  • MIL-OSI Africa: From diamonds to dirt: Sierra Leone youth bring land back to life

    Craters filled with muddy water pocket the landscape of the Kono district in Sierra Leone – the result of past diamond mining ventures which sparked a vicious local battle over resources.

    But now, parts of the land have been restored. Crops are beginning to flourish and bees are buzzing around once again.

    The people responsible for this change are a hodgepodge group – former taxi drivers and miners, people who barely finished secondary school and some with higher education degrees. The unifying factor? Most have youth on their side.

    “There is life beyond mining [but] we all grew up with the mentality that diamond is the only solution,” said Sahr Fallah, chairman of the Youth Council in Kono.

    Over 44 percent of the 1.3 billion people aged 15-24 are employed in agrifood systems. However, this group often does not have the same access to resources as older generations. Moreover, they are sidelined in the conversations which might change this systemic exclusion.

    “A lot of the time, what we find is that young people are included in policy processes but it is a little bit tokenistic. They don’t feel like their voice really matters,” said Lauren Phillips, a deputy director at the Food and Agriculture Organization (FAO).

    Decent work = economic growth

    The High-Level Political Forum on Sustainable Development in New York has been convened this week and next, to discuss progress – or lack thereof – towards the globally agreed Sustainable Development Goals (SDGs), one of which guarantees decent work for all.

    Despite this commitment, over half of the global workforce remains in informal employment, according to the Secretary-General’s report on the SDGs released Monday. This means that they do not have adequate social or legal protections.

    “Decent work must be at the heart of macroeconomic planning, climate and diesel transitions and social recovery strategies,” said Sangheon Lee, director of employment policy at the International Labor Organization (ILO).

    Don’t ignore youth

    Like other vulnerable groups, young people face unique challenges in the agrifood sector. Specifically, they often lack land rights and will struggle to act collectively to protect their interests.

    “If you are not looking at data with a lens of age or gender, you are actually missing part of the story,” Ms. Phillips said.

    Among these assets are land titles – which the elderly may be reluctant to pass down because of insufficient social protections. Youth also are less able to access credit so they can invest in themselves and their families.

    Betty Seray Sam, one of the young farmers in Kono, said that her family never used to come to her when they were going through a crisis – they knew that she had no money and a child to support.

    But now, through an agricultural job in Kono, she can support her family during times of crisis.

    “This project has had a rippling effect for the youth in terms of not only improving their livelihoods but also the livelihoods of their families,” said Abdul Munu, president of Mabunduku, a community-based farmer’s organization in Kono.

    Bee a farmer

    Providing training to young people in agrifood systems is absolutely essential to ensure that they can practice sustainable agriculture.

    In Chegutu, Zimbabwe, FAO has helped establish Bee Farmers Schools where young people are taught how to support apiaries through hands-on training activities.

    “The idea is that one of the apiaries can be turned into a classroom where youth from different parts of a district can come just like a school,” said Barnabas Mawire, a natural resource specialist at FAO.

    This training has helped support local youth beekeepers to move beyond local and small-scale honey production to a fully-fledged business model that has the potential to not just fight poverty but actually create local wealth.

    Evelyn Mutuda, the young entrepreneurs representative in Chegutu, aspires to plant Jacaranda trees which she says will improve the quality of the bees’ honey and enable the beekeepers to export beyond local markets.

    “We want to maximize all the profits so we can become better and bigger,” Ms. Mutuda said.

    From Facebook to TikTok

    Being able to form labour associations is one of the key factors of decent work. This sort of collective action is even more important for youth in agrifood who often lack the social capital to enact real policy change.

    “Young people are just starting out, making bonds within their group but also with people outside of their group. Those bonds are important…because there is power in numbers,” Ms. Phillips said.

    She also noted that young people are forming these bonds across geographic distances, often by using technology. Agrifood influencers on Instagram and TikTok, for example, are increasingly shaping conversations about the sector.

    Ms. Phillips also noted that it is important to think of collective action for youth as intergenerational.

    “While the report is focused on young people, it’s not ignorant of the fact that young people live in families…There is a lot which talks about the need for solidarity between generations,” Ms. Phillips said.

    Youth optimism

    The next generation will be the stewards of the food we eat, so integrating them into that system now is essential for future food security and sustainability.

    “Many youth integrate tradition with innovation, creating sustainability and community resilience,” said Venedio Nala Ardisa, a youth representative at the Asia Indigenous Peoples Pact, at an online side event during the high-level forum.

    Angeline Manhanzva, one of the beekeepers in Chegutu, said that the opportunity to become a beekeeper changed her life. One day, she dreams of owning her own bee farm.

    “I will be an old person who has so much wealth and is able to buy her own big land to keep my hives and process my own honey.”

    Dr. Christine is a board-certified urologic surgeon with nearly 30 years of clinical experience serving patients in Birmingham, Alabama. A recognized medical expert, Dr. Christine is known for teaching and demonstrating advanced surgical techniques, both nationally and internationally. Born in West Germany to a decorated U.S. Army combat veteran and the grandson of Italian immigrants, he will bring a lifelong dedication to service, resilience, and American values to this role. Dr. Christine attended college in Georgia, what’s going on here? And earned his medical degree from Emory University. He later moved to Birmingham for his residency and has since dedicated his career to caring for the men and women of Alabama. Beyond the operating room, he has supported local law enforcement by volunteering as a trauma surgeon with tactical police units.     TUBERVILLE: “Thank you, Mr. Chairman. Dr. Christine, in my lifetime, I’ve never seen the deterioration of an institution like we have in the trust of the American people after COVID. How are you gonna try to put that back together? Because we desperately need some help in getting a positive attitude towards our hospitals and our doctors back to the American people.”

    DR. CHRISTINE: “Yes, Senator Tuberville, number one, thank you so much for being here. Again, thank you for your introduction. Thank you for meeting with me before today’s hearing. I’m truly appreciative. The loss of trust that we have seen in our healthcare institutions and the healthcare policies emanating from this city are the worst that I’ve seen in over three decades of practice. People feel that during the pandemic particularly they were led astray, some people feel they were lied to. We have to work to restore that trust. Secretary Kennedy is 100% committed to doing that, as is President Trump.

    In my career as a surgeon, I’ve had to earn the trust of my patients, allowing me to operate on them, literally take their life within my hands. I believe I have the ability to communicate to patients and now hopefully to the American public at large and approach them and give them a sense that what I’m saying, what I’m telling is truly for the good of the country [and] comes from a position of honesty and transparency. I’ve had to do that for over 30 years as a surgeon and as a physician. I truly believe I can bring that skillset to the office of the Assistant Secretary for Health.”

    TUBERVILLE: “Yeah. The American people are tired of being lied to about their food, the ingredients, things that we’re now finding out that are detrimental to our health. And up here, you know, we seem to overlook all that, but we need to start looking out for the American people. How do you plan to help the Secretary with that?”

    DR. CHRISTINE: “Well, we know that Secretary Kennedy is absolutely committed to the Make America Healthy Again agenda to remove toxins from our foods, to make sure that all have access to clean water, that we focus on not just treating chronic disease, but finding out what causes chronic disease, diabetes, hypertension, obesity, and work to not only cure those diseases, but really prevent and eliminate those diseases. Secretary Kennedy is always wanting to approach things from the foundation of science. He truly believes in that. I agree with the Secretary on all of those things. I intend to support him. I intend to work diligently if I have the privilege of being confirmed. To support him in that quest to make Americans healthier than they’ve ever been.” […]

    TUBERVILLE: “Dr. Christine, rural America. We got problems getting healthcare. Our state is 60% rural in Alabama. Most of the south is rural. How do we handle that problem?”

    DR. CHRISTINE: “Yes, Senator. [I think] one of the things you’re speaking about are healthcare deserts – those areas where men, women and their children don’t have ready access to primary care services such as pediatrics or gynecologic services or family practice. We have to find ways to bridge those gaps. I think that absolutely telehealth can help provide a bridge to these individuals. We’ll see what AI brings in the future. But again, technology can help bridge this gap. We absolutely must encourage and must increase the number of primary care physicians, family practitioners, pediatricians, gynecologists and opticians and primary care nurses […] to help bridge this gap as well. Now that takes a while to spin that up. But in the interim, we have to find ways to bridge the gaps. We do have to use technology. I believe that I, as Assistant Secretary for Health, one of the things that I intend to do, if I’m privileged to be in that position, will be to be a true evangelist to really go out and encourage young men and women who are in medical school and nursing school to serve in these areas. Young men and women getting into healthcare, they want a mission. Wanna help them understand that that mission to serve our brothers and sisters in rural America and healthcare deserts is truly noble and is worthwhile.”

    TUBERVILLE: “And one thing we need to sell to in rural hospitals is loyalty to the people in these communities to go to these rural hospitals so we can save them. It’s not just that they’re not being served. It’s just we have to have loyalty in those areas. Thank you.”

    In January 2024, EUR 101 million were granted to Greece from the EU Solidarity Fund (EUSF)[1] to cover costs[2] for emergency and recovery operations in response to the disaster caused by the storm ‘Daniel’.

    Private damage and the agricultural sector are not eligible for EUSF support. Greece needs to submit to the Commission an implementation report describing the implemented operations 24 months after the disbursement date .

    In December 2023, the Commission provided EUR 43 million emergency financial support for the agricultural sectors most impacted by wildfires and floodings which affected Greece during August and September 2023[3], from which the amount of EUR 42 591 470.10 was disbursed by 28 April 2025, based on payments made to beneficiaries within the deadline .

    It is under Member States responsibility to ensure that payments are disbursed to the beneficiaries in full and within the payment deadlines as laid down by Union law[4].

    The Commission is closely reviewing the implementation of all the measures and interventions of both the Rural Development Programme[5] and the Common Agriculture Policy Strategic Plan of Greece (CSP)[6]. Commission representatives participate in the Monitoring Committees of the above programmes in an advisory role.

    In this context, the Commission reviews the financial data, the result indicators, and the progress towards quantified target values and milestones, encouraging the authorities to concentrate their efforts and speed up the implementation of all measures .

    A broad range of activities contributing to improving the administrative capacity necessary to ensure a smooth implementation of interventions and related payments, could be supported through the technical assistance aid available within the CSP.

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, delivered the following remarks on the Senate floor slamming Senate Republicans for moving forward with President Trump’s devastating rescissions package and continuing to urge a no vote on final passage:

    [LAUGHABLE CLAIMS OF “FISCAL RESPONSIBILITY”]

    “Two weeks ago, Republicans were jamming through the most expensive bill in the history of the country. And now, they say they are worried about the debt.

    “Two weeks ago, Republicans said four trillion bucks in tax cuts for the richest people in the world was nothing—literally. And now, they are saying a truly tiny fraction of that for rural radio is just too much.

    “So, I have to ask: Is this a joke? Are they really that bad at math?

    “First, Republicans were saying trillions in tax cuts were free. Get real.

    “And now, they are pretending to be fiscal hawks by shutting down local news, and letting epidemics go unchecked around the world.

    “Well, here’s another math lesson for my colleagues, Republicans could cut every dollar ever spent on the Corporation for Public Broadcasting since it was created—down to the last dime—and it still would not cover the cost of the bill Republicans just jammed through.

    “Republicans could actually cut every dollar we have spent on foreign aid since World War II—and that would still fall short compared to the cost of the Republican tax cuts.

    “Republicans could even cut the amount in this first rescissions bill—every single day for a year—and it still would not equal their tax cuts to help their rich donors.

    “So, make no mistake, if Republicans choose to do Trump’s bidding, if they push through this package to rip away funding for emergency alerts and global health programs, it is not because they take the debt seriously.

    [MORE REQUESTS COMING]

    “And that will be just as true for the next package, because let’s be clear, if Republicans go along with this package, despite the fact they clearly have issues with it, and despite the fact Russ Vought has refused to answer the most basic questions—even from the Republican Chair of the Appropriations Committee—about which programs he is going to cut.

    “If all of that is not enough to give Republicans just some pause, and they let Russ Vought steamroll them through this package, don’t be surprised when he sends more cuts down the pike.

    “It could be medical research, and after school programs, maybe heating assistance, workplace safety, road maintenance. Everything is going to be on the chopping block. And all of our time here in the Senate is going to be spent on those requests.

    [SPENDING PRIORITIES]

    “And here’s the kicker—no matter how many rescissions Russ Vought sends, no matter how many rescissions Republicans roll over and let pass, they will never offset the trillions in tax cuts they just passed without blinking an eye.

    “Because you could rescind the entire FY25 spending bill—twice over—and it still would not cover the four trillion in tax cuts Republicans just showered on the richest people in this country.

    “So, however this vote goes, expect to hear more from me on this every time Republicans try to pretend we don’t have money for child care, or medical research, or other programs that our families rely on.

