  • MIL-OSI USA: Reps. Lawler, Riley, and McDonald Rivet Introduce CROP For Farming Act to Support Conservation and Agriculture

Source: US Congressman Mike Lawler (R, NY-17)

Washington, D.C. – 7/7/25… Today, Representatives Mike Lawler (NY-17), joined by Josh Riley (NY-19) and Kristen McDonald Rivet (MI-08) introduced the Conservation and Regenerative Optimization Practices for Farming Act, or the CROP for Farming Act, a targeted, bipartisan proposal to strengthen conservation efforts and equip farmers with new tools to improve soil health, enhance productivity, and reduce harmful emissions through voluntary practices.

The bill updates the Food Security Act of 1985 to recognize and support farming efforts to reduce nitrous oxide and methane emissions, while promoting carbon storage in soil and vegetation, all through existing conservation incentive contracts under the U.S. Department of Agriculture.

Through commonsense updates to the Environmental Quality Incentives Program (EQIP), the bill encourages practices such as no-till farming, cover cropping, and improved grazing management —strategies that enhance soil fertility, improve water retention, and support long-term farm resilience.

“Our farmers are the backbone of our economy and the original conservationists,” said Congressman Mike Lawler. “The CROP for Farming Act empowers them to continue adopting responsible land management practices that protect natural resources and ensure long-term viability, not just for their farms, but for our food supply and our environment. This bill ensures federal policy reflects the realities on the ground and supports producers who are making smart, forward-looking decisions.”

“Upstate farmers are leading on climate-smart ag—using cover crops, rotational grazing, and precision fertilizer to cut emissions and rebuild the soil. The CROP for Farming Act makes sure USDA conservation funding supports those efforts. It directs more resources to practices that fight climate change and strengthen rural economies. It’s practical, it’s bipartisan, and I’m proud to sponsor it,” said Congressman Josh Riley.

“The success of our farmers and protecting the environment go hand in hand,” said Congresswoman McDonald Rivet. “I hear from farmers all the time whose families have worked their land for generations and who want to conserve that same land for future generations. Through the CROP Farming Act, I am working with both parties to make that easier to achieve.”

“Our farmers need federal conservation programs that support the soil management practices essential for addressing today’s environmental and economic challenges. The CROP for Farming Act takes an important step by formally recognizing carbon sequestration and greenhouse gas reductions as conservation priorities. This legislation affirms the role of farmers in increasing carbon sequestration while stewarding healthy landscapes for soil health and water quality. We applaud Representatives Lawler and McDonald Rivet for advancing this bipartisan legislation that invests in the economic and environmental sustainability of both our farmers and their future,” said Daphne Yin, Director of Land Policy at Carbon180.

The following organizations have endorsed the CROP for Farming Act:

    • Environmental Working Group
    • Carbon180
    • CleanEarth4Kids.org
    • Climate Action Now
    • Friends Committee on National Legislation

Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI USA: Fact Sheet: President Donald J. Trump Continues Enforcement of Reciprocal Tariffs and Announces New Tariff Rates

    US Senate News:

    Source: US Whitehouse
KEEPING AMERICA IN THE DRIVER’S SEAT: Today, President Donald J. Trump signed an Executive Order determining that certain tariff rates, which were initially set to expire on July 9, will expire on August 1, 2025. President Trump also sent tariff letters to many countries informing them of their new reciprocal tariff rates, which will take effect on August 1.
President Trump took these actions based on information and recommendations from senior officials, including information on the status of trade negotiations.
Since President Trump modified the tariff rates roughly 90 days ago, dozens of countries have agreed or offered to lower their tariff rates and eliminate non-tariff barriers to move toward a more balanced trade relationship with the United States.
Notwithstanding this significant and historic progress, the U.S. trade deficit remains severe.
While the United States is open to additional trade discussions and deals, President Trump is taking action to establish trade relations going forward.

President Trump sent letters to many countries explaining that, starting August 1, they will be subject to new reciprocal tariff rates designed to make the terms of our bilateral trade relationships more reciprocal over time and to address the national emergency caused by the massive U.S. goods trade deficit.
In some instances, countries will be subject to a revised reciprocal tariff rate that is lower than the rate initially announced on April 2.
For others, the reciprocal tariff rate may be higher than the previous rate.

The President may send more letters in the coming days and weeks. The countries he sent letters to today include:
    Japan (25%)
    Korea (25%)
    South Africa (30%)
    Kazakhstan (25%)
    Laos (40%)
    Malaysia (25%)
    Myanmar (40%)
    Tunisia (25%)
    Bosnia and Herzegovina (30%)
    Indonesia (32%)
    Bangladesh (35%)
    Serbia (35%)
    Cambodia (36%)
    Thailand (36%)

TAKING BACK OUR ECONOMIC SOVEREIGNTY: Today’s Order, combined with letters sent to trading partners, underscores President Trump’s commitment to take back America’s economic sovereignty by addressing many nonreciprocal trade relationships that threaten our economic and national security.
President Trump is the best trade negotiator in history. His strategy has focused on addressing systemic imbalances in our tariff rates that have tilted the playing field in favor of our trading partners for decades.
Countries that aren’t serious about addressing the tariff and non-tariff trade barriers that impede American exports and harm American workers, farmers, and businesses are facing the consequences.
President Trump welcomes the business of our trading partners on American soil: as these countries are aware, there will be no tariff if they decide to build or manufacture products in our country.
President Trump has committed that the United States will do everything possible to get approvals quickly, professionally, and routinely to bring back manufacturing jobs for Americans.

President Trump is using tariffs as the necessary and powerful tool to put America First after many years of unsustainable trade deficits that threaten our economy and national security.
LIBERATING AMERICA FROM UNFAIR TRADE PRACTICES: Since Day One, President Trump challenged the assumption that American workers and businesses must tolerate unfair trade practices that have disadvantaged them for decades and contributed to our historic trade deficit.
On April 2, President Trump declared a national emergency in response to the large and persistent U.S. goods trade deficit caused by a lack of reciprocity in our bilateral trade relationships, unfair tariff and non-tariff barriers, and U.S. trading partners’ economic policies that suppress domestic wages and consumption.
President Trump continues to advance the interests of the American people by calling on trading partners to remove tariff and non-tariff barriers and expanding market access for American exporters.
Today’s announcement, based on reciprocity and fairness, will help usher in a Golden Age for the American People.

