  • MIL-OSI China: Xi: Nation to expand opening-up

Source: People’s Republic of China – State Council News

Chinese President Xi Jinping delivers a speech after receiving the credentials of 16 new ambassadors to China at the Great Hall of the People in Beijing, capital of China, July 25, 2025. (Xinhua/Li Xiang)

President Xi Jinping, who received the credentials of 16 new ambassadors to China on Friday, welcomed the envoys to their new posts in Beijing and sent a clear signal that China will resolutely expand its high-level opening-up.

During a group meeting with the ambassadors, Xi also voiced optimism about China’s economic prospects, saying that the nation will share “the dividends of its supersized market”.

Currently, China is advancing the building of a strong nation and the great cause of national rejuvenation on all fronts through the Chinese path to modernization, while its economy “continues its upward momentum amid steadfastness”, Xi said.

The nation will turn its new development into new opportunities for various countries, and “inject more certainty into global economic growth”, he added.

On Friday morning, as welcoming bugles sounded and honor guards of the People’s Liberation Army stood solemnly in formation outside the north gate of the Great Hall of the People, the new ambassadors of Vietnam, Panama, the Dominican Republic, Albania, New Zealand, Papua New Guinea, Angola, Egypt, Nicaragua, Iran, Chile, Ukraine, Benin, the United States, Israel and South Sudan arrived one by one to meet the president.

Xi accepted the credentials presented by the envoys and also posed for photos with each of them. He also met with Nurlan Yermekbayev, secretary-general of the Shanghai Cooperation Organization.

After the ceremony, Xi delivered a speech welcoming the envoys and asked them to convey his best wishes to the leaders and the people of their respective countries.

Xi expressed his hope that the envoys will gain a comprehensive and in-depth understanding of China, and make earnest contributions to deepening China’s friendship with various countries and enhancing its exchanges with the rest of the world.

This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression (1931-45) and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations.

China stands ready to work with all countries to firmly safeguard the international system with the UN at its core and the international order underpinned by international law, Xi said.

China is willing to work with all countries to practice friendly cooperation, promote mutual learning among civilizations, build a community with a shared future for humanity, and “join hands to create a better future for this planet”, he added.

Xi emphasized that amid accelerating global changes and a turbulent international landscape, countries around the world need to enhance solidarity and cooperation more than ever before. They should embrace a broad vision to rise above divisions and conflicts, and bear in mind the future of all humanity, he said.

China always cherishes its friendship with people across the globe, and stands ready to strengthen all-around cooperation and exchanges with other countries on the basis of mutual respect, equality, mutual benefit and win-win cooperation, Xi said.

  • MIL-OSI China: US to send nearly 200 letters to trading partners on tariffs, says Trump

Source: People’s Republic of China – State Council News

The United States will send close to 200 letters to its trading partners on trade tariffs in the coming days, U.S. President Donald Trump said Friday.

Speaking to reporters before his departure for the United Kingdom, Trump said, “When that letter goes out, that’s a deal, and we’ll be sending maybe almost 200 of those letters out.”

The letters will mean “they have a deal. It’s done. They pay that tariff, and that is a contract essentially,” said Trump, claiming that he would keep the tariffs “minimal.”

The United States has recently sent dozens of letters to trading partners threatening to impose import tariffs starting Aug. 1.

After the U.S. tariff policy announcement on April 2, the Trump administration has softened its stance on import tariffs over turmoil in financial markets and worries about high inflation risks.

Many countries have voiced strong opposition to the U.S. unilateral tariff measures.

  • MIL-OSI China: UN warns of worsening humanitarian crisis in Gaza

Source: People’s Republic of China – State Council News

Philippe Lazzarini, head of the UN agency for Palestinian refugees, on Friday warned of a deteriorating humanitarian situation in the Gaza Strip, calling for urgent measures to avert further hunger-related deaths.

