    Headline: Newhouse ESA Reform Bill Advances Through Committee

    Yesterday, the House Natural Resources Committee approved the Endangered Species Act (ESA) Amendments Act of 2024, a bill by Rep. Dan Newhouse (WA-04) that makes reforms to the ESA to incentivize conservation, protect landowners’ rights, and implement transparency in the recovery of species.

    “The ESA is in dire need of serious changes, and I am thankful that the committee understands that. Our species and landowners have suffered far too long from misuse of the ESA and my bill puts an end to that. If we are to truly prioritize species recovery and de-listing, then we must prioritize advancing this legislation,” said. Rep. Newhouse.

    Newhouse continued, “I thank House Natural Resources Committee Chairman Bruce Westerman for taking up this important bill, and I look forward to working to get it across the finish line.”

    This legislation is the final product of the ESA Working Group co-founded by Congressional Western Caucus Chairman Dan Newhouse and Chairman Bruce Westerman in July 2023.

    Original co-sponsors include Reps. Pete Stauber (MN-08), Tom Tiffany (WI-07), Cliff Bentz (OR-02), Jeff Duncan (SC-03), Paul Gosar (AZ-09), and Harriet Hageman (WY-AL).

    Background:

    This legislation:

    • Incentivizes wildlife conservation on private lands.
    • Prevents the Secretary of the Interior from designating privately owned or controlled land as critical habitat, protecting landowners’ rights.
    • Empowers states to enact species recovery plans as state and local officials know best how to manage populations without harming communities.
    • Requires that removal of a species is not subject to judicial review.
    • Creates greater transparency and accountability in recovering listed species.
    • Appropriations authorizing number- $431,755,000 – which is the total authorized in House FY25 bills for Fish and Wildlife Service and National Marine Fisheries Service (NMFS) ESA activities.

    WASHINGTON, D.C. – In case you missed it, Representative Richard Hudson and Heritage Foundation Director of the Center for Health and Welfare Policy Nina Owcharenko Schaefer wrote an op-ed for the Washington Examinerslamming Vice President Kamala Harris, Governor Tim Walz, and the Democrats’ government-run healthcare policies that are leaving patients and families with fewer, lower quality choices and higher costs.

    In theop-ed, Rep. Richard Hudson and Nina Owcharenko Schaefer wrote, “While issues such as the border crisis, global conflicts, and persistent inflation continue to dominate headlines, healthcare remains a key concern for voters.

    That’s especially important because, last month, Vice President Kamala Harris picked Gov. Tim Walz (D-MN) as her running mate, solidifying the duo as the first ticket ever to feature two candidates who have fully embraced government-run, single-payer healthcare.

    It would cost tens of trillions of taxpayer dollars and reduce medical productivity, giving patients fewer healthcare choices, worse quality care, and longer wait times while hiking taxes for everyone.

    Harris and Walz have also embraced the Biden administration’s disastrous prescription drug price controls. In North Carolina, these liberal policies are actually making prescription drug costs more expensive while limiting future access to life-saving drugs for seniors.

    Democrats once promised people that the ACA would solve our healthcare woes. But a decade later, their efforts are more focused on masking its failures than fixing what is wrong.     The following is issued on behalf of the Hong Kong Housing Authority:      Rents for a total of 2 551 flats in four non-standard blocks of two new public rental housing (PRH) estates under the Hong Kong Housing Authority (HA) will be set at the best rent level for their respective districts. The best rent level of a respective district is expressed in terms of dollars per square metre of internal floor area and determined with reference to the location and comparable value of the estates concerned.      The best rent at $104.40 per square metre per month for the flats in Urban district will apply to 1 088 flats in Kin Yan House and Moon Yan House of Hiu Yan Estate.      The best rent at $74.00 per square metre per month for the flats in Sheung Shui district will apply to 1 463 flats in Fu Pak House and Kam Yuk House of Choi Shek Estate.       “Under this rent-fixing exercise, over 69 per cent of the flats are set at a rent level below $2,500 per month,” a spokesman for the HA said today (September 24), adding that PRH rents, which are inclusive of rates, management fees and maintenance costs, are heavily subsidised.      “PRH applicants who are allocated new flats but cannot afford the rents may request refurbished flats at lower rents. They may also apply for assistance under the Rent Assistance Scheme for flats in older block types where applicable,” the spokesman added.

  • MIL-OSI Asia-Pac: Public urged to get flu jab early

    The Government will launch its 2024-25 Seasonal Influenza Vaccination Programmes on Thursday, with Secretary for Health Prof Lo Chung-mau today urging the public to receive vaccination early.

    The health chief said now is the best time to get vaccinated for effective protection in the coming year against the winter or summer influenza strains predicted by the World Health Organization.

    The health chief today received vaccinations against seasonal influenza and COVID-19 at Sai Wan Ho General Out-patient Clinic, along with other health officials and frontline healthcare workers.

    Prof Lo said Seasonal influenza vaccination (SIV) is one of the most effective means to prevent seasonal influenza and its complications.

    “To boost the SIV coverage rate among schoolchildren, special arrangements have been made under the Seasonal Influenza Vaccination School Outreach Programme this year to offer a more flexible choice of vaccine options for kindergartens and childcare centres.”

    He explained that kindergartens and childcare centres can offer injectable inactivated influenza vaccines or nasal vaccines in their outreach vaccination activities.

    The Department of Health will also roll out a pilot scheme in which nasal vaccines will be provided to primary and secondary schools that indicated a preference for them earlier this year.

    At present, around 870 kindergartens and childcare centres, around 610 primary schools and around 390 secondary schools have arranged vaccination activities for their students, according to the Health Bureau.

    Prof Lo called on schools that have yet to join the outreach vaccination programme to enrol as soon as possible.

    Separately, he added that individuals in high-risk priority groups should receive an additional COVID-19 booster no less than six months after their last dose, or infection with COVID-19 infection – whichever occurred later – to enhance protection and reduce the risk of serious complications and death.

  • MIL-OSI Russia: “Eastern Breeze”: Polytech became a prize winner of the All-Russian competition in marine robotics

    The 7th All-Russian competition in marine robotics “Eastern Breeze” was held in Vladivostok. Over the course of eight days, 31 teams (more than 120 people) competed in the field of promising developments of robotic complexes created by enterprises and research institutes. SPbPU was represented by teams from the Institute of Mechanical Engineering, Materials and Transport, studying at the Higher School of Automation and Robotics. The Polytechnicians managed to take three prize places in two categories.

