  • The Amarnath Yatra: Journey to Shiva’s Himalayan Abode

    Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday flagged off the first batch of pilgrims for the annual Amarnath Yatra from Jammu to the Kashmir Valley, marking the start of the 36-day pilgrimage, which officially begins on Thursday.

    Every year thousands of devotees embark on the Amarnath Yatra amid tight security arrangements in the Kashmir Valley.

    According to the Shri Amarnathji Shrine Board (SASB), the Holy Amarnath Cave is situated at a high altitude of 3,888 metres in a narrow gorge at the end of the Lidder Valley. The Shrine is located approximately 46 kilometers from the Pahalgam base and 14 kilometers from the Baltal base.

    While ancient traditions prescribed Srinagar as the starting point for the pilgrimage, most modern-day pilgrims now start their Yatra from Chandanwari for a five-day trek. The traditional Pahalgam base camp itself is located about 96 kilometers from Srinagar.

    The cave shrine is considered one of the major Hindu Dhams and is believed to be the abode of Lord Shiva, according to the Shrine Board. Inside the cave, a naturally formed ice stalagmite, or lingam, symbolizes Lord Shiva. This sacred formation is said to wax and wane with the phases of the moon, enhancing its mystical allure for devotees.

    Although references to the Holy Cave appear in ancient texts such as the Puranas, its re-discovery is credited to a local shepherd, Buta Malik, says the Shrine Board. Since then, the site has become a major center of Hindu pilgrimage.

    The Amarnath Yatra can be undertaken via two routes: the traditional Pahalgam route, approximately 32 kilometers long, and the shorter, steeper Baltal route, about 14 kilometers in length. The Baltal base camp is located near Sonamarg in Ganderbal district, roughly 95 kilometers from Srinagar. The Pahalgam base camp is located at Nunwan in Anantnag district, around 90 kilometers from Srinagar.

    Access control gates for the Yatra are set up at Domail, 2.5 kilometers from Baltal, and at Chandanwari, 12 kilometers from Nunwan. Both Jammu and Srinagar offer year-round connectivity by road, rail, and air, making the pilgrimage accessible to devotees from across the country.

    BEIJING, July 2 — Chinese Premier Li Qiang will attend the 17th BRICS Summit upon invitation in Rio de Janeiro, Brazil from July 5 to 8, a Chinese foreign ministry spokesperson announced on Wednesday.

    At the invitation of Prime Minister of Egypt Mostafa Kamal Madbouly, Li will pay an official visit to Egypt from July 9 to 10, the spokesperson said.

    Serhou Guirassy scored two first-half goals as Borussia Dortmund beat Monterrey 2-1 on Tuesday to reach the FIFA Club World Cup quarterfinals.

    German Berterame pulled one back early in the second half but the Mexican side failed to capitalize on several late chances.

    The result means Dortmund will face Real Madrid in New Jersey on Saturday for a place in the last four while Monterrey bows out.

    Monterrey had the first scoring opportunity of the match when Colombian midfielder Nelson Deossa fired a speculative long-range effort straight at goalkeeper Gregor Kobel.

    But most of the early attacking was done by Dortmund, whose fluid passing was causing problems for Monterrey’s defense.

    Guirassy opened the Bundesliga club’s account in the 14th minute when he played a slick one-two with Karim Adeyemi before side-footing a low effort that beat Argentine goalkeeper Esteban Andrada at his near post.

    The goal spurred Monterrey into action. Jesus Corona almost put his side on level terms when he miscued his cross from the left flank and instead hit the woodwork. Moments later, Deossa aimed a 25-yard rocket straight at Kobel.

    But the Liga MX side was undone once more by the Adeyemi-Guirassy combination in the 24th minute as the Guinea international striker caressed a first-time shot past Andrada after Adeyemi’s layoff.

    Deossa again tried his luck from distance, forcing a sharp save from Kobel, but most of the chances were at the other end as Dortmund maintained the pressure.

    Guirassy continued to trouble Monterrey’s defense and squandered the chance for a first-half hat-trick when he slid Jobe Bellingham’s cross wide. He then saw another attempt blocked by Andrada.

    Monterrey returned from the halftime interval with fresh urgency, reducing the deficit in the 48th minute through Berterame, who nodded in from close range after Daniel Svensson’s defensive header deflected off Erick Aguirre and into the path of the Mexico international.

    The Rayados pushed forward in search of an equalizer and Jesus Corona drew a reflex save from Kobel after Sergio Canales’ deft through ball.

    Corona then fired over after dribbling into the box, and Oliver Torres forced another stop with a clever volley.

    Former Real Madrid defender Sergio Ramos had a gilt-edged chance to equalize in the 91st-minute but headed inches wide from Aguirre’s cross.

    UN Human Rights Council 58: UK Statement on the Human Rights Situation in the Central African Republic

    UK Statement for the High-level Dialogue on the Human Rights Situation in the Central African Republic. This statement was delivered on 1 April 2025 during the 58th session of the HRC in Geneva.

    Thank you, Mr President.

    We welcome the Central African Republic’s continued cooperation with the Independent Expert. We also welcome recent steps that the country has taken to strengthen its human rights framework, including strengthened judicial independence, the adoption of legislation to protect human rights defenders, and progress on reforming the criminal code.

    However, we remain alarmed at the increasing atrocities committed by Wagner group-trained militias, a key driver of the 26% increase of victims of human rights incidents recorded in the Secretary General‘s latest report. We urge the Central African Republic to investigate these reports and incorporate these militias into the formal disarmament, demobilisation, and reintegration programme to prevent a resurgence in insecurity.

    Mr President, as we stated in the Security Council in February, proxies directed by the Russian state plan to interfere with the country’s elections. We encourage authorities to address these malign threats and ensure elections are free, fair, and inclusive.

