    WASHINGTON, DC — U.S. Senator Jacky Rosen (D-NV) released the following statement after voting against Republicans’ extreme budget resolution that targeted critical programs Nevadans rely on – like Medicaid, food assistance, and more – to pay for more tax giveaways for the ultra-wealthy. Senator Rosen filed an amendment to cut taxes for the middle class and small businesses while making the ultra-wealthy pay their fair share, but Senate Republicans opposed it. She also voted to include provisions in this resolution to block tax cuts for billionaires, protect Social Security, Medicare, and Medicaid, and combat President Trump’s cost-raising tariffs, but Senate Republicans blocked them.
    “Senate Republicans just passed yet another budget resolution that calls for deep cuts to vital programs like Medicaid and food assistance, all to pay for more tax breaks for the wealthiest individuals,” said Senator Rosen. “I led the charge on a measure to cut taxes for the middle class while making the ultra-wealthy pay their fair share, but Senate Republicans voted it down. They did all of this in the dead of night because they know their actions are extremely unpopular and wanted to hide them from the American people. I’ll keep fighting for hardworking Nevadans and against hyper-partisan legislation that harms the programs they rely on most.”
    Senator Rosen has been a strong critic of Republicans’ budget plans that would drastically increase our national deficit and give tax breaks to the ultra-wealthy by cutting programs Nevadans rely on. This week, she took to the Senate floor to call out Congressional Republicans for this extreme budget plan. Senator Rosen also joined her Senate colleagues in urging President Donald Trump to reject Congressional Republicans’ legislative plans to increase the cost of living for Americans.

  • MIL-OSI USA: Senator Coons condemns Trump’s tariffs, urges colleagues to end tariffs on Canada in speech before Senate vote

    WASHINGTON—U.S. Senator Chris Coons (D-Del.) spoke on the U.S. Senate floor tonight, where he lambasted the new global tariffs imposed by President Trump this afternoon and called on his colleagues on both sides of the aisle to support a resolution that would end the tariffs President Trump has imposed on Canada. The resolution passed, 51-48. Senator Coons is a cosponsor of the resolution.

    “I rise to bring the attention of this body to a broken promise by our president. Our president promised in the campaign, and recently in an address to all of us here in Congress, to make America affordable again,” Senator Coons said. “Today, President Trump has announced he is going to impose tariffs on virtually every trading partner we have, and I rise in support of a piece of legislation we’re about to vote on here in the Senate that gives us a chance to do something.”

    Tonight, the Senate voted on a resolution by U.S. Senator Tim Kaine (D-Va.) to revoke the “emergency” President Trump earlier this year declared that has allowed him to unilaterally implement tariffs on Canada. Several decades ago, Congress passed a law giving the president the power to declare an emergency, assuming that presidents would only use that authority during a time of war or other national security crisis. President Trump has abused that power to unilaterally impose tariffs on Canada, Mexico, and other trading partners.

    “Canadians have served alongside us in virtually every war we’ve ever fought. They are a NATO ally and partner, and for my small but mighty State of Delaware, our major export destination and the nation from which we import the most,” said Senator Coons. “And yet…President Trump is moving ahead with slapping tariffs on Canada.”

    Earlier today, on what President Trump declared ‘Liberation Day,’ President Trump imposed sweeping new tariffs on nearly everything imported into the United States, as well as significantly higher tariffs on nearly every other country, from Taiwan to Israel to the European Union. Financial markets immediately plummeted upon the news. Economists and business organizations have called them “monstrously destructive” and “catastrophic for American families.”

    “This is not Liberation Day, but Tax Day – a new national sales tax that will harm the imports we buy from virtually every country, and because of the countervailing tariffs, harm our exports,” Senator Coons said.

    Senator Coons is a member of the Senate Small Business Committee. In February, he introduced the STABLE Trade Policy Act with Senator Kaine, which would institute a requirement of congressional approval before a president could impose new tariffs on U.S. allies and free trade agreement partners such as Canada.

    Our president promised in the campaign, and recently in an address to all of us here in Congress, to make America affordable again. To deal with the high prices – groceries, of fruits and vegetables, of housing, of housing supplies, of energy – to deal with high prices. Millions of Americans who voted for President Trump said they did so out of frustration about high prices. Well today, President Trump has announced he is going to impose tariffs on virtually every trading partner we have, and I rise in support of a piece of legislation we’re about to vote on here in the Senate that gives us a chance to do something.

