    CHENGDU, June 28 (Xinhua) — Four giant pandas born in Japan arrived in Chengdu, southwest China’s Sichuan Province, on Saturday evening.

    Upon arrival, the four bears – 24-year-old female Liangbang (Japanese name Raukhin) and her three daughters, 8-year-old Jiebang (Japanese name Yuyin), 6-year-old Caibang (Japanese name Saihin) and 4-year-old Fengbang (Japanese name Fuhin) – were quarantined at the Chengdu Research Base of Giant Panda Breeding.

    To ensure the pandas’ safe and unhindered return, the Japanese side organized special transportation, with Chinese experts traveling to Japan before departure to learn about their habits and living conditions. Both teams also accompanied the animals back to China.

    At the Chengdu base, in turn, quarantine equipment, food and personnel were prepared so that the pandas could quickly adapt to the new environment and successfully endure the quarantine period.

    In 1994, China launched a panda breeding cooperation program with Adventure World, an amusement park in the coastal city of Shirahama in Japan’s Wakayama Prefecture. During this time, the two countries’ joint efforts have produced 17 panda cubs and created the largest captive-bred population of giant pandas abroad, known as the “Ban family (Japanese name: Hin).”

    Over the years, China and Japan have established a strong partnership and made significant achievements in the conservation and breeding of giant pandas, care of their cubs, treatment of diseases specific to this species, scientific and technical exchanges, and public education about the giant panda. –0–

    overnor Kathy Hochul today announced a $6 million State investment to replace the Long Building at the North Elba Showgrounds in Lake Placid, ensuring the continued success of the internationally recognized Lake Placid and I Love New York Horse Shows. The Governor made the announcement during the 55th annual horse shows, which generate $17.9 million in economic activity and support 164 jobs in the Adirondack region.

    “I’ll always remember visiting Lake Placid as a kid and experiencing the wonders of this community, and it’s those experiences — shared by residents and tourists alike — that make investments like this one in the North Elba Showgrounds so important,” Governor Hochul said. “This facility will create jobs and spur economic activity for generations of North Country residents, and I look forward to seeing the community grow alongside it into a brighter future.”

    The funding, which will be administered by the Dormitory Authority of the State of New York (DASNY), will enable the complete replacement of the aging Long Building, a central facility used for spectator services, catering and event operations during the two-week horse show. The modern facility will provide improved amenities, accessible features, and flexible space to support year-round community programming including Camp Placid, a youth summer program.

    The North Elba Showgrounds have hosted the Lake Placid and I Love New York Horse Shows for 54 years, with the event spanning the July 4 holiday period. Recent facility assessments determined that without significant infrastructure improvements, the venue risked losing its ability to attract top-tier competitors and maintain its international standing in equestrian sport.

    The horse shows represent a significant economic engine for the Adirondack region, generating $17.9 million in total economic impact annually. This includes $13.9 million in direct spending, $2.8 million in state and local tax revenue and support for 164 total jobs. Visitors spend $12.2 million on lodging, dining, retail and entertainment throughout the region during the two-week event.

    The project is part of a comprehensive two-phase renovation of the showgrounds designed to meet international competition standards. Phase One, completed this year with $2.1 million in investments from the Town of North Elba and Lake Placid Horse Show Association, included arena improvements, new all-weather competition footing, and infrastructure upgrades. Phase Two is anticipated to begin following the conclusion of this year’s horse shows in July, with the new Long Building planned for completion ahead of the 2026 season.

    The Long Building serves multiple functions beyond the annual horse shows. Throughout the year, it hosts community events and provides essential infrastructure for other activities at the showgrounds, including serving as a staging area for Olympic Regional Development Authority events at the nearby ski jumps, home to the 1980 Olympic Torch.

    The new facility will feature modern amenities including accessible restrooms, a commercial kitchen, emergency shelter capabilities and flexible space designed to accommodate both large-scale equestrian events and smaller community gatherings. The building will be constructed to current code standards with enhanced fire safety features and ADA compliance.

    DASNY President and CEO Robert J. Rodriguez said, “DASNY is proud to administer this important investment in Lake Placid’s tourism infrastructure. The North Elba Showgrounds project exemplifies how strategic capital investments can preserve economic drivers while enhancing community assets for generations to come.”

    The Lake Placid and I Love New York Horse Shows attract competitors and spectators from across North America and internationally, drawing riders who participate in major competitions including the Olympics and World Equestrian Games. The event strengthens Lake Placid’s reputation as a premier destination for both winter and summer sports, building on the community’s Olympic legacy.

    BEIJING, June 28 (Xinhua) — China firmly opposes any country entering into trade deals with the United States that harm Chinese interests in exchange for so-called “duty relief,” a spokesman for the Ministry of Commerce said Saturday.

    “If such a situation arises, China will not tolerate it and will take decisive countermeasures to protect its legitimate rights and interests,” the official said in response to a media question regarding the US’s recent trade negotiations with other countries.

