    BATON ROUGE, La. – FEMA and the State of Louisiana will open a Disaster Recovery Center (DRC) in Napoleonville on Thursday, Oct. 3, to provide one-on-one help to Louisiana residents affected by Hurricane Francine.

    Residents in Ascension, Assumption, Lafourche, Jefferson, St. Charles, St. James, St. John the Baptist, St. Mary and Terrebonne parishes can visit any DRC to meet with representatives of FEMA, the U.S. Small Business Administration, along with other community partners. No appointment is needed to visit the center. 

    The centers are accessible to people with disabilities or access and functional needs and are equipped with assistive technology. If you need a reasonable accommodation or sign language interpreter, please call 833-285-7448 (press 2 for Spanish).

    You do not have to visit a center to apply for FEMA disaster assistance. The quickest way to apply is by going online at disasterassistance.gov/.

    WASHINGTON – First responders across local and state governments, the private sector, nonprofits, faith-based organizations and the federal family continue working to address the immediate needs of survivors and their communities.

    These photos highlight response and recovery efforts across affected states impacted by Hurricane Helene. 

    President Biden has approved federal disaster assistance that is available for survivors in designated counties in Florida, Georgia North Carolina, South Carolina and Virginia. Survivors may apply for assistance in three ways: online by visiting disasterassistance.gov, calling 800-621-3362 or on the FEMA App.

    Survivors may receive upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

  • MIL-OSI United Kingdom: Charity Commission restricts international aid charity’s spending amidst a statutory inquiry

    The charity regulator for England and Wales has today (3 October 2024) opened a statutory inquiry into Barnabas Fund (also known as Barnabas Aid) after identifying several serious concerns regarding its compliance with charity law and the use of charitable funds.

    The Commission is investigating issues, including allegations of unauthorised payments to some of the current and former trustees and related parties, allegations that the charity’s founders have inappropriate control or influence over how the charity operates, and possible unmanaged conflicts of interest. The inquiry will also seek to establish if the charity’s structure and relationship with Nexcus, a US-based subsidiary, is in the best interests of the charity. Some of these issues have since been reported on in the media.

    Due to concerns that the charity’s funds may have been misused in the past, and questions as to the trustees’ oversight, the Commission has used its powers to temporarily restrict any transactions the charity intends to make which are over £4,000. This is to protect the charity’s significant income and assets – Barnabas Fund reported an income of over £21m and assets of over £2.3m in its latest accounts.

    The inquiry opened on 17 September 2024, escalating from a regulatory compliance case. It will examine whether the trustees are running their charity in line with their legal duties and charity law; particularly in relation to managing finances, conflicts of interest, and preventing unauthorised trustee and third-party benefits. The investigation will also check if spending is correctly recorded, examine relationships with other organisations, and explore the influence of non-leaders on decision-making.

    The inquiry will also consider:

    • whether the charity is operating in furtherance of its objects
    • whether there has been any misconduct and/or mismanagement by the trustees in the administration of the charity

    The scope of the inquiry may vary if additional regulatory issues emerge. The opening of an inquiry is not a finding of wrongdoing.  

    It is the Commission’s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were.

    1. The Charity Commission is the independent, non-ministerial government department that registers and regulates charities in England and Wales.     Banks to be given new powers to protect consumers against scams.

    • New rules extend maximum delay for suspicious payments by 72 hours
    • Gives banks more time to investigate and break the spell of fraudsters

    Banks will be given new powers to delay and investigate payments that are suspected of being fraudulent, helping to protect consumers against scammers.  

    New laws proposed by the Government today will extend the time that payments can be delayed by 72 hours where there are reasonable grounds to suspect a payment is fraudulent and more time is needed for the bank to investigate.  

    This will give banks more time to break the spell woven by fraudsters over their victims and tackle the estimated £460 million lost to fraud last year alone.

