  • MIL-OSI Security: 4 Arrested in Latest L.A. County-Based “JCODE” Operation for Allegedly Operating a Drug Distribution Network on the Darknet

Source: Office of United States Attorneys

LOS ANGELES – Three Glendale men and one San Fernando Valley man have been arrested on federal charges of conspiring to distribute various drugs including cocaine, methamphetamine, methylenedioxymethamphetamine (MDMA), and ketamine on darknet marketplaces, the Justice Department announced today.

The Wednesday arrests are the latest in the Justice Department’s ongoing JCODE efforts (Joint Criminal Opioid Darknet Enforcement) to address the growing number of illicit vendors operating on the darknet providing large quantities of harmful substances to thousands of people across the United States.

On April 1, a federal grand jury returned a 12-count indictment which outlines 116 overt acts that were done in furtherance of the alleged conspiracy, and which charges the following defendants for their alleged roles in operating the drug distribution network which operated approximately 10 darknet vendors on 17 different markets:

    • Davit Avalyan, 35, of Glendale;
    • Hrant Gevorgyan, 35, of Glendale;
    • Hayk Grigoryan, 35, a.k.a. “Hayk Greg,” of Glendale; and
    • Gurgen Nersesyan, 43, a.k.a. “Guro Tiko,” of Sherman Oaks.

All four defendants are charged with one count of conspiracy to distribute and possess with intent to distribute cocaine, methamphetamine, ketamine, and MDMA (Ecstasy).

Avalyan is charged with one count of distribution of cocaine, one count of distribution of MDMA, and one count of distribution of distribution of methamphetamine. Gevorgyan is charged with one count of possession with intent to distribute MDMA and one count of possession with intent to distribute ketamine. Grigoryan is charged with one count of possession with intent to distribute methamphetamine. Nersesyan is charged with three counts of possession with intent to distribute methamphetamine, one count of possession with intent to distribute cocaine, and one count of possession with intent to distribute MDMA.

The defendants were arraigned Wednesday in United States District Court in downtown Los Angeles. They pleaded not guilty to the charges against them and a June 3 trial date was scheduled in this matter.

According to the indictment, from September 2018 to February 2025, various vendors operating under the names JoyInc, LaFarmacia, WhiteDoc, JanesAddiction, DaShop, WhiteRepublic, Tomorowland, PlanetHollywood, DopeValley, and Major2Minor sold cocaine, methamphetamine, MDMA, and ketamine to drug customers on darknet markets in exchange for cryptocurrency. The defendants then allegedly shipped the drugs throughout the United States via the United States Postal Service.

The defendants fulfilled drug orders through the various vendor accounts by packaging the drugs into parcels and by delivering those parcels to post offices and mailboxes in Los Angeles County and elsewhere.

JoyInc is believed to have been operating since at least 2018 and is one of the most prolific methamphetamine and cocaine distributors to ever operate on the darknet.

An example of vendor JoyInc on the Drughub marketplace selling ketamine, MDMA, and bulk options of cocaine on September 4, 2024, is depicted below.

In addition to Wednesday’s arrests, agents served multiple federal search warrants and found evidence to include large amounts of cash, distribution amounts of suspected drugs.

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

If convicted of all charges, each defendant would face a statutory maximum sentence of life in federal prison.

The Justice Department established the FBI-led JCODE team to lead and coordinate government efforts to detect, disrupt, and dismantle major criminal enterprises reliant on the darknet for trafficking opioids and other illicit narcotics, along with identifying and dismantling their supply chains.

This case was worked jointly with the United States Postal Inspection Service, the Drug Enforcement Administration, the Hawthorne Police Department, the Costa Mesa Police Department, and IRS Criminal Investigation. During yesterday’s arrests and searches, assistance was provided by the Los Angeles Police Department.

This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

This case also is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach. Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF

Assistant United States Attorney James Santiago of the Transnational Organized Crime Section is prosecuting this case.

  • MIL-OSI USA: Kaptur and Mann Lead Bipartisan, Bicameral Legislation Fighting for Farmers with Biofuel Tax Credit

Source: United States House of Representatives – Congresswoman Marcy Kaptur (OH-09)

Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09), and Tracey Mann (KS-01) reintroduced the bipartisan and bicameral Farmer First Fuel Incentives Act, which would protect American farmers by restricting the eligibility of the 45Z Tax Credit to renewable fuels made only from domestically sourced feedstocks. Senators Amy Klobuchar (D-MN) and Roger Marshall, MD (R-KS) have introduced an identical companion bill in the United States Senate.

“Today, I joined my colleagues in this important bicameral and bipartisan effort because helping American farmers, producers, and growers goes beyond state and party lines, and is more important now than ever,” said Congresswoman Marcy Kaptur (OH-09).“We must ensure the Clean Fuel Production tax credit is structured in a way that benefits domestic producers, and not one that advantages foreign-produced feedstocks from China or Brazil. Our legislation extends this credit through 2034 and will bolster American energy independence by prioritizing American producers and the production of domestic biofuels.”

“American tax incentives should benefit American-grown products and American farmers, not foreign producers,” said Congressman Tracey Mann (KS-01). “Foreign feedstocks can play a significant role in producing domestically manufactured ethanol, biodiesel, renewable diesel, and sustainable aviation fuel, but we cannot allow them to displace harvest grown right in our backyard. Our tax code should reward their grit and tenacity, not prop up feedstocks grown overseas.”

This legislation would extend the 45Z tax credit and give the ethanol industry the time and financial incentive to build up the infrastructure needed for the US to be less reliant on foreign fuel, open new markets for farmers, and increase ethanol production across the Midwest. Additionally, this bill fixes the glaring flaw in 45Z that negatively impacts farmers wanting to sell feedstocks to the biodiesel and renewable diesel industry. If 45Z continues as-is, taxpayers are at risk of further subsidizing Chinese-used cooking oil and undermining the use of soy, canola, sorghum, and corn oil in renewable fuels.

“Domestically produced biofuel strengthens our energy independence, supports our farmers, and boosts rural economies,” said Senator Amy Klobuchar (D-MN). “The introduction of the Farmers First Fuel Incentives Act is an important step as we work to maximize the potential of the 45Z Clean Fuel Production Credit and clean fuel investments across rural America. By extending the credit for another ten years, this legislation gives farmers and biofuel producers the certainty they need to provide consumers with affordable, lower-carbon fuel options.”

“The Farmer First Fuel Incentives Act is commonsense legislation that stops sending American taxpayer dollars to China, expands robust domestic markets for agriculture producers, and increases certainty for the biofuels industry,” said Senator Roger Marshall (R-KS). “With President Trump in the White House and Republicans leading both the Senate and House, we are finally putting American farmers first and supporting biofuels made in the USA It’s time our energy and agricultural policies reflect that.”

The Senate companion legislation is cosponsored by US Senators Joni Ernst (R-IA), Deb Fischer (R-NE), Elissa Slotkin (D-MI), Tammy Baldwin (D-WI), and Pete Ricketts (R-NE).

The legislation is supported by Growth Energy, American Soybean Association, National Oilseed Processors Association (NOPA), National Corn Growers Association, National Sorghum Producers, US Canola Association, and Renewable Fuels Association.

“Farmers and businesses need to know this tax credit is here to stay before they can invest in dozens of new energy projects across rural America. With this bill they’ll have the certainty they need to accelerate innovation, create thousands of new jobs, and secure new markets for farmers and biofuel producers,” said Growth Energy CEO Emily Skor. “We applaud this leadership and thank all our rural champions for working to put American renewable fuel producers and farmers in the best possible position to succeed in next generation fuel markets.”

“ASA thanks Senators Marshall and Klobuchar for their leadership to ensure the 45Z tax credit supports domestic biofuel producers and domestic biofuel feedstock suppliers like soybean farmers,” said American Soybean Association President Caleb Ragland. “The updated Farmers First Fuel Incentives Act includes one of our top priorities: removing arbitrary indirect land use change calculations, which put soy and all of US agriculture at a disadvantage to imported waste feedstocks of dubious origin. This legislation provides a roadmap for how the 45Z tax credit can be improved to support farmers, and we are glad to support its introduction.”

