    Historic peatlands at the heart of the Industrial Revolution to become New National Nature Reserve

    Network of 11 nature abundant lowland peat sites in between Liverpool and Manchester to become a King’s Series National Nature Reserve.

    Ten thousand years in the making and launched today (Monday 14 July), the new Risley, Holcroft and Chat Moss National Nature Reserve will provide a destination for the people of Warrington and Greater Manchester to access nature-rich landscapes.  
     
    The newest addition under the King’s Series, this network of 11 sites from lowland raised bogs and fen, through to lowland heath, wet woodland and drier woodland habitats will be restored to provide homes for rare species, such as lapwings, curlew, sundew and adders.  

    After being at the centre of the industrial revolution, this area is becoming a leading example of nature recovery, through the restoration of some of our most important and precious habitats.

    The peatlands in this area were created over a period of 10,000 years, since the last Ice Age, and now heavily degraded. Peatlands are a hugely important part of England’s natural environment. They act as the country’s lungs, storing more carbon than any other type of landscape, as well as holding huge amounts of water and preventing flooding around them. However, more than 80% of England’s peatlands are damaged, dried out or degraded with the majority of England’s lowland peat being intensively farmed.  

    These internationally important lowland peat habitats, which are over an area the size of 750 professional rugby pitches or 25 Trafford Centres, are being restored. This will help mitigate the impacts of climate change and protect the security and prosperity of communities in Warrington and Greater Manchester.

Spending time outdoors in natural settings is great for mental and physical wellbeing, the services provided by nature help prevent flooding, catch carbon and benefits the local economy.  

    “Supporting nature around urban areas creates better places to live and work, and this new reserve will allow the millions of people who live near it to experience nature at its best.”

    “This beautiful landscape will now have the chance to recover and thrive, after centuries of damage, providing wonderful wild spaces for local people to enjoy.  

    “This Government is committed to turning the tide on nature’s decline after years of neglect as part of our plan for change. New National Nature Reserves deliver on our promise to improve access to nature and protect nature-rich habitats, such as peatlands.”  

    The deep lowland peat within this National Nature Reserve was degraded through drainage and peat cutting, damage which accelerated during the industrial revolution. The renowned engineer and ‘Father of Railways’ George Stephenson built a ‘floating’ railway line in 1830 through Chat Moss, between Liverpool and Manchester, the first intercity railway line in the world.

    This made the region a trailblazer in nineteenth century industrial innovation, with the world-famous Stephenson’s Rocket travelling on the line, but also saw much of the peatland being opened to drainage. Now, the North West is following up its role as a leader in industry by taking the lead on nature recovery in this iconic landscape.

    This is the 10th reserve to be launched as part of the King’s Series of National Nature Reserves, which will leave a lasting public legacy for people and nature with 25 new National Nature Reserves by 2027.  

    The new reserve, within the Great Manchester Wetlands, sits between the National Nature Reserves of Rostherne Mere to the south, the Flashes of Wigan and Leigh to the north, and links to the Bollin to Mersey Nature Recovery Project, creating a recovering network of wetland and woodland across the region.  

    The new reserve will be managed by Natural England, Cheshire Wildlife Trust, Forestry England, The Wildlife Trust for Lancashire, Manchester and North Merseyside, Warrington Borough Council, Wigan Council and Woodland Trust.  

    This collaboration will enable the seven partners to join under one common purpose to enhance nature’s recovery, enhance climate resilience and Net Zero efforts providing vital wild greenspace, creating a network of bigger, better, joined-up wildlife-rich places.

    • The launch of this latest reserve in the King’s Series comes as part of a wider effort to drive forward nature recovery in the region. Based across 11 sites, the reserve is in the heart of the Great Manchester Wetlands, a 480 km2 nature recovery partnership restoring the wetlands of Salford, Warrington and Wigan.   
    • Restoration work has been taking place at some of the sites since the 1980s, but this has accelerated since 2010 with the creation of the Great Manchester Wetlands Partnership. The programme has shown benefits for nature and people in the peatland landscape are possible over a short space in time.  
    • The sites demonstrate a full range of lowland peat restoration from recently acquired arable/horticultural fields (Natural England’s Moss Side Farm) to former industrial and hand-cut peat extraction sites. There are bog and fen habitats in the early stages of recovery through to internationally protected lowland raised bog. 
    • The new reserve will drive ongoing recovery of this landscape through a joined up approach to restoration, access and research. This will further support the net zero ambition of by Greater Manchester Combined Authority and the three Local Authorities of Salford, Warrington and Wigan.

    According to feedback from farmers, at least from my country, Finland, many local banks are refusing to lend to farmers for investments, citing EU regulations.

    EU legislation does not, of course, prevent banks from lending to farmers, but it does influence lending decisions. For example, in the case of generational renewal, the support conditions imposed under EU regulations can make it difficult to obtain loans.

    Generally speaking, the specific characteristics of farming – such as income variability and dependence on weather conditions – make it difficult to predict yields. In many sectors, the low levels of profitability at present mean that farmers don’t have easy access to their own money for the necessary investments, and have to resort to borrowing. For reasons of security of supply, however, every EU Member State should be as self-sufficient as possible when it comes to primary production.

    In the light of the foregoing, I would like to ask:

    Is the Commission aware of the challenges farmers face in accessing loans and is the Commission planning to take action to make it easier for farmers to obtain loans?

    The European Parliament,

    –  having regard to the Treaty on the Functioning of the European Union (TFEU), in particular Articles 9, 151, 152, 153(1) and (2) thereof, as well as Articles 173 and 179 thereof, which concern EU industrial policy and research and refer to, among other things, the competitiveness of the Union’s industry and the strengthening of the Union’s scientific and technological bases,

    –  having regard to the Treaty on European Union, in particular Article 5(3) thereof and Protocol No 2 thereto on the application of the principles of subsidiarity and proportionality,

    –  having regard to the Commission communication of 20 March 2024 entitled ‘Building the future with nature: Boosting Biotechnology and Biomanufacturing in the EU’ (COM(2024)0137),

    –  having regard to the report by Mario Draghi of 9 September 2024 entitled ‘The future of European competitiveness’,

    –  having regard to the Commission communication of 29 January 2025 entitled ‘A Competitiveness Compass for the EU’ (COM(2025)0030),

    –  having regard to Rule 55 and Rule 148(2) of its Rules of Procedure,

    –  having regard to the report of the Committee on Industry, Research and Energy (A10-0123/2025),

    A.  whereas the EU biotechnology and biomanufacturing sector has been recognised as one of 10 strategic technology sectors for Europe’s competitiveness, economic security and sustainability; whereas the sector is characterised by very high productivity, growth and employment, and delivers globally competitive, cutting-edge solutions in healthcare, life sciences, industrial production and transformation, sustainable biomanufacturing, energy and food security; whereas biotechnology and biomanufacturing are important enablers of the bioeconomy at large; whereas biotechnology and biomanufacturing can help enhance the EU’s strategic autonomy, resilience and circularity by reducing industry’s dependency on fossil-based input and other external dependencies in various sectors; whereas the biotechnology and biomanufacturing sector still faces regulatory and financial obstacles and an incomplete internal market; whereas the Commission is expected to present an EU biotech act, an updated EU bioeconomy strategy, an EU life sciences strategy, an EU innovation act and an EU circular economy act;

    B.  whereas according to the Organisation for Economic Co-operation and Development (OECD), biotechnology is defined as the application of science and technology to living organisms, as well as parts, products and models thereof, to alter living or non-living materials for the production of knowledge, goods and services; whereas biomanufacturing is not clearly defined and the Commission should therefore propose such a definition; whereas a definition of biomanufacturing should be future-proof, open to scientific and technological developments, and technology neutral, so as to broadly encompass the use of biotechnology or other technologies for the production of bio-based material products and solutions including, but not limited to, chemical, mechanical or thermal processes;

    C.  whereas the biotech and biomanufacturing industries have led the development and deployment of breakthrough innovations in healthcare, such as mRNA-based vaccines; whereas biotechnology processes can be used to manufacture active pharmaceutical ingredients and key manufacturing inputs for medicines;

    D.  whereas the COVID-19 pandemic highlighted the importance of having robust raw material value chains and manufacturing capabilities within Europe, to ensure security of supply of critical products and to mitigate shortages, for example of essential medicines;

    E.  whereas artificial intelligence (AI) can help drive biotechnology innovation – e.g. in personalised medicine and drug discovery – resulting in health and environmental benefits; whereas the use of AI in biotechnology can also present ethical challenges and risks, related to the protection of private data, which need to be addressed in order to maintain public trust and acceptance;

    F.  whereas biotechnology is applied in various aspects of animal and plant-based agriculture and also indirectly, through its use in activities such as waste management;

    G.  whereas biotechnology can strengthen the resilience of forests and, in the case of biomanufacturing, the forest sector can offer sustainably produced, renewable and recyclable raw materials that can be used in high-value innovative products, materials and applications;

    H.  whereas the EU is a global leader in research and biomanufacturing capacity, yet its potential remains unexploited due to the lack of a sufficiently coordinated policy framework that enables the efficient scaling up of innovation, the attraction of investment and the commercialisation of new technologies; whereas the ‘one in, one out’ approach ensures that all burdens introduced by Commission initiatives are considered, and administrative burdens are offset by removing burdens of equivalent value in the same policy area at EU or Member State level; whereas Parliament has called for the EU’s research budget to be doubled; whereas EU private investment in research, development and innovation is lagging behind other major economies; whereas promoting investment in pioneering demo and commercial production plants can accelerate the commercialisation of EU innovation in the bio-based industries;

    I.  whereas urgent, coherent and consistent action needs to be taken during the next few years to make the EU a world leader in biotechnology, biomanufacturing and life sciences effecting a bold level of change, in accordance with due process and supported by competitiveness checks and adequate funding;

    J.  whereas lengthy and complex authorisation procedures, particularly concerning approval times, represent a competitive disadvantage for EU operators and drive project developers out of the EU, and hinder industrial deployment and growth;

    K.  whereas current EU regulatory frameworks do not cater precisely to the specificities of bio-based products; whereas the existing regulatory authorisation processes for biotech products needs to be urgently addressed to ensure that the EU remains globally competitive; whereas an effective regulatory framework for conducting clinical research is essential for the competitiveness of the most innovation-intensive aspects of the EU’s pharmaceutical and biotechnology sectors; whereas the Commission should take account of the regulatory frameworks of non-EU countries leading in the biotechnology and biomanufacturing sector, in the context of existing and future EU legislation covering the industry, to ensure compatibility without lowering existing EU safety and environmental standards;

    L.  whereas the EU’s biotechnology and biomanufacturing investment and venture capital ecosystem remains fragmented; whereas high energy prices, regulatory burdens, barriers, and a lack of available key feedstock, raw materials and components are limiting the ability of start-ups and other small and medium-sized enterprises (SMEs) to scale up, and limit large-scale deployment; whereas EU biomanufacturing capacity and supply chain resilience, including the availability of feedstock, are essential to reduce dependence on non-EU actors; whereas effective global supply chains – including strategic partnerships with reliable global actors – are also important to secure stable access to critical resources, avoid supply disruptions and foster continuous innovation in essential technologies;

    M.  whereas bio-based feedstocks, such as sustainably sourced biomass, recycled waste and CO2 captured from biogenic sources, could be used as alternative feedstocks for the manufacturing of, for example, polymers, plastics, solvents, paints, detergents, cosmetics and pharmaceuticals, thereby contributing to EU emission reduction, resource efficiency and strategic autonomy; whereas the EU could further incentivise market demand and market uptake for sustainable bio-based products and materials;

    N.  whereas it is vital to increase the use of sustainable bio-based raw materials as part of the means of reaching the EU’s 2050 climate targets; whereas biotechnology has the potential to transform the refinery and chemical industry towards biomanufacturing, thereby reducing greenhouse gas emissions, in line with the EU’s climate objectives;