    Economic Secretary to the Treasury, Tulip Siddiq said:

    Hundreds of millions of pounds are lost to scammers each year, targeting vulnerable communities and ruining the lives of ordinary people.  

    We need to protect these people better, which is why we are giving banks more time to investigate suspicious payments and break the criminal spell that scammers weave.

    Minister of State with Responsibility for Fraud, Lord Sir David Hanson said:

    Fraud is a crime that can devastate lives, and anyone can be affected.  

    That’s why measures like this are so crucial to provide banks the investigative powers they need to better protect customers from this appalling crime.

    Fraud accounts for over a third of all crime perpetrated in England and Wales, making it the most prevalent form of crime commitment in the country. This has been driven by a growing number of purchase scams and the emergence of so-called ‘romance scams’, where victims target vulnerable people and trick them into transferring large amounts of money by pretending to be interested in a romantic relationship.  

    The new rules will help protect people against these types of scams by allowing banks up to an additional 72 hours to investigate suspicious payments. Currently banks must either process or refuse a payment by the end of the next business day.

    Which? Director of Policy and Advocacy, Rocio Concha said:

    This is a positive step in the fight against fraud. While it should not affect the vast majority of everyday payments, it’s important that banks can delay a bank transfer and take action if they think a customer is being targeted by a scam. 

    These measures should be used in a careful and targeted way. Financial firms of all sizes should also ensure they share intelligence and work with the police and other authorities to shut down accounts used for fraud and pursue the criminals behind them.

    UK Finance Managing Director of Economic Crime, Ben Donaldson said:

    UK Finance has long called for firms to be allowed to delay payments in high-risk cases where fraud is suspected, and we are delighted to see proposed new laws supporting this.  

    This could allow payment service providers time to get in touch with customers and give them the advice and support they need to avoid being coerced by the criminals who want to steal their money. This could potentially limit the psychological harms that these awful crimes can cause and stop money getting into the hands of criminals.

    Banks who have reasonable grounds to suspect a payment is fraudulent will need to inform customers when a payment is being delayed. They will also need to explain what the customer needs to do in order to unblock the payment.  

    The need for evidence to trigger a delay will help protect people and businesses from unnecessary payment delays. Banks will also be required to compensate customers for any interest or late payment fees they incur as a result of delays.

    A new manufacturing plant will be home to hundreds of high-skilled jobs, delivering faster tube journeys and regional growth.

    Hundreds of jobs, faster tube journeys and regional growth will be delivered thanks to a new rail manufacturing plant officially opened by Transport Secretary Louise Haigh today (3 October 2024).  

    The Secretary of State will attend Siemens’ Rail Village in Goole to celebrate the formal opening of its new £200 million site.  

    The plant will be home to hundreds of high-skilled jobs where almost 100 new state-of-the-art Piccadilly Line trains will be manufactured and assembled.  

    In a further boost to the region, Siemens Mobility is also announcing up to a further £40 million towards a new Bogie Assembly and Service Centre at the site which will create up to 200 extra jobs.

    The world class hub has been made possible by the government’s funding settlements with Transport for London (TfL), giving Siemens the confidence to invest in the site.

    It represents the scale of what can be achieved through joint public and private sector support – and underlines the government’s commitment to attracting international investment.

    The grand opening comes ahead of the government’s International Investment Summit on 14 October 2024, which will bring together some of the world’s most influential companies and major investors.  

    The summit will be an opportunity for the Prime Minister and Cabinet to outline how the government will provide the certainty and opportunities businesses need to make Britain the best place in the world to invest. 

    The government is focused on creating the conditions for businesses to invest, through trust partnership and stability. We will fix the foundations by investing in the jobs, industries and infrastructure of the future to rebuild Britain and make everyone, everywhere better off.

    As part of this drive, the Transport Secretary is working to end the ‘boom and bust’ approach to rail manufacturing by delivering a long-term industrial strategy for rolling stock. 