    So to my colleagues, if you’ve heard as I have from your constituents, calling with concern and alarm about how much prices have not gone down, but have gone up, I recommend you think about one country: one of our most trusted and loyal allies, some of the nicest people on the planet.

    Who doesn’t like Canadians? Canadians have served alongside us in virtually every war we’ve ever fought. They are a NATO ally and partner, and for my small but mighty State of Delaware, our major export destination and the nation from which we import the most. And yet, because of an emergency at our border – which I think is wholly unjustified by the data of how little fentanyl actually comes into our country across the northern border – President Trump is moving ahead with slapping tariffs on Canada.

    Tonight you have a chance, I say to my colleagues, to vote to undo the declaration of an “emergency” on our northern border. You can vote to undo the harm to businesses, to small families, to retirement accounts. Don’t look at your 401(k) if you want to know tomorrow the consequences of indiscriminately slapping tariffs on every one of our major trading partners. This is not Liberation Day, but Tax Day – a new national sales tax that will harm the imports we buy from virtually every country, and because of the countervailing tariffs, harm our exports.

    A tariff is a tax. Tonight we will take a vote, and I hope some of my colleagues on the other side of the aisle will join with Senator Kaine and many of us in recognizing it is ludicrous to use the special emergency powers that Congress gave to the president assuming he would only do so in a case of war or active open hostility, not in the case of one of our trusted and loyal partners and allies, the great and kind people of Canada.

    In recent meetings with Canadian leaders, they’ve said ‘Don’t make us do it. Don’t make us impose tariffs on you.’ But tonight, the Trump administration has imposed tariffs on dozens and dozens of our trading partners. To my friends and colleagues, let’s vote to undo this phony crisis and vote to undo the tariffs on US-Canada trade. Thank you.

    A mid-level trough is forecast to move across the Atlantic Coastal
    states on Tuesday, as a dry airmass moves across the eastern and
    southern U.S. From Wednesday to Friday, a mid-level trough is
    forecast move southeastward from the central states into the eastern
    U.S., becoming increasingly amplified with time. Ahead of this
    feature, instability is forecast to remain weak. Isolated severe
    storms would be possible ahead of the trough in the lower Missouri
    and mid Mississippi Valleys Wednesday night. The severe threat is
    forecast to shift eastward into the Ohio and Tennessee Valleys on
    Thursday, and to the Carolinas on Friday. One of these days could be
    a potentially more active severe weather day, but predictability
    remains low concerning trough timing, magnitude of instability and
    convective mode. In the Great Plains from Friday into Saturday,
    model forecasts suggest a moist airmass will advect northward across
    the southern and central Plains. At mid-levels, a ridge is forecast
    to move eastward across the central U.S. from Friday into Saturday.
    Isolated severe storms that develop in the vicinity of the ridge
    should be marginalized due to a lack of large-scale ascent.

    southern Atlantic Seaboard and into northern Florida. Scattered
    thunderstorms will likely be ongoing near the front at the start of
    the period. Ahead of the front, surface dewpoints near 70 F will
    contribute to an unstable airmass. Model forecasts suggest that
    MLCAPE will peak around 1000 J/kg ahead of the front during the
    afternoon. In addition, the edge of a 500 mb jet streak will create
    moderate deep-layer shear along the front, which should be favorable
    for some storm organization. A line of strong thunderstorms is
    expected to develop by midday, as low-level convergence is
    maintained along and ahead of the front. Forecast soundings along
    this zone of convergence in the afternoon have 0-6 km shear in the
    40 to 50 knot range, and have some directional shear in the boundary
    layer. This should be enough for an isolated wind-damage threat.
    However, low-level lapse rates are forecast to remain poor
    throughout day due to abundant cloud cover and convective outflow.
    This should keep any severe threat that develops marginal.

    A wind-damage and isolated tornado threat will be possible on Sunday
    across parts of the Southeast. Marginally severe wind gusts will
    also be possible in parts of the southern Appalachians.

