  • MIL-OSI Security: Emerson — Manitoba RCMP and U.S. Border Patrol host border and migrant safety event

    Manitoba RCMP officers and agents from United States Border Patrol met first in Pembina, North Dakota and then at Emerson, MB to talk about border safety and showcase some of the equipment used in preventing border incursions.

    The border between Canada and the United States is the world’s longest undefended border. The RCMP in Manitoba is responsible for approximately 520 kilometres of shared border. While people and technology are in place on both sides of the border to protect it, people do still cross illegally.

    In Manitoba year-to-date in 2024, there have been 85 apprehensions of illegal northbound crossers. The originating countries of those apprehended include the Republic of Chad, the Republic of Sudan, Guinea, Iraq, Mauritania, Congo, Yemen, Somalia, Saint Helena, Eretria, Cuba, Morocco, Mali, and Brazil.

    In 2023, there were 75 apprehensions of illegal crossers into Manitoba.

    This is a complex issue, as many of the illegal crossers come to Canada to make a refugee claim. More and more, law enforcement is seeing smuggling organizations working to get the migrants across the border without detection. Human smuggling is a real concern.

    “These smugglers are not in the business because they care about the migrants,” said Sergeant Lance Goldau, head of the Manitoba RCMP’s Integrated Border Enforcement Team (IBET). “The smugglers are looking at the bottom line – getting as much money as they can with as little work as possible.”

    The ethos of the least amount of work possible leads many migrants to have to face the actual border crossing alone. They are dropped at a location far from a Port of Entry into Canada, and they are left to fend for themselves with vague directions to connect with someone waiting for them on the other side, creating major safety concerns.

    “Some individuals who are illegally crossing the border between Manitoba, North Dakota and Minnesota are not aware of the extreme weather conditions and geography they may encounter,” said Sgt. Goldau. “This lack of understanding has led to severe injury and death. They have to realize, too, that in extreme weather, even with all of our equipment, chances of a rescue are remote.”

    Both the RCMP and the Grand Forks Sector of the U.S. Border Patrol implore any would-be crossers to enter the country legally, in a way that does not involve risking one’s life.

    “Grand Forks Sector, along with our partners at the Royal Canadian Mounted Police, are committed to educating the public about the dangers of crossing the border illegally; one death is too many,” said Chief Patrol Agent Scott Garrett.

    Jasper is open to visitors. If you plan to travel to Jasper, check what’s open and available before you go. To simplify trip planning, Jasper National Park has launched an interactive map of what’s open, with information being updated regularly.

    Reopened areas have been assessed for fire danger and dangerous trees have been removed. When you are in reopened areas, be aware of your surroundings, because rain, snow and wind weather events could create unstable conditions.

    Jasper National Park area reopenings are supporting the path to recovery. Openings of interest include:

    • October 11, 2024: Maligne Road, including Opal Hills, Bald Hills, Jacques Lake, Moose Lake loop, Mary Shaffer trails, Overlander and the trail from 6th bridge to 5th bridge reopen. Many backcountry trails and campgrounds reopen and visitors may reserve their backcountry site on the Parks Canada Reservation System beginning at 2:00 p.m.  October 10, 2024.
    • September 20, 2024: Saturday Night Lake Loop Trail, Magic Ridge Trail, the Suburbs climbing area and pullouts on the Icefields Parkway reopen.
    • September 13, 2024: Snaring/Celestine Road reopen to Moberly Homestead. All day use areas from the Columbia Icefields to Honeymoon Campground, Wilcox Pass Trail, and the Pyramid Bench area trails including Marjorie Lake Trail and Discovery Trail reopen.
    • September 6, 2024: The Icefields Parkway (93N) reopens to cyclists. All pullouts and viewpoints reopen on Miette Road, including frontcountry trails Miette Mine and Sulphur Skyline. Along Highway 16, all highway pullouts, day use areas and trails are open. Talbot Lake, Jasper Lake, the climbing area at Morro Slabs, as well as Dorothy and Christine Lakes trails reopen.
    • September 1, 2024: Roadside privies along Highway 16, the Miette River Pullout, Overlander Trail, Jasper House and Hidden Valley reopen. Roadside privies on 93N, Goats and Glaciers, Stutfield Glacier and Tangle Falls reopen.
    • August 24, 2024: Reopening of many trails on the Pyramid Bench adjacent to the townsite.
    • August 23, 2024: 93N reopens to vehicle traffic.
    • August 20, 2024: Highway 16 fully reopens.
    • August 18, 2024: Miette Hot Springs reopens.
    • August 16, 2024: Town and transfer station re-entry for residents.
    • August 9, 2024: Highway 16 reopens to all traffic from 7 a.m. to 9 p.m. 93N from Saskatchewan River Crossing to the Icefields Centre also reopens.
    • August 4, 2024: Highway 16 is open during limited times to evacuated Jasper residents in BC to travel back to Alberta.
    • August 1, 2024: Highway 16 reopens to commercial traffic during limited times.

    Jasper National Park is Ready for Winter

    The reopening of the major visitor experience areas within Jasper National Park ensures that residents, Canadians and international visitors can plan to enjoy this iconic winter destination. Parks Canada supports winter events and outdoor recreation experiences like cross-country and downhill skiing, snowshoeing, skating, and flat-packed trails for walking and fat biking. Since the wildfire, much work has been done to assess sites and ensure their safe reopening and plans for winter are very much a part of this work. As a result, many of the Jasper’s typical winter activities will continue to be available again this winter.

    Reopening visitor offers and areas outside the town required removing hazards such as fallen trees, assessing trail conditions, repairing infrastructure, and restoring several services, including emergency response, visitor safety, garbage collection, washroom cleaning, human-wildlife coexistence, and facilities maintenance. Parks Canada has been working closely with tourism partners, the Municipality of Jasper and many other partners and agencies to make reopening possible.

    This week, some of the most visited places in Jasper National Park are reopening! Visitor experiences that have reopened since the Jasper Wildfire Complex required closing the entire park include: Miette Hot Springs, the Columbia Icefields, Sunwapta Falls, Pyramid Lake, Athabasca Falls, Old Fort Point and Lake Annette.

    Today, the Honourable Randy Boissonnault, as Minister of Employment, Workforce Development and Official Languages and in a newly appointed role as Ministerial Lead to Jasper, on behalf of the Honourable Steven Guilbeault, Minister of Environment and Climate Change and Minister responsible for Parks Canada, announced fall and winter backcountry camping availability, an update on winter activities expected in Jasper, and the reopening of Maligne Road on Friday, October 11, 2024. The Parks Canada Reservation System will have select backcountry sites available to book on October 10, 2024 at 14:00 p.m. MST.

    The economy of Jasper depends on visitors and the Government of Canada is committed to welcoming tourists to Jasper National Park following the Jasper Wildfire Complex. As one of the hardest hit areas during the wildfire, Maligne Road is a significant reopening—in addition to all the incredible work to open many other popular areas. Parks Canada will continue to reopen areas of Jasper National Park as soon as it is safe to do so.

    The reopening of the major visitor experience areas within Jasper National Park ensures that Jasper residents, Canadians and international visitors alike can make plans to enjoy this iconic winter destination. Winter activities this year in Jasper will include many of the beloved experiences the park is known for, including winter events and outdoor recreation experiences like cross-country and downhill skiing, snowshoeing, skating, and flat-packed trails for walking and fat biking.

  • MIL-OSI USA: First Greenhouse Gas Plumes Detected With NASA-Designed Instrument

    The imaging spectrometer aboard the Carbon Mapper Coalition’s Tanager-1 satellite identified methane and carbon dioxide plumes in the United States and internationally.
    Using data from an instrument designed by NASA’s Jet Propulsion Laboratory in Southern California, the nonprofit Carbon Mapper has released the first methane and carbon dioxide detections from the Tanager-1 satellite. The detections highlight methane plumes in Pakistan and Texas, as well as a carbon dioxide plume in South Africa.
    The data contributes to Carbon Mapper’s goal to identify and measure greenhouse gas point-source emissions on a global scale and make that information accessible and actionable. 
    Enabled by Carbon Mapper and built by Planet Labs PBC, Tanager-1 launched from Vandenberg Space Force Base in California on Aug. 16 and has been collecting data to verify that its imaging spectrometer, which is based on technology developed at NASA JPL, is functioning properly. Both Planet Labs PBC and JPL are members of the philanthropically funded Carbon Mapper Coalition.
    “The first greenhouse gas images from Tanager-1 are exciting and are a compelling sign of things to come,” said James Graf, director for Earth Science and Technology at JPL. “The satellite plays a crucial role in detecting and measuring methane and carbon dioxide emissions. The mission is a giant step forward in addressing greenhouse gas emissions.”
    The data used to produce the Pakistan image was collected over the city of Karachi on Sept. 19 and shows a roughly 2.5-mile-long (4-kilometer-long) methane plume emanating from a landfill. Carbon Mapper’s preliminary estimate of the source emissions rate is more than 2,600 pounds (1,200 kilograms) of methane released per hour.
    The image collected that same day over Kendal, South Africa, displays a nearly 2-mile-long (3-kilometer-long) carbon dioxide plume coming from a coal-fired power plant. Carbon Mapper’s preliminary estimate of the source emissions rate is roughly 1.3 million pounds (600,000 kilograms) of carbon dioxide per hour.
    The Texas image, collected on Sept. 24, reveals a methane plume to the south of the city of Midland, in the Permian Basin, one of the largest oilfields in the world. Carbon Mapper’s preliminary estimate of the source emissions rate is nearly 900 pounds (400 kilograms) of methane per hour.
    In the 1980s, JPL helped pioneer the development of imaging spectrometers with AVIRIS (Airborne Visible/Infrared Imaging Spectrometer), and in 2022, NASA installed the imaging spectrometer EMIT (Earth Surface Mineral Dust Source Investigation), developed at JPL, aboard the International Space Station.
    A descendant of those instruments, the imaging spectrometer aboard Tanager-1 can measure hundreds of wavelengths of light reflected from Earth’s surface. Each chemical compound on the ground and in the atmosphere reflects and absorbs different combinations of wavelengths, which give it a “spectral fingerprint” that researchers can identify. Using this approach, Tanager-1 will help researchers detect and measure emissions down to the facility level.
    Once in full operation, the spacecraft will scan about 116,000 square miles (300,000 square kilometers) of Earth’s surface per day. Methane and carbon dioxide measurements collected by Tanager-1 will be publicly available on the Carbon Mapper data portal.

    VENICE, Italy – Chief of Naval Operations, Adm. Lisa Franchetti, attended the 14th Trans-Regional Seapower Symposium (TRSS) in Venice, Italy, Oct. 8-10, 2024.