“American tax incentives should support American farmers — not put them at a disadvantage. Ensuring that only domestic feedstocks such as U.S.-grown soybeans qualify for U.S. tax credits is a straightforward way to strengthen our domestic supply chain and rural economy,” said National Oilseed Processors Association (NOPA) President and CEO Devin Mogler. “At the same time, eliminating the outdated and flawed Indirect Land Use Change (ILUC) penalty removes an arbitrary barrier that unfairly punishes US producers while benefiting foreign competitors. We appreciate Congresswoman Kaptur, Congressman Mann, and Senators Marshall and Klobuchar for their leadership to ensure the Clean Fuel Production Credit works as intended — to support American agriculture and American energy.”

“We are deeply appreciative of these leaders for introducing legislation that establishes requirements for a tax credit that will level the playing field for America’s corn growers,” said National Corn Growers Association President Kenneth Hartman Jr. “This bill brings American farmers a step closer to unlocking an exciting new market with global reach.”

“We appreciate the focus on “farmers first” legislation and the support of 45Z and domestic feedstocks like sorghum,” said Amy France, Chair of the National Sorghum Producers. “Domestic biofuel production remains critical to our farm and our country’s success.”

“The US Canola Association strongly supports the removal of arbitrary and uncertain indirect land use change (ILUC) assumptions from the calculation of federal clean fuel production tax credits,” said Tim Mickelson, President of the US Canola Association. “We applaud the sponsors and co-sponsors for their efforts to improve and extend the tax credit for biofuels. The flawed assumptions used to calculate indirect emissions have resulted in canola being excluded despite being a proven feedstock that the US EPA’s analysis conservatively shows reduces emissions up to 78%.  We urge Congress to enact these important changes to provide certainty, stability, and market opportunity for canola growers and our biofuels industry partners.”

  • MIL-OSI USA: Senators Marshall and Klobuchar Lead Bipartisan, Bicameral Legislation Fighting for Farmers with Biofuel Tax Credit

    US Senate News:

Source: United States Senator for Kansas Roger Marshall
Washington – U.S. Senators Roger Marshall, M.D. (R-Kansas) and Amy Klobuchar (D-Minnesota) today reintroduced the bipartisan and bicameral Farmer First Fuel Incentives Act, which would protect American farmers by restricting the eligibility of the 45Z Tax Credit to renewable fuels made only from domestically sourced feedstocks. “Throughout my time in Congress, I’ve led the charge to build certainty and clarity into biofuel policies and put Iowa farmers at the forefront of delivering better, more affordable options at the gas pump,” said Senator Ernst. “The Farmer First Fuel Incentives Act does just that by giving producers the long-term certainty they need to go all-in on increasing production of domestic biofuels. It’s critical that we fully leverage homegrown, American biofuels and ensure not a cent of taxpayer dollars fund fuel produced with foreign crops.”
“America’s biofuel producers are a key piece in helping to secure U.S. energy independence,” said Senator Fischer. “That’s why Americans’ hard-earned tax dollars should support home-grown feedstocks—not incentivize foreign competitors. Our bipartisan legislation ensures that renewable fuel tax incentives support American producers—not overseas interests.”
“American tax credits should support American farmers. The Farmer First Fuel Incentives Act provides long-term certainty for Nebraskan producers through tax policy that makes sense,” said Senator Ricketts. “By bolstering the development of a domestic fuel supply chain, this bipartisan bill puts American farmers first.”
The legislation is supported by Growth Energy, American Soybean Association, National Oilseed Processors Association (NOPA), National Corn Growers Association, National Sorghum Producers, U.S. Canola Association, and Renewable Fuels Association.

  • MIL-OSI Europe: Written question – Bovine tuberculosis and its consequences for farmers in Normandy – E-001370/2025

    Source: European Parliament

    Question for written answer  E-001370/2025
    to the Commission
    Rule 144
    Emma Fourreau (The Left)

In 2023, a herd of 300 dairy cows in Saint-Omer, Normandy, were slaughtered after a case of tuberculosis was detected among them. In 2024, in a municipality neighbouring Calvados, a farmer saw his 150 cows slaughtered for the same reason. Farmers in the department are against the practice of ‘blanket slaughter’, which involves systematically killing the whole herd in the event of a positive test on one animal, with serious financial and psychological consequences for farmers.

The reliability of the tests is also being questioned, with professionals calling for more precise tools, in order to avoid slaughtering by mistake or because it takes too long for results to be confirmed. When a first test on an animal is positive, breeders actually have to wait several weeks to have the positive test definitively validated. In the meantime, even if the test ultimately turns out to be negative, all production (in this case of milk) must be discarded for health reasons.

    Therefore, will the Commission:

    • 1.adapt the health rules to avoid blanket slaughter and preserve farmers’ economic viability?
    • 2.encourage research on the subject in order to develop more reliable and more accurate health tests?

Union Minister Inspects Wheat Procurement Centre at Mohanlalganj Mandi, Engages with Farmers to Assess Benefits of Welfare Schemes

“The Prime Minister’s vision is to make farmers energy self-reliant and promote low-cost farming,” : Shri Pralhad Joshi

Posted On: 10 APR 2025 7:22PM by PIB Delhi

Union Minister for Consumer Affairs, Food and Public Distribution, and New and Renewable Energy, Shri Pralhad Joshi today held a review meeting in Lucknow with Uttar Pradesh Chief Minister Yogi Adityanath to assess the progress of wheat procurement, PM-KUSUM, and PM Surya Ghar schemes. The meeting was also attended by Uttar Pradesh Energy Minister Shri A.K. Sharma and Secretary, Ministry of New and Renewable Energy, Government of India, Smt. Nidhi Khare.

Chief Minister Yogi Adityanath expressed his gratitude and said, “I thank Union Minister Shri Pralhad Joshi for taking time out of his busy schedule to ensure the effective ground-level implementation of these ambitious schemes that benefit farmers and citizens from low- and middle-income groups.”

During the meeting, Uttar Pradesh reaffirmed its commitment to achieving the ambitious target of 22 GW solar energy capacity of the state. Union Minister Shri Pralhad Joshi acknowledged the state’s leading role in the effective implementation of flagship central schemes like PM-KUSUM and PM Surya Ghar. He stated that “Prime Minister Shri Narendra Modi envisions maximum benefit to farmers through these initiatives. Under PM-KUSUM, farmers are no longer solely dependent on conventional electricity and are instead using clean and affordable solar energy for agriculture.” He added that the Central Government provides up to 90% subsidy under this scheme, enabling farmers to adopt solar systems at significantly lower costs.

Union Minister Shri Pralhad Joshi also visited Duggaur village in Bakshi Ka Talab tehsil of Lucknow to inspect a solar pump project established under PM-KUSUM C-1 scheme. Local resident Mohammad Ahsan Ali Khan has installed an 11.2 kW on-grid solar power plant for his private 7.5 HP irrigation pump. The total cost of the project is ₹6,23,909, of which ₹1,87,173 was provided as central subsidy, ₹3,74,345 as state subsidy, and only ₹62,391 was contributed by the beneficiary.

Since installation, the solar plant has generated a total of 8,945 kWh of electricity, out of which 7,100 kWh has been exported to the grid, while 1,845 kWh has been used for irrigation. This has not only given Ahsan energy independence but also enabled him to earn additional income by selling surplus power to the grid. This project stands as an inspiring model for other farmers to adopt sustainable and income-generating agricultural practices through solar energy.

Energy Minister of Uttar Pradesh Shri A. K Sharma thanked Union Minister for New and Renewable Energy Shri Pralhad Joshi for handholding Uttar Pradesh and providing an allocation of 3.7 lakh pump allocation under the PM-KUSUM Scheme (Component C – Feeder Level Solarization).

Union Minister Shri Pralhad Joshi visited the wheat procurement center at Mohanlalganj Mandi in Lucknow, where he observed the process of wheat procurement, cleaning, and weighing being carried out through the e-POP (Electronic Point of Procurement) machine. During his interaction with farmers, he learned how the use of this technology by the central and state governments has made the process of selling their produce more transparent, efficient, and convenient. The farmers shared that with the introduction of e-POP, weighing has become accurate, and payments are being processed quickly, enhancing their confidence in the government’s procurement system.

  • MIL-OSI USA: Feenstra Leads Legislation to Support Cutting-Edge Research into Corn Genetics and Yields

Source: United States House of Representatives – Representative Randy Feenstra (IA-04)

WASHINGTON, D.C. – Today, U.S. Rep. Randy Feenstra (R-Hull) introduced the Genome to Phenome Initiative Reauthorization Act, which would support continued agricultural research to expand knowledge of crop and animal genetics and phenomics. This includes critical research taking place at Iowa State University to increase crop yields while keeping costs low for Iowa farmers and producers.