    Southwest mid-level flow is forecast across the Southeast on Sunday.
    A mid-level jet streak will move northeastward into the Ohio Valley,
    as a cold front advances eastward across the Gulf Coast states and
    southern Appalachians. A large MCS is expected to be ongoing near
    the front at the start of the period. The MCS is forecast to move
    slowly eastward during the day into a moist and unstable airmass.
    Ahead of the front, surface dewpoints will be in the mid to upper
    60s F over much of the Southeast, and from the mid 50s to lower 60s
    F in the southern Appalachians. The unstable airmass ahead of the
    front is expected to gradually become more stable during the day,
    due to abundant cloud cover and convective outflow. In spite of
    this, the southern edge of the mid-level jet streak will create
    strong deep-layer shear, sufficient for an isolated severe threat

    Forecast soundings near the instability axis in eastern Alabama
    during the afternoon show moderate deep-layer shear, which will
    support storm organization. Ahead of the front, model forecasts have
    a 40 to 55 knot low-level jet persisting through much of the morning
    and afternoon. Near the low-level jet, forecast hodographs are
    curved with 0-3 km storm-relative helicity in the 250 to 350 m2/s2
    range. For this reason, an isolated tornado threat will be possible
    with supercells. However, the primary storm mode is expected to
    remain linear. Line segments that can organize into bowing segments
    will have a wind-damage threat. The severe threat may persist into
    early evening, but should become more isolated as instability
    weakens across the region.

    Further to the north into parts of the southern Appalachians, strong
    deep-layer shear associated with the edge of a mid-level jet streak
    will support some storm organization. However, instability is
    forecast to be very weak, suggesting that any wind-damage threat
    will be marginal.

    SUMMARY…Small to marginally severe hail and potentially damaging
    surface gusts may continue at least another hour or two into the 6-7
    AM CDT time frame, before probably diminishing.

    DISCUSSION…Warmer elevated mixed-layer air, atop the potentially
    buoyant elevated moist layer, appears to responsible for suppressing
    ongoing convective development near and south of the Red River. The
    more intense convection has remained focused in a short arcing band
    to the north, roughly within the thermal gradient around 700 mb, on
    the northern edge of the elevated mixed-layer. This has been
    accompanied by sustained small to marginally severe hail, and it
    appears that this could persist at least another couple hours.

    Additionally, it does appear that this activity has generated an
    appreciable surface pressure perturbation, based on recent ASOS
    observations from Pauls Valley, where a 6-7 mb 2 hourly surface
    pressure fall was noted. This has accelerated already strong
    northerly near surface wind fields, with several gusts in excess of
    severe limits being observed across south central Oklahoma during
    the past couple of hours.

    As convection fills in across eastern Oklahoma into western
    Oklahoma, in response to large-scale ascent, it remains unclear how
    much longer this will continue, but it is possible that it could
    persist into the 11-12Z time frame.

     WASHINGTON, D.C. – Tonight, U.S. Senator Rand Paul (R-KY) spoke on the Senate floor in opposition to Amendment 1466, offered by Senator Alsobrooks, which would undermine President Trump’s Executive Order exempting national security agencies from federal collective bargaining.

    Dr. Paul highlighted that federal employees already receive more protections and benefits than their private sector counterparts. He emphasized the importance of ensuring federal employees are not empowered to hold national security hostage for union demands.

    Referencing recent reports, Dr. Paul cited the February revelation that over 100 intelligence officers had used official government channels to engage in obscene and inappropriate conversations. He praised Director Tulsi Gabbard’s swift action to fire those involved and warned that such accountability would have been impossible had the individuals been union-protected.

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Budget Committee, issued a statement after two Senate Republicans broke with President Trump to support his amendment reiterating the importance of the Federal Emergency Management Agency (FEMA) and its role in providing nonpartisan disaster relief to disaster survivors in all states, territories, and Tribal nations. Padilla forced this amendment vote in response to Trump Administration proposals to eliminate FEMA and condition wildfire aid on their political demands. Following a 48-51 vote, the amendment was not adopted.
    “I welcome the bipartisan vote for my amendment to support FEMA and its mission to provide relief to Americans after devasting disasters. Whether it’s wildfires in the California, tornados in the Midwest, ice storms in Texas, or hurricanes in the Southeast, natural disasters do not distinguish between red states and blue states — and neither should our assistance for fellow Americans in their time of need. While it’s disappointing that more of my Republican colleagues did not vote to support disaster victims in their states, I will continue to fight for all disaster victims, especially in the wake of the devastating Los Angeles fires.”