    This year’s TRSS brought together Heads of Navy and Coast Guard from 67 countries with experts and professionals from around the world to discuss critical maritime issues and foster collaboration. The symposium, themed “A Spotlight on the Depths: the Underwater as a New Frontier for Humankind,” aimed to address the growing importance of the underwater through panel discussions, presentations, and interactive sessions that allowed participants to explore innovative approaches and strategies for maritime cooperation.

    “It is great to be here among friends who are united by our shared values, our shared commitment, and our shared stake in the continued stability, security, and prosperity of the entire global maritime commons, especially in the undersea domain,” said Franchetti.  “We’ve all scanned the horizon and see the forces that are threatening to make the world more unstable and more dangerous.     Franchetti also conducted her second trilateral meeting with her Australian and United Kingdom counterparts as part of the AUKUS partnership. Their first meeting occurred earlier this summer at HMAS Stirling in Perth, Australia.

    Lebanon
    We have an update from our peacekeeping colleagues in southern Lebanon. Over the past 24 hours, the exchanges of fire between the Israel Defense Forces and Hizbullah have continued to intensify. Peacekeepers observe large-scale air strikes by Israel, mainly across southern Lebanon, concurrent with its ground activities in the areas of Marun ar-Ras, Bint Jbeil, Aytarun, Kafr Kila and Labbouneh. They have also continued to observe fire by Hizbullah towards Israel.
    The UN Interim Force in Lebanon (UNIFIL) has confirmed that yesterday [8 October] IDF personnel vacated their position in the vicinity of UNIFIL post UNP 6-52, although movement of IDF personnel and vehicles continues on a nearby road.
    Some UN positions have been impacted, sustaining damage from numerous incidents, including to a security camera at UNP 1-31, damage to perimeter walls, gunshots on a vehicle, and shrapnel damage to prefab accommodation. Fortunately, there are no reports of peacekeepers wounded.
    As we have been saying repeatedly, the safety and security of our peacekeepers is a paramount priority and is a shared responsibility of all parties.
    All parties must abide by their obligations under international law, including international humanitarian law.
    We also reiterate our call, both for immediate de-escalation and for the parties to return to a cessation of hostilities and the full implementation of Resolution 1701.

    Occupied Palestinian Territory
    Turning to Gaza, the Office for the Coordination of Humanitarian Affairs has an update on the situation in the northern areas. In recent days, Israeli authorities once again ordered more than 400,000 people who remain north of Wadi Gaza to move south, while at the same time tightening access restrictions and expanding military operations in the north. Crossing points into northern Gaza have been largely closed for both humanitarian and commercial supplies. Checkpoints inside Gaza are only permitting civilians to move south — and allowing just a trickle of humanitarian movement into the north.
    OCHA warns that these developments are forcing services critical for people’s survival to shut down one by one. According to the UN Relief and Works Agency, seven schools sheltering displaced people are being evacuated, and only two of eight water wells in the Jabalya refugee camp remain functional.
    The north is also facing severe shortages of bread and food supplies. Explosive munitions burned down the only bakery supported by the World Food Programme in Jabalya refugee camp.
    Today, OCHA and the World Health Organization tried to reach northern Gaza to support the Kamal Adwan hospital, after Israeli authorities ordered its immediate evacuation. After receiving a green light from the Israeli authorities for the mission, the team was forced to wait at a holding point for many hours. Ultimately, the mission had to be aborted.
    Despite these challenges, aid workers are seizing any opportunity to support people in northern Gaza. UNRWA is utilizing limited stocks already in the north to distribute high-energy biscuits from WFP to children in designated shelters and delivering bread bundles to families in certain areas. Hot meals are being distributed by our partners to newly displaced families, some of whom are also receiving tents. And water is being delivered using trucks.

    Turning to Ukraine, the Office for the Coordination of Humanitarian Affairs says intense attacks in the south and east of the country this week have killed and injured dozens of civilians and damaged homes, a hospital and schools.
    Authorities and partners on the ground in the southern city of Kherson report that about 20 civilians – including children – were injured in attacks on Monday. At least 280 apartments in 10 buildings were also damaged.
    NGOs have mobilized emergency assistance – including first aid, food kits and shelter materials – to help families cover the damage to their homes as winter approaches.
    Aid workers continue to provide emergency support, including in Chornomorsk Town in the Odesa Region, where attacks yesterday and today injured five civilians and damaged multiple homes and a hospital. Those affected received emergency shelter kits and psychosocial support, as well as child protection and case management services.
    OCHA saus that inter-agency convoys also reached war-affected communities in the Kharkiv and Kherson regions this week, delivering essential hygiene supplies, winter clothes, blankets and charging stations.

  • MIL-OSI USA: 420 Years Ago: Astronomer Johannes Kepler Observes a Supernova

    In October 1604, a new star appeared in the sky, puzzling astronomers of the day. First observed on Oct. 9, German astronomer Johannes Kepler (1571-1630) began his observations on Oct. 17 and tracked the new star for over a year. During that time, it brightened to magnitude -2.5, outshining Jupiter, and for several weeks remained visible in the daytime. Publication of his detailed observations in 1606 led astronomers to call the star Kepler’s Supernova, today formally designated as supernova SN 1604. Astronomers of the day did not know what caused the star’s sudden appearance and eventual disappearance, but the phenomenon helped shape European cosmology toward the heliocentric model proposed by Polish astronomer Nicolaus Copernicus half a century earlier. Today, astronomers designate SN 1604 as a Type Ia supernova, resulting from the explosion of a white dwarf star, and use ground-based and space-based telescopes to study its remnants.

    Italian astronomer Lodovico delle Colombo first observed the supernova in the constellation Ophiuchus on Oct. 9. Kepler, then working in Prague, heard rumors of the new star but did not observe it until Oct. 17. He continued to monitor the star for over a year, inspired by the earlier work of Danish astronomer Tycho Brahe’s observations of a similar phenomenon, the 1572 supernova. The new star quickly brightened to magnitude -2.5, outshining Jupiter, and for three weeks could be seen in the daytime before finally fading into obscurity in March 1606. Kepler could only make naked eye observations, since Italian astronomer Galileo Galilei didn’t turn his newly invented telescope to the skies for another four years after SN 1604 faded from view.
    Later in 1606, Kepler summarized his observations in his book De Stella nova in pede Serpentarii (On the New Star in Ophiuchus’ Foot), published in Prague. SN 1604 is believed to be about 20,000 light years away, near the edge of a dark nebula complex. Kepler and his contemporaries observed not only the last known supernova to occur in the Milky Way Galaxy but also the last supernova visible to the naked eye until 1987. That one, Supernova 1987A, appeared in the Large Magellanic Cloud, a small satellite galaxy of the Milky Way.

    Astronomers today understand that what Kepler and others believed as the birth of a new star actually represented the violent death of a star. Astronomers today classify supernovas according to their characteristics, and SN 1604 belongs to the group known as Type Ia supernovas, typically found in binary star systems composed of a white dwarf and a red giant. The gravitation force of the white dwarf draws in material from its larger less dense companion until it reaches a critical mass, around 1.4 times the mass of our Sun. At that point, a runaway thermonuclear chain reaction begins, causing a release of tremendous amounts of energy, including light, that we see as a sudden brightening of an otherwise dim star.

    Supernova explosions leave remnants behind and those of SN 1604 remain visible today. Ground-based and space-based instruments using different parts of the electromagnetic spectrum study these remnants to gain a better understanding of their origins. The remnants of SN 1604 emit energy most strongly in the radio and X-ray parts of the electromagnetic spectrum. In recent years, astronomers have used Type Ia supernovas to determine the rate of expansion of the universe. Because Type Ia supernovas all occur in stars of about 1.4 solar masses, they give out about the same amount of light. This makes them useful as distance indicators – if one Type Ia supernova is dimmer than another one, it is further away by an amount that astronomers can calculate. Based on this information, astronomers believe that the expansion of the universe is accelerating, possibly caused by the presence of a mysterious substance called dark energy.

    Production update

    APA curtailed approximately 103 MMcf/d of U.S. natural gas production in the third quarter in response to weak or negative Waha hub prices. APA also curtailed an estimated 10,000 barrels per day of natural gas liquids during the quarter, which were mostly associated with the voluntary gas curtailments. Previous third quarter guidance issued in July contemplated curtailments of ~90 MMcf/d of natural gas and ~7,500 barrels per day of NGLs.

    Asset sales update

    In September, APA announced an agreement to divest non-core assets in the Permian Basin for $950 million, prior to customary closing adjustments. At the time of the announcement, these properties had an estimated net production of ~21 MBOE/D (57% oil). Fourth-quarter guidance issued with the divestiture announcement removed production from the pending divestiture for the entirety of the fourth quarter, though the transaction is not expected to close until later in the fourth quarter.

    Weighted-average shares outstanding

    The estimated weighted-average basic common shares for the third quarter is 370 million, compared with a weighted average of 371 million shares in the second-quarter 2024. APA repurchased 0.1 million shares at an average price of $29.32 per share during the third quarter.

    The meeting brought together key stakeholders working for the operationalization of the Fish Fund in support of developing and least-developed country (LDC) members’ implementation of the Agreement on Fisheries Subsidies.
    “Last time we gathered in July for the Second Steering Committee meeting, I remarked how impressive it was that this Steering Committee had so quickly achieved tangible results and was about to deliberate on the framework documents that will enable the Fish Fund to begin its operations,” Deputy Director-General Angela Ellard said at the meeting. “Since then, I have been following the Committee’s work very closely, and I can see from today’s full agenda that your remarkable efforts are continuing to deliver results.”
    DDG Ellard reported that the Fund has received close to USD 12 million from donors and has signed contribution agreements for more than USD 3.5 million. The members that have contributed to the Fund thus far are Australia, Canada, the European Union, Finland, France, Germany, Iceland, Japan, the Republic of Korea, Liechtenstein, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, and most recently the United Arab Emirates. The United Kingdom has pledged GBP 1 million.
    “These resources will have a real impact, and members are waiting to put them to good use,” DDG Ellard said.
    The Secretariat updated the Steering Committee that the consulting firm Dalberg was selected through a procurement process to develop the Monitoring, Evaluation, and Learning (MEL) framework for the Fish Fund. The Manager of the Fish Fund reported on progress in planning for future calls for project proposals to be supported by the Fund and other updates on strategy, budget, staffing, and communications.
    The meeting also featured a presentation from the International Institute for Sustainable Development (IISD) on its Self-Assessment Tool for implementing the Fisheries Subsidies Agreement. Belize shared its experiences using this tool.  The Seychelles Fishing Authority unveiled a project to upgrade its fisheries management system.
    Because the new Agreement on Fisheries Subsidies will involve adjustments and enhancements to WTO members’ legislative and administrative frameworks, their transparency and notification obligations, and their fisheries management policies and practices, Article 7 of the Agreement provides for the creation of a voluntary funding mechanism to provide targeted technical assistance and capacity building to help developing and least developed country members with implementation. For the Agreement to enter into force, two-thirds of members have to deposit their “instruments of acceptance” with the WTO. Eighty-four WTO members have formally accepted the Agreement; twenty-seven more are needed for the Agreement to come into effect. Resources from the WTO Fish Fund will be available to members once they have deposited their instrument of acceptance.