    “Since April, the United States has been imposing so-called ‘mirror tariffs’ on its trading partners. This is a typical act of unilateral bullying that seriously undermines the multilateral trading system and disrupts the normal order of international trade,” he said, adding that China has consistently and firmly opposed such practices.

    China welcomes other countries’ efforts to resolve trade differences with the US through consultations on an equal footing, but also calls on all parties to always adhere to fairness and justice, stay on the right side of history, and firmly safeguard international economic and trade rules and the multilateral trading system, the spokesperson said.

    “Reality proves that only by firmly defending its principles and positions can a country truly protect its legitimate rights and interests,” the official representative of the Chinese Ministry of Commerce summed up. –0–

    TEHRAN, June 28 (Xinhua) — Iran held state funerals on Saturday for military commanders and nuclear scientists killed during the 12-day conflict with Israel.

    The ceremony was attended by the families of those killed in the attacks, as well as senior Iranian officials and military commanders, including President Masoud Pezeshkian, Judiciary Chief Gholam-Hossein Mohseni-Ejei, Parliament Speaker Mohammad Bagher Ghalibaf, Foreign Minister Abbas Araqchi and senior adviser to Iran’s Supreme Leader Ali Shamkhani, who was seriously wounded in Israeli airstrikes on Tehran.

    On June 13, Israel launched a series of massive airstrikes on various areas of Iran, including nuclear and military sites, killing several high-ranking commanders, nuclear scientists, and civilians. Iran responded with several waves of missile and drone attacks on Israel.

    After a 12-day war, a ceasefire was signed between Iran and Israel on June 24.

    During the funeral ceremony, Iranian Interior Minister Eskandar Momeni noted that the United States and Israel have proven their inability to fulfill any of their commitments.

    He stressed that the Iranian armed forces remain on high alert and are ready to give a decisive response to any “malicious actions” or breach of promises by the “enemy.”

    VILNIUS, June 28 (Xinhua) — Lithuania, Latvia and Estonia on Friday formally submitted notifications to the UN Secretary-General on their withdrawal from the Ottawa Convention banning anti-personnel mines.

    The three Baltic states cited changing national security needs as the main reason for their coordinated decision to withdraw from the convention, which bans the use, stockpiling, production and transfer of anti-personnel mines.

    Lithuanian Foreign Minister Kęstutis Budrys announced the move on Friday on the social media platform X. “Today, Lithuania officially notified the UN Secretary General of its withdrawal from the Ottawa Convention. This decision was not taken lightly,” said K. Budrys.

    The Latvian Foreign Ministry noted that the security situation in the region has changed significantly since Latvia joined the convention. “Withdrawal from the Ottawa Convention will provide Latvia with the flexibility to act to strengthen deterrence and ensure the protection of the country and its population,” the Foreign Ministry said.

    “By withdrawing from the Ottawa Convention, the Estonian Defence Forces will be able to more flexibly choose the weapons systems, means and methods necessary to strengthen the country’s defence capability,” said Estonian Foreign Minister Margus Tsahkna.

    The Ottawa Convention banning anti-personnel mines was signed in 1997 and entered into force in 1999. Lithuania, Estonia and Latvia acceded to the convention in 2003, 2004 and 2005, respectively.

    In recent months, the three Baltic countries have carried out internal legislative procedures to facilitate their withdrawal from the convention.

    According to European media, Poland and Finland have also launched procedures to withdraw from the convention.

    Under the convention’s rules, the withdrawal will take effect six months after the UN secretary general receives formal notification from each country. –0–

    SPEED is part of DEP’s ongoing permit modernization effort. Through SPEED, permit applicants for select permits will be able to use DEP-approved qualified contractors to conduct initial reviews of applications for expedited review. DEP staff will review recommendations from the qualified contractor and make the decision to approve or deny the permit or issue a technical deficiency letter to the applicant.

    While borrowing remains essential for development, Mohammed noted, “Today, borrowing is not working for many developing countries. Over two thirds of our low-income countries are either in debt distress or at a higher risk of it.”

    The human cost is mounting. “3.4 billion people live in countries that spend more on interest payments than on health or on education,” she added.

    Mohammed described the debt crisis as “silent” for two reasons, “First, the crisis doesn’t impact the lives or economies of those in advanced economies… But second – among global policy makers, there’s a striking reluctance to allow or acknowledge the crisis for what it is.”

    In response, the Secretary-General last December appointed an expert group to chart a way forward. “Today we publish their recommendations,” Mohammed announced. “The report makes the case that an end to the debt crisis is entirely feasible if opportunities are seized.”

    The proposed actions, she emphasized, are “not only moonshots, but politically and technically viable,” offering both short-term relief and long-term access to affordable financing.

    BEIJING, June 28 (Xinhua) — China’s National Development and Reform Commission on Saturday allocated an additional 100 million yuan (about 13.96 million U.S. dollars) from the central budget to support disaster relief and reconstruction efforts in flood-hit Guizhou Province in southwest China.

