    The Government of India is gearing up to host the World Audio Visual & Entertainment Summit (WAVES) early next year from 5th to 9th February to bolster India’s Media & Entertainment industry and extend its global influence.

    Speaking at a roadshow to promote WAVES at the Jawaharlal Nehru Architecture and Fine Arts University (JNAFAU) in the city today, Secretary, Ministry of Information & Broadcasting, Shri Sanjay Jaju said that WAVES would be the first-ever global summit covering the entire gamut of Media and Entertainment industry. Participating in the event, Shri Jayesh Ranjan, Special Chief Secretary, Department of IT, Electronics & Communications of Government of Telangana said that the state has a curated ecosystem to promote innovations in this sector and would be glad to take it to the national level.

    Shi Jaju said that WAVES would see a close coordinated efforts between the M&E industry and technology. WAVES aims to be a premier forum, fostering dialogue, trade collaboration and innovation within the evolving M&E industry landscape. The Summit will convene industry leaders, stakeholders, and innovators to explore opportunities, tackle challenges, attract trade to India, and shape the sector’s future.

    Earlier in the day Secretary I&B Shri Sanjay Jaju met the Film Associations and the industry leaders of the AVGC sector. In the meeting organised by the CBFC Regional office of Hyderabad, he promised strict implementation of punitive measures against piracy faced by the film industry. Shri Jaju also assured Government support to the gaming industry stakeholders.

    Department of Youth Affairs has taken the lead in actively participating in this year’s Swachhta He Seva campaign, taking place from September 17 to October 2, 2024, with the theme “Swabhav Swachhata – Sanskaar Swachhata.” Youth volunteers across India, under the MY Bharat initiative, are leading this nationwide effort to promote cleanliness and environmental responsibility. The campaign will culminate in Swachh Bharat Diwas on October 2, 2024, reinforcing the commitment to a cleaner and greener India.

    The campaign was formally inaugurated on September 17, 2024, by Hon’ble Vice President of India, Shri Jagdeep Dhankhar in Jhunjhunu, Rajasthan, marking the beginning of a nationwide effort towards creating a cleaner and greener India. On the first day alone, a remarkable 240,808 young volunteers collected 1,75,627 kg of single-use plastic across 1,562 adopted villages, underscoring the significant impact of the youth’s commitment to environmental stewardship.

    Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya, expressed the government’s vision for this initiative, stating, “We must instill a sense of responsibility and pride in cleanliness among our youth. The Swachhata He Seva campaign is not just an initiative; it’s a movement that empowers young Indians to take ownership of their environment. MY Bharat will play a leading role in this nationwide effort, with its youth volunteers at the forefront of driving change and fostering a culture of cleanliness.”

    As of September 19, 2024, over 8 lakh MY Bharat youth volunteers have actively participated in the campaign, successfully removing more than 12 lakh kilograms of waste from various locations across the country. Under the campaign, over 7,000 villages, 2,000 community centres, 450 Amrit Sarovars, and other historical and public spaces have been cleaned, showcasing the power of collective action.

    Throughout the campaign, youth volunteers are engaging in extensive cleanliness activities, with a focus on the removal and proper disposal of single-use plastics. These activities are being carried out across institutional premises, adopted villages, and public spaces such as bus stands, railway stations, markets, and heritage sites across India.

    The 15-day nationwide drive ‘Swachhata He Seva Campaign’ will culminate on October 2, 2024, with extensive beach and coastal area cleaning activities, focusing on the collection and disposal of single-use plastics. Youth volunteers will actively participate, with events organized through the MY Bharat portal, fostering greater community involvement.

    Pentagon Spokesman Eric Pahon provided the following readout:

    Deputy Secretary of Defense Kathleen Hicks traveled to Baltimore, Md., today for a ship naming ceremony.

    During her visit, Deputy Secretary Hicks delivered remarks aboard the USS Constellation after Secretary of the Navy Carlos Del Toro announced that the future Virginia-class Nuclear-Powered Attack Submarine SSN 812 will be named USS Baltimore.

    Deputy Secretary Hicks will serve as the ship’s sponsor. In her role as sponsor, she will represent a lifelong relationship with the ship and crew. The crew of the ship may change many times over the course of a ship’s life, but the sponsor remains the same. 

    The future USS Baltimore honors the city of Baltimore, the crews of one Continental Navy ship, and the five previous Navy vessels named Baltimore.

    The naming selection of the future USS Baltimore (SSN 812) continues the recent trend of naming Virginia-class submarines after cities. Previous submarines were named USS Long Island (SSN 809), USS San Francisco (SSN 810), and USS Miami (SSN 811).

    The city of Baltimore has significant ties to American and Naval history. The Port of Baltimore was established in 1706 and the Town of Baltimore in 1729. One of the Navy’s six founding frigates, USS Constellation, was built in Baltimore, and the city’s skilled ship workers later would construct the famous Baltimore clipper ships. In 1814, the Battle of Baltimore inspired the American national anthem.

    The Majority Leader of the House of Representatives announces bills that will be considered under suspension of the rules in that chamber. Under suspension, floor debate is limited, all floor amendments are prohibited, points of order against the bill are waived, and final passage requires a two-thirds majority vote.

    At the request of the Majority Leader and the House Committee on the Budget, CBO estimates the effects of those bills on direct spending and revenues. CBO has limited time to review the legislation before consideration. Although it is possible in most cases to determine whether the legislation would affect direct spending or revenues, time may be insufficient to estimate the magnitude of those effects. If CBO has prepared estimates for similar or identical legislation, a more detailed assessment of budgetary effects, including effects on spending subject to appropriation, may be included.