    Mr. Agbetse, implementing the provisions of the 2019 political agreement is the only way to promote sustainable peace. How can the Central African Republic expand state authority while ensuring the inclusion of the signatories of the political agreement?

    Foreign Minister Sayyid Badr Albusaidi held a closed meeting with Egyptian Foreign Minister Badr Abdelatty, on the sidelines of the 16th session of the Omani-Egyptian Joint Committee in Cairo.

    The meeting, reaffirmed the close cooperation between the Sultanate of Oman and the Arab Republic of Egypt and their shared commitment to developing it strategically across various fields, in a manner that deepens mutual interests and brings greater shared benefits to both brotherly countries.

    The two Ministers also discussed a number of regional issues and developments of mutual political and security concern.

    They underlined the importance of maintaining coordination, aligning their visions and combining efforts to prioritise dialogue and diplomacy in addressing challenges, defusing tensions and tackling the root causes of conflict, in the interest of the region as a whole.

    The 16th session of the Omani-Egyptian Joint Committee was held in Cairo at the level of the two countries’ foreign ministers.

    The Omani delegation was chaired by Sayyid Badr Albusaidi, Foreign Minister while the Egyptian side was chaired by Dr Badr Abdelatty, Minister of Foreign Affairs of the Arab Republic of Egypt.

    In his speech during the opening session, Sayyid Badr expressed his deep gratitude to the Egyptian delegation for their warm welcome and hospitality. He emphasised the profound historical ties and enduring bonds between Oman and Egypt, adding: “This session of the Omani-Egyptian Joint Committee is yet another blessed addition to the record of our positive cooperation, reinforcing the deep-rooted ties that have been shaped and distinguished throughout history. Today, we reap the fruits of these relations for the benefit of our two brotherly nations.”

    The Minister highlighted the significant progress in economic relations between the two countries, stressing the importance of enhancing investment partnerships in real estate, tourism, renewable energy, manufacturing, logistics, food security, and pharmaceutical industries.

    He called for activating the role of the Omani-Egyptian Business Council and the private sector, as well as focusing on startups, digital transformation, and innovation, affirming that “this would enhance economic sustainability and keep pace with global developments.”

    On regional issues, the Foreign Minister reiterated Oman’s full support for Egypt’s efforts to achieve a ceasefire in the Gaza Strip, firmly rejecting plans to displace the Palestinian people and endorsing the Arab initiative for Gaza’s reconstruction. He reaffirmed Oman’s steadfast stance in supporting the establishment of an independent Palestinian state based on the  borders of June 4, 1967, with East Jerusalem as its capital, in accordance with international legitimacy and the Arab Peace Initiative.

    He also emphasised that “Arab national security is indivisible,” expressing Oman’s support for Egypt’s rights to the Nile River waters based on international law and the principle of fair and equitable use, fostering cooperation through mutual understanding and peaceful solutions.

    Sayyid Badr stressed Oman’s commitment to contributing to regional stability and shielding the peoples of the region from obstacles to development. He underscored the importance of resuming efforts to reach a just and lasting agreement on the Iranian nuclear issue, based on international law and the Non-Proliferation Treaty, while rejecting solutions imposed by force, which only lead to destruction and instability. He affirmed that dialogue and negotiation remain the only path to resolving disputes and mitigating risks.

    He praised the efforts of senior officials from both Oman and Egypt in preparing for the session, expressing hope that its outcomes would “serve as a qualitative addition to strengthening cooperation and fulfilling the aspirations of the two countries’ leaderships and peoples.”

    Dr Badr Abdelatty commended the depth of Egyptian-Omani relations and their tangible progress under the guidance of both countries’ leaderships, who seek to elevate cooperation to wider horizons.

    He noted that the current session reflects the shared commitment to building on the outcomes of the mutual visits by the two countries’ leaders. He pointed out that discussions with his Omani counterpart explored ways to enhance economic, trade, and investment relations. Politically, he praised the depth and alignment of views on regional issues and their peaceful resolution.

    The session included the signing of several memoranda of understanding and executive programmes in investment, labour, training, media cooperation, food safety, endowments, mineral resources, and human capital development, along with the minutes of the 16th session of the Omani-Egyptian Joint Committee.

    The session concluded with both sides stressing the importance of continued coordination and consultation across various fields, strengthening the Omani-Egyptian partnership for the mutual benefit of the two nations and their peoples, and contributing to regional security, stability, and development.

    Oman’s Foreign Minister, Sayyid Badr Albusaidi, Foreign Minister and Dr Badr Abdelatty, Minister of Foreign Affairs of the Arab Republic of Egypt, held a joint press conference  marking the conclusion of the 16th session of the Omani-Egyptian Joint Committee in Cairo.

    During the press conference, Sayyid Badr expressed full alignment with his Egyptian counterpart regarding Omani-Egyptian cooperation matters and both countries’ positions on regional issues. He noted both countries’ commitment to enhancing trade, strengthening the role of the Business Council, and increasing mutual investments, while praising the contributions of the Egyptian community to Oman’s development.

    On regional matters, he emphasised Oman’s support for Egypt’s efforts to halt the aggression on Gaza, reject forced displacement attempts, and adhere to the two-state solution leading to an independent Palestinian state.

    Sayyid Badr reiterated Oman’s support for Egypt’s position on the Renaissance Dam issue, stressing the importance of respecting Arab states’ sovereignty and territorial integrity while rejecting all forms of foreign interference in their internal affairs.

    He also stated that resuming negotiations on the Iranian nuclear issue is essential for regional stability, underscoring the importance of confidence-building measures to avoid escalation and to reach a fair, consensual solution to this issue while focusing efforts on regional development and cooperation.