    The students’ trip was supported by the SPbPU Center for Technological Projects, the Institute of Mechanical Engineering, Materials and Transport, and the SPbPU Youth Policy Department.

    In the category “Unmanned boats” our team with the device “Bublik-Pi” (developed with the support of the Priority 2030 program) managed to take second place, and the team with the Barracuda apparatus took third place. The teams’ tasks included autonomous or remotely controlled navigation in the sea, namely movement along specified routes and trajectories. Bublik-Pi was the only one that successfully completed all tasks in autonomous mode, but had a low speed at sea (1 knot).

    Also in the category “Remotely controlled unmanned underwater vehicles” among developers, the submarine “Atlant-S” took third place. During the tests, it was necessary to detect objects under water and move them.

    The first team (the Bublik-Pi and Atlant-S devices) included second-year master’s students Artem Akzhigitov, Andrey Klinovitsky, and fourth-year student Artem Klochikhin. The second team (the Barracuda device) was represented by first-year master’s student Vladimir Marin and 2024 graduate Artem Kondratyev.

    The event was quite large-scale, with teams from all over Russia participating, and they represented not only educational institutions, but also law enforcement agencies. The team had the task of performing various types of maneuvers on a water section: to go through a snaking course, to make a dash, etc. To solve the tasks, a remote control system for an unmanned boat was created, and we also laid the groundwork for the future to solve problems in autonomous mode using GNSS, a magnetometer, and a machine vision system, shared one of the developers of the Barracuda, Artem Kondratyev.

    Our teams were lucky to be at these competitions and test new SPbPU developments in extreme (marine) conditions. We successfully coped with the tasks set, especially enjoyed developing the ROV, this is a difficult task that we took on for the first time and successfully implemented it, – Andrey Klinovitsky said about the event.

  • MIL-OSI China: China’s central bank conducts reverse repos

    BEIJING, Sept. 24 — China’s central bank conducted 460 billion yuan (about 65.24 billion U.S. dollars) of 14-day reverse repos at an interest rate of 1.85 percent Tuesday.

    The move aims to keep liquidity reasonable and ample in the banking system at the end of the quarter, the central bank said.

    A reverse repo is a process in which the central bank purchases securities from commercial banks through bidding, with an agreement to sell them back in the future.

  • MIL-OSI Russia: Polytechnic University Opens Postdoc School “Digital Methods in Social and Humanitarian Knowledge”

    The opening of the educational program of the Postdoc School “Digital Methods in Social and Humanitarian Knowledge” (a project of the Humanities Institute – the winner of the “Priority 2030” competition of SPbPU) took place at Peter the Great St. Petersburg Polytechnic University.

    The initiative to create the “Postdoc School” (postdoctoral studies) was a response to the growing competition and changing requirements for research practices under the influence of the new technological order. Digital analysis of large volumes of data, the use of neural networks and machine learning are becoming essential tools for scientists and teachers in the humanities who strive to remain at the forefront of science.

    As part of the opening of the Postdoc School, a lecture by Eduard Ponarin was held. He is a well-known specialist in the field of digital data analysis methods, the founder and leading research fellow of the Ronald Franklin Inglehart Laboratory for Comparative Social Research and a full professor at the National Research University Higher School of Economics in St. Petersburg.

    He devoted his lecture to current issues of creating and analyzing text corpora, building statistical models, working with big data, as well as popular methods of formalizing text parameters and mapping them.

    The educational program of the Postdoc School is aimed at masters, postgraduate students, young candidates of science with a strong social and humanitarian education and is aimed at developing their potential in the modern world. The school is designed to become a bridge between traditional humanitarian knowledge and modern digital technologies, teaching in-depth research based on structuring and analyzing arrays of heterogeneous data. At the same time, the results of the project will be not only the development of digital competencies and the effectiveness of scientific research, but also the creation of scientific interdisciplinary and inter-institutional teams due to the cooperation of researchers from different higher schools and institutes of the social and humanitarian profile of SPbPU in research teams.

    Thus, the program will have a significant impact on the development of the human resources potential of young people at SPbPU and will help in solving modern scientific problems.

    BEIJING, Sept. 24 — China plans to increase the tier-1 capital of six major commercial banks, an official said Tuesday.

    Li Yunze, head of the National Financial Regulatory Administration, told a press conference that the capital will be injected in an orderly manner, with coordinated advancement, phased implementation and tailored policies.

    Tier-1 capital refers to the core capital held in a bank’s reserves, including common stock and disclosed reserves.

    The administration will continue to prompt the major commercial banks to enhance fine management and strengthen their ability to achieve high-quality development under capital constraints, Li said.

    Road Corridors

    Roads are the primary transport infrastructure in most SAARC member states, serving as the main means of domestic connectivity and the key conduit for intra-SAARC trade, either across land borders or via seaports. In recent years, the importance of road transport has grown across all SAARC countries.

    The original SMRTS included ten SAARC road corridors, linking: (i) Pakistan, India, and Bangladesh (two); (ii) Nepal and India (two); (iii) Bhutan and India (one); (iv) Nepal, India, and Bangladesh (one); (v) Bhutan, India, and Bangladesh (one); (vi) India and Bangladesh (two); and (vii) Nepal, India, and Pakistan (one). The updated SMRTS highlights recent physical and nonphysical progress in corridor development.

    Physical progress includes the 6.15-km Padma Bridge, upgrades to the Sarail-Akhaura link and Elenga-Hatikamrul-Rangpur Highway, and four-laning of the Dhaka-Sylhet Highway and Sylhet-Tamabil Road in Bangladesh; the planned Haldia/Howrah-Raxual Expressway in India; Nepal’s Kathmandu-Terai Madhesh Fast Track Project; and Pakistan’s Khyber Pass Economic Corridor and six-lane motorways connecting Karachi to Peshawar. Nonphysical progress includes motor vehicle agreements facilitating cross-border transport.