    The Department of Commerce (DoC) has focused on empowering exporters, streamlining processes, and promoting economic growth through innovative solutions during the first 100 days of this Government. These achievements underscore the. Below are some of the key highlights:

    1. Empowering Exporters through Trade Connect e-Platform
    The launch of a comprehensive Trade Connect e-Platform has connected over 6 lakh IEC holders, 185 Indian Mission officials, and over 600 Export Promotion Council members with Directorate General of Foreign Trade (DGFT)/DoC offices and banks. This digital initiative enhances the ease of doing business for small and medium enterprises (SMEs) by providing them with information and guidance, fostering a more seamless and transparent export ecosystem.

    2. Enhanced Insurance Cover for MSME Exporters
    To boost exports, the government has introduced enhanced insurance cover for MSME exporters, which is expected to provide credit worth ₹20,000 crore at lower costs. This initiative will make Indian exports more competitive, benefitting around 10,000 exporters.

    3. Reducing Compliance Burden through Self-Certified Electronic Bank Realisation Certificate (eBRC) system
    The introduction of a self-certified electronic Bank Realisation Certificate system has significantly reduced compliance costs for exporters. Previously costing between ₹500-₹1,500 per eBRC, this system now saves exporters over ₹125 crore and simplifies the process for claiming benefits and refunds. This paperless system also aligns with the government’s broader goals of promoting a digital, eco-friendly economy, cutting down  both administrative and environmental expenses.

    The bulk generation and Application Programming Interface (API) integration of eBRCs significantly reduce time and effort, streamlining the process for exporters and stakeholders. This system is particularly beneficial for small exporters, especially in e-commerce, as it efficiently handles high-volume, low-cost transactions. As a result, it enables them to claim benefits and refunds more effectively, supporting their growth and participation in international trade.

    4. Connecting SME Exporters to the World through E-Commerce Export Hub (ECEH)
    The launch of the E-Commerce Export Hub (ECEH) is poised to revolutionize India’s cross-border e-commerce ecosystem, with projections indicating a potential export value of USD 100 billion by 2030. ECEHs will provide artisans, SMEs, and One District One Product (ODOP) producers easy access to global markets, reduce costs and simplify logistics.

    These hubs will boost employment opportunities in transport, warehousing, and quality assurance. Linking Tier 2 and Tier 3 cities, as well as rural areas, with the global marketplace ECEH will play a significant role in driving the digital transformation of these regions. This connection will enable smaller cities to access broader opportunities in international trade, fostering economic growth and inclusion.

    5. Reducing Transaction Costs for MSMEs on GeM Portal

    To promote greater MSME participation in the Government e-Marketplace (GeM), the number of pricing slabs has been reduced, making it easier for vendors to understand and comply with. New cap on charges ensures greater affordability for high-value transactions as Orders above ₹10 Crore will now pay a flat fee of ₹3 Lakh, a massive reduction from the transaction charges previously capped at ₹72.5 lakh.

     

    6. Bharat Mart in Dubai

    In a groundbreaking initiative, the Department of Commerce has facilitated the establishment of Bharat Mart in Dubai. This hub will provide Indian MSMEs cost-efficient access to the Gulf Cooperation Council (GCC), African, and CIS markets, thereby boosting India’s exports to these regions.

    7. Eliminating Human Interface through Jansunwai

    The government has further enhanced ease of doing business by launching Jansunwai, a platform that facilitates smooth communication eliminating intermediaries and providing direct communication between stakeholders and the Department. This fosters transparency and saves businesses time and effort, reducing the need for physical office visits.

    8. Strengthening the Organic Regulatory Ecosystem

    A revamped National Programme of Organic Production (NPOP) is set to benefit approximately 20 lakh farmers from 5,000 grower groups through enhanced export opportunities. With a focus on improving certification standards, organic exports are expected to surpass USD 1 billion by 2025-26.

    9. Pradhan Mantri Cha Shramik Protsahan Yojana (PMCSPY)

    Under this initiative, more than 10 lakh workers across 1,210 tea gardens in Assam and West Bengal will have access to better healthcare, education, and resting shed facilities. This marks a major step toward improving the quality of life for tea garden workers and their families.

    10. Rollout of ICEGATE Across All Non-IT/ITES SEZs

    The ICEGATE portal has been expanded to cover all non-IT/ITES SEZ units, enabling them to apply for benefits under the Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme. This move enhances ease of doing business, offering 24×7 helpdesk support to SEZ units and ensuring more seamless trading operations.

    These transformative initiatives reaffirm the government’s commitment to expanding India’s global trade footprint while ensuring the development and welfare of its people. With the continued efforts of the Department of Commerce, India is well on its way to becoming a global economic powerhouse by 2047.

    The N.C. Department of Natural and Cultural Resources and the N.C. Division of State Historic Sites have postponed the public opening of Fort Fisher State Historic Site’s new visitor center, earthworks, and underwater archaeology lab due to damage and flooding associated with Tropical Cyclone 13.

    Originally set for Sept. 27, the public opening of the site has been postponed. The event will be rescheduled for a future date to be announced.

    Fort Fisher temporarily closed to the public in mid-April 2024 to allow staff members to relocate offices, artifacts, and exhibits to the site’s new and long-awaited 20,000 sq. ft visitor center. The new visitor center is expected to serve more than 1 million annual visitors.

    Known as the Gibraltar of the South, Fort Fisher protected the port of Wilmington during the American Civil War until it fell to US forces in January 1865. In 1961, the site was designated a National Historic Landmark. Its original visitor center was built to accommodate an expected 25,000 visitors a year. It is part of the Division of State Historic Sites within DNCR.

    Veterans with service-related disabilities are now eligible to apply to receive a free Annual Pass to N.C. State Parks, the Division of Parks and Recreation announced. Those who want to redeem their free pass can submit a request form along with a copy of their Summary of Benefits Letter from the federal Department of Veterans Affairs.

    In July, the General Assembly passed State Law 2024-45, which included Section 15.(a) to 15.(d) that made any State Parks Annual Pass free for veterans who were discharged honorably and received benefits or certification that they have a service-connected disability.

