  • MIL-OSI Africa: Condolences to family of victim affected by freezing weather conditions

    The Minister in the Presidency for Women, Youth, and Persons with Disabilities Sindisiwe Chikunga has extended her heartfelt condolences to the family of the woman who lost her life in adverse weather conditions that hit parts of the Free State and KwaZulu-Natal provinces.

    “We are deeply saddened to learn that a woman lost her life to hypothermia due to these unprecedented weather conditions. She was a passenger in a taxi travelling from Johannesburg to KwaZulu-Natal,” the Minister said in a statement on Wednesday.

    The 39-year-old woman died on Saturday while trapped in the blizzard that engulfed the N3 between Van Reenen’s Pass, connecting KwaZulu-Natal and the Free State.

    This was confirmed by paramedic services, Midlands EMS [emergency medical services] Rescue Medics, in a statement.

    According to the medical service, the Midlands EMS Howick crews, along with Midlands EMS Rescue Medics, were dispatched to a shopping centre in Merrivale for a person who had collapsed after being exposed to severe cold overnight, while in a taxi stuck in traffic in the snow.

    Chikunga commended the exemplary selflessness and solidarity shown by South Africans who came to each other’s aid in what were life-threatening circumstances.

    She also added that South Africa is experiencing unusual climate change related incidents, marked by an increase in the frequency and intensity of extreme weather events, as well as rising mortality rates.

    The severity of these events continues to disproportionately affect marginalised communities—those who often lack the resources to cope—most of whom are women and persons with disabilities.

    “While this is a global phenomenon, the impact of climate change related disasters is not uniform. Recent research published by the World Bank shows that “across the globe, women and persons with disabilities experience mortality rates up to four times higher in natural disasters than those without.

    “We express our condolences to those who have lost their loved ones, and we urge all South Africans to closely monitor weather reports to avoid areas projected to experience extreme weather conditions,” the Minister said.

     In his address at the National Heritage Day celebrations on Tuesday, Acting President Paul Mashatile emphasised the need to recognise the growing impact of climate change on the nation’s well-being and cultural heritage. 

    Mashatile urged citizens to be mindful of how climate change threatens both livelihoods and cultural traditions.
    The Acting President expressed his honour in addressing the nation on Heritage Day but noted that celebrations were overshadowed by severe weather affecting parts of KwaZulu-Natal, the Eastern Cape, and the Free State.

    “It is a great honour and privilege to address you at this significant occasion as we celebrate our country’s Heritage Day. Unfortunately, as we were looking forward to this day, some parts of our country, which include Kwa-Zulu Natal, Eastern Cape and Free State, were impacted by severe weather conditions, exacerbated by climate change,” he said at the celebrations held in Ficksburg, Free State.

    Meanwhile, the South African Weather Service (SAWS) said the country is set to experience a mix of warm and cool temperatures in the coming days, with a significant drop in temperatures and even light snowfall expected later this month.

    This after the weekend’s freezing temperatures and snowfall in some parts of the country caused havoc on the roads, resulting in one fatality.

