    Cuamm

Beira (Agenzia Fides) – “Since its founding in 1995, the Catholic University of Mozambique (UCM) has responded to educational challenges with seriousness and innovation, with the firm desire to educate citizens of integrity,” said the Rector, Fr. Filipe Sungo. “We seek not only well-prepared and qualified professionals in their field, but also leaders committed to the common good.”Three decades of history have enabled the UCM to realize an educational project that today stands out at the national level for its academic rigor, innovation, internationalization, and, last but not least, its human value. This is affirmed by the medical aid organization “Doctors with Africa Cuamm,” which carries out numerous initiatives in collaboration with the university and was represented at the opening event of the academic year on Friday, March 14, in Beira by its director, Don Dante Carraro, accompanied by Professor Alberto Mantovani, internationally renowned immunologist and scientific director of “Humanitas,” as well as other priests and supporters from the Diocese of Padua.”An institution closely linked to the community,” is how Don Dante defines the UCM, emphasizing that science, research and expertise must not forget to serve the poorest and most vulnerable. “The future begins right here, where knowledge is built and shared,” said Professor Mantovani, who has been a visiting professor in Beira several times over the years.”The university is certainly a place where science is cultivated with seriousness, but it is also a place where hearts and minds are formed not only for academic excellence but also for generous service to humanity,” said Bishop Claudio Dalla Zuanna of Beira, who attended the ceremony, echoing the words of Pope Francis. “The university must not be a self-contained ivory tower, but must be able to listen to society, accept challenges, and provide answers.”The UCM is now the country’s second university campus, located about 1,500 km from the capital, Maputo. A few years after its founding, the Faculty of Medicine of the Catholic University of Mozambique was opened, not least at the urging of “Doctors with Africa Cuamm” and thanks to decades of collaboration between the aid organization and the city’s health authorities. Since the first courses in anatomy, surgery, and internal medicine, launched by CUAMM physicians in 2004, the commitment to the UCM Medical School has never stopped, but has actually grown over time. On August 25, 2007, the first aspiring doctors graduated in Beira. “A historic date for the entire country,” as the university’s rector, Father Alberto Ferreira, called it. They were the first students to be trained outside the capital, Maputo, in the north-central part of the country, where there was barely one doctor per 100,000 inhabitants (see Fides, 8/10/2009). • MIL-OSI Europe: AFRICA/NIGERIA – After the March 3 kidnapping: Seminarian murdered, while the priest kidnapped with him is released

Source: Agenzia Fides – MIL OSI

Abuja (Agenzia Fides) – The seminarian who was kidnapped along with a priest on March 3 in southern Nigeria (see Fides, 5/3/2025) has been murdered, while the priest was released. According to the Diocese of Auchi, “Fr. Philip Ekweli was released by the kidnappers on Thursday, 13th of March, 2025 close to Amughe village, a few kilometres from Okpekpe town, North Ibie in Etsako East LGA of Edo State.””Unfortunately, however, the 21-year-old major seminarian, Andrew Peter, who was kidnapped along with Fr Ekweli, was gruesomely murdered by the abductors,” the statement added, signed by Fr. Peter Egielewa, Director of the Diocesan Media Relations Office. Father Ekweli and seminarian Andrew were kidnapped from the rectory of St. Peter’s Catholic Church in Iviukhua-Agenebode, Etsako East County, Edo State, at approximately 9:30 p.m. on March 3, when armed men entered both the rectory and the church. The two were taken to nearby forests. The diocese appeals to security forces to protect the people of Edo State from the ongoing kidnappings: “The Bishop of the Catholic Diocese of Auchi, Most Rev. Dr. Gabriel Dunia, expresses gratitude to all for the prayers and moral support received while Fr Ekweli and the Seminarian were held in captivity. He calls on the government at all levels and the security agencies to stop the deteriorating security situation in Edo North in particular and other parts of Edo State, which has now become a safe haven for kidnappers, who can operate with impunity, while the people feel helpless and abandoned.” “People are not safe on the roads, in their farms and even in their homes. This is unacceptable when there are elected officials whose duty it is to protect the people. The bishop is grateful to the Edo State Government for their sincere efforts in seeing the victims rescued, but expresses dissatisfaction with the response of the police in particular in the rescue efforts, urging them to put in place better measures to rescue kidnapped victims rather than leave the entire rescue efforts solely in the hands of family, friends and acquaintances of kidnapped victims.”Father Egielewa recalls that “in the past decade, six of its priests had been kidnapped and tortured before release, three were attacked but escaped, and two—Fr. Christopher Odia and Seminarian Andrew Peter—were murdered.” “May the souls of Seminarian Andrew Peter, Fr Christopher Odia and all those killed by kidnappers in Nigeria through the mercy of God rest in peace,” the statement concludes. • MIL-OSI United Nations: 15 March 2025 Departmental update The multi-partner Access and Allocation Mechanism allocates 238 000 doses of mpox vaccine to four countries

    Source: World Health Organisation

Following the emergence of mpox subclade Ib in the Democratic Republic of the Congo in September 2023, the World Health Organization declared mpox a Public Health Emergency of International Concern (PHEIC).

Following the first allocation round in November 2024, where the Access and Allocation Mechanism (AAM) allocated 899 000 vaccine doses to nine African countries, the AAM has allocated an additional 238 000 doses during a second allocation round. These doses will benefit four countries severely affected by the mpox surge: Angola, Guinea, Sierra Leone and Uganda. These countries are in the process of accepting the doses, and shipment arrangements are underway. These vaccines are vital in reducing transmission and containing outbreaks of mpox.