    “Now, M. President. I’ve said a lot about how patently absurd it is for Republicans to pretend they are passing these cuts because they care about the debt. But I do not want to lose sight of the larger issues. It’s not just that Republicans’ play acting about the debt is absurd, the bigger problem here is that these cuts would be devastating for our communities and for American interests around the globe.

    [SHUTTING DOWN LOCAL STATIONS]

    “When it comes to local news, these cuts could force local stations that people know and trust—know and trust—off the air. This isn’t just about a program or two taking a haircut. Trump wants to slash every penny of federal funding that supports over 1,500 local TV and radio stations.

    “Those stations, and those funds, reach 98% of all Americans. And they are especially crucial for serving our rural areas and Tribal communities. Dozens of these stations rely on these investments for half of their funding, some rely on it for as much as 99 percent!

    “If these cuts go through, these stations go dark. Weather forecasters communities have turned to for years, news anchors that are trusted voices, local reporters who track down answers their communities need and hold their officials to account, will be sent packing. And those stations will go silent.

    “Do we want our farmers to have good local coverage of weather, and market conditions? Do we want our tribal communities to know what is going on at the state capitol? Do we want families to have updates about the local school board, or community events?

    “Because this package of cuts throws all of that in jeopardy.

    “To say nothing of emergency alerts. These stations can be a lifeline when disaster strikes. They are a trusted source of information, and sometimes the only source people have access to.

    “When the devastating wildfires hit southern California earlier this year, public radio broadcasts let millions of people know how to stay safe. When Hurricane Helene battered North Carolina, a local public radio station was the only source of information for many people.

    “And, in fact, many stations use their towers to actually deliver emergency alerts to people’s cell phones when cell towers go down. This funding supports stations who play an integral role in many states’ emergency planning.

    “Do you think our communities should have less warning in an emergency? Do you want to leave folks back home with less information when they are in harm’s way?

    Well, I guess you vote for this bill if that’s how you feel. Want you to know, I’m a hard no.

    [SIDE DEAL TO ROB PETER TO PAY PAUL]

    “And let’s not pretend a secret deal from Trump and Vought, to reallocate $10 million dollars, is somehow a serious fix to this. It is a tiny drop in the bucket compared to the massive cuts being pushed through here. In fact, it’s less than 1% of the overall funding that this package would rip away for public broadcasting and those alerts.

    [KIDS PROGRAMMING]

    “And don’t forget, these cuts are going to impact some of our kids’ and parents’ favorite educational shows. Sesame Street, Mister Rogers’ Neighborhood, Daniel Tiger, PBS Kids has a long track record of creating shows that are beloved.  

    “Not just because they keep kids entertained, but because they are thoughtfully crafted to help them learn and grow, to stoke their curiosity, to teach them caring and empathy. Any parent will tell you that is a worthwhile investment.

    “And any parent will also warn you, if you take away shows like this that gets kids engaged and gets them thinking, take that away, then there is an avalanche of brain-rot television that’s waiting to fill that void. Content that is crafted, not to get kids thinking, but to keep them watching at all costs.

    “We have to save Sesame Street. We have to tell Trump and Vought, Big Bird is not on the chopping block in this country. And we have to send this rescissions package to Oscar’s place—AKA the trash can.

    [AMERICAN INTERESTS ABROAD]

    “And M. President, I want to talk as well about the devastating cuts this package proposes to foreign assistance. I thought America’s leadership was important to Republicans?

    “But apparently, they want to penny pinch when it comes to keeping our commitments across the world, apparently, they want to save money by letting families starve, and kids die of preventable diseases. Because that is what this package will do.

    “And this isn’t some thought exercise—we have already seen how the first round of reckless DOGE cuts are working out.

    “There’s already a growing death toll and a huge leadership void that our competitors are racing to fill, people who needed health care—but Elon Musk shut down the only clinic for miles, kids contracting diseases like HIV and Malaria—because Trump totally upended our global health response, and let’s not forget, they’re going to destroy contraceptives we’ve already purchased rather than distribute them.

    “And people are starving to death while food supplies from American companies are sitting rotting in ports. That’s another part of why America’s farmers are coming out in opposition to this bill by the way.

    “This week, 500 tons of high energy biscuits expired. Food that we already paid for. Food that was meant to save lives. And because Trump and Elon Musk blasted USAID to smithereens and couldn’t be bothered to fix the mess that they caused, this food is now going to be incinerated—even as people we promised to help watch their kids starve.

    “That is outrageous, and it is infuriating.

    “Is that what Republicans think of as world leadership? Is it leadership to Republicans when Trump fires thousands of State Department workers who keep our nation safe, and make our voice heard in the world?

    “Is it leadership to Republicans when we pull investments out of international organizations, and create a void that our adversaries like China will be all too happy to fill?

    “We already know the DOGE cuts were devastating. We know that! What I don’t know is why on earth Republicans are getting ready today to double down and codify them by passing this bill. And no—‘because Trump said so’—is not a good answer.

    “Especially when it’s clear Russ Vought is the one steering this particular ship. I’m not even sure Trump knows what a rescission is! But I’m sure Republicans know better than to think these cuts will make our nation strong.

    “I know that because we passed these investments in a bipartisan way. And because I have heard them speak out about how much they hate these cuts. You can go back and watch our hearing on this, many of our colleagues across the aisle during that hearing voiced deep concern with these cuts, that they now intend to pass today.  

    “Because we all know these investments benefit American businesses who help feed the world.

    “They help stop outbreak, they stop diseases abroad before they spread and threaten us here at home. They help promote stability and avoid chaos and conflict that can put our interests—and our servicemembers—in harm’s way.

    “They help us advance America’s interests and keep our country safe and prosperous.

    “That’s the smart thing to do. It’s the smart thing to do. And of course, it is also the right thing to do.

    “So, it’s worth saying, cutting these investments is just down right wrong.

    “We should not be voting to let children starve or die from preventable diseases. We should not be voting to go back on our word to the world.

    Saving a couple pennies is not worth losing our credibility or causing millions of needless deaths across the globe.

    “It is not even close.

    [DOESN’T NEED TO BE THIS WAY]

    “And M. President. I want to impress upon one final point. And that’s this, it did not have to be this way, and it still does not have to be this way.

    “In fact, if Republicans come to their senses, and vote this thing down, we still can go a different route. We can do what we have always done and consider bipartisan rescissions as part of our annual appropriations process. That offer has always been on the table. And it still is.
    “I’ve heard Republicans say they don’t like this package, in fact they are trying to dial it back the tiniest bit. I’ve also heard that they don’t want to spend the next several months processing these requests out here on the floor, instead of focusing on our annual funding bills—or any number of other pressing priorities.

    “So: don’t vote for it!

    “Work with us to write bills that make targeted rescissions on a bipartisan basis. You don’t work for Donald Trump. You don’t work for Russ Vought. You actually work for your constituents. You can put them first. And you can vote this package down.

    “That has some real benefits compared to going down the path of this unprecedented—unprecedented— partisan rescissions.

    “I am serious—I want my Republican colleagues to think about that. And I mean really think about it.

    “For one thing, if we do things the normal, bipartisan way, you get to assert your say as a Senator about what is getting targeted, it’s not just ‘this is what Russ Vought says—take it or leave it.’ You can actually be a part of the discussion and speak out for what is important to you.

    “For another thing: If we go the bipartisan route, you don’t have to get jammed by this deadline. 

    “Instead of rushing through cuts this week without fully getting to consider and debate them, instead of being told ‘No, you can’t change this, we don’t have time.’ We can all sit down, make thoughtful decisions, and maybe even worthwhile changes as we go.

    “And here’s an important point, if we do rescissions together through our appropriations bills, instead of just letting Trump and Russ Vought jam through whatever they want, my colleagues would actually know what in the world they are voting for.

    [NO INFORMATION ON WHAT WILL BE CUT]

    “Because let’s get one thing straight, Republicans don’t actually know what programs are going to get cut if they pass this package.

    “We don’t know! It’s one of the great outrages of this package. Russ Vought is just outright refusing to tell us what programs he is going to cut if this package passes.

    “At our hearing with him, he refused to go into detail. He stonewalled us. We asked and we asked. The Chair, the Republican Chair, even asked him about this.

    “But OMB would not tell us! The question is: What will you cut? The answer has been: Pass it, we’ll see.

    “That is why the Republicans decided to protect just a handful of programs without actually reducing the funding associated with them, because they do not know the impact.

    “So, they preserve funding for Jordan, Egypt, and a few university partnerships. What about our allies in the Indo-Pacific? What about the implementers of these programs in our states?

    “None of us should accept not having those answers. And I’m sure my colleagues were told their priorities won’t be impacted, but Director Vought cannot keep that promise given the scale of these cuts. The math simply does not add up!

    “Even if you believe we should make cuts, you should be joining us to demand we actually know what is being cut. And, if we do this the right way, the bipartisan way, we would know. Because we would be writing the bill.

    “Now, doesn’t that sound a lot better, than just passing this pandora’s box, and finding out later what got cut?

    [IMPLICATIONS FOR THE SENATE]

    “Finally, I have said this before, several times, but I want to warn my colleagues once again, if you keep going down this path you are going to further undermine our bipartisan process. 

    “We have never, never before seen bipartisan investments, slashed through a partisan rescissions package. Do not start now. Not when we are working, at this very moment, in a bipartisan way to pass our spending bills.

    “As I said earlier, bipartisanship doesn’t end with any one line being crossed, it erodes, it breaks down bit by bit, until one day there is nothing left.

    Sure, a few members may be willing to stick it out and work as hard as they can to get a result.

    “But this Senate doesn’t work off a few members—it works off consensus building. And the more bridges you burn, the fewer paths you leave to get things done.

    “So, M. President, why go down this partisan path? Why vote to spend the next many weeks considering more of these packages? And why do it for a set of cuts that are so damaging? A set of cuts, many of you have serious concerns with?

    “We are at the table right now, the Appropriations Committee, writing bipartisan spending bills. And we can and absolutely discuss bipartisan rescissions.

    “Why don’t you join us and make that work easier, instead of making that work harder by passing this bill and setting a very painful new precedent.

    “I urge my colleagues to join me in voting NO.”

    Union Minister of Agriculture, Farmers Welfare, and Rural Development Shivraj Singh Chouhan on Wednesday celebrated the 97th Foundation Day of the Indian Council of Agricultural Research (ICAR) at the Bharat Ratna C. Subramaniam Auditorium, NASC Complex, Pusa, New Delhi. Addressing a gathering of scientists, farmers, and officials, he hailed ICAR’s contributions to India’s agricultural revolution under Prime Minister Narendra Modi’s leadership, describing scientists as “modern-day rishis” dedicated to farmer welfare.

    During the event, Shri Chouhan conferred the National Agricultural Science Awards to exceptional scientists, including women researchers and young innovators. He inaugurated the Viksit Krishi Exhibition, showcasing advanced agricultural technologies, released 10 new publications, and launched several Memoranda of Understanding to strengthen research collaborations. The event was attended by Union Minister of State for Agriculture Bhagirath Choudhary, Secretary of Agriculture Devesh Chaturvedi, ICAR Director General Dr. M.L. Jat, and directors of various agricultural research institutes.

    Chouhan expressed gratitude to ICAR on behalf of India’s 800 million citizens benefiting from the public distribution system and countries importing Indian agricultural products. He emphasized that the Foundation Day is a moment of pride, akin to a festival, and praised scientists for their unparalleled dedication to advancing farmer welfare.

    Highlighting India’s agricultural progress, the minister noted that foodgrain production has surged from an annual growth of 3.9 million tonnes (2000–2013) to 8.1 million tonnes (2013–2025), a 2.5 to 3-fold increase. Horticulture production has grown by 7.5 million tonnes annually over the past 11 years, while milk production has risen from 4.2 million tonnes annually (2000–2014) to 10.2 million tonnes (2014–2025). These achievements, driven by advanced technologies, have bolstered food reserves, enabling wheat exports and necessitating additional rice storage facilities.

    Despite challenges like climate change, fragmented landholdings, and pest infestations, Shri Chouhan credited ICAR’s scientific community for sustained agricultural growth. He urged scientists to prioritize natural farming, enhance pulses and oilseeds productivity, and develop compact machinery suited for marginal farmers. The minister emphasized that research must be driven by farmers’ needs rather than centralized decisions from Delhi-based institutes.

    The Viksit Krishi Sankalp Abhiyan, described as the world’s largest agricultural initiative, has identified 500 critical research topics for focused pursuit, following crop-specific consultations on soybean, cotton, sugarcane, and maize. Shri Chouhan addressed concerns over declining cotton yields due to viral attacks, including on Bt cotton, and called for collaborative efforts between ICAR and the agriculture department.

    To protect farmers from exploitation, the minister announced a forthcoming toll-free grievance helpline and strict action against the sale of substandard seeds, fertilizers, or unauthorized bio-stimulants, noting that over 30,000 bio-stimulants are currently sold unregulated. Letters have been sent to state Chief Ministers urging prompt action. Shri Chouhan also proposed affordable fertilizer outlets, modeled on Jan Aushadhi Kendras, to ensure fair pricing for farmers.