    Nearly 500 students and faculty of Auburn University gathered on campus Sept. 30-Oct. 2 to hear lectures from leading NASA propulsion and engineering experts and to talk careers goals and opportunities with representatives of the U.S. space program and various aerospace industry firms.
    The Aerospace Industry Day event, exclusively focused on careers supporting rocketry and space exploration, was the first of its kind at Auburn. University spokespersons said they hope to make it an annual expo – and team members from NASA’s Marshall Space Flight Center helped ensure the kickoff was a success.

    “The event marked a significant milestone for our organization and the university as a whole,” said Austin Miranda, an Auburn aerospace engineering undergraduate and president of Auburn’s chapter of the American Institute of Aeronautics and Astronautics. “We deeply appreciate NASA’s participation, which significantly enriched the experience for our attendees.”
    Marshall managers and engineers in the Space Launch System and Human Landing System programs, the Engineering Directorate, and the Space Nuclear Propulsion Office presented guest lectures, staffed exhibit booths, and met informally with students. The event also included a pair of intensive focus sessions on propulsion engineering, face-to-face networking opportunities between students and NASA and industry leaders, and a career fair with Marshall, the U.S. Space & Rocket Center, and more than a dozen leading aerospace industry companies.
    “As an Auburn alum, it’s always great to be able to return to the plains and engage in activities on campus,” said Josh Whitehead, associate manager of the SLS Stages Element at Marshall. “I was impressed not only with the outstanding faculty who engaged from multiple engineering departments, but also with the engineering students who asked informed, insightful questions about NASA, our missions, and the new technologies we are developing to enable exploration of space.”
    Mike Houts, nuclear research manager for NASA’s Space Nuclear Propulsion Office at Marshall, also was struck by students’ enthusiasm.
    “The students’ depth of interest and understanding was impressive,” he said. “Many of them stayed to talk long after events were officially over, and several have already followed up by email. I foresee lots of ‘win-win’ potential moving forward.”

    Among the aerospace industry participants were representatives from the U.S. Missile Defense Agency, Gulfstream Aerospace Corp., Jacobs Technology, Lockheed Martin, Relativity Space, Reliable Microsystems, RTX subsidiaries Pratt & Whitney and UTC Aerospace Systems, and Technology Service Corp. 
    “Everyone was impressed with the level of knowledge and interest from Auburn students, many of whom waited in long lines to ask questions and talk about career opportunities,” said Heather Haney, SLS Program test and verification subsystem manager. “NASA has a great history of collaborating with Auburn to support our nation’s space program, and that was reflected by the excitement on so many faces during the event.”
    Auburn has contributed to a number of key Marshall endeavors in recent years, including support for Marshall’s RAMPT (Rapid Analysis and Manufacturing Propulsion Technology) project, refining a variety of additive manufacturing processes, and for a new laser-ablation technology study to develop multi-material 3D printers for use in microgravity. The latter is set to begin testing in spring 2025. Additive manufacturing research at Auburn was pivotal to development of NASA’s 2024 Invention of the Year, an innovative rocket engine thrust chamber liner and fabrication method. Auburn students also are perennial contenders in annual NASA STEM events, including the NASA Human Exploration Rover Challenge and the Student Launch rocketry competition.

    NASA and SpaceX are standing down from the Oct. 10 launch attempt of the agency’s Europa Clipper mission due to anticipated hurricane conditions in the area.
    Hurricane Milton is expected to move east to the Space Coast after making landfall on Florida’s west coast. High winds and heavy rain are expected in the Cape Canaveral and Merritt Island regions on Florida’s east coast. Launch teams have secured NASA’s Europa Clipper spacecraft in SpaceX’s hangar at Launch Complex 39A at the agency’s Kennedy Space Center ahead of the severe weather, and the center began hurricane preparations Oct. 6.

    “The safety of launch team personnel is our highest priority, and all precautions will be taken to protect the Europa Clipper spacecraft,” said Tim Dunn, senior launch director at NASA’s Launch Services Program.
    On Oct. 4, workers transported NASA’s Europa Clipper spacecraft from the Payload Hazardous Servicing Facility at Kennedy to the SpaceX Falcon Heavy rocket in the hangar as part of final launch preparations ahead of its journey to Jupiter’s icy moon. While Europa Clipper’s launch period opens Oct. 10, the window provides launch opportunities until Nov. 6.
    Once the storm passes, recovery teams will assess the safety of the spaceport before personnel return to work. Then launch teams will assess the launch processing facilities for damage from the storm.
    “Once we have the ‘all-clear’ followed by facility assessment and any recovery actions, we will determine the next launch opportunity for this NASA flagship mission,” Dunn said.

    Space biology and physics were the focus of research operations for the Expedition 72 crew Oct. 7. NASA flight engineer Nick Hague worked in the Columbus laboratory module swapping filters inside the BioLab’s incubator. BioLab supports the observation of microbes, cells, tissue cultures and more to understand the effects of weightlessness and radiation on organisms. NASA flight engineer Don Pettit set up a laptop computer on the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, located in the Kibo laboratory module.
    Station Commander Suni Williams explored space physics mixing gel samples and observing with a fluorescence microscope how particles of different sizes gel and coarsen. Results are expected to benefit the medicine, food, and cosmetic industries. NASA astronaut Butch Wilmore, who has been aboard the station with Williams since June 6, trained to operate advanced life support gear installed in the Microgravity Science Glovebox for a different space physics experiment then relaxed the rest of the day.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions.     Dave Reynolds has been named to the Senior Executive Service position of manager of the Space Launch System (SLS) Booster Office at NASA’s Marshall Space Flight Center, effective immediately. In his role, Reynolds is responsible for the design, development, and flight of the solid rocket boosters for the SLS rocket, NASA’s deep-space flagship rocket, designed for a new era of science and exploration.

    Reynolds began his NASA career in Marshall’s propulsion systems department in 2004 as a rocket engines component designer. Since 2020, Reynolds has served as the deputy program manager for the SLS Boosters Office. In this role, he was responsible for the execution of two major contracts with a combined value of $7.6 billion. He also served as an alternate to the manager for overseeing the performance, budget, schedule, and discretionary spending for developing, fabricating, and flying the SLS Boosters. Reynolds supervised a team of 31 civil servants and contractors and acted as the representative for the booster element in key SLS program reviews decision boards, milestones, and budget risk assessments.
    Reynolds’ previous roles include leading the development program for the SLS Booster Obsolescence and Life Extension effort starting in 2016, officially being selected as the development program manager in 2019. In this role he was responsible for creating the strategic plan and initiating the early development phases for the SLS Block II Booster. He also served as a SLS Booster subsystem manager from 2013-2019 where he was responsible for the management of the SLS motor cases, igniters, and small motors.
    From 2012-2013, Reynolds participated in a temporary rotational assignment with the Defense Intelligence Agency’s Missile and Space Intelligence Center where he acted as the NASA liaison as a propulsion subject matter expert and supported military intelligence assessments of foreign weapon systems. From 2002-2004, Reynolds was a design engineer at the Naval Air Warfare Center Weapons Division at China Lake, California, where he served as a propulsion designer specializing in the design, fabrication, and testing of U.S. Navy weapons propulsion systems.
    Reynolds holds a Bachelor of Science degree in chemical engineering from Brigham Young University and a Master of Business Administration and Management from the University of Alabama in Huntsville. He holds two patents for additive manufacturing technologies and has received numerous NASA awards including the Outstanding Leadership Medal, the Exceptional Achievement Medal, and the Silver Snoopy.

    NASA has selected 75 student teams to begin an engineering design challenge to build rovers that will compete next spring at the U.S. Space and Rocket Center near the agency’s Marshall Space Flight Center. The competition is one of the agency’s Artemis Student Challenges, encouraging students to pursue degrees and careers in science, technology, engineering, and mathematics (STEM).

    Recognized as NASA’s leading international student challenge, the 31st annual Human Exploration Rover Challenge (HERC) aims to put competitors in the mindset of NASA’s Artemis campaign as they pitch an engineering design for a lunar terrain vehicle which simulates astronauts piloting a vehicle, exploring the lunar surface while overcoming various obstacles.
    Participating teams represent 35 colleges and universities, 38 high schools, and two middle schools from 20 states, Puerto Rico, and 16 other nations from around the world. The 31st annual Human Exploration Rover Challenge (HERC) is scheduled to begin on April 11, 2025. The challenge is managed by NASA’s Southeast Regional Office of STEM Engagement at Marshall.
    Following a 2024 competition that garnered international attention, NASA expanded the challenge to include a remote-control division, Remote-Operated Vehicular Research, and invited middle school students to participate. The 2025 HERC Handbook includes guidelines for the new remote-control division and updates for the human-powered division.
    NASA’s Artemis Student Challenges reflects the goals of the Artemis campaign, which seeks to land the first woman and first person of color on the Moon while establishing a long-term presence for science and exploration.
    More than 1,000 students with 72 teams from around the world participated in the 2024 challenge as HERC celebrated its 30th anniversary as a NASA competition. Since its inception in 1994, more than 15,000 students have participated in HERC – with many former students now working at NASA, or within the aerospace industry.

    NASA has selected 71 teams from across the U.S. to participate in its 25th annual Student Launch Challenge, one of the agency’s Artemis Student Challenges. The competition is aimed at inspiring Artemis Generation students to explore science, technology, engineering, and math (STEM) for the benefit of humanity.
    As part of the challenge, teams will design, build, and fly a high-powered amateur rocket and scientific payload. They also must meet documentation milestones and undergo detailed reviews throughout the school year.