Pfluger: The One Big Beautiful Bill is a commonsense, pro-growth solution that locks in President Trump’s tax cuts

    Washington, June 30, 2025

WASHINGTON, DC—Congressman August Pfluger (TX-11) penned an op-ed in the Odessa American outlining why the One Big Beautiful Bill is good for Texas’s 11th Congressional District.

In the op-ed, Rep. Pfluger wrote in part, “The One Big Beautiful Bill is a commonsense, pro-growth solution that locks in President Trump’s 2017 tax cuts, protecting hardworking Texans from devastating tax hikes. What Democrats won’t tell you about the bill is that if Congress fails to pass this legislation, families, farmers, and small businesses inTX-11will be hit with the largest tax increase in history. To put this into perspective, over 475,000 taxpayers inTX-11are at risk, with the average taxpayer facing a 26% tax increase if this bill is not passed. In practical terms, an average family of four inTX-11, making the median income of $67,226, would see their taxes rise by $1,293—roughly the cost of seven weeks’ worth of groceries.”

    Pfluger Fly-By: July 3, 2025

    Washington, July 3, 2025

    July 3, 2025

    Friend,

Welcome back to the weekly Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I’m doing week by week to represent you in Congress.

This week was one for the history books. The House officially passed the One Big Beautiful Bill, a major step forward in delivering on President Trump’s agenda and keeping our promises to the American people. The bill now heads to President Trump’s desk and is set to be signed into law on July 4th — a fitting way to begin the celebrations of the 250th year of the greatest nation on earth.

As we mark six months of the 119th Congress today, I’ve included a special mid-year report below highlighting our accomplishments so far. You’ll also find information on how my office can assist you with any federal issues you may be facing. As always, please don’t hesitate to contact my office if we can ever be of assistance.

    Best,

    Happy Independence Day, Texas-11

On the eve of Independence Day, I want to take a moment to wish everyone in Texas-11 a very Happy 4th of July!

As we prepare to gather with family and friends tomorrow to celebrate, I am reminded of the incredible privilege it is to be an American and to live in the greatest country on earth. This day marks the birth of our great nation, and it is a time to reflect on our history, honor the sacrifices made by countless individuals, and reaffirm our commitment to safeguarding the values that make the United States a beacon of hope and liberty.

I had the honor of serving nearly two decades as a fighter pilot in the United States Air Force, flying combat missions against ISIS over Syria and Iraq, and defending our country against foreign and domestic threats. Those years shaped my deep appreciation for America and the immense responsibility we all share to protect it. Every mission reminded me of what’s at stake—and of the courage it takes to defend freedom.

I am a proud Texan and a staunch conservative. I believe in the founding principles that have guided our nation since its inception. Our Constitution, our freedoms, and our way of life are worth defending with every ounce of our strength. That is what drives me each day in Congress.

This Independence Day, let us celebrate the freedoms we enjoy while remembering the duty we each have to protect them. This year also marks the beginning of America’s 250th year—a historic time to be alive. The United States of America is the greatest country the world has ever known, and it is our responsibility to keep it that way.

Happy Independence Day, and may God continue to bless the United States of America.

My Statement on the Passage of the One Big Beautiful Bill

The passage of the One Big Beautiful Bill today is a big, beautiful win for Texas families, workers, seniors, and small businesses. This legislation locks in President Trump’s historic tax cuts — protecting taxpayers in my district from a devastating 26% tax increase, which would have been the largest in American history. It also delivers $13.5 billion in border reimbursements for states like Texas, and makes the most significant investments in border security ever seen.

This bill reclaims America’s energy independence — lowering energy costs for families, creating high-paying jobs in the Permian Basin, and reversing President Biden’s disastrous energy policies. I fought to make sure Texas values were reflected in this package: from much-needed support through strategic investments for farmers and ranchers, to ending forced taxpayer funding of abortion, to nearly $150 billion in military investments that will directly support the incredible men and women serving at Goodfellow Air Force Base and Fort Hood.

The American people are tired of business as usual in Washington. They demanded that we secure the border, eliminate wasteful spending, and make life genuinely affordable for hardworking American families – and this bill does exactly that.

6-Month Report on the 119th Congress

Serving the incredible men and women of Texas’s 11th District in Congress is the honor of my lifetime. I’m proud of the meaningful progress we’ve achieved during the first six months of the Republican trifecta, and I remain committed to delivering real results that bring Texas values to Washington and implement the priorities of my district—the greatest district in America.

Telephone Town Hall on the One Big Beautiful Bill

I also hosted a Telephone Town Hall this week ahead of the vote on the One Big Beautiful Bill to discuss why this historic legislation is great news for TX-11. Thank you to everyone who tuned in!

  • MIL-OSI USA: Attorney General James Urges Court to Halt Unconstitutional ICE Raids in Los Angeles

Source: US State of New York

EW YORK – New York Attorney General Letitia James today joined a coalition of 17 other attorneys general in supporting the American Civil Liberties Union’s (ACLU) lawsuit challenging the federal government’s use of unlawful immigration enforcement tactics in Los Angeles, California. In an amicus brief filed today in Perdomo v. Noem, Attorney General James and the coalition urge the court to grant a temporary restraining order halting the raids, which have upended the community, harmed local economies, and undermined public trust in law enforcement.

“In Los Angeles and nationwide, we are seeing immigration enforcement officers deploy dystopian tactics that are deeply harmful,” said Attorney General James. “No one should fear being questioned, detained, or deported by unidentified masked agents while taking their child to school, going to work, or attending church. These mass raids are tearing families apart, threatening public safety, and turning once-lively neighborhoods into ghost towns. Federal agents are sowing fear in entire communities, which is why we are urging the court to intervene and stop these unconstitutional raids at once.”

In the brief, Attorney General James and the coalition detail how the federal government’s current immigration enforcement efforts have “shattered the rhythms of everyday life” in Los Angeles. In recent months, masked agents conducting unannounced and unmarked operations in neighborhoods, churches, schools, and local businesses have left people afraid to leave their homes. Residents, including U.S. citizens, have been unlawfully detained, questioned, and harassed, often without any reasonable suspicion of wrongdoing. Local businesses have closed and farmers markets have shut down due to fear of enforcement. Hospitals and health clinics report soaring appointment cancellation rates, which presents alarming concerns for public health. Students are skipping school and graduation ceremonies, days that are supposed to be among the most joyous of their lives. Houses of worship have also seen a dramatic decline in attendance.