    O.  whereas biotechnology and biomanufacturing are regulated across many different regulatory frameworks; whereas current EU regulatory frameworks for biotechnology and biomanufacturing are inconsistent across sectors, creating legal uncertainty and slowing market access for innovative solutions; whereas the lengthy authorisation processes, particularly concerning approval times, need to be urgently addressed and improved, while maintaining a risk- and science-based approach, to compete with corresponding time frames outside the EU; whereas the use of regulatory sandboxes should be expanded to ensure that emerging technologies have a clear development pathway; whereas new EU-wide regulation in the form of an EU biotech act should be duly justified based on examples of concrete gaps and shortcomings in current legislation and implementation, focusing on the specificities of the industry;

    P.  whereas a coherent, robust and future-proof intellectual property (IP) framework is essential, ideally resulting in economic, environmental and societal benefits;

    Q.  whereas public awareness in the EU of biotechnology and biomanufactured products should be further strengthened, in order to boost public acceptance; whereas the ethical aspects of biotechnology should be considered; whereas stakeholder consultation plays a crucial role in shaping responsible and ethical biotechnology policies; whereas civil society can play an essential role in ensuring public trust;

    R.  whereas the engineering of DNA and organisms is increasingly carried out in automated biofoundries, which produce a wealth of data and improved designs and knowledge of biological functions;

    S.  whereas the EU’s regulatory framework needs to adequately address evolving risks, opportunities and responsibilities associated with the handling, trade and synthesis of biological material, particularly in the context of synthetic biology; whereas existing biosecurity gaps need to be addressed by the EU and through international cooperation;

    Criteria for a comprehensive EU biotech act

    1.  Emphasises the growth potential of the European biotechnology and biomanufacturing sector and the need for the EU to remain world-leading in this field; underlines the commitment to the principles of better regulation and lawmaking, simplification and administrative burden reduction; underlines that the simplification of EU legislation must not endanger any of the fundamental rights of citizens, workers and businesses or risk regulatory uncertainty; believes that any simplification proposal should not be rushed and proposed without proper consideration, consultation and impact assessments; therefore asks the Commission, if it proposes a new EU-wide regulation in the form of an EU biotech act, to address concrete gaps and shortcomings in current legislation and implementation, and to present legislation that can be revised, simplified, streamlined, repealed and which reduces bureaucratic burdens, focusing on the specificities of the industry and maintaining relevant safety and security standards; asks that an EU biotech act adopt a comprehensive cross-sectoral scope and that it be accompanied by an impact and cost assessment, competitiveness checks as well as a comprehensive assessment by the Regulatory Scrutiny Board, taking due consideration of the impact on SMEs, start-ups and scale-ups, as well as the interaction with other relevant legislative and non-legislative initiatives, including proposals currently undergoing the co-legislative procedure;

    2.  Recalls that according to the OECD, biotechnology is defined as the application of science and technology to living organisms, as well as parts, products and models thereof, to alter living or non-living materials for the production of knowledge, goods and services; notes, however, that biomanufacturing is not clearly defined and calls on the Commission to propose such a definition;

    3.  Recommends streamlining and harmonising existing and upcoming initiatives relating to biotechnology and biomanufacturing, with the objective of strengthening the biotechnology and biomanufacturing industry through clear industrial and research and development (R & D) competences;

    4.  Urges the Commission to ensure coherence and consistency across all initiatives and legislative measures that may affect biotechnology and biomanufacturing innovations and companies, especially start-ups and scale-ups;

    5.  Calls on the Commission to ensure that any future relevant legislative initiatives have a broad enough scope to capture the width of the biotechnology and biomanufacturing industry and its full range of applications; recommends facilitating a fast and efficient uptake of biotechnology and biomanufacturing through clear regulatory frameworks;

    6.  Calls on the Commission to implement measures within its structures in order to ensure coordination, coherence and complementarity across its relevant directorates-general, and to enable more efficient scale-up and commercialisation of research, development and innovation results; highlights the importance of efforts to improve policy coherence and coordination at national level;

    7.  Calls on the Commission to take account of regulatory frameworks of non-EU countries leading in the biotechnology and biomanufacturing sector, in the context of existing and future EU legislation covering the industry, to ensure compatibility, where possible and without compromising consumer safety, and a level playing field for EU biotech companies competing internationally, and to learn from best practices from outside the EU without lowering existing EU standards;

    8.  Calls on the Commission to present a report on the implementation of current legislation in the field of biotechnology and biomanufacturing, including identifying potential gaps and regulatory barriers hampering the growth of the industries applying these technologies and manufacturing processes, including barriers to improving the EU’s self-sufficiency in key feedstocks, raw materials and components; recalls the precautionary principle laid down in Article 191 TFEU; urges the Commission to share with Parliament the preliminary findings of its study on regulatory burden, in this regard, and the potential need to review legislation related to biotechnology and biomanufacturing; calls for a simplification of current requirements for the sector across regulatory frameworks to enable faster approval procedures and market access, while maintaining a risk- and science-based approach and avoiding regulatory uncertainty;

    9.  Welcomes the recently launched Biotech and Biomanufacturing Hub; requests that the Commission provide further guidance to EU biotechnology and biomanufacturing companies and the Member States with regard to the Net-Zero Industry Act(1) and the new Clean Industrial Deal in terms of permitting and financing, and to consider the creation of supporting hubs, in order to improve guidance and advice to companies navigating through the regulatory framework;

    10.  Calls on the Commission to urgently streamline, simplify and shorten the time required for authorisation procedures, particularly approval time frames, for biotechnology materials and products throughout their manufacturing- and life-cycles, and to facilitate the market uptake of bio-based solutions, including the provision of pre-authorisation guidance, while maintaining a risk- and science-based approach, particularly in the context of its regular review of EU agencies such as the European Food Safety Authority, the European Medicines Agency and the European Chemicals Agency; calls on the Commission to ensure that the relevant EU agencies are adequately resourced, to enhance their capacity for conducting authorisation procedures in a timely manner;

    11.  Calls on the Commission to consider the possibility of a simplified approvals procedure for biotechnology products that have already been approved by trusted regulatory bodies in like-minded countries with EU-equivalent standards;

    12.  Calls on the Commission to consider simplifying labelling practices, such as the use of QR codes, and ensure fair market conditions between biotechnology and other products, such as marketing and advertising, without compromising consumer safety or access to relevant consumer information;

    13.  Recalls that harmonised, predictable, future-proof and internationally competitive IP and data protection rules for biotechnology and biomanufacturing patents are essential for the development of the industry, resilient supply chains and sustainable economic growth; underlines the importance of improving IP protection rules by longer terms for patented technologies to strengthen the EU’s competitiveness, foster innovation and the EU’s strategic autonomy, protect cutting-edge technologies, reward long-term investments, and support high-risk research; considers that a coherent, robust and future-proof IP framework is essential; welcomes, in this regard, the EU’s recently established unitary patent system;

    14.  Calls for a common clinical trials framework with streamlined approval procedures across the Member States to minimise administrative burdens and delays, and which allows for the use of real-world evidence for biotechnology therapies; asks the Commission to present the current situation in this regard, as well as potential improvements; calls for the swift implementation of the Clinical Trials Regulation(2) and the use of the EU’s Clinical Trials Information System;

    15.  Underlines the strategic importance for the EU of a strong biotechnology ecosystem to support R & D, manufacturing, and patient access to innovative medicines; points out that biotechnology processes can be used to manufacture active pharmaceutical ingredients and key manufacturing inputs for both off-patent and innovative medicines;

    16.  Recommends using the next generation of regulatory sandboxes to assess the specific impacts and possibilities of emerging biotechnology and biomanufacturing applications, ensuring that new technologies can be trialled in a controlled but flexible and future-proof regulatory environment; stresses the importance of ensuring that EU policy takes account of technological and scientific developments to safeguard the EU’s global competitiveness;

    17.  Recommends developing a strategy to support biotechnology and biomanufacturing companies transitioning from the regulatory sandbox regime to full market access; requests that the strategy include, but not be limited to, support mechanisms, regulatory assistance and guidance on compliance with EU legislation;

    18.  Underlines that effectively scaling up biotechnology and biomanufacturing in the EU hinges on a robust, competitive and circular bioeconomy; calls on the Commission to present an updated bioeconomy strategy, which takes account of current challenges and reinforces the bioeconomy’s industrial dimension and its links to biotechnology and biomanufacturing, incentivising the development and production of sustainable, innovative, high-value added bio-based materials, products and solutions, to contribute to EU competitiveness and strategic autonomy;

    19.  Acknowledges the important role biomass plays in biomanufacturing; recalls, in this regard, the importance of adopting an approach open to different sustainable biomass technologies grounded in robust analysis, and with the aim of enhancing feedstock access and use, as well as harnessing international supply chains, while aiming to avoid unintended environmental externalities;

    20.  Underlines the need to account for the specificities of biogenic carbon, bio-based products and processes, and to differentiate them from petrochemical and fossil-based products, in the context of EU and national chemical, materials and environmental legislation;

    21.  Points out that essential components, such as enzymes, lactic acid bacteria and other microorganisms, run the risk of being prohibited or unduly disincentivised by EU regulations primarily designed for petrochemical and synthetic substances, such as the REACH Regulation(3);

    22.  Is concerned that the European Investment Bank (EIB)’s interpretation of sustainability criteria under the EIB Group Paris alignment framework may result in access to funding for bio-based materials and projects being denied; asks the Commission to examine relevant definitions accordingly and encourage biotechnology- and biomanufacturing-friendly interpretations; calls on the EIB to propose de-risking instruments for biotechnology and biomanufacturing, in order to raise capital; calls, moreover, on the EIB to improve outreach, advisory support and information on financing instruments and opportunities for eligible biotechnology and biomanufacturing projects, in particular SMEs, start-ups and scale-ups;

    23.  Underlines the benefit and contribution of bio-based products and processes to the EU’s CO2 reduction objectives, which, given the potential of these products to increase sustainability and lower the EU’s environmental footprint, need to be reflected in respective life cycle assessments, information for consumers and public procurement;

    24.  Considers that, in order to accelerate the substitution of fossil-based feedstocks, the market demand and market uptake of sustainable bio-based products could be further incentivised in the EU; considers that bio-based feedstocks, such as sustainably sourced biomass, recycled waste and CO2 captured from biogenic sources, could be used as alternative feedstocks for the manufacturing of various products, contributing to the EU’s emissions reduction, resource efficiency and strategic autonomy; in this context, recalls the commitment in the EU’s Competitiveness Compass to develop policies to reward early movers; considers that coherent and adequate sustainability criteria should be ensured for biomass;

    25.  Underlines the importance of upholding the EU’s high standards of food and consumer safety and the potential of biotechnology applications when assessing biotechnology applications in food and feed to protect consumer health, assess impact on circularity and sustainability, and to consider social, ethical, economic, environmental and cultural aspects of food innovation; calls on the Commission to identify smooth routes to market for safe applications of biotechnology in food products, while reiterating that such biotechnology applications need to be properly examined, prior to any future authorisation and subsequent placing on the EU market, including gathering toxicological information and clinical and pre-clinical studies where relevant, and ensuring traceability;

    26.  Underlines that biosecurity risks, including bioethical considerations, must be addressed in conjunction with biotechnology and biomanufacturing innovation, ensuring responsible access to and use of synthetic biology tools, genetic editing technologies and biological materials; calls for the establishment of an EU biosecurity registry for synthetic DNA, benchtop synthesis equipment and genetic engineering tools, improving transparency and risk-assessment mechanisms, in consultation with relevant stakeholders, such as industry and civil society, and while ensuring sensitive data is adequately protected; stresses the importance of EU strategic autonomy in biotechnology supply chains, ensuring that critical biomanufacturing inputs and expertise remain within Europe; calls for stronger international cooperation on biosecurity standards, including mandatory international screening standards, ensuring that EU-based biotechnology and biomanufacturing companies benefit from global best practice while maintaining competitiveness;

