  • MIL-OSI Security: Possession of Machine Gun While on Probation for Two Armed Robberies Nets Felon 57 Months in Prison

                WASHINGTON – Derkwon Johnson, 26, of the District of Columbia, was sentenced today in U.S. District Court to 57 months in prison in connection with being a felon in possession of a loaded Glock 23 equipped with a machine gun conversion device, while he was on probation for two armed robberies, an assault, and other crimes.  The sentence was announced by U.S. Attorney Jeanine Ferris Pirro.

                Johnson pleaded guilty on Jan. 29, 2025, to unlawful possession of a firearm and ammunition by a felon. In addition to the prison sentence, Judge Loren L. AliKhan ordered Johnson to serve three years of supervised release.

                According to court papers, in December 2023, MPD investigators were alerted to Johnson’s posts on Instagram depicting large clear plastic bags of a green leafy substance, a firearm, and ammunition. On Jan. 4, 2024, Officers with the Sixth District Crime Suppression Team executed a residential search warrant on Johnson’s home on the 3600 block of Minnesota Ave. SE.

                Officers entered Johnson’s apartment shortly after 6 a.m. to find six occupants – Johnson, Johnson’ half-sister, and her four small children – in a bed in a second bedroom. In the first bedroom, which was not occupied as police entered, officers recovered a .40 caliber Glock 23 pistol from the top of a piece of bedside furniture. The pistol, loaded with 28 rounds of ammunition, was equipped with a machine gun conversion device.

                Police also recovered a loaded ammunition magazine, a firearm laser attachment, addition ammunition, a bag containing 335 grams of a green leafy substance, a pill bottle containing 40 white pills stamped RP/10 325 (oxycodone), a scale, and $4,704 in cash.

                Investigators searched Johnson’s Instagram account and discovered multiple chats, videos, and messages advertising or arranging for the sale of pills and marijuana between Oct. 4, 2023, and Jan. 4, 2024.

                At the time of the January 4 arrest, Johnson was on probation for 2018 convictions in D.C. Superior Court for conspiracy to commit robbery, two counts of armed robbery, two counts of possession of a firearm during a crime of violence, possession with intent to distribute (PCP), and assault with a dangerous weapon.

                This case was investigated by the Metropolitan Police Department, the FBI Washington Field Office, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. It was prosecuted by Assistant U.S. Attorney Sarah Martin.

  • MIL-OSI Security: Rapid City Man Acquitted on Firearm Charge

    RAPID CITY – United States Attorney Alison J. Ramsdell announced that a Rapid City, South Dakota, man was acquitted of Possession of a Firearm by a Prohibited Person following a federal jury trial in Rapid City, South Dakota, on June 25, 2025.

    Randy Tail, a/k/a Randy Tayle, a/k/a Randy Sierra, age 44, was indicted by a federal grand jury in April 2025.

    The charge relates to Tail being in the passenger seat of a car pulled over for a traffic stop in Rapid City, South Dakota. Law enforcement discovered a firearm inside of Tail’s backpack that was between his feet in the car during the traffic stop. Tail was previously convicted of a crime punishable beyond a year in prison, and as a result, he is prohibited from possessing firearms.

    The investigation was conducted by Rapid City Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The U.S. Attorney’s Office prosecuted the case.

  • MIL-OSI Security: Two Indicted for Drug Trafficking Conspiracy

    KANSAS CITY, Mo. – A Kansas City, Mo. man and woman who sold drugs to an undercover agent have been indicted by a federal grand jury. The man was also indicted on firearm charges.

    Marcellus W. Anderson, 31, and Tyra K. M. McGee, 37, were charged today in a 14-count indictment returned by a federal grand jury in Kansas City, Mo.  Today’s indictment replaces a federal criminal complaint that was filed against Anderson and McGee on June 12, 2025.

    The federal indictment charges Anderson and McGee with participating in a conspiracy to distribute fentanyl and a fentanyl analogue between December 1, 2023, and June 11, 2025.  They are also charged together in one count of distributing fentanyl and one count of distributing a fentanyl analogue.

    Additionally, Anderson is charged with three counts of distribution of cocaine, one count of distribution of methamphetamine, five counts of distribution of fentanyl, one count of possession of a firearm in furtherance of a drug trafficking crime, and one count of being a felon in possession of a firearm.

