  • MIL-OSI USA: Cole Secures $1.45 Billion in Disaster Recovery for American Communities

    Washington, D.C. – Through his legislation, The American Relief Act, Congressman Tom Cole (OK-04) secured about $1.45 billion for the Economic Development Administration’s (EDA) Fiscal Year 2025 Disaster Supplemental Grant Program. This disaster recovery funding will be used by American communities that received major disaster declarations due to hurricanes, wildfires, severe storms and flooding, tornadoes, and other natural disasters occurring in 2023 or 2024. After the EDA money was announced, Congressman Cole released the following statement:

    “As a lifelong Oklahoman, I know just how much destruction natural disasters, like tornadoes, can cause. In fact, just last year, the towns of Sulphur and Marietta in Oklahoma’s Fourth District were devastated by tornadoes. Now, with this EDA grant funding, communities will be able to not only rebuild but also plan for long-term recovery and future resiliency,” said Congressman Cole.“I look forward to seeing this funding being put to good use and I thank President Trump and Secretary Lutnick for their commitment to helping Americans.”

    How to apply for assistance:

    If you are a state, local or tribal government, an economic development district, a higher education institution, an economic development organization, a public or private non-profit working with local government, or a public-private partnership for public infrastructure you are an eligible applicant for this disaster supplemental grant program.

    Additionally, projects must be located in, primarily serve, or demonstrably benefit one or more communities in areas that received a major disaster designation occurring in calendar years 2023 and 2024. You can check eligibility here.

    Readiness and implementation grant applications will be accepted and reviewed on a rolling basis until funds are exhausted or a Notice of Funding Opportunity is canceled.

    Industry Transformation grant applications are due Tuesday, March 3, 2026 at 5:00 pm Eastern Time.

    Applications must be submitted online through the EDA’s portal. You can find the portal here. The required materials are detailed in Section D.2 of the Notice of Funding Opportunity.

  • MIL-OSI USA: Schakowsky, Ocasio-Cortez and Over 20 Colleagues Send Letters to Potential Purchasers of 23andMe Holding Co. Asking for Data Privacy and Consumer Protection Commitments

    WASHINGTON – Today, Representatives Jan Schakowsky (IL-09) and Alexandria Ocasio-Cortez (NY-14) led concerned colleagues in a letter to Leonard S. Schleifer, CEO of Regeneron Pharmaceuticals, and Anne Wojcicki, Founder of TTAM Research Institute, asking how their companies plan to protect consumers and their families if either of the two companies’ proposed bids to purchase 23andMe Holding Co. are successful.

    The bankruptcy of 23andMe Holding Co. presents an unprecedented risk for more than 15 million consumers whose genetic data could be included in the sale. Previous breaches of 23andMe’s genetic data have impacted over 7 million Americans and highlighted the privacy risks inherent in the collection of genetic data.

    Regeneron Pharmaceuticals and TTAM Research Institute recently announced bids in the bankruptcy auction of 23andMe Holding Co. The concerned lawmakers are writing to obtain further information on how each company would plan to protect 23andMe’s genetic data. 

    “We are seeking assurances that your company will adopt the broadest possible interpretation of previous policies and continue to put new safeguards in place,” wrote the lawmakers. “Genetic data, which 23andMe helped make accessible to millions of Americans, provides myriad benefits for medical research, genealogical research, and individuals and families seeking to understand their personal histories. However, genetic data is highly sensitive and its inclusion in a commercial bankruptcy proceeding presents enormous and unprecedented privacy risks for millions of consumers.”

    At the end of the letters, the lawmakers posed 8 detailed questions that each clarify customer data privacy policies, and asked that Mr. Schleifer and Ms. Wojcicki provide written responses to the questions by no later than Thursday, June 26, 2025.

  • MIL-OSI USA: Congressman Krishnamoorthi Defends Illinois, Confronts Trump Medicaid Cuts, and Sets the Record Straight on Immigration at House Oversight Hearing with Governors

    WASHINGTON — This morning, during a Committee on Oversight and Government Reform hearing, Congressman Raja Krishnamoorthi (D-IL) defended Illinois, exposed the devastating consequences of President Donald Trump’s proposed Medicaid cuts, and set the record straight on the state’s immigration policies.

    Congressman Krishnamoorthi used his time to call out the Trump administration for using the recent deployment of National Guard troops to Los Angeles as cover to avoid coverage of the House Republican budget plan, which the congressman refers to as the Large Lousy Law. In response to Congressman Krishnamoorthi’s questioning, Governor Pritzker confirmed that the proposed cuts would throw at least 700,000 Illinoisans off their health insurance and would lead to Illinoisans dying without access to health care. The proposed bill would also add trillions to the national debt, potentially triggering $500 billion in automatic cuts to Medicare, a program that every American senior depends on.

    “What Trump doesn’t want to discuss is that his Large Lousy Law cuts $625 billion in Medicaid, a program that insures millions of Americans,” Congressman Krishnamoorthi said. “Trump’s Large Lousy Law adds trillions to the national debt as well, which could force $500 billion in automatic cuts to Medicare. And of course, Medicare is a program every senior relies on.”

    Congressman Krishnamoorthi also pushed back on President Trump’s repeated attacks on Illinois, including the assertion from the president that Illinois is a “poorly run state.”