    27.  Urges the Commission to conduct a study on biological materials and to present an updated communication and an action plan on chemical, biological, radiological and nuclear risks, in particular regarding bioterrorism and bio-risks;

    Horizontal issues

    28.  Underlines the importance for supply chain security of ensuring a sufficient, stable and competitive supply of feedstock, raw materials and essential components, such as sustainable biomass and enzymes for biotechnology and biomanufacturing companies; calls for potential risks, gaps and dependencies to be closely monitored while safeguarding company-sensitive data and the functioning of the internal market;

    29.  Stresses the importance of developing EU raw material value chains and manufacturing, and enhancing self-sufficiency where possible, while also fostering strategic partnerships and cooperation with like-minded non-EU countries to secure resilient and diversified access to critical inputs of biotechnology and biomanufacturing industries in the EU;

    30.  Stresses that, in an increasingly tense geopolitical context, biotechnology and biomanufacturing should be fully leveraged to strengthen the EU’s strategic autonomy, enhance food security and reduce dependence on non-EU countries; highlights the need to stimulate market demand and uptake of bio-based products to boost the growth, competitiveness and sustainability of the EU biotechnology and biomanufacturing sector;

    31.  Notes that the scale-up and commercialisation of research results remains a major challenge in the EU, and stresses the need to improve knowledge and technology transfer between academia and industry to ensure that EU-funded biotechnology and biomanufacturing research leads to commercial applications and industrial deployment; highlights the importance of strengthening public-private collaboration and supporting universities and research institutions with high levels of technology transfer, spin-offs, and start-up creation, for example by applying the CERN model of building start-up studios within research institutions; calls for strategic investments in shared EU infrastructure – such as pilot facilities, biobanks or innovation accelerators – to support the scale-up of prototypes and the market uptake of innovative biotechnology and biomanufacturing solutions; underlines that innovation cannot solely take place for short-term economic benefit, and that biotechnology and biomanufacturing innovation should be driven through a bottom-up approach under a standalone and long-term framework programme; calls on the Commission to facilitate the creation of world-leading research hubs for biotechnology and biomanufacturing to drive innovation and collaboration between academia, industry and venture capital; emphasises the need for robust physical testing facilities in the biotechnology and biomanufacturing sector to drive innovation and facilitate the production and market access for SMEs and start-ups;

    32.  Stresses the need to ensure access to affordable energy for biotechnology and biomanufacturing operators, given the high energy intensity of large-scale biological production processes; underlines the importance of facilitating the authorisation and validation of large industrial plants, such as bioreactors, which are essential for scale-up but also face significant construction and operating risks; welcomes the latest revision of the Renewable Energy Directive(4) and its provisions to simplify permitting procedures, and calls on the Member States to swiftly implement relevant measures to support the deployment of biotechnology and biomanufacturing infrastructure;

    33.  Underlines the need for a skilled and diverse European workforce in the biotechnology and biomanufacturing sector and for the promotion of entrepreneurial skills, in close collaboration with industry and research institutions; calls for increased investment in biotechnology and biomanufacturing education and targeted professional training, including in but not limited to areas such as regulatory compliance, quality assurance and process engineering; supports the development of competence centres and public-private training initiatives across all Member States to enable upskilling, reskilling and lifelong learning to safeguard the attractiveness of the biotechnology and biomanufacturing industry; highlights the importance of adapting educational curricula to the evolving needs of the sector, and of promoting science, technology, engineering and mathematics (STEM) subjects, with a particular focus on attracting more girls and women into biotechnology and biomanufacturing careers; encourages more public awareness about career opportunities in the field to attract talent from non-EU countries and suggests exploring the potential for transatlantic cooperation; welcomes the recently launched Choose Europe for Science pilot scheme to attract top non-EU researchers, scientists and academics to Europe;

    34.  Calls for the urgent completion of the capital markets union to attract institutional investors to the biotechnology and biomanufacturing industry, including venture capital, pension funds and private equity; underlines that the sector is characterised by high levels of risk and that reducing the cost of failure in the EU is necessary for attracting large-scale capital investment; calls for dedicated support to ensure that biotechnology and biomanufacturing SMEs, start-ups and scale-ups can access sufficient funding and compete globally; stresses that cross-border investment barriers must be reduced to facilitate investment in biotechnology and biomanufacturing scale-ups;

    35.  Notes that public-private partnerships and mission-driven EU investment strategies, such as the Circular Bio-based Europe Joint Undertaking, are essential for de-risking biotechnology and biomanufacturing innovation and for increasing the likelihood that IP and industrial capacity remain in Europe; urges EU investment instruments, such as the InvestEU programme, to be strengthened to support biotechnology and biomanufacturing projects considered as high-risk from an investment perspective; underlines that the sector is characterised by a high concentration of SMEs, which face disproportionate barriers in accessing capital despite being critical drivers of innovation; supports the exploration of a biotechnology Important Project of Common European Interest to facilitate industrial deployment and first-mover investments in bio-based chemicals, materials, and products and solutions;

    36.  Notes that public awareness of biotechnology and biomanufactured products in the EU should be further strengthened to boost public acceptance; recommends engaging with citizens and civil society organisations to communicate the characteristics, benefits and implications of the growing presence of biotechnology-based products and services in the European market;

    Future-proof research and innovation

    37.  Regrets that European private investment in research, development and innovation is lagging behind other major economies and that the scale-up and commercialisation of research results remain a major challenge in Europe; highlights the fact that European and national public systems for R & D funding remain complex and insufficiently coordinated, resulting in duplications and inefficiencies; calls for an EU-wide approach to coordinating public investment in R & D for biotechnology and biomanufacturing, with the dual objective of closing excellence and innovation gaps and accelerating commercialisation; underlines the importance of strengthening European collaboration, pooling knowledge and resources, and leveraging public funding with private investment; recalls the key role of framework programmes such as Horizon Europe in fostering scientific excellence, innovation and technical development and calls for targeted investment in strategic biotechnology and biomanufacturing subfields, such as industrial, environmental, marine, health and agri-food biotechnology;

    38.  Reiterates the call to double the EU’s research budget and to reach the target of 3 % of EU gross domestic product being devoted to R & D by 2030;

    39.  Notes the growing role of synthetic biology, bioinformatics, data and game-changing AI-driven biotechnology and biomanufacturing research; calls on the Commission to integrate biotechnology and biomanufacturing innovation into the EU digital and AI strategies, ensuring interoperability between biotechnology and biomanufacturing data infrastructure and AI-driven discovery platforms; notes that AI capabilities are dependent on the efficient use of data; considers that the creation of industrial data spaces for biotechnology and biomanufacturing is important for efficient data sharing;

    40.  Acknowledges that, while AI systems and quantum computing can significantly speed up research and lead to new innovations, enabling better computational designs of biological systems, they can also increase the risk of biological threats; underlines, therefore, the need to apply a risk-based approach to the use of AI in scientific research and manufacturing;

    41.  Considers that the ethical use of AI, bioinformatics and synthetic biology is crucial for building trust and for society at large to benefit from these technologies; underlines the need to safeguard data privacy, data security, transparency and human oversight of the use of AI systems in the health biotechnology sector;

    Federated Farmers is calling for new proposed ‘green’ finance rules to be scrapped, warning they’re ideologically driven, unworkable, and risk doing real harm to rural communities.
    In a letter sent to Ministers and key officials on July 11, the organisation outlined a series of serious concerns with the Sustainable Finance Taxonomy.
    “This framework is fundamentally flawed,” Federated Farmers banking spokesperson Mark Hooper says.
    “It has been created without meaningful input from working farmers, it imposes unrealistic standards, and it risks cutting off financial services to legitimate, productive rural businesses.”
    The Sustainable Finance Taxonomy is being developed by the Centre for Sustainable Finance and the Ministry for the Environment to provide a consistent framework for defining what is ‘green’ or ‘sustainable’ in financial markets.
    Federated Farmers says it would create major risks for New Zealand’s agricultural sector and is urging the Government to halt the process entirely.
    “One of our core concerns is the lack of practical farming expertise involved in developing the taxonomy,” Hooper says.
    “There are no hands-on farmers involved with the Technical Advisory Group. Instead, it’s full of shiny-shoed bankers, sustainability advisors, and forestry lobbyists.
    “If you’re designing a finance framework for agriculture, farmers must be at the table. This is a total governance failure.”
    Without real-world knowledge of farming systems, the framework fails to reflect the operational realities and sustainability efforts already embedded in New Zealand’s primary sector.
    For example, the proposed taxonomy defines ‘green’ farming as producing less than one tonne of CO₂ equivalent per hectare per year.
    “This threshold is so low that no working New Zealand farm could realistically qualify, even though we’re home to the most emissions-efficient food producers in the world,” Hooper says.

    You’re standing at your front door, facing a five kilometre commute to work. But you don’t have your car, and there’s no bus route. You can walk for an hour – or jump on your bicycle and arrive in 15 minutes, barely breaking a sweat. You choose the latter.

    Many people would make the same choice. It’s estimated that there are more than a billion bikes in the world. Cycling represents one of the most energy-efficient forms of transport ever invented, allowing humans to travel faster and farther while using less energy than walking or running.

    But why exactly does pedalling feel so much easier than pounding the pavement? The answer lies in the elegant biomechanics of how our bodies interact with this two-wheeled machine.

    A wonderfully simple machine

    At its heart, a bicycle is wonderfully simple: two wheels (hence “bi-cycle”), pedals that transfer power through a chain to the rear wheel, and gears that let us fine-tune our effort. But this simplicity masks an engineering that perfectly complements human physiology.

    When we walk or run, we essentially fall forward in a controlled manner, catching ourselves with each step. Our legs must swing through large arcs, lifting our heavy limbs against gravity with every stride. This swinging motion alone consumes a lot of energy. Imagine: how tiring would it be to even swing your arms continuously for an hour?

    On a bicycle, your legs move through a much smaller, circular motion. Instead of swinging your entire leg weight with each step, you’re simply rotating your thighs and calves through a compact pedalling cycle. The energy savings are immediately noticeable.

    But the real efficiency gains come from how bicycles transfer human power to forward motion. When you walk or run, each footstep involves a mini-collision with the ground. You can hear it as the slap of your shoe against the road, and you can feel it as vibrations running through your body. This is energy being lost, literally dissipated as sound and heat after being sent through your muscles and joints.

    Walking and running also involve another source of inefficiency: with each step, you actually brake yourself slightly before propelling forward. As your foot lands ahead of your body, it creates a backwards force that momentarily slows you down. Your muscles then have to work extra hard to overcome this self-imposed braking and accelerate you forward again.

    Kissing the road

    Bicycles use one of the world’s great inventions to solve these problems – wheels.

    Instead of a collision, you get rolling contact – each part of the tyre gently “kisses” the road surface before lifting off. No energy is lost to impact. And because the wheel rotates smoothly so the force acts perfectly vertically on the ground, there’s no stop-start braking action. The force from your pedalling translates directly into forward motion.

    But bicycles also help our muscles to work at their best. Human muscles have a fundamental limitation: the faster they contract, the weaker they become and the more energy they consume.

    This is the famous force-velocity relationship of muscles. And it’s why sprinting feels so much harder than jogging or walking – your muscles are working near their speed limit, becoming less efficient with every stride.

    Bicycle gears solve this problem for us. As you go faster, you can shift to a higher gear so your muscles don’t have to work faster while the bike accelerates. Your muscles can stay in their sweet spot for both force production and energy cost. It’s like having a personal assistant that continuously adjusts your workload to keep you in the peak performance zone.

