    The North Carolina Department of Health and Human Services is working in partnership with the U.S. Department of Agriculture’s Wildlife Services to prevent and eliminate the spread of rabies. Beginning next week, Wildlife Services will be distributing the annual oral rabies vaccine for wild raccoons in Western North Carolina. 

    To ensure the public can safely enjoy the outdoors, NCDHHS and Wildlife Services are using the latest science and technology to vaccinate the raccoon population. Starting Oct. 4, baits containing the oral rabies vaccine will be distributed by both aerial operations and by vehicles in Alleghany, Ashe, Buncombe, Cherokee, Clay, Graham, Haywood, Henderson, Jackson, Madison, Macon, Mitchell, Swain, Transylvania, Wilkes and Yancey counties.  

    “We encourage people to maintain safe distances from wild animals and ensure their pets are vaccinated against rabies,” said NCDHHS State Public Health Veterinarian Emily Herring, DVM. “Through both the oral rabies vaccination program and the vigilance of pet owners, we can work to prevent the spread of this deadly infection.”

    The baits — consisting of a sachet or plastic packet — contain an oral vaccine that vaccinates animals against the rabies virus when consumed. To attract raccoons, the packets are sprinkled with a fishmeal coating or encased inside hard fishmeal–polymer blocks about the size of a matchbox. When the raccoon bites into a bait, the vaccine packet is punctured, allowing the vaccine to enter the animal’s mouth, stimulating the raccoon’s immune system to produce antibodies to fight the disease. This protects the animal from becoming infected with rabies. 

    Intact baits will not harm people, pets or wildlife. The following precautions have been issued by USDA Wildlife Services if you or your pets encounter a bait: 

    • If you or your pet find a bait, leave it where you found it unless it is on your lawn, driveway or other area unlikely to attract raccoons in which case you can move the bait to an area of thicker cover where raccoons are more likely to find it and pets are less likely to encounter it. 
    • Wear gloves or use a towel when you pick up bait. While there is no harm in touching undamaged baits, they have a strong fishmeal smell.  
    • Eating the baits won’t harm your pet but consuming several baits might temporarily upset your pet’s stomach. 
    • Do not try to remove an oral rabies vaccine packet from your pet’s mouth, as you could be bitten. 
    • Instruct children to leave baits alone. If a bait is ingested by a child or adult, call 1-866-4-USDA-WS (1-866-487-3297). NCDHHS has never received a report of a human ingesting a bait packet.
    • Wash your hands thoroughly with soap and water if there is any chance the vaccine packet has ruptured.
    • A warning label on each bait advises people not to touch the bait and contains the rabies information line telephone number.
    • Broken or ruptured baits are ineffective and should be disposed of by using gloves to place the bait in a bag and then into a regular trash bin. Anyone who comes in contact with the bait’s liquid vaccine should thoroughly wash their hands using soap and water and call the phone number listed on the bait or their local health department for further instructions and referral. 

    Sept. 28 is World Rabies Day, which aims to raise awareness about this viral disease. In North Carolina rabies is most commonly found in wild animals, which poses a threat to both people and their domestic animals that may encounter wildlife. This disease is almost always fatal in mammals, including people, once symptoms develop. Increasing the number of vaccinated animals in the population helps establish a buffer to stop the spread of the disease to other wildlife, pets and people.

    While the oral rabies vaccine is safe for domestic dogs and cats, it is only approved for use in vaccinating wildlife. Annual rabies vaccinations for your pets should be administered by a veterinarian. In North Carolina, domestic pets must be vaccinated against rabies by four months of age and routinely thereafter in accordance with state law. 

    Wildlife Services appreciates the assistance of the public by reporting strange acting animals to local animal control offices or to Wildlife Services toll-free at 1-866-4-USDA-WS (1-866-487-3297). 

    The distribution of these vaccines is expected to be completed by late October, depending on weather and other extenuating factors. Once the vaccines have been distributed, Wildlife Services will continue to monitor the status of raccoons and locations of rabies-positive animals. The most current positive raccoon rabies cases have been located along the eastern edge of the vaccination zone.

    Appointment marks the first time Scotland’s three law officers have all been female

    Catherine Smith KC was sworn in as Advocate General for Scotland at a ceremony at the Court of Session in Edinburgh today (Friday 27 September).

    Ms Smith’s appointment means that for the first time, Scotland’s three law officers are all female, following Dorothy Bain KC and Ruth Charteris KC being appointed Lord Advocate and Solicitor General of Scotland respectively in 2021.