    Transport Secretary, Louise Haigh, said:  

    This impressive, world-class facility will be transformational to Goole and its people, providing a boost to the region’s economy and supporting hundreds of skilled jobs. 

    Its opening demonstrates the importance of high quality, long-term investment to pave the way for employment and growth.

    I know how vital rail manufacturing is to our economy, which is why we will not sit on our hands when it comes to supporting it. For too long, the cycle of boom-and-bust has held back this sector.

    That’s why I am determined to put an end to the stop-start approach to investment and provide the industry with the certainty it needs to deliver a railway that is fit for the future.

    The new Piccadilly Line trains are expected to start serving the London Underground network next year, delivering a boost to reliability, extra services for passengers and increased capacity.

    They will be fully air-conditioned and more accessible, creating more comfortable journeys for the travelling public. 

    Mayor of London, Sadiq Khan, said:

    This train manufacturing facility in Goole is a fantastic example of the expertise we don’t have and how investment in London benefits the whole country. This factory, where the new state-of-the-art Piccadilly line trains will be built, will create up to 900 direct jobs and support another 1,700 in the supply chain, delivering great benefits to the wider UK economy, showing that where London succeeds, the whole country succeeds and vice versa.

    I’m excited to continue working together with the new government to build a better, fairer and more prosperous London, and country, for everyone.

    WASHINGTON — U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.), and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) are welcoming $20,706,897 from the U.S. Department of Justice (DOJ) to help New Mexico’s law enforcement solve crimes, support survivor services, improve violence prevention, and keep communities safe.
    The grants will be distributed through the DOJ’s Office on Violence Against Women (OVW) and the Office of Justice Programs (OJP).
    “I’m proud to announce over $20 million to better equip New Mexico’s law enforcement with the tools and resources needed to keep our communities safe. This significant investment will help tackle crime, hold dangerous criminals accountable, and deliver justice and support for survivors,” said Heinrich. “A safer New Mexico depends on solving crimes and supporting survivors, and I will continue to fight for the resources we need for both.”
    “This nearly $21 million in federal funding will deliver critical resources to help law enforcement solve crimes, support victims of violent crime, and boost violence prevention across New Mexico,” said Luján. “I’m proud to welcome this federal funding and I will keep fighting for federal resources to keep New Mexico communities safe.”
    “1 in 4 women have been beaten by an intimate partner in their lifetime. This funding from the Department of Justice focuses on providing more services to the survivors of domestic violence  survivors of domestic violence, dating violence, sexual assault, and stalking,” said Leger Fernández. “To effectively investigate and prosecute these crimes, the grants also increase the resources going to law enforcement.  I’m pleased that the funding benefits communities across my district, from the Pueblos to Santa Fe to Hobbs to our state agencies. Together we keep New Mexico safe.”

  • MIL-OSI NGOs: Libya: Reveal fate and whereabouts of 19 men forcibly disappeared a year ago

    The self-proclaimed Libyan Arab Armed Forces (LAAF) must reveal the fate and whereabouts of former Minister of Defence Al-Mahdi al-Barghathi and 18 of his relatives and supporters who were abducted in Benghazi by armed men, said Amnesty International marking a year since their enforced disappearances.

    “For a year, families of Al-Mahdi al-Barghathi and his relatives and supporters have been living in anguish, not knowing whether their loves ones are dead or alive. The injustices they suffered reveal the shocking lengths to which LAAF is prepared to go to eliminate any actual or perceived challenge to their absolute grip on power, and the near absolute impunity enjoyed by LAAF-affiliated armed groups,” said Bassam Al Kantar, Amnesty International’s Libya Researcher.

    “The Tripoli-based Government of National Unity, as well as LAAF, as the de facto authorities in eastern Libya, must ensure impartial, independent and effective investigations into crimes that took place, including revealing the fate and whereabouts of those forcibly disappeared and the causes and circumstances of deaths in custody.”