    Walking sometimes wins out

    But bicycles aren’t always superior.

    On very steep hills of more than about 15% gradient (so you rise 1.5 metres every 10 metres of distance), your legs struggle to generate enough force through the circular pedalling motion to lift you and the bike up the hill. We can produce more force by pushing our legs straight out, so walking (or climbing) becomes more effective.

    Even if roads were built, we wouldn’t pedal up Mount Everest.

    This isn’t the case for downhills. While cycling downhill becomes progressively easier (eventually requiring no energy at all), walking down steep slopes actually becomes harder.

    Once the gradient exceeds about 10% (it drops by one metre for every ten metres of distance), each downhill step creates jarring impacts that waste energy and stress your joints. Walking and running downhill isn’t always as easy as we’d expect.

    Not just a transportation device

    The numbers speak for themselves. Cycling can be at least four times more energy-efficient than walking and eight times more efficient than running. This efficiency comes from minimising three major energy drains: limb movement, ground impact and muscle speed limitations.

    So next time you effortlessly cruise past pedestrians on your morning bike commute, take a moment to appreciate the biomechanical work of art beneath you. Your bicycle isn’t just a transport device, but a perfectly evolved machine that works in partnership with your physiology, turning your raw muscle power into efficient motion.

    Cheap volcanic rock that languishes in open cut mines and quarries could transform Australia’s farming sector as a natural fertiliser, boosting crop yields and removing carbon dioxide from the atmosphere.

    It turns out that crushed basalt – a common rock used to make roads, houses, schools and hospitals – may address two very critical issues of our time: climate change and acidic soils.

    University of South Australia (UniSA) environmental researcher Dr Binoy Sarkar is leading an Enhanced Rock Weathering trial that involves applying crushed basalt to agricultural soils, measuring its nutrient release and carbon capture.

    Dr Sarkar, from UniSA’s Future Industries Institute,  is collaborating with James Cook University, the Tropical North Queensland Drought Hub, and industry partner Carbonaught Pty Ltd on two projects, funded by the Federal Government and Cascade Climate.

    “Australian farmers spend nearly $1.2 billion a year to tackle soil acidification, using expensive liming materials that in themselves contribute to greenhouse gas emissions,” Dr Sarkar says.

    “Large volumes of adequately fine rock particles – a byproduct of the mining and construction industry – can be bought for as little as $30 per ton and applied to soils using existing farm equipment, with negligible expense.

    “Basalt does not completely replace chemical fertilisers, but it can cut fertiliser amounts needed to grow crops, saving farmers a lot of money and substantially improving their profit margins.”

    Farming with basalt solves two critical challenges facing Australian agriculture: improving infertile soils and simultaneously removing greenhouse gas emissions from farming practices that include nitrogen fertilisers, deforestation and land clearing.

    “As a country, we have committed to achieving net zero greenhouse gas emissions by 2050. Almost 18% of our emissions are produced by the agricultural sector, primarily from crop production and emissions from livestock,” Dr Sarkar says.

    “Lime is commonly used for correcting soil acidity, but it is expensive and contributes heavily to on-farm carbon dioxide emissions. Basalt naturally reduces acidity, captures carbon, and it also releases nutrients such as phosphorus, calcium, magnesium and silicon into the soil.”   

    Dr Sarkar says the research will not only benefit Australia’s agricultural sector, but also the mining sector, where basalt is a byproduct that has to be dug and moved aside before reaching valuable minerals located at depth.

    This byproduct is already crushed to make road building and construction materials, but finer fractions are stockpiled, often taking up large amounts of space with negligible commercial use.

    Society at large is also a winner, thanks to basalt scrubbing gigatons of carbon dioxide from the air.

    Dr Sarkar’s collaborative team is the first in Australia to receive significant R&D federal funding ($5 million) to trial the low-cost carbon cutting technology nationally.

    “I hope we can see a lot more trials in the next few years, to build confidence and propel a large-scale adoption of this rock weathering technology.

    “It will also provide opportunities for farmers and quarry owners to sell carbon credits and earn additional profits. Our farmers will be able to take advantage of this huge market when we have a strong monitoring, reporting and verification program for the technology.”

    Those who carry scars from that July evening defended our Republic during one of our Nation’s darkest hours—running to the injured amid chaos and uncertainty to provide comfort and lifesaving care.  Doctors and first responders rushed to help the wounded, rallygoers guided their fellow citizens to safety, and patriots raised their fists in the air in an outpouring of support and national pride.  These men and women arrived at the rally grounds as ordinary Americans, but left as heroes.  They represent the very best of our Nation, and we are forever indebted for their kindness and compassion.

    However, one name stands above all for selfless service and ultimate sacrifice on that fateful day.  The world will never forget the tragic loss of Corey Comperatore, a firefighter, veteran, and devoted husband and father.  When gunfire erupted, Corey did not hesitate to protect his wife and two daughters.  He died a hero, and we are eternally grateful for his inspiring love, valor, and faithfulness.

    It remains my firm conviction that God alone saved me that day for a righteous purpose: to restore our beloved Republic to greatness and to rescue our Nation from those who seek its ruin.  One year after the attempt on my life in Butler, our country is in the midst of a new Golden Age.  History will remember the would-be assassin for his cowardice and failure, but the magnificent legacy of the heroes of July 13, 2024, will forever be etched upon the heart of our Nation.  Today, we pay tribute to their spirit of love, unity, and resilience—and we proclaim with one voice the epic battle cry that has reverberated all across the world: “Fight, fight, fight!”

    As the world looks for ways to tackle climate change, Australia has invested heavily in green hydrogen.

    Green hydrogen is shaping as the best option to strip carbon emissions from some industrial processes, such as iron-making and ammonia production. But making the dream a reality in Australia is proving difficult.

    Two recent announcements are a case in point. This month, the Queensland government withdrew financial support for the Central Queensland Hydrogen Hub. It came weeks after energy company Fortescue cut 90 green hydrogen jobs in Queensland and Western Australia.

    I led the development of Australia’s National Hydrogen Strategy in 2019, in my previous job as a federal public servant. I also co-authored a Grattan Institute report on how hydrogen could help decarbonise the Australian economy. Here, I explain the main challenges to getting the industry off the ground.

    But first, what is green hydrogen?

    Hydrogen is the lightest and most abundant element in the universe. It’s usually found as a gas, or bonded to other elements.

    It’s used to make products such as fertilisers, explosives and plastics. In future, it may also be a zero-emissions replacement for fossil fuels in industries such as steel and chemicals manufacturing.

    Australia currently makes very low volumes of hydrogen using natural gas, which produces greenhouse gas emissions. We are well-placed to produce “green” or zero-emissions hydrogen, through a process powered by renewable energy which releases hydrogen from water.

    But creating a large green hydrogen industry won’t be easy. These are the main five challenges.

    1. The learning curve is steep

    About 15 facilities in Australia are currently producing green hydrogen, all at low volumes – between 8 kilograms and one tonne a day (see chart below).

    By contrast, most recently cancelled projects would have produced hundreds of tonnes of green hydrogen daily. The Central Queensland Hydrogen Hub, for example, would initially have produced about 200 tonnes a day, scaling up to 800 tonnes in the 2030s.

    The failure of these big projects shows Australia has much to learn about planning, building, commissioning and operating large green hydrogen facilities.

    2. Demand is limited

    Very little hydrogen is currently used in Australia – around 500,000 tonnes a year. This is less than 1% of national energy consumption.

    Most of this hydrogen is produced using natural gas, and is produced on site at existing industrial operations that require hydrogen, such as oil refiners and ammonia plants. Using hydrogen from a different source would require major – and costly – engineering changes at these facilities.

    So, how do new green hydrogen producers create demand for their product?

    The first option is to convince a company to spend money changing their operations to bring in green hydrogen from outside. This is not an easy prospect. The second is to find big new markets – which leads to the next challenge.

    3. The chicken-and-egg problem

    Renewable hydrogen isn’t a direct substitute for conventional fuels.

    You can’t burn hydrogen in your gas stovetop without changing the pipes in the house and the burners on the stove. Likewise, you can’t use hydrogen as a substitute for coal when making steel without changing the smelting process.

    This creates a chicken-and-egg problem. Green hydrogen proponents won’t invest in high-volume production unless there are large users to buy the product. But large users won’t invest in changing their processes unless they are assured of supply.

    4. Green hydrogen is expensive

    Green hydrogen is much more expensive than conventional hydrogen. And as yet, there’s little evidence buyers are willing pay more for it.

    So for green hydrogen to compete with conventional production, it needs government subsidies.

    The huge expense is largely due to the electricity used to make green hydrogen – prices of which are currently high.

    As renewable energy expands, electricity prices in Australia are expected to fall. But building more large-scale renewable generation in Australia is itself a difficult prospect.

    5. Economic and political turmoil

    Recent turmoil in global markets has made companies more cautious about investing outside their core business. And global inflation has helped drive up the cost of electricity needed to produce green hydrogen.

    Globally, governments have scrambled to keep national economies afloat, which has led to cuts in green hydrogen in several countries.

    In Australia, green hydrogen is still key to the Albanese government’s Future Made in Australia policy. And hydrogen has been a rare area of agreement between the two major parties, at both federal and state levels.

    But there are signs this is changing. The federal opposition last year fought the government’s hydrogen tax credits, and the withdrawal of support for the Central Queensland Hydrogen Hub came from the Queensland LNP government, which won office in October last year.

    What next?

    There is a long road ahead if green hydrogen is to help Australia reach its goal of net-zero emissions by 2050.

    So what have we learned so far?

    Many scrapped projects tried to implement a “hub” model – combining multiple users in one place, which was designed to make it more attractive to suppliers. But this was difficult to co-ordinate, and vulnerable to changing global conditions.

    The green hydrogen industry should focus on the most promising uses for its product. For example, if it could successfully make enough green hydrogen to supply ammonia production, it could build on this to eventually support a bigger industry, such as iron-making.

    It’s also time to rethink how subsidies are structured, to reflect the fact some sectors are better bets than others. At present, the federal government’s Hydrogen Headstart program and the hydrogen tax credit are agnostic as to how the hydrogen is used, which does little to help demand emerge in the right places.

    Finally, political unity must be renewed. Hydrogen projects require a lot of capital, and investors get nervous when an industry does not have bipartisan support.

    The hype around green hydrogen in Australia is fading. There are some reasons for hope – but success will require a lot of hard work.

    You’re standing at your front door, facing a five kilometre commute to work. But you don’t have your car, and there’s no bus route. You can walk for an hour – or jump on your bicycle and arrive in 15 minutes, barely breaking a sweat. You choose the latter.

    Many people would make the same choice. It’s estimated that there are more than a billion bikes in the world. Cycling represents one of the most energy-efficient forms of transport ever invented, allowing humans to travel faster and farther while using less energy than walking or running.

    But why exactly does pedalling feel so much easier than pounding the pavement? The answer lies in the elegant biomechanics of how our bodies interact with this two-wheeled machine.

    A wonderfully simple machine

    At its heart, a bicycle is wonderfully simple: two wheels (hence “bi-cycle”), pedals that transfer power through a chain to the rear wheel, and gears that let us fine-tune our effort. But this simplicity masks an engineering that perfectly complements human physiology.

    When we walk or run, we essentially fall forward in a controlled manner, catching ourselves with each step. Our legs must swing through large arcs, lifting our heavy limbs against gravity with every stride. This swinging motion alone consumes a lot of energy. Imagine: how tiring would it be to even swing your arms continuously for an hour?

    On a bicycle, your legs move through a much smaller, circular motion. Instead of swinging your entire leg weight with each step, you’re simply rotating your thighs and calves through a compact pedalling cycle. The energy savings are immediately noticeable.