    Ms Smith said: “It is a privilege to be sworn in as Advocate General for Scotland. As a Law Officer in the UK Government, I have a responsibility, along with the Attorney General and the Solicitor General for England and Wales, to uphold and promote the rule of law in government. 

    “I look forward to collaborating with the Lord Advocate and Solicitor General for Scotland on areas of shared interest. I am honoured to join them as a Scottish Law Officer, the first time that the three offices have been concurrently held by women.”

    Ms Smith was called to the Bar in 2007 and took silk in 2021. She acted as a part-time Sheriff and sat on the Scottish Civil Justice Council. She was Standing Junior Counsel to the Advocate General from 2012 – 2021 and conducted many cases representing the UK Government. She is one of only two advocates in Scotland to have acted as Counsel to the Investigatory Powers Tribunal and was on the Equality and Human Rights Commission Panel of Counsel. 

    Ms Smith has had a varied career at the Bar, specialising in criminal law in the early years and later working in public law, personal injury and clinical negligence. She has also conducted public inquiries, including representing COSLA and 29 of the 32 Scottish local authorities in the UK and Scottish Covid Inquiries.

    She is also a founding member and former Deputy Chair of JUSTICE Scotland. She has travelled extensively in the post-Soviet states to support human rights focused activities, including visiting Kyiv and Warsaw in the last year.

         The Culture, Sports and Tourism Bureau (CSTB) today (September 27) invites non-profit-making organisations to submit proposals for operating, managing, conserving and revitalising Haw Par Mansion (Premises), which is situated at 15A Tai Hang Road, Wan Chai, Hong Kong, for a period of three years for arts and culture use.           This Invitation for Proposal (IFP) exercise will identify the most suitable non-profit-making operator of the Premises. All non-profit-making organisations may submit proposals in this exercise. The selected organisation will operate, manage, conserve and revitalise the Premises as a unique icon of international arts and cultural exchange in Hong Kong. The development of the Premises should complement the Government’s policies on arts and culture, as well as heritage conservation.           Interested organisations must submit a proposal in response to this IFP exercise before 5.30pm on January 27, 2025.   • MIL-OSI USA: ERO Dallas arrests Mexican national charged with aggravated assault on a public servant

    DALLAS — Officers with Enforcement and Removal Operations Dallas arrested Santos Victor Hernandez-Garcia, an unlawfully present 60-year-old Mexican citizen charged with aggravated assault of a public servant, Sept. 24 in Wichita Falls, Texas.

    “ERO Dallas will continue to prioritize public safety by arresting and removing egregious noncitizen offenders from our Texas and Oklahoma communities,” said ERO Dallas Field Office Director Marcos Charles.

    The Houston Police Department arrested Hernandez for first degree murder with a deadly weapon on July 12, 1990. Hernandez was convicted of the charge in the 174th District Court in Harris County, Texas, on January 15, 1991, and sentenced to 20 years confinement.

    The Office of the Inspector General for the Texas Department of Criminal Justice charged Hernandez for harassment by persons in a correctional facility on Feb. 28, 2002, and Hernandez was convicted of the charge and sentenced to three years confinement by the 3rd District Court in Anderson County, Texas on June 13, 2002.

    Hernandez entered the U.S. at an unknown date, at an unknown location, without inspection.

    ERO Dallas lodged an immigration detainer against Hernandez with the Wichita, Texas County jail on June 27, 2017 and officers from ERO Dallas took custody of Hernandez on Sept. 24, serving him with a warrant of removal.

    Detainers are critical public safety tools which focus enforcement resources on removable noncitizens who have been arrested for criminal activity. Detainers increase the safety of all parties involved — ERO personnel, law enforcement officials, removable noncitizens and the public — by allowing an arrest to be made in a secure and controlled custodial setting as opposed to at-large within the community. Because detainers result in the direct transfer of a noncitizen from state or local custody to ERO custody, they also minimize the potential that an individual will reoffend. Detainers also conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly rather than expending resources locating these individuals at-large.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with Department of Justice’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

    REP. HUFFMAN: Trump’s Project 2025 is not some fresh set of ideas. It’s a culmination of years of work by extreme MAGA Republicans.

    When he was president, Donald Trump hand-picked three extreme Supreme Court justices – the same justices who overturned Roe v. Wade.

    This summer, those Trump-appointed justices gave Trump a huge gift: absolute immunity from criminal charges. Think about that. Donald Trump, back in the White House, with a blank check to do whatever he wants without ever facing criminal prosecution.

