  • MIL-OSI Africa: How to Stabilize Africa’s Debt

    In the context of high global uncertainty, tighter global financial conditions, and rising borrowing costs, concerns about sub-Saharan Africa’s debt vulnerabilities are mounting. But the region is tackling this issue head-on and public debt ratios have stabilized on average. Our analytical note in the IMF’s latest Regional Economic Outlook for sub-Saharan Africa uses a new data set to highlight when, how often, to what extent, and how debt stabilization was achieved.

    Surprising frequency

    Contrary to perception, countries in the region have often been able to stabilize or reduce their debt ratios without debt restructuring. With more than 60 debt reduction episodes (defined as periods of two or more years during which the public debt-to-GDP ratio fell), the probability that a country will experience such an episode in any given year is one in four. And these episodes have occurred even amid an unfavorable external environment, including in the aftermath of the commodity super cycle and in the wake of the COVID-19 pandemic.

    The debt decline in many cases was economically significant and persistent: most episodes involved a decrease of more than 10 percentage points of GDP, and almost half of those episodes lasted four or more years. For example, the Democratic Republic of Congo’s debt ratio fell by 15 percentage points of GDP during 2010–23, and Cabo Verde’s debt ratio decreased by more than 30 percentage points over 2021–23.

    Sustained debt reduction typically reflects both budgetary consolidation and real economic growth. Often these two drivers go together—budgetary consolidation (that is, an increase in primary balances) is itself more likely when growth is rapid. In fragile and conflict-affected states, however, as well as low-income countries, growth is the predominant driver of many successful reductions in debt.

    Securing success

    Debt reduction is more likely, more significant, and more persistent if three conditions hold: the country has a solid domestic institutional framework and enjoys a supportive domestic business environment; global growth is buoyant; and global borrowing costs are low. A debt decline is also more likely when an IMF-supported arrangement is present, pointing to the importance of international financial and policy support. Relatedly, budget consolidation must be sustained over time to translate into debt consolidation. While exchange rate stability can support successful debt stabilization, maintaining an overvalued exchange rate can prove counterproductive since it is likely to lower growth and hamper overall macroeconomic stability.

    By way of example, in Mauritius, a favorable domestic and external environment, solid growth, and a stable currency saw a reduction in the debt ratio of almost 20 percentage points during 2003–08.

    The road ahead

    The key message for policymakers is that fiscal adjustment is likely to result in stronger, more durable reductions in debt when complemented by pro-growth structural reforms and by measures to strengthen institutional frameworks. Such measures should include well-designed fiscal rules to ensure that off-budget fiscal operations do not undermine debt reduction. Efforts to cut debt are also more likely to prove successful in a context of macroeconomic stability, including low and stable inflation.

    Countries aiming to sustainably reduce debt should seize the opportunity to tax and spend more efficiently. The focus should be on strengthening fiscal balances in a growth-friendly manner by broadening the tax base, removing inefficient tax exemptions, and ensuring that money is well spent.

    Support from the international community, including through technical support but also through concessional financing, is critical to helping the region succeed. Most countries—especially fragile states and low-income countries—face difficult trade-offs between short-term macroeconomic stabilization, longer-term development needs, and making reforms socially acceptable. External support can make these difficult trade-offs less daunting.

    The Chairperson of the Select Committee on Economic Development and Trade, Ms Sonja Boshoff, has expressed grave concern over the impending 30% tariff imposed by the United States government on key South African exports, as the tariffs will have far-reaching consequences for exporters and on the broader ailing South African economy.

    Ms Boshoff said the US tariff order, which was signed yesterday and is set to come into effect on 1 August 2025, undermines the historical US–SA trade cooperation and poses a serious threat to strategic sectors such as citrus, macadamia, automotive components, steel and aluminium. “These industries are not abstract economic indicators; they are lifelines for tens of thousands of workers, particularly in rural and small-town South Africa,” emphasised Ms Boshoff.

    She said South Africa’s citrus industry alone supports more than 35 000 jobs and contributes over R38 billion annually to the economy. “A tariff of this magnitude threatens not only the profitability of our exporters, but the livelihoods of workers and the economic stability of entire agricultural regions,” stressed Ms Boshoff.

    She said the tariff order also casts a dark shadow over the future of the African Growth and Opportunity Act (AGOA), which has long facilitated preferential access to US markets. With the new duty effectively neutralising those preferences, there is growing uncertainty for producers who depend on predictable market access to plan, invest and grow.

    “It is critical that trade agreements are honoured in good faith. No country can plan its industrial or export strategy under a cloud of sudden and unilateral tariff hikes” said Ms Boshoff.

    The committee recognises that the Department of Trade, Industry and Competition (DTIC) is pursuing negotiations with its US counterparts, reportedly offering strategic Liquefied Natural Gas procurement in exchange for a more reasonable tariff ceiling. However, such engagements must be swift, transparent and rooted in the national interest.

    “We cannot afford diplomatic dithering. Every delay will deepen the uncertainty in our export industries. The government must urgently finalise a sustainable trade path with the United States and, simultaneously, accelerate diversification into new markets across the EU, Asia and Africa,” stressed Ms Boshoff.

    The committee calls on the DTIC and the Department of Agriculture to provide support packages and market reorientation strategies for the most affected industries. This must include logistics relief, export finance support, and new market facilitation, particularly for emerging farmers and SMEs.

    “At a time when South Africa is battling record unemployment and low growth, punitive tariffs by our biggest trading partners are not just economic risks, they are catalysts for deeper inequality. We must respond with urgency, precision and policy agility,” Ms Boshoff noted.

    This unprecedent development cannot be approached with a “let it go” attitude, Ms Boshoff said. She called on the South African government to urgently send a high-level delegation to Washington to undertake repair of diplomatic ties and to reaffirm South Africa’s commitment to constructive engagement.

