    Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) participated in a Ways and Means annual hearing with the United States Trade Representative Ambassador Jamieson Greer following the release of President Trump’s Trade Policy Agenda.
     

    Click Congresswoman Miller continued by highlighting the importance of promoting U.S. digital trade while combatting China. 

    “I have greatly appreciated your leadership in protecting American digital companies abroad. You and I agree about the dangers of South Korea’s anti-competitive policies toward American digital companies. I intend to re-introduce legislation that seeks to ensure that American companies are not being harmed by one of our closest allies, while Chinese companies are left unscathed. The digital trade sector is rapidly growing, and it is important we do not lose market share to China in this critical field. Several countries are considering legislation that mimics the European Union’s Digital Markets Act, which has undisputably caused a “digital winter” for American tech companies operating in Europe. What are your plans to address these harmful policies and to ensure the prosperity of American digital trade? Do you think that digital trade will play a part in the imminent trade discussions regarding the “Liberation Day” tariffs?” asked Congresswoman Miller.

    “I understand that there’s obviously a national conversation going on about how digital trade should be regulated, and there are lots of views on that. We’re not going to outsource that regulation. We’re not going to let the European Union or [South] Korea, or any other jurisdiction set the rules for digital trade. It will be us, and they won’t be able to do it in a way that’s discriminatory. That is impermissible, especially when we have, as you noted, the Chinese competition out there. If we’re going to have companies that operate in this space and are so competitive in this space, we need to make sure that they’re American companies, right? This is certainly something that we can talk about in any negotiations that come up,” said Ambassador Greer.

    Congresswoman Miller then asked about USTR’s commitment to building up the U.S. critical mineral supply. 

    “We have historically forged some of our strongest alliances based on procuring critical minerals which are difficult or nearly impossible to obtain in the U.S. Will you commit to exploring great discussions and partnerships with like-minded partners to protect and build up our critical minerals today?” asked Congresswoman Miller.

  • MIL-OSI USA: Congressman Cohen Reintroduces the Fair Debt Collection Improvement Act

    Bars debt collectors from bringing legal action after statute of limitations has expired

    WASHINGTON — Congressman Steve Cohen (TN-9) today reintroduced the Fair Debt Collection Improvement Act that would bar debt collectors from bringing legal actions involving a consumer debt for which the statute of limitations has expired. 

    Congressman Cohen made the following statement:

    “Consumers must be protected from overzealous debt collectors who are bending the rules to collect. When the original creditor sells a time-barred debt to new collectors, consumers should be informed of the rules and not be misled.  My legislation helps consumers recognize and understand the rules of debt collection and avoid being victimized.”

    When debts fall outside the statute of limitations (generally 10 years), many creditors write these debts off their own balance sheets but sell the debts for a fraction of their value to debt collection services.  Even though most courts hold that a creditor, or successor creditor, may not sue to collect a debt that is time-barred, it is not illegal to pursue these debts through other means.  Moreover, many states hold that, if a consumer makes even partial payment in satisfaction of a time-barred debt, the entire debt is revived for a new statute of limitations period and the consumer then becomes obligated to pay that entire debt again.

    The Fair Debt Collection Improvement Act would clarify that lawsuits to collect on time-barred debt constitute a violation of the Fair Debt Collection Practices Act (FDCPA). The bill would also ensure that any debt collector that purchases time-barred debt on the secondary market informs the debtor that:

    • the new debt collector now holds the debt, not the original creditor;
    • because the debt falls outside the statute of limitations, the debt collector may not sue to collect the debt; and
    • if applicable under state law, any payment towards the debt may revive the entire debt. 

    The measure is not intended to relieve consumers of their responsibilities of paying their debts but to provide improvements to the law that governs out of statute debt and prevent abusive tactics in the debt collection industry

    Would prohibit spending on a military parade for Donald Trump’s June 14 birthday

    WASHINGTON – Congressman Steve Cohen (TN-9) today introduced the Halting All Parades for Presidents’ Yearly Birthdays; It Risks Taxpayer Harm, Damages, And Your (HAPPY BIRTHDAY) Budget Act. The measure, introduced after press accounts of White House plans to stage a parade from the Pentagon to the White House on Donald Trump’s 79th birthday on June 14, would prohibit enacting such a plan and any future presidential birthday parades going forward.

    “Donald Trump may imagine himself an all-powerful ruler, but he is a president, not a potentate, and the American people don’t pay tribute to him as if he were a king. Least of all do we waste taxpayer dollars burnishing his insatiable ego. This bill makes clear that any president, now or in the future, cannot make the public pay for his birthday entertainment or swell his covetous pride.”

    Military parades are traditionally reserved for national celebrations, commemorations of military service or significant public occasions, not personal milestones like birthdays. A military parade during President Trump’s first term in office was canceled over cost concerns, including estimated costs to the military of $92 million and public safety costs to the District of Columbia of more than $21 million.