    Railways have the potential to become a key transport mode in the SAARC region, especially for intraregional movement of goods and passengers between Bangladesh, India, Nepal, and Pakistan. The region’s railway network is mainly broad-gauge and compatible across member states, except for the meter-gauge network east of Dhaka, Bangladesh. Once the SAARC rail corridors are fully developed and nonphysical barriers are addressed, efficient rail connectivity will link the concerned SAARC countries.

    The original SMRTS included five SAARC railway corridors, connecting Bangladesh, India, Nepal, Sri Lanka, and Pakistan. Recent progress includes several railway projects in Bangladesh (e.g., the Padma Bridge Rail Link, dual-gauge line between Akhaura and Laksam), new rail links in Bhutan and Nepal, and the planned Uzbekistan-Pakistan-Afghanistan Railway.

    Inland Waterway Corridors

    Among SAARC countries, only Bangladesh and India have organized inland waterways, facilitating freight transit between the two nations. In earlier SMRTS stages, two inland waterway corridors of regional importance were identified based on current and potential future traffic. These corridors also offer direct waterway links for Northeast India to the ports of Kolkata and Haldia. Landlocked Bhutan and Nepal could benefit from multimodal and intermodal connections to these waterways, providing access to the sea.

    A recent development is the consolidation of the Eastern Waterways Grid, linking rivers in Bangladesh and India with roads and rail to improve connectivity. The Grid builds on the Indo-Bangladesh Protocol Routes, enhancing trade and transit between the two countries. It promises significant cost savings for bulk goods transport in India and revenue generation for Bangladesh through port fees and cargo services, with potential benefits for Bhutan and Nepal.

    Maritime Gateways

    The previous SMRTS versions identified ten major maritime gateways based on current traffic volume, potential to handle future intraregional container traffic, and access for landlocked countries to seaports.

    The updated SMRTS highlights recent progress in the maritime sector. Bangladesh is developing two new gateways: Payra, now operational, and Matarbari, under construction and expected to become the country’s first deep-sea port. Chattogram Port has undergone significant expansion, with a framework for its sustainable development as a transshipment hub for Northeast India. India’s Visakhapatnam (Vizag) Port, the largest on the Eastern Coast, has increasingly served Nepali transit traffic. Other notable developments include a planned new port at Thilafushi in Maldives, a major port concession in Karachi, Pakistan, and continued expansion of Colombo Port, Sri Lanka. Additionally, ferry services between India and Sri Lanka have been proposed.

    Aviation Gateways

    The original SMRTS identified 16 SAARC aviation gateways and noted the need to increase this number by 2030 by upgrading domestic airports to regional hubs and regional airports to international ones. It also acknowledged the complexity of identifying aviation hubs within the SAARC region, which goes beyond the scope of the SMRTS.

    Based on recent developments discussed at a February 2024 workshop in Kathmandu, additional aviation gateways were included in the updated SMRTS. These are in Bangladesh (Chattogram, Sylhet, Cox’s Bazar, Saidpur), Bhutan (Gelephu), Maldives (Gan), Nepal (Gautam Buddha, Pokhara), Pakistan (Islamabad), and Sri Lanka (Mattala Rapsaka, Jaffna, Batticaloa).

    Between 2020-2024, the aviation sector faced challenges due to the COVID-19 pandemic, which lowered passenger and freight demand. As the sector recovers, the challenge is to rebuild and reshape it, redesigning terminals to meet new requirements and implementing measures to address environmental concerns, including decarbonization.

    Connectivity between South Asia and Central Asia

    Recent developments in transport connectivity between South Asia and Central Asia include United Nations General Assembly Resolution 76/299 on strengthening regional connectivity, the Khyber Pass Economic Corridor, the Uzbekistan-Pakistan-Afghanistan Railway Project, the International North-South Transport Corridor (a 7,200-km multimodal route linking India, Iran, Azerbaijan, and Russia), and the Delhi Declaration from the 1st India-Central Asian Summit in January 2022.

    Air connectivity between South Asia and Central Asia remains limited, despite Central Asia’s landlocked nature and challenging geography. Air transport is crucial for moving perishable and high-value goods and facilitating business travel and tourism.

    The All-Russian Online Olympiad will be held for the fifth time from September 24 to October 27 “Safe Roads”The event is being held with the aim of testing and improving the road literacy of students in grades 1–9, said Deputy Prime Minister Marat Khusnullin.

The tasks of the online Olympiad allow its participants to test their knowledge in an interactive form and gain new knowledge on the basics of traffic rules. The Olympiad provides for the opportunity to participate in an unlimited number of children, teachers and parents. The most important task of the Olympiad is to reduce child mortality as a result of road accidents,” emphasized the head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia, Lieutenant General of Police Mikhail Chernikov.

    The Olympiad tasks focus on safe behavior skills both at pedestrian crossings and in transport, and when using personal mobility devices – last year these topics turned out to be the most difficult for schoolchildren.

    Congresswoman announced pilot program last summer; new and permanent initiative aims to benefit travelers in Queens and across NY and the nation

    WASHINGTON, D.C. – After recently announcing a pilot program to allow travelers from Queens and throughout the nation to renew their passports online, U.S. Rep. Grace Meng (D-Queens) said today that the initiative has become permanent.

    Meng announced the pilot program last summer. It provided a limited number of slots for individuals to submit renewal applications, and the application window closed each day once the system reached its daily limit. The new and permanent online system, which aims to enhance how borough residents and other travelers renew their passports, is now fully functional and will be available 24/7 from cell phones, tablets, and computers.

    “As a lawmaker who has fought to reduce wait times for passports, I am thrilled that the process for renewals has been modernized and made easier through this new online tool which is now up and running,” said Meng. “This new platform will take advantage of technology to provide another option for those in Queens and across the country who are seeking to renew their passports. The service will be a huge convenience for travelers seeking to plan international vacations, visit loved ones abroad or conduct business around the world. I am excited to see the online system benefit our borough and country, and positively impact travel for many years to come.”