    The 2nd Joint Working Group (JWG) meeting on Agriculture between India and Argentina was held virtually on Wednesday, marking a significant milestone in bilateral agricultural cooperation.

    Devesh Chaturvedi, Secretary of India’s Department of Agriculture & Farmers’ Welfare, emphasized Argentina’s importance as a key partner for India, highlighting the potential for collaboration in sharing knowledge, technologies, and best practices. He identified agricultural mechanization, pest control, climate-resilient agriculture, and joint research as critical areas for cooperation, underscoring the mutual benefits for both nations.

    Willie Geist, MSNBC: Joining us now here in Studio New York’s Democratic Governor, Kathy Hochul. Governor, great to see you as always.

    Governor Hochul: Thank you. Thank you.

    Willie Geist, MSNBC: A lot to talk to you about. Let’s talk, first, about the mayoral race that we’ve been discussing already this morning. Zohran Mamdani is leading the polls right now, but former Governor Andrew Cuomo says “I’m staying in.” You’ve got the current mayor Eric Adams in the race as well. We were talking as you sat down, you said, “It is my job to make it work whoever the mayor of New York City is, I can work with whoever wins this race.”

    Governor Hochul: That is a true statement. I have no choice, and what people fail to realize — what they will next year perhaps — is that the Governor has enormous power over all of our cities. And, for example, a couple days ago I had to sign legislation to allow the City of New York to put cameras in speed zones near schools. Now, one would think that’s something the local government handles, but the way it’s been structured since the 1970s when a lot of power was given because of the meltdown, the fiscal crisis here — Albany has extraordinary power over the city.

    I can work with whomever the voters want me to work with. I will never harm the City of New York. I won’t hold money hostage and make people suffer as has been practiced in the past. But people have to understand that I’m going to make sure that we have a climate where businesses can thrive. They create jobs, they give us the revenues I need to be able to have very generous social safety net programs. We’ll keep it all together, but this is going to be an election for the ages. A little unprecedented to have all the attention in November. It’s usually settled in June so we’ll be watching closely.

    Willie Geist, MSNBC: Mamdani met with a group of business leaders here in New York yesterday, expressed some of their concerns about his policy proposals, that he’s a democratic socialist, that he might not have the best interest of New York City’s business community in mind. Do you share any of those concerns?

    Governor Hochul: I actually raised many of those concerns with him directly. I said, “You have a lot of healing to do with the Jewish community. Many of your words have been hurtful and hateful to people in their interpretation of it.” So job number one is to straighten that relationship out if you can, and to get them to understand that if you become the mayor, we don’t know the outcome, but if you become the mayor, that you’ll be a mayor for everyone.” And no one should have to worry about being in the city and feeling less safe because of who the mayor is and their religious beliefs. So that was important. I raised that concern.

    The other one is the business community. Now, everyone that was having a hair on fire moment, and I said, “Let’s just calm it all down.” I’ve spoken to hundreds of business leaders saying, “Listen, nothing is going to happen to this city without me being aware of it and involved in it. So don’t talk about packing up and leaving.” — and all these other, overreactions, we’re going to be okay no matter what happens.

    And so I’ve had to do a lot of — I’ve become the therapist in chief it seems. I’m saying to everybody, “We’re going to be okay.” Maybe it’s the mom in me, I know how to calm down situations and we’ll get through this. Don’t panic, everybody. Let the process play out. Let the voters decide and then we’ll deal with it. But I did raise those same concerns, and they need to be addressed.

    Reverend Al Sharpton: Governor, we’ve seen some of this before with Bill de Blasio. People said he was a socialist. He never said himself that he was, but they said it. He was elected and reelected. But does it concern you that not only dealing with the questions about Mamdani, who I think has addressed some of these concerns and still evolving, that his opponents come with baggage?

    We’re almost forgetting that, you have the former Governor who has a lot of concerns and you have the Mayor who people are concerned about his relationship with President Trump. So there’s baggage there that you’ve got to balance.

    And the second part is that they’re going to try and demonize whoever is the elected mayor because they’re really trying to get their guns loaded to come after you and Attorney General Tish James next year. And isn’t a lot of this trying to be over the top with Mamdani and others to try and act like the whole Democratic Party, and therefore Kathy Hochul and Tish James shouldn’t be elected next year. Isn’t a lot of that a concern, or should that be a concern of yours?

    Governor Hochul: I don’t worry about those things. That is down the road. I suspect there are people conspiring against me for next year. Whether it’s Republicans — it goes with the turf. I can handle this. It’s my 16th election. I know how to do this. And I always say bring it on. Bring it on.

    But my point is also that, as you mentioned about Bill de Blasio, he did freeze the rent three times himself. That’s it’s not something brand new and radical to do that. People are suffering in this city, and I think Mamdani tapped into something that is real and visceral like I’m not getting ahead. I’m working hard. I’m doing the best I can and I’m not living the American Dream and everything is so expensive. So, I am aligned with the issue of raising people’s living, income, making sure that people have houses. That’s the most expensive cost for any family is their rent bill and the utility bills associated with that.

    So, I’m aggressively trying to build more housing. I want partners who will do that with me and break down all the barriers of people who just say, “Not in my backyard.” I’m sorry, you want to live in a big city –- there are going to people in your backyard. And we have to be more expansive in this.

    And what I’ve done is put $5,000 back in families’ pockets with my Budget. So, trying to offset some of this feeling of anxiety that people aren’t listening to me. So, we’re doing what we can, but then again, we have to deal with everything going up because of the tariffs. Let’s talk about that. We have inflation that drove up the cost of everything. Families can’t get their head above water. And now we have the Trump tariff taxes — raising the cost of everything, a pair of sneakers for a child this fall, and their mom’s going to have to pony up more than 44 percent more than last year to buy a pair of sneakers. This is hard on families. I’m focused on this. Affordability is not something that I just woke up to. It’s something I’ve been fighting for years and we’re making a real difference for people, but they just feel like they’re not getting ahead and I understand that.

    Jonathan Lemire, MSNBC: Governor, you mentioned President Trump’s tariff policy. Let’s also turn to the one “Big Beautiful Bill.” Now, law of the land, and talk to us about the way the budget cuts are going to impact New York State particularly, and people think of New York State as New York City, but as we well know it, it extends far beyond that.

    There are a lot of rural areas and I know there’s real concern about both Medicaid and rural health care.

    Governor Hochul: Absolutely. I was just up in Elise Stefanik’s district in the North Country, which is getting hammered, first of all the tariffs because the Canadians are not coming over. They’re not spending money in the hotels and restaurants. The tourism economy is suffering. Then you have the farm community, the farmers, Republican farmers, don’t know why their own elected officials voted against their interests with higher costs because of tariffs, closing out markets to them that they had always counted on the cost of even steel or the shavings that go in the stalls for their cows is more expensive because they got it from Canada. So, you have all that. But then to tell them that you are at risk of losing five of your rural hospitals in this one congressional district. That is real. I had a forum up there. I had 400 people — standing room only. Farmers, people in tourism, the small businesses, people in health care hospitals, they’re in a panic.

    And this is what I want to point out all across the state, seven members of the Republican party elected in this state voted against the interest of their own constituents. How do you do that and think you’re going to get away with it? Oh, you’ll push back the pain until 2027. Guess what? We’re going to remind everybody what you did to them, and it’s going to have an effect on your 2026 election, and that’s how Hakeem Jeffries will become the next Speaker to try and undo the pain that you’re talking about.

    We’ll lose 67,000 health care jobs, $8 billion hit to our hospitals and health care providers. The State of New York will have enormous challenges heading into next year, and in fact, this year we have to make up $750 million that they just took away this year alone. So, we’re fighting back, but it’d be really nice if we had some, I’m not even asking for real profiles and courage. Just don’t vote against your own constituents. It’s that simple.

    Willie Geist, MSNBC: So, Governor, when five rural hospitals close in a single district, and you’re talking about losing almost a billion dollars in funding for that kind of thing, what do you do? What does the State of New York do? What does a county do? How do you make up for the fact that this is where my doctor is? Now that hospital’s closed, I’ve got to drive far, my Medicaid reimbursements aren’t coming in. How do you as a state try to bridge that gap?

    Governor Hochul: We’re looking at that right now, and it is a shame that – what Washington has done – Republicans in Washington have done will now have an impact on our ability to provide services here in the State of New York. We already spend an enormous amount of money taking care of people’s health care and education and childcare and nutrition programs, but we count on the federal government to be a partner in this, and when they pull out their share going to cost us so much more to do this. There’s not a state in this nation that can completely backfill all the cuts that they have now unleashed on us. It is not possible. So, we’ll have to figure it out with my team. I’m getting together with my cabinet this week. We have to make up $750 million right now. I’m saying, “Go back to your agencies, find some cuts, find out what we can save some money.” Next year, I have a $3 billion cut. We’ll get together with the Legislature, try to work it out, but this is grotesquely unfair, not just to the states, but to the people we serve. And they need to wear this. So this is gonna be a drumbeat. We’re not stopping because it didn’t have to be this way. You actually can vote against what your president tells you sometimes. It might be politically smart for you in a place like New York but they didn’t do that. I lost my seat in Congress, representing the most rural district, the most Republican district in New York, because I refused to vote to repeal the Affordable Care Act. I knew those people in those rural areas that I represented myself would suffer from this, even though they threw me out of office because I stood up for them. But every once in a while you have to do the right thing — and they had the opportunity and they blew it.

    Willie Geist, MSNBC: They blew it and it’s devastating to a lot of people. I want to ask you finally governor about something that’s exciting to a lot of parents that’s about to happen this fall. This school year which is a statewide ban in New York public schools on cell phones for kids. This has been an issue that parents and kids and schools and politicians have debated. You got the state to this place of, we’re talking bell to bell, you say, right? You check it in the morning, you get it back at the end of the day. How hard was it to get this over the line and how exactly will it work?

    Governor Hochul: It was very difficult. It took a year of me doing round tables with parents and students and administrators and superintendents, and there was a sense of Albany can’t tell us what to do. Then I said, “Then do it yourself. You know it’s better for the kids, superintendent and school boards. Do it yourselves.” Well, the parents will be upset. So, I said, “Listen, I’ll be the heavy. I’m a mom. I’m used to taking the blame, right? So let me wear this. Let’s do it, and let’s get this done as soon as possible, starting this fall.” So, all I want to do is give our kids their freedom back, not being addicted to this device all day long. They’re watching TikTok dance videos instead of listening to the math teacher

    And it’s affecting their academic performance, but also they’re not developing into fully functioning adults emerging as 18 year olds anymore because they’re not used to communicating. They don’t make eye contact; they don’t talk to each other. So this is going to change the quality of life for our kids — and hopefully help their mental health because we have a severe mental health crisis right now with teenagers. I can’t tell you how many days a week I hear from a parent who says, “my child is so depressed, they’re contemplating suicide. I’m so glad you’re taking the cell phones out of their hand because that’s where it started.” So I think other states should do this. It takes guts, you have to stand up, but I will do anything to protect your kids as if they’re my own.

    Willie Geist, MSNBC: And one of the arguments against it is safety. If there’s a school shooting, then the kids need to be able to call their parents or call 911 or whatever it is, or if there’s some other emergency in the school — but you heard something interesting from law enforcement on that.

    Governor Hochul: This is what changed my perspective completely and I’m a mom who sent her kids to school during Columbine — and that fear of what happens when you send your child off to school and something horrific happens. We’ve had so many school shootings, but when law enforcement told me that if there is an active shooter in the building, the last thing you want is for your child to have their cell phone.

    First of all, it rings, they’re identified, or they start videoing or sending text messages, and they’re not paying attention to the trained professional in the front of the room – their teacher, their teachers go through constant drills. So sheriffs and police officers and district attorneys worked with me to try and persuade the parents.

    As hard as it is to give that connection up with your child, it is better for them in a crisis like that. So that’s what we need to lean into and say your child is safer not having the phone, and they’ll be more well adjusted. They’ll be happier, they’ll have more friends in person. One young girl told me, I said, “why can’t you just put it down?” She said, “You have to save us from ourselves. We can’t put this down. We need you to do it.” That’s all I needed to hear. And we got it done.

    Willie Geist, MSNBC: And so is it in the morning, it goes into a Ziploc bag or what? How does it work?

    Governor Hochul: Every school can do it their own way — I’ll be in the Bronx today with the school superintendent, and they’re going to have these pouches called yonder pouches. They zip them up all day. Any school can do it the way they want. If you want to have a rack in the back of the classroom, but they cannot have it on them because the temptation is too great. When they get 250 notifications a day — kids do. We tracked this last year, we had a really strict nation leading ban on addictive algorithms from social media companies going after our kids. That was a big step last year, and I encourage the federal government to take a look at this. We’ve got to save our kids. They’re crying for help. We’re the adults, it’s our job.

