  • MIL-OSI China: China, EU to continue consultation on anti-subsidy case involving EVs

    China and the European Union (EU) will continue to hold consultations regarding the EU’s anti-subsidy investigation into Chinese electric vehicles (EVs), after the representatives of EU Member States last Friday voted to pass the draft final ruling on the case.

    Recently, China has had intensive communication with both the United States and the EU concerning trade issues involving EVs, said sources familiar with this matter.

  • MIL-OSI China: Mainland, HK agree to promote services trade

    The Chinese mainland and the Hong Kong Special Administrative Region (HKSAR) have agreed to build closer ties in services trade, China’s Ministry of Commerce said Wednesday.

    Li Yongsha, an official with the ministry, and Paul Chan, financial secretary of the HKSAR government, signed a document on amending the service trade agreement under the Closer Economic Partnership Arrangement (CEPA) in Hong Kong on Wednesday.

    The agreement will take effect from the date of signing and will be officially implemented as of March 1, 2025.

    According to the amendment, thresholds of market access for Hong Kong service providers in fields including finance, telecommunications, architecture and tourism, will be further lowered or removed.

    Signed between the mainland and Hong Kong in 2003, the CEPA has significantly facilitated trade liberalization in both goods and services.

    The amendment is an important measure to improve the mechanism for Hong Kong to play a better role in China’s opening-up, said the ministry, adding that it is the second time the CEPA service trade agreement has been amended, the first time being in 2019.

  • MIL-OSI China: Hangzhou further eases home-buying rules

    The eastern Chinese city of Hangzhou has announced that it will reduce the minimum down payment ratio for commercial housing mortgages, becoming the country’s latest major city to further relax real estate policies.

    The capital city of Zhejiang Province will lower the down payment requirement from 20 percent to 15 percent for first-home buyers, and from 30 percent to 15 percent for second homes, said a notice issued on Wednesday.

    The city will also scrap price caps for new commercial houses built on land newly leased out by the state for residential use, according to the notice.

    Major Chinese cities including Beijing, Shanghai, Guangzhou and Shenzhen have adjusted their real estate policies following a meeting of the Political Bureau of the Communist Party of China Central Committee, which underlined the need for efforts to reverse the real estate market downturn and stabilize the market.

    Beijing last month announced that it would lower the threshold on non-locals buying real estate in the downtown area and reduce the minimum down payment ratio for individual home buyers.

    It followed similar decisions by Shanghai and Guangzhou to lift restrictions on buying properties or reduce the minimum down payment ratio.

  • MIL-OSI China: Mainland spokesperson urges adherence to one-China principle

    A Chinese mainland spokesperson on Wednesday slammed an upcoming visit of Tsai Ing-wen, former leader of the Taiwan region, to Europe, urging relevant countries to adhere to the one-China principle.
    In response to a media query about Tsai’s visit to the Czech Republic and some other European countries, Zhu Fenglian, spokesperson for the State Council Taiwan Affairs Office, said the Democratic Progressive Party authorities are engaging in “Taiwan independence” separatist activities under various pretexts, deceiving the international community.
    “No matter what they say or do, it cannot change the fact that Taiwan is part of China, nor can it alter the doomed fate of ‘Taiwan independence.’ These actions do not contribute to peace and stability in the Taiwan Strait or the well-being of the Taiwanese people,” Zhu said.
    “We urge the relevant countries to adhere to the one-China principle, handle the Taiwan question with caution, refrain from sending erroneous signals to the ‘Taiwan independence’ separatist forces, and avoid providing any platform for the dissemination of their separatist rhetoric,” she added.

  • MIL-OSI China: China issues guidelines on accelerating development, utilization of data resources

    The general offices of the Communist Party of China Central Committee and the State Council have unveiled a set of guidelines on accelerating the development and utilization of public data resources, to provide solid support for making the digital economy strong and building new competitive advantages for the country.
    By 2025, the system and rules for the development and utilization of public data resources will be preliminarily established. Data products and services will continue to be enriched, and significant progress should be made in the development and utilization of public data resources in key industries and regions, according to the guidelines.
    By 2030, a comprehensive system for the development and utilization of public data resources will be established, with compliant and efficient data circulation and use. In the meantime, public data will play a full role as an essential factor in empowering the real economy, expanding consumer demand and investment space, as well as improving governance capacity.
    A sound policy system for data opening should be built, the guidelines said, stressing that measures should be taken to ensure data is made open in an orderly manner in accordance with the law and regulations, under the premise of safeguarding national data security, protecting personal information and business secrets.
    The guidelines also encourage innovative application to promote the healthy development of the data industry, and call for coordinating development and security to create a sound environment for the development and utilization of public data resources.

  • MIL-OSI Australia: New study reveals Australian honeybees’ favourite legume flowers

    The NSW Department of Primary Industries and Regional Development (NSW DPIRD) has released a new report revealing the pasture legume flowers that are the most attractive to Australian honeybees.