    President Trump signed the tariff order on Monday, 7 July, after the withdrawal of US grant funding for critical programmes in South Africa. The tariff order, which will apply to all South African products entering the US market, will come into effect from 1 August 2025.

    Recovery moves into next phase with focused plan to fast-track reconstruction and support impacted communities

    What you need to know: Governor Newsom has announced that debris removal for the Los Angeles firestorm is now substantially complete just six months after the fires ignited and has signed a new executive order to further fast-track rebuilding homes and schools. The Governor announced a blueprint for recovery in partnership with Los Angeles County leaders. 

    LOS ANGELES – On the six month anniversary of the Eaton and Palisades fires, Governor Gavin Newsom today announced the substantial completion of the public debris removal program from more than 10,000 fire damaged parcels — marking the fastest major disaster cleanup in American history. The Governor also signed an executive order shepherding rebuilding homes and schools. He also joined local officials to unveil a new blueprint for recovery, a step-by-step plan to accelerate rebuilding and provide support to impacted families and communities. The near-completion of the public debris removal program comes months ahead of schedule.

    This is the biggest reform of the California mental health system in decades and will finally equip partners to deliver the results all Californians need and deserve. Treatment centers will prioritize mental health and substance use support in the community like never before. Now, it’s time to roll up our sleeves and begin implementing this critical reform – working closely with city and county leaders to ensure we see results.

    Historic debris removal operation 

    The LA Fires cleanup is the second largest in state history after the Camp Fire and was jointly managed by the Governor’s Office of Emergency Services (Cal OES) and United States Army Corps of Engineers, in partnership with Federal Emergency Management Agency (FEMA), as well Los Angeles County and City of Los Angeles. 
    Of the 12,048 total properties destroyed in the twin fires, 9,873 opted to participate in the cost-free public cleanup program and 1,982 opted to complete the work themselves. As of today 9,195 total have been cleared of debris with several hundred more awaiting erosion control measures and final sign-off.
    Any properties whose owner did not opt into the state-federal cleanup or remediate their parcel privately will be subject to a locally led city and county abatement process which is already underway.

    Billions of pounds of debris remediated

    The volume of ash, soot and structural debris cleaned up during this short time is nothing short of breathtaking.
    Crews removed more than 2.5 million tons — or 5.5 billion pounds — of ash, debris, metal, concrete, and contaminated soil in nine months’ time as part of California’s Consolidated Debris Removal Program. The total tonnage removed from the Eaton and Palisades Fires is equivalent to 92 Statues of Liberty. It is twice the amount removed from Ground Zero after 9/11.

    Prioritizing efficient rebuilding

    Today’s executive order fast-tracks the rebuilding of homes and schools affected by the disaster by suspending local permitting laws and building codes, at the request of local officials. The order: 

    • Expands suspensions of the Coastal Act and CEQA in the city of Los Angeles, creating parity among homeowners in the city and allowing homeowners to fast-track their entire rebuilding project.
    • Expands existing Coastal Act and CEQA exemptions to streamline rebuilding public schools, getting kids back in neighborhood public schools faster.
    • Exempts residents who are rebuilding homes from the requirement to install rooftop solar and battery storage systems to reduce up-front costs, while retaining the “Solar Ready” requirement to ensure these structures can support future installation of solar energy systems. 
    • Suspends changes to building codes that would go into effect on January 1, 2026, when not all homeowners will have finalized their plans to rebuild, to create certainty for homeowners and avoid the need to change plans, while retaining updated fire safety requirements.

    A blueprint for recovery 

    The progress made during this effort is due in large part to the unprecedented coordination among city, county, state, and federal partners.

    As the debris-removal work comes to an end and communities set their sights on the next phase of recovery, Los Angeles County embraces its role to lead local rebuilding efforts in unincorporated areas and foster conditions for a successful and equitable reconstruction and recovery in both city and county areas.

    The focus now shifts to the ongoing rebuilding process, where the state is actively supporting local officials in:

    • Identifying community needs for reconstruction
    • Specifying the magnitude and time-sensitivity of community needs, including needs for homeowners, residents, businesses and others.  
    • Defining priorities and what the county can do to move the needle and address identified needs
    • Communicating how it’s partnering to make reconstruction fast and affordable
    • Outlining an implementation roadmap 

    This blueprint will serve the near-term roadmap for the next 120 days, enabling the county to maintain the current pace for rebuilding and not be late to the needs of communities.

    California’s all-in efforts

    Since the first day these firestorms ignited, Governor Newsom has been on the ground leading an all-in state response and recovery. 

    The Governor deployed resources before the hurricane-force fires broke out – growing to over 16,000 boots on the ground at the peak of the state’s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster. 

    Even before the fires were out, Governor Newsom worked closely with outgoing President Joe Biden to secure a Presidential Major Disaster Declaration and then coordinated with the Trump Administration to ensure comprehensive federal support for Los Angeles. 

    That work has paid dividends as the current pace of debris and hazardous waste removal is months ahead of the cleanup timeline for the Camp, Woolsey, Hill fires in 2019 and Tubbs Fire in 2017/18, which at the time were themselves the fastest of their kind. 

    State and federal officials worked hand in glove to clear hazardous waste from 9,000 homes in less than 30 days. At the project’s peak, as many as 500 crews of expert heavy equipment operators from the Army Corps of Engineers worked around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires.

    California’s historic recovery and rebuilding efforts 

    Cutting red tape to help rebuild Los Angeles faster and stronger

    • The new executive order builds on prior orders to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. The Governor also issued an executive order removing administrative barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.

    Providing tax and mortgage relief to those impacted by the fires

    Fast-tracking temporary housing and protecting tenants

    • To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibited landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.
    • With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas.

    • The Governor issued an executive order to protect firestorm victims in the immediate aftermath of losing their homes from predatory land speculators making aggressive and unsolicited below-market cash offers to purchase their property.

