  • MIL-OSI United Nations: Secretary-General’s remarks at the Opening Segment of the Summit of the Future Plenary [bilingual as delivered, scroll down for all-English and all-French]

    Excellencies, 

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    We have no effective global response to emerging, complex and even existential threats. 
    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 
    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation to make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen,

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture. 

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  
    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellences, 

    Je salue ces trois accords historiques – qui marquent un tournant vers un multilatéralisme plus efficace, plus inclusif et fonctionnant plus en réseaux. 

    Je me suis battu pour les idées portées par ces accords depuis le tout premier jour de mon mandat. 

    Et je serai pleinement engagé dans leur mise en œuvre jusqu’au tout dernier jour. 

    Nous avons ouvert la porte. 

    Il nous incombe désormais – à toutes et à tous – de la franchir. 

    Car il ne s’agit pas seulement de s’entendre – mais aussi d’agir. 

    Aujourd’hui, je vous mets au défi de passer à l’action. 

    De mettre en œuvre le Pacte pour l’avenir – en privilégiant le dialogue et la négociation, en mettant fin aux guerres qui déchirent le monde, et en réformant la composition et les méthodes de travail du Conseil de sécurité. 

    D’accélérer la réforme du système financier international, notamment à l’occasion de la Conférence sur le financement du développement qui se tiendra l’année prochaine.   

    De placer les nouvelles technologies au service de l’intérêt supérieur de l’humanité. 

    Ce qui détermine notre succès – ou échec, ce n’est pas l’adoption d’accords, mais bien nos actions et leur impact sur la vie des populations que nous servons. 

    Excellences, 

    Tout au long de ma vie – que ce soit en tant que militant politique ou aux Nations Unies – j’ai appris que les gens ne sont jamais d’accord sur le passé. 

    Pour rétablir la confiance, nous devons partir du présent et regarder vers l’avenir. 

    Partout dans le monde, les gens aspirent à la paix, à la dignité et à la prospérité. 

    Ils réclament une mobilisation mondiale pour régler la crise climatique, lutter contre les inégalités et faire face aux risques nouveaux et émergents qui menacent l’humanité. 

    Et ils considèrent que l’ONU est indispensable pour résoudre ces défis. 

    Tout cela a été confirmé pendant les deux Journées d’action inspirantes qui viennent de se dérouler.

    Le Sommet de l’avenir trace la voie pour une coopération internationale qui soit à la hauteur de leurs attentes.   

    Alors que nous franchissons ensemble cette première étape cruciale, je tiens à féliciter tous les États membres pour leur contribution.

    I have been fighting for the ideas in them since the first day of my mandate.

    We have unlocked the door. 

    Now it is our common responsibility to walk through it. 

    That demands not just agreement, but action. 

    I challenge you to take that action. 

    To implement the Pact for the Future by prioritizing dialogue and negotiation, ending the wars tearing our world apart, and reforming the composition and working methods of the Security Council. 

    To accelerate reforms of the international financial system – including at next year’s Conference on Financing for Development.   

    To put humanity’s best interests front and centre of new technologies. 

    We stand and fall not by adopting agreements, but by our actions and their impact on the lives of the people we serve.  

    Excellencies, 

    Throughout my life – whether as a political activist or at the United Nations – I have learned that people never agree on the past. 

    To rebuild trust, we must start with the present and look to the future. 

    People everywhere are hoping for a future of peace, dignity, and prosperity. 

    They are crying out for global action to solve the climate crisis, tackle inequality, and address new and emerging risks that threaten everyone. 

    And they see the United Nations as essential to solving these challenges. 

    All this was confirmed during the past two inspirational Action Days. 

    The Summit of the Future sets a course for international cooperation that can meet their expectations.   

    I congratulate all Member States for playing their part as we take these first important steps together. 

    Now, let’s get to work.

    Bienvenue au Sommet de l’avenir.

    Je remercie les co-facilitateurs, l’ancien et l’actuel président de l’Assemblée générale, tous les États membres, pour leur engagement fort, leur créativité et leur esprit de compromis, ainsi que tous mes collègues pour leurs efforts inestimables au cours des trois dernières années.

    Nous sommes ici pour préserver le multilatéralisme des affres de l’échec.

    J’ai demandé que le présent Sommet envisage des réformes profondes visant à rendre les institutions mondiales plus légitimes, plus justes et plus efficaces, sur la base des valeurs énoncées dans la Charte des Nations Unies. 

    J’ai convoqué ce sommet parce que les défis du 21e siècle requièrent des solutions du 21e siècle : des cadres en réseau et inclusifs, qui s’appuient sur les compétences de l’humanité tout entière. 

    J’ai convoqué ce sommet parce que notre monde perd le nord et qu’il nous faut prendre des décisions difficiles pour le remettre sur la bonne voie. 

    Les conflits font rage et se multiplient, du Moyen-Orient à l’Ukraine en passant par le Soudan, sans qu’une fin soit en vue.

    Notre système de sécurité collective est menacé par les dissensions géopolitiques, les prises de positions face au nucléaire, la mise au point de nouvelles armes et l’apparition de nouveaux théâtres d’hostilités.
     
    Les ressources qui pourraient se traduire en potentialités et être porteuses d’espoir sont investies dans la mort et la destruction. 

    Des inégalités colossales freinent le développement durable. De nombreux pays en développement, croulant sous la dette, sont incapables de subvenir aux besoins de leur population. 

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever. 

    À sa création, il y a près de 80 ans, l’Organisation des Nations Unies comptait 51 États Membres. Aujourd’hui, elle en compte 193. 

    L’économie mondiale représentait, à l’époque, moins d’un douzième de sa taille actuelle.

    Nos instruments et institutions de paix et de sécurité, tout comme notre architecture financière mondiale, sont donc le reflet d’une époque révolue. 

    Le Conseil de sécurité de l’ONU est dépassé et son autorité s’érode. 

    Sans une réforme de sa composition et de ses méthodes de travail, il finira par perdre toute crédibilité. 

    L’architecture financière mondiale a été créée à une époque où de nombreux pays en développement se trouvaient sous domination coloniale. 

    Elle ne représente pas les réalités de l’économie mondiale d’aujourd’hui et n’est plus en mesure de relever les défis économiques mondiaux que sont la dette, l’action climatique ou le développement durable. 

    Elle ne fournit pas le filet de sécurité mondial dont les pays en développement ont besoin. 

    Pendant ce temps-là, la technologie, la géopolitique et la mondialisation ont transformé les rapports de force. 

    Notre monde traverse une période de turbulences et de transition. 

    Pour autant, nous ne pouvons attendre l’avènement de conditions parfaites. Nous devons prendre – dès à présent – les premières mesures décisives pour actualiser et réformer la coopération internationale afin de la rendre plus interconnectée, plus équitable et plus inclusive. 

    Et aujourd’hui, grâce à vos efforts, c’est chose faite. 

    Excellences, mesdames et messieurs, 

    Le Pacte pour l’avenir, le Pacte numérique mondial et la Déclaration sur les générations futures sont porteurs de chances et de possibilités nouvelles.

    En ce qui concerne la paix et la sécurité, ces instruments promettent une percée dans les réformes visant à rendre le Conseil de sécurité plus représentatif du monde d’aujourd’hui, en remédiant au problème de la sous-représentation dont ont longtemps souffert l’Afrique, l’Asie-Pacifique et l’Amérique latine. 

    Ils jettent les bases d’une Commission de consolidation de la paix plus agile et d’une révision fondamentale des opérations de paix visant à les adapter aux conditions dans lesquelles elles se déroulent.
     
    Ils représentent le premier soutien multilatéral convenu en faveur du désarmement nucléaire depuis plus d’une décennie.

    Ils prennent en compte la nature évolutive des conflits et prévoient des mesures visant à empêcher la militarisation des nouvelles technologies et des nouveaux domaines, notamment l’espace extra-atmosphérique.

    Ils prévoient des mesures visant à mettre en place une riposte immédiate et coordonnée face à des chocs mondiaux complexes. 

    En ce qui concerne le développement durable, ces accords représentent un progrès majeur vers une grande réforme de l’architecture financière internationale.

    Ils contribueront à rendre ses institutions plus représentatives du monde d’aujourd’hui, capables d’apporter une réponse plus résolue aux défis actuels, et aptes à fournir un filet de sécurité mondial efficace pour les pays en développement – alors que nombre de ces pays, croulant sous la dette, ne peuvent progresser dans la réalisation des Objectifs de développement durable. 

    Le Pacte pour l’avenir vise à revitaliser les Objectifs de développement durable et l’Accord de Paris, à accélérer une transition juste vers un monde affranchi des combustibles fossiles et à garantir un avenir pacifique et vivable à tous les habitants de notre planète. 

    Il comprend un engagement inédit des gouvernements à écouter les jeunes et à les faire participer à la prise de décision, aux niveaux national et mondial.

    Il s’engage également à renforcer les partenariats avec la société civile, le secteur privé, les autorités locales et régionales, et plus encore.

    Le Pacte numérique mondial repose sur le principe selon lequel la technologie doit profiter à toutes et tous.

    Il inclut le premier accord véritablement universel sur la gouvernance internationale de l’intelligence artificielle.

    Il engage les gouvernements à créer un groupe scientifique international indépendant sur l’intelligence artificielle et à entamer un dialogue mondial sur la gouvernance de l’intelligence artificielle, au sein de l’ONU.

    Le Pacte numérique mondial représente le premier effort entrepris à l’échelle collective pour mettre au point des normes d’interopérabilité convenues – essentielles pour la cohérence des mesures et la normalisation. 

    Il encourage, en outre, les réseaux et les partenariats visant à renforcer les capacités en matière d’intelligence artificielle dans les pays en développement. 

    La Déclaration sur les générations futures fait écho à l’appel lancé dans la Charte des Nations Unies, à savoir, préserver les générations futures du fléau de la guerre, engageant pour la première fois les gouvernements à prendre en compte les intérêts de nos descendants dans les décisions prises aujourd’hui. 

    Le respect des droits humains, la diversité culturelle et l’égalité des genres sous-tendent le contenu des trois accords. 

    Face à la montée de la misogynie et au recul des droits des femmes en matière de procréation, les gouvernements se sont expressément engagés à lever les obstacles sociaux, économiques et culturels qui empêchent les femmes et les filles de s’épanouir dans tous les domaines. 

    Excellences,

  • MIL-OSI Africa: President Ramaphosa in New York for UN General Assembly

    President Cyril Rampahosa touched down on Saturday at the John F. Kennedy International Airport in New York, where he will be leading the South African delegation to the 79th Session of the United Nations General Assembly (UNGA) and high-level week. 

    The President was received by International Relations and Cooperation Minister Ronald Lamola, South Africa’s Permanent Representative in New York Ambassador Mathu Nompozolo and Defence Attachè Brigadier General Richard Maponyane. 

    President Ramaphosa is expected to address the General Assembly on the opening day, Tuesday, 24 September 2024.

    Heads of State and Government are gathering at the UN Headquarters in New York to address the critical challenges and gaps in global governance exposed by recent global shocks. 

    The summit aims to reaffirm commitments to the Sustainable Development Goals (SDGs) and the UN Charter, while enhancing cooperation and laying the foundations for a reinvigorated multilateral system.