More specifically, this legislation reauthorizes the National Institute of Food and Agriculture’s Genome to Phenome Initiative (AG2PI) – which was included in the 2018 Farm Bill as a competitive grant program – at $40 million to fund research concerning genomes and phenomes of both crops and animals critical to American agriculture. Investing in this research will ensure that our producers can reach their full potential through more efficient and secure agricultural production.

“Last year, I invited House Agriculture Committee Chairman G.T. Thompson to Iowa to meet with our farmers, producers, and agricultural community. In addition to attending the Farm Progress Show in Boone to see the newest advancements in farm technology, we had the opportunity to learn more about research taking place at Iowa State University through the Genome to Phenome Initiative. In part, this initiative studies plant genetics – particularly corn – to determine how to increase yields and make crops more resilient,” said Rep. Feenstra. “Investments in agricultural research are critical to our farm economy and the long-term strength of Iowa agriculture. It’s why I introduced legislation to reauthorize the Genome to Phenome Initiative and ensure that this program receives funding to continue this cutting-edge research. Representing the second largest agricultural-producing congressional district in the nation, increasing yields, lowering input costs, and supporting our farmers are important priorities for agriculture and our rural communities.”

“In Iowa, we continue to grow more with less and this progress is largely due to our ongoing efforts to enhance corn’s resilience against various environmental challenges through Genomes to Phenomes research,” said Stu Swanson, Iowa Corn Growers Association (ICGA) President and farmer from Galt, Iowa. “Genomes to Phenomes funding plays an important role as we continue advancing corn research and production, ensuring it meets the needs of both farmers and consumers in an ever-changing world. ICGA appreciates Congressman Feenstra’s continued leadership on this important issue.”

Sitting on the House Agriculture Subcommittee for Conservation, Research, and Biotechnology, promoting critical investment in agricultural research has been a priority for Feenstra. Recently, Feenstra helped introduce the Future Funding for Agricultural Research, Mentorship, and Education Reauthorization (Future FARMER) Act, which includes funding for the Food and Agricultural Sciences Education account in the Farm Bill, helping to promote several agricultural research and education priorities.

IADC completes inaugural Geothermal Conference in Vienna

As an emerging source of renewable energy for the world, geothermal holds vast potential for drilling contractors not only in terms of new applications for existing drilling rigs but also in terms of potential contributions to the world’s carbon emissions reduction efforts.

At IADC’s first-ever Geothermal Conference, held 25-26 March in Vienna, Austria, DC spoke with Lars Nydahl Jorgensen, IADC Regional Director for Europe and staff liaison for the IADC Geothermal Committee, about geothermal’s value proposition for the global drilling industry, as well as key takeaways from the conference.

European Geothermal Energy Council: Few “tweaks” needed for geothermal to go mainstream

While geothermal energy makes up a miniscule slice of the global energy mix today, it holds great potential that’s waiting to be tapped, and Sanjeev Kumar, Head of Policy at the European Geothermal Energy Council, said he believes only a few tweaks are needed to make geothermal go mainstream.

Speaking with DC, Mr Kumar discussed the regulatory framework that currently exists for geothermal energy, as well as how European policymakers view geothermal versus other renewable energy sources. He also speaks to why “levelized cost of energy” may not be the best metric with which to analyze the potential for geothermal.

OMV hosts IADC Geothermal Conference attendees at Hydros drilling site in Vienna

On 27 March, OMV hosted nearly 100 attendees of the IADC Geothermal Conference on a tour of the Hydros geothermal project as it was drilling ahead within the city limits of Vienna, Austria.

  • MIL-OSI USA: Hoyer Joins Mfume, Maryland Congressional Delegation Members to Demand Answers on Tariff Impact on Port of Baltimore

Source: United States House of Representatives – Congressman Steny H Hoyer (MD-05)

WASHINGTON, DC – This week, Congressman Steny H. Hoyer (MD-05) joined a letter led by U.S. Representative Kweisi Mfume (MD-07) alongside U.S. Senators Chris Van Hollen and Angela Alsobrooks (both D-MD) and Representatives Jamie Raskin (MD-08), Glenn Ivey (MD-04), Sarah Elfreth (MD-03), April McClain Delaney (MD-06), and Johnny Olszewski (MD-02) calling on the Administration to detail the repercussions of newly announced tariffs on the Port of Baltimore. This letter, sent to United States Secretary of Commerce Howard Lutnick, raises the lawmakers’ concerns regarding the latest announcement on tariffs, the costs for the American consumer, and the potential shock wave to major ports, industries, and workforces.

“The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains,” said the lawmakers.

“We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. These tariffs effectively serve as a sales tax on consumers, placing the burden of revenue raising on American families. While White House trade adviser Peter Navarro stated recently that these tariffs are expected to raise about $600 billion a year in revenue, economists have clarified that the impact to consumers on spending will significantly reduce these revenue estimates. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession,” the lawmakers continued.

The Members also emphasized the resiliency of the Port of Baltimore after the collapse of the Francis Scott Key Bridge in their letter and its ability to retain its standing as the nation’s top-ranked port for wheeled farm and construction machinery and the second most utilized port for importing cars in 2024.

Considering the importance of the Port of Baltimore’s function in the local, state, national, and global economies, the lawmakers requested a response from Secretary Lutnick to the following inquiries within the next 14 days:

    1. What mechanism is the Department of Commerce utilizing to assess the feasibility and effectiveness of the tariffs issued under the Executive Order?

    2. What efforts will the Department of Commerce take to track how these tariffs impact everyday costs for the American consumer, and national and local economies?

    3. What are the long-term implications of these tariffs on our nation’s major ports, and on our national supply chains?

    4. How, specifically, do you expect the announced tariffs will impact automobile and light vehicle imports, coal exports, and agricultural equipment imports and exports?

    5. Will the Administration waive tariffs on certain goods or sectors, or provide aid to impacted small businesses, impacted workers (i.e. farmers, dockworkers, etc.), and industries, in response to significant negative economic outcomes in the United States?

Full text of the letter can be viewed here and below.

    April 7, 2025

    The Honorable Howard Lutnick
    Secretary of Commerce
    1401 Constitution Avenue NW
    Washington, D.C. 20230

Re: Implications of Newly Announced Tariffs on the Port of Baltimore

    Dear Secretary Lutnick:

We write to you today to communicate our extreme concern about the implications of the recently announced tariff regime on the Port of Baltimore (the “Port”). On April 2, 2025,
President Trump issued an Executive Order, titled Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits (the “Executive Order”), that announced a minimum 10% tariff on all imported goods, to take effect April 5. On April 9, higher levels of “reciprocal” tariffs will be placed on goods imported from nations with which the United States has a trade deficit. This latest action comes one week after the Administration’s Executive Order titled, Adjusting Imports of Automobiles and Automobile Parts into the United States, which announced tariffs targeted at individual industries (i.e. automobiles, steel, aluminum) and countries (i.e. Canada, Mexico, China).

The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains. Last year, when the Francis Scott Key Bridge collapsed, the Port was closed for nearly two months, causing significant disruption to our economy. The state of Maryland estimates that approximately 15,000 direct jobs and 139,000 indirect jobs depend on the Port of Baltimore, generating an estimated $3.3 billion in personal revenue, $2.6 billion in business income, and more than $395 million in taxes. The local economic impact was such that the United States Small Business Administration and the United States Department of Labor responded by issuing Economic Injury Disaster Loans and Dislocated Worker Grants for businesses and workers that were directly affected by the bridge’s collapse and closure of the Port.

Despite the collapse, Baltimore’s resiliency speaks to the Port’s ability to retain its standing as our Nation’s top ranked Port for wheeled farm and construction machinery, and reigns as the nation’s second most utilized port for importing cars in 2024. In 2024, the Port of Baltimore exported more than $2.9 billion and imported nearly $23 billion in automobiles and light trucks. Additionally, the Port exported more than $2.92 billion in coal and more than $1.1 billion in agricultural equipment and materials. Overall, the Port of Baltimore exports roughly 28% of the nation’s coal, making it the second-largest coal exporting port in the United States.

We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession.

Considering the Port of Baltimore’s critical importance to the economic wellbeing of the city, state, and our nation, we request a response to the following inquiries within 14 days:

Thank you for your prompt attention to this important matter. We look forward to your reply.