    H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, met with Ms. Rebeca Grynspan, Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), and Professor Sabina Alkire, Director of the Oxford Poverty and Human Development Initiative (OPHI).

    This was part of her ongoing participation in the Fourth International Conference on Financing for Development, held in Spain from June 29 to July 3, 2025, as a member of the Egyptian delegation headed by H.E. Dr. Mostafa Madbouly, Prime Minister, on behalf of H.E. President Abdel Fattah El-Sisi, President of the Republic of Egypt.

    H.E. Dr. Rania Al-Mashat discussed with the UNCTAD’s Secretary-General the joint relations between Egypt and UNCTAD, reviewing ways to elevate cooperation in the fields of economic development and investment.

    H.E. Dr. Al-Mashat expressed appreciation for the joint efforts with UNCTAD in issuing the Global Investment Report 2024, which monitors the most prominent trends in foreign direct investment worldwide. She highlighted the importance of this report in shedding light on Egypt’s position among the most attractive countries for investments, in light of the economic reforms implemented by the Egyptian government.

    The meeting also touched on the joint relations between Egypt and UNCTAD, underscoring the significance of cooperation in economic development and promoting foreign investments, in addition to utilizing the organization’s tools to measure the impact of development policies and enhance trade and investment strategies.

    In another context, Dr. Rania Al-Mashat met with Professor Sabina Alkire, Director of the Oxford Poverty and Human Development Initiative (OPHI), an economist and professor in the Department of International Development at Oxford University, to discuss endeavors to promote investment in human capital.

    The two sides reviewed human development efforts and increasing investment in human capital to improve living standards and foster inclusive and sustainable economic development.

    The meeting also highlighted the Global Multidimensional Poverty Index, reaffirming that it represents an annual international measure of acute multidimensional poverty, covering over 100 developing countries. This index is a key tool for measuring the severity of poverty through 7 main dimensions: education, health, basic services, employment, social protection, and food security.

  • Australia’s fit-again Steve Smith set to play second test vs West Indies

    Australia are set to be reinforced by Steve Smith’s return to their top order but may miss his reassuring presence in the slip cordon in the second test against West Indies in Grenada this week.

    Smith missed Australia’s victory in the series opener in Bridgetown with a dislocated finger in his right hand, an injury suffered during the World Test Championship final against South Africa last month.

    The 36-year-old has reunited with the squad at the National Cricket Stadium and is likely to replace Josh Inglis, who managed five and 12 batting at number four in Bridgetown, in the second test beginning on Thursday.

    “Anytime you add 10,000 runs back into the line-up, you’re going to be pretty happy with it,” Australia wicketkeeper Alex Carey said of Smith’s impending return after their training on Tuesday.

    “He seems pretty confident, so he’s excited to get back in.

    “It’s been tough at the top of the order, so to add a little bit more experience is good for the group, but I think they’ve (been) doing a pretty good job as well.”

    Australia were all out for 180 in the first innings in the opening test and were 65-4 in the second before fifties by Travis Head, Beau Webster and Carey propped them up.

    Smith did some catching practice but ESPNcricinfo reported he would not take his usual position in the slip cordon.

    West Indies have a bigger headache with their slip cordon having spilled seven catches in the opening match to let Australia off the hook.

    “I think the biggest thing is we shot ourselves in the foot,” West Indies head coach Daren Sammy said.

    “You cannot drop seven catches against the world’s number one team and expect to compete.”

  • MPEDA hosts inaugural National Skill Olympiad to boost seafood value addition

    The Marine Products Export Development Authority (MPEDA), under the Ministry of Commerce & Industry, successfully on Tuesday held the grand finale of its first-ever National Skill Olympiad on seafood value addition at the Seafood Expo Bharat in Chennai. The initiative aims to foster a skilled workforce and promote innovation in value-added seafood exports.

    Emerging victorious in the closely contested final was Thanseer K R of Abad Foods, Malipuram, Kerala. The awards were presented by Member of Parliament and MPEDA Authority Member Hibi George Eden D. V. Swamy, Chairman of MPEDA.

    The Olympiad, a pioneering effort by MPEDA, saw participation from trained seafood processing professionals from both the East and West coasts of India. Preliminary rounds were held in Kochi on May 29 and in Visakhapatnam on June 5, with the top ten candidates advancing to the semi-finals on June 30. From there, four finalists were selected for the finale.

    The final round featured professionals from across the country competing on aspects such as quality, hygiene, execution, and presentation. Balamurugan I from Edhayam Frozen Foods Pvt Ltd, Tuticorin, Tamil Nadu secured second place, while Sandya Rani Palaparthi of Coastal Cooperation Ltd, Kakinada, Andhra Pradesh came third. D. Anitha, also from Kakinada, representing Sandhya Aqua Exports Pvt Ltd, finished fourth.

    Prize money of ₹1,00,000 was awarded to the winner, followed by ₹75,000 and ₹50,000 for second and third place respectively. The fourth-place finalist received a consolation prize of ₹25,000. All participants were also honoured with medals and certificates.

    Speaking at the event, Hibi Eden lauded MPEDA’s innovative approach in organizing the Olympiad and emphasized its role in advancing India’s seafood export industry. Chairman Shri D. V. Swamy highlighted the Olympiad’s contribution toward making India a global hub for value-added seafood and announced plans to make the event an annual feature in MPEDA’s calendar.

    The finale drew participation from a wide range of stakeholders, including officials from Central and State fisheries departments, seafood exporters, foreign buyers, and delegates of the ongoing Seafood Expo Bharat 2025.

    In addition to the competition, seafood products crafted by the finalists were showcased for public viewing, accompanied by a live tasting session at the MPEDA Skill Olympiad pavilion, giving attendees a direct experience of the culinary excellence and processing expertise on display.

