    The 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum was held today, inviting renowned legal experts and academics to review the legislative intent and background of the security law, and discuss its fruitful achievements.

    CPC Central Committee Hong Kong & Macao Work Office Director and State Council Hong Kong & Macao Affairs Office Director Xia Baolong officiated at the forum’s opening ceremony and delivered a keynote speech. Chief Executive and Hong Kong National Security Committee Chairman John Lee also delivered a keynote speech at the event.

    Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region and National Security Adviser to the Committee for Safeguarding National Security of the Hong Kong SAR Zhou Ji, Vice-Chairperson of the Basic Law Committee of the Standing Committee of the National People’s Congress Zhang Yong, Head of the Office for Safeguarding National Security of the Central People’s Government in the Hong Kong SAR Dong Jingwei, Commissioner of the Ministry of Foreign Affairs in the Hong Kong SAR Cui Jianchun and Commander-in-Chief of the Chinese People’s Liberation Army Hong Kong Garrison Peng Jingtang also delivered speeches at the ceremony.

    Mr Xia said the implementation of the security law over the past five years has proven the law to be a “guardian” in defending the “one country, two systems” principle and in safeguarding the prosperity and stability of Hong Kong.

    He added that Hong Kong must safeguard national security in the full process of implementing the “one country, two systems” principle, ensure that the governance of the Hong Kong SAR is firmly in the hands of the patriots, be steadfast in safeguarding security and promoting development as well as effectively protect the human rights and freedoms of Hong Kong people and maintain the city’s unique position and advantages.

    Looking to the future, Mr Xia said the security law will surely safeguard the steady and far-reaching journey of the “one country, two systems” principle, enabling Hong Kong to achieve new and greater accomplishments in the grand endeavour of building a strong nation and realising national rejuvenation.

    The Chief Executive thanked Mr Xia for his heartfelt review of the positive significance of the security law in restoring Hong Kong’s stability and implementing the “one country, two systems” principle in the past five years, and for providing direction for Hong Kong’s future security and development.

    Mr Lee put forward several main points, stressing that Hong Kong must fully and accurately implement the “one country, two systems” principle and thoroughly adopt a holistic approach to national security; adhere to the solid foundation of the rule of law and leverage Hong Kong’s international advantages; cherish the stable situation and seize development opportunities; and enhance traditional advantages, focusing on reform and innovation.

    He also noted that Hong Kong should continue to safeguard national security and make use of the stable situation to develop a vibrant economy, achieving prosperous development and improving people’s livelihoods.

    Secretary for Justice Paul Lam said in his welcome remarks that the most important direction for safeguarding national security in the future is to balance the relation between security and development, strictly adhering to the principle of rule of law and the requirements of respecting and protecting human rights and freedoms set out in Articles 4 and 5 of the security law.

    This would enable people to study, work and live with peace of mind and unite to seek breakthroughs and changes, overcoming various challenges to consolidate Hong Kong’s status as an international centre and encouraging people from abroad to come to Hong Kong for development, Mr Lam added.

    There were two panel sessions in the forum, with the first session reviewing the legislative intent and background of the security law.

    In the second session, Mr Lam engaged with young leaders from various sectors to explore the vital role of the youth in safeguarding national security, and envisage further joint endeavours between the Government and the community in enhancing legal literacy.

    Concluding the forum, Deputy Secretary for Justice Cheung Kwok-kwan said that today’s event aimed to provide an in-depth and broad discussion loaded with insights and humour.

    BEIJING, June 21 (Xinhua) — A freight train carrying auto components, LED monitors and other goods left Xi’an in northwest China’s Shaanxi Province for Duisburg, Germany on Saturday, marking a milestone as the number of scheduled China-Europe freight trains for the entire route has exceeded 1,000 units.

    The full schedule service, first launched in October 2022, allows China-Europe freight trains to operate according to a pre-arranged schedule, including assigned train numbers, lines, departure times and arrival times between countries along the respective route.

    Today, the number of routes operating on a full schedule has increased to 11, with 17 trains running weekly. The increase in the number of trains with a set schedule is expected to ensure even greater reliability in the delivery of goods by the China-Europe express train.

    The mode of transportation has also become the preferred option for high-value-added goods, including photovoltaic panels, solar modules and marine diesel engine parts. The average value of one container of cargo carried by these trains is about 41 percent higher than other services, according to China State Railway Group Co., Ltd.

    As noted by the corporation, to date, China-Europe freight trains, operating on a full schedule, have transported more than 98 thousand twenty-foot equivalent units (TEU).

    China-Europe freight trains have become a cornerstone of the Belt and Road Initiative, promoting trade and connectivity between Europe and Asia. At present, China-Europe freight train routes have been launched from 128 Chinese cities, reaching 229 cities in 26 European countries and more than 100 cities in 11 Asian countries. –0–

    BERLIN, June 21 (Xinhua) — Israel’s recent air strikes on Iran have delayed Tehran’s ability to develop nuclear weapons by at least two to three years, the Jewish state’s Foreign Minister Gideon Saar said on Friday.

    As G. Saar noted in an interview with the German newspaper Bild, which was given in Jerusalem and published on Saturday, the Israeli armed forces launched a large-scale operation against Iranian military infrastructure and nuclear facilities, which resulted in the deaths of several high-ranking Iranian military commanders and nuclear scientists.

    “I consider this a success – we have achieved many results,” he said. “We will not stop until we do everything possible to eliminate the Iranian nuclear threat.”

    An Israeli diplomat has called on Germany and other European countries to increase political and military support for the Jewish state.

    Mr. Saar made the statements after US President Donald Trump said on June 19 that he would decide within two weeks whether to order the US military to launch a direct strike on Iran.