    But the real efficiency gains come from how bicycles transfer human power to forward motion. When you walk or run, each footstep involves a mini-collision with the ground. You can hear it as the slap of your shoe against the road, and you can feel it as vibrations running through your body. This is energy being lost, literally dissipated as sound and heat after being sent through your muscles and joints.

    Walking and running also involve another source of inefficiency: with each step, you actually brake yourself slightly before propelling forward. As your foot lands ahead of your body, it creates a backwards force that momentarily slows you down. Your muscles then have to work extra hard to overcome this self-imposed braking and accelerate you forward again.

    Kissing the road

    Bicycles use one of the world’s great inventions to solve these problems – wheels.

    Instead of a collision, you get rolling contact – each part of the tyre gently “kisses” the road surface before lifting off. No energy is lost to impact. And because the wheel rotates smoothly so the force acts perfectly vertically on the ground, there’s no stop-start braking action. The force from your pedalling translates directly into forward motion.

    But bicycles also help our muscles to work at their best. Human muscles have a fundamental limitation: the faster they contract, the weaker they become and the more energy they consume.

    This is the famous force-velocity relationship of muscles. And it’s why sprinting feels so much harder than jogging or walking – your muscles are working near their speed limit, becoming less efficient with every stride.

    Bicycle gears solve this problem for us. As you go faster, you can shift to a higher gear so your muscles don’t have to work faster while the bike accelerates. Your muscles can stay in their sweet spot for both force production and energy cost. It’s like having a personal assistant that continuously adjusts your workload to keep you in the peak performance zone.

    Walking sometimes wins out

    But bicycles aren’t always superior.

    On very steep hills of more than about 15% gradient (so you rise 1.5 metres every 10 metres of distance), your legs struggle to generate enough force through the circular pedalling motion to lift you and the bike up the hill. We can produce more force by pushing our legs straight out, so walking (or climbing) becomes more effective.

    Even if roads were built, we wouldn’t pedal up Mount Everest.

    This isn’t the case for downhills. While cycling downhill becomes progressively easier (eventually requiring no energy at all), walking down steep slopes actually becomes harder.

    Once the gradient exceeds about 10% (it drops by one metre for every ten metres of distance), each downhill step creates jarring impacts that waste energy and stress your joints. Walking and running downhill isn’t always as easy as we’d expect.

    Not just a transportation device

    The numbers speak for themselves. Cycling can be at least four times more energy-efficient than walking and eight times more efficient than running. This efficiency comes from minimising three major energy drains: limb movement, ground impact and muscle speed limitations.

    So next time you effortlessly cruise past pedestrians on your morning bike commute, take a moment to appreciate the biomechanical work of art beneath you. Your bicycle isn’t just a transport device, but a perfectly evolved machine that works in partnership with your physiology, turning your raw muscle power into efficient motion.

    Hurricane Helene lasted only a few days in September 2024, but it altered the landscape of the Southeastern U.S. in profound ways that will affect the hazards local residents face far into the future.

    Mudslides buried roads and reshaped river channels. Uprooted trees left soil on hillslopes exposed to the elements. Sediment that washed into rivers changed how water flows through the landscape, leaving some areas more prone to flooding and erosion.

    Helene was a powerful reminder that natural hazards don’t disappear when the skies clear – they evolve.

    These transformations are part of what scientists call cascading hazards. They occur when one natural event alters the landscape in ways that lead to future hazards. A landslide triggered by a storm might clog a river, leading to downstream flooding months or years later. A wildfire can alter the soil and vegetation, setting the stage for debris flows with the next rainstorm.

    I study these disasters as a geomorphologist. In a new paper in the journal Science, I and a team of scientists from 18 universities and the U.S. Geological Survey explain why hazard models – used to help communities prepare for disasters – can’t just rely on the past. Instead, they need to be nimble enough to forecast how hazards evolve in real time.

    The science behind cascading hazards

    Cascading hazards aren’t random. They emerge from physical processes that operate continuously across the landscape – sediment movement, weathering, erosion. Together, the atmosphere, biosphere and the earth are constantly reshaping the conditions that cause natural disasters.

    For instance, earthquakes fracture rock and shake loose soil. Even if landslides don’t occur during the quake itself, the ground may be weakened, leaving it primed for failure during later rainstorms.

    That’s exactly what happened after the 2008 earthquake in Sichuan Province, China, which led to a surge in debris flows long after the initial seismic event.

    Earth’s surface retains a “memory” of these events. Sediment disturbed in an earthquake, wildfire or severe storm will move downslope over years or even decades, reshaping the landscape as it goes.

    The 1950 Assam earthquake in India is a striking example: It triggered thousands of landslides. The sediment from these landslides gradually moved through the river system, eventually causing flooding and changing river channels in Bangladesh some 20 years later.

    An intensifying threat in a changing world

    These risks present challenges for everything from emergency planning to home insurance. After repeated wildfire-mudslide combinations in California, some insurers pulled out of the state entirely, citing mounting risks and rising costs among the reasons.

    Cascading hazards are not new, but their impact is intensifying.

    Climate change is increasing the frequency and severity of wildfires, storms and extreme rainfall. At the same time, urban development continues to expand into steep, hazard-prone terrain, exposing more people and infrastructure to evolving risks.

    The rising risk of interconnected climate disasters like these is overwhelming systems built for isolated events.

    Yet climate change is only part of the equation. Earth processes – such as earthquakes and volcanic eruptions – also trigger cascading hazards, often with long-lasting effects.

    Mount St. Helens is a powerful example: More than four decades after its eruption in 1980, the U.S. Army Corps of Engineers continues to manage ash and sediment from the eruption to keep it from filling river channels in ways that could increase the flood risk in downstream communities.

    Rethinking risk and building resilience

    Traditionally, insurance companies and disaster managers have estimated hazard risk by looking at past events.

    But when the landscape has changed, the past may no longer be a reliable guide to the future. To address this, computer models based on the physics of how these events work are needed to help forecast hazard evolution in real time, much like weather models update with new atmospheric data.

    Thanks to advances in Earth observation technology, such as satellite imagery, drone and lidar, which is similar to radar but uses light, scientists can now track how hillslopes, rivers and vegetation change after disasters. These observations can feed into geomorphic models that simulate how loosened sediment moves and where hazards are likely to emerge next.

    Researchers are already coupling weather forecasts with post-wildfire debris flow models. Other models simulate how sediment pulses travel through river networks.

    Cascading hazards reveal that Earth’s surface is not a passive backdrop, but an active, evolving system. Each event reshapes the stage for the next.

    Understanding these connections is critical for building resilience so communities can withstand future storms, earthquakes and the problems created by debris flows. Better forecasts can inform building codes, guide infrastructure design and improve how risk is priced and managed. They can help communities anticipate long-term threats and adapt before the next disaster strikes.

    Most importantly, they challenge everyone to think beyond the immediate aftermath of a disaster – and to recognize the slow, quiet transformations that build toward the next.

    Deputy President undertakes strategic working visit to China

    Deputy President Paul Mashatile is expected to embark on a Working Visit to the People’s Republic of China from tomorrow (Monday).

    He will be accompanied by Deputy Minister of International Relations and Cooperation, Thandi Moraka; Minister of Small Business Development, Stella Ndabeni-Abrahams; Tourism Minister Patricia de Lille; Minister of Trade, Industry and Competition, Parks Tau; Minister of Water and Sanitation, Pemmy Majodina and Agriculture Minister John Steenhuisen.

    While there, the Deputy President will participate in the China International Supply Chain Expo (CISCE).

    “In its third year, CISCE is the world’s first national-level expo dedicated to global supply chains. It is hosted under the auspices of the Chinese Central Government and the China Council for the Promotion of International Trade [CCPIT].

    “This high-level participation by the Deputy President and the South African Delegation is a pivotal opportunity to advance the South Africa–China All-Round Strategic Cooperative Partnership in the New Era. It also reinforces South Africa’s position as a gateway to Sub-Saharan Africa for trade, investment, and industrial cooperation,” the Presidency said in a statement.

    South Africa has been accorded Guest Country status for the expo under the theme “South Africa: Your Pathway to Supply Chain Resilience”.

    The visit will focus on:

    • Promoting strategic sectors such as renewable energy, logistics, pharmaceuticals, mineral beneficiation, and the digital economy;
    • Showcasing a robust pipeline of investable projects to attract targeted Chinese investment, particularly into Special Economic Zones (SEZs) and critical infrastructure;
    • Enhancing bilateral collaboration on clean technologies, digital skills development, and industrial standards; and
    • Advancing South Africa’s objectives for supply chain resilience, accelerated industrialisation, and deeper integration within the African Continental Free Trade Area (AfCFTA) framework.

    “In addition, the visit will include a dedicated bilateral programme aligned with the Comprehensive Strategic Partnership (CSP) and the Ten-Year Strategic Programme of Cooperation (2020–2029) between South Africa and China, with a particular emphasis on Chapter Two on Mutual Beneficial Economic Cooperation and Trade.

    Import restrictions on live poultry and poultry products from Brazil have been lifted.

    This after what the Department of Agriculture describes as “extensive engagements” between South African and Brazilian veterinary authorities.

    “This follows the confirmation that the outbreak of Highly Pathogenic Avian Influenza [HPAI], first detected on 15 May 2025 in a breeder establishment located in the municipality of Montenegro, a state of Rio Grande do Sul in Brazil, has been contained and eradicated. 

    “The stamping out measures were applied in accordance with the relevant standards set by the World Organisation for Animal Health [WOAH], and the affected premises were depopulated and disinfected. The 28-day waiting period after stamping out was observed, with the self-declaration of freedom effective from 18 June 2025,” the department said in a statement.

    The department revealed that a bilateral technical meeting was held with the South American nation’s veterinary authority, during which an agreement was reached on the “revised Veterinary Health Certificate (VHC), confirming that Brazil is free of HPAI”.

    “The positive outcome is a direct result of the dedicated efforts of our officials. With this resolution, imports can resume, which will significantly contribute to enhancing food security for all citizens,” Agriculture Minister John Steenhuisen said. 

    The department warned, however, that as a precautionary measure, “products packed in their final packaging between 1 May and 18 June 2025 temporarily remain restricted”.

    “This is in line with risk mitigation standards to ensure the continued safety of our animal health status and trade partners.

    “The Department of Agriculture remains vigilant and will continue to monitor the situation. The lifting of the suspension may be reviewed should new information emerge indicating the outbreak spreading to other areas within Brazil.

    “Minister Steenhuisen emphasised that this development underlines the department’s commitment to science-based decision making and the importance of maintaining open, transparent and technically sound channels of communication between trading partners,” the statement concluded. – SAnews.gov.za

  • Centre asks states to crack down on fake, substandard fertilizers

    In a move to protect farmers and ensure the integrity of agricultural inputs, Union Agriculture and Farmers’ Welfare Minister Shivraj Singh Chouhan has written to the Chief Ministers of all States and Union Territories, calling for immediate and strict action against the sale of fake and substandard fertilizers.

    The directive aims to curb the black marketing of subsidized fertilizers, the circulation of counterfeit products, and illegal practices such as forced tagging of nano or bio-stimulant fertilizers.

    Emphasizing that agriculture is the backbone of India’s economy, the Minister stressed the importance of providing farmers with quality fertilizers on time, at affordable prices. He reminded states that the sale of substandard or fake fertilizers is prohibited under the Fertilizer (Control) Order, 1985, which is part of the Essential Commodities Act, 1955.

    The Centre has directed states to monitor fertilizer distribution closely, take action against overpricing and diversion, and strengthen sampling and testing to detect counterfeit products. It also instructed authorities to immediately halt forced tagging practices and to take strict legal action, including license cancellations and FIRs, against violators.

    States have been encouraged to involve farmers and farmer groups in monitoring efforts and to launch awareness campaigns to help them distinguish between genuine and fake fertilizers.