    To renew a passport online, travelers from Queens and the rest of New York and the U.S. must meet the following requirements:

    1. The passport you are renewing is or was valid for 10 years, and you are age 25 or older.
    2. The State Department issued the passport you are renewing between 2009 and 2015, or over 9 years but less than 15 years from the date you plan to submit your application. 
    3. You are not changing your name, gender, date of birth or place of birth.
    4. You are not traveling for at least 8 weeks from the date you will submit your application. 
    5. You are applying for a regular tourist passport.
    6. You live in the United States.
    7. You have your passport with you, it is not damaged, and you have not reported it as lost or stolen.
    8. You can pay for your passport using a credit or debit card.
    9. You can upload a digital passport photo.
    10. You are aware that the State Department will cancel the passport you are renewing after you submit your application.

    The number of Americans with valid passports has grown exponentially over the past 30 years. In 1990 just five percent of Americans had passports. Now, that number has grown to 48 percent.

    In 2023, the State Department fielded half a million passport applications a week and issued a record 24 million passports. Standard processing times for a passport ranged from 10-13 weeks and expedited requests took about 7-9 weeks. In calling for the passport backlog to be addressed, Congresswoman Meng pushed the State Department to decrease the long wait times, and that included questioning Secretary of State Antony Blinkenabout the problem during a congressional hearing in May 2023. According to the State Department, standard processing times have since been reduced to 6-8 weeks and expedited processing is down to just 2-3 weeks.

    Meng’s office routinely helps residents of her district fulfill passport requests, especially for those with emergency and last-minute travel plans. Last year, her constituent services team assisted with more than 400 passport requests from constituents who were seeking help booking limited appointments at U.S. Passport Agency locations throughout New York. She has also held several events at Queens post offices to help constituents apply for or renew a passport.     WASHINGTON, D.C. – U.S. Rep. Grace Meng (D-Queens) announced today that she arranged for a Korean American Youth Choir from Queens to perform this week at the White House in Washington, D.C.

    The Korean American Youth Choir of New York (KAYCNY), a Queens-based group of young individuals dedicated to promoting and preserving Korean culture through music, played at the first White House celebration that marked the Korean holiday of Chuseok. The event took place this past Tuesday, September 17. The Congresswoman helped arrange for KAYCNY to be invited by recommending them to White House officials.

    “It was wonderful to see KAYCNY represent New York’s Korean American community at this wonderful event, and I’m thrilled that they were asked to perform at my request,” said Congresswoman Meng. “I thank these talented young people for showcasing Korean culture through their music and contributing to these exciting festivities that celebrated the Korean diaspora in the United States. I am so proud to represent a vibrant Korean American community in my district in Queens and I thank the White House for hosting this event to highlight the rich heritage and culture of Korean Americans.”

    “This performance at the White House was an outstanding experience and it was a tremendous opportunity to spotlight the talent and work of the local young people in our choir,” said Eunja Ko, Leader of KAYCNY. “It was an honor to participate, and I thank Congresswoman Meng for arranging for us to perform.”

    Tuesday 24, September – The Nairobi Securities Exchange (NSE) and UK government programme MOBILIST, have announced a new partnership at a launch event in Nairobi. The launch was attended by His Majesty’s Trade Commissioner for Africa, John Humphrey, at the start of a three-day visit to Kenya.

    The partnership aims to drive the listing of new investment products in the Kenyan market and increase the amount of private sector capital available for development and climate projects in Kenya, and generate growth.

    MOBILIST, an innovative part of the UK Government’s investment partnerships offer, provides investment and technical assistance to help businesses that contribute to the United Nations Sustainable Development Goals (SDGs) to overcome the barriers that keep them from listing on a stock exchange.

    The introduction of safe access zones, or ‘buffer zones’, to stop anti-choice protesters from targeting abortion service providers is a crucial day for healthcare and reproductive rights in Scotland, says Scottish Green MSP Gillian Mackay.

    The zones, which will go live today, were introduced as a result of Ms Mackay’s Safe Access Zones Scotland Act, which was passed in June with the support of 118 MSPs from across the Chamber.

    From today, there will be 200 metre wide safe access zones, or buffer zones, around abortion service providers to stop the intimidating anti-choice protests that have taken place across Scotland.

    Ms Mackay said: “This is a crucial day for reproductive rights and healthcare in Scotland. I hope that it will be the end of the intimidation and harassment we have seen of people who are accessing healthcare.

    “Right from the first moment I saw footage of the protests, I could see how much damage they were doing and how many people were being impacted by them. I knew that I had to do everything I could to stop them.

    “Over the days and weeks ahead, I will be working with the Scottish Government to ensure that patients and staff know where protesters can and can’t be so that they can report any activity that is against the law.

    “I am grateful to everyone who has supported the introduction of buffer zones, whether that is MSPs and Ministers or campaign groups like Back Off Scotland. I am particularly grateful to the many people who shared what I know were often difficult and traumatic stories with me. 

    “I hope that this is a turning point and the beginning of the end of the protests, and that nobody else will have to endure them.”

    The Immigration Department announced today nationals of Georgia who are holders of valid diplomatic, official and ordinary passports may visit Hong Kong visa-free for a stay of up to 30 days starting from September 30.

    Noting that Georgia is along the Belt & Road, the department said the visa-free arrangement will provide travel convenience for visitors from Georgia and strengthen the tourism, cultural and economic ties between the Hong Kong Special Administrative Region and Georgia.

    Currently, Hong Kong SAR passport holders may also visit Georgia visa-free for a stay of up to 30 days.

  • MIL-OSI United Kingdom: City Centre Lighting Survey

    People are being asked for their opinions in a project to improve lighting across Dundee city centre at night-time. 

    The city council has appointed consultants Arup to review lighting in the city centre, and also to make recommendations and proposals to enhance the environment for both residents and visitors. 

    As part of this process, a survey has been launched to gather specific information about key areas and experiences of the city centre.   

    The council is developing a lighting masterplan as part of its long-term City Centre Strategic Investment Plan in a bid to create a unique and vibrant atmosphere. It was agreed on Monday that the first steps to illuminate the facade of the Caird Hall will go ahead. 

    Councillor Steven Rome, Fair Work, Economic Growth and Infrastructure convener, said: “Our drive to make Dundee city centre a more attractive place has already seen lights installed in Exchange Street alongside a number of improvements under the City Lights & City Nights concept including external lighting at The McManus. 

    “This survey will help to inform the development of our lighting masterplan and subsequent proposals. It touches on topics like safety as well as the look of the centre and I would encourage as many people as possible to get involved as we would appreciate their input.”