    Iranian Foreign Minister Abbas Araghchi told Turkey’s Anadolu Agency on Saturday that Iran was “fully prepared” to resolve the dispute over its nuclear program through negotiations. -0-

    SAO PAULO, June 21 (Xinhua) — Eight people were killed on Saturday when a hot air balloon carrying tourists caught fire and crashed in Praia Grande, a popular tourist destination in southern Brazil’s Santa Catarina state, regional authorities said.

    The balloon was carrying 21 people when it burst into flames and crashed to the ground – an incident that was captured on video by nearby tourists and widely shared on social media.

    “There were 21 people in the balloon – 8 of them died, 13 survived,” Santa Catarina Governor Jorginho Mello said on the social network X.

    Praia Grande is known as one of the best places in southern Brazil for hot air balloon rides. –0–

  • MIL-OSI Security: Update on Developments in Iran (2)

    A centrifuge manufacturing workshop has been hit in Esfahan, the third such facility that has been targeted in Israel’s attacks on Iran’s nuclear-related sites over the past week, Director General Rafael Mariano Grossi said today, citing information available to the International Atomic Energy Agency (IAEA).

    The workshop – which made the machines used to enrich uranium – was previously under IAEA monitoring and verification as part of the Joint Comprehensive Plan of Action (JCPOA), including with installed Agency cameras.

    “We know this facility well. There was no nuclear material at this site and therefore the attack on it will have no radiological consequences,” Director General Grossi said.

    It came a few days after the IAEA on 18 June reported that the Tehran Research Center, where advanced centrifuge rotors were manufactured and tested, had been hit, as had a workshop in the city of Karaj where different centrifuge components were manufactured. There was no radiological impact, internally or externally.

    The IAEA has closely been monitoring the situation at Iran’s nuclear sites since Israel began its attacks early on 13 June, providing regular updates on military strikes on facilities in Arak, Esfahan, Karaj, Natanz and Tehran.

    Director General Grossi told the United Nations Security Council on Friday that “attacks on nuclear sites in the Islamic Republic of Iran have caused a sharp degradation in nuclear safety and security” in the country, adding: “Though they have not so far led to a radiological release affecting the public, there is a danger this could occur.”

  • MIL-OSI Security: Officers appeal for witnesses after pedestrian left in critical condition in Harrow

    Police are investigating a serious road traffic collision in South Harrow.

    On Saturday, 21 June, just after 06:00hrs, a car and pedestrian were involved in a collision on Eastcote Lane.

    The pedestrian, a 69-year-old woman, suffered serious injuries and remains in hospital in a critical condition.

    The driver of the car stopped at the scene and is helping police with their enquiries, which are ongoing.

    No arrests have been made.

    Detectives from the Serious Collision Investigation Unit are investigating the collision and would like to hear from anyone in the area who witnessed what happened or might have caught dash cam footage of the incident, or the time leading up to it.

    The State of Qatar participated in the meeting of the International Follow-up Committee on Libya, which was held in the German capital, Berlin.

    HE Special Envoy of the Minister of Foreign Affairs, Ambassador Faisal bin Abdullah Al Hanzab represented the State of Qatar at the meeting.

    In his speech at the meeting, His Excellency reaffirmed the State of Qatar’s steadfast commitment to continue to work with regional and international partners to achieve sustainable peace in Libya and support Libyan national institutions in a manner that serves the aspirations of the brotherly Libyan people, achieve national reconciliation, and build the Libyan state.

  • MIL-OSI Africa: Economic Community of West African States (ECOWAS) and partners strengthen Ghana’s capacity to monitor and report on women, peace and security commitments through the continental results framework

    The ECOWAS Commission, through its Directorate of Humanitarian and Social Affairs (DHSA), in collaboration with the Ministry of Gender, Children and Social Protection of the Republic of Ghana, successfully hosted a three-day national capacity-building workshop on the Continental Results Framework (CRF) for Women, Peace and Security (WPS) from the 10th to 12th of June 2025, in Accra. The workshop was part of ECOWAS’s continued efforts to support Member States in institutionalizing robust, data-driven mechanisms for tracking and reporting on the implementation of United Nations Security Council Resolution 1325 and related WPS commitments. It forms part of the broader ECOWAS Peace, Security and Governance (EPSG) Project, co-financed by the European Union and the German Government (BMZ), and implemented by GIZ.

    Delivering remarks on behalf of Dr Sintiki Tarfa Ugbe, the Director, Humanitarian and Social Affairs of the ECOWAS Commission, Mr. Olatunde Olayemi welcomed participants and reaffirmed the Commission’s commitment to inclusive peace and security. “Ensuring the full-fledged contributions of women is sine qua non,” he noted. He emphasized that ECOWAS’s adaptation of the African Union CRF into a simplified regional framework is key to achieving more effective monitoring, implementation, and reporting on WPS across West Africa.

    Mrs. Josiane Sombo, representing the West Africa Network for Peacebuilding (WANEP), highlighted the role of civil society as co-creators of peace and custodians of accountability. She noted that the CRF is not merely a technical tool; but a moral and political commitment and as civil society, they remain committed to ensuring that evidence-based, inclusive, and collaborative reporting is embedded in WPS monitoring systems.

    Speaking on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), Ms. Paulina Hawkins reiterated Germany’s strong support for feminist development cooperation. She highlighted that the workshop represents a vital step in localizing regional frameworks and enhancing national ownership of the WPS agenda. “For the CRF is not just a reporting mechanism, but a strategic instrument for institutional transformation,” she added.

