  • MIL-Evening Report: China removes block on Australian lobster, in last big bilateral trade breakthrough

Source: The Conversation (Au and NZ) – By Michelle Grattan, Professorial Fellow, University of Canberra

China has removed the last significant trade barrier it imposed on Australia, with a timetable to resume full lobster imports by the end of the year.

Anthony Albanese announced the breakthrough after a meeting with Chinese Premier Li Qiang in Vientiane, where the prime minister is attending the ASEAN-Australia summit.

Albanese said the end of the barrier would be in time for the Chinese New Year. This would be welcomed by those in the lobster trade in places including Geraldton, Western Australia, and in South Australia and Tasmania, he said.

The lobster decision means the Chinese over the last two years have removed trade barriers of nearly $20 billion slapped on Australia during the time of the former government when relations between the two countries went into a deep freeze. This followed various Australian decisions, including the call for an inquiry into the origins of COVID.

Remaining impediments are now worth less than $500 million, with two red meat establishments still affected.

The lobster trade was worth more than $700 million in 2019.

More than 3000 people are employed in the lobster industry, 2000 of them in WA.

“The reinstatement in normalised trade for all commodities is front and centre of the Government’s engagement strategy with China,” Albanese said.

“It is in the interests of both our countries to continue this path of stabilising our relationship. A resumption in trade for all Australian commodities is an important part of this process.”

Michelle Grattan does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.

  • MIL-OSI United Kingdom: Meet the members of the Whiteley health walk

    Source: City of Winchester

    Stephen, Clive and Ian

The friendly Whiteley health walk gathers on Wednesdays at 2pm outside Meadowside Leisure Centre and heads off for some fresh air and conversation. Its members say that coming along has helped not only their physical health but their mental health.

Clive, who lives in Whiteley, said: “I was pre-diabetic and the doctor put me on an app to encourage me to become more active and do more walking. Then I noticed the wellbeing walk poster and when I realised I lived so close to it, it was really a no-brainer. It has all made a big difference. I have lost two stone and my blood pressure has come down.

“I love being out and about and meeting people. What’s great with the walk is that you can just come and turn up if you want, which takes a lot of the pressure off. It probably sounds silly but I was surprised that were so many men walking too. It’s enjoyable to chat to different people, and the walk leaders are brilliant.”

Ian lives in Fareham and joined a few months ago after a health scare: “I spotted the poster about the walk in the doctor’s surgery – it was just what I was looking for and it’s much more enjoyable than I expected as it’s not only the walk, it’s meeting the people too – the other walkers are lovely.

“I needed short walks as I had a serious blood clot so I needed to get moving, but not go too far. I have gradually expanded how far I walk and it’s been absolutely fantastic. I love talking to so many different personalities and I enjoy it when we go for a coffee together too.”

Stephen from Whiteley enjoys the company too: “After I lost my wife four years ago, I needed something to get me out of the house and into the fresh air where there were other people to talk to – I have been coming to this walk now for a couple of years.

“I am from Lancashire originally and we moved down here in 2017 as two of our daughters live here and the other is in London. I enjoy the walks a lot; I do all three walks in the area every week.”

Why not give one of the walks a go? We work with Community First on our supported health walks, which take place in Winchester, Bishop’s Waltham, Weeke and Colden Common as well as Whiteley. There’s a new Winnall walk too.

There’s also a new seated exercise class in Whiteley community centre – pop along on Fridays at 10am (£4 a session).

Our walks rely on fantastic support from our volunteer walk leaders, and we’re always searching for more people to join the leaders team. If you would like more information please email Calum: cdrummond@winchester.gov.uk

Thank you to the walk participants for their help and welcome.

  • MIL-OSI United Kingdom: Any climate target change must be matched by accelerated climate action

    Source: Scottish Greens

Scotland must use every lever available to cut emissions.

Any change to Scotland’s climate targets must be met by robust plans for accelerated climate action, says Scottish Green co-leader Patrick Harvie.