The work of the AAM, which is a collaboration of Africa Centres for Disease Control and Prevention; the Coalition for Epidemic Preparedness Innovations; Gavi, the Vaccine Alliance; UNICEF and WHO, highlights the importance of international coordination in addressing public health emergencies. By working together, countries and organizations can ensure that medical countermeasures reach those most in need, ultimately saving lives and preventing further spread of the disease. This second allocation of mpox vaccines marks a significant step towards a coordinated and targeted response to the ongoing health crisis.

  • MIL-OSI NGOs: Mozambique: Two years without justice for protester shot in the eye with rubber bullet

    Source: Amnesty International –

Ahead of the two-year anniversary of Inocêncio Manhique losing his eye due to unlawful use of force by security forces, Amnesty International’s Deputy Regional Director for East and Southern Africa, Khanyo Farisè, said:

“Two years ago, security forces shot Inocêncio Manhique in the eye with a rubber bullet during a peaceful protest. To date, as a promised investigation has stalled, Manhique has received no justice for this crime.

“Inocêncio Manhique’s case is emblematic of the impunity that security forces enjoy in Mozambique. Indeed, security personnel have gone on to violently suppress peaceful assemblies, with reports of more than 300 people killed in the widespread crackdown on protests since last October’s elections.

“Authorities must ensure justice for Inocêncio Manhique by disclosing the results of any investigation they may have conducted into his case. They must also ensure that investigations into all reports of human rights violations committed during the ongoing post-election crackdown are prompt, transparent, independent, and impartial.”

    LONDON, United Kingdom, March 17, 2025/APO Group/ —

Africa Finance Corporation (AFC) (www.AfricaFC.org), the continent’s leading infrastructure solutions provider, has been honoured with three prestigious accolades, further underscoring its impact in shaping Africa’s financial landscape. At the IJGlobal Awards 2024 held recently in London, AFC was named Guarantor of the Year, Africa, and also received the Market Innovation Award, Africa. The following evening, AFC was recognised with the African Deal of the Year at the Global Capital Syndicated Loan Awards in London. The trio of awards showcase AFC’s pioneering role in infrastructure financing, risk mitigation, and innovative financial solutions that drive sustainable economic growth across Africa.

AFC’s triple win highlights its lead role in arranging a record €2 billion syndicated facility for the Bank of Industry (BOI), the largest capital raise in the history of African development finance institutions. AFC served as Global Coordinator, Lead Co-Arranger, Underwriter, Bookrunner, and Guarantor in the successful syndication.

Leveraging its structuring and credit enhancement, AFC assembled a consortium of international financial institutions for the facility, including Standard Chartered Bank, African Export-Import Bank, First Abu Dhabi Bank PJSC, FirstRand Bank Limited (through its Rand Merchant Bank division – London Branch), Mashreqbank PSC, SMBC Bank International PLC, Absa Bank (Mauritius) Limited, Absa Bank Limited, and the Export-Import Bank of India (London Branch).

  • MIL-OSI: Gradial Secures $13M to Build AI Marketing Operations Agents

    Source: GlobeNewswire (MIL-OSI)

SEATTLE, March 17, 2025 (GLOBE NEWSWIRE) — Gradial, a pioneering AI startup transforming enterprise marketing operations with AI agents, today announced it has secured $13 million in Series A funding, bringing its total capital raised to nearly $20 million. The Series A round is led by Madrona with participation from Pruven Capital, General Advance, Outsiders Fund, and DLA Piper. The investment comes as Gradial reported 30x year-on-year revenue growth in 2024 and projects 200%+ growth in Q1 2025 alone. The company plans to double its Seattle-based team of 20 employees to accelerate product development and customer acquisition.

Gradial is at the forefront of the agentic revolution, converting a fragmented and manual business services market worth hundreds of billions of dollars into software augmented by humans. While most AI startups focus on content creation, Gradial uniquely addresses the critical bottleneck in marketing operations: the content supply chain, which is the often-fragmented end-to-end process, workflows, and tools an enterprise uses to create, manage, and distribute content. The result is a solution that delivers a competitive advantage in meeting the increasing demand for personalized digital experiences while also dramatically accelerating content deployment and optimization cycles.

“Marketing teams have poured substantial resources into producing more content, but their operational processes just can’t keep up with that volume and complexity,” said Doug Tallmadge, Co-Founder and CEO of Gradial. “That’s why we built Gradial. Marketing should operate at the speed of thought, and we want to empower the marketer to spend less time thinking about the process and more time thinking about outcomes for the customer.”

Gradial’s agentic AI platform helps enterprises accelerate their content supply chains by automating CMS authoring and production, ticket routing and triage, and campaign and experiment building, as well as quality assurance, brand, and compliance checks. This automation unlocks massive efficiency gains for marketing departments that traditionally rely on manual processes.

Founded in 2023 by alumni of SpaceX, Microsoft, and Point72, Gradial has quickly built a suite of enterprise-grade AI agents that have cultivated a strong blue-chip base of industry leading customers and partners, including AWS, Adobe, dentsu | Merkle, EPAM Systems, Slalom, and Infogain, demonstrating strong market validation.

“Gradial agents are revolutionary for enterprise marketing operations. They accelerate enterprise content supply chains while increasing quality and compliance, by replicating nuanced and complex decision making,” said Daniel Knauf, Chief Technology Officer, Merkle Americas. “Marketing teams can then reclaim substantial resources and redirect them to strategic initiatives. In an era of doing more with less in digital marketing, Gradial cracks the code on the operational bottleneck that’s been holding back even the most sophisticated marketing organizations. It’s not just automation—it’s agentic orchestration that actually understands your brand.”