    The European Union Delegation to Ghana, represented by Davide Messina, emphasized that the EPSG Project reflects the EU’s long-standing partnership with ECOWAS to promote inclusive governance and gender-responsive peacebuilding. He highlighted that the training is more than capacity-building but should be seen as an investment in a stable, peaceful, and prosperous West Africa.

    Delivering the opening remarks on behalf of the Ministry of Gender, Children and Social Protection, Ms. Faustina Acheampong Akua Frempomaa underscored Ghana’s leadership in WPS implementation. With the GHANAP II and the Gender Equity Act of 2024, Ghana is setting new standards for institutional accountability. “This workshop provides a timely opportunity to enhance our national reporting systems and align with regional WPS frameworks,” the representative affirmed.

    Over 40 participants, including government officials, civil society representatives, security sector personnel, and technical working group members, were trained on the application of the simplified CRF tool and questionnaire. Through participatory sessions and practical exercises, stakeholders strengthened their capacity to monitor WPS indicators, track progress, and contribute meaningfully to Ghana’s national and regional WPS reports. The workshop concluded with a renewed commitment to inter-agency collaboration and institutionalizing the CRF within national monitoring and evaluation systems. Ghana joins seven other Member States – Côte d’Ivoire, Nigeria, Benin, Liberia, The Gambia, Senegal and Togo that have hosted similar national CRF trainings as part of ECOWAS’s regional strategy to enhance WPS accountability mechanisms.

    The 9th Nigerian Company (NIGCOY 9) of the ECOWAS Mission in The Gambia was deployed as part of the mission on the 26th of June 2024. After completing the required period of service in the area of operation, its members were awarded the ECOWAS Peace Medal at a ceremony held on the 9th of May 2025.

    This distinction honours their invaluable contribution, their sacrifices, their unwavering dedication and their constant commitment to peace, stability and security in the west coast region of The Gambia.

    The ceremony took place in the presence of Her Excellency Mrs Miatta Lilly French, ECOWAS Special Representative and Head of Mission in The Gambia, the Gambian Minister of Defence, the Honourable Sering Modou and many high-ranking civilian and military figures.

    In their speeches, the speakers unanimously praised the exemplary commitment of the NIGCOY, as well as its decisive contribution to the maintenance of peace and order in the country. The Special Representative particularly congratulated the company commander on the perfect organisation of the parade, while highlighting the unit’s humanitarian actions and constant support for the Gambian people.

    The presence of the representative of the Chief of Staff of the Armed Forces, Lieutenant-General MO Cham, the Chief of Staff of the Gambian Army, commanders of the defence and security forces, and representatives of the local communities, underlined the strength of the ties between the Gambian Armed Forces and the Nigerian-Iranian contingent.

    Finally, Mission Headquarters presented NIGCOY with an official citation in recognition of its essential role in preserving peace and stability in the West African sub-region.

    At the Energy Panel of the XXVIII St. Petersburg International Economic Forum, leading industry experts, politicians, scientists, government officials and heads of major international energy companies discussed current trends in the global energy market.

    Their assessments and forecasts largely coincided with the visionary concept of industry development presented by Igor Sechin, Head of Rosneft. In his report “Odyssey of the Global Economy in Search of the Golden Fleece. The New Landscape a of the Global Energy Industry”, he announced that the current state of the global energy industry is at the stage of formation of a new image due to the multiple growth of electricity consumption, the generation of which will be provided by both fossil fuels and renewable energy sources. According to him, the optimal solution today is “synthesis of conventional and alternative energy sources”.

    The event, organized with the support of Rosneft, was addressed by Mohammed Bin Saleh Al-Sada, Chairman of the Rosneft Board of Directors, Delcy Rodriguez, Executive Vice President of the Republic of Venezuela, Simon Aloysius Mantiri, Chief Executive Officer of Pertamina, Zhang Daowei, Vice President of CNPC, Shiva Prasad Panda Madhusudana, Executive Director of Reliance Industries, Alexander Dynkin, Academician of the Russian Academy of Sciences, Zhurabek Mirzamakhmudov, Minister of Energy of the Republic of Uzbekistan, Nobuo Tanaka, Chairman of the Supervisory Board of the Japanese government’s non-profit Low Carbon Technology Initiative, and David Gadzhimirzaev, President of TOFS.

    ENERGY TRANSITION WITHOUT TRANSITION

    Mohammed Bin Saleh Al-Sada opened the discussion of Igor Sechin’s report, noting the depth of his analysis. “It was comprehensive – the way you showed that progress and energy are inseparable,” Al-Sada addressed Sechin.

    The head of Rosneft’s Board of Directors drew the audience’s attention to the fact that despite the active promotion of the idea of transition to RES, the share of fossil energy sources in the energy mix has not changed in recent decades. He recalled that Igor Sechin mentioned in the report that fossil fuels account for 80% of the global energy mix. “And this statistic has not changed for the last 20 years! We are fluttering around these 80% fossil fuels and energy sources, and so not much has changed!” exclaimed Al-Sada, describing the situation in the global energy sector.

    “In other words, we are essentially not making any transition away from hydrocarbons,” he concluded, emphasizing that the transition to renewables is being imposed on the industry and the public.

    “I would also like to take as a baton from Mr. Sechin, and pass my comment to you. It’s like food for thought: are we actually transitioning from fossil fuels to renewable fuels?“,” Al-Sada addressed the audience.

    The Rosneft Chairman also noted that energy demand does not always coincide with production growth for various reasons.

    “I would like to express two small thoughts in order to further enhance the valuable things we heard in Mr. Sechin’s words. <...> Lack of investment is already a reality in the hydrocarbon and energy sectors. This is something that could really bring us to a serious energy shortage. “If this trend continues we could face an energy shortage. This is not only my personal opinion, but also what a large number of analysts, including the International Energy Agency, and other respected experts, who in their reviews have emphasized the importance of having sufficient investment in the hydrocarbon sector. Otherwise, we will face the risk of a primary energy shortage!”, emphasized Al-Sada.