    “Illinois has a $1.1 trillion economy,” Congressman Krishnamoorthi said. “We produce the most soybeans in America, and we’re the number two producer of corn. We’re the number two manufacturing state in the country, and the number two destination for corporate expansions and relocations. We have the world’s first quantum and microelectronics park, and we’re ranked tops in the Midwest for workforce development and startups. Illinois is the heart and soul of America. I’m proud to be from Peoria, and I’ll always stand up for Illinois, loud and proud.”

    WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today released a statement regarding President Trump’s military parade in the District of Columbia, scheduled for tomorrow. Each year, Norton secures a federal payment to the District to cover emergency planning and security costs of large-scale events and demonstrations, including the presidential inauguration.

    “President Trump’s longstanding wish to waste millions of taxpayer dollars for a performative military parade in the style of authoritarian leaders is finally coming true on his birthday,” Norton said. “Granting his wish comes at D.C.’s expense, which will be forced to shoulder the cost of repairing the damage that dozens of military vehicles will do to local D.C. roads with an uncertain timeline for reimbursement from the federal government, if any. D.C. will also have to cope with their roads being shut down for up to four days, creating obstacles for D.C. residents seeking to go about their daily lives.

    “Although this parade will feed President Trump’s ego and perhaps his base, it will not serve any legitimate purpose. It’s all the more objectionable for its timing, coming after President Trump authorized the firing, buyout, or early retirement of roughly 260,000 federal workers in the name of cutting waste. 

    “The world knows that the American military is the most powerful in the world. Unlike less powerful nations, the United States has no need to show off by strutting our soldiers and equipment to prove our strength and leadership. Instead of wasting precious taxpayer resources, we should celebrate the military by using the estimated tens of millions of dollars devoted to the parade to rehire the federal workers who performed valuable services for American taxpayers, including service members and veterans.”

  • MIL-OSI USA: Norton Statement on House Passage of Anti-D.C. Home Rule Immigration Bill

    WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) released a statement after the House passed its third anti-D.C. home rule bill this week. The bill, introduced by Rep. Clay Higgins (R-LA), would nullify locally-enacted D.C. laws, policies and practices regarding D.C. exchanging information about the citizenship and immigration status of individuals. It would require D.C. to comply with requests by the Department of Homeland Security regarding immigration detainers.

    “The substance of Rep. Higgins’ bill is irrelevant, since there is never justification for members of Congress representing other districts to legislate on local D.C. matters. However, I’ll briefly address it.

    “Consistent with federal law and D.C.’s values, D.C. limits cooperation with federal immigration agencies. The District concluded that cooperation would make D.C. less safe for all residents by diverting police resources and discouraging immigrants from interacting with the police department and other government agencies. D.C. is not the first or the only jurisdiction to come to this conclusion; many states, cities and counties agree.

    “If Republicans cared about D.C. residents or democracy, they would take up H.R. 51, the D.C. statehood bill. H.R. 51 would admit the residential and commercial areas of D.C. as a state, giving D.C. residents voting representation in Congress and full local self-government.

    “I will use all the tools at my disposal to prevent any further advancement of this bill.”

  • MIL-OSI USA: Ahead of Flag Day, Norton Introduces Bill to Allow President to Order Nation’s Flag at Half-Staff Upon Death of D.C. Mayor, Like Governors

    WASHINGTON, D.C. — Ahead of Flag Day, Congresswoman Eleanor Holmes Norton (D-DC) introduced a bill to add the Mayor of the District of Columbia to the list of principals for whom the president shall order the nation’s flag be flown at half-staff. Current law states that the president shall order the flag to be flown at half-staff “upon the death of principal figures of the United States Government and the Governor of a State, territory, or possession, as a mark of respect to their memory.” Norton said D.C. mayors, who perform many of the same functions as state and territorial governors, clearly qualify as principals and should receive equal recognition.

    “Even though the District is not yet the 51st state it strives to be, we should treat a deceased mayor in the same respect as comparable figures of states, territories, or possessions, which are named in the statute,” Norton said. “I can only assume that the omission of the District of Columbia was an oversight and not meant to disrespect a deceased D.C. mayor or the residents of the District of Columbia. Adding D.C.’s mayor to the list of officials who can be honored with flags flown at half-staff is a small but, to D.C. residents, significant way to ensure residents receive the equal treatment they deserve.”

    Norton has successfully gotten other congressional recognition of the District of Columbia in situations where the District was overlooked while honoring the states. As a result of her work, the District of Columbia War Memorial honors only District residents who served in World War I; D.C.’s Frederick Douglass and Pierre L’Enfant statues sits in the Capitol alongside statues from the 50 states; the National Defense Authorization Act for Fiscal Year 2013 requires the armed services to display the District flag whenever the flags of the states are displayed; D.C. has a coin after it was omitted from legislation creating coins for the 50 states; the U.S. Postal Service created a D.C. stamp, like the stamps for the 50 states; and the National Park Service added the D.C. flag alongside the state flags across from Union Station.

    Statement of Congresswoman Eleanor Holmes Norton on

    the Introduction of a Bill to Permit the Flag of the United States to be Flown at Half-Staff in the Event of the Death of a Mayor of the District of Columbia

    June 13, 2025

    Today, I introduce a bill that would make a small but respectful change to federal law by adding the Mayor of the District of Columbia to the list of named principals for whom the President shall order the U.S. flag be flown at half-staff.  Current law states that the President shall make this order “upon the death of principal figures of the United States Government and the Governor of a State, territory, or possession, as a mark of respect to their memory.”  Surely the D.C. Mayor, who has the same responsibilities as governors of states and territories, should qualify as such a principal.  This bill is part of our series of bills to ensure equal treatment for the over 700,000 D.C. residents.  In the 116th Congress, the House Committee on the Judiciary passed this bill.