    The Governor issued an executive order to support small businesses and workers, by providing relief to help businesses recover quickly by deferring annual licensing fees and waiving other requirements that may impose barriers to recovery.

    Ahead of a visit by EU Migration Commissioner Brunner and EU ministers to Libya to discuss migration cooperation on 8 July, Eve Geddie, the Director of Amnesty International’s European Institutions Office, said:

    “The EU’s morally bankrupt migration cooperation with Libyan authorities amounts to complicity in horrific human rights violations. Attempts to stop departures at any cost show a complete disregard for the lives and dignity of migrants and refugees.

    “Amnesty International has long documented the hellish conditions faced by migrants and refugees in Libya. Instead of addressing the catastrophic human cost of its migration deals in Libya and beyond, the EU and its member states are doubling down – trapping more and more people in abhorrent cycles of abuse.

    “This visit to Libya risks replicating an unchecked and unaccountable process, similar to the deal with Tunisia. EU leaders must ensure that any external cooperation guarantees effective scrutiny and oversight on where EU funds are going, and what actors they empower.

    “The EU and its member states must urgently re-evaluate their support for Libyan authorities and militias, suspend any actions contributing to trapping refugees and migrants in the country, and avoid further complicity in perpetuating grave human rights violations.”

    Background

    On Tuesday 8 July, European Commissioner for Migration Magnus Brunner, together with Italian, Greek and Maltese ministers, will reportedly meet with officials from the two rival governments in the east and the west of Libya.

    Amnesty International has long documented how EU assistance facilitates the interception and forced return of tens of thousands of people to detention centres in Libya.

    Refugees and migrants in Libya are subjected to systematic and widespread violations by unaccountable armed groups and militias, including prolonged arbitrary detention; enforced disappearances; torture; rape; unlawful killings; extortion and forced labour – conditions, which, according to a UN investigation, very likely amount to crimes against humanity. Libya is not a safe place for disembarkation.

    The visit follows a push from Commission President von der Leyen to reduce departures from eastern Libya towards the EU, specifically towards Greece. It also comes in the aftermath of a serious crackdown launched by western-based authorities and militias against international humanitarian organizations assisting refugees and migrants, rendering their situation even more precarious after many of these organizations were forced to suspend operations. In eastern Libya, Libyan Arab Armed Forces (LAAF)-affiliated armed groups such as Tariq Ben Zeyad continue to be responsible for “a catalogue of horrors” including forced mass expulsions of refugees and migrants to Chad, Egypt, Niger and Sudan, without due process and without granting them the opportunity to claim asylum.

    The handing over of an unused Department of Public Works and Infrastructure (DPWI) property is set to help to create jobs in the Nkandla Local Municipality in KwaZulu-Natal.

    This as Public Works and Infrastructure Minister Dean Macpherson and KwaZulu-Natal Premier Thamsanqa Ntuli officiated the handover of the property on Monday.

    The hand over will support the development of a shopping centre that will create jobs and boost local economic activity.

    The initiative forms part of the Minister’s commitment to repurpose state-owned properties for the public good ending the practice of leaving assets unused and decaying.

    Premier Ntuli praised the project as a catalyst for rural economic revitalisation, saying it will provide long-term economic benefits, entrepreneurial opportunities and much needed employment for the Nkandla community.

    During the ceremony, Macpherson and the Premier said the property which will be transferred to the Nkandla Local Municipality, would lead to the creation of many jobs in the local community. 

    Nkandla Local Municipality Executive Mayor, Nonhlanhla Nzuza, said the municipality intends to use the property to develop commercial activities.

    Minister Macpherson said the release of the property to the local municipality was in line with his commitment to use state-owned properties for the public good, instead of allowing them to lie unused and decay. 

    “When we entered office roughly a year ago, we committed to ensuring that state-owned property in communities across the country would no longer be a source of neglect but would be utilised to the benefit of the entire community. 

    “The release of the property to Nkandla is in line with this commitment, as previously empty property will now be used to create economic opportunities and jobs for the local community. This follows a similar release of 15 properties in Gauteng and Mpumalanga to be used as gender-based violence shelters,” the Minister said.

    Premier Ntuli said the land will be utilised for the development of commercial infrastructure, with the goal of creating jobs and expanding entrepreneurial opportunities for the local community.

    “This initiative underscores the government’s commitment to inclusive development and the revitalisation of rural economies, ensuring lasting economic benefits for the region.     Transnet unveils locally built multi-purpose vessel in Cape Town

    Transnet National Ports Authority (TNPA) has unveiled a R120 million locally built multi-purpose vessel, a crucial addition to its marine fleet at the Port of Cape Town. 

    This development marks another significant milestone in the execution of the TNPA’s ongoing Marine Fleet Renewal Programme, which aims to increase the availability of the marine fleet at South Africa’s commercial seaports.

    Built by Damen Shipyards Cape Town, the multi-purpose vessel is a multi-functional seagoing craft designed to support maintenance activities and enhance environmental management including pollution control and oil spill response within the port. 

    The vessel is designed to remove debris, conduct maintenance dredging and perform quay‑wall repairs. Additionally, it will assist in lighthouse maintenance and carry out upkeep tasks such as fender replacement and minor dredging activities. 

    During a christening ceremony held at the Shipyard, TNPA named and christened the vessel “Yarona,” a Setswana name which means “Ours”. The name was chosen by a TNPA employee through an internal competition. 

    A christening ceremony is a maritime tradition for launching a vessel, befitting following marine craft acquisition and is believed to bestow fortune and ensure safe voyage for the vessel and its crew. 

    Speaking at the ceremony, Transnet Group Chief Operating Officer, Solly Letsoalo, said at the heart of their Reinvent for Growth Strategy is infrastructure-led growth and a commitment to reliable and efficient operations across operations. 

    “As Transnet, we remain focused in modernising our fleet and ensure fit-for-purpose infrastructure in order to we meet the needs of our customers and the broader South African economy.”