Unlike many agents with uncertain ROI or enterprise performance, Gradial’s platform is already delivering measurable results for several Fortune 500 customers. Designed to work alongside marketing operations teams within their current workflow, the company’s agents integrate with tools like Adobe Experience Manager, Figma, Workfront and other leading technologies. With Gradial, enterprise marketing teams can automate content authoring, web production, quality assurance and experience optimization at global scale.

“Among AI startups, Gradial stands out for the impact they’re already delivering for enterprise clients—users love the product, and businesses are seeing a compelling ROI,” said Matt McIlwain, Managing Director at Madrona. “Gradial is leveraging unstructured and structured data and business processes to deliver an intelligent workflow automation engine for marketing operations. They’ve identified a massive untapped opportunity by combining leading AI technologies and strong partnerships to bring solutions to some of the largest enterprises in the world.”

    About Gradial

Gradial is a leading agentic AI startup transforming enterprise marketing operations. The company’s AI agents help businesses accelerate their content supply chains by automating the manual and mundane work between creation and customer experiences. Founded in Seattle by Doug Tallmadge, Anish Chadalavada, Deip Kumar, and Anup Chamrajnagar, Gradial works with enterprise customers to unlock the full potential of their marketing technology investments. CCI Organises 10th Edition of National Conference on Economics of Competition Law

Minister of State, Shri Harsh Malhotra compliments  CCI for its impactful role in curbing abusive conduct of dominant enterprises

Posted On: 16 MAR 2025 5:43PM by PIB Delhi

The Competition Commission of India (CCI) organised the 10thNational Conference on Economics of Competition Law in New Delhi today. Shri Harsh Malhotra, Minister of State in the Ministry of Corporate Affairs; and Minister of State in the Ministry of Road Transport and Highways was the Keynote Speaker at the Conference. Smt Ravneet Kaur, Chairperson, Competition Commission of India delivered the Special Address at the Inaugural Session of the Conference. The Conference, which brings together scholars, practitioners, and experts working in the area of economics of competition law, is being organised by the CCI every year since 2016.

In his Keynote Address, highlighting the high-growth trajectory of the Indian economy, Minister of State Shri Harsh Malhotra underscored the importance of competition law in ensuring fair competition and a level playing field in markets.

He emphasized the crucial role of the MSME sector, which contributes 80% of manufacturing output, 45% of exports, and 30% of India’s GDP. It is important to watch the interest of stakeholders, including MSMEs, to provide them with fair opportunities to compete and innovate, he said. In this context, he complimented CCI for its impactful role in curbing abusive conduct of dominant enterprises.

Commending the Commission for its well-considered decisions, he highlighted the need for real-time market monitoring and a collaborative approach to regulation. It is essential to enforce law beyond strict intervention by promoting self-regulation and compliance, he added. He encouraged the Commission to actively engage with stakeholders, including industry associations, and consider their viewpoints. He stressed on the importance of including the younger generation in deliberations to bring fresh and new perspectives. The Government has kept in mind the views of the stakeholders, be it policies, government schemes or regulations, he mentioned. Acknowledging the significance of the Conference, he said that such deliberations and brainstorming sessions would immensely contribute to India’s economic growth in the future.

The Minister stated that the Ministry of Corporate Affairs (MCA) aims to foster an ecosystem where fair competition benefits both businesses and consumers, leading to dynamic and vibrant marketplaces. He concluded by stating that India’s economic future depends on market strength, which, in turn, relies on fair competition—making it not just a legal or economic necessity but a national responsibility.

Smt. Ravneet Kaur, Chairperson, CCI, in her Special Address, stated that regulators are adopting a dynamic approach to address the issues emerging in increasingly complex markets and rapid innovation in technology. She said that the goal is to balance innovation with competition, ensuring fair and open markets, where competition and technological progress can coexist. Alluding to Artificial Intelligence (AI) as a driving force in modern markets, Smt. Kaur stressed on the need for regulators to stay abreast and ahead in the AI era to deal with algorithmic collusion, uncover hidden anti-competitive behaviour, and protect consumers in markets increasingly shaped by AI. In this context, she also discussed the role played by Market Studies as a critical tool in proactive regulation. These studies provide a comprehensive analysis of market structures, business models, arrangements amongst players and potential competition issues, she said.

Referring to the competition law enforcement regime in India, Smt. Kaur said that the regulatory landscape has evolved significantly with the introduction of the Competition Amendment Act, 2023, to address the emerging challenges and strike a balance between enforcement and market-friendly resolution. She talked about the various regulations introduced in the last one year to operationalise the Competition Amendment Act 2023, with extensive consultations involving all key stakeholders. • MIL-OSI Africa: African Petroleum Producers’ Organization (APPO) Congo Energy & Investment Forum (CEIF) 2025 Side Event to Unpack Africa’s Oil and Gas Potential, Highlight Innovative Financing Solutions

Source: Africa Press Organisation – English (2) – Report:

BRAZZAVILLE, Congo (Republic of the), March 17, 2025/APO Group/ —

Taking place on the sidelines of the inaugural Congo Energy & Investment Forum (https://apo-opa.co/3RbNYDB) this month the African Petroleum Producers’ Organization (APPO) will host a side event focusing on the challenges of the energy transition in Africa on March 26. The global pursuit to achieving net-zero emissions by 2050 is getting closer with each year, with new technologies, regulatory policies, funding opportunities and legislation set to expedite the transition from hydrocarbons to renewable energy resources. However, a just energy transition for Africa requires allowing the continent to utilize its natural resources to move towards cleaner sources of energy.