    Since taking office, President Biden has delivered on the most ambitious climate, clean energy, conservation, and environmental justice agenda in history – signing into law the largest investment in climate action ever, protecting more than 42 million acres of public lands and waters, creating good-paying clean energy jobs, and establishing the Justice40 Initiative, which sets the goal that 40 percent of the overall benefits from certain federal investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.
    As part of his historic commitment to tackle the climate crisis, President Biden launched the American Climate Corps (ACC) to mobilize the next generation of clean energy, conservation, and climate resilience workers, with a goal to put 20,000 young people to work in the clean energy and climate resilience economy in the initiative’s first year. Today, in celebration of Climate Week, the White House is announcing that more than 15,000 young Americans have been put to work in high-quality, good-paying clean energy and climate resilience workforce training and service opportunities through the American Climate Corps – putting the program on track to reach President Biden’s goal of 20,000 members in the program’s first year ahead of schedule.
    Across the country, American Climate Corps members are working on projects to tackle the climate crisis, including restoring coastal ecosystems, strengthening urban and rural agriculture, investing in clean energy and energy efficiency, improving disaster and wildfire preparedness, and more. The American Climate Corps is giving a diverse new generation of young people the tools to fight the impacts of climate change today and the skills to join the clean energy and climate-resilience workforce of tomorrow.
    Today, the Biden-Harris Administration is making several additional announcements:
    The Environmental Protection Agency (EPA) and AmeriCorps are Announcing a New Environmental Justice Climate Corps, which will put more than 250 American Climate Corps members to work over the next three years providing technical assistance to community-based organizations in environmental justice communities – helping them access resources to carry out locally driven projects that reduce pollution, increase community climate resilience, improve public health and safety, and build community capacity to address environmental and climate justice challenges. Environmental Justice Climate Corps members will be paid a living allowance and reimbursed for selected living expenses. In total, this allowance is equivalent to receiving more than $25 per hour throughout their year of service. They will also obtain the benefits of AmeriCorps VISTA service—including the Segal AmeriCorps Education Award, which is valued at $7,395 in FY24, and streamlined pathways into certain federal jobs—and gain mentorship and professional development opportunities. Applications for the Environmental Justice Climate Corps will open in early 2025, with a goal for its first cohort to start later that year.The partnership with EPA is AmeriCorps’ largest environmental partnership in the agency’s history and will build on the success of three other partnerships announced under the American Climate Corps: AmeriCorps NCCC Forest Corps, Working Lands Climate Corps and Energy Communities AmeriCorps, which together will support more than 500 new ACC positions over the coming years.
    The Department of Housing and Urban Development (HUD) is Joining the ACC Interagency Initiative. Joining the seven initial signatories of the December 2023 ACC Memorandum of Understanding, today HUD will become the eighth federal agency member of the ACC Interagency Initiative. This step brings the ACC to the communities HUD serves, building upon the Department’s commitment to using low- and zero-carbon energy and supporting communities to increase their resilience, advance environmental justice, and create good jobs for residents.
    The American Climate Corps is Fostering Federal-State Partnerships by establishing a partnership with state service commissions, which support national service in states across the country, to grow the number of state climate corps and strengthen existing state climate corps programs. Together, the American Climate Corps, state-level climate corps programs, and state national service leadership are committed to strengthening state climate corps, supporting impactful program implementation, and leveraging state and local partnerships to scale climate corps efforts across the country. To date, 14 states have launched their own state-based climate corps programs, including New Jersey who just today announced the creation of the New Jersey Climate Corps. 
    American Climate Corps Will Host a Virtual Job Fair. The American Climate Corps is working to ensure that its members have a pathway to good-paying jobs following their terms of service, which is why later this year, ACC will host a virtual job fair for current and past members to learn about high-quality career opportunities in the clean energy and climate resilience economy. The virtual job fair will bring together the private sector, labor unions, and the public sector, including Federal agencies, to showcase career pathways available to ACC members.

    The seventh environmental festival “Oceans Day” was held in Yuzhno-Sakhalinsk with the support of the Sakhalin-1 project. This environmental education event is timed to coincide with World Maritime Day and is traditionally celebrated at the end of September. Festival visitors were told what everyone can do to protect the fragile marine ecosystem.

    Rosneft Research Institute in Ufa presented new solutions for 3D modeling in the oil and gas industry at the conference “Provision of engineering services using information modeling technologies”. The event was attended by over 180 specialists from leading specialized companies from different cities of Russia.

    Rosneft is one of the leaders in the development of 3D design. Hundreds of objects have been designed in the Company using information modeling technologies.     The Golden Bee Global Biennale of Graphic Design is the main national poster competition and one of the largest events in the world dedicated to this art. This year, the Grand Prix of the Biennale was won by Sonya Kim, a fourth-year student of the profile “Communication design”She became the youngest winner in the competition’s history.

    In the 32 years of the Golden Bee’s existence, Russian designers have won the Grand Prix only twice – Anton Logvin in 1992, and then Igor Gurovich in 2012. Now Sonya Kim has done it for the third time! We would like to note with particular pride that all the winners today are associated with the HSE School of Design.