    The department said that, along with the initial 100 million yuan allocated on June 25, the total amount of aid funds has reached 200 million yuan.

    They will support the emergency restoration of infrastructure and public services in Guizhou, especially in the severely affected counties of Rongjiang, Congjiang and Sandu, to facilitate the resumption of normal production and daily life as soon as possible.

    Guizhou province has been hit by severe flooding in recent days due to incessant downpours, with repeated flooding in Rongjiang County prompting local authorities to re-introduce the highest-level flood alert under the nation’s four-tier system from 12:30 p.m. Saturday. –0–

    G7 reach agreement on global minimum tax

    UK businesses to benefit as G7 reach agreement on global minimum tax.

    • The Chancellor and G7 plot path forward on global minimum tax and tackling of aggressive tax planning and avoidance.  
    • UK businesses spared from higher taxes after removal of Section 899 from the One Big Beautiful Bill. 
    • Chancellor acted swiftly on concerns about those potential impacts by committing to work with international partners to find a negotiated solution.

    UK businesses will benefit from greater certainty and stability as the UK reached a common understanding with G7 partners on international tax rules.  

    The agreement addresses how the US and global minimum tax rules will interact with a view to supporting the common objective of tackling multinational tax avoidance and creating a more stable international tax system. 

    The agreement has helped secure the removal of Section 899 from the One Big Beautiful Bill which could have led to substantial additional tax on UK business.  

    Talks to address US concerns on the global minimum tax can now continue without the backdrop of this new retaliation measure. 

    The removal of section 899 follows UK businesses having voiced significant concerns to the Chancellor in recent weeks. Rachel Reeves committed to work with international partners to find a solution and has raised business concerns in her recent engagement with US Secretary to the Treasury Scott Bessent. 

    Today’s statement will support the stability required for businesses to have confidence to invest in the UK and create jobs, as part of the government’s Plan for Change. 

    It follows the Prime Minister’s launch of the Trade Strategy this week which set out Britain’s trade priorities with a mission to open more doors for business and deliver growth, and recent trade deals with India, the EU and the US. 

    Chancellor of the Exchequer Rachel Reeves said: 

    “I will always represent the best interests of British businesses on the world stage. Today’s agreement provides much-needed certainty and stability for those businesses after they had raised their concerns.  

    “The G7 agrees there is work to be done in tackling aggressive tax planning and avoidance and ensuring a level-playing field. The right environment for this work to happen is without the prospect of retaliatory taxation hanging over these talks, so the removal of Section 899 is welcome.”

    The G7 have reached agreement on a path forward for the global minimum tax and Pillar 2 of the G20 / OECD Inclusive Framework project on Base Erosion and Profit Shifting. 

    The agreement seeks to maintain the core objectives of Pillar 2 – combatting multinational tax avoidance—while promoting a stable global tax environment that supports fair competition. Recent discussions have considered U.S. Treasury concerns with the application of the rules alongside the U.S minimum tax system. 

    G7 partners have reached an understanding on a possible solution that would allow the US minimum tax system to operate alongside the Pillar 2 rules but take steps to ensure any substantial risks with respect to the level playing field or base erosion and profit shifting are addressed. 

    The G7 will now discuss and develop this understanding, and the principles upon which it is based, within the Inclusive Framework of over 140 countries and jurisdictions, while making clear that the removal of proposed retaliatory tax measures in U.S. legislation is essential for this further progress to be made. 

    Through engaging in constructive discussions on the global minimum tax, the Chancellor is preserving its objective to target multinational tax avoidance while protecting the stability of the international tax system for British business.  

    The UK government will continue business engagement and work with international partners to develop the proposal agreed by the G7. 

    Rain Newton-Smith, Chief Executive, CBI, said: 

    “The US commitment to drop retaliatory tax measures proposed in the One Big Beautiful Bill removes a major source of uncertainty for UK-headquartered multinationals. The CBI has been clear – there are no winners in an economic standoff. Avoiding disruption to transatlantic investment, financial flows and jobs benefits both the US and UK economies. 

    “While uncertainty remains around the Bill’s final passage and other potential Congressional actions later down the line alongside the UK’s Digital Services Tax under scrutiny – the UK government has rightly defended British business interests and our national sovereignty. HM Treasury’s handling of a challenging negotiation process stands out for its openness and sustained engagement with industry. 

    “Looking ahead, global tax rules must now be rebalanced through multilateral agreement while ensuring UK companies remain competitively positioned. This is a pivotal opportunity for the OECD to deliver a genuinely simpler, fairer regime – one that goes much further in reducing excessive compliance burdens and upholds a level playing field for all.”

    Earlier this year the U.S. Secretary of the Treasury outlined the United States’ concerns regarding the Pillar 2 rules agreed by the OECD/G20 Inclusive Framework on BEPS and set out a proposed ‘side-by-side’ solution under which U.S. parented groups would be exempt from the Income Inclusion Rule (IIR) and Undertaxed Profits Rule (UTPR) in recognition of the existing U.S. minimum tax rules to which they are subject.