    Measuring 19.05 metres in length with a beam of 8.36 metres, this vessel features an all-welded steel hull and superstructure for enhanced durability in harsh harbour conditions. This translates into a quicker and effective response when called upon by port users to remove navigation hazards.

    “Our ability to deliver this vessel is testament to our mission of building vessels in Africa for Africa. It underscores our commitment to localisation and supplier development, while contributing to job creation and skills development in the local maritime sector. 

    “The project has equally been beneficial to both men and women, with a strong focus on individuals from previously disadvantaged communities and with youth well-represented among the team,” said Sefale Montsi, Damen Shipyards Cape Town Director. 

    During the 14-month construction period, the project has significantly impacted local employment by creating approximately 18 job opportunities for the community.

    Guinean authorities must urgently reveal the fate and whereabouts of National Front for the Defence of the Constitution (Front national de défense de la Constitution – FNDC) activists Oumar Sylla and Mamadou Billo Bah, who were forcibly disappeared a year ago, and ensure that those suspected to be responsible for the abductions and enforced disappearances in Guinea are brought to justice in fair trial and victims and family members of victims are provided with access to justice and effective remedies, said 25 Guinean and international human rights organizations.

    “We call on the Guinean authorities to break their unbearable silence regarding the fate of the two FNDC activists. There is no indication that they have carried out investigations to find the two activists who have been missing for a year,” the human rights organizations said today.

    Mamadou Billo Bah and Oumar Sylla, known as Foniké Menguè, were arrested on 9 July 2024 at the latter’s home in Conakry by armed men, before allegedly being taken by special forces to the Loos archipelago. They were interrogated and tortured, according to a third member of FNDC who was abducted with the two others and released the day after. The authorities have denied holding them and their fate remains unknown to this day.

    The FNDC, a civil society movement calling for a return to civilian rule, was disbanded in 2022. Oumar Sylla, its national coordinator had called for demonstrations on 11 July 2024 against, among other things, repression of the media and the high cost of living.

    Since the Prosecutor General’s announcement on 17 July 2024 of the opening of ‘thorough and complete’ investigations into several abductions, including those of Oumar Sylla and Mamadou Billo Bah, no information has been made public about their progress.

The team will be battling against an Australian Indigenous team and teams from Papua New Guinea and Vanuatu from Saturday 15 June – Saturday 21 June in an action-packed draw.

    Captain Tuaoloa Helen Semau of Vailuutai, Falelatai and Iva Savaii said the team is “incredibly excited and honoured to be part of the Pacific Invitational Tournament. Competing against strong teams like the Australian Indigenous Women’s Team, Papua New Guinea, and Vanuatu is both a challenge and a privilege we embrace wholeheartedly.

    The Malawi Ministry of Health, launched its updated plan for the implementation of its Genomic Surveillance Strategy that was produced with technical support from the Africa Centres for Disease Control and Prevention – Africa Pathogen Genomics Initiative (Africa PGI) on 3 July.

    As pathogen genomics provides a powerful approach towards the investigation, management, and surveillance of infectious diseases, the plan is geared to include integration of multi-pathogen genomic surveillance into existing public health systems, research and development.

    The second version of the plan is aligned to Africa CDC Pathogen Genomics Surveillance Policy Framework and identified priority list of pathogens and use cases for genomic surveillance in Malawi and the region.  The strategy has a robust, comprehensive, fully integrated, harmonized and well-coordinated mechanisms to guide monitoring of the implementation of the plan and evaluate impact.  The improved plan has a National Genomics Committee comprising of a steering committee, advisory group and laboratories from public, private and academia. The first genomic strategy was launched in 2023 and runs to 2030

    In his opening remarks, Secretary for Health Dr. Samsom Kwazirira Mndolo emphasized the critical role of genomics in monitoring antimicrobial resistance, disease outbreak detection, response and prevention as well in precision medicine. 

    He underscored the role of the plan as a roadmap for implementing a robust one health genomic surveillance system across the country with different multi stakeholders, ministries and partners.

    “We have been front runners in genomics, but we lost the opportunity to learn from others, so we decided to revisit and update the 2023 plan,” said Dr Mndolo.

    “This moment marks the dawn of a new era, where science, innovation, and determination converge to build a stronger, more resilient health system for all starting from Malawi by leveraging genomic sequencing power to identify and track pathogens enabling early detection, tracking and characterization of pathogens,” said Dr Lul Riek, Director for the Southern Africa Regional Coordinating Centre.

    Dr Riek said by integrating pathogen genomic sequencing into its healthcare infrastructure, it aims to enhance its health security and swiftly respond to emerging and reemerging threats effectively. “This makes Malawi one step ahead of other countries in disease detection and response,” he said.

    “In the face of several emerging and reemerging health threats including Disease X ” a hypothetical emerging pathogen, from the COVID-19 pandemic to the resurgence of Mpox, Marburg, Cholera and other epidemics, we have witnessed firsthand the urgent need for resilient public health surveillance systems that can provide timely and actionable data,” said Dr Francis Chikuse, Senior Technical Officer for Public Health at Africa CDC.

    “The National Multi Pathogen Genomic Surveillance Strategy is not just a response to these challenges but a proactive step toward building a robust system that leverages the power of molecular diagnostics and sequencing to safeguard the health of the of Malawians and beyond,” said Dr Chikuse.

    He said, Africa CDC in partnership with public, private and philanthropic sectors is enhancing continent-wide sample referral and data sharing strategy, systems, and governance to promote trusted, quality assured and timely data sharing as well as support the design and pilot implementation of high-impact public health priority genomic surveillance and use-cases and facilitate the utility of genomics data for policy, decision making, research and development of pandemic materials. In 2025, the World Health Assembly adopted the historic Pandemic Agreement to enhance global collaboration and to create a more equitable response to future pandemics.