    NSW DPIRD senior research scientist and Clover4Bees project leader, Dr Richard Hayes said primary producers have always had the option to use forage legumes that support honey production, thereby enhancing resources for honeybees and fostering collaboration with apiarists. However, little was known of the relative value of the range of pasture legume species for honey bees – until now.

    The two-year pilot project, funded by AgriFutures Australia, evaluated 23 different pasture legume species across four NSW DPIRD research stations, focusing on their flower attributes, bee preferences, and nectar characteristics.

    “Out of 23 pasture legume species, six leading contenders were selected based on their flower attributes, bee preferences, and nectar characteristics,” Dr Hayes said.

    “Species like subterranean clover and biserrula were found to have low nectar yields and sugar concentrations, resulting in few bee visits.

    “Meanwhile, our top performers were woolly pod vetch and arrowleaf clover, which showed high potential due to their attractiveness to bees.”

    Balansa clover, gland clover, Persian clover, and crimson clover were also identified as highly enticing for honeybees, making them excellent candidates for supporting honey production and pollination.

    Dr Hayes said the Clover4Bees project highlights the need for further research and collaboration with other agricultural sectors to enhance the use of these legumes.

    “The results have come at a crucial time as environmental challenges and limited access to public lands have prompted the honeybee industry to explore alternative floral resources,” he said.

    “By creating a more pollinator-friendly landscape, all Australian agricultural industries can collectively ensure the sustainability of honey production and support the health of bee populations in the face of challenges like the varroa mite.”

  • MIL-OSI Australia: Charges – Motor Vehicle Crash – Batchelor

    Northern Territory Police have charged a man after a crash in Batchelor yesterday. 

    Shortly before 5pm, Batchelor Police responded to reports of a single vehicle motor vehicle crash on Kirra Crescent, Batchelor.

    No persons were injured in the crash.

    The 39-year-old male driver and single occupant of the vehicle was arrested at the scene.

    Upon conducting a breath analysis, the male returned a high range reading of over 5 times the legal limit. 

    He was subsequently charged with:

    • Drive high range blood alcohol content
    • Drive an unregistered / uninsured motor vehicle
    • Breach of bail

    He was remanded overnight and is due to appear in local court today.

    Remote Sergeant Matthew Ridolfi said “The Northern Territory’s lives lost on roads has reached 50 this year already and this is another example poor decision-making among drivers. This incident occurred on a suburban street that has a high level of pedestrian activity and could have easily ended in tragedy.”

  • MIL-OSI New Zealand: Police graduates keeping it in the family

    Families and friends were at Te Rauparaha Arena to watch seventy new police officers graduate from their initial police training  in Porirua today. Twenty three out of the seventy graduates joined police because they had whānau already in police as constables, sergeants, senior sergeants, detectives and even members of the police executive.

    In attendance at the 378 Wing graduation was Hon Hekia Parata, the Wing Patron, The Hon Mark Mitchell – Minister for Police, The Hon Casey Costello – Associate Minister for Police with Acting Commissioner Jevon McSkimming and members of the police executive. 

    Constable Steven Karehana was the recipient of the Commissioner’s Leadership Award. 

    “This is the beginning of our journey in the New Zealand Police, but for all of us graduating, there are many people who have sacrificed and worked hard to allow us to be here, and we are very grateful.  We could not have done it without you. The call to service is one few answer, but it is a selfless sacrifice to put community above self and by graduating today we have all joined a proud and selfless organisation.”

    Top award winner in the wing, Constable Jesse McIntyre was presented with the korowai to wear on parade by Ministers Mitchell and Costello.

    He says, “College is where I became part of the Police family. Both recruits and staff were welcoming and respectful. From day one you could see the passion and drive that everyone had to serve their communities and help people.

    My advice to anyone thinking of joining is keep true to yourself, remember why you joined and what you are striving to achieve.  Look after your mates and don’t be afraid to ask for support, we all need a bit of help sometimes.
    All staff here want you to succeed and achieve your potential, therefore have an open mind, and take on advice. Stay humble and take it one day at a time.”

    Minister’s Award recognising top student: Constable Jesse McIntyre, posted to Canterbury District.  Constable McIntyre also wins the Firearms Award.

    Deployment:
    The new constables will start their first day of duty in their Police districts on Monday, 21 October 2024 and will continue their training on the job as probationary constables. Northland 4, Tāmaki Makaurau a total of 22 and broken down as follows: Auckland – 7, Waitematā – 3, Counties Manukau – 12, Waikato – 5, Bay of Plenty – 8, Eastern – 3, Central – 7, Wellington – 10, Tasman – 2, Canterbury – 6, Southern – 3.

