    A faster, more efficient planning appeals process 

    More planning appeals will be processed via a faster, simplified procedure under new regulations.  

    Simplified planning appeal procedures will be rolled out to the majority of planning appeals decided via written representations following a Ministerial decision to change regulation.  

    Expected to begin by the end of 2025, the reform is about streamlining processes to ensure planning appeal decisions can be made more quickly, benefiting developers, local authorities and communities alike.  

    Under the new process the majority of written representation appeals will accept only the evidence put before the local planning authority during application. This will not only speed up appeals but will also importantly, encourage a full body of evidence to be provided at application stage, giving local planning authorities the information they need to make decisions – aligning with universal planning principles of keeping decisions local. 

    Paul Morrison, Planning Inspectorate CEO, explains:

    Every delayed planning decision represents potential delays to development and uncertainty for local communities. This change is a common-sense approach to planning that benefits us all by removing unnecessary administrative burdens and focusing on what matters: well-informed, timely decisions based on high-quality applications from the start. 

    The simplified appeals process will deliver: 

    • A faster, more efficient planning appeals process that benefits everyone 

    • Keeping planning decisions local and reducing unnecessary bureaucracy 

    • Submit once, submit right – providing the complete picture at application stage 

    Initial estimates anticipate changes to regulation being made by the end of the year. From this date, applications to local planning authorities become eligible for the simplified appeals process. 

    More detail on the changes is available via dedicated guidance. We will update our procedural guide once we receive a final draft of the changed regulations. 

    The Planning Inspectorate remains committed to maintaining a fair planning system where all appeals are carefully considered against local and national planning policies.

    Anchor fails to meet RSH’s governance standards 

    The Regulator of Social Housing has downgraded Anchor’s governance grading to G3 in a regulatory judgement published today (Wednesday 25 June), after an investigation found issues of serious regulatory concern.  

    RSH found insufficient evidence that Anchor has an appropriate, robust and prudent risk and control framework and that it has adequately managed and addressed key risks relating to landlord health and safety.   

    There is also insufficient assurance that Anchor’s data is robust and that systems and processes are adequate to ensure key information is monitored and accurately reported.   

    Anchor has identified that there have been errors in its landlord health and safety compliance performance reporting and is undertaking a review of its data, which is ongoing.   

    Anchor received a C3 consumer grading in February after RSH found serious failings in its delivery of the consumer standards. Anchor was then placed on the gradings –under review list while RSH investigated further issues relating to governance.  

    RSH also published a range of other regulatory judgements today, including a C3 grading for Slough Borough Council.  

    Following an inspection, RSH found that Slough Borough Council: 

    • Lacked meaningful tenant engagement and provided limited performance information for tenants 

    • Could not demonstrate how homes were allocated in a fair and transparent way 

    First Garden Cities Homes and Southway Housing Trust were both downgraded to a G2 governance grading and were regraded to V2 for viability. Both received C2 gradings.  

    Pickering and Ferens Homes received C1/G1/V1 gradings and Tuntum Housing Association Limited received C2/G1/V2 gradings.  

    Kate Dodsworth, Chief of Regulatory Engagement at RSH, said:  

    Good governance is critical for delivering good services and keeping tenants safe in their homes. All landlords need to make sure they have strong governance and controls in place in order to have a better grasp of strategic risks. 

    Equally, delivering the outcomes of the new consumer standards is vital for tenants’ health and safety and making sure their voices are heard. Our programme of proactive inspections is helping bring issues to light so they can be put right as soon as possible.

    You can now place an order for subsidized meals at a milk distribution point (MDP) not only on the portal Mos.ru, but also in the mobile application “EMIAS. INFO”. It is possible to choose a pick-up point, a schedule for receiving products and place an order for several children at the same time. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “The EMIAS.INFO mobile app has become an indispensable digital assistant for millions of residents of the capital. We have expanded its functionality, and now the main Moscow medical app has the ability to place orders for subsidized meals. The procedure has become much more convenient – all information about the ordered meals for children is displayed to the parent in the service. And most importantly, there is no longer a need to place an order individually for each child, since it is possible to specify several children at once. Access to the service via smartphone will allow families to order food sets from the milk kitchen even more conveniently and quickly,” said Anastasia Rakova.

    In the section “Services for you” – “Milk kitchen” you can order free food and choose a convenient milk distribution point, frequency and schedule for receiving products. After that, a QR code of the current order is generated to receive the set at the point.