    In addition, the measure points out that heavy military equipment risks damages to roads and streets never designed support their weight. Although the U.S. Army’s 250th birthday is June 14 and it is also Flag Day, the army has never held a parade to celebrate its own birthday.

    The measure would provide a sense of Congress that public funds should not be “expended on displays of military force for personal glorification.” It also encourages President Trump to consider alternative birthday celebrations that don’t include fighter jet flyovers or armored vehicles, such as cake, golf or a bingo night.

    The measure concludes: “Congress extends a sincere ‘Happy Birthday’ to Donald J. Trump, free of charge, and encourages all Americans who wish to send birthday wishes to the President to do so through the United States Postal Service, the only service expressly authorized in the Constitution of the United States for the transmission of personal correspondence, where neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.”

    Tells Subcommittee hearing on Sanctuary Jurisdictions Secretary Noem has not responded to his inquiries

    WASHINGTON – Congressman Steve Cohen (TN-9), a senior member of the Judiciary Committee, today said Congress has surrendered its Constitutional rights under Article One, including the power of the purse, to the Trump Administration and abandoned its duty to be a check on the Executive Branch at a Subcommittee on Immigration Integrity, Security and Enforcement hearing on sanctuary jurisdictions.

    In his statement, he said in part:

    “Our country is in danger right now and immigration is important but if we don’t have a country, immigration isn’t an issue. I’m astonished at how many people – particularly on the other side of the aisle – are surrendering their power to Trump and letting him do whatever in the hell he wants.”

    Congressman Cohen noted that he sent Homeland Security Secretary Kristi Noem a letter on February 14 seeking answers about who her department has deported and whether they were convicted of violent crimes, and that he has yet to receive an answer.

    He continued: “She’s had time to pose in front of people in prison in El Salvador with her Rolex watch and using them as a prop but she doesn’t have time to answer a Congressional request to state who they have arrested and are they getting ‘the worst of the worst.’ I have to presume that her failure to answer is the fact that they’re not getting ‘the worst of the worst…’ “They might have had some ugly tattoos…, but they had a right to due process…

    “Due process is important all the time and it’s most important when it’s in the worst circumstances, the most difficult circumstances. That’s when you need to stand up and abide by your oath…”

  • MIL-OSI USA: Congressman Cohen Highlights Devastating Effects of Project 2025 on Public Transit

    WASHINGTON – Congressman Steve Cohen (TN-9), a senior member of the Transportation and Infrastructure Committee, raised concerns about the potential impact of Project 2025’s proposal to eliminate federal funding for transit systems. During a hearing of the Subcommittee on Highways and Transit reviewing federal transit policy, Congressman Cohen questioned witnesses about how such drastic cuts would affect the working Americans who rely on public transportation every day.

    Congressman Cohen led off his questions to witnesses by asking how such cuts in federal support would affect major cities and the people who depend on public transit to get to work, to hospitals, or to grocery or drug stores.

    “It would be devastating,” said witness Nathaniel P. Ford, the CEO of the Jacksonville Transportation Authority, speaking on behalf of the American Public Transportation Association.

    Other witnesses said it would disproportionately harm low-income people and communities of color who rely on public transit.

    Witnesses also endorsed a bill that Congressman Cohen has supported in previous Congresses, the Stronger Communities through Better Transit, which would establish a federal funding program for transit operations.

    (WASHINGTON, D.C.) –Yesterday, Congressman Scott DesJarlais (R-TN-04) gaveled in his first hearing as chairman of the House Armed Services Strategic Forces Subcommittee. 

    The hearing was a posture review of the U.S. strategic forces’ capabilities.

    Members of the subcommittee had the opportunity to hear from and question, Commander of U.S. Strategic Command General Anthony Cotton, Commander of U.S. Space Command General Stephen Whiting, Commander of U.S. Northern Command General Gregory Guillot, and Mr. John Hill, who is currently performing the duties of the Assistant Secretary of Defense for Space Policy, within the Office of the Secretary of Defense

    DesJarlais said in his opening statement, “I think it’s worth noting that the three officers in front of us today represent different combatant commands, with different missions, and different priorities, but they each face a common problem. All of you are responsible for mission areas where the United States once enjoyed superiority, but we are now increasingly confronted by adversaries.”

    The Tennessee congressman was interested in hearing from witnesses about their assessment of the current threat environment.

    “Our adversaries recognized the foundational role that each of these mission areas play in our defense strategy. They cannot compete with our conventional forces, so they have chosen to target our homeland, hold our space systems at risk, and expand their nuclear arsenals to challenge our deterrent. These threats have been building for some time, but the pace is accelerating.” 

     

    DesJarlais concluded his opening statement with saying that he believes the House Armed Services Strategic Forcessubcommittee is the most important committee in Congress. 