    Demographics:

    20.0 percent are female, 80.0 percent are male. New Zealand European make up 57.2 percent of the wing, with Māori 11.5 percent, Pasifika 10.0 percent, Asian 12.9. percent and Other 4.3 percent.

    Wing Patron:  The Honourable Hekia Parata – Ngāi Tahu and Ngāti Porou.

    After a career as a senior public servant, Parata was a member of the New Zealand House of Representatives, representing the National Party, from 2008 until 2017. She served as the Minister of Education in the Fifth National Government. Some of her parliamentary roles included Minister for Women’s Affairs, Minister for Ethnic Affairs, Minister of Education and Minister for Pacific Island Affairs.  She retired from politics in 2017, and since then has had several appointments to ministerial inquiries, such as leading the 2023 inquiry into forestry land use after Cyclone Gabrielle.

  • MIL-OSI New Zealand: 10 October 2024 New Kāinga Ora homes in Richmond set to welcome residents Five new state homes in Richmond are ready for whānau to move in.

    Kāinga Ora has purchased the five two-bedroom homes in Richmond, near Nelson, from developer NZ Housing Group now that construction has been completed. They are among 27 new homes Kāinga Ora has delivered in Richmond in the past year.

    Julia Campbell, Regional Director Nelson, Marlborough and West Coast, says people on the Ministry of Social Development housing register who have specifically requested to move to Richmond will soon move into these homes.

    “Now that we’ve purchased the homes, we’ve begun the process of placing people into them. We’re expecting all the homes to be tenanted in the next couple of weeks.”

    Ms Campbell says the homes are in a sought-after location, with shops, schools and other services all nearby. “We’re looking forward to welcoming customers into their new homes, and to supporting them and their whānau as they settle into the area,” she says.

    Construction of the new homes began in April this year. Construction is also continuing on six new two-bedroom homes in Oxford Street in Richmond, which Kāinga Ora has agreed to purchase when they are completed at the end of this year.

  • MIL-OSI USA: Hoyer Statement on Republican Disinformation Regarding Hurricane and Disaster Warnings

    WASHINGTON, DC – Congressman Steny H. Hoyer (MD-05) released the following statement today regarding the disinformation spread by Republicans about the hurricane warnings and resources from the Federal Emergency Management Agency (FEMA):

    “With one of the most powerful hurricanes in history bearing down on America’s gulf coast, the last thing the hundreds of thousands of evacuees need is disinformation. Sadly, Donald Trump, the provocateur-in-Chief, Senator Vance as his deputy, and the members of the extreme MAGA far-right, have seized on this natural disaster to spread conspiracy theories and political hoaxes. 

    “Trump forces continue to vilify FEMA and raise doubts about the agency’s warning to Americans caught in the path of the deadly storm to evacuate before it is too late. Spreading these lies is not only morally disgusting; it is dangerous. 

    “Every second counts in an evacuation. Someone who cares more about maximizing the number of likes and views on a provocative tweet over minimizing the number of American lives lost to these storms has no place holding public office. Our response to these storms has been – and must remain – bipartisan and truthful. 

    “It is crucial that our House comes together to secure disaster aid to help those affected by these storms and the many other disasters America has experienced in recent months. I urge Americans to evacuate, and I urge their leaders to either reiterate that warning or refrain from their partisan lies.”

    Fresh call for abolition on World Day Against Death Penalty, with Kenya, Zimbabwe and Gambia leading the way

    Sub-Saharan African countries on the cusp of abolition must ban the death penalty immediately, paving the way for others around the world to follow in their footsteps, said Amnesty International on World Day Against the Death Penalty (10 October).

    Last year, Amnesty documented a sharp increase in the use of the death penalty across sub-Saharan Africa, when recorded executions more than tripled and death sentences increased by 66% from 298 to 494. Somalia was the only country in the region known to have carried out executions.

    Death sentences were recorded in 14 African countries, an overall decrease of two compared to 2022.  However, there were increases in recorded death sentences in some countries, including Ghana (seven to 10); Mali (eight to 13); and Nigeria (77 to 246).

    Despite these bleak statistics, Kenya and Zimbabwe and Gambia are edging closer towards abolition. Kenya and Zimbabwe currently have bills tabled to abolish the death penalty for all crimes, while Gambia has begun a constitutional amendment process that will effectively abolish the death penalty. So far, 24 out of 53 countries across sub-Saharan Africa have abolished the death penalty for all crimes.

    Oluwatosin Popoola, Amnesty International’s legal advisor on the death penalty, said:

    “Although the sub-Saharan Africa region saw a surge in both recorded executions and recorded death sentences in 2023, Gambia, Kenya and Zimbabwe have the opportunity to buck that trend in the region.

    “Countries that still retain the death penalty in their laws often resort to the death penalty believing the punishment can make their people and communities safer. However, that is a misconception. The death penalty does not have a unique deterrent effect, and it violates the right to life as proclaimed in the Universal Declaration of Human Rights.