    Congress has already acknowledged that D.C. is entitled to a place among the states for certain honors.  For example, legislation we got enacted gave D.C. a coin after D.C. was omitted from legislation creating coins for the states and required the armed services to display the D.C. flag whenever the flags of the states are displayed.  We got D.C.’s Frederick Douglass and Pierre L’Enfant statues placed in the Capitol, alongside two statues from each state.  We also successfully worked with the U.S. Postal Service to create a D.C. stamp, like the stamps for the states, and with the National Park Service to add the D.C. flag alongside the state flags near Union Station. 

    I urge my colleagues to support this bill.

    “What we’re witnessing is the weaponization of the federal government against immigrant communities and anyone who dares to speak out. These authoritarian tactics, including violently removing and handcuffing Senator Padilla at a press conference, are a clear attempt to intimidate California. But we won’t be silent.

    “Instead of targeting violent criminals, this administration is indiscriminately snatching people off the street in my district and throughout Los Angeles. Arresting them at work, at church and even at their immigration hearings – while trampling on their civil rights and without due process.

    “President Trump’s ongoing ICE raids and deploying federal troops is not making our communities safer. He is wasting $134 million while deploying more U.S. forces in an American city than are currently stationed in Iraq and Syria. Their presence is fanning the flames by sowing fear and chaos in our neighborhoods.

    “The past few days have been horrifying for all of us, and I commend our community for standing with our immigrant neighbors. But it’s critical that we continue to do so peacefully to prevent further escalation from this administration.”

  • MIL-OSI USA: Congressman DeSaulnier Calls on ICE for Answers on Raids in Contra Costa County

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10) sent a letter to the Acting Director of U.S. Immigration and Customs Enforcement (ICE) urgently requesting information regarding recent ICE activity in Concord, California as well as a meeting with the Acting Director. This letter comes after reports that on Tuesday, June 10, federal officers, some of whom were wearing plain clothes and were masked, from both ICE and the Federal Bureau of Investigation (FBI) arrested and removed four asylum-seekers following their scheduled hearings at the Concord Immigration Court.

    In the letter, Congressman DeSaulnier wrote, “I am deeply disappointed that your agency has chosen to use its resources to target individuals who are showing up to court to go through the proper judicial and legal process – exactly what proponents of immigration enforcement purport to advocate for. This misguided effort will only result in others avoiding courts and law enforcement entirely. As many individuals who need to use these courts are already living in fear, we should be encouraging immigrants to attend court as instructed, not making them even more afraid to appear. These kinds of underhanded enforcement actions also call into question the Administration’s commitment to the American ideals of law and order and the right to due process.”

    He continued, “The district I represent has seen dramatic economic expansion due in large part to the growth of the tech industry in the San Francisco Bay Area. That industry would not exist without immigrants who came to the United States seeking freedom from repression and greater economic opportunity like so many others before them, my ancestors and those of most Americans included. The heavy-handed approach to immigration enforcement that this Administration is pursuing is particularly out of place in communities like ours, where people know and appreciate the many contributions that immigrants have made to our lives, and understand the dignity that every individual, regardless of immigration status, deserves. Our community will not be deterred or intimidated by attempts to provoke chaos, sow division, and violate our Constitutional rights.”

    To that end, I request that you provide our office with the below information as soon as possible:

    1. The number of individuals with scheduled hearings at the Concord Immigration Court who have been arrested at the court since January 20, 2025.
    2. The current location of each of these individuals, including whether they are still in the United States.
    3. The location(s) where new detainees who are arrested at the Concord Immigrant Court are being taken, given that ICE facilities are reportedly already overcrowded.[1]
    4. Whether individuals with asylum claims will have an opportunity to continue pursuing them after they have been detained by ICE.

    In addition to the above information, I also request a meeting with you to discuss this matter as soon as possible. Thank you in advance for your prompt response.”

    BEIJING, June 14 (Xinhua) — China will continue to act as an important driving force for global connectivity, Foreign Ministry spokesperson Lin Jian said Friday.

    Currently, China-Europe international freight railway routes link 128 cities in China with 229 cities in 26 European countries and more than 100 cities in 11 Asian countries, representing cooperation in connectivity between China and the world, he said at a regular press briefing.

    This is how the Chinese diplomat commented on the statement that the China-Europe international freight railway routes have become an “accelerator” of economic and trade cooperation between the countries participating in the Belt and Road initiative.

    According to a Chinese Foreign Ministry official, the China-Europe international freight train service, which runs every 30 minutes or less, is one of the major achievements of the Belt and Road Initiative. It operates efficiently, smoothly and stably, not only serving as a bridge for economic and trade exchanges between Asia and Europe, but also providing a driving force for the development of countries along the Belt and Road.

    The China-Laos Railway and the New Land-Sea Multimodal Transport Corridor in Western China are operating smoothly, and the China-Kyrgyzstan-Uzbekistan Railway is under construction. According to Lin Jian, these projects are examples of how new logistics routes improve the efficiency of cross-border logistics, promote people-to-people and trade exchanges, and deepen industrial coordination and value chain integration, promoting industrial transformation and upgrading in the countries concerned and bringing a real sense of fulfillment to local residents.