    “North Carolinians take pride in our spectacular state parks and our strong support for military families,” said N.C. Department of Natural and Cultural Resources Secretary Reid Wilson. “This is a small token of acknowledgement of the sacrifices that our veterans have made for our state and our country, and we welcome them to our state parks.”

    The Annual Pass program allows visitors to enjoy equipment rentals, swimming, and more throughout the calendar year for a discounted package rate. Because most North Carolina state parks are free to enter throughout the year, the Annual Pass program is different from typical annual passes at other states or at the national level.

    Benefits of note include day-use entry at the reservoirs of Falls Lake, Jordan Lake, and Kerr Lake state recreation areas; ferry passes to Hammocks Beach State Park’s Bear Island (set to reopen in spring 2025); boat launches at Carolina Beach and Hammocks Beach state parks; and canoe, kayak, or paddleboard rentals at select parks.

    “We are thrilled to provide these recreation opportunities at no cost to veterans with disabilities,” said State Parks Director Brian Strong. “We hope all who are eligible take advantage of this program so they can enjoy the beautiful natural and cultural resources they have served to defend. We also remain committed to taking additional steps to make our parks more accessible to everyone, including those with disabilities.”

    Department Secures Agreement with Lawrence, Wisconsin, to Resolve Voting Rights Lawsuit

    The Justice Department announced today that is has filed a complaint against the Town of Thornapple, Wisconsin, and the State of Wisconsin for violations of Section 301 of the Help America Vote Act (HAVA), which requires polling places to be equipped with at least one voting machine that is accessible to voters with disabilities during federal elections. The department also secured an agreement with the Town of Lawrence, Wisconsin, to resolve its complaint alleging HAVA violations.

    “Our democracy works when voters with disabilities have the right to vote on the same terms as any other voter,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “By failing to offer accessible voting systems, Thornapple and Lawrence shirked their responsibilities under the Help America Vote Act to provide equal access to the ballot for all voters. We must ensure that all Wisconsin towns, and indeed all jurisdictions throughout our country, fulfill their duty to guarantee all voters equal access to the ballot. We commend Lawrence for working with the Justice Department to swiftly remedy this violation by taking simple action to ensure that federal elections are accessible to all eligible voters.” 

    “Ensuring equal voting access to all citizens, including those voters with disabilities, is a priority of this office,” said U.S. Attorney Timothy M. O’Shea for the Western District of Wisconsin. “We’re pleased that the representatives of the Town of Lawrence agreed to remedy the violations of federal law, and we will continue to work to protect and vindicate the voting rights of voters with disabilities in Wisconsin.”

    Congress passed HAVA in 2002 in part to make in-person voting more accessible for voters with disabilities. Among other things, Section 301 of HAVA requires that each polling place used for federal elections provide at least one voting system that provides voters with disabilities the same opportunity for access and participation as other voters are provided, including the same opportunity to cast ballots privately and independently.

    The complaint alleges that Thornapple and Lawrence violated HAVA by deliberately failing to make accessible voting machines available to voters in certain 2024 federal elections. Specifically, the department alleges that Thornapple violated Section 301 of HAVA by failing to make available at least one accessible voting machine during Wisconsin’s April 2 and Aug. 13 federal primary elections. It also alleges that Lawrence failed to provide an accessible voting machine during the April federal primary election. Both the Thornapple and Lawrence Town Boards voted in 2023 to stop using the accessible voting machines the towns had previously used. Thornapple has neither revisited nor reversed that decision. Lawrence reversed its decision on Sept. 9 as part of its agreement with the department. The complaint alleges that the State of Wisconsin did not ensure that every polling place within the state was accessible to voters with disabilities, as required by federal law. 

    Under the department’s agreement with Lawrence, which is subject to court approval and was filed in conjunction with the complaint, Lawrence will make an accessible voting machine available at every polling place operated by the town in subsequent federal elections and will train its election and municipal staff on the operation of such equipment. The proposed consent decree resolves claims only against Lawrence; litigation against Thornapple and the state will proceed.

    The department also filed a motion for immediate injunctive relief against the Town of Thornapple to remedy the violations of HAVA. Among other things, the department’s motion requests an order requiring Thornapple to ensure that, during the Nov. 5 federal general election, every Thornapple polling place has at least one accessible voting machine.

    [BOISE] – Attorney General Raúl Labrador has announced that Elias Daniel Medina, 27, was sentenced to 15 years in prison after pleading guilty to one count of Sexual Exploitation of a Child by Distribution of Sexually Exploitative Material, a felony punishable by up to 30 years in prison, and one count of Sexual Exploitation of a Child by Possession of Sexually Exploitative Material, a felony punishable by up to 10 years in prison. Medina was sentenced on September 18, 2024, by Bonneville County District Judge Bruce Pickett.
    “Our ICAC investigators and prosecutors work hard to keep predators off the streets and to deliver justice for these tragically young victims,” said Attorney General Labrador.  “I’m grateful for the partnerships that have been built across the state and the awareness raised in our communities, and for the judges who take these crimes seriously when determining sentences.”
    In October 2023, the Internet Crimes Against Children (ICAC) Unit received multiple CyberTips indicating that files containing child sexual abuse material (CSAM) were in accounts belonging to Medina. After obtaining search warrants, officers searched Medina’s home and devices, locating hundreds of files containing CSAM. Investigators also found Medina was distributing files containing CSAM to other internet users. The files depicted minor females ranging from approximately 3 to 13 years old. Many of these files depicted the minors engaged in sex acts with adult men.
    Judge Pickett sentenced Medina to a total of 15 years with 2 years fixed and 13 years indeterminate. Medina was ordered to pay reimbursement to Bonneville County for his representation and court costs and fees. Upon release, Medina will have to register as a sex offender pursuant to Idaho law.
    The investigation was led by Detective Jared Mendenhall with the Idaho Falls Police Department, who serves in the Attorney General’s ICAC Unit. The case was prosecuted by Deputy Attorney General Madison Allen.