    Sonya Kim’s posters are dedicated to the play “Adler’s Room”, staged by Lera Surkova at the Yermolova Theatre. The action revolves around a hero suffering from dissociative identity disorder. Each sheet of Sonya Kim’s work is focused on this split – a person looks at us from everywhere, as if assembled from many of those others who coexist in him.

    The curator of the winning project was Igor Gurovich, winner of the Golden Bee Grand Prix in 2012. “Sonya is a smart and very independent designer,” he says. “It was very interesting to discuss the project with her, its idea and implementation strategies.   • MIL-OSI Africa: KZN reports second-highest HIV prevalence rate in SA

    KwaZulu-Natal has recorded the second-highest HIV prevalence rate at 16% in 2022, down from 18% in 2017. 

    According to the Human Sciences Research Council (HSRC), this translates to 1 980 000 people living with HIV (PLHIV) in KwaZulu-Natal, which was a decline from 1 990 000 in 2017.

    The information is based on the findings of the Sixth South African HIV Prevalence, Incidence and Behaviour Survey (SABSSM VI).

    SAnews reported last week that Mpumalanga now has the highest HIV prevalence at 17.4% in 2022, which translates to an estimated 890 000 (PLHIV) in the province.

    According to the overall principal investigator of the study, the HSRC’s Professor Khangelani Zuma, the survey showed that in 2022, HIV prevalence in the province was higher among those aged 25 to 49 (31.1%), for both females (38.4%) and males (21.5%). 

    HIV prevalence was also higher among those residing in rural formal or farm areas (20%).

    “HIV prevalence peaked at 44.5% among those aged 45 to 49 in 2022 from 39.7% in 2017 among those aged 35 to 39, indicating a possibility of continuing infections among older people. HIV prevalence had decreased by 2022 among all age groups younger than 40 years compared to 2017,” Zuma said.

    By district, in 2022, HIV prevalence was highest in uMgungundlovu (19.5%). 

    The data presented are for eight priority districts within KwaZulu-Natal namely, eThekwini, Harry Gwala, King Cetshwayo, Ugu, uMgungundlovu, uThukela, Zululand and uMkhanyakude districts, as per the study protocol. 

    Antiretroviral treatment 

    Antiretroviral treatment (ART) coverage in KwaZulu-Natal increased to 87.3% in 2022, from 71.2% in 2017. 

    The ART coverage estimate translates to an estimated 1 609 000 PLHIV in the province receiving treatment in 2022.

    In 2022, ART use among all PLHIV in the province was lowest among adolescents and youth aged 15 to 24 (62.8%) compared to other age groups. 

    ART use was also lower among both males (58.8%) and females (64%) in this age group compared to other age groups.

    Among children aged zero to 14, ART use among males was 83.5% compared to females (65.9%). Among rural formal areas, ART use among males (93.3%) was comparable to females (93.6%).

    The SABSSM VI survey, conducted between 2022 and 2023, aimed to maintain surveillance of HIV infection and behaviours in South Africa, evaluate the progress of the South African national HIV and AIDS, STI and TB Strategic Plan, and monitor HIV indicators for national and international reporting.

    Viral load suppression 

    On the viral load suppression, the survey further revealed that, in 2022, among all provinces, KwaZulu-Natal had the highest proportion of all PLHIV with VLS (86.8%), having increased from 2017 (67.8%). 

    Knowledge of HIV status

    The professor expressed concern that those aged between 25 and 49 accounted for the majority of PLHIV in the province (68.3%) who were unaware of their HIV status (54.5%), aware but not on ART (63.5%), and on ART but not virally suppressed (66.4%). 

    “However, adolescents and youth aged 15 to 24 contribute disproportionally to gaps in treatment, accounting for just 8.5% of all PLHIV, but 28.4% of those unaware of their HIV status, 19.1% of those aware but not on ART and 15.7% of those on ART but not virally suppressed.” 

    Sex debut

    Regarding the key drivers of the HIV pandemic, Zuma noted that, in KwaZulu-Natal, there was no change in the proportion of adolescents and youth aged 15 to 24 who reported having sex before the age of 15 in 2017 (8.2%) compared to 2022 (8.6%).