    According to the Presidency, this year, the African group presides over the General Assembly, with former Prime Minister of Cameroon, Philemon Yang, elected as President of the 79th Session.

    “The theme identified by the President of UNGA79 is, ‘Unity in diversity, for the advancement of peace, sustainable development and human dignity for everyone everywhere’.” 

    The issues on which President Ramaphosa will focus on during his engagements in New York include the necessity for the maintenance of international peace and security. 

    He will also zoom in on the SDGs and the implementation of the 2030 Agenda, climate change and the upcoming COP29 in Baku, financing for development, and health and pandemic preparedness.

    Today, President Ramaphosa will take part in the UN Secretary-General’s flagship High-Level Summit of the Future (SoTF), which, at its conclusion, is expected to adopt a Pact for the Future (PFTF).

    While in New York, President Ramaphosa will also engage business leaders as part of the drive to attract foreign direct investment for South Africa, his Office said. – SAnews.gov.za

    President Cyril Rampahosa touched down on Saturday at the John F. Kennedy International Airport in New York, where he will be leading the South African delegation to the 79th Session of the United Nations General Assembly (UNGA) and high-level week. 

    The President was received by International Relations and Cooperation Minister Ronald Lamola, South Africa’s Permanent Representative in New York Ambassador Mathu Nompozolo and Defence Attachè Brigadier General Richard Maponyane. 

    President Ramaphosa is expected to address the General Assembly on the opening day, Tuesday, 24 September 2024.

    Heads of State and Government are gathering at the UN Headquarters in New York to address the critical challenges and gaps in global governance exposed by recent global shocks. 

    The summit aims to reaffirm commitments to the Sustainable Development Goals (SDGs) and the UN Charter, while enhancing cooperation and laying the foundations for a reinvigorated multilateral system.

    According to the Presidency, this year, the African group presides over the General Assembly, with former Prime Minister of Cameroon, Philemon Yang, elected as President of the 79th Session.

    “The theme identified by the President of UNGA79 is, ‘Unity in diversity, for the advancement of peace, sustainable development and human dignity for everyone everywhere’.” 

    The issues on which President Ramaphosa will focus on during his engagements in New York include the necessity for the maintenance of international peace and security. 

    He will also zoom in on the SDGs and the implementation of the 2030 Agenda, climate change and the upcoming COP29 in Baku, financing for development, and health and pandemic preparedness.

    Today, President Ramaphosa will take part in the UN Secretary-General’s flagship High-Level Summit of the Future (SoTF), which, at its conclusion, is expected to adopt a Pact for the Future (PFTF).

    While in New York, President Ramaphosa will also engage business leaders as part of the drive to attract foreign direct investment for South Africa, his Office said. – SAnews.gov.za

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    We have no effective global response to emerging, complex and even existential threats. 
    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 
    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation to make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen,

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture. 

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  
    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellences, 

    Je salue ces trois accords historiques – qui marquent un tournant vers un multilatéralisme plus efficace, plus inclusif et fonctionnant plus en réseaux. 

    Je me suis battu pour les idées portées par ces accords depuis le tout premier jour de mon mandat. 

    Et je serai pleinement engagé dans leur mise en œuvre jusqu’au tout dernier jour. 

    Nous avons ouvert la porte. 

    Il nous incombe désormais – à toutes et à tous – de la franchir. 

    Car il ne s’agit pas seulement de s’entendre – mais aussi d’agir.

    Ce qui détermine notre succès – ou échec, ce n’est pas l’adoption d’accords, mais bien nos actions et leur impact sur la vie des populations que nous servons.

    Tout au long de ma vie – que ce soit en tant que militant politique ou aux Nations Unies – j’ai appris que les gens ne sont jamais d’accord sur le passé. 

    Pour rétablir la confiance, nous devons partir du présent et regarder vers l’avenir. 

    Partout dans le monde, les gens aspirent à la paix, à la dignité et à la prospérité.

    That demands not just agreement, but action. 

    I challenge you to take that action. 

    To implement the Pact for the Future by prioritizing dialogue and negotiation, ending the wars tearing our world apart, and reforming the composition and working methods of the Security Council. 

    To accelerate reforms of the international financial system – including at next year’s Conference on Financing for Development.   

    To put humanity’s best interests front and centre of new technologies. 

    We stand and fall not by adopting agreements, but by our actions and their impact on the lives of the people we serve.  

    Excellencies, 

    Throughout my life – whether as a political activist or at the United Nations – I have learned that people never agree on the past. 

    To rebuild trust, we must start with the present and look to the future. 

    People everywhere are hoping for a future of peace, dignity, and prosperity. 

    They are crying out for global action to solve the climate crisis, tackle inequality, and address new and emerging risks that threaten everyone. 

    And they see the United Nations as essential to solving these challenges. 

    All this was confirmed during the past two inspirational Action Days. 

    The Summit of the Future sets a course for international cooperation that can meet their expectations.   

    I congratulate all Member States for playing their part as we take these first important steps together. 

    Now, let’s get to work.

    Notre système de sécurité collective est menacé par les dissensions géopolitiques, les prises de positions face au nucléaire, la mise au point de nouvelles armes et l’apparition de nouveaux théâtres d’hostilités.
     
    Les ressources qui pourraient se traduire en potentialités et être porteuses d’espoir sont investies dans la mort et la destruction. 

    Des inégalités colossales freinent le développement durable. De nombreux pays en développement, croulant sous la dette, sont incapables de subvenir aux besoins de leur population. 

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever. 

    À sa création, il y a près de 80 ans, l’Organisation des Nations Unies comptait 51 États Membres. Aujourd’hui, elle en compte 193. 

    L’économie mondiale représentait, à l’époque, moins d’un douzième de sa taille actuelle.

    Elle ne représente pas les réalités de l’économie mondiale d’aujourd’hui et n’est plus en mesure de relever les défis économiques mondiaux que sont la dette, l’action climatique ou le développement durable. 

    Elle ne fournit pas le filet de sécurité mondial dont les pays en développement ont besoin. 

    Pendant ce temps-là, la technologie, la géopolitique et la mondialisation ont transformé les rapports de force. 

    Notre monde traverse une période de turbulences et de transition. 

    Pour autant, nous ne pouvons attendre l’avènement de conditions parfaites. Nous devons prendre – dès à présent – les premières mesures décisives pour actualiser et réformer la coopération internationale afin de la rendre plus interconnectée, plus équitable et plus inclusive. 

    Et aujourd’hui, grâce à vos efforts, c’est chose faite. 

    Excellences, mesdames et messieurs, 

    Le Pacte pour l’avenir, le Pacte numérique mondial et la Déclaration sur les générations futures sont porteurs de chances et de possibilités nouvelles.

    En ce qui concerne la paix et la sécurité, ces instruments promettent une percée dans les réformes visant à rendre le Conseil de sécurité plus représentatif du monde d’aujourd’hui, en remédiant au problème de la sous-représentation dont ont longtemps souffert l’Afrique, l’Asie-Pacifique et l’Amérique latine. 

    Ils jettent les bases d’une Commission de consolidation de la paix plus agile et d’une révision fondamentale des opérations de paix visant à les adapter aux conditions dans lesquelles elles se déroulent.
     
    Ils représentent le premier soutien multilatéral convenu en faveur du désarmement nucléaire depuis plus d’une décennie.

    Ils prennent en compte la nature évolutive des conflits et prévoient des mesures visant à empêcher la militarisation des nouvelles technologies et des nouveaux domaines, notamment l’espace extra-atmosphérique.

    Ils prévoient des mesures visant à mettre en place une riposte immédiate et coordonnée face à des chocs mondiaux complexes. 

    En ce qui concerne le développement durable, ces accords représentent un progrès majeur vers une grande réforme de l’architecture financière internationale.

    Ils contribueront à rendre ses institutions plus représentatives du monde d’aujourd’hui, capables d’apporter une réponse plus résolue aux défis actuels, et aptes à fournir un filet de sécurité mondial efficace pour les pays en développement – alors que nombre de ces pays, croulant sous la dette, ne peuvent progresser dans la réalisation des Objectifs de développement durable. 

    Le Pacte pour l’avenir vise à revitaliser les Objectifs de développement durable et l’Accord de Paris, à accélérer une transition juste vers un monde affranchi des combustibles fossiles et à garantir un avenir pacifique et vivable à tous les habitants de notre planète. 

    Il comprend un engagement inédit des gouvernements à écouter les jeunes et à les faire participer à la prise de décision, aux niveaux national et mondial.

    Il s’engage également à renforcer les partenariats avec la société civile, le secteur privé, les autorités locales et régionales, et plus encore.

    Le Pacte numérique mondial repose sur le principe selon lequel la technologie doit profiter à toutes et tous.

    Il inclut le premier accord véritablement universel sur la gouvernance internationale de l’intelligence artificielle.

    Il engage les gouvernements à créer un groupe scientifique international indépendant sur l’intelligence artificielle et à entamer un dialogue mondial sur la gouvernance de l’intelligence artificielle, au sein de l’ONU.

    Le Pacte numérique mondial représente le premier effort entrepris à l’échelle collective pour mettre au point des normes d’interopérabilité convenues – essentielles pour la cohérence des mesures et la normalisation. 

    Il encourage, en outre, les réseaux et les partenariats visant à renforcer les capacités en matière d’intelligence artificielle dans les pays en développement. 

    La Déclaration sur les générations futures fait écho à l’appel lancé dans la Charte des Nations Unies, à savoir, préserver les générations futures du fléau de la guerre, engageant pour la première fois les gouvernements à prendre en compte les intérêts de nos descendants dans les décisions prises aujourd’hui. 

    Le respect des droits humains, la diversité culturelle et l’égalité des genres sous-tendent le contenu des trois accords. 

    Face à la montée de la misogynie et au recul des droits des femmes en matière de procréation, les gouvernements se sont expressément engagés à lever les obstacles sociaux, économiques et culturels qui empêchent les femmes et les filles de s’épanouir dans tous les domaines. 

    Excellences,

    The Special Investigating Unit (SIU) has welcomed the extradition of entrepreneur Michael Lomas concerning Eskom’s R745 million Kusile power plant allegations of fraud, unauthorised rewards, corruption and money laundering. 

    Lomas was arrested in April 2021. He is one of five accused of the alleged crimes.

    His co-accused are former Eskom Group Executive for Group Capital Division, Abram Masango; former Eskom Senior Manager for Group Capital Division, France Hlakudi; the owner of Tubular Construction Project Antonio José Trindade, and the owner of Babinatlou Business Services Hudson Kgomoeswana. 

    The arrests follow an intensive investigation by the SIU at Eskom, which uncovered evidence of criminal actions involving five accused individuals. This evidence, gathered under the SIU Act, was referred to the National Prosecuting Authority (NPA) and the Directorate for Priority Crimes Investigation (Hawks) for further action. 

    “The investigation, initiated in 2018 under Proclamation R11, focuses on Eskom’s procurement and contracting processes and related payments. 

    “The SIU applauds the diligent work of the NPA’s Investigating Directorate, Hawks and international partners, whose collaboration has led to this critical milestone.

    Government has announced that all roads affected by the recent snowstorm, including the N3 Toll Route, have now been reopened to traffic. 

    These include key routes in Gauteng, Free State, Mpumalanga, KwaZulu-Natal, and the Eastern Cape. 