    Al-Mahdi al-Barghathi, a rival of LAAF General Commander Khalifa Haftar, returned to his hometown of Benghazi on 6 October 2023 following tribal reconciliation efforts. Following his return LAAF-affiliated armed groups raided his mother’s home in the al-Salamani neighbourhood. Ensuing armed clashes between LAAF affiliated armed groups including Tariq Ben Zeyad (TBZ) and the Internal Security Agency (ISA), on the one hand, and fighters loyal to Al-Mahdi al-Barghathi, on the other, left at least 15 dead and more injured, amid an internet shutdown by LAAF.

    For a year, families of Al-Mahdi al-Barghathi and his relatives and supporters have been living in anguish, not knowing whether their loves ones are dead or alive.

    On 7 October, LAAF affiliates took hostage 36 women and 13 children from Al-Barghathi’s family. They were released after Al-Mahdi al-Barghathi and his son were taken into LAAF custody, along with 38 other Al-Barghathi family members and supporters. The fate and whereabouts of at least 19 of them remains unknown, amid fears they may have been extrajudiciallyexecuted after being captured. Six others have been confirmed dead; at least two of them in suspicious circumstances after being captured alive. The remaining 15 are believed to be held in LAAF detention centres. 

    Amnesty International interviewed the families of eight detainees, including two men who died in custody, as well as lawyers and political activists. The organization reviewed medical and forensic reports, pictures, videos and official documents.

  • MIL-OSI Australia: Councils to share $3 million to push regional housing

    The Minns Labor Government is inviting regional councils to apply for a share of $3 million in funding for projects that will support the delivery of more well-located and affordable homes.

    From today, regional councils will be able to apply for between $20,000 and $250,000 for individual projects as part of the NSW Government’s Regional Housing Strategic Planning Fund.

    Delivering more well-located homes near transport and services has been central to the NSW Government’s planning reforms so far and we’re not done.

    As regional NSW plans for and delivers more homes to its growing communities, the Minns Government is supporting that growth by funding strategic planning projects.

    Councils can use the funds to speed up new housing strategies, prepare infrastructure and servicing plans and make local planning amendments for the delivery of more diverse and affordable housing supply.

    These projects will support regional NSW work towards its housing target of 55,000 homes during the National Housing Accord.

    The first round of the program funded 20 projects across 19 councils to support the delivery of 40,000 homes. Among them was $107,400 for Port Stephens Council’s partnership with Homes NSW on a sub-precincts masterplan to support the delivery of affordable housing in Raymond Terrace.

    The second round allocated $2.9 million to 16 councils to support the delivery of nearly 23,800 homes across regional NSW, including $230,000 to Federation Council to undertake a stormwater-servicing plan supporting 5,600 homes across the Murray region.

    All NSW councils outside Greater Sydney are eligible for funding. Round three opens today and closes at 12pm on Friday 22 November 2024.

    “This funding will support more homes, which means more jobs and better communities in regional NSW.

    “Their submissions will then be assessed by an independent panel using a published criteria.”

    A 36 year old Howrah man has been arrested and charged with wounding and Assault, following an incident at Rokeby yesterday afternoon.It is alleged the man drove his vehicle through a residential fence and at two occupants of that residence, who were standing on the front lawn.The occupants were forced to jump out of the way of the vehicle. It is also alleged that the man stabbed one of the occupants in the arm when he attempted to gain entry to the vehicle.The man was detained by the occupants until police arrived shortly afterwards.He has been charged and will appear in the Hobart Magistrates Court later today.Anyone with information is asked to contact police on 131 444 or Crime Stoppers on 1800 333 000 or at crimestopperstas.com.au.     PHOENIX, Ariz. – Today, a federal jury in Phoenix found LaDell Jay Bistline, Jr., 45, and Torrance Bistline, 36, both of Colorado City, Arizona, guilty of multiple charges related to their participation in a years-long child sexual abuse conspiracy that spanned several states and victimized at least 10 children. The defendants committed their crimes with others, including co-defendant Samuel Rappylee Bateman, the self-proclaimed leader of a religious sect based in Colorado City. Bateman and nine of his other followers pleaded guilty to charges related to the child sexual abuse conspiracy and were not part of the trial against brothers LaDell Jay Bistline, Jr. and Torrance Bistline.