    However, sexual debut before the age of 15 among adolescents and youth between 15 and 24 years in 2022 was higher among males (12.3%) than females (4.8%). 

    The survey revealed that 11% of people aged 15 and older reported having multiple sexual partners in 2022 compared to 9.4% in 2017. 

    The proportion of people aged 15 and older who reported having multiple sexual partners was five-fold higher among males (18.6%), compared to females (3.5%), and 1.5-fold higher among those aged 15 to 24 (16.3%) compared to those aged 25 to 49 (10.9%). 

    The proportion of people who reported having multiple sexual partners was highest in Harry Gwala (14.1%) and lowest in uThukela (7.6%).

    Condom use

    Regarding condom use, the survey revealed that 32.8% reported using a condom with the most recent sexual partner in 2022 compared to 44.9% in 2017, representing a 12.1% decline.

    In KwaZulu-Natal, a higher proportion also reported that they never (45.2%) used a condom with their most recent sexual partner. 

    “Only 9.3% reported that they used condoms almost every time.”

    Meanwhile, consistency of condom uses with the most recent sexual partner among people aged 15 and older in the province was higher among adolescents and youth aged 15 to 24 (26.7%) compared to those aged 25 to 49 (16.5%). 

    “However, nearly 60% of youth reported only using a condom sometimes or never.”

    Zuma recommended a long-term strategy to care for people in an ageing HIV epidemic as well as tailored interventions to address gaps in the “clinical cascade”.

    “We also recommend a continued focus on increasing coverage and demand for medical male circumcision among males aged 15 and older. We must also enhance public awareness and uptake of effective HIV prevention measures, such as regular HIV testing, condoms and PrEP [pre-exposure prophylaxis],” Zuma added. – SAnews.gov.za

  • MIL-OSI Africa: Nersa publishes Eskom’s revenue application for the next three financial years

    The National Energy Regulator of South Africa (Nersa) on Monday published Eskom’s multi-year price determination (MYPD) revenue application up until 2028. 

    According to Eskom, the application covers the power utility’s financial period beginning on 1 April 2025 to 31 March 2028. 

    Eskom explained that it follows the MYPD methodology as prescribed by the regulatory authority.

    “This methodology is now in its sixth application; hence the process is referred to as MYPD 6,” the statement read. 

    Nersa will decide on the revenue Eskom can receive following its analysis and the regulator conducting a series of public consultations. 

    Eskom believes that this application allows for an improvement in the financial sustainability of Eskom through the migration to cost-reflective prices and the successful operation of Generation, Transmission and Distribution in Eskom. 

    “Further migration towards cost reflectivity to cover the full cost of capital would be considered in subsequent applications. This would minimise the impact on the taxpayers.”

    In accordance with its revenue decision, Eskom said Nersa will then make tariff decisions for implementation from 1 April 2025. 

    As per Eskom, it can only implement tariff decisions made by Nersa.

    “We are entering the next phase of the regulatory process where Nersa will conduct an extensive public consultation about Eskom’s revenue application and we urge as many stakeholders as possible to become involved so Nersa can determine a key component in the funding of a constant electricity supply that drives economic growth and our quality of life for years to come,” said Chief Financial Officer of Eskom, Calib Cassim. 

    Cassim stated that as Nersa makes its decision, it will consider affordability for identified vulnerable sectors including indigent customers and certain industrial sectors. 

    “Eskom has made its revenue application based on the costs it will incur to efficiently provide electricity to the customer and it is a critical component in ensuring Eskom continues to provide reliable electricity services while improving its financial sustainability, through a migration to cost-reflective prices,” he added. 

    The utility said it was applying for total revenues of R446 billion for the 2026 financial year, R495 billion for 2027 and R537 billion for 2028.

    This translates to the proposed average price increases for Eskom direct customers are 36.15% (1 April 2025 to 31 March 2026), 11.81% (1 April 2026 to 31 March 2027) and 9.10% (1 April 2027 to 31 March 2028).

    In addition to the MYPD 6 application, Eskom submitted a retail tariff plan (RTP) to Nersa outlining proposed structural changes, which are expected to be implemented from 1 April 2025 once all Nersa approval and governance processes are concluded.