The attorneys general highlight the long history of discriminatory and militarized immigration enforcement campaigns in California, including “Operation Wetback,” a 1954 mass deportation campaign that took its name from an ethnic slur, as well as the La Placita raids during the Great Depression. The attorneys general note that at the time, Mexican farmworkers were indiscriminately blamed for job shortages and shrinking public benefits, and ultimately, the campaign resulted in the deportation of nearly two million Mexican Americans, more than half of whom were U.S. citizens, without due process. Families were separated, and many children never again saw their parents. Historians and scholars have widely condemned these discriminatory raids as inhumane terror campaigns.

Attorney General James and the coalition draw parallels between those shameful chapters of American history and the current actions under the Trump administration, which seemingly prioritize maximizing the quantity of arrests over the right to due process. They highlight the president’s past remarks, in which he praised “Operation Wetback” as an enforcement model and hailed the Eisenhower administration for setting the record for deportations, a record he said his administration would break. The attorneys general emphasize that the administration’s recent immigration raids, including in Los Angeles, appear to bear many of the same hallmarks as the earlier mass deportation efforts that are now shameful chapters of American history.

The attorneys general argue that the federal government’s conduct creates confusion and fear that also directly impedes local law enforcement. Numerous incidents have been reported in which plainclothes Immigration and Customs Enforcement (ICE) agents driving unmarked vehicles were mistaken for criminals, leading to false reports of kidnappings and assaults. This, too, erodes the culture of trust between immigrant communities and the police. ICE’s secretive approach has even led to a rise in copycat crimes in which masked perpetrators imitate ICE agents in order to abduct or harass others.

In their filing, Attorney General James and the coalition emphasize that while the ACLU’s lawsuit is specifically focused on ICE enforcement tactics in Los Angeles, the federal government has been engaging in widespread raids in cities throughout the country, including New York. Arrests at immigration courts in Manhattan and on farms upstate have contributed to a culture of fear for many immigrant New Yorkers. The attorneys general are asking the court to immediately intervene and stop the unlawful immigration enforcement tactics in Los Angeles, arguing that the culture of fear that these raids have created permeates well beyond city and state borders and has had an overwhelming chilling effect on communities nationwide.

The attorneys general are supporting the plaintiffs’ motion for a temporary restraining order, in which they argue ICE is not stopping people based on any reasonable, individualized suspicion, and instead is engaging in racial profiling.

Joining Attorney General James in filing this brief are the attorneys general of Arizona, California, Colorado, Connecticut, Hawaii, Illinois, Maine, Massachusetts, Maryland, Michigan, Minnesota, New Jersey, New Mexico, Nevada, Oregon, Vermont, and Washington.

  • MIL-OSI USA: Murkowski Releases Statement on Budget Reconciliation Bill

    US Senate News:

Source: United States Senator for Alaska Lisa Murkowski
    07.02.25
Washington, DC – U.S. Senator Lisa Murkowski (R-Alaska) today released the following statement on H.R. 1, the budget reconciliation bill:
“This was one of the hardest votes I have taken during my time in the Senate.
“My goal throughout the reconciliation process has been to make a bad bill better for Alaska, and in many ways, we have done that. In addition to extending pro-growth tax cuts, a larger child tax credit, and no tax on tips or overtime, we made a historic investment and modernization of the Coast Guard; enhanced our border security and national defense; funded aviation safety, including AWOS/VWOS systems that will save lives; and provided tax-exempt status for the Community Development Quota Program to help western Alaska communities establish a sustainable economy, among other provisions.
“We have advanced new opportunities for resource development in the NPR-A, the Coastal Plain, and Cook Inlet that will help us create jobs and increase the share of revenues our state receives. I also co-led the Senate effort to restore a slightly longer phase-out for wind and solar tax credits while deleting a punitive excise tax targeting them.
“Those provisions will benefit our economy, but it is the people of Alaska that I worry about the most, especially when it comes to the potential loss of social safety net programs—Medicaid coverage and SNAP benefits—that our most vulnerable populations rely on.
“To address the bill’s shortcomings, we have helped our communities through a $50 billion rural health fund. This will mean hundreds of millions of dollars for Alaska hospitals, community health centers, and other providers. We secured commitments from the CMS Administrator to continue to address longstanding priorities which will directly help Bartlett, Fairbanks Memorial, Central Peninsula, and other hospitals in Alaska.
“In the SNAP program, we have added tribal exemptions for work requirements, delayed cost-share penalties to help Alaska get benefits to the people who need them, and included work requirement waivers that align with our Medicaid policies. We also secured commitments from the Secretary of Agriculture to provide additional flexibilities to Alaska for SNAP.
“But, let’s not kid ourselves. This has been an awful process—a frantic rush to meet an artificial deadline that has tested every limit of this institution. While we have worked to improve the present bill for Alaska, it is not good enough for the rest of our nation—and we all know it.
“My sincere hope is that this is not the final product. This bill needs more work across chambers and is not ready for the President’s desk. We need to work together to get this right.”

WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) joined The Will Cain Show to discuss the urgent need for the Senate to pass President Trump’s tax cuts.
Read excerpts from the interview below or watch here.
CAIN: “Senator, thanks for being with us here today. I believe you have already called for the firing of the Parliamentarian?”
TUBERVILLE: “Well, first of all, Will, thanks for me on and also, keep winning. President Trump’s winning right and left. We’re gonna win on this bill no matter what the Parliamentarian does. Two-thirds of it is the tax cuts, as President Trump said, and the $150 billion for the border. So that being said, yes, we’re playing a home game here, but we’ve got the officials from the other team, which is the Parliamentarian. That’s how I look at it. The Parliamentarian is hired by the majority. We’re the majority, but we left Harry Reid’s Parliamentarian in place—been there for 12 years. I don’t like some of the things she did to this bill. She took out the provision that we blocked illegals from being on Medicaid, blocked illegals from getting student loans, blocked taxpayers from having to pay for these mutilated transition surgeries for minors, you can’t do that. I mean, but at the end of the day, you know, these are big things, but they’re really minor when it comes to saving the taxpayers money in this Big Beautiful Bill. We will pass it in the Senate this weekend sometime, but again, the House has to pass it.”