    “The extensive backlog of traffic between KwaZulu-Natal and the Free State has been cleared.

    “Motorists are advised to resume their travels on Monday, 23 September 2024. 

    “Although the roads are cleared, road users are urged to drive cautiously as some roads remain slippery, and weather conditions limit visibility.

    “Government thanks all citizens, emergency services, government entities, humanitarian organisations, and stakeholders for their support during this time,” said the Government Communication and Information System (GCIS) on Sunday night.

    Regrettably, a 39-year-old woman died on Saturday while trapped in the blizzard that engulfed the N3 between Van Reenen’s Pass, connecting KwaZulu-Natal and the Free State.

    Now that the Paris Olympics and Paralympics have disappeared from our screens, let’s get back to watching animal videos.

    But seriously, have you ever paused to think about the athletic abilities of Australian wildlife?

    In my research as an ecologist, I’m constantly amazed by the strength, speed and resilience of our native animals. Their prowess is testament to the wonders of evolution, and the necessity of species having to adapt to challenging and changing environments in order to survive.

    Let’s take a closer look at some of our best competitors and how might they fare, against humans and overseas entrants. On your marks, get set… swim, hop, dig, dance, glide!

    Swimming

    Australians are renowned for being strong swimmers. But what is the fastest swimmer in the animal kingdom?

    On this there is much debate. Some suggest it’s the Indo Pacific sailfish, clocking in at about 30km/hr. That’s impressive, but much slower than oft-cited (but inaccurate) claims it can travel at more than 100km/hr.

    For perspective, the fastest human to swim the 50 metres freestyle is American Caeleb Dressel, completing this in a time of 20.16 seconds. That’s roughly 9km/h – faster than many people jog, but still no match for a sailfish.

    As in humans, swimming speed in fishes tends to increase with body length. Larger species that challenge sailfish for the fastest swimmer title include blue or black marlin. Shorter, torpedo-like bluefin tuna are also in contention. All are found in Australian waters, though not exclusively.

    While American swimmer Michael Phelps put in an impressive showing against a simulated great white shark, no human would beat much faster sailfish, marlin and tuna.

    Sprinting, long and high jump

    Aussie icons, red kangaroos can reach speeds of around 60-70km/hr. But they are no match for cheetahs, which can move at more than 120km/hr.

    Long jump is surely the kangaroo’s main event. Red kangaroos can jump a staggering 13 metres or more. Amazingly, this might not be enough to clinch gold. Snow leopards can jump more than 15 metres.

    Kangaroos can clear heights of up to 3m, so would perform well in the high jump. But they’d finish behind bottlenose dolphins, which can jump over 7m in the air, just for kicks.

    Scaled for body size, though, both species would be embarrassed by a tiny insect known as a froghopper. It jumps to heights of more than 140 times its body length.

    Kangaroos sure can jump, but they’re not the greatest of all in the animal kingdom.

    Battles of strength

    African elephants can lift more than 1,000kg and weaver ants more than 100 times their own body weight.

    But relative to size, a truly impressive champion is Australia’s horned dung beetle. At just a centimetre long, these diminutive powerhouses can pull more than 1,100 times their own body weight, roughly equating to an average man lifting two fully-loaded 18-wheeler trucks.

    And yet, horned dung beetles might still only claim silver. Another invertebrate Aussie, the tiny tropical moss mite, is perhaps the world’s strongest animal. It can pull more than 1,180 times its weight.

    Bigger does not always equal stronger.

    Packing the fastest, deadliest punch

    In terms of combat sports, bigger is not always better.

    Peacock mantis shrimps – invertebrates found in Australian marine waters and elsewhere – have the swiftest and most powerful punch in the lightweight crustacean division.

    They kill prey by punching them with strong, club-like appendages. They deliver blows at up to 23m per sec, akin to the speed and force of a .22 calibre bullet being fired.

    So powerful is the punch, it vaporises water and creates a super-hot shockwave that breaks up and incapacitates its prey.

    Nature’s deadliest punch?

    Tantalising contests

    What about a digging contest? Eastern barred bandicoots can shift 4.8 tonnes of soil a year. How would that stack up against marsupial moles, which can disappear almost instantly into desert sands? Or the expert excavations of wombats and aardvarks that can dig more than half a metre in 15 seconds?

    In terms of free-diving and flying, there’s really no contest. Cuvier’s beaked whale can dive nearly 3000m and peregrine falcons can reach over 320 km/hr. These animals are found across the globe, however – not just in Australia.

    Australia’s largest gliding marsupial, the greater glider, can sail up to 100m between trees. But gliding gold would surely go to the giant flying squirrel, which can glide up to 450m.

    I’d love to see a shooting contest between Australia’s archer fish and Madagascar’s panther chameleon. But finding the right arena for both aquatic and land-based sharpshooters would be tricky.

    Raygun’s kangaroo hop is now legendary, but a breaking (break dancing) contest between a peacock spider, spanish dancer (a type of nudibranch) and a magnificent riflebird might genuinely break the internet.

    Step aside, Raygun, peacock spiders are taking the floor.

    Appreciating wildlife athletes

    So who would win a global contest for the best wildlife athlete overall?

    If the competition was on land and focused on running, jumping, strength and climbing, it’s hard to go past the overall abilities of a Bengal tiger.

    Many amazing wildlife athletes are threatened with extinction. Others are gone forever.

    They include the incredible oolacunta – also known as the desert rat kangaroo. It’s powers of endurance in the desert are the stuff of folklore. As legendary Australian mammalogist Hedley Herbert Finlayson wrote in 1931:

    Its speed for such an atom, was wonderful, and its endurance amazing … when we finally got it, it had taken the starch out of three mounts and run us 12 miles; all under such adverse conditions of heat and rough going, as to make it almost incredible that so small a frame should be capable of such an immense output of energy.

    Let’s celebrate wildlife and their athletic abilities and ensure they have a secure future.

    Wearing an elegant white dress, Umuhoza, a Rwandan businesswoman, took a photo in front of a smart photo device, which soon generated a photo depicting her as a valiant and chivalrous female with traditional Chinese features.
    “When people travel to China, they really want to take memories back home. The device can take a picture of you and then transform you into a Chinese kind of person. I really love it,” Umuhoza said.
    Umuhoza runs a travel website. She helps tourists from Asian countries travel to African countries, including Rwanda, Egypt and Tanzania. At the same time, her website has a “China package,” catering to travelers from Africa who want to go to China.
    At the 2024 China Culture & Tourism Industries Exposition held earlier this month in north China’s Tianjin Municipality, many foreign visitors were overwhelmed by the novel technologies adopted in China’s tourism sector.
    “That’s amazing. I am very interested in autonomous driving cars and many smart tourism scenes. Perhaps new trade cooperation can be carried out in the future,” Umuhoza said.
    Telling people more about China
    Putting on a virtual reality headset, Elena Jitari-Parry, a full-time travel blogger from Moldova, was instantly drawn to various places to experience the magnificent landscapes of China’s mountains and rivers.
    “So beautiful. It felt so authentic here,” Jitari-Parry said.
    She also quickly learned about securing travel tips for exploring Tianjin via an intelligent tourism companion system, which simply requires a person to ask questions at a booth provided by Midu, a company focusing on artificial intelligence and large language models.

    Ruben Diaz Jr. from the United States was amazed by it. “Some of these things are brand new to me. Tourists can specify drones to deliver the items they need directly to the scenic areas, which is definitely more convenient.”
    A staff member at the Meituan booth said that currently Meituan drones are operating on more than 30 routes in cities such as Beijing, Shenzhen, Shanghai and Guangzhou, and have completed over 300,000 orders in total.
    Thanks to the rapid development of smart tourism in China, tourists have become accustomed to using online payments, ticket purchases and guided tours during their travels.
    Data from iResearch, an industry research and consulting institute, showed that in 2023, the total number of monthly uses and total usage time of online travel apps had grown by more than 30 percent year on year on average.
    Some Chinese online travel service companies also use digital technologies to meet the growing travel needs of foreign visitors in China.
    In May, Tongcheng Travel launched an international travel reservation platform named HopeGoo, which supports payments in 16 global currencies and via various operating languages.
    Richard Santana, a product designer and blogger from the United States, said that with these online services, foreigners will be more willing to go to China, while their travels in China will also be more convenient.
    Ma Yiliang, chief statistician of the China Tourism Academy, said that “digitalization plus cultural tourism” has become a development trend.
    As “China Travel” has surged to be a hot global social media topic, demand for inbound tourism to China has increased significantly.
    “With the smarter and more convenient experience in China, foreign tourists can find a more open, more confident and safer China during their travels,” said Ma.

  • MIL-OSI China: Summit hammers out consensus for updating, upgrading UN to tackle challenges

    The Summit of the Future opened at the United Nations (UN) headquarters in New York on Sunday, with the adoption of a Pact for the Future, as well as its annexes the Global Digital Compact and the Declaration on Future Generations, which cover a broad range of themes including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations and the transformation of global governance.

    The Pact for the Future is the UN’s master plan for tackling challenges that lie ahead for humanity, with 56 “actions” covering everything from peacekeeping to the potential threats posed by artificial intelligence. The pact underlines the “increasingly complex challenges” to world peace, notably the threat of nuclear war, with the document reiterating the UN’s core tenets.

    The pact promises to accelerate efforts to attain the 2030 Sustainable Development Goals (SDGs), which aim for the eradication of extreme poverty by 2030, an intensified battle against hunger, promotion of gender equality and education. Most of the objectives were set in 2005, but are far from being realized. Against that backdrop, and with poor countries particularly mobilized for change, the pact especially calls for “reform of the international financial architecture.”

    What UNGA president says?

    “We stand at a crossroads of global transformation, facing unprecedented challenges that demand urgent, collective action,” Philemon Yang, president the UN General Assembly, said at the opening segment of the two-day summit. “From conflict and climate change to the digital divide, from inequalities to threats against human rights, together, we all face profound challenges. Yet, alongside these challenges, there is hope,” because challenges come along with opportunities.

    The Pact for the Future represents the world body’s pledge not only to address immediate crises, but lay the foundations for a sustainable, just, and peaceful global order, for all peoples and nations, he said, adding that the commitments embodied in the pact and its annexes reflect the collective will of UN member states to promote international peace and security, invigorate implementation of the SDGs, foster just and inclusive societies, and ensure that technologies always serve the common good of humankind.

    “The Summit of the Future is a call to action. We must shape our future to protect ourselves and our planet Earth,” said the president. “Action that recommits us to the principles of international law, the goals of the 2030 Agenda for Sustainable Development and the promise of the United Nations Charter to save future generations from the pain of war.”

    The world body’s mission is to eradicate poverty in all its forms, tackle inequalities, and promote peace and security, tolerance and respect for diversity, and the summit offers a historic opportunity to ensure that progress is shared equitably across all nations and communities everywhere, he said.

    “We have an obligation to harness the power of science, technology, and innovation, in order to prepare the future of humankind. It is also important that we reproduce our human successes across generations all the time,” noted the president. “Let us continue our efforts to reform and strengthen global institutions that support peace, security, sustainable development, and financial stability.”

    What UN secretary general says?

    “I called for this summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter,” said UN Secretary General Antonio Guterres at the meeting. “I called for this summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity … our world is heading off the rails — and we need tough decisions to get back on track.”

