    by Cosimo GrazianiKazan (Agenzia Fides) – The next BRICS Summit will take place from 22 to 24 October in the Russian city of Kazan.The geopolitical and economic alliance known as BRICS takes its name from the initials of its original founding countries: Brazil, Russia, India and China joined in 2006, while South Africa joined in 2010.Now the BRICS network is gradually expanding. Similar to last year’s summit in South Africa, this time too there are a number of countries that want to join the group.In Johannesburg, Ethiopia, the United Arab Emirates, Iran, Egypt and Saudi Arabia were admitted as new members.This year Turkey, Azerbaijan and Malaysia, which have submitted formal applications for membership in recent weeks, could join. But the list of countries seeking to join or being courted by the current members is long: Thailand is very interested in joining, China is pushing for Kazakhstan to join, and Algeria is expected to join, which was due to join last year but was blocked by an Indian veto.All the new countries applying to join have great geopolitical weight: Turkey and Azerbaijan are involved in the political changes in Europe and Asia, while Malaysia is a member of ASEAN, an organization that has been able in recent years to carve out an exceptional economic role for itself in a context such as the Indo-Pacific region, where the giants India and China are located.Analysts say Turkey’s application for membership is linked to its chances of gaining the desired accession to the European Union, a process in which negotiations have been stalled for about six years now. This reading is confirmed by comments made by Turkish Foreign Minister Hakan Fidan in a broadcast to Turkey’s Anadolu Agency on Thursday, September 19. “If our economic integration into the European Union had been crowned with membership that went beyond the customs union, we might not be embarking on this kind of search on many issues,” Fidan said.For Azerbaijan, the accession would be the final recognition of its new status as a medium-sized power at the international level, as it would take place in the same year that Baku is organizing the Cop29 on the environment and thus can also influence the global agenda to combat climate change, despite being an oil-producing country.Finally, Malaysia hopes to join the bloc to be able to act more freely in its trade relations: as explained on the website of The Diplomat magazine, Malaysia would use its membership to maintain political relations that are not too unbalanced with its trading partners, to ensure a fair distance with everyone, and to present itself as a “bridge” between this organization and ASEAN.New members mean new international weight for the organization. But such an accelerated expansion of membership also raises doubts about the real benefits that members hope to gain. Up front, there is the problem of the procedures for admitting a new candidate. As seen in the case of Algeria last year, the weight of individual states in the final decisions is still enormous, and there are no defined criteria for admission.Suffice it to say that Malaysia’s application letter was sent to Russia and not to a special body, a sign that the decision will be strongly influenced by the interests and assessments of the country organizing the summit this year.This hypothesis is confirmed by China’s announcement last July that it would admit Kazakhstan to the organization: Beijing obviously did so because it has a strong interest in integrating Kazakhstan into the organization over the other members. This year, the acceptance of the candidacy of Turkey and Azerbaijan comes at a very convenient time for Russia, as it is involved in various issues in Europe and the Caucasus, and the acceptance of Malaysia is to be seen in a dialectical relationship with the Western world in terms of enlargement.An enlargement that depends too much on the specific interests of the country organizing the summit risks making membership unbalanced in certain geographical contexts, quite unlike the “diffuse” and “balanced” enlargement that was clearly one of the selection criteria last year. This year, Eurasia is at the heart of the process, while the Indo-Pacific plays a secondary role and Africa, the Middle East and South America are left out. This would mean a reorientation towards these contexts next year, with the uncertainty that the respective relations between individual candidates and member states could slow down or block the process.Such a dynamic affects the enlargement process, but also calls into question the very nature of the organization: what does BRICS want to be? An alternative to Western organizations or just an economic platform? One answer to this question seems to be the solution found with Algeria after last year’s rejection: the country first joined the “New Development Bank” the BRICS banking institution, which also includes a South American country that has so far refused to join the bloc, such as Uruguay. Applying this solution of partial or reduced membership to other countries in the future would weaken the idea of BRICS as an alternative to the West and its international importance.     The following is the full text of Dr Boucher’s comments quoted in today’s News Letter.

    “One of the curious things about the Northern Ireland economy since the introduction of the Protocol/Windsor Framework has been that services have done so much better than manufacturing. This is odd because the Protocol/Windsor Framework pertains to goods and not services, offering the goods component of the Northern Ireland economy the unique opportunity of ‘Dual Market Access.’ In this context one would have expected that the biggest winner since January 2021 would have been our manufacturing sector. Speaking on the View this week, the Economy Minister was challenged on this point but struggled to provide a convincing answer.