    FUTURE FOR SYNERGY

    Zhang Daowei, Vice President of China’s CNPC, remarked on the interest in the report by Rosneft’s CEO. In his speech, the top manager of the Chinese company expressed similar assessments of the ways of development of the global energy sector – in particular, the need for synergy between traditional and new energy sources.

    “We have always believed that in the context of the energy transition course, it is necessary to adhere to synergetic, integrated development of traditional and new energy sources, to take full account of the characteristics and degree of development of our countries’ markets, to properly link energy transition with energy security, and to promote a fair and sustainable model of energy transformation,” Daowei said.

    According to the vice president, under this philosophy, CNPC, on the one hand, continues to increase the exploration and development of oil and gas fields domestically and import high-quality resources from abroad, including strengthening long-term cooperation with Russia in the field of hydrocarbon trade. On the other hand, CNPC is actively pursuing a green, low-carbon development strategy and realizing the development of a “three-step strategy” combining oil and gas projects with wind, solar, geothermal, hydrogen and carbon capture technologies.

    Simon Aloysius Mantiri, President and CEO of Pertamina Indonesia, said that the company is pursuing a dual growth strategy that is based on both conventional resources and low-carbon solutions. Meanwhile, natural gas plays an important role in the country’s energy mix.

    “Natural gas is at the center of our strategy to transition to cleaner fuels. And today we are expanding our LNG capacity and capability for both domestic and export needs,” he said.

    The Pertamina chief virtually reiterated the point made in Igor Sechin’s report and emphasized that by achieving a balance of energy sources and a comprehensive approach, the company is able to ensure high economic growth and carbon neutrality in parallel.

    Reliance Industries CEO P.M.S. Prasad said India does not choose between energy access and innovation. “It is integrating both. By developing scalable, context-specific solutions, it is addressing local priorities while making a significant contribution to global sustainability. From rural microgrids to energy efficient data centers, India is turning its potential into a strategic asset,” Prasad said.

    He emphasized that international partnerships play a vital role in this ambitious effort. “Energy remains a key cornerstone of the strategic relationship between India and Russia. India values this trusted partnership and appreciates the cooperation forged over decades. The leadership of both countries is committed to take this partnership to an even higher bar in the future,” summarized Reliance Industries’ CEO.

    NUCLEAR POWER PLANTS ARE NOT BEING WRITTEN OFF

    Rosneft CEO Igor Sechin, in his keynote speech at the Energy Panel, noted the growing interest in nuclear power generation worldwide and, accordingly, the growth of investments in this area. According to him, this is happening against the backdrop of growing energy consumption and in future nuclear power will be in demand along with fossil sources and renewable energy sources.

    Reliance Industries CEO Panda Madhusudana Shiva Prasad, in turn, speaking on India’s energy outlook, emphasized the significant role of nuclear power generation.

    “Gas, renewables supported by energy storage systems and a robust transmission grid, and nuclear power will play a key role. India’s bold nuclear program, including small modular reactors, reflects its commitment to long-term energy security and decarbonization,” Prasad said.

    The renewed interest in investments in NPP construction was noted in the speech of Uzbek Minister of Energy Zhurabek Mirzamakhmudov. He spoke about joint plans with Russia to build two units of 55 megawatts each, and two units of VWR type reactors – water-water power reactor. The head of the ministry also said that gas-fired power plants are being installed in the country, hydropower is being developed, the share of renewable sources is increasing, and storage systems are being created at the same time.

    The Minister noted the substantial nature of Igor Sechin’s report, which contains a detailed analysis and reflects all trends in the development of global energy, science and economy.

    ENERGY SECURITY IN FIRST PLACE

    Delcy Rodriguez, Executive Vice President of the Republic of Venezuela, in her speech supported the thesis expressed by the head of Rosneft that energy security issues should come first.

    “We always advocate that the energy transition be carried out responsibly, taking into account reality, to avoid abrupt changes that could jeopardize energy security,” Rodriguez said.

    Venezuela’s Executive Vice President named the main components of a stable energy system of the future: energy security, reliable supply, accessibility for all, while respecting nature – with minimal environmental impact.

    Among the main threats to energy security, Rodriguez named illegal sanctions against producing countries and the hegemony of the dollar.

    Nobuo Tanaka, Chairman of the Supervisory Board of the Japanese government’s non-profit Low Carbon Technology Initiative, said the answer to energy security is always to diversify supply sources, improve energy efficiency and seek alternative energy sources, including renewable energy, nuclear energy and regulate the market with predictable policies.

    AGAINST LOGIC

    The panelists drew attention to the political events of recent decades and stated that geopolitics is now shaping the direction of economic cooperation. And often against the logic of market expediency and economic efficiency.

    Tanaka recalled how he discussed Germany’s energy policy with Chancellor Merkel in 2009: “I asked her why Germany does not use nuclear power. She answered like this: Mr. Tanaka, I am a scientist, I know how important it is to use nuclear power, but in order to use it in Germany, she said, give me votes in exchange. Yes, she’s a good scientist, but she’s also a very smart politician.”

    The professor is sure that despite her experience Merkel made a very serious mistake by changing the policy on the use of nuclear power plants under the pressure of public opinion. Another mistake was the refusal to use Russian energy carriers and Russian natural gas. “I think she was misled,” Tanaka said.

    “Geopolitics is a factor of the 21st century global economy.     At the Energy Panel of the XXVIII St. Petersburg International Economic Forum, leading industry experts, politicians, scientists, government officials and heads of major international energy companies discussed current trends in the global energy market.