    Calling for a statewide crackdown, Chouhan said regular monitoring and strict enforcement would ensure lasting solutions and protect farmers’ interests.

    President John Dramani Mahama has assured members of the Public Interest and Accountability Committee (PIAC) that oil revenues earmarked for his proposed $10 billion “Big Push” infrastructure initiative will be efficiently disbursed and managed.

    The President gave the assurance during a courtesy call by the PIAC members. Led by its Chairman, Mr Constantine K.M. Kudzedzi, the Committee members visited to congratulate the President on his recent election victory and discuss matters concerning the management of Ghana’s oil revenues.

    President Mahama outlined his government’s ambitious plan to invest $10 billion over the next five years, allocating $2 billion annually, into priority infrastructure projects across the country.

    These projects will target key sectors, including roads, major bridges, education, and health infrastructure, as well as areas vital for boosting productivity in the agriculture sector.

    He specified that agricultural projects under the “Big Push” would encompass irrigation schemes, construction of farmer service centres, and support for agribusiness development.

    The President stated that the primary sources of funding for this significant policy initiative would be petroleum revenue and minerals royalties.

    Commending PIAC for its vital role, President Mahama praised the Committee’s efforts in monitoring and ensuring transparency and accountability in the utilisation of Ghana’s petroleum revenues.

    He highlighted PIAC as a commendable model for other countries seeking effective oversight mechanisms.

  • MIL-OSI Submissions: Indonesia plans to rewrite its national history: A return to an incomplete narrative?

    Indonesia’s plan to rewrite its official national history was initially met with positive responses, particularly for its goal of better serving the younger generation. But the project to reshape the country’s mainstream historical narrative soon ignited widespread controversy for overlooking underrepresented groups and reinforcing authoritarian tendencies.

    By incorporating the latest data and expanding the coverage of historical events and figures, the initiative — launched by the Indonesian Historian Association (MSI) and backed by the Culture Ministry on May 2025 — raised hopes for a more inclusive, accurate, and relevant national history.

    However, backlash soon followed, with criticism intensifying after Culture Minister Fadli Zon’s controversial statement) dismissing the 1998 mass rapes as mere rumours.

    Various groups argue that the rewriting of national history is a calculated move to bolster an increasingly authoritarian government, as it relies solely on scholars and historians with ties to those in power.

    Many groups remain underrepresented

    A nation’s relationship with its history is deeply tied to how contemporary narratives are constructed or shaped. For national historiography to carry legitimacy, it must meaningfully include the voices of diverse groups, classes, communities, and entities.

    However, the project’s terms of reference fail to give due attention to space for women’s roles in the Indonesian independence movement].

    Its treatment of historical narratives from regions beyond Java also remains insufficient — let alone its neglect of non-political and non-economic themes, such as the arts or sports.

    Silent affirmation?

    In response to the controversy, few formal statements have been made from either MSI or the historians involved in the project, apart from the minister and the project’s principal editor.

    One notable exception came from a historian via his social media page, where he reflected on the dilemma of being both an intellectual and a public servant involved in the project.

    He argued that speaking from within, rather than criticising from the outside, demands greater courage and careful calculation – a stance he fears is likely to be overlooked.

    As a history-and-culture researcher, his remarks reinforce the perception that many of the historians involved in the revision project are civil servants at state universities or individuals closely aligned with those in power.

    Lessons from the past

    History itself tells us that the writing of national history is deeply intertwined with the interests of ruling authorities and their affiliated groups.

    From its inception, the genre of national history that emerged in 19th-century Europe and the United States was closely tied to efforts to legitimise territorial expansion and colonial rule.

    In the context of Indonesia’s current national history revision project, it is worth revisiting comparisons between how national histories were written under Ferdinand Marcos in the Philippines and Suharto in Indonesia.

    Historians in both countries should be recognised as active agents with their own interests and authority — not as passive participants or easily influenced figures.

    During Suharto’s regime, one historian even withdrew from the state-led national history writing project due to disagreements, particularly over methodological approaches.

    The project’s director marginalised historian Sartono Kartodirdjo — who championed a multidimensional approach — in favour of a more linear, state-centric narrative. Sartono’s more holistic perspective made space for a broader range of historical actors, including farmers and other often-overlooked communities.

    A similar precedent can be traced back to the early years of Indonesian independence, when the government initiated efforts to document the country’s national history in the 1950s. At the time, the National History Writing Committee — comprising prominent scholars — organised Indonesia’s first National History Seminar.

    Yet the initiative failed to produce an official national history, partly due to the same kind of unresolved methodological debates that resurfaced during Suharto’s rule.

    A project for whom?

    Marcus Tullius Cicero, the Roman philosopher-turned-statesman, once said, historia magistra vitae est – history is the teacher of life.

    Given the failures and controversies surrounding Indonesia’s earlier attempt to produce an official national history, the current revision project demands critical re-evaluation — and, if necessary, a complete halt.

    Merely involving more historians to boost representation is not an adequate solution either.

    The core issue lies not in revising history, but in advancing Indonesian historiography. Rather than pushing ahead with an extensive national history rewrite, the government should prioritise fostering diverse local history initiatives — through programmes such as the Cultural Endowment Fund or the Indonesiana Fund.

    This approach would enable a more comprehensive and representative account of Indonesian history — one that integrates local perspectives while remaining connected to national and global narratives.

    Union Minister for Agriculture & Farmers’ Welfare and Rural Development Shivraj Singh Chouhan on Saturday called Prime Minister Narendra Modi’s tenure a ‘golden era’ for employment in India. He made the remarks while distributing appointment letters to successful candidates at the Pradhan Mantri Rozgar Mela held in Bhopal, Madhya Pradesh.

    The nationwide employment drive saw over 51,000 youth across the country receiving appointment letters for government jobs. PM Modi also addressed the event virtually.

    Speaking at the event, Chouhan said, “Prime Minister Narendra Modi’s vision is a blessing for India. Under his leadership, we are on a grand mission to build a ‘Viksit Bharat’. There’s tremendous work happening across all sectors. In terms of employment, Prime Minister Modi’s current tenure is a golden era, as over 25 crore people have risen above the poverty line. He has uprooted poverty from its roots.”

    “Speaking of direct government jobs – more than 10 lakh youth have already been provided with employment”, he added.

    Chouhan emphasized that more than 51,200 youth have been appointed to various departments on Saturday, including the Railways, through a fully transparent, merit-based process.

    [WASHINGTON, D.C.] — Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—who served in the Reserve Forces for 23 years and is a member of the U.S. Senate Armed Services Committee (SASC)—secured several important provisions to support servicemembers and boost American competitiveness and national security in the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) that SASC approved this week and the full Senate will now consider. Among the provisions that the Senator secured in the Committee-passed legislation, Duckworth successfully led a provision to expand IVF access for uniformed servicemembers and ensure military families have the same level of coverage that Members of Congress and other federal employees already have. As President Donald Trump continues to misuse our military to intimidate American citizens across our nation, Duckworth also successfully secured provisions that would safeguard Americans’ civil rights when servicemembers assist law enforcement on U.S. soil.

    “The brave men and women in uniform who serve our nation at home and abroad deserve to know that our country fully supports them as they and their families sacrifice to defend our country and our Constitution,”?said Duckworth.?“While I don’t support every provision included in this bill, I’m proud that it includes several of my provisions to support our servicemembers and their families, boost American manufacturing, improve Americans’ faith in their military as well as rein in the Trump Administration.     NDAAs set our nation’s defense policy and laws, authorize funding for the U.S. Department of Defense (DoD) and ensure that our servicemembers have the tools they need to defend our nation. Additionally, this year’s committee-passed legislation authorizes funding to support a 3.8 percent pay raise for military members.

    Key Duckworth-led provisions secured in this year’s Committee-passed NDAA would:

    • Expand access to IVF for military families by requiring TRICARE to cover fertility treatment services, including IVF, to ensure servicemembers and their families have the same level of coverage that Members of Congress already receive. This is the second time Senator Duckworth secured this provision in the committee-passed version of an NDAA bill.  
      • Regarding this provision, Duckworth said: “Even before I was wounded, I had made the difficult decision to delay building a family because I knew getting pregnant would impact my ability to be an Army aviator—and to advance in the career I loved. Because of the miracle of IVF—and my access to reproductive healthcare through the VA—I’m now a mom to two beautiful girls. The reality is that the men and women of the uniformed services face unique challenges when trying to start or build a family, and studies show that servicemembers and Veterans have higher rates of infertility compared to the general population. After successfully securing this provision in last year’s Committee-passed bill, I’m so proud my colleagues helped me build on this progress by including it in this year’s bill as well. It’s past time our nation provides our military families with the same access to IVF that all Members of Congress already have and ensure our heroes can start the families they’ve dreamed of.” 
    • Strengthen public trust of the military and enhance civil rights by requiring that servicemembers identify themselves as part of the military when assisting federal law enforcement in the United States. As the Trump Administration continues to send federal agents and our nation’s military into our communities to intimidate their fellow Americans, this provision ensures that servicemembers identify themselves properly—to avoid public misunderstanding about who is providing logistical support versus conducting arrests or law enforcement duties.  
      • Regarding this provision, Duckworth said: “In my own experience serving in the National Guard, I saw firsthand the difference drawing a bright line between the roles of our military and law enforcement can make in terms of maintaining public trust in our military. I’m proud my colleagues agreed that this is a necessary requirement to provide accountability to the public during tense moments when troops might be interacting with citizens, from protests to natural disasters to humanitarian crises, and I hope the rest of my colleagues in the Senate do too.” 
    • Ensure all servicemembers know their legal obligations during deployments both at home and abroad by mandating legal training to all servicemembers, including a refresher within 90 days of any mobilization or deployment, on their responsibilities under the law of armed conflict, rules of engagement, defense support for civil authorities and standing rules for the use of force within the United States. In light of the Trump Administration’s increasing use of troops to support law enforcement within the United States, this provision will ensure troops know how to responsibly operate within the bounds of domestic laws and protect American civil rights.
    • Establish a senior leader of DoD Programs for military to civilian transition efforts by directing DoD to appoint a senior official to oversee policy and programs related to the transition of servicemembers to civilian life or to the reserves. This would elevate and strengthen DoD’s attention on services to assist troops as they leave service and enter civilian life, providing a streamlined conduit for coordination with the Department of Veterans Affairs. 
    • Explore international co-production of auxiliary vessels by requiring DoD to identify opportunities to enter joint ventures between U.S. military, U.S. companies and foreign partners to co-produce auxiliary vessels and small boats. Senator Duckworth’s effort aims to increase our nation’s sealift capacity and shipbuilding workforce through leveraging the strengths of our allies and partners in constructing smaller vessels as well as building our ability to surge production of these vessels closer to the point of need in the event of conflict. 
    • Enhance Congressional oversight of the military justice system by requiring the President and DoD to notify Congress of any removal of Judge Advocates General, to ensure that military commanders have the legal advice they need to make their difficult decisions. In addition to notice, the President and DoD must provide a justification for the involuntary removal of any of the top Judge Advocates General (JAG) at least five days before the JAG is removed. This follows Secretary Hegseth’s unceremonious firing of JAGs, which are our military’s legal experts on everything from administrative and domestic protections to international law.  
    • Protect servicemembers from dangerous PFAS in their protective garments by requiring the DoD’s to articulate its plan for acquiring chemical, biological, radiological and nuclear threat protective garments free from toxic PFAS chemicals as soon as possible. 
    • Enable the nonpartisan, Duckworth-created Afghanistan War Commission to finish its final report by authorizing DoD to provide non-reimbursable support services—like staff, facilities and funding—and authorizing the Commission to enter into contracts to obtain essential goods and servicesauthor, including the ability to publish its final report through a private publisher. These provisions align its authorities with similar commissions, including the 9/11 National Commission on Terrorist Attacks Upon the United States. 
    • Expand the successful Southeast Asia Cyber Pilot Program to allow U.S. forces to work with the Pacific Island nations to improve their cyber capabilities and reduce vulnerabilities, building resilience against threats in DoD’s priority region. 
    • Expand exchange opportunities for allies and partners by authorizing DoD to offer exchange opportunities at universities with ROTC programs for servicemembers from partner nations, creating a cost-effective way to train future leaders of key partner militaries.  
    • Ensure fairness in Special and Incentive Pay for Reservists by directing DoD to deliver a special and incentive pay assessment framework – which was required in the FY24 NDAA — by June 1, 2026, and also requiring DoD to make a specific determination about the percentage of aviation incentive pay that goes to maintaining skill proficiency. This provision is essential to ensuring Reservists are paid fairly when they are required to maintain skills and certifications that are expensive to maintain. 
    • Direct a GAO Report on Aviation Safety to review DoD policies and procedures for data gathering, risk assessment and risk mitigation of U.S. military flights, especially as in U.S. domestic civilian airspace. This provision follows investigations into the tragic crash at Reagan National Airport and close calls with military flights throughout civilian airspace.  
    • Bolster our nation’s aviation supply chain by encouraging the use of domestically manufactured helicopters in Initial Entry Rotary Wing pilot training by the Army. 
    • Improve servicemember mental health services and confidentiality by emphasizing support for consistent compliance with suicide prevention policy and confidential access to mental health care without retaliation for all servicemembers and across all branches. The Senator helped secure this provision alongside U.S. Senator Mark Kelly (D-AZ).  
    • Expand robotic enhancements for armaments manufacturing by authorizing an additional $5 million for the Secretary of the Army to expand prototyping and production capacity by integrating robotics, automation and digital manufacturing into the munitions industrial base. 
    • Use advanced manufacturing to improve the rapid repair of equipment in forward-based locations by authorizing digital manufacturing as part of the prototyping program for contested logistics and removing the sunset for the program. This provision would allow DoD to develop best practices regarding forward-based commercial, advanced digital manufacturing facilities for rapid, distributed parts production closer to the point of use. 
    • Elevate research on total force optimization by expressing support for investments in biomechanical, physiological, and psychological research to mitigate injury risks and improve physical resilience in combat operations.
    • Improve equipment connectivity for military airfields by encouraging the Air Force to integrate connectivity solutions for flightline support equipment, such as generators, light carts, and support vehicles, that are critical for ensuring our military aircraft can safely take off and land. This will improve equipment readiness to ensure our Airmen are prepared for expeditionary flightline operations in contested environments. 
    • Advance U.S. bio-industrial manufacturing innovation by supporting the innovative work being done at advanced facilities like the University of Illinois’s Fermentation and Agriculture Biomanufacturing Hub (iFAB) by requiring more information on how DoD is investing in this technology critical for national security. 
    • Illuminate gaps in the military footwear industrial base by requesting DoD provide data and analysis on the necessary war reserves for footwear and textiles, and the accompanying surge needs in the event of crisis or conflict. This report language is a modified version of the Senator’s Better Outfitting Our Troops (BOOTS) Act, which recognizes that our defense industrial base for combat boots needs investment in order for it to support our troops and help ensure they have the sturdiest and most protective boots in a possible war.  
    • Strengthen domestic suppliers of critical uniform components by prohibiting the DoD from sourcing clothing, fabrics or components from countries of concern—such as China, Iran, North Korea and Russia—when using domestic sourcing waivers under the Berry Amendment, to prevent further weakening of the U.S. clothing and textile industrial base.? 
    • Allow the Office of Strategic Capital (OSC) to explore investments in nuclear energy and Printed Circuit Board (PCB) manufacturing by authorizing inclusion of nuclear energy as a covered technology under Section 149 of Title 10 and directing OSC to explore the value of investments in PCBs. This change would enable DoD to explore new investments with these key industries critical for our national security.  
    • Accelerate commercially-useful Fault-Tolerant Quantum Computers (FTQC) by recognizing the importance of the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative (QBI) program, which aims to build a commercially useful FTQC by 2033, and encouraging the Department to concurrently prepare algorithms to operate those machines, while the hardware is being built. This provision recognizes the importance of the development of the first FTQC, which is being built at the Illinois Quantum and Microelectronics Park in Chicago, Illinois. 
    • Improve cross-state medical license reciprocity for Title 32 National Guard medical providers by requiring DoD to analyze any barriers to ensuring medical license reciprocity for Guardsmen to train under Title 32 status. This follows reports from National Guardsmen medical providers that they struggle to get the permissions necessary to conduct essential training across state lines, especially in specialized hospitals for trauma care – vital kinds of training for combat care. 
    • Protect Rock Island Arsenal by restricting the Secretary of the Army from using any funds authorized for restructuring Army commands until the Army provides more information about their proposed plan to integrate Joint Munitions Command and Army Sustainment Command, ensuring operations at Rock Island Arsenal are not unnecessarily affected. 
    • Improve Arsenal Workload Sustainment by establishing a 5-year pilot program requiring DoD to give preference to public-private partnerships in arsenals, especially those non-public partners that ensure equitable workshare to DoD employees to protect critical skills. This provision is a modified version of the  Arsenal Workload Sustainment Act that Duckworth introduced alongside U.S. Senators Dick Durbin (D-IL), Chuck Grassley (R-IA) and Joni Ernst (R-IA) as well as U.S. Representative Eric Sorensen (D-IL-17) to help ensure Army arsenals and factories remain active and viable while preserving the skilled workforce, equipment and production capacity critical to our nation’s defense industrial base. 
    • Improve the governance of the organic industrial base by directing the Army to analyze the effectiveness of their current governance and resourcing model for the Army’s arsenals, depots as well as ammunition plants and identify opportunities for changes to ensure the enterprise and its workforce can support the military’s munitions and sustainment requirements now and in the future. The Senator helped secure this provision alongside Senator Tom Cotton (R-AK).  
    • Improve predictive manufacturing analytics at Army Arsenals by urging the continued implementation of industrial control networks across our Army’s arsenals to enable the collection, aggregation and analysis of data associated with the manufacture and repair of equipment and supplies. 
    • Ensure Lovell Federal Health Care Center (FHCC)’s continued success by securing a one-year extension of the Joint Medical Facility Demonstration Fund, which supports the operations of the North Chicago-based Lovell FHCC. This provision, led with Senator Durbin, will help safeguard continued access to vital services for military families and Veterans in the area. 
    • Improve the “Warm Hand-off Process” for Servicemembers by changing the current “opt-in” option on the DD-2648 form for sending servicemembers’ information to state veterans’ agencies to an “opt-out” option, aiming to streamline information flow to state services and improve the “warm hand-off” process for servicemembers when they separate or retire from the military service. The Senator helped secure this provision alongside U.S. Senators Angus King (I-ME) and Kevin Cramer (R-ND). 
    • Support the construction of a Child Development Center at Rock Island Arsenal by authorizing $50 million in Major Construction funds for a new addition to the Child Development Center at Rock Island Arsenal and to consolidate the existing facilities into a single building and make upgrades to meet DoD guidelines and safety requirements. This project will provide a necessary service to the Arsenal and surrounding community.
    • Support the design of a new Aircraft Maintenance Hangar at Scott Air Force Base by authorizing $6 million in Planning and Design funds for the construction of a new aircraft maintenance hangar to support the training and operational mission of the 126th Aerial Refueling Wing at Scott Air Force Base. The current hangar was constructed in 1956, remains in disrepair and no longer meets Department of Defense standards or mission requirements, making a new hangar critical to the Wing’s mission.
    • Support the design renovation to General Jones Readiness Center by authorizing $5 million in Planning and Design funds for major alternations to the General Richard L. Jones National Guard Readiness Center in Chicago. This facility was built in 1931 and remains one of the largest readiness centers in the country. Renovating it to meet mission requirements is a top priority for the Illinois National Guard.
    • Improving the Tactical Vehicle Fleet by authorizing an additional $168 million to speed up replacement of Marine Corps HMMWVs with modernized vehicles to improve readiness for global missions.

    In addition to these provisions, Duckworth also successfully worked to protect Universities across the country from having their DoD funding for critical technological research cut unnecessarily.

  • MIL-OSI Africa: Economic Community of West African States (ECOWAS) strengthens its strategy to make West Africa a world tourist destination of choice

    ECOWAS Commission has launched a four-day technical meeting on the 8th of July,2025 in Cotonou, Benin. This meeting brings together experts from Member States to examine six draft classification standards for tourist accommodation establishments. The standards, drawn up on the basis of various workshops organised as part of the ECOWAS tourism policy (ECOTOUR), concern hotels, motels, inns, ecolodges, aparthotels and holiday villages. The event is jointly organised by the private sector and industry directorates.

    In her opening speech, the Commissioner for Economic Affairs and Agriculture, Mrs Massandje Toure-Litse, represented by the Director of the Private Sector, Dr Tony Luka Elumelu, recalled ECOWAS’s ambition to make tourism a major lever for economic development and regional integration. She affirmed that the region is striving to build a flourishing tourism industry, drawing on international best practice adapted to the West African context, with the aim of making it a world tourist destination of choice.

    She emphasised that this strategy is based on five closely linked pillars: strengthening infrastructure, including investment in transport, accommodation and tourist attractions; relaxing regional visa policies for third-country nationals to improve accessibility, streamline procedures and foster greater people-to-people diplomacy; the harmonisation of sectoral standards and regulations to facilitate travel, trade and enhance the overall tourism experience; the promotion of sustainable tourism practices that ensure an environmentally friendly, socially responsible and economically viable industry; and collaboration and partnerships between stakeholders in the sector to pool expertise, share knowledge and develop effective solutions to common challenges.

    She stressed the importance of implementing a coherent, collaborative and sustainable approach to tourism in order to stimulate national economies, strengthen cultural exchanges and ensure the sustainability of the sector. In reaffirming the Commission’s commitment to responsible tourism practices, she emphasised the need to minimise the negative impacts of tourism on the environment, local cultures and host communities, and stressed the importance of implementing a coherent, collaborative and sustainable approach to tourism in order to stimulate national economies, strengthen cultural exchanges and ensure the sustainability of the sector. In reaffirming the Commission’s commitment to responsible tourism practices, she emphasised the need to minimise the negative impacts of tourism on the environment, local cultures and host communities.

    The Director General of the Standards Agency of the Republic of Benin, Mohamed Nazif El-Hadji Alassane, representing Benin’s Minister of Trade and Industry, Mrs Alimatou Shadiya Assouman, welcomed ECOWAS’ efforts to harmonise standards and regulations in the tourism sector. He stressed that this will help to transform the region into a single tourism market, while boosting tourism, employment and public revenue, with positive spin-offs for the economies of Member States.

    WASHINGTON – Biodiesel producers, farmers and renewable fuel stakeholders say the One Big Beautiful Bill will revitalize and strengthen Iowa’s renewable fuels industry and deliver for Iowa farmers. 
    On July 4, President Trump signed the One Big Beautiful Bill Act into law. It improves and extends the Clean Fuels Production Tax Credit through 2029, including the small agri-biodiesel tax credit – which provides transition relief to small biodiesel producers. After the Biden administration failed to release functional guidance to implement the credit, many small producers, including four in Iowa, shut down operations.  
    The legislation also protects Iowa farmers by eliminating tax subsidies for renewable fuels produced from imported feedstocks, such as used cooking oil from China or tallow and sugar cane from Brazil. Without this change, the tax code would subsidize foreign farmers at the expense of corn and soybean farmers in Iowa. ?

