  • MIL-OSI USA: Pingree, Blumenthal, Murkowski Lead Bipartisan Push to Support Survivors of Military Sexual Trauma

    In honor of Sexual Assault Awareness Month, Senate Veterans’ Affairs Committee Ranking Member Richard Blumenthal (D-Conn.), U.S. Senator Lisa Murkowski (R-Alaska), and Congresswoman Chellie Pingree (D-Maine) are teaming up to introduce bipartisan, bicameral legislation to help survivors of military sexual trauma (MST) more easily access care and benefits—as well as boost MST claims processing. 

    The Servicemembers and Veterans Empowerment and Support Act would expand the evidentiary standard for survivors applying for disability benefits from the Department of Veterans Affairs (VA), ensuring MST survivors are provided equal access to the benefits and care they have earned. Given how many instances of MST go unreported during service, the bill would require VA to consider non-Department of Defense evidence sources when reviewing MST claims, and would expand this standard to all mental health conditions related to MST. The bill would also ensure all National Guardsmen, Reservists, and service academy students can receive MST-related care and counseling from VA. 

    “Survivors of military sexual trauma have endured unimaginable pain and deserve the highest quality care and services,” said Ranking Member Blumenthal. “They should have clear access to every tool needed to heal from their trauma. Our bipartisan bill will afford survivors a stronger voice in filing claims and expand VA treatment.”

    “I’ve heard from countless veterans whose profound harm is compounded by a system that repeatedly fails them. Their stories reveal a dual injustice—first from experiencing devastating abuse, and then again when navigating a claims process ill-equipped to support survivors. This goes far beyond administrative shortcomings at the VA; it’s a fundamental breach of our moral and constitutional duty to those who served,” said Congresswoman Pingree. “Our bipartisan, bicameral Servicemembers and Veterans Empowerment and Support Act directly confronts these systemic failures. It modernizes outdated evidentiary standards to recognize all trauma responses, expands critical access to MST-related health care regardless of discharge status, and establishes rigorous oversight to ensure genuine accountability. When our institutions fail and re-traumatize those who sacrificed in service to our country, we violate a sacred commitment. Veterans deserve better, and it’s our responsibility to deliver.”

    Staunch advocates for strengthening benefits and care for MST survivors, the lawmakers introduced the Servicemembers and Veterans Empowerment and Support Act in the 118th, 117th, 116th, and 115th Congresses. Building on the Ruth Moore Act from previous Congresses, the legislation addresses issues uncovered by the VA Office of Inspector General in 2021 by requiring VA to process all MST claims via specially trained teams, conduct annual accuracy reviews for MST claims processing, and study the quality of Veterans Benefits Administration training on MST claims processing.

    The lawmakers’ efforts to improve MST survivors’ care and benefits has strong backing from the nation’s leading Veterans Service Organizations.

    Congresswoman Chellie Pingree (D-Maine), renewed calls for the Social Security Administration Acting Commissioner Leland Dudek to resign today, releasing the following statement in light of new reporting from The Washington Post

    “Since Governor Mills courageously stood against the President’s egregious overreach with her now-iconic ‘See you in court’ declaration, the Trump Administration has unleashed an unprecedented barrage of bureaucratic terror against our state. Acting Social Security Commissioner Dudek’s own internal emails reveal not merely incompetence but calculated malice—a federal official explicitly ordering the sabotage of essential services to punish a state for daring to uphold its own democratically enacted laws. 

    When warned by his own leadership team that terminating Maine’s data contracts would increase fraud nationwide, Dudek’s chilling response laid bare the constitutional perversion at work. He explicitly acknowledged that ‘improper payments will go up,’ yet proceeded anyway, declaring that punishing our governor—who he contemptuously dismissed as a ‘petulant child’—took precedence over his sworn duty to protect the integrity of America’s critical social safety net for millions of vulnerable citizens.

    If a federal agency can be turned into a political hit squad at the whim of an acting appointee, what checks remain on executive power? Commissioner Dudek’s vindictive actions against Maine represent a fundamental betrayal of public trust that disqualifies him from public service. He should not only resign or be removed from office; he should be investigated for his flagrant abuse of power. 

    The Constitution demands better. Maine citizens deserve better. And Acting Commissioner Dudek must go—immediately and disgracefully.”

    Pingree first demanded Dudek’s resignation on March 19, 2025.

