    The African Union (AU) and the European Union (EU) officially announced the launch of the Continental Circular Economy Action Plan (CEAP) for Africa (2024–2034) today. Introduced by Moses Vilakati, AU Commissioner for Agriculture, Rural Development, Blue Economy, and Sustainable Environment, and Jessika Roswall, EU Commissioner Environment, Water Resilience and a Competitive Circular Economy, the plan is designed to advance sustainability, drive economic growth, and enhance resource efficiency across Africa over the next decade.

    The CEAP focuses on transitioning African economies to a circular model by reducing waste, promoting resource reuse, and encouraging recycling. As a key component of the African Union’s Agenda 2063,  the initiative was developed with co-financing and technical support from the European Union. The CEAP offers a strategic framework for sustainable investments aligned with the Europe-Africa Global Gateway Investment Package and international partnerships. The CEAP will focus on priority sectors including agriculture, packaging, energy, construction, manufacturing, electronics, technology, as well as the fashion and textiles industries.

    Following a comprehensive approach, the CEAP will:

    • Foster Circular Economy Across Sectors: The plan seeks to promote sustainable practices in key areas such as agriculture, industry, and energy by transforming waste into resources and encouraging innovation in resource management.

    • Improve Waste Management: CEAP will enhance waste management systems and recycling infrastructure, particularly through the application of green technologies and local innovations.

    • Create Green Jobs: The initiative aims to generate millions of green jobs and foster sustainable entrepreneurship, particularly among young and women.

    • Enhance Regional Cooperation: The plan will facilitate cross-border collaboration to share best practices, align policies, and create a collective impact across the continent.

    Angolan authorities must respect and ensure the right of peaceful assembly and guarantee that nationwide protests planned for 19 and 26 July against high cost of living, are facilitated and protected, said Amnesty International.

    The organization has documented how members of the Rapid Intervention Police and the Service for Criminal Investigation repressed similar protests held in Luanda, on 12 July where at least two people were critically injured, and 17 others were arrested.

    “Police must refrain from violating the right to freedom of peaceful assembly, including through the use of unnecessary and excessive force against protestors as witnessed in past protests, including on 12 July, where some of the protesters were arbitrarily arrested and others injured following unlawful use of force by the police,” said Vongai Chikwanda, Amnesty International’s Deputy Regional Director for Campaigns in East and Southern Africa.

    “Angolan authorities must immediately open independent, thorough and impartial investigation into the allegations of human rights violations committed by members of the Angola Police and to bring the perpetrators to account in a fair trial”.

    “Authorities must refrain from harassing and intimidating those who exercise their right of peaceful assembly”.

    Background

    Members from civil society organizations, such as Movement Fúria 99, from the Union for Total Independence of Angola (UNITA) and from the Angola Students Movement called for a two-day protest on 12 and 19 July 2025, following high fuel and transportation costs. On 12 July, thousands of people joined the protest, which was planned to start at the São Paulo Square and to end at the Maianga Square, in front of the National Assembly, in Luanda. The protest was impeded by the Police.

    The United States aims to pare the Group of 20 major economies back to its financial roots next year when it takes over the rotating presidency from South Africa, sources familiar with the Trump administration’s plans said.

    Washington has scaled back its participation this year, with Treasury Secretary Scott Bessent skipping a G20 finance chiefs’ meeting that started in Durban, South Africa, on Thursday, his second absence from an event this year.

    Experts and administration sources say the absence of top U.S. officials reflects the Trump administration’s skepticism about multilateral institutions such as the G20, which the U.S. helped found in 1999.

    U.S. President Donald Trump has upended the global economy with a wide-ranging trade war that has targeted many developing countries, including G20 members, while slashing foreign development funds to pursue an “America First” agenda.

    Three U.S. sources familiar with the matter say Washington still plans to assume the G20 presidency at the end of the year, which coincides with the 250th anniversary of the United States.

    But it will focus on two “tracks” – the leaders’ summit and the financial track – eliminating other working groups and ministerial-level meetings, including those on energy, health, commerce and the environment, two of the sources said.