    Q: How did you leverage your leadership for alternative energy?
    A: More than three decades ago, I helped launch Iowa’s rise to dominance in alternative energy with the first-ever federal wind energy tax credit. Wind energy supports more than 9,000 jobs in Iowa and generates more than 60% of our state’s electricity, making it the largest source of electricity in Iowa. During negotiations on the One Big Beautiful Bill, I fought tooth and nail to secure a 12-month runway that allows planned wind and solar projects to begin construction after the law’s enactment. This victory prevented a devastating blow to alternative energy that would have stunted investment, innovation and production when there’s growing demand for clean, affordable electricity. My efforts will help accelerate near-term growth in these projects to get them from the drawing board to installation and production while also providing the industry a sensible pathway to self-sustainability. It puts wind and solar on a level playing field with other technologies with respect to imported materials and components. Specifically, I led efforts to strike a punitive new tax on wind and solar projects that would have sunk domestic production and investment, as well as job creation here at home.
    Q: What new measures will boost Iowa’s renewable fuels industry?
    A: Iowa’s farm economy drives the state economy, employing nearly one in five Iowans in agriculture or ag-related industries. Family farmers across the state take pride in growing crops that feed and fuel the world. As a lifelong family farmer and tireless champion for the livelihoods and way of life for farm families, I brought the concerns of Iowa farmers to the policymaking tables during negotiations on the One Big Beautiful Bill. That includes expanding domestic markets for feedstock. The renewable fuels industry adds value to homegrown corn and soybean crops. I successfully fought to eliminate tax subsidies for renewable fuels produced from imported feedstocks, such as used cooking oil from China or tallow and sugar cane from Brazil. In 2023, the U.S. imported three billion pounds of used cooking oil that exploited tax incentives and clean fuel policies. The U.S. taxpayer should not foot the bill for subsidies that benefit foreign farmers at the expense of corn and soybean farmers from Iowa. Ensuring our nation’s renewable fuel policies benefit American farmers was my top priority as I fought to improve and extend the Clean Fuels Production Tax Credit through 2029.  I also successfully secured transition relief for small biodiesel producers who shut down operations during the previous administration due to a lack of workable guidance implementing this credit. Taken together, this is a victory for Iowa farmers and Iowa renewable fuel producers.
    Q: What’s in the new law for Iowa farmers?
    A: Iowa farmers waited two years for Congress to update the five-year Farm Bill. High input costs for seed, fertilizer, fuel, machinery and rent were cutting into the bottom line, making it difficult for farming operations to make ends meet, let alone turn a profit. The farm safety net needed to reflect the double-digit increase to farm production costs. With President Trump’s signature on July 4, the new law increases reference prices and boosts the effective reference price escalator for the 2025 through 2031 crop years. That raises the benchmark for farm payments, such as the Price Loss Coverage (PLC) and Agriculture Risk Coverage (ARC) programs, to help ensure the farm safety net reflects higher input costs. The law also improves crop insurance for beginning farmers for the first decade of their operations, increasing the coverage level and affordability of certain crop insurance policies. Iowa’s agrarian heritage is not only the backbone of our state’s economy, it’s a way of life. Iowans should not be punished for wanting to keep a family farm in the family. For nearly two centuries, Iowa families have handed the reins of their farming operation to their kids and grandkids. An unfair, punitive death tax would force sons and daughters to sell the family land to pay the federal estate tax liability. I’ve long championed efforts to repeal the death tax and was glad to support provisions in the new law that permanently boost the death tax exemption, raising it to $15 million for individuals and $30 million for couples. In addition, the new law provides critical investments in conservation, ag research, trade promotion and animal health to help fight disease outbreaks, such as New World screwworm (NWS), Highly Pathogenic Avian Influenza (HPAI) and African swine fever (ASF), to support livestock producers and protect the food supply.

    The Ministry of Agriculture branch in the Southern Red Sea Region has provided training on the preparation of solid and liquid organic fertilizers to exemplary farmers in the port city of Assab.

    The training was attended by exemplary farmers from the sub-zones of Assab and South Dankalia, as well as members of the agriculture office branch.

    The training covered the preparation of composted fertilizer from household waste and leaves, fertilizer from fish remains, and the proper use of organic pesticides.

    Mr. Mohammed Abdurahman, Head of the Agriculture Office in the region, said that the objective of the training was to enhance farmers’ understanding and encourage the application of organic fertilizers and pesticides in their daily agricultural activities.

    The participants noted that the training would significantly contribute to improving their agricultural productivity and called for similar future programs.

    Washington, D.C.—Today, Congressman Doug LaMalfa (R-Richvale) released the following statement after the House passed the budget reconciliation package, sending it to President Trump’s desk for final approval:

    “This package delivers a lot of what we’ve been pushing for years. It means more jobs and a stronger economy. It makes Social Security checks tax-free for most seniors, protects Medicare, makes sure tips and overtime pay aren’t taxed, and extends tax relief so families can hold on to more of what they earn. It also opens up more of our country for energy and timber production and takes care of the West’s water needs by fixing canals and building more storage.     The budget reconciliation package is expected to be signed into law by the President in the coming days.

    Background:

    • Tax Relief for Working Americans: Extends significant tax cuts, including about a 15% cut for those earning $30,000–$80,000. Expands the Child Tax Credit and adds a senior tax deduction of $6,000 to offset taxes on Social Security. Also exempts tips and overtime from being taxed. The median family in California’s 1st District will save around $3,500 under this bill.
    • Helping Families Afford New Cars: Makes it easier for working Americans to purchase new vehicles by making interest on new purchases of American made cars deductible.
    • Strengthens Timber & Farming: Expands timber harvesting and strengthens crop insurance and conservation tools, without adding red tape.
    • Public Lands: No sale of federally managed public lands.
    • Water Storage Expansion: Invests $1 billion to upgrade and expand water storage and fix canals, helping the West store and deliver more water in wet years.
    • Rural Healthcare: Includes a new $50 billion fund to keep rural hospitals afloat as states change Medicaid formulas.
    • Medicaid & SNAP Reform: Requires able-bodied adults without dependents (ABAWDs) to work, volunteer, or pursue education for at least 80 hours per month. Ends benefits for 1.4 million illegal immigrants.
    • Protects Seniors: Does not touch Social Security or Medicare while adding additional tax deductions to help seniors.
    • Energy & Resource Development: Repeals Green New Deal-style handouts, expands American oil, gas, and mineral production.

    Background:

    President Trump and U.S. House Republicans pushed a budget that would make the largest cuts to Medicaid and emergency food assistance in American history — all to fund tax giveaways for billionaires. These extreme cuts would gut programs that help Kansans afford food and stay healthy. In contrast, Davids supports a commonsense tax framework to lower costs for Kansas’ hardworking families, support small businesses, and strengthen our long-term economy.

    How This Bill Hurts Kansans: Raising costs on the middle class so billionaires pay less

    • HIGHER Health Care Costs: The Joint Economic Committee estimates 92,937 Kansans will lose health care coverage under this reckless bill, including those on Medicaid. These cuts put six rural hospitals across Kansas at risk of closing and would increase Affordable Care Act premiums by $780 for people in Kansas’ Third District.
    • HIGHER Grocery Costs:In Kansas’ Third District alone, 15,000 households could lose access to the emergency food assistance they rely on through this bill. Also, local grocery stores nationwide may be forced to close due to lost revenue, worsening food deserts, especially in rural communities. These cuts would reduce farm income by more than $25 billion and threaten good-paying jobs.
    • HIGHER Utility Bills: Davids previously supported tax credits that are helping Kansans save on their energy bills, supporting farmers, and creating thousands of good-paying jobs across the state. But now, this budget proposal would gut those cost-saving policies — including some that even Republicans have backed. It’s projected to eliminate 10,000 manufacturing and energy jobs in Kansas and raise annual energy costs by $670 per household.
    • LOWER Reproductive Health Care Access: This bill would gut access to reproductive health care by putting nearly 200 Planned Parenthood health centers in 24 states at risk of closure — making it harder for 1.1 million patients to get lifesaving care like cancer screenings, birth control, abortion services, and more. 90 percent of those closures would happen in states where abortion is legal and protected, including Kansas.
    • HIGHER Deficit: The Committee for a Responsible Federal Budget reported that this Trump-backed bill would add $3.3 trillion to the national deficit through 2034. Such high levels of borrowing could substantially boost interest rates, slow economic growth, and spark a debt spiral.

    • LOWER Taxes for Billionaires: The Republican budget actually raises taxes on the lowest-income families in the country, all while billionaires who already pay next to nothing in taxes get more breaks. The top 0.1 percent stands to gain $309,000, or $847 every day, in 2027 alone. This bill shows exactly where U.S. House Republicans’ loyalties lie: not with the hardworking Americans who sent them to Congress, but to Trump and their billionaire donors.

  • MIL-OSI Security: Ojo Amarillo Man Pleads Guilty to Violent Assault Resulting in Serious Injuries

    ALBUQUERQUE – An Ojo Amarillo man pleaded guilty to a violent assault that left the victim with lasting disfigurement.

    According to court records, on May 6, 2025, Kyle Kee, 44, an enrolled member of the Navajo Nation, intentionally struck the victim with his fists. As a result, the victim suffered an orbital floor fracture, nasal bone fractures, and facial disfigurement.

    Kee pleaded guilty to one count of assault resulting in serious bodily injury. At sentencing, Kee faces up to 10 years in prison. Upon his release from prison, Kee will be subject to up to three years of supervised release.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Farmington Resident Agency of the Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Navajo Police Department and Navajo Department of Criminal Investigations. Assistant U.S. Attorney Aaron Jordan is prosecuting the case.

  • MIL-OSI Security: Ojo Amarillo Man Pleads Guilty to Violent Assault Resulting in Serious Injuries

    ALBUQUERQUE – An Ojo Amarillo man pleaded guilty to a violent assault that left the victim with lasting disfigurement.

    According to court records, on May 6, 2025, Kyle Kee, 44, an enrolled member of the Navajo Nation, intentionally struck the victim with his fists. As a result, the victim suffered an orbital floor fracture, nasal bone fractures, and facial disfigurement.

    Kee pleaded guilty to one count of assault resulting in serious bodily injury. At sentencing, Kee faces up to 10 years in prison. Upon his release from prison, Kee will be subject to up to three years of supervised release.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Farmington Resident Agency of the Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Navajo Police Department and Navajo Department of Criminal Investigations. Assistant U.S. Attorney Aaron Jordan is prosecuting the case.

    WASHINGTON – Representative Lauren Underwood introduced the Prioritizing Rural Hospitals Act, bipartisan legislation co-led by Rep. Tracey Mann (R-KS). The Prioritizing Rural Hospitals Act would address the pressing health care disparities that rural communities face by prioritizing funding for rural health care facilities applying for Rural Development funding through the U.S. Department of Agriculture (USDA).

    “Republicans just passed the largest cut to health care in American history, and now hundreds of rural health care facilities are projected to close. We must act immediately to address the significant challenges that people in our rural communities are facing in accessing quality health care,” said Congresswoman Underwood. “The Prioritizing Rural Hospitals Act is a crucial step towards addressing these disparities, providing essential resources to improve health care infrastructure, and support the dedicated professionals who serve these areas.”

    Nearly 1 in 5 Americans live in rural areas and they face significant health care disparities compared to Americans living in urban areas. The shortage of physicians, longer wait times, and need to travel long distances to access medical care are just a few of the challenges rural residents endure.

    This bill will provide much-needed support to these communities by prioritizing funding for health facilities and ensuring USDA resources can be used to renovate, remodel, and equip closed facilities.

    Rural hospital closures result in inadequate preventive health care for rural residents, increasing the need for emergency treatments that are becoming increasingly unavailable. By prioritizing funding and resources for rural health care facilities, the Prioritizing Rural Hospitals Act will help ensure that residents in rural areas receive the essential care they need.