    According to an affidavit filed in support of the original complaint, Anderson sold cocaine to an undercover agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives on three occasions, methamphetamine on one occasion, fentanyl on six occasions, and a fentanyl analogue on one occasion.  McGee participated in one of the fentanyl transactions and the fentanyl analogue transaction.  Additionally, Anderson had a Glock, Model 27, .40 caliber pistol in his lap during one of the transactions, which he commented was for protection.  Under federal law, it is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition.  Anderson has a prior felony conviction for receiving stolen firearms.

    The charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

    This case is being prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Drug Enforcement Administration; the Kansas City, Missouri Police Department; and the Missouri Western Interdiction and Narcotics Task Force.

    The Board of Directors of the African Development Bank Group has approved approximately €301 million to support Morocco’s economic resilience and drive job creation. The funding will back two key initiatives: the Entrepreneurship Support and Financing Programme for Job Creation (PAFE-Emplois) and the second phase of Economic Governance and Climate Resilience (PGRCC II).

    With €181.8 million in funding, PGRCC II aims to boost the Moroccan economy and strengthen its resilience to external shocks, particularly climate change. It will support competitiveness, private investment and economic resilience by modernizing the water and energy sectors. This programme will also contribute to consolidating Morocco’s new development model, in particular by promoting investment under the new Investment Charter.

    The PAFE-Emplois programme, backed by €119 million, will promote job creation by developing entrepreneurship and very small and medium-sized enterprises (VSEMEs). It will help establish a results-oriented culture, particularly in terms of employment impact.     The Heads of Multilateral Development Banks (MDBs) met today in Paris, hosted by the Council of Europe Development Bank (CEB), which currently chairs the Heads of MDBs Group. The meeting focused on advancing their joint efforts to address development priorities.

    Amid rising global uncertainty, the Heads reaffirmed their commitment to working as a system to deliver greater impact and scale, in line with their Viewpoint Note and the recommendations of the G20 Roadmap towards Better, Bigger, and More Effective MDBs. The Roadmap outlines an ambitious vision for MDB reform to better address regional and global challenges, support job creation, and help countries achieve their development aspirations.

    The Heads welcomed ongoing efforts to improve the way MDBs work with clients through operational efficiency and enhanced coordination. In 2025 alone, five mutual reliance agreements have been signed, helping streamline the preparation and implementation of co-financed projects across institutions.

    Private capital mobilization remains a system-wide priority, with the last joint report of the MDBs reflecting a positive trend in volumes mobilized. To build on this momentum, the Heads reaffirmed their commitment to developing local currency lending and foreign exchange solutions. They also reaffirmed the importance of adequate risk assessment for private sector investment in emerging markets and developing economies; in this context, the valuable contribution of disaggregated statistics on credit risk published through the Global Emerging Markets Risk Database (GEMs) was recognized.

    The Heads also agreed to continue advancing promising initiatives already underway to strengthen system-wide impact. These include: 1) Mission 300, which aims to connect 300 million people in Africa to electricity by 2030 through public and private collaboration; 2) Association of South East Asian Nations (ASEAN) Power Grid, which aims to boost energy security, strengthen resilience, and promote decarbonization for the region’s 670 million people by connecting its electricity systems; and 3) Digital Transformation in Education in Latin America and the Caribbean, which aims to connect 3.5 million students and train over 250,000 teachers. 

    In addition, MDBs are exploring joint actions to scale up investments in social infrastructure, including health, education, housing, and water and sanitation. Building on structured dialogue led by the CEB, the Heads welcomed progress made through recent cross-MDB consultations and recognized the key role these sectors play in enabling jobs, productivity, and inclusive growth, while noting persistent financing and delivery challenges that constrain impact.

    Meeting in advance of the Fourth International Conference on Financing for Development (FfD4), which will take place in Sevilla, Spain, from 30 June to 3 July, MDBs remain committed to working better as a system, in alignment with country-led development priorities and strategies to promote jobs and prosperity. In view of water’s role in human development, MDBs committed to significantly increasing collective support for global water security by 2030, and will launch the first “Joint Annual MDB Water Security Financing Report” at FfD4. Heads noted the importance of the upcoming COP30 in Belem, Brazil, in November 2025.

    Today’s meeting in Paris marks a significant step toward effective collaboration and scaled-up collective action for development priorities. MDB reforms are advancing, moving from concept to execution.