    Following discussions on this issue – which were informed by analysis of the respective minimum tax regimes, including consideration of recently proposed changes to the U.S. international tax system based on the Senate amendment of H.R. 1 (introduced June 16, 2025), the One Big Beautiful Bill Act (OBBBA), the removal of section 899 in the Senate version of the OBBBA, and consideration of the success of Qualified Domestic Minimum Top-up Tax (QDMTT) implementation and its impact – there is a shared understanding that a side-by-side system could preserve important gains made by jurisdictions in the Inclusive Framework in tackling base erosion and profit shifting and provide greater stability and certainty in the international tax system moving forward.

    This understanding, which builds on our continued commitment to collaborate jointly through the Inclusive Framework to address the potential risks of base erosion and profit shifting, is based on the following accepted principles:

    • A side-by-side system would fully exclude U.S. parented groups from the UTPR and the IIR in respect of both their domestic and foreign profits.
    • A side-by-side system would include a commitment to ensure any substantial risks that may be identified with respect to the level playing field, or risks of base erosion and profit shifting, are addressed to preserve the common policy objectives of the side-by-side system.
    • Work to deliver a side-by-side system would be undertaken alongside material simplifications being delivered to the overall Pillar 2 administration and compliance framework.
    • Work to deliver a side-by-side system would be undertaken alongside considering changes to the Pillar 2 treatment of substance-based non-refundable tax credits that would ensure greater alignment with the treatment of refundable tax credits. 

    Delivery of a side-by-side system will facilitate further progress to stabilize the international tax system, including a constructive dialogue on the taxation of the digital economy and on preserving the tax sovereignty of all countries.

    We recognize that these issues have relevance to a wider group of jurisdictions and look forward to discussing and developing this understanding, and the principles upon which it is based, within the Inclusive Framework with a view to expeditiously reaching a solution that is acceptable and implementable to all.

    We also recognize that the removal of section 899 is crucial to this overall understanding and to providing a more stable environment for discussions to take place in the Inclusive Framework.

    According to the department, the tragedy occurred near Kolomna, in the area of the village of Panovo. The Yak-18 crashed in a field and caught fire.

    TEHRAN, June 28 (Xinhua) — Iranian Foreign Minister Abbas Araqchi said on Saturday that if U.S. President Donald Trump is sincere in his desire to reach an agreement with Tehran, it should abandon its “disrespectful tone” toward Iran’s supreme leader.

    The diplomat made the statement in a post on the X social network, condemning the American leader for repeatedly using “disrespectful” language in his remarks about Iran’s Supreme Leader Ayatollah Ali Khamenei.

    “If President Trump really wants to make a deal, he should drop his disrespectful and unacceptable tone towards Iran’s Supreme Leader and stop hurting millions of his sincere followers,” Araqchi said, noting that “goodwill begets goodwill, and respect begets respect.”

    “The complexity of the Iranian character and tenacity are well known from our magnificent carpets, woven through countless hours of hard work and patience,” he stressed, adding that, however, “the basic principle of our people is very simple and clear: we know our worth, value our independence and never allow anyone else to decide our destiny.”

    Since April, with the assistance of Oman, delegations from Iran and the United States have held five rounds of indirect talks on the issue of Tehran’s nuclear program and the lifting of American sanctions against it.

    However, talks were suspended earlier this month after Israel launched airstrikes on Tehran and other parts of the country. –0–

    Tashkent, June 28 (Xinhua) — In the context of global challenges related to climate change and ecosystem degradation, combating desertification and promoting a “green” transition have become the most important state tasks for Uzbekistan, Dean of the Faculty of Economics of the Berdakh Karakalpak State University, Associate Professor Kishibay Kudiyarov said in an interview with Xinhua.

    According to him, against the backdrop of the Aral Sea environmental crisis, the country is deeply aware that environmental safety is an integral part of national security. In this key area, China is seen as a reliable partner with valuable practical experience in green technologies, environmental management and sustainable development.

    “In recent years, Uzbekistan and other Central Asian countries have made significant progress in cooperation with China in combating desertification and restoring vegetation,” the expert noted. In particular, in the Aral Sea region, experts from the two countries are jointly conducting research, introducing technologies for planting salt-resistant plants and adaptive agriculture. These measures not only improve the environmental situation, but also contribute to raising the standard of living of the population, confirming the sustainability of the “green” partnership.

    K. Kudiyarov emphasized that a new agenda of “green” interaction is being formed within the framework of the “Belt and Road” initiative between the Central Asian countries and China. He drew attention to the development of wind and solar energy projects, as well as the growing interest in investing in “green” finance and environmental initiatives. All this contributes to the region’s transition to a low-carbon and sustainable development model.