As such, the African Energy Bank: Energy Transition and Financing Optics for Oil and gas Industry in Africa side event will shine a light on the role of the African Energy Bank (AEB) (https://apo-opa.co/3DMaNLa) in addressing the funding challenge that the energy transition poses to the African oil and gas industry. Launched by the African Export-Import Bank (Afreximbank) in partnership with APPO, the AEB – set to commence operations in March 2025 – represents a bold step towards empowering African nations to take control of their energy future.

The inaugural Congo Energy & Investment Forum, set for March 24-26, 2025, in Brazzaville, under the patronage of President Denis Sassou Nguesso and supported by the Ministry of Hydrocarbons and Société Nationale des Pétroles du Congo, will bring together international investors and local stakeholders to explore national and regional energy and infrastructure opportunities. The event will explore the latest gas-to-power projects and provide updates on ongoing expansions across the country.

By mobilizing significant investment and fostering energy independence, the AEB will play a pivotal role in bridging the financing gap, unlocking the full potential of Africa’s energy resources and driving industrial and economic growth across the continent. The AEB’s strategic partnerships with government’s, financial institutions and energy stakeholders will enable large-scale investments in renewables and traditional energy projects, supporting the continent’s transition to cleaner energy sources while addressing immediate energy access needs.

With the participation of Bruno Jean-Richad Itoua, Minister of Hydrocarbons of the Republic of Congo and President of APPO, as well as Dr. Omar Farouk Ibrahim, Secretary General of APPO, the side event is set to showcase how African countries can capitalize on development across the entire energy value chain, create jobs and ensure ownership and control, independent of global pressure that doesn’t understand the intricacies of energy poverty across the continent.

The AEB has been established with an initial $5 billion authorized capital – of which 45% has been secured –, serving as a crucial step in mobilizing investment for energy projects. The bank aims for an ambitious $120 billion asset base, with Nigeria having secured the hosting rights for the bank last year after competing against three other nations.

“APPO’s side event at the inaugural CEIF 2025 represents a pivotal moment in Africa’s journey towards a sustainable and inclusive energy future. By addressing the critical funding challenges of the energy transition, APPO’s initiative aims to empower African nations to harness their natural resources, drive industrial growth and create energy solutions that are both sustainable and accessible. The global energy transition is not only about transitioning to cleaner energy – it’s about ensuring that Africa has the financial tools and strategic partnerships to take control of its energy future and secure a just transition for all its people,” states Sandra Jeque, Events and Project Director at Energy Capital & Power.

  • MIL-OSI Africa: Algeria steps up preparations for the Intra-African Trade Fair 2025 (IATF2025) as six-month countdown starts

Source: Africa Press Organisation – English (2) – Report:

    ALGIERS, Algeria, March 17, 2025/APO Group/ —

Preparations are on course for the Intra-African Trade Fair 2025 (IATF2025), Africa’s premier trade and investment event that will be held in Algiers, Algeria from 4th to 10th September 2025.

With only six months to go until IATF2025, the Government of the People’s Democratic Republic of Algeria in conjunction with the organising committee is stepping up final preparations for the event that is expected to bring to Algeria over 35,000 visitors from more than 140 countries to participate in what has become the foremost trade and investment platform on the continent and a marketplace for the African Continental Free Trade Area (AfCFTA).

Addressing the fourth meeting of the Advisory Council of IATF, Algeria’s Minister of External Trade and Export Promotion, Hon. Mohammed Boukhari said, “Algeria has expressed its full readiness to organise IATF2025, especially given our extensive capabilities and resources which will be leveraged fully to ensure the success of this important event. A high-level intersectoral committee has been established to oversee and monitor the preparations. We are confident that IATF2025 will meet the set objectives as it perfectly aligns with Algeria’s economic objectives and we are committed to making the trade fair a resounding success.”

The Minister noted that Algeria takes pride in its continental belonging, which ‘reflects its deep-rooted civilisation and strengthens its future aspirations.’

More than 2,000 exhibitors including businesses from the continent and oversees will be showcasing their goods and services to thousands of visitors and buyers during the fair. It is expected to result in trade and investment deals worth over US$44 billion, spotlighting the growing impact of the fair as Africa’s leading marketplace. The Government of Algeria is putting in place measures to ensure a seamless travel experience for the huge number of visitors expected to attend IATF2025.

Deputy Chairman of the IATF Advisory Council and former President of African Export-Import Bank (Afreximbank), Mr. Jean Louis-Ekra said, “We have had a fruitful meeting of the Advisory Council. We are satisfied with the commitment and progress made so far towards preparing for IATF2025 as September beckons. We encourage countries, corporates, Small and Medium Enterprises (SMEs), buyers, visitors, and delegates to take this early opportunity to register for the trade fair.”

IATF is a platform for boosting trade and investment in Africa and aims to tap into opportunities from AfCFTA’s single market of over 1.4 billion people and a GDP of over US$3.5 trillion. It is held biennially by Afreximbank, in collaboration with the African Union Commission (AUC) and the AfCFTA Secretariat. In the last three editions of IATF, over $100 billion in trade and investment deals have been closed cumulatively with over 70,000 visitors and more than 4,500 exhibitors participating.

Ahead of the Advisory Council meeting, Mrs Kanayo Awani, Executive Vice President, Intra-African Trade & Export Development Bank at Afreximbank briefed Hon. Boukhari on pending deliverables identified during the CANEX WEEKEND, which was held in Algiers in 2024 and used as a dry run for IATF2025. The Minister acknowledged the gaps and committed to addressing them promptly and putting measures in place to ensure a seamless travel experience for the large number of visitors expected at IATF2025.

