA’s experience of helping countries to use nuclear techniques to help them tackle global hunger by enhancing food security and nutrition. 

    At the same time, the IAEA continued to implement its existing key initiatives. These include Rays of Hope: Cancer Care for All, aimed at closing the gap in cancer care in lower- and middle- income countries, its Zoonotic Disease Integrated Action initiative  (ZODIAC) tasked with preventing future pandemics and NUTEC Plastics, which fights global plastic pollution.

    “Every day on every continent, the IAEA assists nations in overcoming challenges like diseases, poverty, hunger, pollution and climate change,” said Mr Grossi in his written statement to the UN General Assembly. “In partnership with our 178 Member States, we are enabling communities to improve healthcare, agriculture and energy systems through the power of nuclear science and technology.”

    An important part of the IAEA’s work in 2023 was to ensure transparency around the discharge of ALPS treated water from Fukushima Daiichi nuclear power station. In July, Mr Grossi presented to Prime Minister Fumio Kishida of Japan an Agency report that concluded the discharge approach and activities to be consistent with international safety standards.

    Another key priority was to support Ukraine’s nuclear safety and security. A total of 86 IAEA missions comprising 187 staff travelled to Ukraine in 2023. The IAEA also maintained a continuous presence at all five nuclear sites in Ukraine. In May, Mr Grossi presented to the UN Security Council the five principles for protecting nuclear safety and security at Zaporizhzhya Nuclear Power Plant.

    A significant milestone for the IAEA was at last year’s United Nations Climate Change Conference (COP28) in Dubai, where leaders backed investment in nuclear as a low-carbon energy source for the first time. Further notable developments concerning nuclear energy included two interconnected mechanisms: the IAEA Platform on SMRs and their Applications and the IAEA’s Nuclear Harmonization and Standardization Initiative, launched together in 2023 to support its Member States with the safe and timely deployment of small modular reactors (SMRs). SMRs offer a viable option to  enhance energy security while helping to achieve global climate goals for many countries worldwide. 

    The IAEA’s unique laboratories at Seibersdorf achieved a milestone last year, fundraising was completed for the renewal of the Nuclear Application Laboratories (ReNuAL) initiative. In addition, the IAEA’s new Nuclear Security Training and Demonstration Centre opened, ready to assist Member States in tackling nuclear terrorism and crime.

    Mr Grossi also launched the World Fusion Energy Group in 2023, which will bringing together key stakeholders as this future technology continues its journey from experimentation to demonstration and deployment.

    In addition, the IAEA celebrated achievements in promoting gender equality in the nuclear sector. By the end of 2023, the IAEA Marie Skłodowska-Curie Fellowship Programme had 560 fellows, and the Lise Meitner Programme was also in place, offering early- and mid-career women in the nuclear sector new opportunities for career advancement. In 2023, gender balance was achieved in senior management at the IAEA.

  • MIL-OSI Security: Halifax Regional Municipality — RCMP stops sixteen impaired drivers in HRM over long weekend

    Over the Thanksgiving weekend, RCMP officers in the Halifax Regional Municipality arrested two impaired drivers and suspended the licences of an additional fourteen drivers.

    On October 11, at approximately 5:55 p.m., RCMP Halifax Regional Detachment responded to a report of a driver who appeared to be passed out behind the wheel of a Hyundai Santa Fe. The vehicle was stopped in an intersection on Sackville Dr. in Lower Sackville. Upon arrival, the man displayed severe signs of impairment. He refused to comply with the demand of a standard field sobriety test, and was arrested for Operation while Impaired by Drug.

    That same evening, between 9:10 p.m. and 11:40 p.m., RCMP officers stopped three drivers who provided breath samples into an approved screening device (ASD) with results over the Provincial limit of 50 mg%.

    Throughout the day of October 12, traffic stops completed by RCMP officers involved four other drivers who provided breath samples into an ASD with results over the Provincial limit of 50 mg%.

    On October 13, between 10:50 a.m. and 11:20 p.m., another six drivers provided breath samples that yielded results over the 50 mg% Provincial limit.

    On October 14, at approximately 3:10 p.m., an officer from the RCMP Halifax Regional Detachment Traffic Unit completed a traffic stop on a Ford Fusion near the intersection of Windmill Rd. and Ralston Ave. in Dartmouth. The driver, a 27-year-old Middle Sackville man, provided a roadside breath sample into an ASD which resulted in a “fail”. He was arrested and transported to the Lower Sackville RCMP Detachment where he provided breath samples that registered 110 mg% and 100 mg%.

    Also, at 3:10 p.m., a second RCMP officer, this time in the Timberlea area, stopped a sport utility vehicle travelling on Timberlea Village Parkway. The driver, a 31-year-old Timberlea woman, provided a breath sample into an ASD with results over the Provincial limit of 50 mg%.

    The two drivers arrested for Impaired Operation of a Conveyance were later released and are both scheduled to appear in court at later dates. All fourteen drivers with blood alcohol concentrations between 50 mg% and 80 mg% were issued immediate driving suspensions.

    A young driver was stopped for excessive speeding by RCMP Traffic Services West on the Trans-Canada Highway over the Thanksgiving weekend.

    On Monday, October 14, 2024, RCMPTraffic Services West were on patrol on the TCH near Birchy Lake and observed a car traveling at 163 km/hr. The vehicle was stopped and the 17-year-old driver was ticketed for the excessive speed and issued a licence suspension. The vehicle was seized and impounded.

    RCMP Traffic Services remains dedicated to road safety and the enforcement of the Highway Traffic Act. Please report incidents of dangerous driving or excessive speeding to your local police detachment.