    What will Trump do with all of that power? Now we know.

    We can only assume that Project 2025’s secret “Fourth Pillar” for the first days and weeks of a second Trump presidency is even more alarming than the parts of Trump’s Project 2025 that they were willing to publish.

    That should scare every American.

    Because the published parts of Trump’s Project 2025 are frightening enough, beginning with criminalizing abortion nationwide with no exceptions.

    This Congress, Rep. Huffman was elected to serve on the powerful House Democratic Steering and Policy Committee, which is responsible for appointing members of the House Democratic Caucus to committee seats and shaping caucus priorities.

    Rep. Huffman founded the Stop Project 2025 Task Force in June 2024 to raise awareness about Project 2025 and coordinate the effort to examine, preempt and counteract it.

    As the leader of the Task Force, Rep. Huffman has repeatedly sounded the alarm on Project 2025, a bucket list of extremist policies that would uproot every government agency to take over the government, eliminate checks and balances, and roll back rights and freedoms.

    Met officers are tackling robbery and theft as part of their commitment to making Croydon safer by using precision policing to target offenders.

    Local teams have stepped up efforts to protect people who live, work and visit Croydon, responding to community concerns around pick pocketing, robbery and theft.

    With a laser like focus on CCTV footage and a drum beat of operations in robbery hotspots, officers are intensifying efforts to tackle these issues head on and take more criminals off the streets.

    Neighbourhood officers in Croydon have been encouraging victims to report robberies as they happen to allow for a quick time investigation. This early reporting has enabled officers to get to the scene promptly and start collecting crucial evidence. This significantly increases the likelihood of apprehending a suspect.

    Across Croydon and London more widely, officers are being deployed to areas with higher robbery crime rates. This deters criminals and makes officers more visibly available to members of the community. Plain clothed officers also patrol areas to identify any suspicious behaviour and make arrests.

    Chief Inspector James Weston said: “We understand the impact that robbery has on victims – it is invasive and frightening. That’s why our teams are working so hard to deter and catch offenders to reassure our local community.

    “Thanks to the hard work of officers, our partners and community grassroots organisations, we are stepping up our efforts and tackling the issues that matter most to the people of Croydon.”

    Recent prosecutions in Croydon demonstrate officer’s success in bringing offenders to justice.

    Teens prosecuted for spree of Croydon robberies

    Two teenagers aged 16 and 17 – and who cannot be named for legal reasons – pleaded guilty to counts of robbery, attempted robbery and attempted grievous bodily harm.

    This followed an investigation into a spree of robberies across Croydon and Bromley on Monday, 5 August. A coordinated effort was undertaken to identify the teenagers following one report, where a victim was robbed at knifepoint. Officers immediately began to investigate, with officers recovering two discarded kitchen knives and analysing hours’ worth of CCTV.

    Once identified, detectives tracked back through recent robbery reports on the day of the original offence, as well as reports from previous days. This involved analysing phone records to show the pair were present at the locations of the reported robberies. Detectives used this evidence to prove that the pair were responsible for eight other robberies across the south London area.

    Phone snatcher brought to justice

    In a similar fast-time case concerning multiple victims, a man was arrested following a succession of robberies in Croydon and Lambeth

    On Wednesday, 6 March 2024 a woman in Croydon had her iPhone snatched out of her hands by an offender on a push bike. The woman reported the incident to Croydon Police Station.

    Less than an hour later, a report came into police that another victim had had their phone stolen while they waited for a bus.

    The man was arrested following a swift police response, with officers using real-time phone tracking data to locate him. Officers identified him the same day, where he was still in possession of the stolen phones.

    While arresting him, officers also recovered a stolen motorbike.

    Amari Scott, 20 (06.08.2004) of Wrythe Lane, Sutton was sentenced to four years in a Young Offender’s Institution.

    When I started as a researcher with Amnesty International in 2017, I had just moved to Tunisia, a country that had inspired and given hope to millions of people across the Middle East and North Africa for its transformation after the Arab Spring protests. 

    Tunisia’s story contrasted sharply to Egypt, where I witnessed firsthand how rule of law backsliding under a repressive government devastates almost every aspect of life.

    The authorities have been supported in their campaign of repression by billions of euros in aid and loans from the EU, funds that have been handed over without any insistence that Egypt abide by the EU’s standards on human rights.

    Unless it changes course, the EU is about to make the same mistakes in Tunisia that it made in Egypt.