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight, he said, adding that the world’s collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theaters of war, while resources that could bring opportunities and hope are invested in death and destruction.

    “In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. And tomorrow’s will be even more difficult and even more dangerous,” noted the secretary general, stressing that things are changing fast but the world’s peace and security tools and institutions, as well as its global financial architecture, reflect a bygone era.

    Technology, geopolitics and globalization have transformed power relations and the world is going through a time of turbulence and a period of transition, he addressed the meeting. With the adoption of the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations, pathways are opened to new possibilities and opportunities — a breakthrough on peace and security reforms to make the Security Council more reflective of today’s world is promised.

    These three landmark agreements are a step-change toward more effective, inclusive, networked multilateralism, said Guterres, noting that their implementation will prioritize dialogue and negotiation, end the wars tearing the world apart, and reform the composition and working methods of the Security Council. “To rebuild trust, we must start with the present and look to the future. People everywhere are hoping for a future of peace, dignity, and prosperity.”

    What Summit of the Future Means?

    In 2020, the United Nations turned 75 and marked the occasion by starting a global conversation about hopes and fears for the future. This was the beginning of a process that would eventually lead, four years later, to the convening of the Summit of the Future, a major event this September, just before the annual high-level debate of the General Assembly.

    The summit was conceived at the height of the COVID-19 pandemic, when there was a perception at the UN that countries and people pulled apart instead of cooperating to face this global threat.

    “We were really confronted with the gap between the aspirations of our founders, which we were trying to celebrate at the 75th anniversary, and the reality of the world as it is today,” said Michele Griffin, the policy director of the summit.

    UN member states tasked Guterres to come up with a vision for the future of global cooperation. His answer to their call was “Our Common Agenda,” a landmark report with recommendations on renewed global cooperation to address a host of risks and threats, and a proposal to hold a forward-looking summit in 2024.

    The event consists of sessions and plenaries based around five main tracks — sustainable development and financing; peace and security; a digital future for all; youth and future generations; and global governance — and other topics that cut across all of the work of the UN, including human rights, gender equality and the climate crisis.

    The immediate outcome is the finalized version of the Pact for the Future, with the Global Digital Compact and the Declaration for Future Generations as annexes, all of which were adopted by member states during the summit on Sunday.

  • MIL-Evening Report: The pressing case for a new emergency visa to help people fleeing Gaza and other conflicts

    Recent conflicts in Afghanistan, Ukraine, Sudan and Gaza have displaced large numbers of people. In each case, Australia’s humanitarian response has been different. Some people have been able to acquire a visa and travel to Australia relatively easily; others have been stuck.

    Once here, wildly varying visa entitlements mean some people have access to work rights, health care and other services; others are barely surviving.

    In a new policy brief, we argue the Australian government should create a new emergency visa for humanitarian crises.

    We believe the government needs a more streamlined, equitable, predictable and effective response to assist people facing a real risk of persecution, extreme danger or other serious harm.

    An ad hoc approach to emergencies

    To date, Australia has used at least 25 different types of visas to respond to humanitarian emergencies. This has resulted in varying outcomes for those affected, as well as significant distress for diaspora communities in Australia concerned for the safety and welfare of loved ones stuck abroad.

    While the use of different visas has provided the government with flexibility, it has led to ad hoc and inconsistent approaches. It has also added to challenges and inefficiencies within the visa processing system.

    For instance, no special humanitarian visa has been announced for people fleeing conflicts in Gaza or Sudan, though Tony Burke, the new minister for Home Affairs, has indicated he is looking at ways to allow Palestinians to stay here longer.

    Large numbers of Palestinians have been refused visitor visas due to security concerns and, arguably, the politicisation of humanitarian assistance.

    In any case, visitor visas are far from an ideal response in such cases. They are intended for a short, temporary period and do not give people access to any government services or social supports.

    What’s wrong with other existing visas?

    One of the problems with existing visas is that even those designed for emergencies can be too slow to provide urgent protection. In addition, they typically help only a small number of individuals in immediate danger.

    Many visas are issued on a wholly discretionary basis. People must be invited to apply for them, and they cannot transition to a more permanent visa unless the minister permits them to do so.

    In some cases, special visa arrangements have been created for particular groups of people, such as Kosovar refugees in the late 1990s. By contrast, no special humanitarian visa regime has been created for people fleeing conflicts in Gaza or Sudan.

    The visa situation does not need to be this complicated. Yes, it can be reassuring for people to know there is more than one way to find safety in Australia. However, a preferable option would be to have an emergency visa that enables people to reach Australia lawfully and quickly, with a clear pathway to a long-term solution.

    What should an emergency visa look like?

    An emergency visa should enable people at risk to travel to Australia quickly and safely. Eligibility should be determined on the basis of sound and defensible principles, and guided by good practices from other countries and our own history.

    For example, the government could identify eligible classes of people in need of humanitarian emergency visas. Relatives and diaspora communities in Australia could assist in identifying those with connections to Australia (such as family members, past residents and people with links to Australian companies or organisations).

    This recommendation aligns with past practices of designating a particular cohort of people for protection. For instance, Australia’s former special assistance visa category (in use from 1991–2000) provided resettlement opportunities to categories of people with connections to Australia. This included those from the former Yugoslavia and Soviet Union, East Timor, Lebanon, Sudan, Myanmar, Vietnam, Sri Lanka and Cambodia, as well as Ahmadi Muslims.

    An emergency visa should provide for an initial stay of 12 months. While this is shorter than some comparative visas, it would provide some certainty for people and allow for a reassessment of the circumstances in their country of origin after a year. At this point, they could either return voluntarily. Or, if it’s not safe to do so, they could be granted a pathway to permanent residence in Australia.

    Emergency visas should also provide immediate access to services (including Medicare and Centrelink), as well as work and study rights, language and cultural support, and assistance with accommodation. Access to work and study rights would enable visa holders to support themselves and alleviate the demands on relatives, community organisations, social service agencies and the government.

    Furthermore, anyone who is in Australia when a humanitarian emergency occurs in their home country should be granted an automatic visa extension or a bridging visa with the same conditions. This should not adversely affect their ability to apply for a different visa, including a protection visa.

    Why a more predictable system is important

    Establishing this kind of system would enable refugees fleeing conflict to rebuild their lives in Australia relatively quickly.

    It would likely encourage people to take steps to get their qualifications recognised and seek jobs commensurate with their skills – benefiting both themselves and the Australian community.

    It would also provide them with both legal and psychological security by removing the uncertainty and precarity of being stuck in a prolonged temporary status. Our research has shown this is detrimental to people’s mental health and wellbeing.

    Australia has an opportunity to take a bold, dynamic and forward-looking approach that would show real leadership in responding to humanitarian emergencies in a timely, well-considered and compassionate manner.

  • MIL-Evening Report: Earth is getting a tiny new mini-moon. It won’t be the first (or the last)

    Earth is going to have its very own mini-moon from September 29 until November 25. The regular Moon’s new, temporary friend is 2024 PT₅, an asteroid captured from the Arjuna asteroid group (called the “Arjunas”).

    Our new mini-moon is approximately 10 metres in diameter and will be captured by Earth’s gravity for 57 days. It’s small and faint, so it won’t be visible by the eye or with small telescopes, but will be visible to larger telescopes.

    What is a mini-moon?

    NASA defines “moons” as “naturally formed bodies that orbit planets”. Intuitively, we think of moons as big rocks that stick around for a while, like our very own Moon.

    Astronomers have defined mini-moons as asteroids or comets that are gravitationally captured by a planet for a temporary amount of time. Small mini-moons are very common, but ones big enough to spot are more rare.

    2024 PT₅ is only the fifth ever detected mini-moon captured by Earth.

    Orbiting or just flying by?

    A mini-moon is a “temporarily captured orbiter” if it completes at least one full orbit of the Earth before returning to its usual orbit around the Sun.

    If a mini-moon is captured by Earth’s gravity but doesn’t make it around for a full orbit, it’s a “temporarily captured flyby” instead.

    Two of Earth’s mini-moons were “temporarily captured orbiters”, while the other three (including 2024 PT₅) fall into the “temporarily captured flybys” category.

    Where do mini-moons come from?

    Mini-moons are asteroids from the large population of near-Earth objects (or NEOs) that are temporarily grabbed from their orbit around the Sun.

    Near-Earth objects are defined as natural physical objects floating in space, such as asteroids (space rocks) or comets (dirty space snowballs made of rock and ice), that are orbiting the Sun and approach to within 1.3 times Earth’s distance from the Sun at some point in their orbit.

    Because these objects are around the same distance from the Sun as the Earth, they can sometimes be captured by Earth’s gravity.

    2024 PT₅ and and a previous mini-moon called 2022 NX₁ were both captured from a group of asteroids orbiting the Sun at a similar distance from Earth, called the Arjunas. Arjuna is one of the main characters of the Hindu epic, Mahābhārata.

    The first mini-moon – and a fake one

    The first known mini-moon was called 1991 VG. It arrived in late 1991 and left in early 1992, and like 2024 PT₅ it was around 10 metres in diameter.

    In 2002, amateur astronomer Bill Yeung found what he thought was a second mini-moon: J002E3.

    However, on closer inspection the object displayed a spectrum of light suggesting it was coated in white paint containing titanium oxide. Then, a study of how the object’s brightness changed over time found its shape resembled something like the upper stage of a rocket.

    Astronomers now believe J002E3 is the third stage of the Apollo Saturn V rocket (S-IVB) instead of a natural mini-moon.

    More discoveries – with a note of caution

    The plot twist of J002E3 made astronomers a bit more cautious. When another mini-moon (2006 RH₁₂₀) was spotted on September 14 2006, it was first classified as artificial. However, after more observations it turned out to be a natural mini-moon about 2–7 metres in diameter. 2006 RH₁₂₀ stuck around from July 2006 until July 2007.

    The next mini-moon, 2020 CD₃, was gravitationally captured by Earth for more than two years, making it the longest-captured mini-moon observed to date. It escaped Earth’s orbit in May of 2020. This mini-moon was around 1–2 metres in diameter.

    Amateur astronomers Grzegorz  Duszanowicz and Jordi  Camarasa discovered 2022 NX₁ using the Moonbase South Observatory in Namibia. Similar to 2006 RH₁₂₀, it was initially thought to be an artificial object from a past space mission.

    It was later determined to originate from the Arjunas, just like 2024 PT₅. While it was discovered in 2022, it was temporarily captured by Earth’s gravity in January 1981 and June 2022. It’ll be captured again in December 2051.

    2022 NX₁ was later found to be a natural mini-moon 5–15 metres in diameter.

    Will we find more mini-moons?

    Modelling suggests that, at any given time, Earth has at least one captured mini-moon less than 1 metre in diameter.

    Even though astronomers think we always have a mini-moon, these bodies are challenging to detect. This is because they’re small and faint. They are usually found by projects specifically looking for asteroids near Earth.

    2024 PT₅ was discovered using the Asteroid Terrestrial-impact Last Alert System (ATLAS), which is an ongoing project specifically designed to search for asteroids. 2006 RH₁₂₀ and 2020 CD₃ were discovered using the ongoing Catalina Sky Survey (CSS) for Near Earth Asteroids. 1991 VG was discovered by the SPACEWATCH group using the Spacewatch Telescope.