    “Dual market access is spoken of as if Northern Ireland has been afforded a uniquely privileged position because we are blessed with the opportunity of being located in two markets at the same time. Being part of a market means being able to move goods freely within it (having unfettered access) without having the expense of negotiating a customs or international SPS border. Dual Market Access was about getting this benefit for Northern Ireland both in terms of the rest of the UK and the Republic of Ireland/EU. There is, however, a small problem. The Windsor Framework does not provide Dual Market Access and can no more do so than it can provide a square circle.

    “What the Windsor Framework actually offers us is access to the Republic of Ireland/EU without having to engage with the expense of crossing a customs and international SPS border, but the price of this is the erection of a customs and international SPS border within the UK, separating Northern Ireland and Great Britain. Of course, trade can still take place within the UK between GB and NI, but there is no way of crossing the border – whether you use the Green or the Red Lane – without having an export number and having to negotiate the expense of a customs border and an international SPS border. The only concession here is that if your goods are eligible for the Green Lane, which requires negotiating additional hurdles like becoming a trusted trader, some of the other processes are made a bit simpler.

    “In response to this some might say, well, even if we don’t enjoy real dual market access, to the extent we get the benefit of being able to move goods freely within one economy, together with the option of accessing another economy for some purposes via a Green Lane which is less burdensome, surely that is a net gain? That might sound like a net gain but there are three huge problems.

    “First, up until 2020 Northern Ireland operated as a fully integrated part of the UK economy and the 67 million people in GB are our closest and most important market which we can now access subject to an international customs and SPS border. Whatever economic advantages there are of getting unfettered access to the Republic are more than offset by finding that, even in the Green Lane, our access to our main market is now fettered by a customs and international SPS border. Second, many businesses don’t regard the Green Lane as simpler and are opting either for the Red Lane or ceasing to trade with Northern Ireland. Third, our inclusion in the same single market for goods as the Republic, notwithstanding our remaining in the UK, means that we are now subject to the indignity of disenfranchisement, of having our laws made for us by 27 other countries in 300 different areas, laws that are made for us by a foreign Parliament in which we have no representation.

    “Far from presenting us with the best of both worlds, this is plainly the worst of both worlds.

    “If the UK Government had insisted on Mutual Enforcement, the means of managing the UK-ROI land border that did not involve partly disenfranchising 1.9 million of its citizens, one would expect that not only would our services sector have flourished since January 2021 but that our manufacturing sector would have also performed significantly more strongly since then.“

    The African Development Bank Mozambique Country Office (www.AfDB.org) held a special ceremony on Monday to celebrate the institution’s 60th anniversary in Maputo, showcasing decades of partnership and development impact across Africa.

    The commemoration, under the theme, “60 Years of Making a Difference” brought together government officials, development partners, and key stakeholders to reflect on the Bank’s journey and its contribution to the southern African nation’s growth.

    In his keynote address, Mozambique’s Prime Minister and Minister of Economy and Finance, Adriano Maleiane, who also serves as the Bank’s Governor for Mozambique, hailed the Bank as a crucial partner in the country’s transformation.

    “The African Development Bank continues to be an essential partner in promoting transformative change and fostering sustainable development across the continent,” he said. “I am confident that our partnership will continue to strengthen and that together we will achieve our shared vision of a prosperous and sustainable Mozambique and Africa.”

    Mateus Magala, Minister of Transport and Communications and a former Vice President for Corporate Services and Human Resources at the Bank, shared his reflections on the significance of the 60-year milestone. “It is a great honor to be here as a former bank staff, and experience this wonderful moment of 60th anniversary of the Bank. In serving the bank, I found a purpose beyond profit: a cause and mission to uplift the African continent.” He emphasized: “We must all commit to addressing Africa’s development challenges and contributing to a better world by eradicating poverty and promoting economic development. The African Development Bank provides a clear path forward, offering a platform for those seeking purpose, direction, and a collective mission. Together, we can drive Africa’s transformation.”

    Macmillan Anyanwu, Interim Country Manager of the Bank in Mozambique, opened the ceremony, highlighting the institution’s transformative impact on the country and its enduring partnership with the government.