     

    “These growing threats and how we as a nation choose to respond to them is why I really do believe this is the most important subcommittee in Congress.”

Hoyer (MD-05) joined a letter led by U.S. Representative Kweisi Mfume (MD-07) alongside U.S. Senators Chris Van Hollen and Angela Alsobrooks (both D-MD) and Representatives Jamie Raskin (MD-08), Glenn Ivey (MD-04), Sarah Elfreth (MD-03), April McClain Delaney (MD-06), and Johnny Olszewski (MD-02) calling on the Administration to detail the repercussions of newly announced tariffs on the Port of Baltimore. This letter, sent to United States Secretary of Commerce Howard Lutnick, raises the lawmakers’ concerns regarding the latest announcement on tariffs, the costs for the American consumer, and the potential shock wave to major ports, industries, and workforces.

    “The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains,” said the lawmakers.

    “We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. These tariffs effectively serve as a sales tax on consumers, placing the burden of revenue raising on American families. While White House trade adviser Peter Navarro stated recently that these tariffs are expected to raise about $600 billion a year in revenue, economists have clarified that the impact to consumers on spending will significantly reduce these revenue estimates. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession,” the lawmakers continued.

    The Members also emphasized the resiliency of the Port of Baltimore after the collapse of the Francis Scott Key Bridge in their letter and its ability to retain its standing as the nation’s top-ranked port for wheeled farm and construction machinery and the second most utilized port for importing cars in 2024.

    Considering the importance of the Port of Baltimore’s function in the local, state, national, and global economies, the lawmakers requested a response from Secretary Lutnick to the following inquiries within the next 14 days:

    1. What mechanism is the Department of Commerce utilizing to assess the feasibility and effectiveness of the tariffs issued under the Executive Order?
       
    2. What efforts will the Department of Commerce take to track how these tariffs impact everyday costs for the American consumer, and national and local economies?
       
    3. What are the long-term implications of these tariffs on our nation’s major ports, and on our national supply chains?
       
    4. How, specifically, do you expect the announced tariffs will impact automobile and light vehicle imports, coal exports, and agricultural equipment imports and exports?

    Re: Implications of Newly Announced Tariffs on the Port of Baltimore

    Dear Secretary Lutnick:

    We write to you today to communicate our extreme concern about the implications of the recently announced tariff regime on the Port of Baltimore (the “Port”). On April 2, 2025, 
    President Trump issued an Executive Order, titled Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits (the “Executive Order”), that announced a minimum 10% tariff on all imported goods, to take effect April 5. On April 9, higher levels of “reciprocal” tariffs will be placed on goods imported from nations with which the United States has a trade deficit. This latest action comes one week after the Administration’s Executive Order titled, Adjusting Imports of Automobiles and Automobile Parts into the United States, which announced tariffs targeted at individual industries (i.e. automobiles, steel, aluminum) and countries (i.e. Canada, Mexico, China).

    The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains. Last year, when the Francis Scott Key Bridge collapsed, the Port was closed for nearly two months, causing significant disruption to our economy. The state of Maryland estimates that approximately 15,000 direct jobs and 139,000 indirect jobs depend on the Port of Baltimore, generating an estimated $3.3 billion in personal revenue, $2.6 billion in business income, and more than $395 million in taxes. The local economic impact was such that the United States Small Business Administration and the United States Department of Labor responded by issuing Economic Injury Disaster Loans and Dislocated Worker Grants for businesses and workers that were directly affected by the bridge’s collapse and closure of the Port.

    Despite the collapse, Baltimore’s resiliency speaks to the Port’s ability to retain its standing as our Nation’s top ranked Port for wheeled farm and construction machinery, and reigns as the nation’s second most utilized port for importing cars in 2024. In 2024, the Port of Baltimore exported more than $2.9 billion and imported nearly $23 billion in automobiles and light trucks. Additionally, the Port exported more than $2.92 billion in coal and more than $1.1 billion in agricultural equipment and materials. Overall, the Port of Baltimore exports roughly 28% of the nation’s coal, making it the second-largest coal exporting port in the United States.

    We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. These tariffs effectively serve as a sales tax on consumers, placing the burden of revenue raising on American families.     In a major win for Kansans and President Trump’s America First agenda, Rep. Ron Estes (R-Kansas) and House Republicans passed the budget resolution that starts the process to secure our border and extend the Tax Cuts and Jobs Act, ensuring Kansans don’t see a tax hike in 2026. Prior to the 216 to 214 vote today, Rep. Estes delivered remarks in support of the resolution during yesterday’s debate.

    Mr. Speaker, I rise today in support of advancing President Trump’s America First agenda.

    It was less than two months ago that I stood on this House floor as Republicans passed our budget resolution, putting a marker in the ground to restore and secure our country, both physically and financially.