    Willie Geist, MSNBC: I think a lot of people around the country will be watching New York to see how this goes, and I think a lot of parents are grateful that you took that step.

    Bipartisan Legislation Closes Critical Gaps in Foreign Agricultural Land Ownership Tracking

    Washington – Recently, Rep. Don Bacon (R-NE-02) along with Reps. Mark Alford (R-MO-04), Michael Bost (R-IL-12), Salud Carbajal (D-CA-24), Henry Cuellar (D-TX-28), Brad Finstad (R-MN-01), Ashley Hinson (R-IA-02), Chrissy Houlahan (D-PA-06), Dan Newhouse (R-WA-04), and Jimmy Panetta (D-CA-19) introduced bipartisan legislation, H.R. 4362, the AFIDA Improvements Act of 2025, to address concerns about foreign farmland ownership.

    The AFIDA Improvements Act codifies recommendations published by the GAO to amend the Agricultural Foreign Investment Disclosure Act (AFIDA) to ensure there is timely and detailed data sharing of foreign investments in agricultural land transactions, better oversight and validation of information, and a better way to help identify those foreign entities who do not file notification they have purchased land in the United States. This legislation will help the United States better track and combat the CCP trying to buy up farmland.

    “The AFIDA Improvements Act is a bipartisan path to address the national security concerns stemming from the growing purchases of farmland by the Chinese Communist Party. This legislation, among other things, will ensure there is timely and detailed data sharing of foreign investments in agricultural land, better reviewing and validating of information, and identify those foreign entities who do not file notification they have purchased land in the United States,” said Rep. Bacon. “Having actual processes in place will strengthen the security of our nation in the event nefarious foreign agents, such as the CCP, try to purchase agricultural lands within our nation. These lands must be protected as they are essential to feeding our country and other parts of the world, feeding livestock, fueling vehicles, and other uses.”

    “Purchases of American farmland by foreign adversaries are a grave national security risk that has gone on for too long,” said Rep. Alford. “The Trump Administration and House Republicans have made confronting this threat a top priority. The AFIDA Improvements Act will provide the necessary data reporting and transparency for land transactions to help the government weed out unscrupulous land deals. This bill is a critical part of protecting U.S. farmland and should be included in any larger package to address this egregious problem.”

  • MIL-OSI USA: Chairman Mann Leads Subcommittee Hearing on Safeguarding U.S. Agriculture, Disease Prevention in Animal Health

    WASHINGTON, D.C. – Today, Rep. Tracey Mann (KS-01), chairman of the House Agriculture Committee’s Subcommittee on Livestock, Dairy and Poultry, led a subcommittee hearing entitled “Safeguarding U.S. Agriculture: The Role of the National Animal Health Laboratory Network (NAHLN).” During the hearing, the Chairman underscored the vital role the National Animal Health Laboratory Network plays in mitigating foreign animal diseases like the Highly Pathogenic Avian Influenza, African Swine Fever, and New World Screwworm. 

    Chairman Mann also emphasized the role institutions like the Kansas Veterinary Diagnostic Laboratory and the National Bio and Argo-Defense Facility play in preventing animal diseases from spreading and highlighted the devastating impact the New World Screwworm would have on cattle producers in the Big First District and across the country if it reaches U.S. borders. The Chairman ended his questioning touting investments the One Big Beautiful Bill Act made into animal health research, strengthening the nation’s food supply chain and better positioning the United States to focus on disease prevention rather than outbreak control. 

    Excerpts:

    [Opening Statement as Prepared]: “Good morning and thank you all for joining us at today’s hearing. I am excited to chair this hearing of the House Agriculture Committee’s Subcommittee on Livestock, Dairy, and Poultry, where we will focus on the important work of the National Animal Health Laboratory Network, or NAHLN. As a fifth-generation Kansas farm kid I grew up riding pens and doctoring cattle at my family’s preconditioning feedlot and I intimately understand the vital role that animal health plays in all livestock and poultry operations. 

    The National Animal Health Laboratory Network is a critical piece of our ability to respond to and mitigate foreign animal diseases. Originally comprised of 12 laboratories when created in 2002, the NAHLN network has grown to include over 60 State and university laboratories, including the Kansas State Veterinary Diagnostic Laboratory in Manhattan, Kansas.  

    These labs are strategically placed across the United States to support animal agriculture by developing and increasing the capabilities and capacities to support early detection, rapid response, and appropriate recovery from high-consequence animal diseases. Put simply, they are our first line of defense. 

    These labs do not operate in a vacuum. The NAHLN network is successful because of partnerships between Federal, State, and university-associated animal health laboratories and experts. This partnership is critical to response efforts when foreign animal diseases are detected, such as Highly Pathogenic Avian Influenza, New World Screwworm, African Swine Fever, and so many more.  

    Today, you will hear from a panel of experts who work at NAHLN laboratories. These experts will be able to share pertinent information about the critical work they do – whether it be tracking the New World Screwworm outbreak in Mexico, identifying the move of hi-path into dairy cattle in Texas, working with the National Bio and Agro-Defense Facility in Kansas, or crucial swine testing in Iowa. 

    This hearing could not come at a better time to highlight the work of the NAHLN laboratories and talk about the need for additional resources. As of two weeks ago, funding for NAHLN – as well as funding for the National Animal Disease Preparedness and Response Program and National Animal Vaccine and Veterinary Countermeasures Bank – was substantially increased in the One Big Beautiful Bill. 

    The One Big Beautiful Bill included $233 million per year for the three-legged stool, with $10 million per year directed towards the NAHLN laboratories, which is on top of existing discretionary funding. This funding will increase diagnostic capabilities, improve research, assist in disease surveillance, and strengthen our overall capacity as a nation to prevent, detect, and mitigate foreign animal diseases. I am proud of the work this Committee did to shore up our animal health resources and protect the herds and flocks that bring so much value to our producers and national security. 

    I look forward to hearing from our witnesses about the work they do, day in and day out, in their roles with the National Animal Health Laboratory Network. I am excited to hear about how the increased funding will help their operation of these laboratories, which foreign animal diseases they see as the most consequential, and how we as Congress can be good partners to them. Again, thank you all for being here.” 

    [On NBAF and NAHLN combatting foreign animal disease]: “The National Bio and Agro-Defense Facility in Manhattan, Kansas, is a state-of-the-art facility that will help protect the nation’s agriculture, farmers, and consumers against the threat and potential impacts of serious foreign animal diseases. NBAF has biosafety level 2, 3, and 4 laboratories, allowing them to study and diagnose the most consequential animal pathogens. NBAF plays a critical role in our animal disease preparedness and management and is an important partner to the NAHLN system. Dr. Retallick, how does the Kansas State Veterinary Diagnostic Laboratory collaborate with NBAF, and how will each of your operations supplement one another?” 

    Retallick: “We are excited to have NBAF as our neighbor in Manhattan, KS. NBAF has multiple missions, one of those is research and one of those is service, which is the NAHLN lab that was discussed. And so the NAHLN being a network, our interaction with them through the NAHLN and confirmatory testing is going to be the same as all the NAHLN laboratories for that. The other thing you might see us assist in NBAF is training the future technicians for them. Often entry level will come in, we will train, and they may go to work in NBAF. Ultimately, the collaboration will be very similar among all of the state laboratories, with NBAF being our parent lab and our confirmatory testing place.”

    [On New World Screwworm]: “The detection of New World Screwworm in Mexico is a huge threat to our domestic cattle producers. USDA estimates that a contemporary outbreak in Texas alone could cost producers $732 million per year. If you expand those results to the states within the historic range of New World Screwworm pre-eradication, a contemporary outbreak would cost producers as much as $4.3 billion per year and cause a total economic loss of over $10 billion. These are not losses our producers, or our economy, can afford. Again for you Dr. Retallick, surveillance and testing capacity was critical to eradicating this pest back in the 1960s. How are the NAHLN laboratories involved in preventing the spread of screwworm, and what role would they play if the pest were to reach our shores?”

    Retallick: As I stated earlier the NAHLN labs, many of them are in universities and state departments of ag, which have specialists. Each specialist is highly trained to recognize diseases and new disease threats. At KVDL, like many of the other labs in the network, we have parasitologists and pathologists who have already gone through training to recognize this. So, we will recognize through there. The NAHLN is also discussing it in their weekly calls, updating us and providing training. And in addition, with the caseload that comes through these diagnostic laboratories in the states, we see all sorts of things and animals for disposal, allowing us a large caseload to surveil coming in through routine testing.”

    [On One Big Beautiful Bill Act]: “Two weeks ago the One Big Beautiful Bill was signed into law. We were able to secure historic investments to modernize the farm safety net, promote ag products overseas, increase research, and important to this hearing, shore up our animal health tools. Under the One Big Beautiful Bill Act, the NAHLN system will receive $10 million annually through fiscal year 2030 on top of existing discretionary funding. At a time when foreign animal diseases are threatening our producers on all fronts, how will this investment help your lab to prepare for and respond to an outbreak?”

    Main: “Thank you. It would be a tremendous help, I would say, from providing a base of capacity and capability which is principally driven by our people. And that additional funding will enable I think, across the laboratory to really help with, I would say, maintaining adequate preparedness, via the people in the laboratory.

  • MIL-OSI Africa: From Mine Shafts to Classrooms: How a Cobalt Mining Town is Reclaiming Childhood and Rebuilding Hope

    Thirteen-year-old Beni Cial Yumba Musoya used to spend her days scavenging for cobalt under the scorching sun in the artisanal mines of Kolwezi. Today, she dreams of donning a white coat and saving lives. “I want to be a doctor,” she says, smiling shyly from her wooden desk at Kasanda Primary School in Kasulo, a neighbourhood nestled in Congo’s mining heartland of south-eastern Democratic Republic of Congo. “I will build schools and health centres to help people, just as I was helped before,” she continues.

    Beni is one of thousands of Congolese children whose lives have been transformed by the Support Project for Alternative Welfare of Children and Young People Involved in the Cobalt Supply Chain (PABEA-COBALT) (https://apo-opa.co/4l0Hwfv), a bold $82 million initiative funded by the African Development Bank.

    The project aims to eliminate child labour in the cobalt sector – an industry vital to the global tech economy, yet plagued by poverty, informally and exploitation.

    The atmosphere here has changed dramatically. Just a few years ago, the soundscape of Kasulo was dominated by the roar of rudimentary mining machinery and the shuffle of children burdened by sacks of ore. Today, those echoes have been replaced by the buzz of classrooms, the chatter of pupils at recess, and the laughter of children rediscovering play and learning.

    In early 2022, PABEA-COBALT identified more than 16,800 Congolese children working in artisanal cobalt mines in the provinces of Haut-Katanga and Lualaba. Since then, 13,587 of them – including Beni – have been enrolled in schools. Many attend newly constructed or rehabilitated facilities like Kasanda Primary School, where education, healthcare, psychological support and civil registry services are provided at no cost.

    “Before, I used to collect minerals in artisanal mines. That was all I knew,” recalls Beni, her expression briefly clouded by painful memories.

    A few steps away, Marie Samba tends to her hens and quails, her hand dusted with feed rather than cobalt residue. A former mine worker, Marie once spent her days sorting and washing cobalt to survive. Today, she’s a trained poultry farmer. “I used to collect and wash minerals to sell them,” she sighs.

    Marie is one of over 10,500 parents and guardians supported by the project – well above the initial target of 6,250. They have received training in agriculture and livestock farming, as well as materials to start-up kits to launch small businesses. Additionally, 8,200 young people formerly working in the mines are being supported to integrate into school, vocational training, or income-generating activities.

    “We have been educated and trained in livestock farming and agriculture. We have also been given supplies to start our activities. I didn’t think I could change my life like this,” says Marie Samba, who is delighted with the excellent results she is achieving with her poultry farm

    PABEA-COBALT has also helped establish two entrepreneurship centres in Haut-Katanga and Lualaba, equipped with modern equipment for agriculture, livestock farming and food processing. These centres serve as anchors for change, empowering young people and parents to build livelihoods away from the mines.

    “One of the project’s greatest successes is that it has anchored change from within the communities,” says project coordinator Alice Mirimo Kabetsi. “Solutions don’t just come from outside: they are now driven by parents, teachers and young people themselves. This model proves that by focusing on education and local entrepreneurship, we can break the cycle of child labour in the mines for good,” she said.

    Across the region, this shift is tangible. Nearly 1,000 agricultural cooperatives have been reorganized, strengthening local agricultural and livestock value chains and offering new economic opportunities. The transformation has drawn international attention. A recent report from the DRC’s National Human Rights Commission titled Child labour in artisanal cobalt mining sites (https://apo-opa.co/4lU5lGn), produced in collaboration with the UN Human Rights Council, commended the project’s “tangible results” and urged replication in other mining-affected region across the Great Lakes.