    On July 1, 2025, Senegal officially launched the introduction of the hexavalent vaccine into its Expanded Program on Immunization (EPI). Following in Mauritania’s footsteps, Senegal is part of this regional dynamic of vaccine innovation. This vaccine is a combination that protects against six diseases: diphtheria, tetanus, whooping cough, hepatitis B, Haemophilus influenzae type B (Hib), and poliomyelitis. It replaces the pentavalent and inactivated polio vaccines (IPV), previously administered separately.

    The introduction of hexavalent meets three major scientific objectives. Firstly, to reduce the number of injections infants undergo at each visit: a single injection now replaces the two previously required for Penta and IPV. Secondly, to reinforce protection against polio by increasing the number of doses of inactivated vaccine from two to three before the age of 6 months. Thirdly, to introduce an essential booster dose at 15 months, in line with the latest recommendations from the World Health Organization (WHO), to consolidate herd immunity and optimize the vaccination schedule.

    This change is also a response to regional issues, as some derived poliovirus variants are still circulating in Africa, and the WHO recommends two-dose IPV coverage to deal with this.

    Funding for this introduction is provided mainly by Gavi, the Vaccine Alliance, which covers most of the costs associated with the supply of doses. The Senegalese government is contributing a further 20%, demonstrating its commitment to the sustainability of this program.

    This is a game-changer for children’s health in Senegal, as the teams not only protect children more effectively but also strengthen the fight against polio, which remains a global public health emergency of international concern.

    In his speech, Dr Ibrahima Sy, Minister of Health and Social Action, underlined the significance of this reform: “For the past 18 months, our teams have been working tirelessly to prepare this transition. Hexavalent embodies our commitment to offering Senegalese children simplified and reinforced protection. Thanks to this vaccine, we expect to avoid 2,300 hospitalizations a year from targeted diseases by 2030.” The Minister also paid tribute to the technical partners and health workers whose dedication has made this breakthrough possible.

    The WHO has played a central role in the success of this transition. Nearly 6,000 health workers, including district management teams (ECD) and regional management teams (ECR), have been trained in the specifics of the new vaccine. This intensive training covered the rigorous management of the cold chain, as hexavalent must be kept between +2°C and +8°C and never frozen. Agents were also certified on precise intramuscular administration techniques in the right thigh of infants, and on the protocol for monitoring benign side effects such as local redness or transient fever. To ensure a smooth transition, the WHO provided real-time monitoring tools enabling each vial to be traced throughout the country.

    WHO also supported the development of interpersonal communication materials, enabling health workers to better explain the change to parents, reassure them of the vaccine’s safety, and stress the importance of adhering to the vaccination schedule.

    Dr Jean-Marie Vianny Yameogo, WHO Representative in Senegal, hailed this historic milestone: “This launch marks 46 years of evolution for the Senegalese EPI. Hexavalent is not simply a scientific advance, it is an act of equity that protects every child, whatever their origin. By reducing the burden of preventable diseases, we are unleashing the potential of an entire generation.”

    As a long-standing EPI partner, UNICEF has also contributed to the supply, logistics, and awareness-raising around this essential vaccine. Dr Jacques Boyer, UNICEF Representative in Senegal, underlined: “This introduction marks a decisive turning point for the survival and well-being of children. By strengthening access to a more complete and convenient vaccine, we are bringing Senegal closer to a future where every child has an equal chance to grow up healthy.”

    This initiative positions Senegal as a key player in vaccine innovation in sub-Saharan Africa. By merging several antigens into a single product, the country is demonstrating how to optimize healthcare systems with limited resources. Reducing the number of injections not only improves the experience of children and parents, but also simplifies logistics, cuts storage costs, and boosts immunization coverage rates. According to projections, this strategy will make a significant contribution to achieving the goals of the WHO’s IA2030 Agenda, which aims to save 50 million lives through immunization by the end of the decade. Several neighboring countries, such as Côte d’Ivoire and Burkina Faso, are already studying this model for their own programs.

  • MIL-OSI Africa: Democratic Republic of Congo (DRC): Peace deal with Rwanda fails to address serious crimes committed in eastern DRC

    The recent peace agreement signed between the Democratic Republic of Congo (DRC) and Rwanda fails to address justice for the victims of serious crimes by not including any provisions aimed at holding their perpetrators to account, Amnesty International said today.

    “Without addressing impunity for the horrific crimes committed in eastern DRC, the agreement missed an opportunity to decisively tackle a long-standing driver of the conflict,” said Agnès Callamard, Amnesty International’s Secretary General.

    “When human rights abusers are not investigated and held to account, it leads to a vicious cycle of abuses in which civilians pay the price. This must stop for security to be sustainable.”

    Since the agreement was signed in Washington DC on 27 June, Amnesty International has received credible reports that the Rwanda-backed March 23 Movement (M23) and Wazalendo armed groups – many of which are supported by the Congolese army – have continued to clash in North and South Kivu provinces, resulting in the deaths of civilians. In addition, M23 continues to abduct young men and take them to unknown locations. M23, which is negotiating with the DRC government in a separate mediation process led by Qatar, “took note” of the US-facilitated peace deal on 30 June but stated recently that it did not concern them.

    Rwanda and the DRC must urgently press M23 and Wazalendo groups to prioritize civilian protection.

    “The people of eastern Congo have had their hopes for justice and security raised and then dashed by the signing and failure of numerous peace agreements over the last 25 years. DRC and Rwanda owe it to the people of eastern Congo – who continue to face untold suffering at the hands of the Wazalendo and M23 – to push the armed groups they support and collaborate with to protect civilians and to respect international humanitarian law,” said Agnès Callamard.