    While I don’t think this resolution goes far enough, the resolution we’re going to pass today is a positive step forward, and it’s what Americans demanded five months ago.

    Yesterday, I had the opportunity to talk directly with President Trump in the West Wing. He’s asking Republicans to support this budget resolution to move the process forward. This resolution is only one more step in the process to obtain these positive results.

    Voting yes means voting for a secure border and economic growth. By voting yes, we’re voting for a path to make the Tax Cuts and Jobs Act permanent. It means making economic growth provisions like research and development, the small business pass-through, interest deductibility and immediate expensing permanent parts of our tax code. A yes vote prevents the largest tax increase for Americans in history.

    As a fiscal hawk who will continue to work with the administration to rein in reckless spending, I’m voting yes for the American people.

  • MIL-OSI USA: Huffman, Velázquez, Ocasio-Cortez, and Hernández Press DOE to Deploy Renewable Energy Funds for Puerto Rico

    Washington, D.C. – Today, Representatives Jared Huffman (D-CA), Nydia M. Velázquez (D-NY), Alexandria Ocasio-Cortez (D-NY), and Pablo José Hernández (D-PR) urged the Department of Energy (DOE) to accelerate solar installations under Puerto Rico Energy Resilience Fund’s (PR-ERF) programs, warning that continued delays could have severe consequences for vulnerable communities across the island.
     
    “Every hurricane season we fail to act, we risk lives,” the lawmakers wrote. “The funding has been obligated, the technology exists, and the urgent need for these programs is clear. We call on the Department to move swiftly to fulfill the intent of Congress and protect the people of Puerto Rico.”
     
    Congress established the PR-ERF with $1 billion through the FY2023 Consolidated Appropriations Act, thanks to the leadership of the late Representative Raúl M. Grijalva. Lawmakers were explicit that the funding support rooftop solar and battery storage systems for last-mile communities and individuals with electricity-dependent disabilities and medical conditions.
     
    “This request was made in response to both the proven reliability of rooftop solar and battery systems, which consistently preserved power during major storms, and to direct appeals from residents across Puerto Rico urging Congress to lower the cost barriers for acquiring these systems,” the Members wrote. “These stakeholders specifically emphasized the need for rooftop solar systems to mitigate the disproportionate health impacts and mortality for elderly residents and residents with disabilities, as was seen during Hurricane María in 2017 and Hurricane Fiona in 2022.”
     
    In the letter, the lawmakers applauded the launch of the DOE’s Solar Access Program and call on the Department to accelerate installations without delay. They also urged immediate action on the Resilient Communities Program, which remains stalled, noting that the Department has not yet finalized agreements to release $365 million intended to enhance energy security in multi-family housing properties and community healthcare facilities.
     
    “With hurricane season quickly approaching, any further delay risks severe consequences,” continued the lawmakers. “In Puerto Rico, where power outages are frequent and backup power is often out of reach for many, the failure to deploy decentralized energy systems puts lives at risk.”
     
    The letter underscores that rooftop solar with battery storage is the most practical and proven way to improve energy security in Puerto Rico. Tens of thousands of systems already in use produce 1.1 gigawatts of power and help prevent up to 56 hours of outages each year by supplying electricity directly to homes. The PR-ERF will expand this network and strengthen the island’s ability to avoid blackouts during peak demand.
     
    In the letter, the Members request a briefing from DOE on the PR-ERF’s progress, including a timeline for finalizing agreements and launching installations.

    The U.S. Energy Information Administration (EIA) expects recent developments in global trade policy and oil production to contribute to lower global demand growth for petroleum products through 2026, which contributes to significantly lower oil prices than previously forecast.

    In its April Short-Term Energy Outlook (STEO), EIA points out significant uncertainties in energy supply, demand, and prices.

    The STEO is based on current market conditions, and in the first week of April, numerous developments affected the global market—especially oil markets. On April 2, President Donald J. Trump signed an Executive Order announcing a minimum 10% tariff on imports from all countries, which also included higher tariffs on some countries. On April 4, China responded by imposing 34% tariffs on imports from the United States. Amid the tariff announcements, OPEC+ members announced on April 3 that some countries will start oil production increases in May that were originally set for July.

    These announcements caused the Brent crude oil spot price to fall by 12% on April 2 to $68 per barrel on April 4. EIA completed its forecasts on April 7, so the April STEO includes some of the recent changes in the energy market, but the agency expects continued volatility as market participants respond to further developments.