    In the EMIAS.INFO application, city residents can also find all the important information about the history of orders for subsidized meals: current and processed orders, their numbers, statuses, periods of receipt, composition of food packages, as well as the name, schedule and operating mode of milk distribution points.

    Subsidized meals are provided to pregnant women, children under three years of age (nursing mothers of babies under six months), as well as children from large families under seven years of age, children with chronic diseases under 15 years of age, and disabled children.

    Parents of children registered with a city polyclinic or pregnant women registered with a women’s consultation center can receive food packages if they have permanent registration in the capital and a valid compulsory medical insurance policy issued in Moscow.

    You can submit an application electronically on the mos.ru portal using the service “Application for receiving food at the milk kitchen” and a one-time visit to a local doctor to obtain permission to independently place orders on the portal or in the application. For city residents who have previously confirmed their preferential category, submitted an electronic or paper application and received free meals based on medical reports, the ordering service will be automatically available in the EMIAS.INFO application and on the mos.ru portal.

    Today, there are more than 200 MRPs operating in Moscow. They are open daily from 06:30 to 15:00 with a break from 12:30 to 13:00.

    The Chief Executive-in-Council has accepted all the recommendations of the Electoral Affairs Commission (EAC) regarding the boundaries and names of geographical constituencies (GCs) for the eighth-term Legislative Council general election in 2025.

     

    The EAC recommended, with the exception of including the Loop in the only contiguous New Territories North (LC7) GC, to maintain the boundaries of the nine remaining GCs, and retain the existing names and codes of the 10 GCs.

     

    The 10 GCs are Hong Kong Island East (LC1), Hong Kong Island West (LC2), Kowloon East (LC3), Kowloon West (LC4), Kowloon Central (LC5), New Territories South East (LC6), New Territories North (LC7), New Territories North West (LC8), New Territories South West (LC9), and New Territories North East (LC10).

     

    Before submitting a report to the Chief Executive on June 13, the EAC conducted a public consultation from May 2 to 31, gave careful consideration to all the representations received, and examined the content of the representations having regard to the relevant statutory requirements and working principles.

     

    The decision of the Chief Executive-in-Council would be effected by way of the Declaration of Geographical Constituencies (Legislative Council) Order 2025, which will be published in the Government Gazette on Friday and tabled at LegCo next Wednesday for negative vetting.

    President Wavel Ramkalawan presided over a landmark economic forum on Tuesday afternoon, bringing together high-level government officials and private sector representatives in an unprecedented collaborative dialogue aimed at strengthening Seychelles’ economic foundation and fostering sustainable growth.

    The historic gathering held at State House, marked the commencement of a structured partnership between the government and business community. President Ramkalawan articulated his vision for enhanced economic cooperation, expressing profound enthusiasm for the collaborative framework being established to streamline business operations and accelerate the nation’s economic trajectory.   • MIL-OSI Africa: Aftermath of Tripoli clashes puts Libya’s fragile stability to the test

    Nearly 15 years after Gaddafi’s fall, Libya remains split between the internationally recognised Government of National Unity in Tripoli, and the rival Government of National Stability in Benghazi.

    Although a truce was reached on 14 May, the outbreak of fighting last month in the capital “temporarily disrupted UN development and humanitarian operations,” said top UN envoy Hanna Tetteh.

    Fragile Truce

    On 18 May, with support from the UN Support Mission in Libya (UNSMIL), the Presidential Council established a Truce Committee.

    Composed of key security actors, the body has been mandated to monitor the upholding of the ceasefire, facilitate a permanent end to the fighting and ensure the protection of civilians.

    As UNSMIL works to ease tensions and prevent further clashes, the Presidential Council has also set up a temporary Security and Military Arrangement Committee, tasked with sustaining peace and reorganising security forces in the capital.

    “The truce, however, remains fragile, and the overall security situation unpredictable,” said Ms. Tetteh.

    Alleged grave violations

    The armed clashes that erupted in May resulted in civilian deaths and injuries, as well as damage to critical civilian infrastructure, underscoring the shortcomings of State security forces in adhering to international humanitarian and human rights law, she continued.

    Ms. Tetteh expressed alarm over mass graves found in Abu Slim, citing emerging evidence of serious human rights violations – including extrajudicial killings, torture, and enforced disappearances – allegedly by State security forces.

    “The presence of charred remains, unidentified bodies in morgues, and a suspected unofficial detention site at Abu Salim Zoo underscores the scale and gravity of these abuses,” she said.