    Back in Kasulo, children like Beni are rediscovering their childhood dreams and the power of innocence. Mothers like Marie are holding their heads high, proud to be building a future free from the cobalt mines.

    For partners such as the African Development Bank, this project has not only changed lives. It has paved the way for a whole generation growing up far from the mines and building, day after day, a stronger, fairer and resolutely forward-looking society.

  • MIL-OSI Submissions: Muhammadu Buhari: Nigeria’s military leader turned democratic president leaves a mixed legacy

    Nigeria’s former president, Muhammadu Buhari, who died in London on 13 July aged 82, was one of two former military heads of state who were later elected as civilian presidents. Buhari was the military head of state of Nigeria from 31 December 1983 to 27 August 1985 and president from 2015 to 2023.

    The other Nigerian politician to have been in both roles is former president Olusegun Obasanjo . He was a military ruler between 1976 and 1979 and elected president between 1999 and 2007.

    Buhari led Nigeria cumulatively for nearly a decade. His time as military head of state was marked with a war against corruption but he couldn’t do as much during his time as president under democratic rule.

    As a political scientist who once served in the Nigerian Army, I believe that former president Buhari’s government’s war on terrorism was largely underwhelming, despite promises and early gains.

    In his elected role, Buhari maintained a modest personal lifestyle and upheld electoral transitions. Nevertheless his presidency was marred by economic mismanagement, a failure to implement bold structural reforms, ethnic favouritism, and an unfulfilled promise of change.

    He did leave tangible infrastructural footprints, a focus on agriculture, and foundational efforts in transparency and anti-corruption.

    So his mark on Nigeria’s development trajectory was mixed.

    Early years

    Buhari was born on 17 December 1942, to Adamu and Zulaiha Buhari in Daura, Katsina State, north-west Nigeria. He was four years old when his father died. He attended Quranic school in Katsina. He was a Fulani, one of the major ethnic nationalities in Nigeria.

    After completing his schooling, Buhari joined the army in 1961. He had military training in the UK, India and the United States as well as Nigeria.

    In 1975 he was appointed military governor of North Eastern State (now Borno State), after being involved in ousting Yakubu Gowon in a coup that same year. He served as governor for a year.

    Buhari later became federal commissioner for petroleum resources, overseeing Nigeria’s petroleum industry under Obasanjo. Obasanjo had become head of state in 1976 when Gowon’s successor, Murtala Muhammed, was assassinated in a failed coup that year.

    In September 1979, he returned to regular army duties and commanded the 3rd Armoured division based in Jos, Plateau State, north central. Nigeria’s Second Republic commenced that year after the election of Shehu Shagari as president.

    The coup that truncated the Shagari government on 31 December 1983 saw the emergence of Buhari as Nigeria’s head of state.

    Buhari’s junta years

    Buhari headed the military government for just under two years. He was ousted in another coup on 27 August 1985.

    While at the helm he vowed that the government would not tolerate kick-backs, inflation of contracts and over-invoicing of imports. Nor would it condone forgery, fraud, embezzlement, misuse and abuse of office and illegal dealings in foreign exchange and smuggling.

    Eighteen state governors were tried by military tribunals. Some of the accused received lengthy prison sentences, while others were acquitted or had their sentences commuted.

    His government also enacted the notorious Decree 4 under which two journalists, Nduka Irabor and Dele Thompson, were jailed. The charges stemmed from three articles published on the reorganisation of Nigeria’s diplomatic service.

    Buhari also instituted austerity measures and started a “War Against Indiscipline” which sought to promote positive values in the country. Authoritarian methods were sometimes used in its implementation. Soldiers forced Nigerians to queue, to be punctual and to obey traffic laws.

    He also instituted restrictions on press and political freedoms. Labour unions were not spared either. Mass retrenchment of Nigerians in the public service was carried out with impunity.

    While citizens initially welcomed some of these measures, growing discontent on the economic front made things tougher for the regime.

    Buhari, the democrat

    Buhari’s dream to lead Nigeria again through the ballot box failed in 2003, 2007 and 2011. To his credit, he didn’t give up. An alliance of opposition parties succeeded in getting him elected in 2015.

    The legacy he left is mixed.

    Buhari’s government deepened national disunity.

    His appointments, often skewed in favour of the northern region and his Fulani kinsmen, fuelled accusations of tribalism and marginalisation. His perceived affinity with Fulani herdsmen, despite widespread violence linked to some of them, further eroded public trust in his leadership.

    His anti-corruption mantra largely did not succeed. While some high-profile recoveries were made, critics argue that his anti-corruption war was selective and heavily politicised.

    Currently, his Central Bank governor is on trial for corruption charges.

    The performance of the economy was also dismal under his tenure. Not all these problems could be laid at his feet. Nevertheless his inability to tackle the country’s underlying problems, such as insecurity, inflation and rising unemployment, all contributed. He presided over two recessions, rising unemployment, inflation, and a weakened naira.

    He did, however, succeed on some fronts.

    He tried with infrastructure. The Lagos-Ibadan expressway, a major road, was almost completed and he got the railways working again, completing the Abuja-Kaduna and Lagos-Ibadan lines. He also completed the Second Niger Bridge.

    There was an airport revitalisation programme which led to improvements in Lagos, Abuja and Port Harcourt airports.

    Buhari signed the Petroleum Industry Act after nearly 20 years’ delay. This is now attracting more investments into the oil industry.

    He also initiated some social investment schemes like N-Power, N-Teach and a school feeding programme. They provided temporary jobs for some and gave some poor people more money in their pockets. N-Power is a youth empowerment programme designed to combat unemployment, improve social development and provide people with relevant skills.

    These programmes later became mired in corruption which only became known after he left office.

    There was also an Anchor Borrowers Scheme to make the country more sufficient in rice production. Again, it got enmeshed in corruption and some of its officials are currently standing trial.

    In the fight against corruption, the Buhari administration made some progress through the Treasury Single Account, which improved financial transparency in public institutions. The Whistle Blower Policy also led to the recovery of looted funds.

    Security failures

    Buhari oversaw a deterioration of Nigeria’s security landscape. Banditry, farmer-herder clashes, kidnapping and separatist agitations escalated.

    In 2015 Buhari campaigned on a promise to defeat Boko Haram and restore territorial integrity in the north-east. Initially, his administration made some progress. Boko Haram was driven out of several local government areas it once controlled, and major military operations such as Operation Lafiya Dole were launched to reclaim territory.

    However, these initial successes were not sustained. Boko Haram splintered, giving rise to more brutal factions like the Islamic State West Africa Province. This group continued to launch deadly attacks.

    Buhari’s counter-terrorism strategy was often reactive, lacking a clear long-term doctrine. The military was overstretched and under-equipped. Morale issues and allegations of corruption in the defence sector undermined operations.

    Intelligence coordination remained poor, while civil-military relations suffered due to frequent human rights abuses by security forces. Community trust in the government’s ability to provide security dwindled.

    Buhari’s second coming as Nigeria’s leader carried high expectations, but he under-delivered.

    Farmers are 3.5 times more likely to die by suicide than the general population. The legislation would build upon Ernst and Baldwin’s Farm and Ranch Stress Assistance Network (FRSAN) work that connects farmers, ranchers, and agriculture workers to stress assistance programs and resources.

    TUBERVILLE: “Mr. Kim, you touched on this very briefly in your opening statement. The E.U. and U.K. are moving quickly to attract blockchain-based innovation. What risk are we at in the United States? What are we gonna face if we don’t get more urgent about what’s going on?
    I recently talked to some exchanges and they’re freaking out basically about, ‘Hey, we’ve gotta do something or we’re gonna move out of the country.’ What [are] your thoughts?”
    KIM: “Thank you very much for your question, Senator. As I mentioned in my testimony, it is a global race to the top. So other jurisdictions have not been waiting for the U.S. to lead. You have the E.U., Singapore, Japan, U.K. [are] all looking into technology resources. I see block chain development and digital assets as the plumbing and infrastructure for the second half of the 21st Century. We need the U.S. to lead.
    That said, despite the progress in other jurisdictions, everyone is watching the U.S. now. They’re seeing the Senate having passed [the] GENIUS [Act], they’re seeing development on the market structure bill, including in this Committee. And even the U.K. is actually a really good example, Senator, where they had been taking a very modular, patient approach, but recently they announced an all-at-once approach. And I believe that there’s an opportunity for the U.S. to cement this leadership and make sure this innovation stays here in the U.S. — and that starts with a comprehensive incentive framework as I discussed, Senator.”
    TUBERVILLE: “Thank you. Mr. Sexton [do] you want to follow-up on that? You got anything on that — about us dragging our feet?”
    SEXTON: “Senator, I encourage this Committee and the House to continue to work on legislation in this area. I think it’s very important. I can tell you that from our perspective, we have, as I indicated, member firms are already engaged in this activity. And to the extent that the CFTC would be provided with not only anti-fraud, but also regulatory oversight over digital commodities, I think it’d be very helpful as far as our own regulatory structure here.”
    TUBERVILLE: “Thank you.
    Mr. Behnam, the U.S. model of having two regulators — and we touched on this briefly — only works if there are clear jurisdictions. You’re very familiar with that. Can you talk about the need to clear up, you know, this regulatory definition between CFTC and the SEC?”
    BEHNAM: “Senator, thanks for the question. It’s the first and most important step because from that point, the two agencies will be able to really start to develop rules either distinctly and uniquely or in a joint fashion. But this is certainly a new asset that has a lot of characteristics that are similar to other assets but also have a lot of characteristics that are novel and new and are gonna require a different way of thinking about it. So, I do think it’s critically important. I also think, putting myself in my old shoes, it is important that the agencies get a bit of a steer from this Committee in Congress because there are lines that I think this committee and the Congress can draw to help the agencies start to really define the landscape of what tokens are securities and what tokens are commodities.”

  • MIL-OSI Analysis: Sudan’s war is an economic disaster: here’s how bad it could get

    Since April 2023, Sudan has been engulfed in a devastating war between the Sudanese Armed Forces and the Rapid Support Forces. What began as a struggle for power has turned into a national catastrophe. More than 14 million people have been displaced. Health and education systems have collapsed and food insecurity threatens over half the population of about 50 million.

    The war has disrupted key sectors, triggering severe economic contractions, and worsening poverty and unemployment levels.

    Sudan’s finance minister reported in November 2023 that the war had resulted in economic losses exceeding US$26 billion – or more than half the value of the country’s economy a year earlier. The industrial sector, which includes manufacturing and oil refining, has lost over 50% of its value. Employment has fallen by 4.6 million jobs over the period of the conflict. More than 7 million more people have been pushed into poverty. The agrifood system alone has shrunk by 33.6%. These estimates exclude informal economy losses.

    My research applies economy-wide models to understand how conflict affects national development. In a recent study, my colleagues and I used this approach to answer the question: what will happen to Sudan’s economy and poverty levels if the war continues through 2025?

    To assess the economic impact of the conflict, we used a Social Accounting Matrix multiplier model. This is a tool that captures how shocks affect different sectors and other agents of the economy, such as firms, government and households.

    Based on our modelling, the answer is devastating: the conflict could shrink the size of Sudan’s economy by over 40% from 2022 levels, plunging millions more into poverty.

    We modelled two scenarios to capture the potential trajectories of Sudan’s economy.

    The extreme scenario assumes a sharp initial collapse, with a 29.5% contraction in the size of the economy in 2023 and 12.2% in 2024, followed by a 7% decline in 2025, reflecting some stabilisation over time.

    The moderate scenario, based on World Bank projections, applies a 20.1% contraction in 2023 and a 15.1% drop in 2024, also followed by a 7% reduction in 2025, indicating a slower but more prolonged deterioration.

    We estimated the annual figures and report only the aggregate impacts through 2025 for clarity.

    We found that if the conflict endures, the value of Sudan’s economy will contract by up to 42% from US$56.3 billion in 2022 (pre-conflict) to US$32.4 billion by the end of 2025. The backbone of livelihoods – agriculture – will be crippled. And the social fabric of the country will continue to fray.

    How we did it

    Our Social Accounting Matrix multiplier model used data from various national and international sources to show the impact of conflict on the value of the economy, its sectors and household welfare.

    We connected this to government and World Bank data to reflect Sudan’s current conditions.

    This allowed us to simulate how conflict-driven disruptions affect the value of the economy, its sectors and household welfare.

    What we found

    Under the extreme scenario, we found:

    • Gross domestic product collapse: Gross domestic product (GDP) measures the total value of all goods and services produced in a country within a year. It’s a key indicator of economic health. We found that the value of Sudan’s economy could contract by up to 42%. This means the country would be producing less than 60% of what it did before the conflict. This would affect incomes, jobs, government revenues and public services. The industrial sector – heavily concentrated in Khartoum – would be hardest hit, with output shrinking by over 50%. The value of services like education, health, transport and trade would fall by 40%, and agriculture by more than 35%.