    Some key highlights from the April STEO include:

    • Global oil supply, demand, and prices: EIA expects continued growth in U.S. and global oil production as OPEC+ accelerates its previously announced production increases and the United States exempts energy from its recently announced tariffs. EIA expects global oil inventories to increase starting in the middle of 2025, but market uncertainty could lead to lower economic growth, which could lead to less growth in demand for petroleum products than EIA had previously forecast. The combination of growing supply and lower demand leads EIA to expect the Brent crude oil price to average less than $70 per barrel in 2025 and fall to an average of just over $60 per barrel in 2026. Those prices are about 10% lower than the March STEO forecast and reflect more uncertainty around global oil demand growth as well the potential for additional supply from OPEC+ in the coming months.
    • Other uncertainties in EIA’s oil price forecasts include existing sanctions on Russia, Iran, and Venezuela, which also could affect oil prices.
    • Gasoline prices: EIA forecasts the U.S. retail price for regular-grade gasoline to average about $3.10 per gallon this summer, mostly because of expected lower crude oil prices. If the forecast holds, this price would be the lowest inflation-adjusted summer average gasoline price since 2020.
    • U.S. propane markets: Among energy products, EIA expects China’s retaliatory tariffs on U.S. goods will have the largest effect on propane because China is typically a major importer of U.S. propane. Some propane previously exported to China will likely find new destinations, but EIA expects that reduced propane export demand will cause propane inventories on the U.S. Gulf Coast to rise and put downward pressure on the Mt. Belvieu propane spot price.
    • Natural gas demand: EIA expects U.S. natural gas demand to grow by 4% in 2025, averaging just over 115 billion cubic feet per day. This increase is led by a 18% increase in exports and a 9% increase in residential and commercial consumption for space heating. The increase in natural gas exports is driven primarily by growth in liquefied natural gas (LNG) exports as two new LNG export facilities—Plaquemines Phase 1 and Golden Pass LNG—ramp up operations.
    • Although China announced on April 7 that it would no longer import U.S. LNG, EIA expects that ample global demand for LNG and flexible destination clauses in U.S. LNG contracts mean U.S. LNG exports will be largely unaffected by recent trade policy developments.
    • Natural gas inventories and prices: U.S working natural gas inventories ended the withdrawal season 6% below the five-year average because cold weather in January and February resulted in more natural gas than average being withdrawn from storage. EIA continues to expect higher natural gas prices this year, with the Henry Hub price averaging about $4.30 per million British thermal units (MMBtu) in 2025, up $2.10 per MMBtu from 2024. EIA expects the annual average price to increase in 2026 to about $4.60 per MMBtu.
    • Trade policy assumptions: The U.S. macroeconomic outlook used in the STEO is based on S&P Global’s macroeconomic model. Although that model was released in mid-March and does not completely reflect the trade policies announced the first week of April, its assumptions are partly in line with what the President announced on April 2. S&P Global’s forecast assumes an increasing universal tariff that will reach 10% by the end of 2025 and a higher rate on U.S. imports from China. We use Oxford Economics for our global GDP forecast, which was also completed in mid-March, prior to the most recent tariff announcements.

    Gov. Kelly Armstrong today met with President Donald Trump at the White House, thanking him for the executive orders he signed Tuesday to lift burdensome Biden-era federal restrictions on coal-fired power plants and strengthen the reliability and security of the U.S. electric grid, and urging continued support for policies that support U.S. energy dominance and enhanced oil recovery.

    “North Dakota stands ready to partner with the Trump administration to roll back regulations and reset the national narrative on dispatchable energy from coal and natural gas to ensure that all Americans have access to reliable, affordable electricity,” Armstrong said. “We appreciate President Trump’s executive orders supporting baseload electricity and a stronger, more stable electric grid to serve our citizens, grow our economy and make America energy dominant.”

    Armstrong also met with members of the state’s congressional delegation before joining Trump and Secretary of the Interior Doug Burgum in congratulating and welcoming to the White House the North Dakota State University Bison football team, which won the national championship in January in the Football Championship Subdivision of NCAA Division I college football – the university’s 10th FCS national title in 14 seasons.

    The U.S. Energy Information Administration (EIA) expects recent developments in global trade policy and oil production to contribute to lower global demand growth for petroleum products through 2026, which contributes to significantly lower oil prices than previously forecast.

    In its April Short-Term Energy Outlook (STEO), EIA points out significant uncertainties in energy supply, demand, and prices.

    The STEO is based on current market conditions, and in the first week of April, numerous developments affected the global market—especially oil markets. On April 2, President Donald J. Trump signed an Executive Order announcing a minimum 10% tariff on imports from all countries, which also included higher tariffs on some countries. On April 4, China responded by imposing 34% tariffs on imports from the United States. Amid the tariff announcements, OPEC+ members announced on April 3 that some countries will start oil production increases in May that were originally set for July.

    These announcements caused the Brent crude oil spot price to fall by 12% on April 2 to $68 per barrel on April 4. EIA completed its forecasts on April 7, so the April STEO includes some of the recent changes in the energy market, but the agency expects continued volatility as market participants respond to further developments.