    A more streamlined G20 process would be in line with Bessent’s call in April for the International Monetary Fund and World Bank to focus on their core missions of financial stability and development instead of climate finance and gender issues. The White House and Treasury had no immediate comment.

    SECOND-ROUND RESET

    Josh Lipsky, chair of international economics at the Atlantic Council in Washington, said Bessent and other senior U.S. officials want to get “back to basics,” an approach being embraced by other G20 members.

    The U.S. has already withdrawn from co-chairing a working group on sustainable finance with China and it remains unclear whether Trump will join this year’s leaders’ summit in South Africa.

    Many members agreed the G20’s portfolio had grown too large, triggering a review, said two sources familiar with the issue.

    In 2024, G20 host Brazil sought the group’s endorsement of a global minimum tax on the ultra wealthy, a step that the Biden administration rejected as an overreach.

    “There seems to be consensus at the G20 that it has expanded a lot. G20 South Africa is conducting a review of the G20 process and will provide recommendations to streamline it. That is in line with what the U.S. is looking at,” one of the sources said.

    Activists and developing countries say they will watch U.S. actions, but that paring back could help the G20 survive.

    “Our hope is that development continues to be linked,” said Eric LeCompte, executive director of the non-profit Jubilee USA Network. “Financial stability, debt issues and economic issues cannot be separated from development and global growth.”

    CRISIS ORIGINS

    The G20 was founded after the Asian financial crisis of 1997-1998, before expanding to include state leaders during the global financial crisis in 2008. It has been tested by U.S.-China tensions, Russia’s invasion of Ukraine, and divergent views on the Middle East conflicts.

    Brad Setser, a former U.S. official now at the Council on Foreign Relations, said the G20 still offered a platform for high-level bilateral meetings.

    He said Trump could welcome to the U.S. next year foreign leaders such as Chinese President Xi Jinping and even Russian President Vladimir Putin if the Ukraine war ended, without the fanfare of a bilateral summit or state visit.

    Ben Harris, a former senior Treasury official now at the Brookings Institution, said Washington’s decision to pull back offered China and others a chance to show leadership, which might not serve U.S. interests.

    “It obviously creates a vacuum, and that vacuum will be filled.”

    The World Health Organization (WHO) has reinforced its support to Tanzania’s post-Marburg Virus Disease (MVD) recovery by handing over essential medical equipment worth over TZS 112 million to health authorities in Biharamulo District, one of the areas most affected by the outbreak.

    The equipment package includes personal protective equipment (PPE), diagnostic tools, hospital beds, and emergency medical kits, critical to restoring routine health services and enhancing outbreak preparedness at the district level.

    Speaking during the official handover ceremony, Dr. Galbert Fedjo, acting WHO Representative in Tanzania, reaffirmed WHO’s long-term support: “This handover is part of a broader commitment to strengthen outbreak preparedness and response capacities in Tanzania. We are proud to stand with the Government and the people of Tanzania on the road from recovery to resilience.”

    The donation is part of a larger post-Marburg support package made possible through funding from the Government of the United Kingdom via the Foreign, Commonwealth & Development Office (FCDO). Beyond medical supplies, the support has also contributed to risk communication, psychosocial recovery, and training of health workers across affected regions.

    Receiving the equipment on behalf of the Government, The Director of Emergency at the Ministry of Health, Dr. Erasto Sylvanus, expressed appreciation to WHO and partners: “This support comes at a critical time as we continue to strengthen our health systems and ensure our frontline workers are equipped to handle future health emergencies.     President John Dramani Mahama has announced that, beginning with the next cocoa season, Ghanaian cocoa farmers will receive no less than 70 per cent of the prevailing world market price for their produce.

    Addressing a grand durbar of chiefs and residents in Juaboso on Tuesday, the President declared: “Let me be clear: we will honour our promise to pay our hardworking farmers 70 per cent of the world market price of cocoa. The sweat of our cocoa farmers deserves dignity and a fair reward.”

    Key highlights

    1. 70 % price guarantee: The new pricing formula will be reflected in the producer price set by the Producer Price Review Committee ahead of the upcoming 2025/26 crop year.