    • Job losses: nearly 4.6 million jobs – about half of all employment – could disappear. Urban areas and non-farm sectors would be worst affected, with over 700,000 farming jobs at risk.

    • Incomes plummet: household incomes would decline across all groups – rich and poor, rural and urban – by up to 42%. Rural and less-educated households suffer the most.

    • Poverty spikes: up to 7.5 million more people could fall into poverty, adding to the 61.1% poverty level in 2022. In rural areas, the poverty rate could jump by 32.5 percentage points from the already high rural poverty rate pre-conflict (67.6% of the rural population). Women, especially in rural communities, are hit particularly hard. Urban poverty, which was at 48.8% pre-conflict, increases by 11.6 percentage points.

    • The agrifood system – which includes farming, food processing, trade and food services – would lose a third of its value under the extreme scenario.

    Why these findings matter

    Sudan was already in a fragile state before the war. It was reeling from decades of underinvestment, international sanctions and institutional breakdown.

    The war has reversed hard-won gains in poverty reduction. It is also dismantling key productive sectors – from agriculture to manufacturing – which will be essential for recovery once the conflict ends. Every month of continued fighting adds to the damage and raises the cost of rebuilding.

    Our projections already show major economic collapse, yet they don’t include the full extent of the damage. This includes losses in the informal economy or the strain on household coping strategies. The real situation could be even worse than what the data suggests.

    What needs to be done

    First and foremost, peace is essential. Without an end to the fighting, recovery will be impossible.

    Second, even as conflict continues, urgent action is needed to stabilise livelihoods. This means:

    • supporting agriculture in areas that remain relatively safe. Food production must be sustained to prevent famine.

    • restoring critical services where possible – particularly transport, trade and retail – to keep local economies functioning

    • protecting the most vulnerable, such as women in rural areas and the elderly, through expanded social protection and targeted cash assistance.

    Third, prepare for recovery. The international community – donors, development banks and NGOs – must begin laying the groundwork for post-conflict reconstruction now. This includes investment in public infrastructure, rebuilding institutions and re-integrating displaced populations.

    The bottom line

    Sudan’s war is more than a political crisis. It is an economic catastrophe unfolding in real time. One that is deepening poverty, destroying livelihoods and erasing years of progress.

    Our research provides hard numbers to describe what Sudanese families are already experiencing every day.

    The country’s economy is bleeding. Without a shift in the trajectory of the conflict, recovery could take decades – if it happens at all.

More than ten thousand USAID staff were dismissed. Over 5,000 aid programs have been axed. Just last week, 1,300 State Department employees were let go. Entire offices eliminated.

    And all of this in the middle of a global convergence of crises: armed conflicts, climate disasters, health emergencies, famine, mass migration, and rising authoritarianism.

    This is not theoretical. These crises are slamming into us. When fragile states collapse, migration surges. When we cancel trade support, American farmers and manufacturers lose customers. When we fail to build climate resilience, homes and crops are washed away. When global health systems fail, disease reaches our shores. And when the U.S. pulls back, China and Russia are right there to take our place.

    Worse still, our closest allies—pressured to increase military spending—are also cutting their foreign aid. So as global needs explode, the soft power of democratic nations is vanishing. And the vacuum left behind? It’s being filled by regimes that don’t share our values—or our interests.

    This bill slashes international affairs funding by 22 percent—$13 billion in deep, devastating cuts.

    It guts development and economic support: children pulled from classrooms and left without clean water; farmers cut off from tools that feed communities; young entrepreneurs abandoned, fueling extremism and instability; conflict prevention programs eliminated—so violence erupts unchecked; local organizations, our most trusted partners, shut down.

    It cuts humanitarian assistance by 42 percent. That’s not just unwise—it’s inhumane: women and girls in conflict zones left without care after suffering horrific sexual violence; refugees denied shelter, medicine, hope; food rations slashed below survival levels in places like Syria, Sudan, Bangladesh; and millions of children dying from malnutrition.

    This bill is cruel. It is cold. And it is not who we are.

    And of course, Republicans couldn’t resist another attack on women—reviving the Global Gag Rule, gutting funding for the UN Population Fund, and shortchanging family planning programs that save lives and lift up communities.

    This bill also abandons multilateral institutions like the United Nations and World Health Organization; it sidelines the U.S. from global decision-making; weakens our ability to promote peace and defend allies; forces partners into the arms of authoritarian regimes; and forfeits the power of burden-sharing through institutions like UNICEF, the World Bank, and the UN.

    It’s putting China in charge of the world.

    Let me be blunt: These cuts are not abstract. They are deadly.

    In Nigeria, malnourished infants are dying because therapeutic food deliveries have stopped. In Myanmar, hospitals are shutting their doors in the middle of conflict. In The Gambia, programs to support survivors of female genital mutilation have been halted just as the country debates re-legalizing the practice. In Ukraine, wounded soldiers are going without care. In Afghanistan, pregnant women are being turned away from clinics. In Ecuador, women entrepreneurs—stripped of support—are being pushed toward our border.

    This isn’t just a loss of aid. It’s a loss of American credibility. A loss of moral authority. A loss of global influence.

    And it will cost us dearly.

    Why should the American people care? Because when we fail to lead with compassion and common sense, the world becomes less stable, our troops face more danger, and we pay the price—again and again.

    When we cut aid, we increase the risk of war. When we defund development, we undercut diplomacy. And when we turn our back on the world, we endanger our own.

    I speak as the proud mother of a U.S. Marine veteran. I know what happens when diplomacy fails. When we fail to prevent conflict with education, aid, and engagement, the burden falls on the Pentagon—and on families whose loved ones serve our military.

    Let’s remember: The entire international affairs budget has typically been less than one percent of federal spending. But it delivers exponential returns for our safety, prosperity, and moral standing.

    These programs give youth an alternative to violence. They build markets for American goods. They prevent wars. They reduce migration pressures. They keep our troops home.

    This bill—sadly—is a missed opportunity. A failure to lead. A failure to invest in the power of peace, progress, and partnership.

    But let me end with this: Democrats are not giving up. We stand ready to work with our Republican colleagues—to fight for a bill that reflects our values, honors our commitments, and protects American lives.

    A sustained path to a safer, stronger, and more prosperous nation cannot be built on isolation and threats.

    Because we cannot bomb our way to peace. We cannot drone our way to stability. And we cannot retreat our way to safety.

    A strong America leads—not with fear, but with courage. 

    Not by pulling back, but by reaching out.

    And that’s the bill we should all fight for.

  • MIL-OSI Africa: Sudan’s war is an economic disaster: here’s how bad it could get

    Since April 2023, Sudan has been engulfed in a devastating war between the Sudanese Armed Forces and the Rapid Support Forces. What began as a struggle for power has turned into a national catastrophe. More than 14 million people have been displaced. Health and education systems have collapsed and food insecurity threatens over half the population of about 50 million.

    The war has disrupted key sectors, triggering severe economic contractions, and worsening poverty and unemployment levels.

    Sudan’s finance minister reported in November 2023 that the war had resulted in economic losses exceeding US$26 billion – or more than half the value of the country’s economy a year earlier. The industrial sector, which includes manufacturing and oil refining, has lost over 50% of its value. Employment has fallen by 4.6 million jobs over the period of the conflict. More than 7 million more people have been pushed into poverty. The agrifood system alone has shrunk by 33.6%. These estimates exclude informal economy losses.

    My research applies economy-wide models to understand how conflict affects national development. In a recent study, my colleagues and I used this approach to answer the question: what will happen to Sudan’s economy and poverty levels if the war continues through 2025?

    To assess the economic impact of the conflict, we used a Social Accounting Matrix multiplier model. This is a tool that captures how shocks affect different sectors and other agents of the economy, such as firms, government and households.

    Based on our modelling, the answer is devastating: the conflict could shrink the size of Sudan’s economy by over 40% from 2022 levels, plunging millions more into poverty.

    We modelled two scenarios to capture the potential trajectories of Sudan’s economy.

    The extreme scenario assumes a sharp initial collapse, with a 29.5% contraction in the size of the economy in 2023 and 12.2% in 2024, followed by a 7% decline in 2025, reflecting some stabilisation over time.

    The moderate scenario, based on World Bank projections, applies a 20.1% contraction in 2023 and a 15.1% drop in 2024, also followed by a 7% reduction in 2025, indicating a slower but more prolonged deterioration.

    We estimated the annual figures and report only the aggregate impacts through 2025 for clarity.

    We found that if the conflict endures, the value of Sudan’s economy will contract by up to 42% from US$56.3 billion in 2022 (pre-conflict) to US$32.4 billion by the end of 2025. The backbone of livelihoods – agriculture – will be crippled. And the social fabric of the country will continue to fray.

    How we did it

    Our Social Accounting Matrix multiplier model used data from various national and international sources to show the impact of conflict on the value of the economy, its sectors and household welfare.

    We connected this to government and World Bank data to reflect Sudan’s current conditions.

    This allowed us to simulate how conflict-driven disruptions affect the value of the economy, its sectors and household welfare.

    What we found

    Under the extreme scenario, we found:

    • Gross domestic product collapse: Gross domestic product (GDP) measures the total value of all goods and services produced in a country within a year. It’s a key indicator of economic health. We found that the value of Sudan’s economy could contract by up to 42%. This means the country would be producing less than 60% of what it did before the conflict. This would affect incomes, jobs, government revenues and public services. The industrial sector – heavily concentrated in Khartoum – would be hardest hit, with output shrinking by over 50%. The value of services like education, health, transport and trade would fall by 40%, and agriculture by more than 35%.

    • Job losses: nearly 4.6 million jobs – about half of all employment – could disappear. Urban areas and non-farm sectors would be worst affected, with over 700,000 farming jobs at risk.

    • Incomes plummet: household incomes would decline across all groups – rich and poor, rural and urban – by up to 42%. Rural and less-educated households suffer the most.

    • Poverty spikes: up to 7.5 million more people could fall into poverty, adding to the 61.1% poverty level in 2022. In rural areas, the poverty rate could jump by 32.5 percentage points from the already high rural poverty rate pre-conflict (67.6% of the rural population). Women, especially in rural communities, are hit particularly hard. Urban poverty, which was at 48.8% pre-conflict, increases by 11.6 percentage points.

    • The agrifood system – which includes farming, food processing, trade and food services – would lose a third of its value under the extreme scenario.

    Why these findings matter

    Sudan was already in a fragile state before the war. It was reeling from decades of underinvestment, international sanctions and institutional breakdown.

    The war has reversed hard-won gains in poverty reduction. It is also dismantling key productive sectors – from agriculture to manufacturing – which will be essential for recovery once the conflict ends. Every month of continued fighting adds to the damage and raises the cost of rebuilding.

    Our projections already show major economic collapse, yet they don’t include the full extent of the damage. This includes losses in the informal economy or the strain on household coping strategies. The real situation could be even worse than what the data suggests.

    What needs to be done

    First and foremost, peace is essential. Without an end to the fighting, recovery will be impossible.

    Second, even as conflict continues, urgent action is needed to stabilise livelihoods. This means:

    • supporting agriculture in areas that remain relatively safe. Food production must be sustained to prevent famine.

    • restoring critical services where possible – particularly transport, trade and retail – to keep local economies functioning

    • protecting the most vulnerable, such as women in rural areas and the elderly, through expanded social protection and targeted cash assistance.

    Third, prepare for recovery. The international community – donors, development banks and NGOs – must begin laying the groundwork for post-conflict reconstruction now. This includes investment in public infrastructure, rebuilding institutions and re-integrating displaced populations.

    The bottom line

    Sudan’s war is more than a political crisis. It is an economic catastrophe unfolding in real time. One that is deepening poverty, destroying livelihoods and erasing years of progress.

    Our research provides hard numbers to describe what Sudanese families are already experiencing every day.

    The country’s economy is bleeding. Without a shift in the trajectory of the conflict, recovery could take decades – if it happens at all.

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) is demanding that the United States Department of Agriculture (USDA) safeguard Wisconsin farmers’ personal and financial information and rescind the Department of Government Efficiency’s (DOGE) unprecedented access to USDA’s payment systems. Recent reports exposed that DOGE has access to USDA databases containing farmers’ sensitive financial information. This intrusion not only breaches farmers’ privacy but also raises serious concerns about the future of USDA payments, our nation’s food security, and the consolidation of farmland and processing operations.

    “Wisconsin farmers share sensitive financial information with USDA when seeking federal loans or disaster assistance. Historically, only trained Farm Service Agency staff and senior USDA officials have had access to this data. However, reports indicate that DOGE has been granted sweeping access to the National Payment System that controls tens of billions of dollars in payments and loans to farmers and ranchers across the United States. There is no clear justification for this, and it raises serious concerns about data security, farmers’ privacy, and the potential misuse of confidential records,” wrote Senator Baldwin in a letter to USDA Secretary Brooke Rollins.