    “As we celebrate six decades of achievements, we must not lose sight of the challenges ahead,” Anyawu said, citing issues such as climate change, conflict, poverty and inequality, macroeconomic instability, and rising debt. “I wish to reaffirm the Bank’s commitment to work alongside the Government of Mozambique and other development partners to tackle these challenges.”

    The Bank has been active in Mozambique since 1977, and in 2006, it established a representative office in the country to deepen its engagement. Over the years, the bank has approved over 130 projects for Mozambique, amounting to about $3.8 billion. Ongoing portfolio includes projects worth $1.3 billion, focusing on critical sectors such as agriculture, energy, transportation, water and sanitation, social services, finance, and governance.

    The President of the Council of Ministers, Giorgia Meloni, has had a number of telephone conversations over the last few hours with the Minister of Foreign Affairs, Antonio Tajani, the Minister of Defence, Guido Crosetto, and the delegated authority for the security of the Republic, Undersecretary of State Alfredo Mantovano, regarding the developments in the crisis in Lebanon.

    Despite being dramatic, the situation of our compatriots, military personnel and civilians currently in Lebanon remains unchanged compared with the previous days. In line with its position thus far, Italy confirms the need for all diplomatic efforts to be made to reopen channels of dialogue between the parties to the conflict.

  • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected cannabis buds worth about $3.8 million (with photo)

         Hong Kong Customs yesterday (September 27) detected one dangerous drugs case at Hong Kong International Airport and seized a total of about 14 kilograms of suspected cannabis buds, with a total estimated market value of about $3.8 million.

         Through risk assessment, Customs yesterday inspected a batch of air cargo consignment, declared as carrying vegetables and fruits, arriving in Hong Kong from Thailand. Upon inspection, among 53 carton boxes of goods, 2 were found containing dried seafood and mingled with the batch of suspected cannabis buds. A 58-year-old male consignee, who was suspected to be connected with the case, was subsequently arrested.

         After a follow-up investigation, Customs officers yesterday mounted a controlled delivery operation in Kowloon City, and arrested a 43-year-old female, suspected to be connected with the case.

         An investigation is ongoing. The likelihood of further arrests is not ruled out.

         Customs reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items in and out of Hong Kong. They are also reminded not to carry unknown items for other people.

         Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

         Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 2545 6182 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

    The US and Iraq have announced the Global Coalition against Daesh’s military mission will draw to a close over the next 12 months.

    The US and Iraq have announced the Global Coalition against Daesh’s military mission will draw to a close over the next 12 months. The terrorist organisation has been territorially defeated in Iraq.

    The UK will continue to support the security of Iraq, as the Global Coalition enters a new phase. The UK will work closely with our Iraqi partners to develop an enduring bilateral relationship during the coming months, as part of the transition to a new security and defence partnership with Iraq.  

    Operation Inherent Resolve was established in 2014 to advise, assist and enable partner forces to secure the lasting defeat of Daesh and establish enduring security cooperation. This mission operates under The Global Coalition Against Daesh, consisting of 87 partners (82 governments and five member organisations).

    During the last decade, the UK has played a leading role through Operation SHADER, the UK’s contribution to Op Inherent Resolve. At the invitation of the Iraqi government, UK forces provided valuable support, training and assistance to more than 111,000 members of the Iraqi Security Forces (ISF), including more than 21,000 of the Kurdish Peshmerga, in crucial infantry, weapons maintenance, counter-IED, medical and engineering skills.

    The RAF have also conducted more than 10,000 sorties striking more than 1400 targets, as well as providing critical surveillance and reconnaissance in support of ISF ground operations. 

    We pay tribute to the professionalism of UK personnel who have played their part in the Global Coalition. 

    Thanks to the bravery and effectiveness of the Iraqi Security Forces, Peshmerga and the coalition’s continued commitment, Daesh has been territorially defeated in Iraq. The ISF has enabled the restoration of critical services for communities and the rehabilitation of conflict affected areas. With these core aims achieved, the process of moving to new security arrangements under Iraqi leadership can commence.

    Working alongside our global coalition partners, the UK remains committed to ensuring the global defeat of Daesh and its violent ideology. Our commitment to the security of Iraq and the wider region remains unwavering and we will look to develop a bilateral relationship that supports long-term stability in Iraq.