Mrs. Awani stated, “Overall, we are happy with the progress made towards hosting IATF2025, the biggest trade and investment platform on the continent. I want to laud the Government of Algeria for agreeing to take necessary measures to ensure that IATF2025 is a resounding success. IATF2025 is pivotal to advancing intra-African trade. Therefore, I want to encourage local businesses, especially SMEs, to take advantage of the fair to showcase their products and services to buyers and visitors attending the fair, in order to expand their markets.”

Some of the activities lined up for the week-long IATF2025 include a trade exhibition by countries and businesses; the Creative Africa Nexus (CANEX) programme with a dedicated exhibition and summit on fashion, music, film, arts and craft, sports, literature, gastronomy and culinary arts; a four-day Trade and Investment Forum featuring leading African and international speakers; and the Africa Automotive Show for auto manufacturers, assemblers, original equipment manufacturers and component suppliers.

Special Days will also be held, dedicated for countries as well as public and private entities to showcase trade and investment opportunities, and tourism and cultural attractions, as well as Global Africa Day to highlight commercial and cultural ties between Africa and its diaspora, featuring a Diaspora Summit, market and exhibition, cultural and gastronomic showcase.

Also planned is a business-to-business (B2B) and business-to-government (B2G) platform for matchmaking and business exchanges; the AU Youth Start-Up programme showcasing innovative ideas and prototypes; the Africa Research and Innovation Hub @ IATF targeting university students, academia and national researchers to exhibit their innovations and research projects; and the African Sub-Sovereign Governments Network (AfSNET) to promote trade, investment, educational and cultural exchanges at the local level. • MIL-OSI Europe: Written question – Clarification of the concept of ‘interference’ in democratic debate and elections – E-000959/2025

    Source: European Parliament

    Question for written answer  E-000959/2025
    to the Commission
    Rule 144
António Tânger Corrêa (PfE), Vilis Krištopans (PfE), Ivaylo Valchev (ECR), Erik Kaliňák (NI), Filip Turek (PfE), Tiago Moreira de Sá (PfE), Marieke Ehlers (PfE), Jorge Martín Frías (PfE), Jaroslav Bžoch (PfE), Roberto Vannacci (PfE), Elisabeth Dieringer (PfE), Markus Buchheit (ESN), Tomáš Kubín (PfE), Roman Haider (PfE), Malika Sorel (PfE), Bogdan Rzońca (ECR), Jaroslava Pokorná Jermanová (PfE), Diana Iovanovici Şoşoacă (NI), Christine Anderson (ESN), Irmhild Boßdorf (ESN), Şerban Dimitrie Sturdza (ECR), Anna Bryłka (PfE), Hermann Tertsch (PfE), Gerolf Annemans (PfE), Marc Jongen (ESN), Gheorghe Piperea (ECR)

Following the initial work of the Special committee on the European Democracy Shield (EUDS), it has become abundantly clear that there is significant confusion regarding various concepts and distinctions, namely: the concept of interference; the distinction between interference and legitimate influence in democratic debate; and the difference between an illegitimate attack and an unpopular opinion that still falls within the bounds of freedom of expression in democratic discourse.

Considering the European Union’s commitment to transparency and the defence of freedom of expression, we ask the Commission to respond to the following questions:

    • 1.Can the Commission provide a clear and operational definition of the concept of ‘interference’ in the context of elections and democratic debate, and distinguish it from the legitimate attempt to influence democratic debate through freedom of expression?
    • 2.How does the Commission differentiate between an attack requiring intervention and an unpopular but legitimate opinion within the context of democracy and pluralism of ideas?
    • 3.Does the Commission consider that refusing to answer these fundamental questions compromises European citizens’ right to an informed and enlightened public debate?

Given the relevance of this issue for the protection of European democratic values, we request a detailed and well-founded response.

  • MIL-OSI Europe: Answer to a written question – New Turkish provocations – E-000036/2025(ASW)

    Source: European Parliament

The EU has a strategic interest in a stable and secure environment in the Eastern Mediterranean and in the development of a cooperative and mutually beneficial relationship with Türkiye.

In this context, the EU continues to expect Türkiye to respect the sovereignty and the sovereign rights of all Member States and to unequivocally commit to and promote good neighbourly relations and the peaceful settlement of disputes.

The European Council conclusions of 12 December 2019[1], clearly stated that the Türkiye-Libya memorandum of understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea infringes upon the sovereign rights of third states, does not comply with the Law of the Sea and cannot produce any legal consequences for third states.

The EU’s position on matters regarding delimitation of maritime jurisdictions in the Mediterranean Sea has not changed. Delimitation of the continental shelf and exclusive economic zones should be addressed through dialogue and negotiations in good faith, in accordance with international law, including the United Nations Convention on the Law of the Sea[2], having recourse, if necessary, to the International Court of Justice.

EU officials, including the High Representative/Vice-President , have continued to emphasise these positions in meetings with Turkish officials.

  • MIL-OSI Europe: Written question – Frontex director’s interview on the EU-Tunisia deal – E-000727/2025

    Source: European Parliament

    Question for written answer  E-000727/2025/rev.1
    to the Commission
    Rule 144
    Tineke Strik (Verts/ALE)

On 26 January 2025, the director of Frontex gave an interview[1] in which he hailed the memorandum of understanding on a strategic and global partnership between the European Union and Tunisia[2] a success. He cited the 59 % decrease in the number of arrivals from Tunisia and Libya in 2024 as the reason for this success.