    “At a time when farmers and rural communities are facing volatile market conditions and increasingly severe weather, the accessibility and security of USDA resources is more important than ever,” Senator Baldwin continued. “I urge you to take immediate steps to restore the public’s confidence in the security of USDA’s payment systems. I request that you rescind DOGE’s access to farmers’ private data, as well as their involvement in payment and loan decisions. The agency must ensure that farmers are safeguarded from the unauthorized use of their data and that funds they have been promised are not unjustifiably blocked or delayed.”

USDA systems and staff are charged with storing similarly sensitive information. Farmers deserve to know that their private information is protected and will not be exported for unauthorized, and potentially illegal, uses. In the wrong hands, sensitive data about our nation’s agricultural sector could be taken advantage of to exploit vulnerabilities in our food supply chains. It could also be used to further consolidate agricultural processing capacity and land ownership.

    I am also concerned by the reports that DOGE has the ability to approve or block USDA payments and loans. An unappointed and unelected group of Washington insiders with no accountability to farmers should not be in charge of delaying disaster relief checks or blocking contracts. At a time when farmers and rural communities are facing volatile market conditions and increasingly severe weather, the accessibility and security of USDA resources is more important than ever.

    I urge you to take immediate steps to restore the public’s confidence in the security of USDA’s payment systems. I request that you rescind DOGE’s access to farmers’ private data, as well as their involvement in payment and loan decisions.     Councillor Julie Jones-Evans has added another chapter to her story as the Local Government Association’s Library Champion — this time with a visit to 10 Downing Street.

    She joined authors and literacy leaders to help turn the page on declining reading habits, as part of the launch of the National Year of Reading 2026, a nationwide campaign encouraging people of all ages to rediscover the joy of reading for pleasure.

    The event brought together a cast of literary champions, including bestselling author Cressida Cowell, known for her How to Train Your Dragon series, and Jonathan Douglas, chief executive of the National Literacy Trust.

    Also in attendance were representatives from The Reading Agency, the organisation behind the ever-popular Summer Reading Challenge, which inspires thousands of children to keep reading through the school holidays, including on the Isle of Wight.

    “It was a real honour to represent the Isle of Wight and local government at such an inspiring event,” said Councillor Jones-Evans.

    “Reading for pleasure has so many benefits — from improving mental wellbeing to supporting educational and life outcomes. It’s something we should all be championing.”

    The Year of Reading comes at a time when national figures show a worrying trend: only one in three children continue to read for pleasure after leaving primary school, and fewer parents are reading to their children at home.

    The campaign aims to reverse this by working with schools, libraries, and community groups to make reading more accessible, enjoyable, and part of everyday life.

    “The energy in the room was fantastic,” Councillor Jones-Evans added.

    “Everyone there shared a belief that reading can change lives — and not just for children.

    Whether it’s a gripping novel, a comic book, or a bedtime story, reading opens doors and sparks imagination.”

    As the campaign rolls out across the country, local communities are being encouraged to get involved — whether by joining a library, taking part in reading challenges, or simply picking up a book and sharing it with someone else.

    Councillor Jones-Evans is also inviting town, parish, and community councils to consider how they can play a part in supporting the National Year of Reading.

    Background

    The 0.81-acre parcel, located at 1069 Fourche Avenue, includes a federal building operated by the U.S. Forest Service. The building is vacant, and the U.S. Forest Service has no plans to use it going forward. While the building will require repairs and updates, Perry County has the funds to make the necessary improvements. Once conveyed and repaired, the property will support permanent operations of the University of Arkansas Extension Program and the Perry County Conservation District and serve as the meeting space for the 4-H Youth Development Program.

    Several local leaders and Perry County residents have voiced their support for the building to be conveyed to Perry County.

  • MIL-OSI Analysis: ‘Alligator Alcatraz’ showcases Donald Trump’s penchant for visual cruelty

    The United States government recently announced the opening of a massive immigrant detention facility built deep within the Florida Everglades that’s been dubbed “Alligator Alcatraz.” White House Press Secretary Karoline Leavitt said during a media briefing that “there is only one road leading in … and the only way out is a one-way flight.”

    For some taking in her remarks, the moment felt dystopian. According to Florida Gov. Ron DeSantis, the facility is surrounded by swamps and alligators and is equipped with more than 200 security cameras, 8,500 metres of barbed wire and a security force of 400 personnel.

    Accounts from some of the first detainees at the facility have shed light on the inhumane conditions. They’ve described limited access to water and fresh air, saying they received only one meal a day and that the lights are on 24/7.

    Apparently designed to be an immigration deterrence and a display of cruelty, Alligator Alcatraz is much more than infrastructure. It is visual policy aimed to stage terror as a message while making Trump’s authoritarian and fascist politics a material reality.

    Contributing to this fascist visual apparatus, AI-generated images of alligators wearing Immigration and Customs Enforcement (ICE) hats have circulated widely on social media. Some have questioned whether these images were satire or state propaganda.

    Surveillance, migration, debilitation

    In a moment of growing right-wing rhetoric and support for anti-immigrant violence, understanding how visual regimes operate, and what they attempt to normalize, is important.

    Surveillance and deterrence technologies used along the U.S.–Mexico border for decades were intentionally designed to restrict the movement of undocumented migrants. According to Human Rights Watch, this has resulted in more than 10,000 deaths.

    Since 1994, U.S. Border Patrol has been accused of directing migrants away from urban crossings along the southern border, intentionally funnelling them into harsh and inhospitable terrain like the Sonora Desert.

    The desert serves as a deterrent to prevent immigrants from reaching their destiny. American theorist Jasbir Puar’s concept of debility is useful in making sense of the strategic process whereby the state works not to kill, but to weaken, as a form of slow violence that wears people down over time. The desired outcome is deterrence.

    On the southern U.S. border, severe dehydration and kidney failure can be outcomes of this debilitating process, potentially resulting in disability or death.

    Infrastructures of violence

    Sarah Lopez, a built environment historian and migration scholar in the U.S., describes the architecture of migrant immobilization as existing on a continuum with prison design. She’s highlighted the increasingly punitive conditions of immigration detention facilities, such as small dark cells or the absence of natural light.

    French architect and writer Léopold Lambert explains that architecture isn’t just about buildings, but about how space is used to organize and control people. He coined and developed the term weaponized architecture to describe how spaces are designed to serve the political goals of those in power.

    Colonialism, capitalism and modernity are closely connected, and architecture has played a key role in making them possible. Alligator Alcatraz sits at the intersection of all three, intentionally created to invoke danger and isolation. In other words, it’s cruel by design.

    As Leavitt put it, the facility is “isolated and surrounded by dangerous wildlife and unforgiving terrain.” The Trump administration has essentially transformed land into infrastructure and migrants into disposable threats.

    Terrorizing the marginalized

    State-sanctioned “unforgiving terrains” are not new, and the use of alligators to terrorize people of colour isn’t new either.

    The grotesque history of Black children being used as “alligator bait” in Jim Crow-era imagery is well-documented.

    So when Trump publicly fantasized about alligators eating immigrants trying to escape the new detention centre, it came as no surprise to those familiar with the long racist visual history linking alligators to representations of Black people.

    This logic is redeployed in the form of a racial terror that is made visible, marketable and even humorous in mainstream political discourse.

    Visuality and migration

    “Visuality” is a key term in the field of visual and cultural studies, originally coined by Scottish historian Thomas Carlyle and reintroduced in the early 2000s by American cultural theorist Nicholas Mirzoeff. It can be understood as the socially, historically and culturally constructed ways of seeing and understanding the visual world.

    Visual systems have historically been used to justify western imperial and colonial rule by controlling how people see and understand the world.

    While Alligator Alcatraz is a brand-new detention facility, it draws from a longer visual and spatial history of domination.

    The AI-generated images of alligators wearing ICE hats can be seen as part of a broader visual system that makes racialized violence seem normal, justified and even funny. In this absurd transformation, the alligator is reimagined as a legitimate symbol of border enforcement.

    Migrant death by water

    The spectacle of Alligator Alcatraz, with its swampy inhospitable landscape, cannot be divorced from the long visual history of migrant death by water that’s relied on the circulation of images to provoke outrage — and sometimes state action.

    Examples include the iconic image of Aylan Kurdi, the Syrian child whose lifeless body washed ashore in Turkey in 2015, and the devastating photo of Oscar Alberto Martínez Ramírez and his two-year-old daughter who both drowned crossing the Rio Grande in 2019.

    These images sparked global concern, but they also reinforced the idea that migrant lives only matter when they end in death — as if borders only become visible when they cause deaths.

    Alligator Alcatraz was built in eight days. The fact that a detention camp — or what some have called a concentration camp — can be assembled almost overnight, while basic human needs like clean drinking water or emergency warning systems go unmet for years, speaks volumes about where political will and government priorities lie.

    Imagine that you own a small, 20-acre farm in California’s Central Valley. You and your family have cultivated this land for decades, but drought, increasing costs and decreasing water availability are making each year more difficult.

    Now imagine that a solar-electricity developer approaches you and presents three options:

    • You can lease the developer 10 acres of otherwise productive cropland, on which the developer will build an array of solar panels and sell electricity to the local power company.
    • You can select 1 or 2 acres of your land on which to build and operate your own solar array, using some electricity for your farm and selling the rest to the utility.
    • Or you can keep going as you have been, hoping your farm can somehow survive.

    Thousands of farmers across the country, including in the Central Valley, are choosing one of the first two options. A 2022 survey by the U.S. Department of Agriculture found that roughly 117,000 U.S. farm operations have some type of solar device. Our own work has identified over 6,500 solar arrays currently located on U.S. farmland.

    Our study of nearly 1,000 solar arrays built on 10,000 acres of the Central Valley over the past two decades found that solar power and farming are complementing each other in farmers’ business operations. As a result, farmers are making and saving more money while using less water – helping them keep their land and livelihood.

    A hotter, drier and more built-up future

    Perhaps nowhere in the U.S. is farmland more valuable or more productive than California’s Central Valley. The region grows a vast array of crops, including nearly all of the nation’s production of almonds, olives and sweet rice. Using less than 1% of all farmland in the country, the Central Valley supplies a quarter of the nation’s food, including 40% of its fruits, nuts and other fresh foods.

    The food, fuel and fiber that these farms produce are a bedrock of the nation’s economy, food system and way of life.

    But decades of intense cultivation, urban development and climate change are squeezing farmers. Water is limited, and getting more so: A state law passed in 2014 requires farmers to further reduce their water usage by the mid-2040s.

    The trade-offs of installing solar on agricultural land

    When the solar arrays we studied were installed, California state solar energy policy and incentives gave farm landowners new ways to diversify their income by either leasing their land for solar arrays or building their own.

    There was an obvious trade-off: Turning land used for crops to land used for solar usually means losing agricultural production. We estimated that over the 25-year life of the solar arrays, this land would have produced enough food to feed 86,000 people a year, assuming they eat 2,000 calories a day.

    There was an obvious benefit, too, of clean energy: These arrays produced enough renewable electricity to power 470,000 U.S. households every year.

    But the result we were hoping to identify and measure was the economic effect of shifting that land from agricultural farming to solar farming. We found that farmers who installed solar were dramatically better off than those who did not.

    They were better off in two ways, the first being financially. All the farmers, whether they owned their own arrays or leased their land to others, saved money on seeds, fertilizer and other costs associated with growing and harvesting crops. They also earned money from leasing the land, offsetting farm energy bills, and selling their excess electricity.

    Farmers who owned their own arrays had to pay for the panels, equipment and installation, and maintenance. But even after covering those costs, their savings and earnings added up to US$50,000 per acre of profits every year, 25 times the amount they would have earned by planting that acre.

    Farmers who leased their land made much less money but still avoided costs for irrigation water and operations on that part of their farm, gaining $1,100 per acre per year – with no up-front costs.

    The farmers also conserved water, which in turn supported compliance with the state’s Sustainable Groundwater Management Act water use reduction requirements. Most of the solar arrays were installed on land that had previously been irrigated. We calculated that turning off irrigation on this land saved enough water every year to supply about 27 million people with drinking water or irrigate 7,500 acres of orchards. Following solar array installation, some farmers also fallowed surrounding land, perhaps enabled by the new stable income stream, which further reduced water use.

    Irrigation is key to cropland productivity in California’s Central Valley. Covering some land with solar panels eliminates the need for irrigation of that area, saving water for other uses elsewhere.

    Changes to food and energy production

    Farmers in the Central Valley and elsewhere are now cultivating both food and energy. This shift can offer long-term security for farmland owners, particularly for those who install and run their own arrays.

    Recent estimates suggest that converting between 1.1% and 2.4% of the country’s farmland to solar arrays would, along with other clean energy sources, generate enough electricity to eliminate the nation’s need for fossil fuel power plants.