    On economic growth through budget reconciliation:“[The Senate has come around], Larry, and you and I have talked about this many times, why it’s so important to have one bill. President Trump has been all in on the idea of one big, beautiful bill. [I] was just in the Oval Office talking with him about this on Monday, and he is really pushing as well. That’s why I think you’re seeing the Senate moving even faster now. We’ve got to get this bill moved through as quickly as possible to get those big bounces in the economy that Kevin Hassett was talking about. When you think about the economic growth that comes along with a, number one, not just a lower and simplified tax code, but the certainty that you get. Because right now there is a lot of uncertainty that’s holding back a lot of trillions, I’ve heard, of investment that could be coming into the economy that’s not right now until we get this done. Let’s get it done soon and then get the big bounce that comes with it for the American workers and the economy.”On the need to extend the Trump tax cuts:“Yeah, and the good news on that, Larry, on both fronts, the answer is yes. And the two are tied together because I think some people initially were worried that if you go to current policy baseline, it would be used to avoid cuts. We cannot avoid cuts. You know, with the deficit, with the debt, we have got to start getting control over spending. And President Trump’s got that as a top priority, too. So making sure that we get the savings as well as going to current policy as baseline allows you to go to permanency instead of ten-year renewal, and then you get an even bigger bounce. Ten-year renewal would be great. A permanent tax code would be even better. So we want the Senate to add that in. They’re the side that’s really got to address that. Their parliamentarian is the one who makes those decisions. It’s a Senate issue, really not a House issue. Let’s get it added in. Still do the real savings so that we get that economic bounce and a lower deficit at the same time. All that’s being worked on together. I think when you see this bill come back and then we start the reconciliation process, it’s going to be full steam ahead.“Yes, [I think the Senate can get to the $1.5 trillion budget savings that are implicit in the House budget]. Look, we went back and forth on this a lot. It took us probably a month of intense meetings with every element of our conference. We’ve got ultra-fiscal hawks. We’ve got people in swing, moderate districts that had very different views on this. We got everybody in a room, and that’s where we settled on $1.5 trillion. The Senate is going to find out the same thing.”On Republicans working toward one big, beautiful bill:“President Trump has been consistently pushing for that one big, beautiful bill. I think now that he’s being more vocal about it and pushing the Senate, I think he wanted to get the government funding issue taken off the table. We did that with the CR that we passed through the House, and Chuck Schumer had to swallow. The left’s going livid over that, but that removed a big obstacle. Now, President Trump’s got his exclusive focus on getting reconciliation done in one big, beautiful bill so that we can get that economic bounce for the hard working families, no tax on tips, all the things he talked about during the campaign, plus energy security, Larry, border security, the other things that go with it.”On the Ways and Means Committee’s work on maximizing impact of the budget bill:“Let me nail it down for you, Larry. You absolutely can do it in that one big, beautiful bill. Renewing existing tax policy is the first thing you do. But then [Chairman] Jason Smith and the Ways and Means Committee have also been meeting on the additional items. We’ve sat down with President Trump to go over things like no tax on tips. There’s other things we’re looking at, too. More pro-growth policies. All of that will be looked at. Now, ultimately, Ways and Means has to make all the numbers add up, and that’s when they can put it all together. Both renewal and new policy can be in that same bill coming out of the Ways and Means Committee. Then we’ll put it all together with the energy policies and the border policies. The debt ceiling will be handled for two years, so President Trump won’t have to worry about that. The deficit reduction components, all that will be in that one big, beautiful bill. We’ll put it all together, bring it, hopefully by the summer, pass that, and get it to the President’s desk.”

That’s historic, it’s unprecedented, and we’re just getting started.”On Democrats voting to shut the government down:“We’ve been talking to President Trump. I talked to him twice over the weekend about budget reconciliation. Now that we got government funding out of the way, and the Speaker did a phenomenal job of uniting Republicans, imagine a CR to fund government passed exclusively by Republicans. One Democrat came along after we had the votes to pass it in the House, and then the Senate ultimately had to finally take that bill up and pass it themselves, which is what caused the Democrats to go into yet another tailspin because Democrats wanted to shut the government down. Almost every Democrat voted against that bill, which also, by the way, had a 40-year largest increase pay raise for our military. Our men and women in uniform who deserved that massive raise. Almost every Democrat voted no on that as well as trying to shut the government down. So, they still don’t want to be serious. They’re not going to be taken seriously by the American people. But we’re going to keep doing our job.”On budget reconciliation: “The next job is budget reconciliation. That is number one on President Trump’s priority list now to get Congress to work together with him to pass that one big, beautiful bill that we’ve been talking about – a bill that not only locks in tax rates, creates more investment in the United States, but also allows us to produce more energy in America, lowering costs for families, creates more border security for America, allows President Trump to continue the great work he’s done. We’ve seen over a 95% drop in illegal crossings. We need to build out the wall. We need to give more technology to our Border Patrol agents that President Trump has asked for, strengthening our national defense and bringing common sense back into the rule and regulatory process in Washington.     On the Senate taking up budget reconciliation:“We have another full week working through our legislative agenda while we also are urging the Senate to continue moving on the budget reconciliation process. This week, they will be taking up the budget that we sent over weeks ago. Of course, when you look at where the budgets are, we went through a lot of work within our conference, meeting with members that represent all different factions within our conference to come up with the ultimate targets that were laid out in our budget to direct 11 different committees in the House to take action in reconciliation. The Senate needs to go through that same process. They’ve got similar dynamics in the Senate. They’ve got fiscal hawks, moderates, the same kind of issues that they’re going to have to resolve. But ultimately, it’s only when the House and Senate come together, are we going to be able to deliver that big package for President Trump to get this economy back on track for the American people. And ultimately, that’s who we’re fighting for.“We’re fighting for those hardworking families who have been struggling too long under the weight of the failed far-left policies of President Biden that are still lingering. The Democrats, when they were in charge, when they added trillions in spending, inflation, interest rates, all the things that are still crushing families. We are finally starting to address those things one at a time. And it’s taken time, but we’re two months in, and you can already see the progress, but there’s a lot more work to do. And so we’re not slowing down in our majority.”On House Republicans holding Democrat overreach accountable on the floor this week:“We’re not slowing down with the bills we’re bringing. Of course, this week, the No Rogue Judges Act. And I think it’s been laid out really well, the abuses that we’ve been seeing with some of these district court judges that just feel their role is to try to stop the duly elected President of the United States and Donald Trump because they disagree with his policies, as opposed to carrying out their duty to interpret the Constitution and the laws of this country. If they’re going to overstep their boundaries, should they be able to have, literally at a district level, an ability to change the law for the entire country, when ultimately the US Supreme Court is going to have to decide many of these big issues? But we’re taking that up.“We’re also, of course, going to continue to fight for the integrity of the vote to make sure that people that have come here illegally by the millions cannot register and vote, and that there will be actual safeguards and consequences for people who come to this country and vote illegally. We’re going to bring that bill again, give everybody an opportunity to state their position on that as well.”On rooting out waste, fraud, and abuse in the federal government:“As you look at reconciliation, one of the things we’re looking to do is to finally start to root out waste, fraud, and abuse in government spending. Obviously, the mandatory spending side is what we look at heavily on the reconciliation side. But we’ve been working closely with the President’s DOGE Commission. For anybody who didn’t see it, I thought it was a very refreshing exercise to watch Elon Musk and all the other leaders of DOGE come together and do, in essence, a town hall meeting talking about the methods, the methodology, and the sophistication that is being used to root out waste, fraud, and abuse in government spending. When people fill out their taxes in just two weeks, there’s a lot of anger and frustration when people send their money into Washington, and they wonder when they hear these stories of the billions of dollars in wasteful programs.“These aren’t just anecdotes. As Elon and the DOGE commission members have been finding out, it’s rampant throughout every agency in federal government, whether it’s just inefficiencies, which is bad enough, or flat-out fraud, abuse, and corruption. They’re identifying billions and hundreds of billions of dollars in waste that can and should be rooted out because every dollar of waste here in Washington, number one is deficit spending that we would not be adding to our deficit, but it’s money that can be reinvested to make programs work the way they were intended by Congress and by the President – to see how serious they take these jobs. Many of these people are very accomplished in their own rights, people that have their own careers and are stepping aside and doing this work to make government work better for all the people of this country. I was very encouraged by it. I wish everybody in the country saw it because when you watch how the left is trying to demonize not the waste in government, I wish the left was as fervent at going after waste in government as they’re going after the people that are trying to root out the waste in government.“Elon’s giving up a lot to do this. As an individual, you see the personal attacks, death threats that are being made against him. That’s real, and it’s disgusting and disgraceful. But it also shows he must clearly be touching on something to the core. How much waste is out there that somebody would threaten his life because he’s trying to find out and root out that waste? We’re going to continue working with DOGE to root out the waste, lock as much of it into law as possible. If we can fit it in a budget reconciliation, we surely will. If it’s going to come later in a recisions package, then we’re going to do it as best as we can to achieve those real savings for the taxpayers of this country who are counting on us to deliver.”