    (HARTFORD, CT) – Governor Ned Lamont today announced that President Joe Biden has approved his request for a major disaster declaration due to the historic rainfall and extreme flooding that impacted towns and cities in western Connecticut on August 18, 2024.

    By approving this declaration, President Biden is making federal funding available to affected individuals in Fairfield County, Litchfield County, and New Haven County. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. President Biden has also authorized funding for hazard mitigation measures to be implemented statewide.

    “This historic weather event caused significant damage to homes and businesses in western Connecticut, and the approval of this major disaster declaration means that individuals will be able to access federal funding to support their recovery efforts, particularly when it comes to the rebuilding of uninsured infrastructure,” Governor Lamont said. “I appreciate President Biden for approving this declaration, which will be a major benefit for the people who were impacted by this storm. I also thank FEMA and the Small Business Administration for working with my administration to make this declaration possible.”

    Residents and business owners who sustained losses in the designated areas can begin applying for assistance at www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA app. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service.

    The Connecticut Division of Emergency Management and Homeland Security, through collaboration with FEMA and the Small Business Administration, is working to identify locations in the impacted counties to open disaster recovery and business recovery centers that will provide in-person support to help affected individuals apply for assistance. An additional announcement will be made once those locations and hours of operations are identified.

  • MIL-OSI USA: Leader of $4M International Telemarketing Scheme Convicted

    A federal jury in North Carolina convicted a man today for his role in orchestrating a years-long telemarketing scheme that defrauded victims in the United States from a call center in Costa Rica.

    According to court documents and evidence presented at trial, Roger Roger, 40, of Costa Rica, led a fraudulent telemarketing scheme in which co-conspirators, who falsely posed as U.S. government officials, contacted victims in the United States to tell them that that they had won a substantial “sweepstakes” prize. After convincing victims, many of whom were elderly, that they stood to receive a significant financial prize, the co-conspirators told victims that they needed to make a series of up-front payments before collecting their supposed prize, purportedly for items such as taxes, customs duties, and other fees. Co-conspirators used a variety of means to conceal their true identities, including Voice over Internet Protocol technology, which made it appear as though they were calling from Washington, D.C., and other locations in the United States. Roger personally called victims from Costa Rica, using fake names and documents to trick the victims into believing they had won a sweepstakes prize. He also recruited and directed co-conspirators to mislead victims on the phone and to transmit victims’ payments from the United States to Costa Rica. The evidence at trial showed that Roger and his co-conspirators stole over $4 million from victims.

    Roger was convicted of one count of conspiracy to commit mail and wire fraud, four counts of wire fraud, one count of conspiracy to commit money laundering, and two counts of international money laundering. The defendant faces a maximum penalty of 25 years in prison on each of the conspiracy to commit mail and wire fraud and the wire fraud counts, because the jury found that these counts involved telemarketing that victimized at least 10 people over the age of 55, and 20 years in prison on each of the conspiracy to commit money laundering and money laundering counts. Sentencing will occur at a later date. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

King for the Western District of North Carolina; Inspector in Charge Tommy Coke of the U.S. Postal Inspection Service (USPIS) Atlanta Division; Special Agent in Charge Karen Wingerd of the IRS Criminal Investigation (IRS-CI) Cincinnati Field Office; and Special Agent in Charge Robert DeWitt of the FBI Charlotte Field Office made the announcement.

    The USPIS Atlanta Division, IRS-CI Cincinnati Field Office, and FBI Charlotte Field Office investigated the case. The La Grande, Oregon Police Department and Union County District Attorney Victim Assistance Office provided valuable assistance. The Justice Department’s Office of International Affairs worked with law enforcement partners in Costa Rica to secure Roger’s arrest and extradition.

    Trial Attorneys Andrew Jaco and Amanda Fretto Lingwood of the Criminal Division’s Fraud Section are prosecuting the case.

    The Sudanese people have been enduring this conflict since April 15, 2023. According to the World Food Programme, over 25 million people, half of Sudan’s population, are facing acute hunger and more than 10 million people have been displaced both internally and abroad since the onset of this conflict between warring military forces, the Sudanese Armed Forces (SAF) and the RSF. 

    “As you have noted, the RSF has committed war crimes, crimes against humanity, and ethnic cleansing in Sudan. It is essential that our partnership with the UAE be built on our many shared interests but also our shared values and vision for a stable Sudan,” the Members continued.

    Specifically, the Members are asking ahead of President Biden’s meeting with UAE President Sheikh Mohammed bin Zayed Al Nahyan, that he raise these concerning reports, urge the UAE to cease their support to the RSF, and reiterate the shared goal of a secure Sudan.

  • MIL-OSI USA: LESKO LEADS LETTER TO CMS TO INCREASE PATIENT ACCESS TO PHYSICAL AND OCCUPATIONAL THERAPY

    WASHINGTON, D.C.—U.S. Congresswoman Debbie Lesko (AZ-08) sent a letter to Centers for Medicare and Medicaid Services (CMS) Administrator Chiquita Brooks-LaSureto to encourage CMS to keep proposed supervision requirements for occupational and physical therapy assistants in their recent 2025 Physician Fee Schedule in the final rule. These requirements mirror bipartisan legislation introduced by Lesko and Congresswoman Annie Kuster (D-NH-02) in H.R. 4878, the EMPOWER Act.

    “Occupational and physical therapy are key healthcare resources for many Americans, especially our aging populations,” said Congresswoman Lesko. “Ensuring the inclusion of the Supervision of Outpatient Therapy Services in Private Practices rule change is a crucial step in meeting the needs of rural and underserved areas, who often have the most trouble reliably securing these treatment options.”

    Under the proposed rule, the supervision requirement for occupational therapy assistants (OTAs) and physical therapy assistants (PTAs) would change to allow general, rather than direct, supervision. This will provide much needed flexibility and accessibility for patients.