    Africa CDC is working with 16 Member States including the Democratic Republic of Congo, Uganda, Mozambique, Ethiopia, Cameroon, Malawi, Zambia, Republic of Congo, Zimbabwe, Ghana, Morocco, Togo, South Africa, Tanzania, Rwanda, Namibia, to develop their national pathogen genomics strategies. Through this collaboration, Malawi becomes the second country after Zambia to launch their genomic strategy.

    Over the past 30 years, we have made great strides as a nation – expanding freedom, deepening democracy and building a better life for millions. Yet we also face persistent challenges: inequality, unemployment, social divisions and a growing disconnect between citizens and institution. In this spirit, President Cyril Ramaphosa has called for an inclusive National Dialogue – a people-led, society-wide process to reflect, reset and reimagine South Africa’s future. The National Dialogue is a chance for all South Africans, from all walks of life, to come together and help shape the next chapter of our democracy. 

    At this point I wish to also express my support for the planned National Dialogue as a forum to unite South Africans behind a shared vision and approach towards addressing structural challenges as a result of the apartheid legacy. 

    For the Department of Forestry, Fisheries and the Environment, the National Dialogue presents an opportunity to engage meaningfully with all South Africans — particularly youth, women, and persons with disabilities — about the socioeconomic opportunities available within our sector. 
    We believe the outcomes of this important national engagement must translate into practical solutions that enable our people to contribute and benefit meaningfully from the work we do as both a department and a government.

    One Million Trees in One Day

    Under the Presidential Flagship “Ten Million Trees Programme,” our department has set out to do something remarkable – plant 1 million trees in one day under the rallying call, “My Tree, My Oxygen. Plant Yours Today,” we invite every South African — from schoolchildren to corporates — to participate.

    This isn’t just a symbolic act. It’s a movement for environmental justice and climate resilience. Trees are nature’s air purifiers, carbon sinks, and shelters for biodiversity. We are in the final year of this programme, and with renewed vigour, we’re mobilising every corner of society to ensure we meet and exceed our target.

    Small-Scale Fisheries – Voices from the Coastline

    Our oceans offer abundant resources, but for too long, small-scale fishers have been left behind. That’s why we convened the Small-Scale Fishing Co-operatives Summit in Mthatha in May. We heard firsthand about the struggles fishers face: poor infrastructure, limited market access, and lack of support.

    The summit wasn’t just a talk-shop. It was a collective turning point. We are now developing technical support packages, mentorship programmes, and policy enhancements to bring dignity and sustainability to the sector. When fishing co-ops thrive, entire coastal communities thrive.

    Tackling E-Waste: A Crisis Turned Opportunity

    Did you know that South Africa generates over 360,000 tons of electronic waste each year? Shockingly, only about 10% of that is properly recycled. The rest — from broken TVs to outdated cellphones — ends up in our landfills or is dumped illegally, contaminating soil and water and endangering our ecosystems.

    To combat this, the Department of Forestry, Fisheries and the Environment (DFFE) has rolled out a groundbreaking e-Waste Recycling Pilot Project. Launched in Limpopo, Mpumalanga and North West, the project has already collected over 30 tons of e-waste from rural municipalities. This isn’t just about waste removal — it’s about building a circular economy, holding producers accountable through Extended Producer Responsibility regulations, and creating green jobs.

    Importantly, this initiative comes as South Africa assumes the G20 Presidency, where we have identified the circular economy and waste management as priorities. 

    Supporting Communities Through Forestry

    Transformation in the Commercial Forestry Sector is no longer aspirational — it is underway. The DFFE is transferring eight state-owned plantations to local communities through Community Forestry Agreements. Alongside this, we’re providing post-settlement support, including business development, training, and job creation.

    This initiative alone is expected to generate over 7,000 work opportunities and 550 full-time jobs, especially in impoverished rural areas. It’s forestry with a human face — empowering people to become stewards of their own natural resources.

    Restoring Biodiversity, One Landscape at a Time

    Through the GEF7-funded Sustainable Land Management Project, we are actively reversing land degradation in Limpopo and the Northern Cape. We have trained 129 community champions, employed over 170 people, and cleared invasive species from vast grazing lands.

    Furthermore, our commitment to combating Desertification, Land Degradation and Drought (DLDD) is echoed on the global stage as a priority under our G20 Presidency.

    Infrastructure for Nature and People

    Our work isn’t only environmental — it’s infrastructural too. The Lowveld National Botanical Garden in Nelspruit, recently restored after flood damage, now boasts a new raised bridge and viewing deck. These are not mere cosmetic upgrades; they are symbols of resilience and investments in nature-based tourism that support SMMEs and jobs.

    Last year alone, the South African National Biodiversity Institute (SANBI) implemented over 50 infrastructure projects, while its Kids in Gardens programme reached more than 153,000 young people with environmental education. We are seeding not only trees, but a new generation of conservationists.

    Building a Just, Green Future

    Our collective mission is clear: we must transition to an environmentally sustainable, economically inclusive society. And that requires partnerships — across sectors, provinces, and people.

    As we deliver on our budget priorities, let us rally behind bold, practical and transformative action — from planting a tree to recycling e-waste to supporting a community forestry project.     The National School of Government (NSG) has organised a learning exchange visit to China on city governance for public officials.

    Hosted by the Beijing Jiaotong University and supported by the Chinese Ministry of Commerce, the programme seeks to promote knowledge exchanges on enhancing local government performance as municipalities face growing complexity and public expectations that they must respond to. 

    “The programme explores the Chinese advancement in local government innovation in service delivery, modernisation of governance, construction of smart cities, participatory governance, poverty alleviation and development,” the NSG said in a statement. 

    “Local government is an important sphere of government for implementation of national policy and China’s successes in the performance of this sphere of government has contributed to the abolition of absolute poverty in 2020, ten years before the 2030 deadline which the world set in the United Nations Agenda 2030 for Sustainable Development. 

    “This is the same deadline that South Africa has set in the National Development Plan to eliminate poverty and inequality by the year 2030,” the NSG said.