    The nine-month-long challenge will culminate with on-site events starting on April 30, 2025. Final launches are scheduled for May 3, at Bragg Farms in Toney, Alabama, just minutes north of NASA’s Marshall Space Flight Center. Teams are not required to travel for their final launch, having the option to launch from a qualified site. Details are outlined in the Student Launch Handbook.
    Each year, NASA updates the university payload challenge to reflect current scientific and exploration missions. For the 2025 season, the payload challenge will again take inspiration from the Artemis missions, which seek to land the first woman and first person of color on the Moon, and pave the way for future human exploration of Mars.
    As Student Launch celebrates its 25th anniversary, the payload challenge will include reports from STEMnauts, non-living objects representing astronauts. The STEMnaut crew must relay real-time data to the student team’s mission control via radio frequency, simulating the communication that will be required when the Artemis crew achieves its lunar landing.
    University and college teams are required to meet the 2025 payload requirements set by NASA, but middle and high school teams have the option to tackle the same challenge or design their own payload experiment.
    Student teams will undergo detailed reviews by NASA personnel to ensure the safety and feasibility of their rocket and payload designs. The team closest to their target will win the Altitude Award, one of multiple awards presented to teams at the end of the competition. Other awards include overall winner, vehicle design, experiment design, and social media presence.
    In addition to the engineering and science objectives of the challenge, students must also participate in outreach efforts such as engaging with local schools and maintaining active social media accounts. Student Launch is an all-encompassing challenge and aims to prepare the next generation for the professional world of space exploration.
    The Student Launch Challenge is managed by Marshall’s Office of STEM Engagement (OSTEM). Additional funding and support are provided by NASA’s OSTEM via the Next Gen STEM project, NASA’s Space Operations Mission Directorate, Northrup Grumman, National Space Club Huntsville, American Institute of Aeronautics and Astronautics, National Association of Rocketry, Relativity Space, and Bastion Technologies.

    NASA’s Deep Space Optical Communications technology demonstration broke yet another record for laser communications this summer by sending a laser signal from Earth to NASA’s Psyche spacecraft about 290 million miles away. That’s the same distance between our planet and Mars when the two planets are farthest apart.
    Soon after reaching that milestone on July 29, the technology demonstration concluded the first phase of its operations since launching aboard Psyche on Oct. 13, 2023.

    “The milestone is significant. Laser communication requires a very high level of precision, and before we launched with Psyche, we didn’t know how much performance degradation we would see at our farthest distances,” said Meera Srinivasan, the project’s operations lead at NASA’s Jet Propulsion Laboratory. “Now the techniques we use to track and point have been verified, confirming that optical communications can be a robust and transformative way to explore the solar system.”
    Managed by JPL, the Deep Space Optical Communications experiment consists of a flight laser transceiver and two ground stations. Caltech’s historic 200-inch aperture Hale Telescope at Caltech’s Palomar Observatory in San Diego County, California, acts as the downlink station to which the laser transceiver sends its data from deep space. The Optical Communications Telescope Laboratory at JPL’s Table Mountain facility near Wrightwood, California, acts as the uplink station, capable of transmitting 7 kilowatts of laser power to send data to the transceiver.
    By transporting data at rates up to 100 times higher than radio frequencies, lasers can enable the transmission of complex scientific information as well as high-definition imagery and video, which are needed to support humanity’s next giant leap when astronauts travel to Mars and beyond.
    As for the spacecraft, Psyche remains healthy and stable, using ion propulsion to accelerate toward a metal-rich asteroid in the main asteroid belt between Mars and Jupiter.
    The technology demonstration’s data is sent to and from Psyche as bits encoded in near-infrared light, which has a higher frequency than radio waves. That higher frequency enables more data to be packed into a transmission, allowing far higher rates of data transfer.
    Even when Psyche was about 33 million miles away – comparable to Mars’ closest approach to Earth – the technology demonstration could transmit data at the system’s maximum rate of 267 megabits per second. That bit rate is similar to broadband internet download speeds. As the spacecraft travels farther away, the rate at which it can send and receive data is reduced, as expected.

    This 45-second ultra-high-definition video was streamed via laser from deep space by NASA’s Deep Space Optical Communications technology demonstration June 24, when the Psyche spacecraft was 240 million miles from Earth.

    On June 24, when Psyche was about 240 million miles from Earth – more than 2½ times the distance between our planet and the Sun – the project achieved a sustained downlink data rate of 6.25 megabits per second, with a maximum rate of 8.3 megabits per second. While this rate is significantly lower than the experiment’s maximum, it is far higher than what a radio frequency communications system using comparable power can achieve over that distance.
    The goal of Deep Space Optical Communications is to demonstrate technology that can reliably transmit data at higher speeds than other space communication technologies like radio frequency systems. In seeking to achieve this goal, the project had an opportunity to test unique data sets like art and high-definition video along with engineering data from the Psyche spacecraft. For example, one downlink included digital versions of Arizona State University’s “Psyche Inspired” artwork, images of the team’s pets, and a 45-second ultra-high-definition video that spoofs television test patterns from the previous century and depicts scenes from Earth and space.
    The technology demonstration beamed the first ultra-high-definition video from space, featuring a cat named Taters, from the Psyche spacecraft to Earth on Dec. 11, 2023, from 19 million miles away. (Artwork, images, and videos were uploaded to Psyche and stored in its memory before launch.)
    “A key goal for the system was to prove that the data-rate reduction was proportional to the inverse square of distance,” said Abi Biswas, the technology demonstration’s project technologist at JPL. “We met that goal and transferred huge quantities of test data to and from the Psyche spacecraft via laser.” Almost 11 terabits of data have been downlinked during the first phase of the demo.
    The flight transceiver is powered down and will be powered back up on Nov. 4. That activity will prove that the flight hardware can operate for at least a year.
    “We’ll power on the flight laser transceiver and do a short checkout of its functionality,” said Ken Andrews, project flight operations lead at JPL. “Once that’s achieved, we can look forward to operating the transceiver at its full design capabilities during our post-conjunction phase that starts later in the year.”
    This demonstration is the latest in a series of optical communication experiments funded by the Space Technology Mission Directorate’s Technology Demonstration Missions Program managed at NASA’s Marshall Space Flight Center and the agency’s SCaN (Space Communications and Navigation) program within the Space Operations Mission Directorate. Development of the flight laser transceiver is supported by MIT Lincoln Laboratory, L3 Harris, CACI, First Mode, and Controlled Dynamics Inc. Fibertek, Coherent, Caltech Optical Observatories, and Dotfast support the ground systems. Some of the technology was developed through NASA’s Small Business Innovation Research program.
    Psyche is the 14th mission selected as part of NASA’s Discovery Program, which is managed by Marshall.

    An ancient celestial traveler will make its first close pass by Earth in mid-October. Mark those calendars – because it won’t be back for another 80,000 years.
    The Oort Cloud comet, called C/2023 A3 Tsuchinshan-ATLAS, was discovered in 2023, approaching the inner solar system on its highly elliptical orbit for the first time in documented human history. It was identified by observers at China’s Tsuchinshan – or “Purple Mountain” – Observatory and an ATLAS (Asteroid Terrestrial-impact Last Alert System) telescope in South Africa. The comet was officially named in honor of both observatories.

    The comet successfully made its closest transit past the Sun on Sept. 27. Scientists surmised it might well break up during that pass, its volatile and icy composition unable to withstand the intense heat of our parent star, but it survived more or less intact – and is now on track to come within approximately 44 million miles of Earth on Oct. 12.
    “Comets are more fragile than people may realize, thanks to the effects of passing close to the Sun on their internal water ice and volatiles such as carbon monoxide and carbon dioxide,” said NASA astronomer Bill Cooke, who leads the Meteoroid Environment Office at NASA’s Marshall Space Flight Center. “Comet Kohoutek, which reached the inner solar system in 1973, broke up while passing too close to the Sun. Comet Ison similarly failed to survive the Sun’s intense heat and gravity during perihelion in 2013.”
    Though Comet Tsuchinshan-ATLAS will be ideally positioned to view from the Southern Hemisphere, spotters above the equator should have a good chance as well. Peak visibility will occur Oct. 9-10, once the half-moon begins to move away from the comet.
    Choose a dark vantage point just after full nightfall, Cooke recommended. Looking to the southwest, roughly 10 degrees above the horizon, identify the constellations of Sagittarius and Scorpio. Tsuchinshan-ATLAS should be visible between them. By Oct. 14, the comet may remain visible at the midway point between the bright star Arcturus and the planet Venus.
    “And savor the view,” Cooke advised – because by early November, the comet will be gone again for the next 800 centuries.
    It’s highly unlikely Tsuchinshan-ATLAS will be visible in daylight hours, except perhaps at twilight, Cooke said. In the past 300 years of astronomical observation, only nine previous comets have been bright enough to spot during the day. The last were Comet West in 1976 and, under ideal conditions, Comet Hale-Bopp in 1997.
    The brightness of comets is measured on the same scale we use for stars, one that has been in use since roughly 150 B.C., when it was devised by the ancient scholar Hipparchus and refined by the astronomer Ptolemy. Stellar magnitude is measured on a logarithmic scale, which makes a magnitude 1 star exactly 100 times brighter than a magnitude 6 star. The lower the number the brighter the object, making it more likely to be clearly seen, whether by telescope or the naked eye.

    “Typically, a comet would have to reach a magnitude of –6 to –10 to be seen in daylight,” Cooke said. “That’s extremely rare.”
    At peak visibility in the northern hemisphere, Tsuchinshan-ATLAS’s brightness is estimated at between 2 and 4. In comparison, the brightest visible star in the night sky, Sirius, has a magnitude of –1.46. At its brightest, solar reflection from Venus is a magnitude of –4. The International Space Station sometimes achieves a relative brightness of –6.
    Comets are often hard to predict because they’re extended objects, Cooke noted, with their brightness spread out and often dimmer than their magnitude suggests. At the same time, they may benefit from a phenomenon called “forward scattering,” which causes sunlight to bounce more intensely off all the gas and debris in the comet’s tail and its coma – the glowing nebula that develops around it during close stellar orbit – and causing a more intense brightening effect for observers.
    “If there is a lot of forward scattering, the comet could be as bright as magnitude –1,” Cooke said. That could make it “visible to the unaided eye or truly spectacular with binoculars or a small telescope.”
    What will become of Comet Tsuchinshan-ATLAS? Cooke noted that it is not expected to draw too near the planetary giants of our system, but eventually could be flung out of the solar system – like a stone from a sling – due to the gravitational influence of other worlds and its own tenuous bond with the Sun.
    But the hardy traveler likely still has miles to go yet. “I learned a long time ago not to gamble on comets,” Cooke said. “We’ll have to wait and see.”

    There’s more to thunderclouds than rain and lightning. Along with visible light emissions, thunderclouds can produce intense bursts of gamma rays, the most energetic form of light, that last for millionths of a second. The clouds can also glow steadily with gamma rays for seconds to minutes at a time.