    Their assessments and forecasts largely coincided with the visionary concept of industry development presented by Igor Sechin, Head of Rosneft. In his report “Odyssey of the Global Economy in Search of the Golden Fleece. The New Landscape a of the Global Energy Industry”, he announced that the current state of the global energy industry is at the stage of formation of a new image due to the multiple growth of electricity consumption, the generation of which will be provided by both fossil fuels and renewable energy sources. According to him, the optimal solution today is “synthesis of conventional and alternative energy sources”.

    The event, organized with the support of Rosneft, was addressed by Mohammed Bin Saleh Al-Sada, Chairman of the Rosneft Board of Directors, Delcy Rodriguez, Executive Vice President of the Republic of Venezuela, Simon Aloysius Mantiri, Chief Executive Officer of Pertamina, Zhang Daowei, Vice President of CNPC, Shiva Prasad Panda Madhusudana, Executive Director of Reliance Industries, Alexander Dynkin, Academician of the Russian Academy of Sciences, Zhurabek Mirzamakhmudov, Minister of Energy of the Republic of Uzbekistan, Nobuo Tanaka, Chairman of the Supervisory Board of the Japanese government’s non-profit Low Carbon Technology Initiative, and David Gadzhimirzaev, President of TOFS.

    ENERGY TRANSITION WITHOUT TRANSITION

    Mohammed Bin Saleh Al-Sada opened the discussion of Igor Sechin’s report, noting the depth of his analysis. “It was comprehensive – the way you showed that progress and energy are inseparable,” Al-Sada addressed Sechin.

    The head of Rosneft’s Board of Directors drew the audience’s attention to the fact that despite the active promotion of the idea of transition to RES, the share of fossil energy sources in the energy mix has not changed in recent decades. He recalled that Igor Sechin mentioned in the report that fossil fuels account for 80% of the global energy mix. “And this statistic has not changed for the last 20 years! We are fluttering around these 80% fossil fuels and energy sources, and so not much has changed!” exclaimed Al-Sada, describing the situation in the global energy sector.

    “In other words, we are essentially not making any transition away from hydrocarbons,” he concluded, emphasizing that the transition to renewables is being imposed on the industry and the public.

    “I would also like to take as a baton from Mr. Sechin, and pass my comment to you. It’s like food for thought: are we actually transitioning from fossil fuels to renewable fuels?“,” Al-Sada addressed the audience.

    The Rosneft Chairman also noted that energy demand does not always coincide with production growth for various reasons.

    “I would like to express two small thoughts in order to further enhance the valuable things we heard in Mr. Sechin’s words. <...> Lack of investment is already a reality in the hydrocarbon and energy sectors. This is something that could really bring us to a serious energy shortage. “If this trend continues we could face an energy shortage. This is not only my personal opinion, but also what a large number of analysts, including the International Energy Agency, and other respected experts, who in their reviews have emphasized the importance of having sufficient investment in the hydrocarbon sector. Otherwise, we will face the risk of a primary energy shortage!”, emphasized Al-Sada.

    FUTURE FOR SYNERGY

    Zhang Daowei, Vice President of China’s CNPC, remarked on the interest in the report by Rosneft’s CEO. In his speech, the top manager of the Chinese company expressed similar assessments of the ways of development of the global energy sector – in particular, the need for synergy between traditional and new energy sources.

    “We have always believed that in the context of the energy transition course, it is necessary to adhere to synergetic, integrated development of traditional and new energy sources, to take full account of the characteristics and degree of development of our countries’ markets, to properly link energy transition with energy security, and to promote a fair and sustainable model of energy transformation,” Daowei said.

    According to the vice president, under this philosophy, CNPC, on the one hand, continues to increase the exploration and development of oil and gas fields domestically and import high-quality resources from abroad, including strengthening long-term cooperation with Russia in the field of hydrocarbon trade. On the other hand, CNPC is actively pursuing a green, low-carbon development strategy and realizing the development of a “three-step strategy” combining oil and gas projects with wind, solar, geothermal, hydrogen and carbon capture technologies.

    Simon Aloysius Mantiri, President and CEO of Pertamina Indonesia, said that the company is pursuing a dual growth strategy that is based on both conventional resources and low-carbon solutions. Meanwhile, natural gas plays an important role in the country’s energy mix.

    “Natural gas is at the center of our strategy to transition to cleaner fuels. And today we are expanding our LNG capacity and capability for both domestic and export needs,” he said.

    The Pertamina chief virtually reiterated the point made in Igor Sechin’s report and emphasized that by achieving a balance of energy sources and a comprehensive approach, the company is able to ensure high economic growth and carbon neutrality in parallel.

    Reliance Industries CEO P.M.S. Prasad said India does not choose between energy access and innovation. “It is integrating both. By developing scalable, context-specific solutions, it is addressing local priorities while making a significant contribution to global sustainability. From rural microgrids to energy efficient data centers, India is turning its potential into a strategic asset,” Prasad said.

    He emphasized that international partnerships play a vital role in this ambitious effort. “Energy remains a key cornerstone of the strategic relationship between India and Russia. India values this trusted partnership and appreciates the cooperation forged over decades. The leadership of both countries is committed to take this partnership to an even higher bar in the future,” summarized Reliance Industries’ CEO.

    NUCLEAR POWER PLANTS ARE NOT BEING WRITTEN OFF

    Rosneft CEO Igor Sechin, in his keynote speech at the Energy Panel, noted the growing interest in nuclear power generation worldwide and, accordingly, the growth of investments in this area. According to him, this is happening against the backdrop of growing energy consumption and in future nuclear power will be in demand along with fossil sources and renewable energy sources.