    Demand for change

    “Many Libyans are deeply disillusioned with the prolonged transitional period and have lost confidence in the current institutions and leadership,” said Ms. Tetteh.

    As civilians increasingly doubt the current leadership’s willingness to put national interests above their own, there is strong demand for a political process that allows public participation, enables elections, and delivers a democratic government with a clear mandate for real change.

    UNSMIL intends to present a time-bound and politically pragmatic roadmap – with the goal of reaching the end of the transitional process – by the time of her next briefing, Ms. Tetteh told ambassadors.

    “I urge all parties to engage in good faith and to be ready to forge consensus on this roadmap,” she said.

  • MIL-OSI Africa: Power to the people; funding community-led development in Somalia

    In the heart of Galmudug State, Somalia, the dream of two young women, Iftin and Aminaa, to attend university in Abudwaq was fraught with challenges.

    Frequent power cuts and a long, dark and possibly dangerous road between the campus and town made it nearly impossible for them and other girls to attend evening classes.

    Determined to find a solution, they approached the International Organization for Migration’s (IOM) Co-Funding System (CFS), which provides matching funding for community-led projects and which is designed to empower local communities in Somalia to take charge of their development and recovery.

    Rallying 19 other women students, Iftin and Aminaa submitted a simple yet transformative proposal….. to crowdfund for solar streetlights and a solar energy system for the school.

    By July 2022, the girls had raised $10,000. IOM matched this amount and added $50,000 more.

    The result was a well-lit and secure road from Abudwaq town to the university and a fully functional solar energy system.

    The system now powers the university around the clock with clean energy.

    The impact didn’t stop there.

    The community later decided to connect a nearby borehole to the system, providing clean, free water to all of Abudwaq and nearby pastoralist communities, who now bring their livestock to drink and graze near the water source.

    “Abudwaq was not one of our original target locations,” explained Mohamed Mohamud Hussein, an IOM officer working on community-based planning. “But we considered the proposal because it was well thought out, transformational for the community, and aligned with the CFS’s mandate and priorities around ownership and sustainability.”

    Iftin and Aminaa’s determination set an example for other communities across Somalia.

    Community power

    Piloted by IOM in 2021, the CFS has become one of Somalia’s most innovative recovery tools. It puts power in the hands of local communities.

    By the end of 2024, 42 projects had been completed, reaching over 580,000 people across 22 districts in central Somalia.

    Nine more are ongoing. Close to 1,600 community and diaspora members contributed, raising over $500,000, which IOM matched with $2.3 million.

    Even in fragile settings, collective action is making a difference. In Farjano, a settlement for internally displaced persons in Galmudug State, the construction of a new primary school did more than provide classrooms. It has restored hope.

    “For the very first time, all my children could go to school – and it was free,” said Shamso, a mother of three.

    In Mataban, a newly built youth stadium fostered unity and a sense of shared identity. Groups that had once avoided each other began to spend time together. “The stadium brought us together in ways we never imagined,” said Mustaf, a resident of Mataban. “It’s not just for sports – it’s where our community feels united.”

    By requiring communities to identify their needs and raise initial funds, the CFS takes a bottom-up rather than traditional top-down approach to development.

    It ensures that projects are not only community-driven but also have a higher chance of long-term success and impact

    The Fourth International Conference on Financing for Development (FFD4) which begins in Sevilla, Spain on 30 June, aims to reform financing at all levels, and will no doubt consider the local solutions and community-driven initiatives which have proven so successful in Somalia.

    Eritrean nationals residing in Dubai and the Northern Emirates, Germany, Scandinavian countries, and the United States, as well as Eritrea’s Permanent Representative to the African Union and the Economic Commission for Africa, commemorated Martyrs Day.

    According to reports, at commemorative events held in Sweden, Denmark, and Norway, the nationals pledged to augment the Martyrs Trust Fund and continue their support to the families of martyrs. Nationals in Sweden contributed over 104 thousand Kroner towards Martyrs Trust Fund.

    Eritrean nationals in various German cities also organized walkathons, candlelight vigils, and cultural and artistic performances in memory of the martyrs. At the Berlin event, certificates of recognition were awarded to individuals who assumed responsibility for supporting the families of martyrs.

    Nationals in Dubai and the Northern Emirates commemorated Martyrs Day with great spirit on19 June, featuring candlelight vigils and cultural programs. They also expressed their readiness to uphold the trust of the martyrs through supporting families of martyrs and hard work. Similarly, nationals in Kuwait commemorated Martyrs Day with great pride.