    Currently, 49/50 states allow for general, rather than direct supervision, by OTAs and PTAs as reported by the American Occupational Therapy Association. If included in the final rule, this rule change will allow Medicare and Medicaid recipients the same access to care as other patients not subject to CMS guidelines.

  • MIL-OSI USA: Assistant Leader Neguse Introduces Package of Bipartisan Bills to Simplify Disaster Recovery

    Lafayette, CO — Today, House Assistant Minority Leader Joe Neguse, founder and Co-Chair of the Bipartisan Wildfire Caucus, is taking action to streamline access to federal assistance under the Small Business Administration for families and communities impacted by natural disasters. The Assistant Leader introduced a bipartisan legislative package, including the Natural Disaster Loan Interest Relief Act, the Small Business Disaster Damage Fairness Act, and the Disaster Loan Application Flexibility Act. These policies seek to update management of and access to disaster-related loans issued by the Small Business Administration (SBA) by waiving accrued fees, increasing unsecured loan threshold limits, and by simplifying loan application processes. 

    Since first being elected to Congress in 2018, western wildfires have impacted thousands of households in Assistant Leader Neguse’s congressional district. After speaking directly with those affected, Neguse sought to create legislation that limits confusion and helps make it easier for families to access the critical resources needed to jumpstart their path to recovery. 

    “In recent years, the Marshall, Cameron Peak, East Troublesome, and most recently the Alexander Mountain and Stone Canyon Fires have disrupted the lives of countless families across Colorado,” said House Assistant Minority Leader Joe Neguse. “And the road to recovery after disaster can be slow and at times, all-consuming. That is why I am introducing three bills that ensure those affected receive the recovery assistance they need at the speed they need. Mitigation and response and recovery go hand in hand, and today we are seeking to equip homeowners, small business owners, and individuals with the foundational tools required to rebuild their lives after disaster.”  

    The package of bills includes: 

    • The Natural Disaster Loan Interest Relief Act, co-led by Rep. Juan Ciscomani (R-AZ). This bill codifies a policy implemented by the SBA to provide zero interest on disaster loans and to give homeowners and business owners approved for these loans up to one year from the date of the loan to begin making payments.     • The Small Business Disaster Damage Fairness Act, co-led by Rep. Jay Obernolte (R-CA). This bill directs the SBA to not require collateral for loans of $50,000 or less, an increase from what is currently $14,000, allowing a greater number of individuals to access a physical disaster home or business loan.     • The Disaster Loan Application Flexibility Act, co-led by Rep. Mike Simpson (R-ID). This bill modifies application deadlines and communication requirements for disaster assistance by directing the SBA to extend loan application deadlines past the current window of two to three months post-disaster declaration, and issuing guidance for public awareness campaigns in affected areas to better educate individuals on the application process and ensuring the Members of Congress who represent these districts stay informed and receive regular updates.     Background

    Assistant Leader Neguse has been leading efforts in Congress to expand access to critical federal disaster assistance for communities impacted by natural disaster. Most recently, he introduced the bipartisan, bicameral Disaster Management Costs Modernization Act, which would allow state and local governments to use FEMA disaster management costs for multiple disasters. He also  led Western lawmakers in a letter to the U.S. Small Business Administration (SBA) requesting the agency extend the time periods during which affected individuals may apply for SBA physical damage loans following a presidential disaster declaration.   

    Following the Marshall Fire in 2021, Neguse sought to secure proper cost coverage for Coloradans. Alongside Senators Bennet and Hickenlooper, Rep. Neguse led a successful effort to get the SBA to update their formula used to calculate the Disaster Loan Program amount survivors can borrow to rebuild after the Marshall Fire. Rep. Neguse and the Colorado senators were also able to get FEMA to agree to cover the costs of removing foundations, basements and burned vehicles damaged in the Marshall Fire.   • MIL-OSI USA: Golden announces more than $600,000 to support recreation in the Second District

    WASHINGTON — Congressman Jared Golden (ME-02) today announced grants totaling more than $600,000 from the Land and Water Conservation Fund (LWCF) to support recreation in the towns of Littleton and Mexico. The funding will be used to renovate existinginfrastructure and add new features to the Littleton Playground and Mexico Recreation Park.

    “Spending time outside is good for the body and good for the soul,” Golden said. “The Land and Water Conservation Fund has provided generations of Americans with access to protected outdoor spaces, and I’m pleased that these grants will help Littleton and Mexico residents enjoy quality outdoor recreation opportunities for years to come.”

    Littleton’s $102,000 grant will help the town add new equipment and benches to the playground, regrade a gravel entrance driveway and parking lot, add Americans with Disability Act (ADA)-accessible parking spaces and replace fencing on the playground.  

    Mexico’s $500,950 grant will upgrade a tennis court, add basketball and pickleball courts, install lighting, build ADA-accessible picnic infrastructure and add tables, plantings, parking and a new picnic pavilion.  

    The LWCF provides grant funding to local, state and federal agencies to protect natural areas, water resources and cultural heritage, as well as provide recreation opportunities. It was established in 1964 and uses zero taxpayer dollars; Instead, it is fully funded by surplus federal property sales, the federal motorboat fuel tax, and revenues from U.S. oil and gas leases, at no cost to the taxpayer. 

    Golden has been an avid proponent of the LWCF during his time in Congress. In his first term, he introduced the bipartisan Great American Outdoors Act (GAOA), which was signed into law in 2020 and protected the program’s stability for the future. LWCF has delivered $16 million in funding since 2020 to the Second District to conserve working forests and public lands near Perham Stream and Bethel and in Acadia National Park.