    “Countries that still retain the death penalty are an isolated minority as the world continues to move away from this cruel punishment. The more countries that abolish the death penalty for all crimes, the more isolated the remaining countries will become and the weaker their position on the death penalty will be. It’s time for all countries to move away from this cruel, inhuman and degrading punishment once and for all.”

    Progress in the region: Kenya

    Gambia, Kenya and Zimbabwe have not carried out an execution in more than a decade, while each country has commuted multiple death sentences in the same period. The last known execution in Kenya was in 1987, and although the country does not have an official moratorium on executions it has an established practice of not carrying them out. Kenyan courts continue to impose death sentences, but the country continues to make good progress against the death penalty. In 2023, 606 commutations of death sentences were granted, while four bills to abolish the death penalty are currently pending in Parliament.

    Progress in the region: Zimbabwe

    The last known execution in Zimbabwe was carried out in 2005 even though courts continue to impose death sentences. President Emmerson Mnangagwa, who assumed office in 2017, has also made his opposition to the death penalty clear.

    Oluwatosin Popoola explained:

    “Zimbabwe’s president was himself sentenced to death for ‘terrorism’ as a young man due to his involvement in Zimbabwe’s liberation struggle. He narrowly avoided execution as he was below the age of 21 at the time and was sentenced to ten years in prison instead. The president knows what it’s like to be facing the death penalty and he now has the opportunity to ensure no one else goes through that.”

    Last December, the Death Penalty Abolition Bill was published in the official gazette in Zimbabwe and the Government announced its support for it this February. The bill is currently pending before parliament.

    Progress in the region: Gambia

    The last execution in Gambia was carried out in 2012, when nine soldiers were executed by firing squad. However, since President Adama Barrow assumed office in 2017, Gambia has made significant progress in abolishing the death penalty: the country has established an official moratorium on executions, become party to an international treaty aiming at the abolition of the death penalty, and regularly commutes death sentences.

    The global picture

    In 2023, Amnesty recorded a sharp rise in  executions globally, with 1,153 executions, an increase of 31% (270) from the 883 known executions in 2022. This year has continued a disturbing trend with an alarming surge in executions in Iran and Saudi Arabia, a decision in Democratic Republic of Congo to resume executions, and Taiwan’s Supreme Court failing to abolish the death penalty. So far, 113 countries around the world have abolished the death penalty for all crimes.

    Potential for a tornado or two will continue tonight across central
    and eastern portions of the Florida Peninsula in association with
    Hurricane Milton.

    …Central and eastern Florida…
    Hurricane Milton has very recently made landfall near Sarasota, and
    will very gradually weaken with time as the storm moves fully
    inland. A notable dry slot has wrapped into southern portions of
    the storm, with much of the southern half of the peninsula now
    rain-free. The strongest convective band, including strong/rotating
    cells — which was earlier responsible for producing multiple inland
    tornadoes — is now well off the eastern/Atlantic Coast.

    While low-level shear across much of central and eastern Florida
    remains quite conducive for updraft rotation/tornado potential, the
    sustained lack of any appreciable convective banding east and south
    of the center will continue to limit tornado potential. Greatest
    risk appears to remain immediately ahead of the track of Milton’s
    eye — i.e. roughly the central third of the Peninsula including
    Orlando and Melbourne. Overall however, risk appears to have
    decreased sufficiently to warrant downgrade to level 1/MRGL risk for
    the remainder of the period.

  • MIL-OSI Australia: St Helens continuing to target drink and drug drivers

    St Helens Police have detected five drink and drug drivers since the start of October.On 1 October, a 46-year-old man was detected in St Helens who was driving an unregistered vehicle with false number plates while unlicensed. He subsequently returned a reading of 0.079 per cent and was also charged with a minor drug offence.
    On 3 October, a 31-year-old man was detected in St Helens who returned a positive result for methamphetamines on a roadside test.
    On 6 October, an 18-year-old woman was detected in Scamander. She was a provisional driver who should not have had any alcohol in her system but returned a result of 0.055 per cent.
    On 9 October, a 47-year-old man was detected in St Helens who was driving on a suspended licence. Following a roadside test, he also returned a positive reading for amphetamines.
    Also on 9 October, a 35-year-old man was detected in St Helens who was also driving on a suspended licence. He returned a reading of 0.228 per cent, over four times the legal limit for licensed drivers.
    Inspector Luke Manhood warned that police are actively targeting this sort of offending and could be operating anywhere and at any time. Alcohol and drug affected drivers put the safety of themselves and others in serious jeopardy and police will do everything we can to take them off the road.

  • MIL-OSI New Zealand: Minister to co-chair carbon market negotiations at COP29

    Climate Change Minister Simon Watts will chair negotiations on carbon markets at this year’s United Nations Climate Change Conference (COP29) alongside Singapore’s Minister for Sustainability and Environment, Grace Fu.