    WASHINGTON, DC – Today, U.S. Congresswoman Hillary Scholten (MI03) voted against the SAVE Act, legislation passed by House Republicans that, despite its name, would make it harder for millions of eligible Americans to vote—especially women, service members, Native Americans, and rural voters.

    “Let me be clear: only United States citizens should be deciding our elections. Republicans are trying to sell the SAVE Act as a way to stop non-citizens from voting, but we know that’s already illegal. What this bill really does is make it harder for citizens to vote, especially women,” said Rep. Scholten. “This bill doesn’t solve a real problem—it creates one. A busy working mom juggling a job, kids, and everything else life throws at her shouldn’t have to jump through bureaucratic hoops just to exercise her fundamental right to vote. That’s not election security. That’s voter suppression.”

    The SAVE Act would hit married women particularly hard as it requires the name on one’s birth certificate to match the driver’s license exactly. As many as 69 million women could be impacted simply because they changed their last name when they got married. Under this bill, those women could be blocked from registering to vote without a passport, which costs $130. 

    In addition, Military and Tribal IDs would no longer be valid, which would put a steep burden on Native Americans and service members who would be required to submit sensitive military records just to cast a ballot. 

    West Michigan, in particular, is also home to many individuals who were born in the South and came North to find freedom during the Great Migration, who changed their names upon arrival to start a new, more liberated life. Many haven’t been back to the counties they were born in for decades. Under the SAVE Act, they would be forced to track down their original birth certificate from their birth county and jump through unnecessary hoops.  

    Scholten voted no to stand up for every American’s fundamental right to vote—no matter their name, background, or ZIP code.

    WASHINGTON, D.C.  – Today, Representative Val Hoyle (OR-04) introduced the Vote at Home Act to provide a new path forward on voting that makes elections more accessible, more secure, and more affordable. Senator Ron Wyden (D-OR) also intends to introduce a companion bill in the Senate.

    House Republican leadership also brought the SAVE Act to the floor for a vote today – a bill that threatens to put at risk the ability for millions of Americans to register to vote. This includes 69 million married women who have changed their last name, and 140 million Americans who do not have a passport.

    Conversely, the Vote at Home Act expands vote by mail initiatives which several states, including Oregon, have found successfully increases voter participation. This was also the case nationally in 2020, when despite a global pandemic, the general election had record high turnout as a result of more vote by mail options. Vote by mail also lowers the cost of holding elections. For example, after the state of Oregon adopted vote by mail, the cost of administering an election dropped nearly 30 percent.

    “Oregon was the first state to enact full vote by mail in 1995, an effort led by both Democratic and Republican Secretaries of State,” said Rep. Hoyle. “We have seen the positive impact that mail in voting has had in Oregon – not only does it improve access for eligible voters, but every ballot has a paper copy making it the most secure form of voting. Voting is a Constitutionally protected right and I’ll fight to make sure every eligible voter can make their voice heard. I am proud to introduce legislation that does exactly that.”

    Background

    The Vote at Home Act

    • Ensures all voters have a chance to research their ballots. By sending all registered voters their ballot weeks before Election Day, voters will have the opportunity to carefully study the candidates and issues before casting their ballots. 

    SAVE Act

    • Under the SAVE Act over 20 million Americans would become ineligible to vote and those who have changed their name, for example in marriage, could also be purged from voter rolls.

    • Last month, President Trump issued an Executive Order that included many of the SAVE Act’s prescriptions which makes it more difficult to vote and requires onerous additional verification when registering.

    • Many of the SAVE Act’s provisions can be found in a similar New Hampshire law that took effect this year. Under this law, women who had changed their name in marriage were forced to re-register to vote and provide proof of their name change before obtaining their registration.

Young Kim (CA-40) and Summer Lee (PA-12) introduced the Fair College Admissions for Students Act, a bipartisan bill which seeks to end higher education institutions’ preferential treatment of children of alumni and donors and ensure students are admitted based on their merit, not their family connections or financial contributions. 

    The Fair College Admissions for Students Act would prohibit colleges and universities across the nation from participating in federal student aid programs if they give admissions preference to students with legacy or donor status.   

    Legacy admissions can account for up to 10 to 25 percent of available slots at elite schools, according to The Century Foundation.  

    “As a first-generation college graduate, I have seen firsthand how education unlocks new doors for students and believe all students should have the ability to achieve their American Dream. For too long, colleges and universities have admitted students based on family connections or background instead of merit. It’s past time we level the playing field,” said Rep. Young Kim. “This bill will ensure a fair college admissions process that assesses every student, regardless of background, on their merit. I will keep fighting to ensure the promise of America — where we are judged on our actions and can achieve success through hard work — remains alive for future generations.”

  • MIL-OSI Canada: BC Transit expands bus service in Whistler

    People using transit in Whistler this spring will see improved and expanded transit options with increased frequency and extended hours of service on several bus routes.