    Washington (April 2, 2025) – Senator Edward J. Markey (D-Mass.), along with Elizabeth Warren (D-Mass) and Sheldon Whitehouse (D-R.I.), today sent a letter to the United States Department of Justice (DOJ) Attorney General Pamela Bondi and Executive Office for Immigration Review Acting Director Sirce E. Owen, condemning the unjust firings of more than 20 judges serving on immigration courts across the nation. The senators highlighted the enormous impact these terminations will have on the immigration system, including impairing critical due process protections.

    The Department of Justice (DOJ) has reportedly fired more than 20 judges serving on immigration courts across the nation, including the Chelmsford Immigration Court in Massachusetts. These firings, which heavily impact New England, have terminated high-level officials—including the Chief Immigration Judge (IJ) of the Executive Office for Immigration Review (EOIR)—supervisory immigration judges and an entire class of 13 newly hired IJs.

    In the letter, the lawmakers write, “The Trump administration has arbitrarily dismissed these hard-working public servants, without compelling reason, in blatant disregard for the fairness and efficiency of the immigration courts. These indefensible firings appear intended to impair the immigration system and to strip vulnerable immigrants of critical due process protections. We urge the Administration to reinstate these fired IJs, halt any further terminations, and provide information regarding EOIR’s plan for the immigration court system.”

    The lawmakers continued, “Experts warn that the Administration could be poised to politicize the immigration court system by replacing terminated court officials with far-right loyalists. And we are alarmed by news that the Administration is seeking to bypass the IJs altogether by invoking the Alien Enemies Act and expanding the use of ‘expedited removal,’ a fast-track deportation process. Individuals deemed ‘alien enemies’ under the Alien Enemies Act have been deported without any court hearing or other form of due process. Meanwhile, individuals placed in expedited removal are not entitled to a hearing before an IJ or to judicial review, with narrow exceptions for those who express fear of persecution or intent to apply for asylum. The designation of some noncitizens as ‘alien enemies’ and the possible expansion of expedited removal—coupled with the firings of IJs—signifies a concerted effort to deprive noncitizens of critical protections and due process rights. This approach could result in the erroneous deportation of individuals with a valid claim of asylum or fear of persecution and even citizens, lawful permanent residents, and visa-holders. These actions are not only cruel and inhumane, they may also contravene U.S. law and international obligations.”

    The lawmakers request answers by April 11, 2025 to the following questions:

    • How is the Trump administration deciding which immigration judges to terminate nationwide, and, specifically, in the Chelmsford and Boston immigration courts?
    • Why did the Administration fire 13 newly hired IJs and 7 Assistant Chief IJs (ACIJs) on February 14, 2025? Why has the Administration fired other IJs and ACIJs since February 14?
    • Why has the Trump administration terminated immigration judges who have served in their roles for longer than two years?
    • Is the Trump administration considering firing additional immigration judges in the Boston or Chelmsford immigration courts?
    • Does the Trump administration plan to re-hire any of the terminated immigration judges? Does the Trump administration plan to replace any of the terminated immigration judges by hiring new immigration judges, including for the Boston or Chelmsford immigration courts?
    • How does the Trump administration intend to address the backlog of roughly 160,000 removal cases in the Boston and Chelmsford immigration courts?
    • Is the Trump administration planning on taking other actions that would obviate the need for more immigration judges?

  • MIL-OSI USA: Huizenga, Sherman, Steil, and Auchincloss Introduce Bipartisan Improving Disclosure for Investors Act

    On Friday, Congressman Bill Huizenga (R-MI), Vice Chairman of the House Committee on Financial Services, announced the introduction of the Improving Disclosure for Investors Act. This bipartisan bill was introduced with Congressman Brad Sherman (D-CA), Congressman Bryan Steil (R-WI), and Congressman Jake Auchincloss (D-MA). The Improving Disclosure for Investors Act directs the Securities and Exchange Commission (SEC) to engage in rulemaking that would allow registered investment companies to satisfy their obligation to deliver regulatory documents to investors under the federal securities laws using electronic means.