    In July 2021, Tunisian president Kaies Saied suspended parliament, dismissed the entire government, including the prime minister, and took executive control of the country.

    Since then, he has dismantled most independent institutions, adopted repressive decrees, severely undermined judicial independence and the rule of law, arbitrarily arrested opponents and critics, rewritten the constitution, and restricted media freedom and the work of civil society organisations.

    A quick-thinking waste collection crew that spotted rubbish smouldering in the back of their refuse collection vehicle have been praised. 

    The team from the council’s contractor Canenco grabbed a fire extinguisher and took action before a serious fire could take hold while emptying bins in Glenside, Whitstable on Tuesday (24 September). 

    The incident was caused by some lithium-ion batteries left in a cardboard box which were taken back to the depot by a supervisor. 

    The near miss comes almost a year to day when a car battery caused a serious fire in a refuse collection vehicle in Valley Road, Canterbury (below).

    Firefighters were called to put out the blaze and had to cut the roof off. 

    And in February last year, we reported fires in three refuse lorries over a period of weeks (below).

    Cllr Charlotte Cornell, Cabinet Member for Cabinet Member for Council Services, Culture and Heritage, said: “It’s a massive well done from me to the crew for spotting the danger and dealing with it in such a cool and calm manner.

    “But they shouldn’t have to. Everyone needs to dispose of batteries properly – they cannot go in your normal bin.

    “By being a little bit lazy, some residents are putting the lives of crews at risk, risk diverting firefighters from other emergencies, could be responsible for the release of harmful chemicals and, quite frankly, could disrupt other people’s collections and destroy expensive equipment.”

    Used batteries from household items such as children’s toys, mobile phones, remote controls, laptops and watches cannot be thrown away in domestic waste bins because they can cause fires once damaged and the chemicals inside them are released.

    Being crushed by a refuse lorry compactor is a really good example.

    Batteries used for domestic purposes can be taken to:

    • local household waste recycling centres (aka ‘the tip’)
    • supermarkets
    • electrical shops
    • participating libraries
    • participating schools

    Car batteries should be taken to your local household waste recycling centre, also known as the tip.

    Tourism plays a vital role in Atlantic Canada, driving local economies, creating jobs and strengthening communities. Tourism also helps preserve, promote and celebrate the region’s diverse cultural heritage – fostering awareness and understanding of the many peoples who call this place home. The Government of Canada is investing to help six tourism operators in central Prince Edward Island seize opportunities to boost tourism and ensure the industry is well positioned for long-term, sustainable growth.

    Today, Heath MacDonald, Member of Parliament for Malpeque, announced a total contribution of $1,725,333 for 10 projects to support the advancement of Prince Edward Island’s tourism industry. The announcement was made on behalf of the Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA.

    These investments will help the Town of North Rustico, Tourism Cavendish Beach, the Tourism Industry Association of PEI, Island Walk, the Central Coastal Tourism Partnership, and Golf PEI in the planning and development of vibrant tourism experiences, and support the P.E.I. Events Innovation Fund, which helps not-for-profit organizations imagine and deliver cultural festivals and events to expand the Island’s four-season tourism offerings.

    The Province of Prince Edward Island is also contributing $986,575 toward nine of the projects.

    Canadian youth are one of the country’s greatest strengths and sources of potential, and the Government of Canada is supporting young people at every stage of their journey toward a prosperous future. Every young person deserves a good job, but we know that many youth face barriers to employment. Creating opportunities for young people to gain the skills and experience they need for a fair chance at financial success is key to strengthening our economy, building a more inclusive country, and ensuring that no one is left behind.

    Today, on behalf of the Honourable Marci Ien, Minister for Women and Gender Equality and Youth, Terry Sheehan, Member of Parliament for Sault Ste. Marie, announced over $1.07 million over four years to the Sault Community Career Centre for their Transition to Independence Program (TIP). Funding is being provided through Employment and Social Development Canada’s (ESDC’s) Youth Employment and Skills Strategy (YESS) Program.

    TIP is a flexible and personalized program that supports Sault Ste. Marie youth. Over the next four years, funding for TIP through the YESS Program will assist 66 youth, aged 15 to 30, who face barriers to employment, such as those who are not in education, employment or training; those facing poverty or homelessness; recent immigrants and refugees; and those experiencing discrimination. By offering a range of activities, skills training and work experiences, TIP will empower participants to overcome socio-economic challenges and transition to the labor force or return to education.