    “People use public transit when it is reliable and affordable, when it can get them around their community to their work, school or to connect with friends and family,” said Mike Farnworth, Minister of Transportation and Transit. “This service expansion will keep transit services accessible and convenient for people who need them, when and where they need them.”

    To support convenient and reliable transit service for people in Whistler and surrounding communities, BC Transit and the Province are partnering with the local government to expand services in the region with an additional 6,000 annual service hours. This builds on the work done in communities throughout B.C. to provide improved transit services and connect communities.

    “Expanding transit service in Whistler is an important step toward a more connected, equitable local economy and community,” said Jeremy Valeriote, interim leader of the BC Greens and MLA for West Vancouver–Sea to Sky. “More service hours and improvements to key routes mean better access to convenient, reliable, affordable transportation, and less road congestion. I’m pleased that this expansion will continue to improve public transit options for Whistler.”

    The additional service will begin on April 22, 2025, with year-round improvements on several routes, including 21 Spring Creek, 31 Alpine and 32 Emerald. Investing in the local transit system ensures that people in Whistler and its surrounding communities have continued access to the services they rely on. The additional 6,000 hours will help to reduce seasonal fluctuations in service levels previously experienced by transit riders in the region.

    The Province has committed approximately $184 million in operating funding to BC Transit in 2025-26 to protect existing transit services and allow for targeted expansions that will benefit more people throughout B.C.

  • MIL-OSI Canada: Funding will strengthen emergency support for evacuees

    Local governments and First Nations throughout the province will receive funding to improve emergency support services (ESS) for people evacuated from their homes during emergencies in British Columbia.

    “Emergency support services can be a lifeline for people who have to leave their homes during disasters,” said Kelly Greene, Minister of Emergency Management and Climate Readiness. “By investing in training and equipment, we help to ensure people receive the support they need quickly and efficiently.”

    The Province is providing more than $5 million through the Community Emergency Preparedness Fund (CEPF), through the ESS equipment and training stream, for 113 projects. The funding will help communities expand their capacity to provide emergency support services, through volunteer recruitment and retention efforts, volunteer training and the purchase of ESS equipment.

    “The people who provide Emergency Support Services are often the first source of respite and help for those impacted most by emergencies,” said Trish Mandewo, president, Union of British Columbia Municipalities (UBCM). “This funding will help make those services more robust and resilient so help is there when British Columbians need it. UBCM is pleased to administer this program in partnership with the Province.”

    Local community projects include:

    • boosting training and response capacity in the Strathcona Regional District, through emergency exercises and ESS volunteer training;
    • enhancing Quatsino First Nation’s emergency-support capacity through volunteer training, digital registration tools, portable generators and comfort kits, as well as volunteer engagement activities to strengthen and sustain local response teams;
    • strengthening emergency response in Fort St. James and Nak’azdli Whut’en by developing a new ESS program for Nak’azdli and building capacity within Fort St. James’s existing program, with a focus on co-ordinated training and mutual support during emergencies;
    • enhancing Pouce Coupe’s emergency preparedness with a fully equipped, self-sufficient mobile ESS trailer to support more effective on-site emergency response with power, communication tools and essential supplies; and
    • improving group lodging supplies, office equipment and registration systems for Kwikwetlem First Nation to enhance emergency shelter capacity and support staff and volunteers in the southwestern B.C.

    The CEPF is a suite of funding programs designed to help local governments and First Nations better prepare for disasters and reduce risks from natural hazards in a changing climate. These programs include public notification and evacuation-route planning, emergency operations centre equipment and training, volunteer and composite fire department equipment and training, and Indigenous cultural safety and humility training. Composite fire departments are those that have a mix of paid staff and volunteers.

    Since its establishment in 2017, the Province has committed $369 million into CEPF. To date, approximately $315 million has been provided for approximately 2,400 projects across all CEPF streams. This fund is administered through the Union of British Columbia Municipalities.

  • MIL-OSI Canada: Government Procurement 90 Per Cent from Saskatchewan; 99 Per Cent Canadian

    The Government of Saskatchewan’s commitment to procuring from Saskatchewan based companies remains strong. Historically, Saskatchewan has awarded nearly 90 per cent of all procurements to Saskatchewan companies over the past five years. When Saskatchewan companies bid, that number has jumped to 95 per cent. In the same period, the province has awarded more than 99 per cent of procurements to Canadian companies, with less than one per cent awarded to US companies. For SaskBuilds’ major projects, all general contractors were Canadian and the majority were from Saskatchewan.

    “Our government will always put Saskatchewan people and Saskatchewan companies first,” SaskBuilds and Procurement Minister David Marit said. “With the vast majority of our procurement going to local businesses, we will continue to support local contractors and industries during this turbulent time.”

    The Ministry of Highways is also committed to Saskatchewan companies. In the 2024-25 construction year, over 96 per cent of the value of awarded contracts went to Saskatchewan companies.