Mr Harvie’s comments come ahead of today’s Stage 1 Scottish Government debate on the Climate Change (Emissions Reduction Targets) Bill, which will amend its targets following confirmation from the UK Climate Change Committee that Scotland’s 2030 targets are now out of reach.

    Mr Harvie said:

“If the Scottish Government is changing its climate targets then it must urgently upscale and accelerate the action it is taking to meet them. Business as usual isn’t good enough, we cannot continue as we are, not if we want to have any kind of liveable future.

“The reality is that we are years behind where we need to be. The collective failure to hit our targets must be a source of shame for all parties, but it must also be a wake-up call.

“From rejecting new fossil fuel exploration to meaningfully investing in public transport and active travel to reduce the number of cars on our roads, we need to see bold new thinking and robust plans to get there.

“The challenge has been made far harder by 14 years of Tory governments who were actively working against our climate, but that does not excuse the failures of successive Scottish Governments.”

Last month the Scottish Greens published The Climate Reset, a policy paper by the Scottish Green MSP group that called for the Scottish Government to decarbonise transport by removing peak rail fares and diverting funding from its climate wrecking plans to dual the whole A96 into public transport.

The paper called for a real and urgent transition plan for the energy sector, urging the Scottish Government to maintain its presumption against new oil and gas exploration while rejecting the proposed expansion of the gas-fuelled power station at Peterhead.

  • MIL-OSI United Kingdom: City marks World Mental Health Day and World Homeless Day

    Source: City of Wolverhampton

Housing and mental health are often linked. Living in stable, good quality, safe housing is a protective factor for good mental health and wellbeing – but poor mental health can make it harder to cope with housing problems, and being homeless or having problems where you live can make your mental health worse.

Homelessness, rough sleeping and poor living conditions can also make people feel more isolated and more likely to experience stigma and poorer health.

A World Homeless Day stall will be in Queen Square from 10am today supported by Wolverhampton BID on behalf of Alternative Giving CIO, P3, Changing Lives, Wolverhampton Homes, Good Shepherd Ministry, The Haven, SUIT and others.

John Denley, Wolverhampton’s Director of Public Health, said: “Around a quarter of people in England are likely to experience a mental health problem but, among people experiencing homelessness, and those at risk of homelessness, that number is much higher.

“As a city, we are committed to supporting people who are homeless, who may risk losing their home, or are otherwise suffering from mental health issues, and – this World Mental Health Day and World Homeless Day – I would encourage people to seek the support they, or their loved ones, may need.”

Following the Wolverhampton Homeless Health Needs Audit, recognising the barriers that people experiencing homelessness may face in accessing mental health support, homelessness and mental health has been recognised as a key priority for 2024/2025 by the One Wolverhampton Adult Mental Health Strategic Working Group.

Chair Laura Brookes said: “Poor mental health is both a cause and consequence of homelessness. Drawing on people’s lived experiences to develop a peer support model for mental health and wellbeing in Wolverhampton will enable people experiencing homelessness to access tailored support to build their social and recovery capital.”

Tom Hayden, Chief Executive Officer of the Good Shepherd Wolverhampton, added: “At the Good Shepherd, we offer a range of services to support people experiencing many complex issues including homelessness and mental health, and, so often, those two will be linked.

“For example, we run a Breakfast Club where we provide food and drink, a shower and a change of clothes to those who have been rough sleeping, but from there we have been able to help people into accommodation, or to access some of the support groups that we deliver on a weekly basis.

“These include specific groups to discuss experiences and emotions, meaningful activities including walking, cooking classes and fishing, and our LEAP project, which offers people with lived experience structured volunteering opportunities alongside studying for a diploma.”

If you are experiencing difficulties with your mental health, housing problems or homelessness, or are worried about the cost of living, please know that you are not alone – and there is a range of support to help you:

  • MIL-OSI United Nations: World Migratory Bird Day 2024: Protect Insects to Protect Birds

    Source: United Nations

12 October 2024 – For the first time this year, the theme of the World Migratory Bird Day highlights the importance of insects for migratory birds, and calls more action to protect  decreasing populations of insects.