In a post on social media platform X, Lazzarini expressed concern over the aid distribution mechanism led by the Gaza Humanitarian Foundation, a private organization backed by the United States and Israel.

“The flawed distribution system is not designed to address the humanitarian crisis. It’s serving military and political objectives. It’s cruel as it takes more lives than it saves lives,” he said.

Earlier on Friday, the Israeli military said it had agreed to allow countries to begin airdropping aid into Gaza. Lazzarini, however, described airdrops as “the most expensive and inefficient way” to deliver humanitarian assistance.

According to the UN official, approximately 6,000 trucks loaded with food and medical supplies remain stalled in Egypt and Jordan. “The unfolding famine can only be reversed by a political will,” he emphasized.

Lazzarini further warned that failure to act effectively in Gaza could set a dangerous precedent for future humanitarian responses elsewhere.

“If we fail the Palestinians in Gaza, others are likely to be let down in the future,” he said.

Gaza’s health authorities on Friday reported nine additional deaths from hunger and malnutrition in the past 24 hours, raising the total number of related fatalities to 122 since the start of the ongoing conflict in October 2023.

A photo exhibition held here Thursday brought the audience back to the history of the joint fight against Fascism by China and Russia 80 years ago.

To commemorate the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, Xinhua News Agency presented the photo show at the Chinese Embassy in Russia, which drew around 600 distinguished guests from China, Russia and other countries.

These historical photos showcased the bravery of the Chinese people in resisting Japanese aggression, stories of the Soviet Volunteer Group fighting alongside the Chinese people, and wartime friendship forged between the peoples of China and Russia.

In his address after visiting the exhibition, Chinese Ambassador to Russia Zhang Hanhui spoke highly of the vital contributions made by China and the former Soviet Union — then main battlefields in Asia and Europe — to the global victory over Fascism.

The Chinese and Russian peoples fought side by side, making monumental contributions with their lives and blood to defend human dignity and restore world peace, which is recorded in world history forever, he said.

“As major victors of WWII and permanent members of the UN Security Council, China and Russia will firmly safeguard the fruits of that victory, uphold the post-war international order, and oppose any attempt to distort historical facts,” said the ambassador.

Both countries will jointly defend fairness and justice, and work toward building a community with a shared future for humanity, he added.

In front of a picture showing Chinese and Russian veterans embracing, Russian Deputy Minister of Defense Anna Tsivileva called it “truly heartwarming.”

“We can deeply feel the genuine joy of the veterans as they reunite,” she said. “Thank you for organizing such a wonderful photo exhibition.”

The exhibition was jointly organized by Xinhua News Agency’s Eurasia Bureau, Hubei Province Branch and China Image Group, sponsored by Angel Yeast Co., Ltd., with support from the Chinese embassy.

  • MIL-OSI China: Nighttime economy savoring more success

Source: People’s Republic of China – State Council News

Nightly sales of foods and beverages are booming across China this summer and spicing up the nation’s nighttime economy, as extended retail business hours and more convenient delivery services attract more late-night consumers.

In Beijing, several new after-dark markets have mushroomed this season and more vendors are setting up shop to rake in the benefits.

Huda Restaurant, a popular crayfish eatery on the capital’s Guijie Street, is operating four outlets in the same area. During the peak period on some nights, customers generally have to wait in line for three hours, according to the restaurant.

“Tourists are often unable to wait that long to dine in. Some choose the takeaway option, or order deliveries to their hotels. We have seen a rapid growth of orders — and revenues — on food delivery platforms,” said Zhang Shengtao, deputy general manager of Huda.

Kuafood, a domestic chain that offers a variety of meat and vegetable skewers and boasts more than 2,300 stores nationwide, said that 50 percent of its stores have extended their operating hours from 9 pm to midnight this summer.