    “Today’s verdict is a step towards justice for the victims of LaDell and Torrance Bistline,” said U.S. Attorney Gary Restaino. “The Bistlines used their positions of power and trust to sexually exploit children and to profane their community. The devastating trauma and harm they inflicted is unfathomable. But today’s guilty verdicts hold them to account – for their despicable acts, for their breach of trust, and for their complete indifference to the mental and psychological scars their victims will live with for the rest of their lives. The United States Attorney’s Office, along with its state and federal law enforcement partners and other agencies, will continue to work tirelessly to protect the most vulnerable from abuse and exploitation, and to help them heal.”

    “Protecting children is one of the many noble missions of the FBI,” said FBI Phoenix Special Agent in Charge Jose A. Perez. “Adults who exploit children for illicit activities are a danger and a disgrace. Today’s verdicts reflect the unwavering dedication by the FBI and its partners to ensure those who prey on children are held accountable and brought to justice.”

    LaDell Jay Bistline, Jr. was convicted of one count of Receipt of Child Pornography; one count of Transfer of Obscene Material to a Minor; two counts of Persuading or Coercing Travel to Engage in Sexual Activity; two counts of Using a Means of Interstate Commerce to Persuade or Coerce a Minor to Engage in Sexual Activity; and two counts of Transportation of a Minor for Criminal Sexual Activity.

    Torrance Bistline was convicted of one count of Using a Means of Interstate Commerce to Persuade or Coerce a Minor to Engage in Sexual Activity; two counts of Destruction of Records in an Official Proceeding; one count of Conspiracy to Commit Destruction of Records in an Official Proceeding; one count of Tampering with an Official Proceeding; and one count of Conspiracy to Commit Tampering with an Official Proceeding.

    LaDell Jay Bistline, Jr. and Torrance Bistline were followers of Bateman, who represented himself as a religious prophet. In 2020 and 2021, Bateman’s followers gave their minor daughters and wards to him as child “brides” to sexually abuse. Bateman and others transported the victims between states, including Nebraska, Colorado, Utah, and Arizona to facilitate the sexual abuse. LaDell Jay Bistline, Jr. delivered two of his own daughters to Bateman to become child “brides” when the girls were nine and 11 years old. LaDell Jay Bistline, Jr. also participated in group sexual activity involving children, including one event he watched over a video livestream. Torrance Bistline, who financially supported Bateman’s group, sexually abused one of Bateman’s child “brides” during a group sexual activity. Torrance Bistline later tried to destroy and hide evidence to interfere with the investigation.

    LaDell Jay Bistline, Jr. and Torrance Bistline each face a minimum penalty of 10 years in prison and a maximum penalty of life in prison. Sentencing for LaDell Jay Bistline, Jr. is currently scheduled for December 16, 2024, and sentencing for Torrance Bistline is currently scheduled for December 20, 2024, before United States District Judge Susan M. Brnovich. Bateman is currently scheduled to be sentenced by Judge Brnovich on October 28, 2024. Several other defendants have already been sentenced, and the remaining defendants will be sentenced in the coming months.

    The Phoenix Field Office of the Federal Bureau of Investigation conducted the investigation in this case. The United States Attorney’s Office, District of Arizona, Phoenix, is handling the prosecution. The United States Attorney’s Office continues to extend special gratitude to the Arizona Department of Child Safety for its work rescuing and protecting Arizona children impacted by this matter, the Colorado City Police Department, the Iron County (Utah) Sheriff’s Office, the U.S. Marshals Service, and the St. George Resident Agency of the FBI’s Salt Lake City Field Office for their assistance in this matter.