    The expert also noted that the concept of “ecological civilization” promoted by China has acquired special significance and has become an example for the entire region. China’s “green” development model not only serves as a guideline in the field of environmental protection, but also provides Central Asian countries with effective tools for achieving a balance between economic growth and nature conservation,” he emphasized.

    Optimistically assessing the prospects for further cooperation, K. Kudiyarov expressed Uzbekistan’s readiness for even deeper institutional interaction with China in the fight against desertification and promoting the “green” transition. “Whether it is scientific cooperation, the development of regional standards or environmental education, we are ready to promote the construction of the “green” Silk Road” together with China and contribute to environmental safety and sustainable development of the entire Central Asian region,” he concluded. -0-

    £800,000 to support business creation and growth.

    A pipeline of programmes to build entrepreneurial ambition, capability and networks for Scotland’s current and future entrepreneurs will be delivered with investment from the Scottish Government’s Ecosystem Fund.

    A total of 28 projects will deliver initiatives in 2025/26. They range from inspiring school pupils to helping businesses realise international growth.

    They include:

    • Women’s Enterprise Scotland, offering a 10-week programme for women entrepreneurs to address women’s constrained access to finance.
    • Galashiels Soup, which will offer community micro-grant events in Scottish Borders
    • SGDA Games Accelerator, Scotland’s first games-specific accelerator to address the unique challenges faced by games companies in product development, financing and marketing.

    A new, fully digital application process used by the Fund’s delivery partner, Inspirent, this year means that awards have been made just a few weeks after more than 300 applications were received, meaning programmes can be delivered sooner and for longer during the financial year.

    Nearly £100,000 of additional funding has been awarded to projects in response to demand to the Fund.

    Deputy First Minister Kate Forbes said:

    “Scotland has always been a nation of innovators and these projects will build the infrastructure, networks and support systems that our entrepreneurs need to thrive, creating lasting change that goes far beyond individual businesses.

    “The Ecosystem Fund sits at the heart of the Scottish Government’s £30 million record investment in entrepreneurship – the biggest commitment we’ve ever made to establishing Scotland as one of Europe’s leading start-up economies.

    “The exceptional response to this year’s Fund demonstrates the vibrant entrepreneurial energy that exists across Scotland. I am proud not just to be supporting projects, but investing in the entrepreneurial talent that is the backbone of our economy.”

    Chief Entrepreneur Ana Stewart said:

    “It’s extremely encouraging to see the quality and diversity of applications received. What’s particularly reassuring is to see the new digitised process working effectively, streamlining and achieving a shorter and simpler process for applicants ensuring funds reach them much earlier.   • MIL-OSI China: China allocates another 100 mln yuan to aid flood-hit Guizhou

    BEIJING, June 28 — China’s top economic planner has allocated an additional 100 million yuan (about 13.96 million U.S. dollars) in central budget funds to support emergency response and recovery work in flood-hit Guizhou Province.

    This follows an initial 100 million yuan that was allocated on June 25, raising total funds to 200 million yuan, the National Development and Reform Commission said on Saturday.

    The funds will support the post-disaster emergency recovery of infrastructure and public services in Guizhou, particularly in counties that have been severely affected, including Rongjiang, Congjiang and Sandu, to help restore normal life and production as soon as possible.

    Guizhou has recently experienced severe flooding due to persistent rainstorms, and returning flooding in Rongjiang County has prompted local authorities to re-activate the country’s highest-level emergency flood response, effective from 12:30 p.m. Saturday.

    MINNESOTA – Today we lay to rest two incredible Minnesotans who we lost too soon. While I was able to meet with the family and join thousands of Minnesotans at the Capitol yesterday to pay my respect, potential votes later today and the gravity of the budget bill before the Senate do not allow me to attend the funeral in person. My husband John will be there and I will be watching the service by live stream. My statement:
    “I join the state and the country in honoring our beloved friends Melissa and Mark Hortman. In speaking with their children Sophie and Colin yesterday at the Minnesota Capitol, I know that their Melissa and Mark’s legacy of goodness and service to others is in the best of hands. 
    “Between the two of them, Melissa and Mark represented the best of leadership and citizenship. They met as volunteers working to help kids, and that dedication to serving others never wavered. Because of Melissa’s tenacity as a legislator, Minnesota kids get free school lunch, Minnesota parents get paid leave to care for their newborns, and our state is on track to achieve 100% clean energy. Mark’s friends knew him for his love of nature and of trying new things. Whether he was repairing cars, brewing beers, or woodworking, it was clear he enjoyed building things and making them better. Melissa and Mark had no greater joy in their lives than their two children, who loved them fiercely.
    “Sophie and Colin said that the best way to honor their parents is ‘to do something, whether big or small, to make our community just a little better for someone else.’ I can think of no better way to honor Melissa and Mark.”

    overnor Kathy Hochul today announced that the draft 2050 New York State Transportation Master Plan, which will shape the development of New York’s transportation infrastructure for the coming decades, is now available for the public to review. The New York State Department of Transportation (NYSDOT), in partnership with transportation agencies across the state, drafted this forward-looking plan and is now seeking input from the public to help inform the completion of the final document planned for later this summer. Members of the public are encouraged to review the draft plan and attend one of two virtual public forums planned for July 8.