    The South African government, in the 7th Administration, has committed itself to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living with a developmental and capable state playing a central role. 

    “Municipalities therefore have a critical role in the achievement of this commitment. The exchange programme on city governance is part of the NSG’s international exchanges that are aimed at facilitating public servants’ access to specialist knowledge and skills needed to enhance public sector performance and development among others and learning from the development trajectory of other countries in the global South and North,” said NSG Principal, Professor Busani Ngcaweni. 

    Ngcaweni added that partnerships were a key focus for the NSG “as they enable us to expand the depth of training delivery, diversity and allow access to expertise that we do not have.”

  • MIL-OSI Africa: Grants review process to ascertain eligibility of beneficiaries

    The South African Social Security Agency (SASSA) has noted commentary about the social grants review process that the agency is currently undertaking to ascertain the eligibility of identified beneficiaries suspected of having additional income that was not disclosed.

    SASSA said it would like to categorically state that there has been no suspension of social grants as stated during the review process.

    In a statement, SASSA explained that grants get delayed momentarily until a beneficiary has successfully completed the review process. 

    “This review is not a punitive measure to deliberately exclude any deserving beneficiary, but it is intended to ensure continued eligibility and prevent misuse of public funds,” it said.

    SASSA CEO, Themba Matlou, has assured grant beneficiaries and the public that SASSA is undertaking the social grants review process for the better good of the government fiscus, thus ensuring that grants are paid to eligible beneficiaries and all the fraudulent elements are rooted out. 

    Matlou stressed that in terms of the Social Assistance legislative framework, beneficiaries are legally required to fully disclose all sources of income during their initial application, adding that they are obligated to inform SASSA of any changes to their financial circumstances after their application has been approved and failure to comply with these requirements constitutes a violation of the Social Assistance legislation and may result in corrective action.

    “The review of social grants helps identify beneficiaries who may no longer qualify due to changes in financial, medical, or legal circumstances and serves as a confirmation of life or existence, ensuring that grants are not paid out to deceased individuals or those who have relocated without updating their records. 

    “More importantly, reviews allow SASSA to detect and prevent cases where individuals continue receiving grants despite being listed on payroll systems of other entities, public or private,” he said. 

    Matlou said work is underway to capacitate all SASSA local offices to ensure that they are able to handle the large volumes of people flocking into the offices for various services including those coming in for a review.

    Beneficiaries who have been affected by the grants review are encouraged to visit their nearest SASSA local office and bring the following documents:

    – Valid South African ID,

    – Proof of income (payslips, pension slips, or affidavits if no longer employed or employment discharge confirmations),

    – Bank statements for the last 3 months for all active bank accounts,

    – Proof of residence (utility bill or letter from a local authority),

    – Medical referral report (if applicable, for disability or care dependency grants) – to confirm disability status,

    – Marriage certificate or divorce decree (if applicable),

    – Death certificate (if some death has occurred for example child, spouse etc),

    – Any other supporting documents relevant to your grant type (ebirth certificates for Child Support Grants, school attendance proof for Foster Care Grants).

    If a beneficiary is bedridden or unable to visit a SASSA office, a procurator may be appointed to represent you. To complete this, beneficiaries are encouraged to contact their local office for assistance in appointing a procurator.

    Beneficiaries are urged to comply with the SASSA review request. Failure to respond to any official communication from the agency may result in delays in future payments, leading to a suspension or lapsing of the beneficiary’s grant and legal proceedings may be instituted.

    “Whilst the review of social grants in an ongoing process, SASSA is working hard to automate the review process by introducing self-service options using online platforms to make it easier for our beneficiaries and reduce queues in our local offices,” said the agency. – SAnews.gov.za

    Sosthène Nguema Nguema, Minister of Oil & Gas of Gabon, has joined the African Energy Week (AEW): Invest in African Energies conference to discuss the country’s strategic shift towards deepwater exploration. Taking place September 29 to October 3 in Cape Town, the event represents the largest of its kind on the continent and serves as the platform of choice for global operators, financiers and service providers. Minister Nguema’s participation reflects the country’s drive to work with global partners to unlock greater value from Gabon’s oil and gas sector and is expected to create new opportunities for collaboration and investment.  

    With over two billion barrels of proven oil reserves and significant gas potential, Gabon seeks to increase national oil production to upwards of 220,000 barrels per day (bpd) in the short to medium term. To achieve this goal, the country is promoting fresh investment across undeveloped acreage, notably deepwater basins, which offer significant upside potential. Deepwater exploration and production will not only generate significant returns for operators but support the country’s economic growth objectives. To entice deepwater investment, Ministry of Oil & Gas is leveraging policy reform to create a more competitive business environment for foreign operators. Following the implementation of the Hydrocarbon Code in 2019, the new government has sought to strengthen fiscal terms and regulations even further. Upcoming amendments are geared towards foreign capital and will significantly improve Gabon’s business climate.

    Beyond new investments, Gabon continues to drive a series of ambitious oil and gas projects. At the forefront of this is independent energy company Perenco’s Cap Lopez LNG terminal – situated at the existing Cap Lopez oil terminal. The $2 billion development will introduce a FLNG vessel to the market, designed to monetize the country’s offshore gas reserves and reduce gas flaring. The FLNG unit features 700,000 tons of LNG and 25,000 tons of LPG, with storage capacity of 137,000 cubic meters. Production is slated for 2026, setting the country up for accelerated energy growth and diversification. Beyond Cap Lopez, Perenco’s Gabonese projects seek to bolster national oil and gas production. The company continues to expand its upstream footprint with the commissioning of the Kombi 2 platform on the Kombi- -Likalala-Libondo II permit. Currently under construction by Dixstone at the Nieuwdorp shipyard in the Netherlands, the platform is scheduled to depart in October and enter into operation offshore Pointe-Noire by early next year.  