    “The RTP aims to introduce cost-representative pricing that supports the long-term sustainability of all participants in the electricity supply industry.” 

    Nersa will consult with stakeholders on Eskom’s revenue application, as part of its decision-making process.

    The construction of the Core Array of China’s Five-hundred-meter Aperture Spherical Radio Telescope (FAST) started Wednesday, highlighting China’s growing potential in global radio astronomy research.
    As a proposed extension of FAST, the Core Array integrates 24 secondary 40-meter antennas implanted within 5 kilometers of the FAST site, said Jiang Peng, deputy director of the National Astronomical Observatories under the Chinese Academy of Sciences.
    The Chinese-designed array will combine the unprecedented sensitivity of FAST with a high angular resolution, thereby exceeding the capabilities at similar frequencies of next-generation arrays in the world.
    The FAST Core Array is estimated to be completed and put into operation in 2027.

  • MIL-OSI China: Chinese research ship harassed by Philippine vessels

    A Chinese research ship was approached and harassed by a military speed-gunboat and a coastguard vessel of the Philippines while conducting scientific research in the South China Sea on Tuesday.
    According to personnel aboard the Chinese ship, a speed-gunboat from the Philippine side approached and zigzagged around the Chinese ship Haiyang Dizhi 12, or Ocean Geology 12 in English, in the early morning, disrupting its normal research operations.
    Subsequently, vessel No. 4411 of the Philippine coastguard crossed in front of the Chinese research vessel and passed through with malicious intent, violating international rules on averting maritime collisions and gravely hampering the safety of the Chinese vessel and its operation.
    According to the captain of the Chinese research ship, this was the second time that the Philippine side had harassed China’s research vessels since the start of the scientific research mission.
    Previously, a Philippine vessel with the number 298 painted on its side deliberately covered the name on its bow, turned off its lighting and automatic identification system, and passed in front of the Chinese research vessel about 300 meters away at a high speed during nighttime, the captain said, noting that the Philippine vessel neither steered to make way nor answered radio communication from the Chinese vessel, posing a serious threat to the latter’s safety of navigation.
    The Chinese scientific research mission carried out by the ship is based on peaceful purposes and aimed at enriching humankind’s scientific knowledge of the ocean, said the chief scientist of this mission, adding that the methods and tools used in the mission are scientific and appropriate.
    The mission comply with the general principles outlined in article 240 of the United Nations Convention on the Law of the Sea regarding the conduct of marine scientific research, and are both legitimate and legal, the chief scientist said.
    Ding Duo, a researcher with the National Institute for South China Sea Studies, noted that China’s marine scientific exploration activities in relevant waters are based on China’s territorial sovereignty over the Nansha Qundao and its corresponding maritime rights. China’s relevant activities are exercising the rights of coastal countries granted by international laws, including the United Nations Convention on the Law of the Sea, said Ding.
    China welcomes scientific research institutions of other countries in the South China Sea to conduct joint maritime scientific research activities with China, promote practical maritime cooperation in various fields, and create favorable conditions for peace and stability in the South China Sea, as well as regional development and prosperity, Ding added.

  • MIL-OSI China: Mainland slams Taiwan’s ‘economic coercion’ claim as nothing but calling white black