    Members of the Eritrean Embassy in Ethiopia, along with Eritrea’s Permanent Representative to the African Union and the Economic Commission for Africa, also marked Martyrs Day with patriotic zeal.

    Eritrean nationals across various U.S. cities commemorated the day, pledging to strengthen their participation and contributions to support the families of martyrs. Nationals in Chicago and its environs contributed over 30,240 U.S. Dollars in support of 42 families of martyrs.

    The Standing Committee on Appropriations today raised several concerns regarding the Department of Transports’ (DOT’s) performance and infrastructure priorities during a briefing on the 2025 Appropriation Bill.

    The DOT has provided spending plans and briefed the committee on identified mega projects that are covered in the 2025 allocation for public infrastructure investments.

    The Chairperson of the Committee, Mr Mmusi Maimane, expressed alarm over the persistent reliance on acting officials in key leadership roles within the department. “It is deeply concerning that while we are expected to appropriate significant funds that are over a trillion rands, the department has not appointed permanent officials in vital positions. This practice undermines accountability and weakens governance,” said Mr Maimane. He said leadership issues in the department need urgent intervention in order to stabilise.

    Mr Maimane also raised concerns about the Moloto Road project, noting that the road has cost taxpayers approximately R15 billion, notwithstanding the historic spend on the road over the past ten years. “This is quite exorbitant for a 167-kilometre road and nearly three times the cost compared to another country such as China,” emphasised Mr Maimane.

    The committee welcomed progress made at the South African Airways (SAA) and urged the department to do more to restore the airline to its former competitive standing. However, members of the committee voiced concern over revelations that R1.5 billion owed to SAA remains trapped in foreign countries, told the committee that despite several agreements between South Africa and Zimbabwe, little progress has been made.

    The committee called for diplomatic intervention at the highest level to recover funds which will improve SAA’s liquidity. Furthermore, the committee welcomed the suspension of the Road Accident Fund (RAF) Chief Executive Officer and calls for urgent resolution and accountability. The committee also called on the RAF Board to act decisively to root out corrupt practices and to resolve the growing number of unsettled claims.

    “We are increasingly concerned with executive bonuses and golden handshakes in a department that oversees deteriorating road infrastructure. It is unacceptable that senior officials receive performance incentives when service delivery is clearly lagging,” added Mr Maimane.

    Committee members also raised concerns over the growing number of trucks on the roads and the associated increase in traffic accidents. It also urged the department to explore a shift from road to rail for goods transport, which would reduce congestion and road maintenance costs. In addition, the high costs of toll gates particularly in Mpumalanga were criticised as an undue burden on commuters.

    The committee also questioned inefficiencies and duplication in transport-related agencies. It noted with concern that entities like the Road Traffic Management Corporation invoice each other billions, which could be avoided if these entities were consolidated under the Department of Transport.

    The Chairperson of the Select Committee on Education, Sciences and the Creative Industries, Mr Makhi Feni, has called on the Department of Higher Education to be proactive in plugging the gap left by the US cuts in grant funding that occurred earlier in 2025.

    Mr Feni said a deliberate drive is needed, even if it means going on tour abroad to mobilise resources for research purposes. “The grant funding impact was massive and at a time when South Africa found itself operating in a fiscally constrained environment. We must not allow a situation where community-based research programmes suffer and get aborted due to this decision,” he said.

    The Minister of Higher Education, Dr Nobuhle Nkabane, had informed the committee that work to address this issue is being done. In addition, the government had opted for a collaborative approach, as cuts affected programmes administer by the departments of Health and of Science and Technology. Minister Nkabane said a technical team has been set up to coordinate and collate the affected programmes.

    Mr Feni said the committee welcomes the news that the Minister of International Relations and Cooperation is contributing to resource mobilisation. “We would appreciate if all these efforts yield results. Our institutions are research intensive and that is one area we excel in and could not lose momentum. The committee is looking forward to receiving the report on the sector-wide impact of the funding cuts,” Mr Feni said.

    Minister Nkabane led a strong departmental delegation to present the department’s annual performance and strategic plans.

    President Cyril Ramaphosa has lauded the state-of-the-art Steve Biko Academic Hospital as a model public health facility and a blueprint for the future of the National Health Insurance (NHI). 

    The President described the hospital as a shining example of what quality public healthcare should look like. 

    He said this during his oversight visit to the Nuclear Medicine Research Infrastructure (NuMeRI) facility housed at the hospital in Pretoria on Tuesday.