  • MIL-OSI USA: Tuberville Joins Hagerty in Bill to End Counting of Illegal Aliens in Electoral College and Congressional Apportionment Votes

    US Senate News:

Source: United States Senator for Alabama Tommy Tuberville
WASHINGTON – U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senator Bill Hagerty (R-TN) in introducing the Equal Representation Act which would ensure only legal citizens are factored into the count for Congressional districts and the Electoral College map that determines presidential elections. The current method of counting illegal immigrants for purposes of representation is dangerous as it incentivizes illegal immigration.
Sen. Tuberville cosponsored this bill in the 118th Congress.
“Illegal aliens have no right to congressional representation in this country, and they have no right to determine who our elected leaders are,” said Sen. Tuberville. “The balance of power shouldn’t be weighed down by people who aren’t citizens of this country. Counting illegals in the Electoral College and congressional districts can completely alter the outcome of our elections. Thankfully, President Trump and his administration are deporting illegals in droves. I’m proud to join Senator Hagerty in reintroducing the Equal Representation Act so that ONLY Americans determine our elected leaders.”
“It is unconscionable that illegal immigrants and non-citizens are counted toward congressional district apportionment and our electoral map for the presidency, which also heavily skews the seat count in the U.S. House of Representatives,” said Sen. Hagerty. “While people continue to flee Democrat-run cities, desperate Democrats have back-filled the mass exodus with illegal immigrants so that they do not lose their seats in Congress or their electoral votes, hence artificially boosting their political power and in turn diluting the power of other Americans’ votes. I’m pleased to lead my colleagues in reintroducing this legislation that would require a citizenship question on the census and will ensure that only citizens are counted in congressional redistricting.”
Sens. Tuberville and Hagerty are joined by Sens. Katie Britt (R-AL), Ted Budd (R-NC), Kevin Cramer (R-ND), Mike Crapo (R-ID), Steve Daines (R-MT), John Hoeven (R-ND), Ron Johnson (R-WI), Jim Justice (R-WV), James Lankford (R-OK), Mike Lee (R-UT), Cynthia Lummis (R-WY), Roger Marshall (R-KS), Pete Ricketts (R-NE), Jim Risch (R-ID), Eric Schmitt (R-MO), Rick Scott (R-FL), and Tim Sheehy (R-MT) in cosponsoring this legislation.
Read full text of the legislation here.
    BACKGROUND:
Currently, illegal immigrants are counted for congressional district apportionment and, therefore, Electoral College votes. For example, in a state like California, millions of illegal alien residents result in California taking several more congressional seats and Electoral College votes than the states’ population of citizens would justify. In other words, being a magnet for illegal immigration increases the power of a Californian’s vote relative to an individual in another state with less population boost from illegal immigration. This creates a perverse incentive encouraging illegal immigration and resettlement to increase political power.
Specifically, the Equal Representation Act would:
    Require that the Census Bureau include a citizenship question on any future census to provide a greater understanding of the U.S. population and delineate between citizens and non-citizens for apportionment purposes;
Prohibit non-citizens from being counted for purposes of congressional district and Electoral College apportionment; and
Require that the Census Bureau publicly report on certain demographic data.

  • MIL-OSI USA: Tuberville Releases Statement Following Senate’s Passage of President Trump’s One Big Beautiful Bill

    US Senate News:

Source: United States Senator for Alabama Tommy Tuberville
WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) released the following statement following his “yes” vote on President Trump’s One Big Beautiful Bill.
“The road to Making America Great Again runs through the One Big Beautiful Bill. President Trump campaigned on popular policies like No Tax on Tips, No Tax on Overtime, and No Tax on Social Security — and this bill turns those policies into law.
We’re cutting taxes for everyone — doesn’t matter if you are rich or poor, urban or rural, a CEO or a lineworker. We’re supporting farmers who have been crushed by Joe Biden’s inflation. We’re finishing the wall, hiring more ICE officers, and closing dangerous loopholes that allowed 20 million criminals, murderers, terrorists, and gang members to invade this country under Joe Biden. This bill also includes a down payment on the Golden Dome, which will allow Alabama to continue leading the way in building cutting-edge technologies that keep Americans safe.
I’m especially proud it includes my GOAL Act, which is the first time Congress will put a reasonable cap on graduate student loans. We are more than $37 trillion in debt, and we have to start standing up for American taxpayers.
This bill codifies every part of President Trump’s agenda that 77 million Americans wholeheartedly voted for. President Trump promised, and Senate Republicans delivered.”

  • MIL-OSI USA: Ahead of Flood Anniversaries, Welch Talks FEMA Reform in Barre and Montpelier