    CHENGDU, June 14 (Xinhua) — Representatives of member states of the Shanghai Cooperation Organization (SCO) attended the 9th Meeting of Heads of Ministries and Departments of Science and Technology of the SCO, where issues of scientific and technical cooperation were discussed.

    The event, held on Thursday in Chengdu, the capital of Sichuan Province in southwest China, reviewed the organization’s plans for cooperation in scientific and technological innovation, discussed progress in multilateral research projects, and exchanged views on measures to develop science and technology in the SCO countries and their initiatives to strengthen scientific and technological cooperation.

Thompson (D-MS) announced that the National Science Foundation (NSF) has awarded more than $1.2 million in research funding to Jackson State University (JSU) to support two groundbreaking projects that advance scientific innovation while strengthening STEM education and workforce development in Mississippi.

    The NSF awards are as follows:

    • $500,090.00 for the project entitled “Excellence in Research: Self-Healing Infrastructure with Natural-Based Enhancements (SHINE): Innovative Solutions Development for Resilient Earthen Infrastructure,” under the direction of Dr. Kejun Wen.
      • Award Start Date: September 1, 2025
      • This project will focus on improving the durability and resilience of earthen infrastructure through sustainable, nature-based engineering solutions. The SHINE project will integrate cutting-edge research with STEM education by training undergraduate and graduate students, and fostering partnerships with the Mississippi Department of Transportation, community colleges, and K-12 educators.
    • $699,948.00 for the project entitled “Excellence in Research: Phytoremediation Using Vetiver Grass to Address Heavy Metals and PFAS in Contaminated Soil and Wastewater,” under the direction of Dr. Sadik Khan.
      • Award Start Date: June 1, 2025
      • This research will evaluate and optimize the use of Vetiver grass in phytoremediation applications to remove per- and polyfluoroalkyl substances (PFAS) and heavy metals from contaminated soils, leachate, and wastewater.

    Both projects are supported through the NSF’s Excellence in Research (EiR) program, which aims to expand the capacity for scientific discovery and innovation at Historically Black Colleges and Universities (HBCUs) and other Minority Serving Institutions.

    BOLTON, MS – Today, United States Representative Bennie G. Thompson (D-MS) announced that the U.S. Department of Transportation, through the Federal Aviation Administration (FAA), has awarded more than $3.1 million in Airport Infrastructure Program (AIP) grants to airports across Mississippi’s Second Congressional District. These federal investments will support critical airport improvement projects aimed at enhancing safety, supporting aviation operations, and extending the useful life of essential airport infrastructure.

    The following awards were announced:

    • Carthage-Leake County Airport – Carthage, MS
      Amount: $404,519
      Construction of a new 9,500 sq. ft. sponsor-owned hangar for aircraft storage, helping the airport become more self-sustaining.
    • Ruleville-Drew Airport – Drew, MS
      Amount: $506,988
      Construction of a new 2,013-foot paved Taxiway A to meet current FAA standards.
    • Grenada Municipal Airport – Grenada, MS
      Amount: $595,646
      Reconstruction of Runway 13/31 and Taxiway A lighting and signage, replacing infrastructure that has reached the end of its useful life.
    • Fletcher Field – Clarksdale, MS
      Amount: $150,000
      Installation of a new Automated Weather Observing System (AWOS) Type III-P/T to provide accurate, site-specific weather information.
    • C.A. Moore Airport – Lexington, MS
      Amount: $106,099
      Reconstruction of the existing soil foundation to address erosion control issues at the end of their useful life.
    • Indianola Municipal Airport – Indianola, MS
      Amount: $97,800
      Reconstruction of 120 feet of perimeter fencing and gates, along with improvements to the Taxiway A safety area.
    • Greenville Mid-Delta Airport – Greenville, MS
      Amount: $186,000
      Rehabilitation of 2,000 feet of Taxiway B pavement. This grant funds the first phase of the project, which consists of design.
    • Hawkins Field – Jackson, MS
      Amount: $158,334
      Rehabilitation of 133,333 square yards of west apron pavement. This award funds a portion of the total project.
    • John Bell Williams Airport – Raymond, MS
      Amount: $450,000
      Resealing of 6,495 feet of Taxiway A and 5,499 feet of Runway 12/30 pavement at this nonprimary airport to extend pavement life.

    All projects are funded through the FAA’s Airport Infrastructure Grant Program and represent the remaining eligible portions of previously approved improvement plans.

  • MIL-OSI USA: Velázquez Introduces Bill to Prohibit ICE Agents from Concealing Identity During Enforcement

    WASHINGTON – Congresswoman Nydia M. Velázquez (D-NY) introduced the No Masks for ICE Act to bar Immigration and Customs Enforcement (ICE) agents from wearing facial coverings during enforcement actions and requiring them to wear clothing displaying their name and affiliation with ICE.  
     
    The bill comes in response to increasing reports of masked federal agents conducting immigration raids in neighborhoods, workplaces, and sensitive locations like schools and courthouses. Advocates say mirror the tactics of secret police and undermine public trust.
     
    “When ICE agents hide their faces and badges, it spreads fear and removes any accountability. It makes it harder to report abuse, harder to hold agents responsible, and more likely that arrests spiral into chaos,” said Velázquez. “That’s not how law enforcement should operate in a democracy. The No Masks for ICE Act is about bringing basic transparency and accountability to immigration enforcement.”
     