The multi-award-winning Empa spin-off prints tailor-made solar cells for almost any electronic device. These can be produced inexpensively – and even work indoors.

    Every person owns an average of seven electronic devices. Several billion devices are in use worldwide – and with the “Internet of Things” (IoT), their number is constantly increasing. These must be regularly recharged or their batteries regularly changed. This is why the Empa spin-off “Perovskia Solar” has specialized in tailor-made solar cells for every conceivable electronic device – and with success: it has won over ten leading companies in the “Internet of Things” (IoT) sector as customers and has just received more than two million francs from an international coalition of business angels and early-stage funds. “Energy harvesting for IoT devices is a fast-growing market with multi-billion dollar potential,” said Anand Verma, founder and Chief Executive Officer (CEO) of the Empa spin-off. “Our easy-to-integrate, designer solar cells either eliminate the need for batteries or extend their lifespan, opening up the possibility of powering any device with solar energy.”

    The multi-award-winning Empa spin-off has brought the first perovskite solar cells to market that can be used for smartwatches, keyboards, and more. The custom manufacturing of traditional silicon solar cells is complex, expensive, and inefficient in low-light conditions. “We can print new perovskite solar cells in any size at low cost. Thanks to their high efficiency, they can power almost any indoor electronic device, whether at home or in the office, in a well-lit environment,” says Anand Verma.

    “Our energy harvesting technology was developed over several years at Empa, which enabled us to launch with a market-ready product that powers next-generation devices for industrial and private applications,” adds Tobias Meyer, founder and Chief Technology Officer (CTO) of Perovskia. Perovskites certainly have excellent properties: they absorb light particularly efficiently and conduct the resulting current well. But until now, perovskite solar cells were not stable enough and did not have a long enough lifetime to be used on a large scale. That is why Anand Verma spent five years researching printing processes for perovskite solar cells at Empa before setting up his own business in 2020.

    A new factory and international support

    With the support of the Novokuibyshevsk Petrochemical Company (part of the Rosneft petrochemical complex), the popular science festival “Park of Science” was held. The educational project has been implemented by the enterprise for ten years and gives children the opportunity to gain knowledge through experimental research under the guidance of young scientists.

    This year, 400 schoolchildren, including those from the “First Movement”, attended the festival. Participants were asked to find answers to the question “What can be made from oil?” As part of the program, children learned how hydrocarbon deposits are explored, oil is extracted, and plastic products that surround us in everyday life are created.

    Senior schoolchildren were also able to get acquainted with the devices and equipment of the laboratories of the Samara State Technical University, where they studied the properties of lubricating oils – the most important functional element of modern engines, machines and mechanisms.

    In the modern petrochemical industry, breakthrough technologies are created at the intersection of different disciplines: mathematics, physics and computer science. Scientists from Samara Polytechnic University and Novokuibyshevsk Petrochemical Company told how science helps to create efficient production and develop environmentally friendly technologies. During master classes, children got acquainted with impressive scientific achievements using 3D technologies, electronics and robotics. The festival ended with a spectacular chemical show.

    During his working visit, Deputy Prime Minister Marat Khusnullin inspected a number of facilities and held a meeting to discuss the activities of the program for the socio-economic development of the Zaporizhia and Kherson regions, taking into account their imminent integration into the new national project “Infrastructure for Life”.

    “It also includes the construction and repair of roads. The Zaporizhia region has picked up a very good pace in their restoration. We will allocate additional funds so that several dozen kilometers are additionally repaired by the end of the year,” the Deputy Prime Minister noted.

    In Melitopol, Marat Khusnullin drove along a renovated section of Frunze Street. It was put in order to ensure safe access to School No. 23. There is also a medical facility and a manufacturing plant along the road. Then the Deputy Prime Minister stopped by Children’s and Youth Sports School No. 1. The repairs were carried out by the “Single Customer in the Sphere of Construction”. Now young athletes can train again in comfortable and modern conditions at the Youth Sports School.

    In addition, the Deputy Prime Minister discussed the regional economic development plan with the Chairman of the Zaporizhia Region Government Irina Gekht and visited the production of spare parts and units for agricultural machinery of the Melitopol Industrial Company. He noted that the enterprise has good potential for growth. In particular, it is helped in this by the status of a participant in the free economic zone, which is managed by the Territorial Development Fund.

    In the Kherson region, Marat Khusnullin and the regional governor Volodymyr Saldo paid attention to the topics of housing construction and industrial development, as well as agriculture.

    “The housing supply in the region is quite low. The task is to expand construction so that people can improve their living conditions. The second point is the economy. We see its good growth, some activity of local enterprises, we hope to increase our own tax base,” said the Deputy Prime Minister.

    At the end of his working visit, the Deputy Prime Minister inspected the renovated main building of the Kherson Technical University, where 200 students began their studies this year.

  • MIL-OSI United Nations: IOM, CAF Partner to Boost Sustainable and Inclusive Development in Latin America and the Caribbean

    New York, 23 September – The International Organization for Migration (IOM) and CAF – Development Bank of Latin America and the Caribbean have today signed a technical cooperation agreement to address migration challenges in the region while tapping into the potential of migrants to drive sustainable and inclusive development.  

    “This agreement underscores a fundamental truth: migrants are agents of change and development,” said Amy Pope, IOM Director General. “Migrants bring skills, innovation, and unique perspectives that are essential for building resilient economies and vibrant communities. Collaborating with development finance institutions like CAF helps unlock the immense potential of migration to enrich societies around the world.”  

    Signed during the 79th session of the UN General Assembly, this landmark initiative focuses on key aspects of migration management and its developmental impact. It aims to enhance local governments’ migration management capabilities, strengthen climate mobility policies and tools, analyze and disseminate information on migration’s economic impact in Latin America and the Caribbean, and foster dialogue on migrants’ economic integration.  

    “This strategic alliance between CAF and IOM marks a significant step towards understanding and leveraging migration as a catalyst for development in our region,” said Sergio Díaz-Granados, CAF’s Executive President. “We are committed to working alongside local governments, civil society organizations, and the private sector to build comprehensive solutions that benefit both migrants and their communities of origin and destination.”  