    Researchers using NASA airborne platforms have now found a new kind of gamma-ray emission that’s shorter in duration than the steady glows and longer than the microsecond bursts. They’re calling it a flickering gamma-ray flash. The discovery fills in a missing link in scientists’ understanding of thundercloud radiation and provides new insights into the mechanisms that produce lightning. The insights, in turn, could lead to more accurate lightning risk estimates for people, aircraft, and spacecraft.
    Researchers from the University of Bergen in Norway led the study in collaboration with scientists from NASA’s Marshall Space Flight Center and Goddard Space Flight Center, the U.S. Naval Research Laboratory, and multiple universities in the U.S., Mexico, Colombia, and Europe. The findings were described in a pair of papers in Nature, published Oct. 2.
    The international research team made their discovery while flying a battery of detectors aboard a NASA ER-2 research aircraft. In July 2023, the ER-2 set out on a series of 10 flights from MacDill Air Force Base in Tampa, Florida. The plane flew figure-eight flight patterns a few miles above tropical thunderclouds in the Caribbean and Central America, providing unprecedented views of cloud activity.
    The scientific payload was developed for the Airborne Lightning Observatory for Fly’s Eye Geostationary Lightning Mapper Simulator and Terrestrial Gamma-ray Flashes (ALOFT) campaign. Instrumentation in the payload included weather radars along with multiple sensors for measuring gamma rays, lightning flashes, and microwave emissions from clouds. 
    The researchers had hoped ALOFT instruments would observe fast radiation bursts known as terrestrial gamma-ray flashes (TGFs). The flashes, first discovered in 1992 by NASA’s Compton Gamma Ray Observatory spacecraft, accompany some lightning strikes and last only millionths of a second. Despite their high intensity and their association with visible lightning, few TGFs have been spotted during previous aircraft-based studies.  
    “I went to a meeting just before the ALOFT campaign,” said principal investigator Nikolai Østgaard, a space physicist with the University of Bergen. “And they asked me: ‘How many TGFs are you going to see?’ I said: ‘Either we’ll see zero, or we’ll see a lot.’ And then we happened to see 130.” 
    However, the flickering gamma-ray flashes were a complete surprise.

    “They’re almost impossible to detect from space,” said co-principal investigator Martino Marisaldi, who is also a University of Bergen space physicist. “But when you are flying at 20 kilometers (12.5 miles) high, you’re so close that you will see them.” The research team found more than 25 of these new flashes, each lasting between 50 to 200 milliseconds. 
    The abundance of fast bursts and the discovery of intermediate-duration flashes could be among the most important thundercloud discoveries in a decade or more, said University of New Hampshire physicist Joseph Dwyer, who was not involved in the research. “They’re telling us something about how thunderstorms work, which is really important because thunderstorms produce lightning that hurts and kills a lot of people.” 
    More broadly, Dwyer said he is excited about the prospects of advancing the field of meteorology. “I think everyone assumes that we figured out lightning a long time ago, but it’s an overlooked area … we don’t understand what’s going on inside those clouds right over our heads.” The discovery of flickering gamma-ray flashes may provide crucial clues scientists need to understand thundercloud dynamics, he said.
    Turning to aircraft-based instrumentation rather than satellites ensured a lot of bang for research bucks, said the study’s project scientist, Timothy Lang of Marshall. 
    “If we had gotten one flash, we would have been ecstatic – and we got well over 100,” he said. This research could lead to a significant advance in our understanding of thunderstorms and radiation from thunderstorms. “It shows that if you have the right problem and you’re willing to take a little bit of risk, you can have a huge payoff.”

    NASA Short-term Prediction Research and Transition (SPoRT) Center’s sea surface temperature (SST) product is a pivotal resource for enhancing weather analysis, forecasting, and marine safety at the National Weather Service (NWS) and within the coastal/marine user community.

    Its real-world applications range from improving weather forecasts to enhancing marine safety. What sets this SST product apart from others is its integration of data from multiple satellites, generating a high-resolution 7-day composite at a 2 km resolution. By combining observations from five satellites – three VIIRS and two AVHRR on polar-orbiting satellites like SNPP and MetOp – it achieves around 80% coverage of SST data that are less than two days old, ensuring timely and accurate insights for remote ocean areas, coastal regions, and large lakes. This advanced system supports critical functions such as tropical storm monitoring, visibility forecasts, and ice formation predictions.
    David Marsalek, a meteorologist with NOAA’s NWS in Cleveland, Ohio, highlights the value of SST data for the safety of the Great Lakes, particularly for shipping and recreational activities. Marsalek, who has been focused on marine conditions, notes the dual role of SST data in both summer and winter.
    “For us at WFO Cleveland, SST data is vital year-round,” Marsalek said. During winter, Marsalek emphasizes the role of SST data in forecasting ice formation. He indicates that in Lake Erie, during colder months, the SST product from NASA SPoRT is crucial for predicting ice formation for Great Lakes interests.
    “Our office relies heavily on this data to issue ice outlooks for the pre-ice season in fall and early winter and advisories for situations such as rapid ice growth,” he said. “Without it, we would struggle to provide accurate long-term forecasts, especially as buoys are often removed before ice forms.”
    The SPoRT SST product helps his team bridge this gap, enabling them to make informed predictions about ice development.
    Brian LaMarre, a meteorologist with NWS in Tampa Bay, Florida, said SPoRT SST data, introduced through a pilot project from 2012 to 2015, has become essential for Tampa Bay’s 24/7 forecasting and warnings. The high-resolution SST data is crucial for maritime navigation, particularly in improving marine channel forecasts and helping forecasters anticipate visibility restrictions due to fog in the Port of Tampa Bay. By integrating the SPoRT SST product with air and dewpoint temperature forecasts, forecasters can diagnose when fog will form due to warm, moist air flowing over cooler SSTs in the channel, especially during the Florida fog season from late fall into early spring. This accurate forecasting is essential for Tampa Bay’s largest port, which handles $18 billion in trade annually. Unanticipated port closures due to fog can have a significant economic impact, halting shipping operations and causing costly delays.
    “This data supports decision making for the Coast Guard and harbor pilots,” LaMarre said.

    Additionally, SPoRT SST data aids in assessing water temperature impacts during major weather events like hurricanes, further ensuring the safety and economic viability of the region. LaMarre also highlighted how SST data provides timely temperature forecasts to local organizations focused on marine life rescue. This helps them quickly deploy rescue missions for wildlife, such as sea turtles and manatees, affected by cold water stunning events.
    John Kelley and his nowCOAST Team at NOAA’s National Ocean Service Coastal Marine Modeling Branch within the Coast Survey Development Lab have made NASA SPoRT SST composites available via nowCOAST’s web mapping services and GIS-based map viewer for the past nine years. On average, nowCoast receives around 400,000 monthly hits and even higher web traffic during severe weather events; some users include state agencies, the Coast Guard, and marine industry professionals.
    “The SPoRT SST composite is integrated with a variety of data and information from NOAA, such as tropical cyclone track and intensity forecasts, lightning strike density maps, and marine weather warnings, to support critical operations like marine navigation, coastal resiliency, and disaster preparedness and response,” Kelley said. Accurate SST data plays a key role in helping vessels navigate safely through shifting ocean temperatures and currents, which can affect fuel efficiency, weather conditions, and route planning. It also supports coastal communities by providing timely data to anticipate severe weather events, such as hurricanes, which can impact ecosystems and infrastructure.
    Kelley said SPoRT SST is also used to evaluate the accuracy of short-range predictions from the National Ocean Service operational numerical oceanographic forecast models for both coastal oceans and the Great Lakes. Recently, the composites have been crucial in evaluating lake surface temperature predictions for large, non-Great Lakes inland lakes, where in-situ water temperature observations are often unavailable.
    “The SPoRT SST composites provide critical verification data for large lakes where in-situ water temperature observations are not available,” Kelley said.
    The SPoRT center was established in 2002 at NASA’s Marshall Space Flight Center to transition NASA satellite products and capabilities to the operational weather community to improve short-term weather forecasting.

    The UK Minister for Africa has announced a package of support for Ethiopia.

    • UK Minister announces support to promote stability in northern Ethiopia, two years after the civil war ended.
    • New UK programming aims to support jobs and growth in Ethiopia’s textiles sector.
    • As part of a two-day visit to Ethiopia, the Minister will see first-hand how UK aid is helping vulnerable people recover from conflict.

    New UK funding announced today [10 October] will promote greater stability and will boost exports in the textile and garments sector, Ethiopia’s largest manufacturing export. 

    Two years after hostilities ended in northern Ethiopia, many vulnerable communities are still suffering from the effects of a violent civil war, with over 3 million people facing food insecurity, and many women and girls impacted by conflict related sexual violence.

    The UK is taking critical steps to secure lasting peace in the country, providing £16 million to help 75,000 Tigrayan military personnel return to civilian life with cash, medical and mental health support. 

    Announcing the two-year programme in Tigray, the UK Minister for Africa will meet with individuals affected by conflict and drought.

    Rebuilding communities devastated by civil war, the UK will accelerate economic recovery. The Minister will visit a factory that has just re-started exporting garments to the UK, and will announce £6.9 million of three-year support for Ethiopia’s textiles and garments sector.

    Funding will be provided for several regions in Ethiopia including Tigray, and aims to improve working conditions for 7,000 female workers and increase exports by 20% over three years.

    The UK Minister for Africa, Lord Collins said:

    Peace and Stability are the foundations of growth – that’s why we are providing vital support that will help fighters in northern Ethiopia take their first steps back into civilian livelihoods. 

    In Tigray, I will see communities rebuilding and businesses beginning their journey towards economic recovery.  UK support will boost the Ethiopian textile sector, creating job opportunities and economic growth.

    During the visit, the Minister will see how UK aid has positively impacted nutrition services, meet with mothers and health workers, and will speak with women and girls who are survivors of conflict related sexual violence.

    In Addis Ababa, he will meet with the Ethiopian government, including Prime Minister Abiy Ahmed Ali, to discuss economic cooperation, internal conflict, regional security, and the humanitarian situation in the country.

    Ouagadougou: An International Monetary Fund (IMF) staff team led by Martin Schindler visited Ouagadougou during September 30–October 9 to discuss macroeconomic policies in the context of the second review of the authorities’ four-year program supported by the Extended Credit Facility (ECF) arrangement. Staff met with the Minister of Economy and Finance, Hon. Aboubakar Nacanabo; the BCEAO National Director, Armand Badiel; and other senior government officials. The team also met with private sector representatives and development partners.

    At the conclusion of the mission, Mr. Schindler issued the following statement:

    “An IMF team visited Ouagadougou for discussions on the second review of the IMF-supported four-year program, which aims at creating fiscal space for priority spending, strengthening social protection, advancing good governance, and promoting sustainable growth. We had constructive discussions on the evolution and prospects of the program in the context of a volatile security situation. They focused on macroeconomic and fiscal developments, improving fiscal transparency and governance, reducing fiscal risks, and enhancing efficiency in the energy sector.

    “The team will return to Washington, D.C., to advance its technical work, and discussions with the authorities will continue in the weeks ahead, including during the upcoming IMF/World Bank Group Annual Meetings in Washington, D.C. in late October. The discussions will focus on making further progress on the authorities’ structural reform and fiscal governance agenda, among other topics.

    Three sub-Saharan African countries on the cusp of abolition must act now and abolish the death penalty once and for all, paving the way for others around the world to follow in their footsteps, said Amnesty International on World Day Against the Death Penalty (10 October).