    After introducing this bipartisan legislation, Congressman Huizenga released the following statement:

    “The Improving Disclosure for Investors Act is designed to modernize disclosure requirements, building on President Trump’s efforts to make our financial system more efficient and inclusive” said Congressman Huizenga. “Continuing to send customers paper disclosure notices is not only wasteful but fails to acknowledge that digital communications are safer and more effective in reaching all Americans. I look forward to working with my colleagues in the House as well as the Securities and Exchange Commission to finally make this a reality.”

    Background

    The SEC currently permits electronic delivery of certain documents under the federal securities laws, subject to requirements that a registrant provide notice that the information is available electronically, the investor has effective access to such information, and the registrant either obtains evidence to show actual delivery or obtains informed consent from the investor (“opt-in” requirement). The SEC has not comprehensively updated this framework in over 20 years.

    In 2023, the SEC announced a proposal that would require electronic submissions for nearly all forms, filings, and other materials. The proposal further highlights the need for a more digitalized reporting ecosystem.

    In the 118th Congress, the House of Representatives, overwhelming passed the Improving Disclosure for Investors Act with a vote of 269-153.

  • MIL-OSI USA: Huizenga Slams Whitmer’s Harbor-Killing EGLE Mandate

    Today, Congressman Bill Huizenga (R-MI) released the following statement regarding the Whitmer Administration’s ill-defined EGLE requirements for PFAS testing as a condition for harbor dredging. There has been a critical lack of communication with communities as well as on the specifics regarding PFAS standards. The U.S. Army Corps of Engineers (USACE) recently informed Congressman Huizenga’s Office that USACE Headquarters will not authorize PFAS testing until the State of Michigan defines the threshold for acceptable levels. Without this clarification from the State of Michigan, new dredging cannot occur. The inability to remove material from inner harbors – where freighters deliver aggregate material – threatens imminent shoaling, harbor closures, and further delivery of critical construction materials.

    “Governor Whitmer’s ‘act first, define later’ approach to dredging will hurt families, communities, small businesses, and job creation across Michigan,” said Congressman Bill Huizenga. “This is the equivalent of writing a speeding a ticket when there is no posted speed limit. For this reason, I have written to encourage EGLE to halt its implementation until the impacts can be further discussed and defined, and so that dredging activities can resume as needed.  As Co-Chair of the Great Lakes Task Force and a founding member of the PFAS Task Force, I understand the threat of PFAS in our communities. Our efforts to combat PFAS contamination, however, are undermined by vague regulatory requirements, like this one, which would impact harbors at 14 locations across Michigan. These inner harbors, including Holland, Grand Haven, St. Joseph and South Haven, may not be dredged. As a result, shoaling could block cargo ships and cripple our local economies up and down the lakeshore. Additionally, if aggregate is not able to be shipped in, it will dramatically raise the taxpayer cost of infrastructure improvements.”

    “I want to thank Jamie Raskin, I want to thank the leaders of federal [labor movement], I thank Liz Shuler, President Saunders, and others who represent a broader spectrum, because as President Kelley said, this is not simply about federal employees, this is not simply about public employees, this is about whether Americans are going to have the right to organize [and bargain collectively], which is an inherent right in almost every democracy of the world, as a matter of fact every democracy of the world. I can remember when Lech Wałęsa was arguing for freedom from Soviet domination, from communist oppression, and he talked about organizing, talked about solidarity. He talked about organizing and bargaining, because we know, as individuals, you cannot bargain with great enterprise. So, you need to be organized, collectively, so you represent the interest of many, not the few.

    “I was at the Supreme Court yesterday. It says we are a nation of laws; we are not a nation of Executive Orders. And what we have seen over the last two plus months, almost three months now, is a president who believes he can organize and govern by fiat. That is called dictatorship, not democracy. Donald Trump’s Executive Order terminating union rights for hundreds of thousands of federal workers is destructive, very disturbing, and perhaps and probably, not perhaps, probably illegal.

    “Now let me tell you what he’s doing now. Homan, who heads up the immigration authority, said he doesn’t care what the courts say. Ladies and gentlemen of America, my fellow citizens, if we don’t care what the courts say, our government of laws is defunct. It’s not surprising, however, it’s part of Trump and his administration’s unrelenting effort to fire, traumatize, and vilify the patriots who make our government function for the people.

    “OMB Director Russell Vought made their strategy clear when he said, ‘we want bureaucrats to be traumatically effected.’ Every day of this administration they have been traumatizing public employees. Now let me tell you they say they want to have an efficient government. What is the worst thing to do to have efficiency in any enterprise? It is to undermine the confidence, morale, and focus of the employees you’re asking to carry out the responsibilities of the government. He went on to say, ‘when they wake up in the morning,’ now this is a federal employee on whom America relies, on who we rely, ‘we want them to not want to go to work because they are increasingly viewed as villains.’ The nurse from the VA hospital, the villain? The inspector in a food processing plant that makes sure that food is safe to eat, villains? Villains? The air traffic controllers that you pointed out, who make sure that this airspace is safe for us to fly in, because when they fail, we know there is death and tragedy that follows. Vought, who is OMB Director, and one of the right-hand people of Donald Trump, said, ‘we want their funding to be shut down,’ not reduced, shut down. They sent two million letters to say, ‘you can resign.’ Think of every air traffic controller walking off the job. You are stuck wherever you are. If you have a loved one who dies in California, you can’t get there. 