    Background

    The human rights situation in eastern DRC has deteriorated since Rwandan-backed M23 fighters entered the country in November 2021 and went on to capture large areas of North and South Kivu provinces.

    The United Nations (UN) Group of Experts and Human Rights Watch have documented Rwanda’s support of the M23, the latest in a series of armed groups operating in DRC that Rwanda has backed since the late 1990s.

    On 27 January 2025, M23 declared that it had captured Goma after residents and displaced people fled to safety in other parts of DRC or neighbouring countries.  On 16 February, M23 seized Bukavu, a key trading hub and capital of South Kivu province. The UN confirmed cases of summary killings and had received reports of “arbitrary arrests and detentions, degrading treatment and alleged forced returns of Congolese young men fleeing violence in neighbouring countries.”

    Amnesty International has documented how the M23 killed, tortured and forcibly disappeared detainees, held some as hostages, and subjected them to inhumane conditions at detention sites in Goma and Bukavu, which may amount to war crimes. The Wazalendo are a loose coalition of armed groups fighting the M23 and backed by the Congolese army. The UN and other human rights organizations have documented human rights abuses committed by the Wazalendo.

    On 27 June 2025, Rwanda and DRC signed a peace deal in Washington, DC, aimed at ending the conflict between the two neighbours.

    The Powers and Privileges Committee this afternoon resolved to refer the matter, at the request of the Speaker of the National Assembly (NA), relating to the conduct of Mr Visvin Reddy during the sitting of the 4 March 2025, to Parliament’s Disciplinary Committee.

    The committee agreed that although Mr Reddy’s actions do not constitute contempt of Parliament as per Section 12 of the Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act, his actions do constitute misconduct.

    The matter was referred to the committee by the Speaker of the National Assembly in terms of rule 214 of the NA Rules. The committee will table its report to the NA for consideration.

    The committee also considered another matter referred by the Speaker relating to the conduct of Mr Marlon Daniels on 2 April 2025. The committee resolved to proceed with a formal inquiry to determine, through oral evidence, whether Mr Daniels’ actions constituted contempt of Parliament in terms of the Act and NA Rules.

  • MIL-OSI Africa: Children’s lives ‘turned upside down’ by wars across Middle East, North Africa, warns the United Nations Children’s Fund (UNICEF)

    Alarmingly, 110 million children in the region live in countries affected by war, with homes, schools and health facilities damaged or destroyed in fighting.

    “A child’s life is being turned upside down the equivalent of every five seconds due to the conflicts in the region,” said Edouard Beigbeder, UNICEF Regional Director for the Middle East and North Africa, on Tuesday.

    UNICEF estimates indicate that 45 million children across the region will require humanitarian assistance in 2025, a 41 per cent increase since 2020.  

    Funding shortfalls  

    However, funding gaps are affecting vital programmes across the region.

    For instance, as of May, Syria faced a 78 per cent funding gap and the State of Palestine a 68 per cent gap for their 2025 appeals. UNICEF’s regional programmes are also under increasing financial strain.

    The outlook for 2026 also remains bleak, UNICEF said, noting that its funding for Middle East and North Africa is projected to decline by 20 to 25 per cent, potentially resulting in shortfalls of up to $370 million.

    Conflicts must stop  

    This would jeopardize lifesaving programmes across the region, including treatment for severe malnutrition, safe water production in conflict zones and vaccinations against deadly diseases.

    “As the plight of children in the region worsens, the resources to respond are becoming sparser,” said Mr. Beigbeder.

    “Conflicts must stop. International advocacy to resolve these crises must intensify. And support for vulnerable children must increase, not decline.”

  • MIL-Evening Report: Trump’s ‘big beautiful bill’ has passed the US Senate – these are the winners and losers

    One of the unique aspects of Washington life is a Senate “vote-a-rama,” in which the upper house of Congress tortures itself by pulling a marathon all-nighter of speeches, amendments and votes on a critical bill.

    The Senate has just endured the usual mélange of horrors before passing US President Donald Trump’s massive tax and spending agenda – the One Big Beautiful Bill Act.

    The process was a mess and the final result was tight: 51-50 after Vice President JD Vance broke the tie. But it landed another huge political win for Trump.

    It will likely be no different when the bill hits the House of Representatives, before being signed into law, maybe as soon as July 4 – Independence Day.

    Mega bill

    Using the momentum from his bunker-busting strike on Iran’s nuclear weapons program, Trump pressured wavering congressional Republicans to toe the line and support the package.

    The bill includes a continuation of Trump’s tax cuts from his first term, which were set to expire next year. They are being portrayed as new tax relief, even though American tax policy remains the same because of arcane budget process rules in Congress.

    Trump included a provision eliminating taxes on tips and overtime, which will further endear him to many working Americans, particularly those in private sector unions and food services.

    The bill also provides more funding for border security and a US$150 billion (A$227 billion) boost to defence spending, which will soon be tracking at more than US$1 trillion (A$1.51 trillion) per year.

    Other measures include work requirements for government health care recipients and cuts to two major safety net programs, including Medicaid.

    As a budget bill, there are some limits to what provisions can be included, but the Trump team was able to shoehorn nearly all of his domestic agenda into this bill – hence the absurd title.

    All of this means Trump can get what he wants if he keeps Republicans united, as no Democrats are needed to pass the bill into law.

    Democrat opposition

    The “big beautiful bill” provides some political opportunities to Trump’s opponents.

    The Democrats have fought the bill at every step, saying the “tax cuts” only benefit rich people while the health care cuts will have severe consequences for the working poor.

    They can plausibly accuse Republicans of cutting taxes for the wealthy. However, the tax cuts on tips and overtime somewhat mitigate that attack.