    In total, the YESS Program is expected to fund more than 200 new projects worth approximately $370 million between now and 2028, as part of the Government’s plan to create 90,000 youth job placements per year between 2024 and 2026. These projects will provide flexible employment services and holistic supports tailored to each participant to help young people gain transferable skills with a lasting positive impact on their careers. This approach has already demonstrated success, with over 80% of participants from June 2019 to December 2022 either employed or returning to school following their participation in YESS programming.

    The Government of Canada recognizes the vital role governments can play in making sure young people succeed. That is why, as announced in Budget 2024, the Government is helping to restore fairness for every generation by unlocking access to post-secondary education, investing in the skills of the future, and creating opportunities for younger Canadians to get good jobs.

New to this funding cycle is the Youth with Disabilities Stream, which places an emphasis on supporting projects that target youth with disabilities. Over 30% of funded projects are expected to address the unique employment challenges faced by youth with disabilities, surpassing the original target of 20%. 

    • Other priority groups include Indigenous youth, 2SLGBTQI+ youth, Black and racialized youth, and youth in official language minority communities.

    • ESDC’s YESS Program is part of the Government of Canada’s broader Youth Employment and Skills Strategy, a horizontal initiative championed by 12 federal departments, agencies and Crown corporations.     • To help younger Canadians pursue and achieve their dreams, the Government is investing to create more job opportunities and ensure that hard work pays off for the next generation.     Rebecca Cooke, the Democratic challenger to Representative Derrick Van Orden (R., Wis), has previously said she supports a ban on assault weapons and AR-15s, according to recordings obtained by National Review. 

    Cooke… has not strongly highlighted her stance on gun control during the campaign. Of eleven policy priorities listed on her website, none mention gun-policy reform.

    In the first of two recordings, she was asked during a campaign meet-and-greet on February 13 whether she would support an assault-weapons ban.

    “I do. Yeah,” she replied, according to an audio recording of the event. 

    And on July 16 at the WI-03 Democrat forum, Cooke voiced support for a ban on AR-15s.

    The recordings find Cooke taking an even stricter stance on gun reform than is laid out in her biography on the website of the pro-gun control group Giffords, which has endorsed her.

    “In Congress, she’ll work to close the Charleston Loophole, enact red flag laws that allow law enforcement and families to disarm those who pose a risk to themselves or others, and expand background checks to all gun sales. She’ll also be a champion for strong safe storage requirements, because she wants people to be able to responsibly own guns, while still ensuring that they can’t fall into the hands of an innocent child or someone who shouldn’t have access,” the biography reads. 

    Cooke’s campaign did not respond to a request for comment on the extent of her gun-control policy goals.
    Cooke is running as a moderate in the district that has been represented by Van Orden, a conservative Republican, since 2022. The congressman is a self-described “American patriot, retired Navy SEAL and Christian.”

  • MIL-OSI USA: H.R. 9566, Source code Harmonization and Reuse in Information Technology Act

    H.R. 9566 would require federal agencies to share their custom-developed software code with other federal agencies and the public. Under the bill, the Office of Electronic Government (E-Gov) would assess federal practices for sharing software code and develop procedures for reusing code across the federal government. The bill also would require each agency to develop an implementation policy governing software sharing practices and would require E-Gov and the Government Accountability Office to report to the Congress on the effectiveness of federal software sharing. For purposes of this estimate, CBO assumes the bill will be enacted in 2025.

    H.R. 8936 would authorize appropriations for several Department of State and U.S. Agency for International Development (USAID) programs to assist Rohingya communities in Burma and in surrounding countries. It also would require the department and USAID to report to the Congress on their implementation of the bill and on related matters. In total, CBO estimates that implementing H.R. 8936 would cost $1.1 billion over the 2024-2029 period. Such spending would be subject to appropriation of the specified and estimated amounts.

  • MIL-OSI Security: NATO boosts cooperation amongst Schools for Non-Commissioned Officers

    NATO’s Defence Education Enhancement Programme (DEEP) organised the 3rd Annual Conference of Non-Commissioned Officer (NCO) Academies and Schools, from 16 to 19 September 2024, in Batumi, Georgia. The event was held in cooperation with the Partnership for Peace Consortium of Defence Academies and Security Studies Institutes and the Defence Forces of Georgia, with well over 80 participants from more than 30 countries.