    Senator Padilla has fought relentlessly to secure and protect access to desperately needed disaster relief aid for families in Southern California. In the immediate aftermath of the Los Angeles fires, Padilla and Senator Schiff led 47 bipartisan members of the California Congressional delegation in successfully urging President Biden to grant Governor Gavin Newsom’s request for a major disaster declaration to expedite timely relief to Los Angeles County residents impacted by these disasters.   • MIL-OSI Security: Fatal human smuggling case and two alleged MS-13 members among those charged in relation to immigration and border security

    HOUSTON – A total of 225 cases have been filed in border security-related matters from March 28-April 3, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of those cases, 70 face allegations of illegally reentering the country with the majority having felony convictions such as narcotics, violent and/or sexual crimes and prior immigration offenses, among others. A total of 144 people face charges of illegally entering the country, nine cases involve various instances of human smuggling with others relating to firearms and assault of a federal officer.

    Among those charged as part of these cases include an illegal alien and a McAllen resident who are now in custody for alien smuggling resulting in two deaths. Vicente Garcia Jr. was allegedly transporting one illegal alien whom he was to transfer to Jose Alexis Baeza-Combaluzier. Baeza-Combaluzier had four other illegal aliens in his vehicle and departed the area with the passengers but eventually came to a stop due to a flooded road, according to the charges. When authorities attempted to make an approach, he allegedly accelerated and drove through a flooded area and eventually drove into a canal. Law enforcement immediately began rescue operations, but two drowned, including a 14-year-old child, according to the charges. If convicted they face up the life in prison or the possibility of a death sentence.

    Four of those charged in illegal reentry cases include two El Salvadoran males who are identified as potential MS-13 gang members. Authorities found Edwin Geovanny Parada-Granados near Hidalgo less than a year after he was previously removed, according to the charges. Misael Antonio Mendez-Mendez was allegedly found near Mission having previously been removed less than six weeks ago. The charges allege he is also a convicted felon.

    Another El Salvadorian male is alleged to be a convicted sex offender. Nicolas Alberto Hernandez-Lopez was previously sentenced to 60 months for second degree sexual assault, according to the charges and had been removed in 2023. However, he was found again in the United States near Escobares.

    Law enforcement also encountered Cesar Humberto Leal-Garcia unlawfully in the country and attempted to place him into custody, according to a criminal complaint. At that time, he allegedly assaulted two Border Patrol agents. Leal-Garcia is now charged with illegal reentry and assault on a federal officer. He has four prior convictions for illegal reentry after removal, according to the allegations.  

    Also charged this week is a Mexican national facing charges of trafficking firearms and smuggling goods from the United States. Pedro Cardiel Rodriguez allegedly attempted to transport a 9 mm pistol and 1,852 rounds of ammunition to Mexico through the Brownsville Gateway International Bridge. He purchased the pistol on behalf of an individual in Mexico, according to the allegations.

    Other relevant matters announced this week include the sentencing of a repeat illegal alien offender sent to prison for 33 months in a case out of the Brownsville Division. Fidel Jose-Ramirez has other criminal convictions including driving while intoxicated, assault family violence, criminal mischief and possession of a controlled substance. He was first ordered removed from the United States in 2019 and was previously convicted of being an alien unlawfully found in the United States after removal in 2023. After his conviction and subsequent removal, he had illegally reentered the country Jan. 3, 2024, after crossing the Rio Grande River.

    In Corpus Christi, an illegal alien with seven DWIs was also ordered to prison. In handing down the 24-month sentence, the court noted Arturo Cruz-Badillo’s previous driving while intoxicated convictions (DWI) and how they are very dangerous for communities and its citizens. He has seven prior DWI convictions in addition to a conviction for battery and was removed from the country three times between 2012 and 2023. However, on Aug. 22, 2024, law enforcement discovered Cruz-Badillo again in the country along with 10 other illegal aliens being smuggled in a commercial cargo trailer.

    Also announced this week was the conviction of another human smuggler in an event that resulted in death. Jose Guadalupe Antonio-Arredondo admitted to assisting in the smuggling of an illegal alien July 12, 2024. He guided the illegal alien and a brush guide to the border wall before he returned to Mexico. However, after they crossed the wall, the alien had trouble breathing and ultimately collapsed. The alien was pronounced deceased July 17, 2024.

    Also in McAllen, a Mexican citizen illegally residing in San Benito was indicted for using someone else’s identity to pose as an American citizen. Cristina Amezcua Valencia allegedly applied for a U.S. passport, claiming the identity of another individual. She later utilized the passport containing the individual’s name and date and place of birth so she could enter the U.S. from Mexico, according to the charges. If convicted, Amezcua faces up to 10 years for the false statement in application of a U.S. passport and up to three years for false claim to U.S. citizenship. She will also be ordered to serve a mandatory two years for identity theft, upon conviction, which must be served consecutively to any other prison term imposed.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes.