    Kenya and Zimbabwe currently have bills tabled to abolish the death penalty for all crimes, while Gambia, which has made steady progress against this cruel punishment since 2017, has commenced a constitutional amendment process that will, among other things, effectively abolish the death penalty. So far, 24 countries across sub-Saharan Africa have abolished the death penalty for all crimes while two additional countries have abolished it for ordinary crimes only.

    “Although the sub-Saharan Africa region saw a surge in both recorded executions and recorded death sentences in 2023, Gambia, Kenya and Zimbabwe have the opportunity to buck that trend in the region,” said Oluwatosin Popoola, Amnesty International’s legal adviser on the death penalty.

    “Countries that still retain the death penalty are an isolated minority as the world continues to decidedly move away from this cruel punishment. The more countries that abolish the death penalty for all crimes, the more isolated the remaining countries will become and the weaker their position on the death penalty will be. The majority of countries in the world have abolished the death penalty for all crimes. It’s time for all countries to move away from this cruel, inhuman and degrading punishment once and for all.”

    Hope for the region

    Gambia, Kenya and Zimbabwehaven’t carried out an execution in over a decade while each country has commuted multiple death sentences in the same period.

    The last known execution in Kenya was recorded in 1987. Although the country does not have an official moratorium on executions, it has an established practice of not carrying them out. While the courts in Kenya continue to impose death sentences, the country continues to make good progress against the death penalty. In 2023, 606 commutations of death sentences were granted, while four bills to abolish the death penalty are currently pending in Parliament.

    The last known execution in Zimbabwe was carried out in 2005 even if courts continue to impose death sentences. However, since President Emmerson Mnangagwa assumed office in November 2017, he has made his opposition to the death penalty clear.

    “Zimbabwe’s President himself was sentenced to death for ‘terrorism’ as a young man due to his involvement in Zimbabwe’s liberation struggle. He narrowly avoided execution as he was below the age of 21 at the time and was sentenced to 10 years in prison instead. The President knows what it’s like to be facing the death penalty and he now has the opportunity to ensure no one else goes through that,” said Oluwatosin Popoola.

    In December 2023, the Death Penalty Abolition Bill was published in the official gazette in Zimbabwe and the government cabinet announced its support for it in February 2024. The Bill is currently pending before parliament.

    The last execution in Gambia was carried out in 2012, when nine soldiers were executed by firing squad. However, since President Adama Barrow assumed office in January 2017, Gambia has been making remarkable strides against the death penalty with the country establishing an official moratorium on executions, becoming a party to an international treaty aiming at the abolition of the death penalty, and regularly commuting death sentences.

    Moving forward

    In 2023, Amnesty International recorded 1,153 executions, an increase of 31% (270) from the 883 known executions in 2022. This year has continued a worrying trend with an alarming surge in executions in Iran and Saudi Arabia, a decision in Democratic Republic of Congo to resume executions, and Taiwan’s Supreme Court failing to abolish the death penalty. Yet countries in sub-Saharan Africa offer a glimmer of hope in the way towards the global abolition of the death penalty. So far, 113 countries around the world have abolished the death penalty for all crimes.

    “Countries that still retain the death penalty in their laws often resort to the death penalty believing the punishment can make their people and communities safer. However, that is a misconception. The death penalty does not have a unique deterrent effect, and it violates the right to life as proclaimed in the Universal Declaration of Human Rights. The small minority of countries that insist on using this punishment must move with the times and abolish the death penalty once and for all,” said Oluwatosin Popoola.

    Background information

    In 2023, Amnesty International documented a sharp increase in the use of the death penalty across sub-Saharan African. Recorded executions more than tripled and recorded death sentences increased significantly by 66%. Somalia was the only country in the region known to have carried out executions. Death sentences were recorded in 14 countries, a decrease of 2 compared to 2022. Four countries took positive legislative steps towards the abolition of the death penalty.     Sub-Saharan African countries on the cusp of abolition must ban the death penalty immediately, paving the way for others around the world to follow in their footsteps, said Amnesty International on World Day Against the Death Penalty (10 October).

    Last year, Amnesty documented a sharp increase in the use of the death penalty across sub-Saharan Africa, when recorded executions more than tripled and death sentences increased by 66% from 298 to 494. Somalia was the only country in the region known to have carried out executions.

    Death sentences were recorded in 14 African countries, an overall decrease of two compared to 2022.  However, there were increases in recorded death sentences in some countries, including Ghana (seven to 10); Mali (eight to 13); and Nigeria (77 to 246).

    Despite these bleak statistics, Kenya and Zimbabwe and Gambia are edging closer towards abolition. Kenya and Zimbabwe currently have bills tabled to abolish the death penalty for all crimes, while Gambia has begun a constitutional amendment process that will effectively abolish the death penalty. So far, 24 out of 53 countries across sub-Saharan Africa have abolished the death penalty for all crimes.

    Oluwatosin Popoola, Amnesty International’s legal advisor on the death penalty, said:

  • MIL-Evening Report: Israel has banned the UN secretary-general. Is this legal – or right?

    In early October, Israel’s foreign minister, Israel Katz, announced on X he had declared the United Nations secretary-general, António Guterres, persona non grata. In other words, he had banned Guterres from setting foot in Israel.

    Katz said Guterres’ failure to “unequivocally condemn” Iran’s recent attack on Israel was the reason he was no longer welcome. The strongly worded statement further accused the UN chief of failing to “denounce” Hamas’ massacre in southern Israel on October 7 2023. He added:

    A secretary-general who gives backing to terrorists, rapists and murderers from Hamas, Hezbollah, the Houthis and now Iran — the mothership of global terror — will be remembered as a stain on the history of the UN.

    Security Council members expressed their support for Guterres after Katz’s declaration. And Guterres’ spokesperson called it “a political statement” and “just one more attack […] on UN staff” by the Israeli government.

    What is the significance of Israel’s declaration? And what kind of impact could it have?

    What does persona non grata mean?

    The Latin phrase persona non grata means “an unwelcome person”. In international law, it refers to the right of states to exclude a diplomat or consular officer from their territory. This can take the form of expelling a diplomat or denying them entry.

    Under international conventions, nations are not required to provide a reason for such a declaration.

    Diplomats and consular staff enjoy a wide range of immunities and privileges under international law. Among other things, they cannot be subjected to any form of arrest or detention, nor can they face legal action in a criminal or civil court.

    The diplomat’s home nation must waive immunity for this kind of action to be taken.

    The concept of persona non grata was therefore devised as a way to balance against these immunities and privileges. A nation that is aggrieved by the actions of a diplomat or consular officer can simply bar them from their territory, without even providing a reason.

    Can UN officials be declared persona non grata?

    There is a longstanding debate between the UN and its member states about the legality of such declarations.

    The UN maintains its officials cannot be barred from member nations because they are not diplomats accredited to those countries. Rather, they are international civil servants who are accountable to a global organisation.

    The UN also notes that declaring its officials persona non grata seriously interferes with the organisation’s functions, as well as the powers of the UN secretary-general under the UN Charter.

    Many countries, however, do not agree with the UN’s position. In recent years, Ethiopia, Mali, Sudan and Armenia have all declared UN officials to be persona non grata, just to name a few.

    Israel’s declaration is only the second time a nation has specifically banned the UN secretary-general. The first time was in the 1950s when both the Soviet Union and the Republic of China declared the first secretary-general, Trygve Lie, persona non grata.

    In 1961, the Soviet Union also said it would not recognise Secretary-General Dag Hammarskjold as an “official of the United Nations”.

    Power must be handled with restraint

    I am researching this issue, which has not yet been widely explored. My study is looking at two main questions: whether states have the right to bar UN officials and the implications of doing this.

    On the first question, I believe there are strong legal reasons to support the rights of states to kick out – or keep out – UN officials.

    For one, nations have a wide scope of sovereign rights to decide who enters and leaves their territory. This is a cardinal principle of sovereignty.

    If UN officials are suspected of engaging in conduct harmful to a country’s national interests and security, it also has a right to defend and protect itself. One way of doing so is to expel the suspected UN official.

    Lastly, there is no direct rule under international law that prohibits this kind of action.

    Beyond these legal rights, however, is the important issue of what such an action means for the longer-term credibility and efficacy of the UN.

    Because countries are not required to provide a reason for banning a foreign diplomat, this makes it a powerful political weapon if used against a UN official.

    And banning UN officials specifically could also seriously jeopardise the organisation’s work and put innocent lives at risk. This is especially true in the context of armed conflicts where the UN is called upon to provide humanitarian assistance.

    For example, in 2021, Ethiopia expelled five UN humanitarian officials who were providing food, medicine, water and other life-saving items to more than 5 million people in a region that was engaged in armed conflict with the federal government. Given the expelled officials were high-ranking staff, the action disrupted the co‑ordination and provision of assistance.

    And banning the secretary-general, in particular, is perhaps the strongest indicator of the breakdown of the relationship between a state and the UN.

    The secretary-general is the chief international civil servant and the embodiment of the organisation. Their leadership is also critical for providing emergency relief, brokering ceasefires and promoting peace.

    Declaring the secretary-general persona non grata, therefore, seriously damages his or her standing, especially in the context of an armed conflict. It’s also a strong political statement against the UN more broadly, which could significantly complicate its humanitarian work.

    Therefore, while countries do have the sovereign power to declare UN officials persona non grata, they need to exercise restraint in how they use this power. What such restraint should look like is an open question, but one that must be urgently addressed.

  • MIL-OSI China: Mozambicans vote for new leaders

    Mozambicans began voting on Wednesday for a new president.

    Around 17 million people are registered to vote, including 333,839 voters registered in the diaspora participating from seven African and two European countries as part of Mozambique’s global electoral process.

    The 2024 general elections mark the seventh presidential election, with the ruling party Frelimo’s candidate, Daniel Chapo, 47, aiming to succeed incumbent President Filipe Nyusi, who is completing his maximum of two terms.

    Chapo faces competition from three other candidates: Lutero Simango of the Democratic Movement of Mozambique, Ossufo Momade of the main opposition party Renamo, and independent candidate Venancio Mondlane backed by Optimistic Party for the Development of Mozambique.

    In addition to the presidential race, voters will elect 250 members of parliament and 794 members for provincial assemblies, with 35 political parties competing for national parliamentary seats and 14 parties and civic groups vying for provincial positions.

    According to observers from national and international organizations, the one-day electoral process is proceeding smoothly. Reports indicate that 92.8 percent of the 3,297 voting stations visited by 800 electoral observers had the presence of party delegates.

    After casting his vote at around 7:05 a.m. local time on Wednesday at the Josina Machel Secondary School in the country’s capital of Maputo, President Nyusi urged for calm throughout the voting process.

    “The game has 90 minutes. Only after the whistle do we know the result. We must avoid declaring victory prematurely, after 15 or 20 minutes, or even during halftime,” he stated, emphasizing that results should not be announced before the official conclusion.