Insects are vital energy sources for many bird species during the breeding season and their migration. They significantly affect the timing, duration, and overall success of bird migrations. Insect populations have declined dramatically in recent decades as a result of the use of insecticides and the destruction of their habitats linked to agricultural intensification, urbanization and road development. Climate change and biological invasions also cause the death of insects by starvation, disease or predation.

World Migratory Bird Day campaign in 2024, draws attention to need for proactive measures to reverse this decline such as reducing use of pesticides and fertilisers as well as encouraging organic farming.

Bird populations in World Heritage sites are also increasingly affected by avian flu. UNESCO World Heritage Centre together with its partner organizations have conducted earlier this year a webinar series entitled How to protect wildlife from avian flu in UNESCO World Heritage sites, Biosphere Reserves and Ramsar sites in April and May 2024.

These webinars were organized with the financial support of the Swiss Federal Office for Environment (FOEN) in collaboration with UNESCO World Heritage Centre, UNESCO Man and the Biosphere Programme, the Secretariat of the Convention on Migratory Species (CMS) and its CMS FAO Co-convened Scientific Task Force on Avian Influenza and Wild Birds, the Secretariat of the Ramsar Convention on Wetlands of International Importance, the International Union for Conservation of Nature.

Highly pathogenic avian influenza not only causes to death of many wild bird species worldwide, but also causing significant mortality of mammals. Held in different time zones to reach out all regions, three webinars aimed to raise awareness of the site management authorities in UNESCO World Heritage sites, Biosphere Reserves and Ramsar sites on the avian influenza outbreak and its irreversible cause of biodiversity loss globally in designated sites recognized internationally for their importance to nature conservation and which are critically important for migratory species.

During the webinars, scientists and representatives of internationally designated sites provided information on the current situation of the sites, which are affecting by the outbreak of the avian flu and how site management authorities together with the scientists combat the spread of the virus. Recordings and presentations of keynote speakers of the webinars on avian flu as well as the guidelines, other related documents and examples of different countries available on website to draw attention to the subject.

World Migratory Bird Day is a global awareness raising campaign that aims to highlights the need for international cooperation to conserve migratory birds. In 2024, World Migratory Bird Day is celebrating on 11 May and 12 October, reflecting the cyclical nature of seasonal bird migrations in different hemispheres.

  • MIL-OSI United Kingdom: UK and Canada announce satellite collaboration

Source: United Kingdom – Executive Government & Departments

Dstl will test a short wave infrared camera to identify objects in orbit over the South Pole as part of a space domain awareness trial.

    LISSA nanosatellite

The UK is to collaborate with Canada on the Redwing microsatellite Space Domain Awareness (SDA) mission scheduled to launch in 2027.

Redwing will track objects in congested orbits with improved sensors, and provide near real-time tasking in response to evolving space events.

Redwing, which is the size of a small washing machine, will be directed and tasked by the Department of National Defence’s science and technology organisation, Defence Research and Development Canada (DRDC). The satellite will itself deploy a smaller nanosatellite that will incorporate a payload from the UK’s Defence Science and Technology Laboratory (Dstl) on behalf of the Ministry of Defence (MOD) and UK Space Command.

Dr Gemma Bagheri, Dstl Space Research and Development Programme Manager, commented:

Space is increasingly congested and it is vital that we keep pace with new and emerging threats. The collaboration with our Canadian partners will enable us to improve the characterisation of objects and maintain security in space to protect our mutual interests.

The nanosatellite, roughly the size of a cereal box and known as Little Innovator in Space Situational Awareness (LISSA), will incorporate as its primary payload a Dstl experimental short wave infrared (SWIR) camera. Once separated, Redwing and LISSA will fly in tandem in sun-synchronous low Earth orbit, approximately 575km above the Earth and up to 200km apart.