  • MIL-OSI USA: Welch Calls Out Trump Administration for Abandoning Afghan Refugees Facing Persecution

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)
WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) yesterday spoke on the Senate Floor on how President Trump’s January 20th Executive Order suspending admission to the United States for Afghan refugees has left vulnerable families stranded and abandoned thousands who face persecution.
In his remarks, Senator Welch urged Congress to expedite the resettlement of Afghan refugees, many of whom worked with, and for, the U.S. government, our diplomats, and our intelligence officers. Senator Welch praised the Vermont Afghan Alliance and other resettlement organizations which have connected Afghans to state and local services. He also urged Congress and the Trump Administration to streamline and overhaul the resettlement process.
“I so appreciate the work of the Vermont Afghan Alliance, and the many other refugee assistance organizations around the country. They have been indispensable in helping us meet our obligation to support the Afghans who helped our soldiers—that’s our obligation. But ultimately, resettlement is the responsibility of the federal government…This population of refugees exists, I state again, because of their work with and for our government, for our soldiers, for our diplomats, and our intelligence officers. We have abandoned our partners in their time of need,” said Senator Welch.
“We have to meet our commitments to people who helped us…So, this must be an opportunity to expedite, expedite the resettlement to the United States of these Afghan refugees who trusted in us and whose lives are very much at risk.”
    Watch Senator Welch’s speech below:
Read a key excerpt from Senator Welch’s remarks:
“The Trump Administration’s termination of USAID’s assistance programs in more than a hundred countries—including Afghanistan—without any meaningful review, has caused people everywhere to doubt that they can rely on the United States. We’re putting our reputation in jeopardy. And President Trump and Secretary Rubio provided literally no credible explanation or justification, in clear violation of Congress’ intent with the destruction of these USAID programs.
“But by abandoning thousands of Afghans, who do face persecution if forced to return, we reinforce those doubts. And by doing so, we encourage those who have long seen the United States as a world leader and as a partner to look for more reliable partners elsewhere—bad for our national security…
“There’s no justification for us to abandon them. You know, I’m really concerned about the Administration’s—what I see as an increasingly brazen flaunting of court orders. And I think all of us in Congress should condemn any deviation from abiding by court orders by the Administration. And I hope the Administration’s review of the refugee admissions is not another pretext review like we had—supposedly—of the USAID programs. It cannot, it cannot be an excuse to manufacture a false justification for abandoning the victims of our nation- building’s debacle. We have to take ownership of what it is we did.”

  • MIL-OSI USA: Davids Warns of Rising Costs for Kansas Families as Trump’s Tariffs Take Effect

Source: United States House of Representatives – Congresswoman Sharice Davids (KS-3)

Today, Representative Sharice Davids released the following statement in response to President Trump’s latest round of tariffs, which went into effect early this morning. Experts warn the tariffs could raise costs for American families by $4,000 to $8,000 per year and further damage an already fragile economy.

“Once again, President Trump has taken a drastic economic action without a clear plan for what comes next — and it’s Kansas families who will pay the price,” said Davids. “These reckless tariffs threaten our small businesses, farmers, and working families, all while we’re already facing the worst market performance under any president since World War II. People’s retirement savings, grocery bills, and long-term stability are on the line. We need smart, bipartisan trade policy that protects American workers and opens new markets — not chaotic political stunts that could raise prices for hardworking families by at least $3,800 a year.”

    Background:

President Trump’s new tariffs have thrown financial markets and the broader economy into chaos. Since the announcement, the stock market has plummeted — marking the worst start for any president since World War II. This historic downturn is directly tied to the tariffs and is already hitting everyday Americans in their retirement accounts. A typical 401(k) for someone nearing retirement age has lost thousands of dollars in just a week.

These tariffs also threaten key industries in Kansas, including agriculture and manufacturing, by increasing the cost of imported equipment and materials, and by inviting retaliatory tariffs on exports. This reckless approach to trade policy underscores the need for thoughtful, bipartisan solutions that promote fair trade without harming American consumers and businesses.

Davids has consistently supported bipartisan approaches to trade that balance competitiveness with consumer protection, including measures to hold unfair actors accountable while avoiding broad, unpredictable economic consequences.

  • MIL-OSI USA: Reps. Craig, Jayapal, Deluzio, Ryan Launch Monopoly Busters Caucus to Fight Corporate Greed and Lower Costs for Everyday Americans

Source: United States House of Representatives – Congresswoman Angie Craig (MN-02)

WASHINGTON, DC – Today, U.S. Representatives Angie Craig (MN-02), Pramila Jayapal (WA-07), Chris Deluzio (PA-17) and Pat Ryan (NY-19) launched the Monopoly Busters Caucus, a new caucus with nine founding Members to fight corporate greed, lower costs and promote a pro-worker, pro-consumer, and pro-small business economic agenda.

During today’s press conference announcing the caucus, the Members were joined by founding members Representatives Becca Balint (VT), Greg Casar (TX-25), Jerry Nadler (NY-12) and Maggie Goodlander (NH-02) as well as Mike Stranz, Vice President of Advocacy, National Farmers Union; Clayton Bennet, Manager, Safeway; and Jonathan Akanowicz RPh., Co-Owner, Towne Drugs.

“As the top Democrat on the House Agriculture Committee, I have seen firsthand how consolidation in the ag industry is squeezing our family farmers and producers – and driving up costs for consumers too,” said Rep. Craig. “At a time when the Administration is launching our country headfirst into a global trade war, it’s more important than ever that we uplift small and local businesses right here at home. I’m proud to be joining Representatives Jayapal, Ryan and Deluzio to fight consolidation, strengthen the middle class and lower costs for producers and consumers.”

“Something is wrong in this country when families go to the grocery store and can’t afford milk or eggs or cereal. As people struggle under the weight of inflation, corporate profits are higher than ever,” said Rep. Jayapal. “From rent to groceries, to health care — life in America has become unaffordable. The answer to why is simple: corporate monopolies. When we take on corporate power, we can make a meaningful difference in the everyday lives of working people across the country – and we must, the American people are counting on us.”

“Monopolies have been rigging the system, crushing competition and small businesses, and ripping off the American people for decades. And for too long, politicians in Congress have let it happen,” said Rep. Deluzio. “We’re launching the Monopoly Busters Caucus today because we think that it’s long overdue for Congress to step up to take on consolidated corporate power and to reinvigorate American capitalism with competition. It’s our duty to help take the squeeze off of America’s workers, small businesses, and consumers and pave a path back to the American Dream. It’s time to get real, patriotic competition back in our economy.”

“When I talk with folks in the Hudson Valley, the number one thing I hear is frustration. Frustration that even though they’re working hard and doing everything that’s asked of them, they can’t afford to provide for their family – housing, health care, gas, groceries, utilities. It’s inherently un-American that only a select few are able to live out the American dream,” said Rep. Ryan. “The reason for this is clear – in every one of those industries, we’ve let monopolies drive up costs and drive down quality, all while making record breaking profits. We’re gonna fight back against these big and powerful corporations, hold the bad actors accountable, and ultimately put power back where it belongs: with the American people.”

  • MIL-OSI USA: NEWS: Harder Announces $14 Million to Reduce Congestion at Stockton Diamond

Source: United States House of Representatives – Congressman Josh Harder (CA-10)

Stockton Diamond is the busiest, most congested rail bottleneck in California

Harder helped negotiate and pass bipartisan bill that reauthorized congestion funding program

WASHINGTON – Today, Rep. Josh Harder (CA-09) announced that $14 million in Congestion Mitigation and Air Quality (CMAQ) funding has been awarded to reduce congestion at the Stockton Diamond, which is the busiest and most congested rail bottleneck in California. This funding program, which was reauthorized by the Bipartisan Infrastructure Law that Harder helped negotiate and pass and approved by the San Joaquin Council of Governments (SJCOG), will separate principal rail lines to allow uninterrupted rail traffic flow.

“The last thing our farmers and local businesses need is the worst railway bottleneck in the state grinding our economy to a halt,” said Rep. Harder. “I helped bring federal investments back to the Valley to fix our aging infrastructure, and this project will deliver in spades by reducing congestion and improving safety. I look forward to getting this project done ASAP so our goods can get back on the move instead of sitting in traffic.”

“This funding approval from SJCOG is a major step forward for the Stockton Diamond Grade Separation, addressing longstanding congestion and safety challenges at one of California’s most critical rail intersections,” said Stacey Mortensen, Executive Director of the San Joaquin Regional Rail Commission. “We are grateful for SJCOG’s commitment to our vision of improving regional transportation efficiency, safety, and air quality for San Joaquin County residents, which aligns perfectly with our ongoing mission to enhance regional connectivity.”