    These projects will continue to search for asteroids, including mini-moons. We can also look forward to new discoveries and investigations when the Vera C. Rubin Observatory’s Legacy Survey of Space and Time (LSST) starts observing in the next couple of years.

    This enormous project will take images of the entire sky every few days for a period of ten years. First light of the Vera C. Rubin observatory is expected in mid-2025.

    Indian Navy will be hosting the fifth edition of Goa Maritime Symposium (GMS -24) at Naval War College, Goa from 23 – 24 Sep 24. Conceptualised and instituted by the Indian Navy in 2016, the GMS is a forum for fostering collaborative thinking, cooperation and mutual understanding between India and key maritime nations of the Indian Ocean Region (IOR). The theme for the event is “Common Maritime Security Challenges in the Indian Ocean Region – Progressing Lines of Efforts to Mitigate Dynamic Threats such as Illegal, Unreported and Unregulated Fishing and other Illegal Maritime Activities”. The discussions will dwell on collaborative efforts towards enhancing maritime security in the region.

    The symposium will see participation of Naval representatives from 12 Indian Ocean Littoral countries – Bangladesh, Comoros, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka and Thailand. Observers from Kenya and Tanzania will also attend the event.

  • MIL-OSI Security: NECC Promotes Reserve Opportunities With New Recruiter

    For Navy Reserve Lt. Sarah Hanzes, from Clanton, Alabama, the Navy Expeditionary Combat Command (NECC) offers one of the most thrilling and rewarding paths a Sailor can take, especially within the Reserve. “Who wouldn’t want to get paid to go on small boats and fire machine guns as training?” she says with a laugh. But beyond the excitement of operating on the water, what truly motivates her is the ability to perform vital missions that have a direct impact on global maritime security—missions that showcase the unique strengths of NECC’s Sailors, especially in the Reserve.

    Hanzes knows firsthand the value of serving within the NECC enterprise. After five years as an active duty Surface Warfare Officer (SWO), she transitioned to the Navy Reserve in 2020 and found herself drawn to the NECC’s Maritime Expeditionary Security Squadrons (MSRON). “Being back on the water, doing real ‘Navy’ things—it gave me my fix,” she recalls. As part of an MSRON unit, she participated in high-stakes missions that few Reservists get to experience, providing security for U.S. Navy destroyers in the U.S. 5th Fleet Area of Operations and working alongside the U.S. Army and Air Force and the Djiboutian Coast Guard in joint and combined exercises. “As Reservists, we were at the tip of the spear. Everyone in my unit wanted to be there and was motivated, and that made a huge difference in the success of our deployment.”

    Her passion for NECC and the opportunities it offers now drives her work as a Navy Reserve officer recruiter, where she focuses on placing highly motivated active duty officers in NECC Reserve billets. “This is where the action is. NECC Reservists get to do some of the coolest jobs the Navy has to offer, and I want to show active duty Sailors how they can be a part of it.”

    Hanzes didn’t always envision a Navy career. Before joining, she was a high school physical education teacher and coach. But after hearing her father’s stories about his 30 years as a naval aviator and being encouraged by her husband, an active duty Army officer, she decided to serve her country. In 2015, at the age of 29, she entered Officer Candidate School (OCS) in Newport, Rhode Island, and soon became a Surface Warfare Officer stationed in Hawaii.

    Her time on active duty was full of both adventure and challenges. She completed two division officer-tours on the USS Chafee (DDG 90) as Repair Officer and Anti-Terrorism Officer, working long hours and facing the unique obstacles of being part of a dual-military family. “It was challenging when my husband received orders to a different location, and we were geographically separated a few times,” she explains. These experiences eventually led her to seek a more flexible lifestyle, so she could continue serving while pursuing her love of teaching.

    When she transitioned to the Navy Reserve, NECC offered exactly the balance she was looking for. “I missed teaching, but I loved being a SWO. The Reserve gave me the best of both worlds,” she says. Joining MSRON 10 allowed her to stay connected to the operational side of the Navy, offering opportunities for real-world impact while fitting into her civilian life.

    In her current role as an officer recruiter, Hanzes is on a mission to educate active duty officers about the exciting opportunities the Reserve can offer, particularly within the NECC. “There’s a misconception that the Reserve does not conduct relevant ‘Navy’ training. But with the NECC, you’re out there doing the real thing—on the boats, firing weapons, supporting vital missions.”

    Her initiative focuses on placing the right officers with the right background, in NECC billets, especially those with prior security forces or SWO experience. She works closely with units to host prospective recruits during drill weekends and events, giving them firsthand exposure to NECC’s operational culture. “I want officers to see NECC is where they can thrive, doing the work they signed up for.”
    Her passion for recruiting comes from her own transition experience, which lacked the guidance she now provides. “There was no transition officer when I came off active duty, and I had so many light bulb moments that I wish I’d known sooner. I’m here to make sure others don’t face the same challenges.” In an effort to help future recruits, she created a SharePoint page to capture vital Reserve information, covering everything from how to search for billets to medical benefits and retirement options. “I love helping these officers map out their futures, showing them how the Reserve can offer flexibility, job stability, and exciting opportunities like NECC.”

    In addition to her work as a recruiter, Hanzes continues to teach elementary physical education at her daughter’s school, balancing her dual careers with a deep sense of pride. Her students have embraced her Navy role, sending care packages and staying connected during her deployments. “They’re the most awesome little patriots,” she says fondly.

    Looking back, her proudest moment as a Navy officer came during her last deployment with MSRON 10. “My Sailors were incredible. They worked hard, trained hard, and were always ready to say ‘yes’ when asked to go above and beyond. I’m so proud to have served with them.”

    As she looks toward the future, Hanzes is determined to continue changing the mindset of active duty Sailors about the Reserve. “The NECC is where you can do the most exciting and meaningful Navy missions, even as a Reservist. It’s where the action is, and I want to help others see that.”

    For Hanzes, professionalism boils down to communication and respect. “In both the Navy and civilian life, those are the keys to success. Rank doesn’t matter—it’s about how you treat people and how you handle your responsibilities.” Her hope is that, through her work, more Sailors will see the value and excitement of staying in the Navy through the NECC Reserve.

    Air Austral is an airline based on La Réunion which connects the islands in the Indian Ocean – La Réunion and Mayotte – with continental France and Europe. It plays a crucial role in improving access, connections and integration in those European regions.

    The airline is currently at great risk, however. The suspension clauses imposed by the Commission are a major obstacle to the continued existence of Air Austral, particularly after COVID-19, as part of its medium-haul fleet remains grounded. Insisting on the clauses may spell the end of an airline that provides a public service.

    Does the Commission plan to relax the suspension clauses to allow Air Austral to get back in the skies?

  • MIL-OSI Europe: Answer to a written question – Macro-financial assistance to Egypt under Article 213 TFEU – P-001033/2024(ASW)

    While the United Arab Emirates investment alleviated external pressures in the past fiscal year 2023/24, Egypt still faces sizeable financing needs going forward, as identified by the International Monetary Fund, amid a critical economic situation and risks from the geopolitical situation.

    The current crises have exacerbated financing needs, with a substantial financing gap already in the new fiscal year 2024/25. To help address this, it is urgent that the EU is in a position to disburse the first part of the Macro-financial assistance (MFA) package to Egypt still this year.

    Egypt has seen strong balance of payment pressure, partly due to the Russian war of aggression against Ukraine and the Israel-Hamas conflict that followed the 7 October 2023 Hamas’ terrorist attacks across Israel, which is feeding into the country’s substantial external financing needs. Egypt’s current account deficit expanded significantly in the fourth quarter of 2023 due to a worsening trade deficit and lower remittances.

    Moderate growth in tourism, combined with growing services payments led to a 12% quarter-on-quarter drop in the services surplus. Modest remittances (down 11% year on year) did not provide much support.

    Revenues from the Suez canal, one of the most important sources of foreign currency, fell by 23% during the fiscal year 2023/2024 compared to the previous fiscal year.

    MFA operations are typically not unconditional. On the contrary, the partner country agrees to undertake a number of policy reforms to address the root causes of its problem.

    This is also true for the first operation with Egypt, where actions have been agreed to foster macroeconomic stability and resilience; strengthen competitiveness and business environment; and support the green transition.

    On the political side, respect and protection of human rights and fundamental freedoms are important in The EU’s relations with Egypt.

    In line with the Association Agreement, the Partnership Priorities and the Joint Declaration on the Strategic and Comprehensive partnership[1], the Commission will continue to work together with Egypt to further promote democracy, fundamental freedoms, and human rights, gender equality and equal opportunities.

    As stipulated in Article 2 of the Council Decision (EU) 2024/1144 on the provision of the short-term macro-financial assistance, Egypt shall make concrete and credible steps towards respecting effective democratic mechanisms, the rule of law, and guaranteeing respect for human rights. The assessment of progress made in this respect is part of the disbursement process.

    The Commission services will work closely with the European External Action Service in monitoring the adoption and implementation of such steps.

    More than 25 500 migrants have arrived in the Canary Islands irregularly in 2024, 123 % more than in the same period in 2023[1]. In order to maintain the integrity of the EU’s external borders, the situation needs to be addressed, including through joint EU measures.

    In 2022, the Council authorised the Commission to negotiate status agreements with Senegal[2] and Mauritania[3], which include operational activities of the European Border and Coast Guard Agency (Frontex). Many of the migrant boats arriving in the Canary Islands come from these countries.

    Earlier this year, a migration deal that also includes Frontex activities was signed between the EU and Mauritania[4]. However, there has been no news about how the negotiations with Senegal are progressing.

    Given this:

    The “Partenariat pour le Coton” initiative, launched in February 2024 following the signing of the WTO-FIFA Memorandum of Understanding (MoU) in 2022, brings together public and private sector partners to support the C-4 plus countries in moving up the cotton value chain and ensuring greater benefits for these nations.
    The launch event for the programme featured experts from partner organizations, such as the WTO, the UN Industrial Development Organization, Better Cotton, Gherzi, a textile management consulting company, and the UN Resident Coordinator’s Office in Benin. Following the launch, the first national consultation session for Benin took place, focusing on key challenges related to technology, employment, sustainability and productivity enhancement across the cotton value chain.
    Financial partners were engaged to identify potential areas of interest, paving the way for future investment projects aligned with Benin’s national priorities. The session also emphasized sustainable development and the importance of enhanced cooperation between partners and the C4 plus governments in upcoming consultations.
    Participants highlighted the significance of the upcoming World Cotton Day celebrations on 7 October, to be held in Cotonou. Taking place for the first time on African soil, the event will provide a critical platform to strengthen partnerships and map out the future direction of the cotton industry.
    Stephen Fevrier, Senior Advisor to the WTO Director-General, lauded the successful launch of the national consultation process. He said: “Since taking office, Director-General Ngozi Okonjo-Iweala has been committed to supporting African cotton-producing countries, in particular the C-4. It is encouraging to see the progress being made by the WTO-led Partenariat pour le Coton to spotlight opportunities in the cotton sector and generate the resources needed to increase the value and contribution of the sector to development in the C-4.”

    Washington, DC: Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today her intention to appoint Ms. Yan Liu as General Counsel and Director of the Legal Department. Ms. Liu will succeed Ms. Rhoda Weeks-Brown and is expected to formally take up her appointment on October 7, 2024.