    This multidimensional and cross-cutting collaboration will enable a comprehensive approach to migration in Latin America and the Caribbean, enhancing the scope of the IOM-CAF partnership to promote sustainable and inclusive development in the region. This technical cooperation builds on a Memorandum of Understanding signed in May 2023 and aligns with the Sustainable Development Goals, the 2030 Agenda, and the Global Compact for Safe, Orderly and Regular Migration.

  • MIL-OSI China: Global agriculture conference to be held in Beijing

    The 2024 World Agrifood Innovation Conference will be held in Beijing and will feature an array of events and activities, organizers announced at a press conference on Sept. 20.

    This year’s conference, themed “Climate Change and Agrifood Systems Transformation,” is organized by China Agricultural University, the Pinggu District People’s Government of Beijing Municipality and the Beijing Municipal Bureau of Agriculture and Rural Affairs. The conference will include an opening ceremony, forums, side events and an expo. It will take place at the Beijing Jinhai Lake International Convention & Exhibition Center in Pinggu district, Beijing, from Oct. 10 to 12.

    The conference is intended to unite international experts, policymakers, industry leaders and innovators to address unprecedented challenges due to climate change, exploring strategies and solutions to make agrifood systems more resilient, sustainable and adaptive.

    Since the inaugural World Agrifood Innovation Conference in 2023, the event has received high recognition from domestic and international colleagues, being considered as one of the top three agricultural events in the world. With the goal of becoming the “Davos of agriculture,” this year’s conference has been upgraded to be a premier global gathering for agricultural science and technology innovation. 

    According to organizers, attendees will explore topics that focus on agricultural science and technology innovation, foster cooperation between industries, universities and research institutes, as well as cultivate new drivers for agricultural development. 

    Over 60 leaders and representatives from nearly 30 international organizations, including the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and the International Fund for Agricultural Development (IFAD), will participate in the conference. The FAO will also organize a Scientific Advisory Committee meeting and a youth dialogue for the UN Food Systems Coordination Hub, marking the first time the hub’s important meetings will be held in China.

    During the conference, there will be a special event on China-Africa agricultural science and technology cooperation, as well as a parallel session on China-Brazil agricultural economic and trade cooperation and green development.

    Sun Qixin, president of China Agricultural University (CAU), revealed that this year, during the conference’s World Agricultural University Presidents’ Forum, CAU will further enhance both agricultural education and agricultural science and technology collaborations between China and Africa.

    “Especially, we will promote the effective model developed by China Agricultural University in Africa over the years for the application of scientific and technological research outcomes, so as to benefit more African countries,” he said.

    Besides Chinese academic institutions’ involvement in the conference, leading scientists and heads of major institutions of the Consultative Group on International Agricultural Research (CGIAR) will also be participating. They will discuss with top Chinese agricultural scientists and entrepreneurs the potential for hosting multiple CGIAR-funded research projects in China.

    The conference will feature over 40 parallel sessions, thematic meetings and side events, fostering dialogues among scientists, educators, entrepreneurs and investors to seamlessly integrate technological innovation with industrial application. Closed-door meetings will also connect global top animal husbandry scientists with Chinese agricultural entrepreneurs to discuss technology applications within Chinese enterprises. Major announcements, including the Pinggu Declaration and key FAO and CGIAR reports on agricultural innovation, are anticipated to be released during the event.

    In addition to formal dialogues and lectures, the conference will also organize the 2024 World AgriFood Technology Expo, showcasing the latest achievements, cutting-edge technologies and innovative products in the global agrifood sector. 

    The Beijing Municipal Bureau of Agriculture and Rural Affairs foreshadowed significant commercialization achievements during the conference. Since 2023, the bureau has facilitated connections with 15 key laboratories under the Ministry of Agriculture and Rural Affairs and enabled 76 companies to launch projects in Beijing’s Pinggu district in fields like modern seed industry, smart agriculture and intelligent equipment. It was announced at the press conference that the China Agricultural Science and Technology Innovation Port in Pinggu has entered the planning and construction phase, with plans to gradually introduce more national key laboratories, creating a cluster of labs focused on agricultural science and technology innovation.

  • MIL-OSI China: China pledges joint efforts with ASEAN to build closer community with shared future

    China is willing to work with the Association of Southeast Asian Nations (ASEAN) to deepen practical cooperation and write a new chapter in building a closer China-ASEAN community with a shared future, Chinese Vice Premier Ding Xuexiang said Tuesday.

    Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when addressing the opening ceremony of the 21st China-ASEAN Expo and the China-ASEAN Business and Investment Summit in Nanning, south China’s Guangxi Zhuang Autonomous Region.

    China and ASEAN enjoy a long history of friendly relations and are good neighbors, good friends and good partners, Ding noted, adding that China and ASEAN have always been moving forward hand in hand, which has become the most successful and dynamic model of Asia-Pacific regional cooperation and a vivid example of promoting the building of a community with a shared future for mankind.

    China is advancing its efforts to build a great modern socialist country in all respects and pursue national rejuvenation through a Chinese path to modernization, which will bring great opportunities to the world, Ding said.

    China will continue to follow the principle of amity, sincerity, mutual benefit and inclusiveness in neighborhood diplomacy, deepen practical cooperation with ASEAN countries, and write a new chapter in building a closer China-ASEAN community of shared future, he added.

    Ding called on China and ASEAN countries to elevate strategic mutual trust to new heights. Efforts should be made to implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, further synergize their development strategies, and strengthen high-quality Belt and Road cooperation to better promote regional and global prosperity and stability, he said.

    He also called on China and ASEAN countries to advance open cooperation to a new level. Both sides should implement the Regional Comprehensive Economic Partnership Agreement (RCEP) with high quality, work for an early conclusion of the negotiations for version 3.0 of the China-ASEAN Free Trade Area (FTA), steadily expand institutional opening-up, and build a more stable and smooth cross-border industrial and supply chain, he added.

    China and ASEAN countries need to foster a new pattern of all-round connectivity, Ding said, urging the two sides to jointly build the New International Land-Sea Trade Corridor at a high level, and make solid progress in the development of important economic corridors and key projects.