    The Prime Minister, Justin Trudeau, today issued the following statement on International Safe Abortion Day:

    “Abortion is health care. Family planning is health care. It’s that simple.

    “On International Safe Abortion Day, we unequivocally reaffirm every woman’s right to make decisions about their body, their life, and their future. We reflect on the freedoms won by women. We recommit to the progress we can’t risk losing. And we fight – tooth and nail – to protect a woman’s right to choose.

    “Our government is proudly pro-choice and always will be. That’s why we’re taking action to expand sexual and reproductive health (SRH) care across the country. With the Sexual and Reproductive Health Fund, we are removing barriers, increasing access to these critical services, and supporting community organizations across Canada to help deliver this care. Funding includes projects to increase access to safe abortion services for women, youth, and Indigenous, racialized, and 2SLGBTQI+ communities.

    “Being pro-choice doesn’t just mean we support the right to choose. It also means we increase the choices available for women. Earlier this year, our government announced Bill C-64, the first phase of our pharmacare plan, which includes universal coverage for a range of contraception. With $1.5 billion in federal investments, we’re making contraception medications and devices free – from birth control pills, to IUDs, to implants, to the morning-after pill – so women are free to choose if, when, and how they plan their family. With this coverage, nine million women will have more choices and, importantly, more affordable choices – so their right to reproductive freedom isn’t restricted by cost. Earlier this month, we jointly announced with the Government of British Columbia our intent to work together to improve contraception and diabetes coverage for residents of British Columbia. Once Bill C-64 is passed, we intend to enter formal negotiations, and we encourage all provinces and territories to sign on.

    “Our commitment to increasing access to safe SRH services extends beyond our borders. As part of our 10-year commitment to global health and rights, we are making transformative investments to support comprehensive sexual and reproductive health and rights for women and girls around the world. In 2022-23 alone, our global investments to support safe abortions and post-abortion care increased by over 50 per cent. And with our Feminist International Assistance Policy, we’re playing a leadership role on the world stage to strengthen gender equality and share the message – through action and engagement – that sexual and reproductive care is health care.

    “As threats to women’s rights increase around the world, some march in celebration. Some divest and defund health services. Some may say one thing, but their actions demonstrate another. And some choose to stay silent, almost ashamed to speak up for reproductive health.

    “We will not. Because no government or politician should tell a woman what she can and cannot do with her body. On this International Safe Abortion Day, and every day, we move forward on our commitment to building a safer, fairer, and more prosperous future for everyone.”

    The Government of Canada recently launched online resources on SRH-related topics, including abortion, gender affirming care, and other sexual health care information. These resources are intended to improve access to accurate SRH information for Canadians.

    During World War II, a small operational detachment from the Office of Strategic Services parachuted behind enemy lines into the German-controlled French Alps to arm, train, and organize the French resistance fighters on August 1, 1944.

    #Marine Maj. Peter Ortiz led the OSS team of five other Marines, an Army Air Corps Captain, and a French resistance fighter wearing a Marine Corps uniform.

    The operation ultimately led to them being surrounded by German forces in the town of Centron, where the team willingly surrendered to save the local civilian population. Eighty years later, their actions are remembered by U.S. and French service members and civilians.

    Saudi Arabian authorities have put to death over 198 individuals so far in 2024, the highest number of executions recorded in the country since 1990, Amnesty International said today.

    Despite repeated promises to limit the use of the death penalty, Saudi authorities have ramped up executions while routinely failing to abide by international fair trial standards and safeguards for defendants. Executions for drug-related crimes soared this year, with 53 carried out so far – with an average of one execution every two days in July alone – rising from just two drug-related executions in 2023. Authorities have also weaponised the death penalty to silence political dissent, punishing citizens from the country’s Shi’a minority who supported “anti-government” protests between 2011 and 2013.

    “Saudi Arabia’s authorities are pursuing a relentless killing spree displaying a chilling disregard for human life while promoting an empty-worded campaign to rebrand their image,” said Agnès Callamard, Amnesty International’s Secretary General.

    “The death penalty is an abhorrent and inhuman punishment which Saudi Arabia has used against people for a wide range of offences, including political dissent and drug-related charges following grossly unfair trials.     The bustling sound of dough kneading fills the air at Pierre Gbenou Tito Dossou’s bakery in Okoun-Sèmè, Benin, as the once energy-starved business now hums along smoothly. Orders for bread, croissants, and chocolate pastries are met on time, a feat Dossou attributes to a newly stable power supply.