    “Congress has passed multiple laws enshrining and expanding the right to organize and bargain collectively. That is the law. This president, however, thinks he can go on governing through Executive Orders as if he makes the law. I’m hopeful that our courts will deem this latest Executive Order illegal, yes, I think it is illegal, as they have from so many of Trump administration’s actions these past few months. Now, Trump said in the election, ‘I’m going to be your retribution.’ Now guess who’s filing some of these suits that the courts have said were right? [points to Labor leaders] Labor organizations this is the retaliation, this is the revenge, this is the shut them up effort. Trump administration’s actions are consistent, however, with the Republican Party’s longstanding hostility to the rights of working men and women to organize and bargain collectively. This action reflects this administration’s agenda to serve the interests of the richest individuals, and the most powerful and wealthy corporations in our country. They don’t need to organize. They have a lot of money, and one of them has $450 billion or thereabouts. This administration does not have concern for the law, for common sense, or for the welfare of our federal employees and the American people they serve, but by God all of us do in standing here, and I hope all of you standing in front of me do, because we want America to continue to be America, that recognizes the rights of individuals to come together and to express to the Congress, to the president, their grievances, and be able to bargain for their rights. That, my friends, is America. And I yield to my dear friend, one of the senior members of the Congress of the United States, who spoke so eloquently yesterday as we sat here arguing for the same objective: fairness and justice.   • MIL-OSI USA: Hoyer Joins Raskin, Colleagues to Demand Answers for Students, Families After Trump Shutters Department of Education Civil Rights Regional Offices

    WASHINGTON, DC – Today, Congressman Steny Hoyer (MD-05) joined Congressman Jamie Raskin (MD-08) and 14 of their congressional colleagues in a letter to U.S. Department of Education (ED) Secretary Linda McMahon demanding answers about the Trump Administration’s decision to illegally shutter the Philadelphia Regional Office of Civil Rights (OCR) and six other OCR Regional Offices.

    OCR is charged with enforcing the nation’s civil rights laws so that every student has access to an equal education, regardless of their race, color, national origin, sex, disability, or age. Until March 11, the employees at the Philadelphia OCR served students in Maryland, Pennsylvania, Kentucky, West Virginia, and Delaware.

    “We believe that the 50 million elementary and secondary school students and 20 million college students in America today deserve to attend their classes without fear of discrimination, regardless of which state they call home,” the lawmakers wrote.

    “While the Department appears to be self-selecting cases that fit the current Administration’s political narrative, tens of thousands of actual pending complaints—spanning allegations of racial and sex-based discrimination, antisemitism, denial of services, and more—from parents and students remain in limbo,” the lawmakers continued.

    The letter requests detailed account of OCR’s work during the Trump Administration, its staffing levels and how ED plans to protect students’ federal civil rights after closing seven of its 12 regional offices.

    Every Democratic Representative serving the states previously overseen by the Philadelphia OCR Regional Office joined Representative Raskin’s letter, including: Reps. Brendan Boyle (PA-02), Madeleine Dean (PA-04), Chris Deluzio (PA-17), Sarah Elfreth (MD-03), Dwight Evans (PA-03), Chrissy Houlahan (PA-06),Glenn Ivey (MD-04), Summer Lee (PA-12), Sarah McBride (Del.-AL), April McClain Delaney (MD-06), Morgan McGarvey (KY-03), Kweisi Mfume (MD-07), Johnny Olszewski (MD-02), and Mary Gay Scanlon (PA-05).

    “Yesterday, the Trump Administration admitted that it abducted and unlawfully deported Kilmar Armando Abrego Garcia, a Marylander, the husband of a U.S. citizen, and the father of a U.S. citizen child with disabilities. He had just picked up his son, who has autism, when Immigration and Customs Enforcement (ICE) detained him. The Trump Administration sent him to a notorious mega-prison in El Salvador without a hearing or any semblance of due process. The Administration has produced no viable evidence that he was a member of any gang and admitted his detention and removal were an ‘error.’

    “He was given no chance to see what he was accused of or to plead his case—just snatched, shackled, and shipped off to a Salvadoran prison with the very gang members whose persecution he had fled and had been given protection from.

    “As the Trump Administration stated in a filing in this case: ‘On March 15, although ICE was aware of his protection from removal to El Salvador, Abrego Garcia was removed to El Salvador because of an administrative error.’ This extraordinary statement is not a claim from a plaintiff’s attorney or an ‘activist judge,’ it is a frank admission by the Trump Administration itself.

    “This is not immigration enforcement. This is plainly a miscarriage of justice that must be remedied. The Trump Administration admitted in open court that it made an ‘error.’ It must remedy this error by bringing Mr. Abrego Garcia back to America immediately.”

  • MIL-Evening Report: Trump’s trade war will hurt everyone – from Cambodian factories to US online shoppers

    It had the hallmarks of a reality TV cliffhanger. Until recently, many people had never even heard of tariffs. Now, there’s been rolling live international coverage of so-called “Liberation Day”, as US President Donald Trump laid out tariffs to be imposed on countries around the world.

    Just hours ago, Trump announced imports to the United States from all countries will be subject to a new “baseline” 10% tariff. This is an additional tax charged by US Customs and Border Protection when products cross the border.

    The baseline tariff is expected to take effect from April 5, and the higher reciprocal tariffs on individual countries from April 9. That leaves no time for businesses to adjust their supply chains.

    What might the next “episode” hold for the rest of the world? We can expect many countries to retaliate, bringing in tariffs and trade penalties of their own. That comes with risks.

    Tariffs on the whole world

    No country has been spared from today’s baseline tariffs, including many of the US’s traditional allies.

    Vietnam will be among the hardest hit, with a 46% tariff. China, South Korea and Japan will also feel the brunt of the newest announcement – all subject to tariffs of between 24% and 34%. The European Union is subject to 20%.

    Many countries had already vowed to retaliate.

    In a recent speech, the president of the European Commission, Ursula von der Leyen, said “all instruments are on the table”. She also stressed that the single market is the “safe harbour” for EU members.