    Saskatchewan’s Crown Corporations’ record of buying Saskatchewan is also strong. In the first three quarters of 2024-25, the Crown sector awarded $1.2 billion, or 75 per cent, of procurements to Saskatchewan suppliers. About three per cent of procurement came from the United States over the same period.

    As previously announced, Lotteries and Gaming Saskatchewan will be ensuring that the $43 million worth of VLTs and slot machines they will be procuring in 2025-26 will not be sourced from the United States. To date, 720 VLTs have been ordered from a Canadian subsidiary of a multi-national company that will assemble the VLTs in Mexico using Canadian, Mexican and Asian inputs.

    The Crown sector’s commitment to supporting Saskatchewan workers and businesses is also reflected in the recent announcement that SaskPower is accelerating the procurement of 10,000 tons of steel from EVRAZ over the coming months.

  • MIL-OSI Canada: Royal Saskatchewan Museum Urban Wildlife Research Program Continues

    The Royal Saskatchewan Museum (RSM) is monitoring urban wildlife in and around Regina to study how wildlife responds to urbanization and which parts of the city provide important wildlife habitat. 

    Twenty-eight biodiversity monitoring stations have been set up over the last three years. They include motion-triggered trail cameras to monitor large mammals and automated microphones to record bird songs and bat calls. The monitoring stations are evenly distributed at locations in the middle of the city, on the edges and in more natural areas well outside the city boundaries. They are active for one-month periods in the spring, summer, fall and winter.

    “The Royal Saskatchewan Museum is not only an amazing museum – it is a centre for excellence when it comes to research,” Parks, Culture and Sport Minister Alana Ross said. “This is such a wonderful example of the innovative research taking place behind the scenes at the museum.”

    Some of the hot spots for wildlife activity include the Habitat Conservation Area in Wascana Park, AE Wilson Park and the old Craig Golf Course. 

    “Urban centres like Regina can provide valuable habitat for the conservation and management of wildlife,” RSM Curator of Vertebrate Zoology Dr. Ryan Fisher said. “This research helps us understand how different levels of urban development influence wildlife. So far, we detected 143 different bird species and 15 mammal species.” 

    Not surprisingly, American Robins and the Canada Goose were the most common birds they recorded. While the White-tailed Jackrabbit and Richardson’s Ground Squirrel were the most common mammals observed on their cameras.

    “Initial observations indicate no real impact from urbanization on the number of mammal species that we are seeing,” Dr. Fisher said. “This is likely because a lot of the mammals we observed around Regina are fairly well-adapted. Even in very urban areas such as the Regina Cemetery on 4th Avenue, we observed both deer and red fox.” 

    The rarest sighting for a mammal was an American Mink. Although they are well-known residents of the city, they are rarely seen. They also detected a couple of moose in Wascana Park, near the Wascana Country Club and SaskPolytech.

    Suburban sites had the highest diversity of birds, likely because of the mix of habitats available. However, certain species were found most often outside the city such as wetland and grassland birds. 

    Some notable audio recordings of birds include the Yellow Rail (a species of Special Concern), that was recorded near Wascana Country Club and a Black-billed Cuckoo, recorded near the Science Centre, which is an extremely rare sighting in Regina.

    “Regina supports a diverse wildlife community, especially in areas around Wascana Lake and Wascana Creek, but also in the various treed neighbourhoods, parks, and green spaces in the city,” Dr. Fisher said. “We will continue monitoring these same sites every few years to understand how wildlife is changing as Regina grows and expands.”

    Dr. Fisher reminds residents that if they do see the research equipment, please do not disturb it. 

    The Regina Urban Wildlife Project began in fall 2021 and is being done in conjunction with the University of Regina.

    Additionally, the 42,000 people who receive coverage under the Affordable Care Act would see their average premium go up by $2,420 per year — which amounts to a 107% increase.

    “Let me be abundantly clear: the so-called SAVE Act is not about security. It is not about election integrity. It is about suppression — pure and simple. This bill is a modern-day poll tax cloaked in patriotic rhetoric, and it represents one of the most dangerous assaults on the right to vote in a generation.

     

    “As we sit on the House floor debating this bill — which attempts to make it more difficult for Americans to vote — I am reminded of the generations before us who bled, marched, and died to secure the right to the ballot. And now, in the year 2025, we are being asked to consider legislation that would undo that progress.

     

    “This legislation is not only unnecessary — it is un-American. It demands burdensome documentation under the false pretense of preventing a problem that does not exist. What it will actually do is disenfranchise millions of eligible voters — particularly the poor, the elderly, students, and communities of color.

     

    “One of the most outrageous elements of this bill is the requirement that eligible voters, who cannot readily produce certain forms of ID, may be forced to obtain a U.S. passport — at a cost of at least $130 — just to cast their ballot.