    2. President Mahama announced that construction works will commence this quarter on the Juaboso–Asawinso trunk road, along with 120 km of feeder roads that link farming communities to key buying centres.

    3. Government will distribute five million hybrid seedlings and scale up fertiliser subsidies to increase yields and maintain Ghana’s position as the world’s leading cocoa producer.

    An additional 10,000 young people are being enrolled in the Cocoa Rehabilitation & Youth Entrepreneurship Programme to rejuvenate aged farms and create decent jobs in the sector.

    The World Bank Board of Directors approved the Second Kenya Social and Economic Inclusion Project (KSEIP2) which will strengthen the country’s social protection systems and scale up safety net support to twelve million citizens, including elderly, women, adolescents, children and other age specific vulnerable groups–while advancing human capital development and economic inclusion.

    The KSEIP2, a successor to the recently completed Kenya Social and Economic Inclusion Project (KSEIP), will build on the success and lessons learned from the relevant interventions implemented to enhance delivery systems for inclusive access to social and economic inclusion. It is financed by a $127.5 million investment from the International Development Association (IDA).

    Inclusive growth and poverty reduction are realized when there are more and better jobs as well as more accessible jobs for the poorest and most vulnerable populations,” said Qimiao Fan, World Bank Division Director for Kenya. “The project’s innovative elements will prepare today’s children and adolescents for healthy and productive adulthoods, help poorer families with sustainable livelihood enhancement, and ensure that hard-won gains are not lost to food insecurity during the times of drought or other crises.”

    The project will scale up cash-plus programs for targeted age groups, complementing the existing cash transfers provided under the government’s flagship National Safety Net Program (NSNP). KSEIP2 will promote inclusive and sustainable employment through the introduction of climate-resilient income-generating activities and by linking beneficiaries to government social insurance schemes for long-term savings and resilience.

    Given Kenya’s vulnerability to recurrent droughts in the North and Northeastern Counties, the project will also strengthen the efficacy of social protection system through investments in modernization and provision of emergency social assistance as temporary support to offset the adverse impact of such crisis.

    The Government of Kenya is committed to supporting opportunities for every Kenyan family to sustainably exit poverty and vulnerability. The KSEIP2 Project supports the government’s ambition on disrupting the vicious cycle of poverty by focusing on investments in children and adolescents, as well as households with productive capacity,” said Shubha Chakravarty, Senior Economist and the Task Team Leader, World Bank. “This objective will be achieved by working in synergy with other relevant government programs.”

    As part of the government’s strategic efforts to resource state institutions and foster meaningful rehabilitation, the Ministry for the Interior has initiated discussions with the Ministry of Education to sign a Memorandum of Understanding. This landmark agreement will empower the Prison Service to supply:

    • 20% of sanitary pads for the nation’s Free Sanitary Initiative.
    • 30% of all school furniture procured by the government.
    • 30% of all school uniforms distributed nationwide.

     UN High Commissioner for Human Rights Volker Türk on Thursday deplored the killing of dozens of civilians by both parties amid ongoing hostilities in Sudan’s Kordofan region over the past week.

    The UN Human Rights Office has verified the killing of least 60 civilians by the Rapid Support Forces (RSF) in North Kordofan’s Bara locality since 10 July. Civil society groups have reported that up to 300 people were killed.

    At least 23 other civilians were reportedly killed and more than 30 others injured when airstrikes by the Sudanese Armed Forces (SAF) hit two villages in West Kordofan from 10 to 14 July. In addition, on 17 July, at least 11 civilians – all members of a single family – were killed in a SAF airstrike in Bara locality.

    “It is distressing that more than two years since the conflict began parties to the conflict in Sudan continue to demonstrate callous disregard for civilians’ lives and safety,” said Türk.

    The latest civilian deaths come amid worrying reports that the RSF is mobilising for an offensive on El Obeid, the capital of North Kordofan state. The UN Human Rights Chief also expressed continued concern for the safety of civilians in El Fasher, North Darfur, following multiple RSF attacks on the besieged city in recent days, including a ground attack on 11 and 12 July, which reportedly resulted in civilian casualties.