    He also underscored the necessity of maintaining peace and transparency during the election, saying “Let’s ensure our democracy strengthens the development of our country.”

    Despite the rainy weather in the capital, which he referred to as a “blessing,” Nyusi encouraged all eligible voters to head to the polls within Mozambique and in the nine other countries where they are voting.

    Chapo, if elected, would become the first leader born after Mozambique’s independence. After casting his vote in Inhambane Province in southern Mozambique, he called for a peaceful continuation of the electoral process, urging that the celebratory spirit of the campaign carry through to the voting and counting phases.

    “We saw that during the campaign, all Mozambicans were in a festive mood. The campaign was orderly, peaceful, and without violence. Our appeal is that we continue in this manner today, even after the polls close, during the counting, and the announcement of results,” Chapo said.

    Momade expressed his desire for the elections to be free, fair, and transparent, respecting the will of the voters. “We want free, fair, and transparent elections. We want the decision of Mozambicans to be respected,” Momade said shortly after voting at Josina Machel Secondary School in Maputo.

    After casting his vote at the 25 de Setembro Primary School in Maputo, Mondlane called for continued vigilance among voters, especially the youth, until results are announced.

    “Today is a pivotal day for our future. I think it’s a historic moment. History is anxious, announcing a generational transition, a democratic changeover,” he said to journalists, warning that if there are signs of fraud, the reaction will not be as peaceful as in previous elections.

    Vote counting is expected to begin immediately after polls close. The National Election Commission (CNE) has up to 15 days to deliver the full results to the Constitutional Council for validation and formal declaration.

    According to the CNE, the electoral process is being monitored by 11,516 national observers and 412 international observers, including delegations from the Community of Portuguese-Speaking Countries, the European Union, and the Southern African Development Community.

  • MIL-Evening Report: Space isn’t all about the ‘race’ – rival superpowers must work together for a better future

    In recent years, a new “space race” has intensified between the United States and China. At a campaign rally last weekend, Republican presidential candidate Donald Trump invoked this rivalry when declaring the US will “lead the world in space”, echoing Democratic counterpart Vice President Kamala Harris.

    Meanwhile, the president of China, Xi Jinping, has said becoming “a space power is our eternal dream”.

    But what is this latest “race” about, and are there pathways to common ground? History suggests these do exist. As a space governance specialist, I argue our future depends on it.

    The ‘race’ to the Moon

    Lunar missions have become synonymous with a “space race”. During the Cold War, the US and Soviet Union’s competition to achieve that first “one small step” on the Moon was a symbolic and strategic quest for political, technological, military and ideological dominance on Earth.

    Geopolitical tensions are again moving off-Earth. The US and China are leading separate missions which aim to return humans to the Moon. One goal is to further scientific research. But space mining and economic expansionism are also driving these efforts.

    This new “race” may give rise to new conflicts, especially over prime landing sites and valuable and scarce resources speculated to be located on the lunar south pole.

    Mining water ice could produce oxygen, drinking water and rocket fuel – all vital for sustaining lunar exploration and beyond. The Moon may also contain rare earth metals used in everyday electronics, and a rare non-radioactive isotope, helium-3, for nuclear power.

    Space mining could lead to a concerning “lunar gold rush” or trade war with nations and private actors in space. Resources mined off-Earth are predicted to be worth trillions of dollars.

    The US has a longer history of demonstrated space-faring capabilities, investments and partnerships. Yet China is catching up. While the US made its first uncrewed landing on the lunar south pole this year, China has made several landings. In June this year, China’s Chang’e 6 mission returned with the first rock and soil samples from this sought-after region of the Moon.

    How are nations working together on space?

    Both superpowers have invited other nations to join them in realising their lunar visions. This week the Dominican Republic became the 44th signatory to the US-led NASA Artemis Accords.

    Thirteen other nations are participating in the China-led International Lunar Research Station (ILRS) in collaboration with Russia. Senegal joined last month.

    With no membership overlap between the two initiatives, new “space blocs” are emerging, reflective of global power dynamics.

    The Artemis Accords and ILRS are currently not legally binding, but they will be influential in shaping space governance in the 21st century. This is because treaty-making in the United Nations’ Committee on the Peaceful Uses of Outer Space (COPUOS, established in 1959) hasn’t kept pace with the latest developments and actors in space.

    Nor has space governance adequately engaged with growing ethical questions, including on space colonisation and light pollution caused by satellites.

    We’re at a critical juncture. It’s important the emergence of these new “space blocs” doesn’t escalate into a contest over whose space governance approach prevails. Not only could this increase the risk of conflict on the lunar surface itself, but it could even fuel geopolitical instability and military competition on Earth.

    History shows we can work together

    Space has fostered cooperation even between superpower rivals during tense geopolitical times. During the Cold War, the US and Soviet Union cooperated on space governance, laws, science and technologies. This built mutual trust and eased tensions.

    Within COPUOS, nations worked together to agree on what became the first of multiple foundational space law treaties, the Outer Space Treaty in 1967. It prohibits placing nuclear weapons in space and national appropriation claims over celestial bodies like the Moon.

    A joint Moon landing never eventuated. But in 1975, the Apollo and Soyuz spacecrafts docked while in orbit. This marked the first international human spaceflight partnership, a historic feat made possible thanks to technical cooperation and diplomacy. COPUOS heralded this as inspiring ongoing cooperation.

    More recently, NASA’s International Space Station (ISS) has been an orbiting testament to coexistence. Astronauts from the US, Russia and other partners have conducted over 3,000 experiments in microgravity.

    At the recent UN Summit of the Future, video messages from the ISS and China’s Tiangong space station astronauts reaffirmed the importance of international cooperation and the peaceful uses of space.

    From rhetoric to practice

    Humanity has much to lose if global superpowers don’t cooperate on space governance. There is a real and growing risk of exporting and exacerbating our earthly conflicts in space. This will invariably increase tensions on Earth.

    The US and China need to explore opportunities to open dialogue between the Artemis Accords and ILRS. There are some similarities in their separate planned activities, governing principles and guidelines already.

    To make this happen, the US will need to revisit the 2011 Wolf Amendment, a law that restricts NASA from using its funding to cooperate with China, without congressional approval. But China has no equivalent and recently expressed its willingness to cooperate, including sharing its rock and soil samples.

    Sharing scientific information may help find initial common ground before further discussions on space governance. This could even move towards agreeing on landing sites or a lunar time zone. If a rescue mission is ever necessary on the Moon, having some compatible technology through interoperability would make it much easier.

    The US and China do actively engage in COPUOS, including in the working group on space resources. Yet treaty-making is often slow moving. This means greater opportunities for communication, consistency and certainty on space governance are imperative. This could even support multilateral efforts.

    Perhaps a joint lunar research mission between the US and China – in the spirit of the Apollo-Soyuz docking – can still happen in the future.

    In the meantime, the world needs to see space not only in terms of a “race”. It’s also an opportunity to improve international relations, benefiting our future humanity on Earth and, one day, beyond.

    Headline: Maritime crime and piracy incidents lowest since 1994, but threats to crews remain  

    IMB reported 79 incidents for the period of January-September 2024, down from 99 incidents in the same period last year. This marks a significant overall reduction and the lowest reported numbers since 1994. 

    From January to September, 62 vessels were boarded, six were hijacked while nine faced attempted attacks and two were fired upon. In 86% of incidents, perpetrators successfully gained access to the vessel with most incidents occurring at night.  

    Violence towards crew members remains concerning, with 111 crew taken hostage, 11 kidnapped and three threatened. Perpetrators were armed with weapons, guns, and knives in 45 of the reported incidents.  

    IMB Director Michael Howlett said:  

    “With reported incidents at their lowest since 1994, the decline in reported piracy and armed robbery incidents is encouraging. This is an important time to reinforce our message not to be complacent, and for vessel owners and operators to adhere to IMB guidelines. We commend governments and law enforcement for their excellent work, which has made this improvement possible.” 

    Escalating violence in the Indonesian Archipelago 

    The Indonesian Archipelago remains an area of concern with a steady rise in the number of reported incidents. From January to September 2024, 17 incidents were reported compared to 12 in 2023 and nine in 2022. Weapons were reported in 11 incidents, 27 crew were taken hostage and one crew was threatened. Two hijackings were reported in February and September in nearly the same location South of Tanjung Malatayur, Central Kalimantan where oil cargoes were stolen from barges under tow. IMB calls upon local authorities to increase their on-water presence to act as a deterrent to these crimes.   

    Fewer incidents in Gulf of Guinea, Somalia and Singapore Straits  

    In the first nine months of 2024, 12 incidents were reported in the Gulf of Guinea region, the lowest number of reports since 1996. While the drop in the number of reported incidents is welcome, there remains concern over the safety of crew, with 11 crew kidnapped and 21 taken hostage. 

    Eight incidents have been reported in the waters off Somalia and the Gulf of Aden, with three hijacked vessels and two fired upon. IMB has not received reports of any maritime piracy incidents from vessels transiting these waters between July and September, possibly due to the prevalence of monsoons. 

    Incidents in the Singapore Straits have dropped to 23, compared to 33 over the same period last year. Perpetrators were successful in boarding the vessels in 96% of the cases. Considering the navigational challenges of these waters, IMB warns that even low-level opportunistic incidents on board such large vessels could potentially increase the risk to navigation.  

    IMB urges vessels to continue adhering to the latest Best Management Practices to ensure safety of crew, vessel and cargo.  

    IMB commends local authorities for investigating reported incidents and renews calls for accurate and timely reporting of maritime incidents.

Quick reactions and a focus on coordinating with response agencies, sending out warning broadcasts and email alerts to ships have all helped bolster security on the high seas. The data gathered by the Centre also provides key insights on the nature and state of modern piracy. 

    IMB encourages all shipmasters and owners to report all actual, attempted and suspected global piracy and armed robbery incidents to the Piracy Reporting Centre as a vital first step to ensuring adequate resources are allocated by authorities to tackle maritime piracy.

    The city of Innopolis hosted the traditional international forum Digital Innopolis Days, which this year was combined with the AI IN conference on artificial intelligence. The topics of the discussions were focused on key areas and technologies: artificial intelligence, robotics, unmanned systems, innovations in education and personnel training.

    At the plenary session “Prospects for robotization of Russia: converting problems into tasks,” the following spoke: Minister of Science and Higher Education Valery Falkov, Minister of Industry and Trade Anton Alikhanov, Deputy Minister of Energy Eduard Sheremetsev, representatives of the largest industrial enterprises, such as KAMAZ and Transmashholding.

    Valery Falkov spoke about approaches to training personnel for robotics, and also noted important changes taking place in the higher education system. First of all, this is the search for models of its implementation in accordance with the needs of the modern technological structure and training of specialists of the future, reformatting engineering education. The head of the Ministry of Education and Science noted that any educational program related to production should contain a block on automation systems and robotics, and universities need to qualitatively build work in the market of additional professional education.