The mission will assess the capabilities of the SWIR camera with particular focus on the South Pole of Earth, where the glare from the illuminated Antarctic ice sheet can hinder object identification in orbit. Space objects over the Earth’s South Pole is less monitored than the North Pole and the mission will inform future space surveillance considerations based on findings from the mission.

This international research cooperation between the countries provides the opportunity for joint collaboration and for developing prototype infrastructure and data processing architecture.

Major General Paul Tedman, Commander, UK Space Command, said:

This is yet another example of the value of international collaboration in space. Through Redwing and LISSA, the UK and Canada will test innovative technologies, which in the long term may vastly improve our ability to monitor and identify objects in space.

Magellan Aerospace will design, build, prepare for launch, and operate the Redwing microsatellite and LISSA nanosatellite. LISSA will be built by the University of Manitoba. Bornea Dynamics has been contracted by Dstl to produce and qualify the SWIR camera payload hardware.

Scott McLelland, DRDC Director of Research and Development for the Defend North America strategic focus area, commented:

The space domain continues to change and evolve and requires space faring nations to innovate to keep informed of the security situation in the space domain. DRDC is thrilled to have Dstl participate in the Redwing mission to help grow both nations’ defence space programs.

The Asia+ Festival, presented by the Culture, Sports and Tourism Bureau and organised by the Leisure and Cultural Services Department, will present participatory music programme “After the Rain” at the Western Salt Water Service Reservoirs, which is opening for public performances for the first time. Local music group Toolbox Percussion, media arts collective Dimension Plus and Singaporean composer Lee Jiayi will attempt to broaden public imagination and experience with a bespoke multimedia music journey that unveils the mystery of the hillside cavern.      Built in rock caverns, the Western Salt Water Service Reservoirs has occasionally been used as a filming location. It will be open for the first time for public performances. In their quest to explore the intricate relationship between humanity, technology and climate change, the artists seamlessly meld live music and interactive multimedia design with the environment. Louis Siu, executive artistic director of Toolbox Percussion, hopes that audiences of “After the Rain” will realise that water resources are indeed hard to come by.      During the programme, attendees will each be given a specially designed rainstick and walk through a tunnel about 100 metres long to interact with percussionists. Ink projections on the walls will fuse with people’s silhouettes, together shaping a unique sonic and visual landscape.      Both Louis Siu and Lee Jiayi had played in an orchestra before, but they were not entirely satisfied with performing a pre-existing repertoire. Over the years, they have been working with people from diverse backgrounds, such as photographers, choreographers, designers and visual artists, in their challenge to the usual definition of music. Their creative partner Keith Lam from Dimension Plus is also a boundary-pusher who is keen on offering new sonic experiences by, for instance, transforming a theatrical space into a cave-like structure using AI-generated imagery.      Multimedia music programme “After the Rain”, in 28 performances altogether, will be held at the Western Salt Water Service Reservoirs with details as follows: October 30, November 1, 6 and 8 (Wednesdays and Fridays): 7pm and 8pmNovember 2, 3, 9 and 10 (Saturdays and Sundays): 3pm, 4pm, 5pm, 7pm and 8pm      Tickets priced at $360 are now available at URBTIX (www.urbtix.hk). For telephone bookings, please call 3166 1288, or use the mobile ticketing app “URBTIX”.      The programme contains strobe lighting effects. Attendees are required to walk in the reservoir area and should assess whether their physical condition allows them to participate and whether they need to be accompanied by a carer. Attendees are advised to arrive at the venue early for admission. There will also be a fee-charging activity titled “Immersive Cavern Walk”, where the reservoir decorated with interactive multimedia design is open for public tours during specific non-performance hours. For access information of the reservoir and other programme details, please refer to asiaplus.gov.hk/2024/en/aftertherain.      The second Asia+ Festival is running from September to November, highlighting the arts and culture of nearly 30 countries from Asia and the Belt and Road regions. Apart from stage programmes, there are also thematic exhibitions, an outdoor carnival, film screenings, outreach activities and more, numbering over 100 in total. For programme enquiries and concessionary schemes, please call 2370 1044 or visit asiaplus.gov.hk/2024/en/.