    “An escalation of hostilities in North Darfur and Kordofan will only further aggravate the already severe risks to civilians and the dire humanitarian situation in a conflict that has already wrought untold suffering on the Sudanese people,” said Türk. “I urge those with influence to act to prevent such an escalation, and to ensure that both parties uphold their obligations under international law, including on the protection of civilians and civilian infrastructure.”

    The High Commissioner renewed his calls on the warring parties to ensure safe, sustained and unimpeded access to humanitarian aid, including through humanitarian pauses, and to prevent and repress violations of international law. “All alleged violations must be fully and independently investigated and those responsible brought to justice,” he said.

    A harmonized Made in Africa certification is set to boost the global visibility and competitiveness of African products. The framework, governance, and branding of the scheme was discussed in Nairobi, with the International Trade Centre (ITC) contributing technical insights and implementation support.

    Despite growing opportunities for intra-Africa trade through the African Continental Free Trade Area (AfCFTA), many African producers face challenges in gaining visibility and market access. Consumers continue to lack trust in locally made products and services, often perceiving them as inferior to imports. Quality exists but consumers need confidence in that, so African firms can grow in local and regional markets while positioning themsleves globally.

    The African Union established the Made in Africa (MiA) initiative to ensure African small businesses have a competitive edge and can scale in markets increasingly driven by standards, consumer trust, and brand reputation, through a harmonised continental certification system. This builds on earlier continental efforts to strengthen Africa’s industrial base and promote the continent’s products. 

    The initiative advanced another milestone at the Meeting of the Made in Africa Ad-hoc Committee in Nairobi, Kenya from 1 to 2 July 2025. The African Union Commission (AUC) and the Pan African Quality Infrastructure (PAQI) convened the meeting with technical assistance from ITC. Technical institutions, private sector and consumer representatives gathered with international partners such as Physikalisch-Technische Bundesanstalt (PTB) and World Customs Organisation (WCO). Together, they finalized the MiA implementation guide, defined governance and coordination structures, and agreed on the implementation framework.

    Highlights included presentations of MiA branding concepts and governance options, drawing on a soon-to-be launched concept testing and benchmarking study of the AUC, PAQI and ITC.

    Through the EU-funded Africa Trade Competitiveness and Market Access (ATCMA) Programme, ITC is supporting the African Union with technical input and analysis to help shape a credible and market-oriented brand for African products. ITC involvement builds on its broader mission to empower small businesses to compete, connect, and change lives.

    The Nairobi meeting marks an important step in delivering a practical, African-led solution that will help producers build trust, meet quality expectations, and grow their share in regional and global markets. The finalization of the implementation framework and agreement on next steps bring the MiA scheme closer to launch, building on and consolidating national and regional level labels in Africa.

    The MiA was adopted as part of the African Union’s Niamey Action Plan on Industrialisation and Economic Diversification, where it was identified as critical to realising the gains of the AfCFTA. The MiA Certification Scheme will be anchored on the  AfCFTA Agreement’s rules of origin and intellectual property provisions and aligned with the Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) Annexes to ensure high standards and market compatibility.

    The latest review of euthanasia has just been released by the Ministry of Health – and despite a tiny workforce, there has been a continued growth in the number of those receiving assisted suicide.

    Family First has analysed the Registrar (assisted dying) Annual Report – June 2025

    Key findings include:

    • 472 people had assisted suicide – up from 344 in the previous 12 months – a 37% increase in assisted deaths in the last 12 months, and a 57% increase since the first full year of operation (2022).
    • 20% increase in applications
    • 80% NZ European/Pākehā. Virtually no Pasifika (<0.5%) and disproportionately few Māori (5%)
    • 12% of applicants had a disability
    • 242 applicants died before ‘needing’ euthanasia
    • the application process continues to shorten, now averaging only 14 days – down from 16 days in the previous report
    • less than 10% of applicants are for neurological conditions (the conditions frequently touted by proponents as the reason for needing euthanasia)
    • 85% of applicants are deemed eligible by the attending medical practitioner
    • 95% of second assessments (of those 85%) by an independent medical practitioner are deemed eligible

    On the positive side, the report says:

    “There have been occasions on which a person’s request for assisted dying has led to them exploring alternative care or services, such as optimising palliative care or additional social or wrap-around supports. In some cases, this resulted in the person rescinding (withdrawing) their application for assisted dying.”