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

    Sets the Stage to Rebuild Military, Secure the Border, and Prevent $4 Trillion Tax Hike

    WASHINGTON, D.C. – The United States Senate passed its amendment to the budget resolution from the House of Representatives by a vote of 51 to 48.

    The amended resolution is a step toward making President Trump’s 2017 tax cuts permanent, strengthening national defense, enhancing border and energy security, and reducing spending. The budget resolution will now head back to the House of Representatives for passage. Both chambers must pass identical budget resolutions before they can craft and advance legislation through the reconciliation process.

    U.S. Senator Kevin Cramer (R-ND) issued the following statement after voting in favor of the resolution:

    WASHINGTON — Congressman Jared Golden (ME-02) released the following statement regarding the House and Senate GOP’s budget plans, following a vote Thursday to advance a harmful budget resolution through the Senate: 

    “Americans should be furious that the Senate GOP has picked up where their House counterparts left off, pushing a budget designed to slash taxes for the wealthy and corporations, paid for by cutting Americans’ health care and blowing up the deficit. Rather than pushing back against the many flaws in the House GOP budget resolution, Senate leaders are seeking simply to hide the cost of this plan from the American people with new budgeting gimmicks that, if successful, will set a dangerous precedent for future Congresses to ratchet up spending again and again without ever paying for it.

    “We can do so much better than this naked attempt to further tilt the system against the many in favor of the few at the top. If we ask the wealthy and big corporations to pay their fair share, we could cut taxes for the middle class and reduce the deficit without harmful cuts to health care. The GOP’s majority is slim, and I know that some of my colleagues on that side of the aisle oppose this irresponsible, harmful approach to government. I am ready to work with them, and anyone else, to pass a responsible budget that puts middle class families first.” 

    The House-passed budget resolution called for $4.8 trillion in deficit increases. Nearly all of that spending would fund extension of the 2017 Trump Tax Cuts, which disproportionately benefited the wealthiest households and corporations. The House plan offsets the cost with just $2 trillion in spending cuts, for a total $3.4 trillion increase to the national debt, including estimated interest payments. 

    The Senate plan attempts to hide the cost of extending the Trump Tax Cuts by using an accounting trick known as the “current policy baseline.” (“It’s like taking an expensive week-long vacation and then assuming you can spend an extra $1,000 per day forever since you are no longer staying at the Plaza,” said Marc Goldwein, senior vice president and senior policy director for the Committee for a Responsible Federal Budget, in an interview with the New York Times.) 

    An honest accounting of the Senate’s budget resolution shows that it includes $5.8 trillion in new borrowing — twice as much as the House plan and three times as much as the American Rescue Plan — while adding as much as $6.9 trillion to the national debt, including estimated interest payments. 

    The Senate resolution also retains language from the House bill instructing the House Energy and Commerce Committee to cut $880 billion in spending, a sum impossible to achieve without substantial cuts to Medicaid. Medicaid provides health coverage to 236,000 people in Maine’s 2nd Congressional District — more than one-third of the population — according to KFF.

  • MIL-OSI China: California aims to forge own trade path amid US tariffs

    California Governor Gavin Newsom announced a bold initiative on Friday to shield the state’s economy from the impacts of the U.S. tariff policies by pursuing independent trade relationships with international partners.

    “Donald Trump’s tariffs do not represent all Americans,” Newsom said in a video message. “California remains a stable trading partner,” he said, directing his administration to pursue new trade opportunities globally.

    The move came just two days after U.S. President Donald Trump announced sweeping tariffs, including a 10-percent “minimum baseline tariff” on all imports, with higher rates for certain trading partners, effective on April 5.

    The new tariffs have drawn backlash from economies around the world, with countermeasures already pledged by some. Newsom urged the state’s “long-standing trade partners” to exempt California-made products from any retaliatory measures.

    “California leads the nation as the #1 state for agriculture and manufacturing — and it’s our workers, families, and farmers who stand to lose the most from this Trump tax hike and trade war,” said the governor in a statement.

    “To our international partners: As the fifth largest economy in the world, the Golden State will remain a steady, reliable partner for generations to come, no matter the turbulence coming out of Washington. California is not Washington, D.C.”