    Reliance Industries CEO Panda Madhusudana Shiva Prasad, in turn, speaking on India’s energy outlook, emphasized the significant role of nuclear power generation.

    “Gas, renewables supported by energy storage systems and a robust transmission grid, and nuclear power will play a key role. India’s bold nuclear program, including small modular reactors, reflects its commitment to long-term energy security and decarbonization,” Prasad said.

    The renewed interest in investments in NPP construction was noted in the speech of Uzbek Minister of Energy Zhurabek Mirzamakhmudov. He spoke about joint plans with Russia to build two units of 55 megawatts each, and two units of VWR type reactors – water-water power reactor. The head of the ministry also said that gas-fired power plants are being installed in the country, hydropower is being developed, the share of renewable sources is increasing, and storage systems are being created at the same time.

    The Minister noted the substantial nature of Igor Sechin’s report, which contains a detailed analysis and reflects all trends in the development of global energy, science and economy.

    ENERGY SECURITY IN FIRST PLACE

    Delcy Rodriguez, Executive Vice President of the Republic of Venezuela, in her speech supported the thesis expressed by the head of Rosneft that energy security issues should come first.

    “We always advocate that the energy transition be carried out responsibly, taking into account reality, to avoid abrupt changes that could jeopardize energy security,” Rodriguez said.

    Venezuela’s Executive Vice President named the main components of a stable energy system of the future: energy security, reliable supply, accessibility for all, while respecting nature – with minimal environmental impact.

    Among the main threats to energy security, Rodriguez named illegal sanctions against producing countries and the hegemony of the dollar.

    Nobuo Tanaka, Chairman of the Supervisory Board of the Japanese government’s non-profit Low Carbon Technology Initiative, said the answer to energy security is always to diversify supply sources, improve energy efficiency and seek alternative energy sources, including renewable energy, nuclear energy and regulate the market with predictable policies.

    AGAINST LOGIC

    The panelists drew attention to the political events of recent decades and stated that geopolitics is now shaping the direction of economic cooperation. And often against the logic of market expediency and economic efficiency.

    Tanaka recalled how he discussed Germany’s energy policy with Chancellor Merkel in 2009: “I asked her why Germany does not use nuclear power. She answered like this: Mr. Tanaka, I am a scientist, I know how important it is to use nuclear power, but in order to use it in Germany, she said, give me votes in exchange. Yes, she’s a good scientist, but she’s also a very smart politician.”

But whatever they are, our company Rosneft puts 45 dollars in its business plan for this year and 42-43 dollars for the next year. We do not want to depend on this volatility,” he said.

    overnor Kathy Hochul today signed legislation repealing an outdated section of New York’s election law — the new legislation now supports voters by allowing refreshments to be provided as they wait in line to exercise their civic duty. Across the State, voters will be heading to the polls to cast their ballots during a heat wave, with peak temperatures expected to reach upper 90s and “feels-like” temperatures ranging from 85-110 degrees statewide. The Governor updated New Yorkers on the severe weather alert and encouraged voters to cast their ballot during the early voting period ending June 22 — with extreme heat being the number one cause of weather-related deaths, New Yorkers need to take measures to keep cool.

    “Our democracy works best when every eligible voter has a chance to cast their ballot,” Governor Hochul said. “Providing water to voters waiting in line is a common-sense way to ensure New Yorkers have an easy, safe and secure experience in the voting booth. I’m committing to protecting the right to vote for all eligible New Yorkers.”

    The bill repeals New York State Election Law Section 17-140, which allowed for criminal penalties against individuals who provided items of small value to voters at polling sites, including food and water. The legislation removes limitations so that New York voters can be provided with the items such as water without infringing on their right to cast their vote or discouraging voters from participating in any given election.

    State Senator Zellnor Myrie said, “Voting is a civil right, not an endurance contest. With extreme heat forecast for the upcoming election, it’s important that voters at polling places can legally be given water and refreshments while they wait. I’m grateful to Governor Hochul, Assemblymember Simon and the voting rights advocates who helped advance this important bill. New York will always keep fighting to make voting easier and more accessible.”

    State Senator Kristen Gonzalez said, “With a record-setting heatwave set to peak on Election Day, this signing couldn’t have been more timely. New Yorkers shouldn’t be turned off from voting because of uncomfortable line experiences, and people who wish to provide voters with refreshments should not be criminalized. Repealing this provision makes it clear that New York puts people before red tape, and that we’re committed to building a more inclusive, participatory democracy. Thank you to Governor Hochul for signing this bill into law.”

    Assemblymember Jo Anne Simon said, “With high voter turnout and record-breaking temperatures on Primary day, New Yorkers will no longer have to worry about being arrested if someone gives them water or a snack while waiting in line. Voting shouldn’t be an endurance test. This bill removes an outdated barrier and restores common sense to exercising the franchise. I’m grateful to Senator Myrie for his partnership and to Governor Hochul for signing this bill into law.”

    In signing the bill today, Governor Hochul is building on her strong record of strengthening voting rights and expanding access to the ballot throughout her administration. In June 2022, the Governor enacted the John R. Lewis Voting Rights Act, the strongest state-level voting rights act in the nation, protecting New York voters against voter dilution, suppression, intimidation and other barriers to voter participation.

    In December 2022, the Governor enacted legislation expanding the amount of time New Yorkers have to register to vote, moving the deadline for voter registration from 25 days ahead of an election to the constitutionally-allowed minimum of just 10 days ahead of an election. In September 2023, Governor Hochul signed legislation establishing a system for early voting by mail, creating a process allowing all eligible, registered New York voters the opportunity to vote early by mail in advance of an election.