    Participants included high level officials, such as NATO’s Deputy Assistant Secretary General for Operations, Burcu San, the Head of the NATO Liaison Office in Georgia, Alexander Vinnikov, and the Deputy Chief of the Georgian General Staff, Major General Zaza Chkhaidze, as well as commandants and senior enlisted leaders, and senior instructors of Schools for Non-Commissioned Officers from both NATO Allies and partners. Representatives from Malawi and Columbia also participated for the first time.

    They discussed a range of issues, including the preparation of NCO specialists and the education of young generations of NCOs, as well as various initiatives run by NATO’s Defence Education Enhancement Programme in the domain of NCOs’ development. They also received an update from representatives of the Ukrainian Armed Forces on the role performed by their NCOs corps in defending against Russia’s war of aggression against Ukraine.

    Non-commissioned officers are vital to the effectiveness and resilience of modern militaries, as they provide critical role-models for service members and support the development of military education systems.

    This year’s conference in Georgia built on two previous conferences hosted by Bosnia and Herzegovina and Croatia, in 2022 and 2023, respectively. The Conference of NCO Academies and Schools was established by NATO’s DEEP Team as a platform to enable these institutions to communicate, synchronise curricula, and share best practices.

  • MIL-OSI USA: Rep. Stansbury Introduces Legislation to Give Land Back to Pueblo

    WASHINGTON, D.C. — Today, U.S. Representative Melanie Stansbury (N.M.-01) introduced the San Felipe Pueblo Land into Trust bill, 37 years after the land was designated as an Area of Critical Environmental Concern back in 1987.  

    First introduced by then-Congresswoman Michelle Lujan Grisham in the 115th Congress, again by then-Congresswoman Deb Haaland in the 116th Congress, and now co-sponsored by Representative Teresa Leger Fernandez (N.M.-03) in the 118th, this bill would direct the Secretary of the Interior to convey the area currently known as the Ball Ranch Area of Critical Environmental Concern in New Mexico, into trust for the benefit of San Felipe Pueblo. 

    “Indigenous peoples have been stewards of the land since time immemorial,” said Rep. Stansbury (NM-01). “But time and time again, they have been forced from their homes and the land that holds sacred meaning to them. For the people of San Felipe Pueblo, the area currently known as Ball Ranch holds a deep cultural and religious significance because of the many irreplaceable cultural resources found there. That’s why I’ve introduced this legislation: because Indigenous people deserve to keep and protect the land they’ve lived on for thousands of years free from pollution and destruction.” 

    “This legislation is the culmination of more than a decade of work, spanning several Congresses, to transfer this land into trust,” said San Felipe Pueblo Governor Anthony Ortiz. “It is a recognition that, working with the BLM, the Pueblo of San Felipe is the best possible steward of this land.   • MIL-OSI USA: Rep. Stansbury Fights Back Against Fentanyl

    WASHINGTON D.C. —Congresswoman Melanie Stansbury (N.M.-01) introduced the Stop the Opioid Pill Presser and Fentanyl Act (STOPP Fentanyl Act) to commercially disrupt global criminal networks and suppliers of illicit drugs like fentanyl.

    “The devastating impact of the fentanyl crisis is deeply personal for me. Sadly, like millions of Americans, this epidemic has touched my life with the death of a close friend,” said Rep. Melanie Stansbury (NM-01). “Drug traffickers and suppliers adapt quickly, and so should we. Our focus must remain on criminals who pour fentanyl into our streets through tablets and counterfeit pills. Regulating pill presses stops this process at the start – another step in protecting Americans.”

    Office of National Drug Control Policy (ONDCP) has identified the need to deny illicit synthetic drug producers’ access to pill presses, die molds, encapsulating machines, and other counterfeit pill manufacturing materials.

    Tablets and counterfeit pills containing fentanyl have become more common, and people who consume them may not know that they include fentanyl or other dangerous substances.

    Congresswoman Stansbury’s legislation targets the production of these fake pills by requiring those who manufacture or distribute pill tableting or encapsulating machines and their critical parts to “serialize” their machinery, keep records of all relevant transactions, and report those transactions to the Attorney General by creating a national registry to track the movement of these pill tableting or encapsulating machines and their critical parts in the stream of commerce.

    Those who violate the serialization, record-keeping, reporting, or registry requirements will be subject to penalties.

    Facts about fake prescription pills laced with fentanyl:  

    • The Drug Enforcement Agency (DEA) seized more than 80 million fentanyl-laced fake pills and nearly 12,000 pounds of fentanyl powder in 2023.  
    • Those seizures are equivalent to more than 390 million lethal doses of fentanyl. 
    • Laboratory testing indicates 7 out of every 10 pills seized by DEA contain a lethal dose of fentanyl. 
    • The Centers for Disease Control (CDC) found fentanyl seizures more than quadrupled between 2017 and 2023.  
    • Almost half the fentanyl seized in 2023 were in fake pill form.