    He was accompanied by Ministers and Deputy Ministers including the Minister of Health, Dr Aaron Motsoaledi, Gauteng Premier, Panyaza Lesufi and Gauteng Health and Wellness MEC, Nomantu Nkomo-Ralehoko.

    He highlighted how the Minister of Health had told him that private hospitals are often referring patients to this public hospital.
    “It shows that this public hospital is a model for all the good things, and this is the future of what the National Health Insurance (NHI) is all about, because they would not be coming here if Steve Biko Academic hospital was not as good as it is. 

    “I leave this place very impressed. When I went to some of the areas, I just saw [a] world-class type of facility that has been built, and even as one goes around the world, I don’t remember seeing many of such, and I’m usually impressed by technology most of the time. And when we say that we have the best on the continent and possibly in the world, this is what we have seen here,” the President said. 

    The Nuclear Medicine Research Infrastructure (NuMeRI) facility is the only one of its kind on the continent, dedicated to cancer and TB drug development, advanced imaging, and clinical research. 

    It reflects a successful collaboration between the Department of Health, Department of Science and Innovation, the University of Pretoria, and private sector partners.

    Walking through the hospital’s departments, including the cardiac catheterisation laboratory and radiology units, President Ramaphosa commended the level of professionalism and excellence. 

    He praised the diversity and competence of the staff, from cleaners to researchers as well as the facility’s cutting-edge equipment and cleanliness.

    “I have seen the future of the NHI. It is here. And more importantly, as I’ve been going around talking to the doctors, scientists, and nurses, they are the ones saying to me: ‘we are ready for NHI.’ Those campaigning against it need to come here and see how it’s going to work,” the President said.

    Women in health 

    He also took time to applaud the high representation of women and young professionals in senior and technical roles at the hospital, calling it a powerful example of inclusivity and transformation in action.

    “Women run this facility. They are researchers, professors, doctors, and nurses – delivering top-class healthcare. And I saw so many young people here; the future of our country,” the President said. 

    Leadership recognition 

    The President also singled out Professor Mike Sathekge, who heads the Nuclear Medicine Unit, for his outstanding leadership and global recognition.

    “Let’s give Professor Sathekge a round of applause for being recognised globally as well. It isn’t often that you meet a guy who is black, who is from Limpopo, who is recognised in the way that he is,” the President said. 

    Innovation 

    He expressed admiration for the hospital’s homegrown innovation, highlighting the cardiology department, which has developed sophisticated medical equipment showcasing South Africa’s engineering and scientific capabilities.

    He also lavished praise on Professor Andrew Sarkin who is an academic and clinical head at University of Pretoria and the hospital.
    “The diversity of the talent that we have from various parts of our country makes this facility, this hospital, what it is. 

    “I also applaud Professor Sarkin and his staff for the excellent work that they do. In here resides the talent, the engineering knowledge, and capability to be able to produce some of the best technologies that the medical world has ever seen. I really applaud the cardiology department,” he said. 

    Upholding high standards

    The President further praised the hospital’s cleanliness and organisation, crediting management and support staff for upholding high standards.

    He called for the Steve Biko Academic Hospital model to be replicated across the country.

    “This is how a hospital should be run. This is how a hospital should be managed. And this is what the NHI must look like,” he said.

  • MIL-OSI Africa: Mogalakwena Municipality called to address dysfunctional wastewater treatment plants

    Water and Sanitation Deputy Minister Sello Seitlholo has encouraged Mogalakwena Local Municipality to implement corrective measures to address the problem of dysfunctional wastewater treatment plants that largely contribute to the pollution of watercourses in the area.

    Accompanied by Mogalakwena Municipality Mayor, Ngoako Thulani Taueatsoala and Lepelle Northern Water Board Chairperson, Dr Nndweleni Mphephu, Seitlholo recently conducted an oversight visit to several sites in within the municipality under Waterberg District, Limpopo.

    The Deputy Minister visited dysfunctional wastewater treatment plants, and some households affected by malfunctioning sewer systems.

    Seitlholo’s inspection included the Mokopane Wastewater Treatment Works, Old Masodi and Sekgakgapeng Oxidation Ponds, the Masodi Wastewater Treatment Plant, and the Doorndraai Water Treatment Works.

    The Deputy Minister cited the Green Drop Report, which was released in 2023, and indicated that Mogalakwena Municipality has wastewater systems that are in a critical state, requiring significant attention and improvement.

    The report highlighted a need for concerted effort to improve wastewater services, with a particular focus on addressing issues of effluent treatment.