    “I struggled with electricity shortages for over a decade,” Dossou explains, reflecting on the bakery’s early years. “Generators didn’t work, and I couldn’t connect to the grid because our area was too remote. I had to rely on weak power from neighboring connections.” His fortunes changed last year (2023) when new pylons and a large transformer brought reliable electricity to his district.

    “I felt like I won the lottery,” Dossou said with a smile. The new infrastructure brought streetlights, safer streets, and individual electric meters. “Since then, our work has been seamless. And even burglars have reduced,” he adds.

    Other residents like Moussa Moudachirou, who is in his early 30s, have also experienced a positive shift. “Before, we had to borrow electricity from neighbors, but now we’re connected to our own meter at home,” he says. Now, with his own digital and economical meter, his family’s expenses have halved. “We now last three weeks on a 5,000 FCFA top-up card,” Moudachirou explains, expressing gratitude to the project’s donors while urging them to extend the benefits to others.

    The Dossou and Moudachirou families are some of the beneficiaries of Benin’s Sub-Transmission and Distribution System Restructuring and Extension Project, which aims to improve electricity access in the West African country. The project is funded by the African Development Fund, the concessional window of the African Development Bank Group, which provided a $9.08 million loan and a $7.28 million grant, alongside a $17.79 million loan from the French Development Agency. The Benin government contributed $3.68 million.

    Launched in 2018 and slated for completion in late 2025, the project is set to increase access to electricity across Benin’s major cities and secondary towns, such as Abomey, Bohicon and Lokossa. In addition to expanding access, the project aims to improve the quality of the electricity supply and cut energy waste. In 2015, it was estimated that the Electricity Corporation of Benin’s networks were losing 23 percent of their energy.

    For many like Mouniratou Tiamiou, who once endured frequent power cuts, life has vastly improved. “Brownouts damaged our appliances, and burglars took advantage of the darkness. But since the project lit up the area, we have had no problems,” she says, thankful for the newfound security and stability the electricity project has brought to her home.

    As Okoun-Seme’s businesses thrive and homes become more secure, the project is proving to be a vital boost for Benin’s energy landscape.

    The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe.

    Public Assistance (Category B) emergency protective measures, including direct Federal assistance will be provided at 75 percent Federal funding for the counties of Carter, Johnson, and Unicoi.

  • MIL-OSI Global: Brown bananas, crowded ports, empty shelves: What to expect if there’s a big dockworkers strike in the US

    Whether you’re buying a can of sardines or a screwdriver, getting products to consumers requires that supply chains function well.

    The availability of labor is essential in each link of the supply chain. That includes the workers who make sure that your tinned fish and handy tools smoothly journey from their point of origin to where they’ll wind up, whether it’s a supermarket, hardware store or your front door.

    Amazingly, 90% of all internationally traded products are carried by ships at some point. At the height of the COVID-19 pandemic, it was hard not to notice the supply chain disruptions. For U.S. ports, there were many bouts of congestion. Demand for goods that were either more or less popular than they would normally be became volatile. Shortages of truckers and other freight service providers wreaked havoc on land-based and maritime transportation networks.

    Consumers became exasperated when they saw all the empty shelves. They endured price spikes for items that were suddenly scarce, such as hand sanitizer, computer equipment and bleach.

    I’m a scholar of supply chain management who belongs to a research group that studies ways to make supply chains better able to withstand disruptions. Based on that research, plus what I learned while writing a book about labor and supply chains, I’m concerned about the turmoil that could be around the corner for cargo arriving on ships.

    Concerns over pay and technology

    The International Longshoremen’s Association’s six-year contract with the East Coast and Gulf Coast ports will expire on Sept. 30, 2024, at midnight unless the two sides reach an agreement before that deadline. Without a breakthrough, the 45,000 port workers intend to take part in a strike that would paralyze ports from Maine to Texas.

    Should they walk off the job, it would be the first such work stoppage for the East Coast ports since 1977.

    Labor and management disagree over how much to raise wages, and the union also wants to see limits on the use of automation for cranes, gates and trucks at the ports in the new contract. The union is seeking a 77% increase in pay over the next six years and is concerned that jobs may be lost because of automation.