    “Climate change is a global challenge, and it’s important for countries to be enabled to work together and support each other in the transition to a low emission, net zero future,” Mr Watts says.

    “To support cooperation and unlock financial investment, Minister Fu and I have been asked to co-chair negotiations that will finalise details for how countries can cooperate on carbon markets under the Paris Agreement. Having credible, high integrity, and transparent carbon markets are good for countries, consumers, and the climate as they encourage direct investment towards reducing emissions.

    “It is an honour to be selected as one of the eight Ministerial representatives from among 195 countries to chair these negotiations. It recognises New Zealand and Singapore’s expertise in carbon markets and emissions pricing mechanisms, and the Government’s work to restore credibility in our domestic carbon market, the Emissions Trading Scheme.”

    The UN Climate Change system drives global action to reduce the impacts of climate change through the implementation of the Paris Agreement. These meetings also allow businesses and civil society to engage on climate solutions and navigating the economic transition.

    COP29 will be held in Baku, Azerbaijan from 11-22 November 2024. Ministers Watts and Fu will engage with their counterparts in preparation for the meeting to ensure smooth negotiations.

  • MIL-OSI New Zealand: Charges follow bus aggravated robberies

    Two teenage girls are facing serious charges following two aggravated robberies aboard an east Auckland bus route in the past week.

    Police caught up with the offenders yesterday morning following an extensive search, after the latest incident aboard route 70 on Ti Rakau Drive.

    Counties Manukau East Area Prevention Manager Inspector Rakana Cook says mobile phones were targeted by the offenders.

    “Around 11am, two victims had their phones stolen aboard the bus with one being assaulted in the process,” he says. 

    “A male associate of the two offenders assaulted a third victim who had tried to intervene.”

    All three fled the bus as Police were called. Inspector Cook says they were eventually located and arrests were made in the East Tāmaki area.

    The two female offenders, aged 13 and 14, have both been charged with two counts of aggravated robbery.

    Inspector Cook says the second charge relates to another aggravated robbery on 5 October.

    In that incident, another victim was assaulted and had their phone stolen on the same bus route near Pakuranga. 

    The pair have also been charged with assault with intent to rob, over a separate incident on 5 October in the Pakuranga area.

    A 15-year-old male has been charged with aggravated assault over yesterday morning’s incident.

    Inspector Cook says Police are opposing the bail of all three offenders, as they appear in the Manukau Youth Court today.

    “In one instance yesterday, one of the victims suffered a black eye after being needlessly assaulted.

    “There is no place for this violence in our community whatsoever.

    “I’d like to acknowledge our frontline, CIB and Youth Aid staff for their work in bringing about charges against these three.”

    A man critically injured in an assault at his Western Heights, Rotorua home in September has died.

    The man and his wife were seriously assaulted on 23 September.

    The woman passed away on the evening of 5 October and sadly her husband has now also died, passing away in hospital yesterday. 

    A 52-year-old man who was arrested and charged with murder in relation to a linked incident at an Utuhina property will now be facing murder charges in relation to all three deaths.

    The man is remanded in custody and is scheduled to reappear in Rotorua High Court on 18 October.

    Police are not seeking anyone else in relation to the three deaths.

    • 24% of workers who say they feel burnout have not expressed their feelings to their manager

    • 76% state their managers are aware of their feelings of burnout and are handling it by encouraging time off (24%), delegating some responsibilities to other team members (19%), and helping to prioritise projects (18%)

    • 10% say their managers are not taking steps to alleviate their feelings of burnout.

    Auckland, 10 October 2024 – On World Mental Health Day, new independent research by specialised recruiter Robert Half finds that the overwhelming majority (81%) of New Zealand workers say they feel burnt out at work, but 24% are not upfront with their manager about it.

    When asked whether they feel burnt out, defined in the research as a state of emotional, physical and mental exhaustion caused by prolonged or excessive workplace stress, four in five workers (81%) say they feel “a little burnt out” (60%), “very burnt out” (16%) or “completely burnt out” (5%).

    With 89%, Gen X feels the most burnt out, compared with 86% of Gen Z, 79% of Millennials and 69% of Baby Boomers.

    “Burnout is reaching alarming levels in the Kiwi workforce,” says Ronil Singh, Director at Robert Half.

    “Despite New Zealand being known for boasting healthy work-life balance, the past year has seen a surge in stress, exhaustion and disengagement among employees. A combination of factors, including companies operating with minimal staff, the pandemic’s lingering effects, economic instability and pervasive job insecurity have all contributed to this uptick.”

    The reasons why workers are burnt out

    When asked about what is contributing the most to their feelings of burnout, workers identified their work conditions are playing a larger role than the workplace’s culture or challenges that come with the return to the office:

    • Heavy workloads 59%

    • An insufficient number of staff 31%

    • The commute to the office 29%

    • A lack of communication and support from my manager 22%

    • A toxic organisational culture 21%.