In addition to easing congestion at the Stockton Diamond, which is used by both BNSF Railway and Union Pacific Railroad, the project will reduce greenhouse gas emissions and improve site accessibility for cyclists and pedestrians. Once completed, the project will also improve on-time performance of passenger rail services like the Altamont Corridor Express (ACE) and Amtrak San Joaquins.

  • MIL-OSI USA: Senators Coons and Moran, Reps. Pingree and Lawler introduce NO TIME TO Waste Act to combat American food loss and waste

    US Senate News:

Source: United States Senator for Delaware Christopher Coons
WASHINGTON – U.S. Senators Chris Coons (D-Del.) and Jerry Moran (R-Kan.) and Representatives Chellie Pingree (D-Maine) and Mike Lawler (R-N.Y.) reintroduced today the bipartisan, bicameral New Opportunities for Technological Innovation, Mitigation, and Education To Overcome Waste, or NO TIME TO Waste Act. The bill would reduce food loss and waste in the United States in an effort to increase food security, foster productivity, promote resource and energy conservation, and address climate change. This reintroduction comes during National Food Waste Prevention Week (April 7-13) to raise awareness around the issue of food waste and highlight bipartisan opportunities to find solutions.
“Food waste exacerbates hunger, pollutes the environment, and undercuts our economy,” said Senator Coons. “As we celebrate National Food Waste Prevention Week, I’m proud to reintroduce this bipartisan, bicameral bill that takes commonsense steps to tackle food waste. Together, we can reduce greenhouse gas emissions, improve health outcomes, and ensure food reaches the communities across Delaware and the nation who need it most.”
“Kansas is the breadbasket of the country, helping feed the nation and the world,” said Senator Moran. “However, nearly 40 percent of food produced in the U.S. goes to waste while many Americans face hunger and food shortages. This legislation would require collaboration between agencies to help cut food waste and support partnerships to feed those in need.”
“With food insecurity on the rise across the country and the cost of groceries continuing to rise, it’s more important than ever that we develop whole-of-government solutions and strategies to prevent food loss and waste, encourage greater food recovery, and ensure that no one in this country goes hungry. This bill is a big step in the right direction,” said Congresswoman Pingree, co-founder of the bipartisan Food Recovery Caucus and member of the House Agriculture Committee. “Our NO TIME TO Waste Act would strengthen the federal government’s approach to food loss by tackling waste in every step of our food system—from prevention research to composting and education programs. Food waste isn’t just an economic or environmental issue; it’s a moral one—and it’s long past time that we address it.”
“I’m proud to join Congresswoman Pingree and Senators Coons and Moran in reintroducing the bipartisan, bicameral NO TIME TO Waste Act to cut food waste and fight hunger. From Rockland to Putnam to Westchester, I’ve seen local food banks and community groups doing incredible work—and this bill gives them the tools, funding, and federal support they need to do even more,” said Congressman Lawler (NY-17).
Each year, 30 to 40% of the U.S. food supply is lost or wasted—133 billion pounds. Meanwhile, 47 million Americans go hungry, including 7 million children, often in rural communities. In the United States, food is the single largest category of material placed in municipal landfills, generating methane gas as it decomposes, a greenhouse gas approximately 28% more potent than carbon dioxide. In response, the United States committed in the 2018 Farm Bill to cut food loss and waste (FLW) in half by the year 2030 through the U.S. 2030 Food Loss and Waste Reduction Goal, the first-ever domestic goal to reduce FLW.
Specifically, the NO TIME TO Waste Act would:
Improve federal coordination by formally authorizing the existence of collaboration between the USDA, EPA, and FDA to reduce FLW by 50% by 2030
Establish an Office of Food Loss and Waste at USDA to support the role of the Food Loss and Waste Liaison, strengthen research on FLW and new technologies, and quantify the impact of current FLW policies on greenhouse gas emissions
Strengthen current USDA research programs to include FLW as part of their priorities and support states’ efforts to assist local food recovery infrastructure and coordination
Launch a national public awareness and education campaign to educate households on practical ways to reduce waste at home, the impacts of FLW, methods for preserving and storing foods, tips for identifying whether food is still safe and edible, and developing educational materials
The NO TIME TO Waste Act is endorsed by the Zero Food Waste Coalition (Natural Resources Defense Council, Harvard Food Law and Policy Clinic, World Wildlife Fund, ReFED), Upcycled Food Association, Plastic Free Delaware/Zero Waste First State, and Health Care Without Harm.
“Food waste is a systemwide problem that requires systemwide action to solve, said Renee Albrecht, Co-Chair Federal Working Group, Zero Food Waste Coalition. “The bipartisan NO TIME TO Waste Act provides commonsense solutions to tackle waste throughout the food system and deliver environmental, social, and economic benefits.”
“With the massive scale of wasted food comes tremendous opportunity for transformative bipartisan food systems change,” said Amanda Oenbring, CEO, Upcycled Food Association. “EPA’s Food Waste Scale identifies upcycling as a ‘most-preferred’ pathway alongside donation to managing wasted food because it displaces the need for additional food production while ensuring food reaches its highest and best use in the human food system. The NO TIME TO Waste Act will increase collaboration support for the entrepreneurs and innovators rescuing nutrition from half of food surplus that is excess and byproducts while educating consumers about the value these ingredients and products bring to our tables. In doing so we can scale efforts to stop food waste and realize greater social, economic and environmental benefits across the US and beyond.”
“Plastic Free Delaware (aka Zero Waste First State) applauds our Delaware Senator Coons, and Senator Moran, for pursuing the goals inherent in the NO TIME TO Waste Act,” said Dee Durham, Plastic Free Delaware/Zero Waste First State. “The Act would bolster our efforts on the ground in Delaware to reduce food waste and divert organics from Delaware’s landfills, saving Delawareans money, conserving resources, and reducing emissions of methane which is a significant climate change component.”

  • MIL-OSI Global: Race isn’t a ‘biological reality,’ contrary to recent political claims − here’s how scientific consensus on race developed in the 20th century

Source: The Conversation – USA – By John P. Jackson, Jr., Professor of History and Philosophy of Science, Michigan State University

‘The Dying Tecumseh,’ a marble sculpture at the Smithsonian, depicts the Shawnee leader in a heroic light. Frederick Pettrich, Smithsonian American Art Museum, CC BY

In the recent flurry of executive orders from President Donald Trump, one warned of “a distorted narrative” about race “driven by ideology rather than truth.” It singled out a current exhibition at the Smithsonian American Art Museum titled “The Shape of Power: Stories of Race and American Sculpture” as an example. The exhibit displays over two centuries of sculptures that show how art has produced and reproduced racial attitudes and ideologies.

The executive order condemns the exhibition because it “promotes the view that race is not a biological reality but a social construct, stating ‘Race is a human invention.’”

The executive order apparently objects to sentiments such as this: “Although a person’s genetics influences their phenotypic characteristics, and self-identified race might be influenced by physical appearance, race itself is a social construct.” But those words are not from the Smithsonian; they are from the American Society of Human Genetics.

Scientists reject the idea that race is biologically real. The claim that race is a “biological reality” cuts against modern scientific knowledge.

I’m a historian who specializes in the scientific study of race. The executive order places “social construct” in opposition to “biological reality.” The history of both concepts reveals how modern science landed at the idea that race was invented by people, not nature.

Race exists, but what is it?

At the turn of the 20th century, scientists believed humans could be divided into distinct races based on physical features. According to this idea, a scientist could identify physical differences in groups of people, and if those differences were passed on to succeeding generations, the scientist had correctly identified a racial “type.”

The results of this “typological” method were chaotic. A frustrated Charles Darwin in 1871 listed 13 scientists who identified anywhere between two and 63 races, a confusion that persisted for the next six decades. There were almost as many racial classifications as racial classifiers because no two scientists could seem to agree on what physical characteristics were best to measure, or how to measure them.

One intractable problem with racial classifications was that the differences in human physical traits were tiny, so scientists struggled to use them to differentiate between groups. The pioneering African American scholar W.E.B. Du Bois noted in 1906, “It is impossible to draw a color line between black and other races … in all physical characteristics the Negro race cannot be set off by itself.”