    The No Masks for ICE Act would bolster Department of Homeland Security rules by:

    • Prohibiting ICE agents from wearing facial coverings during enforcement actions, except in cases where masks are needed for health or safety;
    • Requiring agents to wear clothing that shows their name and ICE affiliation during arrests.

    “Masked raids are terrifying and make it impossible to hold agents accountable,” Velázquez added. “It’s also dangerous. We’ve seen cases where people thought they were witnessing a kidnapping, not an immigration arrest. That kind of confusion puts everyone at risk.”
     
    Since Trump returned to office, ICE has arrested more than 100,000 immigrants, asylum seekers, and undocumented people often through aggressive raids in neighborhoods, courthouses, schools, and worksites. Often these arrests are carried out by agents in plain clothes and facial coverings.

Meeks (NY-05), Shontel Brown (OH-11), André Carson (IN-07) joined by Senator Cory Booker (D-NJ), introduced a bicameral Resolution recognizing the extraordinary contributions of Black music to America’s cultural and artistic heritage. The Resolution also calls attention to the importance of equitable access to music education for Black students and supports the designation of June 2025 as Black Music Month.

    The Resolution acknowledges the deep-rooted legacy of African American musical innovation and celebrates the generations of Black artists who have shaped music history. From spirituals, jazz, and gospel, to blues, R&B, hip-hop, and beyond, Black music has been instrumental in defining the sound of America and the soul of its people.

    “The cuts to U.S. foreign assistance in the White House’s rescissions package undercut key American national security interests and risk our country’s safety and prosperity. Our soft power toolkit helps prevent conflict and promote democracy and stability. The draconian DOGE cuts that President Trump and Elon Musk have put in place have been justified through misleading claims that ignore the harm to America and global death toll that have resulted from their actions. Their claims about fiscal responsibility are laughable in the context of President Trump’s push at all costs to pass a budget that adds $2.4 trillion in deficits while stripping millions of Americans of their health care.

    “When America retreats from the world, China and Russia advance. And when our adversaries take our place, America is weaker and more vulnerable. Our manufacturers and workers get boxed out of export markets by unfair economic competition from China. And vulnerable populations around the world, suffer from severely restricting access to HIV treatment and prevention services to forcing food ration cuts in refugee camps.

    “That is the legacy of DOGE’s impact on America’s foreign policy infrastructure and soft power. Our country in retreat in the face of great power adversaries. Our global influence diminished. And the poorest of the poor globally being left to die because of slipshod cuts by tech dilettantes.”

    “Republicans’ support of Trump’s recissions package is a reckless abdication of our nation’s global leadership and a direct assault on the free press. At a time when authoritarian regimes around the world are stoking conflict and instability, this bill destroys one of our most powerful diplomatic tools: humanitarian aid.   • MIL-OSI USA: Rep. Panetta Reintroduces Bicameral Legislation to Protect Medicaid Access for Disaster Survivors

    Monterey, CA – United States Representative Jimmy Panetta (CA-19) authored and reintroduced the Disaster Relief Medicaid Act (DRMA), bicameral legislation that would protect access to Medicaid services for individuals forced to relocate across state lines due to federally declared disasters or public health emergencies. Rep. Jill Tokuda (HI-02) co-leads this legislation alongside Rep. Panetta.  Senators Richard Blumenthal (D-CT), Brian Schatz (D-HI), and Adam Schiff (D-CA) are leading companion legislation in the United States Senate.

    The Disaster Relief Medicaid Act would ensure that seniors and people with disabilities who rely on Medicaid waivers do not lose the critical, life-sustaining services they need if they are forced to flee their home state during a disaster.  The bill would designate such individuals as “Relief-Eligible Survivors” and allow them to continue receiving Medicaid-supported services in their temporary state of residence.

    In 2024 alone, over 11 million Americans were displaced by natural disasters.  Because Medicaid is administered by individual states, disaster survivors who cross state lines often lose access to critical services, especially Medicaid Home and Community-Based Services (HCBS) provided through state-specific waivers with lengthy waiting lists.  This loss of care can severely threaten the health, safety, and independence of older adults and people with disabilities.

    “As we’ve seen in California and across the country, natural disasters are displacing more and more families, often across state lines.  But for those who depend on Medicaid, fleeing danger too often means losing access to health care,” said Rep. Panetta.  “The Disaster Relief Medicaid Act would ensure that survivors of disasters do not have to choose between their safety and their health.  I’m proud to lead this bicameral legislation to ensure that no matter the circumstance, the most vulnerable in our community have continuity of care.”

    “As our Maui ʻohana know all too well, rebuilding after a disaster brings daily challenges. However, access to healthcare should never be one of them. Medicaid is a lifeline for many, and we must make sure this critical safety net remains accessible, especially in times of crisis,” said Rep. Tokuda. “That’s why I am proud to reintroduce the Disaster Relief Medicaid Act with my colleague Representative Panetta.  This bill will ensure disaster victims have uninterrupted access to Medicaid-supported services, no matter where they are or how long it takes to reestablish their lives.”

    The Disaster Relief Medicaid Act would:

    • Ensure that individuals eligible for Medicaid who are forced to relocate due to a federally declared disaster or public health emergency can continue to access their Medicaid services.
    • Provide a limited-time, 100% federal Medicaid match for states serving displaced individuals.
    • Offer technical assistance to states to help them quickly accommodate an influx of out-of-state recipients.
    • Establish a grant program to help states build an emergency response corps to provide Home and Community-Based Services (HCBS) during and after disasters.