    “The constant pressure to perform, the erosion of work-life balance and fears about job security are leaving many employees feeling overwhelmed and stressed,” Singh says. “Burnout is not a sign of weakness. It’s a signal that something needs to change in the workplace. A healthier and more sustainable workplace can be achieved through a joint effort between employers and employees, built on open communication and mutual support.”

    How managers are addressing staff burnout

    The majority (76%) of affected workers say they have approached their manager to reveal they feel burnt out and have received support to alleviate their symptoms. 

    The most common steps managers have taken are:
    • Providing encouragement for staff to take time off 24%

    • Delegating some responsibilities to other team members 19%

    • Helping to prioritise projects 18%

    • Providing greater scheduling and workplace flexibility 17%.

    For 10% of workers, however, their manager has not taken any steps to address burnout despite being made aware. Meanwhile, almost a quarter (24%) of workers have not made their manager aware of their feelings.

    “Employees must recognise the signs and communicate their struggles to their managers for burnout to be properly addressed,” Singh says. “Ignoring it can lead to decreased productivity, increased absenteeism and even long-term health problems. Speaking up allows employees to advocate for themselves and work with their managers to find solutions that address their specific needs and challenges.

    “At the same time, it is on managers to create a supportive and empathetic work environment where employees feel comfortable sharing their concerns. Regular check-ins and open communication channels can help reduce stress and promote work-life balance,” concluded Singh.

    Labour welcomes the release of the Government’s response to the report into the North Island weather events but urges it to push forward with legislative change this term.

    “Labour commissioned the review into the severe weather events in Government, so New Zealand can be better prepared,” Labour emergency management spokesperson Camilla Belich said.

    “Labour is willing to work with and assist the Government in ensuring the recommendations of this report are actioned, including implementing legalisation this term.

    “This needs to be a priority and Mark Mitchell must provide a clear timeline for implementing these changes. We don’t know when the next disaster will strike and must be prepared.

    “The Emergency Management system in New Zealand requires urgent reform and investment to make sure New Zealand is best placed to respond to a major natural disaster.

    “New Zealand needs to invest in resilient infrastructure and support for local councils. The Government scrapped Labour’s $6 billion National Resilience Plan, which was ringfenced to support local communities and councils after Cyclone Gabrielle and the Auckland floods. The plan also set aside funds to build resilience in at risk locations.

    “One in 100-year events are becoming more and more common, it’s critical we invest properly to protect our communities and our economy,” Camilla Belich said.

    The University of South Australia has appointed Ryan McClenaghan as its new Director of Defence and Space, responsible for steering research and education across the sector at a pivotal time in the nation’s defence history.

    McClenaghan has made a substantial impact in his most recent role as Director, Defence and National Security at Fleet Space Technologies, one of Australia’s leading satellite companies with a global presence. During his three-year tenure at Fleet, McClenaghan secured millions of dollars in defence contracts.

    At UniSA, he will draw on his extensive international experience with defence companies, particularly in the United States and United Kingdom, including working across the AUKUS partnership with government and industry.

    Originally from Belfast, Northern Ireland, McClenaghan moved to Australia in 2006, co-founding two start-up companies and working in various roles in the intervening years, including with the Australian Industry Group and Micro-X, an award-winning ASX-listed x-ray technology company.

    Announcing the appointment, UniSA Director: Enterprise Partnerships, Peter Stevens, says McClenaghan will strengthen the University’s defence and space footprint with industry and governments in Australia and worldwide.

    “South Australia is at the forefront of Australia’s space and defence sector, responsible for delivering a $368 billion nuclear submarine construction project for the AUKUS alliance, hosting the Australian Space Agency, and supporting more than 100 space-related companies,” Stevens says.

Ryan and his experienced team will work closely to bridge the gap between innovation and operational efficiency as well as collaborating to develop the skills required to deliver on our commitments.”

    UniSA has bolstered its sector credentials in recent years with programs like the Global Executive MBA in Defence and Space, software degree apprenticeships with BAE Systems and ASC, the Venture Catalyst Space program and the Southern Hemisphere Space Studies Program.

    “All these underpin our strengths in research and collaboration in areas such as the SmartSat CRC and iLAuNCH Trailblazer program, which will be amplified by the creation of Adelaide University in 2026, bringing together the State’s two biggest universities,” Stevens says.