    “We are faced with a problem whereby 78% of the wastewater treatment works in Limpopo are in a critical state and dysfunctional, and that contributes to the contamination of water courses in the province due to raw or partially treated effluent that finds its way to the rivers and dams.

    “Water pollution does not only have a negative effect on the quality of water, but it also has cost implications for municipalities to treat water in bulk. The municipality is therefore encouraged to develop a corrective action plan to address the identified shortcomings, as far as water pollution is concerned,” Seitlholo said.

    Despite the challenges of the municipal wastewater treatment works, the Deputy Minister commended the Masodi Wastewater Treatment plant, which treats effluent to the required standard.

    The plant is a multi-year public-private partnership project by Mogalakwena Municipality and is fully funded by Ivanplats Proprietary Limited Mine. It treats 10 megalitres a day (ml/d), which improves sanitation provision to Mokopane and the surrounding areas.

    It also enables local industries to have access to the grey water for reuse from the treated effluent released from the plant.

    “Masodi Wastewater Treatment plant is the only plant in Limpopo that is operating to treat effluent to the required standards, and this demonstrates the importance of public-private partnerships to improve water and sanitation services in the country.

    “This was emphasised in the National Water and Sanitation Indaba held earlier this year, highlighting the need for public private partnerships to address water and sanitation challenges,” Seitlholo said.

    Seitlholo also visited Sekhiming and Kuranta villages, within the Greater Giyani Local Municipality in Mopani District, to assess the Sand Water Extraction Project.

    The project, implemented by Lepelle Northern Water, involves extracting water from the sand of the Molototsi River, which is known to store water and filter it naturally.

    The initiative aims to provide a reliable water source for the surrounding villages, particularly during periods of drought.

    “This is also part of the resolutions taken at the Water and Sanitation Indaba, to employ innovative and technological methods to ensure that communities across the country access reliable water.

    “This project is part of a broader effort to address water scarcity in rural areas struggling with water shortages in Limpopo province, particularly those which have been severely affected by drought in recent years,” the Deputy Minister said. – SAnews.gov.za

    Group Captain Shubhanshu Shukla, who is piloting the Axiom-4 mission that launched from Florida on Wednesday, said that India is returning to space after 41 years and called it an “amazing ride.” Stating that the journey is the beginning of India’s human space programme, he said the chest of Indians “should swell with pride.”

    The Axiom Mission 4 of Ax-4, launched aboard a SpaceX Dragon spacecraft from Launch Complex 39A at NASA’s Kennedy Space Centre in Florida at 2:31 am Eastern Time (12 Noon IST).

    “Liftoff for #Ax4. The #Ax4 crew is on its way to the space station,” said the US-based Axiom Space, which has, in collaboration with NASA and SpaceX, organised the mission.

    “Liftoff of Ax-4!” added SpaceX.

    The lift-off comes after being deferred at least six times.

    In his remarks from onboard the Dragon spacecraft, Shukla said, “Namaskar, my dear countrymen, what a ride. We are back in the space once again after 41 years. It’s an amazing ride. We are revolving around the Earth at a speed of 7.5 kilometres per second. The Tiranga embossed on my shoulders tells me that I am with all of you. This journey of mine is not a beginning to the International Space Station (ISS) but to India’s Human Space Programme. I want all of you to be part of this journey. Your chest, too, should swell with pride. You all also show excitement. Together, let’s initiate India’s Human Space Programme. Jai Hind! Jai Bharat!”

    “India is returning to space, Jai Hind,” Shukla wrote on X, just before the launch of the mission.

    “After 41 years, India’s flag will fly in space again,” he added.

    Earlier, Shukla also penned an emotional note for his wife.

    “Special thanks to Kamna for being the wonderful partner that you are. Without you none of this was possible but more importantly none of this would matter,” said Shukla, in a post on Instagram.

    He shared a photograph that shows them saying goodbye through opposite sides of a glass wall.

    Shukla also thanked people “involved in this mission for their support”.

    For Group Captain Shukla, this will be an opportunity to emulate fellow Indian Air Force Officer Wing Commander Rakesh Sharma, who flew aboard Soyuz T-11 on 3 April 1984 as part of the Soviet Interkosmos programme. Sharma spent seven days in space on board the Salyut 7 space station.

    This is the fourth private astronaut mission to the International Space Station. The crew is travelling to the orbiting laboratory on a new SpaceX Dragon spacecraft. The targeted docking time is approximately 7 am Eastern Time (4 pm IST) on Thursday, June 26.