    WASHINGTON – Today, House Haiti Caucus Co-Chairs Congresswomen Ayanna Pressley (MA-07), Yvette D. Clarke (D-NY), Sheila Cherfilus-McCormick (D-FL), along with Congressman Maxwell Frost (D-FL), joined colleagues and advocates at a press conference to stand in solidarity with Haitian immigrants in Springfield, Ohio and across America, and to demand accountability for the harmful and false narratives perpetuated by Republicans.

    The lawmakers also announced the introduction of legislation to condemn the racism and bigotry Haitian immigrant communities have faced in the aftermath of the GOP’s disinformation campaign, and to celebrate the humanity and contributions of the Haitian community.

    Also in attendance from Massachusetts were Boston City Councilor At-Large and City Council President Ruthzee Louijeune and Reverend Dieufort Fleurissaint of Haitian Americans United.

    Thank you to my Haiti Caucus Co-Chairs, my colleagues standing alongside us today, our dedicated advocates for justice.

    Coming together in this way in defense of the Haitian community is muscle that we’ve had to build.

    The people of Haiti have been neglected and Haitian Americans have been targeted, long victimized by the effects of colonialism and racism.

    So we are used to coming together in this way in defense of our Haitian neighbors.

    Today we come together to vigorously and firmly condemn the reprehensible hate and violence targeting our Haitian neighbors, friends, and colleagues in Springfield and across the country.

    Let me be clear: the straight up lie about the Haitian community in Springfield, perpetrated and amplified by Donald J. Trump and James David Vance is nothing short of racist propaganda.

    These flagrant lies are deeply offensive. They are disgraceful, they are dehumanizing, and they are outright dangerous.

    And even though they have been completely debunked by local and state officials, including the Republican Governor of Ohio, they continue to be amplified by those who traffic in hate and those who seek to distract from their dangerous and deeply unpopular agenda.

    In Springfield, Ohio, this rhetoric has ignited a very precarious situation.

    I’m thinking daily of the thousands of Haitian families who are living in fear, facing harassment, and fearing bomb threats.

    I’m thinking of the children lying awake at night not knowing if they’ll be safe come morning.

    I’m thinking of parents consumed with worry for the safety of their babies.

    This isn’t just about Springfield. It’s about who we are as a nation.

    And we’ve seen this playbook before. Throughout our history, immigrants have been scapegoated, dehumanized, and subjected to violence.

    We must put an end to this.

    America is a nation that has always benefited from immigrants.

    It’s what has helped shaped this country.

    Generations of people fleeing violence, persecution, and instability have made the difficult journey, found a home, found work, and raised a family against all the odds.

    We should celebrate that. And Haitian immigrants are no different.

    That’s why I’m so proud to join my colleagues today, Congresswoman Sheila Cherfilus-McCormick, Congresswoman Yvette Clarke, and Congressman Maxwell Frost, and all of our colleagues here today, in introducing a powerful resolution to condemn the hate and misinformation aimed at the Haitian community and celebrate their endless contributions to our nation.

    Congressional intent is a powerful thing, and Congress must act swiftly without delay on this resolution

    As the Congresswoman for the Massachusetts 7th, I am honored to represent the third largest Haitian diaspora community in the country, and I know firsthand how vibrant, dynamic, and thriving the Haitian community is.

    I could speak at length about the contributions Haitian families make to our cultural and economic fabric.

    But I will close by saying this: to our Haitian neighbors around the nation: I see you and I stand with you.

    “This narrative about Haitian migrants that we are seeing today is based on racist policies that saw the US government detain Black Haitians in Florida and Guantanamo Bay while at the same time admitting white Cubans into the US.  The dehumanization of Black migrants is a constant thread in this country’s history – and today we see similar racial inequities with Ukrainians vs Black and brown migrants at the US southern border and within the country,” said Ronald Claude, BAJI’s Policy Director. “The question we must ask ourselves is why are Black migrants treated as a burden for this country while white migrants are welcomed?”

  • MIL-OSI USA: Slotkin Statement on Vote to Preserve Emission Rules

    WASHINGTON, D.C. – U.S. Rep. Elissa Slotkin (MI-07) released the following statement after voting against a GOP effort to repeal new regulations for emissions standards announced last spring.

    “In March, the EPA announced new emissions standards that had been drafted in close consultation with Michigan’s auto industry and Michigan’s auto workers. After responding to legitimate concerns from our auto manufacturers, the administration developed standards that were tough and aggressive, but also achievable — and earned the support of the auto industry and the UAW.

    “And as the industry has made clear, the standards ensure that American consumers can choose the car that’s right for them – no matter how it’s powered. It’s essential that we preserve that choice while also positioning America – and Michigan – to build the cars of the future. Someone is going to build that next generation of cars, and I will always push for it to be the United States and not China, which is working to dominate the international market. The attempt by House Republicans today to reverse these standards would do nothing to help Michigan automakers or workers, and would in fact create even more chaos and confusion for the industry when what they have asked for is consistency and stability. I will continue to work with industry and labor leaders to ensure that the cars and trucks of the future are made in America and in Michigan.”

    The standards apply to vehicles across the on-road sector, including light-duty passenger passenger cars, light trucks, and medium-duty vehicles. In March, Slotkin applauded the administration for working with both the auto industry and auto workers when developing the standards.

    WASHINGTON – Today, Congresswoman Susie Lee (NV-03) announced more than $4 million in federal investments to help small businesses in key sectors of the economy grow and hire new workers. The investment is being awarded to the Nevada Governor’s Office of Economic Development through the State Small Business Credit Initiative (SSBCI) Investing in America Small Business Opportunity Program (SBOP). 

    SBOP provides funding to connect underserved and small businesses to the financing needed to participate in key supply chains, including electric vehicle manufacturing, semiconductor manufacturing, construction, transportation, clean energy generation, and more. It was designed to catalyze additional private sector investment by supporting small business technical assistance services. 

    “Small businesses and their workers are the lifeblood of our economy and our communities,” said Congresswoman Susie Lee. “I will always fight to bring back the federal dollars southern Nevada small businesses need to grow so we can create more local, good-paying jobs right here at home.”