    Canada was apparently spared from the baseline 10% tariff. But it still has to contend with previously announced 25% tariffs on the automotive and other sectors.

    Canada’s new prime minister, Mark Carney, has said “nothing is off the table” in terms of retaliation.

    Major tariffs on Asia

    China’s 34% tariff is a further aggravation to already fractious relations between the world’s two largest economies.

    Vietnam is especially reliant on the US market, and has been trying to negotiate its way through tariff threats. This has included unprecedented agreements to accept deported Vietnamese citizens from the US.

    Until this point, Vietnam had benefited from tensions between the US and China. These new enormous tariffs will have large ripple effects through not only Vietnam, but also less economically developed Cambodia (49% tariff) and Myanmar (44% tariff).

    Is it worth fighting back?

    Vulnerable countries may not have the leverage to fight back. It is hard to imagine what leverage Cambodia or Myanmar could have against the US, given the disparity in resources.

    Other countries consider it is not worth the fight. For example, Australia is rightly questioning whether a tit-for-tat strategy is effective, or will just ramp up the problem further.

    One country that has flown under the radar is Russia. Two-way trade with Russia is small, and subject to sanctions. But US media have reported Trump would like to expand the trading relationship in the future.

    A nightmare for the US Postal Service

    One of the interesting side effects of Trump’s announcements relates to what trade experts call the “de minimis” rule: usually, if you make a small purchase online, you don’t pay import taxes when the item arrives in your country.

    Trump closed this loophole in February. Now, US tariffs apply to everything, even if below the “de minimis” amount of US$800.

    This won’t just be a nightmare for online shoppers. Some 100,000 small parcels arrive in the US every hour. Tariffs will now have to be calculated on each package and in coordination with US Customs and Border Protection.

    Boycotts and retaliation

    We can also expect consumer backlash to increase worldwide, too. Canada’s “elbows up” movement is one template.

    Consumers around the world are already choosing to redirect their spending away from US products, expressing their anger at the Trump administration’s stance on trade, diversity equity and inclusion (DEI) policies, environmental protection, gender rights and more.

    Consumers should be careful about jumping on the bandwagon without doing their homework, though. Boycotting a US fast food outlet might make you feel better (and frankly may be better for your health), but that’s also going to impact the local franchise owner.

    Hating Americans en masse is also not productive – many US citizens are themselves deeply upset at what is happening.

    Claiming victory while consumers pay more

    Watch out for the impending claim of victory – one of Trump’s mantras popularised in the recent movie, The Apprentice.

    The US trade deficit rocketed after Trump’s previous tariff announcements this year, as importers scrambled to stockpile supplies before price increases.

    This cannot happen this time, because the tariffs come into effect in just three days.

    In the short term, the monthly trade deficit will decline if imports return to normal, which will give Trump a chance to claim the policies are working – even if it’s just a rebound effect.

    But these tariffs will harm rather than help ordinary Americans. Everyday purchases like clothes (made in places like Vietnam, Cambodia and China) could soon cost a lot more than they used to – with a $20 t-shirt going up to nearly $30, not including US sales taxes.

    As this reality TV-style trade drama continues to unfold, the world should prepare for more episodes, more cliffhangers, and more uncertainty.

Patient advocates assist veterans with paperwork, services, and appeals related to their care.

    “Our nation’s veterans deserve the best possible service from the VA. Unfortunately, veterans know receiving care from the VA often consists of time-consuming paperwork, fighting through layers of red tape, and lengthy appeals. This is especially true for Michigan veterans in rural communities, where the nearest VA clinic may be hundreds of miles away. Patient advocates are an asset for veterans to work through the bureaucracy, and improve accountability in the VA. Our bipartisan legislation will increase the number of patient advocates available to these veterans, so they receive better care and attention from the VA,” said Moolenaar.

The Veterans Fellowship Act would allow states to use federal funding to create fellowship programs for veterans to find jobs with long-term opportunities following the completion of their fellowship.

The Veterans Fellowship Act would provide them a pathway to gain useful skills for full-time employment in a new career. Veterans make significant sacrifices to keep our nation safe, and our bipartisan legislation will support them after their service,” said Moolenaar.

Our Veterans Fellowship Act will expand opportunities for our veterans to ensure they have the tools and resources needed to build successful careers,” said Rep.     Media reports indicate Gotion, a Chinese Communist Party-affiliated company planning to build a battery component factory in Mecosta County, is pausing its permitting applications and environmental studies. Congressman John Moolenaar is strongly opposed to the Gotion project due to the company’s ties to the CCP.

    “The residents of Mecosta County have made it clear multiple times they do not support Gotion operating in their community. The company has continuously misled the public about its close ties to the CCP and refused to heed election results, instead deciding to sue a small town that does not want it. Gotion’s announcement it is pausing its application process is good news, however, it should listen to the people of Mecosta County and end its plans in Michigan once and for all,” said Moolenaar.

    Moolenaar has introduced bipartisan legislation, the NO GOTION Act, which would disqualify companies based in China, Russia, Iran, and North Korea, as well as the subsidiaries of those companies, from qualifying for green energy production tax credits created by the Biden administration.

    In federal filings, Gotion admitted it is “wholly owned and controled” by its parent company, Gotion High-Tech. In an amended filing last year, the company clarified it recieves subsidies from the Chinese government. Gotion High-Tech employs hundreds of CCP-members and hosts field trips for employees to pledge their life to the CCP. 

    Since the company announced its project in 2022, it has been discovered an executive at the company attends meetings of the parent company’s internal CCP committee. Last year, an investigation conducted by the Select Committee on the CCP, which Moolenaar chairs, found that Gotion’s supply chain is reliant on forced labor that is part of the CCP’s ongoing genocide of Uyghur Muslims, a religious minority in China.