    Once docked, the astronauts plan to spend up to 14 days aboard the orbiting laboratory, conducting a mission comprised of science, outreach, and commercial activities. Peggy Whitson, former NASA astronaut and director of human spaceflight at Axiom Space, is in command of the mission, while Indian Space Research Organisation Astronaut Group Captain Shubhanshu Shukla serves as pilot.

    The two mission specialists are European Space Agency project astronaut Slawosz Uznanski-Wisniewski of Poland and Tibor Kapu of Hungary. The astronauts are using the new Axiom Extravehicular Mobility Unit (AxEMU) spacesuit which provides them with advanced capabilities for space exploration while providing NASA with commercially developed human systems needed to access, live and work on and around the Moon.

    The advanced spacesuits ensure astronauts are equipped with high-performing, robust equipment and are designed to accommodate a wide range of crew members. The Ax-4 mission is going to conduct major research. The research complement includes around 60 scientific studies and activities representing 31 countries, including the U.S., India, Poland, Hungary, Saudi Arabia, Brazil, Nigeria, UAE, and nations across Europe.

    This will be the most research and science-related activities conducted on an Axiom Space mission aboard the International Space Station to date NASA and ISRO (Indian Space Research Organisation) are collaborating to launch several scientific investigations.

    These studies include examining muscle regeneration, growth of sprouts and edible microalgae, survival of tiny aquatic organisms, and human interaction with electronic displays in microgravity. The first private astronaut mission to the station, Axiom Mission 1, lifted off in April 2022 for a 17-day mission aboard the orbiting laboratory.

    The second private astronaut mission to the station, Axiom Mission 2, was also commanded by Whitson and launched in May 2023 with four private astronauts who spent eight days in orbit. The most recent private astronaut mission, Axiom Mission 3, launched in January 2024; the crew spent 18 days docked to the space station.

    The selection of favorite venues of the capital’s youth opens with Gorky Park – one of the symbols of Moscow, a popular recreation area and a unique complex that unites the architecture of different eras on its territory. It opened in 1928 and became the world’s first park of a new type, which combined the functions of a space for leisure, sports and cultural events. Almost 30 years later, in 1957, it hosted participants of the VI World Festival of Youth and Students from 131 countries.   • MIL-OSI Global: Semen allergies may be surprisingly common – here’s what you need to know

    Imagine itching, burning, swelling, or even struggling to breathe just moments after sex. For a small but growing number of women, that’s not an awkward anecdote – it’s a medical condition. It’s called seminal plasma hypersensitivity (SPH) – an allergy to semen.

    This rare but underdiagnosed allergy isn’t triggered by sperm cells, but by proteins in the seminal plasma — the fluid that carries sperm. First documented in 1967, when a woman was hospitalised after a “violent allergic reaction” to sex, SPH is now recognised as a type 1 hypersensitivity, the same category as hay fever, peanut allergy and cat dander.

    Symptoms range from mild to severe. Some women experience local reactions: burning, itching, redness and swelling of the vulva or vagina. Others develop full-body symptoms: hives, wheezing, dizziness, runny nose and even anaphylaxis, a potentially life-threatening immune response.

    Until 1997, SPH was thought to affect fewer than 100 women globally. But a study led by allergist Jonathan Bernstein found that among women reporting postcoital symptoms, nearly 12% could be classified as having probable SPH.

    I conducted a small, unpublished survey in 2013 and found a similar 12% rate. The true figure may be higher still. Many cases go unreported, misdiagnosed, or dismissed as STIs, yeast infections, or general “sensitivity”. One revealing clue: symptoms disappear when condoms are used.

    A 2024 study reinforced this finding, suggesting that SPH is both more common and more commonly misdiagnosed than previously believed.

    The problem isn’t the sperm

    The main allergen appears to be prostate-specific antigen (PSA): a protein found in all seminal plasma, not just that of a particular partner. In other words, women can develop a reaction to any man’s semen, not just their regular partner’s.

    There’s also evidence of cross-reactivity. For example, Can f 5, a protein found in dog dander, is structurally similar to human PSA. So women allergic to dogs may find themselves reacting to semen too. In one unusual case, a woman with a Brazil nut allergy broke out in hives after sex, probably due to trace nut proteins in her partner’s semen.

    Diagnosis begins with a detailed sexual and medical history, often followed by skin prick testing with the partner’s semen or blood tests for PSA-specific antibodies (IgE).

    In my own research involving symptomatic women, we demonstrated that testing with washed spermatozoa, free from seminal plasma, can help confirm that the allergic trigger is not the sperm cells themselves, but proteins in the seminal fluid.