    “I am pleased to announce the appointment of Yan Liu as General Counsel and Director of the Legal Department,” Ms. Georgieva said. “I have informed the Executive Board of my intention to proceed with this appointment.”

    Ms. Liu joined the Fund in 1999 as Counsel and has risen through the ranks to Deputy General Counsel—the current role in which she leads key strategic initiatives to ensure that the Legal Department continues to fulfill its mandate and contribute to the Fund’s policy work and operations. Ms. Liu works to identify and manage actual and potential risks in key areas such as lending, central banking and payment systems, capital flows, non-performing loan resolution, public financial management, and capacity development.

    Additionally, as a well-recognized expert in sovereign debt, Ms. Liu has played a key role in shaping the Fund’s policies in this area and supporting the Common Framework and the Global Sovereign Debt Roundtable. She has also provided advice on the Fund’s role in facilitating orderly restructurings in countries such as Argentina, Greece, Ukraine, and Zambia. Furthermore, she was instrumental in the design and implementation of the Fund’s digital money strategy.

    “Yan brings to her new role over 25 years of legal expertise and deep understanding of the Fund policy and operations,” said Ms. Georgieva. “She is a thought leader and a trusted advisor who is also well known for her dedication to mentoring and supporting staff in their career journeys. The hallmark of Yan’s work is her collaborative and constructive approach in service to the institution.”

    Ms. Liu, a Chinese national, received her Juris Doctor from the University of Illinois, and a master’s degree from the University of Chicago. She is widely published on various aspects of the law, and policy perspectives on such areas as private debt, sovereign debt restructuring, and good governance. Prior to joining the Fund, she practiced corporate and securities law in the United States.

    The Republic of France has issued the following statement:

    The 79th session of the United Nations General Assembly (UNGA) is taking place at the UN Headquarters in New York from 22 to 27 September 2024. This year, the theme for the debate will be “Leaving no one behind: acting together for the advancement of peace, sustainable development and human dignity for present and future generations”.

    The UNGA was created under the Charter of the United Nations in 1945. It is the decision-making and representative body of the United Nations and now comprises 193 Member States. The UNGA adopts resolutions that help establish the standards of international law, on the basis of representativeness (1 State = 1 vote) and debate.

    During the 79th UNGA High-level Week, Heads of State and Government and other national representatives will gather to set out their priorities and discuss global challenges in order to advance peace, security and sustainable development.

    As the international community faces unprecedented challenges, this major diplomatic event will provide an opportunity for France to reaffirm its commitment to strong and effective multilateralism.

    France’s priorities for this UNGA are:

    • Addressing the main security crises

      France will reaffirm its support for Ukraine, advocate for an end to the crises in Gaza and Sudan, and mobilize to uphold international humanitarian law;
    • Fighting inequality linked to climate change and striving for environmental protection.

      France intends to increase the international community’s ambitions in relation to crucial issues such as the reduction of greenhouse gases, adaptation to climate change, and preservation of the oceans and biodiversity;
    • Fighting hate speech and disinformation

      France and its partners are working to combat disinformation and interference campaigns, which present a challenge to democracy;

    It’s early morning in Arizona, just before daybreak, and I am driving on an unpaved road along the border wall between the United States and Mexico. It is raining and I can hear thunder in the distance.  

    Driving just ahead of me are volunteers from Samaritans, who for decades have provided water, food, and other essential items to migrants who cross the border into southern Arizona. We’re on our way to the End of the Wall, a volunteer-run makeshift camp located near a gap in the wall that runs along the southern United States border with Mexico.  

    This remote part of the Sonoran desert, where the 30-foot steel bollard wall ends and a chest-high fence continues to mark the border, is a crossing point for people entering the US from Mexico in hopes of claiming asylum. For the past five weeks as a project coordinator with MSF, I have been supporting Arizona-based volunteer groups like the Samaritans who are providing humanitarian aid to migrants and asylum seekers in Arizona, including in the area where the End of the Wall camp is located.

    No typical day

    There is no typical day for those who volunteer at the End of the Wall camp. On some days, volunteers spend just a few minutes with asylum seekers. On other days, they can spend hours with them before US Border Patrol takes them away to their Forward Operation Base in Sasabe, and later to a detention center in Tucson where people can start the legal process for asylum. During this time, volunteers try to make people feel welcome and provide water, food, much-needed psychological first aid, and information about what comes next.

    This morning, we are the first to arrive at the camp. Volunteers get to work and start replenishing storage bins and a cooler with snacks and water bottles, among them 77-year-old Judy Storey, who has been volunteering with Samaritans for seven years. “When it gets really hot, we soak bandanas in ice water and bring them out,” she tells me. “People put it on their heads or around their necks, and it’s been a godsend when it’s in the 90s out here, and they have to wait five hours for Border Patrol.”

    Soon, a group of men and women who have just crossed the border walk in. “Hi, welcome,” we say, “where are you from?” Some respond that they are from Cameroon. “Northwest, Bamenda,” someone explains.  

    Another man says, “We are from Sudan, from Darfur.” He shares that he fled Sudan to neighboring Chad because of the war that started in April 2023. He then traveled for two months, starting in Morocco and then going to Spain, Colombia, El Salvador, Nicaragua, Mexico, and finally to the US. “I am now on the safe side,” he says.

    I notice that the Sudanese man is shaking. He asks where he is. I tell him he is in Arizona. I make sure he is able to drink water properly before a Border Patrol agent directs him to get in the car. I can only imagine what he went through to make it to this point.

    Outside the tent, other volunteers speak with a group of men and women from Mexico. A few minutes later, around 8:00 a.m., Border Patrol agents arrive to pick them up.  

    Asylum seekers from around the world cross at the End of the Wall camp and other gaps at the border wall in this remote region. They are dropped by guides on the Mexico side of the border and told that they can surrender to Border Patrol to apply for asylum protection in the US. But the nearest Border Patrol station is miles away and asylum seekers must walk for hours through extreme terrain and weather conditions or wait to be picked up by Border Patrol agents.

    Volunteers hand the new arrivals water bottles and snacks for the road. We tell them they are safe and try to explain what will happen next.

    The End of the Wall

    Volunteers from Samaritans, No More Deaths, and Humane Borders cover morning, midday, and night shifts, seven days a week at End of the Wall camp. They often stay until Border Patrol picks everyone up around 8:00 a.m., 2:00 p.m., and 8:00 p.m.

    There are three tents that provide shade and some protection from the elements; water bottles and tanks that are periodically replenished with drinking water; snacks and diapers in plastic bins. There is also a solar powered internet service that helps migrants and volunteers stay connected with family and emergency services, and porta potties.

    Despite language barriers, and with occasional help from an asylum seeker who speaks English or an online translation app, volunteers provide some guidance about what to do next, what to expect when Border Patrol arrives, and their right to seek asylum.

    Many of the volunteers speak Spanish fluently and can provide this information to asylum seekers who come from Spanish-speaking countries in Latin America. But since last year, people from countries as far as China, Guinea, Nepal, India, Iraq, Mauritania, and Yemen have arrived. Volunteer groups have gotten some ad hoc translations in Bengali and Arabic, but still, information in more languages is needed.

    Unaccompanied minors

    Often volunteers see unaccompanied minors arriving at the camp. Just the day before, on a very hot summer day, Abdul*, a 17-year-old boy from Bangladesh, crossed into the US at the End of the Wall camp. He looked tired and said he needed to drink water. He said he was hungry and hot.

    Volunteers from Samaritans invited Abdul to come into a tent for shade, water, apples, and other snacks to eat. Sally Meisenhelder, a 77-year-old volunteer with Samaritans, handed him some documents in Bengali about what to expect in the next few hours and after Border Patrol picks him up. These documents have been translated recently to bridge the language gap and provide some basic information to people arriving from Bangladesh.

    That day, I decided to wait for a few hours with Abdul to make sure he felt safe and was not alone for such a long time, waiting for Border Patrol.  

    The boy, Mateo*, was clutching a small plastic bag attached to the rosary around his neck. Inside was a piece of paper with his mother’s phone number written on it. She was in the US waiting for him.

    Through our language barrier, he explained that he flew from Bangladesh to Qatar, then to Paraguay or Uruguay; he was not sure which one. He then flew to Colombia and made his way north to cross the notoriously dangerous Darién Gap into Panama and continued onward through Central America and Mexico.  

    Most of his belongings were stolen in Mexico, he said, including his phone and passport. The only document he carried with him was a piece of paper—his birth certificate.

    Another day that week, there was a group of 11 unaccompanied minors from Mexico and Guatemala at the End of the Wall camp. The youngest one was five years old. Some of the older children, aged 11 and 12, told us that they found him alone and crying when they reached the camp at dawn. They asked him to sit with them and comforted him.

The boy’s mom, who is from Guatemala, is holding him, and shared that she fled to the US after she was extorted by gangs. “They told me that I would have to pay, or they would take my children,” she said.     When I met him, he kept telling me this paper was for the police. He seemed very worried about it.  

    I was able to call Mateo’s mother on video.  

    I am accustomed to stories of hardship and fear, but I have never gotten used to hearing these stories from children who undergo this traumatic journey, especially those who travel alone.

    “Mommy, mommy,” he said, so happy to see her. Mateo’s mom told him to be brave and not to cry. I explained to both of them that Border Patrol would take the boy to a special center for unaccompanied minors, and that I did not know exactly how long it would be before she heard from officials. I wanted to make sure that she knew he was fine.

    I am accustomed to stories of hardship and fear, but I have never gotten used to hearing these stories from children who undergo this traumatic journey, especially those who travel alone.

    It was just one of those days. We provide psychological first aid to people crossing the border to make sure their basic needs are covered. Connecting with family members to let them know that you are safe is one of the most impactful mental health interventions, especially during the critical moments after a traumatic event. 

    The End of the Wall camp is located across from this gap between the border wall and a chest-high fence. The area is used as a crossing point by migrants and asylum seekers entering the US.

    Day Two at End of the Wall camp

    On another nontypical day, as I drive toward the End of the Wall camp, I encounter a group of 18 men from Nepal and Bangladesh who have walked about three miles west towards Sasabe along the hilly road next to the border wall. They crossed into the US overnight and kept on walking, and now they are tired and had sat down to rest. The shoes of one of the men had no soles, so he had used his shoelaces to secure the insoles to his feet.

    We give them water and snacks and ask them not to walk anymore, as the road is steep and there is little shade. The sun is about to come up for another hot day.

    Further ahead, I come across another group of nine men from India walking along the road. We tell them to stop walking because it’s dangerous, and to wait for Border Patrol.

    There are also more asylum seekers at the End of the Wall camp. There is a family from Chiapas, Mexico, who told us they fled cartel violence, leaving everything they owned behind. They feared their teenage daughter could be recruited into a prostitution ring.  

    I also meet a young mother from Guatemala and her three-year-old child. She said she used to own a corner store in the capital, Guatemala City, and was extorted by local gangs. “They told me that I would have to pay, or they would take my children,” she says.

    A group of volunteers from Samaritans drives out to check on people who left the camp on foot. Sally Meisenhelder is worried about those walking on the hilly road. “I have written messages in multiple languages on the tent telling people not to walk. They can be hit by a car,” she says. “When you come up over the hills [the driver] cannot see who is on the other side until they start to drop down. That is dangerous. Plus, they can’t make it all the way [to Sasabe].”