Warner Bros. will rerelease one “Harry Potter” film each Friday in Chinese theaters for eight consecutive weeks, starting Oct. 11 with “Harry Potter and the Sorcerer’s Stone.” The schedule continues with “Harry Potter and the Chamber of Secrets” on Oct. 18, “Harry Potter and the Prisoner of Azkaban” on Oct. 25, “Harry Potter and the Goblet of Fire” on Nov. 1, “Harry Potter and the Order of the Phoenix” on Nov. 8, “Harry Potter and the Half-Blood Prince” on Nov. 15, “Harry Potter and the Deathly Hallows: Part 1” on Nov. 22, and “Harry Potter and the Deathly Hallows: Part 2” on Nov. 29.

The complete film collection will screen in more than 3,400 theaters across 295 Chinese mainland cities, available in formats including IMAX, Cinity and Dolby Cinema. This marks the first consecutive showing of all eight films on such a scale in China, highlighting the franchise’s enduring popularity.

The Warner Bros. rerelease announcement has sparked nostalgia among fans. Meanwhile, audiences may pay tribute to renowned actor Maggie Smith, who passed away recently and was beloved for her role as iconic Professor Minerva McGonagall.

Beyond the theatrical rerelease, Warner Bros. Discovery regularly partners with Chinese companies to engage fans through various products and experiences, including theme parks, games and audiobooks. Warner Bros. Discovery has organized fan events across China, including “Magical Mischief” and the “Fantastic Beasts Red Envelope Giveaway.” The annual “Back to Hogwarts” celebration drew large crowds this year in Beijing, Shanghai and Changsha. The Changsha event alone attracted more than 230,000 people.

The Wizarding World franchise, which includes “Harry Potter” films and the “Fantastic Beasts” series, is the fourth-highest-grossing film series globally, with $9.6 billion in worldwide box office receipts. Eight Harry Potter films generated $7.7 billion worldwide, including 1.26 billion yuan ($178 million) from the Chinese mainland.

The first installment, “Harry Potter and the Sorcerer’s Stone,” was rereleased in 2020 to celebrate the 20th anniversary of the first “Harry Potter” book published in China in 2000. It grossed 192 million yuan in China’s ever-expanding film market, significantly more than the 56 million yuan it initially made in China in 2002, according to China’s ticketing platform and box office tracker Maoyan.

The “Harry Potter” series, created by British novelist J.K. Rowling, has captivated generations of Chinese readers and moviegoers. Since its debut more than 25 years ago, the saga of the young wizard has become a cultural phenomenon, ranking among the most successful entertainment franchises in history.

Rowling’s novels have spawned eight blockbuster films, three “Fantastic Beasts” movies, the stage play “Harry Potter and the Cursed Child,” and various games. Fans globally also engage through consumer products and enjoy themed attractions at Universal Studios worldwide. Warner Bros. Discovery’s expanding “Harry Potter” portfolio includes tours, events and stores like Platform 9 3/4 shops and the flagship Harry Potter New York store. Studio Tours in London and Tokyo offer behind-the-scenes looks.

An upcoming HBO series based on the “Harry Potter” books promises to expand the franchise’s reach, inviting both longtime fans and newcomers to explore its magic.

  • MIL-OSI United Kingdom: UN Human Rights Council 57: Enhanced Interactive Dialogue on Haiti

Source: United Kingdom – Executive Government & Departments

UK Statement for the Enhanced Interactive Dialogue on the Interim Report on Haiti. Delivered by the UK’s Permanent Representative to the WTO and UN, Simon Manley.

    Thank you, Mrs Vice-President.

    Director Salazar, Mr O’Neill,

Where can the international community best focus its efforts to assist the Haitian government to bring the stability and security that the country so desperately needs and deserves?

    Thank you.

    Thank you, Mrs Vice-President.