    The Taiwan Affairs Office of the State Council has rejected Taiwan authorities’ accusation that the mainland is engaging in “economic coercion,” following the mainland’s announcement to cancel the zero-tariff policy on 34 agricultural products from Taiwan.
    Such claims are a complete distortion of the facts, said Zhu Fenglian, spokesperson for the office, at a press conference on Wednesday.
    Zhu said that the mainland began introducing the zero-tariff policies in 2005 to expand the sales of Taiwan farm produce on the mainland.
    The measures applied to 15 types of fruits, 11 vegetables, and eight aquatic products, bringing tangible benefits to compatriots in Taiwan, Zhu added.
    She expressed regret that in recent years, Taiwan’s Democratic Progressive Party (DPP) authorities have continued to promote “Taiwan independence” provocations, escalate tensions and undermine cross-Strait cooperation.
    Zhu pointed out that the DPP authorities have imposed unilateral restrictions on over 1,000 mainland agricultural products, which she said harm the interests of compatriots on both sides of the Taiwan Strait.
    In view of this, the mainland decided to stop implementing the policies of exempting import tariffs on 34 agricultural products originating from Taiwan effective from Sept. 25, 2024, she said.
    In response to Taiwan authorities’ call for consultations under the World Trade Organization (WTO) frameworks, Zhu dismissed the suggestion as an attempt by the DPP authorities to “internationalize” the Taiwan question and reiterated that the foundation for cross-Strait consultations is the 1992 Consensus, not WTO frameworks and regulations.
    Zhu urged the DPP authorities to take practical steps to stop undermining cross-Strait relations and harming the welfare of compatriots on both sides of the Strait.

  • MIL-OSI Security: Defense News: Navy Awards Amphibious Multi-Ship Procurement Contracts

    WASHINGTON – The U.S. Navy awarded contracts totaling $9,472,132,620 for procurement of one America-class amphibious assault ship (LHA) and three San Antonio-class amphibious transport dock (LPD) ships, Sept. 24. The award, executed across two separate contracts to Huntington Ingalls Industries, Ingalls Shipbuilding Division, utilized a multi-ship procurement approach. By using this strategy, as authorized by Congress, the Navy is projected to achieve more than $901 million in cost avoidance as compared to the use of annual contracts.

    The long-term contract agreements align with Secretary of the Navy Del Toro’s maritime statecraft initiatives to make naval shipbuilding more cost effective while promoting shipyard stability and investment. The agreements provide stable shipyard workload well into the early 2030s, providing a consistent demand signal to vendors. 

    “The importance of this multiple amphibious ship purchase cannot be overstated with respect to our whole-of-government effort to restore the maritime capabilities of the United States,” said Del Toro. “This purchase sends a steady demand signal to our shipbuilding industrial base that our Navy is actively investing in our shipbuilding infrastructure.”

    The awards are consistent with the Commandant of the Marine Corps’ projected force structure requirements and demonstrates the Navy’s commitment to maintaining 31 amphibious ships. 

    “The Amphibious Ready Group / Marine Expeditionary Unit (ARG/MEU) is the premier force offering of our Corps,” said Lt. Gen. Eric Austin, Deputy Commandant for Combat Development and Integration. “This multi-ship procurement contract ensures the Marine Corps upholds the obligation to meet combatant commander requirements for continuous MEU presence. ARG/MEUs provide our national leadership with combat credible forces that are persistently forward, assure allies and partners, and contribute to deterrence, campaigning, crisis response, and combat operations.”

    The America-class of amphibious assault ships operate as the centerpiece of ARG/MEU operations and Marine Expeditionary Brigade with accommodations for ship’s company, troops, vehicles, and equipment. The San Antonio-class of amphibious transport dock ships are designed to embark, transport, and deploy ground troops and equipment.

    “This multi-ship procurement provides the long-term stability our shipbuilders and vendors require, enabling them to deliver product effectively, help support and retain a talented and critical workforce, and invest in the infrastructure required to sustain and grow our shipbuilding capability and capacity,” said Assistant Secretary of the Navy Acquisition, Research and Development, Nickolas Guertin.

    “This multi-ship procurement will deliver critical amphibious warfare capability to support the Navy and Marine Corps mission,” said Capt. Matthew Tardy, program manager, Amphibious Warfare Program, Program Executive Office (PEO) Ships. “The partnership between the Navy and Ingalls Shipbuilding is important. We are proud to be working with their talented workforce to build and deliver highly capable ships and provide needed stability for the shipbuilding industrial base.”

    Yesterday, the capital saw the opening of a new tram line on Sergius of Radonezh Street, which was a significant step forward in the development of the city’s public transport network. The new line is expected to benefit around 700,000 residents, providing them with convenient and direct access to key transport hubs and social infrastructure.