    With a gross domestic product of 3.9 trillion U.S. dollars, California is the largest importer among all U.S. states, with more than 675 billion dollars in two-way trade supporting millions of jobs across the state. Its economy is 50 percent bigger than the GDP of the nation’s next largest state, Texas, according to the governor’s office.

    The initiative directed the state administration to identify collaborative opportunities with trading partners that protect California’s economic interests, including workers, manufacturers and businesses, as well as broader supply chains linked to the state’s economy.

    The tariffs announced by the Trump administration could result in a 2.3 percent increase in overall inflation in the United States this year, including a 2.8 percent increase in food prices and an 8.4 percent increase in automotive prices. The tariffs’ impact could cost the average household 3,800 dollars a year, according to analysis by the Budget Lab at Yale University.

    Newsom is particularly concerned about the state’s agricultural sector. California produces about 80 percent of the world’s almonds, generating an industry worth approximately 5.6 billion dollars and supporting more than 100,000 jobs.

    The almond industry alone contributes about 11 billion dollars in added value to California’s economy, according to industry data. About 70 percent of the state’s almond crop is exported to more than 100 economies worldwide.

    Beyond agriculture, Newsom’s administration was concerned about disruptions to the state’s manufacturing sector. Manufactured goods dominate both California’s exports (87 percent) and imports (89 percent), making the state particularly vulnerable to tariff impacts.

    The Port of Los Angeles, a major trade hub, anticipates a possible 10 percent decrease in cargo volume due to the tariffs, which could result in job losses in the port and related industries.

    The governor’s initiative also aimed to safeguard access to critical construction materials needed for recovery efforts following the recent Los Angeles wildfires. Officials noted that current tariffs on Canadian lumber of 14 percent could rise to nearly 27 percent, hampering rebuilding efforts.

    State officials also expressed concern about supply chains between California and Baja, Mexico. They argued that taxing component goods each time they cross the border will raise final product prices for Californians.

    Moreover, the Sacramento Bee reported Friday that Newsom faced another serious question: “How much of a problem will tariffs be for the state’s economy, which is heavily reliant upon high-income earners, many of whom draw their wealth from stocks.”

    The UCLA Anderson Forecast issued a recession watch last month, citing tariffs as one factor in a possible downturn. But there are others, notably Trump’s crackdown on undocumented immigrants, which the Forecast saw as having the potential for reducing the labor pool in the state.

    Though legal experts noted that individual states do not have the constitutional authority to independently negotiate global trading deals regarding tariffs, as this power is reserved for the federal government, California has been cultivating relationships with foreign governments and officials independent of the current federal administration.

    California has a history of active engagement in international trade through various agreements and initiatives. It has entered into 38 international agreements with 28 different foreign partners, according to the governor’s office.

    The state government has established the International Affairs and Trade Development Interagency Committee, which advises Newsom on international trade matters and coordinates related state activities, and California maintains trade and investment desks in key markets to further its international economic objectives.

  • MIL-OSI China: China suspends poultry meat, sorghum imports from certain U.S. firms

    China’s General Administration of Customs (GAC) said on Friday that it has decided to suspend the exports of poultry meat from some U.S. firms to China as well as suspend the qualifications of some U.S. firms to export certain products to China.

    Effective April 4, China will suspend the qualification of C&D (USA) Inc. to export sorghum to China. It will also suspend the qualifications of three other U.S. firms, namely American Proteins, Inc., Mountaire Farms of Delaware, Inc. and Darling Ingredients Inc., to export poultry meat and bone meal to China, the GAC said.

    The decision came after Chinese customs detected excessive levels of zearalenone and mold in imported U.S. sorghum, and salmonella in imported U.S. poultry meat and bone meal, the GAC said in a statement, adding that the suspension aims to protect the health of Chinese consumers and the safety of animal husbandry sector in China.

    In a separate announcement, the GAC also announced the immediate suspension of poultry meat imports from the two U.S. companies of Mountaire Farms of Delaware, Inc. and Coastal Processing, LLC.

    The GAC said that this suspension follows the Chinese customs’ detection on several occasions of the prohibited drug furacillin in imported U.S. chicken products and that the suspension decision is to protect the health and safety of consumers.

    An official with the GAC said that the suspension of poultry meat import from the two U.S. companies would help prevent food safety risks from the source, and the decision was made in accordance with relevant Chinese laws and regulations and international standards.

    “The above measures taken by the General Administration of Customs are necessary precautions to ensure food safety, and they are reasonable and in line with international norms,” the official said.