    The African Development Bank and the Asian Infrastructure Investment Bank (AIIB) have signed an agreement strengthening their collaboration on sustainable economic development, designed to boost infrastructure development and economic opportunities across the African continent.

    The Memorandum of Understanding, which builds on an earlier one in 2018, was signed by African Development Bank president, Dr. Akinwumi Adesina, and AIIB President and Chair of the Board of Directors Jin Liqun on Saturday 28 June. The signing took place on the sidelines of a meeting of Heads of Multilateral Development Banks held in Paris, France, the same day.

    The agreement outlines continued collaboration from both parties in six priority areas, aligned with the Bank Group’s Ten-Year Strategy 2024–2033 as well as AIIB’s Corporate Strategy and its Strategy on Financing Operations in Non-Regional Members. The areas are:

    • (i) Green infrastructure
    • (ii) Industrialization
    • (iii) Private capital mobilization including Public – Private Partnerships
    • (iv) Cross-border-connectivity
    • (v) Digitalization; and
    • (vi) Policy-based financing

    The MOU will promote among other things, co-financing, co-guaranteeing and other forms of joint participation in financial assistance for development projects primarily in sustainable infrastructure. The African Development Bank and AIIB’s existing cooperation in this area, includes providing guarantees to support the issuance of Egypt’s first Sustainable Panda Bond in 2023, valued at RMB 3.5 billion.

    This historic issuance—backed by guarantees from both AfDB and AIIB—marked the first African sovereign bond placed in the Chinese interbank bond market. The guarantees provided by the two triple-A-rated multilateral banks were instrumental in de-risking the transaction, enabling Egypt to secure competitive terms and attract investor confidence.

    WILLIAMSTON, N.C.—Congressman Don Davis (NC-01) announced new legislation to support reopening facilities like Martin General Hospital as Rural Emergency Hospitals.

    The Rural Emergency Hospital Financial Stability Act, announced during a press conference outside Martin General Hospital, would provide support to healthcare facilities that are facing closure or are able to reopen by increasing Medicaid reimbursements for Rural Emergency Hospitals (REH) to the outpatient hospital, rather than the rural health clinic rate. By categorizing REHs as hospitals with respect to Medicaid, as Congress originally intended, rather than clinics, the legislation categorizes REHs in the same way as Medicare.

    Without providing this financial stability, REHs would face long-term insolvency, particularly in communities like Martin County, where Medicaid reimbursements represent the highest share of their total revenue. The legislation will also reduce Medicaid expenditures because patients will no longer have to always travel long distances to seek care at inpatient facilities like ECU Health in Greenville, and could instead receive outpatient services at a reopened Martin General.

We’re going to increase it to the tune of $200 billion a year when this is all said and done. So, when they talk about people not being on Medicaid anymore, half of those people are on it because of fraud or some type of abuse of the system.
    “The other half is because they’re unwilling to work 20 hours a week. And you can volunteer, you can go to school. We want to help you find a job – a job brings dignity. It brings purpose. We’re all about people finding a great way to live that American Dream that President Trump talks about.”

  • MIL-OSI USA: Crapo, Risch and 17 Senate Colleagues Reintroduce Legislation to End Counting of Illegal Immigrants in Determining Electoral College Votes and Congressional District Apportionment

    Washington, D.C.–U.S. Senators Mike Crapo and Jim Risch (both R-Idaho) joined U.S. Senator Bill Hagerty (R-Tennessee), a member of the Senate Rules Committee, and sixteen colleagues in reintroducing the Equal Representation Actlegislation to ensure that only legal citizens are factored into the count for congressional districts and the Electoral College map that determines presidential elections.  The current method of counting illegal immigrants for purposes of representation serves as a perverse incentive for open borders to boost the relative political power of the states and voters that court it.

    “Only U.S. citizens should be included in Census Bureau counts to apportion congressional and Electoral College representation,” said Senator Crapo.  “This vital reform would prevent states like California and New York from padding their population totals with those here illegally to tip the scales and boost their political power in Washington, D.C.”

    “Democrats are undermining the rights of U.S. citizens by encouraging illegal immigrants to enter our country and skew congressional redistricting for political gain,” said Senator Risch.  “The Equal Representation Act requires that the Census Bureau include a citizenship question ensuring American values and voices take priority.”