    “New York State is making historic investments to rebuild our infrastructure to meet the challenges of the 21st Century and we want to keep this momentum going well into the future,” Governor Hochul said. “I encourage everyone to read this draft master plan and offer their feedback so that we can ensure that New Yorkers get a transportation network that meets their needs, not only for today but in the decades to come as well.”

    NYSDOT recognizes that transportation is about more than infrastructure — it is about people, places and experiences. Every day, millions of New York residents and visitors rely on the State’s network of roads, public transit, bicycle trails, and sidewalks to access jobs, education, health care and recreation. New York’s highways, railways, airports and ports support the movement of essential products and goods and connect communities across the state and the world. Decisions about transportation today will have long-lasting impacts.

    At the same time, rapid change is occurring and there are new challenges and issues to consider — such as travel behavior changes, new technology advancements and more extreme weather resulting from climate change. As a result, there is a vital need to look beyond specific transportation projects today and create a holistic vision for the future of transportation in our communities.

    The draft New York State Transportation Master Plan lays out a vision for “community-centered transportation” throughout New York State with an outlook to 2050. It identifies policies and priorities to support thriving communities, economic vitality, a clean and healthy environment, and other community-based goals. Specifically, it:

    • Describes New York’s existing transportation system and how it is performing;
    • Discusses key trends and issues affecting transportation that are anticipated to be important in the future;
    • Identifies transportation goals, objectives and performance measures for tracking progress; and
    • Defines strategic directions, policies and priorities for New York State’s multimodal transportation system

    Input from the public is vital to ensure that the plan addresses the transportation needs of all state residents and visitors. Members of the public are encouraged to visit the New York State Transportation Master Plan 2025 website to review the draft document, provide feedback and register for future updates. Information is also available on the website about how to register for virtual public forums that are planned for Tuesday, July 8, from 1 p.m. to 2 p.m., and from 6:30 p.m. to 7:30 p.m.

  • MIL-OSI Africa: Afreximbank Appoints Dr. George Elombi as Next President

    The shareholders of the African Export-Import Bank (Afreximbank) (www.Afreximbank.com) have appointed Dr. George Elombi as the next President and Chairman of the Board of Directors of the continental financial institution. He becomes the fourth President to lead the Bank since its establishment in 1993.

    His appointment was one of the key decisions of the 32nd Afreximbank group annual meetings and associated events held in Abuja, Nigeria, from 25 to 28 June, with the formal annual general meeting of shareholders taking place on Saturday, 28 June 2025.

    He succeeds Professor Benedict Oramah, who has served as President and Chairman of the Board of Directors since 2015, and who will be stepping down in September 2025.

    A Cameroonian national, George Elombi has been with Afreximbank since 1996, joining as a Legal Officer. He rose through the ranks to become Executive Vice President, Governance, Legal and Corporate Services. Over his nearly three decades at the Bank, he has served as Director and Executive Secretary (2010–2015); Deputy Director, Legal Services / Executive Secretary (2008–2010); Chief Legal Officer (2003–2008); and Senior Legal Officer (2001–2003). 

    Prior to joining Afreximbank, he taught law at the University of Hull, United Kingdom.

    Dr. Elombi played a pivotal role in establishing Afreximbank group’s structure, including the formation of key subsidiaries that have expanded the Bank’s capacity to deliver on its mandate. As Chair of the Emergency Response Committee, he led the Bank’s response to the COVID-19 crisis, mobilising over $2 billion for vaccine acquisition and deployment across African and Caribbean nations. Under his supervision of the Equity Mobilisation and Investor Relations department, the Bank’s total ordinary equity mobilised amounted to USD 3.6 billion as at April 2025. 

    In his acceptance speech, Dr. Elombi expressed a deep commitment to the Bank’s mission and future, stating:

    Dr. George Elombi holds a Master of Laws (LL.M.) from the London School of Economics, University of London, and a Ph.D. in commercial arbitration from the same university. He obtained a ‘Maitrise-en-Droit’ from the University of Yaoundé in 1989.

    His appointment followed a rigorous selection process initiated in January 2025, which included a global call for applications published in international media and on the Afreximbank website. Shortlisted candidates were interviewed by an international human resource executive search firm. The top candidates were presented to the Board of Directors, which recommended Dr. Elombi to the General Meeting of Shareholders for final approval.

    Under the Afreximbank Charter, a president is appointed by the general meeting of shareholders upon the recommendation of the Board of Directors for a term of five years, renewable once.

    BEIJING, June 28 (Xinhua) — With the approval of the Central Military Commission, a PLA naval flotilla led by the aircraft carrier Shandong will visit the Hong Kong Special Administrative Region (SAR) from July 3 to 7, an official statement said Saturday.