    Police located an assortment of drugs and a crossbow during a vehicle search in Karaka yesterday.

    At about 10.30am, Police conducted a vehicle stop on Harbourside Drive due to the registered owner having a warrant to arrest.

    Counties Manukau South Area Response Manager, Acting Senior Sergeant Carl Alexander, says the driver was identified in relation to the warrants and an initial search located a quantity of drugs and cash.

    “Officers then searched the vehicle and located what is believed to be more drugs, including cannabis and methamphetamine, cash and crossbow was also located in the boot.

    “We will continue to work hard to disrupt the distribution of drugs in our communities.

    “This arrest is another example of the ongoing action we are taking to target this type of activity and it’s also one less dangerous weapon off the street,” he says.

    “We encourage anyone with concerns around suspicious or potentially criminal behaviour in their neighbourhood to report it to Police.”

    A 31-year-old man will appear in Papakura District Court today charged with possession of an offensive weapon and possession for supply of methamphetamine and cannabis.

    BEIJING, Oct. 2 — A special exhibition focusing on Confucian culture is currently underway at the Palace Museum in Beijing.

    The exhibition features 380 items (sets) from nearly 30 archaeological and cultural institutions, both domestic and international, including artifacts from the Palace Museum.

    Through archaeological evidence, preserved texts and cultural relics, the exhibition explores the development of Confucian culture, elucidates the core principles of Confucian thought and highlights its profound global influence.

    Jointly organized by the Palace Museum and the International Confucian Association, the exhibition will continue until Jan. 5, 2025.

    This year marks the 2575th birth anniversary of Confucius. An online version of the exhibition is also available on the Palace Museum’s official website.

    Associate Police Minister Casey Costello has welcomed the Police announcement that recruitment wings at the Police College will be expanded to 100 recruits next year.

    “This is good news on two fronts – it reflects the fact that more and more New Zealanders are valuing policing and seeing it as a career. It will also help us to achieve the target of increasing frontline Police numbers by 500 officers.”

    “The coalition Government is serious about improving law and order and that starts with resourcing Police so they can effectively respond to the needs of our communities,” Ms Costello says.

    “We want New Zealanders to feel safe and be safe in their communities and we value Police and their work. Police officers do a great job, and the Government is backing them.

    “The fact applications to join Police have doubled from last year, while attrition rates remain low, shows that New Zealanders feel the same way.” 

    This year’s Budget included $191 million over four years to fund the recruitment and retention of 500 more sworn Police officers and $34.6 million in capital to ensure they are properly equipped to do their jobs.

    Ms Costello said Police were also working to build stronger connections with community groups such as Māori and Pasifika wardens and Community Patrols New Zealand and support initiatives to provide a pathway to Police.

    A series of targeted recruitment events is currently underway to reach communities across New Zealand. These were held in Auckland on Sunday and Wellington yesterday and will take place in Christchurch on Saturday and Dunedin on Sunday 6 October.

  • MIL-OSI China: East China’s Fujian halts ferry services due to typhoon-triggered storms

    FUZHOU, Oct. 2 — East China’s Fujian Province has announced the suspension of most of its passenger ferry services due to storms triggered by Krathon, the 18th typhoon of this year, said local maritime authorities.

    Currently, 73 out of 74 ferry routes across the province have been halted, with only one route remaining open to evacuate tourists from Gulangyu Island. When the wind force reaches grade-6, the remaining route will be suspended.

    According to China’s National Meteorological Center, Krathon was centered northeast of the South China Sea on Wednesday morning, about 125 km southwest of Kaohsiung City in Taiwan. The maximum wind speed near its center reached 48 meters per second, equivalent to a level-15 gale.

    Krathon is expected to move northeastward at 5 to 10 km per hour and is forecasted to make landfall on the southwestern coast of Taiwan Island between Wednesday night and Thursday morning.