    Scientists comment on a real-time forecast of heat related deaths during the 19-22 June 2025 heatwave.

    Prof Hannah Cloke, Professor of Hydrology, University of Reading, said:

    “This is a simple, rapid analysis that uses an already understood relationship between heat and excess mortality, and applies the numbers from the ECMWF forecast for average daily temperatures for this weekend. While this isn’t peer reviewed science, it does highlight something we already understand well, that hot weather over a long period kills people. Every one of these figures is an individual person, with a family and a community that will be devastated by their early death. This is no less a tragedy than a plane crash or an outbreak of a deadly disease.

    “Climate change is making heatwaves more common, longer and hotter in the UK, but no-one should die because they are unprepared for hot weather or because their home heats up and kills them. While we should urgently curb emissions to reduce the heating of our planet, saving lives in the future, we can save lives now by adapting our homes and practices so that people don’t die needlessly in hot weather. With better planning, building regulations, and early warnings leading to action, we can stop people from getting dangerously overheated and dying.

    “The study notes a limitation that it does not consider temporal attenuation of temperature. Hot weather is less dangerous if you are able to cool off. You could save a life by checking on a vulnerable or elderly person and helping them to cool down, if just for a few hours. Shading windows or changing your plans to avoid the fiercest daytime heat could be the difference between life and death.”

     

    Dr Chloe Brimicombe, Climate Scientist and Heat Specialist and Freelance Consultant, said: 

    “This real time analysis although alarming is accurate and can be taken into account through syndromic surveillance (real time tracking) by the health service. It is consistent with patterns we see with other UK heatwaves and is good to see this transparency. 

    “Heatwaves might be silent killers but they also subtly impact every part of our society from how we shop to hospital admissions to productivity and our pets and wildlife too. And we need a policy response that brings everyone together and tackles it across society not just the health sector.”

    “During my tour of the privately-run ICE detention facility in Tacoma, I saw the kitchen, the law library, the medical facilities and the housing pods.

    “More than 1,500 people are currently detained in the Tacoma facility – that’s more than twice as many as the start of the year. The facility has not staffed up sufficiently to provide basic services to the people being held there.

    “After the tour, I met with Lelo Juarez, a Northwest Washington state community member who has been detained since March. Lelo is an activist, a union leader, and a husband.

    “I shared with him how the Skagit County and broader Northwest Washington community has rallied around him to fight for his future. He asked for my help to be able to visit with his family in the same room, and I am working to make that possible.

    “I will continue to work with Representative Jayapal, Ranking Member of the Subcommittee on Immigration Integrity, Security, and Enforcement, to ensure people detained by ICE receive basic services and have the opportunity to exercise their constitutional rights.”

    US oil production at current prices has probably reached its peak, Rosneft CEO Igor Sechin said at the Energy Panel of the XXVIII St. Petersburg International Economic Forum.

    Delivering a keynote speech, the CEO called the energy policy initially announced by the new US administration promising. However, most of these goals have not yet been achieved: tariff wars have led to a drop in oil prices, while taxes for the oil industry remain at the same level and interest rates have not been reduced. Given this backdrop, the number of active drilling rigs has fallen 9% to 439 over the past two months and oil production growth has stalled. In less than a year, the U.S. Department of Energy has lowered its forecast for U.S. oil production by the end of 2025 by 400 thousand barrels per day.

    “At current prices, the USA oil production appears to have peaked,” Sechin said, noting that Diamondback Energy and ConocoPhillips recently voiced this opinion. And Liberty Energy, an oilfield services company founded by U.S. Energy Secretary Chris Wright, expects a significant slowdown in drilling activity in the second half of this year, which should lead to a reduction in the U.S. drilling fleet by about 10% more. “Not surprisingly, against this backdrop, many shale players have already started cutting investments,” said Rosneft’s CEO.

    He noted that the sharp drop in oil prices this year has already led to a revision of investment plans. According to the IEA’s latest estimate, this year, for the first time in five years, global investments in oil exploration and production will drop by 6%, while in the U.S. the drop will amount to about 10%.  “I think this is just the beginning,” the CEO of Rosneft remarked.

    “The new head of the US Treasury Department, Scott Bessent, has repeatedly stated that the success of Trump’s second presidential term requires oil production growth in the US in the amount of three million barrels per day. This is part of a so-called “3-3-3 Plan” which also envisages cutting the US budget deficit down to 3% of GDP and reaching 3% of GDP increase,” Igor Sechin reminded.

    The CEO of the Company also asks the question, what difference does it make for the US market where these barrels will come from? “Quite possibly, those may be barrels produced in OPEC+ countries. Since late last year the alliance has consistently reiterated the need to ramp up production due to changes in consumption,” Sechin said.

    The CEO also noted that in addition to the interest of states, the interests of shareholders should be taken into account. Low oil prices in the current period do not allow many companies to maintain the same level of dividend payments and share buybacks, said the CEO of Rosneft. According to Rystad Energy experts, which Sechin cited, if the oil majors maintain their payments to shareholders, they will have to almost completely abandon investments or significantly increase their debt as early as this year.

    “The fall in prices has already started to affect the major players. BP and Chevron will reduce share buybacks by almost 60% and 30%, respectively , while Aramco has to build up debt to be able to pay dividends,” the CEO said.

    President Droupadi Murmu on Saturday participated in a mass yoga demonstration at the Uttarakhand State Police Line Maidan in Dehradun to mark the 10th International Day of Yoga, joining thousands across the globe in celebrating the ancient Indian tradition.
     