    “It is unconscionable that illegal immigrants and non-citizens are counted toward congressional district apportionment and our electoral map for the presidency, which also heavily skews the seat count in the U.S. House of Representatives,” said Senator Hagerty.  “While people continue to flee Democrat-run cities, desperate Democrats have back-filled the mass exodus with illegal immigrants so that they do not lose their seats in Congress or their electoral votes, hence artificially boosting their political power and in turn diluting the power of other Americans’ votes.  I’m pleased to lead my colleagues in reintroducing this legislation that would require a citizenship question on the census and will ensure that only citizens are counted in congressional redistricting.”

    Currently, illegal immigrants are counted for congressional district apportionment and, therefore, Electoral College votes.  For example, in a state like California, millions of illegal alien residents result in California taking several more congressional seats and Electoral College votes than the state’s population of citizens would justify.  In other words, being a magnet for illegal immigration increases the power of a Californian’s vote relative to an individual in another state with less population boost from illegal immigration.  This creates a perverse incentive encouraging illegal immigration and resettlement to increase political power.

    Co-sponsors of the legislation include Senators Katie Britt (R-Alabama), Ted Budd (R-North Carolina), Kevin Cramer (R-North Dakota), Steve Daines (R-Montana), John Hoeven (R-North Dakota), Ron Johnson (R-Wisconsin), Jim Justice (R-West Virginia), James Lankford (R-Oklahoma), Mike Lee (R-Utah), Cynthia Lummis (R-Wyoming), Roger Marshall (R-Kansas), Pete Ricketts (R-Nebraska), Eric Schmitt (R-Missouri), Rick Scott (R-Florida), Tim Sheehy (R-Montana) and Tommy Tuberville (R-Alabama).

    The Equal Representation Act:

    • Requires that the Census Bureau include a citizenship question on any future census to provide a greater understanding of the U.S. population and delineate between citizens and non-citizens for apportionment purposes;
    • Prohibits non-citizens from being counted for purposes of congressional district and Electoral College apportionment; and
    • Requires that the Census Bureau publicly report on certain demographic data.


    Background:

    • In January 2024, Senate Republicans introduced the Equal Representation Act.
    • In March 2024, every single Senate Democrat voted against the legislation as an amendment to appropriations bills, which put them on the record siding with illegal aliens over American citizens.
    • The House of Representatives passed the Equal Representation Act on May 8, 2024.
    • Following House passage, Senate Democrats once again blocked the legislation.
    • In a hearing, former Secretary of Commerce Gina Raimondo admitted to Senator Hagerty that higher local illegal alien populations equal more congressional seats and electoral votes.

  • MIL-OSI New Zealand: Universities – Selina Tusitala Marsh appointed inaugural Commonwealth Poet Laureate – UoA

    Notable New Zealand poet and academic Selina Tusitala Marsh ONZM, FRSNZ has been announced as the first Commonwealth Poet Laureate.

    The professor of English at Waipapa Taumata Rau, University of Auckland is a former New Zealand Poet Laureate and award-winning writer, known for her three collections of poetry and most recently, her bestselling children’s graphic memoir series Mophead.

    The appointment, the first in the 75-year history of the Commonwealth of Nations, will run until 31 May 2027 and involve Marsh crafting original poems for flagship Commonwealth events, including Commonwealth Day, the Commonwealth People’s Forum and Ministerial and Heads of Government Meetings.

    She will also advise on the Commonwealth Foundation’s creative programming – the principal agency for Commonwealth culture – and will appear in person at the Commonwealth People’s Forum and Heads of Government Meeting in Antigua & Barbuda in 2026.

    Marsh, who is of Samoan, Tuvaluan, English, French and Scottish heritage, says she is “deeply honoured” to accept the role.

    “In Samoan, we say, O le tele o sulu e maua ai figota. ‘The more torches we have, the more fish we can catch’. Poetry is our torch, illuminating paths between our diverse cultures and histories.

    “The Māori proverb goes ‘He toi whakairo, he mana tangata’; ‘Where there is artistic excellence, there is human dignity.’ This profound truth guides my vision for this role. Through the elevation of our creative voices, we affirm our shared humanity across the Commonwealth.

    “When we honour the artistry within our communities, whether it flows from Samoa, my mother’s island, or New Zealand, where I was born and grew up, we recognise the inherent dignity and worth of every person whose story deserves to be told.”