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)
Welch held a Listening Session in Barre with flood-impacted Vermonters
BARRE, VT — Today, U.S. Senator Peter Welch (D-Vt.) met with flood-impacted Vermonters and community leaders in Barre and Montpelier and discussed the need to pass legislation to reform the Federal Emergency Management Agency (FEMA). Last week, Senator Welch visited Killington, Ludlow, and Weston; he will visit Hardwick, Lyndon, Barton, and Burke in the coming weeks.
Senator Welch recently unveiled the Disaster Assistance Improvement and Decentralization (AID) Act. He will file the new legislation this week, coinciding with the anniversary of the July 2023 and July 2024 floods.
“The dangers of climate change are real and urgent, as so many Vermonters experienced firsthand. Vermont was hit with catastrophic flooding in July of 2023 and again in July of 2024—and communities and states across America have been hit by devastating disasters, most recently the tragic floods in Texas and North Carolina. FEMA does lifesaving and critical work after a disaster, and it is important the agency is fully supported. But FEMA also needs commonsense reforms, which is something I heard in Barre, Montpelier, and across Vermont. I will keep fighting to strengthen FEMA for disaster-impacted communities across America,” said Senator Welch.
The Disaster AID Act will cut red tape and empower state and local governments, make the delivery of disaster aid more efficient and effective, provide assistance to small towns and communities impacted by natural disasters, and block the White House from withholding funding for disaster recovery.
Barre: Senator Welch started the day with a Listening Session at the Barre Social Club, where he was joined by Mayor Thom Lauzon and Michele Braun of the Friends of the Winooski River. Senator Welch spoke with flood-impacted Vermonters and community members about Barre’s recovery from July 2023 floods and the importance of reforming and protecting FEMA.
Photo Caption: Senator Welch speaks with Vermonters at his Listening Session in Barre.
In Barre, Senator Welch also celebrated the opening of the Vermont Innovation, Efficiency, Weatherization (VIEW) Center, a new weatherization training center funded by a grant from the U.S. Department of Energy, made possible by the Inflation Reduction Act. Senator Welch championed weatherization funding and helped pass the Inflation Reduction Act as a member of the House of Representatives. Vermont’s weatherization assistance program helps eligible Vermont households with energy audits, heating system check-ups, energy efficient lighting and appliance upgrades, and weatherization renovation services.
Photo Caption: Senator Welch celebrates the opening of the VIEW training center
Montpelier: Senator Welch met with community leaders, city officials, businesses, and the Montpelier Commission on Recovery and Resilience. Attendees discussed red tape in FEMA’s Public Assistance program, and ways we can improve long-term flood recovery for Montpelier and communities across Vermont.
Photo Caption: Senator Welch meets with the Montpelier Commission on Recovery and Resilience
Senator Welch has been outspoken in opposing any attempt by the Trump Administration to dismantle FEMA. Earlier this year, Senator Welch published a guest essay in The New York Times entitled: “Don’t Kill FEMA. Fix It.” In his op-ed, Senator Welch outlined why President Trump’s actions to undermine and potentially dissolve FEMA are misguided—but also committed to working with the President on good faith efforts to reform the agency’s long-term recovery process.
In December 2024, Senator Welch helped shape and pass a comprehensive disaster aid package, which delivered more than $100.4 billion of relief for states like Vermont recovering from climate disasters. The disaster aid package contained many of Senator Welch’s top priorities for the State: dedicated help for Vermont’s flood-impacted farmers, flexible spending through the Community Development Block Grant-Disaster Relief fund, money for FEMA’s Disaster Relief Fund, and support for businesses, among many other important provisions.

  • MIL-OSI: Enovix Declares Shareholder Warrant Dividend

    Source: GlobeNewswire (MIL-OSI)

FREMONT, Calif., July 07, 2025 (GLOBE NEWSWIRE) — Enovix Corporation (Nasdaq: ENVX) (“Company” or “Enovix”), a global high-performance battery company, today announced a special dividend in the form of warrants to holders of the Company’s common stock as of July 17, 2025 (the “Record Date”). Each stockholder of record as of the Record Date will receive one (1) warrant for every seven (7) shares of common stock held, rounded down to the nearest whole number. In addition, holders of the Company’s 3.00% convertible senior notes due 2028 (“Convertible Notes”) as of the Record Date will receive warrants on a pass-through basis, as provided under the indenture governing the Convertible Notes.

The Company expects to distribute the warrants to stockholders and other eligible recipients on or about July 21, 2025 (the “Distribution Date”). The warrants will be issued without any action required by the Company’s stockholders or noteholders as of the Record Date and without any payment of cash or other consideration.

Each warrant will entitle the holder to purchase one share of common stock at an exercise price of $8.75 per share. The warrants may be exercised only for cash. Following the Distribution Date, the warrants are expected to be listed and trade on the Nasdaq Stock Market under the ticker ENVXW.

The transaction provides Enovix the opportunity to raise up to $253.8 million of gross proceeds with equity issued at an approximate 12% premium to the trailing 60-day volume-weighted average price (“VWAP”) of our common stock as of July 3, 2025, despite the attractive price to shareholders. Management thus intends the dividend to be an attractive source of financing due to the combination of immediate shareholder value delivered, the Company’s flexibility given frictionless execution, and ability to issue equity in a very cost-efficient manner.

This announcement follows the Company’s launch earlier today of the AI-1™ platform, its first Artificial Intelligence Class™ batteries for the next generation of smartphones that require significantly higher total energy storage and power to perform AI functions locally.

    • “This dividend is designed to give our shareholders meaningful flexibility immediate gain and liquidity without dilution and with no obligation to act,” said Ryan Benton, Enovix CFO. “We’re well funded today, but if exercised, the proceeds could support scale-up of Fab2, accelerate customer ramps, and advance our strategic priorities. It’s a thoughtful way to strengthen our balance sheet – and simultaneously reward our current shareholders.”
    • T.J. Rodgers, Chairman of Enovix, said, “I’ve worked with Brendan Dyson on convertible debentures for over 30 years, including some of the early work on the now-common call spreads at maturity. In this case, we instructed him to make the deal to investors that was not only immediately accretive, but also a long-term ‘must have’ portfolio addition – and he did just that.”

    Details of Warrant Distribution

Stockholders will receive one (1) warrant for each seven (7) shares of common stock held as of the Record Date of July 17, 2025, rounded down to the nearest whole number for any fractional warrant. As an example, a stockholder who owns 1,000 shares of common stock would receive 142 warrants, and a stockholder who owns 7,000 shares of common stock would receive 1,000 warrants.

Holders of the Convertible Notes as of the Record Date will also receive warrants based on the same ratio in the manner determined by the indenture governing the Convertible Notes. As an example, holders of each $1,000 face amount of Convertible Notes will receive 9.1543 warrants, rounded down to the nearest whole number for any fractional warrant.

After the Distribution Date, warrant holders may exercise their warrants for cash as specified under the terms of the warrant agreement that we expect to file with the U.S. Securities and Exchange Commission (“SEC”) by the Distribution Date.
The warrants will expire at 5:00 p.m. New York City time on October 1, 2026, unless the “Early Expiration Price Condition” is met, in which case the expiration will be accelerated.

The Early Expiration Price Condition will be deemed satisfied if, during any period of twenty (20) out of thirty (30) consecutive trading days, the VWAP of the common stock equals or exceeds $10.50 (the “Early Expiration Trigger Price”) whether or not consecutive (such final day, the “Early Expiration Price Condition Date”). If this condition is met, the warrants will expire at 5:00 p.m. New York City time on the Business Day immediately following the Early Expiration Price Condition Date or such other date as the Company may elect in accordance with the warrant agreement.

The Company will host a live conference call to discuss this announcement today at 2:00 PM PT / 5:00 PM ET. To join the call, participants must use the following link to register: https://enovix-special-investor-conference-call-july-2025.open-exchange.net/ A Frequently Asked Questions (FAQs) document regarding this warrant dividend distribution will be made available on the Investor Relations section of Enovix’s website at https://ir.enovix.com.