  • MIL-OSI USA: Justice Department Announces an Organizational Assessment of the Hackensack, New Jersey, Police Department under the COPS Office’s Collaborative Reform Initiative

    The Justice Department’s Office of Community Oriented Policing Services (COPS Office) today announced that it will provide an Organizational Assessment of the Hackensack, New Jersey, Police Department through its Collaborative Reform Initiative. This is a voluntary program that is offered at the request of law enforcement agencies that are seeking to ensure fair, impartial, and effective policing for the communities they serve. Over the next year, the Hackensack Police Department will work in partnership with the COPS Office Collaborative Reform Initiative team to focus on:

    • Data-Driven Policing;
    • Employee Wellness, Training, and Professional Development;
    • Community Engagement and Problem-Solving Strategies;
    • Internal and External Communications;
    • Leadership and Organizational Structure; and
    • Accountability and Oversight Systems.

    “The in-depth assessments undertaken as part of the Collaborative Reform Initiative benefit both the Hackensack Police Department and the community,” said Principal Deputy Associate Attorney General Benjamin C. Mizer. “By taking an honest look at what might need to be strengthened or reformed, agencies can continue to improve public safety and trust.”

    “By examining an agency’s historical practices, their current practices, and their goals for the future, a solid plan for moving forward can be put in place,” said Director Hugh T. Clements Jr. of the COPS Office. “It is this kind of strategic thinking and planning that is critical in helping agencies meet the standards that the community has set for them.”

    Regular updates on the Collaborative Reform Initiative team’s work with the Hackensack Police Department will be provided at www.cops.usdoj.gov/active-oa-site-hackensack-nj-police-department as part of the transparency and public accountability of this new Organizational Assessment effort.

    The Collaborative Reform Initiative encompasses three programs offering expert services to state, local, territorial, and Tribal law enforcement agencies: the Collaborative Reform Initiative Technical Assistance Center, Critical Response, and Organizational Assessment programs (complete details of these programs can be found at www.cops.usdoj.gov/collaborativereform). Managed out of the COPS Office, this continuum of services is designed to build trust between law enforcement agencies and the communities they serve; improve operational efficiencies and effectiveness; enhance officer safety and wellness; build agencies’ capacity for organizational learning and self-improvement; and promote community policing practices nationwide.

    The Organizational Assessment program provides the most intensive form of technical assistance on the continuum, involving in-depth assessments and long-term assistance to improve the fairness, effectiveness, and efficacy of agency operations that build trust with communities. A continual assessment and implementation process ensures that time and resources are used to focus on identifying areas for improvement, reinforcing agency strengths, and assisting with the implementation of improvements expeditiously. At the same time, the process provides transparency and accountability with routine public reporting and community input. Each engagement will be supported by a multidisciplinary assessment team composed of subject matter experts with diverse experience and perspectives, including in law enforcement, community engagement, research and evaluation, program management, and organizational reform.

    The COPS Office is the federal component of the Justice Department responsible for advancing community policing nationwide. The only Justice Department agency with policing in its name, the COPS Office was established in 1994 and has been the cornerstone of the nation’s crime fighting strategy with grants, a variety of knowledge resource products, and training and technical assistance. Through the years, the COPS Office has become the go-to organization for law enforcement agencies across the country and continues to listen to the field and provide the resources that are needed to reduce crime and build trust between law enforcement and the communities served. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, local, territorial, and Tribal law enforcement agencies to fund the hiring and redeployment of approximately 138,000 officers.

  • MIL-OSI USA: Florida Financial Advisor Charged with Promoting Illegal Tax Shelter, Stealing Clients’ Funds and Money Laundering

    A federal grand jury in Gulfport, Mississippi, returned an indictment, unsealed yesterday, charging a Florida financial advisor with a years-long scheme to promote and operate an illegal tax shelter, stealing some of his clients’ funds and money laundering.

    According to the indictment, Stephen T. Mellinger III, of Florida, was a securities broker, financial advisor and insurance salesman. Beginning in late 2013, Mellinger allegedly conspired with several others to defraud the IRS by promoting an illegal tax shelter.