But scientists tried. In an 1899 anthropological study, William Ripley classified people using head shape, hair type, pigmentation and stature. In 1926, Harvard anthropologist Earnest Hooton, the leading racial typologist in the world, listed 24 anatomical traits, such as “the presence or absence of a postglenoid tubercle and a pharyngeal fossa or tubercle” and “the degree of bowing of the radius and ulna” while admitting “this list is not, of course, exhaustive.”

All this confusion was the opposite of how science should operate: As the tools improved and as measurements became more precise, the object of study − race − became more and more muddled.

Malvina Hoffman’s sculptures illustrate a map titled Races of the World and Where They Live.
Malvina Hoffman/Field Museum of Natural History

When sculptor Malvina Hoffman’s “Races of Mankind” exhibit opened at Chicago’s Field Museum in 1933, it characterized race as a biological reality, despite its elusive definition. World-renowned anthropologist Sir Arthur Keith wrote the introduction to the exhibition’s catalog.

Keith dismissed science as the surest method to distinguish race; one knows a person’s race because “a single glance, picks out the racial features more certainly than could a band of trained anthropologists.” Keith’s view perfectly captured the view that race must be real, for he saw it all around him, even though science could never establish that reality.

In the scientific study of race, however, things were about to change.

Turning to culture to explain difference

By 1933, the rise of Nazism had added urgency to the scientific study of race. As anthropologist Sherwood Washburn wrote in 1944, “If we are to discuss racial matters with the Nazis, we had better be right.”

In the late 1930s and early 1940s, two new scientific ideas came to fruition. First, scientists began looking to culture rather than biology as the driver of differences among groups of people. Second, the rise of population genetics challenged the biological reality of race.

In 1943, anthropologists Ruth Benedict and Gene Weltfish wrote a short work also titled The Races of Mankind. Writing for a popular audience, they argued that people are far more alike than different, and our differences owe to culture and learning, not biology. An animated cartoon short later gave these ideas wider circulation.

‘The Brotherhood of Man’ was based on Benedict and Weltfish’s pamphlet and pointed out that differences between people come from their environments.

Benedict and Weltfish argued that while people did, indeed, differ physically, those differences were meaningless in that all races could learn and all were capable. “Progress in civilization is not the monopoly of one race or subrace,” they wrote. “Negroes made iron tools and wove fine cloth for their clothing when fair-skinned Europeans wore skins and knew nothing of iron.” The cultural explanation for different human lifestyles was more robust than confused appeals to an elusive biological race.

The turn to culture was consistent with a deep change in biological knowledge.

    A tool to understand evolution

Theodosius Dobzhansky was a preeminent biologist of the 20th century. He and other biologists were interested in evolutionary changes. Races, which supposedly didn’t change over time, were therefore useless for understanding how organisms evolved.

A new tool, what scientists called a “genetic population,” was much more valuable. The geneticist, Dobzhansky held, identified a population based on the genes it shared in order to study change in organisms. Over time natural selection would shape how the population evolved. But if that population didn’t shed light on natural selection, the geneticist must abandon it and work with a new population based on a different set of shared genes. The important point is that, whatever population the geneticist chose, it was changing over time. No population was a fixed and stable entity, as human races were supposed to be.

Sherwood Washburn, who happened to be Dobzhansky’s close friend, brought those ideas into anthropology. He recognized that the point of genetics was not classifying people into fixed groups. The point was to understand the process of human evolution. This change reversed everything taught by Hooton, his old teacher.

Writing in 1951, Washburn argued, “There is no way to justify the division of a … population into a series of racial types” because doing so would be pointless. Presuming any group to be unchanging stood in the way of understanding evolutionary changes. A genetic population was not “real”; it was an invention of the scientist using it as a lens to understand organic change.

Classifying for a purpose, not as a ‘true’ assessment of tall or short.
Buena Vista Images/Stone via Getty Images

A good way to understand this profound difference relates to roller coasters.

Anyone who’s been to an amusement park has seen signs that precisely define who is tall enough to ride a given roller coaster. But no one would say they define a “real” category of “tall” or “short” people, as another roller coaster might have a different height requirement. The signs define who is tall enough only for riding this particular roller coaster, and that’s all. It’s a tool for keeping people safe, not a category defining who is “really” tall.

Similarly, geneticists use genetic populations as “an important tool for inferring the evolutionary history of modern humans” or because they have “fundamental implications for understanding the genetic basis of diseases.”

Anyone trying to pound a nail with a screwdriver soon realizes that tools are good for tasks they were designed for and useless for anything else. Genetic populations are tools for specific biological uses, not for classifying people into “real” groups by race.

Whoever wanted to classify people, Washburn argued, must give the “important reasons for subdividing our whole species.”

The Smithsonian’s exhibit shows how racialized sculpture was “both a tool of oppression and domination and one of liberation and empowerment.” Science agrees with its claim that race is a human invention and not a biological reality.

  • MIL-OSI Africa: Agence française de développement commits additional €3 million to Africa Digital Financial Inclusion Facility to boost digital financial inclusion

Source: Africa Press Organisation – English (2) – Report:

    PARIS, France, April 10, 2025/APO Group/ —

The Agence française de développement (AFD) has committed an additional €3 million to the African Development Bank (www.AfDB.org) -managed Africa Digital Financial Inclusion Facility (ADFI) (https://apo-opa.co/4iXF6xK) to accelerate financial inclusion in Africa.

The increase brings AFD’s total funding to over €5 million. The resources will support the ADFI partnership in catalyzing digital financial solutions across Africa by expanding investment in scalable and replicable initiatives that enable access to credit and other financial services that support investment and entrepreneurship among underserved communities.

The African Development Bank and AFD co-founded ADFI in 2019 with the Gates Foundation and the Ministry of Finance of the Government of Luxembourg. France’s Ministry for the Economy, Finance and Industrial and Digital Sovereignty, the Women’s Enterprise Finance Initiative (We-Fi), and India’s Ministry of Finance joined in 2020, 2022 and 2023 respectively.

AFD Group is strongly committed to accelerating the mobilization of financial and human resources to align the financial systems with the Sustainable Development Goals, ensuring that vulnerable populations—especially in regions most affected by climate change—can access financial tools that help them adapt and thrive.

“Developing digital financial services is a key pathway to reach financially excluded populations in Africa,” said Audrey Brule-Françoise, head of AFD’s Financial Systems Division. “Through our continued collaboration within ADFI, we aim to promote access to digital financial services that are tailored to diverse needs and delivered in a responsible manner. This new contribution will help scale up impactful and inclusive solutions.”

Mohamadou Ba, head of the African Development Bank’s Financial Intermediation and Inclusion Division, said, “Digital financial solutions are key to improving the quality of life of people in Africa and reducing the gender access to finance gap. We welcome the Agence française de développement’s renewed support of the catalytic role ADFI has been playing in accelerating greater access and usage of digital financial solutions and financial inclusion across the continent. We look forward to working together to scale our efforts to enhance the impact on greater economic empowerment, resilience, and growth across Africa.”

Recent data shows that nearly half the continent’s adult population does not benefit from digital financial solutions, particularly women, youth, farmers, small businesses, and rural communities.

ADFI works to expand digital financial solutions across Africa through strategic investments in digital infrastructure, policy and regulation, and product innovation, with a special focus on reducing gender gaps and building capacity.

ADFI aligns with the African Development Bank’s Ten-Year Strategy for inclusive growth and its priority to improve the quality of life for the people of Africa. It also advances the mandate of the Bank’s financial sector development department to improve access to finance for the underserved. ADFI works to scale innovative digital financial solutions under the three broad strategic pillars of infrastructure, policies, regulations, and product innovation. Capacity building and gender inclusion cut across all interventions.

  • MIL-OSI United Nations: Checklist and Implementation Guideline for Inclusive Multi-Hazard Early Warning System in Timor-Leste

    Source: UNISDR Disaster Risk Reduction

The purpose of these multi-hazard early warning system (MHEWS) guidelines is to ensure that key elements of early warning systems, such as governance, disaster risk knowledge, detection, monitoring, analysis and forecasting, dissemination, communication, and preparedness to respond in Timor-Leste are gender-responsive and disability-inclusive. The guidelines supplement the Government of Timor-Leste’s multi-hazard, end-to-end early warning standard operating procedures developed by the National Designated Authority.

This document primarily assists the Civil Protection Authority, Ministry of Agriculture and Fisheries, and the National Directorate of Meteorology and Geophysics in fulfilling their legal obligations to implement early warning systems, and the Government of Timor-Leste’s priorities in line with the National Civil Protection Emergency Plan, and the National Action Plan for Gender-Based Violence 2022–2032.