If the Early Expiration Price Condition occurs, Enovix will make a public announcement to that effect which will include the corresponding warrant expiration date.

  • MIL-OSI Europe: Press release – Agriculture Committee sets priorities for post-2027 CAP funding

    Source: European Parliament

The Agriculture and Rural Development Committee is calling for an increased and standalone post-2027 CAP budget and a reduced administrative burden for farmers.

In the current geopolitical context, EU farming that secures constant access to food is a critical component of EU security and defence policies, say MEPs. Their report on the future of agriculture and the post-2027 common agricultural policy (CAP) was adopted by the Agriculture and Rural Development (AGRI) Committee on Monday by 29 votes in favour, 9 votes against, and with 8 abstentions.

MEPs therefore demand an increased and standalone CAP budget. The CAP must not be integrated with other funding areas in a single fund or become part of a total envelope used by member states for purposes other than agriculture.

Direct income support for all active, professional farmers following an area-based model should be reinforced. To support rural development efficiently, the CAP’s second pillar must remain independent from cohesion policies. Voluntary coupled income support payments for sectors in difficulty should be maintained or increased, add MEPs.

    Simplification and digitalisation

Reducing the administrative burden for farmers must be one of the CAP’s guiding principles. MEPs call for an incentive-based system for farmers to achieve environmental and social objectives. Eco-schemes should therefore remain voluntary and be accompanied by remuneration. The implementation of good agricultural and environmental conditions (GAEC) requirements must take existing farming practices into account.

All farmers must have access to innovative and digital solutions that support sustainable agriculture, boost their income and reduce the administrative workload. To minimise stressful farm inspection procedures, monitoring of the use of CAP funds should be based on satellite imagery and self-certification, in a centralised, electronic reporting system, say MEPs.

    Generational renewal on farms

Generational renewal is essential for the future of EU agriculture. Yet almost 58% of farmers in the EU are over 55 years of age while those aged under 35 represent only 6% of all farmers. The AGRI Committee therefore wants to increase financing from the CAP and raise the number of tax and loan incentives, so as to remove barriers to becoming a farmer.

Harmonised EU labelling of agri-food products

More than 70% of consumers in the EU decide what to buy based on the information on packaging. To prevent them from being misled, MEPs are calling for harmonised European labelling including information about the origin, quality and production standards of agri-food products.

    Quote

Rapporteur Carmen Crespo Díaz (EPP, ES) said: “We need a CAP that strengthens food supply, supports rural communities, and empowers farmers through innovation, generational renewal, and fair market conditions. But we strongly reject any attempts to nationalise the CAP or merge its funding with other EU instruments. It must remain a true common policy with dedicated funds and independent pillars, ensuring equal support for all European farmers.”

Priority question for written answer  P-002708/2025
    to the Commission
    Rule 144
    Diana Iovanovici Şoşoacă (NI)

Peste des petits ruminants (Ovine Rinderpest) is a viral disease that affects ruminants, sheep and goats, but does not affect humans, if and where it is present.

After applying initial restrictions to Romania, the Commission recently announced the extension of the ban on exports of live animals from Romania to the EU, including their transit through EU countries, although there is no evidence to support this.

I should point out that, in November 2024, I warned of a violation of Romanian law, the absence of the disease, and abuses of power by the authorities, and that, following my actions, Romania and the Commission decided not to apply any sanctions. However, the Romanian authorities have slaughtered around 600 000 sheep without any evidence for doing this, which is ruining Romanian farmers.

If this peste is present, it has come from Ukraine because there are no checks on goods transiting Romania from Ukraine.

    • 1.What criteria underpin this decision, bearing in mind there is no official information on research into this disease in Romania? Might it not be that the aim is to ruin Romanian farmers?
    • 2.What criteria have been used to determine the size of the restricted area, protection area and monitoring area, in which farmers are prohibited from exporting live animals to other EU countries, even if no relevant research has been conducted into the disease, unlike in the other Member States?

WASHINGTON, D.C. – Today, U.S. Representative Austin Scott (GA-08) released the following statement regarding the final passage of the One Big, Beautiful Bill Act out of the House of Representatives:

“The House of Representatives just sent the One Big, Beautiful Bill Act to President Trump’s desk with my support. This legislation delivers historic tax relief for workers, middle-class families, farmers, and small businesses.

OBBBA stops the threat of a 24% tax increase on the average taxpayer in Georgia, while ending Democrats’ radical green handouts. The legislation doubles small business expensing which will help our local businesses hire more workers and grow operations. It also provides major relief for the American farmer with the first reference price increases since 2014.

I am pleased that we were able to work quickly to ensure that Congress and President Trump can get much needed relief to America’s farmers, veterans, and taxpayers,” said Rep. Scott.

  • MIL-OSI New Zealand: Next stop for rural health roadshow is Hanmer Springs

    Source: New Zealand Government

Associate Health Minister with responsibility for Rural Health and Minister for Mental Health Matt Doocey will be coming to Hanmer Springs today as part of the rural health roadshow across the country.

“The rural health roadshow is an opportunity for me to hear direct feedback from the public and those who are working in rural health about what’s working well and where the barriers may be. The roadshow is also a great opportunity to hear how well the Rural Health Strategy is being implemented,” Mr Doocey says.

“I started the roadshow in Levin and have since visited Wairoa, Wānaka and Oamaru. I am excited to now be in the beautiful Hanmer Springs to hear from the community and people working in rural health.”

The roadshow builds on initiatives already in train to improve rural health care services.

“Budget 2025 delivered for Kiwis living in rural and remote communities. The Government is investing $164 million over four years to strengthen urgent and afterhours care nationwide, meaning 98 per cent of Kiwis will be able to access these services within one hour’s drive of their home.

“We are also improving access to primary care including access to 24/7 digital care, training more new doctors and investing to increase the number of nurses in primary care.

“I was pleased to hear from our hardworking farmers at Fieldays where I heard loud and clear that access to healthcare is one of the biggest concerns for people living in rural and remote communities.

“To improve access to mental health support I was pleased that the Government recently announced $3 million over four years, to help improve rural communities’ access to primary mental health services and specialised services. The Government is also doubling its investment in the Rural Wellbeing Fund to $4 million over the next four years.