    The report says that 33 people subsequently decided to withdraw their application.

    The report also highlights the very low number of medical professionals willing to be involved in euthanasia / assisted suicide – approximately 126 – despite attempts by the SCENZ to bolster the workforce. This is not surprising given the Hippocratic Oath / Declaration of Geneva made by medical professionals. Assisting suicide clashes with this ethical base.

    What is most disturbing is that more than one in five applicants (21%) weren’t receiving palliative care. The End of Life Choice Act only provides a ‘right’ to one choice – premature death. There is no corresponding right to palliative care. Good palliative care and hospice services are resource intensive; euthanasia would be cheaper. There is a new element of ‘financial calculation’ into decisions about end-of-life care. This is harsh reality. At an individual level, the economically disadvantaged who don’t have access to better healthcare could feel pressured to end their lives because of the cost factor or because other better choices are not available to them. Some hospitals have no specialist palliative care services at all.

    Of those deemed ineligible for euthanasia, 85% was because they didn’t meet the 6-month criteria, and approximately 40% also didn’t meet either the ‘unbearable suffering’ or the ‘irreversible physical decline’ requirement.

    The other significant red flag in the report is that just 10 applicants had a psychiatric assessment to check for both competence to make the decision, and for any presence of coercion.

    This latest data simply confirms that nothing in the law guarantees the protection required for vulnerable people facing their death, including the disabled, elderly, depressed or anxious, and those who feel themselves to be a burden or who are under financial pressure.

    The NZ Herald recently reported: “A specialist paediatric palliative care (PPC) doctor says New Zealand is falling behind other nations in its care of terminally ill children and the Government must step up to help.” And the demand for this specialist medical care will only increase significantly in the near future. Our population is ageing, and therefore the number of people requiring palliative care is forecast to increase by approximately 25% over the next 15 years and will be more than double that by 2061.

    Previous Governments have made little effort to address this growing problem and to increase funding for this essential service. Euthanasia is instead given priority and full Government funding.

    It’s time we focused on and fully funded world-class palliative care – and not a lethal injection.

    We can live without euthanasia.

    Swimming at the Rhine-Ruhr World University Games will feature several student-athletes who competed at the Paris 2024 Olympic Games.

    High-profile coaches who have been behind some of biggest stars will also be part of the Games.

    Team USA will see Olympians Emma Lebron Weber and Jacob Ryan Mitchell as well as world junior mixed and women’s relay gold medalist Maxine Charlize Parker in the pool.

    Olympians Julie Brousseau, Patrick Hussey and Emma O’Croinin will be the shepherds for Canada.

    Canada’s Ashley McMillan will be on the chase for medals having made the final in the 200m individual medley at the 2024 world championships.

    Britain will have a strong presence in the 100m breaststroke with Commonwealth Games bronze medallist Archie Goodburn in the squad.

    Loughborough’s Fleur Lewis will be on the medal hunt in the 800m freestyle after breaking an 18-year-old British short-course record in the 1,500m freestyle at the BUCS Championships 2023.

    With the World Aquatics Championships beginning immediately after the opening of the FISU Games, many student-athletes will be heading straight from Berlin to Singapore.

    Among them is Paige Van Der Westhuizen from Zimbabwe, who studies at the University of Stirling in Scotland.

    “I’m feeling good,” she said. “Having the World University Games just before the World Aquatics Championships will be tough, but I’m excited.”

    Swimming Australia’s head coach Rohan Taylor, who had coached Beijing 2008 Olympic champion Leisel Jones, said that the FISU Games will also help provide an incentive to keep student-athletes in their sport.

    “Athletes often face a crossroads that can end their careers,” Taylor said on Thursday. “They think they have to choose between university and a professional career of swimming.”