    China and ASEAN countries should expand new areas of cooperation in science, technology and innovation, Ding said, adding that the two sides should jointly implement China-ASEAN science and technology innovation enhancement program, accelerate the construction of platforms such as joint laboratories, and ensure that more innovative achievements benefit the people of both sides.

    Ding also urged China and ASEAN countries to cultivate new highlights in mutual understanding and affinity among the people. Taking the China-ASEAN Year of People-to-People Exchanges as an opportunity, Ding said the two sides should further deepen exchanges and cooperation in culture, tourism, training, youth, and solidify the public opinion foundation of bilateral relations.

    Malaysia’s Prime Minister Anwar Ibrahim delivered a video address. Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers of Cambodia Vongsey Vissoth, Deputy Prime Minister of Laos Kikeo Khaykhamphithoune, and Deputy Prime Minister and Minister of Finance of Vietnam Ho Duc Phoc, as well as Secretary-General of ASEAN Kao Kim Hourn attended the opening ceremony and delivered speeches successively.

    After the opening ceremony, Ding toured the exhibition hall and exchanged views with the heads of the exhibitors.

         To celebrate the 75th anniversary of the founding of the People’s Republic of China and to raise public interest in planting and promote greening, the Leisure and Cultural Services Department will organise horticultural activities around the theme of “Let’s Go Green in Celebration of the National Day” from September 28 to October 1 from 10am to 6pm daily at the Arcade and the Green Education and Resource Centre of Kowloon Park. The four-day event will feature National Day planting workshops, pot-planting activities, a thematic exhibition, game stalls, talks and guided tours. All are welcome and admission is free. Visitors in traditional Chinese costumes will be given a souvenir gift.      Participants of the National Day planting workshops can enjoy the fun of pot planting under the guidance of horticulture instructors. There will be hands-on workshops for creating 3D paper flower cards, scented sachets, key holders featuring compressed flowers, and plant rubbing art, alongside game stalls with Chinese cultural elements to share with the public the joy of National Day.      A thematic exhibition entitled “Enjoy Exploring the Rich Floral World” will be held at the Kowloon Park Arcade. Flowers not only beautify the environment and brighten daily lives, but also play a crucial role in plant growth by attracting insects and birds for pollination. Different species of flowers have their own shapes and colours, which can be relied upon to distinguish plant types.      Through the exhibition, members of the public can learn more about the functions, structures, shapes, inflorescence, colours of flowers, factors affecting flowering and their uses in daily life. For instance, some flowers are edible and can be used for medicinal purposes or for making essential oil.      Three talks in Cantonese, namely “Protected Plants in Hong Kong”, “Circular Urban Planting” and “The Kaleidoscopic Floral World”, will be held at the Green Education and Resource Centre in Kowloon Park on September 28, 29 and October 1 respectively.          ​The Secretary for Commerce and Economic Development, Mr Algernon Yau, met with senior officials and business leaders in Singapore to deepen trade and economic ties, and explore collaboration opportunities on his visit to the country.      ​Mr Yau started his three-day visit on September 22. Hong Kong and Singapore have long been enjoying close and cordial bilateral trade and economic relations. Singapore is Hong Kong’s fourth-largest trading partner and largest partner among the Association of Southeast Asian Nations (ASEAN) member states in merchandise trade. Singapore is also Hong Kong’s seventh-largest investor and sixth-largest destination of outward investment.      ​During the visit, Mr Yau met with representatives from major business chambers of Singapore, including the Singapore Business Federation, the Association of Small & Medium Enterprises of Singapore, the Singapore International Chamber of Commerce and the Singapore Chinese Chamber of Commerce & Industry respectively to update them on Hong Kong’s latest development and measures on assisting enterprises in setting up businesses in Hong Kong. He also appealed to the Singaporean business sector to leverage Hong Kong’s unique advantages to explore the vast opportunities in the Mainland market, particularly the Guangdong-Hong Kong-Macao Greater Bay Area.      ​Meanwhile, Mr Yau had a lunch meeting with the Deputy Prime Minister and Minister for Trade and Industry of Singapore, Mr Gan Kim Yong, yesterday (September 23) to discuss various trade and economic issues and exchange views on the regional economic landscape. Mr Yau expressed gratitude to the support from Singapore for Hong Kong’s application for joining the Regional Comprehensive Economic Partnership (RCEP). He noted that Hong Kong always treasures Singapore as a valuable economic partner both on its own and as a member of the ASEAN family. By joining the RCEP, Hong Kong can contribute to the wider and deeper economic co-operation and integration in the region.      ​Mr Yau also paid a courtesy call on the Chinese Ambassador to Singapore, Mr Cao Zhongming, to update him on the latest situation of Hong Kong. He then had dinner with Hong Kong entrepreneurs and executives working in Singapore with a view to understanding their work and lives.      ​Mr Yau today (September 24) met with the Chairman of the Singapore Economic Development Board, Mr Png Cheong Boon, to learn about the latest developments of Singapore and exchange views on investment promotion. Welcome to Hong Kong and the 5th Belt and Road Initiative Tax Administration Cooperation Forum.      I am grateful to the organisers, the Belt and Road Initiative Tax Administration Cooperation Mechanism, or BRITACOM – this year celebrating its fifth anniversary – and to our Inland Revenue Department. BRITACOM was created, in 2019, to promote tax administration co-operation among the widespread jurisdictions of the Belt and Road Initiative.      The Belt and Road Initiative, as you are well aware, was proposed by President Xi Jinping in 2013. As the Initiative ushers in its next golden decade, so has BRITACOM, a key co-operation mechanism that has facilitated people-to-people exchanges and promoted mutual understanding along the Belt and Road.      Today, BRITACOM counts 37 Council Members and more than 30 observers – including tax administrations and international organisations.      And this Forum, the annual international forum of BRITACOM, is a must-attend event. This year’s three-day gathering has attracted some 400 high-level representatives from nearly 30 jurisdictions. You are officials of tax administrations, tax specialists, academics and professionals from around the world.      This year’s theme – “Deepening Tax Administration Cooperation for High-Quality Belt and Road Development” – speaks clearly of today’s complex world and the heightened need for connectivity among us.      Hong Kong, China is honoured to host this year’s Forum and connect Belt and Road economies together in our global community of shared future. I am grateful for the State Taxation Administration’s support in our efforts.      Hong Kong plays an active role in the Belt and Road. And we are committed to the good work of BRITACOM, as a member tax administration of the mechanism.      Under the unique “one country, two systems” principle, Hong Kong connects both the global advantage and the China advantage in a single city. As a special administrative region of the People’s Republic of China, we are a separate customs territory and practise an independent taxation system. We are a founding member of the World Trade Organization and participate in international organisations and trade agreements using the name “Hong Kong, China”.      As the only common law jurisdiction within China, our legal system in the business realm resembles that of most major international financial centres. Our robust legal system is backed by such long-standing institutional strengths as the free flow of information, capital, goods and people, low and simple tax system, and highly open and internationalised market. Together, they ensure our strategic role as a “super connector” and a “super value-adder” between the Mainland and the rest of the world.      It helps, and enormously, that Hong Kong is a trusted international centre for finance and trade. In the latest World Competitiveness Yearbook, published by the International Institute for Management Development (IMD), Hong Kong placed fifth, up two positions over last year’s ranking.       According to the Yearbook, we came first in the Asia-Pacific region in “tax policy” and second worldwide. And we topped the world in “international trade” and “business legislation”.      Crucial to Hong Kong’s development is our talent. As the only city in Asia that has as many as five universities in the world’s top 100, Hong Kong boasts a strong pool of multi-talented and hard-working professionals. That’s why in the latest World Talent Ranking, published last week also by the IMD, we ranked number nine in the world, rising visibly from 16 last year. We were among the global top five in the availability of finance skills, effectiveness of management education, and remuneration of management. I am proud of the achievement of our talent, and our city.      Hong Kong is a pivotal player in such national strategies as the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative. Indeed, just two weeks ago, we hosted our annual Belt and Road Summit, drawing some 6 000 high-profile individuals from about 70 countries and regions. The Summit, which next year turns 10, has been recognised by the Central Government as a key global gathering for advancing economic, trade and investment co-operation along the Belt and Road.       Economic globalisation, digitalisation and evolving business models demand a co-operative approach. By deepening collaboration, we can, working together, create an equitable, efficient and sustainable system that benefits us all.       Indeed, tax administration plays a crucial role in ensuring sustainable development. Efficient tax systems provide the essential resources for the delivery of public services and infrastructure.       Hong Kong believes that transparent and fair tax policies could foster trust among investors, governments and taxpayers.      As a champion of free and multilateral trade, Hong Kong, I’m pleased to add, supports the co-ordinated efforts of the international tax community, actively engaging in initiatives designed to bring economies together.      We take pride in having signed 50 Comprehensive Avoidance of Double Taxation Agreement since 2003. And more than 60 per cent of these agreements were signed with jurisdictions participating in the Belt and Road.       These agreements play a vital role in strengthening economic ties and promoting cross-border trade and investment. They enable closer tax co-operation between governments, aligning our practices with global standards.        We are, let me add, committed to expanding our tax treaty network, particularly with economies along the Belt and Road.       And I am pleased to announce that Hong Kong and Türkiye will sign a Comprehensive Avoidance of Double Taxation Agreement later at this Forum.      This milestone is another tangible illustration of Hong Kong’s determination to expand our tax treaty network. It also highlights our commitment to boosting ties and relations with Belt and Road economies.       Alongside our long-standing institutional strengths, we are increasingly employing technology to enhance taxpayer services and improve compliance.      And we are pleased to share our digital tax administration experience with Belt and Road jurisdictions – with each one of you. Much of tomorrow morning’s Forum, let me add, will focus on promoting the digitalisation of tax administration.       I am confident you will find this Forum instructive, inspiring and rewarding, whatever your sector, profession or interest.        I’m confident, too, that you will find Hong Kong equally rewarding over these next several days. This Forum is just one of more than 200 major events we’re hosting this year for visitors from around the world.   • MIL-OSI Security: Gunmen who shot at four year old girl sentenced thanks to Met specialist teams