    “Our measure ensures that families, seniors, and individuals who are eligible for Medicaid and impacted by emergency relocations are able to continue receiving the care they need,” said Senator Blumenthal.  “Evacuees who have to abandon their homes and communities after a natural disaster strikes should not have to worry about whether they will lose access to their health care.”

    “The last thing disaster survivors should be worried about is whether they’ll be able to access health care or not,” said Senator Schatz.  “This bill will make sure that people on Medicaid who are forced to relocate due to disasters can still get the care that they need.”

    “The Partnership for Inclusive Disaster Strategies applauds the reintroduction of the Disaster Relief Medicaid Act (DRMA),” said Shaylin Sluzalis and Germán Parodi, co-executive directors of the Partnership for Inclusive Disaster Strategies.  “Disabled people are disproportionately impacted by disasters, and losing access to Medicaid in moments of crisis can be deadly.  DRMA is a life-saving, equity-driven bill that ensures disabled people, older adults, and low-income disaster survivors are not left behind simply because they’ve been displaced.  This legislation recognizes that health care is essential infrastructure in any emergency.  We urge Congress to pass DRMA without delay.”

    Washington – On Tuesday, Chairman of the House Gun Violence Prevention Task Force Rep. Mike Thompson (D-CA-04)and Rep. Jim Clyburn (D-SC-06) were joined by Democratic Leader Hakeem Jeffries and other members of the Gun Violence Prevention Task Force to announce legislation to close the Charleston loophole and establish universal background checks for firearm purchases — a policy that’s supported by over 90 percent of Americans. That’s why 90 percent of non-gun owners and 90 percent of gun owners support universal background checks for firearm purchases.     “Next Tuesday, June 17, marks the 10th anniversary of the massacre at Mother Emanuel AME Church in Charleston, South Carolina. On that horrific night in 2015, a shooter motivated by racial hatred opened fire during a bible study at this historic place of worship, killing nine worshipers. He was able to obtain the gun because of a provision in federal law that allows the sale to take place if the background check is still unresolved after three business days. Ten years ago, it became known as the Charleston loophole,” said Congressman Clyburn. “I am proud to join Rep. Mike Thompson in introducing The Enhanced Background Checks Act that would eliminate the three-day period and establish in its place a more thorough process that would keep guns out of dangerous hands, while protecting the Second Amendment rights of law-abiding citizens.”

    Rep. Thompson reintroduced H.R. 18, the Bipartisan Background Checks Act. It is Co-Sponsored by Rep. Brian Fitzpatrick (R-PA-01). Rep. Clyburn introduced the Enhanced Background Checks Act. Both bills would expand requirements for background checks and reduce loopholes to help ensure people who are a danger to themselves or others can’t get a firearm. 

    Background checks are quick, effective, and Constitutional. More than 90 percent of both gun owners and non-gun owners support universal background checks. Recently, reporting revealed that the perpetrator in the horrific June 1st antisemitic attack in Boulder, Colorado originally planned a mass shooting but was unable to access a gun after failing a background check. This most certainly saved lives. 

    Chairman Thompson has introduced background check legislation every Congress since the 2012 Sandy Hook Elementary shooting which killed 20 children and six adult staff members. The Bipartisan Background Checks Act of 2025 (H.R. 18) is endorsed by 204 Members of Congress. Endorsing organizations include: GIFFORDS, Brady, Everytown for Gun Safety, March For Our Lives, Newtown Action Alliance, Sandy Hook Promise, and Equality California.

    Washington – Representative Mike Thompson (D-CA-04) today joined Senator Peter Welch (D-VT)and Senator Alex Padilla (D-CA) to introduce the Bicycle Commuter Act of 2025, bicameral legislation that would reinstate and expand the Bicycle Benefit Subsidy Program’s non-taxable bicycle commuter benefit to encourage more Americans to bike to work.  

    “Cycling is efficient, low-cost, and low-impact on our roads and the environment — in other words, it’s good for you and for our planet.     In 2009, Congress created the Bicycle Benefit Subsidy Program to encourage more workers to bike to their jobs by allowing employers to offer a non-taxable reimbursement of up to $20 per month for expenses related to bicycle commuting. However, employees who elected to participate in the program were forced to forfeit other commuter benefits, such as those provided for parking or transit. The non-taxable bicycle commuter benefit was suspended until 2026 by the Tax Cuts and Jobs Act of 2017, eliminating this vital financial incentive for employees who bike to work.  

    The Bicycle Commuter Act of 2025 would modernize the Bicycle Benefit Subsidy Program to ensure cyclists can access pre-tax commuter benefits similar to those available for parking and public transit and allow recipients to claim the bicycle benefit in tandem with other commuter benefits. The bicameral legislation would also allow electric bicycles and bikeshare and scootershare services to be eligible for the benefit. 

    The Bicycle Commuter Act is supported by the Association for Commuter Transportation, League of American Bicyclists, North American Bikeshare and Scootershare Association, PeopleForBikes, Rails to Trails Conservancy, Safe Routes Partnership, and Sierra Club.