    Dockworkers on the West Coast, who are not on strike, are paid much higher regular wages than their East Coast and Gulf Coast counterparts who are preparing for a strike. The West Coast workers earn at least an estimated US$116,000 per year, for a 40-hour work week, versus the roughly $81,000 dockworkers at the East Coast and Gulf Coast ports take home, not counting overtime pay.

    Management is represented in the talks by the U.S. Maritime Association, which includes the major shippers, terminal operators and port authorities.

    What to expect if there’s a strike

    As many as 36 ports would have to stop operating if a strike happens, blocking almost half of the cargo going in and out of the U.S. on ships.

    If the strike lasts just a day, then it would not be noticeable to a typical consumer. However, businesses of all kinds would no doubt feel the pinch. J.P. Morgan estimates that a strike could cost the U.S. economy $5 billion every day.

    Even if only a one-day strike happens, it could take about five days to straighten out the supply chain.

    If a strike lasts a week, the results would quickly become apparent to most consumers.

    Some shipping companies have already begun to reroute their cargo to the West Coast. Even if there’s no strike at all, costs will rise and the warehouses could run out of room.

    The effects on everything from bananas and cherries to chocolate, meat, fish and cheese could be severe, and the shipping disruption could also hamper trade in some prescription drugs if the strike lasts at least a week.

    If the strike were to last a month or more, supplies needed by factories could be in short supply. Numerous consumer products would not be delivered. Workers would be laid off. U.S. exports, including agricultural ones, might get stuck rather than shipped to their destinations. Inflation might increase again. And there would be a new bout of heightened economic anxiety and uncertainty – along with immense financial losses.

    All the while, West Coast ports would face unusually high demand for their services, wreaking havoc on shipping there too.

    Yes, we’d have no bananas

    My research group’s latest work on supply chain disruptions and the effects of various transportation disruptions, including delays, quantifies the impact on the quality of fresh produce. We did a case study on bananas.

    This isn’t a niche problem.

    Bananas are the most-consumed fresh fruit in the U.S.

    Many of the bananas sold in the U.S. are grown in Ecuador, Guatemala and Costa Rica. About 75% of them arrive at ports on the East and Gulf coasts.

    Although bananas are relatively easy to ship, they require appropriate temperatures and humidity. Even under the best conditions, their quality deteriorates. Long delays will mean shippers will be trying to foist mushy brown bananas on consumers who might reject them.

    Alternatively, banana growers may opt to find other markets. It’s reasonable to expect to find fewer bananas and much higher prices – possibly of a lower quality. Flying bananas to the U.S. would be too expensive to sustain.

    Fresh meat and other refrigerated foods could spoil before they can complete their journeys, and fresh berries, along with other fruits and vegetables, could perish before reaching their destinations.

    If there’s a port strike, tons of fresh produce, including bananas, that would arrive after Oct. 1 would end up having to be discarded. That is unfortunate, given the rising food insecurity rate in the U.S.

    1947 Taft-Hartley Act

    More than 170 trade groups are urging the Biden administration to intervene at the last minute to avoid a strike.

    The government can invoke the 1947 Taft-Hartley Act, which allows the president to ask a court to order an 80-day cooling-off period when public health or safety is at risk.

    However, President Joe Biden reportedly does not plan to invoke it – even as he urges the two sides to settle their differences.

    So if you’re planning to bake banana bread or were thinking you might get an early start on your holiday shopping, I’d advise you to make those shopping trips as soon as possible – just in case.