    Several cars from Border Patrol arrive on schedule around 8:00 a.m. They ask people to line up and inform us that some of the asylum seekers have been picked up on the road. They ask unaccompanied minors, families, and women to get in the cars first.

    We say goodbye and wish them good luck, waving as they are driven away. After cleaning up, we drive for about 40 minutes to the place we are staying. When we arrive, we get a message from volunteers from Samaritans. More asylum seekers had arrived at the End of Wall camp after we left, and they stayed behind to help.

    Our work in Arizona

    Since early 2024, MSF has worked alongside volunteers from Humane Borders, Samaritans, No More Deaths, and other Arizona-based groups helping asylum seekers and migrants crossing the US-Mexico border in the Sonoran desert. Initially, a small team evaluated medical needs in the region, and suggested ways to develop capacity and increase services and collaboration. In August 2024, MSF resumed its support to local groups. MSF will consider additional support based on the needs that might arise from a surge in numbers of people crossing the border.

  • MIL-OSI USA: ERO Washington, D.C. arrests convicted Ethiopian felon charged with abduction, poisoning and sex crimes

    ALEXANDRIA, Va. — Enforcement and Removal Operations Washington, D.C. apprehended an unlawfully present 24-year-old Ethiopian felon charged in Northern Virginia with felony abduction of person with intent to defile; felony poison by other method; and felony object sexual penetration by force, threat or incapacity. Officers with ERO Washington, D.C.’s Special Response Team arrested Besam Semirali Bashwie Sept. 6 in Alexandria. Bashwie was previously convicted in Alexandria of conspiracy to violate racketeering provisions.

    “Besam Semirali Bashwie stands accused of some detestable and disturbing crimes against a Virginia resident,” said ERO Washington, D.C. Field Office Director Liana Castano. “ERO Washington, D.C. will not tolerate the victimization of our residents by egregious noncitizen criminals. We will continue to prioritize public safety by arresting and removing such offenders from our neighborhoods.”

    Bashwie lawfully entered the United States April 19, 2019. However, he violated the lawful terms of his admission.

    Alexandria Police arrested Bashwie June 15, 2021, for racketeering charges.

    The Alexandria Circuit Court convicted Bashwie Jan. 25, 2022, of felony conspiracy to violate racketeering provisions and sentenced him to five years in prison. The court then suspended three years, 11 months and 26 days of the prison sentence.

    Fairfax County Police arrested Bashwie Jan. 19, 2023, for driving while intoxicated. Later that day, ERO lodged an immigration detainer against Bashwie with the Fairfax County Adult Detention Center. The detention center refused to honor the and released Bashwie without notifying ERO Washington, D.C.

    Between Feb. 18 and May 16, authorities in Alexandria and Arlington arrested Bashwie for obstruction of justice; felony abduction of person with intent to defile; felony poison by other method; and felony object sexual penetration, by force, threat or incapacity.

    ERO Washington lodged an immigration detainer against Bashwie on May 16 with the Arlington County Jail; however, the jail refused to honor the ICE detainer and released Bashwie back into the community without notifying ERO Washington, D.C.

    Arlington County Police again arrested Bashwie May 30 for violating a protection order.

    Detainers are critical public safety tools because they focus enforcement resources on removable noncitizens who have been arrested for criminal activity. Detainers increase the safety of all parties involved — ERO personnel, law enforcement officials, removable noncitizens and the public — by allowing an arrest to be made in a secure and controlled custodial setting as opposed to at-large within the community. Because detainers result in the direct transfer of a noncitizen from state or local custody to ERO custody, they also minimize the potential that an individual will reoffend. Additionally, detainers conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly rather than expending resources locating these individuals at-large.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with Department of Justice’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

    The National Centre for Good Governance (NCGG) successfully completed the 33rd Capacity Building Programme (CBP) for Civil Servants of Maldives today in New Delhi. The two-week program, was organized from 9th to 20th September 2024, in collaboration with the Ministry of External Affairs (MEA). Notably, this is the first program under the second phase for civil servants of Maldives following the renewal of the Memorandum of Understanding (MoU) to train 1,000 Maldivian civil servants. The MoU was signed by India’s External Affairs Minister, Dr. S. Jaishankar, and the Maldives’ Foreign Minister, Mr. Moosa Zameer, for the period 2024-2029. The current program was attended by 34 civil servants from the Maldives, including Assistant Directors, Senior Administrators, Council Officers, Faculties and Community Health Officers, representing key ministries and departments from Maldives.

    The valedictory session was chaired by Shri V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), Government of India. In his address, he reflected on the achievements of the first phase capacity building programmes (2019-2024), during which over 1,000 Maldivian civil servants visited the NCGG. In his address he highlighted how technology has been used in the country to transform institutions and bring citizens closer to the government. He discussed about use of technology in Direct Benefit Transfers, Health, Education and Secretariat and use of Aadhar to bring about governance. He asked the participants to take the learnings from the programme as most of the challenges are common and apply them to bring about greater transparency and efficiency in government processes.

    During the Valedictory the participants also presented three insightful presentations on Bringing Transparency in Government Procurement in Maldives, Climate Change & its impact on Biodiversity in Maldives and Tourism in Maldives showcasing the learnings gained during the programme.

    Mrs. Fathmath Inaya from Civil Service Commission, Maldives and head of delegation, expressed her gratitude to the Indian government and the NCGG for the opportunity. She stated that all of them learnt and gained extensively from the program.

    Dr. B S Bisht, Associate Professor, NCGG and Course Coordinator of the programme while giving the welcome address and summary of the programme highlighted how the focus of the capacity building programme was to share India’s good governance models and best practices from various development schemes among others. He also shared that the second week of the programme had visits planned to Smart City Project and ITDA and Forest Research Institute (FRI) Dehradun, All India Institute of Medical Sciences (AIIMS), International Solar Alliance, Exposure visit to Indira Prayavaran Bahwan: India’s first Zero Energy Building, PM Sangrahalaya and visit to Taj Mahal to give a first hand view of India’s rich culture and heritage.

    The NCGG has till now trained civil servants from 33 countries including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, Somalia, South Africa, Indonesia, Madagascar, Fiji, Mozambique, Cambodia, Madagascar, Fiji, Indonesia, South Africa among others.

    The programme was supervised and coordinated by Dr. B. S. Bisht, Course Coordinator, Dr. Sanjeev Sharma, Co-Course Coordinator, Shri. Brijesh Bisht, Training Assistant and Ms. Monisha Bahuguna, Young Professional along with the capacity building team of NCGG.

  • MIL-OSI USA: Transcript of Senior Defense Official and a Senior Administration Official Background Briefing on Operation Inherent Resolve and the US-Iraq Bilateral Security Relationship Update

    MAJ GEN PAT RYDER:  All right, well good morning, everyone. This is Major General Pat Ryder, Pentagon press secretary. Thanks very much for joining us today for today’s backgrounder on and update on Operation Inherent Resolve and the US-Iraq bilateral security relationship. As a reminder, today’s call is on background, attributable to a senior defense official and a senior administration official.

    SENIOR ADMINISTRATION OFFICIAL:  Hi, everybody. Thanks for joining here on a Friday. What we thought we’d do today, we don’t have any real news to make, but we want to kind of just put some context into some issues that have been out there related to the global coalition against ISIS. And particularly the mission in Iraq. So — and heading into the UNGA next week, and then a Counter-ISIS — the Counter-ISIS ministerial of the Global Coalition a week from Monday.

    So, this month marks the 10th anniversary of the formation of the Global Coalition to Defeat ISIS. And after a decade of that coalition, and particularly the defeat of the territorial caliphate in Iraq and Syria, there have been discussions going on really over the last year about the evolution of the coalition and the mission.

    There is broad consensus with every member of the coalition that the coalition will continue. We do extraordinary work in terms of counter terrorist financing, counter foreign fighter flow and everything else, sharing information, sharing intelligence — with 10 years on so there will be evolutions in the overall mission.

    It’s a way to deepen and enhance the coalition and the cooperation and also kind of deepen and enhance our relationship with Iraq. I think it’s fair to say we’ve had great success in territorially defeating ISIS in the core regions of Iraq and Syria. However, we are all very mindful that ISIS, you can say is down, but they’re never quite out.

    We have done a number of very effective operations against ISIS just over the last few weeks in Iraq and Syria. We remain fully committed to the defeat of ISIS. The core threat, that is what we’re working on in Iraq and northeast Syria, something that is ongoing every day and that will very much continue into the future. And we have a good consensus with the Iraqis and our partners in Syria as well on that.

    So, what we’ve been talking about, and this really came out of the — when Prime Minister Sudani was here and visited the president in April. If you go back to the joint statement that we released there, we talked about the ultimate end of the coalition military mission in Iraq. And again, 10 years on, and a number of coalition partners who are interacting — who’ve been there for a decade, some of which are looking to move on from that mission. But of course, the United States is the core and we very much intend to continue to prosecute this mission against ISIS over the coming years.

    And so — but we will be transitioning away from the coalition military mission in Iraq more to enduring bilateral security partnerships. Again, that’s what the president and the prime minister discussed back in April. And since then, we’ve kind of been working with the Iraqis and importantly with all of our coalition partners to kind of determine when and how — what that might look like.

    And so, we haven’t reached any final conclusions. I think this will kind of unfold over the course of next week. We look forward to having very constructive discussions with Prime Minister Sudani and other prominent leaders, including those who have been central to this coalition. And then of course, the ministerial a week from Monday.

    I think it’s important though to emphasize that what we’re talking about is an evolution of the coalition mission, ultimately the ending of the coalition military mission in Iraq. This is not about any specific posture decisions or anything like that. So, I think those issues kind of tend to get conflated. And we just wanted to make clear really what this is.

    This is kind of coming out of the success after a decade of extraordinary international cooperation, of extraordinary cooperation between coalition partners, the Iraqi security forces, the US military in particular, just an unbelievable job they’ve done and kind of an evolution of this after a decade. It’s kind of the appropriate mark to do that and we’ll have more to discuss about it next week. And with that, I’ll turn it over to my colleague.

    SENIOR DEFENSE OFFICIAL:  Thanks. Good morning. This is the Senior Defense Official. So, just to underscore a couple of the comments that have been made — we’ve had all this year, really — starting in April really, outstanding discussions with our Iraqi colleagues in what we call the Higher Military Commission. This is a military-to-military dialog, obviously coordinated and informed by policymakers as well, to help determine exactly how this transition should take place, timing and then how it should transition into the bilateral security partnership.

    And we’ve had some agreed criteria that we’ve spoken about, looking at what is the threat of ISIS. As was mentioned, ISIS has definitely been severely defeated, certainly territorially defeated, and we want to ensure the enduring defeat of ISIS, but the threat does remain, so we have to assess exactly the nature of that threat.

    The second criteria, the capability of the Iraqi security forces, which has significantly increased. We still do things in partnership with them, but we’ve seen that evolution of their capability. And then the broader operating environment, what includes the challenge of ISIS in Syria, which is a related threat in a neighboring country, and how we have to scope our transition to make sure we can still get after that threat as well.