    Washington, D.C. – As the Trump Administration continues unconstitutional deportations, Rep. Mike Thompson (D-CA) and Rep. Nydia Velázquez (D-NY) have introduced the Police not ICE Act of 2025 to prohibit immigration officers from wearing any clothing bearing the word “police.” The bill would apply to entities like Immigration and Customs Enforcement (ICE) and Customs and Border Patrol (CBP). 

    “Our local law enforcement have asked me to make this change because it is eroding the trust they have built with our immigrant communities and it’s hurting their ability to keep our community safe,” said Thompson. “Suggesting ICE officers are members of local law enforcement undermines the relationships immigrant communities have established with police departments. Crimes may go unreported because victims fear they or their loved ones could be reported to immigration officials. Witnesses may not come forward for fear of being reported. This weakens public safety and undercuts local law enforcement. I’m glad to work with Rep. Velázquez to introduce legislation to end this practice.”

    “Due to Trump’s unconstitutional decisions, immigrant communities live in fear of one day being deported and never seeing their family members again,” said Velázquez. “While we resist the threat of raids and mass deportations, it’s equally important to curb actions that fuel distrust between law enforcement and immigrant communities, like ICE agents posing as local police officers.”

  • MIL-OSI USA: McClintock, Lee Introduce the Open America’s Waters Act to Repeal Jones Act, Boost Coastal Trade

    WASHINGTON – Rep. Tom McClintock (R-CA) introduced the Open America’s Waters Act today to deregulate America’s coastal trade and alleviate the energy crisis by repealing the outdated Jones Act.  U.S. Senator Mike Lee (R-UT) introduced a companion bill in the U.S. Senate.

    “The Jones Act is outdated in a global economy.  It enriches a very small special interest at the expense of every consumer in America,” said Rep. McClintock. “Repealing this restrictive and counterproductive law is vital for the new golden age that President Trump has envisioned.” 

    “Outdated regulations from the Jones Act have deepened the energy crisis and heightened prices for Americans on goods from our own country,” said Senator Mike Lee. “American producers have been forced into dangerous workarounds like importing their energy resources from Russia. The Open America’s Waters Act will cut this 105-year-old red tape to alleviate the energy crisis, bring prices down for Americans, and protect our national security from adversarial nations.”

    Background:

    The Open America’s Waters Act would repeal the Jones Act, an outdated and particularly demanding regulation on America’s coastal trade. The Jones Act requires all goods transported by water between U.S. ports to be carried on a vessel that was constructed and registered in the U.S., and is both owned and primarily crewed by U.S. citizens. 

    While these requirements were originally touted in 1920 as necessary for America’s national security, they have actually endangered it by severely limiting access to critical energy sources and incentivizing American companies to contract with adversarial nations in their efforts to comply with its stipulations. Additionally, the elevated costs associated with compliance result in higher prices for Americans on goods produced in their own country.

    Attempts to comply with the Jones Act have forced American producers to choose expensive and even politically risky transportation options. For example, cattle ranchers in Hawaii have opted for expensive planes rather than boats to transport cattle to the mainland. Puerto Rico imports jet fuel from Venezuela – benefitting the human rights-violating Maduro regime – rather than nearby Gulf Coast refineries. And because there are no compliant specialty carriers capable of transporting LNG or propane gas, Massachusetts and Puerto Rico have had to import LNG from adversarial Russia.

    The Open America’s Waters Act would repeal the outdated Jones Act regulations to cut red tape for American producers, improve national security by disincentivizing contracts with adversarial nations, and bring down prices for American consumers.

    The Open America’s Waters Act would:

    •    Repeal the 105-year-old Jones Act regulations requiring all goods transported by water between U.S. ports to be carried on a vessel: (1) Constructed in the U.S., (2) Registered in the U.S., (3) Owned by U.S. Citizens, and (4) Primarily crewed by U.S. citizens.

  • MIL-OSI USA: Restoring Access to Arkansas Campgrounds

    Whether you’re camping or floating along the Buffalo National River, fishing for bass on Lake Ouachita, or hiking rugged trails for scenic views at Hawksbill Crag, the state of Arkansas, and the Fourth District, is a haven for all who enjoy spending their free time outdoors. The Natural State boasts some of the most unique, historic, and scenic outdoor opportunities in the country. As an avid outdoorsman, it is a great honor to represent a portion of this state in Congress and advocate for commonsense, conservative legislation that promotes our state’s natural beauty – conserving it for generations to come.

    This week solemnly marks the fifteenth anniversary of the catastrophic flood which struck the Albert Pike campgrounds on the Little Missouri River in remote Montgomery County, Arkansas on June 11, 2010. Twenty people lost their lives in this tragedy – children, parents, grandparents, siblings, and friends, all looking to enjoy some time away in the outdoors. Each of these individuals who lost their lives in this tragic flooding incident are still remembered today, and they will certainly never be forgotten.

    Many native Arkansans will tell you that an honored pastime is enjoying the overnight campgrounds at the Albert Pike Recreation Area. Social media pages were even created to memorialize the joy camping at these sites have brought to generations of Arkansans as well as citizens from other states enjoying our beautiful Arkansas federal lands – encouraging members to post about stories or pictures from memorable experiences. This community of support is why, when the U.S. Forest Service suspended overnight camping following the flooding, limiting the use of the recreation area to daytime use, many Arkansans expressed their dismay at the news that their overnight camping experiences would be put on hold.