    Two men with affiliations to the Manor House street gang in Hackney have been jailed following an investigation by Met specialist officers.

    Jordan Shaw, 20, (25.10.2003) of Green Lanes was sentenced to twenty-one years for two counts of possession of a firearm and ammunition with intent to endanger life, conspiracy to commit murder and attempted murder.

    Joshua Fraser, 19, (21.1.2005) of King Edwards Road was sentenced to fourteen years for possession of a firearm and ammunition with intent to endanger life and conspiracy to commit murder.

    Both Shaw and Fraser took part in a ‘ride out’ into opposition gang territory in the Shrubland Road, E8, area of Hackney where they shot at a car they thought belonged to a rival gang. However, the car belonged to a family with no connection to gang members, and a 13-year old boy and four-year old girl were inside at the time of the shooting. Fortunately, nobody was injured during the incident.

    Shaw was subsequently involved in a shooting on Stoke Newington High Street, N16, in which three shots were fired towards a victim who sustained a single gunshot wound to the arm.

    The Met’s specialist firearms teams carried out round the clock investigations into Shaw and Fraser before arresting them at their home addresses on 31 May 2023 and 4 October 2023 respectively.

    The Met Police Specialist Crime units are working with borough colleagues to dismantle serious and organised crime groups that pose the greatest harm to London’s communities. Last year 386 illegal firearms were seized across the capital, equal to more than one a day. Between April 2023 and March 2024 there was a reduction in the number of firearms offences from 196 to 145.

    Andrea Ireland, Detective Chief Inspector, Specialist Crime North, said:

    “Following exhaustive investigative enquiries by Specialist Crime Trident officers we have taken two extremely dangerous men off the streets. Our Specialist Crime Proactive teams also recovered the firearm used in the gang-related activity in Hackney and which was subsequently found to have been used in eleven previous discharges in London.

    “This vital work has no doubt had a significant impact in safeguarding our local community and securing justice for victims which included very young children.”

    The sentencing took place at Snaresbrook Crown Court on Tuesday, 3 September 2024.

    The Metropolitan Police Service is building a New Met for London which aims to engage with communities, foster trust, and combat crimes including firearms offences. The Met’s response to firearms offences demonstrates our commitment to improving safety and security across the capital. Through prioritising community engagement and targeted interventions, the Met’s innovative approach represents a significant stride towards creating a safer environment for all Londoners.