    The Democrats have also highlighted the impact of the bill on America’s national debt, which is at historically high levels. But this attack has only highly limited benefits for the party, which is not known for its own spending restraint.

    Nevertheless, Trump’s bill is so far winning passage, often by the thinnest possible margins, at every stage of the wonderfully convoluted American legislative process.

    ‘Utterly insane and destructive’

    The victory in the Senate has not come without some costs, especially given the way it has exacerbated Trump’s explosive feud with Elon Musk.

    The public divorce between Trump and his former “First Friend” has been an ongoing soap opera. Saturation media coverage of the squabble between the world’s richest man and its most powerful, has featured threats, accusations, name-calling, and physical confrontations.

    Once it became clear Trump’s One Big Beautiful Bill did not include significant budget cuts, Musk turned on his patron and severely criticised the legislative effort, as “political suicide” for the Republican Party:

    It will destroy millions of jobs in America and cause immense strategic harm to our country

    Although the two men patched things up a few weeks ago, the bitter feud has erupted again with the bill’s passage though the Senate.

    Musk says the bill is “utterly insane and destructive” and is vowing political retribution on Republicans who voted for it:

    In turn, Trump has threatened to deport Musk back to his birth country of South Africa and turn the Department of Government Efficiency (DOGE) loose on Musk’s companies that have contracts with the government, including SpaceX, which is a necessary component of the American space program.

    Musk’s tantrums are unlikely to lead to real political problems for Trump, given many congressional Republicans continue to rely on the president for support.

    They will not be tempted to support Musk no matter how much he threatens them.

    Trump’s triumph

    The president has managed his legislative strategy to near perfection.

    Trump and his team used the DOGE process to give political cover to fiscal conservatives to vote with him on the bill. Even the breach with Musk didn’t change this dynamic much.

    At the end of it all, Trump has been able to enforce discipline in his own party and get what he needed from Congress.

    When Trump signs his big beautiful bill into law, it will be another political victory for the president.

    Learning Academy opens doors for African NOCs at Dakar 2026

    Recognising the potential impact of the Dakar 2026 Learning Academy NOC programme on the next generation of sports professionals in Africa, and in line with Olympic Solidarity’s objective to strengthen NOC capacities, Olympic Solidarity and ANOCA will jointly contribute funding for Learning Academy scholarships. These scholarships will contribute towards travel and accommodation costs, ensuring broad engagement from African NOCs and potential participants. Details on the application process will be shared with NOCs after the summer, with selected participants expected to begin the Learning Academy in early 2026 before starting their roles within the YOGOC.

    The Learning Academy is designed to give promising young professionals from across Africa hands-on experience in sports management and event delivery. Each African NOC will be invited to nominate young professionals to join the Learning Academy. Selected participants will receive intensive two-week training in Dakar and then take up roles within the Organising Committee, helping to strengthen NOCs and building capacity across the continent. Over the next 16 months, a total of up to 400 young professionals, including the 53 candidates selected via the African NOCs, will be trained and integrated into the YOGOC – the first 41 participants have already taken up their roles. 

    Dakar 2026 Coordination Commission Chair Humphrey Kayange said: “Through the Learning Academy, we are creating a lasting legacy for the Olympic Movement, and one that could serve as a model for future host cities of the Youth Olympic Games or the Olympic Games, beginning here in Dakar.”

  • ‘Looking forward to interacting with world leaders’, PM Modi embarks on historic 5-nation tour

    Prime Minister on Wednesday departed on a week-long visit to five countries — Ghana, Trinidad & Tobago, Argentina, Brazil and Namibia — with an aim to deepen India’s ties across the Global South and expand partnerships in key sectors including trade, investment, energy and capacity building.

    In the first leg of the visit, the Prime Minister will be in Ghana from July 2 to 3 at the invitation of President John Dramani Mahama. Describing Ghana as a valued partner in the African Union and the Economic Community of West African States (ECOWAS), the Prime Minister said discussions would focus on strengthening historical ties and exploring new avenues of cooperation in investment, energy, health, security and development partnership. He will also address the Parliament of Ghana during the visit.

    On July 3-4, the Prime Minister will visit Trinidad & Tobago, marking a significant moment in India’s relations with the Caribbean nation. He will meet President Christine Carla Kangaloo, who was the Chief Guest at this year’s Pravasi Bharatiya Divas, and Prime Minister Kamla Persad-Bissessar, who recently began her second term in office. Highlighting the shared cultural and historical bonds, the Prime Minister noted that the visit coincides with the 180th anniversary of the arrival of the first Indians in Trinidad & Tobago and would help rejuvenate the special ties of ancestry and kinship.

    The Prime Minister will then travel to Argentina, marking the first bilateral visit by an Indian Prime Minister to the South American nation in 57 years. In Buenos Aires, he will hold talks with President Javier Milei. Discussions are expected to focus on expanding cooperation in agriculture, critical minerals, energy, trade, tourism, technology and investment. Argentina is one of India’s key partners in Latin America and an important collaborator in the G20.

    The Prime Minister will participate in the BRICS Summit in Rio de Janeiro on July 6-7. As a founding member, India remains committed to BRICS as a platform for strengthening cooperation among emerging economies. On the sidelines of the summit, the Prime Minister will also hold bilateral meetings with other world leaders. He will subsequently travel to Brasilia for a bilateral State Visit — the first by an Indian Prime Minister to Brazil in nearly six decades — to hold discussions with President Luiz Inácio Lula da Silva on advancing common priorities for the Global South.

    In the final leg of the tour, the Prime Minister will visit Namibia, underscoring the shared history of struggle against colonialism between the two nations. He will hold talks with President Dr. Netumbo Nandi-Ndaitwah to chart a new roadmap for cooperation in diverse areas. He is also scheduled to address the Joint Session of the Namibian Parliament to mark the enduring solidarity between India and Namibia.