    Following the closures, scores of tourists and locals urged legislators at the local, state, and federal levels to reopen the campgrounds. It became clear that federal action was needed to restore access and provide opportunities for locals and tourists to enjoy this beloved area once again. That’s why it was an honor to introduce the EXPLORE Act, a bipartisan piece of legislation aiming to improve outdoor recreation opportunities and access to public lands across the country – including the Albert Pike Recreation Area. 

    Within the EXPLORE Act, there were several measures directly impacting the Albert Pike Recreation Area such as safely reopening any existing campsites located outside of the 100-year flood plain, which is the land area with a 1% chance of flooding annually. In addition to these openings, the bill instructs the finding of fifty-four areas that could be suitable for overnight camping and establishing at least twenty-seven brand new overnight camping locations outside of the designated 100-year flood plain, with access to electricity and water, all to ensure the rehabilitation necessary to make publicly accessible areas available year-round.

    As we head into the summer months, there is no doubt Arkansans will be taking advantage of the Natural State’s abundant outdoor recreation opportunities. Serving friends and family across the Fourth District is the honor of a lifetime, and I will undoubtedly continue to work to expand access to outdoor recreation from hiking and biking trails, to camping, and boating – connecting Arkansans deeper to the land they love so dearly.

  • MIL-OSI USA: Congressman Aderholt Announces $468,426 FAA Grant for Robbins Field in Oneonta

    Washington, D.C. – Congressman Robert Aderholt (AL-04) today announced that the U.S. Department of Transportation, through the Federal Aviation Administration (FAA), has awarded a grant of $468,426 to the City of Oneonta and Blount County to support critical infrastructure improvements at Robbins Field (FAA identifier: 20A).

    The funding, allocated under the Fiscal Year 2025 Airport Improvement Program (AIP), will be used to construct a new 500-foot taxi lane at Robbins Field. This development will provide improved airfield access to a non-exclusive T-hangar area, enabling the airport to meet current federal standards and expand its capacity for general aviation services.

    “Robbins Field plays an important role in the economic vitality of Oneonta, Blount County, and the greater region,” said Congressman Aderholt. “This investment in aviation infrastructure will improve safety, support local operations, and ensure the airport remains a vital asset for the community.”

    The project will help enhance the operational efficiency of the airport and support future growth by creating the infrastructure necessary for additional hangar space. It reflects ongoing federal, state, and local collaboration to ensure rural and regional airports continue to serve as important transportation and economic hubs.

    The grant was issued through the FAA’s FY 2025 Airport Improvement Program, which provides funding for the planning and development of public-use airports that are part of the National Plan of Integrated Airport Systems (NPIAS).

    Washington, D.C. — As the once-so-called “fire season” stretches into a yearlong struggle for communities across the nation, Colorado Congressman Joe Neguse is launching a new effort to improve wildfire prevention, mitigation, and management. He is introducing a package of policy proposals initially derived from a 2024 report issued by the USDA’s Wildland Fire Mitigation and Management Commission, which was created as part of the Bipartisan Infrastructure Law and tasked with outlining a holistic approach to addressing the rising threat of wildfires.

    Neguse, who co-chairs the Bipartisan Wildfire Caucus, has teamed up with a bipartisan, bicameral group of federal representatives to reintroduce the Cross-Boundary Wildfire Solutions Act, the Wildfire Coordination Act, and the Wildfire Risk Evaluation Act. All three bills are championed by Arizona Senator Ruben Gallego in the United States Senate and co-led by Congressman Josh Harder (CA-10) in the House of Representatives. In addition, the Cross-Boundary Wildfire Solutions Act is co-led by Congresswoman Young Kim (CA-39) and cosponsored by Congressman Jay Obernolte (CA-23). 

    “During my time in Congress, Colorado has experienced four of the five largest wildfires in our state’s history—meaning that my communities, along with the state and local agencies on the frontlines, have seen firsthand the increasing strain as these fires grow more frequent and severe. I’m proud to introduce legislation, rooted in the nonpartisan work of the Wildland Fire Mitigation and Management Commission, that invests in wildfire science and strengthens the long-term resilience of our communities to reduce the threat of future disasters,” said Congressman Neguse.

    The Cross-Boundary Wildfire Solutions Act provides recommendations for improving the effectiveness and efficiency of wildfire mitigation across land ownership boundaries by identifying gaps and opportunities in current federal rules and regulations and supporting increased collaboration.

    The Wildfire Coordination Act establishes an advisory board composed of members from various federal, State, local, Tribal, and non-federal partners that will be responsible for coordinating federal wildfire research, translating it into practical applications, and developing future research.

    The Wildfire Risk Evaluation Act requires a comprehensive review of the wildfire landscape in the United States every four years, outlining the changes in environments, assessing wildfire management challenges, and evaluating the intersection of wildfires and public health. This federal review will help inform the development of long-term strategies to enhance wildfire preparedness and response and strengthen interagency coordination. 

    This effort is supported by 20 local and national entities and organizations, including Grand Fire Protection District No. 1, Summit County, Summit Fire and EMS Fire Protection District, Red, White, and Blue Fire Protection District, Summit County Wildfire Council, Grand County Wildfire Council, Routt County Wildfire Council, Eagle County Wildfire Collaborative, Denver Water, Grassroots Wildland Firefighters, National Federation of Federal Employees, Alliance for Wildfire Resilience, American Property Casualty Insurance Association, Federation of American Scientists, International Association of Fire Chiefs, Megafire Action, National Association of State Foresters, Rural Voices for Conservation Coalition, and Tall Timbers.