“The traditional Chinese dinnertime and the late-night snacking period have been our peak sales hours. Stores with extended operating hours are expected to record 10 to 30 percent increase in revenues. Community stores located in first-tier cities usually witness higher nighttime sales, which is mainly contributed by food deliveries,” said Zhang Rongrong, director of delivery business at Kuafood.

Momojia Rougamo, a restaurant chain founded in Shanghai, which offers specialty cuisines from Northwest China, said it has extended its business hours since March, and nighttime orders have been accounting for about 15 percent of the total each day.

According to a report released by the Ministry of Commerce, 60 percent of China’s urban consumption takes place after dusk. At large-scale malls, sales between 6 pm and 10 pm usually account for over half of the whole day’s revenue.

Hong Yong, an associate researcher at the Chinese Academy of International Trade and Economic Cooperation, said that late dining meets the needs of young people in a better way, especially with more of them working overtime or having late-night social engagements.

“Urban residents usually spend the morning and afternoon working or studying, while the night is reserved for unwinding. With the days being longer in summer, people are more willing to venture out for leisure activities, making night markets and night tours widely popular and stimulating the vitality of nighttime consumption,” he said.

Hong added that multiple online delivery platforms, such as Taobao Instant Commerce service and Meituan, have been innovating and reinventing their business models to gain an edge, and this competition is giving consumers more options.

China has prioritized consumption as the nation’s top economic initiative this year, and policymakers have introduced various measures to strengthen consumption growth.

With the market size of China’s nighttime economy surpassing 50 trillion yuan ($7 trillion), according to marketing consultancy Zhiyanzhan, it is continuing to inject fresh momentum into the nation’s economic growth, Hong said.

China defeated the United States 81-69 in the women’s basketball final on Friday at the FISU World University Games.

China delivered a well-rounded performance, with four players scoring in double digits. Small forward Chen Yujie shot eight of 15 from the field to score 19 points while power forward Tang Ziting buried four 3-pointers out of six attempts to add 16 points.

“We told the players to play as they like and not to have any burden mentally,” said Chinese coach Zhao Xuetong.

“We had already achieved what we expected before the Games, so I just told the players to enjoy the final and that they had nothing to lose,” added Zhao.

For the United States, power forward Deyona Gaston had a game-high 21 points and point guard Sidney Love notched 15 points.

“China was very good. In the first half we had the upper hand, and I thought we got them out of their defense pretty well,” said U.S. coach Krista Lea Gerlich. “In the second half, they increased their pressure on the zone, and they were mixing it up, and it was really confusing to our kids.”

China also claimed another gold medal in archery, as Liu Yanxiu and Wang Yan defeated Japan’s Waka Sonoda and Yuya Funahashi 6-2 in the recurve mixed team final.

Three gold medals were decided in the track and field. Finland captured its first gold in the meet from the women’s 100m hurdles as Saara Keskitalo finished first in 12.88 seconds, followed by Hungary’s Anna Toth (12.88), who was just a tiny 0.005s behind. Poland’s Alicja Sielska (12.95) came third.

Belgium also secured its first gold in the Games as Elien Vekemans overcame a height of 4.60 meters in women’s pole vault. Norway’s Kitty Augusta Friele Faye was 10 centimeters lower than the winner and Canada’s Rachel Grenke recorded a personal best of 4.35m in third.

Simon Wieland of Switzerland tossed his season best of 79.33 meters to win the men’s javeline throw, followed by Germany’s Nick Thumm (78.47) and Finland’s Topias Yki Eerik Laine (75.96).

    07.25.25

Washington, DC – Following the news that the U.S. Department of Education will release all remaining education formula funds that they had previously frozen, Senator Murkowski released the following statement:

“Today, we received official notification that the U.S. Department of Education will release all remaining Congressionally-approved education formula funding that was due to the states,” said Senator Murkowski. “This is a tremendous win for our students, families, and school districts across Alaska. I am grateful that OMB Director Vought agreed with me and my colleagues as we reminded the administration that local communities have the best understanding of the unique needs of their students and how best to serve them. But the anxiety, disruption, and extra work to figure out how to serve students without this funding should never have been necessary. I will continue to advocate for Alaska’s schools and educational programs and work to ensure they have the support they need.”