    • 1.Regard being had to the systematic human rights violations perpetrated by the Tunisian Coast Guard – which is one of the main beneficiaries of EU funding under the memorandum of understanding –, as well as the de facto termination of the right to asylum in Tunisia owing to the UNHCR registration freeze on asylum procedures enforced by the Tunisian Government, does the Commission agree that the EU-Tunisia memorandum of understanding has been a success, and what impact do these violations have on cooperation and funding under Article 21 TEU, which stipulates that EU external policies must respect human rights?
    • 2.Can the Commission prove that the decrease in the number of arrivals from Tunisia is a direct consequence of the memorandum of understanding and cannot be attributed to other factors, such as changed routes, weather conditions or a reduction in the number of migrants due to changed circumstances in third countries?
    • 3.Can the Commission rule out the deportation of undocumented third-country nationals to Tunisia during its current mandate, or the transfer of asylum seekers by EU Member States to Tunisia pending their asylum procedures or by applying the safe third country concept?

  • MIL-OSI Europe: Angelus of the Second Sunday of Lent

    Source: The Holy See

The following is the text prepared by the Holy Father Francis for the Angelus of this second Sunday of Lent:

Text prepared by the Holy Father

Dear brothers and sisters, happy Sunday!
Today, the second Sunday of Lent, the Gospel tells us about the Transfiguration of Jesus (Lk 9:28-36). Having climbed to the top of a mountain with Peter, James and John, Jesus immerses Himself in prayer and becomes radiant with light. In this way, He shows the disciples what is hidden behind the gestures He performs in their midst: the light of His infinite love.
I am sharing these thoughts with you while I am facing a period of trial, and I join with so many brothers and sisters who are sick: fragile, at this time, like me. Our bodies are weak but, even like this, nothing can prevent us from loving, praying, giving ourselves, being for each other, in faith, shining signs of hope. How much light shines, in this sense, in hospitals and places of care! How much loving care illuminates the rooms, the corridors, the clinics, the places where the humblest services are performed! That is why I would like to invite you, today, to join me in praising the Lord, who never abandons us and who, in times of sorrow, places people beside us who reflect a ray of His love.
I thank you all for your prayers, and I thank those who assist me with such dedication. I know that many children are praying for me; some of them came here today to “Gemelli” as a sign of closeness. Thank you, dearest children! The Pope loves you and is always waiting to meet you.
Let us continue to pray for peace, especially in the countries wounded by war: tormented Ukraine, Palestine, Israel, Lebanon, Myanmar, Sudan, and the Democratic Republic of the Congo.
And let us also pray for the Church, required to translate into concrete choices the discernment made in the recent Synodal Assembly. I thank the General Secretariat of the Synod, which over the coming three years will accompany the local Churches in this undertaking.
May the Virgin Mary keep you and help you to be, like Her, bearers of Christ’s light and peace.

  • MIL-OSI Banking: Inflation increased to 2.7 percent in February 2025

    Source: Bank of Botswana

Headline inflation increased from 2.5 percent in January to 2.7 percent in February 2025, remaining below the lower bound of the medium-term objective range of 3 – 6 percent, and was lower than the 3.9 percent recorded in February 2024. The increase in inflation between January and February 2025 was mainly on account of the acceleration in the rate of annual price changes of most categories of goods and services, including Food & Non-Alcoholic Beverages, Alcoholic Beverages & Tobacco and Transport. Inflation for domestic tradeables increased from 4.6 percent to 4.8 percent between January and February 2025, mainly on account of an increase in food prices. Similarly, inflation for imported tradeables increased from 1.6 percent to 1.9 percent over the same period, mainly due to an increase in vehicle prices. As a result, all tradeables inflation rose from 2.4 percent to 2.7 percent between January and February 2025. Meanwhile, inflation for non-tradeables rose marginally from 2.5 percent to 2.6 percent in the same period.

Similarly, the 16 percent trimmed mean inflation and inflation excluding administered prices increased from 2.2 percent and 3.5 percent to 2.4 percent and 3.8 percent, respectively, between January and February 2025.

Rome (Agenzia Fides) – In the Transfiguration, “Jesus shows the disciples what is hidden behind the gestures He performs in their midst: the light of His infinite love,” reads Pope Francis’s text for the Angelus prayer, published by the Vatican this Sunday, referring to the Gospel for the second Sunday of Lent.”I am sharing these thoughts with you,” the Pope writes, “while I am facing a period of trial, and I join with so many brothers and sisters who are sick: fragile, at this time, like me. Our bodies are weak but, even like this, nothing can prevent us from loving, praying, giving ourselves, being for each other, in faith, shining signs of hope.””How much light shines,” the Bishop of Rome continues in his reflections, “in this sense, in hospitals and places of care! How much loving care illuminates the rooms, the corridors, the clinics, the places where the humblest services are performed! That is why I would like to invite you, today, to join me in praising the Lord, who never abandons us and who, in times of sorrow, places people beside us who reflect a ray of His love.”The Pope, whose condition is slowly but steadily improving according to medical reports, thanks “everyone for your prayers” and, he writes, “those who assist me with such dedication. I know that many children are praying for me; some of them came here today to “Gemelli” as a sign of closeness. Thank you, dearest children! The Pope loves you and is always waiting to meet you.”In the morning, around 500 children gathered in the square forecourt of the Gemelli Hospital, where the statue of John Paul II stands. This was a delegation of children of many nationalities, supported by UNICEF and the Caritas office of the Diocese of Aversa, who expressed their affection for the Pope in this way. From the hospital, Pope Francis asked again to continue “to pray for peace, especially in the countries wounded by war: tormented Ukraine, Palestine, Israel, Lebanon, Myanmar, Sudan, and the Democratic Republic of the Congo”. • MIL-OSI China: China’s medical equipment integrates cutting-edge technologies to drive innovation

Source: China State Council Information Office

This photo taken on March 14, 2025 shows a surgical robot demonstration during the 2025 China Medical Equipment Conference & Medical Equipment Exhibition held at Chongqing International Expo Center in southwest China’s Chongqing Municipality. [PhotoXinhua]

From a console in Shanghai, French surgeon Youness Ahallal guided robotic arms in Morocco with real-time precision, delicately removing a patient’s tumor.