    Expressing confidence ahead of his departure, the Prime Minister said the visit will reinforce India’s bonds of friendship across the Global South, strengthen partnerships across the Atlantic, and deepen engagement with multilateral forums such as BRICS, the African Union, ECOWAS and CARICOM.

    Prime Minister Narendra Modi on Wednesday embarked for Accra, Ghana, marking the first leg of his five-nation tour aimed at reinforcing India’s global partnerships, with a focus on strengthening bonds across the Global South and both sides of the Atlantic.

    The tour includes visits to Ghana, Trinidad &amp, Tobago, Argentina, Brazil and Namibia- nations that PM Modi described as vital partners in India’s evolving foreign policy architecture, spanning historical ties, cultural linkages, economic engagement and multilateral cooperation.

    In his departure statement, PM Modi said, “At the invitation of President John Dramani Mahama, I will visit Ghana on July 2-3. Ghana is a valued partner in the Global South and plays an important role in the African Union and the Economic Community of West African States.”

    He expressed anticipation about deepening bilateral cooperation in areas, including investment, energy, health, security, and development partnership. “As fellow democracies, it will be an honour to speak at the Parliament of Ghana,” he said.

    The Prime Minister will then travel to Trinidad &amp, Tobago from July 3-4, a country he said shares “deep-rooted historical, cultural and people-to-people connect” with India.

    From Port of Spain, PM Modi will head to Buenos Aires, marking the first bilateral visit by an Indian Prime Minister to Argentina in 57 years.

    Calling Argentina “a key economic partner in Latin America and a close collaborator in the G20,” he said, “I look forward to my discussions with President Javier Milei, whom I also had the pleasure of meeting last year. We will focus on advancing our mutually beneficial cooperation, including in the areas of agriculture, critical minerals, energy, trade, tourism, technology, and investment.”

    Following Argentina, the Prime Minister will participate in the BRICS Summit in Rio de Janeiro on July 6-7. Emphasising India’s foundational role in the bloc, he said, “As a founding member, India is committed to BRICS as a vital platform for cooperation among emerging economies. Together, we strive for a more peaceful, equitable, just, democratic and balanced multipolar world order.”

    PM Modi also confirmed he will meet with several world leaders on the sidelines of the summit. The visit to Brazil will continue with a bilateral state visit to Brasilia, the first by an Indian Prime Minister in nearly six decades.

    Prime Minister Narendra Modi on Wednesday embarked for Accra, Ghana, marking the first leg of his five-nation tour aimed at reinforcing India’s global partnerships, with a focus on strengthening bonds across the Global South and both sides of the Atlantic.

    The tour includes visits to Ghana, Trinidad &amp, Tobago, Argentina, Brazil and Namibia- nations that PM Modi described as vital partners in India’s evolving foreign policy architecture, spanning historical ties, cultural linkages, economic engagement and multilateral cooperation.

    In his departure statement, PM Modi said, “At the invitation of President John Dramani Mahama, I will visit Ghana on July 2-3. Ghana is a valued partner in the Global South and plays an important role in the African Union and the Economic Community of West African States.”

    He expressed anticipation about deepening bilateral cooperation in areas, including investment, energy, health, security, and development partnership. “As fellow democracies, it will be an honour to speak at the Parliament of Ghana,” he said.

    The Prime Minister will then travel to Trinidad &amp, Tobago from July 3-4, a country he said shares “deep-rooted historical, cultural and people-to-people connect” with India.

    “I will meet President Christine Carla Kangaloo, who was the Chief Guest at this year’s Pravasi Bharatiya Divas, and Prime Minister Kamla Persad-Bissessar, who has recently assumed office for the second term,” he noted.

    “Israel has agreed to the necessary conditions for a ceasefire in Gaza for 60 days, during which time we will work with all parties to end the war,” Trump wrote on the Truth Social social network.

    “The Qataris and the Egyptians, who have worked very hard to help bring peace, will present this final proposal,” Trump said.

    Washington, DC: At the request of the Kenyan authorities, an IMF Technical Assistance mission led by Rebecca A. Sparkman visited Kenya from June 16-30, 2025, to conduct a Governance Diagnostic. This mission followed the scoping mission held on March 3-5, 2025.

    The Governance Diagnostic aims to identify macro-economically critical governance weaknesses and corruption vulnerabilities, and design an action plan with specific, sequenced recommendations and reform priorities.

    Reflecting the breadth of the Governance Diagnostic exercise, the visiting team comprised staff from a number of IMF departments, including the Fiscal Affairs; Legal; Finance; Monetary and Capital Markets; and Strategy, Policy and Review Departments, as well as World Bank staff. They engaged with the government and non-governmental stakeholders to examine governance weaknesses and corruption vulnerabilities across core state functions as provided by the IMF’s 2018 framework for Enhanced Engagement on Governance.

    To this end, the mission team met with Kenyan authorities, including those responsible for public financial management (including procurement), expenditure policy, tax policy, revenue administration, the mining sector, market regulation, rule of law, Central Bank governance and operations, financial sector oversight, and Anti-Money Laundering/Combatting the Financing of Terrorism. Throughout the mission, the team engaged with Kenya’s anti-corruption and oversight institutions to discuss the effectiveness of legal and institutional frameworks in reducing macro-economically critical corruption vulnerabilities. The mission also met members of Kenya’s National Assembly.

    Additionally, the mission met with representatives from civil society, the private sector, business associations, and international development partners to gather perspectives on governance challenges and anti-corruption efforts.