    Additionally, 110 coastal water-related projects in Fujian have been shut down, and 246 construction vessels have sought shelters. Rescue ships, helicopters, patrol boats and harbor tugboats have been deployed as part of emergency preparations.

    NOVI SAD, Serbia, Oct. 2 — The Serbian government signed a contract with China Shandong International Economic & Technical Cooperation Group on Wednesday for the construction of a new bicycle and pedestrian bridge in Novi Sad, the country’s second-largest city.

    The contract was signed at a ceremony attended by Serbian Prime Minister Milos Vucevic, Chinese Ambassador to Serbia Li Ming, and other officials.

    While emphasizing the significance of the project, Prime Minister Vucevic spoke highly of the Serbia-China relations and expressed confidence in the project’s timely completion.

    Chinese Ambassador Li Ming said, “We hope this project will contribute to a better quality of life for the people of Novi Sad and serve as a new symbol of the friendship between China and Serbia.”

    According to Serbia’s Minister of Construction, Transport and Infrastructure Goran Vesic, the construction is expected to take 24 months, with the bridge set to be completed by 2027.

    The new bridge, spanning 450 meters in length and 12 meters in width, will include a tunnel connection allowing visitors to reach Petrovaradin Fortress, one of the city’s most iconic landmarks, via an elevator, local media reported.

    Cites MATA’s $60 million operating deficit despite record federal capital investments

    MEMPHIS – Congressman Steve Cohen, a senior member of the Transportation and Infrastructure Committee and its Subcommittee on Highways and Transit, today wrote to Department of Transportation Secretary Pete Buttigieg, the Deputy Secretary of Transportation, Polly Trottenberg, and the Acting Administrator of the Federal Transit Administration, Veronica Vanterpool, expressing his deep concerns regarding the Memphis Area Transit Authority’s (MATA) severe financial challenges. The Congressman highlighted the urgent need for federal assistance to help stabilize MATA and ensure that it continues to provide reliable transportation services to the residents of Memphis.

    Congressman Cohen cited MATA’s $60 million deficit, massive layoffs, route reductions and suspension of the trolley service, despite his success in securing historic levels of investment in recent years in major capital upgrades, including electrification of buses and a new bus rapid transit service.

    The letter reads in part:

    “The operational and fiscal crisis MATA faces, including a $60 million deficit in the prior fiscal year and persistent deficits over several years, paints a troubling picture of an underfunded and overstretched transit system. This funding gap has already led to dire consequences: layoffs of more than 200 employees and a reduction in fixed routes. These cuts will disproportionately impact low-income and vulnerable populations who rely on MATA as their primary means of transportation. Without immediate intervention, further service reductions could devastate the mobility and economic security of many in the Memphis community…

    “I am eager to explore how the Department of Transportation (DOT) and the Federal Transit Administration (FTA) can assist MATA and other similarly challenged transit systems in cities like Memphis. I would appreciate any recommendations on how we can strengthen MATA’s funding sources through existing federal programs or new initiatives. Given your extensive experience as the former Commissioner of the New York City Department of Transportation, Deputy Secretary Trottenberg, I would also greatly value your insights on innovative solutions and best practices that could help improve the sustainability and efficiency of MATA’s operations.

    “It is particularly disheartening to learn of MATA’s financial struggles after helping secure the most significant federal investment in its nearly 50-year history. This includes $54 million for a new operations and maintenance facility, $22 million for clean electric buses and charging stations, and nearly $64 million for the Memphis Innovation Corridor Bus Rapid Transit project.”

Congressman Kustoff discussed the Tax Cuts and Jobs Act (TCJA) provisions that are set to expire in 2025 and heard from local business leaders about their priorities for an upcoming tax package in Congress.