    She remembers back to the moment in 2016 when she recited one of her poems at the Commonwealth Day service at Westminster Abbey in front of the late Queen Elizabeth II and other dignitaries.

    “Her Majesty charged me with fostering unity through verse, and I felt the weight and wonder of words that bridge worlds. Today, I accept this torch with alofa (love) and renewed commitment to amplify the voices that heal, challenge, and unite our Commonwealth family. Together, we will kindle more torches, casting light on the stories that connect us all, celebrating the artistic excellence that affirms our collective human dignity.”

    University of Auckland Vice-Chancellor Professor Dawn Freshwater is delighted to see one of the University’s staff honoured in such a significant way.

    “Selina is an absolute treasure in the University of Auckland community. She gives so generously of her creativity and time, both on Campus and in the wider community. We are so lucky to work with her, and we’re deeply proud she has been honoured in this way,” she says.

    Gallagher says that at the Commonwealth, they have come to understand that poetry – and creativity in all its forms – is not an embellishment of the Commonwealth story but a catalyst for justice, understanding, and hope.

    “Selina Tusitala Marsh embodies that truth. Her poetry travels effortlessly from the smallest community to the global stage: illuminating the concerns and aspirations of our 2.7 billion citizens and challenging all of us to listen more closely. There could be no finer inaugural Commonwealth Poet Laureate.”

    Selina Tusitala Marsh was the first Pacific person to earn a PhD in English from the University of Auckland. She lectures in Pacific poetry and creative writing in the University’s department of English and Drama and is the co-director of the University’s Centre for Arts and Social Transformation (CAST), which promotes arts-led approaches to justice, health and well-being.

    Marsh’s three acclaimed poetry collections are Fast Talking PI, Dark Sparring and Tightrope, all published by Auckland University Press, as well as the multi-award-winning graphic memoir series Mophead, which she also illustrated.

    In 2019, she was made an Officer of the New Zealand Order of Merit and a Fellow of the Royal Society of New Zealand. She was New Zealand’s Poet Laureate from 2017 to 2019.

  • MIL-OSI New Zealand: Greenpeace – Government moves to further weaken freshwater protections as new report highlights poor state of New Zealand drinking water

    Greenpeace says it is deeply disturbed by the findings of the latest Taumata Arowai report, which shows that seven registered water supplies exceeded levels of nitrate associated with an increased risk of preterm birth. The organisation says it is also concerning that this news comes while the Government is consulting on proposals that would further weaken freshwater protections in Aotearoa.
    Greenpeace spokesperson Will Appelbe says, “This Government wants to weaken freshwater protections at the worst time, allowing polluting corporations like Fonterra to profit from the contamination of rural communities’ drinking water. This latest data from Taumata Arowai shows that, as we already know, water quality in New Zealand is poor. Now, Luxon’s Government wants to make it worse.”
    “Everyone, no matter where they live, deserves to have access to clean, safe drinking water. We should all be able to take a dip in the local lake or river without getting sick. But these basic freedoms that all New Zealanders should be able to enjoy are being taken away for the sake of making a few individuals even more wealthy.”
    During 2024, Taumata Arowai received 4 notifications of samples from registered supplies that exceeded the maximum allowable value of 11.3 mg/L for nitrate. Two were for Waimate District Council’s Lower Waihao supply, which supplies Glenavy, and two for Te Kowhai School, a rural school near Hamilton. Seven supplies exceeded 5.56 mg/L – the level of nitrate which international studies have shown is associated with an increased risk of preterm birth.
    “Rural communities are most at risk of contaminated drinking water because of their proximity to intensive dairying – a major source of freshwater pollution in New Zealand,” says Appelbe.
    “Right now, this Government is consulting on a host of Resource Management Act changes that will, in practice, put corporate interests ahead of the health of people and the environment, especially when it comes to freshwater.
    “These changes will give more prioritisation to corporate uses of water, like intensive dairy. This would enable dairy expansion, which means more effluent, nitrate and pathogens like E. coli polluting New Zealand’s rivers and drinking water.
    “People across the country want change. They want clean, healthy rivers and water that’s safe to drink. In Canterbury, one of the hotspots of Aotearoa’s freshwater crisis, water protection is set to be a key issue in the upcoming Environment Canterbury elections. Politicians who aim to pollute freshwater should expect resistance.”