    Background:

On July 16, Senator Murkowski joined her colleagues in a letter to the Director of the Office of Management and Budget (OMB), Russell Vought, asking him to faithfully implement the Full-Year Continuing Appropriations and Extensions Act, 2025, and release the education formula funds that states anticipated receiving on July 1, 2025.

    July 25, 2025

WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) released the following statement in response to President Trump’s executive order on college athletics:

“Trump’s executive order has nothing to do with protecting college sports. This is about protecting the profits of the NCAA bosses, shielding them from antitrust accountability, and weaponizing an NLRB that’s soon to be stuffed with Trump loyalists to block athletes from having a seat at the negotiating table. The multibillion-dollar college sports industry simply would not exist without the labor of college athletes, and it’s a self-serving lie to claim that athletes that dedicate thousands of hours every year training, traveling, and playing are amateurs without the right to unionize and collectively bargain. Trump’s shameless giveaway to the NCAA is bad news for the health, safety, and livelihoods of these athletes and further proof that the only people he’s looking out for are his billionaire buddies.”

This week, Murphy introduced in the U.S. Senate the College Athlete Right to Organize Act (CARO), legislation to codify the right of college athletes to unionize and collectively bargain for fair compensation and better working conditions. Murphy also introduced the College Athlete Economic Freedom Act  to expand and codify the right of college athletes to be fairly compensated for the use of their Name, Image, and Likeness.

  • MIL-OSI USA: Murphy Joins Senate Colleagues in Calling On Administration to Conduct Independent, U.S.-led Investigation Into Death of American Citizen in West Bank

    US Senate News:

Source: United States Senator for Connecticut – Chris Murphy

WASHINGTON—U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Foreign Relations Committee, today joined 28 of his Senate colleagues in a letter to Secretary of State Marco Rubio and Attorney General Pam Bondi calling on the Administration to conduct an independent investigation into the death of Saifullah Kamel Musallet, an American citizen recently killed near the West Bank town of Sinjil. The senators pointed to the repeated lack of accountability in the deaths of other American citizens killed in the West Bank since January 2022, including Shireen Abu Akleh, Omar Assad, Tawfic Abdel Jabbar, Mohammad Ahmed Mohammad Khdour, Aysenur Ezgi Eygi, and Amer Mohammad Saada Rabee. The senators also asked for an update on the status of any investigations into the killings of these six other Americans.

“We write with grave concern regarding the brutal killing of a Palestinian-American, Saifullah Kamel Musallet, near the West Bank town of Sinjil, on July 11, 2025. The U.S. government must conduct a credible and independent investigation into his death and hold all perpetrators accountable. Protecting and supporting U.S. citizens abroad is one of the foremost responsibilities of the U.S. government. The United States Government has failed to secure accountability for the killing of respected Palestinian American journalist Shireen Abu Akleh, or any of the other five American citizens – Omar Assad, Tawfic Abdel Jabbar, Mohammad Ahmed Mohammad Khdour, Aysenur Ezgi Eygi, and Amer Mohammad Saada Rabee – killed in the West Bank since January 2022. Following the Trump Administration’s sudden revocation of all U.S. sanctions against extremist settlers in the West Bank, the first five months of 2025 have seen the highest rate of settler attacks in years and the killing of another American. We urge you to pursue a different approach,” wrote the senators.

“Saifullah Kamal Musallet is the seventh American citizen killed in the West Bank since January 2022 — and the fifth in just the last nineteen months. The killings of these Americans in the West Bank have been met by a lack of accountability from the Netanyahu government and an inability to secure justice by the U.S. government. These failures have contributed to an unacceptable culture of impunity when it comes to incidents where civilians have been killed in the West Bank, including Americans,” they continued.