To understand the Bishop’s statement, it is necessary to look back at the recent history of his diocese.The diocese of Ahiara was the subject of a controversial episcopal appointment after Peter Ebere Okpaleke was appointed as local bishop by Pope Benedict XVI on December 7, 2012, (see Fides, 7/12/2012). Given the strong opposition in the diocese to which he was assigned, Bishop Okpaleke was unable to take office.On June 8, 2017, during a private audience with a delegation from the diocese, Pope Francis expressed his “deep regret” for the matter (see Fides, 9/6/2017) and asked “that every priest or church official incardinated in the diocese of Ahiara, both those who reside there and those who live and work elsewhere or abroad, write me a letter asking for forgiveness; everyone should write to me individually and personally; we must all share this pain.In this letter1. obedience to the Pope must be expressed unequivocally, and2. the writer must be ready to recognize the bishop whom the Pope sends and appoints.3. On the penultimate day of the Apostolic Journey to the heart of Europe, Pope Francis meets the Bishops, priests, deacons, consecrated men and women, seminarians and pastoral workers of Belgium in the Basilica of the Sacred Heart of Koekelberg, offering the local Catholic community, and the entire Western Church, a profound reflection on what he himself defines as a “crisis of faith” that the West itself is experiencing. A crisis, the Pontiff underlines, which is pushing the Catholic community “to return to the essential, that is, to the Gospel, so that the good news that Jesus brought into the world may be announced again to everyone, making all its beauty shine”. But Christ, he points out, is not a negative experience, on the contrary it is “a time that is offered to us to shake ourselves, to question ourselves and to change.     Deputy Prime Minister Alexander Novak took part in the Youth Day as part of the international forum “Russian Energy Week”, which traditionally brings together representatives of the youth community – schoolchildren, students, postgraduates and young specialists in the fuel and energy sector.

    The Youth Day was held in the format of the intellectual game “Who Wants to Become an Energy Specialist”, co-hosted by Alexander Novak.

    Three teams took part in the game, which included managers and representatives of key companies in the industry and students from specialized universities.

    The oil and gas industry was represented by the Chairman of the Management Board of PJSC Gazprom Neft Alexander Dyukov and a first-year master’s student in the Oil and Gas Engineering program at the Tyumen Industrial University Maria Sivkova. The mining industry team included Vladimir Rashevsky, a member of the Supervisory Board of the NP Market Council Association, and Ilya Stepanov, a fifth-year student in the Transport Systems of Mining Production program at the Empress Catherine II St. Petersburg Mining University. The electric power industry was represented by Andrey Ryumin, CEO and Chairman of the Management Board of PJSC Rosseti, and Egor Sergeev, a first-year master’s student in the Electric Power Industry and Electrical Engineering program at the National Research University MPEI.

    Participants answered questions regarding the history of mineral extraction, the geography of significant industry facilities in Russia and other countries, scientific discoveries, the technological process of energy resource production, etc.

    The players had the opportunity to use hints twice – from the audience and experts, who were the rectors of the country’s leading industry universities. Each team answered all seven questions and earned the maximum number of points.

    Thus, all three teams won the main prize. The students received the opportunity to intern at the companies PAO Gazprom Neft, the association NP Market Council, PAO Rosseti, and the mentors were invited to intern at the Government of Russia.

    “Energy is one of the most high-tech areas where modern digital technologies are being implemented today. Therefore, it is especially pleasant to see talented, proactive schoolchildren, students, young industry specialists in this hall, with whom the future of our energy sector is connected.   • MIL-OSI Security: Beaver Bank — RCMP charges man with multiple offences

    RCMP Halifax Regional Detachment has charged a man with multiple offences, including assaulting a peace officer with a weapon, following a disturbance in Beaver Bank.

    On September 26, at approximately 8:15 p.m., RCMP Halifax Regional Detachment responded to a report of an unwanted person outside a home on Sherri Ln. Upon arrival, responding officers confirmed the identity of the man and determined that he was in breach of conditions. When officers advised the man he was under arrest, he fled inside his home, which was nearby, grabbed a bat and returned outside, threatening the officers.

    The man was highly agitated and officers made several attempts to subdue and arrest him, including deploying their conducted energy weapons, before safely taking him into custody. The man and two officers sustained minor injuries during the incident. All three were treated and released by EHS.

    Shawn Michael Deschenes, 51, of Beaver Bank, has been charged with:

    • Assaulting a Peace Officer (two counts)
    • Assaulting a Peace Officer with a Weapon (three counts)
    • Uttering Threats
    • Possession of a Weapon for a Dangerous Purpose
    • Resist Arrest
    • Mischief
    • Criminal Harassment
    • Causing Disturbance (two counts)
    • Failure to Comply with a Release Order (two counts)

    Deschenes appeared in Dartmouth Provincial Court on September 27 and was remanded into custody. He will return in court on October 1, 2024, at 9:30 a.m.

    Alex is fluent in both English and Spanish. Dr. Mark Moyou is a Senior Data Scientist at NVIDIA, developing scalable machine learning solutions for top North American retailers. With previous roles at Lucidworks and Alstom Transportation, he brings a wealth of experience in machine learning applications.