    The tram line fits seamlessly into the city’s existing transport infrastructure, providing convenient transfers to 15 different stations, including Kursky Station, lines 2 and 4 of the Moscow Central Diameter (MCD-2, MCD-4), the metro stations “Ploshchad Ilyicha”, “Rimskaya” and others. Future plans include integrating the line with the Moscow City Railway Station “Serp i Molot”.

    A modern tram for a modern city:

    The line is served by seven modern Vityaz-Moskva trams, equipped with modern features including low floors for passenger comfort, climate control and charging stations. Trams run at 10-minute intervals, providing frequent and efficient service.

    Improving urban design:

    The introduction of the new tram line also enlivened Sergius of Radonezh Street. A dedicated pedestrian path appeared on the even side, providing residents with a convenient route from their home to the metro station and public transport stops.     He expressed confidence that all participants of the joint meeting will make every effort to make an effective approach to strengthening health, developing physical and creative skills of children, providing the opportunity for upbringing and additional education during their vacation and stay at the camp.

    Dmitry Chernyshenko emphasized that education must correspond to the instructions given by Russian President Vladimir Putin and to domestic spiritual and moral values.

    “We are taking a completely sober approach to assessing the situation. We understand how much still needs to be done. We clearly assess the positive dynamics, they are in all areas. It is important to understand whether they are sufficient or not and whether we need to redistribute priorities and make some more efforts. We analyze all these parameters and make sure to refer to them during our regional visits,” the Deputy Prime Minister said.

    He also thanked Irina Yarovaya for developing the draft law “On Amendments to the Federal Law “On the Basic Guarantees of Children’s Rights in the Russian Federation”, which provides for the preparation of a unified program of educational work in children’s camps.

    Minister of Education Sergei Kravtsov reported that the issue of raising the status of the interdepartmental commission on issues of organizing children’s recreation and health improvement to the level of a government commission has been worked out.

    “We are discussing the interim results of the past health campaign and talking about the tasks for the future. Currently, there are slightly more than 2 thousand stationary children’s camps operating in Russia. We are building new children’s camps, the International Children’s Center “Artek” is expanding. The construction of the federal center “Pechory” continues. We hope that we will open it next year,” said Sergey Kravtsov.

    The head of the Ministry of Education noted that a common strategy for the development of education is needed, which will unite the system of secondary vocational education, general education and children’s recreation.

    “Today we are preparing a general strategy for the development of education, where children’s recreation will be one of the components. And we set the task of approving this strategy before the start of the next summer health campaign,” he said.

    In addition, Sergey Kravtsov said that all pedagogical universities subordinate to the Ministry of Education have organized training for camp counselors, and their training program has been approved. Today, there are almost 88 thousand camp counselors in Russia. The monitoring of organizations involved in their training is currently being completed. Its results will be presented at the All-Russian forum “Big Meanings” in October of this year.

    Health Minister Mikhail Murashko reported that issues of medical care for children during summer holidays are legally regulated, and that children’s camps are sufficiently staffed with medical workers.

    “In 2024, 20% fewer children fell ill in health camps than the year before. The trend is positive. The health period with the formation of healthy habits and healthy behavior allows us to work with children most effectively, including with physical activity. We must not forget the issue of childhood obesity, introducing programs for proper eating behavior, prevention of bad habits,” the Minister of Health added.

    Deputy Chairman of the State Duma Irina Yarovaya noted that the common task of all departments and regions is to help organizers of children’s recreation, to create conditions that will make accidents and any unfavorable consequences impossible. She emphasized that it was precisely these approaches that had yielded their high-quality results.

    Irina Yarovaya added that universal formats for raising children in summer camps are needed; counselors should have a tool that will allow them, regardless of their experience and education, having a set of uniform programs, to implement them with equal quality.

    During the event, the deputies asked the speakers questions of interest to them about the development of the children’s recreation system.

    From October 14, 2024, it is planned to introduce a revised mechanism for controlling the aggressiveness of limit orders in the foreign exchange market system.

    In cases where a remainder is formed for the submitted order, and the price at which this remainder will be put in the queue exceeds the maximum deviation of the transaction price from the value of the best counter order in 1%, such remainder will be removed. The introduced restriction does not apply to simple maker orders that are put in an empty order book.