    In addition to Perenco, other companies are also driving ambitious projects. Notably, BW Energy signed production sharing contracts for exploration blocks Niosi Marin and Guduma Marin in 2024, covering an eight-year exploration period with a two-year extension option. The company – alongside its partner VAALCO Energy – plans to spud a well while carrying out a 3D seismic campaign. BW Energy also has stakes in the Dussafu license, which features 14 producing wells tied back to a FPSO through a 20km pipeline. Meanwhile, China’s CNOOC launched wildcat drilling on Blocks BC-9 and BCD-10 in early-2023 on the back of 1.4 billion barrels of recoverable resource potential. The state-owned Gabon Oil Company (GOC) is also ramping up its investments. The company acquired Tullow Oil’s entire Gabonese portfolio for a sum of $300 million, a transaction that includes 10,000 bpd in production and 36 million barrels of proven reserves. GOC is committed to enhancing oil production through partnerships with international operators and strategic investments in exploration and production.  

    Minister Nguema’s participation at AEW: Invest in African Energies 2025 will serve to advance the country’s oil and gas industry goals. During the event, he is expected to share insights into the country’s exploration and production landscape, highlighting upcoming investment opportunities and areas of collaboration. Through his participation, operators will gain first-hand insight into the country’s oil and gas sector.

    Operation Shanela nets over 14 000 suspects

    Over 14 000 suspects have been arrested across the country under Operation Shanela this past week.

    The South African Police Service (SAPS) on Monday said 14 790 suspects were arrested between 30 June and 6 July 2025.

    “These arrests stem from police actions and crime-fighting activities including tracking operations, roadblocks, high visibility patrols, stop and searches, as well as tracing of wanted suspects,” SAPS said.

    The SAPS effected the following arrests across the country through Operation Shanela:

    • 2 365 wanted suspects arrested for various serious and violent crimes such as murder, attempted murder, rape, business and house robberies.
    • 174 suspects were arrested for murder, majority of these suspects were arrested in the Western Cape (39), followed by Gauteng (33) and KwaZulu-Natal (33).
    • 137 suspects were arrested for attempted murder.
    • 99 suspects were arrested for rape, with Gauteng leading (26 arrests).
    • 1 232 suspects were arrested for assault GBH.
    • 286 drug dealers were arrested.
    • 2 515 suspects were arrested for being in possession of drugs. The majority of these suspects were arrested in the Western Cape (1 392).
    • 64 suspects were arrested for being in the illegal possession of firearms.
    • Seven suspects were arrested for human trafficking.
    • 826 drivers were arrested for driving under the influence of alcohol or drugs. The majority of the arrests were in Gauteng (229), followed by the Western Cape (195) and Mpumalanga (156).

    Under recoveries and confiscations, police registered the following successes: 

    • 106 firearms were confiscated.
    • 1 355 rounds of ammunition were confiscated.
    • 37 hijacked and stolen vehicles were recovered. 

    Highlights of major takedowns and other successes include the following:

    • Eastern Cape: Police arrested six suspects after a man was stabbed to death, and the same suspects stabbed an off-duty police officer in Jeffrey’s Bay.
    • Northern Cape: Operation Shanela II resulted in the arrest of 236 suspects for various serious and violent crimes such as murder, attempted murder, rape, business and house robberies
    • Mpumalanga: On 5 July 2025, police arrested a 29-year-old Eswatini foreign national for dealing in dagga and seized dagga worth R1.1 million at the Waverley Port of Entry near Mayflower.
    • Limpopo: On 2 July 2025, police intercepted a Scania truck and arrested two foreign nationals, aged between 30 and 45 years, while attempting to smuggle crystal meth, dagga and codeine worth R2.6 million at the Groblersbrug Port of Entry.
    • Gauteng: On 4 July 2025, three suspected cash-in-transit robbers were fatally wounded in a shootout with police and other law enforcement agencies on the N3 highway road. Two stolen vehicles and two unlicensed firearms were seized.   
    • KwaZulu-Natal: Two suspects were arrested, and the other two suspects were fatally shot following a foiled cash-in-transit robbery in Msinga. Police seized two unlicensed firearms, ammunition and a Mercedes-Benz vehicle on 3 July 2025.

    “Police will continue with their operations by asserting the authority of the state to ensure the safety and security of all South Africans and visitors to the country,” the police said. – SAnews.gov.za

    President notes US tariff announcement

    President Cyril Ramaphosa has noted the correspondence from the United States (US) President Donald Trump on the unilateral imposition of a 30% trade tariff against South Africa. 

    In a letter addressed to the President on Monday, President Trump announced that he would subject imports from South Africa to new 30% tariffs that would take effect from 1 August 2025.

    “This 30% tariff is based on a particular interpretation of the balance of trade between South Africa and the United States. This contested interpretation forms part of the issues under consideration by the negotiating teams from South Africa and the United States. 

    “Accordingly, South Africa maintains that the 30% reciprocal tariff is not an accurate representation of available trade data,” the Presidency said in a statement.

    South Africa’s interpretation of the available trade data shows that the average tariff imported goods entering South Africa stands at 7.6%. 

    The Presidency emphasised that 56% of goods enter South Africa at 0% most favoured nation tariff, with 77% of US goods entering the South African market under the 0% duty.

    “South Africa will continue with its diplomatic efforts towards a more balanced and mutually beneficial trade relationship with the United States. We welcome the commitment by the US government, that the 30% tariff is subject to modification at the back of the conclusion of our negotiations with the United States,” the Presidency said.

    South Africa has continued to engage the United States, most recently at a meeting held on the side-lines of the US-Africa Summit on 23 June 2025 in Luanda. 

    “It was at this meeting where South Africa learned of a template with which the US wishes to engage sub-Saharan Africa on matters of trade.     Taxpayers urged to use digital platforms to communicate with SARS

    As the filing season for individuals is underway, the South African Revenue Service (SARS) Commissioner, Edward Kieswetter, has encouraged taxpayers to use SARS’s digital channels to engage with the organisation. 