    And it’s not just women. It’s possible some men may be allergic to their own semen.

    This condition, known as post-orgasmic illness syndrome (POIS), causes flu-like symptoms, such as fatigue, brain fog and muscle aches, immediately after ejaculation. It’s believed to be an autoimmune or allergic reaction. Diagnosis is tricky, but skin testing with a man’s own semen can yield a positive reaction.

    What about fertility?

    Seminal plasma hypersensitivity doesn’t cause infertility directly, but it can complicate conception. Avoiding the allergen – usually the most effective treatment for allergies – isn’t feasible for couples trying to conceive.

    Treatments include prophylactic antihistamines (antihistamine medications taken in advance of anticipated exposure to an allergen, or before allergy symptoms are expected to appear to prevent or reduce the severity of allergic reactions), anti-inflammatories and desensitisation using diluted seminal plasma. In more severe cases, couples may choose IVF with washed sperm, bypassing the allergic trigger altogether.

    It’s important to note: SPH is not a form of infertility. Many women with SPH have conceived successfully – some naturally, others with medical support.

    So why don’t more people know about this?

    Because sex-related symptoms often go unspoken. Embarrassment, stigma and a lack of awareness among doctors mean that many women suffer in silence. In Bernstein’s 1997 study, almost half of the women who had symptoms after sex had never been checked for SPH, and many had spent years being misdiagnosed and getting the wrong treatment.

    If sex routinely leaves you itchy, sore or unwell – and condoms help – you might be allergic to semen.

    It’s time to bring this hidden condition out of the shadows and into the consultation room.

  • Roston Chase ready to lead much-changed West Indies as Australia look to the future

    Change will be a key theme for both the West Indies and Australia in their upcoming three-test series in the Caribbean with the visitors set to field a remodelled batting line-up and the hosts being led out for the first time by Roston Chase.

    Pat Cummins suggested Australia were due a top-order reset after their loss to South Africa in the World Test Championship (WTC) final earlier this month and the skipper said their line-up to face West Indies shows they are looking to the future.

    Australia have brought in teenager Sam Konstas to open the batting with Usman Khawaja and added Josh Inglis to the line-up, while they will be without the dropped Marnus Labuschagne and injured veteran Steve Smith for a series which marks the start of both teams’ new WTC cycle.

    Both Konstas and Inglis have played only two tests, the former opening the batting against India in Melbourne and Sydney last season, and the latter batting in the middle order in Sri Lanka earlier this year.

    Australia could lose as many as half a dozen test regulars to retirement after this year’s Ashes series with the likes of Khawaja, Smith, Mitchell Starc, Josh Hazlewood and Nathan Lyon all in their mid to late 30s.

    When asked about the changes ahead of the first match beginning in Bridgetown later on Wednesday, Cummins told reporters: “You look forward to what the next couple of years are going to look like.

    “I think part of that’s a keenness to get Sam and Josh into the squad, into the playing 11. You start looking at what the batting order might look like for the next couple of years. I think that’s part of the reset.

    “And your goals change a little bit obviously. We’re starting on zero points, so it’s a bit of a mental reset. You block out the last couple of years and then start again.”

    Cameron Green has retained his place at number three despite scoring only four runs and facing just five balls in the WTC final, with Cummins saying he viewed the 26-year-old all-rounder as a long-term option in the slot.

    “He had a test match where it obviously didn’t go to plan,” he added.

    “Think he only faced three or four balls, so the message is not to look into that too much. We’re really happy with where his game’s placed and I dare say we’ll get a decent run of number three.”

    Spin-bowling all-rounder Chase, who last played a test match in March 2023, will have his work cut out for him as he takes charge of a much-changed West Indies side who finished second bottom in the previous WTC cycle.

    “You can expect positive cricket from us,” Chase, who succeeded Kraigg Brathwaite as captain in May, told reporters.

    “We’re looking to play with a bit more flair and bring back that Caribbean style to the game, and we’re looking forward to making the Caribbean nation proud.

    “It’s still test cricket, so you still have to have some type of patience, so it’ll (be on) the guys to mix their aggression with that patience.”

    The sides last met in a two-test series in January 2024 which ended all square after West Indies claimed a shock eight-run victory in the second test in Brisbane – their first test win over Australia since 2003.

    “I hope there are some scars,” Chase said.

    “If they’re still thinking about that match going out there on Wednesday, that would be very good for us – that will be part of the job done for us.”