The Senate voted on a $9 billion rescissions package—a straightforward, no-nonsense plan to cut wasteful government spending and get our fiscal house back in order. Now it is up to the House to follow through. This isn’t a trick play. It’s not a Hail Mary. This is blocking and tackling—the fundamentals of fiscal responsibility. Frankly, this should be low-hanging fruit for Republicans. We talk a big game on the campaign trail about cutting waste, fraud, and abuse. But now that it’s time to walk the walk, some of my Republican colleagues seem to have forgotten how they got here in the first place.
    Over the past 4 years, Joe Biden treated the American taxpayers like his own personal piggy bank for bad ideas. Now, we’re $37 trillion in debt and have very little to show for it. Their CEO openly called President Trump a “fascist” and a “deranged racist.” But don’t taking my word for it—just ask Uri Berliner, who was a senior business editor at NPR for more than two decades. In April 2024, he wrote an op-ed called “I’ve Been at NPR for 25 Years. Here’s How We Lost America’s Trust.” In the piece, he wrote that NPR has an “absence of viewpoint diversity.” He acknowledged that NPR has “always had a liberal bent” but now an “open-minded spirit no longer exists at NPR.” To prove his point, he noted that registered Democrats outnumber Republicans 87 to 0 in the newsroom. Not surprisingly, NPR suspended Berliner for having the nerve to call it like it is. I guess NPR only protects freedom of speech as long as it aligns with their progressive ideology. Go figure.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced today the opening of an SBA Business Recovery Center (BRC) in Tom Green Countyto assist small businesses, private nonprofit (PNP) organizations and residents affected by severe storms, straight-line winds and flooding beginning July 2.

    Beginning Friday, July 18, SBA customer service representatives will be on hand at the Business Recovery Center in San Angelo to answer questions and assist with the disaster loan application process. No appointment is necessary, walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “SBA’s Business Recovery Centers have consistently proven their value to business owners following a disaster,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “Business owners can visit these centers to meet face‑to‑face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    SBA representatives will also provide help to business owners and residents at disaster recovery centers when they are opened in the impacted area.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    United Nations Secretary-General António Guterres announced today the appointment of Guang Cong of China as his new Special Envoy for the Horn of Africa. He succeeds Hanna Serwaa Tetteh of Ghana, to whom the Secretary-General is grateful for her leadership and dedicated service to the Organization.

    Mr. Cong brings decades of international affairs experience to this position, with over 23 years of service in various United Nations peace operations.  A significant portion of this time was dedicated to the broader Horn of Africa region. He currently serves as Deputy Special Representative (Political) for South Sudan and Deputy Head of the United Nations Mission in South Sudan (UNMISS).

    In a bid to strengthen their partnership against organised crime, the General Secretariat of the League of Arab States hosted, with the support of the EU-funded CTJUST project, a high-level workshop in Cairo, Egypt, on 16-17 July 2025. The two-day meeting convened experts from Eurojust, the Arab League, and Arab League Member States to explore strategies for reinforcing cooperation between the two regions.

    The workshop’s agenda featured in-depth discussions on the role of Eurojust, cooperation with non-EU countries, and the nuances of judicial cooperation between the Arab League and EU Member States. This exchange of expertise and ideas aimed to enhance collaboration in the fight against transnational crime.

    By strengthening judicial cooperation, the EU and the Arab region can more effectively address the complex challenges posed by transnational crime, ultimately contributing to regional security, economic stability, and good governance.

The 2025 theme is Learn, Launch, Lead, and participants will work alongside a vibrant community of scientists, technologists, and storytellers at more than 450 events worldwide. Participants can expect to learn skills to succeed in STEM fields, launch ideas that transform NASA’s open data into actionable tools, and lead their communities in driving technological innovation. During the NASA Space Apps Challenge, participants in the U.S. and around the world gather at hundreds of in-person and virtual events to address challenges authored by subject matter experts across NASA divisions.     Task Force Will Combat Emerging Transnational Criminal Threats

    HOUSTON—The U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI) Houston Field Office and FBI Houston announced the establishment of a regional Homeland Security Task Force (HSTF) on July 17 to combat emerging threats from transnational criminal organizations in Southeast Texas.

    The task force was created as a regional component to the national Homeland Security Task Force established by the Department of Homeland Security and Department of Justice pursuant to an Executive Order issued by President Donald Trump on January 29, 2025, to protect the American people from invasion by transnational criminals.