    Though many crops are part of a global market that can adjust to changes in supply, losing this farmland could affect the availability of some crops. Fortunately, farmers and landowners are finding new ways to protect farmland and food security while supporting clean energy.

    One such approach is agrivoltaics, where farmers install solar designed for grazing livestock or growing crops beneath the panels. Solar can also be sited on less productive farmland or on farmland that is used for biofuels rather than food production.

    Even in these areas, arrays can be designed and managed to benefit local agriculture and natural ecosystems. With thoughtful design, siting and management, solar can give back to the land and the ecosystems it touches.

    Farms are much more than the land they occupy and the goods they produce. Farms are run by people with families, whose well-being depends on essential and variable resources such as water, fertilizer, fuel, electricity and crop sales. Farmers often borrow money during the planting season in hopes of making enough at harvest time to pay off the debt and keep a little profit.

    Installing solar on their land can give farmers a diversified income, help them save water, and reduce the risk of bad years. That can make solar an asset to farming, not a threat to the food supply.

    The Commission proposed a reform of the common agricultural policy (CAP) and integration of the agricultural budget into flexible national plans, in order for funding to be rerouted to other priorities. The proposal was scrapped after opposition from farmers, agriculture ministers and the farming lobby. Although the structure of the CAP has been salvaged, it will suffer major budget cuts of an estimated 15 % to 25 %, which will affect direct payments to farmers and is liable to spark renewed protests.

    Since the current structure of the CAP is to be retained, how will the Commission manage the impact of these estimated budget cuts on farmers, particularly when it comes to keeping farms viable and competitive, and ensuring long-term food security and the sustainability of the agricultural sector, given the EU’s new strategic priorities?

    • The European Investment Bank signs two €250 million loan facilities with Rabobank and its subsidiary DLL, aimed at supporting access to finance for European companies.
    • The Rabobank facility targets SMEs and mid-caps in the Netherlands committed to investing in the energy transition and enhancing their organizational sustainability.
    • The DLL facility provides access to finance, in multiple EU countries, to SMEs and mid-caps focused on climate action and sustainability, with an emphasis on circularity, food, and energy transitions.

    Rabobank, DLL, and the European Investment Bank are partnering to increase access to finance for SMEs and mid-caps with a particular emphasis on sustainability and bioeconomy sectors, including agriculture.

    Rabobank will borrow €250 million from the EIB and match this amount with its own funds, making €500 million available to support small-scale projects undertaken by Dutch SMEs and mid-caps, with a focus on sustainability and agriculture. Specifically, at least 40% of investments are earmarked for climate-relevant investments, and at least 40% of the available funding will be directed towards bioeconomy sectors, including agriculture.

    DLL has secured an additional €250 million, which it will also match with its own funds, aiming to improve access to finance for SMEs and mid-caps across the EU. The focus will be on France, Germany, Italy, Spain, Belgium, Sweden, Poland, Ireland, and the Netherlands, targeting investments in sustainability by local companies.

    In total, the combined EIB loans as well as Rabobank and DLL’s matching funds will make €1 billion in new funding available for SMEs and mid-caps, with a particular focus on financing climate-relevant and agricultural projects.

    Well, good afternoon everybody and thank you. First of all, thank you to Andrew, and to all our brilliant contributors – really fantastic.

    Politicians often say they’re really pleased to be in places. And I am pleased to be in places – but I have been really thrilled to be here. I’ve not been to Bradford before, and I’ve been absolutely knocked out by what I’ve seen this morning. I’m so pleased to be here.

    I’m told you’re one of the UK’s youngest, most diverse, and dynamic cities. I represent Cambridge, and we probably could have a little discussion about that – but I think you may be winning! What I know for sure is that you’ve got a rich food culture here. I’ve been seeing it outside, I’ve been hearing about it, and I’m so thrilled that we made the decision that Bradford should be the place to come and talk about the government’s vision for our food system. What we’re calling the Good Food Cycle.

    And I hope that’s a phrase that will stick in your minds – because that’s what this is all about.

    Let me start, though, by thanking some of the people who’ve made this morning possible: Bradford 2025, the local council – I’m delighted to be here working with you – and Inn Churches. Very impressed by the work you’re doing.

    I’ve heard about Jamie Oliver’s Ministry of Food, I’ve seen some of the demonstrations that are being done outside with some of the children – I’ve met some of the children – who are extraordinarily confident and well-informed about raw beans! Very good for them!

    Living Well, the wider community, all the efforts being made to empower, educate, and inspire as many people as possible to cook great-tasting, healthy food for themselves and their families. I think this project here, which I’ve been hearing about – clearly a long time in the making – what a fantastic achievement in this year of 2025.

    It really does show how communities, local government, food producers and processors can work together for the community. Because it shows that good, healthy food can be accessible to everyone, and help bring communities together.

    And just in my brief tour around, I could see how that’s being brought to life.

    I’m told it’s £31 million of investment into the heart of Bradford – it shows what can be done to support local food producers, what you’re making, and how we used to have those strong local food production systems. What a chance to re-energise that!

    But of course, this sits in a wider context – one that includes household-name food businesses with a national footprint, like Morrisons, like Marks and Spencer. They all play a part in our national food system.

    And let’s pay tribute to that national food system, because it is one of the most extraordinary and advanced in the world. Huge, huge things. I remember, I was the shadow minister during the Covid crisis, and there was a point where it wasn’t entirely clear that we could carry on feeding the nation. But people stepped up. And it really showed what an amazing system this is.

    But we also have to be aware that the current food system does have some challenges.

    Henry Dimbleby – a lot of you will be aware – did a lot of work a few years ago on this. He called it the junk food cycle. Which, at one level, is harsh. But what he was pointing out was that there are internal dynamics within the system that keep producing negative feedback loops.

    That’s the thing we want to address.

    I think it can be addressed. I think there are many people in this room who have been working on this for many, many years. But it’s possible to do something about it. To do it differently.

    And that’s why I’ve come here today – to launch what we’re calling the Good Food Cycle. We think it’s a really significant step in the change we want to take together.

    And I think this is actually a very special moment because it’s the first time, as far as I can see, that the whole of government is aligned on a vision for the food system, looking ahead to the future. And it’s one which puts people and the planet at its heart.

    Now, we haven’t done this alone. This is not just about government. We’ve worked across the food system.

    Sarah [Bradbury, IGD CEO] has been saying this – and our colleagues involved in the systems process have told us too – we’ve worked with industry, trying to do what only government can do: convene and coordinate action on food.

    And the reason we’re doing this is not just because it’s a good thing to do – it’s because what we’re hearing from people, right across the country, across generations and communities, is that this is really, really important.

    Because the one thing we all do – is eat. And we should take joy and celebration in that. It’s really important.

    So, over the last six months – in the early part of this government – we’ve spoken to over 400 individuals. That’s been coordinated through the process – thank you to everyone who helped make that happen.

    We’ve heard from organisations, from businesses. We’ve been asking the question: What would a good food system look like?

    I’m very grateful to the people who’ve been sitting on the Food Strategy Advisory Board – some of you may have read about that – Sarah has been providing the secretariat and more; keeping together a complicated group of people with very different views, but we’re working well together – and the Systems Advisory Council. Also, the F4 – that’s the grouping of the key parts of industry. All of them have been involved in this discussion. So many people from academia as well – I see leading academic figures locally.

    All have given time and effort to help us develop what we believe is a shared vision.

    Well, I’m absolutely determined, as the food minister, that we will not make that mistake.

    We will listen. We’ll work alongside those in the food system who make key decisions – and also those who play key roles in that system. Whether that’s a supermarket boss, or someone who’s making the Sunday lunch. Or someone working in a shop.

    All those people are going to be involved in this discussion.

    This is a vision for a healthier, more affordable, sustainable, and resilient 21st-century UK food system that grows the economy, feeds the nation, nourishes people, and protects the environment and climate – now and in the future.

    So, for the next steps to make our Good Food Cycle vision a reality, we’ve identified ten priority outcomes that we’ll be working with people to deliver.

    Those outcomes are focused on:

    • Ensuring everyone has access to healthier and more affordable food
    • Creating the conditions for a thriving and growing food sector, with more investment in healthy, sustainable, affordable food
    • Ensuring a secure, sustainable and resilient food supply
    • Building on vibrant local food cultures – like we’ve seen here in Bradford

    We know there’s a huge prize for investing in the UK food system, which is why we are focused on creating the right conditions to bring money and talent into the UK food system.

    Because when we grow, make, and sell healthy food, frankly, everyone benefits.

    Now, the cost of healthy food is a key concern for working people across the country. And we’re focused on food and nutritional security, from a household to a national level.

    One way to support a secure and more resilient food system is to enhance our food security monitoring – in response to continued volatility from geopolitical and climate shocks.

    It’s critical that this information is transparent and available to people across the food system.

    Today I am committing to a new annual food security statistics publication to be published in the years between the triennial UK Food Security Report, starting this year.

    It will be a more frequent and focused publication, designed to ensure that key UK food security analysis is made public in order to capture emerging trends, and to support both policymakers and the public.

    That’s a government step we’re announcing today – to ensure we continue to support a more secure food supply chain in this country, so we can build a stronger future.

    I believe now is the time to act and make positive change to support our nation. Because with climate, health, and economic pressures growing, we stand to lose out if we don’t act now. Action on improving the food system isn’t just for national government – frankly, it’s for all of us.

    So, I’d like to say just a little bit about what I’ve heard is happening here in Bradford – and I hope you’ll find it as inspirational as I do.

    I understand that in February of this year, the Bradford 2025 UK City of Culture, in collaboration with others, unveiled over 30 innovative projects as part of its Creative Health programme, harnessing the transformative power of culture and creativity to tackle some of the district’s most urgent health and social challenges. 

    And we’re already seeing great outcomes from this work.

    The Cookery School, run by Inn Churches in this Market, in partnership with Jamie Oliver’s Ministry of Food,  teaches children and adults how to make healthy, fresh, tasty meals from scratch for themselves and their families.  

    Living Well is an initiative led by Bradford Council Public Health, the NHS Bradford and Craven Health and Care Partnership and a wide range of key stakeholders and community groups. They are helping to address the rising levels of obesity and reduce the high levels of early and preventable deaths within the district. 

    I’d like to thank the initiatives leaders, the Bradford Council and Bradford District and Craven Health and Care Partnership for all their hard work in helping individuals to live well.  

    This government wants to work across the food system to make the healthy choice the easy choice for people in Bradford and across the country.  

    But a healthy food system is not only about what we eat, it is also about how our food is produced and the impact it has on the environment.  

    When we come together to eat – we are sharing in something incredibly powerful. Culture. 

    Which brings me back to why I am here in Bradford today. Culture and Community are closely interlinked. Communities build culture. This building is the site of a shift in culture. One which is about connecting people with their local food producers, as well as supporting them to have the skills to use this amazing bounty of British ingredients. 

    Everyone should be able to take pride and joy in what they grow and eat. And we want local producers to grow more of what we eat and communities to eat more of what we grow. 

    This Government is here to enable, protect and prepare. Enable health, growth and productivity. Protect food standards. Prepare for the impacts of a more extreme weather and more volatile world.

    This is a cross-government strategy, and we will work collaboratively to ensure we take the right steps to address the needs of the nation. 

    This is a milestone in our commitment to transform the food system. So today, we set out what we want to achieve, and why it’s important.

    Now and in the future, we’ll work with citizens, with civil society, with farmers, with fishers, with food businesses to agree how to reach that vision, and how we will measure our progress.

  • Cabinet approves PM Dhan-Dhaanya Krishi Yojana to boost agricultural productivity

    In a step to transform India’s agricultural landscape, the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the “Prime Minister Dhan-Dhaanya Krishi Yojana” for a period of six years starting from the financial year 2025–26. The scheme, which was announced in the Union Budget 2025-26, aims to uplift 100 districts with low agricultural productivity, low cropping intensity, and limited credit access.

    Drawing inspiration from NITI Aayog’s Aspirational District Programme, this is the first scheme of its kind focused exclusively on agriculture and allied sectors. It is designed to enhance crop productivity, promote diversification and sustainable farming, strengthen post-harvest storage, improve irrigation, and expand credit access for farmers.

    The scheme will operate through convergence of 36 existing schemes across 11 central departments, along with state-level initiatives and partnerships with the private sector. At least one district from every state and union territory will be included, with the total allocation based on net cropped area and the number of operational holdings in each region.

    To ensure efficient execution, committees will be formed at district, state, and national levels. Each district will prepare a customized Agriculture and Allied Activities Plan through its District Dhan-Dhaanya Samiti, which will include progressive farmers. These plans will align with national goals such as water and soil conservation, crop diversification, and the expansion of organic and natural farming.

    Implementation of the scheme will be tracked via 117 key performance indicators using a digital dashboard with monthly updates. Central Nodal Officers will oversee progress in each district, while NITI Aayog will provide regular guidance and evaluation.