“The Netanyahu government has failed to hold anyone accountable for any of these seven killings of Americans and the United States government has failed in its responsibility to protect American citizens overseas and demand justice for their deaths,” the senators noted.

“It is long past time for the U.S. government to demand accountability in these killings of Americans. To that end, we urge you to immediately launch an independent investigation into the brutal killing of Saifullah Kamel Musallet, including the circumstances that blocked ambulances from reaching him. We also ask that you provide us with an update on the status of any investigations into the killings of the six other Americans who have been killed since January 2022, and provide us with a briefing on actions you are taking to ensure accountability for their deaths and to prevent future killings of Americans in the West Bank,” the senators closed.

U.S. Senators Chris Van Hollen (D-Md.), Patty Murray (D-Wash.), Tim Kaine (D-Va.), Dick Durbin (D-Ill.), Jack Reed (D-R.I.), Jeanne Shaheen (D-N.H.), Brian Schatz (D-Hawaii), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Mark Warner (D-Va.), Elizabeth Warren (D-Mass.), Maria Cantwell (D-Wash.), Peter Welch (D-Vt.), Tina Smith (D-Minn.), Tammy Baldwin (D-Wis.), Ed Markey (D-Mass.), Raphael Warnock (D-Ga.), Ben Lujan (D-N.M.), Jon Ossoff (D-Ga.), Andy Kim (D-N.J.), Martin Heinrich (D-N.M.), Tammy Duckworth (D-Ill.), Amy Klobuchar (D-Minn.), Sheldon Whitehouse (D-R.I.), Mazie Hirono (D-Hawaii), Cory Booker (D-N.J.), Angela Alsobrooks (D-Md.), and Lisa Blunt Rochester (D-Del.) also signed the letter.

Full text of the letter is available HERE and below.

Dear Secretary Rubio and Attorney General Bondi,

We write with grave concern regarding the brutal killing of a Palestinian-American, Saifullah Kamel Musallet, near the West Bank town of Sinjil, on July 11, 2025. The U.S. government must conduct a credible and independent investigation into his death and hold all perpetrators accountable. We urge you to pursue a different approach.

Saifullah Kamal Musallet is the seventh American citizen killed in the West Bank since January 2022 — and the fifth in just the last nineteen months. The killings of these Americans in the West Bank have been met by a lack of accountability from the Netanyahu government and an inability to secure justice by the U.S. government. These failures have contributed to an unacceptable culture of impunity when it comes to incidents where civilians have been killed in the West Bank, including Americans.

Saifullah Kamel Musallet, a 20-year-old U.S. citizen from Florida, was visiting family in the West Bank when he was beaten to death by extremist Israeli settlers during a settler attack on the town of Sinjil. Reports indicate that ambulances could not reach the injured for more than two hours, with eyewitness accounts stating that settlers and Israeli forces impeded ambulance access. In April of this year, a 14-year-old boy from New Jersey, Amer Mohammad Saada Rabee, was also killed in the West Bank. Amer was reportedly shot at the entrance to Turmus Ayya by Israeli security forces. Reports suggest that Amer was shot a total of 11 times and two other Americans were also shot in the incident.

Last year, three other U.S. citizens were killed in the West Bank, including two teenagers. Tawfic Abdel Jabbar and Mohammad Ahmed Mohammad Khdour were both 17-year-old U.S. citizens visiting their families in the West Bank when they were shot and killed in separate incidents. In both cases they were shot in the head while they were traveling in vehicles. The third U.S. citizen killed in the West Bank last year was Aysenur Ezgi Eygi, a 26-year-old American citizen raised in Seattle who, according to reports, was shot in the head by an Israeli soldier from a distance of 200 meters.

The Netanyahu government has failed to hold anyone accountable for any of these seven killings of Americans and the United States government has failed in its responsibility to protect American citizens overseas and demand justice for their deaths.