    WASHINGTON – U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.) joined their colleagues in introducing the IDEA Full Funding Act to ensure all children with disabilities can access a free, high-quality public education. In 1975, Congress passed the Individuals with Disabilities Education Act (IDEA) to ensure that every child with a disability has equal access to education opportunities. While this was a historic step forward, Congress has failed to provide the promised funding. The IDEA Full Funding Act will bridge this gap.
    Under IDEA, the federal government committed to pay 40 percent of the average cost per student to provide special education services; however, that pledge has never been met. Current funding is at less than 12 percent, according to the Congressional Research Service. The IDEA Full Funding Act requires regular, mandatory increases in IDEA spending to finally meet Congress’ obligation to ensure students have the tools they need to succeed.
    “New Mexico kids deserve every opportunity to succeed, and that requires access to quality public education that meets their unique needs. While Donald Trump and Elon Musk are trying to dismantle America’s education system, I am focused on fighting for our kids’ future,” said Heinrich. “It’s past time that we make good on the promise Congress made in 1975: We need to deliver our fair share of funding for special education, delivering for our kids and our communities.”

    The amendment comes after recent reporting about Congressional Republicans’ plans to sell public lands to fund tax breaks for billionaires.
    “Public lands belong to all of us,” said Heinrich, Ranking Member of the Senate Energy and Natural Resources Committee. “Under the Republicans’ agenda, wealthy out-of-state landowners will be able to turn our most beloved and sacred public lands into their private resorts. Not on our watch. This is about protecting access to the places we know and love for our kids, grandkids, and generations to come.”  
    “Westerners know our forests, national parks, and public lands are priceless,” said Hickenlooper. “Some Republicans want to sell them off to bankroll tax cuts for the ultra-wealthy. Our public lands are not – and should not be – for sale.”

    Padilla, Mullin, Tillis Introduce Bipartisan Bill to Increase Access to Specialty Care in Rural Communities

    WASHINGTON, D.C. — U.S. Senators Alex Padilla (D-Calif.), Markwayne Mullin (R-Okla.), and Thom Tillis (R-N.C.) introduced the Ensuring Access to Specialty Care Everywhere (EASE) Act, bipartisan legislation that will increase access to specialty care for rural and underserved Medicare, Medicaid, and Children’s Health Insurance Program (CHIP) patients. 
    People living in rural communities have much higher wait times and have to travel much farther for appointments with specialists, such as in cardiology, oncology, and endocrinology, which are crucial for managing chronic conditions. Shortages of specialists in the area, continued closures of rural health facilities, and a lack of adequate public transportation have further increased these wait times, which is directly correlated with appointment cancellation or postponement rates.
    “Everyone deserves access to quality, efficient health care. However, people in rural communities often face unacceptable barriers to care, including unsustainably high wait times and impossibly long drives to connect with specialists,” said Senator Padilla. “Our bipartisan EASE Act would expand telehealth capabilities so rural communities can access specialty care, allowing for earlier intervention and reducing unnecessary emergency visits.”
    “Rural communities are disproportionately impacted by clinician shortages, an aging population, and transportation hurdles, which decrease individuals’ access to specialty care,” said Senator Mullin. “Harnessing the power of telehealth will address these needs and increase access to quality health care, of which many patients are in desperate need.     Specifically, the EASE Act would require the Center for Medicare and Medicaid Innovation (CMMI) to establish a pilot digital platform to improve access to specialty health services for Medicare and Medicaid beneficiaries in rural communities through the creation of a virtual specialty care network that connects individuals and their primary care provider with specialists digitally.
    Representatives Jodey Arrington (R-Texas-19) and Andrea Salinas (D-Ore.-06) lead companion legislation in the House.

    Senator Padilla has long been a leader in the fight to make health care more equitable in the United States. Last year, Padilla, Senator Mazie Hirono (D-Hawaii) and Senator Cory Booker (D-N.J.) introduced the Health Equity and Accountability Act (HEAA) of 2024 to address health disparities among racial and ethnic minorities as well as women, the LGBTQ+ community, rural populations, and socioeconomically disadvantaged communities across the United States.     WATCH: Padilla on Republican tax cuts for the wealthy: “When is enough enough?”

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Budget Committee, denounced President Trump and Republicans’ partisan budget bill that will massively raise costs for working-class Americans in order to deliver $5.3 trillion in tax cuts for the ultra-wealthy. In his speech on the Senate floor, Padilla stressed that these tax breaks for billionaires will require cuts to services Americans depend on like Medicaid and nutrition assistance.