Despite the staggering 12,000-kilometer distance between them, China’s domestically developed Toumai surgical robot bridged the geographical divide to make transcontinental surgery a reality.

“With telecommunication techniques, Toumai Robot allows real-time, high-definition imaging and precise control of the robotic arms from a long distance,” said Liu Yu, executive vice president of Shanghai Microport Medbot (Group) Co., Ltd, developer of the robot.

This breakthrough enables patients in underserved regions to access world-class medical expertise without enduring exhausting cross-border journeys. “The system also revolutionizes surgical workflows for doctors,” Liu emphasized. “Previously, conducting cross-regional operations required extensive travel and coordination. Now, specialists can operate remotely with high efficiency.”

To date, the Toumai platform has completed around 300 remote operations, maintaining a flawless safety record.

The Toumai Robot exemplifies China’s rapid ascent as a pioneer in intelligent medical innovation. At the 2025 China Medical Equipment Exhibition in Chongqing in southwest China, AI-powered surgical systems, deep learning-enhanced diagnostic platforms, and cloud-connected robotic devices dominated the showcase.

“Toumai Robot focuses on minimally-invasive surgeries. It breaks through the limits of the hands of surgeons by filtering their physiologic tremor, which makes surgeries easier, safer, and less invasive,” said Liu to flows of visitors at the company’s exhibition booth.

Some medical equipment can help doctors make decisions. Longwood Valley MedTech, headquartered in Beijing, brought its ROPA orthopedic smart surgical robot with deep learning capabilities to the exhibition.

“This robot can be used in joint replacement and spinal operations as it utilizes AI to reconstruct three-dimensional images of patients’ joints with CT images, based on which doctors can simulate operations and make pre-operation plans,” said Chen Peng, vice president of Longwood Valley MedTech.

It usually takes one day for an engineer to make a three-dimensional image, compared to only one to three minutes by AI, Chen added.

Chen said the robot reduces operating time by about 30 percent on average. Less operating time means less anesthesia duration, exposure and possible complications.

The robot not only serves as a powerful “brain” but also as clever “hands.” During operations, sub-millimeter precision optical positioning ensures the precise execution of every critical step of the pre-operation plans. Stable robotic arms help doctors overcome traditional limitations such as hand tremors.

In 2024, China’s medical equipment market size surpassed 1.35 trillion yuan (about 188.2 billion U.S. dollars), according to data released during the exhibition.

Medical equipment is at the forefront of technological innovation, so efforts should be given to drive the digital and intelligent transformation of the medical equipment industry, said Xin Guobin, vice minister of industry and information technology, when addressing the event on Saturday.

“It is important to accelerate the deep integration of emerging technologies such as 5G and AI with medical equipment and develop innovative application scenarios, including intelligent diagnostic systems and remote medical consultation platforms,” Xin said.

  • MIL-Evening Report: Serwah Attafuah: a powerful and most welcome voice in contemporary Australian art

Source: The Conversation (Au and NZ) – By Dominic Redfern, Associate Professor, School of Art, RMIT University

Serwah Attafuah, The Darkness Between The Stars, JOAN. Landscape still. Courtesy of the artist.

Virtuosic digital artistry is on show in Serwah Attafuah’s installation The Darkness Between the Stars, currently showing at ACMI.

The work fiercely challenges stereotypes of black femininity and draws upon the history and culture of the Ashanti people of modern-day Ghana, one of the countries most affected by the Atlantic slave trade and the site of remembrance and pilgrimage for many descendants of the people trafficked as slaves.

Serewah is part of a generation of video artists like Melbourne’s Xanthe Dobbie, British artist Rachel Maclean, and Paris based, French Guianese artist Tabita Rezaire. These artists all channel the moving image culture of gaming and the internet, rather than the cinematic or televisual references of their forebears.

Each of these artists uses exuberant humour and a tough-minded politic to challenge the reductive construction of female and queer identities.

As we pass through the arch at the entry to the gallery, we are greeted by a 3D animation of an ocean reflecting a sky that cycles from starlit to slowly emerging dawn. We are told the arch references the entry to the Elmina castle built by the Portuguese: one of two major points from which enslaved African people were cast into the hell of the Atlantic passage and life in bonds.

    African warriors

Beyond the entrance we are faced by a series of five screens in portrait format. Each shows short loops of African warriors, suggesting the idealised – and, here, heroic – forms of game avatars a la Fortnite.

Each of the images is framed in gold e-waste. This brings to mind Congolese street art costumes, similarly made of waste which blend cultural traditions and an Afrofuturist resistance that dares to imagine a better future.

The first portrait is a furred, horn helmeted, and neck ringed warrior woman. Armed with a laser and an automatic pistol, she has further weapons adorning her back ready to be deployed.