The inclusive MHEWS guidances are also intended to support key stakeholders at both the national and local government levels, as well as relevant line ministries involved in disaster risk reduction (DRR) and climate change adaptation that are part of broader ecosystem of MHEWS in the country. It should be used routinely in the implementation of DRR and response across geographical areas of Timor-Leste.

It is crucial that the guidelines are implemented and evaluated for their effectiveness in addressing the needs of women, children, persons with disabilities, older persons and minority groups.

  • MIL-OSI Asia-Pac: Navkar Mahamantra Divas: Celebrating Mahavir Jayanti

    Source: Government of India

Posted On: 10 APR 2025 10:09AM by PIB Delhi

“The literature of Jainism is the backbone of India’s intellectual grandeur. Preserving this knowledge is our duty”- Prime Minister Shri Narendra Modi

India reverently celebrates Mahavir Jayanti, a day that resonates with deep spiritual significance and profound peace, as it commemorates the birth of Lord Mahavir, the 24th Tirthankara of Jainism. More than a festival, it is a heartfelt tribute to a life devoted to compassion, self-restraint, and truth. In a world often clouded by conflict and chaos, Lord Mahavir’s eternal message of ahimsa (non-violence), satya (truth), and inner awakening shines brighter than ever, guiding countless souls toward a more mindful and harmonious existence.

This year, the spirit of Mahavir Jayanti was powerfully invoked through the inauguration of Navkar Mahamantra Divas by Prime Minister Narendra Modi on April 9.

“Navkar Mantra is not just a mantra but the core of our faith and the essence of life.”

The Navkar Mantra, central to Jain prayer, is more than a collection of sacred syllables, it is a rhythmic flow of energy, stability, and light.

Prime Minister Shri Narendra Modi, reflecting on his own roots in Gujarat, spoke of how Jain Acharyas shaped his understanding from an early age. This personal connection reinforced his message that Jainism is not merely historical but deeply relevant, especially in an India that seeks to grow without losing its roots.

This relevance is embodied in the architectural and cultural fabric of modern India, be it the depiction of Sammed Shikhar at the new Parliament’s entrance or the return of ancient Tirthankara idols from overseas. These are not artifacts of nostalgia; they are living symbols of India’s spiritual continuity.

Prime Minister Narendra Modi described climate change as today’s biggest crisis, saying its solution is a sustainable lifestyle, which the Jain community has practiced for centuries. The Jain community has been living the principles of simplicity, restraint, and sustainability for centuries. Lord Mahavir’s timeless teachings align beautifully with Mission LiFE (Lifestyle for Environment), a national call for sustainable living.

Jainism’s emblem, “Parasparopagraho Jivanam”, meaning the mutual interdependence of all life offers a deeply ecological worldview.

Nine Resolutions for a New India

In a poetic tribute to the power of “nine” in Indian and Jain traditions, the Prime Minister proposed nine resolutions anchored in the Navkar Mantra, each a commitment to knowledge, action, harmony, and rooted progress. He noted how repeating the mantra nine times, or in its multiples like 27, 54, or 108 represents spiritual completeness and intellectual clarity.

First Resolution: Water Conservation– Emphasizing the need to value and save every drop of water.

Second Resolution: Plant a tree in Mother’s Name– Planting of over 100 crore trees in recent months and urging everyone to plant a tree in their mother’s name and nurture it like her blessings.

Third Resolution: Cleanliness Mission – Understanding the importance and contributing to cleanliness in every street, neighbourhood and city.

Fourth Resolution: Vocal for Local– Promotion of locally made products, turning them global and supporting items that carry the essence of Indian soil and the sweat of Indian workers.

Fifth Resolution: Explore India– To explore India’s diverse states, cultures, and regions before traveling abroad, emphasizing the uniqueness and value of every corner of the country.

Sixth Resolution: Adopting Natural Farming–  The Jain principle of “One living being should not harm another”, and for freeing Mother Earth from chemicals, supporting farmers, and promoting natural farming.

Seventh Resolution: Healthy Lifestyle–  Following Indian dietary traditions, including millets (Shri Anna), reducing oil consumption by 10%, and maintaining health through moderation and restraint.

Eighth Resolution: Incorporating Yoga and Sports– Making yoga and sports a part of daily life, whether at home, work, school, or parks, to ensure physical health and mental peace.

Ninth Resolution: Helping the Poor– Assisting the underprivileged, whether by holding a hand or filling a plate, as the true essence of service.

These resolutions align with the principles of Jainism and the vision of a sustainable and harmonious future.

Jain literature, etched in Prakrit and Pali, holds profound treasures of thought. The government’s initiative to grant these languages classical status and digitize Jain manuscripts under the Gyan Bharatam Mission is a tribute to this ancient wisdom.

In March 2024, the Ministry of Minority Affairs approved projects under Pradhan Mantri Jan Vikas Karyakram (PMJVK) Scheme for the establishment of ‘Centre for Jain Studies’ in Devi Ahilya Vishwavidyalaya (DAVV) in Indore. With financial assistance of ₹25 crore, this centre aims to preserve and promote Jain heritage, foster interdisciplinary research, and enhance global understanding of Jainism as a way of life. It will support digitization of ancient Jain texts, facilitate academic research, and serve as a hub for students and scholars to engage with Jain teachings, traditions, and practices, while also promoting community engagement and awareness.

The Ministry of Minority Affairs in the past also approved a project focused on preserving Jain culture through digitization of manuscripts, knowledge sharing, and promoting interdisciplinary research on Jain traditions.

On Mahavir Jayanti in April 2024, a commemorative stamp and coin on the occasion of 2550th Bhagwan Mahaveer Nirvan Mahotsav.

As India marches on the path of becoming a developed nation, Lord Mahavir’s message of inner conquest, compassion, and truth offers a guiding light. In the harmony of the Navkar Mantra, in the discipline of the Sadhus, and in the interdependence of life itself, not just for individuals, but for the whole world.

  • MIL-OSI Asia-Pac: SIX VILLAGES IN SAVAII RECEIVE FUNDING FOR COMMUNITY-LED ENVIRONMENTAL PROJECTS

    Source:

    Share this:

[PRESS RELEASE Apia, SAMOA 01 April 2025] – The Global Environment Facility (GEF) Small Grants Programme (SGP) is once again supporting local communities who are at great risk from climate change due to their fragile ecosystems.

Community-based organizations from six villages have been awarded financial grants from the GEF-SGP, totalling over US$233,652, which will be used to implement environmental projects.

These include wetland restoration, securing of marine protected areas, protection of marine ecosystems, freshwater pools rehabilitation, and increasing the resilience of spring pools to natural disasters.

An inception workshop was held last Friday in Savaii for the successful grantees, to provide an opportunity for the GEF-SGP team to clarify any queries that the project leaders may have, and to help build their capacity in implementing their approved Memorandum of Agreements.

“It’s an honour to collaborate with our local communities to implement these sustainable environmental projects. The work of the GEF-SGP, with the important assistance from Government partners, will continue to ensure the positive impact of civil society interventions at national level, and a continued effort to build the capacity of civil society actors to be transformative agents of change, contributing to Samoa’s efforts to achieve its national plans and the Sustainable Development Goals,” said Lemalu Nynette Sass, Chairwoman of the GEF-SGP National Steering Committee.

These community projects are funded by the Community Development and Knowledge Management for the Satoyama Initiative Programme (COMDEKS), and OP7 core grant allocation, the 7th Operational Phase of the GEF-SGP, a programme implemented by the United Nations Development Programme (UNDP), that provides financial assistance to small-scale environmental projects.

COMDEKS, funded by the Japan Biodiversity Fund at the Secretariat of the Convention on Biological Diversity, provides small-scale finance delivered through the GEF-SGP directly to local communities, Indigenous Peoples, and civil society to implement locally led projects that enhance livelihoods and well-being, conserve biodiversity, address climate change, and support local cultures and traditional practices. This is the first time that Samoa has been selected to be one of the implementing countries for COMDEKS.

The GEF-SGP National Coordinator, Mr. Lilomaiava Taumalaulu Filifilia Iosefa, emphasized the importance of working together with key implementing ministries, the Ministry of Natural Resources and Environment, and the Ministry of Agriculture and Fisheries, to assist the selected grantees and their communities to successfully implement the approved projects.