    Vice-Rector for Continuing and Pre-University Education at SPbPU Dmitry Tikhonov noted: The forum platform is very representative and practice-oriented. Based on the results of last year, we launched three new educational projects with new partners, contacts with whom were established precisely at DID. This year there were interesting sections in the field of UAS and AI, which showed the diversity of potential areas of application of these technologies.

    The use of artificial intelligence in education and university management, digital development of the education system, and new collaborations in this area were discussed at the forum by Vladimir Tuchkevich, Head of the Department for Development of Portals and Mobile Applications at SPbPU, and Denis Ivanov, Deputy Director of the Institute of Computer Science and Cybersecurity.

    Traditionally, an interesting discussion unfolded around the digital departments. This year, a closed session was held for the best students of the project and an HR studio was organized. The Polytechnic was represented by IKNK student Ekaterina Chadayeva, one of the best graduates of the program “Development of digital solutions based on 1C technologies”.

    Several useful events were organized for students. This was not only an introduction to various companies, but also a strategic session for graduates of digital departments. There we discussed what a dream digital department should be like, – Ekaterina shared her impressions.

    Industrial partners presented their best practices for working with universities within the framework of the Digital Departments project.

    At the forum, we exchanged practices and visions for the future development of IT education. Every year, companies’ interest in joint programs for professional retraining of the digital department is growing. For example, the company “1C” presented a joint program with the Polytechnic University, in the implementation of which 15 employers are participating at once. This approach demonstrates the importance of this project and allows us to create programs that are truly relevant for the industry, – said the head of the project office “Digital Departments” of SPbPU Nadezhda Tsvetkova.

    The forum also hosted a closed event of Gazprom partner universities, where the curator of the project “PAO Gazprom Flagship University” Yanis Olekhnovich and the head of the employment assistance sector Elvira Tuktamysheva gave a report. They presented the results of the implementation of educational programs and events for training personnel and developing applied IT competencies necessary for an engineer to perform the company’s tasks. Part of the report was a presentation of specialized interactive educational and demonstration complexes based on VR technologies. These complexes allow students to be trained using the example of the industrial partner’s technologies.

    Girls and young women in north-east Nigeria suffered horrific abuses in Boko Haram captivity, with many survivors then arbitrarily detained and subsequently neglected by the Nigerian authorities. Now, these girls and young women are sending a clear message: they want to rebuild their lives.

    For more than a decade, Boko Haram used these girls and young women as “wives”, forcibly marrying them, and subjecting them to years of domestic servitude and sexual violence, including forced pregnancy. 

    Today, on International Day of the Girl Child, Amnesty International is launching a new petition calling for Nigeria’s President Bola Tinubu and the Nigerian government to empower these girls and young women by ensuring their access to medical care, education, and livelihood support.

    Army Officer James Robinson lands in Alderney on a mission to help create a positive outlook

    Alderney’s new Head of Operations has swapped a Colonel’s uniform for island life – and a mission to help foster a “positive and resilient” outlook for the community.

    James Robinson CBE has been finding his feet at Island Hall for a few weeks where he is bringing his experience to the States of Alderney’s operations.

    A key aspect of his job is to provide visionary leadership and build effective relationships with stakeholders including States Members, the community and business partners.

    “I wanted a role that allows me to get things done in a people-oriented way and with a touch of adventure,” he said.

    Coming from an Army family, his officer training at Sandhurst was followed by operational service in hotspots such as Northern Ireland, Bosnia, Kosovo, Sierra Leone, Iraq and Afghanistan. His last job in the Army was Head of the Brigade of Gurkhas during which time he was responsible for maintaining diplomatic relations with Nepal, India and Brunei.

    He left the Army as a full colonel after 36 years’ service since when he has undertaken a number of security and management consultancy projects in Riyadh, Kabul, Qatar, Jordan and for the UK G7 summit in Cornwall. He also managed his borough’s response to COVID for six months leading 3000 volunteers to support the local community.

    “I am here to help create a positive and resilient future for Alderney while seeking to protect its unique environment and heritage,” added Mr Robinson. “I had a hugely varied life in the Army that took me all around the world solving interesting challenges and I hope I can add value here.”

    Despite important progress towards integrating eye health into primary health care services in African countries, a dire shortage of financial resources, combined with the concentration of scarce human resources in urban areas and low community awareness, continues to threaten the gains.

    One in every six blind people globally live in Africa, along with 26 million others grappling with some degree of visual impairment. Yet statistics show that despite the onerous burden, only 14% of people who need cataract surgery receive it, while more than 80% of people with shortsightedness receive no treatment. The comparative figure for North America, Australasia, western Europe and the Asia-Pacific region, meanwhile, is lower than 10%.

    In addition, only 12% of people in Africa who need glasses or surgical interventions to address blurred vision will receive the necessary care, at significant economic cost to countries. The global estimated costs of uncorrected refractive errors and cataracts is US$14.3 billion annually.

    World Health Organization (WHO) in the African Region is recording a decrease in vision loss due to Vitamin A deficiency, onchocerciasis and trachoma, but emerging eye health challenges are rising. These are related to ageing populations, unhealthy lifestyles, and noncommunicable diseases.

    “The focus on eye care is critical, given the multiple positive impacts of good vision on all aspects of life, from overall well-being to academic achievements. The contribution to economic growth is also significant, raising the urgency of building on the gains already made, while addressing the emerging challenges,” said Dr Matshidiso Moeti, WHO Regional Director for Africa, on World Sight Day today.

    WHO’s current focus in the region is to support countries to integrate eye health services at primary care level, as part of universal health coverage.  However, with severely limited human resources, the achievement of Integrated People-Centred Eye Care demands innovative interventions, dedicated community engagement, and cross-sectoral coordination of services.

    Over the past two years, WHO has provided technical support to six African countries, including Ethiopia, Ghana, Niger, Nigeria, Somalia and Zambia. The work began with the completion of national situational analyses, followed by the development of strategic plans and monitoring frameworks. Operational planning and costing of interventions and resources was also completed, specifically in relation to workforce needs, and the integration of eye care indicators into existing health information systems frameworks.

    To support countries towards the achievement of the global target of increasing the number of people with access to appropriate spectacles (known as effective coverage of refractive error or eREC) to 40% by 2030, WHO launched the SPECS 2030 initiative. Still in its initial stages, Liberia and Mozambique have begun implementation.

    Meanwhile, WHO also launched a free self-assessment tool designed to support countries to promote healthy habits and raise eye care awareness. Launched last year, the WHOeyes tool, available in multiple languages, is u used to check visual acuity, while also providing educational messaging.

    Other support has included the dissemination of strategic documents such as the World report on vision, which outlines WHO’s recommendations for integrated, people-centred eye care, and the launch of the WHO’s Eye Care in Health Systems: Guide for action.

    Presenter and wildlife cameraman has date at the Chelmsford Science Festival

    TV presenter, wildlife cameraman and Strictly Come Dancing champion Hamza Yassin will be heading to Essex later this month to take part in the Chelmsford Science Festival.

    The free event at Anglia Ruskin University (ARU) on Tuesday, 29 October, will focus on Hamza’s journey overcoming adversity with his dyslexia to becoming a renowned wildlife cameraman and presenter in My Life Behind the Lens. Hamza will share some incredible photographs and stories from his early life in Sudan and his global travels as a cameraman. 

    Hamza achieved national stardom when he lifted the famous Glitterball Trophy in 2022 with his professional partner Jowita Przystal, but he had enjoyed a successful and varied TV career before Strictly Come Dancing. Hamza’s first appearance was on The One Show, as one of their wildlife cameramen.

    He is known as Ranger Hamza on the hugely popular CBeebies shows Let’s Go For A Walk and Ranger Hamza’s Eco Quest, and is one of the regular presenters on the BBC’s Countryfile and Animal Park.

    For Channel 4, Hamza has presented Scotland: My Life in the Wild and Scotland: Escape to the Wilderness, and the highly regarded BBC One documentary Hamza: Strictly Birds of Prey. He is currently filming a new BBC One series titled Hamza’s Hidden Wild Isles.

    Hamza has a particular passion for birds and is a skilled ornithologist and birds nest recorder. His first book, Be a Birder: The joy of birdwatching and how to get started, was published last year, while his second book, Hamza’s Wild World, was published by Macmillan Children’s Books and is out now.

    Professor Laurie Butler, Dean of the Faculty of Science and Engineering at Anglia Ruskin University (ARU), said:

    “We are absolutely thrilled to be welcoming Hamza to ARU on 29 October as part of the Chelmsford Science Festival.

    “Hamza achieved national treasure status when he danced his way to victory on Strictly two years ago and we are excited to learn more about his passion for wildlife and nature.

On the one hand, He drives the Church outwards, so that she can welcome an ever-greater number of people and peoples; on the other hand, she gathers them within to consolidate the unity achieved.The first of the two movements – universality – can be seen in action in the episode of the conversion of Cornelius, “to induce the Apostles to expand their horizon and break down the last barrier, the one between Jews and pagans”. “To this ethnical expansion is added the geographical expansion”, said the Bishop of Rome, who recalls that Paul “wanted to proclaim the Gospel in a new region of Asia Minor; but it is written that they had been “forbidden by the Holy Spirit”; he attempted to enter Bithyn’ia, “but the Spirit of Jesus did not allow them”. We immediately discover the reason for these surprising prohibitions of the Spirit: the following night the Apostle received in a dream the order to pass into Macedonia. The Gospel thus left its native Asia and entered into Europe”, said the Pope.The second movement of the Holy Spirit – that which creates unity – can be seen “in the proceedings of the so-called Council of Jerusalem. The problem is how to ensure that the universality achieved does not compromise the unity of the Church”. The Holy Spirit, Francis points out, ” does not always create unity suddenly, with miraculous and decisive actions, as at Pentecost. He also does so – and in the majority of cases – with discreet work, respecting human time and differences, passing through people and institutions, prayer and confrontation. In, we would say today, a synodal manner”. In this context, the Pope quotes Saint Augustine, who explains the unity brought about by the Holy Spirit with a classic image: ” How the soul is of the body of man is the holy Spirit of the body of Christ, which is the Church”. This “image helps us to understand something important. The Holy Spirit does not create the unity of the Church from the outside; He does not limit Himself to commanding us to be united. He Himself is the “bond of unity”. It is He who creates the unity of the Church”.”The unity of the Church is the unity between people – Pope Francis continued – and is not achieved on the drawing board, but in life. Even “Christian unity is built in this way too: not waiting for others to reach us where we are, but moving together towards Christ”.At the end of the Audience, the Pope again turned his thoughts to the peoples of the world affected by the ravages of war.