    “Taxpayers do not have to expose themselves to the elements in this cold weather and stand in queues. They can conduct their tax affairs in the comfort of their homes rather than pay taxi fares,” Kieswetter said on Monday.

    The Commissioner made these comments during his visit to the SARS’s Alberton Taxpayer Service Centre, where he reviewed the state of readiness as Auto Assessment begins, running from 7 to 20 July 2025.

    During his visit, he was accompanied by Minister of Finance, Enoch Godongwana, who expressed his satisfaction at SARS’s state of readiness to deliver a successful and easy Filing Season for taxpayers.

    The Minister and the Commissioner interacted with taxpayers, most of whom had visited the offices to update and verify their registered details, including changing emails, banking information, and cellphone numbers.

    Some of the taxpayers had visited the branch to settle matters related to their outstanding tax debt and returns.

    SARS stressed that there is no need to visit a SARS branch but if taxpayers must, they should first book an appointment to avoid long queues.

    SARS has started to issue Auto Assessments to taxpayers whose tax affairs are less complicated. If taxpayers agree with their Auto Assessment, no further action is required from them.

    “Acceptance is automatic, so taxpayers need not manually accept the Auto Assessment. Taxpayers are advised to wait for the SMS/email notice before logging in to eFiling or the SARS MobiApp.

    “Refunds less than R100 due to taxpayers will automatically be paid into their bank accounts within 72 hours once the assessment is completed,” SARS said.

    Filing Season 2025 opened for non-provisional and some provisional taxpayers who were not auto-assessed. 

    The filing period for non-provisional taxpayers is from 21 July to 20 October 2025. Provisional taxpayers’ filing window will close on 19 January 2026.

    The following dates should be diarised for this year’s Filing Season: 
    •    Issuing of Auto Assessment notices: 7 – 20 July 2025.
    •    Individual taxpayers (non-provisional): 21 July – 20 October 2025.
    •    Provisional taxpayers: 21 July 2025 – 19 January 2026.

    “Taxpayers are urged to be extremely careful and keep their details confidential. In the run-up to Filing Season, there will be many attempts from scammers to defraud taxpayers. 

    “Scammers can present themselves as SARS officials to steal taxpayers’ personal details, make them click on links, or pay money into an account. SARS will never ask taxpayers to use any link. Taxpayers must protect their eFiling login details and use only registered tax practitioners,” SARS said.

    Rio de Janeiro, Brazil – President Cyril Ramaphosa has reaffirmed his commitment to addressing the serious allegations of corruption within the South African Police Service (SAPS).

    This comes after a media briefing by KwaZulu-Natal Provincial Police Commissioner, Lieutenant General Nhlanhla Mkhwanazi, on Sunday, where he made various allegations implicating some senior SAPS officials.

    Speaking at a media briefing on Monday after the conclusion of the 17th BRICS Summit in Brazil, President Ramaphosa described the allegations as a “serious matter that should not be ignored”.

    He said he will look at the matter more closely and have a thorough discussion with a number of relevant people, and “thereafter, there will be a clear way forward”.

    “This is not a matter that should be ignored. It is a serious matter that has to do with the security of our people and also with our adherence to the rule of law. The police play a critical role in enhancing the rule of law and the safety of South Africans.

    President Ramaphosa hails BRICS Summit as resounding success

    Rio de Janeiro, Brazil – President Cyril Ramaphosa has described the recently concluded 17th BRICS Summit as a resounding success, highlighting strengthened cooperation among member states and renewed commitment to building a more equitable global order.

    President Ramaphosa made the remarks during a media briefing following the conclusion of the Summit held in Rio de Janeiro, Brazil, on Monday.

    The President commended Brazilian President, Luiz Inácio Lula da Silva, for organising the “excellent” summit and expressed appreciation for the invitation extended to the other outreach countries to be part of the summit.

    The President noted the growing interest around the world, particularly the Global South, towards BRICS.

    “We admitted a new member; Indonesia, and we also admitted new BRICS partner countries. There is a lot of interest in the Global South about being part of BRICS, which shows that BRICS continues to grow its voice, its reach, and by importance as well. [It] has become [a] fairly sizeable BRICS community, which already accounts for more than half of the population of the world.

    “We also appreciated the fact that through BRICS we continue by respect [and] recognition, to respect the sovereignty of countries and their equalities, and that is an important consideration, as it leads to us cooperating on a number of areas,” the President said.

    Through the declaration, a number of areas, ranging from the governance of the world to issues like technical education, were covered.

    On global governance, the President said BRICS continues to respect the existence and the standing of the United Nations (UN) and called for the reform of the UN structures.

    The President argued that it is not acceptable that countries like India and Brazil, are excluded from participating meaningfully, and that the African continent which has 1.3 billion people is not represented in the UN Security Council.

    The summit also looked at the issue of climate change, calling for commitments to assist countries most affected by it, to be fulfilled. 

    “They should be assisted and supported through their transition to renewable energies and that countries that have made commitments particularly [in] the Global North, should live up to their commitments, with regards to ensuring that we address climate challenges that we are facing in the world,” President Ramaphosa said.

    Call for a permanent ceasefire

    On security matters, BRICS condemned the attack on countries like Iran and reiterated a call for a ceasefire in Gaza.

    The displacement and killings of people in Sudan was also a matter of concern for the summit which called for conflict on the African continent to be resolved through what the President called “African solutions”.

    The President reiterated that BRICS is a community of countries that want to see progress in the world.

    “BRICS Rio de Janeiro was very successful. We leave with very fulfilled hearts because it has added to many issues that we lead to the development of our world.

    “There was also great appreciation and support for South Africa’s coming G20 and recognising the importance of the G20 that encompasses so many countries in the world. We were wished great success, and we were greatly supported,” the President said. – SAnews.gov.za