Serwah Attafuah, The Darkness Between The Stars, ANANSI, 2025.
    Still courtesy of the artist

Behind and around her are malfunctioning computer screens. One scrolls through an online dating text exchange which evokes the idealised and reductive self-curation of the online profile. This chat is between Jenny and Mark, a FIFO worker on an offshore oil rig in Western Australia. This ties to the images of oil rigs found elsewhere in the show, evoking the plundering of African resources: human and otherwise; historical and ongoing.

The second screen pictures an armoured woman (or cyborg?) atop a rearing tiger. The tiger is an intriguing choice given it is an Asian animal but potentially points to a pan exoticism rooted in the confusion of cultures.

She wields a curved blade amid a savannah populated with umbrella thorn acacia and what appear to be comfortingly homely (and amusing) ground-hugging waratahs in the foreground.

Serwah Attafuah, The Darkness Between The Stars, JOAN, 2025.
    Still courtesy of the artist.

    Complicating fetishes

Moving around the room, floating robots accompany another warrior who props against a sword supported by a fragmented classical column.

She stands beneath an oversized moon, evoking an off-world setting, a reading compounded by her protective headwear.

Alongside a writhing snake, we catch sight of her Betty Davis (no, the Black one) super heels: a clear link to the under-remembered pioneer of Afrofuturism.

Serwah Attafuah, The Darkness Between The Stars, KING, 2025.
    Still courtesy of the artist.

Continuing this play of sexual provocation and power is the addition of a techno tutu which further accentuates her already thrusting buttocks.

The problematisation of sexualised imagery is one of the exhibition’s central themes. Attafuah toys with the Western fetishisation and fear of Black women’s sexuality.

Occasionally borrowing cliches from the gaming and pornographic worlds, Attafuah forcefully complicates such fetishes by arming four of her five warriors to the teeth. They take aim at us, challenging their construction as passive objects for our visual consumption.

A further figure, singularly unarmed apart from her thorny armbands, appears in the next frame. She runs through a series of coquettish modelling poses in her mesh bodysuit as she stands amid buzzing screens and computer detritus.

In yet another confusingly (and amusingly) stereotyped African landscape she is pictured among palm trees and sand, in what I took to be an evocation of a North African environment complete with desert fortress, oil rig and passing container ship.

In the final of the five portraits a young, braided, and fantastically eyelashed woman takes aim at us with a pistol straight from Star Wars (Rebel Alliance issue, naturally).

Serwah Attafuah, The Darkness Between The Stars, VENUS, 2025.
    Still courtesy of the artist.

She stands hip deep in a lagoon of water lilies and floating CDs. A futuristic city fills the background with a slowly turning wind turbine that sports yellow and black radiation colouring – yet another paradoxical meeting in an exhibition characterised by mixed messages that contradict easy readings.

In The Darkness Between the Stars, Attafuah proves herself to be a powerful, uncompromising and most welcome voice in contemporary Australian art. She proves herself capable of generating sophisticated, nuanced and playful reflections on complex problems that we carry from past to present.

Serwah Attafuah: The Darkness Between the Stars is at ACMI, Melbourne, until June 1.

Dominic Redfern works at RMIT with, and previously taught, Xanthe Dobbie.

On the eve of Foreign Minister Winston Peters’ meeting with US Secretary of State Marco Rubio New Zealanders are asking Mr Peters to speak up for Palestine.

In the last few days 1606 people have signed an open letter to Mr Peters which we have sent him this afternoon, New Zealand time.

Open letter requesting government action on the future of Gaza

    17 March 2025

    Rt Hon Winston Peters

    Minister of Foreign Affairs

Open letter requesting government action on the future of Gaza

    Kia ora Mr Peters,

The situation in Occupied Gaza has reached another crisis point.

Last Sunday Israel announced it was ending its January ceasefire agreement with Palestinian groups resisting the occupation and was once more imposing a total ban on humanitarian aid entering Gaza.

Israel says this is because it wants to extend the first phase of the ceasefire agreement rather than negotiate phase two which would see the agreed withdrawal of Israeli troops from Gaza. The renewed blockade on food, water, fuel and medical supplies has been widely condemned as a breach of the ceasefire agreement and the use of “starvation as a weapon of war” by Palestinian groups, international aid organisations and many governments. The United Nations Secretary General António Guterres has called for “humanitarian aid to flow back into Gaza immediately”. Israel has refused this request.

Compounding the crisis is US President Donald Trump’s recently declared intention to permanently remove all the Palestinian people of Gaza and send them to other countries such as Egypt and Jordan so Gaza can be rebuilt as a US territory in the Middle East – in his words “the riviera of the Middle East”.

Israel has accepted this US proposal but Palestinians and the vast majority of governments and civil society groups around the world are appalled at the scheme.

To this point our government has not commented on either Israel’s new blockade of humanitarian supplies into Gaza or the US President’s plan for ethnic cleansing of the Palestinian territory.

Back in December 2023, when the government was commenting, the Prime Minister stated “…Israel must respect international humanitarian law. Civilians and civilian infrastructure must be protected…Safe and unimpeded humanitarian access must be increased and sustained.”

None of this has happened in the more than 14 months since.

We are asking our government to speak out once more on behalf of the people of New Zealand to, at the very least, condemn Israel’s use of humanitarian aid as a weapon of war and to call for international humanitarian and human rights law to be applied.

We believe the way forward for peace and security for everyone who calls the Middle East home is for all parties to follow international law and United Nations resolutions so that a lasting peace can be established based on justice and equal rights for everyone in the region.

New Zealand has an internationally respected voice which can make a strong contribution to this end. We are asking the government to use this voice.

    Nga mihi.