Last Sunday, Wilson scored 29 points for the Las Vegas Aces in an 84-71 victory over the Connecticut Suns, with her record-breaking 1,000th point coming in the final minutes of the fourth quarter.

  • MIL-OSI USA: Pappas, Jacobs, Levin Reintroduce Legislation to Address Harmful Impact of “Don’t Ask, Don’t Tell”, Guarantee VA Benefits for LGBTQ+ Veterans

    On the 13th anniversary of the full repeal of “Don’t Ask, Don’t Tell” (DADT), Congressman Chris Pappas (NH-01), member of the House Veterans’ Affairs Committee and Co-Chair of the Equality Caucus, alongside Congresswoman Sara Jacobs (CA-51) and Congressman Mike Levin (CA-49) reintroduced theSecuring the Rights our Veterans Earned (SERVE) Act to guarantee and protect VA benefits for LGBTQ+ veterans discharged from the Armed Forces due to their sexual orientation or gender identity. 

    During DADT, many LGBTQ+ veterans who were discharged because of their sexual orientation or gender identity received Other Than Honorable (OTH) or Entry-Level Separation (ELS) discharges, preventing access to VA health care and benefits such as education, burial and memorial services, and home loans. Since its repeal in 2011, impacted veterans appealing for VA benefits have reported a prolonged and burdensome process, often requiring the use of a lawyer, to seek the respect and benefits they earned. Additionally, far too many veterans discharged under DADT are still unaware they can seek an upgrade or where to start the process.

    The SERVE Act would take critical steps to address this problem by:

    • Extending VA benefits eligibility to veterans who received an “Other Than Honorable” discharge or entry-level separation solely due to their sexual orientation or gender identity, including medical and disability benefits, pensions, veteran center readjustment counseling and mental health services, burial benefits, educational benefits, and housing loans.
    • Requiring VA to conduct outreach to veterans who may be eligible for VA benefits under the legislation and to conduct outreach to Veterans Service Organizations (VSOs) and military service organizations about the new eligibility criteria.
    • Requiring VA to report to Congress on the benefits provided under the legislation during the first year of enactment, including the number and demographic information of individuals who received such benefits.

    “Veterans and their families deserve our thanks and gratitude for their service and sacrifice. It’s deplorable that LGBTQ+ service members and veterans ever suffered from the discriminatory policies of ‘Don’t Ask, Don’t Tell’, and that thirteen years since its repeal, countless veterans continue to be impacted by this injustice, affecting the benefits and care many rightfully deserve for serving our country,” said Congressman Pappas. “Today I’m re-introducing the SERVE Act which would take important steps to ensure LGBTQ+ service members who were unjustly discharged receive the benefits they earned.”

    “Anyone who has served and sacrificed so much for our country should have full access to their VA benefits,” said Congresswoman Sara Jacobs, Vice Chair of the Congressional Equality Caucus. “But even 13 years since the repeal of the discriminatory ‘Don’t Ask, Don’t Tell’ policy, many LGBTQ+ veterans are still denied their VA health care and benefits because of who they are and who they love. We owe our veterans so much more than this. I’m proud to co-lead the SERVE Act to right this wrong and provide the care and benefits our LGBTQ+ veterans have rightfully earned.”

    “The discriminatory Don’t Ask, Don’t Tell policy wrongfully ended the military careers of thousands of service members and, although it is no longer in place, its consequences are still felt today. Veterans discharged under Don’t Ask Don’t Tell are being denied the benefits they rightfully earned, and we must correct this wrong. I’m proud to co-lead this important legislation that will unlock VA benefits for veterans who were wrongfully discharged under Don’t Ask, Don’t Tell. Those who serve our country deserve the upmost respect and gratitude, regardless of their sexual orientation. We must grant them the benefits they deserve. I thank Rep. Pappas for his leadership and look forward to moving this bill through the legislative process,” said Congressman Levin.

    The legislation has been endorsed by Equality California, Human Rights Campaign, Minority Veterans of America (MVA), Modern Military Association of America (MMAA), and Silver State Equality.

    “For decades, the selfless service of our nation’s LGBTQ+ veterans has been diminished by unequal treatment, rooted in discriminatory regulations. Many LGBTQ-identifying veterans left service involuntarily, and often without the ability to access benefits and services that were largely available to cisgender and heterosexual veterans. Now that discriminatory policies are relics of the past, we must do the work necessary to ensure that our community receives those benefits and services. We applaud Congressman Pappas and the sponsors of this Bill for their dedication to righting historic wrongs and advocating for our most marginalized and underserved populations,” said Peter Perkowski, Legal & Policy Director, Minority Veterans of America.

  • MIL-OSI USA: Fleischmann Votes to Increase Secret Service Security of Former President Donald J. Trump and Other Presidential Candidates

    Washington, D.C. – Today, U.S. Representative Chuck Fleischmann (TN-03) voted to pass H.R. 9106, the Enhanced Presidential Security Act of 2024, which directs the United States Secret Service (USSS) to use the same uniform standards to determine the number of agents and resources in a protection detail for Presidents, Vice Presidents, and major Presidential and Vice Presidential candidates. As the current Republican nominee for President of the United States, this essential legislation would increase protection for former President Donald Trump. Congressman Fleischmann released the following statement after passing the Enhanced Presidential Security Act of 2024.

    “Like all decent Americans, I am horrified and enraged that there have been two assassination attempts against President Trump in the past two months. Violence against any person or political figure running for office or currently holding office is antithetical to who we are as Americans and what this great democratic republic stands for. The fact that there have now been two attempts to assassinate President Trump is beyond egregious, and more must be done by the Secret Service to protect the lives of the current President of the United States and the nominees running to be our next President and Vice President,” said Representative Fleischmann.