    Today, Congressman John Moolenaar presented military honors to Karl Smith at VFW Post 7729 in Muskegon. Smith enlisted in the Navy at 17 years old, while still attending Muskegon High School. During his service, he was assigned to serve on the USS Halsey, and was deployed to the West Pacific during the Vietnam War. In recognition of Karl’s service, Moolenaar presented the medals he earned, but never received. 

    “It is a pleasure to honor Karl Smith and celebrate his service to our nation in the U.S. Navy. Karl was an exemplary sailor who, after his service, dedicated his life to keeping his community safe as a firefighter and police officer in Muskegon County. Brave service members like Karl deserve to be recognized, and it is an honor to present him with the awards he earned in service to our country 50 years ago.” said Moolenaar.

    Today, Congressman John Moolenaar voted for a resolution to keep the federal government from shutting down. The bill funds the government through September 30, 2025 and maintains programs like Social Security, Medicare, and Medicaid. Additionally, the resolution fully funds veterans programs and the Great Lakes Restoration Initiative. The legislation passed by the House in a vote of 217-213 today is a major step in implementing President Trump’s agenda.

    PLASKETT HOSTS MARCH COMMUNITY EVENTS

    US Virgin Islands – During the last week of March, Congresswoman Plaskett and her office hosted numerous community outreach events.

    On Thursday, March 27th and Friday, March 28th, the Congresswoman and her team hosted U.S. Postal Service Town Hall Working Sessions where they received in writing various constituent complaints, inquiries, and testimonials regarding delayed or damaged packages and other issues. The US Postal Service initially agreed to have representatives from the regional and local offices present at both town halls, but then later declined the invitation, stating that travel demands were too great and would take too much time away from USPS staff and representatives’ work duties. Since the Congresswoman’s first term, the office has hosted at least four (4) town halls with postal service personnel in attendance—up to the Deputy Postmaster General has come—at the Congresswoman’s invitation—to speak to the Virgin Islands community as well as postal inspectors come to simply share how to make a claim. Despite the US Postal Service representatives’ inability to attend, the Congresswoman and her team received numerous complaints and shared information on additional topics regarding social security, immigration and veterans affairs.

    On Saturday, March 29th and Sunday, March 30th, the Congresswoman’s office also hosted their 4th annual V.I. History with Stacey events where Virgin Islands’ students were front and center with numerous displays of Virgin Islands history and culture through the performing arts and spoken word. Also, a part of the program were this year’s winners of the office’s Black History Month essay contest (winners’ names listed below).

    “I would like to thank all of the members of our community who came out and supported our community events this week, and a special thank you to our students, their parents and teachers who participated in our V.I.     Firings affect divisions that respond to disease outbreaks, approve drugs, and provide health insurance coverage

    WASHINGTON, D.C. – Today, the Congressional Doctors Caucus released the following statement condemning RFK Jr.’s proposed mass layoffs at the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), and Centers for Disease Control and Prevention (CDC), warning of devastating consequences for public health and safety.

    “Eliminating 25% of HHS staff, including scientists and researchers, weakens our ability to combat disease outbreaks, ensure food and drug safety, and advance life-saving medical innovations. These cuts come as we are facing active threats to our public health, including a rapidly expanding measles outbreak and a deadly bird flu outbreak. Weakening these agencies at such a critical time threatens public health, slows medical innovation, and puts millions of American lives at risk. The American people deserve a government that protects them, not one that abandons them.”

    Background

    According to an HHS fact sheet, the 20,000 eliminated positions include:

    • 3,500 FDA employees, reducing the agency’s capacity to review and approve life-saving medications, monitor food safety, and regulate medical devices.
    • 2,400 CDC employees, with the agency’s role drastically narrowed to epidemic response, undermining efforts to prevent chronic diseases, track opioid overdoses, and address vaccine hesitancy.

    The Congressional Doctors Caucus is calling for an immediate reversal of these dangerous layoffs and for the Republican leadership in Congress to take action to protect Americans’ public health.

    WASHINGTON, D.C. – Today, Congresswoman Kim Schrier, M.D. (WA-08) introduced the Improving Care in Rural America Reauthorization Act, a bipartisan bill that would reauthorize critical federal grants focused on improving rural health care. Congresswoman Schrier is joined in introducing this legislation by Representatives Carter (GA-01), Figures (AL-02), and Rulli (OH-06). 

    “The Eighth District is nearly 10,000 square miles, with many of my constituents living in rural communities that depend on a scarce number of medical providers in their area. In Congress, I’m focused on supporting rural health care to ensure that Americans can get care close to home,” said Congresswoman Schrier. “As a doctor, I understand the importance of rural clinics and hospitals. Without them, patients, including those in my district, would have to drive even farther to seek medical care. That’s dangerous in an emergency.     Grants like the Rural Health Care Services Outreach, Rural Health Network Development, and Small Health Care Provider Quality Improvement grants enhance health care access and quality for rural Americans.   • MIL-OSI USA: Miller, Colleagues Introduce the Seniors’ Access to Critical Medications Act

    Washington, D.C. – Yesterday, Congresswoman Carol Miller (R-WV) joined Diana Harshbarger (R-TN), Congresswoman Debbie Wasserman Schultz (D-FL), Congressman Dan Crenshaw (R-TX), and Congressman Darren Soto (D-FL) in reintroducing the bipartisan Seniors’ Access to Critical Medications Act. The legislation would extend a waiver issued by the Centers for Medicare and Medicaid Services (CMS) for 5 years, which allowed Medicare patients to receive essential medications by mail or have caregivers and family members pick them up on their behalf.