  • MIL-OSI Europe: Answer to a written question – Agricultural policy comments during Grüne Woche – E-000596/2025(ASW)

    Source: European Parliament

The Commission is convinced that agricultural production and nature preservation must go hand in hand to face climate change by improving water resilience and give young farmers a farming future. Balance between agriculture and nature has both an EU and a national dimension.

The present Common Agricultural Policy (CAP)[1] and existing environmental and climate acquis, provide a solid legal framework for Member States to identify fit for purpose targets, based on National Strategic Plans, offering them more margin for manoeuvre than before.

Member States have designed tailor-made interventions in their CAP Strategic Plans (CSPs) which also target livestock-related pollution. Eco-Schemes and Agri-Environmental and Climate Commitments support interventions to improve water quality and nutrient management, addressing manure surplus, on 21% and 15.5% of EU farmland[2] respectively.

Other interventions include livestock density adjustments, aiming at reducing Greenhouse Gases, water and air (ammonia) emissions (for example, the Luxembourgish CSP[3] offers financial aid to less intensive animal husbandry systems).

In his speech during the Grüne Woche[4] (Green Week), the Commissioner for Agriculture and Food reflected on targeted territorial solutions for balancing the livestock sector’s competitiveness with environmental sustainability, as published later in the Commission’s Vision for Agriculture and Food[5].

This approach includes maintaining grasslands, valorising the link with carbon sinks and improved water resilience, as well as more extensive systems beneficial in preserving biodiversity while reducing negative externalities.

  • MIL-OSI Europe: Press release – Soil monitoring: deal with Council on new EU law with better support for farmers

    Source: European Parliament

The informal agreement between EU co-legislators will ensure soil is monitored in all EU countries and farmers get better support to improve soil health.

On Wednesday evening, Parliament and Council negotiators reached a provisional political agreement on the Commission’s proposal for a soil monitoring law. The overall objective is to have healthy European soils by 2050, in line with the EU’s “zero pollution” ambition. It should also provide for a more coherent and harmonised EU framework for soil monitoring.

    Monitoring and assessing EU soils

According to the deal, member states will have to monitor and assess soil health across their territories using common soil descriptors – characterising the physical, chemical, and biological aspect of soil health for each soil type – and an EU methodology for sampling points. To make it simpler for member states, they will be free to build on national soil monitoring campaigns or other equivalent methodologies. The Commission will support member states by reinforcing its current EU soil sampling programme, LUCAS Soils. It will offer tailor-made financial and technical support.

To reflect different levels of soil degradation and local conditions, national governments will set non-binding, sustainable, targets for each soil descriptor, in line with the overall objective of improving soil health.

    No new obligations for farmers

To protect farmers and foresters, the agreed directive does not impose any new obligations on landowners or land managers. Instead, it obliges EU countries to help them improve soil health and soil resilience – the soil’s capacity to keep playing its important role in the ecosystem. Support measures may include independent advice, training activities, and capacity building, as well as the promotion of research and innovation, and measures to raise awareness of the benefits of soil resilience. Member states will also have to assess regularly the financial cost to farmers and foresters’ of improving soil health and soil resilience.

    Contaminated soils

The law will require member states to draw up a public list of potentially contaminated sites within ten years of its entry into force and address any unacceptable risks to human health and the environment.

Finally, an indicative watch list of emerging substances that could pose a significant risk to soil health, human health or the environment, and for which data is needed, will be drawn up 18 months after the law enters into force. This list will include relevant PFAS (also known as “forever chemicals”) and pesticides.

    Quote

On reaching the agreement, rapporteur Martin Hojsík (Renew, SK) said: “Today’s deal is an important milestone in improving support for farmers and all others in keeping the soil healthy. Providing them with better information and help, while preventing bureaucracy and new obligations, are cornerstones of the new soil monitoring law.”

    Next steps

Parliament and the Council have concluded an “early second reading agreement” (the negotiation took place after Parliament’s first reading was adopted in plenary). The Council is now expected to adopt this agreement formally, and Parliament will then have to endorse the text in plenary, in second reading.

The directive will enter into force 20 days after its publication in the EU Official Journal. From this date, EU countries will have three years to comply.

    Background

An estimated 60 to 70% of European soils are unhealthy due to urbanisation, low land recycling rates, intensification of agriculture practices, and climate change. Degraded soils are major drivers of the climate and biodiversity crises, and they reduce the provision of key ecosystem services. This costs the EU at least €50 billion per year, according to the Commission.

    Source: European Parliament

Food products , imported into the EU from third countries must comply with the EU food safety standards laid down in EU legislation.

To that end, Member States carry out official controls and enforcement activities in accordance with Regulation (EU) No 2017/625[1]. Furthermore, according to Article 120 of the same Regulation, the Commission may perform controls in third countries to verify third countries’ compliance with EU’s requirements.

Where food of non-animal origin from third countries poses a risk, the Commission adopts measures concerning its entry into the EU through Commission Implementing Regulation (EU) 2019/1793[2], such as increased frequencies of checks (including sampling and laboratory analyses) at the entry of the Union.

In addition, it asks the authorities of the third country concerned to strengthen its production and control procedures and to report to the Commission about the results of these efforts.

When persistent systemic infringements are identified or there is a lack of satisfactory improvement, further action is taken, which may ultimately result in the suspension of entry of the products concerned into the EU.

Several products originating from Türkiye are subject to measures as they are listed in Annexes of Regulation (EU) 2019/1793 and the issue is regularly raised with the country’s authorities under the umbrella of the EU-Türkiye Customs Union.

These measures are periodically reviewed and adjusted as necessary, considering new information related to risks and instances of non-compliance based on the evolution of risks, non-compliances and other factors provided by the Member States.

Hiroshima tree of hope finds new home in Gate Lodge Gardens

    10 April 2025

Horticulture students from Greenmount College shared a message of hope this week at the newly opened Gate Lodge Gardens in Derry’s St Columb’s Park, with the planting of a special tree cultivated from Ginkgo Biloba seeds from Hiroshima.

Eighty years since the devastating atomic bomb that destroyed the Japanese city, the seeds of the Hibaku-jumoku – Japanese for survivor trees – now have a new purpose, representing resilience and rebirth.

Students at the College of Agriculture, Farming, and Rural Enterprise (CAFRE) at Greenmount have been entrusted with sharing their important legacy though the Green Legacy Hiroshima Project, working with partners throughout the world to reinforce the message of peace. St Columbs Park has been selected as one of a number of special sites to locate a tree, which has been grown from seedlings cultivated by the students.

The group met with the Mayor of Derry and Strabane, Councillor Lilian Seenoi Barr, to plant the tree at the recently completed Gate Lodge which is part of the Acorn Farm project.

It’s a particularly fitting symbol of hope and peace to mark the 80th anniversary of the end of WW2. Members of Foyle Obon representing the local Japanese Community also joined the Mayor and the students for the planting.

The Mayor heard more about the Green Legacy Hiroshima Project, and plans for the college to work closely with the Acorn Farm project, Derry’s first urban farm. Acorn Farm is an exciting and innovative project currently transforming a disused military site into a vibrant urban food growing space.

Speaking afterwards Mayor Barr said: “I want to thank Greenmount College for gifting the tree to Council and dedicating it to St Columb’s Park as the home for one of the Hiroshima Trees. It sends a wonderful message of peace and solidarity at a time when sadly there is much conflict and upheaval in the world.

“In a city where peace and reconciliation has led to such a positive transformation, I think our example can be one of hope for other places embroiled in war. We stand in solidarity with all the innocent victims of violence and conflict. 80 years since the end of the Second World War, it’s a timely opportunity to reflect and reinforce our message that peace is the only way forward and no one should be oppressed because of their race, politics or religion.”

The Acorn Farm project has partnered with Greenmount College and will offer student placements as part of their education offering hands on practical experience as part of the project’s Green Academy programme of community education and engagement around sustainable food production.

The £6.2million capital project is being led by Derry City and Strabane District Council, funded by the UK, and is delivered by a partnership team consisting of Council, The Community Foundation for Northern Ireland, The Conservation Volunteers, Developing Healthy Communities and Community Garden Support.

David Dowd from CAFRE said the students were looking forward to learning and contributing to the project. “We are delighted to be here today and to pass on this sapling which has been carefully nurtured by the students at Greenmount. It will be well looked after here, and become part of the wonderful shared community space that is being created.

“I know the students are really looking forward to continuing to engage with the learning academy that is being developed at Acorn Farm, and to playing an active role in developing new approaches to growing food in a sustainable and environmentally friendly way.”