    Background:
    In 2017, Congress passed the Tax Cuts and Jobs Act. TCJA was the first major reform to the federal tax code in over thirty years, changing the individual income rates, the corporate tax rate, rules for estate and retirement planning, and taxes for small businesses. These Republican tax cuts brought relief to working and middle-class families and led to one of the strongest economies in U.S. history. However, if Congress does not act by the end of 2025, these provisions, among others, will expire. That will mean a significant tax increase on virtually all American taxpayers and businesses.

    The House Ways and Means Committee has divided up into Tax Teams to focus on each provision. Congressman Kustoff is the Vice Chair of the Supply Chain Tax Team which has jurisdiction over the corporate rate, capital gains, and energy related tax credits. Additionally, he sits on the Rural America team, which has jurisdiction over the estate tax.

    In a triple whammy of good news, 1 October heralds the beginning of the funding of two major health products and a welcome contribution to early childhood fees, Prime Minister Christopher Luxon says.

    “Keytruda is the first drug to be funded and made available from the $604 million boost we made to Pharmac in June. It will be life-changing for people with advanced triple-negative breast cancer, head and neck cancer, colorectal cancer, bladder cancer and Hodgkin lymphoma.

    “One in three Kiwis suffer cancer in their lifetimes and the ripple effects to friends and families cause heartbreak to thousands of people. Today is a gamechanger in transforming delivery of cancer treatment.

    “Also today, Continuous Glucose Monitors (CGM) and insulin pumps will be funded and made available for all people with type one diabetes. This will make a real difference in the lives of around 20,000 people.

    “And 1 October means families can claim the new childcare payment FamilyBoost that we announced in the Budget. This gives eligible parents a refund of 25 per cent of the Early Childhood Education (ECE) fees they have already paid, which would be a refund up to a maximum of $75 per week.

    “This Government is coming up to 12 months in office and I am proud of our track record. We have a clear plan that is focused on three key promises we made to New Zealanders – to rebuild the economy, restore law and order, and deliver better public services.

    “These 1 October changes will make a difference in peoples’ lives, and that is something to be welcomed.”

    As Cybersecurity Awareness Month marks its 21st year, it’s clear that this year stands out. Phishing emails have become more convincing, and fraud has increased, making cyberattackers seem legitimate—as if they were Microsoft support or even the fraud detection services from your bank.1 And threat actors are taking advantage of the rise of AI, using it to enhance and fine-tune their strategies.

    The cyberthreats we face in the era of AI

    AI-enhanced phishing threats and social engineering are on the rise. These threats are often highly targeted and present fewer of the tell-tale signs of their traditionally generated counterparts. In the FBI’s 2023 Internet Crime Report, the agency states that its Internet Crime Complaint Center fielded more than 800,000 cyber incident complaints. The FBI estimates the total losses associated with these incidents to be greater than USD10 billion.2

    To better understand phishing-related risk factors in the era of AI, Microsoft has collaborated with Fortra to put together the Phishing Benchmark Global Report. The report found that 10.4% of phishing simulation participants clicked the email phishing link they were sent—a 3.4% increase over the previous year.3 Even more worrying, 60% of users who clicked on the email link also ultimately submitted their password to the phishing website.3 These attacks target tens of millions of users annually, and with AI-enhanced features they are more and more likely to evade traditional security layers like firewalls and email security measures. AI can also aid cyberattackers in setting up their phishing sites in locations that internet browsers and security providers are less capable of detecting as high-risk.

    In the era of AI, we are all cyberdefenders. Despite this, 52% of employees still say their job has nothing to do with cybersecurity.3 This couldn’t be further from the truth. Employees are the first and last line of defense—and Microsoft recognized the importance of this when we created the Secure Future Initiative. Our Chief Executive Officer Satya Nadella has led the charge himself as Microsoft puts “security above all else, before all other features and investments.” This is why educating everyone on staying cybersafe is so important right now. Whether you point your employees to some of the resources linked in this article, highlight your own in-house resources, or bring in outside experts, it’s time to act now.

    We all have a role to play as cyberdefenders both at work and home.