The deterioration of human rights in Haiti continues to shock with another horrifying killing last week. The growing recruitment, exploitation, and abuse of children combined with a significant increase in the use of sexual violence to spread fear and punish communities are sickening. This is in addition to kidnapping and murder that have long been used by criminal gangs to inflict suffering on the population.

Stability and security are vital components to tackling the scourge of gangs, and to this end we strongly supported the UN Resolution to bring about the Multinational Security Support mission to Haiti. Furthermore, the UK has pledged £5 million to the Support mission to assist the Office of the High Commissioner for Human Rights in ensuring the deployment’s compliance with international standards on human rights, conduct and discipline.

We continue to take action against perpetrators of human rights abuses in Haiti through sanctions, and co-sponsored the latest designations agreed by the UNSC last month.

    Director Salazar, Mr O’Neill,

Where can the international community best focus its efforts to assist the Haitian government to bring the stability and security that Haiti so desperately needs and deserves?

    Thank you.

  • MIL-OSI United Kingdom: Students encouraged to look after mental health

    Source: Northern Ireland Direct

    Date published:

A new term at college or university has begun and students are being encouraged to look after their mental health. Students feeling down or under stress should talk to someone they trust and get support.

    Stress and pressure

This is a period of huge change for students. New responsibilities can lead to feelings of stress, such as:

    • living away from home
    • moving into a new house
    • making new friends
    • starting a new course

Some students may also need to find a part-time job to help support their studies, which can be an added pressure.

A certain amount of stress is normal but it’s really important students know that looking after their mental health is just as important as looking after their physical health.

    Information booklet for students

There is a booklet for students full of practical tips and information. It covers topics such as money, body image, home life, feeling down, and family issues.

It also contains a list of helpful local organisations and websites which offer support.

    If you’re worried about someone

Untreated mental health problems can lead to self-harm and suicide.

Someone who’s having suicidal thoughts may not ask for help, but that doesn’t mean they don’t want help and support. It can be difficult finding the words to express what they are feeling.

You can find out more about what to do if you think someone might be in need of immediate help on the mental health emergency – if you’re in crisis or despair page.

  • MIL-OSI China: Incremental policies to boost China’s growth, benefit world

Source: People’s Republic of China – State Council News

BEIJING, Oct. 10 — With the Chinese economy advancing on a high-quality development path, recent incremental policies will boost China’s growth and help achieve its annual growth target of around 5 percent, which is uplifting both for China and the rest of the world.

China recently introduced a series of growth-promoting policies to support economic restructuring. Covering a wide range of important sectors of the economy such as domestic demand, investment and green energy, these policies are of great significance in stabilizing expectations, boosting confidence and reinforcing momentum in the world’s second-largest economy.

The just-concluded National Day “golden week” holiday recorded high domestic consumption and bustling outbound travel, showcasing strong market vitality. The recent capital market rally, which had not been seen in years, also reflected the improving market sentiment.

The government is expected to roll out more reform measures conducive to economic development. These include the formation of guidelines on building a unified national market, a new negative list for market access, and mechanisms to ensure increased investment in future industries.

China will expand the catalog of industries that encourage foreign investment, unveil a new group of major foreign-invested projects, and make its visa-free transit policies even more open, according to Zheng Shanjie, head of the National Development and Reform Commission.

China’s high-quality development means increased opportunities for the rest of the world. With China opening its door wider, foreign companies will get more opportunities in China’s huge market.

Undoubtedly, continued improvement of China’s economy is good news for the entire world, which is facing rising protectionism, a complex geopolitical situation and weak economic recovery.

At present, the Chinese economy is still facing very complicated and severe external environment, which requires considerable efforts to maintain economic stability and progress.

With the effects of incremental policies gradually emerging, China’s economic vitality will be further unleashed and market confidence will be further strengthened. Given the progress made in the first three quarters, the Chinese economy is poised to maintain overall stable growth for the whole year. This will be a shot in the arm for the world economy as well.