    Addressing participants after the session, the President extended her greetings to all those practising yoga worldwide. Reflecting on the global recognition of yoga since the United Nations designated June 21 as International Yoga Day in 2015, President Murmu described yoga as a shared heritage of humanity and an example of India’s growing soft power.
     
    “Yoga is not just about physical fitness, it is the art of living a healthy and balanced life,” the President said, adding that its practice contributes to the well-being of not just individuals, but also families, societies, and nations. “When a person is healthy, the family tends to remain healthy. When the family and society remain healthy, the country remains healthy.”
     
    President Murmu also underscored the deeper meaning of yoga, noting that the word itself means ‘to connect’. “The practice of yoga connects the body, mind, and soul of a person and promotes overall health. But it also fosters connection among individuals, communities, and even countries,” she said.
     
    Emphasising the preventive benefits of yoga, the President referred to the commonly accepted notion that prevention is better than cure, and urged people to adopt yoga as a daily discipline. “Yoga is very useful in prevention. I urge all to make it an integral part of life and inspire others to do the same,” she said.
     
    The mass demonstration in Dehradun was part of a nationwide celebration that saw citizens from all walks of life participating in yoga sessions at schools, public parks, and cultural institutions. This year’s theme, ‘Yoga for One Earth, One Health’, aligns with India’s ongoing efforts to promote holistic wellness at both the individual and collective levels.

    Legal experts, academics and young leaders participate in afternoon session of 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum  
    In the afternoon session of the Forum, Mr Lam said in his welcome remarks that the most important direction for safeguarding national security in the future is to balance the relation between security and development, strictly adhering to the principle of rule of law and the requirements of respecting and protecting human rights and freedoms set out in Articles 4 and 5 of the HKNSL. This, he said, would enable members of the public to study, work and live with peace of mind and unite to seek breakthroughs and changes, overcoming various challenges to consolidate Hong Kong’s status as an international centre in several areas and encouraging people from abroad to be willing and eager to come to Hong Kong for their development.
     
    The Director of the Research Office of the HKSAR Basic Law Committee and Macao Special Administrative Region Basic Law Committee of the Standing Committee of the National People’s Congress, Mr Yang Zhaoye, delivered a keynote speech in which he examined the significance and remarkable achievements of the implementation of the HKNSL over the past five years, as well as its key role in safeguarding Hong Kong’s prosperity, stability and people’s livelihood.
     
    There were two panel sessions in the Forum. With the theme of “The legal great wall for refining and safeguarding national security”, legal experts and academics reviewed in the first session the legislative intent and background of the HKNSL. They also had an in-depth discussion on how national security is effectively safeguarded under the compatibility and complementary of the laws including the HKNSL and the Safeguarding National Security Ordinance, and looked ahead to the future development of the HKSAR’s legal system for safeguarding national security.
     
    In the second session, titled “An arduous and important journey – our youth sharing the mission to safeguard national security”, Mr Lam engaged with young leaders from various sectors to explore the vital role of young people in safeguarding national security, and envisage further joint endeavours between the Government and the community in enhancing legal literacy. This, he said, would better jointly promote the concepts of “security brings prosperity” and “respecting and observing the law”, and have them rooted in the community, enabling members of the public to identify themselves closely with the harmony and stability brought about by national security, making “being patriotic and loving Hong Kong” a mainstream value among the city’s younger generation.
     
    Concluding the Forum, the Deputy Secretary for Justice, Dr Cheung Kwok-kwan, said that today’s Forum aimed to provide an in-depth and broad discussion loaded with insights and humour. He added that the number of young attendees of the Forum was believed to be the highest in the history of national security legal forums held by the Department of Justice. He said that safeguarding national security is the responsibility of every generation and must be passed from generation to generation. Dr Cheung also emphasised that Hong Kong has built legal protection measures for safeguarding national security, and that Hong Kong’s future will be bright as long as the city remains vigilant at all times, seizing the opportunity to integrate into the national development and deepening international exchanges and co-operation.

    JERUSALEM, June 21 (Xinhua) — Iran launched 10 drones toward Israel on Saturday morning, the Israel Defense Forces (IDF) said.

    One of the drones hit a two-story residential building in the northern Israeli city of Beit She’an, causing significant damage but no one was hurt, Israel’s Magen David Adom national health service said.

    Another drone crashed in an open area in the Negev Desert in southern Israel, causing no casualties. The IDF said the remaining eight UAVs were intercepted by Israeli air defenses.

    Earlier on Saturday, five rockets were fired from Iran before dawn towards central Israel.

    All rockets were intercepted by the Israeli Air Force, and there were no reports of casualties, the IDF said.

    According to Magen David Adom, a fallen fragment of an intercepted drone caused a fire in a residential building in Tel Aviv. –0–

    KABUL, June 21 (Xinhua) — A total of 1,247 Afghan refugee families returned home from neighboring Iran and Pakistan on Friday, state-run Bakhtar News Agency reported Saturday.

    All returnees were reportedly provided with necessary assistance by government agencies at checkpoints before leaving for their home provinces.

    Hundreds of Afghans are returning home every day since Pakistan and Iran began deporting foreign nationals living illegally on their soil.

    About seven million Afghan refugees live abroad. Two million refugees, mostly from neighboring Pakistan and Iran, are believed to have returned to Afghanistan in the past year. Host countries are pressuring undocumented refugees to return home. –0–

    TEHRAN, June 21 (Xinhua) — Israeli strikes have killed more than 400 Iranians and injured 3,056 in the past nine days, Health Ministry public relations chief Hossein Kermanpour said on Saturday.

    “Among the injured, 2,220 people received treatment and were discharged from the Ministry of Health hospitals, and 232 people were provided outpatient care on the spot,” H. Kermanpour reported on the social network X.