It is long past time for the U.S. government to demand accountability in these killings of Americans. To that end, we urge you to immediately launch an independent investigation into the brutal killing of Saifullah Kamel Musallet, including the circumstances that blocked ambulances from reaching him. We also ask that you provide us with an update on the status of any investigations into the killings of the six other Americans who have been killed since January 2022, and provide us with a briefing on actions you are taking to ensure accountability for their deaths and to prevent future killings of Americans in the West Bank.

We respectfully ask for a response within two weeks.

  • MIL-OSI New Zealand: Faster cancer diagnosis pathway for women in Auckland

    Source: New Zealand Government

A new outpatient hysteroscopy service launched at North Shore Hospital will help women get faster diagnoses by combining their first specialist assessment and diagnostic procedure into a single visit, Health Minister Simeon Brown says.

“This is a practical, patient-focused pathway that means women can get the answers they need sooner, without the stress and delays of multiple appointments or hospital admission,” Mr Brown says.

“Previously, women needing a hysteroscopy would attend an initial specialist appointment and then wait weeks to undergo the procedure in theatre under general anaesthetic. The new approach removes that delay for women suitable to for this treatment model.

“Now, women needing an uncomplicated hysteroscopy procedure can choose to have both the specialist assessment and the procedure in a single outpatient appointment. That means fewer hospital visits, less time off work or away from family, and a much more streamlined experience.

“For women with a high suspicion of cancer, this pathway can reduce the diagnostic timeline by two to six weeks compared to traditional models. That time could make all the difference.”

North Shore Hospital expects to deliver around 60 outpatient hysteroscopy clinics over the next 12 months, with approximately 240 procedures.

“Every outpatient procedure frees up valuable theatre space and clinical teams for patients who require more complex surgery. That’s better for patients, and better for the whole system.”

This means that a significant proportion of uncomplicated hysteroscopies that would have otherwise been performed in theatre under anaesthesia can now be done safely as outpatient procedures.

The new service follows similar successful models already operating in Auckland, Counties Manukau, and Waikato.

“This is part of a regional effort to improve the quality, timeliness, and experience of care for women undergoing investigation for gynaecological cancers. It will also play an important role in meeting our faster cancer treatment target by speeding up diagnosis and helping women start treatment sooner.

“We’re focused on what matters: putting patients first, getting people seen sooner, and delivering a health system that works better for patients,” Mr Brown says.

WASHINGTON, DC – Today, U.S. Senators Jacky Rosen (D-NV) and Catherine Cortez Masto (D-NV) announced that, following their push, the Trump Administration has released nearly $7 billion in K-12 education funding that had been abruptly frozen by the U.S. Department of Education. This funding includes nearly $60 million for Nevada schools, which were needed to fund after-school programs, English language instruction, special education, and teacher training.
“Our schools depend on federal resources to support students, train teachers, and maintain critical services,” said Senator Rosen. “This critical education funding was approved by both parties and should never have been withheld by the Trump Administration. I’m proud to have successfully fought back against this harmful freeze and ensure these funds are back in our classrooms where they belong.”
“President Trump’s decision to withhold $60 million in critical funding for Nevada’s schools was reckless and cruel,” said Senator Cortez Masto. “I am glad that the administration listened to our demands to release the funds that our classrooms rely on. I will continue to work with Senator Rosen to prevent Trump chaos from wreaking havoc on our education system and hurting kids in the Silver State.”
Senator Rosen and Cortez Masto have been staunch advocates for Nevada’s schools and students. Both Senators have called out President Trump for his attempts to destabilize public education nationwide by shuttering the Department of Education, and Senator Rosen  joined an amicus brief opposing the Trump administration’s unconstitutional effort. Senator Rosen has also helped introduce legislation, cosponsored by Senator Cortez Masto, to fully fund special education programs—ensuring Nevada’s students with disabilities receive the support and resources they need to thrive in school.