“All New Zealanders deserve timely access to quality health care and this Government is committed to improving health and mental health outcomes, including for the one in five living in our rural communities.

“It is important that the Government continues the conversation with rural communities on how rural health care services can be improved. I have been thrilled with the support the roadshow has received so far, and I look forward to continuing to hear from our rural communities.”

  • MIL-OSI USA: Senator McConnell’s Bill to Protect American Farmlands Signed Into Law

    US Senate News:

Source: United States Senator for Kentucky Mitch McConnell
WASHINGTON, D.C. – U.S. Senator Mitch McConnell (R-KY) praised passage of his legislation, The Protecting American Farmlands Act, which reduces the tax burden on selling farmland, encouraging farmers to keep their land in agricultural production and curbing the loss of farmland across the country. Senator McConnell introduced the legislation in March and worked to secure it in the One Big Beautiful Bill Act, which was signed into law by President Trump on Independence Day.
The Kentucky Farm Bureau, a supporter of Senator McConnell’s legislation, recently launched the Kentucky Farmland Transition Initiative (KFTI), a coalition aimed at uncovering ways to help farmers transition acreage to future generations of farmers. KFTI found that farmers tend to hold onto their land to avoid paying capital gains taxes on their property. The Protecting American Farmlands Act would defer the capital gains tax over a 4-year period if they sell their land to a farmer who will keep it in agricultural production for a minimum of ten years.
“The Protecting American Farmlands Act addresses the steady decline in available farmland by easing the tax burden on our hardworking producers. This is a huge win for Kentucky farmers and will help preserve our vital farmland for future generations,” said Senator McConnell.
“We are excited to see the inclusion of capital gains tax relief in the One Big Beautiful Bill Act. This is a direct result of Senator Mitch McConnell’s efforts on the issue, which includes his legislation, the Protecting American Farmlands Act,” said Eddie Melton, President, Kentucky Farm Bureau Federation. “This is a crucial first step in providing America’s farmers capital gains relief while incentivizing keeping farmland in the hands of active farmers. This will provide farmers with another tool when looking to transition their land while also addressing the drastic loss of farmland across the country. Senator McConnell has long been a champion for Kentucky agriculture, and this legislation is a testament to his commitment to the American farmer and the future security of America’s food supply.”
According to the 2022 USDA Census of Agriculture:
Over the past twenty years, Kentucky farmland acreage has declined from 13.8 million acres in 2002 to 12.4 million acres in 2022.
In just the last five years, Kentucky lost 546,000 acres of farmland, an average of 290 acres lost per day.
In the last five years, the number of farmers in Kentucky has decreased 9%.
The number of farms in Kentucky has decreased from 86,541 farms in 2002 to 69,425 farms in 2022.
The average age of a Kentucky farmer is 57.1 years old, and approximately 1.3 million farmers nationwide are now at or beyond retirement age.

  • MIL-OSI Europe: The EU-Mercosur agreement has to be complemented in order to effectively protect the agricultural sector and uphold European standards – Joint statement by France and Poland (July 7, 2025)

Source: Republic of France in English
The Republic of France has issued the following statement:

France and Poland call for the EU-Mercosur agreement to be complemented in order to effectively protect the agricultural sector and uphold European standards.

France and Poland are thus aligned on the need to find a better balance within the Mercosur agreement between promoting the free trade to which the European Union is committed and safeguarding Europe’s strategic interests including food security and food safety.

France and Poland reaffirm their support for fair and reciprocal free trade, and for sustainable trade agreements, which are key drivers of growth, market access, and international influence for our companies.

However, Poland and France consider that, as it currently stands, this agreement does not fulfil the necessary conditions to protect European farmers from market disruption risks and to sustainably secure the continent’s food sovereignty.

Mr Haddad and Mr Szłapka share the view that a specific agricultural safeguard clause for the sensitive products should be included in the EU-Mercosur agreement, to enable a swift and effective response — based on clear criteria — in the event of a market disruption threat or proven harm to our sectors,at the level of one or more Member States.

Furthermore, the EU-Mercosur agreement does not sufficiently guarantee the protection of our sanitary, environmental, animal welfare and social standards, nor does it ensure the level playing field among producers that we strongly advocate. This is why it is equally essential for the European Union to effectively implement mirror measures and rigorous sanitary and phytosanitary controls, which are vital to ensure fair competition and protect consumers.

The partners are convinced that European solidarity will be crucial to reaching an agreement that benefits all parties.

  • MIL-OSI USA: President Trump’s One Big Beautiful Bill: A Win for Workers, Farmers, and America’s Future

    US Senate News:

    Source: US Whitehouse
President Donald J. Trump’s One Big Beautiful Bill — now the law of the land — is a sweeping legislative triumph that combines the largest tax cuts in history with landmark investments in America’s future and defense. From No Tax on Social Security for millions of seniors to permanent relief for small businesses and historic funding for national security, this bill unleashes economic prosperity and empowers every American while strengthening our nation’s defenses and boldly looking to the future.
MustReadAlaska.com: Big Beautiful Icebreakers are Alaska wins, as Russia and China work together to gain foothold in Arctic
“The One Big Beautiful Bill Act, signed by President Donald Trump on July 4, includes a historic investment in US Arctic security, totaling nearly $9 billion for icebreakers that may put America back in charge of the frozen frontier.
The legislation delivers $4.3 billion for heavy Polar security cutters, $3.5 billion for medium Arctic security cutters, and an additional $816 million for lighter ice-capable vessels. It’s the largest Arctic maritime investment in US history, and it comes at a moment of escalating geopolitical stakes in the Far North.”
WFTV (Orlando, Florida): Big Beautiful Bill Act prompts largest investment in U.S. Coast Guard Service’s history
“The U.S. Coast Guard has received nearly $25 billion in funding from the One Big Beautiful Bill Act, marking the largest investment in the Service’s history. This historic funding will strengthen the Coast Guard’s ability to combat drugs and improve maritime security by enabling the purchase of new vessels and aircraft, and upgrading infrastructure.”
ABC15 (Phoenix, Arizona): Advocates for Arizona radiation exposure victims score big win in Congress
“After decades of fighting, advocates for those who faced radiation exposure in Arizona and elsewhere are getting a big win through President Donald Trump’s One Big, Beautiful Bill.
That push in Congress to carry on the Radiation Exposure Compensation Act, or RECA, is finding victory after more than 30 years.”
National Federation of Independent Business: America’s Small Businesses Applaud President Trump, Congress for Stopping Massive Tax Hike on Main Street
“Since 2017, the Small Business Tax Deduction has allowed small businesses to deduct up to 20% of their business income. Without immediate action by Congress, this essential tax deduction was set to expire at the end of the year, raising taxes on millions of small businesses. The One Big Beautiful Bill Act provides permanent tax relief, freeing America’s small businesses to invest in their businesses and employees. Along with making the Small Business Deduction permanent, the One Big Beautiful Bill Act includes additional wins for small businesses:
Increases Section 179, Small Business Expensing Cap from $1.25 million to $2.5 million. This will allow small businesses to fully expense business equipment purchases in the first year.
Makes the 2017 marginal rate cuts permanent. Without this provision, five out of seven marginal (individual) income tax rates will rise at the end of the year. Nine out of 10 small businesses are organized as pass-through businesses and pay regular income tax rates rather than the C-corporation rate.
Increases and makes permanent the Small Business Estate Tax Exemption. The new exemption thresholds will be set at $15 million for individual filers and $30 million for joint filers.”
National Hog Farmer: The National Pork Producers Council thanks President Trump for signing into law the “One Big, Beautiful Bill”
“NPPC President Duane Stateler, a pork producer from McComb, Ohio, said, ‘The ‘One Big, Beautiful Bill’ is one of the most consequential pieces of legislation for American agriculture in years. It helps producers protect our herds by fending off foreign animal diseases, and it also cuts red tape, allowing us to more easily pass down our farms to the next generation.’ NPPC thanks President Trump for signing ‘One Big, Beautiful Bill’ into law and Chairmen Thompson and Boozman for listening to our input and shepherding this legislation through their respective chambers.”
AgDaily: Farmers repeatedly praise this one piece of Trump’s budget bill
“‘Thank you, President Trump.’ That sentiment has been repeated often by farmers during conversations and across social media in the days since the One Big Beautiful Bill Act passed through Congress and was signed into law. Farmers have specifically celebrated how the bill overhauls the ‘death tax’ — the taxes imposed by the federal and some state governments on someone’s estate upon death …
This is particularly important for commodity and other traditionally large-scale agricultural producers. Unlike liquid assets such as stocks or bank accounts, a farm’s value is often tied up in land, equipment, and other hard assets. It’s not uncommon for a modest, family-run farm to be worth millions of dollars on paper, even if the family running it isn’t living a life of luxury. When those hard assets are included in an estate calculation, especially as the value of an acre increases, it doesn’t take long for farmland to hit the exemption threshold.
‘For farm families, estate taxes aren’t just an abstract policy debate — they’re a very real threat to generational farms and the livelihoods they support,’ said Amanda Zaluckyj, an AGDAILY columnist, lawyer, and part of a family farm in Michigan. ‘Land-rich but cash-poor families may be forced to sell land, equipment, or even the farm itself just to pay the estate tax bill. That’s not just a financial inconvenience — it’s a devastating blow to families who have spent generations building their operations with the intention of passing them on to their children and grandchildren.’”
Retail Insight Network: Trump’s ‘One Big Beautiful Bill’ wins praise from US retailers
“With Congress approving President Trump’s sweeping “One Big Beautiful Bill” ahead of Independence Day, US retailers are voicing strong support for the legislation’s pro-growth measures, hailing it as a historic step for the economy.”
Secretary of the Treasury Scott Bessent: President Trump’s ‘big, beautiful bill’ will unleash parallel prosperity
“We have seen American workers benefit from the president’s economic approach before. Under President Trump’s 2017 tax cuts, the net worth of the bottom 50% of households increased faster than the net worth of the top 10% of households. That will happen again under the One Big Beautiful Bill. The bill prevents a $4.5 trillion tax hike on the American people. This will allow the average worker to keep an additional $4,000 to $7,200 in annual real wages and allow the average family of four to keep an additional $7,600 to $10,900 in take-home pay. Add to this the president’s ambitious deregulation agenda, which could save the average family of four an additional $10,000. For millions of Americans, these savings are the difference between being able to make a mortgage payment, buy a car, or send a child to college.
The president is delivering on his promise to seniors as well. The bill provides an additional $6,000 deduction for seniors, which will mean that 88% of seniors receiving Social Security income will pay no tax on their Social Security benefits.
The One Big Beautiful Bill also codifies no tax on tips and no tax on overtime pay—both policies designed to provide financial relief to America’s working class. These tax breaks will ensure Main Street workers keep more of their hard-earned income. And they will bolster productivity by rewarding Americans who work extra hours … These productivity-enhancing measures dovetail with the second booster in the blue-collar boom: providing 100% expensing for new factories and existing factories that expand operations, plus car loan interest deductibility to support Made-in-America.”
Rep. Riley Moore: One Big Beautiful Bill Delivers for West Virginia
“President Trump’s signature legislation is a huge win for the American people that puts our nation on the path to a new Golden Age. I’m proud to have voted in favor of this legislation that puts America First.
The One Big Beautiful Bill gives the Trump Administration the tools it needs to reclaim our national sovereignty and ramp up mass deportations. It delivers the largest tax cut for working and middle-class families in American history. It also unleashes American energy, which is critical to powering our economy, reindustrializing the heartland, and winning the global AI arms race.”
Rep. Randy Feenstra: Making President Trump’s ‘One, Big, Beautiful Bill’ the law of the land
“This pro-family, pro-worker, pro-growth economic package is the culmination of President Trump’s campaign promises and conservative economic principles, which will dramatically grow our economy, cut deficits, and create jobs. It is the largest tax cut in American history for families, farmers, workers, and small businesses, ensuring that Iowans keep more of their hard-earned money – not the federal government.
The provisions of the ‘One, Big, Beautiful Bill’ will be jet fuel for our economy. Estimates by the Council of Economic Advisers suggest that our GDP could grow by as much as 5.2% in the short run and 3.5% in the long run while investment in our country could see a 14.5% boost with more than four million jobs created in the long term. These figures underscore the positive effects of tax cuts, sensible deregulation, and certainty for businesses and manufacturers.”