    HONG KONG, June 28 (Xinhua) — He Zhuguo (Ho Tsu-kwok), a prominent Hong Kong businessman involved in tobacco and media businesses, died of illness at the age of 77 on June 11 in the Hong Kong Special Administrative Region (SAR), an official statement said Saturday.

    He Zhuguo, born in Shanghai in June 1949, was chairman of the Hong Kong Tobacco Company Limited and chairman of the Sing Tao News Corporation Limited.

    He was a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and a member of the Bureau of the CPPCC National Committee.

    He Zhuguo is a renowned patriotic businessman and “a close friend of the Communist Party of China,” the statement said, adding that He Zhuguo loved the country and Hong Kong, firmly supported the policy of “one country, two systems” and the Basic Law of the Hong Kong Special Administrative Region, and supported the Hong Kong Special Administrative Region’s efforts to implement law-based governance.

    He played an important role in ensuring Hong Kong’s smooth transition, its return to the bosom of the motherland, and the prosperity and stability of Hong Kong, the statement said.

    He Zhuguo also supported the country’s reform and opening up and actively participated in economic development and charity work in China’s interior, the statement said.

  • MIL-OSI Security: Man charged with murder following death of a woman in east London

    Detectives investigating the murder of a woman in Tower Hamlets have charged a man in connection with her death.

    Layek Miah, 27 (04.11.1997) of Malmesbury Road, Tower Hamlets was charged with murder. He appeared at Thames Magistrates’ Court on Saturday, 28 June. He was remanded in custody and is set to appear at Central Criminal Court on Tuesday, 1 July.

    Police were called on Thursday, 26 June at 23:01hrs, to an address in Monier Road, Tower Hamlets to reports of a stabbing.

    Officers attended the scene alongside the London Ambulance Service, who treated a woman in her 40s for stab wounds.

    Sadly, despite the best efforts of the emergency services, she was pronounced dead at the scene.

    Her next of kin have been made aware and are being supported by specialist officers.

    The National Awards Ceremony 2025 was held on Friday 27th June, in a distinguished event hosted at State House under the patronage of the President of the Republic, Mr. Wavel Ramkalawan.

    The ceremony began with a heartfelt rendition of the National Anthem performed by three talented Seychellois youths — Farhine Ally, Allessandro Evenor, and Danielle Morel — setting a patriotic tone for the proceedings.

    In his opening remarks, the Chairperson of the National Awards Committee, Mr. Robert Grandcourt, commended the resilience, dedication, and accomplishments of the awardees whose service has contributed immensely to the development and unity of the Seychelles nation.

    President Wavel Ramkalawan delivered the keynote address, paying tribute to the honourees for their outstanding service and unwavering commitment to the country. He reaffirmed the importance of recognising Seychellois citizens who embody national pride, integrity, and perseverance.

    The 12-day confrontation between Iran and Israel in June 2025 may not have escalated into a full-scale regional war, but it marks a potentially critical turning point in Iran’s internal political landscape.

    Though the Islamic Republic has entered into direct conflict with a foreign adversary before, it has never done so while so militarily weakened, internally fractured and increasingly alienated from its own population.

    And unlike the Iran-Iraq war of the 1980s, when national unity coalesced around the defense of Iranian sovereignty, this time the government appeared to fight without significant public support. While accurate polling from within Iran is hard to come by, the lack of pro-government rallies, the low approval numbers for the government ahead of the war and the government’s subsequent crackdown since tell their own stories.

    As a researcher of different ethnic groups within the country, I know that many Iranians – especially those from historically marginalized communities – viewed the conflict with Israel not as a defense of the nation but as a reckless consequence of the government’s ideological adventurism and regional proxy campaigns. It puts the Islamic Republic in its most vulnerable position since its establishment after the Iranian Revolution in 1979.

    Hard and soft power diminished

    It is worth taking a snapshot of just how diminished the Iranian government is following the recent series of blows.

    Its soft power – once built on revolutionary legitimacy, Shiite ideological influence and anti-Western propaganda – has eroded dramatically.

    For decades, the Islamic Republic relied on a powerful narrative: that it was the only government bold enough to confront the United States and Israel, defend Muslim causes globally and serve as the spiritual leader of the Islamic world. This image, projected through state media, proxy militias and religious rhetoric, helped the government justify its foreign interventions and massive military spending, particularly on nuclear development and regional militias.

    But that narrative no longer resonates the way it once did. The leaders of Iran can no longer claim to inspire unity at home or fear abroad. Even among Shiite populations in Lebanon, Iraq and Yemen, support during the Israel-Iran confrontation was muted. Inside Iran, meanwhile, propaganda portraying Israel as the existential enemy has lost its grip, especially among the youth, who increasingly identify with human rights movements rather than government slogans.

    It is also clear that Iran’s hard power is getting weaker. The loss of senior commanders and the destruction of important military infrastructure have shown that the government’s intelligence and security systems are severely compromised.