    The following is issued on behalf of the Judiciary:      The Judiciary today (October 10) announced that starting from October 31, the application of the integrated Court Case Management System (iCMS) will be extended to cover bulk claims in the Small Claims Tribunal (SCT) such that court users can handle filing and payments electronically.      Bulk claims refer to claims filed by claimants who have been approved by the Principal Adjudicator to file claims in bulk for hearing at the same time in the SCT.      The iCMS is an integral part of the Judiciary’s Information Technology Strategy Plan. It aims to facilitate the handling of court-related documents and payments through an electronic mode across the various levels of court. Since 2022, the iCMS has been implemented in phases. It currently covers personal injury actions, tax claim proceedings, civil action proceedings and employees’ compensation cases in the District Court, as well as summons cases in the Magistrates’ Courts. It will incrementally be extended to other levels of court. It is also the Judiciary’s target to mandate the use of the iCMS for all legally represented litigants in respect of case types where the electronic mode have been made available, starting in 2026.      The major electronic services under the iCMS include sending case-specific court documents to the courts and receiving such documents from the courts, inspecting or searching filed documents and other case-related information held by the courts, searching cause books, and making payments for court services.      Eligible users need to register for a user account for using the full range of services under the iCMS. Eligible users include parties of an ongoing or new e-proceeding and their legal representatives (if any), the Hong Kong Bar Association, the Law Society of Hong Kong, law firms, government departments, law enforcement agencies and statutory bodies. Registration is free of charge.      Unregistered members of the public may also use certain types of iCMS services, mainly related to searching of electronic documents that are open to public inspection.      To encourage migration to e-filing and e-payment through the iCMS, a 20 per cent concession is offered to iCMS users for three years on fee items of the SCT, which are primarily or directly related to electronic handling of court documents.      As for technical requirements, the iCMS can be accessed using personal computers or mobile devices with an Internet connection, commonly used operating systems and browsers. Relevant technical requirements are available at http://www.judiciary.hk/doc/en/e_courts/AI_TechReq_iCMS_e.pdf.      Generally speaking, the iCMS operates around the clock except during system maintenance.     Opposition Leader Peter Dutton’s recent decision to join TikTok marks a big shift in his approach to political campaigning. He previously criticised the platform over security concerns, but now he is embracing it.

    Dutton’s reversal reflects a broader trend of Australian politicians using the platform. This is especially the case in 2024, a year marked by pivotal elections worldwide.

    TikTok offers a unique form of engagement and allows politicians to reach a wide range of voters in ways traditional platforms don’t.

    Dutton’s conservative first post does contrast with TikTok’s casual and engaging style, but signals a willingness to adapt to modern political communication. While his initial concerns about TikTok’s data privacy remain valid, his shift to actively using the platform emphasises its importance in political campaigns today.

    TikTok’s rise as a political tool

    The political landscape is changing. Politicians worldwide who once criticised TikTok are now joining it.

    This shift not only marks evolving campaign strategies but also raises broader questions about the role of social media in democracy.

    Major political figures, such as US presidential candidates Kamala Harris and Donald Trump, continue to use TikTok despite proposed bans in the United States. These bans are currently being contested in court, but are due to commence in January 2025.

    The continued use of TikTok by both candidates underlines the platform’s undeniable significance in shaping political communication.

    TikTok’s popularity stems from its ability to deliver accessible and engaging content. Voters are drawn to TikTok as a source of political news and information because of its easy-to-consume format.

    TikTok allows politicians to bypass the formalities of traditional political communication and present their messages in a relatable way.

    For instance, Senator Fatima Payman’s viral “skibidi” speech is a clear example of how effectively TikTok can amplify political content. She delivered this speech in the Australian Senate, using only TikTok slang.

    It resonated with a younger demographic, and so far has more than eight million views.

    As a result, her account now has more than 100,000 followers and continues to receive significant views on all posts.

    However, when leaning into slang, trends and other visibility strategies, politician walk a fine line where content could be considered “cringe”. This cringe factor can arise if the trend being used is losing relevance or when the content seems out of place or forced (Dutton himself copped some flack for belatedly jumping on the “demure” trend).

    The role of authenticity

    One of the key factors behind successful political engagement on TikTok is authenticity. The platform thrives on genuine, relatable content. Politicians who can showcase a more human side tend to resonate with voters.

    Payman’s use of TikTok slang in her speech connected her with younger audiences, demonstrating the power of speaking the language of the platform’s primary users. Authenticity plays a significant role in TikTok’s algorithm, making it essential for politicians to come across as sincere.

    Because TikTok’s advertising policy bans political ads, politicians must rely on organic content to engage users. Authenticity is therefore an entry requirement.

    Dutton’s presence on TikTok will be closely scrutinised to see how he balances the platform’s demand for authenticity with his public persona. Voters are more likely to engage with politicians they find relatable, so Dutton’s ability to reveal his “ordinary” side without making people cringe may determine how well he is received on TikTok.

    Electioneering on TikTok

    TikTok’s impact on elections has already been demonstrated in several countries.

    In the 2022 Australian federal election, the Labor Party’s use of the app was linked to its success. UK Labour’s similar strategy in 2024 mirrored this result.