    The IMF team would like to thank the Kenyan authorities and other stakeholders for their hospitality, excellent cooperation, and candid and constructive discussions.

    Collaboration on the Governance Diagnostic will continue over the next several months. A draft report, which will set out the findings and propose a sequenced, prioritized reform plan, is expected to be shared with the authorities for review and additional input before end of 2025.

    US President Donald Trump is urging progress, taking to social media to demand:

    Trump further raised expectations, saying there could be an agreement between Israel and Hamas “within the next week”.

    But what are the prospects for a genuine, lasting ceasefire in Gaza?

    Ceasefires are generally complicated to negotiate because they need to take into account competing demands and pressures. They usually (but not always) require both sides to compromise.

    Gaza is no exception. In a conflict that has been going on for more than 70 years, compromise and concession have become a game of cat and mouse.

    Israel is the cat that holds the military strength and the majority of the political power. Hamas is the mouse that can dart and delay, but in the end has little choice but to accept the terms of a ceasefire if it wants to halt the violence currently being inflicted on Palestinians.

    Trump the peacemaker?

    Trump appears buoyed by what he perceives as the recent success of his efforts to broker a truce in the Israel–Iran war. He may think he can use similar tactics to pressure Israeli Prime Minister Benjamin Netanyahu into making a ceasefire deal for Gaza.

    Netanyahu will return to Washington next week for talks at the White House. This is a good sign some US pressure is being brought to bear.

    Trump’s current push for a Gaza ceasefire may also signal he is keen for a return to the normalisation of economic ties previously delivered by the Abraham Accords between Israel and various Arab states. A ceasefire could unlock frozen regional relationships, potentially boosting the US economy (and Trump’s own personal wealth).

    Israeli opportunities

    Another positive sign a ceasefire may be on the cards is Netanyahu’s recent comments that the war with Iran had created opportunities for Israel in Gaza.

    During its 12-day war with Iran, Israel assassinated 30 Iranian security chiefs and 11 nuclear scientists. Iran’s weakened security apparatus might disrupt its support for Hamas and help advance Israeli objectives.

    Similar to what happened in Iran, this might enable Netanyahu to publicly declare Israeli victory in Gaza and agree to a ceasefire without losing face or political backing from his government’s right wing.

    Domestic Israeli politics have also played a role in the Gaza ceasefire negotiations. As part of the current round, Trump reportedly demanded the cancellation of Netanyahu’s ongoing trial on corruption charges. The idea is to enable Netanyahu to reach a ceasefire without the threat of criminal conviction, and potentially prison, awaiting him afterwards.

    Given there are no political or legal prescriptions or rules around what terms need to be included in a ceasefire, it is possible for such a demand to be made, although it is unclear how it would be accommodated by Israeli law.

    Difficult terms

    The current ceasefire deal, as proposed by Qatar and Egypt, seems to pick up where the deal negotiated in January fell apart – with a 60-day ceasefire.

    Reports suggest it requires Hamas’ leadership to go into exile and that four Arab states, including the United Arab Emirates and Egypt, would be tasked with jointly governing Gaza.

    Hamas has said for many months that it is open to a
    more permanent ceasefire deal that Israel has so far refused. However, the proposed terms appear too far-reaching to make it likely Hamas would accept them in their current form.

    The uptick in Israel’s military bombardment, as well as recent evacuation orders for parts of northern Gaza, suggest that even if there is a deal it may well mean Israel retains permanent territorial control of the northern Gaza Strip.

    As part of any ceasefire, it also seems likely Israel would retain control over all Gaza crossings.

    This, and the ongoing highly problematic promotion by Israel and the United States of the Gaza Humanitarian Foundation as the only organisation authorised to deliver and administer aid in Gaza, will be difficult for Hamas, and Palestinians, to accept.

    There have also been reports a deal would enable Gazans wishing to emigrate to be absorbed by several as-yet-unnamed countries. Such a term would continue the Trump administration’s earlier calls for the forced displacement of Palestinians from Gaza, as well as Israel’s insistence such displacement would be a humanitarian initiative rather than a war crime.

    It would also not be the first time the terms of a ceasefire were used to forcibly displace civilian populations.

    Hope for the future?

    Many dynamics are wrapped up in getting to a ceasefire in Gaza.

    They include US allyship and pressure, domestic Israeli politics, and the recent war between Israel and Iran. There is also the international opprobrium of Israel’s actions in Gaza which, for public (if not legal) purposes, amount to a genocide.

    Ideally, any negotiated ceasefire would have detailed terms to ensure the parties know what they should do and when. Detailed terms would also enable international actors and other third parties to denounce any violations of the deal.

    However, a ceasefire would only ever be a short-term win. In the best case, it would enable a reduction in violence and an increase of aid into Gaza, and the release of Israeli hostages and Palestinian prisoners.

    However, amid the deep-seated sense of injustice and anxiety in the region, any ceasefire that does not address historic oppression and is forced on the parties would inevitably have deleterious consequences in the months and years to come.

    The State of Qatar reaffirmed its commitment to fostering partnerships and mobilizing financing for inclusive development, expressing pride in hosting the Second Global Summit on Social Development this coming November. 

    The summit aims to enhance global dialogue and action toward inclusive social development and achieving the 2030 Sustainable Development Goals (SDGs).

    This message was delivered by HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad on financing inclusive and sustainable development. The session was co-organized by the State of Qatar and the Kingdom of Spain in cooperation with the International Labour Organization (ILO), as part of the Fourth International Conference on Financing for Development in Seville.

    HE the minister emphasized that achieving the SDGs requires effective international cooperation, especially to support vulnerable populations affected by poverty, conflict, and climate change. Her Excellency stressed the urgent need for strong partnerships and sustained investment in education, healthcare, and social protection.