    Even before Israel’s attack, a number of reports showed that Iran’s military was in its weakest state in decades. The real surprise in the recent war came not from the scale of the damage by Israeli and U.S. bombs but from how deeply Israel had penetrated the upper echelons of the Iranian military and intelligence sectors. The recent conflict amounted to a security as well as a military failure.

    Externally defeated, internally adrift

    As its power across the region appears diminished, so too is the Iranian government’s grip loosening internally. A 2024 survey by Iran’s Ministry of Culture revealed “discontent” among the population, with over 90% of Iranians “dissatisfied” with the country’s current position. Elections in November 2024 saw a turnout of under 40%, further underscoring Iranians’ discontent with the political process.

    And reporting from inside Iran suggests many Iranians blame government policies for the war with Israel. “I place the blame on this country’s decision-makers,” one resident of Rasht told Reuters, “their policies have brought war and destruction upon us.”

    The government has responded with a tactic it has used before: repression. According to government-aligned media, over 700 people were arrested during and immediately after the conflict, accused of collaborating with the Mossad, the Israeli intelligence agency.

    As in past crackdowns, ethnic minority regions – particularly Kurdish areas – have been targeted.

    One day after the ceasefire with Israel, the government executed three Kurdish cross-border laborers who rely on smuggling goods to survive in Iran’s underdeveloped Kurdish provinces.

    These executions, which were done without a trial or legal counsel, fit a pattern of how the government uses ethnic scapegoating to stay in power. And it echoes a historic pattern: When the government feels threatened, it strikes the Kurds first.

    A historical pattern of repression

    Kurds are estimated to number 10-12 million in Iran, composing roughly 12% to 15% of the country’s total population – making them the third-largest ethnic group after Persians and Azeris. Iran also includes significant Baluch and Arab minorities.

    When the Islamic Republic was established in 1979, many ethnic groups supported the revolution. They hoped for a more inclusive and democratic Iran than what preceded it – the brutal autocracy of the shah that had frequently targeted minorities.

    Those hopes were quickly dashed. By rejecting pluralism and promoting a unifying ideology centered on Shiite Islam and Persian identity, Ayatollah Ruhollah Khomeini marginalized non-Persian and non-Shiite groups.

    Other ethnic groups were viewed with suspicion, while Shiite Azerbaijanis were mainly co-opted into the system.

    Khomeini declared jihad against Kurdish resistance groups, labeling them infidels, separatists and agents of Israel and the United States.

    Armed with advanced weaponry inherited from the last Pahlavi shah, the government launched a military campaign in Kurdistan province. Many Kurdish villages and towns were destroyed, and approximately 50,000 Iranian Kurds were killed between 1979 and 1988.

    The region was turned into a militarized zone – a status that continues today.

    Campaign against Kurds

    After the Iran-Iraq war ended in August 1988, the government – economically strained and militarily weakened – feared a domestic uprising.

    But instead of embracing political reform, it responded with one of the most brutal crackdowns in Iran’s history. Khomeini issued a fatwa, or religious edict, ordering the execution of political prisoners, including large numbers of Kurdish dissidents.

    Between late July and September 1988, thousands of political prisoners were executed – many without trial or any legal process. At least 5,000 people were killed and buried in unmarked mass graves, according to Amnesty International.

    Khomeini labeled them “mohareb,” or “warriors against God,” and criticized the Revolutionary Courts for not sentencing them to death sooner. This mass execution campaign signaled the government’s resolve to eliminate all dissent, regardless of legal precedent or human rights norms.

    In the years that followed, the government systematically assassinated prominent Kurdish leaders and other opposition leaders, both in Iran and overseas.

    This targeted elimination of Kurdish leadership, combined with the mass executions of political prisoners, was a deliberate strategy to decapitate any organized opposition before it could challenge the government’s survival.

    A new crisis, the same strategy

    The Islamic Republic appears to be using the same playbook now, but under far more fragile conditions.

    Given the precarious state of the government, it is fair to ask why there are not more protests now, especially in ethnic minority regions. For many, the answer is fear over what happens next.

    Many Kurds have learned from previous uprisings – particularly the 2022 “Women, Life, Freedom” movement – that when they lead protests, they face the harshest crackdown. Over 56% of those killed and persecuted in the subsequent crackdown were Kurds.

    Meanwhile, the overall opposition remains fractured and leaderless, both along ethnic lines and in terms of goals. The main opposition groups have traditionally been reluctant to acknowledge ethnic rights, let alone include them in any vision for a future Iran. Rather, they insist on “territorial integrity” as a precondition for any dialogue, echoing the Islamic Republic’s rhetoric.

    This is a key legacy of the Islamic Republic: Its propaganda has not only shaped domestic opinion but also influenced the opposition, dividing Iranians at home and abroad. And it has long mobilized the dominant ethnic group against minorities, especially Kurds, by portraying them as internal enemies.