    Padilla tied the budget bill back to Republicans’ tax cuts for the wealthy during the first Trump Administration, asking “when is enough enough?” He emphasized that Trump’s tariffs will only further compound the challenge of rising costs for Americans.

    • “What Republicans were successful in doing was passing a historic tax break for the wealthiest Americans. It added nearly $2 trillion to our nation’s debt. Deficit hawks, are you listening? $2 trillion that could have gone to improve public schools, could have gone to address the housing supply challenges in our nation, could have gone to helping lift children and families out of poverty. But no. A tax break for the wealthiest Americans and some of the largest corporations on the planet.”
    • When is enough enough? Because since the day Donald Trump took office for a second term, we continue to see prices going up, not down. Yes, the President that promised to lower prices on day one, through his statements, through his rhetoric, through his policies and actions, has led to price increases across the board.”
    • “Consumers are paying more. It’s like a tax increase. … So where’s the money going? This is the deja vu part. Their efforts to once again cut taxes for large corporations and the wealthiest in America, the billionaire class, if you will. … So I ask the question again, when is enough enough?

    Padilla underscored that over 70 million Americans and 15 million Californians rely on Medicaid, yet Trump and Republicans’ partisan budget plan would mean hundreds of billions of dollars in cuts to the program, despite Republican claims that it is not on the chopping block. He later spotlighted stories about recipients of California’s Medicaid program, Medi-Cal, who fear the catastrophic consequences of Republicans’ attempts to cut lifesaving Medicaid services again.

    • “They continue to pursue their agenda of relief, tax breaks for the wealthiest Americans because they need some extra spending money at the expense of the health of children and families. When is enough enough?
    • “A vote for this budget — there’s no way to add it up differently — a vote for this budget resolution is a vote to cut Medicaid, no ifs, ands, or buts. Republicans in the House have been clear, and it’s the only way to read the bill before us today. So to my colleagues, again, when is enough enough?

    Padilla highlighted his personal upbringing, growing up in the working-class community of Pacoima, California where for 40 years, his dad worked as a short order cook and his mom cleaned houses. He emphasized that lower-income families and communities like the one he grew up in will be devastated by rising costs and the elimination of their hard-earned benefits.

    • “Our home was filled with a lot of love, a lot of discipline, a lot of sacrifice. There were times when it was tough. There were times when money was more than just tight. So when you hear people talk about, oh, families that live paycheck to paycheck, I know what that means. I know what it means for so many families across the country who just a couple hundred dollars difference makes a huge difference. I know the stress, the anxiety of when the car unexpectedly breaks down, and you look at your savings account, and on the one hand, you may not have enough to pay for repairs, but you also know… you can’t afford to not get to work.”
    • “It’s the same spirit of families like mine and the community like the one I grew up in that says I’m not interested in a handout. I just want a fair shot. I’m willing to work hard to get ahead. I’m willing to work hard to provide for my family. I’m willing to work hard to make sure my kids have a better shot at the American dream than I do. But that is not the spirit of the bill that we’re going to be entertaining today. In fact, it’s the opposite.”
    • “This Republican tax/budget bill makes life harder for working families, makes working families pay more to subsidize tax breaks for the rich. You know what: to add insult to injury, where they’re seeking to cut to afford these tax rates for the wealthy are the very benefits that hardworking families have paid into through their taxes. These are benefits that they have earned. And so I ask again, colleagues, when is enough enough?

    Padilla closed his speech by making clear that the vote on the budget resolution shows where every Senator stands on supporting working families or billionaires and big corporations.

    Senator Padilla has been a vocal critic of the Republican budget bill that lays the groundwork to give massive handouts to billionaires at the expense of working-class Americans. Last week, Padilla criticized Republicans’ billionaire-first tax plans at a rally alongside other lawmakers, labor and grassroots advocates, and hundreds of Americans from across the country who will suffer because of this harmful tax proposal. Earlier this year, Padilla outlined Republicans’ misguided budget proposal in a Senate Budget Committee hearing. He also recently proposed a concurrent resolution would simply demand basic transparency by requiring that any tariff used to offset tax cuts for the wealthy be explicitly written into the Republicans’ partisan budget reconciliation bill. Padilla continues to raise the alarm about Republican efforts to cut critical services and benefits Californians rely on, including Medicaid, Social Security, and nutrition assistance.