  • MIL-OSI USA: Fleischmann, Blackburn Lead Tennessee Delegation in Resolution Celebrating Scarboro 85

    Washington, D.C. – Today, U.S. Representative Chuck Fleischmann (TN-03) and U.S. Senator Marsha Blackburn (R-TN) led the entire Tennessee Congressional Delegation in introducing a resolution celebrating the role of 85 students from the Scarboro neighborhood in Oak Ridge, Tennessee, in the desegregation of public schools following the Supreme Court’s landmark decision in Brown v. Board of Education.

    On September 6, 1955, these 85 African American students – known as the “Scarboro 85” – entered all-white classrooms in Oak Ridge High School and Robertsville Junior High, becoming the first public schools in the Southeast region to integrate and implement the ruling of the Supreme Court.

    “The moment the Scarboro 85 desegregated two public schools in Oak Ridge, the first school desegregation anywhere in the Southeast, a new chapter in America’s history began – a chapter where the fundamental truth of America envisioned by our Founders that ‘all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness’ was fulfilled. The Scarboro 85 are heroes, and every American should know their story from coast to coast. I am honored to join Senator Blackburn and my Tennessee Congressional colleagues to honor the Scarboro 85 and the brave and noble work they did to make our state and nation a better place for every Tennessean and American,” said Representative Fleischmann.

    “The Scarboro 85 made the monumental first step in integrating schools in Tennessee and the Southeast region.   • MIL-OSI USA: Houlahan Questions Biden Administration on Israeli bombings in Gaza humanitarian zone

    WASHINGTON, D.C. – Today, Representative Chrissy Houlahan (D-PA) sent a letter to President Joe Biden asking for more information on the IDF’s use of 2,000-pound bombs in a densely populated humanitarian zone southwest of Khan Younis on September 10. Houlahan asked President Biden if the bombs were U.S.-made and, if so, if they were sent prior to the U.S. embargo on these weapons in May. She also asked for details on the Biden Administration’s efforts to encourage Israeli Prime Minister Netanyahu to stop using these weapons, especially in densely populated civilian areas, and urged him to have these critical conversations.  

    “I have dedicated my life to national security and service and believe our nation’s values are a source of credibility and power. I know from personal experience that you cannot destroy a terror ideology with military force,” Houlahan said in the letter. 

    This comes after Houlahan sent a letter in December 2023 to the Biden Administration with a group of her colleagues expressing their concern about Israel’s military strategy, and today, she shared her concern over little progress on that issue. 

    In today’s letter, Houlahan said, “As this war has continued, I have seen no appreciable changes in Israel’s strategy and in fact, the civilian death toll and humanitarian crisis in Gaza has continued.”

    Dear President Biden, 

    Thank you for your leadership and continued efforts both to support our ally Israel, and to bring an end to the war in Gaza. As a member of the Intelligence and Armed Services Committees, and a former member of the Foreign Affairs Committee, I appreciate your commitment to finding a solution that will ensure a lasting peace and a durable two-state solution. I continue to be deeply concerned, however, by Prime Minister Netanyahu’s ongoing military strategy, including the IDF’s use of 2,000-pound bombs in a densely populated humanitarian zone southwest of Khan Younis on September 10, 2024. 

    Last December, I sent you a letter alongside a group of my colleagues expressing our concern about Israel’s military strategy in this conflict, noting then that we believed it jeopardized efforts to destroy the terrorist organization Hamas and secure the release of all hostages. As this war has continued, I have seen no appreciable changes in Israel’s strategy and in fact, the civilian death toll and humanitarian crisis in Gaza has continued. This recent bombing on September 10 is particularly alarming because your Administration paused the shipment of 2,000- and 500-pound bombs to Israel in May 2024 due to concerns about usage in densely populated civilian areas. Though I am thankful that your Administration has continued to withhold 2,000-pound bombs, I 

    have concerns about the origins of the weapons used on the al-Mawasi humanitarian zone. 

    I ask if your Administration is aware of if the 2,000 bombs used on September 10 were U.S.-made, and if so, is it your belief that these weapons were sent prior to the embargo in May? More specifically, do you know when exactly these weapons were sent? Given the continued pause on 2,000-pound bombs, has your Administration expressed your concern about the use of these weapons, especially on densely populated civilian areas, to Prime Minister Netanyahu? I encourage you to have those conversations if you haven’t already and support continued embargoes of heavy bombs. 

    Over the last 11 months, civilians across Gaza have been told by the Israeli government and the IDF to evacuate to al-Mawasi for safety. Hundreds of thousands occupy the 16-square mile area. I understand the difficult nature of this conflict, as Hamas is not using strategies that protect the lives of the Palestinian people. However, the use of heavy bombs on one of the only remaining humanitarian zones in Gaza with a high concentration of civilians is not in line with U.S. values and does not advance the cause of security for Israel or protect innocent civilians from catastrophic harm. 

    To restate from the December letter, I have dedicated my life to national security and service and believe our nation’s values are a source of credibility and power. I know from personal experience that you cannot destroy a terror ideology with military force. 

    As we reach the solemn anniversary of the horrific tragedy that took place on October 7, 2023, with more than 100 people (including Americans) still held captive by Hamas, it is past time that this war comes to an end. Hamas’ recent change in strategy calling for hostages to be executed if the IDF gets close, as we saw with the death of six hostages including American Hersh Goldberg-Polin, underscores this immediate need. 

    I appreciate your steadfast efforts to secure a hostage and ceasefire deal, and your leadership in bringing both Israel and Hamas to the negotiating table. I urge you to continue doing all that you can to pressure Prime Minister Netanyahu and the leaders of Hamas to reach a deal that ensures the return of all remaining hostages and works towards a peaceful, two-state solution which allows Palestinians to be free from the terrorist organization Hamas and where Israelis can live without fear of another October 7. As a Member of Congress, I remain committed to supporting your Administration in those efforts.