    Elections are won and lost for many reasons. There is also no direct data linking TikTok content to voter decisions. But there is a clear correlation between effective use of the platform and electoral victories.

    As Australia approaches its next federal election, TikTok will play a central role in how parties reach voters. For politicians like Dutton, mastering the balance between authenticity and policy will be key to successfully engaging and informing voters on this rapidly evolving platform.

    Challenges ahead

    TikTok’s short video format poses a challenge for conveying complex policy ideas, often leading to oversimplification. Politicians like Dutton must find ways to deepen engagement outside the platform to ensure voters understand their positions.

    Another challenge is the legal issues TikTok faces, particularly in the US. If the platform is banned or restricted in what is a major market, it could affect its use globally, including in Australia. This could disrupt political outreach and engagement strategies, particularly for those who have cultivated a strong presence.

    Dutton’s engagement with TikTok may also spark debate about balancing the benefits of reaching voters through a platform with concerns about data security and misinformation.

  • MIL-OSI USA: Oregon will team with IRS to offer free income tax e-filing option

    alem, OR—Oregon resident taxpayers preparing their own tax returns in 2025 will have the option to electronically file both their federal and state income tax returns using the combination of IRS Direct File and Direct File Oregon, the IRS and the Oregon Department of Revenue announced today.

    “The Direct File Program is a game-changer for taxpayers,” Governor Tina Kotek said. “This free filing option is an equitable opportunity to save Oregonians time and money, regardless of their income.”

    The IRS and US Treasury Department announced an expansion of the types of returns that can be filed using IRS Direct File beyond what was available in the pilot program during the 2024 tax filing season.

    During the pilot last year, IRS Direct File covered limited tax situations, including wage income reported on a W-2 form, Social Security income, unemployment compensation and certain credits and deductions. For the 2025 filing season, IRS Direct File will support Forms 1099 for interest income greater than $1,500, retirement income and the Form 1099 for Alaska residents reporting the Alaska Permanent Fund dividend.     In the 2024 tax season, more than 140,000 taxpayers in 12 states filed their federal tax returns using the limited pilot program while nearly 7,000 Oregon taxpayers filed their state returns using the free, state-only Direct File Oregon option.

    The IRS estimates that 30 million US taxpayers will be able to use IRS Direct File in 2025, including 640,000 Oregon taxpayers who will be able to e-file both their federal and state returns for free.

    The U.S. Department of the Treasury announced in May that it would make IRS Direct File a permanent option for taxpayers and invited all 50 states to participate to create a seamless free filing system for both federal and state taxes. Oregon was the first of 12 new states to accept the invitation from the IRS in June.

    “Connecting Direct File Oregon with the IRS Direct File option beginning next year will give Oregon taxpayers a seamless way to electronically file both their federal and state income tax returns—and do both for free,” Oregon Department of Revenue Director Betsy Imholt said.

    VANCOUVER, British Columbia, Oct. 09, 2024 (GLOBE NEWSWIRE) — The Keg Royalties Income Fund (the “Fund”) (TSX: KEG.UN) today announced that its October 2024 distribution of $0.0946 per unit has been declared and is payable to unitholders of record as at October 21, 2024. The October 2024 distribution will be paid on October 31, 2024.

  • MIL-OSI USA: SBA Shatters $500 Million Mark in Texas Disaster Relief Loans

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, announced today that SBA has approved more than $500 million in federal disaster loans for Texas businesses and residents impacted by recent disaster declarations. According to Sánchez, SBA has approved $140,398,750 for businesses and $364,812,900 for residents to help rebuild and recover from these disasters.

    “SBA’s disaster assistance employees are committed to helping businesses and residents rebuild as quickly as possible,” said Sánchez. “Don’t miss out on any assistance you may be entitled to by not registering for help. You don’t need to wait for your insurance to settle or obtain a contractor’s estimate,” he added.

    SBA continues to provide one-on-one assistance to disaster loan applicants in all the federal-state Disaster Recovery Centers and SBA Business Recovery Centers located throughout Texas. Please see a complete listing of locations and hours at SBA.gov/disaster.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez continued. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.688 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    For SBA declaration 20320 for severe storms, straight-line winds, tornadoes and flooding that occurred April 26–June 5, 2024, the deadline to apply for a loan for property damage has passed, small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size still have until Feb. 18, 2025, to apply for an economic injury disaster loan to help meet working capital needs caused by the disaster. Economic injury loan assistance is available regardless of whether the business suffered any property damage.

    For SBA declaration 20445 for Hurricane Beryl that occurred July 5-9, the deadline to apply for property damage is Oct. 10, 2024. The deadline to apply for economic injury is April 14, 2025.

    SBA will accept all disaster loan applications up to 60 days after the filing deadline without an explanation of why you were delayed. You can apply online using the MySBA portal at https://lending.sba.gov, or by coming into our centers.