    “It is vital that people who are dealing with old age or life-threatening illnesses can easily access necessary prescriptions. CMS’ current restrictions make it more challenging for Medicare beneficiaries to obtain medication by limiting pick up only to the patients themselves. In my home state of West Virginia, it can take hours for a patient just to get to their nearest physician or pharmacist and they simply do not have that kind of time to waste when it comes to their health. That’s why I am glad to join Congresswoman Harshbarger in reintroducing the Seniors’ Access to Critical Medications Act which allows patients to receive their prescriptions either through mail or by having a family member or caregiver pick up the medication on their behalf. This bill removes any barriers that prevent Medicare patients from fully accessing life-sustaining treatment,” said Congresswoman Miller.

    “My district in East Tennessee is extremely rural, so for many folks, getting to their healthcare specialist or a pharmacy to pick up a prescription is difficult enough as it is. Now imagine having to undergo this task if you’re elderly with cancer. The ability to be able to mail these crucial medications to our most vulnerable was one of the few silver linings that came out of the COVID-19 pandemic, and it’s our responsibility as lawmakers to make the lives of our most vulnerable easier, not more difficult.     Background:

    • During the COVID-19 public health emergency (PHE), CMS permitted independent physicians to mail medications directly to Medicare patients or have them delivered by a caregiver or family member if the patient was unable to visit the office in person. This decision has since been reversed, resulting in those with serious conditions like cancer—now facing significant challenges in obtaining their prescribed medications promptly.

    • For patients in rural areas, traveling to a doctor’s office can mean an arduous journey, particularly for those without reliable transportation or who are too ill to travel safely. This legislation would ensure they can continue receiving medications by mail or through those responsible for their care.

  • MIL-OSI USA: Miller, Colleagues Introduce Bill to Support Treatment-in-Place Measures

    Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) joined Congressman Mike Carey (R-OH), Congressman Lloyd Doggett (D-TX), and Congressman Pat Ryan (D-NY), all members of the House Ways and Means Committee, in leading the reintroduction of their bipartisan Comprehensive Alternative Response for Emergencies (CARE) Act. The bill would allow seniors on Medicare to receive at-home emergency medical services to treat minor medical incidents by creating a model that reimburses Emergency Medical Service (EMS) providers delivering treatment in place and not just reimburse when Medicare patients are transported to the hospital.

    “Emergency Medical Services (EMS) providers are at the frontline of delivering care and transportation in rural America. In West Virginia, many patients live hours from a hospital and must consistently rely on EMS for treatment. Our EMS personnel are equipped to provide care to patients that may not be in a dire medical situation, rather than spend precious time and resources on transporting non-emergency patients to a hospital emergency department. This commonsense legislation builds upon the Treatment-in-Place Model to provide timely care to our rural patients and empower EMS providers, and I will continue to work to improve access to quality health care for patients in West Virginia and across the U.S.,” said Congresswoman Miller.

    “For some patients, an emergency room visit may not be necessary and can place additional burdens on our first responders and health care providers in the hospital,” said Congressman Carey. “For many, including seniors on Medicare, treatment in place is more viable, saves time and money, and increases the availability of first responders.     “Treatment In Place (TIP) could save Medicare between $1.2 and $1.5 billion annually. In addition to the savings, TIP could be a solution to help EMS workforce and resiliency. The goal of all healthcare should be to provide patients with the right care, at the right time, and in the right place which should also be the most cost-effective manner. NAEMT applauds Congressman Carey and Congressman Doggett for their leadership in introducing the Comprehensive Alternative Response for Emergencies (CARE) Act to recognize EMS for the tireless work they do 24/7/365 and update the antiquated payment model for EMS. Right now, Medicare currently does NOT reimburse EMS practitioners for TIP. EMS is ONLY reimbursed for care when a patient is transported to a hospital ER. Passage of this measure will shorten task times for EMS agencies struggling with workforce shortages, help decompress overcrowded hospitals and emergency departments, meet patients’ needs without long waits at the hospital, and save the government money!” said Chief Christopher Way, President of National Association of Emergency Medical Technicians (NAEMT).

    “We greatly appreciate Congressmen Carey and Doggett introducing the Comprehensive Alternative Response for Emergencies Act which will start the process toward reimbursement of the vital 9-1-1 emergency ground ambulance services provided to Medicare patients regardless of whether the patient is transported to a medical facility. Paramedics and EMTs are highly-trained medical professionals providing care under medical protocols and often arrive on the scene with an ambulance and either told by the patient not to be transported or additional medical care at a facility is not required. This important legislation will help correct long-standing policy and properly view ambulances services as health care instead of just medical transportation,” said Jamie Pafford-Gresham, AAA President.
     
    Background:

    • Adults aged 65 and older account for nearly 20% of all ER visits. This population contributes to the backlog in waiting rooms, even when they might not have an issue requiring inpatient treatment. In a 2021 study, patients who received at-home care had a lower risk for readmission by 26% and a lower risk for long-term care admission as compared to patients who received in-hospital treatment.
    • In 2019, the Centers for Medicare and Medicaid Services (CMS) announced the Emergency Triage, Treat, and Transport (ET3) Model, which was originally set to run from 2020 to the end of 2023. However, due to the COVID-19 pandemic, the model’s start was delayed until June 2021, and unfortunately, due to related challenges, CMMI ultimately ended the model 2 years early. This has not only harmed EMS providers, but also beneficiaries’ access to appropriate care.
    • The CARE Act would create a five-year pilot payment program to test a treatment-in-place model under Medicare. This legislation will ensure Medicare collects comprehensive data to inform future reimbursement decisions for EMS services and treatment-in-place. Medicare beneficiaries make up about 40% of all patients treated by EMS, and between 12.9-16.2% of Medicare-covered 911 transports involve medical conditions that do not require a hospital ER visit. Ensuring EMS providers receive appropriate payment for the most effective and efficient care can improve quality outcomes for beneficiaries and reduce Medicare spending on unnecessary, expensive hospital care.
    • The bill has received support from: American Ambulance Association, International Association of Fire Fighters, and the National Association of Emergency Medical Technicians.