    The Houston HSTF’s objective is to end the presence of criminal cartels, foreign gangs, and transnational criminal organizations operating in Southeast Texas through a collaborative, whole-of-government approach. To accomplish this mission, the HSTF will conduct intelligence-driven, multi-jurisdictional investigations targeting drug trafficking, money laundering, weapons trafficking, human trafficking, alien smuggling, homicide, extortion, kidnapping, child exploitation, and other transnational crimes. The task force will work closely with state and local partners to identify, investigate, and eliminate violent criminal organizations and associates operating in communities throughout Southeast Texas.

    “As transnational criminal organizations, foreign terrorist organizations, drug cartels, foreign gangs and other bad actors continue to evolve and become more sophisticated, it’s vital that we work together as a law enforcement community to find transformative ways to confront emerging threats,” said HSI Houston Special Agent in Charge Chad Plantz. “This is especially true in Southeast Texas where we face a myriad of unique border-related challenges and threats from transnational criminal organizations. By establishing this permanently integrated multi-agency task force with dedicated personnel from federal, state and local law enforcement working side-by-side with a common mission, we will be better postured to detect and respond to any type of threat we might face.”

    “Foreign terror organizations who profit off violence, drugs, and human lives now face a united front unseen before in Houston,” said FBI Houston Special Agent in Charge Douglas Williams. “For the first time, law enforcement and intelligence agencies are focused on hunting down and eradicating transnational criminals within Houston communities. Federal, state, and local police will coordinate with the U.S. Intelligence Community and overseas partners to efficiently eliminate newly designated terrorists wreaking havoc in our neighborhoods.”

    The Homeland Security Task Force will be headquartered in Houston and have a satellite office in Corpus Christi. The heads of HSI Houston and FBI Houston will co-lead the task force with input from a regional executive committee comprised of leaders from participating agencies. Task force personnel will include law enforcement agents, intelligence analysts, and professional staff.

    Participating agencies will include the Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms, and Explosives, U.S. Marshals Service, Internal Revenue Service Criminal Investigative Division, U.S. Postal Inspection Service, U.S. Customs and Border Protection Office of Field Operations, Texas Department of Public Safety, Houston Police Department, Harris County Sheriff’s Office, Montgomery County Sheriff’s Office, the High Intensity Drug Trafficking Area Director, U.S. Attorneys from the Southern and Eastern Districts of Texas, and other federal, state, and local partners.

    Angolan authorities must respect and ensure the right of peaceful assembly and guarantee that nationwide protests planned for 19 and 26 July against high cost of living, are facilitated and protected, said Amnesty International.

    Police must refrain from violating the right to freedom of peaceful assembly, including through the use of unnecessary and excessive force against protestors as witnessed in past protests, including on 12 July, where some of the protesters were arbitrarily arrested and others injured following unlawful use of force by the police

    Vongai Chikwanda, Amnesty International’s Deputy Regional Director for Campaigns in East and Southern Africa.

    The organization has documented how members of the Rapid Intervention Police and the Service for Criminal Investigation repressed similar protests held in Luanda, on 12 July where at least two people were critically injured, and 17 others were arrested.

    “Police must refrain from violating the right to freedom of peaceful assembly, including through the use of unnecessary and excessive force against protestors as witnessed in past protests, including on 12 July, where some of the protesters were arbitrarily arrested and others injured following unlawful use of force by the police,” said Vongai Chikwanda, Amnesty International’s Deputy Regional Director for Campaigns in East and Southern Africa.

    “Angolan authorities must immediately open independent, thorough and impartial investigation into the allegations of human rights violations committed by members of the Angola Police and to bring the perpetrators to account in a fair trial”.

    Members from civil society organizations, such as Movement Fúria 99, from the Union for Total Independence of Angola (UNITA) and from the Angola Students Movement called for a two-day protest on 12 and 19 July 2025, following high fuel and transportation costs. On 12 July, thousands of people joined the protest, which was planned to start at the São Paulo Square and to end at the Maianga Square, in front of the National Assembly, in Luanda. The protest was impeded by the Police.