    But those conversations have been very successful. They really flowed out of that meeting when Prime Minister Sudani was in Washington. As was mentioned all through this period and certainly even in recent weeks, we’ve continued to conduct very effective counter ISIS operations in Iraq and in Syria, with our Iraqi and with our Syrian Democratic Forces partners.

    ISIS is under real pressure as a result of those operations. And so, now as we get ready to make the announcement on the transition of the global coalition’s military mission in Iraq, we’ll be deepening the conversation with our Iraqi colleagues on the nature of that bilateral security partnership.

    We believe it will be quite deep and quite intense because that’s what both sides want. The Iraqi partners have made very clear to us that they are committed to continuing to work together to shape the future US Iraq bilateral security relationship to ensure the enduring defeat of ISIS. We already have gotten fairly advanced into those discussions about what that looks like in terms of the kinds of training, the kinds of presence, the kinds of support for their capabilities.

    But this is an iterative conversation that will continue through and beyond the announcement that we hope we’ll be in a position to make at the end of next week. I think with that, I’ll take — I’ll pause.

    MAJ GEN PAT RYDER:  Thank you, gentlemen. The first question will go to Associated Press Tara Copp. Tara, are you there? Okay, we’ll come back to Tara. Let’s go to Nancy Youssef, Wall Street Journal.

    Q:    Hi, I’m having a hard time understanding because the Iraqis said last month that this deal had been finalized, they outlined the timeline in which US forces would withdraw from Baghdad and then from the north. And you’re saying you can’t announce it yet, maybe next week. Can you help me understand why there’s not an agreement on how to announce it? And does this suggest there are disagreements about the specifics of the deal?

    And in light of the news out of Lebanon, can you speak at all about these potential strikes in Southern Beirut that have killed Ibrahim Akil, the number two in Hezbollah, what your assessment is? And what your you’re read is of Israel’s understanding and intelligence on Hezbollah operations given the sophistication of the strikes we’ve seen this week? Thank you.

    MAJ GEN PAT RYDER:  Why don’t we start with our Senior Administration Official and then Senior Defense Official.

    SENIOR ADMINISTRATION OFFICIAL:  Yeah, so I’ll keep the topic to the topic of the call. So, look, there’s a lot of discussions here because it shows it’s bilateral with us and Iraq. Those have been very constructive and successful, I think as Senior Defense Official mentioned, but also the number of coalition partners. So, we’re working to get this — we want to get this right and before we roll anything out formally.

    So, I would not say that everything is fully concluded. I think we made an awful lot of progress. I think heading into next week we’re in very good shape. But we’re not going to do anything that is not known to all of our coalition partners and that this is a broad — kind of a broad area of diplomatic engagement which is ongoing in multiple capitals.

    And so, it takes time to put everything together, dot every I, cross the T. But again, it’s a kind of a broad evolution of the mission and it does not speak to kind of more of the specifics of future posture which are discussions that will continue even beyond next week and the Counter-ISIS Ministerial on Monday.

    SENIOR DEFENSE OFFICIAL:  Just to add, the announcement we anticipate will be about the transition of the coalition, but many of those details of the mechanics of the transition and the next phases of the future US bilateral security partnership will take shape in discussions that will go beyond that announcement. Again, we made a lot of progress in the HMC discussions, also in the Joint Security Cooperation dialog we hosted when the Iraqi defense minister came here in July, but many of those conversations are going to continue beyond the announcement next week.

    MAJ GEN PAT RYDER:  Thank you both. Let’s go to Washington Post, Missy Ryan.

    Q:    Hi there. I’m hoping — I know you don’t want to address the details of the plan, but it’s sort of already out there and the Iraqis have outlined it in pretty clear detail. But presuming that that all is correct, what they have said, could you talk about — either of you, [SENIOR ADMINISTRATION OFFICIAL or SENIOR DEFENSE OFFICIAL] — could you talk about how you see this evolution in Iraq fitting into what’s going on in the rest of the region in terms of the conflict in Gaza, the episodic escalation that we’re seeing between Israel and Hezbollah, the sort of broader instability in the region, and the efforts that the administration has been making to bring about some sort of larger diplomatic resolution there? Thanks.

    SENIOR ADMINISTRATION OFFICIAL:  I would say, I mean, our presence and relationship and partnership with Iraq is important for overall regional stability. We think our — what we’ve done in Eastern Syria is important for stability in that part of Syria, given the vacuum that can easily open up where we would simply withdraw without a plan for what that might look like. So, I think we’ve been very deliberate, very careful about this.

    I think throughout the crisis that began on October 7 with Hamas’s attack into Israel, we have used diplomacy, we’ve used backchannel diplomacy, and we’ve used the direct and targeted application of military force and deterrence and maneuvers and deployments to deter and signal. And when necessary, the president, as I mentioned, has ordered the application of military force.

    I think we’ve done that not only to protect our people but also to deter and contain this overall conflict to the theater primarily in Gaza. We know that Iran and many of its proxy networks, including those who are in Iraq, had designs early in this crisis to significantly broaden the conflict into a regional conflict. They have not succeeded in doing that and we intend very much to continue.

    And I’ll turn it over to my Senior Defense Official colleague to speak more to this, but we very much will maintain that deterrent posture, because we are still in the crisis. There’s a lot of diplomacy going on behind the scenes and above board. But we — and of course obviously our relationship with Iraq, our presence in Iraq is fundamental to that. So, I would not — the Counter-ISIS mission has been ongoing throughout this crisis, I think doesn’t get as much attention. But we’ve done extremely effective Counter-ISIS operations and strikes even in the last two months.

    And that’s something that is going to continue even while this crisis is ongoing. And hopefully we will find diplomatic solutions to some of the issues obviously in Gaza and Lebanon. The question that was just asked we’re working at extremely hard, but there is a military dimension to this and we’re mindful of that. And I think we used that tool of national power effectively, deliberately. And we work with the president every day on this and Secretary of Defense and others. So, I’ll turn it over to [SENIOR DEFENSE OFFICIAL].

    SENIOR DEFENSE OFFICIAL:  Yeah, look, I would just say that during this crisis, our partners across the region have looked to the United States to be present, to indicate that we are remaining present and active, to use our force posture and our other capabilities to defend our friends, to defend our own forces and to deter our adversaries. And in the case of the Counter-ISIS mission, to continue to prosecute that mission to ensure the enduring defeat of ISIS.

    And what our friends have seen during this crisis is part of what we’re discussing here today. That presence is going to continue. Our partnerships are going to deepen — they may take different forms. They may evolve based on evolving conditions, based on evolving threats. But we will continue to remain present and to use our presence and our capabilities and our partnerships to address those common threats. So, this discussion is very much in keeping with that theme.

    Q:    Just to clarify, you’re not worried that this will give Iran some sort of greater positioning in the region at a moment of intense tension with Iran sort of like running through everything that you’re doing?

    SENIOR DEFENSE OFFICIAL:  We are not.

    SENIOR ADMINISTRATION OFFICIAL:  No, not at all.

    SENIOR DEFENSE OFFICIAL:  We are remaining present and active in partnership with our allies and partners. Again, sometimes these things take different forms, but we’re not concerned about that. But [SENIOR ADMINISTRATION OFFICIAL] should speak to it as well.

    SENIOR ADMINISTRATION OFFICIAL:  No, not at all. If anything, I think deepening our cooperation with Iraq in multiple areas, which we’re doing, is something that the Iranians clearly don’t want. The Iraqis have been enhancing their relations with Saudi Arabia in the Gulf and the broader Arab world. Obviously remains a very dynamic situation.

    But that’s something that’s also quite important. You look at the energy infrastructure buildouts from Southern Iraq into the Gulf, stuff that had just been talked about for a decade. Iraq actually capturing its flared gas working with Total and Western energy companies to do that, which ultimately weans themself off dependency of Iranian gas. This is all kind of part of a broader picture.

    So no, I would not draw an evolution of a coalition military mission after 10 years. Again, it’s important to — there’s a 10-year mark, very natural point. You have an inflection point and kind of an evolution of a mission into anything that would give any benefit to the Iranians. I think if anything, it’s quite the opposite.

    MAJ GEN PAT RYDER:  Still kind of quiet, but a little bit better.

    Q:    All right. Thanks for doing this. I just wanted to ask, on the heels of the CENTCOM announcements earlier this summer about ISIS on track to doubling the number of attacks this year as opposed to last year. And then these massive — or these pretty significant raids that we’ve seen, joint raids — joint raids between the Iraqis and us, and then the SDF and the US earlier this week.

    I mean how — can you just kind of clarify how this makes — the timing of it at least makes sense when we’re seeing these large-scale operations that have taken place previously but we haven’t always publicized in detail. So, is there any split between the policymakers and CENTCOM, SOCOM or the folks in the military. In terms of timing, can you just explain how that, at least publicly, would make sense to people here? Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  Yeah, I think the timing mainly is — it’s just — it’s a 10-year mark of a coalition and an evolution. But it’s also very consistent with the intelligence we’re seeing and what we’re doing and will continue to do, I want to emphasize that, against ISIS. So, I think it’s pretty much aligned to both of those things. But I’ll turn it over to my colleague.

    SENIOR DEFENSE OFFICIAL:  Yeah, it is the 10-year mark, but it’s also a significantly different operating environment than when the coalition first undertook its mission. As I mentioned, ISIS has been territorially defeated. It doesn’t control those swaths of territory in Syria and Iraq that it once did. Millions of people who used to live under its genocidal rule, do not any longer. So, they’re kind of isolated in their desert encampments.

    And we have been able to, under the current coalition arrangement in the way you describe, continue to conduct operations that further weaken them, further prevent them — prevent them from conducting external operations and disrupt their command and control and their leadership, cadres.

    That ability is going to continue. It will continue during the course of this transition, which, by the way, even when it’s announced next week, takes some time to actually be implemented. So, many of these capabilities, even as we are doing them now in partnership with our Iraqi and our Syrian democratic Forces colleagues, will be able to continue.

    And then as the bilateral security relationship becomes the basis for our cooperation with Iraq in the course of the transition, again, which isn’t instantaneous, we will find that we’ll still be able to cooperate as we need to ensure that that mission can continue to be carried out — may be carried out differently, again, we talked about the evaluation of the threat, the evaluation of the Iraqi security force’s capability and the evaluation of the operating environment.

    All of that is scoped to ensure that there will be no lessening of pressure on ISIS as the transition from coalition to bilateral security partnership takes place.

    MAJ GEN PAT RYDER:  Thank you. Let me try Associated Press again. Tara, are you on the line?

    Q:    Yes, I am. Thanks for doing this. I’m sorry if this has been asked before. I had to drop off at the very beginning. But have you seen any indication that ISIS has tried to exploit the October 7 instability? And especially right now with increased tensions being — have you seen them try to launch any additional operations?

    SENIOR DEFENSE OFFICIAL:  We do see that there are continued attacks and attack planning by ISIS. I’m not sure I would attribute it specifically to October 7 or the crisis that’s followed October 7. They have their ideology; they have their ambitions. So, we definitely have seen a continued ISIS capability to try to conduct attacks, certainly to do some planning for attacks.

    But we’ve also during the same period, and without any distraction from our mission of the coalition and of our partners during the period of this crisis, we’ve been able to prosecute the defeat ISIS mission very, very successfully.