    Mellinger allegedly instructed clients participating in the shelter, including clients in Mississippi, to transfer money to a company controlled by Mellinger or his co-conspirators in the amount they wished to claim as a deduction on their tax returns. The conspirators then allegedly returned the money to a bank account that clients controlled less a percentage fee that they charged for their services. Even though tax shelter clients received their money back, Mellinger allegedly directed them to claim the transfer to the company as a deduction on their tax returns, and to label the deduction as a “royalty” payment. Mellinger allegedly earned more than $3 million in fees from the shelter.

    Also, in January 2016, the federal government allegedly seized funds from some of Mellinger’s clients, who were engaged in a scheme to defraud health care benefit programs, including TRICARE, the U.S. Department of Defense’s health care benefit program. Mellinger conspired with a close relative to take advantage of the seizure to steal some of the money that those clients had transferred through the tax shelter. Mellinger then allegedly laundered the stolen funds, which he knew were proceeds of healthcare fraud. Ultimately, he allegedly used some of the funds he stole from his clients to buy a home in Delray Beach, Florida.

    Mellinger was charged with conspiracy to defraud the United States, aiding in the preparation of false tax returns, conspiracy to commit wire fraud, conspiracy to commit money laundering and money laundering. If convicted, Mellinger faces a maximum penalty of five years in prison for conspiring to defraud the IRS, a maximum penalty of three years in prison for each substantive count of aiding in the preparation of false tax returns, a maximum penalty of 20 years in prison for conspiring to commit wire fraud, a maximum penalty of 20 years in prison for conspiring to commit money laundering and a maximum penalty of 20 years in prison for each substantive count of money laundering. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division and U.S. Attorney Todd W. Gee for the Southern District of Mississippi made the announcement.

    IRS Criminal Investigation and Defense Criminal Investigative Service are investigating the case.

    Trial Attorneys William Montague, Richard J. Hagerman and Matthew Hicks of the Tax Division, Assistant U.S. Attorney Charles W. Kirkham for the Southern District of Mississippi and Trial Attorneys Emily Cohen and Jasmin Salehi Fashami of the Criminal Division’s Money Laundering and Asset Recovery Section (MLARS) are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Chester Gallagher, the leader of a March 5, 2021, blockade of a Mount Juliet, Tennessee, reproductive health clinic was sentenced yesterday to 16 months in prison and three years of supervised release following his convictions for federal conspiracy against rights and Freedom of Access to Clinic Entrances (FACE) Act offenses.

    “This defendant, like everyone else, has a right to his personal views regarding reproductive healthcare, and the right to speak, write and demonstrate about those views,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “But he does not have the right to impose his views on others by using intimidation and physical obstruction to prevent access to reproductive health care. This defendant is being held accountable for leading both a conspiracy to blockade a reproductive health clinic and the actual blockade, which physically obstructed patient access. The Justice Department will continue to protect patients seeking reproductive health services and the providers delivering those services.”

    “The defendant and his co-conspirators knowingly chose to violate a law that was enacted to protect health care providers and patients in an effort to impose their views about reproductive healthcare on others” said U.S. Attorney Henry Leventis for the Middle District of Tennessee. “While we are all entitled to our personal views, yesterday’s sentence is a reminder that we cannot pick and choose which laws we follow and that those who violate the law will be held accountable.”

Carrico of the FBI Memphis Field Office. “The FBI will continue to investigate FACE Act violations to protect the rights of those who receive or provide lawful reproductive health care without the threat of violence or intimidation.”

    Gallagher and five co-defendants were previously convicted at trial of all charges. A sixth co-defendant previously pleaded guilty. Evidence presented at trial proved that Gallagher and his co-defendants engaged in a conspiracy to prevent employees at the Mount Juliet reproductive health clinic from providing, and patients from receiving, reproductive health services, a civil right secured by the FACE Act. As part of the conspiracy, Gallagher and others traveled to Tennessee from other states to participate in the clinic blockade, and Gallagher and another co-defendant stalled the Mount Juliet Police Department through phony negotiations. Evidence at trial further proved that the defendant violated the FACE Act by using physical obstruction to interfere with the clinic’s employees and a patient, because the clinic provided, and the patient sought, reproductive health services.

    Gallagher was also convicted of conspiracy against rights and FACE Act offenses in the Eastern District of Michigan on Aug. 20.

    The FBI Memphis Field Office, Nashville Resident Agency, investigated the case. 

    The U.S Attorney’s Office for the Middle District of Tennessee and Civil Rights Division’s Criminal Section prosecuted the case.
